Long overdue!

These two trips were packed together with only two days home in between. Just posting about them was pretty intense, and the dazzling SOS came through the whole thing glowing as usual. Here’s a look back at almost a month of diplomatic travel.

THERE’S A new girl in town to kick around.
Hillary Clinton used to be everyone’s favorite target. Now it’s Sarah Palin, who is younger, sexier, and easier to trivialize.

The emphasis is mine.  Sarah Palin is sexier than Hillary? Based on what?  You know, when somebody  just throws a comment like that out there as if it is a statement of fact all the alarms and sirens start going off in my head.  The only comparative that is fact up there is “younger.”   Yes, Sarah Palin is younger than Hillary.   That is a fact.   The other two comparatives are opinions, not fact.

I think sexiness starts between the ears. That’s my opinion, and it makes Hillary the sexier one. Sarah Palin is very inner-directed. It all about her, and she seems to crave being the center of attention even though she does not seem to have much to bring to the party. Hillary, on the other hand, is outer-directed. She is a problem-solver, and cares more that the problem gets solved than that she gets credit for it. To me, the one who is not self-absorbed is much sexier than the one who is.

As far as being easy to trivialize, well I do not think it is possible to trivialize Hillary, and Palin has done a good job of trivializing herself.

The two would have a lot to talk about if they ever had that cup of coffee Clinton said she would be willing to share.

They could discuss hardball politics and sexism. Liberals and conservatives both know it when they see it.

The Hillary Clinton who keeps telling everyone that you can’t move forward by looking in the rearview mirror – that Hillary Clinton? She is going to sit down for coffee and discuss stuff that happened two years ago?

Reality check: Hillary has moved on! This is her fourth day home this month, and she has a ton of stuff to read and attend to.

There is no comparison between these two – none!  Last week, Hillary was the covergirl for Time magazine.  They did not seem to think it was necessary to sex her up.   She looks pretty and sexy without stripping down.

Sarah Palin, on a book tour to promote her new book, “Going Rogue”, continues to be scrutinized and attacked by the left. Many believe Sarah Palin is preparing for a presidential bid in 2012. Governor Palin states that she cares about this country and will go wherever she is led by God. To many, Sarah Palin represents honest, harding working, patriotic Americans and American Values.

The Examiner, in an article dated November 22, 2009, reveals the level of scrutiny Sarah Palin is receiving as compared to Barack Obama and Hillary Clinton.

Henry gains control due to a test of strength.  Henry with chops to Lambert, he grabs a headlock takedown which quickly becomes a headscissors.  Lambert escapes with some well-placed elbows and both are up.  Lambert runs off the ropes and tries a shoulder block. Nothing.  She tries again.  Same result.  Lambert tries kicking him first but this time Henry takes her down.  Lambert runs off the ropes, Henry catches the leapfrog attempt and turns it into a fireman’s carry cutter. Fist drop by Henry, a scoop slam and a second rope knee drop which misses.  Lambert wraps Henry’s leg in the ropes then dropkicks it. Shinbreaker by Lambert!  Lambert out to grab a chair and back in.  Henry manages gets loose.  Lambert clobbers him with the chair.  Henry staggers back to his corner.  What?  He’s raising the white flag?   Johnny Suave utters his first ‘HOLY CRAP’ of the night.  Lambert yanks Henry by what hair he has and throws him face first to the mat.  The referee calls for the bell.  Kicks by Lambert now and she doesn’t let up.  The ref tries to pull Lambert off Henry.  Lambert elbows him in the stomach.  Lambert bends down and starts bouncing Henry’s head off the canvas.  The bell rings a second time.  Lambert continues to assault Henry.

The announcement is made that Lambert won the match due to Henry submitting.  Suddenly, an enraged Zinedine Zidane runs into the ring and verbally abuses the referee.  HEAD BUTT to the referee!  Zidane grabs Lambert and pulls her off Henry.  Zidane goes for a head butt.  Lambert eludes and takes a free kick right to Zidane’s balls.  Mercifully, security finally intervenes before more bloodshed and a possible international incident results.

WINNER: Elizabeth Lambert in 2:35

Slick Announcer Guy: “And now, it’s time for our new feature on PCW Extreme Political TV, Bill Clinton’s Hot Tub.  And here’s your host, Bill Clinton.”  Clinton, inside a steaming hot tub, waves to the audience.  Clinton: “Good evening.  Tonight on our new show, Bill Clinton’s Hot Tub, we are damn lucky to have one of the most polarizing figures in American politics today.  And even better, she’s hot looking!  Former Alaska Governor Sarah Palin!”  The camera pans over to Palin who seems a little uncomfortable with the whole arrangement.  Her clothes are stacked up by the side of the hot tub and she tries to keep as low as possible inside the hot tub.  Clinton: “Governor Palin, I am profoundly appreciative that you came on my show tonight.”  Palin: “Um…thank you, President Clinton.  But, was it really necessary for both of us to take all of our clothes off?”  Clinton: “Well, it all depends on what your definition of ‘clothes’ is.  Is it a metaphoric reference to cover up what we really feel inside or is it more of an issue of not wanting to totally put yourself out there?”  Palin: “Riiiight.  You betcha.  Can we get to my book?”  Clinton reaches over and grabs a copy of Palin’s new book, Going Rogue.  Clinton: “From her humble beginnings to her time in the spotlight as the first female Republican Vice Presidential candidate, Sarah Palin has led an extraordinary life. Going Rogue will recount her political experiences, her time as Mayor of Wasilla and as the first female governor of Alaska, as well as her rapid rise on the national stage during the 2008 campaign.  Additionally, she’ll share insights into the personal challenges she’s faced including balancing her time as a working mother, recognizing the war’s impact with her son serving combat in Iraq, having a child with a disability and supporting her teenage daughter through an unplanned pregnancy.”  Palin: “I just wanted to tell my side of the story and share the experiences that I’ve gone through over the past year of so.”  Clinton: “Very intriguing.  Going Rogue.  I think I’d like your book better if you called it Going Commando.  BWHAHAHHAHAHAHAHAAHAHAHAHHAHAHA”  Palin: “Mr. President, that’s not the least bit funny.”  Clinton: “BWHAHAHAHAHAHA…haha… hahaha….ha ha……ha…………..ha…oh, all right.  You-a…you became a lightning rod for any number of groups.  Some thought you were refreshing.  Others didn’t think you were ready for prime time.  You believe this book tells us all about the real Sarah Palin?  Palin: “Yes I do.  It’s about growing up in Alaska, meeting Todd, running for office, addresses my beliefs in faith and family, um, the book is about who I am.”  Clinton: “All right, before we go, I have to ask you a favor.”  Palin: “Um…what?”  Clinton: “Can you do that whole put your hands in the air thing you did on Saturday Night Live?”  Palin: “Not right at this moment.”  Clinton: “Shucks.  Okay, that’s it for Bill Clinton’s Hot Tub.  Tune in next week when-”  Hillary’s Voice: “WILLIAM JEFFERSON CLINTON!”  Clinton: “Oh ****.   Hillary doesn’t know I have company.  Can you kind of go under the water for a few seconds and…”  Palin: “I don’t think so.”  Hillary enters, none too happy.  Clinton: “Hi honey, how you do-” *CLANG*  Hillary connects with a frying pan to the mush.

American Patriots Leader Eric Cantor implores the Raving Rednecks Locke and Loade to defeat the BiPartisan Dream Team. Cantor, Chief Deputy Whip Kevin McCarthy (R-Calif.), Rep. Mary Bono Mack (R-Calif.) and Rep. Paul Broun (R-Ga.) oppose the Progressive Alliance’s plan to provide universal health insurance to PCW roster members.  RINO and Blue Dog D favor compromise on a health insurance plan as long as its fiscally responsible.

Locke gets control very early with a knee to the face and a running neckbreaker. A pair of clotheslines by Locke, RINO tries to toss him over the top but he skins the cat and comes back in with a flying forearm. ARRIBA! Locke tosses RINO out but HE skins the cat…and gets kicked in the face. Locke low-bridges Blue Dog D and Locke gets an assisted crossbody to the floor on both men. Back inside, Loade gets some chops to RINO and then an inverted atomic. Loade drops his head too early and gets kicked in the face, the tag is made to Blue Dog D who hits a SILKY flying European. Loade comes back with a back elbow and a pair of clotheslines, tag is made to Locke and they hit a series of double teams culminating in a knee drop for 2 by Locke. Blue Dog D gets some forearms to regain control, he calls for RINO but Locke runs through the double team and clotheslines both men. All 4 men in the ring, they hang Blue Dog D in the tree of woe and whip RINO into him! EWWWW they crotche RINO on the face of Blue Dog D, then RINO falls on top of him in a…shall we say compromising position? I think we shall. Locke gets a boot up to a charging Blue Dog D, but Blue Dog D comes back with some forearms and whips Locke into RINO’ knee. RINO is in now, back elbow by RINO. Tag back to Blue Dog D, what the hell are they doing? They just did a tour of Locke’s hands and feet…never mind it was dumb. Whip to Locke, Blue Dog D hits a knee in the corner followed by a big boot by RINO and a knee drop by Blue Dog D. RINO is the legal man and gets a 2 count. RINO slaps around Locke and gets his teeth rearranged with a superkick. Tag to Loade, clothesline! A pair! A trio! Baaaaaack body drop. Inverted atomic for RINO! He is a House~! En! FUEGO~!! Chop for Blue Dog D and a Blockbuster gets 2. Whip to RINO and Locke kicks him in the back of the head from the apron. Double team suplex! Post match, the Green World Order (GreenPete, Extreme Vegan Brock Cole Lee, PeaceNick, and Peta from PETA) run-in.  Cantor vacates.  Lee and GreenPete eject Locke and Loade forceably from the ring.  PeaceNick protests the violent manner of which Lee and GreenPete forceably eject Locke and Loade from the ring.  Peta just screams out “”THANKSGIVING IS MURDER ON TURKEYS!” over and over.  Crowd: “PEOPLE EATING (clap, clap clap-clap-clap) TASTY ANIMALS! (clap, clap clap-clap-clap) Peta shouts out her alternative: “THE TOFURKY ROAST!  THE BEST-SELLING TURKEY ALTERNATIVE   Crowd: “PEOPLE EATING (clap, clap clap-clap-clap) TASTY ANIMALS! Politically Incorrect (‘The Princess of Political Incorrectness’ Andrea Doria, Al Cahall, and Nic Koteen) come out with a cooked turkey ready to be eaten.  Crowd: “PEOPLE EATING (clap, clap clap-clap-clap) TASTY ANIMALS! (clap, clap clap-clap-clap)  Cahall tells Peta that people are tired of being badgered by others telling them what they can eat, drink, and think.  Cahall: “Just shut up.  Don’t eat meat if that’s your choice.  But leave people alone.  Things are bad enough without zealots like you telling them what to do.”  Koteen, in between puffs from his cigarette, starts throwing slabs of turkey meat to the crowd.  Crowd: “RRRRRAHAHHHHHHHHHHHH!”  Peta throws a fit.  Peta: “STOP THAT!  STOP IT!”  GreenPete and Brock Cole Lee hop out of the ring and confront Politically Incorrect.  GreenPete knocks over the wagon holding the turkey.  Cahall takes the baster and squirts turkey juice in his eyes.  Andrea Doria grabs the cutting board and blasts GreenPete in the back of his head.  His eyes roll up and he falls to the floor.  Koteen takes the pot of boiling hot water and dumps it on Brock Cole Lee.  Doria then nails him with the solid wooden cutting board and takes him out.

N-Bomb is hesitant before getting in the ring and locking up with American Trucker. Slow to start. They lockup again and American Trucker sends N-Bomb over the top rope.  N-Bomb again avoids American Trucker, guess that. Back in the ring and N-Bomb hits an uppercut and goes to the top rope, American Trucker goes for the Jake Brake which N-Bomb is able to escape. American Trucker lays in the sick back elbow sequence.  American Trucker in control. He actually takes time out to go give high fives to the fans. That might just come back to haunt him. N-Bomb knocks American Trucker out of the ring and goes for a dive but American Trucker catches him and slams him spine-first into the corner. They make their way back into the ring where American Trucker hits a double fist off the top rope followed by a missed Carbon Footprint. N-Bomb goes to work on American Trucker’s leg, Indian Deathlock chained into a Figure Four. American Trucker tries to reverse and eventually is able to but N-Bomb gets to the ropes. American Trucker clotheslines N-Bomb on his knees and then nails N-Bomb twice. He then hits a side slam for a near fall. N-Bomb tries to go up top but is caught, leading to American Trucker hitting a fall away slam. He goes for a chokeslam but N-Bomb gets out of it, American Trucker eventually hits it for a two count. Jake Brake gets countered by N-Bomb, GERMAN! Twice! THRICE!!  N-Bomb covers 1…2…no!  American Trucker rushes at N-Bomb but gets hit with a Scoop Slam! 1…2…NO!  N-Bomb going for ‘Silent But Deadly’…American Trucker gets out of it and goes for a power bomb which N-Bomb counters into another Ankle Lock. American Trucker again gets out. N-Bomb rushes at American Trucker but ends up hitting the steel post, leaving American Trucker open to hit the Jake Brake! Cover.  1…2…2.9007!!!!  American Trucker goes for a Tombstone but N-Bomb gets out of it and again locks in an Ankle Lock. American Trucker eventually gets out of it and hits a huge clothesline for two.  American Trucker goes up to the top rope but General R.C. Patton smacks him with his horse whip and AT falls off.  N-Bomb gets up and hits a belly to belly Suplex.  N-Bomb then hits a Frog Splash!! 1…2…NO!! N-Bomb heads back to the top, American Trucker is up, victory roll by N-Bomb!  1…2…3!

 The Goatbusters, Peter Jenkman and Ray Scantz climb into the ring.  Suave: “The winner gets NCISF’d on Wednesday night’s PCW/MVW House Show…Show.”

Abrams and Jenkman start things out with a shoving contest and Jenkman grabs a headlock and then bulls over him with a shoulder block. We get a leapfrog sequence and Abrams hits a gut punch, leaps over Jenkman and hits a spinning wheel kick. Scantz tags in, jumps into the ring and taunts, but Abrams is having none of it and hits a kick to the gut. They do a leapfrog sequence to a stalemate until Scantz schools Abrams with a series of armdrags. Bettis tags in, fakes a Greco-Roman Knucklelock and hits a boot to the gut, and follows with a stiff chop and a back elbow. Jenkman tags back in and they trade shoves, shoulder blocks and slaps. Kevin blows snot on Bettis and Bettis spits on Kevin. Jenkman wins a forearm exchange but Bettis hits a dropkick. He wins another strike war and whips Kevin to the corner and hits a corner clothesline, and then hits a snap mare before hitting a running boot for a two count. Abrams tags in and controls Kevin with corner thrusts but Jenkman counters a vertical suplex with his own. Jenkman grabs a front facelock and Scantz tags in. Scantz and Abrams trade strikes and Bettis is back in and so is Jim Frascantore.  They hit a double football tackle on Scantz.  Bettis covers for two.

Bettis hits a snap suplex for two and Scantz backs up and tags Jenkman in. Kevin telegraphs a back body drop and gets kicked, but he rolls under a clothesline and DDTs Bettis for two. Abrams tried to break up the cover and gets a snot rocket in his direction. He tells Scantz to put the boot up and slams Bettis’s face on the boot. Scantz is in and he gets two off a scoop slam. Jenkmanerico work in the drop toehold/somersault legdrop combo, Scantz takes out Abrams and Jenkman covers for two. Scantz tags back in and stays on top of things with strikes. He whips Bettis into the corner but runs into a back elbow, and Bettis hits the reverse STO into the middle turnbuckle. Bettis makes the tag and Abrams busts out some Redneck Fu and an Alabama Slam. Jenkman comes in and Abrams hits the leg lariat to the back of the neck. He runs into a boot and Scantz tosses him to the apron. Scantz dives onto Bettis and Abrams dives onto Jenkman!

Scantz and Abrams go back into the ring and stare each other down. Abrams wins a forearm battle but runs into Scantz’s modified Michinoku Driver. Scantz gets two and goes for the corner Yakuza Kick, but runs into a superkick. Both men make tags and Bettis and Jenkman trade forearms and elbows. LOTS of forearms and elbows. Bettis wins with punches and stomps a mudhole. He does the facewash but Scantz hits the Yakuza Kick when he goes to the other corner! SIDE EXPLODER BY ABRAMS! POWERBOMB BY JENKMAN! All four men are down! Jenkman and Bettis are up and trade punches, but Jenkman hits the Codebreaker! He heads up top, but the Swanton Bomb eats knees! Jenkman tags out but Scantz runs into a forearm. Scantz tosses Bettis to the apron but Abrams hits a clothesline and a cutter, Bettis lifts up Jenkman, DEATH VALLEY DRIVER ON THE APRON!

Jim Frascantore pick up Scantz and hit the crucifix bomb/neckbreaker combination.  Bettis covers but Scantz kicks out at two! They set up for the Emergency Broadcast Suplex, but Jenkman grabs Abrams, VICTORY ROLL BY SCANTZ! ONE…TWO…THR-NO! Scantz grabs Bettis, and hits an Exploder into the buckles! Man!  Or anyway THIS man!  Right on the heels of all the cute body language stuff in the previous post, this comes up on one of the news feeds,  and I am amazed since heretofore Dennis Miller has been pretty positive about our Head Homegirl.

Speaking with Palin, Dennis Miller transitions from calling Newsweek cover ’sexist’ to insulting Hillary Clinton.
Earlier this week, Sarah Palin wrote on her Facebook page that Newsweek’s choice to use a Runner’s World photo of her in running shorts for its cover was “unfortunate” and “sexist.” Palin’s criticism has since been echoed on both the left and right. Interviewing Palin on his radio show yesterday, Dennis Miller added his voice to those calling the cover “sexist.” But he then did something that most of the other critics haven’t done. He immediately followed it with a joke about Secretary of State Hillary Clinton that could also be easily characterized as sexist:

MILLER: Listen, Sarah, I have to ask you. This Newsweek cover. First off, I have two thoughts on this. To me it seems blatantly sexist and secondly I’m just glad they didn’t decide to do it with Hillary during the primaries. But your thoughts on it. You a little POed at this? I mean this was for another magazine, right?

Well, it is sexist, Dennis,  and now you are on my list that includes Bill Maher, Dana Carvey, and Robin Williams, for making  nasty comments or innuendo about our Homegirl’s appearance. Actually, Dennis and cohorts, physical features and their appeal are very much a matter of taste. I, for one, just do not think Sarah Palin is all that attractive, although it seems a lot of guys think she’s hot on that Newsweek cover.

I have, but will not post, two very hot pictures of Hillary Clinton wearing less than what Sarah is on that cover – in a bathing suit – and she is very beautiful. She has a very curvy figure, a tiny waist, nice bust and hips, and yes, pretty legs and looks smashing – very feminine. So, Dennis, I do not know what you mean.

I am really sick of men who think they are so hot (and are not) making remarks about women’s physical appearance. This goes for you, Dick Morris, and for you too, Lame Cherry, too cowardly to come out from behind your screen name making negative comments about Michelle Obama’s appearance.

These women (all women) have their own personal styles. The cover picture on Newsweek (I will not give them the satisfaction of a link) was an inappropriate choice, and I believe Mrs. Palin (she is not Governor of anything anymore) should have been allowed input as to what picture went on the cover.

But, reality check, Dennis and the rest of you: You and your “parts” (that includes the parts between your ears) are none too attractive to me! You are not going to make headway with women by speaking with forked tongues – by petting Sarah then slamming Hillary. I am boycotting the appearances of all these guys on my list and invite my Sistah Homegirls to do he same. The portrayals by all of them of Hillary were shameful. Shameful!

Well, it’s only 10 months into the administration and the media have FINALLY realized that a) Hillary Clinton not only loves her job at State but she’s doing a fantastic job, b) she and Obama have a perfectly fine professional relationship, c) she is not hovering “in the shadows” in a burqa (speaking of which, Tina Brown’s been pretty quiet- it’s about time) and d) no, she’s not quitting her job as SOS in the next 15 minutes to go run for Governor of New York, Senator of New York, Dog Catcher of NY or any other GOP-inspired drivel. Hillary Clinton’s not a quitter like that former Alaska Governor who shall remain nameless on this blog;). And finally, Secretary Clinton has NOT been eclipsed by special envoys, so can we put that to rest, finally?

I’ve written repeatedly about the questionable, likely self-serving, baseless rumors floating around (see here also) and I’m glad to see that the oft-brain damaged media (no offense to brain-damaged persons intended) are finally coming around. Lets keep our fingers crossed that it lasts at least through the weekend.

I’m glad that ABC was able to get their hands on a copy of December Vogue (because it’s so much easier when someone else does all the leg-work like, say, Jonathan Van Meter, who wrote a great article.)

Then on Thursday the NYT finally put Secretary Clinton front and center and quite right too:

It is far from clear that President Obama can depend on President Hamid Karzai to bring order to this violent country, but it is becoming clear that he will depend on Hillary Rodham Clinton to be his go-between in dealing with the mercurial Afghan leader.

In a visit to Kabul, during which she held a 90-minute, one-on-one session with Mr. Karzai on Wednesday, and in an intense telephone call a few weeks ago in the aftermath of Afghanistan’s election, Secretary of State Clinton has built an unlikely rapport with the Afghan leader, according to administration officials.

It is a new and risky role for Mrs. Clinton — one that thrusts her into the thick of the administration’s most critical international problem, but that also hitches her reputation to a leader who has often proved unreliable. If Mr. Karzai lets down the White House again, Mrs. Clinton, as his principal intermediary with the administration, could find herself damaged along with him.

Mrs. Clinton, who got to know Mr. Karzai in 2005 when she took him to Fort Drum in upstate New York to thank American veterans of the Afghan war, seems to recognize the potential dangers.

“When I came into the administration, I was one of the few people who had a long-term positive relationship with President Karzai,” Mrs. Clinton said in an interview on Thursday, hours after seeing him get sworn in. “I continue to believe he has a tremendous historical opportunity.”

But she quickly added, “That doesn’t mean you make excuses for behavior that you want to see changed; you constantly push back.” In the meeting this week, a senior official said, she bluntly warned Mr. Karzai to crack down on corruption or risk losing American aid.

Her rapport with Mr. Karzai puts her in a distinct minority among senior American officials, some of whom have either clashed with him or, as in the case of Mr. Obama, never developed a relationship with him.

With Mr. Obama planning to announce his decision soon on sending more troops to Afghanistan, Mrs. Clinton has emerged, for better or worse, as the senior official best placed to push Mr. Karzai to help make that policy work. Mr. Karzai appears to appreciate the relationship; he moved up the date of his inauguration to accommodate her schedule, a senior American official said.

As Mr. Karzai begins his new term, Mrs. Clinton has worked to avoid a hectoring tone in her public comments about him. American officials had done too much of that in the past, she said.

Mrs. Clinton “combines the hard-headed strength, the political clout and the human understanding to do it right,” said Mr. Riedel, who is a senior fellow at the Brookings Institution.

Of those qualities, her political bona fides may be the most relevant. When Mr. Karzai was wavering about whether to allow a runoff vote after almost a million of his votes were disqualified, she implored him to acquiesce, arguing that he would emerge with a stronger hand. (In the end, Mr. Karzai’s rival, Abdullah Abdullah, pulled out, making a second round unnecessary.)

In case Mr. Karzai did not get her point, Mrs. Clinton reminded him of her own bitter experience in the 2008 Democratic primaries, losing to Mr. Obama, who later named her the nation’s chief diplomat.

“One of the ways that I talk with President Karzai is in very political terms, because I understand that in politics, you’ve got to make some tough compromises sometimes,” she said.

American officials failed to make allowances for his circumstances in trying to govern an unruly country, she said. “We were trying to hold him to a standard that was not in sync with the historical standard.”

And then of course there was the Time Magazine cover story by Joe Klein and while I didn’t necessarily agree with every little bit of his analysis, having her diplomacy be the focus of the publication was long overdue.

Mr Soltaniyeh a répondu à plusieurs questions lors d’une interview accordée à PressTV concernant le dernier rapport de l’AIEA sur le programme nucléaire iranien et notamment sur le site de Fordo (près de Qom). Point de vue iranien.

Question : Que pensez vous du dernier rapport de l’AIEA sur le programme nucléaire iranien ? 

Réponse : Bonsoir, ce rapport est identique aux rapports précédents. En fait, nous avons eu un rapport plutôt frustrant créant la confusion dans l’opinion publique. Mais en général, le rapport a un message clair c’est qu’il n’y a aucune preuve de détournement de matériau nucléaire ou d’activités à buts interdits.

Cela a été répété presque 20 fois par le directeur général et c’est le dernier rapport du directeur général (Mohamed) El Baradei avant qu’il ne quitte ses fonctions et il a rappelé qu’il n’y a aucune preuve de détournement. Cependant, dans ce rapport il y a un nouvel élément concernant la visite du nouveau site d’enrichissement du pays appelé Fordo et l’inspection de ce site qui a été effectuée le 26 et 27 Octobre et bien sûr les deux jours de plus de rencontre à Téhéran.

Ils ont clairement indiqué que ce que les inspecteurs y ont trouvé concorde avec l’information fournie par l’Iran dans un questionnaire spécial DIQ (Design Information Questionnaire). C’est très important et cela prouve que tout le battage politique inclus ce qui est arrivé à Pittsburg était des déclarations politiquement motivées précipitées et injustifiées, et maintenant le rapport confirme les affirmations de l’Iran que ses activités, dont ce nouveau site, ont pour objectif l’utilisation pacifique de l’énergie nucléaire.

Dans ce rapport il est aussi indiqué qu’il n’y a pas de machine ou de matériau nucléaire là bas et par conséquent l’Iran a informé l’agence bien avant qu’il ne soit obligé de le faire et il n’y a pas d’activités nucléaires là bas. L’Iran a aussi informé l’agence de la raison pour laquelle ce site a été construit. A cause des menaces continuelles d’attaques militaires contre l’Iran. L’Iran n’avait pas d’autre choix que de disposer d’un plan d’urgence. Par conséquent, l’Organisation de Défense Passive a remis à l’Organisation à l’Energie Atomique d’Iran ce site et il avait été en fait construit dans ce but.

Et bien sûr, il y a un seul message politique dans tout ce processus qui est que l’Iran ne suspendra à aucun prix son enrichissement. Donc même s’il y a des menaces d’une attaque, nous essaierons de faire en sorte qu’il y ait des plans d’urgence pour que l’enrichissement d’uranium soit maintenu.

En même temps, cet enrichissement et d’autres activités sont sous les clauses de sauvegarde de l’AIEA. Le reste du rapport est une répétition de ce qui a été dit auparavant à l’exception d’une mise à jour sur la quantité de matériau enrichi à Natanz qui actuellement est au total de 1763 Kg d’UE à taux bas.(3.5% ndlt)

C’est aussi évident que l’enrichissement et d’autres activités ont a continué avec succès sous les auspices de l’AIEA. Une chose que je peux dire sur ce rapport et également d’autres, c’est que c’est malheureux de continuer ces rapports ennuyeux et frustrants, et aussi les discussions au Conseil des Gouverneurs depuis 6 ans, et qu’il est temps d’arrêter tout ce jeu politique à l’AIEA qui met à mal l’environnement technique.

Il y a également une autre chose que je veux ajouter sur ce type de rapport qui contient de nombreux détails techniques. Ils ont toujours été confus pour l’opinion publique car on ne sait pas vraiment qui lit de tels rapports, ou bien se sont des diplomates et des représentants du Conseil des Gouverneurs ou des états membres ou le public. Par conséquent le rapport devrait être adapté au lecteur et définit en temps que tel. Ce rapport à un grand nombre de détails techniques qui dans de nombreux cas créent la confusion et ce processus doit s’arrêter.

Question : Mr Soltaniyeh, qu’en est-il de la partie du rapport qui dit qu’il faut plus de clarification sur la centre d’enrichissement de Fordo ? 

Réponse : Bien, je dois apporter des éclaircissements sur ce sur quoi nous parlons précisément. Il y a un accord de sauvegarde, le document 153. C’est la base de nos obligations sous le TNP et selon celui-ci, nous sommes obligés de transmettre le Questionnaire d’Information de Conception ( DIQ – Design Information Questionnaire), rien de plus, rien de moins. Personne n’a le droit de nous demander quelle est notre intention ou ce que notre intention vise. Ce qui est important, c’est que le pays déclarera ses sites nucléaires et les inspecteurs de l’agence vérifieront l’information sur la conception fournie par l’état membre et c’est pourquoi dans ce rapport nous avons fait cela. Il n’y a pas de justification à une demande de plus amples informations que celle-ci. Ils peuvent voir le site et vérifier le but du site et à partir de maintenant il est sous contrôle total de l’AIEA.

Nous avons clairement expliqué quand nous avons commencé à travailler sur le site dans le but d’enrichir de l’uranium et nous avons déjà expliqué que c’est l’Organisation de Défense Passive qui avait remis le site à l’Organisation à l’Energie Atomique d’Iran. Cela veut dire que ce site (Fordo) fait partie de nombreux autres endroits que l’Iran a préparé pour des différentes activités sensibles dans le cadre d’un plan d’urgence comme protection contre toute attaque militaire contre le pays. Par conséquent quoiqu’ils disent sur le début de la construction du site ou sur les travaux de creusement réalisés auparavant, cela n’est absolument pas justifié.

Nous avons déclaré précisément quand ce site est passé sous la responsabilité de l’Organisation à l’Energie Atomique d’Iran. Cette position de l’Iran se retrouve dans le rapport disant que tout a été transparent et que les inspecteurs ont passé 4 jours en Iran, qu’ils ont eu largement le temps de discuter avec les autorités et qu’ils ont vérifié le DIQ qui leur avait été remis.

Donc en résumé, ce rapport est suffisamment clair et confirme une nouvelle fois la nature pacifique des activités atomiques en l’Iran et que ce site a prouvé que toutes le tapage politique n’était pas justifié et qu’ils voulaient tout simplement compromettre notre coopération avec l’AIEA. En fait, ce rapport est une preuve de l’esprit de coopération de l’Iran avec les inspecteurs et que tout est exclusivement à des fins pacifiques.

• Bouchehr – Commencée en 1974 avec le concours de la firme allemande Siemens, la construction de ce réacteur, bombardé six fois pendant la guerre Iran-Irak, a été reprise en 1995 à la suite d’un accord avec la Russie. Ce réacteur destiné à la production d’électricité pourrait également servir à produire du plutonium enrichi, une matière fissible qui entre dans la composition d’armes nucléaires.

• Natanz – Cette usine d’enrichissement d’uranium est opérationnelle depuis 2003. On y enrichit l’uranium qui sert de combustible aux centrales électriques du pays. On pourrait également y enrichir de l’uranium à des fins militaires.

• Arak – Sur ce site, on trouve une usine de production d’eau lourde ainsi qu’un réacteur nucléaire à l’eau lourde d’une capacité de 40 mégawatts d’électricité.

• Ispahan – Abrite l’Ispahan Nuclear Technology Center, où se trouvent quatre petits réacteurs nucléaires destinés à la recherche.

“Bill, do you think you are smart enough, decisive enough, intellectual enough to keep me watching your show?”

Bill O’Reilly thought he hit it out of the park with his most condescending question to Sarah Palin last night on Fox News, The Factor. He asked her if she thought she was smart enough, decisive enough and intellectual enough to be President of the United States.  That question was right up there on the condescension scale with Katie Couric’s back-handed question…”Do you read?”

The tease of that question played over and over on Fox News. Bill O’Reilly must have thought that question was his crowning glory. The highlight of his interview. Something the mainstream media would love to pick up on and make him more endearing to them. Maybe the late night comedians could use that material. What agenda did a question like that come from?

I thought Bill O’Reilly was a bigger person than that. Always claiming to be fair? What was fair about that? I don’t know about you but that turned me off to The Factor. Big time!

With the Katie Couric question, Sarah was not going to dignify it with an answer. So she rambled on without answering the obviously degrading question.  Bill O’Reilly stated she couldn’t answer Couric’s question. He went on to say what he would have said and named the obvious daily reading resources for the news around the world. Bill. It’s not about you. 

Sarah Palin set him straight on that one. It’s not that she couldn’t  answer Katie Couric’s condescending question, she wouldn’t answer it.

It reminded me of a time when my daughter worked in a green house/nursery the summer before her senior year of High School. Her boyfriend’s father upon learning she was working at a green house asked her to name ten different flowers for him.  Nope. Wasn’t going to do it for anything! Why? It was a demeaning question. It insulted her intelligence and she wasn’t going to give him the satisfaction of an answer. She could have named many more than ten but it was the principle of the matter.

Sarah learned the hard way, in the public arena, you have to answer all questions, no matter how ignorant they may be or what agenda they are crafted from.

When the self loving Bill O’Reilly asked the condescending question, Sarah answered it. She mentioned something that seems to be foreign to the present administration. Common sense!  She relates to middle America. The most of us. You don’t have to attend an Ivy League school to lead.  And Americans are getting tired of the lame stream media’s (as Bernie Goldberg calls it) outlandish attacks on her. Right again!

She had to defend her experience as Bill O’Reilly surmised she was inexperienced. Now if you want to talk about inexperience, he could have compared her accomplishments to Barack Obama’s. But that ’s okay Sarah did that quite well herself.

After questioning Sarah’s mental ability to lead this great nation of ours, he asked Sarah if she thought Barack Obama was smart. As in, nobody is debating Obama’s intelligence. Bill O’Reilly didn’t ask Obama if he thought he was smart enough, decisive enough and intellectual enough to lead our great country when he interviewed him. Hillary Clinton’s cranial efficiency was never questioned when Bill O’Reilly interviewed her. Catching some flack about the question he asked Sarah Palin, he said he would ask it of anyone. I would like to know one other candidate he has ever asked that question. Not that Sarah Palin is a candidate, Bill O’Reilly interviewed her as though she was.

 Bill O’Reilly continued to hammer Sarah Palin about her opinion of Obama. Is he honest? Is he a socialist?  Sarah is right. His actions speak louder than words. So judge for yourself.

Unlike Bill O’Reilly, Sarah Palin is not straddling the fence like a bronco rider. She is not trying to make people like her and doesn’t bring most conversations back around to me me  me. You don’t have to guess where she stands because she clearly states her beliefs.  She is not trying to buddy up to the liberals and keep the conservatives happy at the same time. She is not concerned with ratings, she is concerned about the future of the blessed United States of America.

With Sarah Palin, what you see is what you get. How refreshing! She speaks clearly without the double tongued finesse of seasoned politicians. I can’t see Sarah Palin saying one thing publicly and voting the opposite. She has no underlying motives. She says what she thinks and thinks what she says. Imagine that?

Just a word to those who say we should not criticise Barack Obama but pray for him. I say we do both. Those of you that have been so vocal as to say “shut up and pray!”  How much time have you spent in prayer for Sarah Palin? If you want to pray for someone who has suffered unmeasurably for her faith and political beliefs then it would be Sarah Palin.

Today a vote will be taken on ObamaCare. All the so-called great minds are assembled. They will vote to bring the bill up for debate, when we know this is actually a vote for ObamaCare and gives the wavering Democrats a way out. They intend to push this horrendous bill through against the will of the people. How smart is that?

Dans un discours remarquable sur la politique nucléaire prononcé le 28 octobre devant le Carnegie Endowment for International Peace (CEIP), le secrétaire d’Etat à la Défense, Robert Gates, a dressé un sombre tableau de la situation internationale et a argumenté en faveur d’une extension de la doctrine de la guerre préventive formulée par l’administration Bush à l’utilisation de frappes nucléaires.

On dit un peu partout que, dans l’éventualité d’une victoire du démocrate Barack Obama à l’élection présidentielle, celui-ci garderait Gates comme ministre de la Défense. Le discours prononcé par Gates dans ces derniers jours de la présidence Bush a ainsi le caractère d’une déclaration politique de la part de la prochaine administration.

Gates a commencé son discours en établissant des parallèles nombreux et de mauvais augure entre la situation mondiale actuelle et celle qui régnait lors de la fondation de l’Institut Carnegie en 1910, quatre ans avant le début de la Première Guerre mondiale. A l’époque, a-t-il remarqué, Wall Street se trouvait dans la panique boursière de 1910-1911 et était confronté à une crise du crédit, les Etats-Unis venaient de réprimer une insurrection aux Philippines qui avait coûté la vie à 4200 Américains, un bilan comparable à celui des combats en Iraq, et « l’Europe, s’armant jusqu’aux dents, formait une suite d’alliances aux implications évidentes pour ceux qui voulaient bien les voir. »

Gates avança l’argument que les illusions pacifistes promues par le fondateur du CEIP, Andrew Carnegie, un magnat de l’acier du tournant du siècle, très notoire dans le mouvement ouvrier pour la répression brutale de la grève de Homestead contre sa société (1892), ne devaient pas empêcher les Etats-Unis de préparer une guerre plus générale.

Il remarqua : « En août 1913, Carnegie dit que “la seule mesure requise aujourd’hui pour le maintien de la paix mondiale est un accord entre trois ou quatre des puissances civilisées… engagées à coopérer contre ceux qui dérangent la paix mondiale”. » Gates dit que, dans une lettre adressée quatre ans plus tard au président Woodrow Wilson, élu en 1916 sur la base d’un programme de maintien des Etats-Unis hors de la guerre mondiale, « le même Andrew Carnegie encourageait le président dans les termes les plus fermes à déclarer la guerre, parce que, écrivait-il, “il n’y a qu’une seule manière directe de régler les choses” ».

Puis, se tournant vers la politique nucléaire, Gates dit : « tant que d’autres pays ont des armes nucléaires, nous devons garder une certaine quantité de ces armes nous-mêmes, afin de dissuader les adversaires potentiels et de rassurer plus d’une vingtaine d’alliés et de partenaires qui dépendent de notre parapluie nucléaire pour leur sécurité, rendant inutile qu’ils développent leur propre arme [nucléaire] ».

Ce commentaire donne une idée du caractère tendu et instable des relations internationales et de la paranoïa des responsables américains. Les inquiétudes de Gates quant à une prolifération d’armes nucléaires ne s’arrêtent pas aux programmes existants qui sont le fait d’« adversaires potentiels » et parmi lesquels Gates inclut « les Etats voyous comme la Corée du Nord, l’Iran ou les programmes stratégiques de modernisation russes ou chinois ». Ses craintes s’étendent à la politique nucléaire de tous les Etats, y compris celle d’Etats clients des Etats-Unis.

Gates revint sur ce point par la suite : « Il est impossible de prédire l’avenir […] nos adversaires et d’autres nations rechercheront toujours les avantages qu’ils pourront obtenir quels qu’ils soient. Sachant cela, nous devons nous préparer à des situations imprévues que nous n’aurons même pas prises en considération. »

La liste donnée des Etats amis de Washington qui ont choisi de ne pas développer la bombe atomique est significative : la Corée du Sud, l’Argentine, l’Afrique du Sud et la Libye. Deux des pays les plus évidents dans cette catégorie, les ex-ennemis de la Deuxième Guerre mondiale, le Japon et l’Allemagne, n’y figuraient pas. Gates n’a pas expliqué quelles considérations politiques l’avaient conduit à les omettre.

Puis, Gates proféra cette menace étonnante : « Tant que d’autres Etats possèdent ou bien cherchent à posséder des armes nucléaires et peuvent nous menacer nous, nos alliés et nos amis, de façon potentielle, nous devons avoir une capacité dissuasive qui montre clairement que mettre les Etats-Unis au défi dans le domaine nucléaire ou à l’aide d’autres armes de destruction massive, peut avoir pour conséquence une riposte massive et catastrophique. »

Selon Gates, les Etats-Unis doivent être capables de menacer de façon crédible d’un holocauste atomique tout Etat qui « défie » les Etats-Unis dans le domaine nucléaire ou avec d’autres « armes de destruction massive ». Selon ses propres paroles, un tel défi ne signifie pas qu’une nation attaque les Etats-Unis. Cela ne demande même pas qu’une nation possède l’arme atomique ou d’autres armes de destruction massive. Il suffit simplement qu’une nation « cherche » à obtenir de telles armes pour qu’elle devienne la cible potentielle d’une « réponse massive et catastrophique » de la part des Etats-Unis.

Les implications d’une telle doctrine sont immenses non seulement pour ce qui est des programmes nucléaires militaires américains, mais pour l’ensemble de la politique étrangère américaine. Elle stipule que toute nation dans le monde doit croire qu’une tentative de développer l’arme atomique entraînera une attaque nucléaire américaine. Ainsi, les Etats-Unis seraient, pourrait-on argumenter, obligés d’attaquer à l’arme nucléaire les pays qu’ils accusent de développer une bombe atomique, comme l’Iran et la Corée du Nord, sinon le reste du monde en conclurait que les Etats-Unis ne mettront pas leurs menaces à exécution.

Gates complète la doctrine de la guerre préventive de Bush, annoncée avant l’invasion non provoquée de l’Irak et s’appuyant sur le mensonge à propos de l’existence de prétendues armes de destruction massive, avec la clause qu’une attaque préventive américaine peut impliquer le recours à grande échelle de la bombe atomique.

Il appela dans son discours à une augmentation appréciable des dépenses allouées aux armes nucléaires, ainsi qu’à la reprise des essais nucléaires. « Il n’est absolument pas possible de maintenir une dissuasion crédible en réduisant en même temps le nombre d’armes dans nos réserves sans soit recourir aux essais nucléaires pour notre stock soit poursuivre un programme de modernisation », a-t-il déclaré.

Parlant de pronostic « sombre » pour ce qui était de surmonter les problèmes techniques et de personnel des programmes stratégiques nucléaires américains, Gates expliqua que sa politique comprenait les armes américaines les plus volumineuses et les plus puissantes : « Le programme que nous proposons ne concerne pas les nouvelles capacités, les bombes-valise, les bombes anti bunker ou les bombes atomiques tactiques [...]. Il s’agit de la crédibilité future de notre dissuasion nucléaire. »

Gates a aussi répondu à des inquiétudes sur la structure de commandement des forces nucléaires de l’aviation américaine, causées par le limogeage le 5 juin de plusieurs hauts responsables de l’armée de l’air. Ceci se produisit après qu’on ait découvert le transport à Taïwan de pièces composantes d’ogives nucléaires américaines. Le World Socialist Web Site avait à l’époque soulevé la question de savoir si cela faisait partie d’une politique extérieure officieuse de sections de l’armée américaine. La presse bourgeoise avait cependant accepté les explications officielles selon lesquelles il s’était agi d’une simple négligence technique.

Les explications données par Gates ne se sont pas concentrées sur un règlement du problème technique des protocoles de transport de l’armée de l’air, mais bien plutôt sur un contrôle de la politique de celle-ci. Il annonça des mesures destinées à centraliser « la politique et la supervision nucléaire », ce qui comprend un nouveau quartier général de l’armée de l’air et un centre pour armes nucléaires à la base aérienne de Kirkland (Nouveau-Mexique) qui aura pour tâche de « déblayer des chaînes de commandement ambiguës qui ont été la cause de problèmes dans le passé ».

Gates conclut sa conférence en énumérant plusieurs genres d’attaque que les Etats-Unis pourraient empêcher par une stratégie de dissuasion, nucléaire ou autre. Il mentionna le développement de réponses « appropriées » à des cyber-attaques sur les systèmes ordinateurs des Etats-Unis, de dissuader les attaques contre leurs satellites de communication (qui ne pourraient venir que de pays ayant des armées technologiquement avancées) et de développer « de nouvelles technologies afin d’identifier la signature » de matériel nucléaire, permettant aux Etats-Unis de « faire porter à tout Etat, tout groupe terroriste et tout autre agent non étatique ou individuel la pleine responsabilité de soutenir ou de permettre des menées terroristes dans le but d’obtenir ou d’utiliser des armes de destruction massive ».

Il est à noter que plusieurs de ces types d’attaques, en particulier les cyber-attaques et les attaques terroristes à l’aide d’armes de destruction massive sont, par nature, difficiles à identifier et qu’elles laissent la possibilité d’une manipulation de la part de Washington. L’exemple le plus connu dans ce domaine est celui des attaques à l’anthrax, effectuées en utilisant des spores issues d’un laboratoire militaire à Fort Detrick et dont on a finalement rendu responsable un scientifique civil employé à Fort Detrick, mais que les médias ont longtemps attribuées à des terroristes islamiques.

Une estimation des commentaires remarquablement belliqueux de Gates se doit de noter que sa justification d’une guerre nucléaire préventive n’est pas un fait isolé. En avril de cette année, Hillary Clinton, alors candidate démocrate à la présidence, dit que si l’Iran attaquait Israël, les Etats-Unis répondraient en « anéantissant » l’Iran. Ces commentaires sont une preuve de plus que la classe dirigeante américaine poursuivra une politique étrangère encore plus agressive après l’élection présidentielle de 2008.

Islamabad is under pressure to meet a deadline to explain the alleged sanctioning of the presence of a notorious US security contractor, formerly known as Blackwater, on the Pakistani soil.

At the request of the Lahore High Court (LHC), the government is supposed to file an explanation by Friday, November 20, a Press TV correspondent reported.

The court started to press the authorities on the matter, acting on a petition filed by Pakistan’s Wattan Party, the Pakistani daily The News International had reported earlier in the month.

Urging the across-the-board disarmament of the Pakistan-based US officials and military personnel as well as prosecution of alleged subversive elements, the party’s Punjab President, Hashim Shaukat Khan said the Interior Ministry let 200 Blackwater staffers enter Pakistan without clearing the customs “under American pressure,” the newspaper added.

Blackwater, now known as Xe Services LLC, attracted international condemnation for killing 17 civilians in Iraq in 2007. The State Department, however, has refused to waive the company’s permission to carry arms there.

It also continues to be extensively involved in Afghanistan where nearly 70,000 US-commissioned contractors almost doubly outnumber the US troops.

Washington has been exceedingly deputizing the companies, which are infamous for misusing their State Department-issued gun licenses. The move has been denounced as an effort at putting a non-military face on the US pursuits overseas

Artificial lines separating Tribes are causing the problems that can not be solved with guns/bombs/drones.

Two of the Huge Problems that no one is facing in Iraq and Afghanistan/Pakistan are due to artificial borders laid out years ago. The Iraq problem is what to do with the Kurds, who lay claim to Kirkuk (after Saddam sent Iraqi’s into Kirkuk and chased out/killed many Kurds so now the population is not a high majority of Kurds like it was before Saddam’s action), the richest underdeveloped oil fields in Iraq. Who gets this oil? Will the Iraqi’s kill all the Kurds? Will the Turks help out as many Kurds are in what is known as Turkey? The Turks battle and kill Kurds when they please. The splitting up of land masses and calling the areas within artifical lines “Countries” has led to much damage in Central Asia and many other places. Let’s look at Pashtunistan, an area of land that is made up primarily of people of Pastun descent. It happens to not be a country at all. It was divided by an artificial line, the Durand Line in 1893. Pashtunistan is now the area that is under the most fighting in Afghanistan and Pakistan as Pastunistan covers most of what is now called Afghanistan, and a majority of the lands now called Pakistan, which was known as British India before Pakistan was cut out of India. Let’s take a quick look to Kurdistan. The Kurds have a small area of Iraq on the North that they are left to self-govern. This is all of the recognized areas that the Kurds now have, even though there are over 40 Million Kurds in four different countries, all held down by their new Nation. What Kurdistan Could Look Like, 40 Million People Deserve their own Country

The Kurdistan Alliance, however, has rejected giving any special status to Kirkuk simply because it has a Kurdish majority. If the oil-rich area is given special status, then, by equal measure maintains the Alliance, so should other disputed territories where Kurds happen to be minorities. To implement a quota system would indeed be profoundly undemocratic. Read it all here.

It’s Kirkuk OIL, the largest field yet to be explored in Iraq. Delovan Barwari writes at the Kurdish Herald “According to various studies, Kurdistan sits on 43.7 billion barrels (bb) of proven oil and 25.5 bb of potential reserves. In addition, the majority of the estimated 200 trillion cubic feet of gas in Iraq is reported to be in Kurdistan Region. Against the backdrop of challenges by the Iraqi central government over the past few years, the Kurdistan Regional Government (KRG) has granted over 30 contracts to foreign companies for the exploration, development, and production of petroleum in the Kurdistan Region, and has began exporting crude oil via Turkey. In addition, a number of refineries are currently being built to meet its domestic energy needs.” Read his full story here. There should be an Independent Kurdistan, much larger than the current Iraq Kurd area. There should also be an Independent Pastunistan, since 2/3 of Afghanistan’s area is Pashtun populated, Pashtuns number over 40 Million and have no home country. There should be an Independent Balochistan, with over 7 Million population, and over 45% of the Pakistan country lands. The Durand Line that cut up parts of Central Asia in 1893, and other political divisions were wrong. See our Durand Line story here.

The lovely SOS spent part of  yesterday at the U.S. Embassy, as we saw on a video in a prior post. She also spent time among a host of Foreign Ministers in a conference at the Afghan Foreign Ministry today. Here are some images. Hillary’s face is nothing if not a graphic of what is going on inside her heart and mind. I love some of these facial expressions.  I meant to get this up yesterday, but had trouble with WordPress.  Well, since there are no pictures from today, I suppose you will be happy to see these.  

REPORTING FROM THE RETAIL TRENCHES:  Going Rogue has hit bookstore shelves packing the kind of right-wing mojo that I didn’t feel with Glenn Beck’s latest leaden screed, Arguing With Idiots.  Palin fans seem genuinely excited to buy this book.  Indeed, many of them appear to view their purchase of her somewhat fanciful memoir as a subversive act in itself.

Sarah Palin is no Hillary Clinton and never will be, but the buzz surrounding Going Rogue reminds me — a tiny bit! — of the reaction to Hillary’s 2003 autobiography Living History.  (Now that book was a genuine blockbuster.)

In a Republican presidential field where Newt Gingrich and Haley Barbour are considered serious candidates, there’s certainly room for Palin to give the corporate bag men plenty of headaches as they try to muscle through an electable dude to put them back on the government gravy train.

Face à l’effondrement économique mondial, les perspectives d’une guerre à l’échelle internationale s’intensifient. Historiquement, les périodes de déclin impérial et de crises économiques sont marquées par la guerre et une violence accrue. La chute des grands empires européens a été stigmatisée par les Première et Seconde Guerres mondiales, et par la Grande dépression qui a eu lieu entre ces deux guerres.

Le monde assiste actuellement au déclin de l’Empire étatsunien, en soi un produit de la Seconde Guerre mondiale. En tant que toute-puissance d’après-guerre, les États-Unis ont dirigé le système monétaire international et ont régné en champion et arbitre de l’économie politique mondiale.

Afin de gérer cette dernière, les États-Unis ont créé la plus grande et la plus puissante force militaire de l’histoire. Le contrôle permanent de l’économie mondiale nécessite une activité et une présence militaire permanentes.

Maintenant que l’empire étatsunien et l’économie politique mondiale sont en déclin et s’effondrent, les perspectives d’une fin violente de l’ère impériale étatsunienne augmentent dramatiquement.

Cet essai se divise en trois parties. La première couvre la stratégie géopolitique des États-Unis et de l’OTAN depuis la fin de la guerre froide, au début du nouvel ordre mondial, en dressant les grandes lignes de la stratégie impériale occidentale ayant mené à la guerre en Yougoslavie et à la « guerre au terrorisme ». La seconde partie est une analyse de la nature des « révolutions des fleurs » ou « révolutions de couleur » dans la stratégie impériale étatsunienne et met l’accent sur l’instauration d’une hégémonie en Europe de l’Est et en Asie centrale. La troisième partie examine l’aspect de la stratégie impériale qu’est la construction d’un nouvel ordre mondial, en se penchant sur les conflits grandissants en Afghanistan, au Pakistan en Iran, en Amérique latine, en Europe de l’Est et en Afrique, ainsi que le potentiel qu’ont ces conflits de déclencher une nouvelle guerre mondiale contre la Chine et la Russie.

Définir une nouvelle stratégie impériale

En 1991, avec la chute de l’Union soviétique, les États-Unis et l’OTAN on dû réinventer le rôle joué par leur politique étrangère dans le monde. La Guerre froide servait de justification à l’expansion impérialiste des États-Unis à travers le monde, ayant pour objectif d’« endiguer » la menace soviétique. L’OTAN a elle-même été créée et a existé uniquement dans les but de forger une alliance antisoviétique. Avec la disparition de l’URSS, l’OTAN n’avait plus de raisons d’exister et les États-Unis devaient trouver une nouvelle raison pour leur stratégie impérialiste dans le monde.

En 1992, le département de la Défense, sous la direction du secrétaire à la Défense Dick Cheney [futur vice-président sous George Bush Jr] a demandé au secrétaire adjoint à la Défense du Pentagone (Under Secretary of Defense for Policy) Paul Wolfowitz [futur secrétaire adjoint de George Bush Jr et président de la Banque mondiale] de rédiger un document sur la défense pour guider la politique étrangère du pays dans l’ère post-guerre froide, appelée communément « nouvel ordre mondial ».

Le document Defense Planning Guidance a été coulé en 1992 et a révélé ceci : « Dans une nouvelle déclaration générale à l’étape finale d’écriture, le département de la Défense affirme que la mission politique et militaire des États-Unis dans l’ère post-guerre froide sera de s’assurer qu’aucune autre superpuissance rivale ne soit autorisée à émerger en Europe de l’Ouest, en Asie ou dans les territoires de l’ancienne Union Soviétique. Le document confidentiel défend un monde dominé par une superpuissance, dont la position peut être perpétuée par un comportement constructif et une force militaire suffisant à dissuader tout pays ou groupe de défier la primauté des États-Unis. »

En outre, « la nouvelle ébauche dépeint un monde dans lequel il y a une puissance militaire dominante, dont les leaders “doivent conserver les mécanismes visant même à décourager les compétiteurs potentiels d’aspirer à un rôle régional ou mondial supérieur” ». Parmi les défis nécessaires à la suprématie étatsunienne, le texte « réclamait des guerres régionales contre l’Irak et la Corée du Nord » et identifiait la Chine et la Russie comme ses plus grandes menaces. Par ailleurs, il « suggère que les États-Unis pourraient aussi considérer l’élargissement des engagements de sécurité aux pays d’Europe de l’Est et de l’Ouest, semblablement à ceux de l’Arabie Saoudite, du Koweït et d’autres États arabes le long du Golfe persique ». [1]

L’OTAN et la Yougoslavie

Les guerres en Yougoslavie dans les années 1990 ont servi de justification au maintien de l’existence de l’OTAN dans le monde et à étendre les intérêts impériaux étatsuniens en Europe de l’Est.

La Banque mondiale et le FMI ont préparé le terrain pour la déstabilisation de la Yougoslavie. Après la mort de son dictateur de longue date, Josip Tito, en 1980, une crise de leadership s’est développée dans l’État. En 1982, des officiels de la politique étrangère étatsunienne ont organisé un ensemble de prêts du FMI et de la Banque mondiale, sous le nouveau Programme d’ajustement structurel (PAS), afin de faire face à la crise de la dette de 20 milliards de dollars US. Les prêts du PAS ont eu pour effet de « dévaster l’économie et la politique […] La crise économique menaçait la stabilité politique […] et risquaient d’aggraver les tensions ethniques latentes ». [2]

En 1989 Slobodan Milosevic est devenu président de la Serbie, la république la plus grande et la plus puissante des républiques yougoslaves. En 1989 toujours, le premier ministre yougoslave est allé aux États-Unis rencontrer le président George H.W. Bush afin de négocier un autre plan d’aide financière. En 1990, le programme de la Banque mondiale et du FMI est entré en vigueur et les dépense de l’État yougoslave allaient au paiement de la dette. En conséquence, les programmes sociaux ont été démantelés, la monnaie a été dévaluée, on a gelé les salaires et les prix ont augmenté. Les « réformes ont attisé les tendances sécessionnistes nourris par les facteurs économiques aussi bien que par les divisions ethniques, assurant pratiquement la sécession de facto de la république » et menant à la sécession de la Croatie et de la Slovénie en 1991. [3]

En 1990, la communauté du renseignement des États-Unis a publié un rapport de synthèse du renseignement (National Intelligence Estimate) prédisant le démantèlement de la Yougoslavie, l’éclatement d’une guerre civile, en rejetant par la suite le blâme de la future déstabilisation sur le président serbe Milosevic. [4]

En 1991, un conflit a éclaté entre le Yougoslavie et la Croatie lorsqu’elle a, elle-aussi, déclaré son indépendance. Un cessez-le-feu a été conclu en 1992. Pourtant, les Croates ont poursuivi de petites offensives militaires jusqu’en 1995 et ont également participé à la guerre en Bosnie. En 1995, la Croatie a entrepris l’opération Tempête dans le but de récupérer la région de Krajina. Un général croate a récemment été traduit en justice à La Haye pour crimes de guerre durant cette bataille, un affrontement clé dans l’expulsion des Serbes de la Croatie et qui a « cimenté l’indépendance croate ». Les États-Unis ont soutenu l’opération et la CIA a activement fourni des renseignements aux forces croates, ce qui a conduit au déplacement de 150 000 à 200 000 Serbes, en grande partie par le biais du meurtre, du pillage, de villages incendiés et du nettoyage ethnique. [5] L’armée croate a été entraînée par des conseillers étatsuniens et le général en procès a même été personnellement soutenu par la CIA. [6]

L’administration Clinton a donné le feu vert à l’Iran pour qu’il arme les musulmans bosniaques et « de 1992 à janvier 1996, il y a eu un afflux d’armes et de conseillers iraniens en Bosnie ». Qui plus est, « l’Iran et d’autres États musulmans ont aidé à amener des moudjahidin en Bosnie pour livrer la bataille avec les musulmans contre les Serbes, des “saints combattants”  d’Afghanistan, de Tchétchénie, du Yémen et d’Algérie, parmi lesquels certains avaient des liens soupçonnés avec les camps d’entraînement d’Oussama ben Laden en Afghanistan ».

C’est « l’intervention occidentale dans les Balkans [qui] a exacerbé les tensions et a aidé à entretenir les hostilités. En reconnaissant les revendications des groupes et des républiques séparatistes en 1990-1991, les élites occidentales – étatsuniennes, britanniques, françaises et allemandes – ont sapé les structures gouvernementales en Yougoslavie, ont accru l’insécurité, ont attisé le conflit et amplifié les tensions ethniques. Et en offrant un soutien logistique aux différentes parties pendant la guerre, l’intervention occidentale a soutenu le conflit jusqu’au milieu des années 1990. On doit voir sous cet angle le choix qu’a fait M. Clinton de défendre les musulmans bosniaques pour se faire le champion sur la scène internationale, ainsi que les demandes de son administration pour que les Nations Unies lèvent l’embargo sur les armes afin d’armer les musulmans et les Croates contre les Serbes. » [7]

Pendant la guerre en Bosnie, il y « avait une vaste voie de passage secrète pour le trafic d’armes par la Croatie. Elle avait été constituée par les agences clandestines des États-Unis, de la Turquie et de l’Iran, avec la collaboration d’un éventail de groupes islamistes radicaux, incluant des moudjahidin afghans et le Hezbollah pro-iranien. » De plus, « les services secrets de l’Ukraine, de la Grèce et d’Israël s’affairaient à armer les Serbes bosniaques ». [8] L’agence de renseignement allemande, la BND, a également envoyé des cargaisons d’armes aux musulmans bosniaques et à la Croatie pour la lutte contre les Serbes. [9]

Les États-Unis avaient influencé la guerre dans la région de diverses façons. Comme le rapportait The Observer en 1995, un pan important de leur implication se faisait par le biais de « Military Professional Resources Inc (MPRI), une société privée étatsunienne de généraux et d’agents du renseignement à la retraite, située en Virginie. L’ambassade étatsunienne à Zagreb a admis que MPRI entraînait les Croates, avec la permission du gouvernement des États-Unis. » Aussi, les Néerlandais « étaient convaincus que les forces spéciales étatsuniennes étaient impliquées dans l’entraînement de l’armée bosniaque et de l’armée croate de Bosnie (HVO). » [10]

Dès 1988, le leader de la Croatie a rencontré le chancelier allemand Helmut Kohl afin de créer « une politique conjointe pour désunir la Yougoslavie » et amener la Slovénie et la Croatie dans la « zone économique allemande ». Des officiers de l’Armée étatsunienne ont donc été envoyés en Croatie, en Bosnie, en Albanie et en Macédoine en tant que « conseillers » et ont fait appel aux Forces spéciales des États-Unis pour les aider. [11] Durant le cessez-le-feu de neuf mois dans la guerre de Bosnie-Herzégovine, six généraux étatsuniens ont rencontré des dirigeants de l’armée bosniaque pour planifier l’offensive bosniaque qui a mis fin au cessez-le-feu. [12]

En 1996, la mafia albanaise, avec collaboration avec l’Armée de libération du Kosovo (ALK), une organisation de guérilleros militants, a pris le contrôle du gigantesque itinéraire de trafic de drogue des Balkans. L’ALK était liée à d’anciens moudjahidin en Afghanistan, dont Oussama ben Laden. [13]

En 1997, l’ALK a commencé à se battre contre les forces serbes, [14] et en 1998, le département d’État états-unien a enlevé l’ALK de sa liste d’organisations terroristes. [15] Avant et après 1998, l’ALK recevait des armes, de l’entraînement et du soutien des États-Unis et de l’OTAN, et la secrétaire d’État de M. Clinton, Madeleine Albright entretenait une relation  politique étroite avec Hashim Thaci, le dirigeant de l’ALK.

À la fois la CIA et le renseignement allemand, la BND, ont soutenu les terroristes de l’ALK en Yougoslavie avant et après qu’elle ne soit bombardée par l’OTAN en 1999. La BND avait des contacts avec l’ALK depuis le début des années 1990, au moment où l’ALK établissait des contacts avec Al-Qaïda. [17] Les membres de l’ALK étaient entraînés par Oussama ben Laden dans les camps d’entraînement en Afghanistan. Même l’ONU a affirmé que la violence provenait en majorité des membres de l’ALK « particulièrement des alliés de Hashim Thaci ». [18]

Le bombardement de l’OTAN au Kosovo en mars 1999 a été justifié par le faux-semblant suivant : mettre un terme à l’oppression des Albanais du Kosovo par les Serbes, qualifiée de génocide. L’administration Clinton a déclaré qu’au moins 100 000 Albanais du Kosovo étaient portés disparus et qu’ils avaient « peut-être été tués » par les Serbes. Bill Clinton a personnellement comparé les événements du Kosovo avec l’Holocauste. Le département d’État avait avoué craindre que près de 500 000 Albanais étaient mort. Finalement, l’évaluation officielle a réduit ce nombre à 10 000, toutefois, des enquêtes exhaustives ont révélé que moins de 2 500 des décès albanais pouvaient être attribués aux Serbes. Pendant la campagne de bombardements de l’OTAN, entre 400 et 1500 civils serbes ont été tués et l’OTAN a commis des crimes de guerres, dont le bombardement d’une station de télévision serbe et d’un hôpital. [19]

En 2000, le département d’État des États-Unis, en coopération avec la American Enterprise Institute, AEI, a tenu une conférence en Slovaquie sur l’intégration euro-atlantique. Parmi les participants, il y avait des chefs d’État, des officiels des Affaires étrangères et des ambassadeurs de divers États européens, ainsi que des représentants de l’ONU et de l’OTAN. [20] Un correspondance entre un politicien allemand présent à la rencontre et le chancelier allemand a révélé la vraie nature de la campagne de l’OTAN au Kosovo. On y apprenait que les conférenciers ont réclamé une déclaration hâtive de l’indépendance du Kosovo, que la guerre en Yougoslavie était menée dans le but d’élargir l’OTAN, que la Serbie serait exclue indéfiniment du développement européen afin de justifier une présence militaire états-unienne dans la région et que l’expansion était ultimement conçue pour endiguer la Russie. [21]

Élément important, « la guerre créait une raison d’être pour la perpétuité de l’OTAN dans un monde d’après-guerre froide, alors que l’organisation tentait désespérément de justifier son existence et son désir d’expansion ». En outre, « les Russes avaient assumé que l’OTAN se dissoudrait à la fin de la Guerre froide. Au contraire, non seulement l’OTAN s’est élargie, elle est allée en guerre en raison d’une dispute interne dans un pays slave d’Europe de l’Est ». Cela a été vu comme une grande menace. Ainsi, « la guerre de 1999 contre la Yougoslavie est à l’origine de bien des tensions entre les États-Unis et la Russie au cours de la dernière décennie ». [22]

La guerre au terrorisme et le Project for the New American Century (PNAC)

Lorsque Bill Clinton est devenu président, les faucons néoconservateurs de l’administration de George H.W. Bush on formé un cercle de réflexion appelée Project for the New American Century (Projet pour un nouveau siècle états-unien) ou PNAC. En 2000, ils ont publié un rapport intitulé Rebuilding America’s Defenses: Strategy, Forces, and Resources for a New Century. (Reconstruire la défense des États-Unis : stratégie, forces et ressources pour un nouveau siècle). En se basant sur le document Defense Policy Guidance (Guide de la politique de défense) ils ont déclaré que « les États-Unis doivent conserver suffisamment de forces capables de se déployer rapidement et de gagner de multiples guerres de grande échelle à la fois [23] ». On ajoute, qu’« il est nécessaire de conserver suffisamment de forces de combat pour mener et gagner de nombreuses guerres de théâtre presque simultanées [et que] le Pentagone a besoin de commencer à calculer la force nécessaire pour protéger, indépendamment et en tout temps, les intérêts états-uniens en Europe, en Asie de l’Est et dans le Golfe ». [25]

Fait intéressant, le document indiquait que « depuis des décennies, les États-Unis ont cherché à jouer un rôle davantage permanent en matière de sécurité dans la région du Golfe. Alors que le conflit irrésolu avec l’Irak fournit une justification immédiate, la nécessité d’une force états-unienne substantielle dans le Golfe transcende la question du régime de Saddam Hussein [26] ». Cependant, en préconisant une importante augmentation des dépenses en défense ainsi que l’expansion de l’empire états-unien autour du globe, incluant la puissante destruction de nombreux pays par de grandes guerres de théâtre, le rapport mentionnait qu’« en outre, le processus de transformation, même s’il apporte des changements révolutionnaires, sera probablement de longue durée s’il ne se produit pas d’événement catastrophique et catalyseur, comme un nouveau Pearl Harbor [27] ». Cet événement s’est produit un an plus tard, lors des attentats du 11 septembre. De nombreux auteurs du rapport et membres du PNAC étaient devenus des représentants de l’administration Bush et étaient en position convenable pour mettre leur « projet » à exécution après l’avènement de leur « nouveau Pearl Harbor ».

Les plans pour la guerre étaient « déjà en développement par les boîtes de réflexion d’extrême-droite dans les années 1990, des organisations au sein desquelles des combattants de la Guerre froide issus du cénacle des services secrets, des églises évangéliques et des compagnies de pétrole et d’armement formulaient des plans consternants pour un nouvel ordre mondial ». Afin d’y arriver, « les États-Unis auraient besoin d’utiliser tous les moyens – diplomatiques, économiques et militaires, même des guerres d’agression – pour avoir le contrôle à long terme des ressources de la planète et la capacité d’assurer la faiblesse de tout rival potentiel ».

Parmi les personnes impliquées dans le PNAC et les plans impériaux on trouve “Dick Cheney – vice-président; Lewis Libby – chef d’état-major de M. Cheney; Donald Rumsfeld – secrétaire à la Défense; Paul Wolfowitz – secrétaire de M. Rumsfeld; Peter Rodman – chargé des Affaires de Sécurité mondiale; John Bolton – secrétaire d’État pour le contrôle des armements; Richard Armitage – adjoint du secrétaire d’État; Richard Perle – ancien adjoint du secrétaire à la Défense sous Reagan, aujourd’hui à la tête du Defense Policy Board (conseil des politiques de Défense); William Kristol – directeur du PNAC et conseiller de M. Bush, connu comme le cerveau du président et Zalmay Khalilzad », qui est devenu ambassadeur et en Afghanistan et en Irak après les changements de régimes [28].

Le « grand échiquier » de Brzezinski 

Le stratégiste faucon par excellence, Zbigniew Brzezinski, co-fondateur de la Commission trilatérale avec David Rockefeller, ancien conseiller à la Sécurité nationale et architecte clé de la politique étrangère sous Jimmy Carter, est également l’auteur d’un livre sur la géostratégie états-unienne. M. Brzezinski est par ailleurs membre du Council on Foreign Relations, du groupe Bilderberg et a aussi été membre du conseil d’administration d’Amnistie internationale, du Conseil de l’Atlantique et de National Endowment for Democracy (NED). À l’heure actuelle, il est administrateur et conseiller au Center for Strategic and International Studies (CSIS), un important cercle de réflexion états-unien.

Dans son livre Le grand échiquier, paru en 1997, Brzezinski a tracé les grandes lignes  d’une stratégie pour les États-Unis dans le monde. Il a écrit : « Pour les États-Unis, le grand prix politique est l’Eurasie. Depuis un demi-millénaire, les affaires mondiales ont été dominées par les pouvoirs eurasiens et les peuples qui se sont battus entre eux pour la domination régionale et ont aspiré au pouvoir mondial. » Il ajoute, « la façon dont les États-Unis “s’y prennent” avec l’Eurasie est critique. L’Eurasie constitue le plus grand continent du globe et représente un axe géopolitique. Un pouvoir dominant l’Eurasie contrôlerait deux des trois régions du monde les plus avancées et les plus productives sur le plan économique. Un simple coup d’œil sur la carte suggère également que la domination de l’Eurasie impliquerait presque systématiquement la subordination de l’Afrique [29].

Il poursuit l’élaboration d’une stratégie pour l’empire états-unien en affirmant qu’« il est impératif qu’aucun opposant eurasien n’émerge, et soit capable de dominer l’Eurasie et, par conséquent, de défier les États-Unis. L’objectif de ce livre est donc de formuler une géostratégie eurasienne approfondie et intégrée [30] ». Il explique : « Deux étapes fondamentales sont donc requises : premièrement, identifier les États eurasiens dynamiques sur le plan géostratégique ayant le pouvoir de provoquer un changement potentiellement important dans la distribution internationale du pouvoir et de déchiffrer les principaux objectifs extérieurs de leurs élites politiques respectives et les conséquences probables de ces aspirations; deuxièmement, formuler des politiques spécifiquement états-uniennes pour compenser, coopter et/ou contrôler ce qui précède [31]. »

Cela signifie qu’il est primordial d’identifier les États qui seraient de potentiels pivots sur lesquels l’équilibre des puissances de la région mettrait fin à la sphère d’influence états-unienne, et qu’il faut ensuite « compenser, coopter et/ou contrôler » de tels États et de telles circonstances. L’Iran serait un exemple : il est l’un des plus grands producteurs de pétrole du monde et détient une position stratégique significative dans l’axe de l’Europe, de l’Asie et du Moyen-Orient. L’Iran pourrait détenir la capacité de modifier l’équilibre des puissances en Eurasie s’il s’alliait étroitement à la Russie ou à la Chine, ou les deux, en leur offrant un important approvisionnement en pétrole de même qu’une sphère d’influence dans le Golfe, rivalisant ainsi l’hégémonie états-unienne dans la région.

M. Brzezinski a supprimé toute subtilité de ses penchants impérialistes et écrit : « Afin de l’exprimer dans une terminologie rappelant l’âge davantage brutal des anciens empires, les trois grands impératifs de la géostratégie sont : prévenir la collusion et maintenir la dépendance sécuritaire entre les vassaux, préserver la protection des tributaires et leur caractère influençable, et finalement empêcher les barbares de s’unir [32]. »

Brzezinski fait référence aux républiques d’Asie centrale sous le nom « Balkans eurasiens » en écrivant : « De plus, d’un point de vue sécuritaire et sur le plan des ambitions historiques elles [républiques d’Asie centrale] sont importantes pour au moins trois de leurs voisins immédiats les plus puissants, à savoir, la Russie, la Turquie et l’Iran, ainsi que pour la Chine, qui démontre un intérêt politique accru envers la région. Mais les Balkans eurasiens constituent un trésor économique potentiel et sont infiniment plus importants pour cette raison : une énorme concentration de gaz naturel et de réserves de pétrole se trouve dans cette région, en plus d’importants minéraux, dont l’or [33]. » Il ajoute :« Il s’ensuit que l’intérêt principal des États-Unis est d’aider à s’assurer qu’aucun pouvoir à lui seul arrive à contrôler cet espace géopolitique et que la communauté internationale y ait accès économiquement et financièrement, sans entraves [34] ». Voilà un illustre exemple du rôle des États-Unis en tant qu’engin impérial : le pays pratique une politique étrangère impériale conçue pour maintenir ses positions stratégiques, mais dont le but « infiniment plus important » est d’abord, de sécuriser le « trésor économique » pour la « communauté internationale ». En d’autres termes, les États-Unis constituent une hégémonie impériale œuvrant pour les intérêts financiers internationaux.

Brzezinski a également avertit que « les États-Unis pourraient devoir déterminer la façon de composer avec les coalitions régionales qui cherchent à évincer le pays de l’Eurasie, menaçant ainsi son statut de puissance mondiale [35] ». Il « met au premier plan la tactique et la manipulation afin de prévenir l’émergence d’une coalition hostile qui pourrait tôt ou tard chercher à défier la primauté états-unienne ». Ainsi, « la tâche la plus urgente consiste à s’assurer qu’aucun État ou ensemble d’États acquière la capacité d’expulser les États-Unis de l’Eurasie ou même de diminuer de manière significative son rôle décisif d’arbitre [36] ».

La guerre au terrorisme et l’impérialisme excessif

En 2000, le Pentagone a publié un document appelé Joint Vision 2020, qui expose brièvement un projet destiné à accomplir ce qu’ils nomment « Full Spectrum Dominance » (domination sous tous ses aspects), en tant que modèle pour le département de la Défense dans le futur. « La domination sous tous ses aspects signifie la capacité des forces états-uniennes, agissant seules ou avec des alliés, de vaincre n’importe quel adversaire et de contrôler n’importe quelle situation pour l’ensemble des opérations militaires. » Le rapport «  aborde la domination sous tous ses aspects dans l’ensemble des conflits, de la guerre nucléaire aux grandes guerres de théâtre, en passant par les contingences de plus petite échelle. Il touche également aux situations imprécises comme le maintien de la paix et l’aide humanitaire n’impliquant pas de combat ». On mentionne également « le développement d’un réseau d’informations mondial offrant un environnement propice à la supériorité décisionnelle [37] ».

Comme l’expliquait l’économiste politique Ellen Wood, « la domination sans frontières de l’économie mondiale et des nombreux États qui l’administrent nécessite une action militaire sans fin, dans l’intention ou dans le temps [38] ». Elle ajoute : « La domination impériale dans une économie capitaliste mondiale requière un équilibre délicat et contradictoire entre l’abolition de la compétition et le maintien des conditions qui génèrent des marchés et des profits dans les économies en compétition. Il s’agit des contradictions les plus fondamentales du nouvel ordre mondial [39]. »

Après le 11 septembre, la « doctrine Bush » a été mise en place. Elle réclamait « un droit exclusif et unilatéral à l’attaque préventive, partout et en tout temps, libre de tout accord international, afin de s’assurer que leurs forces seront assez fortes pour dissuader des adversaires potentiels de se développer militairement dans l’espoir de surpasser ou d’égaler la puissance des États-Unis [40] ».

L’OTAN a entrepris la première invasion terrestre de toute son histoire avec l’invasion et l’occupation de l’Afghanistan en octobre 2001. En réalité, la guerre afghane avait été planifiée avant les événements du 11 septembre, avec la rupture d’un important marché de pipeline entre des compagnies pétrolières occidentales et les talibans. La guerre en soi a été orchestrée en été 2001, avec le plan fonctionnel pour aller en guerre à la mi-octobre [41].

D’un point de vu géopolitique, l’Afghanistan est extrêmement important, car « le transport de tout le combustible fossile du bassin de la mer Caspienne à travers la Russie ou l’Azerbaïdjan accroîtrait énormément le contrôle politique et économique de la Russie sur les républiques d’Asie centrale, ce que l’Ouest a précisément tenté de prévenir pendant 10 ans. Le faire passer par l’Iran enrichirait un régime que les États-Unis cherchent à isoler. Envoyer le combustible par le long chemin de la Chine, en passant complètement à côté des considérations stratégiques, se ferait à un coût prohibitif. Si les pipelines passaient toutefois par l’Afghanistan, cela permettrait aux États-Unis de poursuivre à la fois son objectif de “diversification de l’approvisionnement énergétique” et de pénétrer les marchés les plus lucratifs du monde [42] ».

Comme le soulignait le San Francisco Chronicle, à peine deux semaines après les attaques du 11 septembre, « au-delà de la détermination états-unienne de se venger des auteurs de l’attentat, au-delà de la probabilité de batailles interminables provoquant davantage de pertes civiles dans les mois et les années à venir, les enjeux cachés dans la guerre au terrorisme peuvent se résumer en un seul mot : pétrole ». Le quotidien explique en outre que « la carte des sanctuaires de terroristes et des cibles au Moyen-Orient et en Asie centrale est également, dans une mesure extraordinaire, la carte des principales sources d’énergie mondiales au 21^e siècle. La défense de ces ressources énergétiques, au lieu d’être une simple confrontation entre l’Islam et l’Ouest – sera la première étincelle du conflit mondial qui perdurera dans les prochaines décennies ».

Au nombre des multiples États notables où il y a un croisement entre le terrorisme, le pétrole et les réserves de gaz, et qui sont d’une importance capitale pour les États-Unis et l’Ouest, on trouve l’Arabie Saoudite, la Lybie, le Bahreïn, les Émirats du Golfe, l’Iran, l’Irak, l’Égypte, le Soudan, l’Algérie, le Turkménistan, le Kazakhstan, l’Azerbaïdjan, la Tchétchénie, la Géorgie et l’est de la Turquie. Fait marquant, « cette région compte plus de 65 % de la production mondiale de pétrole et de gaz naturel ». Aussi, « inévitablement, bien des gens verront la guerre contre le terrorisme comme une guerre pour le compte des états-uniennes Chevron, ExxonMobil et Arco, de la française TotalFinaElf; de la britannique British Petroleum et de la et néerlandaise Royal Dutch Shell et d’autres géantes multinationales, lesquelles ont investi des centaines de milliards de dollars dans la région [43] ».

Ce n’est pas un secret que la guerre en Irak était étroitement liée au pétrole. À l’été 2001, Dick Cheney a organisé une Energy Task Force (unité d’intervention sur l’énergie), qui constituait une série de rencontres extrêmement secrètes, où l’on déterminait la politique énergétique des États-Unis. Lors de ces rencontres, ainsi que par divers moyens de communication, M. Cheney et ses assistants se sont entretenus avec de hauts représentants et des dirigeants de Shell Oil, British Petroleum (BP), Exxon Mobil, Chevron, et Conoco [44]. Lors de la réunion qui s’est tenue avant le 11 septembre et avant que l’on ne mentionne une guerre en Irak, des documents traitant des champs pétrolifères, des pipelines, des raffineries et des terminaux ont été présentés et ont fait l’objet de discussions. « Sur des documents saoudiens et émiratis figurait également une carte de tous les champs pétrolifères, pipelines, raffineries et terminaux pétroliers de chaque pays [45]. » Depuis, Royal Dutch Shell et British Petroleum ont toutes deux reçu d’importants contrats pour développer les champs pétrolifères iraquiens [46]. 

La guerre en Irak, tout comme la guerre en Afghanistan, servent des intérêts stratégiques dans cette région : en grande partie, des intérêts spécifiquement états-uniens, et, en général, des intérêts impériaux de l’Occident. Ces guerres ont été particulièrement conçues pour éliminer, menacer ou endiguer les pouvoirs régionaux, ainsi que pour y instaurer directement plusieurs douzaines de bases militaires, établissant ainsi, de manière ferme, une présence impériale. Le but de cette entreprise vise largement les joueurs important de la région et tend spécifiquement à encercler la Russie et la Chine et à menacer leur accès aux réserves régionales de pétrole et de gaz. L’Iran est désormais cerné, par l’Irak d’un côté et l’Afghanistan de l’autre.

Conclusion

La première partie de cet essai a tracé les grandes lignes de la stratégie impériale des États-Unis et de l’OTAN visant à entrer dans le nouvel ordre mondial après le démantèlement de l’Union Soviétique. Le but principal visait à encercler la Russie et la Chine et à prévenir l’émergence d’une nouvelle superpuissance. Les États-Unis devaient agir à titre d’hégémonie impériale, servant les intérêts financiers internationaux dans l’imposition d’un nouvel ordre mondial. La prochaine partie de cet essai examine les « révolutions de couleur » à travers l’Europe de l’Est et l’Asie centrale, lesquelles perpétuent la politique d’endiguement de la Russie et de la Chine, en contrôlant l’accès aux principales réserves de gaz naturel et leurs voies de transport. Les « révolutions de couleur » ont été une force cruciale de la stratégie géopolitique, et leur analyse est  essentielle à la compréhension du nouvel ordre mondial.

Com o livro Crepúsculo e o vampiro Edward, a escritora Stephenie Meyer pode desbancar o bruxo Harry Potter, de J. K. Rowling

Há pouco mais de cinco anos, a jovem dona-de-casa Stephenie Meyer, mãe de três filhos, casada com um pastor mórmon e moradora da pequena cidade de Cave Creek, no Estado americano do Arizona, jamais imaginaria seduzir jovens em todo o mundo com uma fantasiosa história de amor entre uma adolescente e um vampiro. Tampouco vislumbrou que as tramas românticas forjadas em sua imaginação e materializadas em três livros (Crepúsculo, Lua nova e Eclipse) ficariam 143 semanas na lista de best-sellers do jornal The New York Times, com seis milhões de exemplares vendidos em diversos países – sendo que quatro milhões referem- se apenas às vendas nos últimos 12 meses. Pois foi o que aconteceu. O vertiginoso sucesso de Crepúsculo, que conta a relação amorosa entre o morto-vivo Edward Cullen, com 17 anos desde 1918, e sua amada e humana Isabella Swan (chamada de Bella), ambos colegas no terceiro ano do ensino médio na chuvosa cidade de Forks, conquistou uma legião de fãs. E foi além: acaba de render à escritora, de 34 anos, um lugar entre as 100 personalidades mundiais mais influentes, eleitas pela revista Time. Ela aparece ao lado de nomes como Hillary Clinton, George Clooney e Dalai Lama. Quais são os seus superpoderes?

Stephenie leva uma vida pacata, é religiosa, segue os ditames mórmons e uma de suas poucas rebeldias é o gosto por Pepsi Diet – a igreja desaconselha o consumo de substâncias que tenham cafeína. Até aí, ela não está investida de nenhum truque mágico. Os seus poderes especiais, na verdade, ganham vida graças a uma mente extremamente criativa, voltada à ficção, que monta adoráveis e sedutores vampiros – todos do bem. São seres evoluídos que mudam a dieta (só bebem sangue de animais) para resistir, a duras penas, à sede que têm de sangue humano e assim conseguem viver pacificamente em sociedade. O carisma de seus personagens junto aos adolescentes é comparado ao fascínio exercido pelo bruxo Harry Potter, da escritora inglesa J. K. Rowling, e há quem aposte que a saga dos jovens vampiros reúna qualidades suficientes para desbancá-lo de sua liderança isolada nesse filão editorial. Isso já ocorreu no ano passado quando Eclipse, seu terceiro livro, chegou às lojas quase ao mesmo tempo que a última aventura de Harry Potter.

No cinema, a trajetória dos vampiros já é semelhante à do aprendiz de mágico nascido na Inglaterra: o primeiro livro, Crepúsculo (que chega ao Brasil pela editora Intrínseca, 390 págs., R$ 39,90), virou filme e estreará em dezembro nos EUA. À semelhança das obras de J. K. Rowling, o quarto livro de Stephenie, Breaking down, previsto para agosto, está recebendo tratamento vip com esquema de vendas a partir de meia-noite nas grandes livrarias. A popularidade desses novos personagens já inspirou nomes de bandas de rock, centenas de comunidades de sites de relacionamento e seus nomes aparecem impressos em camisetas. Antes mesmo de suas histórias serem editadas aqui, elas já podiam ser lidas em sites da internet devidamente traduzidas pelos fãs.

É certo que há muito marketing promovendo a nova escritora e seus personagens carismáticos, e nem poderia ou deveria ser diferente. Mas é um fato que a vampiromania foi crescendo até explodir no último ano – e vale lembrar que boa parte da propaganda começou boca a boca, leitor com leitor, adolescente com adolescente. Alguns trechos do primeiro romance se tornaram cults como o momento em que Bella descobre que o lindo garoto por quem está encantada é mesmo um vampiro: “De três coisas eu estava convicta. Primeira, Edward era um vampiro. Segunda, havia uma parte dele – e eu não sabia que poder esta parte teria – que tinha sede do meu sangue. E terceira, eu estava incondicional e irrevogavelmente apaixonada por ele”. A paixão compartilhada por ambos é sempre contida, paira sobre Bella a ameaça do vampirismo de Edward. Se ele ultrapassar o sinal, ela estará morta.

Nas cenas românticas, nunca fica claro se ele deseja ter relações sexuais com Bella ou apenas se alimentar do seu sangue, mordendo- lhe a jugular. Num trecho, ela diz: “Eu podia sentir seu hálito frio em meu pescoço, sentir seu nariz deslizando por meu queixo, inspirando (…)”. E ele sussurra: “Só porque estou resistindo ao vinho, não quer dizer que não possa apreciar o buquê. Você tem um aroma floral, de lavanda ou frésia. É de dar água na boca”. Essa tensão permeia todo o romance e não é diferente dos dilemas humanos que envolvem uma paixão proibida. A autora afirmou em entrevista que foi pressionada a incluir cenas mais explícitas de sexo em seus livros, mas resistiu. Mesmo que algumas passagens sejam sensuais e com insinuações eróticas, os personagens nunca vão além de castos beijos e carinhos no rosto e pescoço – embora demonstrem o tempo todo desejar muito mais do que isso. Nada mais humano, e é justamente com essa humanização dos vampiros que Stephenie parece ter seduzido irrevogavelmente os seus jovens leitores. Os mesmos que J. K. Rowling brindou apenas com o cândido beijo travado entre Harry Potter e Cho Chang.
