A Monofásica, empresa especializada em instalações eléctricas e AVAC, foi seleccionada para fazer a instalação eléctrica do Novo Hospital de Cascais, unidade que está a cargo do agrupamento Hospitais Privados de Portugal/Teixeira Duarte e que deve entrar em funcionamento em 2010.

O futuro Hospital de Cascais situar-se-á junto ao nó de Alcabideche da A5 e do futuro IC 30, muito perto da Via Longitudinal Norte e da 3ª Circular. A Monofásica inorma que este centro hospitalar vai contar com cerca de 250 camas, urgência médico-cirúrgica, maternidade e unidade de cuidados intensivos.

Esta será assim, mais uma «obra emblemática» a juntar a outras no portfólio da Monofásica, onde se pode ver o Hotel e Centro de Escritórios Art’s no Parque das Nações, o Novo Estádio da Luz, o Hospital Privado dos Lusíadas, o El Corte Inglés de Vila Nova de Gaia, o Hotel Quinta da Ria em Tavira, o Hotel Grand VIP em Lisboa e o W Shopping em Santarém.

Pada kebanyakan usaha yang di tangani langsung oleh pemilik, sering kali kontrol untuk harga penjualan, langsung di tentukan oleh pemilik. Jika transaksi yang dilakukan masih sedikit, maka hal ini masih bisa di tangani, akan tetapi jika transaksi yang ditangani sudah banyak, maka pemilik akan kesulitan untuk melakukan kontrol penjualan, barang mana saja yang boleh di jual dibawah harga pokok (dijual rugi).

Kenyataannya di lapangan, seringkali para pengusaha kecolongan oleh sales mereka sendiri. Dimana para sales itu menjual barang dengan menjatuhkan harga, dengan tujuan untuk menutupi target omzet penjualan per bulan. Jika target penjualan mereka tercapai secara otomatis insentif per bulan akan diterimanya.

Pemilik usaha tidak bisa mengontrol hal ini bila pencatatan administrasinya masih manual. Para sales itu bisa membuat laporan penjualan dengan harga jual yang telah ditentukan, dengan setoran hasil penjualan yang sesuai pula. Mereka bisa menutupi kekurangan setoran tersebut dengan menjual barang retur (yang notabene dilarang untuk dijual kembali). Akibatnya harga produk tersebut jatuh/rusak di pasaran. Dan itu akan mempengaruhi kelangsungan usaha yang bersangkutan.

Hal itu bisa dilakukan dengan mudahnya oleh sales, karena pencatatan pembukuan yang masih manual. Data persediaan barang yang dilakukan dengan cara manual sulit sekali melacak kemana perginya barang, terutama barang retur. Dengan pencatatan manual sulit dikontrol apakah barang retur itu kembali ke gudang atau tidak. Selain itu juga dengan pembukuan manual, sulit bagi kita untuk menghitung HPP (Harga Pokok Penjualan), dan mengontrol penjualan sales itu dibawah HPP atau tidak. Bagi pemilik usaha, yang penting barang yang mereka laku terjual.

Karena itu mengapa komputerisasi sangat penting diterapkan dalam suatu usaha. Dan Armadillo Accounting mempunyai fasilitas untuk mengontrol hal tersebut, dengan mengaktifkan system kontrol pada harga penjualan, maka saat menjalankan system penjualan armadillo seperti biasa, kita bisa mengetahui barang-barang mana yang harga jualnya terlalu murah.

Dengan komputerisasi, kita bisa mengontrol jalannya transaksi penjualan saja tetapi juga arus keluar masuk barang, secara bersamaan. Dalam melakukan system kontrol penjualan terlebih dahulu setting program akuntansi anda dengan setting”beri peringatan jika menjual di bawah HPP”.

Berikut cara kerja system kontrol penjualan ini :

1. Bagian Penjualan melakukan penjualan kepada pembeli dimana harga yang diberikan dibawah harga pokok, sehingga pada form penjualan akan menampilkan peringatan bahwa user harus mengkonfirmasikan dulu karena harga barang dibawah HPP.

2. Pengambil keputusan mendapat informasi dari bagian penjualan bahwa terdapat konfirmasi. Pengambil keputusan dari komputernya sendiri membuka menu konfirmasi harga, dan program menampilkan form daftar penjualan. Setelah itu pengambil keputusan akan memutuskan memperbolehkan atau tidak menjual dengan harga ini. Jika ya bisa diteruskan, tapi bila tidak maka otomatis harga jual akan kembali seperti semula.

3. Dan jika sudah diputuskan maka bagian penjualan akan menekan ikon sudah dikonfirmasi, bila diperbolehkan maka proses transaksi bisa dilanjutkan, tapi jika tidak boleh maka kursor akan kembali ke kolom harga jual (dan harga kembali ke harga normal).

Jika terjadi penjualan dengan harga dibawah HPP, maka itu adalah atas seijin pemilik usaha/pengambil keputusan. Disamping itu untuk menghindari penjualan dibawah HPP oleh salesman, mungkin perlu bagi pemilik usaha untuk merubah system pemberian insentif pada sales. System pemberian insentif yang selama ini berdasarkan target omzet penjualan bisa dirubah dengan berdasarkan besarnya nominal penjualan.

Dengan demikian kontrol penjualan tidak hanya dilakukan pada system pencatatan komputer saja, tetapi dengan aturan penghitungan insentif yang baru, diharapkan salesman akan lebih terpacu untuk berjualan dengan harga normal.

Louise, Neil, Nick and I made a trip to Holme Peirrepont today.

I think I’ve been to HPP more times this year than I’ve been in the entirety of my life so far. It’s recent rebuild seems to of made it a lot more fun than I remember it being before.

Of course, as the photos will attest, we were far from the best paddlers on the course. I was impressed by the paddling going on in the 4 star freestyle assessment that was taking place. It seemed to involve throwing yourself in every single hole on the course. Something I certainly didn’t feel like doing.

Despite this I certainly enjoyed the features I did feel like throwing myself in. Now all I have to do is wait for side-surfing to be recognised as the pinnacle of freestyle moves so I can join team GB.

Luca Carettoni y Stefano di Paola nos descubren un nuevo problema de validación de los datos de entrada (un clásico). Esencialmente, muchas aplicaciones no comprueban que los datos de entrada son los que tienen que ser (en número y forma) y eso puede ocasionar tratamientos ligeramente diferentes en distintas configuraciones y, en definitiva, problemas.

Cada uno de ellos lo cuenta en su bitácora, HTTP Parameter Pollution (HPP) y Http Parameter Pollution a new web attack category (not just a new buzzword :p) y se pueden ver y/o descargar las transparencias de su presentación en el OWASP 2009, en Http Parameter Pollution, a new category of web attacks.

De paso, como ellos mismos bromean, tenemos unas nuevas siglas en el panorama, HPP: HTTP Parameter Pollution.

After spending most of the week with my eyes glued to the weather forecast I eventually gave up and admitted that there wasn’t going to be enough rain to make the rivers in North Wales worth a visit. So on Friday evening Vicky and I hatched a plan to try out the redeveloped National Water Sports Centre at Holme Pierrepont on Sunday.

To cut a long story short we got there a bit late due to to Vicky’s hangover and a 20 mile diversion to avoid road works.

Still despite the mid-afternoon start we managed to get a few hours of paddling in. Our initial thoughts were that the changes to the course took some of the burliness out of it. There appeared to be more play spots, both gentle and not so gentle. But strangely it seemed smaller, though that could be an impression given by the faster flow that the course seems to of gained.

Our conclusion: Better than it used to be.

Anyway it made for an entertaining Sunday afternoon so that’s all good.

Keputusan pemerintah untuk mengakomodir pembelian produk beras dari petani dengan HPP yang tinggi, telah membawa angin segar tidak hanya pada para petani, melainkan juga konsumen. Respon pasar beras yang sensitif mengakibatkan turunnya harga beras di sejumlah pasar-pasar induk di Indonesia.
Namun, masih ingatkah kita, fenomena impor beras dalam 3 tahun terakhir secara berturut-turut, yaitu 240.000 ton (2004), 176.000 ton (2005), dan 280.000 ton (2006). Perlu disadari, jangan sampai angin segar dari kebijakan pemerintah menaikan HPP beras melenakan kita dengan fenomena impor beras tersebut. Tentu kita tidak menginginkan siklus impor beras yang lebih rutin muncul dibandingkan siklus surplus yang menguntungkan petani. Validitas data stok beras dan ketergantungan masyarakat akan beras merupakan poin-poin utama yang perlu dicermati dalam menghadapi impor beras.

Berangkat dari hal-hal tersebut, perlu disikapi beberapa hal, sebagai berikut: Pertama, mengaktifkan kembali mekanisme “lumbung padi”. Melihat historis bangsa ini sebagai bangsa agraris, ada bentuk kelembagaan yang dikenal dengan “lumbung padi” dalam hal pengaturan stok. “Lumbung padi” berfungsi sebagai stok pangan (food stock), bentuk berjaga-jaga (precautionary) dan ikatan sosial kemasyarakatan (social relationship). Stok pangan dimaksudkan sebagai sebuah kewajiban petani beras untuk menyetorkan sebagian hasil produksi dengan kuota tertentu, berjaga-jaga diartikan sebagai antisipasi dalam menghadapi masa paceklik, dan ikatan sosial kemasyarakatan diartikan sebagai suatu bentuk bantuan dari daerah surplus beras kepada daerah yang kekurangan. Dengan diaktifkannya kembali “lumbung padi”, diharapkan pemerintah dapat mendapatkan data yang lebih akurat pada kantung-kantung beras se-antero nusantara. Tidak hanya mencegah peluang impor, tetapi juga meningkatkan peluang naiknya kesejahteraan petani, karena validitas data berhubungan positif dengan HPP beras.
Kedua, mengembangkan pangan alternatif. Sudah saatnya paradigma “belum dikatakan makan kalau belum makan nasi” dirubah. Seiring bertambahnya jumlah penduduk dan keterbatasan produksi dalam negeri, diharapkan pemerintah dan para peneliti bisa menemukan olahan yang pas atas sumber pangan alternatif (non-beras) yang potensial, seperti kentang, kedelai, jagung, singkong, dan gandum. Dengan begitu kepastian nilai kebutuhan beras dapat diperkirakan, sehingga stabilitas harga beras dapat dicapai.

Dengan diupayakannya dua usaha diatas, bukan hal yang mustahil jika para petani ini dapat lebih diuntungkan. Tentunya pula, dengan dukungan dan kerjasama antar stakeholders beras, yakni pemerintah, masyarakat, LSM, kelompok tani, akademisi, dan para petani. Bukan mustahil, ketahanan pangan akan tercapai sekaligus meningkatnya kesejahteraan penduduk miskin yang notabenenya para petani. Kiranya kita dapat mencermati apa yang ada saat ini dengan keberlanjutan di masa depan.*)

(não, Thom Yorke não faz uma aparição surpresa no show do Wax Poetic. calma que eu já chego nele e sua banda, o Radiohead)

Terminou sábado o já tradicional festival carioca de música independente Humaitá pra Peixe, com um show de encerramento “secreto” da atração nova-iorquina Wax Poetic, apesar de a informação ter vazado antes. Ao lado dos gringos subiram ao palco da sala Baden Powell como convidados o Otto, Thalma de Feitas (da Orquestra Imperial) e o Gabriel Muzak.

Mas essa não é a parte mais interessante da história toda. Pelo segundo ano consecutivo (eu desconhecia que isso não era novidade), o HPP deixou que o público de aproximadamente 350 pessoas (segundo a assessoria de imprensa do festival) escolhesse quanto pagar pela apresentação final, a partir de R$ 1. A média do ingresso, então, também de acordo com a assessoria, ficou em R$ 7.

Ou seja, dentro das previsões do idealizador do HPP, Bruno Levinson, que conversou com o Papagoiaba por e-mail antes do show:

Fico aqui imaginando que o preço médio fique próximo dos R$ 10.  Talvez um pouco menos…

Nem precisa dizer de onde veio a inspiração para a iniciativa (ou precisa?). A foto que ilustra este post já entrega. Mas para quem ainda não captou, segue a palavra do Bruno, na mesma mensagem:

A ideia do valor do ingresso surgiu quando o Radiohead fez o mesmo com o disco “In Rainbows”.  Já a do show surpresa é numas de fazer as pessoas pensarem um pouco do quanto elas pagam pela curiosidade que têm.

E alfineta:

Uma forma divertida de instigar a curiosidade do público carioca que, convenhamos, não é dos públicos mais curiosos que temos.

Que sirva de alerta para a organização de outro evento do gênero, só que mainstream, o Tim Festival, que deve acabar com o braço paulistano e focar na matriz carioca, ao que tudo indica.

E pra finalizar:

Nestes tempos de questionamentos sobre a lei da meia entrada acho que poder ser um certo termômetro esta “brincadeira”.

O HPP desde sempre esteve motivado em despertar e incentivar a curiosidade das pessoas.  Espero sim que outras produções também façam o mesmo.  Até por que hoje em dia a “cauda é longa” e tem muitos artistas talentosos esperando, desejando e precisando formar público. Não tomamos esta iniciativa pensando que ela possa gerar outras similares. Mas tomara que sim…

Daniel Lopes aponta para o pop brasileiro no Humaitá Pra Peixe

Da proposta equivocada do Reverse sobrou o que o grupo tinha de melhor: o cantor e compositor Daniel Lopes. Não apenas vocalista, mas, sobretudo cantor, porque interpreta muito bem músicas não óbvias de outros artistas, além das suas. Foi ele quem se destacou quando o Humaitá Pra Peixe voltou ao dia da semana e ao local de origem, no reformado Espaço Cultural Sérgio Porto.

O show de Daniel se divide em dois. No início e no final ele conta com uma banda que contém contrabaixo acústico, percussão, bateria e guitarra. Na meiuca do repertório, faz três músicas sozinho, com violão e a ajuda de um pedal acoplado a um i-pod. Batendo com a mão no corpo da viola e imitando sons com a boca, ele vai gravando e reproduzindo tudo simultaneamente, fazendo bases e cantando por cima. O resultado é uma performance inesperada que agradou geral ao público, sobretudo no cover – espécie de homenagem ao produtor Quincy Jones – de “Thriller”, aquela mesmo do Michael Jackson.

Daniel Lopes cantou várias das músicas que estão em seu disco de estréia como artista solo, “Mais e Mais Refrões”, mas sua veia de cantor/intérprete falou mais alto. Foi assim na excelente versão de “A Nível de…”, crônica do cotidiano de Aldir Blanc pinçada do repertório tardio de João Bosco; ou ainda em “Laiá Laiá”, assinada por ele, mais que parece ter saído do rol do samba de raiz dos anos 70, onde se salienta uma afro-referência outrora negada, mas hoje admitida pelo cantor em outro momento da apresentação. Daniel parece mesmo livre das amarras típicas de artistas inseguros, e canta com incomum empolgação em “Homem Elefante”, por exemplo.

A diferença entre um show de Daniel Lopes para as músicas disponíveis na web é muito grande. Bom por um lado, por mostrar carisma e peso nas apresentações, mas ruim de outro: o cantor precisa de um produtor que lhe garanta, em disco, o peso que ecoa dos palcos. No fim, Daniel recebeu de presente um bis (fato raro no HPP) tão inesperado que não tinha um plano B. A saída foi repetir a boa “Homem Verde”, e o público nem esquentou a cabeça.

O festival de música, Humaitá Pra Peixe, que esse ano comemora 15 edições, está promovendo esse ano não somente as já tradicionais apresentações de bandas e músicos iniciantes, mas também talkshows com artistas consagrados. O primeiro deles aconteceu no dia 15 de janeiro, no Oi Futuro, e teve como convidado o cantor e compositor Leoni. O objetivo era promover um bate-papo descontraído com muita música, é claro.

O primeiro convidado, a meu ver, se saiu muito bem. Foi muito sincero, falando de sua carreira, de seus ídolos, sua família, o modo como compõe, seu site, entre outros assuntos. Tudo isso, embalado por algumas canções, que para minha surpresa, não faziam parte de seu repertório convencional.

O mediador do talkshow fez Leoni seguir uma ordem cronológica dos fatos que prejudicou um pouco o bom andamento da conversa. Mas nada que tenha incomodou de fato as pouco mais de 100 pessoas que lá estavam, sentadas em almofadas vermelhas espalhadas pelo chão do Oi Futuro, vidradas em casa uma das palavras ou notas que saiam da boca do cantor.

Leoni falou sobre sua primeira banda, na época em que ele gostava de rock. E para relembrar, tocou Black Sabbath deixando muito surpresos. Depois veio a vontade de ser poeta, a frustração do pai por ele não querer ser advogado, a troca da faculdade de direito pela de letras, o começo de suas composições e a troca da guitarra pelo baixo (segundo ele, devido ao fato da sua banda ter QUATRO guitarristas e nenhum baixista. E por ele ser o pior deles…). Tudo isso, embalado ao som de Elvis Costelo. Ainda teve toda a sua trajetória no Kid Abelha (e as Abóboras Selvagens), o primeiro sucesso composto por ele: ‘Pintura Íntima’. Que, por sinal é uma das música que Leoni gostaria de ter reescrito. Sua insatisfação com a composição é tão clara, que ele não a tocava desde 1986, ano que saiu do Kid Abelha. Logo após o revival com a canção ‘Porque Não Eu?’, veio sua história com o Heróis da Resistência, e sua devida trilha sonora: ‘Dublê de Corpo’.

Falando de composições, Leoni relembrou grandes parceiros, e ídolos, como Cazuza, Herbert Vianna, Léo Jaime, Rodrigo Maranhão, entre outros. A admiração por eles se fez clara quando Leoni fez questão de contar que, quando ouviu ‘Quase um Segundo’ pela primeira vez, se identificou jurando já tinha passado por aquela situação, e poderia ter escrito a canção. Assim como ‘Pode Ser’, de Léo Jaime, ambas cantadas no talkshow.

Para finalizar, veio a carreira solo, seu site e sua maneira de divulgar seu trabalho atualmente. Lançando um single inédito por mês em seu site, e disponibilizando para download apenas para usuários cadastrados. Leoni ainda tocou duas de suas novas músicas, ‘É Proibido Sofrer’ e  ‘Do Teu Lado’. E depois de duas horas de bate-papo e cantoria, o cantor ainda teve disposição para atender os fãs que esperavam impacientes.

Do gramofone para o ipod. Daniel Lopes, a atração seguinte, utiliza do famoso aparelhinho para trazer barulhinhos eletrônicos e bases pré-gravadas para se misturar com seu violão e os outros músicos de carne e osso. A sonoridade da banda montada por Daniel impressiona. É como se o som tivesse três dimensões, onde você não consegue deixar de ficar envolvido pelos detalhezinhos do instrumental cheio de camadas, a percussão com balanço, o contrabaixo que faz vezes de violoncelo e as intervenções de guitarra bem aplicadas dentro daquilo que é o mais respeitado pelo cantor: o poder da canção e seus “refrões”, que pode não ser o plural correto de refrão, mas realmente é bem mais bonito.

Também das palavras bem escolhidas no lugar certo e que miram a cabeça e de lá fica difícil de sair como em “Ampulhetas”. Dentro desse formato canção, onde os anos tocando com Leoni parecem ter rendido boas idéias, há também ritmos brasileiros aparecendo vez ou outra, que Daniel explica fazer parte de uma “brasilidade nagô” que ele está descobrindo.

Mas nada poderia preparar alguém para ver pela primeira vez o que viria a seguir. A banda se retira, deixando Daniel Lopes sozinho. Sozinho, né? Ele começa a dar uma batida no violão e a batida continua e continua, enquanto ele já está fazendo a base para “Thriller”, de Michael Jackson, com as cordas do violão. Aquela batida foi gravada com um pedal de loop e não adianta dar explicações técnicas para algo tão incrível. Na verdade a batida no violão gravada na hora já havia sido feita na primeira música e outros (poucos) artistas costumam usar esse loop instantâneo, como KT Tunstall.

Mas da batida ele vai pra linha de baixo. E vai para um pequeno riff funkeado. Daí vai para um contra-tempo improvisado com a boca mesmo. Pede a colaboração da platéia com palmas que também são gravadas e reproduzidas na hora. E ele canta e na hora do refrão o backing vocal também é dele, porque a voz principal também foi gravada quatro segundos atrás. Mais e mais violões são gravados para Daniel solar em cima. Tudo isso no tempo certo, como se fosse uma banda ali em cima. Mais e mais vozes são gravadas no refrão. Ao final o público delira e a vontade é de ver aquilo de novo. E Daniel, Daniel, Daniel, Daniel e Daniel mandam “Go Back” dos Titãs, cantando e fazendo coro com ele mesmo nas dúzias de cordas que ele toca.

Para arrebatar, uma versão multi-homem de “Hit The Road Jack” com várias harmonias vocais enquanto a banda vai entrando de volta. Depois disso boa parte de platéia deve ter assistido o restante da apresentação ainda pensando no que tinha acabado de ver. Sem dúvidas uma noite muito especial tanto em sons quanto em criatividade de trazê-los para o público, seja com a cornetinha de brinquedo de Carol Lima ou com o pedal ultra-moderno de Daniel Lopes. O HPP merece reestrear no Sérgio Porto assim.

At last – the plans. So what’s changed from the earlier proposals?

Well, the main thing is that we’ve had useful input from the user group, which includes representatives of all the different user groups with in interest in the course. A day-and-night contrast with the start of this process, we’ve all had a say in the designs. You can find out more about the consultation process and the changes here (420kb PDF). And we think it shows in what’s actually proposed:

• The course will go back to full flow. It’s flowing at 17 cubic metres a second (cumecs) at the moment. These changes will put it back to the 24 cumecs it used to flow at. That means the rapids will get their power back.

• The muncher and plughole section will stay as they are. That means 24 cumecs going through the section, which should deepen up the muncher and plughole themselves, and bring back the power and definition they used to have.

• The pools will stay deep. The Pyramid and Looping pools will stay deep, to retain their playboating potential – though the changes will make the deep sections shorter. Modelling shows this won’t change the energy in the features, but it will speed up the water on exit which will suit racers. The deep pool downstream of the muncher will be filled in, though.

• Specific features for beginners, intermediates and whitewater safety and rescue. The back-channels and the section below the muncher will make training grounds for improving paddlers and rescue technicians.

• Variable features. We’ve looked closely at the Omniflot system. In theory, it should give us the potential to fine-tune features outside the muncher/plughole section to make the most of them.

So what do I think?

Well… I think it should be an improvement on what we’ve got now for almost all course users. The main benefit is a full 24 cumec flow again. It should give the features more depth, which can only be a good thing. Given the process the user group have been through, and the information we’ve been given, I think it’ll give the course a new lease of life over its current – lousy – configuration.

So I’m actually quite excited about the potential. But what do you think? You can come along to the public meeting this Wednesday to have your say…

Wednesday 22nd October sees the second – and potentially final – public meeting about the future of Nottingham’s whitewater course at Holme Pierrepont.

Those who could make it to the first meeting will know what to expect: a frank and open debate with no punches pulled.

This time you’ll get to see how the feedback from that first debate has been taken into account, and what the final plans look like. It’s your chance to quiz the user group, course designer and BCU on the thinking behind the proposal. And – most importantly of all – the meeting will decide what happens to the course at the start of November, when it’s scheduled to close for construction.

To tell if changes to the whitewater course at Holme Pierrepont will be an improvement, you need something to compare them with. In the past this meant a physical model, built to a certain scale so planners and paddlers could look at it and get a clear idea of what the water was doing, and where.

Though this approach is still popular, but an alternative is to use a hydrodynamic computer model as the basis for your changes.

That’s what this is. In layman’s terms, it shows the water depth in the concrete channel as it is at the moment. It’s effectively a computer model of what you’ll see if you walk down the course top to bottom, looking at how deep it is at certain cross sections all the way down.

EPD, the design consultants, have been using this model to take the user group’s feedback and make some changes to the original proposals. It’s the foundation that the new proposals are built on – which you’ll be able to see at the public meeting on Wednesday 22nd October.

So, the plans for the whitewater course developments are in the hands of the user group. Chosen by people at the public meeting in August, they put us forward to have direct input into the design to make the developments work for all course users. The idea was that we’d discuss it, have direct input into the design and think it through in detail from all viewpoints, before deciding whether to go ahead with the project at the end of October.

Over the last few weeks we’ve had quite a few more meetings down at the course, looking at ideas and possibilities.

The foundation of this is a hydrodynamic computer model of the course, calibrated against the course as it is at the moment. Andy Laird has been using this to take our feedback and include it in the design – and the next step is to take these designs back to the public and see if they’re hitting the spot.

What next?

The most important thing is a date for your diary. October 22nd at 7PM, at the Rugby Club behind the Peak UK shop. That’s the public user group meeting to look at the final plans and see if they fit the bill. We want input from as many people as possible, and I’d love to see you there…

This has just landed in my inbox from Chris Hawkesworth – a statement on the process for consultation on the mooted course changes:

Holme Pierrepont – Proposed upgrade to White Water Course.

Introduction.

It is proposed that over this coming winter upgrade works will be carried out to the Holme Pierrepont (HPP) White Water Course (WWC). These works will be to and in the water channel and will alter some of the current water features. It is planned for the work to be completed by the end of February 2009. This upgrade work is being managed by a “Design Group” consisting of the BCU (Facilities and Performance), Sport England (SE) the proposed funders, Nottinghamshire County Council (NCC), and HPP Centre Management. Two engineering consulting firms have been appointed, EPD Ltd to look into and prepare an “In channel” design and Patrick Parsons to look into the civil engineering aspects and to prepare drawings for tender.

Prior to the current “Design group” being formed a French Company, Hydrostadium were asked by the BCU to produce initial suggestions. These suggestions for various reasons were not taken further by the BCU. In May 2008 a consultation meeting confirmed that these initial ideas were not to be pursued but a drawing remained in circulation.

This drawing of the rejected proposal was recently placed on various web sites which has created a great deal of concern, fear and comment about the upgrade proposals.

August 18th meeting.
In response to concerns raised by HPP WWC users, a public meeting was held into the proposed upgrade on the 18th of August.

Over 90 paddlers, including a member of the Press, an NCC observer, BCU and HPP Centre staff attended, of whom 80% were BCU members. A presentation of the work to the proposals to date was made by Andy Laird of EPD Ltd. The merits of the proposals both for and against and a number of serious concerns, misgivings and fears were raised and were expressed in a structured, free for all, good humoured atmosphere which lasted almost 4 hours.

The outcome of the meeting was the formation by volunteers of an HPP WWC “User group” who would meet again on the 3rd of September.

September 3rd meeting.
Originally intended to be a second and final public meeting this date was commuted to a “User group” meeting which quite by chance coincided with a £10 million HPP general upgrade announcement made that day by Nottinghamshire County Council.

The meeting started by looking at Notes taken on the 18th by Ian Scott of HPP Canoe Club. We listed by main heading each of the issues that had been raised, and included and any that had been raised since.

We then looked at what Canoe England understood to be the “Brief” given by Sport England to Andy Laird of EPD Ltd.

Andy then presented his initial drawings and detailed how he was using the “Hec-ras” computer modelling programme to model the course as it is now and how he would use it to model any of the proposed changes.

The plans that are elsewhere on this web site were projected onto a white board. Each current and proposed feature was one at a time gone into in great detail. By using felt pens to sketch their own ideas, superimpositions were made on the white board by “User group” members and in turn an undertaking was given that all the points raised would be looked into by Andy and modelled to see their effect.

Andy agreed to return to the next “User group” meeting with updated proposal drawings for each of the alternatives suggested and will also show an updated “Hec-ras” computer model for each.

There was a unanimous outcome to the meeting and the “User group” wishes to recommend to the “Design Group” a way forwards as follows:-

October 8th        User group meeting.
October 15th      Public meeting HPP Main Centre Buildings at 7.00pm
October 30th      Latest go/no go for the contract.

Specific detailed requests.
Omniflots.
A detailed investigation needed into the new version.
HPP WWC original designers.

A statement by the “User group” as follows:-
In order to meet the consultation aspirations of HPP WWC users, as expressed on Monday night the 18th of August and at the “User group” meeting on September 3rd and to meet the proposed “Design Group” delivery programme. The “User group” have decided to support the “Design Group” proposals to go out to tender to pre-qualified contractors with the current “Sample scheme” drawings. This will provide them and us with detailed feedback on construction cost, time scales and allow for the provisional appointment of a preferred contractor. We wish to work with that contractor in developing a final detailed design that will be acceptable by all.

By taking this “Twin-track” route, time will be allowed for structured consultation and involvement by users in the design process without delaying the procurement process time table.

Canoe England understands this to be that :-

“EPD Ltd has been appointed to recommend a design for an upgrade to the WWC at HPP in order to enhance the course to modern standards for Slalom Training and Competition in the run up to the 2012 Olympic Games and beyond, whilst at the same time maximising the benefits of the course for other user groups”.
