<title><![CDATA[POSSIBLE PULSE POINT - The Stern Building]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>The Stern Building at 2330 Clay, built in 1939, is a biomedical research facility. It also houses CPMC&#8217;s Infrasound Cancer Research Group. Given the nature of this research, specific lab equipment is required to keep cultures cooled to certain temperatures. Backup power generators as well as filtration systems are necessary to make sure critical processes aren&#8217;t interrupted and an optimal environment for best results is provided.</p>
<p>Before PG&#38;E&#8217;s late October power upgrade and the start of the pulsing, I never noticed anything out of the ordinary with respect to the Stern Building. That all changed as I began to investigate the area surrounding my home. I identified the Stern Building as a potential pulse source.</p>
<p>After PG&#38;E&#8217;s upgrade, I detected a hum coming from the Stern Building (<a href="http://www.youtube.com/watch?v=FjIT1akImLA">YouTube video</a>), most noticeable between midnight and the usual time most of us awake for work in the morning. In fact, the hum continued throughout most of the day too&#8211;seemingly petering off in the afternoon until late evening when it would crank up again.  The odd thing about the hum is that it cycles on and off. I&#8217;m not sure of the cycle periods, but they are long enough to become impatient while waiting for it to cycle on again.</p>
<p>I contacted the hospital by email and also talked to a hospital liaison about this. My assumptions were deemed unlikely to be coming from the Stern Building. I was instead directed to consider the possibility of it coming from 2360 Clay, a building supposedly outside CPMC&#8217;s jurisdiction (although it&#8217;s slated for replacement by the gigantic parking lot CPMC <a href="http://www.sfgov.org/site/uploadedfiles/planning/2005.0555E_CPMC_NOP.pdf">plans</a> to build there eventually). The liaison promised to contact PG&#38;E and CPMC engineering about conducting a field investigation with me. Although PG&#38;E promised to meet with me on a particular night last week, I never received a call that night to participate in the search for a possible pulse source.</p>
<p>After throwing a tantrum in the ER the following night, not only did hospital staff admit hearing a hum in the doctors&#8217; parking too but, I got an engineer and a security guard to investigate the hum with me. At first, when we arrived on the ramp to the Stern Building by the doctors&#8217; parking lot (Buchanan side), nothing could be heard. Fortunately, when we moved around to the north end of the building (on the Washington side), there was a very brief hum cycling on, then off again almost immediately.</p>
<p>The engineer thought the hum was coming from the rooftop. Again, nothing could be heard when we first stepped out onto the roof. There were two large pieces of equipment&#8211;one each on the south and north sides, but of slightly different design (probably for different purposes). They were bolted into what appeared to be concrete bars, raising the equipment off the tarred rooftop by a few inches.</p>
<p>As we approached the south side equipment, it cycled up in intensity but wasn&#8217;t too terribly loud. There was a low pitch component to it, however, that matched the pulse in frequency if not periodicity.</p>
<p>Then, we checked the north side and as we approached the piece of equipment, it too cycled on, emitting a lot of noise. The engineer had me place my foot on the metal equipment itself above the bars. It was vibrating at a very fast rate, much faster than the pulse. The bars are used to dampen the effects of this vibration. The engineer promised to discuss our findings with his boss, the head of engineering for the Pacific Campus of CPMC, and see if there was something that could be done to reduce the noise.</p>
<p>When I spoke to the liaison later that day, she again denied the Stern Building as a possible source, cutting me off as I tried to describe the earlier investigative sojourn. I pressed on in my description and got silence, then a request for the name of the engineer. She would check with his boss about what transpired. She also promised to contact the Stern Building&#8217;s head of operations to see if anything could be a cause. I also mentioned my surprise at PG&#38;E confirming a nighttime meeting with me that never took place. She promised to look into that situation too.</p>
<p>When PG&#38;E called later the same day at the liaison&#8217;s request, I had a strange but informative discussion. Unbeknownst to me, PG&#38;E had conducted its promised field investigation as planned but without me. They had discovered a pulse and noise in the 440 (dBA/Hz/kHz?)  range emanating from the hospital&#8217;s side of Buchanan. When I asked what this all meant, this is what I was told.</p>
<p>The upgrade was requested because the cable running along Washington near Buchanan was very old and prone to failure. There have been more frequent power outages within the past year particularly. All PG&#38;E did was replace the cable. It would not cause any increase in <em>&#8220;electrical juice&#8221;</em> to surge through any hospital power lines, as hospital circuit breakers would prevent this. However, the power provided to the hospital and the neighborhood would now be more reliable. In other words, we could count on steady and reliable flow of <em>&#8220;electrical juice.&#8221;</em></p>
<p>CPMC is a significant client requiring services that merit a weekly meeting between PG&#38;E and CPMC. My emails, which the liaison had forwarded to the appropriate contacts at PG&#38;E had stirred up concern. PG&#38;E kept asking if I was satisfied with PG&#38;E&#8217;s actions to date and suggested I not continue to put everything in writing, advice I pointedly stated I was disinclined to follow. PG&#38;E then promised to contact CPMC&#8217;s head of engineering and have him call me later. I asked that it be much later or the next day, as I planned to attend the SF Planning Hearing about CPMC&#8217;s expansion plans at City Hall in a couple of hours. I never heard from him.</p>
<p>To give CPMC credit, they enabled PG&#38;E to confirm that there was a problem, even if to date no one has officially admitted anything being wrong. Also, the hum can no longer be detected when one stands outside the Stern Building or along Buchanan. So, something has been done to further dampen the rooftop hum. I am grateful to CPMC for this.</p>
<p>Unfortunately, the pulse persists, fainter but still disturbing enough to cause earaches, headaches and make it difficult to sleep. To make matters worse, the pulse is now almost an 18 to 20 hour event, cycling off <em>for only brief periods</em> between 2:00 pm and midnight.</p>
<p>I still believe it&#8217;s coming from the Stern Building rooftop equipment. But to be fair since I could be wrong, I shall present the results of my investigation of other potential pulse sources as well in future posts. I&#8217;ll leave you with a few puzzling questions.</p>
<p><strong>Is it possible that the remodeling work, assuming it was seismic or bio-safety oriented, resulted in a tendency for the building to vibrate?</strong> <a href="http://www.pankow.com/markets_healthcare.shtml">Pankow</a> did a $1.25M Level 3 civil engineering remodel of the Stern Building. I&#8217;m not sure when or what this entailed. Even though the permit xls-files are present on the web, no results show up when you use the sfgov site search&#8211;odd to say the least. I live within the circle drawn on the chart below (X marks the Stern Building as the center point).</p>

<title><![CDATA[Should Healthcare Insurers Be Close to 52-Week Highs (UNH, WLP, CI, HUM, AET)]]></title>

<description><![CDATA[UnitedHealth Group, Inc. (NYSE: UNH) and most healthcare related insurers are trading higher today d]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>UnitedHealth Group, Inc. (NYSE: UNH) and most healthcare related insurers are trading higher today despite the coming health-insurance reform.  The Senate voted over the weekend to open a debate on its version, or versions, of a healthcare reform bill.  While this is aimed at getting insurance to 31 million people, even the executives of the large insurers do not exactly know what the impact will be.  And if they do know, they are not saying anything to their employees and partners.  The public option is still an unresolved issue.  These stocks are all higher, but the real amazement is that most of these stocks are actually all trading up close to 52-week highs.</p>
<p>WellPoint Inc. (NYSE: WLP) is up over 4% at $54.47 (52-week high is $55.72) and CIGNA Corp. (NYSE: CI) is up almost 7% at $32.13 (52-week high is $33.00) after J.P.Morgan raised their ratings to Overweight.<br />

Humana Inc. (NYSE: HUM) is up right at 3% at $41.65 (52-week high is $$46.01 )and Aetna Inc. (NYSE: AET) is up 3.4% at $29.37 (52-week high is $34.87).  UnitedHealth Group, Inc. (NYSE: UNH), the largest by market cap, is up 2% at $29.13 (52-week high is $30.25).</p>
<p>While not every one can claim this, these stocks also look higher than after the election aftermath and higher than the early Fall 2008 financial meltdown levels.</p>
<p>There is an interesting take here.  The large insurers will survive.  Even if their forward medical loss ratios are mandated to be higher and even if they are forced to make earnings at the same rates of regulated utilities, the stock market is at least telling you that these will survive and thrive.</p>
<p>The focus here is on the largest healthcare insurers.  The smaller insurers face much more uncertainty because the forced action of no pre-existing conditions as a huge business risk.  An influx of a few hundred hemophiliacs and cancer patients won&#8217;t wipe out these giants, but that number could crush a smaller insurer.</p>
<p>If you ask any employee of any insurance company today, they are probably just as baffled about the rally in share prices as many market observers.   As a reminder, this is health insurance reform.  Attacking only the insurance side of the equation (this cycle anyway) was a missed opportunity, but so far it seems that the health insurers as a stock sector are going to thrive.</p>

<title><![CDATA[Sleep Deprivation]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>As of this post, I have slept through the night only thrice in the last 21 days, and once was after taking generic Dalmane (a potent sleeping pill). I&#8217;m bone tired, frustrated and angry. Why are so few people willing to help? Surely, I am not the first to complain about disturbing and disruptive sounds coming from the CPMC hospital campus.</p>
<p>My questions seem simple enough. What is causing the low pulsing? Why did it become a daily event from October 31st onward, after CPMC requested a PG&#38;E power infrastructure upgrade? How does the PG&#38;E power upgrade on October 22nd play a part in this? Why does it ebb and wane, stronger sometimes but fainter at others? What can be done to fix it? Who is responsible? Who will help? Does anyone else hear it or something similar?</p>
<p>I&#8217;ve contacted PG&#38;E, CPMC, local government officials, the police, and the San Francisco Chronicle.</p>
<p>While CPMC responded to my initial complaint with the likelihood that someone else was at fault, I hadn&#8217;t heard anything more from them until four days ago, two days before the hearing. This may be due to my periodic rants in the ER reception area lately, on nights when loud disturbing sounds were issuing from numerous sources. Action plans were discussed, but the only action to date has been to <em>pass the buck</em> to PG&#38;E. I&#8217;ve also heard from executive management of the Pacific Campus about scheduling a meeting to walk the campus in the afternoon or evening&#8211;the only hours during the day when the pulse seems to stop. I&#8217;ve suggested between midnight and noon, preferably before 5:00 am when the hospital ramps up for its workday and lots of other noise may interfere. I&#8217;ve yet to hear back about possible appointment times.</p>
<p>PG&#38;E is the only organization that has actually done anything about the pulse. Initially, they sent a technician out to check to power box and the upgraded cable, reporting back that all is as it should be. Most recently, this week, they checked again. They confirmed a pulse and a hum in the 440 range (not sure if this is dB or kHz or Hz) on Buchanan. The power upgrade was a replaced cable to insure more reliable power continuously. Someone or something is taking advantage of this, either by running machinery longer or more robustly than before.</p>
<p>The police suggest taking up the issue with the hospital, an endless circle. The Chronicle sent me a request for a subscription, something I haven&#8217;t received in quite a long while now. I&#8217;ve heard nothing from local government.</p>

This is after he suffered torture from the JP Nagar police. Police torture is not only in movies but are happening for real. A man was beaten to death and a woman was raped when she went to lodge a complaint. A project on preventing torture has found 800 cases of police torture for two years in the state.</p>
<p>Arun Kumar (19) was working in driving school as an instructor in JP Nagar. Now, he can’t recognize anyone and behaves like a three year old, and is on life support system.</p>
<p> Arun’s problems began when he was joined the driving school. The driver’s school owner’s wife who is about 40 years old, complaint of husband’s harassment and wanted to escape. She sought Arun’s help in this. She even told me that she could not suffer under her husband anymore and wanted to leave him,” said Arun’s mother Lakshmi.</p>
<p>Arun hid her in his relatives’ house, but her husband suspected that they were having an affair and put the police after him. “He had paid one constable Mahadevaiah. He used to pick up Arun everyday and beat him ruthlessly. Arun was having back pain and leg pain,” she said.</p>
<p>The harassment went on for a month. On February 22 this year, Arun drank poison was found lying on the ground. “Our neighbours rushed him to the hospital and we was in the ICU for four months. We have spent over Rs 9 lakh by taking loan. I am a driver and can’t afford his treatment and so we have brought him home. We have two younger kids too,” said Arun’s father B Raju.</p>
<p><strong>Beaten to death</strong></p>
<p>Until last January, Sheshababu (53) was a priest in a temple in Rajajinagar. “The temple trustee had given a room to my family and me to stay. After some days he wanted us to vacate and when we asked time to look for a house, he pushed me and I broke my hand. My son Srihari then took me to the hospital and got me admitted where a rod was put in my hand,” said Sheshababu.</p>
<p>Without a house a stay Srihari (21) slept on the temple steps. Some people thought that he was a thief and informed the control room. “The Hoysala picked him up and the police beat him throughout the night with a rod. The next morning I saw him the station naked with his hands and legs tied and his moth bleeding. I paid Rs 3,000 bribe and took him to</p>
<p>NIMHANS. He was so scared that if anyone came close to him he shouted ‘Please don’t beat me.’ After three days in the hospital he collapsed in the toilet. The post mortem report said that he succumbed to the injuries caused by the beating,” he said.</p>
<p>Srihari’s mother is shocked and has lost her mental balance and his father is ill and unable to bear the medical expenses. The couple lives with their daughter in Andhra. “I want to live to fight this case and get justice. But I am unable to get Rs 25,000 for my operation,” he said.</p>
<p><strong>Electric Shock to private parts</strong></p>
<p>Mohammed Ghouse (23) worked in a carpenter shop in Mysore. His neighbour Khamraan had eloped with a Hindu girl in March this year. The police then asked him if he knew of their whereabouts, and Ghouse answered in the negative.</p>
<p>On March 23, the Central Crime Branch summoned him to the Mandi police station. “I went there with my mother at around 4.30 pm. The police first pushed my mother outside the station and took me in. When I again said that I did not know anything, they stripped me and tied my hands and legs. They then gave me several electric shocks and whipped me with their belts. Out of pain I fell down. They then put three wires clips to my private parts and gave electric shock. I had foam coming out of my mouth,” he said.</p>
<p>Unable to bear the pain he simply said that the couple was in Cahmrajnagar. “In reality I had no clue where they were. I was then taken home at 8.30 pm,” he said.</p>
<p>His family took him to KR hospital, but was refused admission. “After the people in my protested the hospital admitted me at 10 pm,” he said.</p>
<p>Ghouse was to be married in April, but his marriage was cancelled after the bride’s family learnt of the incident.</p>
<p><strong>Rape by police</strong></p>
<p>Nagarathanamma (35) is a widow living in Mysore. Her 14-year old daughter Tara had gone missing on January 6 last year. One Dayanand had given false promises of marrying Tara and took her with him.</p>
<p>Nagarathnamma rushed to N R Colony police station and lodged a complaint. On June 14 last year, the police told her that her daughter was traced to Belegola. She rushed there but was beaten by Dayanand and his friends.</p>
<p>She then went to KRS police station which was near by to lodge a complaint. Assiatnt Sub-Inspector (ASI) Maddaiah asked her to wait. Lady Constable Nirmala asked Nagrathnamma to go along with Maddaiah to have dinner in a lodge. When she refused, Nirmala threatened that they will not look into her daughter’s case. The ASI then raped her in the lodge,” she said.</p>
<p>She narrated the incident to her relative who helped her lodge a complaint. Her daughter is still missing.</p>
<p><strong>Woman beaten on road</strong></p>
<p>In March this year Jagadishwari’s mother Muniyamma was selling fruits in Chintamani. “At around 11 a, circle inspector Ramesh came and started beating all the fruit sellers without any warning. He even distributed our fruits to the passerbys. When my mother asked, he started beating my mother,” said Jadadishwari.</p>
<p>When Jagadishwari objected the cop took her mobile phone and started beating her. She ran and the cop ran after her. She fell on the ground and the inspector beat her with his lathi and kicked her with his boot,” she said. The cop left her there and dragged her mother to the police station.</p>

<p>In these cases the accused policemen were suspended and are back on duty. The departmental enquiry in these cases is on. The cases were also heard at the People’s Tribunal on Torture.</p>

<p>National Project on Preventing Torture has found over 800 cases of police torture in Bangalore, Mandya, Mysore, Kodagu, Kolar, Chamarajnagar and Haveri. Legal intervention has been initiated in 750 cases.</p>

<p><strong>Electric shock treatment</strong></p>
<p>Several victims/survivors described their experience of receiving electric shock “treatment” using equipment that ranged from the use of cattle prods to the use of two live electrical wires linked to a power source on one end were placed on different parts of their bodies to electrocute them. Parts of the body where the shock was given included male sexual organs.</p>
<p><strong>Roller treatment</strong></p>
<p>A heavy log or “roller,” is often weighed down by policemen who sit or stand on it. It is rolled along a person’s legs while the person is forcibly made to lie on his/her back. This method results in excruciating pressure on the detainee’s legs. Extensive use of the roller frequently leads to kidney damage in addition to muscles being crushed.</p>
<p><strong>Aeroplane treatment</strong></p>
<p>The “aeroplane treatment” occurs in one or two different ways. In one, a person’s arms are tied behind the back with ropes; the person is then raised in mid-air, resulting often in shoulder dislocation. In another variation the detainee’s hands are tied behind his back and a pipe is placed under his knees. He is then elevated just above ground level. It is considered excruciating for anybody to remain in that position, with the body weight entirely on the knees, for more than a few seconds.</p>

<p>These are words that my husband said to me the other day.  He had set aside some time in the evening to call a friend.  They needed  to have a long put off conversation that would take a little time.  However, when he returned from the upstairs office right away, I asked what was wrong.  He said that his friend couldn&#8217;t talk right now, he was &#8220;Staining a cabinet, it didn’t go well, so he will have to do it again.&#8221;  What I heard my hubbie  say though was, &#8220;Staying in a cabin, it didn’t go well, so we’ll have to do it again.&#8221; </p>
<p>Needless to say, I was quiet confused.  If our friend was staying in a cabin &#8211; why did they plan on having this conversaton tonight &#8211; He&#8217;s on vacation, leave the man alone!  Also, this cabin must not be too far in the woods, he is still getting cell phone reception.  Finally, if staying in a cabin was not going well &#8211; why would he want to do it again?</p>
<p>It was a fun evening.  Once we clarified that he was staining a cabinet, I felt really sorry or him!  Then, we laughed really hard and for the rest of the night made jokes about &#8217;staying in a cabin&#8217;.   It&#8217;s strange how people can say one thing but another can hear what was said completely differently.  (It reminds me of that game madgab &#8211; You put a lot of random words in a particuliar order and they are supposed to sound like a common phrase).  In our situation it was funny and we made light of it, but many times miscommunication is cause for strife and discord.</p>
<p>We should be on our gaurd to watch what we say and to assure that miscommunications never disrupt our relationhip with God or with others.    C<strong>olossians 3 says in 8-10 </strong> But now is the time to get rid of anger, rage, malicious behavior, slander, and dirty language. <sup>9</sup> Don’t lie to each other, for you have stripped off your old sinful nature and all its wicked deeds. <sup>10</sup> Put on your new nature, and be renewed as you learn to know your Creator and become like him. </p>
<p>This should guide our words and actions as Christians.  If we trust that the other bretheren around us are doing the same, we can be certain that we all have one anothers best interests at heart.  So, when we misunderstand one anothers words, we can seek clarity with out fear of  &#8217;anger, rage, malicious behavior, or slander.&#8217;</p>
<p>When my husband said words that made no sense to me, I asked him for clarification.  When we realized how far off my persception of what he said was, it was cause for a good laugh.  I pray all your miscommunications can be cleared up with a belly laugh as well!</p>

Why are my speakers making that high pitch rattle?  I spent so much money buying the good stuff &#8211; this shouldn&#8217;t be happening to me!  If you are like almost every other newbie to the high end audio world &#8211; and even the not too high end world, you will almost certainly suffer through a very common pitfall called &#8220;speaker hum.&#8221;  You will also find that there is almost no information out there on why this plaque is effecting you.  You see, most people attribute the problems to defective equipment &#8211; or some kind of rogue source, and often the solution is to either live with the background speaker hum, or buy new stuff.</p>
<p>Well, I can help answer what to do.  You see the hum is a rogue source&#8230; AND, it is possible that if you buy new equipment the hum will go away.  BUT, you can also keep your current equipment and just get rid of the rogue source.  You see, the problem is not with your equipment at all, its actually to do with your local power grid.  The hum you are hearing is actually to do with differences in electrical grounding between your various equipment.   The solution is to be sure all your sources and your amp, EVERYTHING, are plugged into the same grounded outlet.  Any variation in any component in your system will transfer the hum to everything (so don&#8217;t overlook that old VCR that somehow is still attached to your DVD player which, is ultimately attached to your Amp.  This problem is a lot of the reason why the &#8220;energy cleaning&#8221; that Monster power cables, etc&#8230; can charge an arm and a leg.  Now, I&#8217;m a pretty big believer in getting clean power (and plenty of it) into your system, but you don&#8217;t need to spend a fortune to solve this problem. If you have the cash, check out some of the high end expensive stuff (north of $299 may have good bang for buck &#8211; you may want to go north of $2,999).  If you don&#8217;t go to Radio Shack and buy a $19 surge protector and then just be sure all of your components can get on that strip.  Chances are, your hum will go away, and life will become a little sweeter again.  </p>

His hours were long, his toils sincere, and his earnings quite dear. He ate well, he lived well, and he slept well. For this was a man with enough to spare and did he, with others share. For this, he was well regarded by his brethren, kin and neighbor, too. Even his foes kept a fond distance, for they were few and their character untrue, with only the cowardice of envy to spare. And so, the man slept well and he lived well.</p>
<p>It was common in those times, as in times now, for like to live by like. And so it happened that in a dwelling nearby lived a second man, well to do as he was. This man, too, had more than enough, enough even to excess. He ate well and he lived well, but he did not sleep well. Though his hours were likewise long, his toils were not sincere. The wind hums in question, how were his earnings dear? With cunning and not without conniving, this second man pondered and plotted his hours away. He left his toils to others near, that they may have reason not to stray. And stray they did not, their fear keeping them near. His foes were neither few and ever nearer they drew. Respect for this man fell away; in its place, stood only their contempt. And so, the second man, though he lived seemingly well, did not sleep so well.</p>
<p>It was true in those times, as in times now, that where a mountain stands tall, a valley lays nearby. And so it were that a third man lived not so far from the first and second men. But though he ate well enough, he did not live well and he did not sleep well. His toils were many and his hours even more. And whilst he would utter not such words, it was for the second man that he toiled so. Neither foe had he, nor friends with which to be. His hours filled with anger true and one part angst, and toil alone did he. And so, the third man did not sleep well, because he did not live well.</p>
<p>It was inevitable in those days, as in days of now, that where the sun shines upon a tree, never the land below is a golden ray to see. And so there was a fourth man, who served below all the others. Of excess and its meaning he understood not, knowing it to be a thing only that he lacked. His toil was not much, his time of rest neither more. For his hours were long and he never knew when, if, it would end. Foes he had not; for nothing did they fear nor more was there to envy dear. Friends were likewise few, too afraid of filth to stand even near. He ate not well, and by no man’s standard did he live well. But he did sleep well. With little to weigh him down and not a regret to hold him back, only the night was his friend, ever to return and always to keep him until the morn. And so, the fourth man did not live well, but he slept so very well.</p>
<p>With a heavy heart do we toil away what otherwise would we idle, or with light heart shall we rest when the day has met its end and bids farewell the eve.</p>
<p>This story of four men is but a tale of two: two ways to eat, two ways to sleep, and keeping true –there are but two ways to live.</p>
