<p>Quand même ironique que le Parti québécois dénonce la remise à neuf de la centrale nucléaire Gentilly, la SEULE centrale électrique que le PQ ait jamais fait construire au Québec.</p>
<p><a href="http://www.radio-canada.ca/regions/mauricie/2009/11/26/001-normandeau-papier-gentilly-2.shtml">Et quelle façon de dénoncer&#8230; </a> Lire à ce sujet le blog &#8220;<a href="http://ecranradar.wordpress.com/2009/11/27/noella-champagne-quelle-grande-comedienne/">Écran Radar</a>&#8220;. Drôle.</p>
<p>Rappelons que PQ de Lévesque, en 1971, avait vivement dénoncé la construction de la Baie James par Bourassa, et préférait le nucléaire.  Pour mémoire, 22 centrales nucléaires auraient été nécessaires pour atteindre la puissance du complexe hydroélectrique de la Baie-James. Vingt-deux !!!</p>
<p>Lire, à ce sujet, <a href="http://lefinrenard.com/2009/04/11/reecrire-lhistoire-sinon-la-voler/">un rappel historique</a> déjà écrit ici.</p>
<p>Le PQ a même stoppé la dernière étape de construction de la Baie-James: le projet Grande-Baleine en 1994.</p>
<p>Aujourd&#8217;hui, le PQ dénonce les rénovations de sa seule centrale jamais construite: la nucléaire Gentilly. Ne sait-il pas qu&#8217;on doit vivre avec, désormais ? C&#8217;est le lot du nucléaire: sa démolition coûterait plus cher encore, et pire, le site resterait irradié pour les 35 prochaines années, anyway.</p>
<p>Le Québec est condamné à devoir gérer les conséquences des déboires énergétiques péquiste, et ceux-ci dénoncent le fait que cette centrale soit sécurisée et rénovée. À cet effet, écoutez l&#8217;excellent <a href="http://www.radio-canada.ca/emissions/decouverte/2009-2010/Reportage.asp?idDoc=94905">reportage de Découverte sur cette joyeuse centrale Gentilly</a> que le PQ a légué au Québec.</p>

<title><![CDATA[Efficient. Clean. No environmental impact. Oh, really?]]></title>

<description><![CDATA[The proponents of wind-generated energy love to say, it&#8217;s clean, it&#8217;s &#8220;green]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>The proponents of wind-generated energy love to say, it&#8217;s clean, it&#8217;s &#8220;green&#8221; and there is no environmental impact from industrial wind turbines.</p>
<p>We say, go look at one. Not the little one in Toronto, either (whose noise is drowned out by downtown Toronto traffic); go check out the giants in Amaranth and Melancthon and imagine what it took to build them. They are not wind &#8220;mills&#8221; they are giant industrial wind turbines.</p>
<p>Anyway, lets&#8217; address these issues briefly.</p>
<p>Efficiency: at the moment of writing, the capacity of wind-generation in Ontario is 1,100 MW or megawatts. What it is actually producing at this moment, Tuesday morning, November 17, is 392 MW. Enough, the Independent Electricity System Operator or IESO says, to power 70,000 clothes dryers. Actually, that&#8217;s about 35% of capacity&#8212;and that fluctuates throughout the day, throughout the province.</p>
<p>What else does the IESO say on their cute little website at <a href="http://www.ieso.ca/imoweb/siteshared/windtracker.asp">http://www.ieso.ca/imoweb/siteshared/windtracker.asp</a></p>
<p>&#8220;This form of generation creates zero emissions&#8230;&#8221; Now, <span style="text-decoration:underline;">that</span>&#8217;s not true: consider the transportation costs (estimated to be 20% of the build cost for these industrial installations) for components that can come from as far away as Germany, for the roads that have to be built to the sites, and for the truckloads of concrete required for the bases? AND, wind turbines actually require power to run. If there&#8217;s a power failure, they don&#8217;t work. &#8220;Zero emissions&#8221;? Not hardly.</p>
<p>&#8220;Litte environmental impact&#8221;? Again, consider the effects of the construction process, and then add in the reported effects to wildlife (the birds are gone, the frogs are gone, the coyotes gone) and the water table. And, whether you believe in the adverse health effects on people, you have to admit that creating a source of 35dB of noise all day and all night is hardly &#8220;little environmental impact&#8221;.</p>
<p>&#8220;One of the greenest forms of energy available&#8221;? How about hydro power which really is renewable and really doesn&#8217;t have CO2 emissions? Or nuclear? (Which begs another question: Prime Minister Stephen Harper is working to sell Canada&#8217;s nuclear business [read, 50 companies in Ontario] to India where they are hungry for electricity &#8230; but nuclear is an anathema over here?)</p>
<p>At a time when the U.K., Spain and Germany are realizing the &#8220;rush to wind&#8221; is having little benefit, why is Ontario rushing headlong down this road?</p>
<p>&#8220;Green&#8221; yes, but not at any cost. Put the turbines where the wind is, <span style="text-decoration:underline;">not</span> where the people are.</p>
<p>A sidebar to new Green Party of Ontario leader Michael Shreiner: those &#8220;green energy&#8221; jobs you&#8217;re looking at in Germany are connected to wind business, and are costing that country dearly in the long run. Estimates are $240,000 US for every job created. Take a good look at what you are promising.</p>

<p>Haines is a wonderful place with much to offer. The problem  is that many have forgotten much of what we have to work with. We have come to a  point where we do not have enough business / industry to support our community.  There is no way we can continue having more and more government with little  more than fishing and tourism to support the community.<!--more--></p>
<p>We have to get  off this thing of each special interest group stopping what another special  interest group is doing or wanting to do. We need to come to the middle and work  together for the benefit of all of us.</p>
<p>I first came to  Haines on May 20, 1973. Then  timber and the mills were king. Did I ever get in trouble when I said, “Timber  alone will not support and grow the town, we need to have other income like  tourism.&#8221; Gosh, look what has happened &#8212; the timber industry is all but gone. Oh  there was fishing then also. Now our biggest thing as to jobs is tourism, but  biggest money is government. Sorry folks that equation just does not work in the  long run.</p>
<p>The Haines  Borough FY10 budget #23 Economic Development / Tourism Promotion Revenue from  sales tax $475,000 other $6,000 Total $481,000. The expenses total Tourism  $336,433 Economic Development total $173,471 of that almost $100,00 is dedicated  for a New Community &#38; Economic Development Director. The job is there, just  no one hired to fill it. Of course nothing is spent on economic development either.  Somehow I seem to be missing something. Isn’t tourism part of our economic  development?? Somehow it looks backwards to me.</p>
<p>Believe it or not Haines is big enough to have lots of Hydro Power, without killing the  fishing industry. We have more trees than all the tree huggers in the country  can hug. &#8220;Move over, this one is mine.&#8221; We have a port that can handle more than  one ship a day with out becoming a  “Skagway”. We have minerals that can  support mines that will supply the metals / minerals we all use. With reasonable  port up grades to our commercial dock we can handle more fright. With reasonable  up grades we can properly create a complete cruse ship facility. Yes Scott R.  they will come here. With reasonable full use of hydro power even the people up  the valley can have reasonably priced power.</p>
<p>I have talked to  people from all the interests above. All of them know they are right and the  others are wrong.  That thinking will do  us ALL in. We must come together and realize we can do it all. Yes it must be  done carefully.</p>

Next Linda overhears Chloe and Lana about her doubts to accepts Lex&#8217;s marriage proposal because she is not quit over Clark and prints it, to Lex&#8217;s despair and making Clark realize he&#8217;s not quit over Lana either. Lex promises Linda any price to find something against Clark, and Chloe has a hard time keeping his being Kryptonian secret, while it makes her furious that people tells her their secrets while complaining when refused another&#8217;s secret. When Lois tells Clark she suspects Olliver of being the Green Arrow after seeing he has an arm wound at the same spot, but wants him to be innocent either way, he finds an original way to help both friends while she gets Jimmy to help her set a trap for Ollie. Lex is prepared to wait for his pregnant lover&#8230;</p>

<title><![CDATA[NB Power sale to Hydro Quebec - The jury is still out  ]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Like a few brave souls, I haven&#8217;t yet made up my mind on the possible sale of NB Power. To me, one should listen to all of the facts first.</p>
<p>Most New Brunswickers have one concern about the proposed sale of NB Power to Hydro-Québec: what will the impact be at their power meters?</p>
<p>Last week, it wasn&#8217;t immediately clear to me what motivates the Hydro-Québec purchase of NB Power. After all, we&#8217;ve been next door since forever; we&#8217;ve traded power back and forth (mostly towards N.B.) and I&#8217;m sure it&#8217;s been good for both utilities. So why the purchase proposal at this point?</p>
<p>Since then, I&#8217;ve done a little research &#8211; looking into Hydro-Québec&#8217;s strategic planning document on their website. They foresee an 8.5 terawatt-hours reduction of sales to industry and business based on the recent economic downturn. That figure is equivalent to 60 per cent of NB Power&#8217;s total annual load. Most interesting is that 25 per cent of the reduction is from the pulp and paper sector in Quebec (2.2 Tw-h). Industry in New Brunswick sees the lower priced energy coming from HQ as part of the solution to their survival. In the Quebec example, lower power rates alone do not guarantee survival.</p>
<p>According to Hydro-Québec, with upcoming expansions in their capacity, &#8220;by 2013, we will have nearly 24 TWh at our disposal.&#8221; The plan is to export more to Ontario, New England and even into the American Midwest. Now New Brunswick will feature more significantly.</p>
<p>Close to 40 per cent of Hydro-Québec&#8217;s profits come from export sales. That&#8217;s only natural when your average cost of production is presently 2.2 cents per kWh and the retail cost of energy in New England is roughly between 15 and 20 cents U.S. for residential rates. However, the average retail cost of energy in New Brunswick is only 9.5 cents, giving a lower return than in the U.S. Perhaps New Brunswick is an export road to New England &#8211; or, as Newfoundland suggests, perhaps this is a way to tie up existing capacity through New Brunswick.</p>
<p>Historically, N.B. has exported considerable power through its major tie line with Maine. Seeing further possibilities, it constructed a second line in coordination with U.S. utilities in recent years. According to new rules by FERC, the regulatory agency of the U.S. government, utilities must provide access to other utilities to transmit power across their network (for a regulated fee, of course). The auction of capacity on the new line was reserved by Hydro-Québec in 2008 for an annual fee of $10 million. Bingo &#8211; the new transmission line blocked off, even though it is little used at this moment by Hydro-Québec. Now, if the proposed sale of NB Power goes through, the original export transmission line is in the hands of Hydro-Québec.</p>
<p>The first benefit to Hydro-Québec is that N.B. will serve as a flexible market for Quebec&#8217;s hydro power, ramping up or down local plants as required by Quebec system operators to make the most profit. Plants like Coleson Cove, which burn expensive fuel, will be under contract to Hydro-Québec, probably for winter peaking power. Theoretically, it should operate fewer hours, and that&#8217;s a good thing.</p>
<p>Secondly, the proposed agreement would secure a large part of the New England market for Quebec hydro power. That means that P.E.I., trying to export 500 MW of wind power, or Newfoundland with dreams of the Lower Churchill project, will be at the back of the bus. One exporter to New England means no pesky competitors to drive down margins.</p>
<p>Newfoundland could request more capacity from New Brunswick (as per FERC rules) and it would eventually happen, but south of the border, it could be blocked in by a lack of transmission capacity in the U.S. There have been numerous examples of public opposition stalling lines, causing bottlenecks across the U.S. &#8211; ironically demonstrating how U.S. law may be more effective in Canada than in their own country.</p>
<p>Perhaps the most significant impact, by delaying transmission paths for Newfoundland either through Quebec or New Brunswick, is the financial uncertainty that accrues to Newfoundland&#8217;s financing of the Lower Churchill project, a project that could cost up to $10 Billion and provide 2800 MW&#8217;s of power (16.7 TWh).   </p>
<p>The legacy of the original Churchill contract between Newfoundland and Quebec remains until 2041.  It&#8217;s a complicated story, but suffice to say that nobody has disputed Danny William&#8217;s assertion that $22 billion of the benefits have gone to Quebec and $1 billion to Newfoundland.  The business purists among us would say that a deal is a deal, but shouldn&#8217;t we, among provinces, brothers and sisters, search for a greater justice than simple legality?  Can I feel comfortable as a Canadian if either Quebec or Newfoundland were unjustly mistreated?  </p>
<p>Quebec deserves great credit for their vision and perseverance to develop the hydro resources of its province.  However, the lessons learned by Newfoundland have relevance to any contract that New Brunswick may sign with Quebec.  As well, for us to sign a contract without ensuring that the aspirations of Newfoundland are fully addressed is detrimental to my vision of a just Canada.  In the absence of leadership from the federal government, it remains crucial that  Premier Graham modify this agreement in a way that respects all members of this confederation.   </p>
<p>What is tragic in this energy competition is that we (in Atlantic Canada) will need all of the hydro power that we can find in coming years to replace fossil fuel for heating homes and businesses in New Brunswick (20%), Nova Scotia (65%), PEI (80%) and Nfld.  We burn 1.4 billion litres of furnace oil each year in Atlantic Canada.  That&#8217;s equivalent to 12.7 TWh or close to the output of the proposed Lower Churchill Falls project.  The needs of Atlantic Canada could use most of it&#8217;s output before even sending it south of the border.  It&#8217;s not a case of whether we must have only one winner, Quebec or Newfoundland. We need both and right now.</p>

<p>Det var nyhetene på NRK1. Kan det ha vært klokka ni? Jeg fikk ikke alt med meg, men skjønte det var store avsløringer på gang.  Et forsikringsselskap hadde bedrevet bestikkelser; tatt rådmenn og ordførere med på gigantiske konjakkbataljer.</p>
<p>En time senere var jeg våken nok til å skjønne hva NRK mente var den viktigste nyheten i Norge i formiddag: Et forsikringsselskap hadde spandert et glass konjakk på rådmenn og ordførere som deltok under en middag i regi av Kommunenes Sentralforbund i Kirkenes tidligere i uka.</p>
<p>Nei, jeg kritiserer ikke avisa <a href="http://www.finnmarken.no" target="_blank">Finnmarken</a>. Journalist Thor Anders Angelsen (wow, harstadværing i østerled!) har gjort en fremragende jobb. Han får frem at et forsikringsselskap som ønsker å få kommunene på avtalekroken,  har tatt regningen for konjakken etter middagen i Kirkenes. Og som lokalavis-sak er dette aldeles utmerket.</p>
<p>Dersom en slik sak hadde dukket opp hos oss i Harstad Tidende, hadde jeg garantert sagt: Ja visst, sånt noe må det være åpenhet om. Leserne bør vite hvem som gir ordføreren konjakk.</p>
<p>Men likevel: Er dette den viktigste saken i Norge? Ett er typen turer som Terra-meglerne tok ordførere og rådmenn med på for å få hånd om kommunale sparepenger, og saken fra Finnmark hadde vært virkelig viktig dersom Vital hadde tatt ordførerne med på konjakktur til Frankrike. Da burde varsellysene ha begynt å blinke på ordentlig. Men ett glass, og det var sannsynligvis ikke et helt vannglass en gang?  Jeg tror slikt snarere bør sortere under kategorien høflighet, og naturligvis vet også rådmenn og ordførere at &#8220;there&#8217;s no such thing as a free lunch&#8221;. </p>
<p>Hvert år pleier Statoil spandere middag på meg under Festspillene i Nord-Norge. Jeg tror ikke det svekker min evne til å gjøre egne og uavhengige vurderinger av Statoil og norsk oljepolitikk. Og faktisk er det ganske nyttig å lære hvordan man tenker også der i gården. Tidligere spanderte også Hydro en middag per år. Nå er de to selskapene slått sammen, og de to middagene er slått sammen til én. Trist for meg, mens Statoil kan notere synergieffekter!</p>
<p>Forrige helg var jeg på mediekonferanse i Tromsø, og spanderte etpar øl på butikkens regning på  representanter for ledelsen av Norsk Journalistlag. Er det fare for (håp om!) at fagforeningen dermed blir lettere å ha med å gjøre i fremtidige forhandlinger i Harstad?  Neppe.</p>
<p>Åpenhet er strålende, og evne til å dimensjonere er dyd.  Vi må lære oss å  skille snørr fra bart, skitt fra kanel, klinten fra hveten. Konjakken i Kirkenes er en morsom avissak i Øst-Finnmark, men Norges viktigste nyhet i morges (formiddag)? Dog neppe.</p>

As early as in 1798 watermills were built on this site, that was later on equipped with a large paper mill (in 1807), constructed by Burghoff, Magnée &#38; Co. After the paper mill was sold to a potato factory about a century later (in 1908), the first (hydro-electric) power station was erected on the site. Only a few decades later, in 1926, the buildings changed hands again and ECI (Electro Chemical Industry) was born. Although the buildings were bombed during WW2, the site was soon rebuilt once the war ended only to be left abandoned by 1974. Nevertheless, as the new millennium started, many of the buildings were reconverted into offices and also a new –slightly smaller- hydro-electric plant was built.</span></p>

One of the terms mentioned in the article was vampire load. Apparently most people aren&#8217;t aware of it and it&#8217;s relatively unknown because I received numerous comments and emails from readers thanking me for bringing it to their attention. As Kids are getting their Halloween costumes ready and preparing to stock-up on candy, remember the vampires &#8211; the electricity vampires that is.</p>
<p>Even when you think you’ve turned off everything in your home, power is being consumed by plugged-in electrical devices that are switched off or in standby mode.</p>
<p>This standby or vampire power accounts for about 10% of total residential consumption and 22% of all appliance consumption. While this may not seem like a lot, it’s unnecessary electricity and could cost you up to $50 a year on your energy bill.</p>
<p>How can you stop the electricity vampires from sucking energy? Start by finding the culprits. Aside from items you need to stay on like wireless internet routers, cordless phones, Tivos and the like, just about everything that stays plugged-in around the clock is at fault: DVD players, TVs, printers, coffee makers, speakers, cell phone chargers that aren’t in use, video game systems, devices with remote controls and digital alarm features and power-adapters without off-switches.</p>
<p>Next, stop letting those devices suck your blood, er, power. You can do the obvious, unplug items when not in use — this works great for cell phone chargers and maybe even coffee makers, but can get complicated for major electronics. An easier solution is to plug big power draining electronics into power strips equipped with off-switches. You could have one designated for office devices like your printer, fax machine and computer speakers that you can flick off each time you’re done working. Or hook all of your entertainment sources (i.e. TV, DVD player, Wii, surround sound speakers, stereo) into another one so you can flip the switch when it’s time for the night to end.</p>

Then, when you want to shut of the power to the other eight, you can do so with a remote so you don’t have to navigate the mess of cords behind your TV console or wherever you’re using the surge protector.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>During the first seven months of 2009, hydropower consumption in the United States was up 5.1 percent compared with the same period in 2008, according to a report by the Energy Information Administration, the statistical arm of the U.S. Department of Energy.</p>
<p><!--more--><br />
Americans consumed more than 169 million MWh of hydropower through July, up from 161 million MWh last year, according to Electric Power Monthly.</p>
<p>In the largest hydropower-producing states – Washington and Oregon – consumption was down slightly. Washington consumed 49.5 million MWh of hydropower during the first seven months of 2009, down from 51.8 million MWh in 2008. Oregon consumed 22 million MWh, down from 22.2 million MWh last year.</p>
<p>In California, however, hydropower consumption jumped 42.1 percent compared with last year. Alabama recorded the biggest increase, 60.9 percent.</p>

<p>The U.S. hydropower industry is ready to lead the country in the creation of 700,000 family-supporting jobs by 2025 as it helps steer the United States toward energy security and a clean, renewable energy future.</p>
<p>Hydropower can add 60,000MW of clean, renewable energy to the nation’s electric grid by 2025. That’s enough to serve 17 million households – the equivalent of all the homes in New York City, Los Angeles, and Chicago combined.<!--more--></p>
<p>The findings prompted Pennsylvania Governor Edward Rendell to call on policymakers to support development of hydropower, America’s largest renewable energy resource. “It’s time to invest in renewable energy resources that generate electricity in this country and that provide jobs for Americans. Hydropower presents elected officials across the country an opportunity to bring thousands of long-term, family-wage jobs to our states.”</p>
<p>Voith Hydro CEO Mark Garner agreed. “This study confirms what our experience at Voith Hydro has already shown – investments in hydropower lead directly to good-paying, long-lasting American jobs. We have seen 27 percent growth in permanent employees in the past two years, and as the hydropower industry continues to grow, we have a huge potential to create additional clean, family-wage jobs across the United States.”</p>
<p>The U.S. hydropower industry today has 100,000 megawatts of installed capacity. The industry will add 60,000MW of new capacity through new technologies, efficiency improvements, and research and development.</p>
<p>“The hydropower industry is prepared to double its current capacity of clean, domestic, renewable waterpower resources,” said NHA President Andrew Munro of Grant County (WA) Public Utility District. “Hydropower offers tremendous potential for America to double is renewable energy production, provide reliable electricity for American families, and create thousands of new jobs.”</p>
<p>The U.S. hydropower industry currently employs approximately 300,000 people. As the industry continues to grow, every region will see additional good jobs and new economic opportunities.</p>
<p>According to James Lautar, international representative for the International Association of Machinists and Aerospace Workers, “Hydropower is already an important source of good-paying, high-quality jobs for workers across the country. A national investment in hydropower will help grow American jobs for decades to come.”</p>
<p>In addition to providing clean, affordable, domestic electricity, hydropower also helps foster the growth of other renewable energy resources. By providing load firming and energy storage, hydropower helps maximize the benefits of solar and wind resources, too. In fact, at a recent green jobs event in Pennsylvania, Energy Secretary Steven Chu called hydropower’s dual roles “an incredible opportunity” to expand the country’s clean energy resources.</p>
<p>“As Secretary Chu points out, both hydropower and pumped storage serve the country in many different ways. Current hydropower capacity alone helps us avoid 225 million metric tons of carbon dioxide emissions annually, so the contributions are significant,” said NHA Executive Director Linda Church Ciocci.</p>
<p>Church Ciocci echoed Governor Rendell and union representatives, stating that NHA is calling on Congressional leaders to:</p>
<p style="padding-left:30px;">· Enact a national RES that recognizes and supports hydropower</p>
<p style="padding-left:30px;">· Support long-term tax incentives that give hydro parity with other renewables</p>
<p style="padding-left:30px;">· Accelerate licensing for pumped storage and small hydro</p>
<p style="padding-left:30px;">· Expand federal R&#38;D funding for hydropower technologies</p>
<p>“Hydropower must play a critical role in our national energy, environmental, and economic policy,” Church Ciocci said. “On behalf of NHA and the hydropower industry, I’d like to thank Governor Rendell for his vision and leadership on this issue and Voith Hydro for hosting this event. NHA stands ready to work with all policymakers who pursue development of America’s critical hydropower resources.”</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Excellent news for Glasgow yesterday that <a title="Scottish Hydro Electric" href="http://www.hydro.co.uk/" target="_self">Scottish</a> and Southern Energy had agreed to join with The University of Strathclyde (renowned for wind power research) in Glasgow to create a new Centre of Engineering Excellence for Renewable Energy (CEERE). The new facility will primarily become a new a new research and management centre for wind farm projects.</p>
<p>SSE Manging Director Ian Marchant:</p>
<blockquote><p>&#8220;Our Centre of Excellence which will be known as CEERE will play a crucial part in helping SSE to realise its renewable energy goals in the UK, Ireland and elsewhere in Europe, helping to secure energy supplies and contributing to the development of a lower carbon economy.</p>
<p>&#8220;Having considered all of the options in mainland Europe, Ireland and the UK, we have settled on Glasgow as the best location for CEERE, and the city&#8217;s own sustainable energy ambitions also make it a very appropriate choice.</p>
<p>&#8220;Working with the University of Strathclyde, and with the support of the Scottish Government, we will create and secure several hundred skilled jobs for Scotland.</p>
<p>&#8220;Scotland&#8217;s ambition to become a leader in renewable energy is well known and we are delighted to be making this investment in Scotland. We&#8217;re very positive about the prospects for creating new jobs to harness Europe&#8217;s renewable energy resources and the potential make a significant contribution to the achievement of Scotland&#8217;s ambitions.&#8221;</p></blockquote>
<p>Strathclyde University Principal (and Professor) Jim McDonald said:</p>

<p>&#8220;The new partnership reflects Scotland&#8217;s potential to be at the forefront of the UK and European renewable energy sectors, creating new jobs and research and development opportunities.&#8221;</p></blockquote>
<p>The <a title="Scottish Government" href="http://www.scotland.gov.uk/News/Releases/2009/10/07120031" target="_blank">Scottish Government</a> is investing £2.8m into the scheme, First Minister Alex Salmond spoke on the new energy centre yesterday.</p>
