<content:encoded><![CDATA[<div class='snap_preview'><p>La Sección de IFLA Bibliotecas para niños y Jóvenes lanza un nuevo proyecto:  &#8221;Sister libraries&#8221; : Bibliotecas hermanas para la lectura de niños y jóvenes. La Sección busca así promover los intercambios profesionales y la solidaridad profesional, proponiendo a los bibliotecarios de todos los países la posibilidad de encontrar una biblioteca hermana, para intercambiar opiniones y experiencias y realizar actividades conjuntas para la lectura de niños y jóvenes.</p>
<p>La experiencia ha demostrado que las colaboraciones entre bibliotecas hermanas pueden ser muy útiles y enriquecedoras.  El proyecto está basado en las páginas web de la Sección, en inglés, francés, árabe y español.</p>
<p>Las bibliotecas participantes deciden qué hacer, de acuerdo con sus necesidades y con el nivel de participación que desean. Las páginas web del proyecto dan ideas de actividades posibles.</p>

<p><font color="#800040">International Conference on Academic Libraries (ICAL-2009) started on 5th October 2009 at the University of Delhi. <strong>Dr. Ellen R. Tise</strong>, President, IFLA, delivered the inaugural address. <strong>Dr. Sam Pitroda</strong>, Chairman, National Knowledge Commission, India was the Chief Guest of the event. He released the conference volume (<em>Globalizing Academic Libraries, Vision 2020 </em>(two parts)) and souvenir.</font></p>

<p><font color="#800040">Constitution of the <strong><font color="#000080">National Library Commission</font></strong>,&#160; <strong><font color="#000080">National Census on Libraries</font></strong> and the establishment of <strong><font color="#000080">Indian Institute of Library and Information Science</font></strong> were the main recommendations on libraries given by the National Knowledge Commission in 2006, said Dr. Sam Pitroda. After much deliberations, it is going to be materialise. The Government has accepted the recommendations. He elucidated the prime role of libraries in the making of India as a knowledge powerhouse of the future. He observed that as the IT initiatives which took place in 1980s revolutionized the country to made it a telecom major, the recommendations by the National Knowledge Commission will change the face of Indian education and information sectors by the next twenty years.</font></p>

<p>Na enkele leuke fait divers wordt het terug tijd voor een iets ernstiger post. Afgelopen zomer kreeg ik de mogelijkheid om het IFLA (International Federation of Library Associatons)-congres bij te wonen, de jaarlijkse hoogmis van onze sector. Gedurende een vijftal dagen verzamelen 1000-en bibmensen van over heel de wereld zich en briefen elkaar over de laatste trends. Mijn interesse ging vooral uit naar sessies omtrent marketing en IT-gerelateerde topics.</p>
<p><em>Enkele interessante ideeën/discussies die me bijbleven:</em></p>
<p>1. <span style="text-decoration:underline;">Uitdaging Digitalisering</span> &#124; Vanuit de invalshoek van bibliotheek als informatieverstrekker/informatiebemidellaar: Hoe ga je om met de googlewereld? De bib is niet meer de eerste plek waar naar informatie gezocht wordt, hoe graag je dat ook zou willen. &#8211;&#62;  Antwoord: je moet daar zijn waar je klanten (de informatiezoekers) zijn: op het web dus én zichtbaar op die plaatsen waar de klanten zoeken: google, wikipedia, flickr, youtube, &#8230; Het heeft weinig zin om een eigen portaal uit te bouwen, wring jezelf binnen in de bestaande portalen. Dus: we zouden aandacht moeten hebben voor SEO om hoog te scoren in google-searches. Of, eigen ideetje: waarom geen automatische link met wikipedia? -&#62; op elke wikipagina een knop &#8216;vind meer bronnen in de bib&#8217; die meteen een gerelateerd zoekresultaat oplevert.</p>
<p>Dergelijke ingrepen kunnen waarschijnlijk een hoop meer trafiek genereren naar bibcatalogi.</p>
<p>2. <span style="text-decoration:underline;">Passioneel en pro-actief zijn loont</span>: De sprekers die me het meest konden boeien waren zij die hun bib onmisbaar hadden weten te maken binnen hun organisatie. Dit ging meestal samen met een zichzelf opnieuw uitvinden en bijsturen van de dienstverlening.</p>
<p>a) In Chili bijv. is de bib van het parlement dé instelling geworden die helpt om de kloof tussen burger en politiek te dichten, ze organiseren er veel burgerschapsinitiatieven en cursussen. Een interessante opmerking van de projectleidster was trouwens dat ze daar <strong>niet geloven in strategische planning</strong>: duurt te lang en de plannen zijn te snel verouderd. Hun aanpak: nieuwe initiatieven gewoon uitproberen. Als ze werken dan worden ze verder uitgebouwd, anders worden ze geschrapt.</p>
<p>b) Zijn me ook bijgebleven: twee heel enthousiaste bibliothecarissen ( Yoo Song en Ganga Dakshinamurti ) van enkele Noord-Amerikaanse universitaire bibs. Zij hebben zichzelf de rol toegeïgend van specialisten op vlak van digitale geletterdheid, met cursussen die ondertussen verplichte kost zijn voor alle studenten en/of met 1 on 1 studentenbegeleiding. Op die manier werd het profiel en het belang van de bib duidelijk vergroot binnen de instelling.</p>
<p>==&#62; ok, twee voorbeelden van buiten de openbare bibsector, maar het gaat om de mindset en die is ook in onze branche belangrijk.</p>

<title><![CDATA[Where goes Koha?]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Yesterday I participated in my first <a href="http://en.wikipedia.org/wiki/Internet_Relay_Chat">IRC </a>session in 14 years.  The occation was a meeting with Koha users and developers on the formation of a Koha foundation. The background is that the US company LibLime has decided to <a href="http://en.wikipedia.org/wiki/Fork_(software_development)">fork </a>Koha, and establish an &#8220;Enterprise&#8221; edition.  The reasons behind are hard to understand, and for me who just joined the Koha community it seems like a huge departure from the idea of open source, and actually a departure from the idea of sharing that libraries stand for as well.</p>
<p>Since I first discovered Koha a few years ago I have followed the development through information from LibLime and thought they did a wonderful job of promoting open source and still survive as a company by selling services instead of products.  I have held this model up as a possible avenue of survival for norwegian ILS vendors and generally shouted out LibLime praise.</p>
<p>Since the news of the LibLime fork I have tried to understand the implications and how it will affect my library and installation. Fortunately <a href="http://libriotech.com/">Libriotech </a>who implements our Koha installation and is our main service provider has clearly <a href="http://libriotech.com/node/11">stated </a>that they stand by the open source version of Koha and that they will not depart from the development and contribution model that has brought Koha to the point where it is today.</p>
<p>LibLime has brought upon its head a lot of dissapointment from<a href="http://library-matters.blogspot.com/2009/09/liblime-forks-koha.html"> developers around the world</a>, and quite<a href="http://www.libraryjournal.com/blog/1090000309/post/1050048905.html"> a few librarians react </a> to this news as well. I am thus joining the choir of disaproval:-)</p>
<p>But yesterday I participated in a discussion that made me worry about the future of Koha. The purpose of the discussion was to establish some sort of organization that could take ownership of the Koha development and brand and hopefully avoid the situation we have today where LibLime owns the domain name koha.org and in the US have registered a Koha Foundation.</p>
<p>So the community is at a loss. What do we do now? Try to make a foundation that can take care of all the stuff that comes with an organization (for that is in reality what the development and use of Koha is turning into) or just try keep things going the way they have so far?</p>
<p>I know one thing, IRC is not a god format for discussions like this. I know that most of the participants where used to IRC from discussions and meetings on the development of Koha, but for a newbie like me, or any other &#8220;normal&#8221; librarian, it was a bevildering stream of text flashing by at a speed it was hard to keep up with. I tried to contribute but felt that what I wrote was injected into a totally different discussion than the one I responded to and it was hard to answer questions when things moved so fast.</p>
<p>I also noticed a distinct disinclination to try to organize things or try to build some sort of traditional structure. I mentioned that I thought we should approach IFLA and see if the only truely international library organization could possibly help in this case, but the response was that IFLA is to slow and to bureaucratic. I have thought about this and realize that the culture of open source and the culture of IFLA are probably so different that it would be a bad fit for both. So scratch that idea for now. Maybe later if IFLA re-invents itself as an  organization oriented towards individual members and with a more tie-less structure.</p>
<p>Having initiated and led the Norwegian Library Association special interest group for ICT in libraries (SIKT) I have experience enough to know that starting a foundation or association for Koha is going to take a lot of work, and a more hierarchical structure than we have today. I also think that the users, i.e. the libraries, should be in the driving seat, not the developers and open source enthusiasts. Librarians are pretty good at organizing things, and Koha exists for the libraries and their users. It would probably be a good idea if some librarians in one geographical area, that actually can meet and discuss f2f, develop a proposal of alternatives (not more than two or three) for how a Koha foundation/association could be set up, and then present this to the Koha community for discussion. Then we must have a meeting, an IRL meeting, that establishes the entity in a way that is recognizable to librarians around the world as a point they can approach for information and help in all questions relating to Koha. Yesterday I felt that the discussion was too fragmented, the options not clear and the realities of our situation too complex to do justice on IRC.</p>
<p>Marshall Breeding have put forth <a href="http://www.librarytechnology.org/blog.pl?ThreadID=126&#38;BlogID=1">a suggestion on how to organize Koha as foundation</a> and even if I find his thougths interesting I cannot see that his proposal would work as an international entity the way I see  neccesary for the needs for my library. Maybe we need to develop regional structures that all contribute to an international structure? An European Koha association, an US, an Asian etc.? There seems to be so many questions that it will take a while to sort them out. And sorting out messes is what librarians do so well. So, why not let the professionals do that, and let developers and companies contribute and play an auxillary role? I totally agree with Marshall Breeding in that we need to have libraries as the driving force behind the development here, for the simple reason that libraries survive and stay where individual companies and developers come and go.</p>

<p>Oamenii trăiesc într-o societate eterogenă în creştere. Există mai mult decât 6000 de limbi diferite în lume. Rata migraţiei internaţionale creşte anual având<span style="text-decoration:underline;"> </span>drept rezultat creşterea<span style="text-decoration:underline;"> </span>numărului de oameni cu identităţile complexe. Globalizarea, migraţia în creştere, comunicarea mai rapidă, transportul mai rapid şi alţi factori ai secolului XXI au sporit diversitatea culturală în rândul multor naţiuni unde înainte poate</p>
<p>n-ar fi existat sau a crescut multiculturalitatea existentă deja.</p>
<p>„Diversitatea Culturală” sau „Multiculturalismul&#8221; se referă la coexistenţa armonioasă şi interacţiunea diferitelor culturi, unde „cultura ar trebui privită ca set distinctiv de caracteristici spirituale, materiale, intelectuale şi emoţionale ale unei societăţi sau ale unui grup social şi pe care le integrează, pe lângă artă şi literatură; modurile de viaţă, modurile de convieţuire, sistemele de valori, tradiţii şi credinţe”<a href="#_ftn1">[1]</a>. Diversitatea culturală sau multiculturalismul este fundamentul forţei noastre colective în comunitãţile noastre locale şi în societatea globală.</p>
<p>Diversitatea culturală şi lingvistică este moştenirea comună a omenirii şi ar trebui să fie preţuită şi conservată spre beneficiul tuturor. Este o sursă de schimb, inovaţie, creativitate şi coexistenţă paşnică printre oameni. „Respectul pentru varietatea de culturi, toleranţă, dialog şi cooperare într-un climat de încrederea reciprocă şi înţelegere sunt printre garanţiile cele mai bune de pace şi securitate internaţională”<a href="#_ftn2">[2]</a>. În consecinţă, bibliotecile de toate tipurile ar trebui să reflecteze, să sprijine şi să promoveze diversitatea culturală şi lingvistică la nivel internaţional, naţional şi local şi astfel să lucreze pentru dialogul intercultural şi cetăţenia activă.</p>
<p>Atâta timp cât bibliotecile servesc diverselor interese şi comunităţi, ele funcţionează ca centre de învăţare, culturale şi de informare, serviciile de bibliotecă trebuie să ţină cont de principiile fundamentale de libertate şi echitate în ceea ce priveşte accesul la informaţie şi cunoaştere exhaustivă, respectând identitatea şi valorile culturale.</p>
<p><strong>Principii</strong></p>
<p>Fiecare individ din cadrul societăţii globale are dreptul la o serie de servicii bibliotecă şi de informare. Pentru a veni în întâmpinarea diversităţii culturale şi lingvistice, bibliotecile ar trebui:</p>
<ul>
<li>Să servească toţi membrii comunităţii fără discriminare datorită moştenirii culturale şi lingvistice;</li>
<li>Să furnizeze informaţii în limbile şi tipuri de scriere;</li>
<li>Să ofere acces la o gamă largă de materiale şi servicii reflectând toate comunităţile şi nevoile;</li>
<li> Să angajeze personal pentru a reflecta varietatea comunităţii, care să fie pregătiţi să lucreze şi să servească diverse comunităţi.</li>
</ul>
<p>Biblioteca şi serviciile de informare într-un context cultural şi lingvistic divers, includ pregătirea de servicii pentru toate tipurile de utilizatori ai bibliotecii şi pregătirea de servicii de bibliotecă speciale pentru a deservi grupuri culturale şi lingvistice. Atenţie specială ar trebui acordată grupurilor care sunt adesea marginalizate în societăţi culturale diverse: minorităţi, cei care cer azil şi refugiaţii, rezidenţii cu permis de şedere temporară, muncitorii imigranţi şi comunităţi indigene.</p>
<p><strong>Misiunile serviciilor unei bibliotecii multiculturale</strong></p>
<p>Într-o societate diversificată din punct de vedere cultural, ar trebui să se pună accentul pe următoarele puncte cheie, care sunt legate de informaţie, alfabetizare, educaţie şi cultură:</p>
<ul>
<li>Promovarea conştientizării valorii pozitive a diversităţii culturale şi încurajarea dialogului cultural;</li>
<li>Încurajarea diversităţii lingvistice şi a respectului pentru limba maternă;</li>
<li>Asigurarea coexistenţei armonioase între diferite limbi, lucru care presupune învăţarea a unor limbi străine de la o vârstă fragedă;</li>
<li>Apărarea moştenirii lingvistice şi culturale, sprijinind exprimarea, creaţia şi propagarea din cadrul fiecărei limbi;</li>
<li>Sprijinirea conservării tradiţiei transmisă pe cale orală şi intangibilitatea moştenirii culturale;</li>
<li>Sprijinirea integrării şi participării persoanelor şi grupurilor cu diferite fonduri culturale;</li>
<li>Încurajarea recunoaşterii informaţiei în era digitală şi stăpânirea informaţiei şi tehnologiilor de comunicare a acesteia;</li>
<li>Promovarea diversificării lingvistice în spaţiul virtual;</li>
<li>Încurajarea accesului universal în spaţiul virtual;</li>
<li>Sprijinirea schimbului de cunoştinţe şi practici privind pluralismul cultural.</li>
</ul>
<p><strong>Managementul şi efectul acestuia</strong></p>
<p><strong> </strong></p>
<p>Biblioteca multiculturală aşteaptă ca toate tipurile de biblioteci să adopte o apropiere faţă de serviciile integrate. Principalele activităţi ale serviciilor de bibliotecă destinate comunităţilor diversificate din punct de vedere cultural şi lingvistic trebuie să fie&#8221;inima&#8221; bibliotecii, şi nu să fie considerate separate sau în plus, să fie proiectate astfel încât să vină în întâmpinarea nevoilor locale sau specifice.</p>
<p>Biblioteca ar trebui să aibă o politică şi un plan strategic, care să definească misiunea ei, obiectivele, priorităţile şi serviciile care sunt legate de diversitatea culturală. Planul ar trebui să se sprijine pe o analiză vastă a nevoilor utilizatorilor şi a resurselor potrivite.</p>
<p>Activităţile de bibliotecă nu ar trebui să fie dezvoltate în izolare. Ar trebui încurajate colaborările cu grupuri relevante de utilizatori şi profesionişti locali, naţionali sau de nivel internaţional.</p>
<p><strong>Acţiunile principale</strong></p>
<p>Biblioteca multiculturală ar trebui:</p>
<ul>
<li>Să dezvolte colecţii şi servicii diferite din punct de vedere cultural şi lingvistic, incluzând resurse digitale şi multimedia;</li>
<li>Să aloce resurse pentru conservarea exprimării şi moştenirii culturale, acordând atenţie sporită moştenirii culturale orale, indigene şi intangibile;</li>
</ul>
<ul>
<li>Să includă programe care sprijină educarea utilizatorului, îndemânare în ceea ce priveşte alfabetizarea informaţiei, resurse noi apărute, moştenirea culturală şi dialogul între culturi, popoare, ca părţi integrante ale serviciilor;</li>
<li>Să furnizeze accesul la resursele electronice ale bibliotecii în limbile corespunzătoare prin intermediul organizării informaţie şi a sistemelor de acces;</li>
<li>Să dezvolte materiale de marketing şi nu numai, pentru a depăşi barierele media şi lingvistice cu scopul de a atrage diferite grupuri către bibliotecã.</li>
</ul>
<p><strong> Personalul bibliotecii</strong></p>
<p><strong> </strong></p>
<p>Este intermediarul activ dintre utilizatori şi resurse. Ar trebui să se asigure educaţia profesională şi instruirea continuă concentrată pe servicii pentru comunităţile multiculturale, intermedierea culturală a comunicării şi sensibilităţii, anti-discriminării culturilor şi limbilor.</p>
<p>Personalul unei biblioteci multiculturale ar trebui să reflecte caracteristicile culturale şi lingvistice ale comunităţii pentru a garanta conştientizarea culturală, să reflecte comunităţii servicii de bibliotecă şi să încurajeze comunicarea.</p>
<p><strong>Fondurile, legislaţia şi reţelele</strong></p>
<p>Guvernele şi alţi factori relevanţi de decizie sunt încurajaţi să stabilească şi să finanţeze în mod adecvat bibliotecile şi sistemele de bibliotecă pentru a oferi servicii de informare şi de bibliotecă gratuite diferitelor comunităţi culturale.</p>
<p>Serviciile bibliotecilor multiculturale sunt în esenţă globale. Toate bibliotecile implicate în activităţi în acest domeniu trebuie să participe în măsuri de dezvoltare semnificativă la nivel local, naţional sau al reţelelor internaţionale. Cercetarea este necesară pentru obţinerea de informaţii necesare pentru a lua decizii de serviciu eficiente şi a asigura alocarea corespunzătoare de fonduri. Constatările cercetărilor şi practicile cele mai bune ar trebui să fie făcute cunoscute în mare măsură pentru a realiza servicii de bibliotecă eficiente din punct de vedere al serviciilor bibliotecii multiculturale.</p>
<p><strong>Punerea în aplicare a Manifestului</strong></p>
<p>Comunitatea internaţională ar trebui să recunoască şi să sprijine bibliotecile şi serviciile de informare în rolul lor de a promova şi conserva varietatea lingvistică şi culturală.</p>
<p>Creatorii de decizii de la toate nivelele şi comunitatea bibliotecilor din toată lumea este astfel rugată să facă cunoscut acest manifest şi să ducă la îndeplinire aceste principii şi acţiuni exprimate aici.</p>
<p>Acest manifest completează Manifestul Bibliotecilor Publice redactat de IFLA -UNESCO, Manifestul Bibliotecilor Şcolare IFLA-UNESCO şi Manifestul Internetului iniţiat de IFLA.</p>
<p>Acest manifest a fost aprobat de consiliul de conducere al IFLA în august 2006 şi aprobat în aprilie 2008 de Consiliul Interguvernamental ca informaţie pentru toate programele UNESCO, cu recomandarea de a fi prezentat în cadrul celei de-a 35-a sesiuni a Conferinţei Generale UNESCO pentru consideraţie.</p>

<p>З 23 по 27 серпня 2009 року у Мілані (Італія) відбувся Світовий бібліотечно-інформаційний Конгрес та 75 Генеральна конференції та асамблеї Міжнародної федерації бібліотечних асоціацій і установ (ІФЛА) «Бібліотеки будують майбутнє на основі культурного надбання» за участю 3500 працівників бібліотечної галузі з усього світу.</p>

<p>Програма включала 217 заходів, під час яких бібліотекарі обговорювали загальні світоглядні позиції, тенденції та перспективи облуговування користувачів, побудови бібліотечних мереж, корпоративної взаємодії, збереження та примноження культурного розмаїття.</p>
<p>  Українську бібліотечну асоціацію, як члена ІФЛА, на Конгресі представляли президент УБА В.С.Пашкова та член президії УБА І.О.Шевченко. Їх участь стала можливою за підтримки програми «Бібліоміст», яку реалізує IREX. Цю організацію представляла Я.Г.Титаренко. У постері (пристендовій доповіді) «Публічні бібліотеки України розширюють доступ до Інтернету: минулі, теперішні та майбутні проекти» (англійською мовою) висвітлювалася роль УБА у запровадженні Інтернет-послуг в українських бібліотеках, характеризувалися основні проекти, що реалізовані в Україні. Серед учасників конгресу були розповсюджені матеріли про діяльність УБА, стан бібліотечної справи в Україні та переспективи реалізації проекту «Бібліоміст». Представлена інформація викликала постійний інтерес відвідувачів впродовж двох днів, що, відповідно до програми, були присвячені постер-сесії. Загалом презентацію УБА відвідали понад 100 учасників конференції.</p>

·        засіданні та зустрічах з представниками Фундації Білла та Мелінди Гейтс щодо реалізації проектів з інформатизації в різних країнах;<br />
·        зустрічі з керівниками штаб-квартири ІФЛА щодо участі УБА в програмах та діяльності цієї міжнародної організації;<br />
·        перемовинах з виконавчим директором Австрійської бібліотечної асоціації щодо організації навчального візиту українських бібліотекарів до Австрії;<br />
·        зустрічі з керівниками Мортенсон-центру міжнародних бібліотечних програм (США);<br />
·        обговореннях актуальних проблем розвитку професійного громадського руху та можливої співпраці з керівниками бібліотечних асоціацій Болгарії, Чехії, Фінляндії, Німеччини, США та ін.;<br />
·        сесіях конгресу з питань адвокасі, діяльності публічних бібліотек, політики щодо організації користування Інтернетом в бібліотеках тощо.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>One of my favourite parts of any conference is always the <a href="http://www.ifla.org/annual-conference/ifla75/poster-sessions.htm"><strong>poster sessions</strong></a>.  This is the time when you get an opportunity to experience (all in one place) the wide variety of library projects and research initiatives happening all over the world.</p>
<p>Poster sessions are always very busy so I made sure that I arrived early in order to speak to as many presenters as possible.  There were some stunning posters on display, but it’s not until you get a chance to speak to the presenter about their project that you get a proper feel for their research or the work that they’ve carried out over the last year.</p>
<p>The three posters highlighted below really caught my attention:</p>
