<p>Commençons par le début : pour faire du journalisme de données, il faut des bases de données. Le premier enjeu du database journalism, avant le modèle économique ou le webdesign, c’est donc l’ouverture des données publiques. Car si les journalistes peuvent collecter eux-mêmes certaines données, ils ont nécessairement besoin, pour les traiter, de bases documentaires existantes.</p>
<p>En effet, la production de sens naît souvent de la confrontation entre deux ou plusieurs bases de données. Le crime mapping, par exemple, met en relation des données géographiques (délimitation des rues et des quartiers) et des données policières (listes de délits) ; de même, le New York Times a mis en parallèle des données sociodémographiques et des données économiques pour produire sa <a title="The Jobless Rate for People like You" href="http://www.nytimes.com/interactive/2009/11/06/business/economy/unemployment-lines.html?hp" target="_blank">très belle infographie</a> montrant les inégalités face au chômage selon la race, le sexe, l’âge et le niveau de formation.<a href="http://www.nytimes.com/interactive/2009/11/06/business/economy/unemployment-lines.html?hp"></a></p>
<p>En France, les principales bases de données géographiques sont détenues par l’IGN (Institut géographique national ) et sont accessibles via le <a title="IGN" href="http://www.ign.fr" target="_blank">site Web</a> de l’établissement public ou via son <a title="Géoportail" href="http://www.geoportail.fr/" target="_blank">géoportail</a>. Ce géoportail permet de naviguer en 2D ou en 3D sur des photos aériennes, des cartes et des données géographiques sur l’ensemble du territoire français. Ouvert en 2006, il s’inscrit dans le cadre de la directive européenne INSPIRE (<a title="INSPIRE Wikipédia" href="http://fr.wikipedia.org/wiki/Infrastructure_for_Spatial_Information_in_the_European_Community" target="_blank">Infrastructure for Spatial Information in the European Community</a>) visant à favoriser la production et l’échange de données géographiques entre Etats membres de l’Union.</p>
<p>L’IGN détient des bases de donnée relatives, pour l’ensemble du territoire métropolitain et les départements d’Outre-mer, :</p>
<p style="padding-left:60px;">- au relief sur la France</p>
<p style="padding-left:60px;">- à l’<a title="Ortophotographie Wikipédia" href="http://fr.wikipedia.org/wiki/Orthophotographie" target="_blank">orthophotographie </a>(images aériennes ou satellitales de la surface de la Terre rectifiées géométriquement)</p>
<p style="padding-left:60px;">- à l’information cadastrale</p>
<p style="padding-left:60px;">- aux adresses</p>
<p style="padding-left:60px;">- aux réseaux routiers</p>
<p style="padding-left:60px;">- aux limites administratives</p>
<p style="padding-left:60px;">- aux toponymes</p>
<p>L’IGN conserve aussi des bases de données géographiques à l’échelle de l’Union européenne</p>
<p>Parmi toutes ces données, certaines sont gratuites, librement exportables, d’autres nécessitent le paiement d’une licence, d’autre encore sont accessibles gratuitement mais sous forme d’échantillon.</p>
<p>Les bases de données librement accessibles en format numérique concernent :</p>
<p style="padding-left:60px;">- le référentiel du relief sur la France décrivant la forme du terrain à différentes échelles</p>
<p style="padding-left:60px;">- le réseau hydrographique français</p>
<p style="padding-left:60px;">- la description de l’ensemble des unités administratives françaises</p>
<p style="padding-left:60px;">- le Répertoire Géographique des Communes</p>
<p style="padding-left:60px;">- la carte routière 901 IGN sous forme de dalle géoréférencées</p>
<p style="padding-left:60px;">- les contours délimitant le monde terrestre et le monde marin</p>
<p style="padding-left:30px;">
<p>Par ailleurs, l’IGN met à disposition sur son site des fiches techniques de géodésie et de nivellement ainsi que toutes les données issues des différentes stations du Réseau GPS Permanent (RGP).</p>
<p>Les photos aériennes sont également consultables gratuitement et seront bientôt téléchargeables gratuitement ou à un très bas prix.</p>
<p>Enfin, le géoportail teste une API JavaScript qui permet d’incorporer dans son site Internet des cartographies dynamiques superposant plusieurs couches de données (cartes IGN, photographies aériennes, parcelles cadastrales, routes, bâtiments, limites administratives, réseau hydrographique, réseau ferroviaire…)</p>
<p>Pour le moment, l’API Géoportail est en phase de bêta test et est donc téléchargeable gratuitement. A l’avenir, elle nécessitera de souscrire à un contrat spécifique, même si 100 000 pages vues gratuites seront gratifiées aux sites Internet grand public.</p>
<p>Malgré tout, hors de ces données en accès libre, les bases de données les plus importantes nécessitent l’achat d’une licence coûteuse pour être utilisées (même si les prix ont baissé depuis une dizaine d’années).</p>
<p>Que conclure à l’issue de cet exposé ?</p>
<p>Les bases de données fournies gratuitement par l’IGN suffisent-elles pour la majorité des cartographies ?</p>
<p>Finalement, qu’offre l’IGN de plus par rapport à ce que Google Map donne déjà ?</p>
<p>N’ayant jamais réalisé de cartographie moi-même, je n’ai pas la réponse à ces questions, mais je suis très curieuse de connaître vos opinions sur la question.</p>

The new diary talks about the visual design for<em> <a title="Star Trek Online" href="http://sector001.wordpress.com/resistence-is-not-futile/" target="_blank"><strong>Star Trek Online</strong></a> </em>and what he and his team faced in developing the <em>Star Trek</em> universe. Given that the Star Trek Franchise stretches over forty years and 11 movies and incomposes visual styles from the low budgets on TOS in the 1960&#8217;s to <a title="J.J. Abrams slick high budget reboot" href="http://www.startrekmovie.com/" target="_blank">J.J. Abrams slick high budget reboot</a> of 2009 you can imagine the difficulties of fusing it all together into one style that pleased all the fans.                                                                                                                                                                                                                                             &#8221; <em>The effects changed from series to series and from movie to movie, and of course you have the J.J. Abrams ve</em><em>rsion, which is different than all of them. If there is one thing we learned from Abrams it is if you make it cool enough, the fans will like it</em>. &#8220;  said Cavallaro  &#8221; <em>The first step in visualizing an effect is to meet with the design team to see exactly what something does, when it&#8217;s used and how much damage it inflicts. From there we scour old episodes and movies to find all the reference for that particular effect. Sometimes we have several versions and </em><em>sometimes it just doesn&#8217;t exist. In the case of different versions from different time periods, we try to find the most iconic one to build off of and give it a modern look. For new effects, we work closely with the Art Lead and Concept Team to make sure that what we are creating looks and feels like it is Star Trek IP. <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">La DG a annoncé le 16 novembre que les arbitrages relatifs au budget 2010 avaient été rendus et que désormais le CA pouvait être convoqué (ce qui sera fait le 17 décembre prochain).</p>
<p style="text-align:justify;"><strong>Et que recouvre cette annonce ?</strong></p>
<ul>
<li> un dégel de la réserve de précaution 2009 d’un montant de 1,4 Millions d’Euros (ME),</li>
<li> une ouverture de crédit supplémentaire de 4 MEuros.</li>
</ul>
<p style="text-align:justify;">Soit un total de 5,4ME de crédits supplémentaires.</p>
<p style="text-align:justify;"><strong>Qu’avait annoncé le DG aux organisations syndicales lors de l’entrevue du 19 octobre dernier ?</strong></p>
<p style="text-align:justify;">Il est utile de rappeler comment la DG avait présenté son projet de budget 2010 à ce moment-là, ce qu’occulte le communiqué du 16 novembre :</p>
<ul>
<li> une baisse de la trésorerie de 2,4 ME (= je pompe sur le cash !)</li>
<li> un prélèvement  sur la réserve de précaution de 3,7 ME (= je pompe sur le bas de laine !)</li>
<li> une réduction du Fonds de roulement de 8,2 ME (= je pompe sur la capacité d’investissement !)</li>
<li> une estimation d’un besoin de subvention de 8 ME environ (= je croise les doigts, je brule des cierges, et j’essaye d’y croire très, très fort !!!)</li>
</ul>
<p style="text-align:justify;"><strong>Conclusion :</strong></p>
<p style="text-align:justify;">Le prélèvement sur la réserve de précaution est donc d’un peu plus de la moitié du chiffre annoncé initialement. La part supplémentaire de subvention n’est que la moitié du montant espéré. Avec un tel budget, la DG est obligé de se retourner vers un niveau de recettes commerciales très élevé.</p>
<p style="text-align:justify;">Or, les conjoncturistes économiques annoncent des perspectives bien sombres en 2010 tant sur les marchés que pour les finances des collectivités locales et des services de l’Etat. Or, le DG a décrié le modèle économique de l’IGN, l’accusant de ne pas « faire assez de service public ! ».</p>
<p style="text-align:justify;">Et maintenant, pour passer le cap de 2010, il faudrait compter sur les mêmes recettes commerciales ! Bonjour la cohérence !</p>
<p style="text-align:justify;">Non, le personnel n’a pas vocation à faire de la figuration dans un film-catastrophe comme celui où le héros approchant d’une issue funeste et fatale va répétant « pour l’instant, tout va bien .. ! ».</p>
<p style="text-align:justify;">Non, le personnel n’a nullement envie de jouer le rôle de la variable d’ajustement du budget 2010 ou des suivants !</p>
<p style="text-align:justify;">Le ministère vient d’annoncer ce jour qu’il va recevoir les organisations syndicales de l’IGN le 11 décembre prochain, une fois que les décisions sont prises. Ceci illustre vraiment la façon dont les tutelles se moquent sans vergogne du personnel.</p>
<p style="text-align:justify;">D’ores et déjà, les organisations syndicales, dont la CGT, vont demander une audience à la Direction générale afin de connaître le détail de ce budget 2010 et exprimer le mécontentement du personnel quant à l’insuffisance manifeste du niveau de subvention.</p>
<p style="text-align:justify;">D’ores et déjà, la CGT propose au personnel et à l’Intersyndicale de préparer une mobilisation d’ampleur pour le 3 décembre, jour de convocation du prochain CTP de l’IGN.</p>
<p style="text-align:justify;">Il n’est pas question de laisser tranquillement détruire l’existant par la baisse de la subvention et la destruction simultanée du modèle économique dans lequel depuis plus de 40 ans, les recettes commerciales (basées sur les activités de service public)  sont toujours venues en complément de la subvention.</p>
<p style="text-align:justify;">Pour la défense de nos missions, de nos emplois, pour l’avenir du service public de l’information géographique : mobilisons-nous !</p>

<p>Zelda series producer Eiji Aonuma <a href="http://uk.wii.ign.com/articles/104/1047583p1.html">recently spoke</a> to online gaming publication, IGN, and informed them that the <a href="http://uk.wii.ign.com/articles/104/1047583p1.html">overall structure</a> of the Zelda franchise is set to change with <a href="http://sickr.wordpress.com/?s=zelda+wii">Zelda Wii</a>.</p>
<blockquote><p>&#8220;We&#8217;re making efforts regarding the total flow of the Zelda game. So far, the basic flow of the Zelda games is you&#8217;re exploring a field, you go to a dungeon, you conquer it and return to the field. We&#8217;re looking at altering that traditional flow. That&#8217;s all I can share, and I can&#8217;t say more until E3 next year.&#8221;</p>

<p>Voici une proposition d’ordre du jour :<br />
-          Préparation des CAP de décembre (notation, avancement)<br />
-          Situation des agents (qualification et reconnaissance des postes)<br />
-          Prime exceptionnelle de 250 € pour chaque agent du MEEDDM (administration centrale, services déconcentrés, et établissements publics) Quelles modalités pour les agents de l’IGN ?<br />
-          GIPA ou Garantie individuelle du pouvoir d’achat. Pour quels agents de l’IGN ? Sous quelles conditions ?</p>
<p>D’autres sujets pourront être traités.<br />
Vous déclarerez votre absence en HMENS auprès de votre secrétariat.<br />

<content:encoded><![CDATA[<div class='snap_preview'><p>Cryptic Studios announced late last week that the <strong>bridge </strong>would be a playable space in your ship which was a bit of a surprise to me since I assumed there was always going to be a bridge, where else am i supposed to put my bridge officers.  There you go we now know for sure there is a bridge and at least 20 different ones at that, with the release of the <a title="&#34;Bridge Gameplay&#34;" href="http://media.pc.ign.com/media/142/14270158/vids_1.html" target="_blank">&#8220;<strong>Bridge gameplay</strong>&#8220;</a> video we get to see our new home and that is what it will be were the Captains will do all there strategizing and if I read this right other Captains can beam over to see use face to face, hopefully for good and not evil. The bridge officers will be at the stations you choose for them to best help your ship in what ever endeavor it is up to. Give me the Defiant bridge with a borg at each station and lets see how long you last, I can dream can&#8217;t I. This video is mild compared to the second video <a title="&#34;Ship Tactics&#34;" href="http://kotaku.com/5406953/how-space-combat-works-in-star-trek-online?utm_source=feedburner&#38;utm_medium=feed&#38;utm_campaign=Feed%3A+kotaku%2Ffull+%28Kotaku%29" target="_blank">&#8220;<strong>Ship Tactics</strong>&#8220;</a> which is in the same vein as the <a title="FUTURE PAST" href="http://sector001.wordpress.com/2009/10/28/the-war-is-on-future-past-part-2video/" target="_blank"><strong>FUTURE PAST</strong></a> videos. It  is an actual walk-through of the ship systems and a first look at your <strong>HUD</strong> and how the bridge officers fit in, how they and your ship can be customized. this one is a must see for every future Captain out there.
