<p style="text-align:center;"><span style="color:#ccffcc;">I finally put this song on my mp3 player. I can&#8217;t find it on CD anywhere that I have looked, so I am happy to have it on mp3.  It&#8217;s kind of a sad song, but lately I have been kind of sad. It is just crazy. I didn&#8217;t get any sleep last night at all. I was watching a Jane Austen movie : Persuasion. I relate more personally to this as far as the relationships part. Even though I relate more to Elizabeth of Pride and Prejudice over all. But Now I can relate to Anne. She still has feelings for Wentworth and she is trying to be true to herself. Family aside she is finally sure that her feelings are that of a woman in love. Finally that scheming Socialite  needs to be smacked across the head with something like a bat. I find myself cheering for Anne as though I am at a baseball game and she is trying to get to home plate and she is caught between the catcher: Wentworth&#8217;s unknown feelings and possible rejection, and the the third basemen: her family&#8217;s persuasion/friends persuasion and other obstacles that could pull her apart from Wentworth forever. I keep thinking if she could only slide home &#8220;safe in Wentworth&#8217;s heart again, everything will be all better.  I am now reading the book.</span></p>
<p style="text-align:center;"><span style="color:#ccffcc;">But aside from that I felt like crying all day. and so I could only watch part of Persuasion&#8230; Before trying to watch the movie though. I was reading a manhwa (like a manga only in the Korean stylization) called He&#8217;s Dedicated to Roses, by Hwang Mi-ri.  It is a good story. I love reading all genres of books and it is going into my favorites list. I rarely find a manhwa that I like this much. But I suppose like any good book that becomes one of my favorites, I have to search through a ton of stories that, though I enjoy them, I rarely want to read more than once, until I find one or two that are some of the best that I have read. However there is a downside. I stayed up until 5am, and I cried through part of it. But it has a good ending to it. So apart form my grandmother getting up three or four times last night, trying to turn off the computer screen only to find me still reading, it was sort of uneventful. I am in a lonely/sad mood for some reason I don&#8217;t know why  though&#8230;. Gonna find a show to watch or something. Maybe kimi ni todoke has been updated.</span></p>

<p><P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">PANO &#8211; Viet Nam’s Ministry of Health (MOH) and the World Health Organization (WHO) on November 24<SUP>th</SUP> opened the first of three regional workshops, sponsored by the U.S.A. Agency for International Development (USAID), to disseminate an important new set of guidelines on infection control in the country’s hospitals and clinics.</P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">The two-day workshops for the MOH and provincial health workers in Hue (November 24-25), Ho Chi Minh City (November 27-28), and Hanoi (November 30-December 1), will introduce and discuss the circular, recently approved by the Minister of Health, titled &#8220;Guidelines on the Implementation of Infection Control in Health Care Institutions,&#8221; which will take effect on December 1, 2009. Following deliberations on the new circular, health officials will develop provincial implementation plans. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">For more than 10 years, the MOH has actively worked to develop a national infection control program, beginning with its first infection control regulation set out in 1997. To ensure that the regulation remains relevant and consistent with evidence-based research, this regulation has now been carefully updated with the technical assistance of the WHO. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">This circular is a landmark achievement for the Ministry of Health in their efforts to improve the national capacity for infection control. &#8220;We recognise that hospital-acquired infections are one of the leading causes for the steep increase in disease burden and hospital costs due to prolonged hospital stay and excessive antibiotic use for patients,&#8221; said Mr Pham Duc Muc, Vice Director of the Administration of Medical Services. &#8220;This circular is an important level document which consolidates the basic for organisation, implementation and application of the general regulations on infection control in the healthcare facilities.&#8221; </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">This circular will be the Ministry of Health&#8217;s driving force for ensuring health-related activities are safer and care for all patients, staff and visitors. It designates responsibilities to all healthcare departments, healthcare workers and healthcare providers for reducing of hospital-acquired infections in public and private health care facilities in Viet Nam. </P><br />

<p><P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Vietnam needs to build strong brand names in the field of Information and Communication Technology (ICT) in order to make it a strong ICT nation, according to the National Council for Scientific and Technological Policies (NCSTP).&#160;&#160;</P><br />
<P style="text-align:justify;margin:0 0 6pt;">At the council’s second plenary session in Hanoi on November 25, Minister of Information and Communications (MoIC) Le Doan Hop proposed four strategic measures to make Vietnam a strong ICT nation including improving infrastructure for broadband services, training human resources in ICT for the development of the e-Government and e-citizen models, completing the e-Government project and focusing on ICT production.</P><br />
<P style="text-align:justify;margin:0 0 6pt;">Mr. Hop also emphasised the two main targets of setting up ICT corporations to meet the country’s demand and penetrating the global market in order to make Vietnam become one of the world’s top ICT nations in the near future.</P><br />
<P style="text-align:justify;margin:0 0 6pt;">Many experts wanted the MoIC’s project to be carefully considered before submitting it to the Prime Minister for consideration.</P><br />
<P style="text-align:justify;margin:0 0 6pt;">Although the ICT sector has had great achievements in recent years, hardware production does not meet the domestic demand and this is considered an obstacle for the development of Vietnam’s ICT industry.</P><br />
<P style="text-align:justify;margin:0 0 6pt;">Dr. Do Trung Ta, NCSTP’s chairman, said Vietnam should attach greater importance to building brand names in ICT as well as promoting the images of Vietnam’s ICT with high-quality products and services.</P><br />

At least six children died after drinking the adulterated formula, and more than 300,000 were sickened.</P><br />
<P>Beijing&#160;has responded swiftly and comprehensively to eliminate problems in its food production chain that have spawned protests at home and threatened its export-reliant economy. The milk powder contamination struck a nerve with the public because so many children were affected, but was only one in a series of product recalls and embarrassing disclosures of lax public health safeguards.</P><br />
<P>Melamine, which is used to make plastics and fertilizers, has also been found added to pet food, eggs and fish feed, although not in levels considered dangerous to humans. The chemical, which like protein is high in nitrogen, fooled inspectors. It can cause kidney stones and kidney failure.</P><br />
<P>China has tightened regulations and increased inspections on producers and exporters in cooperation with U.S. officials, who have noted a drop in the number of product recalls on Chinese exports.</P><br />

The country has 450,000 registered food production and processing enterprises, but many — about 350,000 — employ just 10 people or fewer. The U.N. said in a report last year that the small enterprises present many of China&#8217;s greatest food safety challenges.</P><br />
<P>Zhang Yujun, the farmer, was executed for endangering public safety, and Geng Jinping for producing and selling toxic food, according to the official Xinhua News Agency.</P><br />
<P>Much of the phony protein powder that Zhang and Geng produced and sold ended up at the defunct Sanlu Group Co., at the time one of China&#8217;s biggest dairies.</P><br />
<P>Xinhua said an announcement of the execution had been issued by the Shijiazhuang Municipal Intermediate People&#8217;s Court, although a court clerk who answered the phone Tuesday said he was unable to confirm the sentences had been carried out. Most executions in China are performed by firing squad.</P><br />
<P>Of the others tried and sentenced in January in the scandal, Sanlu&#8217;s general manager, Tian Wenhua, was given a life sentence after pleading guilty to charges of producing and selling fake or substandard products.</P><br />
<P>Three other former Sanlu executives were given between five years and 15 years in prison.</P><br />
<P>There was outrage after news spread of the doctored milk in September 2008, both because of the extent of the contamination and allegations that the government prevented the news from breaking until after the Olympic Games in Beijing.</P><br />
<P>The cover-up accusations were never publicly investigated, and authorities have since harassed and detained activist parents pushing lawsuits demanding higher compensation and the punishment of government officials. Families were offered a one-time payout — ranging from of 2,000 yuan ($293) to 200,000 yuan ($29,000), depending on the severity of the case — to not pursue lawsuits.</P><br />
<P>Tuesday&#8217;s executions brought some comfort to Li Xinquan, who lost one of her 8-month-old twin daughters who was fed with melamine-tainted formula from Sanlu. Li has campaigned to force authorities to admit negligence and provide fair compensation.</P><br />
<P>&#8220;They deserved it. This is the punishment they have received from the government,&#8221; said Li, whose other daughter survived because she was breast fed.</P><br />
<P>Another parent, Wang Zhenping, also voiced satisfaction with the executions, reflecting strong support for the death penalty in China, which executes more people annually than the rest of the world combined.</P><br />
<P>Wang, who said his 2-year-old son appeared to have recovered from melamine poisoning, rejected the compensation offer and said he was growing weary of the struggle.</P><br />
<P>&#8220;I feel like it doesn&#8217;t really matter now,&#8221; he said. </P><br />
<P>U.S. Consumer Products Safety Commission Chairman Inez Tenenbaum said last month that Beijing has made progress in increasing product safety. </P><br />
<P>The numbers of consumer recalls of toys imported from China had fallen from more than 80 in fiscal 2008 to about 40 in fiscal 2009, Tenenbaum said. </P><br />

<p>I have to say I&#8217;m also pretty obsess with 2D girls, since well&#8230; You have to admit how much cuter and hotter they can be than real women (3D girls), but to actually marry a 2D girl?</p>
<p>I admit some where during life I probably wrote something like &#8220;OMG I love *insert a hot anime girl name* so much! I want to marry her!!&#8217; online, but to actually go through with it? never cross my mind.</p>
<p>Anyway, I guess as a fello otaku all I can say I wish Sal9000-kun and Nene Anegasaki will be together forever.</p>

<P>One-time top officials from the foreign and defence ministries will outline Britain&#8217;s policy towards Baghdad in the early 2000s as a five-member committee begins investigating what lessons can be learned from the US-led war.</P><br />
<P>Inquiry chairman John Chilcot, a former <SPAN id="lw_1259027572_4" class="yshortcuts">civil servant</SPAN>, said he was confident of producing a &#8220;full and insightful&#8221; account of the decision-making that led <SPAN style="border-bottom:medium none;background:none transparent scroll repeat 0 0;cursor:hand;" id="lw_1259027572_5" class="yshortcuts">Britain</SPAN> to join the 2003 invasion against strong opposition at home and abroad.</P><br />

<P>An appearance by <SPAN style="border-bottom:#0066cc 1px dashed;background:none transparent scroll repeat 0 0;cursor:hand;" id="lw_1259027572_6" class="yshortcuts">former prime minister Blair</SPAN>, who took Britain into the conflict, is likely to be the highlight of the inquiry, although he and other Labour government figures are not due to give evidence until next year.</P><br />
<P>Chilcot has said that nobody is on trial in the inquiry, held at a conference centre near parliament in central London, but has also vowed not to shy away from any criticism if the findings warrant it.</P><br />
<P>He and his fellow committee members have already met with families of some of the 179 British troops who died during the six-year conflict, who raised issues about whether they were properly equipped and trained.</P><br />
<P>The inquiry will also be looking into the justification for the war, principally the claim that Iraqi leader <SPAN style="border-bottom:#0066cc 1px dashed;cursor:hand;" id="lw_1259027572_7" class="yshortcuts">Saddam Hussein</SPAN> had <SPAN id="lw_1259027572_8" class="yshortcuts">weapons of mass destruction</SPAN>. These weapons were never found.</P><br />
<P>In addition, anti-war campaigners &#8212; who will protest outside the inquiry Tuesday &#8212; want a ruling on the legality of the conflict, which was carried out without explicit approval by the <SPAN id="lw_1259027572_9" class="yshortcuts">United Nations Security Council</SPAN>.</P><br />
<P>The first few weeks are intended to establish &#8220;a reliable account&#8221; of the main features of British involvement in <SPAN id="lw_1259027572_10" class="yshortcuts">Iraq</SPAN> between 2001 and 2009, when the war ended with the withdrawal of all but a handful of British troops in July.</P><br />
<P>Among the first witnesses to be called Tuesday is <SPAN id="lw_1259027572_11" class="yshortcuts">Peter Ricketts</SPAN>, who chaired the government&#8217;s top intelligence committee between 2000 and 2001 before taking a senior post at the <SPAN id="lw_1259027572_12" class="yshortcuts">Foreign Office</SPAN> (FCO) in 2001-03.</P><br />
<P>William Patey, head of the <SPAN id="lw_1259027572_13" class="yshortcuts">FCO&#8217;s Middle East Department</SPAN> in 1999-02; <SPAN id="lw_1259027572_14" class="yshortcuts">Simon Webb</SPAN>, head of operational policy at the <SPAN id="lw_1259027572_15" class="yshortcuts">Ministry of Defence</SPAN> in 1999-2001 and MoD policy advisor in 2001-04; and <SPAN id="lw_1259027572_16" class="yshortcuts">Michael Wood</SPAN>, FCO <SPAN id="lw_1259027572_17" class="yshortcuts">legal advisor</SPAN> in 1999-06, will also give evidence.</P><br />

<p><P style="text-align:justify;margin:0 0 6pt;" class="MsoBodyText">Nearly 200 Vietnamese and foreign delegates attended the opening ceremony of the 6th ASEAN-China Prosecutors General Conference in Hanoi on November 24. The conference will discuss ways to strengthen the fight against trans-national organised crime.<FONT size="3"></FONT></P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">In his speech of welcome, Vietnamese President Nguyen Minh Triet said the globalisation process and the global economic recession have had a negative impact on all countries and territories, especially poor and underdeveloped ones. They have caused an economic slowdown, increased unemployment, widened the gap between rich and poor, eroded cultural values and traditional morality, and complicated trans-national organised crime.</P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">“These challenges require governments to work closely together to weather the economic storm, formulate effective social welfare policies and enhance the operational efficiency of judicial agencies so as to maintain national security, socio-economic development and cultural tradition, and safeguard their citizens’ freedom and democracy,” said Mr Triet. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">He said the fine relationship between ASEAN and China has given a boost to cooperation in science, education, labour, environmental protection, law and the fight against trans-national organised crime. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">“Vietnam applauds the effective cooperation between judicial agencies of ASEAN and China, including the initiative to host the ASEAN-China Prosecutors General Conference,” said Mr Triet. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">He noted that Vietnam has been carrying out judicial reform and has achieved significant results. Criminal and civil laws and proceedings have been developed to build a law-governed state. The organisation and operation of Vietnamese judicial agencies have been renewed, the professional skills of judicial staff have been improved and international cooperation in the field has been broadened. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">The Vietnam National Assembly recently issued the Legal Aid Law and a number of other important laws relating to judicial activities, laying a firm foundation for combating crime and expanding international cooperation while respecting the principles of national independence and sovereignty and non-intervention in each other’s internal affairs.&#160; &#160;</P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Mr Triet proposed that countries develop reliable mechanisms for sharing information, conducting research and making long-term forecasts about trans-national organised crime in line with international law and multilateral agreements. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">According to Tran Quoc Vuong, head of the Vietnam Supreme People’s Procuracy, combating trans-national crime has been an important task of the national programme on crime prevention and control. Vietnam has cooperated closely with the United Nations and other countries in this field by signing a number of agreements, including the UN Conventions on drug control, the UN Convention against Trans-national Organised Crime, and the UN Convention against Corruption.</P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">“Vietnam attaches great importance to legal assistance activity with other countries, considering this an effective way to combat trans-national organised crime,” said Mr Vuong. “Vietnam is committed to full and timely cooperation with other countries’ procuracy agencies and hopes to receive assistance from these organisations in return.”</P><br />
