România nu se va confrunta cu inundaţii de amploare în toamna şi iarna acestui an, deoarece nu sunt prevăzute depăşiri ale cotelor de pericol ale râurilor decât pe unele cursuri mici, dar s-ar putea confrunta cu viituri în lunile aprilie-mai 2010, a declarat Petre Stanciu, directorul Institutului Naţional de Hidrologie şi Gospodărire a Apelor.

In general, regimul hidrologic va fi sub media normală lunară, în ultimul trimestru al acestui an. Astfel, în octombrie vor fi debite mai mari pe râurile din bazinele Argeşului şi Ialomiţei, dar şi mai mici (între 30 şi 50% din valorile normale lunare) pe râurile din bazinele hidrografice Vişeu, Iza, Tur, Crasna, Barcău, Crişuri, Caraş, Nera, Cerna, Jiu, Olt inferior, Vedea, Râmnicu Sărat, Putna, Trotuş, Bârlad, Prut, pe cursurile superioare ale Siretului şi Sucevei şi pe râurile din Dobrogea.

În noiembrie, debite mai mari decât este normal pentru această perioadă vor fi înregistrate doar pe râurile din bazinul Ialomiţei, în timp ce debite mai mici vor fi pe râurile din bazinele hidrografice Vişeu, Iza, Tur, Crasna, Barcău, Crişuri, Arieş, Caraş, Nera, Cerna, Jiu mijlociu şi inferior, Olt inferior, Vedea, Putna, Trotuş şi pe cele din Dobrogea.
Potrivit Institutului Naţional de Hidrologie şi Gospodărire a Apelor, pe râurile din bazinele Bârladului şi Râmnicu Sărat vor fi înregistrate cele mai mici valori ale debitelor, sub 30% din debitele normale lunar.

În decembrie, cele mai mici debite vor fi înregistrate pe râurile din bazinul Oltului inferior şi din bazinele Vedea, Râmnicu Sărat şi Bârlad. Şi pe fluviul Dunărea valorile debitului sunt mediile multianuale lunare.

În a doua jumătate a lunii noiembrie este posibilă apariţia formaţiunilor de gheaţă (gheaţă la mal, pod de gheaţă, zăpoare) în bazinele superioare ale Bistriţei, Mureşului şi Oltului şi pe unele râuri mici din centrul şi nordul ţării, iar în cursul lunii decembrie formaţiunile de gheaţă vor fi mai multe şi mai extinse pe râurile din zona de munte din nordul, estul şi centrul României.

Anul viitor va fi, însă, ceva mai complex decât 2009. Astfel, potrivit directorului Institutului Naţional de Hidrologie şi Gospodărire a Apelor, “anul 2010 va fi unul cu un regim hidrologic normal, cu excepţia perioadei de primăvară, când pot avea loc câteva fenomene extreme”.

Stanciu a spus că în martie ar putea avea loc precipitaţii abundente, urmate de viituri în lunile aprilie-mai şi că seceta din perioada verii următoare va fi cam la acelaşi nivel cu cea din acest an.

Potrivit acestuia, zonele cu risc sunt din estul României (râurile Suceava, Moldova, Prut, Râmnicu Sărat, Putna), precum şi Ialomiţa, Prahova, Oltenia (râurile Olt, Olteţ, Tismana, Motru), unde “nu vor fi afectate grav gospodăriile, dar culturile ar putea suferi de pe urma viiturilor”.

Specialiştii au realizat un scenariu pe termen lung privind evoluţia resurselor de apă inclusiv din România, în contextul schimbărilor climatice, potrivit căruia zonele cele mai expuse reducerii cantităţilor de apă sunt Câmpia Română, zona de est a României (Podişul Moldovei şi al Bârladului), zona de Vest, în special Banatul, precum şi o parte din centru, respectiv Transilvania. Vor fi mai puţin afectate zonele din nordul României şi Carpaţii şi subcarpaţii.

Public-Private Partnerships (PPP, or P3 in US parlance) are all the rage in cybersecurity at the moment. A new report from the Intelligence & National Security Alliance, Addressing Cyber Security Through Public-Private Partnerships: An Analysis of Existing Models [pdf], begins by telling us why:

The internet is a critical infrastructure necessary to the functioning of commerce, government and personal communication and national security. This system is not secure.

Since the nation’s cyber infrastructure is not government owned, a partnership of government, corporate and private stakeholders is required to secure the internet.

This is a fair and balanced paper that has been generally reported as ‘industry must lead the way’. Music to the ears of government perhaps but the report in no way understates the critical role of the state either. Those more versed in the intricacies and delicacies of US corporate politics and policy will no doubt tear strips off it but at least this report comes up with a few concrete recommendations, not least how to kickstart the process envisioned in the US Cyber Policy Review but which has yet to see much progress.

Parsing the report here would take as long as reading the report itself, but it basically proposes a structure that will ensure delivery of their three pillars of cybersecurity capabilities: detection, protection and response. This includes the establishment of an overseeing Cyber Security Panel composed of multiple stakeholders from government, industry and the public, coupled with a Regulatory Body responsible for ensuring standards compliance and with the power to sanction entities who fail to uphold them.  These two bodies form the core of the PPP. Enhanced communications with and between ISPs, suppliers and users (personal and corporate) would further enhance information-sharing and best practice.

The report also pays attention to the privacy issues that invariably arise from PPPs and, whilst stopping short of saying that constitutional rights must be respected, at least notes that concerns must be addressed and ‘may be central to any effort to secure cyberspace’, along with worries about the stifling of innovation. It also proposes that international collaboration is important, although treats it as a bit of a footnote to the main show.

INSA’s chosen government sponsor is the National Protection Programs Directorate (NPPD) of the Department of Homeland Security. This is bound to raise a few eyebrows but the report is careful to reaffirm the importance of legal constraints and privacy rights.

Sensibly, INSA state that their proposals will not be implemented overnight but as a sop to those already bemoaning lack of positive action in this field they propose a ‘time and performance based approach, in which those elements of cyber security on which most agree could be brought to bear first, might provide a sound base for progress’. If they are looking towards Europe for comparable processes, the EU is currently looking at the end of 2010 for getting most of its cybersecurity proposals firmed up and agreed.

The final section deals with how to initiate the PPP framework. First option: an ISP/telecoms-led charter for action, to be presented to potential government sponsors. Second option: a Presidential initiative charging DHS or other agency with  taking the lead. Third option: Congress to establish a separate organisation to take control of the process. I doubt the third will come to pass, the first probably won’t entice industry strongly enough, and the second is currently being argued over in Washington.

Whatever happens, INSA argue, ‘it is crucial that someone take ownership of the problem and begin to address it in systematic manner, through a partnership of all stakeholders.’ I think we can all agree on that.

UK graffiti artist Insa brings to the table his famed high heeled forms on a beautifully styled lounge chair by Ben Rousseau. A great design artifact and a great in-context image.

Alors, je trouve que le design de cette chaise en fibre de verre avec ses lignes douces et épurées réalisée par le créateur anglais  Rousseau est splendide.

Je suis un peu dubitatif quant à la collaboration avec le graphiste / grafeur Insa.

Lorsque nous voyons l’illustration sur son fauteuil, nous pouvons nous demander si Rousseau cherche à être exposé au  prochain salon du Tuning, et non pas dans les salons de design.

Mais Rousseau a surtout un don pour la communication, qui me laisse vraiment croire que sa clientèle est parfois une clientèle fan de Hustler ou pour les plus classe de Playboy.

Mais pourquoi me direz-vous?

Tout simplement parce que cette marque adore mettre dans ces visuels des escort-girls, (euh) des call-girls, (euh pardon) des  playmates souvent dénudées aux lignes pures et aux courbes aussi parfaites que ces produits.

After the Bubble Chair collaboration by INSA and Rousseau, the artist and the brand got together once again to work this time on a lounge chair. The one piece lounger by Rousseau feature INSA’s signature colors and patterns and will be released in the coming weeks.

The Indian National Science Academy (INSA), presently playing a major role through inter Academy Advisory Panel constituted for Department of Science And Technology and involved in expressing the considered opinion of its fellows on major policy issues concerning science and scientists, had, in a recent a brainstorming session on Nutrition Security for India formulated a set of recommendations, which were finalized in the 75th General Body Meeting of the Academy held in NISER Bhubaneswar on October 1, 2009. It was preferred that the NISER should help evolving its implementation strategies.

Along with the General Body Meeting it organized 3 major lectures: (a) Genome Analysis for Genetic Enhancement of Rice by Prof. Akhilesh Tyagi, Director NIPGR New Delhi, (b) Synchrotron Radiation: A Powerful Tool to Probe Matter by Prof D.D Sarma, IACS Kolkata and (c) Plant Watching by Prof. HY Mohan Ram, Former Head Dept of Botany, University of Delhi. These lectures were widely attended by local scientific community and students from nearby institutions.

A recently released INSA document (April 2009) regarding the post school science education programme has been widely accepted by the policy planners, says a press note issued by its Registrar, Abhay K. Naik.

Avantajul principal al biletului la ordin rezidă în faptul că, la scadenţă, biletul la ordin devine titlu excecutoriu.
Biletul la ordin este definit ca fiind acel înscris comercial (titlu de credit) prin care o persoană numită emitent sau subscriitor (debitorul) îşi asumă obligaţia personală şi necondiţionată să plătească pentru respectivul înscris unei alte persoane numite beneficiar (creditor) o anumită sumă de bani, la o dată fixă numită scadenţă şi într-un loc bine determinat.
Legea nr. 58/1934, aşa cum a fost modificată, prevede menţiunile esenţiale pe care trebuie să le cuprindă un bilet la ordin, şi anume:
• denumirea de bilet la ordin;
• data emisiunii;
• scadenţa;
• menţionarea obligaţiei personale şi necondiţionate de a plăti suma de bani;
• numele beneficiarului;
• semnătura subscriitorului sau a emitentului;
• locul de plată.
Spre deosebire de cambie, în biletul la ordin nu figurează numele trasului, deoarece trăgătorul şi trasul se identifică cu persoana emitentului. Tot spre deosebire de cambie, care este creată la iniţiativa creditorului, biletul la ordin este creat la iniţiativa debitorului. Biletul la ordin poate fi transmis prin gir şi poate fi garantat prin aval.
Dar cel mai important lucru este acela că, spre deosebire de ordinul de plată, efectuarea plăţii prin bilet la ordin are un mare avantaj şi anume că, la scadenţă, biletul la ordin devine titlu excecutoriu. Din punct de vedere practic, aceasta înseamnă că dacă debitorul nu şi-a achitat datoria, creditorul poate să treacă la executarea silită a acestuia, eliminându-se faza îndelungată a judecăţii şi obţinerii unei hotărâri definitive care să fie ulterior investită cu formula executorie.

Singura cale de atac împotriva executării biletului la ordin, opoziţia la executare, poate fi intentată potrivit art.62 din Legea nr. 58/ 1934 asupra acestuia în termen de 5 zile de la data primirii somaţiei de executare de către debitor, iar nu de la data comunicării actului de procedură, cum este prevăzut în general.
Cu privire la emiterea biletelor la ordin fără acoperire în cont, se constată că, în cazul în care biletul la ordin nu este emis în condiţiile prevăzute în art. 104 pct. 2 din Legea nr. 58/1934, sunt aplicabile dispoziţiile acestei legi privitoare la gir, scadenţa, plata, acţiunea sau executarea cambială, regres în caz de neplată şi protest, fapta neconstituind infracţiune, ci se situează în domeniul dreptului civil.

În cazul în care, însă, prin emiterea biletului la ordin fără acoperire creditorul este indus în eroare, în scopul obţinerii unui folos material injust şi dacă s-a cauzat acestuia o pagubă, fapta constituie infracţiunea de înşelăciune în convenţii, prevăzută în art. 215 alin. (3) C. pen.
Astfel, Înalta Curte de Casaţie şi Justiţie a stabilit prin decizia nr. 338 din 13 decembrie 2004 că „Emiterea unui bilet la ordin pentru a cărui valorificare la data scadenţei nu există acoperirea necesară nu constituie infracţiune în lipsa unor elemente subiective sau obiective corespunzătoare conţinutului constitutiv al unei fapte penale.
Când beneficiarul este indus sau menţinut în eroare, cu prilejul încheierii sau executării unui contract, prin prezentarea ca fiind adevărat faptul mincinos că există acoperire în cont pentru încasare, în aşa fel încât fără această eroare cel înşelat nu ar fi încheiat sau executat contractul, fapta constituie infracţiunea de înşelăciune prevăzută în art. 215 alin. (3) C. pen“.

Salam ini bisa digunakan untuk menyatakan “selamat, baik pagi, siang, sore ataupun malam”, dan diucapkan di awal perjumpaan pada hari itu. Satu hari cukup sekali saja.untuk teman sejawat atau ke yang lebih rendah bisa hanya dikatakan “ Anyeong”, namun kalau tidak akrab benar tetap digunakan “안녕하세요  ( Annyeong haseyo )”.

-처음 뵙습니다 (cheo eum boepsemnida ) bisa dimaknai ” apa kabar”

-안녕히 주무셨습니까 ( Annyeonghi Jumusyeotseumnikka ) ? ungkapan ” apakah tidur anda  nyenyak..?” ini merupakan pernyataan selamat pagi.

-좋은 아침이에요 ( joheun achimieyo ) ” selamat pagi “.

IV . Salam waktu malam ( 밤에 인사 )

- 안녕히 주무세요 ( Annyeonghi jumuseyo ) adalah ucapan” selamat tidur”.sedangkan bila  diucapkan kepada teman atau seorang yang akrab bisa dengan : - 잘자 ( jalja ) atau 좋은 꿈꿔 ( Joheun kkum kweo ), keduanya juga ungkapan selamat tidur.

V. Salam waktu berpisah ( 헤어질때 인사) :

- 안녕히 가세요 ( Annyeonghi Kaseyo ) ” Selamat jalan “, diucapkan untuk yang akan pergi.

- 안녕히 게세요 ( Annyeonghi Kyeseyo ) ” Selamat tinggal ” orang yang akan pergi kepada orang yang ditinggal.

- 또 뵙겠습니다 ( ddo bwepkessemnida ) atau ” Sampai jumpa lagi “. Atau yang lebih familiar boleh pakai 또 만나요 ( ddo mannayo ) .

VI. Salam waktu keluar rumah ( 외출 할때 )

- 다녀 오겠습니다 ( Danyeo ogessemnida ) ini adalah ungkapan untuk berpamitan. Atau informalnya bisa 갔다 울게요 ( katda ulgeyo ).

- 다녀 왔습니다 ( Danyeo wasemnida ) adalah ucapan ketika sampai dirumah. sedang yang di pamiti biasanya mengatakan :

- 다녀 오세요 ( Danyeo oseyo ) atau 잘 갔다 왔어요 ( jal katda wasseyo ) .

INSA and House of Bias return with a sophmore collection of leggings. So far, we only have a few looks, but already they’ve blown me away. I love the purple leggings. Stay tuned for more info.
