QANTAS will increase international airfares by up 5 per cent this week, offering further evidence that the recent run of exceptionally cheap air fares is ending.

In its first international fare increase since June last year, Qantas will raise first-class and business-class fares by 3 per cent on Friday. The increases will affect popular routes such as Britain, Europe, Singapore and Hong Kong but not the hotly contested routes to the US, reports The Australian.

Premium economy and economy tickets will rise by 5 per cent, reflecting the relative strength of the leisure markets as travellers responded to the cheaper airfares and a high Australian dollar. These increases apply to wider range of destinations that include North America.

“Qantas reviews pricing continuously on all routes, taking into account demand and capacity, competitor actions and business performance,” a Qantas spokeswoman said.

Qantas has already been successful in raising domestic airfares by 5-10 per cent and desperately needs to get international fares up to improve yields, which in October were 24 per cent down on the previous year.

Qantas will test the water to see whether the increases affect passenger loads and whether competitors match them.

But even if the new fares stick, increased competition and continuing market softness is unlikely to see ticket prices return to previous high levels any time soon.

Statistics from international child abduction charity suggest that international child abductions within the family have increased by 87% since 1995. The reasons for this may be many, but it is believed that a variety of factors have made international travel and residence much easier for most people. Reasons for this increase likely include:

• A rise in the number of parents who break up with each other, including through divorce.
• A rise in the number of people marrying foreign nationals (meaning that these partners will become parents with origins and possibly residences in other countries).
• Cheaper international travel options, which allows more parents to purchase passage for themselves and their children to other countries.
• Greater familiarity with immigration laws, which means that more people are aware of where and how they can work in other countries, particularly those in the European Union.

How Can Parents Guard their Children Against an International Abduction?

There are many things that a guardian parent can do to prevent their ex-partner from taking their children across international boundaries. Guardian parents can:

• Obtain a court order as to the custody or residence of their children. If the child ordinarily resides in a specific country or was abducted from that country, a court order is necessary for it to be considered an abduction.
• Prevent passports from being issued for their children. You will likely need an order of the court as well as this request in writing.
• Tell the police of your suspicions.
• Request a Port Warning or Port Alert in urgent/imminent circumstances. Only the police are able to issue such an alert, and only when there is good reason to believe that the child may be taken out of the country.
• Contact a solicitor  to discuss their personal situation and transmit this information to the partner they believe may be thinking of abducting their children.

Child abduction within the family is a crime much like any other type of child abduction. If you fear that your child may be abducted by another family member, take necessary precautions to keep him/her safe, and if the worst does happen report the abduction immediately. Don’t hesitate, or you may regret the wait later.

Health, Safety, Environment atau HSE atau manajemen Kesehatan dan Keamanan, Lindungan dan Lingkungan alias K3LL tak bisa ditawar-tawar lagi harus dipenuhi oleh perusahaan migas seperti juga Pertamina. Terlebih perusahaan ini mau memperkuat diri sebagai National Oil Company (NOC). NOC atau juga International Oil Company (IOC) sama-sama memiliki kewajiban menerapkan manajemen HSE.

NOC sebagai BUMN dan IOC sebagai perusahaan swasta tidak ada bedanya dalam urusan kewajiban memperhatikan HSE. Yang menjadi fokus adalah bagaimana manajemen implementasi HSE harus sesuai standar perusahaan kelas dunia. Tak ada lagi cerita ketika menghitung anggaran dan harus menghemat, berefisien, lalu pos anggaran HSE dipangkas, dikalahkan. Tak ada lagi cerita, dan tak boleh lagi ada cerita seperti itu.

Dalam sebuah milis migas disebutkan, HSE merupakan salah satu bagian dari manajemen sebuah perusahaan, selain manajemen-manajemen bidang lain. Biasanya manajemen HSE dipimpin oleh seorang manajer HSE yang bertugas merencanakan,melaksanakan, dan mengendalikan seluruh program HSE.

Program HSE disesuaikan dengan tingkat risiko dari masing-masing bidang pekerjaan. Misalnya HSE Konstruksi akan berbeda dengan HSE Pertambangan, dan akan berbeda pula dengan HSE Migas. Selain itu apa yang diterapkan di suatu negara berbeda standarnya dengan standar HSE di negara lain. Seorang anggota milis bernama Bobby menjelaskan, bahwa di Inggris ada lembaga HSE Offshore, HSE Diving.

Sementara di Norway sendiri saat ini ada PSA (Petroleum Safety Authority) yang mengatur tentang safety legislation di dunia migas Norway. Sementara di AS ada beberapa departemen, seperti MMS di bawah Departemen of the Interior, OSHA (Occupational Safety & Health Administration) di bawah Departemen of Labour, juga ada MSEP (Marine Safety & Enviromental Protection), EPA (Environmental Protection Agency), dan lain-lain.

Di Kanada – masih menurut penjelasan Bobby – yang berkaitan dengan perminyakan lebih bersifat provinsi. Misalnya ada CNOPB (Canadian Newfoundland Offshore Petroleum Board) untuk provinsi Newfoundland. Lalu ada CNSOPB (Nova Scotia). Walaupun begitu lembaga-lembaga HSE provinsi itu harus mentaati federal regulation Pemerintah Kanada.

Meskipun beragam standar, tetapi kebanyakan lembaga-lembaga ini tetap berpatok pada guideline yang dibuat atau disepakati oleh organisasi internasional seperti ILO, IMO, ISO, IMCA, dan lain-lain.

Anggota milis lain bernama Nanang Jamil menjelaskan, dalam penerapan HSE perlu mengadopsi beberapa standar. Untuk migas, beberapa standar tentang HSE yang dipakai adalah: • API RP 750 tentang Process Safety Management

• OSHA CPR 119.10.110 tentang Process Safety Manajement
• OHSAS 18001 tentang Occupational Health and Safety
• Kepmenaker tentang SMK3
• NFPA atau National Fire Protection Association
• NEC atau National Electrical Code
• LSC atau Life Safety Code
• ISO 14001 untuk sistem manajemen lingkungan.

Menurut penjelasan Nanang Jamil HSE di beberapa perusahaan telah berkembang, menjadi HSES atau Health, Safety, Environment, and Security. Ada juga yang menjadi QHSE dengan penambahan Q atau quality, dan ada juga yang lebih lengkap QHSES dengan memasukkan unsur keamanan (security) dan mutu (quality). Kita setuju dengan ungkapan anggota milis bernama Dirman Artib yang menekankan bahwa HSE distrukturkan secara sistematis sebagai sebuah sistem manajemen organisasi untuk mencapai tujuan, sasaran, dan visinya dalam aspek keselamatan dan kesehatan kerja, serta lindungan lingkungan.

The Jammu and Kashmir (J&K) Administration, in collaboration with NGOs and other agencies, will organize a massive awareness programme in different parts of the districts of J&K to motivate the people against the ill effects of drug abuse on International Day against Drug Abuse and Illicit Trafficking, to be observed on June 26, 2009.

To finalize the various arrangements for the observance of the day, a meeting of officers of Line Departments was held here on Tuesday. The officers said at the meeting that a massive campaign would be aimed at raising awareness of the major problems that illicit drugs represent to society and especially to young people and added that the goal of the campaign should be to inspire the people and mobilize their support for drug control.

During the meeting, it was decided that all district hospitals, and all primary health centres existing in different blocks of the districts would hold awareness camps to educate the masses about the drug abuse. Besides, a public motivation and educative camp would also be organized alongside National Highway.

The Chemist Association and Rotary Club would provide written banners highlighting various slogans against drug abuse and would be displayed at prominent places for the awareness of the common masses. The Red Cross Society, would educate the people about the dreaded effects of use of drugs through printed pamphlets on the day, the meeting decided. A rally of school children would also be organized at Kud for general awareness of people.

Among others, Chief Planning Officer, Presidents of Chemist Associations and Rotary Club, , District Immunization Officers, Assistant Controller, Drugs, District Education Planning Officers and Secretary, Red Cross Society were also present.

Dubai: Kuwait’s budget carrier Jazeera Airways will stop serving several of its international destinations directly out of Dubai due to “regulatory restrictions”, weakening its second hub considerably.

Jazeera will no longer operate flights to Delhi, Mumbai, Sana’a and Salalah non-stop from Dubai starting June. People using Jazeera to travel to these destinations from the UAE will have to go via Kuwait.

The regulatory changes also mean that services to southern Indian city Kochi and Sudanese capital Khartoum will not be available from June, the airline has said. Chief executive officer Andrew Cowen said Kochi is being taken off the network because of the “high cost of operating the route”.

“We would prefer to continue to offer non-stop services to many destinations from Dubai but unfortunately regulatory changes in the UAE have meant that it is no longer economical for us to do so,” a spokesman told Gulf News yesterday.

Asked if the changes mean the end of Dubai as the Kuwaiti low-fare carrier’s second hub, the spokesman said: “Of course not, from June 1 Jazeera will still have eight daily departures from Dubai to Kuwait and Bahrain, both served non-stop and we will offer tens of short and convenient connections via Kuwait. What the regulations did do, however, [was] they changed our business model in Dubai and we are now adapting to it.”

The Dubai government had granted permission to Jazeera in early 2007 to use the city as a hub for its international flights.

Jazeera said it is redirecting some flights that are now served non-stop from Dubai “due to changes in UAE regulation that restrict directional 5th freedom flying rights.”

The “fifth freedom” of air allows an airline to carry traffic between a second and a third country.

Jazeera was the only budget airline to use Dubai as a hub and operated from Terminal 1.

flydubai, the low-fare airline launched by Dubai, will be based at the refurbished Terminal 2 and will start operations from June with flights to Beirut followed by Amman, Damascus and Alexandria within days.

Budget airlines are gaining passengers as people increasingly opt for low fares in the economic downturn.

Airlines such as Jazeera and Sharjah-based Air Arabia, the region’s largest low-fare carrier, are adding new routes and expanding fleet.

Marwan Boodai, Jazeera’s chairman, said recently that the airline will increase its capacity by 51 per cent in 2009. It flies to 25 destinations with a fleet of eight aircraft and is receiving two more A320s soon. Jazeera has flown 3.7 million passengers in its three years of operations.

We are pleased to inform that the Helsinki Foundation for Human Rights is organizing the 20th International Summer School on Human Rights. The School will be held in Warsaw-Miedzeszyn, Poland, between 20 and 27 June 2009.

The School is intended for human rights activists, university teachers and representatives of institutions from all levels of public administration dealing with human rights issues from Central, Eastern European and CIS countries. We regret to inform you that our offer is limited only to those who have not yet participated in our Summer or Winter Schools. The program is open to university graduates or final-year university students. Our program combines lectures and workshops on the historical and philosophical background of human rights, domestic and international systems of human rights protection as well as the applicability of rights of primary importance (see programme attached). The lectures will be given by renowned professors, university teachers and experts in the field of human rights and international law. English and Russian are the working languages of our Summer School.

Participants (65 people in total) will be chosen by a selection committee on a competitive basis. Out of 65 participants, 30 can attend the School free of charge (organizers will cover accommodation in double rooms and meals during the course).

The other 35 people may participate in the School under the condition that they cover expenses themselves (please see the application form).

Lectures and workshops, translation of classes, educational materials, medical insurance while on the territory of Poland are free of charge to all participants provided that they attend all classes.

Travel costs, visa expenses, accommodation and meals during travel will not be covered.

Participants may try to obtain a grant from the Helsinki Foundation for Human Rights for the partial reimbursement of travel costs to Poland, if necessary.

Haile wasn’t successful during the Olympics games but he smashed the World Marathon Record afterwards. First take on the Art Deco Exhibition at NGV International, Melbourne, opened to members only today.

The Melbourne Winter Masterpieces exhibitions have been hugely successful for the National Gallery of Victoria in Melbourne.

Art Deco will be no exception. My special preview today, indicated the ambitious scope of this focussed exhibition using content primarily from the Victoria & Albert Museum, London.

The exhibition is curated to attempt to tie together the multiple threads of Austrian design movements, Oriental design, primitivism, Communist design, Italian Futurism, French Cubism, World War I, Fauvism and Modernism, as well as the New York Gilded Age, into a narrative defining art deco. Needless to say, this is not simple.

Some of the most impressive exhibits are the Art deco furniture, jewellery, installed foyer from the Strand Palace Hotel. My personal favorites were the highly streamlined cars, which I won’t spoil for you.

The exhibition, if you are in Melbourne or Australia, is definitely worth a visit. If it has a flaw, perhaps it overemphasized Art Deco’s roots in Orientalism and primitivism, and under emphasized the importance of the smooth flowing lines of the machine, to the Art Deco movement.

Interestingly, in relation to my writing in the Global Innovation Review 2007, Vienna and Paris are tremedously important in the Art Deco movement with other cities such as New York and London.

I will cover the exhibition in more considered depth for my work, but needless to say it was thoroughly enjoyable. I recall Art Deco, and my fascination with it both as a designer, and in the distant past in University in Tasmania.

The exhibition opens to the public tomorrow until 5th October 2008, leaving plenty of time to see the exhibition at NGV International St Kilda Rd, Melbourne.

Go and see it. You will enjoy it. I’ll return, despite the fact I have seen in person numerous Art Deco and related pieces in original contexts in Paris, London, New York, Vienna, around Australia, and globally in many places. Some elements are still visible overseas in their original context.

But there’s a narrative here, in one place, and even if I personally don’t entirely agree with the story, it is visually spectacular, making it well worth a visit.

Ce numim Politica Internationala?

Politica Internationala, se defineste, in sens larg, ca fiind, suma relatiilor dintre state.

Ceea ce trebuie remarcat la acest termen este. faptul ca defineste relatiile intre state din toate punctele de vedere; incluzand aici politica economica si sociala, pe care unii dintre cei ce utilizeaza acest termen le omit cand fac referire la acest concept.

Multi dintre analistii politici rezuma aria de acoperire a acestui termen la definirea politicii de expansiune sau de control, un exemplu in acest sens fiind asa numita “politica de ingradire”, practicata de statele unite in perioada razboiului rece. In acel moment aceasta “politica” avea ca scop marginalizarea URSS-ului in spatiul european, dar si mondial, cum s-a dovedit in binecunoscutul razboi din Vietnam.

Politica internationala este “marul discodiei” intre nationalistii din diferite state, care isi bazeaza filosofia politica pe o bunastare a lor ca natie intr-un spatiu delimitat care le apartine de drept, si care poate fi guvernat in mod democratic sau nu (!); si organismele internationale create in scopul cooperarii intre state pe baza unor reglementari care de multe ori se dovedesc un compromis intre interesele nationale ale statelor semnatare.

SUA a facut publica impresia (personala!), despre rolul de a-si extinde sfera de influenta ideologica asupra tuturor statelor lumii. Presedintii Americani, incepand cu Wilson, au dat acestei idei, numele de “misiune universala a Americii”

Timp de multe generatii, aceasta idee era piatra de temelie care monta opinia publica Americana intr-o pozitie favorabila guvernarii, mai ales in momentele cand cetateanul american critica politica externa a Presedintelui si/sau a Guvernului.

Aceasta idee utopica wilsoniana si-a pierdut grandoarea odata cu esecul American in Vietnam, rasturnandu-se mitul conform caruia, singura forma de guvernamant cu adevarat pozitiva pentru un stat, este forma de guvernamant democrata, si in special forma democratiei Americane.

America si-a bazat de-a lungul secolelor, politica de securitate pe existanta Oceanului, care avea sa tina departe tendintele de opresiune ale unui stat european, oricare ar fi fost acesta. Aceasta filosofie, s-a dovedit a nu mai fi valabila odata cu evolutia conflictelor europene spre ceea ce s-a numit, primul razboi mondial.

Totusi, America, odata cu castigarea independentei de sub Coroana Engleza, a cautat in mod expres sa isi diferentieze politica de cea a statelor europene, in special de cea a Marii Britanii.

E drept ca America a avut pentru sine numai ganduri bune, dar este grasit mirajul in care s-au adancit conducatorii americani, cand au sustinut cu incredere aplicarea politicii lor in statele europene, dupa sute de ani de diferentieri majore. Este ca si cum ai pune un urs al zilelor noastre sa vaneze un mamut al preistoriei.

Politica de securitate a europei pana la primul razboi mondial, a fost una a aliantelor defensive (echilibrul puterii). America a adus, odata cu implicarea ei in politica europeana, doctrina securitatii colective, ceea ce presupunea constituirea de blocuri militare permanente in vederea mentinerii pacii. Acest mod de abordare a dus la crearea a doi poli de putere, separati puternic datorita viziunii asupra lumii si a filosofiei administrative, pe de o parte America – parintele Democratiei, iar pe de alta parte URSS – parintele Marxism-Leninismului.

Fiecare dintre acesti doi poli avea convingerea, cel putin oficiala, ca sistemul sau politic era cel mai potrivit pentru a fi aplicat la scara globala. Nu au existat expuneri alea dorintei de aplicare ale idealurilor bolsevice la scara planetara, dar s-a putut observa aceasta din inflacararea cu care se angaja URSS in acapararea de noi teritorii. America anuntase de mult ca politica ei trebuie sa fie universal valabila.

Incepand cu primul razboi mondial, statele “mici” si-au bazat securitatea pe relatia cu unul dintre acesti doi mastodonti ai politicii internationale, sau uneori, pe jonglarea intre aceste doua puteri. Un exemplu in acest sens este Germania lui Bismark, care jongla intre Rusia si SUA, reusind sa isi asmuta adversarii unii impotriva altora, si in final reusind sa unifice Germania, sub patronajul Prusiei.

Diferentele dintre sistemul democratic american, care presupunea libertate de exprimare si economie de piata, si sistemul bolsevic rus, care presupunea centralizarea resurselor si cenzura, au fost un avantaj pentru america in celorlalte state independente, ale caror conduceri constientizau ca libertatea lor atarna de capacitatea de integrare si mentinere intr-o alianta cu SUA.

Rusia isi baza increderea in acest concurs de acaparare, pe, pozitia s-a geografica si resursele naturale de care dispunea, si de care nu a ezitat sa profite in timp, sub forma crearii unei dependente economice a statelor mici, pe care le transforma in sateliti ai imperiului, daca nu ii integra in mod efectiv in imperiu.

America, se baza pe capacitatea tehnologica superioara fata de cea a statelor europei, cu care a reusit sa trezeasca interesul sefilor de guverne ale micilor state, abia iesite dintr-un razboi, pe care vroiau sa-l faca de neconceput in viitor.

Rusia isi pastrase trupele pe teritoriile statelor pe care le eliberase in timpul primului razboi, declarandule pe acestea, state integrate alea Uniunii Sovietice, sau, daca nu, sateliti.

America facea demersuri diplomatice in vederea crearii unei dependente a aliatelor sale de razboi, si avea un discurs care promova idei ale libertatii si egalitatii intre oameni si popoare, fapt ce i-a inlesnit calea catre o manipulare a statelor mici, fara sa utilizeze forta.

Dupa primul razboi mondial, s-a intensificat, asa numitul “razboi diplomatic”, creat si sustinut, de politica rascumpararii aliatilor pentru pierderile de razboi, plus interese geopolitice, cum a fost Coridorul Polonez.

Teama de o germanie refacuta, a amintit parca marilor puteri, tendinta statelor nationale de a pune in fata intereseului colectiv, interesul propriu. Temerile s-au dovedit afi justificate.

Odata cu venirea la putere a lui Hitler, Germania si-a inceput programul de consolidare a fortelor pe baza nationalismului alimentat ideologic de doctrina nazista, care proclama natiunea germana ca fiind superiora tuturor celorlalte, si indreptatita sa supuna popoarele lumii in beneficiul propriu.

A urmat remilitarizarea Rinului si atacul asupra Poloniei care a fost impartita de Germania cu Rusia; America, Anglia si Franta, nu au luat nici o masura impotriva acestor actiuni, demonstrand astfel ca principiul primarii interesului propriu in fata celui colectiv, se aplica si celor mai increzatoare natiuni, deci implicit, este un concept universal aplicabil.

Grandomania lui Hitler a transformat ceea ce se anuntase a fi un atac rapid, intr-un razboi de uzura extins la scara mondiala si care a secatuit resursele tuturor statelor lumii.

La finalul razboiului, America si URSS si-au impartit sferele de influenta in lume.

Totusi, discrepanta dintre ideologia democrata – Americana si cea comunista – Rusa, a dus la continuarea acestui razboi sub forma asa numitului “Razboi Rece”.

Aceasta reverberatie a celui de-al doilea razboi mondial, s-a manifestat mai mult in spatele usilor inchise, intre diplomatii, si intre serviciile de spionaj. Ceea ce a incins spiritele in aceasta confruntare “rece” a super-puterilor, a fost crearea de catre SUA, a armei nucleare, care s-a dovedit garantia ei, in privinta, cel putin a granitelor proprii.

Cata vreme, America era singurul stat ce detinea arma atomica, au existat o serie de temeri, ale rusiei in special, in privinta puterii Capitaliste.

Prin contrast, odata cu dezvoltarea arsenalului nuclear de catre Rusia, temerile s-au diminuat. Si America si Rusia judecand despre cealalta, ca nu va risca un holocaust nuclear din dorinta de a domina spatiul celeilalte.

Din acest moment, urmeaza o politica de concilieri si compromisuri, intre cele doua grupuri dominante.

Rusia profita de limitele sferei de influenta a SUA si a aliatilor sai, pentru a-si extinde dominatia in Vietnam, Laos si Cambodgia dar si a Chinei.

Conducatorii Americii, vad in aceste actiuni, semnalul unei viitoare campanii de supunere a intregii umanitati; din acest motiv, se hotaresc sa convinga opinia publica Americana, dar si pe aliatii lor, de necesitatea unei interventii in Vietnam, cu scopul de a stavili expansionismul rusesc. Se construiesc strategii propagandistice: America anunta public, presupusul dar aproape sigurul pericol pe care il reprezenta ocuparea Vietnamului de Sud de catre armata rosie. Se prezinta problema ca afectand direct securitatea Statelor Unite, desi distanta era considerabila intre teatrul de operatii din Vietnam si teritoriul propriu zis al SUA.

In prima faza a interventiei sale in Indochina, SUA, a incercat sa rezolve problemele dintre Nord si Sud, in maniera diplomatica, marind numarul functionarilor ambasadei SUA din Vietnam si intensificand sesiunile de intalniri diplomatice.

America a incercat sa aplice propriile principii democratice unei lumi ce se caracteriza prin atitudinea (in fata ofertei SUA) prea nationalista si acsata mai mult pe rezolvarea conflictelor diplomatice in maniera militara decat pe rezolvarea conflictelor militare in maniera diplomatica, ceea ce era exact inversul formei de abordare americane. Prin urmare, SUA s-a vazut nevoita sa recurga la putere militara pentru a se impune in Vietnam, dar si acest mod de abordare avea sa prezinte dificultati.

Trupele Aliate mobilizate in sprijinul Vietnamului de Sud, s-au vazut antrenate intr-un razboi de gherila, cu care nu mai luasera contact pana atunci in europa, ele fiind obisnuite cu razboiul de pozitii in care se bazau in mare parte pe puterea tehnologica superioara.

Dupa ani de lupte si pierderi masive in spatial Vietnamez, trupele americane se retrag, sub administratia lui Nixon, dupa o infrangere care avea sa le coste insusi prestigiul de stat misionar al valorilor democratice si moralitatii politice in intreaga lume.

Criticii sustin ca, americanii nu au facut o apreciere corecta intre filosofia politica Americana, spatiul si timpul la care se raportau, si ideile wilsoniene pe baza carora isi sprijineau interventia in Vietnam.

In America itself, the number of bulimics would fall within the range of 2%-6%. Percentage wise, this may seem to be a small number. However, if you translate that to the actual amount, it can add up to quite a big number.
