Il passaggio alla tecnologia digitale della televisione italiana. Verrebbe da dire finalmente!!! Finalmente niente problemi di canali che si vedono male (in digitale la tv o si vede o non si vede), finalmente può aumentare il numero di canali e il numero di operatori che <em>fanno </em> televisione. Finalmente … ma sarà proprio così? Personalmente ne dubito. Il problema ovviamente non va individuato nella volontà che i legislatori hanno espresso di passare al digitale ma nel modo in cui hanno scelto di farlo! La ormai famosa tecnologia DVB-T (Digital Video Broadcasting – Terrestrial) non sembra essere la più adeguata o addirittura la più evoluta. Vediamo perché. La tecnologia digitale terrestre si basa sulla distribuzione del segnale sempre via etere con la differenza rispetto alla tv tradizionale che il segnale emesso è digitale. Questa scelta sta richiedendo tempi lunghissimi per la copertura di tutta la penisola italiana e costi non indifferenti. Le zone montuose infatti risultano ancora oggi non raggiungibili dal segnale digitale (la RAI infatti sta già pensando a soluzioni alternative) a causa degli ostacoli <em>montuosi </em>che il segnale incontra.<br />
Altri problemi riguardano la gestione delle frequenze. Con questa tecnologia su ogni frequenza si possono trasmettere cinque canali televisivi con conseguente aumento del numero dei canali televisivi disponibili. Questo, nelle intenzioni del legislatore, doveva produrre uno spazio tale da poter garantire a nuovi soggetti di <em>fare</em> televisione, aumentando in questo modo il pluralismo del sistema televisivo italiano (attualmente un po’ scarseggiante!). Ciò che invece si è concretamente verificato è l’ennesima conferma della situazione duo polistica della televisione italiana dove RAI e MEDIASET la fanno da padroni.<br />
Almeno adesso abbiamo una gamma di canali disponibili maggiore e soprattutto c’è il bellissimo servizio di interattività … è vero? Personalmente non mi risulta! I canali in più presenti sono pochissimi e di basso livello. Per trovare altri canali interessanti bisogna andare sulla tv a pagamento di mediaset premium o di dahlia tv. Tutto ciò alimenterebbe il dubbio che creare il digitale terrestre sia stato un modo per arginare SKY, l’unica forma di tv a pagamento presente in Italia fino a quel momento. Ma tralasciamo questo aspetto per parlare dell’interattività. L’interattività rappresenta un modo attraverso cui (in linea teorica) ogni cittadino può trasmettere un feedback alle istituzioni, ai broadcaster e a tutti i soggetti che attivano iniziative tramite DVB-T. In alcune regioni come il Piemonte ci hanno provato ma la realtà è che questo tipo di servizi è destinato a morire. Quanti di voi hanno il decoder collegato alla rete telefonica? E quanti decoder hanno una velocità adeguata per utilizzi diversi da quelli televisivi? Direi pochi per non dire nessuno. Bene, questo è il reale valore del tanto osannato canale di ritorno!<br />
Fino ad ora ho fatto una breve esposizione di quello che vuol dire passare al digitale (terrestre) in Italia. Tuttavia proprio l’altro giorno si scopre (fonte Repubblica) che i principali broadcaster stanno pensando di trasmettere tramite la rete. Addirittura si crede che si possano sviluppare nuovi decoder collegabili alla linea ADSL come alternativa all’utilizzo del pc per fruire della televisione. In pratica sta nascendo la IP-TV ovvero la televisione trasmessa tramite protocollo IP (quello di internet). La IP-TV è in realtà la forma, a mio avviso, più idonea di digitalizzazione della tv; è più facile coprire il territorio di servizi di rete adeguati (inoltre la maggior parte dell’Italia è già raggiunta da linea ADSL), costa meno allo stato, e forse potrebbe garantire maggiore accesso reale a nuovi soggetti produttori di televisione. In ogni caso sappiamo benissimo che internet attualmente è in continua evoluzione. Internet rappresenta senza dubbio il futuro (nel bene e nel male) ed è quindi giusto che la tv, come un po’ tutti i media, guardino in quella direzione. Mi sorge solo un dubbio: cosa ne faremo di tutti quei decoder DVB-T che ci hanno fatto comprare?</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><a href="http://11tech.wordpress.com/files/2009/09/fernseher.jpg"><img class="alignright size-medium wp-image-6001" title="fernseher" src="http://11tech.wordpress.com/files/2009/09/fernseher.jpg?w=300" alt="fernseher" width="300" height="266" /></a>Das Intel Developer Forum ist ja immer eine schöne Gelegenheit für den Chip-Hersteller, sich mal wieder kräftig aus dem Fenster zu lehnen (schließlich bezahlt er den Spaß ja auch), und so hat Justin Rattner, seines Zeichens Chief Technology Officer des Unternehmens, auch mal wiedre kräftig ins Visionentöpfchen gelangt und ausgeteilt.</p>
<p>Seine Prophezeiung: Internet wird Fernsehen (im wesentlichen) und zwar bis 2013.<!--more-->Um den Trend zum Bewegtbild zu untermauern, hat Rattner gegenüber der BBC beeindruckende Zahlen  herunter<span style="text-decoration:line-through;">gerattnert</span>gerattert: Bis 2015 soll es mehr als 12 Milliarden Geräte geben, die 500 Milliarden Stunden TV- und Video-Content abrufen können.</p>
<p>Moment, mögen da die Gutaufpasser einwenden, im Moment hat es doch gerade nur knapp 7 Milliarden Menschen auf dem Planeten, und davon leben doch etliche in Schwellen- und Entwicklungsländern &#8230;</p>
<p>Doch Gemach: Nach dem Willen von Intel soll ja der Teil der Menschheit, der regelmäßigen, geordneten Zugang zum Internet hat, deutlich mehr als ein Gerät besitzen, das ihm diese Bilderflut beschert. Hat mit dem Fernseher geklappt, hat in vielen Ländern schon mit dem Handy geklappt, und wird so wohl auch mit den zahlreichen neuen Geräten so geschehen, die ganz klar mit Wunderwerken wie dem Atom CE4100 System-on-a-Chip ausgerüstet sind, das Internet-Inhalte auf Digital-Fernsehern, DVD-Playern und Set-Top-Boxen zugänglich machen soll.</p>
<p>Bereits 2013 sollen laut Intel 90% des IP-Traffic Video sein, und 60% aller konsumierten Videomaterialien werden über IP-Netzwerke abgerufen. Was beeindruckend klingt, aber noch nicht den TV-Endsieg darstellt: Schließlich sind Text und Bild deutlich weniger datenintensiv als Bewegtbilder.</p>
<p>Dass man dann aber die Rundumbedröhnung mit dem Schwachsinn zu erwarten hätte, der einem jetzt schon das Fernsehen verleidet, befürchtet man bei Intel nicht: Die Content-Industrie müsse und werde ganz neue Formate entwickeln, die den persönlichen Vorlieben der Zuschauer Rechnung tragen müssten. Warum fühlt man sich da nur an den guten alten Helmut Thoma erinnert, der einst &#8211; zum Thema interaktives Fernsehen befragt &#8211; mitteilte, das gebe es doch schon. <p><img class="alignleft size-medium wp-image-4649" title="toro_cant_hear" src="http://efhbos.wordpress.com/files/2009/09/toro_cant_hear.jpg?w=300" alt="toro_cant_hear" width="300" height="216" />Μόλις τέσσερις αγώνες  μετά την έναρξη του ελληνικού πρωταθλήματος  είναι πλέον εμφανές ότι φέτος κάτι συμβαίνει στο ελληνικό ποδόσφαιρο.  Ήδη κάποιοι  έχουν αρχίσει να το σχολιάζουν  σε σωστή ή σε λάθος βάση καθώς ακόμα τα στοιχεία δεν είναι επαρκή για να βγει το τελικό συμπέρασμα.</p>
<p> Όπως και σε πολλές άλλες περιπτώσεις σε αυτή τη ζωή για να βγάλουμε συμπέρασμα σε ένα νεφελώδες τοπίο θα πρέπει να ακολουθήσουμε την αμερικανική παροιμία που μας προτρέπει να ακολουθήσουμε το χρήμα (follow the money).</p>
<p> ‘Oπως έχουμε αναφέρει και στο παρελθόν στο ελληνικό πρωτάθλημα συμβαίνει μια παγκόσμια πρωτοτυπία η οποία έρχεται σε καταφανή αντίθεση τόσο με τα χρηστά ήθη όσο και με το fair play. Μια από τις μεγαλύτερες εταιρείες της χώρας η COSMOTE είναι ταυτόχρονα χορηγός σε 5 από τις 16 ομάδες που συμμετέχουν στο πρωτάθλημα!</p>
<p>Πιο συγκεκριμένα  όπως μπορεί να διαπιστώσει ο οποιοσδήποτε κάνοντας μια απλή περιήγηση  στις ιστοσελίδες των ομάδων της Superleague η θυγατρική  του Ο.Τ.Ε.  είναι χορηγός στην ομάδα του Άρη,  του  Ατρόμητου, της Λάρισας, της ΑΕΚ  και φυσικά του Παναθηναϊκού. Αξίζει να σημειωθεί ότι η συγκεκριμένη εταιρεία απέφυγε να ανακοινώσει το ύψος των χορηγιών αυτών ενισχύοντας έτσι την παραφιλολογία γύρω από την σκοπιμότητα τους. Είναι προφανές ότι η COSMOTE  είναι πασίγνωστη στο πανελλήνιο καθώς αποτελεί την πρώτη εταιρία κινητής τηλεφωνίας  στην Ελλάδα και συνεπώς δεν έχει καμία ανάγκη περαιτέρω προβολής και μάλιστα μέσω 5 ελληνικών ποδοσφαιρικών ομάδων.</p>
<p> Γιατί λοιπόν η εταιρία ξοδεύει ένα απροσδιόριστο ποσό χρημάτων προς αυτή την κατεύθυνση και μάλιστα σε χαλεπούς καιρούς ;</p>
<p>Η συγκεκριμένη ερώτηση αποκτά περισσότερη βαρύτητα καθώς οι συγκεκριμένες αυτές ομάδες  έχουν εκχωρήσει τα τηλεοπτικά τους δικαιώματα στην ανταγωνίστρια Forthnet (NOVA)  της μητρικής εταιρίας της COSMOTE  που δεν  είναι άλλη από τον Ο.Τ.Ε. ο οποίος προσπαθεί να λανσάρει στην αγορά το δικό του πακέτο ip-Tv το οποίο προς το παρόν μεταδίδει μόνο παιχνίδια του εξωτερικού γεγονός που καθιστά αδύνατη την απόκτηση οποιουδήποτε σημαντικού μεριδίου αγοράς. Έχουμε δηλαδή και δεύτερη παγκόσμια πρωτοτυπία στη συγκεκριμένη περίπτωση όπου θυγατρική εταιρία ενισχύει με χρήματα ομάδες οι οποίες ενισχύουν ανταγωνιστική εταιρία της μητρικής και μάλιστα στο ίδιο προϊόν (μεταδόσεις αγώνων ποδοσφαίρου). Ένα ενδιαφέρον ερώτημα στο οποίο κάποια στιγμή θα έπρεπε να απαντήσει ίσως η διοίκηση του Ο.Τ.Ε.</p>
<p> </p>
<p>Κάποιοι κακεντρεχείς παρατηρητές θέλουν να πιστεύουν ότι οι χορηγίες αυτές έχουν σκοπό να ενισχύσουν την προσπάθεια πτώσης της 14χρονης κόκκινης αυτοκρατορίας στο ελληνικό πρωτάθλημα . Κατά διαβολική σύμπτωση προς αυτή την κατεύθυνση συνηγορεί και η εξαιρετικά χλιαρή αντίδραση της ομάδας του Άρη μιας δηλαδή εκ των πέντε ομάδων που χορηγούνται από την COSMOTE  στην περίφημη φάση του πέναλτι της προ περασμένης αγωνιστικής με αντίπαλο τον Παναθηναϊκό. Υπ&#8217; αυτό το πρίσμα παρουσιάζει εξαιρετικό ενδιαφέρον το προσεχές ντέρμπι μεταξύ του Παναθηναϊκού και της ΑΕΚ όπου μετά την τρελή πορεία του αντίπαλου δέους σε Ευρώπη και Ελλάδα η νίκη του Παναθηναϊκού καθίσταται επιτακτική αν θέλει να διατηρήσει στο ελάχιστο τις ελπίδες του για την κατάκτηση  του  πρωταθλήματος μετά από αρκετά χρόνια. Ίσως όλα αυτά να είναι ατυχείς συμπτώσεις και τα περί του αντιθέτου λεγόμενα να αποτελούν κακοήθη σχόλια των αντιπάλων. Ίσως επίσης ο διορισμός ως παρατηρητή  στο επικείμενο ντέρμπι του κ. Δούρου να είναι επίσης μια ακόμα άτυχη σύμπτωση. Ίσως πάλι και όχι…</p>

I am a customer of Comhem and paying way too much for that. Problem is. If I switch to Telia I would have to have IP TV and my tv box isn&#8217;t compatible with that. Of course you get a new box from Telia. But here&#8217;s the problem. They don&#8217;t have TV box with hard drive so it&#8217;ll make all the recording much more of a hassle. I just want it to be simple. Open the guide. Find the interesting program and click record. Also I love the function Time Shift. So come on Telia. I&#8217;ve been waitng for 2 years for you to get your act together. It&#8217;s time you step up&#8230;<br />

<content:encoded><![CDATA[<div class='snap_preview'><p>Ya empiezan a comercializarse los primeros televisores preparados para conectarse a plataformas de contenidos y servicios de Internet.</p>
<p>Con los televisores que cuenten con este tipo de conectividad, podemos ver cualquier vídeo de la extensa galería de <em>YouTube</em> a pantalla completa, <em>(u otros canales como EuroSport),</em> hacer pases de diapositivas con las fotografías de nuestros álbumes de <em>Flickr</em> o <em>Picassa,</em> ver la previsión del tiempo en nuestra ciudad o consultar información bursátil, y todo desde el mando de la TV. Se rumorea incluso que Panasonic incorporará a su plataforma <em>Viera Cast</em> un servicio de alquiler de películas utilizando este sistema.</p>
<p><strong>Y me viene a la mente una reflexión personal:</strong> Seguramente estaréis al tanto del revuelo suscitado hace unos días por la aprobación del Real Decreto que autoriza la Televisión Digital Terrestre de pago y las quejas de organizaciones de consumidores denunciando que la mayoría de los decodificadores <em>“con toda probabilidad” </em>no valdrán para ver la TDT de pago. Es curioso, todavía no ha llegado el “<em>apagón analógico</em>”, o como dice la Vicepresidenta, “<em>el encendido digital</em>”, y el consumidor ya habrá pasado por dos generaciones de decodificadores. Que difícil es absorber la tecnología.</p>
<p><img class="alignright size-full wp-image-784" title="Internet_y_TV02" src="http://interfacesinnovadoras.wordpress.com/files/2009/08/internet_y_tv02.gif" alt="Internet_y_TV02" width="274" height="126" />Al margen de todo esto, se está desarrollando silenciosamente, pero a pasos de gigante, otra alternativa basada en contenidos en Internet, lo que algunos ya denominan <strong><em>IP-TV</em></strong>.<br />
Y es que cada vez vemos más contenidos provenientes de esta fuente, que de la emisión de televisión tradicional. Basta con escuchar en la calle hablar a la gente sobre una serie determinada que todavía no se emite en nuestro país.</p>
<p>En mi opinión, los principales proveedores de televisión, gratuitos y de pago, no deberían dormirse ya que las posibilidades de negocio a través de este sistema son enormes. Imagina estar viendo un programa de televisión, mientras haces un comentario <em>“en vivo”</em> utilizando <em>Twitter</em> para que lo vean tus <em>followers</em>, o el <em>Time Line</em> de todo el mundo <em><a href="http://www.nickdutnik.com/" target="_blank">(A lo Nick Dut Nik)</a></em>. También me viene a la mente una evolución de la típica publicidad subliminal de las series españolas, pero con etiquetas para consultar el producto. O compartir lo que estamos viendo con nuestros amigos. Como digo, las posibilidades son enormes.<br />
Solo entonces podremos calificar de <em>interactiva</em> a la televisión.</p>

<p>Dünyada hızla gelişmekte olan IPTV uygulamaları henüz Türkiye&#8217;de gerek yasal gerekse teknik sorunları aşabilmiş değil. IPTV uygulamalarında öncü Ericsson&#8217;dan Genel Müdür Yardımcısı Özgür Tohumcu&#8217;ya konuyu sorduk.</p>
<p><strong>IPTV uygulamaları için Türkiye&#8217;de yeterli altyapı var mı?</strong></p>
<p><strong></strong>Dünyadaki 3G iletişim ağlarının yaygınlaşması ve bu yeni teknolojinin sunmakta olduğu mobil geniş bant sayesinde cep telefonlarından televizyon seyretmek artık insanların günlük hayatlarında sıklıkla kullandıkları bir servis haline gelmeye başladı. 2007 Şubat ayında İspanya&#8217;nın Barcelona kentinde düzenlenen 3GSM kongresinde en popüler katma değerli servisler arasında yerini alan Mobil TV, bugün dünyada her gün artan rakamlarla kullanıcılarla buluşuyor. İnternet alanındaki televizyonculuk ve takiben cep telefonlarındaki televizyonculuk IPTV&#8217;ye giden yolda atılan ilk adımlardır.<br />
IPTV bugün dünya üzerinde yaklaşık olarak 5 milyon kişi tarafından kullanılmakta ve sağladığı interaktivite ve kişiselleşme özellikleri sayesinde giderek artan bir kullanıcı kitlesine ulaşmaktadır. IPTV&#8217;nin gerçekleşmesi bu bahsedilen servislerin (mobil ve sabit) bir altyapıda birleşmesi ve yönetilmesi ile gerçekleşebilir. Ericsson IMS (IP Multimedia Subsytem) bu hizmetlerin bir tek yapıda birleşmesini ve yönetilmesini dolayısı ile IPTV gibi çoklu ortamda çalışacak birçok servisin hayata geçmesini sağlıyor.</p>

<p><strong>Günümüzde WebTV uygulamaları yaygınlaşıyor, bu siteler ürettikleri içeriği hızlı bir şekilde IPTV&#8217;ye geçirebilecekler mi? Nasıl bir yatırım yapmaları gerekecek?</strong></p>
<p><strong></strong>Teknoloji olarak IP temelli olması karşısında bahsettiğimiz iki servisin uygulama alanları tamamen farklılık gösteriyor. Temel teknolojileri IPTV ile aynı fakat içerikleri farklı olan WebTV&#8217;nin şu an hizmet veren bir servis olarak internetten TV mecrasına geçmesi için öncelikle yayıncılık lisansı gibi izinlerin alınması ile bağlantılı. IPTV&#8217;de Ericsson IMS teknolojisi bildiğimiz TV kavramında büyük değişiklikler yaratabiliyor. Hayatımıza Triple Play kavramının girmesi ile telefon, internet ve TV kullanımınız için ayrı ayrı abonelik yaptırmanıza gerek kalmayacak. Bu teknoloji sayesinde tek bir abonelik ile çok daha fazla iletişimli hizmete sahip olabileceksiniz.</p>
<p>Triple play adından anlaşılacağı üzere TV, telefon ve internet gibi üç farklı hizmetin tek çatı altında toplanmasına deniliyor. Kapınıza kadar gelecek olan yüksek hızlı DSL bağlantısı ses, veri ve görüntü hizmetlerini yüksek kalitede alabilmeniz mümkün. Bu hizmetlerinden herhangi birini mevcut portföyünde bulunduran operatörler Triple Play&#8217;e yatırım yapabiliyor. Böylece hali hazırda bulunan abonelerine farklı uygulama ve servisler sunarak gelirlerini arttırıyor.<br />
Eğer günümüzün sabit şebeke operatörleri Triple Play&#8217;e geçmek istiyorsa altyapılarında güçlü iyileştirmeler yapmak zorundalar. DSL bağlantısıyla kesintisiz TV yayını için ortalama hızların artması gerekli. Ayrıca şebekeler yoğun izlenme saatlerini dikkate almalı. Örneğin; Cumartesi geceleri veya önemli milli spor müsabakalarında abonelerin TV yayınları bant genişliği azlığından kesilmemeli. Online oyunlar gibi interaktif servislerde oyuncuların herhangi bir gecikmeye tahammülü olmaz. Bu yüzden operatörler düşük gecikme süresi sağlamak zorunda.</p>
<p>Ericsson, Triple Play altyazısı için sabit şebeke operatörlerine yüksek performanslı geniş bant çözümleri sunuyor. Bu sayede operatörler kentlerde ve kırsal alanda yüksek hızda ve kalitede geniş bant erişimi abonelerine verebiliyor.<br />
Araştırma şirketi Pyramid Research&#8217;ün öngörüsüne göre 2010 yılında dünya genelinde 35 milyon kişi Triple Play servisini kullanacak. Bu da toplam geniş bant kullanıcılarının yüzde 7-8&#8242;ine tekabül edecek. Avrupa&#8217;da IPTV, Amerika&#8217;da ise kablo ve IPTV sayesinde Triple Play kullanıcıları hızla artacak. Yine 2010 yılında Triple Play abonelerinin yüzde 50&#8217;si telekom operatörlerinin bünyesinde olacak.</p>
<p><strong>IPTV&#8217;nin dünyada ne gibi örnekleri var? Ericsson olarak ne gibi çözümler üretiyorsunuz? IPTV uygulamalarında, son kullanıcının rahatlıkla kullanabileceği ve bilgisayardan bağımsız platformlara geçişte ne gibi çözümler sunuyorsunuz?</strong></p>
<p><strong></strong>Ericsson, 2007 yılı içinde dijital video alanında birçok ilke imza atan ve sektöre yön veren ABD merkezli Tandberg Television&#8217;ı satın alarak bünyesine kattı. Tandberg TV, IPTV alanındaki dünya liderliği dışında video-on-demand (isteğe bağlı video), reklam ve interaktivite konularında da piyasalara yön veriyor. Tandberg&#8217;in gruba katılımı ile Ericsson IPTV alanında operatörlere uçtan uca çözüm sağlama yetkinliğine sahip lider tedarikçi pozisyonunu elde etti. Aynı zamanda Ericsson telekomünikasyon dünyasındaki liderliğini, medya çözümlerini daha da geniş şekilde dahil ederek genişletmiş oluyor. Gartner analistlerinin beklentisi, IPTV&#8217;de 2005&#8242;te ulaşılan 3 milyon abone rakamının, 2010 yılında 50 milyonlu seviyelere ulaşması. Ericsson Türkiye olarak sektöre yön verdiğimiz bilinciyle IPTV&#8217;nin pazara hızlı bir giriş yaparken kaliteden ödün verilmemesi ve kullanıcıları yeni nesil teknolojilerle tanıştırılması için yoğun çalışmalara başladık. Kasım ayında başlattığımız Matrix programının ilk ayağında IPTV başlığıyla Ankara ve İstanbul&#8217;da demoların da sergilendiği tanıtım etkinlikleri gerçekleştirilirken, interaktif broşürlerle de daha geniş kitlelere ulaştık. Matrix programı 2006 sonunda başlayan Play3 inisiyatifimizin de desteğiyle başarılı bir çıkış yakaladı.</p>
<p>IPTV&#8217;yi geleneksel televizyon sistemlerinden ayıran en büyük özellik, kişiselleştirilebilirlik. IPTV ile istediğiniz şeyi istediğiniz zaman izleyebilir, durdurabilir, geri ya da ileri sarabilirsiniz.<br />
Triple Play kavramı ile de program ya da diğer kullanıcılarla etkileşim kurabilir ve içerikleri her cihazdan izleyebilirsiniz. İzleyicilerin görüntü, veri ve telefon iletişimini aynı paket içinden alabildiği bu uygulamaya ise &#8220;Tripleplay&#8221; deniliyor. Geniş bant üzerinden tüketiciye &#8220;tripleplay&#8221; servisi verebilmek için işletmecinin hem IPTV hem de IP Telephony (VoIP) teknolojisini kullanması gerekiyor.</p>
<p><strong>Peki, IPTV evlerimize geldiğinde yaşamımızda neler değişecek?</strong></p>
<p><strong></strong>Biz, &#8220;televizyon&#8221; kavramının yakın gelecekte anlam değiştireceğini düşünüyoruz. Geleneksel televizyonun sunduğu, yalnızca var olan kanallar içinde yalnızca program seçebilme ve programın yayın akışına bağlı kalma dönemi kapanacak. IPTV ile binlerce seçenek içinden istediğiniz filmi, diziyi ya da müzik yayınını seçebilecek; mutfağa bir kahve almaya gittiğinizde programı durdurabilecek ve geldiğinizde isterseniz bir kaç dakika geriye sararak izlemeye devam edebileceksiniz.</p>
<p>Yayıncılık anlayışı ve servis kurguları üç farklı mecraya hizmet verebilecek ve bu mecralar arasında paylaşılabilecek şekillerde kurgulanmaya başlayacaktır. Bu tarz servislere örnek olarak ofisinde bilgisayarınızdan başlatmış olduğunuz bir program yayınını, ofisten çıkarken durdurup evinize yolculuk yaparken cep telefonunuzdan devam etmek ve geri kalanını eve vardığınızda televizyonunuzdan izlemeyi verebiliriz. Bir başka örnek olarak çocuğunuz evde seyretmek için bir film seçiyor fakat bu film 13 yaşından küçükler için sakıncalı olduğundan sizin bu yayının başlatılması için izin vermeniz gerekiyor. Filmin fragmanı izleyip, izin verebilmeniz için sizin cep telefonuna gönderiliyor ve sizden onay bekleniyor. Yani yayının üç mecra arasındaki transferi ve bilgi paylaşımı sayesinde hem daha keyifli, hem her yerde her zaman yayınlara ulaşmak IPTV çözümü sayesinde sağlanıyor.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><span class="pn-normal"><span class="pn-art">IPTV(Internet Protocol Television) Televizyon/ve veya görüntü sinyallerinin genişbant (kablo internet/DSL) kullanıcısı aboneler veya izleyicilere internet protokolü üzerinden dağıtıldığı sistemlere denmektedir. Bu sistem genel olarak geniş bant işletmecisi tarafından sağlanan internet bağlantısına paralel olarak aynı altyapı üzerinde tahsis edilen bir bant genişliğiyle sağlanır. IPTV kendi başına bir protokol değildir. Halen tüm dünyada 100 milyondan fazla evde genişbant internet bağlantısının kurulu olduğu bilindiğinden IPTV&#8217;nin önümüzdeki yıllarda çok büyük bir hızla gelişme göstermesi beklenmektedir.</p>
<p>Görüntü yayınının bantgenişliği gereksinimlerinden dolayı IPTV bağlantılarının dağıtılması gereklidir. IPTV hem canlı tv yayınını (multicasting) hem de banttan yayını (VOD, Video on Demand) içerir. Bu yayınları izleyebilmek için televizyona bağlı bir set üstü alıcı cihaz ya da bilgisayar gerekiyor. IPTV için genellikle canlı TV yayınları için IGMP version 2 (kanal değiştirme işaretleşmesi) ve kayıttan izlemeler (VOD- iste ve izle) için ise RTSP protokolleri kullanılıyor. Canlı TV yayınlarının dağıtılmasında peer-to-peer (P2P, kullanıcıdan kullanıcıya) teknolojisinin kullanıldığı protokoller de yeni yeni ortaya çıkmakta. Bunun geleneksel dağıtım modellerine göre esas avantajı veri dağıtım yükünün kullanıcılar arasında paylaştırılabilmesi suretiyle dağıtıcının işletim giderlerini büyük ölçüde indirebilmesinde yatıyor. IPTV için kullanılan görüntü sıkıştırma formatları MPEG-2, H.264, WMV (Windows Media Video 9 ve VC1), XviD, DivX, ve Ogg bulunuyor. </span></span></p>
<p><span class="pn-normal"><span class="pn-art"><!--more--><br />
IPTV&#8217;nin geleneksel TV sistemlerine göre en önemli avantajları her kullanıcının ayrı bir yayını izleyebilmesi ve iki yönlü iletişim yeteneğinin olmasıdır. Bu sayede kullanıcının dizi üzerinde denetim (durdurma, ileri, geri sarma v.b.) ve darbantlı kuzeni web uygulamalarında olduğu gibi izleyeceği şeyi özgürce seçebilme olanakları bulunmaktadır. Servis işletmecileri tüketicinin görüntü, data ve telefon iletişimini ayni paket içinden alabildiği bu uygulamaya &#8220;Tripleplay&#8221; demektedirler. Bir genişbant (KabloTV/KabloNet veya ADSL) hattından tüketiciye &#8220;tripleplay&#8221; sunabilmek için işletmecinin hem IPTV hem de IP Telephony (VoIP, Voice over IP) teknolojisini kullanması gerekiyor.</p>
<p>Halen IPTV &#8216;nin alternatifi geleneksel uydu, kablo ve yersel yayın dağıtım teknolojileri. Ancak, kablo şebekesi kolayca geliştirilerek uyumlu hale getirilebiliyor. Diğerleri de geri dönüş yolunu genişbant, telefon veya cep şebekeleri üzerinden tamamlayarak iki yönlü etkileşimli TV(iTV) haline getirilebiliyorlar.</p>
<p>ABD&#8217;de iste ve izle(VOD) yayınları genellikle kablo TV şebekesinden DVB protokolü kullanılarak veriliyor ve adına IPTV denmiyor. Ancak, İtalya&#8217;da Fastweb, İspanya&#8217;da Telefonica&#8217;nın işlettiği Imagenio var. Japonya&#8217;da Yahoo BB /Softbank, Hong Kong&#8217;da NOW Broadband TV, yeni açılan SuperSun halen IPTV alanında faaliyet gösteren önemli işletmeci kuruluşlar.</p>
<p>2004 yılında SBC şirketi &#8220;Lightspeed&#8221; isimli büyük bir projeye para yatırdı. Proje tamamlandığında 18 milyon abonesine 20- 25 Mbs hızında internet hizmeti, internet üzerinden telefon ve IPTV sağlanacak. Gerekli yazılımın bedeli olarak sadece Microsoft&#8217;a $400 milyon dolar verecek. Bundan ayrı olarak gerekli şebeke altyapısını kurabilmek üzere de $4 milyar dolar harcıyor. Bu yatırımda en büyük pay yaklaşık 1.7 milyar dolar ile Alcatel&#8217;in vereceği erişim ve fiber teknolojileri, IP routing, Ethernet santral çözümleri, şebeke sistemleri ve tümleştirme hizmetleri bulunuyor. Bu anlaşma yepyeni ve tümleşik bir IPTV şebeke çözümü konusunda SBC, Microsoft ve Alcatel sistemlerini global anlamda biraraya getirmektedir.</p>
<p>2005 Ocak ayında ABD merkezli Verizon da Microsoft&#8217;un IPTV çözümünü kullanma konusunda onlara katıldı. CEO&#8217;sunun söylediğine göre Verizon $73 milyar dolarlık yatırıma girişmiş. Yeni fiber sisteminden saniyede 100 megabit hızla veri indirilebilecek, sisteme 15 megabit hızla çıkılabilecek. Bu Verizon&#8217;un FiOS isimli yeni şebekesini halen ABD&#8217;nin en hızlı, en etkileşimli şebekesi yapmaya yeterli. 2005 yılı sonuna kadar 3 milyon eve ulaşılacağı ve ve hızla büyümeye devam edileceği açıklanıyor.</p>
<p>Öte yandan Swisscom/Bluewin 600 kadar abone ile Kasım 2004&#8242;den bu yana deneme yayınlarını sürdürmekte idi. Bell Canada, Bell South, Reliance (Hindistan) ve TelecomItalia da bu yeni teknoloji üzerinde çalışmaktalar. Fastweb, Yahoo BB ve Swisscom/Bluewin dışında Belgacom da bu yıl ticari bir IPTV hizmetini başlatıyor.</p>
<p>Halen 2.5 milyon dolayında olan IPTV abonesinin 2010 yılına kadar olan 5 yıl içinde on kat artarak 25.9 milyon abone sayısına ulaşacağı, ve 10 milyar dolardan fazla bir ciroya ulaşacağı hesaplanmaktadır. Şu anda IPTV tüm dünyadaki yayıncıların, telekomcuların ve kablocuların en gözde konusu. Eksponansiyel bir gelişme bekleniyor. Kaliforniya merkezli Multimedia Research Group da 2004 yılında abone sayısı 1.9 milyon dolayında olan IPTV hizmetlerinin 2008 yılında 25.3 milyon aboneye ulaşacağını hesaplamış. 2004 yılında 635 milyon dolar olan abone gelirlerinin aynı 4 yıl içinde 7.2 milyar dolara tırmanacağını hesaplıyor. (Türkiye için bu değerlerin yüzde biri, yani 2008 IPTV cirosunun 72 milyon dolar olmasının beklenmesi çok hatalı olmaz sanıyorum)</p>
<p>Bu alanda uydu işletmecilerinin nasıl davranacakları da henüz belirginleşmiş değil. Bölgeler arası aktarımcı mı olacaklar, yayın dağıtıcısı mı olacaklar, yoksa doğrudan yeni etkileşimli hizmetlerin servis sağlayıcısı mı olacaklar henüz belli değil. TDG araştırmacısının söylediğine göre 20 milyonu geçen abone sayısı için hibrid teknolojilerin kullanılması Telekom şirketlerinin TV ya da, internet şebekesi üzerinden telefon hizmetleri(VoDSL) vermelerinin önüne geçecek ve hakimiyet kazanacaktır. TDG araştırmasına göre olay telekom şirketlerini aşarak kablo ve GSM şebekelerinin de dahil oldukları çoklu ortam şebeke topolojilerini etkili kılacaktır. Uydu işletmecileri kablo TV işletmecileriyle rekabet edebilmek için yayın repertuarlarını IPTV esasına göre iste ve izle(VOD) yayınlarıyla çeşitlendirebilmek zorundadır. Fiber hatların ulaşamadığı yerlerdeki kullanıcılar IP si olan VSAT terminalleri ile şebekeye girecek. Küçük çanaklarla hızlı veri akımı sağlanabiliyor. Ancak, doğrudan son kullanıcılar için hala oldukça pahalıdır. 2004 ile 2010 yılları arasında sektörün yıllık bileşik gelişme hızının %102 gibi çok cazip bir boyutta olacağı beklenmektedir. Şu anda internette mevcut iste ve izle(VOD) görüntü yayınları ayda 15 dolar gibi bedelle alınabilen genişbant(hızlı internet) servislerinden indirilebliyor. Ucuz ve son derece elverişlidir. Kullanıcısı da çok. Ama şimdi bir de bunun gerçek yayın kalitesinde ses ve görüntüler indirilebilen IPTV halini düşünün. Endüstriyel olarak eski dengelerin tümünü değiştireceği kesindir. Örneğin TV endüstrisi artık içeriği yayıncının müşteriye ittiği modelden, tüketicinin istediği içeriği kendine çektiği modele doğru geçiyor, eski düzen tersine dönüyor. Bu bir devrim olarak tanımlanabilir..</span></span></p>

<title><![CDATA[No son buenas noticias]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Si no has pasado el último mes debajo de una piedra (me estoy empezando a cansar de esta frase), habrás podido asistir atónito a los últimos estertores de <a title="Mobuzz" href="http://www.mobuzz.tv" target="_blank">Mobuzz.tv</a>, el portal (con perdón) de televisión online en el que participaban muchos de los grandes del internet patrio y que ha muerto envuelto en una gran polvareda de humo y polvo que ha dejado a más de uno con cara de tonto y sin saber cómo reaccionar.</p>
<p style="text-align:justify;">Durante este mes se ha hablado mucho de mobuzz y se han vertido opiniones de todo tipo, positivas, negativas, constructivas, destructivas e incluso sospechosamente neutras. A algunos, como<a title="El blog de Enrique Dans" href="http://www.enriquedans.com" target="_blank"> Enrique Dans</a>, les ha molestado mucho todo este ruido, aunque cuando sólo era positivo eran los primeros en beneficiarse, y a otros simplemente les ha sorprendido la capacidad de generar opiniones en ambos sentidos.</p>
<p style="text-align:justify;">No voy a entrar en los antecedentes; no voy a opinar sobre la extraña maniobra de recaudación a través de donaciones express o sobre la aparente falta de previsión ante la crisis. No conozco el modelo de ingresos de Mobuzz ni sé cuál ha sido el factor decisivo para que finalmente se hundiera, aunque tengo claro que al menos ha existido un error: no tener en cuenta a tiempo que hacía falta más dinero.</p>
<p style="text-align:justify;">Si tuviera que posicionarme, diría que Mobuzz ha destruido en un mes todo lo que había conseguido crear durante los cuatro años anteriores; creo que la estrategia de &#8220;salvemos mobuzz&#8221; es más propia del barco de Chanquete que de un negocio apoyado por inversores y un equipo de grandes profesionales como el que tenía Mobuzz.</p>
<p style="text-align:justify;">Si la compañía hubiese conseguido salvarse, hoy estaríamos hablando de un gran éxito, de una estrategia rompedora y de una nueva forma de gestionar el ruido generado en internet para apalancar momentos de crisis; muchos olvidarían que al final ha sido una maniobra desesperada y yo -creo- seguiría opinando que no es forma de hacer las cosas.</p>
<p style="text-align:justify;">En cualquier caso, y pese a todo ello, soy de los que creo que no es una buena noticia que Mobuzz.tv se hunda. Mobuzz tenía en sus trincheras a muchos de los grandes prescriptores y mecenas de internet en España, contaba con contenidos y colaboradores de calidad y una gran audiencia. Y no creo que se le pueda echar nada en cara, ya que lo único que han hecho ha sido intentar sacar adelante un proyecto agonizante, poniendo todos los recursos a su alcance.</p>
<p style="text-align:justify;">Vivimos tiempos extraños, tiempos difíciles en los que pocos están dispuestos a arriesgarse y a apoyar iniciativas que se salgan de lo común; tiempos en los que la publicidad no da para comer a todos los que pretenden sobrevivir gracias a ella, y en los que se impone un cambio de modelo hacia la generación de valor. Y eso que Mobuzz generaba más valor que muchos de los grandes proyectos que hoy corren por la red.</p>
<p style="text-align:justify;">No es bueno que Mobuzz desaparezca, la sensación que ha generado es de todo menos positiva y es posible que tardemos un tiempo en percibir las consecuencias negativas del golpe en el ámbito de los VC. No va a ser la última empresa que caiga, ni ha sido la primera. Desde aquí, mi apoyo al equipo que lo sacó adelante y a los que han intentado reflotarla hasta el último segundo. El mérito por intentarlo nunca os lo quitará nadie.</p>

<p class="MsoListParagraphCxSpFirst"><span lang="EN-GB"><span>1.<span>     </span></span></span><span lang="EN-GB">The absence of any definition of broadcasting results in a number of significant problems. To broadcast means to transmit to every receiving station within a geographic area. Terrestrial TV, FM and AM radio are examples of broadcast networks. Terrestrial analog broadcasting involves a linear programming schedule – at a certain time of day, a specific programme will be exclusively shown on a particular channel to which anyone within the geographical footprint of the broadcast and with requisite equipment can tune into.<span>  </span></span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>2.<span>     </span></span></span><span lang="EN-GB">Any definition of broadcasting is also inextricably tied to a mass media. A broadcaster transmits content to a significant proportion of the general public. Examples of broadcasters in Sri Lanka include Rupavahini, Ada Derana, SLBC and Shree FM.</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>3.<span>     </span></span></span><span lang="EN-GB">Broadcasting is one-to-many transmission of information. Any terrestrial analog TV broadcast can be tuned into by anyone with an Ultra-High Frequency (UHF), Very High Frequency (VHF) antenna. It is technically impossible to limit the reception of a broadcast to a select audience or group of persons within the footprint of said broadcast. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>4.<span>     </span></span></span><span lang="EN-GB">A broadcast is not a two-way conversation with the audience. All analog radios and televisions in Sri Lanka are incapable of transmitting information, only receiving. Live audience participation can only occur through independent telephony and not through the terrestrial broadcast spectrum.</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>5.<span>     </span></span></span><em><span lang="EN-GB">Ergo</span></em><span lang="EN-GB">, the conflation of terrestrial, cable, satellite, Internet and mobile telephony based broadcasting in Regulation 2 (b) (i), 2 (b) (ii), 2 (b) (iii), 2 (b) (iv) and 2 (b) (V) respectively is exceedingly problematic since a common definition of broadcasting cannot and does not apply to these diverse delivery platforms and modes. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>6.<span>     </span></span></span><span lang="EN-GB">While broadcast regulations were the result of, and exist on account of the scarcity of the electromagnetic spectrum available for the transmission of audio-visual and other information over the air, the vastly different and superior technical and physical characteristics of satellite, cable based and particularly Internet based broadcasting render meaningless broadcast regulations based on spectrum management. The Internet is different from other communications media, including terrestrial spectrum based broadcast media in that individuals have the option of accessing and receiving video content from a potentially infinite number of sources, although their ability to do so may be constrained by technical issues such as bandwidth availability, quality of service in broadband connections and content viewing restrictions of countries where servers or producers are located. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>7.<span>     </span></span></span><span lang="EN-GB"><span> </span>Read in conjunction with Regulation 2 (e), Regulation 2 (b) (iv) is particularly problematic, since it does not demonstrate an understanding of (a) the vastly different models of television delivery using the Internet or related to this point (b) recognise the vital distinction between a broadcaster and a user who generates tele-visual content for distribution via the Internet. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>8.<span>     </span></span></span><span lang="EN-GB">First, with regard to Point 7 (a) in this document, the first and to date only broadcaster of television under the basis of the method enumerated in Regulation 2 (b) (iv) is Sri Lanka Telecom, through a product called Peo, operating as IP TV (<a href="http://www.peotv.com/index.php">http://www.peotv.com/index.php</a>). </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>9.<span>     </span></span></span><span lang="EN-GB">IP TV refers to transmission of TV over IP networks. More specifically, IPTV is a service that is developed using a number of converged technologies to transmit TV over Internet Protocol (IP) networks and receive it using different terminals. IPTV is a radical innovation based on the convergence between broadcasting, IT and telecom networks. <strong>There is a critical distinction between using IPTV for the delivery of TV through dedicated/managed broadband networks and delivering WEB TV/Internet TV, i.e. TV over the open Internet.</strong> </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>10.<span> </span></span></span><span lang="EN-GB">A definition for IPTV is given by the International Telecommunications Union (ITU):</span></p>
<p class="MsoListParagraphCxSpMiddle"><em><span lang="EN-GB">‘an IPTV service (or technology) is the new convergence service (or technology) of the telecoms and broadcasting through Quality of Service (QoS) controlled Broadband Convergence IP Network including wire and wireless for the managed, controlled and secured delivery of a considerable number of multimedia contents such as Video, Audio, data and applications processed by platform to a customer via Television, PDA, Cellular, and Mobile TV terminal with STB module or similar device’</span></em><span lang="EN-GB">. (<a href="http://www.cable-quest.in/october2008/gudeline_for_iptv.html">http://www.cable-quest.in/october2008/gudeline_for_iptv.html</a> )</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>11.<span> </span></span></span><span lang="EN-GB">IP TV content / programming is delivered over an exclusive network managed usually by a telecommunications company. Technically, IP TV is carefully engineered to ensure high video and audio quality to each subscriber, who has to pay to view content unlike free-to-receive terrestrial broadcasts. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>12.<span> </span></span></span><span lang="EN-GB">IP TV is geographically bound and offers the same programming / content as cable and satellite providers. Leveraging technical aspects unique to IP TV and its exclusive and tight integration with the telecommunications provider’s telephony network, service and products, IP TV broadcasters can opt to provide features such as time-shifting and on-demand content (non-linear programming) as well as integration with voice and data communications (e.g. real time voting for entertainment programmes). </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>13.<span> </span></span></span><span lang="EN-GB">In contradistinction to IPTV and based on Point 7 (b) raised in this document, Internet Video or Internet Television or tele-visual content produced by users, for other users, to be viewed on demand via streaming over the internet or as downloadable video-casts (vodcasts) that can be viewed offline is fundamentally different to IP TV.</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>14.<span> </span></span></span><span lang="EN-GB">Internet Television is based on the same publishing and production model that the world wide web (WWW) is built upon – any can create an endpoint (a place to access content) and publish that endpoint on a global basis. Internet video is not tied to a telecommunication company’s network, services or product – it exists independently of any carrier and network operator. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>15.<span> </span></span></span><span lang="EN-GB">The Consolidated Text of the Draft Audiovisual Media Services Directive (AVMSD) of the European Parliament and the Council of the European Union published on 16<sup>th</sup> April 2007, which is under consideration as a framework to regulate, <em>inter alia</em>, television broadcast in the European Union notes in this regard that proposed regulations will not cover </span></p>
<p class="MsoListParagraphCxSpMiddle"><em><span lang="EN-GB">“…activities which are primarily non-economic and which are not in competition with television broadcasting, such as private website and services consisting of the provision or distribution of audiovisual content generated by private users for the purposes of sharing and exchange within communities of interest.”</span></em><span lang="EN-GB"> (‘<em>Draft Audiovisual Media Services Directive</em>’, April 2007, <a href="http://ec.europa.eu/avpolicy/docs/reg/modernisation/proposal_2005/avmsd_cons_amend_0307_en.pdf">http://ec.europa.eu/avpolicy/docs/reg/modernisation/proposal_2005/avmsd_cons_amend_0307_en.pdf</a> )</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>16.<span> </span></span></span><span lang="EN-GB">Whereas IP TV has the option of broadcasting content according to a schedule or on-demand (a linear non linear model), Internet Television is, by default overwhelmingly on-demand and non linear. User generated videos on websites such as YouTube (<a href="http://www.youtube.com">www.youtube.com</a>), Vimeo (<a href="http://www.vimeo.com">www.vimeo.com</a>) and on web based social networking sites such as MySpace (<a href="http://www.myspace.com">www.myspace.com</a>) and Facebook (<a href="http://www.facebook.com">www.facebook.com</a>) can all be viewed on-demand over any broadband enabled PC or mobile device. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>17.<span> </span></span></span><span lang="EN-GB">In sum, though both share similarities in the underlying content transport layer (using IP based networks) IP TV and user generated Internet Television are fundamentally different video production and dissemination models. Attempting to conflate both for purposes of regulating content is, at best, meaningless.</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>18.<span> </span></span></span><span lang="EN-GB">Furthermore, in light of these concerns, Regulations 2 (b) (iv), and 2 (b) (v) read alongside Regulations 9 (b) and 10 (b) in particular raise very serious concerns on the Freedom of Expression on the web and Internet in Sri Lanka. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>19.<span> </span></span></span><span lang="EN-GB">The stipulation for all ‘broadcasters’ to enter into an ‘agreement’ that is unspecified in the Gazette, with the Internet Service Provider who provides access to the web and Internet is a draconian measure pointedly designed to curtail and block independent and free production, access and transmission of, <em>inter alia</em>, video content over the Internet and the web. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>20.<span> </span></span></span><span lang="EN-GB">This is particularly concerning since, to expand on what was flagged in Point 4 of this document, video over the Internet also encourages and facilitates easy audience participation in the form of text and video feedback and comments. Holding ‘broadcasters’ in Sri Lanka, including ISPs, responsible for not just user generated content, but also user generated comments to content published from other sources, is a regulatory nightmare and technically impossible to comply with. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>21.<span> </span></span></span><span lang="EN-GB">The lack of any clearly defined framework for the nature and scope of the ‘agreement’ enumerated in Regulations 9 (b) and 10 (b) has disturbing and negative implications for the rights of all wired and wireless broadband customers in particular – including all ADSL, 3G mobile telephony and 3G HSPA mobile broadband modem users – as well as all citizens, since those who may not be a customer of an ISP could still use the internet to disseminate video productions (e.g. video content that is uploaded through a cybercafé).<span>  </span></span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>22.<span> </span></span></span><span lang="EN-GB">There are 63,300 broadband subscribers as of March 2008 according to the ITU (<a href="http://www.itu.int/ITU-D/icteye/Reporting/ShowReportFrame.aspx?ReportName=/WTI/InformationTechnologyPublic&#38;RP_intYear=2007&#38;RP_intLanguageID=1">http://www.itu.int/ITU-D/icteye/Reporting/ShowReportFrame.aspx?ReportName=/WTI/InformationTechnologyPublic&#38;RP_intYear=2007&#38;RP_intLanguageID=1</a>) in Sri Lanka and this number is estimated to grow at an annual growth rate of 22-25% during 2008-2011 (<a href="http://www.newswiretoday.com/news/41335/">http://www.newswiretoday.com/news/41335/</a>). These numbers don’t take into account the growth of 3G mobile phone based wireless broadband subscribers, who with modern mobile phones, can produce, upload, disseminate and access video from their handsets. These numbers are impossible to manage technically in a manner that guarantees ISPs are compliant with, in particular, Regulations 13 (e), 15 (a) and 26 (1).</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>23.<span> </span></span></span><span lang="EN-GB">Since all State owned and privately owned ISPs in Sri Lanka are risk averse and for example have blocked <a href="http://www.tamilnet.com">www.tamilnet.com</a> since July 2007 without any public acknowledgement of the source and legality of the orders so given, it is highly probable that ISPs will impose draconian limitations on the qualitative nature of video content produced, disseminated, archived or otherwise referenced through their networks. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>24.<span> </span></span></span><span lang="EN-GB">The wording of the Gazette also refers ‘channels’, a term rendered meaningless in the context of Point 16 of this document, where YouTube (<a href="http://www.youtube.com">www.youtube.com</a>) alone showed a year on year growth of 1,972% (<a href="http://www.comscore.com/press/release.asp?press=1193">http://www.comscore.com/press/release.asp?press=1193</a>) and in January 2007 alone had 54.7 million unique viewers, and 1.17 billion video streams. (<a href="http://www.marketwatch.com/news/story/even-slowing-growth-youtube-remains/story.aspx?guid=%7B98FB4A03-0B53-4CFB-BA2D-716D2B59CAAB%7D">http://www.marketwatch.com/news/story/even-slowing-growth-youtube-remains/story.aspx?guid=%7B98FB4A03-0B53-4CFB-BA2D-716D2B59CAAB%7D</a>) Whereas the notion of a channel first applied to terrestrial video and radio broadcasts and to varying degrees still applies to the basis of broadcasts enumerated in Regulations 2 (b) (ii) and 2 (b) (iii), they are meaningless in the context of free to view and platform / device agnostic video streams available within and outside Sri Lanka that can play on any broadband enabled PCs or mobile device.</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>25.<span> </span></span></span><span lang="EN-GB">This fact is pertinent when interpreting Regulation 15 (1) (a) in relation particularly to those who use the technologies noted in Regulations 2 (b) (iv) and 2 (b) (v). It is technically impossible to identify the potential number of ‘channels’ that can be broadcast and accessed over TV on the Internet through a PC connected to any broadband Internet connection or 3G mobile. ISPs cannot be asked to provide such information because they cannot and even if it was hypothetically possible to provide a list of the millions of video streams on the internet today, it would be woefully outdated in less than 24 hours given the nature and growth of video content and the Internet and web in general. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>26.<span> </span></span></span><span lang="EN-GB">Regulations 9 (b) and 10 (b) are also technically unfeasible for another reason linked to Point 4 of this document. All subscribers of 3G services who have 3G mobile phones and all subscribers of wired and wireless broadband Internet access in Sri Lanka are, given the lack of any meaningful definition of ‘broadcaster’ in this Gazette coupled with the confusion between commercial IP TV broadcast models and user generated video content production models, subject to these regulations. Though aimed at Private TV broadcasters, the over broad scope and nature of the Regulations and the onus placed on ISPs to regulate content over their networks severely undermines the freedom of expression of end-users, including citizen journalists, media personnel and activists, for example, who document human rights abuses by the State.</span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>27.<span> </span></span></span><span lang="EN-GB">Regulation 19 is particularly disturbing in this regard for it imposes an unfair and unworkable condition on ISPs to ensure that all content on all their networks are compliant with points enumerated in Regulation 13 (e). Given the wealth of video content on one site alone brought out in Point 22, the power given to the Minister to suspend a license of an ISP has catastrophic implications. ISPs are unlike broadcasters or television studios. Video content is a subset of telephony and Internet communications that ISPs facilitate to millions of subscribers. Cancelling the video-broadcasting license of an ISP under this gazette essentially prevents ALL customers from producing, accessing and disseminating video content though its network(s). This is an untenable proposition. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>28.<span> </span></span></span><span lang="EN-GB">What is important to flag here is also the concern that ISPs, cognisant of the issues noted in Point 25 of this document and keen to not lose their license, interpret the non-defined ‘agreement’ stated in Regulation 9 (b) and 10 (b) to create legally binding frameworks with customers to severely censor video content produced, accessed and disseminated on its network(s). </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>29.<span> </span></span></span><span lang="EN-GB">Monitoring the performance of licensees to ensure due compliance with the provisions of the Regulation as noted by Regulation 14 (a) is again overbroad and meaningful when talking of TV on the Internet or mobile devices. Whereas such monitoring may not be desirable with the mode of broadcasts enumerated in Regulation 2 (b) (i), 2 (b) (ii) and 2 (b) (iii) it is technically possible to do so. Further, it is technically possible – given the limited selection of channels and technology used – to monitor IP TV broadcasts. However, it is technically impossible to monitor all video content on the Internet or, as Regulation 15 (2) stipulates “maintain electronic copies of all the material broadcasted… for a minimum period of sixty days.” No broadcaster and ISP in Sri Lanka have the massive technical, financial and human resources to comply with this Regulation. </span></p>
<p class="MsoListParagraphCxSpMiddle"><span lang="EN-GB"><span>30.<span> </span></span></span><span lang="EN-GB">With regards to the transmission of content which originates outside the territory of Sri Lanka for the view of the public within Sri Lanka, as noted in Regulation 26 (1), the Gazette again enumerates a stipulation rendered meaningless and unworkable by the nature of television content on the internet that can be accessed via PC and 3G mobile devices. While Regulation 26 (1) can be imposed on terrestrial broadcasts as well as cable TV, satellite TV and specifically IP TV it cannot, in any way, regulate television content already on the internet and that will be produced henceforth that can be, by the nature of the Internet, accessible freely over any Internet enabled device over a broadband connection. Compliance with Regulation 26 (1) for ISPs will quite simply mean that they have to block, <em>carte blanche</em>, every single website and Internet location containing video content originating outside the territory of Sri Lanka. Given the growth of websites and content, even this is technically unfeasible for ISPs, but even in a limited form will lead to unacceptable and egregious censorship of (video) content on the web and Internet. </span></p>
<p class="MsoListParagraphCxSpLast"><span lang="EN-GB"><span>31.<span> </span></span></span><span lang="EN-GB">Finally, it is unclear whether political parties who choose to produce and disseminate video content to educate the general public on their practices and policies will be able to do so henceforth under Regulations included in this Gazette. Whereas today political parties can potentially broadcast their message using any of the means flagged in Regulation 2 (b) (i) through to 2 (b) (v), content deemed to contravene Regulation 13 (e) by the Minister may result in the ISPs as well as traditional broadcasters refusing to help produce, transmit and archive party political content especially from political parties not part of the incumbent government. However, because it is the nature of government to change after elections, ISPs and traditional broadcasters may find that content that was fit to be broadcast under one regime may be precisely that which puts their license at risk under another. This will invariably lead to a situation where the general public and voters will be denied video content that can educate them on vital issues, alternatives, vital policy debates and severely undermine their right to information. </span></p>

<title><![CDATA[The Economics of TV ]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Wow&#8230; hasn&#8217;t everything changed. I think  that change isn&#8217;t only constant, it is increasing at an exponentially rapid rate when it comes to marketing and consumer connections.  TV is one of those mediums that is changing at a breakneck pace, being driven primarily by the web, cheaper broadband, processor speeds and more importantly by human behaviour and the hunger to have it all now. It seems though that the only ones fighting this technological and social trend are the TV networks, somehow trying to hold back change like that boy who put his finger in the dike, trying to hold back the pressure of a tidal tsunami.</p>
<p>Lets define what has changed though&#8230;</p>
<p>Humans desire for visual entertainment hasn&#8217;t changed, we still want to see great content, be entertained, informed, learn etc. All the usual stuff we know &#38; love in our existing inefficient model of liner TV transmission. Actually, all the stuff we do offline (Read, listen, communicate etc)  is what we NOW want to do on-line, the web has just become a faster more efficient means of content dissemination and connection.  There is a fascinating book on it it if you are really interested &#8211; <a href="http://www.convergenceculture.org/" target="_blank">Convergence Culture</a>.  Back to TV&#8230;.</p>
<p>So what the web has allowed us to do is no longer have to experience video content or TV in old world speak in a linear fashion (wait &#8211; start &#8211; stop &#8211; wait, repeat cycle, repeat cycle etc.) Now we can experience content in a multi-dimensional model where prime time is anytime, and we are no longer at the mercy of the television networks to dictate content and programming schedules to us. With the advent of TV shows on <a href="www.itunes.com" target="_blank">iTunes</a>, <a href="www.hulu.com" target="_blank">Hulu</a>, <a href="www.ninjavideo.net" target="_blank">Video Ninja</a>, etc etc we can watch whatever we want, whenever we want. In my home we see shows like <a href="http://www.fxnetworks.com/shows/originals/damages/" target="_blank">Damages</a>, <a href="http://www.hbo.com/entourage/" target="_blank">Entourage</a>, dare I say it <a href="http://www.cwtv.com/shows/gossip-girl" target="_blank">Gossip Girl</a>, <a href="http://www.cbs.com/primetime/the_mentalist/" target="_blank">The Mentalist</a>, <a href="http://www.hbo.com/conchords/" target="_blank">Flight of the Concords</a>, <a href="http://www.amctv.com/originals/madmen/about/" target="_blank">Mad Men</a> etc within hours of it airing in the USA. We stream it, download it and watch it all ad free on a schedule that suits our lives, rather than that of the networks. Actually we watch 3 or episodes all back to back, it is a much better experience.</p>

<p>So I ponder the question, what will the future &#38; Economics of TV be? Is there a better way? (yes obviously) Who will hold the balance of power, will it remain with the networks who still today are scratching their heads, wondering if they can fight it the same way the music industry did or will they embrace the change that is being thrust upon them by a technical and consumer lead revolution? Should they look to the pioneers of the web (gambling &#38; porn), watch &#38; listen carefully and adapt and commercialise their models or put their heads in the sand, only to come up for breath &#38; see that everything has moved on without them? So I hear all you naysayers saying the IP TV market is small and nascent, but so too was the wireless broadband market, the 3G handset market and yes our old friend the Music market. Believe me it is sooner than we all think, and much much sooner than the guys paid to believe the old system won&#8217;t change.</p>
<p>So whats the new model then&#8230;.</p>
<p>I think, predict, believe that Goggle will become the biggest TV network in the world in the very near future&#8230;.here is why:</p>
<ol>
<li>All TV based content ( that and everything else &#8211; Radio, Books etc) will be digitised ( fact is it already is!)</li>
<li>All TVC&#8217;s will also become digitised and stored on a TVC Ad Server System (similar to current ad digital display ad servers)</li>
<li>TV&#8217;s will be increasingly connected to media centers ( think <a href="http://www.microsoft.com/WindowsXP/mediacenter/default.mspx" target="_blank">Windows Media Center</a>, <a href="http://www.apple.com/au/macmini/" target="_blank">Mac Mini</a> or next Gen Apple TV), or co-exist in harmony with hand held devices like an iPod Touch or iPhone.</li>
<li>Google will be able to behaviorally understand a consumer / household based on a myriad of data sources (web surfing history, Search history, IP TV viewing history etc) &#38; serve TV ads directly into a program that has been legitimately downloaded or is being streamed in realtime. Ad serving will be served on the basis of complex algorithms in a live auction model where market forces set pricing, similar to Paid Search today. Think Google&#8217;s recently announced &#8220;interest-based&#8221; ads on the content network with the mechanic applied to TV.  Media planners &#38; network sales forces will be a thing of the past.</li>
<li>Consumers will decide how much advertising they are willing to bear and will trade the cost of ad free convenience off against receiving free TV, where &#38; when they want it. So if I want no ads, I&#8217;ll have to pay a higher cost than someone who is willing to see say 8 or 10 ads an hour who may pay nothing.</li>
<li>TV schedules &#38; post campaign analysis will be more like digital campaign analysis than the current pay, hope and pray approach (what I like to call the Strategy of Hope) to accountable effectiveness reports. Advertisers will be able to  understand who they&#8217;ve connected with vs. what shows they&#8217;ve bought and most importantly how the consumer has reacted within different latency periods from viewing TVC&#8217;s embedded into the content (no time shifting of course). Did they visit the site,buy the product, subscribe, buy something else in the clients product portfolio, did churn drop etc etc. The opportunities are endless. Will all TV in the future be more like DR / internet based campaigns &#8211; yes I think so at least.</li>
<li>Content producers / companies may distribute their content or shows directly to their audiences over the web and get a larger cut of ad revenue thereby dis-intermediating the networks.</li>
<li>A new breed of KPI&#8217;s will evolve based on value &#38; yield, rather than TARPS and average spot cost.</li>
<li>Creative agencies will need to think of new mechanics to engage their clients audience meaningfully. No longer can they solve marketing challenges 30 seconds at a time, in the same linear fashion as the traditional TV networks serve programs.</li>
</ol>
<p>I&#8217;d really appreciate alternate view on this, either from a Television network&#8217;s perspective or from the digital industry&#8217;s perspective. All I know is TV is going to change faster than we know it and become more like a Search market than the current state we all know and love ( or hate?).</p>

<p>E&#8217; in uscita il primo TV LCD al mondo dotato di schermo ultra widescreen, con le stesse proporzioni tra larghezza e altezza di uno schermo cinematografico. Si tratta del <a href="http://www.cinematicviewingexperience.com/" target="_self">Philips Cinem 21:9</a>. Al momeno non si conoscono le specifiche tecniche ed il prezzo, ma dovrebbe fare la sua comparsa nei negozi specilizzati in Germania, Belgio, Regno Unito e Francia in primavera.</p>
