<title><![CDATA[Irena „Wczesna Jesień” [EP]]]></title>

<p>Choć kalendarzowo bliżej nam do zimy, niż początków poprzedzającej jej pory roku (a gdy piszę te słowa, za oknem słońce i wysoka temperatura nie składają broni, panuje klimat niemal wiosenny, więc już całkiem można stracić rachubę), to aktualny wpis stoi pod znakiem „Wczesnej Jesieni”. Na debiutancki, nagrany wspólnymi siłami czwórki muzyków (i nie tylko muzyków, jednym z członków zespołu jest Antek Opolski, znany fotograf od koncertów oraz imprez indie) materiał Ireny składają się raptem trzy krótkie piosenki, których produkcją zajął się Kamil Łazikowski z Cool Kids Of Death. Panowie na wstępie zdobywają punkty za zadbanie o to, by EP-ka brzmiała profesjonalnie, z jednym tylko zastrzeżeniem &#8211; mam wrażenie, że w „Dystansie” coś pyka i nie jest to efekt zamierzony, jak również za bardzo fajną okładkę. Szczegóły, które jednak w ostatecznym rozrachunku dopełniają obrazu całości.</p>
<p>„Nie mówię głośno”, wspomniany wyżej „Dystans”, „Co chcesz” pokazują, że Irenę interesuje melodyjny indie rock, przy którym będzie można potańczyć, ale okraszony tekstami odnoszącymi się do poważniejszej, niż zabawa sfery życia, relacji między ludźmi. Tomek Pamrów stosuje dość proste słowa, by naświetlić nadzieje i rozczarowania związane z przyjaźnią czy miłością, co jedni uznają za plus, drudzy za minus, podobnie jak estetykę, w której i jak obraca się Irena. Bardzo łatwo bowiem wysunąć zarzut, że takich kapel jest tysiące i pewnie to prawda, gdy spojrzeć na temat globalnie. Jednak zawężając kwestię do rodzimej sceny, chłopaki wcale nie stoją na straconej pozycji. Mam nadzieję, że na potencjalnej płycie nie stracą nic z normalności i nie zrezygnują z mieszania chłodu z ciepłem, charakterystycznego dla omawianej EP-ki (nazwa zobowiązuje), która została udostępniona w sieci do ściągnięcia za darmo, także rozglądajcie się.</p>

<p>Ich gebs zu: Vielleicht etwas zu Hip-Hop lastig, aber vorallem die Bilder sagen eigentlich alles über mein Leben in Wien aus (wenn man Entwurf und Seminare weglässt). Der Macher davon hat am Freitag im bestetzen Höhrrsaal der TU aufgelegt &#8230;gute laune auf Knopfdruck!</p>

<p>Weil ich ja bis jetzt noch nichts geschrieben habe (außer dem Mitwirken an Nadines Artikel), werd ich mal einen Rundumschlag der vergangenen 4 Wochen versuchen&#8230;<br />
Wie schon angedeutet habe ich in der ersten Woche mehrere Stationen bereist:<br />
1.) 3 Nächte Hostel<br />
2.) 2 Nächte Birthes Studentenwohnheim<br />
3.) 3 Nächte Birthes und Jans Wohnung</p>
<p>zu 1.) Das Hostel Ruthensteiner ist ein günstiges nettes Hostel. Da hab ich im 6er Zimmer übernachtet. Das gute an dieser Unterbringung: Man sieht viel von der Stadt, denn der einzige &#8220;eigene&#8221; Privatraum ist ja das Bett und das wär ja dann doch zu langweilig den ganzen Tag.<br />
zu 2.) Durch verschiedene Umstände bin ich dann in Birthes ehemaliges Wohnheimszimmer gelangt, welches schon komplett ausgeräumt war&#8230;(Sie hat mit den diversen Familiären umzugshelfern in der neuen Wohnung gepennt). Auch ein Grund Stadterkundungen zu machen und viel Geld für Apfelstrudel und Melange auszugeben.<br />
zu 3.) Nachdem die Familie Habdank abgereist war, gabs viel Platz für mich in dem Heim der bielefelder Familie und ich durfte Jans Seite der Matratze schonmal einweihen. Ich werde meiner lebsten Birthe auf ewig dankbar sein, vorallem für die durchgequatschten Nächte.<br />
Und daaaannnn war mein Studentenwohnheim endlich fertig gebaut&#8230;.<br />
Jaha, das ist nämlich der Erstbezug, man könnte sagen ein Wohnheim de lüx. Und dazu noch ein Passivhaus.<img class="alignright size-medium wp-image-456" title="von vorne" src="http://missgeschicke.wordpress.com/files/2009/10/kandl2.jpg?w=300" alt="von vorne" width="300" height="200" /><br />

<p>Entspricht nicht ganz der Wiener Bautradition&#8230;.aber ist ganz nett eingerichtet und schön warm;-)</p>
<p>Hier wohne ich in einer 3er WG wobei das dritte Zimmer noch unbesetzt ist. Mit einer Slovenin namens Eva. Eine ruhige Persönlichkeit, von der ich kaum was höre oder sehe, weil sie immer in der Uni ist&#8230;</p>
<p>Über das lustige Entwerfen wählen, den Familienbesuch und das Bartyboot gibs dann demnächst was&#8230;.</p>
<p>Jetzt muss ich schnell los zu einer WG-Party der ehemaligen WG von Nadines Mitbewohner oder irgentwie so&#8230;.ich lass mich überraschen.</p>

<description><![CDATA[IRENA, la International Renewable Energy Agency, se constituyó en Bonn el 26 de enero de 2.009. En j]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p><span style="font-size:11pt;font-family:Arial;">IRENA, la International Renewable Energy Agency, se constituyó en Bonn el 26 de enero de 2.009. En junio de este mismo año, en la conferencia de los 137 países miembros que tuvo lugar en Sharm el Sheikh (Egipto) se acordó que la sede se IRENA se estableciese en Abu Dhabi, aceptando así la oferta de los Emiratos Árabes Unidos de conceder una sede permanente para la organización sin coste alguno <em>ad eternum</em>, además de una subvención de US $ 136 millones. </p>
<p><span style="font-size:11pt;font-family:Arial;">Pero a nuestros efectos lo que más interesa es la nueva sede de IRENA en sí. El edificio en que se asentará la organización se encuentra en construcción, según proyecto de AS+GG, estudio fundado en Chicago por Adrian Smith y Gordon Gill hace tres años. Ambos han trabajado previamente en Skidmore, Owings and Merrill –SOM-. Smith con un largo historial de casi 25 años en esa firma y uno de los grandes expertos mundiales en torres superaltas, ha sido responsable desde SOM, entre otros, del proyecto de la Burj Tower de Dubai –hotel más residencial-, que con sus 334.000 m2 y 818 metros de altura es la estructura más alta del mundo. <div id="attachment_264" class="wp-caption alignleft" style="width: 85px"><img src="http://worldoffice.wordpress.com/files/2009/10/180px-burj_dubai_200909161.jpg?w=75" alt="Burj Dubai, Room at the Top" title="180px-Burj_Dubai_20090916" width="75" height="150" class="size-thumbnail wp-image-264" /><p class="wp-caption-text">Burj Dubai, Room at the Top</p></div>Aunque todavía no se le puede llamar el “edificio” más alto del mundo, a pesar de sus 162 plantas habitables, porque el record no se registra hasta que el edificio está terminado. Gill por su parte, también desde SOM, fue responsable del diseño de la Pearl River Tower de Guangzhou, de 71 plantas y 212.165 m2, sede a completar en este año de la China National Tobacco Corporation y el primer gran rascacielos “net-zero-energy”. Es decir que es completamente autosuficiente en  energía. Según SOM ello se consigue gracias a 4 factores: reducción del consumo, recuperación de calor, absorción del mismo en su caso y generación alternativa (eólica y fotovoltaica).</p>

<p><span style="font-size:11pt;font-family:Arial;">Pues bien, Smith y Gill se marchan de SOM, fundan AS+GG y se concentran en inmuebles y construcciones de alta eficiencia energética como la visión principal de su nuevo estudio. Con la sede de IRENA en Masdar (Abu Dhabi), el edificio no es ya que sea autosuficiente, sino que produce más energía de la que consume. Me imagino que el edificio está promovido bajo un principio de “cost is no object” y pretende ser una muestra del futuro de la conservación al integrarse como parte de la Masdar City, con la que el gobierno de UAE pretender liderar en este campo, al crear una ciudad que califican de “carbon neutral” y “zero waste”.</p>
<p><span style="font-size:11pt;font-family:Arial;">Aunque es probable que muchos de los principios de sostenibilidad que estos edificios demuestran sean difíciles de incorporar en el futuro inmediato a edificios de explotación comercial en alquiler multi-inquilino, sin duda nos enseñan el camino. La conciencia por la conservación está creciendo a pasos agigantados. Promotores, arquitectos e inversores, así como todas las empresas que de un modo u otro están en el sector de oficinas, van a tener que mantenerse rabiosamente al día, porque aquí el futuro se acerca más deprisa de lo que se aleja el pasado.</p>
<p><em><span style="font-size:10pt;font-family:Arial;">Sobre el <strong>Irena Masdar Headquarters</strong>. Cuenta con una superficie de 89.559 m2 en únicamente 8 alturas. Las claves del diseño son 11 conos para movimiento de aire, a través de los cuales el aire caliente del edificio se eleva hacia su parte alta, donde debe disiparse por la brisa. Ello crea unas superficies inferiores tipo “oasis” que han sido buscadas como homenaje a la tradición local. Unido a ello, todo el edificio incorpora una “sombrilla” que hace que el sol no incida directamente sobre la estructura del mismo y es soporte de una de las mayores plantas fotovoltaicas del mundo. El aire interior, que se enfría o calienta según lo necesario con intercambiadores de calor subterráneos y el aislamiento con una fachada de alta masa hacen el resto. El edificio presume de consumir un 70% menos de agua que un edificio de oficinas convencional clase A y ser el de menor consumo de agua de su clase en el mundo. <content:encoded><![CDATA[<div class='snap_preview'><p>The other day, a friend sent me an e-mail called, “Lest We Ever Forget.” Attached to the e-mail were a dozen or so photos of a woman I’d never heard of before—Mrs. Irena Sendlerowa. Who was this smiling, gentle-faced woman?</p>

<p>As I read my friend’s e-mail I learned that Irena was nominated for the Nobel Peace Prize in 2006 for her role in saving hundreds of children from almost certain death in the Nazi concentration camps—2500 children in all. Throughout her long life, Irena insisted that she did nothing special. In fact, she said she’d been brought up to believe that a drowning person must be rescued, regardless of religion and nationality. Mrs. Sendlerowa declared, “The term ‘hero’ irritates me greatly…. I continue to have pangs of conscience that I did so little.” Truly amazing!<strong> </strong></p>
<p>Though I wouldn’t dare compare myself to Mrs. Sendlerowa, I was also brought up to help others, to reach out to those who had even less than we did, to give back with our heart &#38; hands. I was taught that true wealth had nothing to do with how much money you had. True wealth was about investing in others not because it was the right thing to do… but like Irena, it was the only thing to do.</p>
<p>You never know whose life you will touch. And in the grand scheme of things, it’s not really your business to know. It’s simply your business to be kind, generous, &#38; reach out to others.</p>
<p><strong>Ask yourself, whose life is different today because of your touch?</strong></p>
<p><strong>The truly wealthy are those who give until it feels good.</strong></p>

<p>Genau, denn wir sind jetzt auch endlich mal in Wien angekommen. Und natürlich sind Irena, nach zwei Tagen, und Nadine, nach einem Tag, schon komplette Vollprofis in Sachen Wien. Führungen bei uns sind natürlich schon ausgebucht die nächsten 5 Monate!<br />
Nee, mal Spaß beiseite, haben uns heute zusammen, gefühlt, GANZ Wien angeguckt. Zum Glück bei wunderschönem T-Shirt-Wetter! Jedoch sollten wir uns daran nicht zu sehr gewöhnen, denn der Winter wird bestimmt sehr kalt&#8230;<br />
Von unserer ausgiebigen Sightseeing-tour haben wir auch schonmal ein ganzes Foto gemacht &#8211; unglaublich aber wahr! Und hier ist es von einer kleinen schnuckeligen und eigentlich gar nicht spektakulären Gasse, deren Charme man aber nicht widerstehen kann. Ansonsten strahlt das Irenchen ja auch schon nen gewissen Charme aus:</p>

<p>Übrigens wohnt Nadine in einem schönem Altbau mit einem sehr schönem Stiegenhaus (Treppenhaus)!<br />
Dieses Stiegenhaus ist groß, aber fein und jeder Nachbar guckt ins Badezimmer rein!<br />
Urgeil sagt man da!<br />
Also, falls es denn mal knapp mit dem Geld wird, gibts ne Peep-Show für alle Interessierten im Stiegenhaus. Von mir inner Dusche.<br />
Ansonsten lasse mal den blickdichten Duschvorhang doch vor dem Fenster, dass ja wie angedeutet direkt zum Flur geht.<br />
Vermutlich war das einmalige Stiegenhaus mal ein Innenhof, oder die Menschen früher fühlten sich etwas verbundener zu ihren lieben Nachbarn&#8230;<br />
Egal, nichtsdestotrotz ist die Wohnung sehr schön und mein Zimmer ist sehr klein und auch sehr fein! <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' /> </p>
<p>Irenchen ist noch im Hostel untergekommen, packt da morgen früh aber auch ihre Sachen um zu der Birdy zu reisen und ihren zweiten Zwischenposten zu beziehen!<br />
Und im Oktober startet dann das Projekt Studentenwohnheim! Auch gut! Irenchen lässt sich mal überraschen was sie so in einem extra nur für ausländische Studierende errichtetem Gebäude erwartet.</p>
<p>Morgen beömmeln wir uns dann weiter über die österreichische Sprache und melden uns mal bei der Uni an, muss ja auch mal sein! Auch wenn man sich jetzt noch gar nicht vorstellen kann wieder mit nem Entwurf zu starten&#8230;</p>

<p>Podstawowym daniem dnia była wizyta zespołu Irena – młodzi, zdolni, atrakcyjni. Właśnie wydali swą debiutancką EPkę, <em>Wczesna jesień.</em> Więcej o Irenie <strong><a href="http://www.irena.art.pl">TUTAJ</a></strong></p>
<p>A wcześniej odnotowaliśmy dwudzieste urodziny jednej z najważniejszych płyt brytyjskich &#8211; <em>The Stone Roses </em>ukazało się właśnie w specjalnej odsłonie, zawierającej nie tylko podstawową wersję płyty, ale również i remiksy dobrze znanych nagrań, wersje demo, dotąd niepublikowane utwory, płytę DVD z teledyskami… Nieprzypadkowo, wokół zamieszania związanego z rocznicą wydania krążka pojawi się szósty solowy album jego lidera – Ian Brown zapowiada płytę świetnym singlem <em>Stellify</em>, i nawet nie przeszkadza, że sam teledysk to zżynka z obrazka do <em>Bittersweet Symphony.</em></p>
<p>A potem dla czekających na nową płytę The Strokes debiutanci z Hockey, a dla tańczących inaczej/tęskniących już za wakacjami Maps ze swego nowego singla (album już wkrótce) i skandynawskie megagwiazdy Mew – o ich kolejnej płycie, o zabijającym tytule, już za chwilę na blogu.</p>

<p>A new government under center-right Bulgarian Prime Minister Boyko Borisov took office July 27. Borisov prior to his inauguration had called for a detailed review of some Russian energy projects, notably the South Stream gas pipeline to southeastern Europe.</p>
<p>Bulgarian President Georgi Parvanov had signed deals for a nuclear power plant, the South Stream gas pipeline and the Burgas-Alexandroupolis oil pipeline with Moscow in 2008.</p>
<p>Apart from those Russian-backed projects, Sofia signed onto a major agreement in July for the Nabucco gas pipeline to Europe.</p>

<blockquote><p>Bulgaria will go ahead with the South Stream gas pipeline the Economy and Energy Minister Traicho Traikov said today.</p>
<p>The new centre-right government, which took office last week, has said it needs to revise its commitments on major energy projects as they could worsen the budget situation in the country, hit by the global economic crisis and falling revenues.</p>
<p>The new government has said Bulgaria cannot afford to take loans, at a time of tight global liquidity and economic downturn, when it is under pressure to cut public spending and avoid slipping into deficit.</p>
<p>The crisis however will not force Bulgaria to reconsider its participation in the Russian-backed South Stream project due to bypass transit country Ukraine and deliver gas to south-eastern Europe under the Black Sea for now.</p>

<blockquote><p>Gazprom has started construction of a new gas pipeline in Russia&#8217;s Far East to link its energy-rich Sakhalin Island with Khabarovsk and Vladivostok on the mainland, the gas giant said Friday. The link is expected to become a part of an export route to the Pacific Rim later.</p>
<p>The first 1,350 km stage of the project with a capacity of 6 billion cubic meters/year of gas is to be commissioned in the third quarter of 2011.</p>
<p>In a second stage, the pipeline will be extended to a total length of 1,800 km and a capacity of 30 Bcm/year, Gazprom said. The company has previously said it could eventually be expanded to 47 Bcm/year.</p>

<blockquote><p>A total of 136 nations have signed on to a wide-ranging program to promote transition toward the widespread and sustainable use of renewable energy.</p>
<p>The International Renewable Energy Agency met recently in Egypt to announce that France&#8217;s Helene Pelosse was chosen as the group&#8217;s first director general and set the United Arab Emirates capital of Abu Dhabi as the site of its headquarters.</p>
<p>Additionally Bonn, Germany, was chosen to be the host of IRENA&#8217;s innovation and technology center, while Vienna was tabbed as the agency&#8217;s office to work with other renewable energy organizations.</p>
<p>IRENA was mandated in January to provide &#8220;practical advice and support&#8221; for industrialized and developing countries in regards to renewable energy. The agency is to serve as a clearinghouse for information on alternative energy sources, including, IRENA said on its Web site, &#8220;best practices, effective financial mechanisms, and state-of-the-art technological expertise.&#8221;</p>
<p>Of the 136 countries that have joined IRENA, 45 are in Africa, 36 in Europe, 32 in Asia, 14 in North and South America, and nine in Oceania. Representatives of member nations will eventually put together an Assembly, Council and Secretariat.</p></blockquote>

Las crecientes necesidades de los países emergentes, asociadas a la finitud de los combustibles fósiles, a la concentración de su oferta, a las emisiones contaminantes y a sus riesgos inherentes, han hecho de la opción renovable un imperativo casi categórico.</em></p>

<p>Además, en plena crisis económica global, y para una mayoría de países, suponen un sector estratégico clave para la reactivación económica nacional y una importante fuente de creación de empleo.</p>
<p>Se mire como se mire, casi nadie cuestiona ya que la energía verde es la solución al necesario cambio de paradigma energético mundial y nacional. Me refiero a un cambio de muy hondo calado, que modificará los comportamientos y las formas de usar la energía, definirá nuevos negocios, usos y costumbres, y alterará la forma de relacionarnos, de trabajar y de convivir. Una revolución en toda regla como las que supusieron con anterioridad los transportes, las telecomunicaciones o las nuevas tecnologías.</p>
<p>En ese panorama, la energía solar fotovoltaica es una de las renovables con mayor margen de desarrollo y abaratamiento. España cuenta con el valor añadido de ser uno de los líderes mundiales en este tipo de energía. El año pasado concentramos casi la mitad de las nuevas instalaciones solares fotovoltaicas puestas en marcha en todo el mundo, con una potencia total superior a los 2.500 megavatios, equivalentes a dos centrales nucleares y media.</p>
<p>El esfuerzo realizado por el sector el año pasado permitirá, sin duda, que varias empresas españolas puedan figurar entre las líderes y más avanzadas del mundo. Una planta solar fotovoltaica requiere múltiples componentes y una compleja ingeniería.</p>
<p>Muy pocos países son capaces de producir todo lo necesario. A día de hoy, la verdadera clave de esta actividad es que España pertenece por derecho propio a ese selecto club, que completan Alemania, Estados Unidos y Japón. La ventaja resulta sustancial, porque insisto en que a medio plazo esta fuente de energía va a ser determinante en todo el mundo.</p>
<p>Es muy probable que España pueda alcanzar a partir de 2012, en menos de tres años, la grid parity, o paridad entre el coste de la electricidad fotovoltaica y el precio actual para el consumidor final. Incluso a partir de ese momento seguirá existiendo un importante margen de abaratamiento y de generación de riqueza y empleo, gracias al constante desarrollo tecnológico y a la importante reducción de costes del sector.</p>
<p>Por eso, al analizar ahora el sector solar fotovoltaico español, debe prevalecer cuánto valor va a generarse desde ya y de cara al futuro gracias a esas inversiones, ya que la solar fotovoltaica es una energía de futuro, sostenible y muy eficiente.</p>
<p>Al contrario, no cambiar ahora de modelo energético agravaría el proceso de cambio climático. Si el actual mix energético se mantuviese igual hasta 2030, a finales de siglo se habría duplicado la concentración de dióxido de carbono, lo que supondría el ascenso de unos seis grados en la temperatura media terrestre para entonces.</p>
<p>Si cambiásemos ese modelo por uno más respetuoso, como el que ya han comenzado a aplicar países como Alemania o España, podríamos reducir la concentración de dióxido de carbono hasta unas 450 partes por millón, lo que todavía representaría un ascenso de la temperatura media en unos dos grados centígrados.</p>
<p><strong> Hora de actuar</strong></p>
<p>La Agencia Internacional de la Energía advierte de que lograr esta reducción exigiría que al menos el 40% de la producción energética mundial fuese renovable. Si en 2020 no nos hubiésemos acercado a esas proporciones, enmendar el cambio climático a partir de entonces será mucho más difícil y oneroso. La Agencia concluye que es hora de emprender iniciativas nacionales para promover un modelo energético limpio, inteligente y competitivo. «El tiempo apremia y es hora de actuar», aconseja.</p>
<p>De hecho, sólo la potencia solar fotovoltaica ya instalada en España permite ahorrar anualmente unas 250.000 toneladas de petróleo. Ayuda, por tanto, a reducir una dependencia energética del exterior que en nuestro caso ronda el 80% y resulta determinante para que avancemos tanto en autoabastecimiento energético como en sostenibilidad ambiental.</p>
<p>La carrera contra el reloj ya ha empezado y quien se quede quieto va a rezagarse mucho. «Tenemos una elección. Podemos seguir siendo el mayor importador de petróleo del mundo, o podemos convertirnos en el mayor exportador mundial de energía limpia. Podemos dejar el trabajo del futuro en manos de nuestros competidores, o podemos hacer frente a la que ya ha sido reconocida como la mayor oportunidad de nuestro tiempo.</p>
<p>La nación que sea líder mundial en la creación de nuevas fuentes de energía limpia será la nación que lidere la economía global del siglo XXI». <p>Hace poco más de un año, la Asociación de la Industria Fotovoltaica (ASIF) decía que la paridad de red llegaría en 2018. Hace unos meses bajaron esa fecha al 2015.</p>
<p>Yo siempre he defendido que tardaríamos mucho menos, poniendo el 2012 como año tope. Me alegra que este dato esté empezando a trascender. Es pura realidad.</p>

<p>Se espera que la energía termosolar juegue un papel importante en los planes de Abu Dhabi a la hora de fomentar el crecimiento de las energías renovables.</p>
<p>Según un informe realizado por The National, el Sultan al Jaber, presidente de Masdar, afirmó que Abu Dhabi desvelará su nueva política energética este año. Se espera que el plan subraye el objetivo de generar el 7% de electricidad a partir  de energías renovables en 2020.</p>
<p>Se espera que la iniciativa dé lugar a políticas favorables (créditos fiscales por inversión o primas estatales incluidos) que requieran a las empresas adquirir una cierta proporción de energía renovable a un precio establecido, según señaló Hélène Pelosse, directora general de la nueva Agencia Internacional de Energías Renovables.</p>
<p>Desde el punto de vista de la industria termosolar, se espera un contrato de construcción por una planta de 100 MW llamada Shams 1 en el tercer trimestre de este año.</p>
<p>Masdar ha invertido 3.000 millones de dólares hasta la fecha en proyectos renovables.  Masdar está cerrando la financiación para Shams 1. Se prevé que la planta CSP Shams 1, de 100 MV, entre en funcionamiento a finales de 2011, y que Shams 2 lo haga a mediados de 2013.</p>

Renewable Energy Agency – IRENA</a>), durante la quale sono state prese decisioni sul futuro di questa agenzia, nata il 26 gennaio 2009, e che intende diventare la forza motrice di una rapida espansione dell’uso sostenibile delle energie rinnovabili in tutto il mondo. Tra le principali decisioni, la scelta del quartier generale, il Direttore Generale, il bilancio e il programma di lavoro dell’agenzia.<br />
La sede scelta è stata <strong>Abu Dhabi</strong>, la capitale degli Emirati Arabi Uniti, e alla direzione generale è stata votata la signora <strong>Hélène Pelosse</strong>, vice capo dello staff dell’Ufficio Privato del Ministro francese dell’Ecologia, dell’Energia, dello Sviluppo Sostenibile, e della Pianificazione. Queste scelte solo qualche mese fa sarebbero state sorprendenti, visto che il processo di costituzione dell’agenzia era stato portato avanti soprattutto dalla Germania e la sede più naturale sembrava essere Bonn. <strong>Hermann Scheer</strong>, il vero artefice di IRENA, era inoltre il candidato più credibile alla direzione, ma per questione tutte interne alla politica tedesca (divergenze con il ministro dell’ambiente Sigmar Gabriel) è stato via via marginalizzato. La Spagna, che puntava alla direzione con Juan Ormazábal (ex direttore di Cener), poteva avere le carte in regola, ma qualcosa è andato storto. Su <a href="http://www.elpais.com/articulo/sociedad/pais/nuclear/dirige/Agencia/Renovables/sede/Estado/petrolero/elpepusoc/20090630elpepisoc_2/Tes" target="_blank">El Paìs</a> la delusione degli iberici traspare da un articolo piuttosto duro che critica le decisioni prese a Sharm El Sheikh. Sembra impossibile per gli spagnoli, infatti, che un’agenzia per le rinnovabili “sia presieduta da un paese nuclearista e che la sede si trovi in un paese petrolifero”.<br />
Per capire come sono andate le cose, Qualenergia.it ha intervistato <strong>Andrea Marroni del Gestore Servizi Elettrici (GSE),</strong> presente alla seconda sessione della Commissione Preparatoria in rappresentanza dei Ministeri degli Esteri e dello Sviluppo Economico che insieme hanno concordato di usufruire delle competenze del GSE per alcuni aspetti tecnici nella fase costitutiva di IRENA.</p>
<p><strong>Marroni, perché Abu Dhabi come sede di IRENA?<br />
</strong>La candidatura di Abu Dhabi, in effetti, era stata presentata a marzo e la sua scelta ha stravolto tutto il processo che inizialmente era ampiamente centrato sulla Germania, con Bonn sede naturale di questa agenzia. Abu Dhabi, con il suo sogno urbanistico iper-tecnologico ed ecologico di questi anni, ha creato una forte attenzione a livello politico, industriale, tecnologico e finanziario, anche nei Pvs. E’ parso allora normale che, con la decisa spinta economica degli Emirati Arabi Uniti, sia diventata la sede di Irena. Il consenso su questo punto, alla fine, è arrivato anche dall’Italia, così come da altri paesi europei. La Germania che ha governato tutto il processo si è trovata spiazzata e piuttosto frustrata da questa scelta. Lunedì 29 giugno, Abi Dhabi ha vinto per acclamazione, anche se alla fine un contentino alla Germania è stato dato: si è previsto infatti che a Bonn ci sarà un centro per l’innovazione tecnologica per IRENA.</p>
<p><strong>Veniamo alla direzione generale. Quali erano i candidati?<br />
</strong>Ce ne erano quattro o cinque. Uno di questi era Arthouros Zervos, attualmente presidente di EWEA. Probabilmente il più qualificato, ma che non ha avuto l’appoggio di un governo forte. C’erano poi altri due candidati che avevano una certa probabilità di essere eletti, quello spagnolo e quello danese, anche per la robustezza industriale dei due paesi nel settore delle rinnovabili. Ma le loro candidature hanno lasciato molti dubbi alla platea, con presentazioni poco convincenti e una scarsa visione innovativa. La delegazione italiana, dopo una la votazione per il greco, che non è andata a buon fine, ha deciso in seguito di votare per la candidata francese Hélène Pelosse, sostenuta direttamente dal governo di Sarkozy e, in particolare, dal ministro dell’ambiente Borloo.</p>
<p><strong>Perché la delegazione italiana ha puntato sulla candidata francese?<br />
</strong>Perché con la Francia possiamo avere una giusta complementarietà. Noi vogliamo sviluppare l’industria delle rinnovabili e loro non ce l’hanno, ma vorrebbero comunque muoversi in questa direzione. La Spagna, che possiede una forte industria delle rinnovabili, forse non avrebbe dato un vero sostegno all’Italia nella sua azione di lobby internazionale, visto che probabilmente avrebbe preferito consolidare gli interessi nazionali nel settore. Insomma, dietro questa scelta c’è stata anche l’idea che la direzione francese potesse garantire maggiori opportunità all’industria italiana delle energie pulite.</p>
<p><strong>Qui parliamo di azioni di lobby industriali. Ma l’obiettivo ultimo dell’agenzia non dovrebbe essere soprattutto di diffondere le tecnologie rinnovabili nei paesi più arretrati e di crearvi dei mercati solidi? Non si rischia in questo modo, guardando solo agli interessi delle industrie nazionali, di andare verso un nuovo colonialismo tecnologico che nel passato non ha certo dato risultati positivi?<br />
</strong>I paesi in via di sviluppo hanno dimostrato un notevole entusiasmo anche perché questa agenzia nasceva con una visione, diciamo, “terzomondista” e che puntava ad essere uno strumento per un nuovo sviluppo tecnologico ed economico nei paesi meno industrializzati. Quando si inizierà a fare sul serio, con il vero e proprio programma di lavoro, e saranno delineati i primi elementi di sostanza di questa agenzia bisognerà allora stare molto attenti che non si pongano le basi per questo, che lei chiama, “colonialismo tecnologico”.</p>
<p><strong>Un altro rischio può essere di riprodurre una nuova macchina burocratica. Su questo punto quali saranno le prossime decisioni?<br />
</strong>Prima di tutto l’agenzia non dovrà essere una sovrapposizione dell’Agenzia internazione dell’energia (IEA) e, quindi, la sua missione tecnica dovrà essere compatibile con la IEA.<br />
A breve termine, per i prossimi sette mesi, si punterà a definire una forte interazione con le strutture energetiche esistenti, rendendo questo nuovo soggetto compatibile e in sinergia con le agenzie dell’Onu, dell’Ocse e delle organizzazioni di categoria internazionali.<br />
Seguirà poi tutta la parte relativa all’organizzazione, che prevede nello specifico la definizione di un organigramma, proposto dal direttore generale e discusso entro la fine dell’anno. Addirittura, ad oggi, ancora non si sa se la struttura si baserà per aree geografiche o tecnologiche.</p>
<p><strong>Come possiamo definire in due parole il cuore dell’attività di IRENA?<br />
</strong>I due elementi sui quali si dovrà lavorare sono ‘capacity building’ e ‘technology transfer’, soprattutto nei Pvs, che dovrebbero essere in definitiva i principali beneficiari del lavoro dell’agenzia. I primi passi saranno orientati soprattutto sulla capacity building. Abbiamo proposto di valorizzare il settore privato e per questo motivo si vuole costituire un organo di “advisory” a costo zero, con la partecipazione volontaria del settore privato. Uno strumento necessario per capire quali sono state finora le esperienze delle industrie delle rinnovabili nei Pvs, quali i problemi incontrati e ottenere così utili elementi per tentare di colmare quel tipico scollamento che esiste tra l’attività delle agenzie internazionali e la realtà di chi opera sul campo. Spesso ci troviamo di fronte a due mondi che parlano lingue diverse. Un fattore molto negativo che va assolutamente superato.</p>
<p><strong>Siamo dunque ancora in una fase embrionale dell’agenzia.<br />
</strong>Direi proprio di sì. Finora c’è stata la firma di 140 paesi, inclusi gli Stati Uniti, ma adesso è necessaria la ratifica di almeno 25 paesi. Solo da quel momento l’agenzia potrà essere veramente operativa.</div>

<title><![CDATA[At last, green energy finds its new home in the sun]]></title>

<p>Choosing Abu Dhabi for the headquarters of the International Renewable Energy Agency (Irena) required a leap of faith. In terms of transformational decisions, it was on a par with the Government’s decision to kick-start a renewable energy project from scratch with a $15 billion investment in Masdar.  But then, new energy technologies have always involved such leaps of faith, and Abu Dhabi will now be at the centre of one of the world’s most important energy policy and technology research projects as it enters a decisive phase.</p>
<p>The pace of growth in renewable energy, after decades of disappointment, now has many energy market observers raising an eyebrow. Governments from Europe to China have announced plans to derive a fifth of their power from renewable sources within a decade. Even Washington has a green guru at the helm of its energy policy.  The cost of renewables is dropping fast, and efficiency is increasing. Many solar and wind technologies have passed the “tipping point” and entered mainstream commercial development. The optimism surrounding green energy contrasts with forecasts for global demand for oil, which is now expected to stay flat for five years thanks in part to the success of renewables.</p>
<p>Taken at its most basic level, the Irena HQ will be a fascinating architectural enterprise. The building will have to conform to the stringent requirements of its landlords in Masdar City, who have set a goal of zero carbon and zero waste. In that sense, the building will embody the principles that Irena pursues and represent a milestone on the road to a sustainable urban future.  But for Abu Dhabi the choice means so much more than just another building.  Irena will mesh into an emerging new energy research and technology hub taking shape in Masdar City, which is under construction next to Abu Dhabi International Airport. Building is already under way at the Masdar Institute of Science and Technology (Mist), where emissions from the construction and materials are offset by solar power generated from a field of photovoltaic panels next door.  GE, the American conglomerate, has already booked its place as anchor tenant of Masdar’s technology park. Irena’s arrival will bring with it funding, with a $50 million research budget from the Government. But perhaps more important, Irena’s 120 staff of researchers and policy makers will act as a major pull for other commercial tenants, whose activities will ultimately determine the destiny of the global push to sustainable energy sources.</p>
<p>“What,” you might ask, “will this new agency actually do?”  Its name sounds like a derivative of the International Energy Agency, the Paris-based energy adviser to 28 industrialised nations, but Irena could not be more different. The IEA was created in the aftermath of the 1973 Arab oil embargo as a counterweight to Opec, creating one of the great institutional confrontations of the postwar global economy. The IEA represented energy importers, and oversaw the build-up of huge oil reserves in consuming countries to act as a counterweight to Opec’s oil supply weapon.  Irena, by contrast, is a truly multilateral organisation, designed to take the geopolitics out of energy innovation. Its main challenge will be to stimulate research, development and deployment of renewable energy, and particularly to help poor nations to start on the road towards sustainable energy consumption.</p>
<p>The Masdar initiative has already taken steps down this road. The institute has signed alliances with the Massachussetts Institute of Technology and the Fraunhoffer Gesselschaft, and graduates have begun doctoral research even before it has a permanent home. On the commercial side, Masdar has signed contracts to advise state oil companies in Abu Dhabi, Nigeria and Bahrain on carbon mitigation, illustrating the hunger for such intelligence in the developing world.  The growth in renewables has surprised many people who were used to watching these technologies fail. But today there is a step change in the commercial application of renewables – from solar to wind – that is driving costs down to compete on equal terms with conventional power from natural gas or coal.  At the same time, many governments are beginning to reexamine the concept of grid parity, and incorporating the hidden costs of carbon fuels into the energy price. Irena will act as a thought-pool for policy makers to redesign the architecture of government energy policy and pricing. Many energy technologies may be nearing maturity, but there is a big role for government intervention and regulation, and this is where Irena comes in.</p>
<p>Lastly, for Abu Dhabi, the addition of this avante-garde agency is an endorsement for a new city that is taking shape before our eyes. Anyone who has driven from Abu Dhabi to Dubai recently would have witnessed the phenomenal pace of development taking place around the airport.  The new bridges across the highway leading to Yas and Sadiyaat Islands are almost complete. Raha Beach is fast turning into a waterfront city of apartment buildings, new villas are sprouting up near the golf course and the intriguing hotel at Yas Island is taking shape around the Formula One race track.  The next phase will be the development of a new capital district, incorporating a diplomatic zone, next to Masdar City. Irena may be blazing a trail for other international institutions looking for a new home in the sun.</p>

<p><span style="color:#0000ff;">“Selama ini, saya diam saja selama 150 hari”, ujarnya.</span></p>
<p><span style="color:#0000ff;">Ia juga mengatakan siap bermubahallah kepada pihak-pihak yang memfitnah dirinya. “Ishlah hanya untuk orang-orang mukmin, jika kepada orang fasik kita dituntut untuk bermubahallah, itu kata Allah”, lanjutnya.</span></p>
<p><span style="color:#0000ff;">Atas saran dari beberapa ulama, ia juga mengajukan tuntutan ke pengadilan atas tuduhan pencemaran nama baik.</span></p>
<p><span style="color:#0000ff;">Mubahallah tersebut direncanakan akan digelar di Sekretariat Forum Ulama Umat Indonesia (FUUI) di Bandung pada Sabtu, 4 Juli 2009.</span></p>
<p><span style="color:#0000ff;">Irena Handono merupakan muslimah mantan biarawati yang kini aktif membina para muallaf melalui yayasannya Irena Center. Ia juga aktif menulis buku-buku mengenai upaya kristenisasi dan fitnah-fitnah yang menimpa Islam.</span></p>
<p><span style="color:#0000ff;">Irena dituduh oleh Diki Chandra, sekretaris jenderal forum ARIMATEA sebagai ‘penyusup’. Tuduhan ini bermula dari pernyataan Imam Safari yang mengaku melihat Irena Handono keluar dari salah satu gereja di Singapura. Tanpa mengklarifikasi masalah ini kepada Irena Handono, Diki Chandra lalu mempublikasikan berita tersebut melalui weblog atas nama Forum ARIMATEA. (Fiqi Listya)</span></p>
<p><strong><span style="color:#000000;">Saya, terus terang, tidak mempercayai &#8216;laporan&#8217; </span>ARIMATEA itu, terutama berdasar pengamatan atas sepak terjang dan pemikiran Irena sendiri, yang mengajak umat Islam memperbaiki pemahaman terhadap agama sendiri, dan tentu  tampak mustahil menjadi pendukung kebenaran &#8216;laporan&#8217; tersebut.</strong></p>

Dan dalam kejahatan korupsi masuk urutan peringkat tertinggi kelima didunia, dan kedua di Asia Tenggara.</span></p>

<p><span style="color:#008000;">Ia mengatakan, kenapa Indonesia selalu masuk peringatan tertinggi untuk hal-hal yang negatif itu, disebabkan dua faktor yaitu secara internal, rata-rata umat Islam Indonesia, tetapi agama Islamnya keturunan atau yang biasa disebut Islam KTP.</span></p>
<p><span style="color:#008000;">&#8220;Karena merasa agama itu sebagai warisan tujuh turunan, jadi terbiasa malas mempelajari Islam, sehingga mereka tidak kenal dengan Islam, bahkan Rasulnya, &#8221; katanya.</span></p>
<p><span style="color:#008000;">Sedangkan, faktor secara eksternal penyebab rapor merah selalu disandang oleh Indonesia, sebagai akibat skenario global untuk melemahkan Islam di tanah air melalui jalur budaya, pola perilaku yang sengaja melemahkan iman dan akidah umat Islam.</span></p>
<p><span style="color:#008000;">Irena menegaskan, faktor eksternal itu harus terus diwaspadai oleh umat Islam, untuk merubahsupaya tidak terus menerus menjadi peringkat tertinggi untuk hal yang buruk. Sebagaimanasudah diingat oleh Allah SWTdalam firmannnya dalam surat Al-Baqarah: 120,<br />
di mana kaum Yahudi dan Nasrani tidak akan pernah ridho, sebelum umat Islam mengikuti mereka.</span></p>
<p><span style="color:#008000;">&#8220;Yahudi dan Nasrani tidak akan berhenti berjuangan untuk memurtadkan umat Islam dengan &#8216;milahnya&#8217;, yaitu melalui agama, budaya, dan pola pikir, ini yang dipakai untuk memurtadkan umat Islam, &#8221; tegasnya.</span></p>

<p><span style="color:#008000;">Ia mengatakan, upaya perusakan akidah Islam saat ini sudah sangat nyata dilakukan, misalnya pada saat bencana alam umat Islam ditawarkan bantuan gratis yang dapat ditukar dengan iman dan akidah. Dan yang paling berbahaya budaya melalui tayangan televisi yang menonjolkan, kekerasan, syirik, dan pornografi. Serta budaya perayaan Valentine, yang akhir-akhir ini marak &#8216;dipuja&#8217; generasi muda Indonesia.</span></p>
<p><span style="color:#008000;">&#8220;Negeri ini akan hancur, kalau pemudanya rusak, memang yang menjadi sasaran mereka adalah generasi muda dan ibu mereka. Budaya asli mereka rusak dengan maksiat berkemas kasih sayang, &#8221; imbuh Anggota Forum Komunikasi Lembaga Pembina Muallaf (FKLPM) ini.</span></p>
<p><span style="color:#008000;">Dalam kesempatan itu, Irena mengingatkan, umat Islam untuk bangkit dan tidak terlena dengan pengkikisan keimana dan akidah yang dapat menyebabkan kehancuran pada generasi di masa datang.</span></p>

<h2><span style="color:#000080;">Irena Handono Mengajak Diki Candra Mubahalah</span></h2>

<p><span style="color:#000080;"><strong> </strong>Konflik antara Diki Candra dari lembaga Arimatea dengan Irena Handono sepertinya tak lagi bisa dibendung. Setelah kemarin kubu Diki melangsungkan konfrensi pers, hari ini (Rabu 1/7) kubu Irena yang mengundang wartawan untuk menyampaikan klarifikasi sekaligus penegasan soal langkah Irena untuk mengajak kubu Diki melakukan mubahalah.</span></p>
<p><span style="color:#000080;">Mubahalah, menurut KH Khalil Ridwan yang turut hadir di acara ini, merupakan salah satu sunnah Rasulullah saw. ketika dua pihak yang berseteru ingin menentukan siapa yang benar. Dan masing-masing pihak menyertakan keluarga mereka untuk siap mendapat murka Allah berupa adzabNya jika ternyata berada di pihak yang salah. “Ini pernah dilakukan Rasulullah terhadap dua orang nashara dari Najran yang merasa bahwa Rasul salah dalam soal agama. Ternyata, dua orang Najran itu mengundurkan diri karena takut,” jelas Ustadz Khalil yang juga salah seorang ketua Majelis Ulama Indonesia.</span></p>
<p><span style="color:#000080;">Dari pihak Diki, seperti yang tergambar dalam rekaman video yang diputar di acara Irena ini, ajakan mubahalah ini siap untuk ia ikuti.</span></p>
<p><span style="color:#000080;">Sedianya, mubahalah akan dilangsungkan pada tanggal 4 Juli mendatang di salah satu masjid di Bandung. Siap sebagai pengarah acara mubahalah ini adalah Ustadz Athian Ali yang sudah dikonfirmasi oleh pihak Irena Handono.</span></p>
<p><span style="color:#000080;">Kronologi konflik antara Diki Candra dengan Irena Handono yang keduanya sama-sama bergerak dalam lembaga kristologi dengan istitusi yang berbeda bermula dari surat pernyataan seseorang yang bernama Imam Safari. Pada tanggal 13 September 2008, Imam menandatangani sebuah surat pernyataan yang menyatakan bahwa ia melihat Irena Handono keluar dari sebuah gereja di Singapura dan mengenakan busana layaknya seorang biarawati. Dan surat pernyataan ini pun dipublikasi di website Arimatea.</span></p>
<p><span style="color:#000080;">Sejak itu, berbagai pihak termasuk salah seorang pengurus Majelis Ulama Indonesia melakukan konfirmasi kepada Irena. Apa benar Irena murtad? Bahkan, tuduhan tidak sekedar itu, malah berkembang menjadi intrik-intrik. Bahwa, Irena dituduh sebagai penyusup dan mempunyai sebuah misi untuk sengaja dimasukkan ke dalam kelompok Islam oleh pihak-pihak tertentu.</span></p>
<p><span style="color:#000080;">Akibat isu ini, beberapa mualaf yang memang sangat gandrung dengan ceramah-ceramah Irena Handono mulai mengalami goncangan. Bahkan, dua orang remaja yang baru masuk Islam, karena menemukan isu ini, dilaporkan kembali ke agama lama mereka alias murtad. “Akibat isu ini, saya dapat kabar bahwa dua remaja kembali ke agama lama mereka,” ujar Irena dengan nada miris.</span></p>
<p><span style="color:#000080;">Setelah seratus lima puluh hari pihak Irena diam terhadap tuduhan dan isu ini, akhirnya pada Mei lalu, tim pengacara Irena mengadukan Diki Candra selaku Sekjen Lembaga Arimatea dan seseorang yang bernama Imam Safari ke pihak polisi atas tuduhan pencemaran nama baik.</span></p>
<p><span style="color:#000080;">Sebelumnya, beberapa pihak dari lembaga dakwah Islam juga melakukan tabayun dan ishlah terhadap kedua belah pihak. Sayangnya, upaya ini mengalami jalan buntu. Atas nasihat dari beberapa ustadz, di antaranya KH Khalil Ridwan dan Athian Ali, akhirnya jalan mubahalah ini diambil.</span></p>
<p><span style="color:#000080;">Beberapa tokoh hadir di acara konferensi pers oleh pihak Irena Handono untuk memberikan kesaksian tentang pribadi Irena yang tidak mungkin seperti yang dituduhkan oleh isu tersebut. Di antara mereka Ningrum Maurice dari Daarut Tauhid, Nurdiyati Akma dari Muslimah Peduli Umat, Ratna Zuhry dari Komunitas Muslimah untuk Kajian Islam, Kemal Faisal Ferik dari Komunitas Cinta Ilahi, dan KH Sulaiman Zachawerus dari Garda Umat Islam.</span></p>
<p><span style="color:#000080;"><strong><span style="color:#000000;">Sang ibu, pengirim emali tersebut, mungkin ingin saya menanggapi kasus ini, khususnya yang berkenaan dengan <em>mubahalah</em>. IsyaAllah, nanti saya akan menulisnya sedikit.</span></strong><br />

<p>Así lo decidieron los delegados de 129 países reunidos en una conferencia de este organismo celebrada en la localidad egipcia de Sharm El Sheij, que prefirieron a la candidata francesa y fijaron la sede del organismo en el emirato petrolero Abu Dabi.</p>
<p>El resultado es así doblemente chocante. Francia, un país con más de un 80% de la electricidad de origen nuclear, dirigirá el organismo de las energías renovables, que para colmo estará en el Golfo Pérsico. Mientras, Alemania, Dinamarca y España, los países líderes en renovables, los impulsores de la iniciativa y que aspiraban a dirigirla o al menos a acogerla, vuelven casi de vacío. Casi, porque Alemania acogerá unas subsedes de organismo.</p>
<p>España aspiraba a situar como director general a Juan Ormazábal, ex director del Centro Nacional de Energías Renovables (Cener). Ormazábal superó las dos primeras votaciones, que dejaron fuera al aspirante danés y al griego. En la última ronda acabó compitiendo por el puesto con la candidata francesa, Helen Pelosse, adjunta de Estado Mayor a cargo de los asuntos internacionales. Por un estrecho margen, pasadas las nueve de la noche ganó la francesa.</p>
<p><strong> Al Golfo Pérsico</strong></p>
<p>Previamente, Abu Dabi había conseguido albergar el organismo. Competía con Austria y Alemania, que retiraron su candidatura a cambio de la sede. Francia apoyó a Abu Dabi, con el argumento de que su elección simbolizaría mejor que nada la transición de los combustibles fósiles a las energías limpias. Pese a ser un país ligado al petróleo, Abu Dabi está construyendo una ciudad completamente verde y libre de emisiones de CO2 y movilizó a varios ministros a la cumbre egipcia.</p>
<p>Creada oficialmente en Bonn (Alemania) en enero de este año, Irena es fruto de una iniciativa alemana, a la que se sumaron España y Dinamarca como principales países impulsores de la agencia.</p>
<p>Antes de comenzar la ceremonia, Estados Unidos y una veintena de países, entre ellos China, se sumaron a la agencia. Con la firma -EE UU hace mucho que no se suma a nuevos organismos internacionales- el presidente de Estados Unidos, Barack Obama, muestra su compromiso con las energías limpias.</p>

<title><![CDATA[Climate Change: Preparing a New Protocol (I)]]></title>

<em><strong><span style="font-style:normal;">A process that is affecting extremely the planet&#8217;s ecosystems.</span></strong></em></p>
<p>The Copenhagen Conference will number 15 of the <a href="http://unfccc.int/2860.php"><strong>UNFCCC</strong></a><strong> </strong>meetings -the Contracting Parties to the United Nations Framework Convention on Climate Change, UNFCCC, signed in <strong>Rio de Janeiro</strong> during the <strong>Earth Summit</strong> in June 1992. And it is the result of the plenary sessions, as agreed at the 14th UNFCCC meeting in <strong>Bali </strong>in December 2007. The Conference will be held in Copenhagen, Denmark and will last two weeks from 7 December to 18 December 2009.</p>
<p>The first round of negotiations this year took place in Bonn, 29 March-8 April. The second meeting took place in Bonn, 1-12 June. Three further sessions will be held prior to Copenhagen: 10-14 August in Bonn (informal meeting); 28 September-9 October in Bangkok and 2-6 November in Barcelona.</p>
<p>As a major contribution to policy decision making at the conferences mentioned above -as well as those to come- the task done by the Intergovernmental Panel on Climate Change has great importance. The IPCC is based in Geneva and it has been created by the World Meteorological Organization and the United Nations Environment Program. It should be noted that in 2007 the IPCC received the Nobel Peace Prize with Al Gore, former U.S. Vice President.</p>
<p>One thing is clear: the Climate Change Conference is a major event, which will lead to the <a href="http://en.cop15.dk/">Protocol of Copenhagen</a> (the first time it was officially named as such in May 2009) to combat global warming . The meeting will be attended by representatives of 170 countries, along with members of NGOs, the media and several other participants; it will be joined by some 8,000 people.</p>
<p>As background to the Copenhagen Conference, and despite their large deviations on forecasts of world food in the 1970s, when severe famines predicted failed to happen however -thanks to Norman Borlaug&#8217;s &#8220;<strong>Green Revolution&#8221;</strong>- it comes to my mind a comment from demographer Paul Ehrlich, the father of &#8220;<strong>The Population Bomb</strong>&#8220; (1968): Genetically, we have barely evolved since the days of Aristotle. We do not have the fate of the fruit fly, which in a matter of weeks is able to &#8220;evolve&#8221; and develop resistance to DDT. Ten generations of homo sapiens take 200 years to die out. Cultural change is much faster and unpredictable.</p>
<p>Hope is the last to be lost, but I have serious doubts &#8230; The truth is this: we have been dreadful planet administrators to date. We have altered ecosystems and the atmosphere to the point of endangering the conditions that make Earth habitable. We came to create a smaller version of the planet in the desert of Arizona, <em>Biosphere 2</em>, and we saw what happened: the experiment ended in a complete fiasco. Meanwhile, we have overpopulated the Earth and have overexploited natural resources. Now we are altering the climate, and though we have scientific evidence and assume that we are intelligent, we have done virtually nothing to change our behavior.</p>
<p>But we will see that, once again, hope is not lost and the hope is Copenhagen. Because the Danish capital should be the scene where an agreement must be reached to clarify, among others, the level of ambition in the global fight against climate change. To do this, all countries should agree global reduction targets on a long-term basis. The European Union has already put its proposal and considers that global emissions of greenhouse gases must be reduced by 50 percent in 2050 compared to the levels in 1990. Achieving these goals will require substantial effort on the part of developed countries, but these may not reduce alone emissions enough. If industrialized countries are to maintain leadership in the fight against climate change, emerging countries will also develop projects according to their capacities and circumstances, as well -especially the large economies as China and India.</p>
<p>It&#8217;s worth noting the importance of innovative financing instruments that are being analyzed, and that must be structured according to existing mechanisms, such as the newly created Climate Investment Fund at the World Bank. Also initiatives to access to new technologies need to be implemented , according to the code of the International Renewable Energy Agency (IRENA) whose statutes were approved by 25 countries -of a total of 125 high level representatives.</p>
<p>The initial approach of the Copenhagen Conference is done today, the <a href="http://zikipediq.wordpress.com/2009/06/28/climate-change-expectations-and-commitments-for-the-new-protocol-ii/" target="_blank">second </a>and final issue of this paper refers to the probable issues of success.</p>

<p>Representatives from IRENA’s 88 member countries will come together to vote on the location of the IRENA headquarters, and on the selection of the new Director General.</p>
<p>There are four proposed locations, with Germany, Austria, Denmark, and the United Arab Emirates (UAE) all offering to host the agency.</p>
<p>Likewise, there are four candidates for the position of Director General, all of them from Europe:</p>
<p>From France, Helene Pelosse &#8211; currently Deputy Head of Staff in charge of international affairs in the Private Office of the Minister of State. Spanish candidate, Juan Ormazabal Jordana, is currently the Director General of the Centro Nacional de Energías Renovables (CENER).</p>
<p>Professor Arthouros Zervos of Greece is a Faculty Member at the Mechanical Engineering Department of the National Technical University of Athens and President of the European Wind Energy Association (EWEA) the Global Wind Energy Council (GWEC) and the European Renewable Energy Council (EREC). His candidature is being strongly supported by EREC and many renewable industry associations.</p>
<p>The fourth candidate is Hans Jorgen Koch of Denmark, who currently serves as the Deputy Permanent Secretary in the Ministry of Climate and Energy of the Danish Energy Agency.</p>

<p>Møller ha dicho en una conferencia organizada por Enerclub y la Embajada danesa que el nuevo acuerdo requiere que &#8220;todo el mundo se suba al tren&#8221;, pues -ha recordado- el cambio climático precisa de una solución global.</p>
<p>&#8220;La conferencia de Copenhague es nuestra fecha límite porque el coste de la inacción demanda acción&#8221;, ha insistido Møller, quien ha considerado que los países desarrollados no pueden solucionar los problemas por sí mismos, pero sí liderar el cambio.</p>
<p>&#8220;Si no logramos una posición conjunta en el seno de la Unión Europea, ¿cómo confiarán en nosotros Estados Unidos y China en diciembre?&#8221;, se ha interrogado.</p>
<p>Møller ha celebrado las &#8220;señales positivas&#8221; mostradas por el presidente estadounidense Barack Obama, &#8220;un jugador clave&#8221; que ha mostrado su buena voluntad &#8220;invirtiendo en tecnología verde a través del plan de estímulo económico&#8221;.</p>
<p>A su juicio, China e India, las principales economías emergentes, juegan también un &#8220;papel decisivo&#8221; para alcanzar un acuerdo internacional viable a largo plazo en materia de cambio climático.</p>
<p>El ministro danés ha destacado que la eficiencia energética y los asuntos medioambientales se estén convirtiendo en una prioridad para los países desarrollados y en vías de desarrollo.</p>
<p>La lucha contra el cambio climático supone un &#8220;reto especial&#8221; para los países en vías de desarrollo, según Møller, quien ha abogado por encontrar respuestas para hacer posible un crecimiento económico que reduzca las emisiones del efecto invernadero y adapte las economías de estos países &#8220;a unos efectos inevitables&#8221;.</p>
<p>El acuerdo solo será posible, ha manifestado, si se adoptan las &#8220;necesarias soluciones&#8221; para América Latina o África, ya que ésta se enfrenta a &#8220;la paradoja injusta&#8221; de ser el continente que menos ha contribuido al cambio climático pero que sufrirá las consecuencias más duras.</p>
<p>&#8220;El cambio climático tiene muchas caras&#8221;, ha apuntado Møller, quien ha criticado la visión que da prioridad a la economía y pospone el problema del clima.</p>
<p>Según Møller, España ha sido un &#8220;socio valioso&#8221; para lograr que la Unión Europea adoptara el pasado diciembre un &#8220;ambicioso paquete de medidas sobre clima&#8221; y lo continúa siendo en la preparación de la cumbre de Copenhague, por lo que ha agradecido la contribución del presidente del Gobierno, José Luis Rodríguez Zapatero, de empresas como Repsol y de la sociedad civil.</p>
<p>Møller ha subrayado el liderazgo de Dinamarca y España en la implantación de energías renovables, &#8220;un compromiso conjunto&#8221; que ha permitido &#8220;pilotar&#8221; la creación de la Agencia Internacional para las Energías Renovables (IRENA).</p>
<p>&#8220;Creo que hay un gran potencial para la cooperación en otras energías renovables&#8221;, ha añadido Møller, que ha citado la energía solar, el bioetanol, la biomasa y biogas y la energía maremotriz.</p>
<p>Por su parte, la secretaria de Estado de Cambio Climático, Teresa Ribera, ha afirmado que España coincide plenamente con Dinamarca, &#8220;salvo en un 0,5 por ciento que corresponde a la decisión de quién debe dirigir IRENA&#8221;.</p>
