Last September 16, Levi Glen and I got a chance to talk with Councilor Jose Molintas, a respected lawyer and politician in Baguio. I better admit it— he is not the typical politician I know. He is very energetic—a literal brisk-walker, freethinker, and young-at-heart (he even cracked some rather hearty jokes with us, and guess what, he will pass as a good joker too). From the outward appearance to the manners of his speech, he is very respectable. Levi G and I felt like jesters hanging to the gown of some noble.

He opened the issue about the Irisan dumpsite, which is currently subject to much controversy. With 15 persons killed in a fatal ‘dumpslide’, the death toll itself amounted to that of the Payatas Dumpsite tragedy. More than the number of deaths, however, is the idea that people are dying of suffocation in stinking garbage that the people of Baguio think they trashed to outer space.

Molintas expressed a deep concern for this issue, for he said that he has been one of the railroaders of the closure of the dumpsite since 1999. His premises remained the same (1) the Irisan dumpsite is becoming full, so the city government must allot budget to create a new landfill; (2) the accumulating garbage is a constant health hazard to the residents of Baguio, especially as the garbage creates a ‘garbage fluid’, or whatever they call it, that may seep in to the city’s water system; (3) the government’s scheme for solid waste disposal is ineffective and therefore must be resolved as soon as possible.

Through his lucid and emotional words, he described to us the true situation of the Irisan dumpsite. Let me illustrate this to you. Imagine a small hill. At the hilltop is a large, 30-feet tall cup of cement and metal. This cup is where the trash of the whole city is disposed. In essence, this barricade at the top of the hill is a literal dam of trash.

So what will happen when a ‘dam’ gets too old and the water in it is increasing in volume? There will be an overflow. So now what the heck will happen when a cracked, dilapidated, barricade built to imprison garbage is barged with heavy rain and trash? There is no need to answer this sad question.

Former Mayor Bautista has been the subject of much protest because of the same dumpsite, specifically because the local residents are increasingly becoming wary that the dumpsite is a threat to life and property. According to the Northern Dispatch issue April 6, 2009, Baguio folks barricaded the front gate in order to stop the trucks from dumping the garbage. As a conclusion to this brief crisis, Mayor Bautista eventually scrapped millions from the city fund to dump garbage in Tarlac. After the issue subsided, Bautista resumed the dumping operations in Irisan like nothing happened.

What if the money was spent to invest in a new landfill and new machines to get rid of the solid waste? Does the local government give any damn to the lives of the innocent people, children and parents, living near the dumpsite? Does the government give any damn to the health of the people of Baguio?

There is something stinking about this whole issue of the Irisan dumpsite, there is no question.

Dalam teori himpunan, ia biasa menyimbolkan “anggota ke-n”. Dengan menyatakan berarti kita sedang mengindeks anggota-anggota H. Biasanya ini diperlukan untuk menekankan suatu urutan (order) tertentu dalam himpunan yang dimaksud. Sebagai contoh, himpunan semua bilangan prima dapat di-indeks oleh bilangan asli dengan mengidentifikasikan tiap bilangan prima dengan urutannya, yakni 2 sebagai bilangan prima pertama disimbolkan dengan (misalnya) , lalu 3 sebagai , 5 sebagai , dan seterusnya.

HIMPUNAN PENGINDEKS

Contoh pengindeksan/pelabelan bilangan prima barusan mengilustrasikan bahwa himpunan bilangan prima dapat diindeks oleh himpunan bilangan asli. Kita dapat pula mengindeksnya dengan himpunan lain, semisal himpunan bilangan genap.

Poinnya adalah, untuk mengindeks suatu himpunan (sebut saja S), himpunan pengindeks (sebut saja ) harus memiliki cukup banyak anggota (yang masing-masingnya disebut indeks) untuk “mengidentifikasi” semua anggota dari himpunan yang akan diindeks tadi, juga identifikasi tersebut tidak boleh “rancu” (dalam artian bahwa tidak ada anggota S yang teridentifikasi oleh lebih dari satu indeks, serta tidak ada indeks yang mengidentifikasi lebih dari satu anggota).

Formalnya, himpunan dikatakan mengindeks S, atau bahwa merupakan sebuah himpunan pengindeks (indexing set) bagi S, jika terdapat suatu bijeksi yang disebut sebuah pengindeksan (indexing) atau pelabelan S oleh .

Tidak semua himpunan dapat “dinomori”. yakni diindeks oleh . Contohnya , himpunan kuasa . Oleh karena itu, definisi ini merupakan generalisasi dari “penomoran” (numbering).

FAMILI HIMPUNAN

Penggunaan lain dari set pengindeks adalah ketika kita membahas mengenai beberapa himpunan. Suatu koleksi yang beranggotakan himpunan-himpunan dikatakan terindeks oleh himpunan pengindeks jika terdapat bijeksi yang berupa .

Dengan definisi ini, operasi irisan (interseksi) gabungan (union), dan bahkan hasil kali kartesius (Cartesian product) dapat diperumum menjadi operasi yang kini mungkin melibatkan tak terhitung banyaknya himpunan. Formalnya,

Sebagai remark, hanya definisi hasil kali kartesius diatas yang terasa kurang “natural” karena bukannya mengidentifikasi hasil kali kartesius dengan himpunan n-tupel, tetapi kita justru menggunakan himpunan fungsi-fungsi. Bisa jadi ini dikarenakan kita hanya akan berurusan dengan hasil kali kartesius tak hingga ketika kita membahas topik-topik mendasar semacam Axiom of Choice yang kurang lebih mengatakan, dalam istilah dan definisi kita, bahwa “hasil kali kartesius himpunan-himpunan yang tak kosong adalah tak kosong”.

This assessment that is being relied upon by Lovely Lapus Ladignon (De Vera) in her letter dated October 19, 2009 to Clr. Isabelo Cosalan does not identify the registered owners and lot number for the inconclusively identified inspected land, nor does it accurately identify the boundary coordinates of the site, and thus to all intents and purposes it is a meaningless scrap of paper for the purposes of promoting the project to and obtaining permits and approvals from housing agency and local government officials such as Clr. Cosalan. We trust that Clr. Cosalan and his Housing Committee are thoroughly checking out the claims of Mrs. De Vera so that they are not publicly embarrassed at a later stage.

We also respectfully suggest that Samuel Paragas and Fay Apil of DENR-MGB-CAR should insist that any requests for such occular inspections are supported with a certified copy of the relevant TCT and the written notarized authorization of the registered land owner, and such that the DENR-MGB issued assessment fully and correctly identifies the actual titled lot and registered land owner so that people like Kelly Parsons, Lovely Lapus Ladignon and BBGMFI cannot subsequently use an issued assessment report for a vaguely identified location to misrepresent facts when that document is presented to a third party. DENR-MGB have a duty to protect the general public and any other government officals from any misrepresentation that may flow from the vague wording of any assessment report that they may issue.

Moreover, based upon the vague project location indicated in this ocular geological assessment obtained from DENR-MGC-CAR by Kelly Parsons of Green Meadows Foundation, La Trinidad, the proposed Cruzdel site that was inspected by DENR-MGB is quite probably located within the metes and boundaries of the Cave Forest Reservation which surrounds St. Martin Elementary School. This may also explain why DENR-MGB-CAR observed that the land was undeveloped and forested with pine trees.

For those who are unaware, Presidential Proclamation No. 492 (see http://www.ops.gov.ph/records/proc_no492.htm) was issued on October 27, 2003 seperating out St. Martin School from the 4 hectare Cave Forest Reservation that had been originally declared under Proclamation No. 16 dated April 27, 1922. Proclamation No. 492 identifies that the school is surrounded on all sides by the forest reserve, so it would seem likely, if not probable, that the forested area inspected by DENR-MGB-CAR is within the forest reserve, which is inalienable government land.

It is therefore important for Clr. Cosalan and the Housing Committee to thoroughly check who actually owns the proposed project site so that abuse of inalienable forest reservations does not take place and there is not another scandal such as the ones at Busol Watershed, South Drive, etc.

Further, the wording of the assessment report indicates that the project site, as shown by Kelly Parsons to DENR-MGB-CAR, was not being occupied by the squatters referred to Lovely Lapus Ladignon’s groundbreaking invitation letter. Thus, it would seem that Ladignon and Parsons are just trying to con government officials etc once more by using the same falsification modus operandi that they have been operating for the last ten years. Indeed, government officials should clearly be checking whether by initiating this Cruzdel project, Lovely Ladignon De Vera, Kelly Parsons and BBGMFI are trying to steal inalienable government forest reservation land. If so, then government officials should be filing appropriate criminal charges against De Vera, Parsons, BBGMFI and all of its officers and trustees. 

The possibility also remains that Kelly Parsons was naively aiming to deceive government officials by obtaining an occular geological assessment report for a different area than the intended site where the squatters presently reside. Why for instance was he (she) falsely using the name “Green Meadows Foundation” (no such foundation registered at the SEC) instead of the correct name of Baguio Benguet Green Meadows Foundation Inc?, and why was he (she) falsely using a La Trinidad address instead of the correct Masonic Center, Baguio address? Yet further indicators that the obtaining of this report is a sham and falsified  exercise intended to deceive people and government officials, and after a few government officials correctly started questioning the proposed project’s legal validity.

We are not fools Lovely Ladignon De Vera, and contrary to your opinion, HLURB officials receive education and advice on geohazard matters, and almost certainly know more than you do , given that you have no real estate, construction or civil engineering education background. But then it looks like somebody else is writing your letters for you. It is very easy for an educated and intelligent person to see through your charade.

It is time that all government officials stopped turning a blind eye to this bogus housing foundation that is operated by a woman who uses a false alias name aided and abetted by a man who dresses up as a woman. Yes, as we all know, Lovely has this habit of putting her arm around all male governent officials and pretends to be all friendly, but that is just a fake smokescreen to make the men blind to her evil intention to deceive them. They need to open their eyes and recognize that they are being seduced and conned by a scam artist. She can not use that technique on women government officials, which is why women are not conned by her scam. 

The general public, including squatter communities, must be properly protected by government agency officials from a woman who was publicly dismissed from Zurich Philippines in 1999 for non-remittance of premium payments and misrepresentation, who has in the past been served with multiple wearrants of arrest, who has an extensive NBI record history under her surname De Vera, who has a history of using false names and different signatures, and whose sole objective is to enrich herself by exploiting the poor and abusing the social housing program through falsification and misrepresentation. In addition, inalienable forest reservations must be protected by government officials from unscrupulous interlopers.

Notice how she is so evil In her pursuit of stealing from the poor that she is also deceiving a charitable foundation, ABS-CBN Bayanijuan.

Below is the letter that HLURB issued in response to the invitation to attend the launch of Cruzdel Green Meadows.

The letter is self-explanatory and identifies that the project has no CMP approval, that BBGMFI has had its CMP accreditation suspended since March 29, 2009, and it further raises questions regarding the use of the name “Lovely Lapus Ladignon”.

In addition, shortly after the devastating impact of Typhoon Pepeng, particularly in known geohazard areas, Councilor Isabelo Cosalan Jr, Head of the  Committee on Urban Planning, Lands and Housing for Baguio City also wrote the following CEASE AND DESIST letter to BBGMFI/Ladignon which again is self-explanatory.

The message that is clearly being given to BBGMFI and LADIGNON by government officials is that their illegal activties will not be tolerated.

Anyone who has been deceived into participating in unauthorised CMP projects at Crystal Cave or at Irisan should immediately contact Councilor Cosalan, HLURB, HUDCC and SHFC so that formal written complaints can be registered and further punitive action taken against BBGMFI, Ladignon, and her family relative trustees.

Semakin banyak waktu, rasanya semakin banyak kejadian-kejadian yang membuat aku semakin memiliki celah untuk dipermalukan orang lain.Sewaktu masih kuliah dulu, gak mungkin misalnya ada orang yg mengulik-ulik kalau di dalam waktu yg lama aku belum juga mendapatkan kerja. Tapi jika setelah lulus kuliah, maka orang akan mau / tidak mau memberikan penilaian lebih remeh kepada mereka yang kesulitan untuk mendapatkan pekerjaan.

Ketika baru awal-awal kerja, rasanya masalah-masalah seperti siapa yang lebih cepat meningkat gajinya, siapa yang lebih sukses karirnya, siapa yang sudah lebih banyak menanamkan investasi dari gajinya, etc. Tidak ada masalah seperti itu. Bosan. Jenuh dengan semua itu. Rasanya ingin pergi dan menyepi keluar dari peradaban.

Tapi itu bukan salah peradaban. Bukan pula salah waktu. Itu salahku. Sebenarnya bukan masalah lingkunganku mengatakan bagaimana. Akupun bersikap seperti yang orang lain lakukan untuk menyakitiku. Aku juga menyakiti orang lain dengan sikap yang sama.

Akhirnya, segala sesuatu harus dihadapi. Aku harus berubah. Bertambah dewasa. Berkawan dengan waktu. Hingga waktu untukku habis. Dan aku  harus meninggalkan dia terus berputar di muka bumi ini. Mencari kawan. Mengiris tiap-tiap orang untuk menyadarkannya.
