<p>Firstly, apologies for a post about the weather &#8211; it is, as Wilde once quipped, &#8220;the last refuge of the unimaginative.&#8221;</p>
<p>But there can be no refuge for Lebanon&#8217;s hapless Minister of Transport and Public Works, who seems to blame everyone but himself for the country&#8217;s inability to deal with poor weather. It is the municipalities, <a href="fr.wikipedia.org/wiki/Ghazi_Aridi" target="_self">Ghazi Aridi</a> laments, who ought to deal with localized flooding and storm damage.</p>
<p>As <a href="http://www.dailystar.com.lb/article.asp?edition_id=1&#38;categ_id=1&#38;article_id=109917" target="_self">schools and other public buildings are evacuated</a>, power cuts more rampant than usual and roads turned unceremoniously into canals, Aridi has no one to blame but himself.</p>

<p>Firstly, is not the responsibility of individual municipalities to protect the safety of Lebanese citizens. That job falls to the ISF, under the tutelage of the ever-proactive <a href="en.wikipedia.org/wiki/Ziad_Baroud" target="_self">Ziad Baroud</a>. This is, ultimately, the primary concern during periods of adverse weather.</p>
<p>But Aridi&#8217;s idea of decentralized planning to deal with acts of nature misses the root cause of the problem: for too long Lebanon as been redeveloped in a manner that is haphazard and poorly coordinated.</p>
<p>Individual private sector firms build upon swaths of land, plastering porous soil in impermeable concrete. The reason why rainwater collects and destroys so rapidly in Lebanon is because most of the country is covered in tarmac.</p>
<p>Two weeks ago I was awoken by workers drilling through the asphalt on the street below to get to manhole and drain covers which had been thoughtless tarmaced over the last time the road was relayed. Annoying as this was, the incident epitomizes the make do and mend attitude of the public work&#8217;s ministry, unable to reign in local developmental malpractice.</p>
<p>A complete lack of <em>centralized</em> planning is the fault of central administration and the cause of so much damage whenever the heavens break above Beirut and other towns in Lebanon.</p>
<p>Aridi has repeatedly shown an inability to deal with a compartmentalized planning system. Unlike his diligent cohort in the fight against flooding, Aridi seems unwilling to shoulder responsibility.</p>
<p>Lebanon&#8217;s Minister of Public Works simply isn&#8217;t working.</p>

<p>An old military friend of mine said:  “Time is never wasted in reconnaissance.”  It surely isn&#8217;t, though in ordinary life the word has unpleasant connotations.  We don&#8217;t want to spy on people.  Nor do we want to get into the habit of thinking we can know what the future holds.  When we think we know what will happen, we stop paying attention.</p>
<p>But whether we are going to party or to a war, it is useful prepare.  It is very helpful to know what questions to ask about a place.  It is useful to learn what we can to free up time to pay attention to more important things.  Most of all, it is useful to learn about other people&#8217;s intent.</p>
<h2>My mission is to understand the world they are trying to create</h2>
<p>If I creep up to the crest of the brow to spy on my enemy, I want to know how many there are and how they are armed.</p>
<p>I also want to know what they are going to do, or rather try to do.</p>
<p>My mission is to understand the future that they are trying to create!</p>
<p>After all, I might prefer that future to one that I am going to make myself!  Sitting and watching them might be a very good choice for me!</p>
<p>Our mission is always to understand other people&#8217;s intent.  That&#8217;s why you hire psychologists!</p>
<h2>What can psychologists do that you can&#8217;t do?</h2>
<p>We often claim to be able to read intent with some magic tests and potions! What we are good at is reading the other person&#8217;s intent and not confusing it with yours.</p>
<ul>
<li>We are more accurate, just because we are less involved in the situation.</li>
</ul>
<ul>
<li>We also like reading intent.  We are happy to do it all day long. We don&#8217;t get bored and impatient with people who are unclear about what they are going to do. And many people fit that category.  They really have no idea what they will do in the morning.  We&#8217;ll wait and watch and tell you when they have made up their minds.</li>
</ul>
<ul>
<li>Because this is our job, we will be mindful of ethics.  There is spying and spying.  And when you go too far in your spying, we&#8217;ll tell you to stop.  We&#8217;ll tell you when you really have no right to information. We&#8217;ll tell you when it&#8217;s best that you don&#8217;t know because knowing will damage the give-and-take that is essential to forming a good relationship with other people.  We&#8217;ll tell you when it is easy for the other person to fool you and when you should look away, lest you fall for the scam.</li>
</ul>
<ul>
<li>We will also teach you.  What are the right questions to be asking?  What can be asked and answered?   If you are looking for conflict, what is the potential for negotiation?  If you thought you have to divide the spoils, could you not multiple the spoils?  We ask what might happen to intent on both sides when you understand each other.</li>
</ul>
<h2>Intent is organic ~ it responds to understanding</h2>
<p>Intent is not fixed.  Intent morphs as action unfolds and people perceive or misperceive what is going on.  Our job is to help you understand the dynamics of intent.  How can  we influence a situation to avoid worst case scenarios and improve the possibilities for surprising and delightful outcomes?  We can&#8217;t make anyone else do what we want.  But we can look at the world through their eyes and let them see the world through our eyes.</p>
<p style="padding-left:30px;"><em>Together we might see a world that neither of us has seen before</em></p>
<h2>That&#8217;s what psychologists do</h2>
<ul>
<li>They lend you eyes and ears to help you sense the unfolding of intent.</li>
<li>They show you ways of displaying the world so that you see more of it and others see what you see.</li>
<li>And they help capture incipient mutual intent so that we can do better things together.</li>
</ul>
<h2>Let me give you an example of psychologists at work</h2>
<p>Let&#8217;s imagine that we are hiring engineers from around the world.  We ask them to do the Myers-Briggs online.  They may even know their Myers-Briggs profile by heart.</p>
<p>We find an engineer who has the skills and know-how that we want and to our surprise, he is an ISFJ.  We could say that is very un-engineer like, or we could engage defensively.  We can ask, for example, whether they will not get bored buy the “feelingless” nature of our business.  Or we can sense opportunity.</p>
<p>Our eyes might light up at the idea of someone who has the high level skills we need and who is helpful, supportive and pleasant. Together we might be able to re-jig the structure of jobs to give them a central supportive coordinating role which we&#8217;ve never made before because we thought we couldn&#8217;t fill it.</p>
<h2>What has the psychologist contributed here?</h2>
<p style="padding-left:30px;">1.  We knew what questions could be asked and answered in an economical way.</p>
<p style="padding-left:30px;">2.  We profiled intent.</p>
<p style="padding-left:30px;">3.  We respected and privileged the ethics of information about other people. We let them see what we did with the information about them and we let them influence what we did with it.</p>
<p style="padding-left:30px;">4.  In the process, we broadened our repertoire of intent.  We found new things that we hadn&#8217;t known we could do or which had been too improbable to plan for.</p>
<p style="padding-left:30px;">5.  We saved you time, confusion and missed opportunities.</p>
<p><em>That&#8217;s what psychologists do. We lend you eyes and ears to spot mutual intent that you may miss.<br />

<content:encoded><![CDATA[<div class='snap_preview'><p>Hezbollah is interesting as far as militant groups go because it has so many facets.  It is a terrorist organization (having directed rocket attacks against Israeli civilians), a military force (with a sophisticated command structure and an ability to conduct conventional operations),  a political party (with seats in Lebanon&#8217;s parliament), a government administration (it delivers basic services such as garbage collection and education to residents in areas under its control) , a media conglomerate (it owns television and radio stations, newspapers and a website) and an ideological movement (it has strong ties and shares similar religious beliefs with Iranian clerics, who are also Shiite Muslims). </p>
<p>And now Hezbollah has apparently expanded its domain to include facilitating sex.  In a fascinating <a href="http://www.foreignpolicy.com/articles/2009/11/25/the_militarization_of_sex?page=0,0">article</a> for Foreign Policy magazine called &#8220;The Militarization of Sex,&#8221; Hanin Ghaddar explains how Hezbollah promotes &#8220;malaa,&#8221; which are temporary marriages that enable men and women who are essentially single to have sex without violating Shiite religious laws.  Hezbollah does this to maintain and increase its popular support, which it needs for political and military purposes, hence the phrase &#8220;The militarization of sex.&#8221;</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Not-for-profit body the Information Security Forum (ISF) today released a new report detailing ways in which firms can minimise data security risks when moving to cloud computing environments.</p>
<p>Working with its member organisations, the ISF has produced Security Implications of Cloud Computing, which covers various areas including how to manage user identities and credentials, third-party service providers, legal and regulatory issues and how to protect against new forms of malware.</p>
<p>The ISF advised firms to take five key steps before moving to the cloud: prepare a strategy; identify the operational impact; assess data risks; ensure information security is part of the decision-making process and work on the assumption that cloud computing is already being used in the organisation.</p>
<p>“Moving to cloud computing services shifts direct control over the technology and resources that provide the services, making it a shared responsibility for the infrastructure and also the data within the cloud computing environment,” said report co-author Gary Wood.</p>
<p>“Security professionals also have some concerns about issues such as the protection of intellectual property, enforcing contractual specifications and preventing unauthorised use of data; but with the right planning and preparation we firmly believe it is possible to deploy a rich, robust and secure implementation.”</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><strong><em>Have you ever wondered why CBP has chosen to inspect your cargo?</em></strong><em>  </em></p>
<p><em> </em><em>After the 9/11 terrorist attacks against the United States, Customs and Border Protection (CBP) have updated their cargo examination processes in order to better protect American borders from contraband. One of these changes is the introduction of inspectional technology, known as Vehicle and Cargo Inspection System (VACIS). This system utilizes low-energy x-ray and/or low-energy gamma radiation in order to effectively inspect cargo without slowing down the import process. It also increases the number of daily inspections and since VACIS provides a better picture, physical examinations are less frequent. VACIS allows Customs to identify contraband, such as illegal drugs, currency, or guns.</em></p>
<p><em> </em><em>CBP will identify which containers will be inspected prior to the vessel’s arrival, and the terminal must make the cargo available for CBP inspection 48 hours after arrival. If you are a <a title="http://request.atacarnet.com:81/CT00005401MQAA.HTML?D=2009-11-02" href="http://request.atacarnet.com:81/CT00005401MQAA.HTML?D=2009-11-02" target="_blank">direct filer</a> you will be notified of a hold by an ABI cargo release response.  CBP typically opts to inspect cargo from suspected or actual law violators. VACIS can be used at all air, sea, and land ports and for even the most difficult commodities. </em></p>
<p><em> </em><em><strong>If Contraband is Detected…</strong></em></p>
<p> <em>During the examination, the cargo is placed in a shielded enclosure, and gamma rays are sent through the cargo. The amount of gamma radiation detected informs CBP of the density and thickness of cargo, allowing them to identify contraband. It takes only seconds to scan, but it takes 30-40 minutes per container to analyze the image. If any concern arises after a VACIS scan or the shipment is high risk, the container could then go to a Container Examination Station (CES) where individual boxes or pallets are unloaded and scanned with a smaller x-ray machine. It takes about a day to unload, scan, and reload 12 containers. CTPAT members go to the front of the line if their cargo is taken to a CES.</em></p>
<p><em> </em><em>Since CBP is unable to determine what exactly is in each container, they are looking to the importer for help.  <a title="http://request.atacarnet.com:81/CT00005404MQAA.HTML?D=2009-11-02" href="http://request.atacarnet.com:81/CT00005404MQAA.HTML?D=2009-11-02" target="_blank">Importer Security Filing</a> is a new initiative that will allow CBP determine which shipments are at a higher risk for National Security threats.  Now that the importer is required to relay the origin, contents, etc of the container, CBP has a head start in their inspection process</em></p>

<blockquote><p>The International Softball Federation’s World Championships, originally scheduled to be played at ASA Hall of Fame stadium in Oklahoma City in July, will be heading elsewhere.</p>
<p>ISF president Don Porter announced on Tuesday that the world championships would be moved to a different date and country due to a conflict with an international tournament in Puerto Rico.</p>
<p>The softball competition at the multi-sport event in Purerto Rico includes three teams (Cuba, Dominican Republic, and Venezuela) that have also qualified for the 2010 Women’s World Championship.</p>
<p>&#8220;We are disappointed to not have the World Championship in Oklahoma City, but know that it is imperative for our sport to have worldwide participation and a complete field of 16 teams,” Porter said.</p>
<p>&#8220;We don’t want to leave any countries out. The ISF is already working hard to find another host country and we will make a date and site announcement as soon as possible.”</p>
<p>The world championships are played every four years. The 2006 worlds were in Beijing, China.</p>
<p>Another international softball event similar to the World Cup of Softball will be held at ASA Stadium from July 22-July 26.

<p>Jean-Michel Fourgous, l&#8217;un des chefs de file des libéraux de l&#8217;UMP, député des Yvelines, en a assez du &#8220;jeu pervers&#8221; de ses collègues députés, qui débattent avec gourmandise de l&#8217;impôt de solidarité sur la fortune (ISF) et du bouclier fiscal, sans rien y changer. Il le leur a dit tout net, lundi 26 octobre, lors de la discussion d&#8217;un amendement présenté par Charles de Courson (NC, Marne). Celui-ci proposait de supprimer l&#8217;ISF et le bouclier fiscal et de créer une tranche supplémentaire de l&#8217;impôt sur le revenu.</p>

<p>s&#8217;est insurgé M. Fourgous avant de rappeler que la France était l&#8217;un des derniers pays européens à conserver un impôt sur la fortune.</p>

Fourgous, chef d&#8217;entreprise et président du groupe d&#8217;études de l&#8217;Assemblée sur les PME, n&#8217;a pas seulement hâte de voir supprimer l&#8217;ISF, cet impôt ringard dont les socialistes ne pensent guère de bien en privé. Avec ses électeurs des Yvelines, il rêve aussi de voir l&#8217;imposition plafonnée à 30 % des revenus…</p>
<p>Le bouclier fiscal, marqueur idéologique du sarkozysme, qualifié par Christine Lagarde, de</p>
<blockquote><p>&#8220;contrat de confiance entre les Français et la majorité&#8221;</p></blockquote>
<p>est donc sorti indemne de l&#8217;examen de la première partie du projet de loi de finances.</p>
<p>Mais, avec la crise, le nombre des partisans de ce dispositif, qui met les plus riches à l&#8217;abri des augmentations à venir de la fiscalité, s&#8217;amenuise.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>With the ISF some of our direct filing customers need to establish another entity as an importer/consignee.  There are “rules” associated with this to ensure that the transaction is not rejected. </p>
<p>1.        Importer/consignee identifier information for U.S. citizens should be identified by Social Security Numbers and U.S. corporations should be identified by IRS numbers.</p>
<p>2.       CBP assigned number are usually only assigned to foreign nationals and companies without an IRS or Social Security Number. </p>
<p>3.       If there are one or more active importer records already in the Importer/Consignee File with the same name and address, the application for a CBP-assigned number will be rejected.</p>
<p>4.       If there are no pre-existing active importer records in the Importer/Consignee File with the same name and address, the application for a CBP-assigned number will be accepted and the system will automatically assign a new CBP-assigned number to the importer.</p>

<title><![CDATA[Baroud's Biking Backfire ]]></title>

<p>Let me make this clear. I am no denouncer of <a href="http://en.wikipedia.org/wiki/Ziad_Baroud" target="_self">Ziad Baroud</a>. Lebanon&#8217;s hugely popular Interior Minister, who received widespread acclaim from his handling of the June 7 election, is a man I appreciate greatly. His apparent ability to see past the sectarian rivalry &#8211; in which many senior politicians seem hopelessly mired &#8211; is as refreshing as it is admirable. Baroud&#8217;s maxim of &#8220;security is a red line,&#8221; over which partisanship must never tread, is welcome.</p>
<p>From an administrative point of view, his tenure on the Internal Security Forces has been successful. As an order-keeping unit they are rightly respected, regardless of the <a href="http://www.dailystar.com.lb/article.asp?edition_ID=1&#38;article_ID=107512&#38;categ_id=1" target="_self">heavy-handed tactics</a> individuals within the ISF sometimes employ.</p>
<p>But the Interior Ministry&#8217;s decision to <a href="http://www.dailystar.com.lb/article.asp?edition_ID=1&#38;article_ID=107464&#38;categ_id=1" target="_self">ban the use of motorcycles</a> outside of daylight hours in the wake of the clash in Ain al-Remmeneh that left <a href="http://www.dailystar.com.lb/article.asp?edition_ID=1&#38;article_ID=107284&#38;categ_id=1" target="_self">one man dead</a> and four others seriously injured is a reaction straight from the knee-jerk category.</p>
<p>True, there are almost daily reports from the suburbs of Lebanon&#8217;s big cities of residents being terrorized by gangs of thugs atop scooters. Two-wheeled vehicles are perfect &#8211; so the argument goes - for people seeking to harm or intimidate others as they can make speedy getaways through Beirut and Tripoli&#8217;s labyrinthine alleyways.</p>
<p>But banning all motorcycles is unnecessarily heavy-handed and may yet prove counterproductive to its acclaimed goal of reducing security breaches.</p>
<blockquote><p>Security is a red line.</p></blockquote>
<p>There is first the issue of a lack of differentiation. As a logical premise, a considerable percentage of criminals ride motorbikes or scooters. But the &#8220;bad people are people, bad people ride motorcycles, therefore all people who ride motorcycles are bad&#8221; reduction is obviously wrong. A great deal of law-abiding citizens are being punished for the misdemeanors of a few.</p>
<p>Next is the fact that people who do bad things on motorbikes don&#8217;t do it because they ride on two wheels. They do it because they are bad people. If someone has a score to settle or a bone to pick, they are unlikely to be deterred if they can&#8217;t ride their scooter. A murderer doesn&#8217;t become absolved if you take away his ride &#8211; he just becomes a slower murderer.</p>
<p>There are a few exemptions from the ban; bakers and press for example (lucky me). But in many cases carrying a bag of flour between your seat won&#8217;t make you safe from prosecution, as many bikes are unregistered. Even if, like me, you have all documents present and correct, you still face regular interrogation from soldiers holding guns asking gruffly for your papers. This is a deeply unpleasant experience even if all it does is make you five minutes late for work.</p>
<p> Unforeseen side-effects from the IM&#8217;s bitter medicine are likely to emerge. Many people rely on their bikes to get to work or visit family members. The ban won&#8217;t just make this harder to do, it is likely to deteriorate Beirut&#8217;s already derisory <a href="www.allvoices.com/.../4177126-high-traffic-in-beirut-city" target="_self">traffic situation</a> further, as scooters and bikes are narrow; cars and minibuses are not.</p>
<p>There is another, less comfortable association with targeting motorbike and scooter owners. I have been stigmatized for owning a scooter, with people telling me, quite openly that &#8220;only poor people and zooz (Lebanese chavs) ride them.&#8221; Baroud&#8217;s decision to ban their use raises the doubtless-unintended prospect of the Ministry targeting a particular socioeconomic group. Less well-off people will find it harder to get to work or travel around the city to do what they need to do. (Generally but by no means definitively) richer car-owners will continue unscathed. There is no proof that this was the IM&#8217;s intention, but the suggestion is nonetheless uncomfortable. </p>
<p>Of course, Baroud faced a barrage of <a href="http://www.dailystar.com.lb/article.asp?edition_ID=1&#38;article_ID=107553&#38;categ_id=1" target="_self">political pressure</a> to be seen to be doing something following outrage over Ain al-Remmeneh from senior governmental figures. But a blanket ban on two-wheels is misjudged.</p>

Their track and trace feature was just not sufficient to meet our requirements. <p>Pour bénéficier de cette avantage fiscal, vous devez :</p>
<p>- Etre une personne physique domiciliée en France et investissant pour votre propre compte (exemple : un créateur d&#8217;entreprise qui souscrit au capital de sa société, un investisseur qui souscrit au capital de la société d&#8217;une de ses relations, &#8230;)</p>
<p>- Souscrire en numéraire dans la limite de 100.000 euros par an pour les contribuables mariés soumis à une imposition commune et 50.000 euros par an pour les autres contribuables. (la réduction d&#8217; impôt annuelle est ainsi plafonnée à 25% de 100.000 € soit 25.000 euros pour un couple marié et 25% de 50.000 € soit 12.500 euros pour les autres contribuables).</p>
<p>- Lorsque les versements au titre d&#8217;une année dépassent cette limite, l&#8217;excédent est reportable sur les quatre années suivantes et ouvre droit à réduction d&#8217;impôt dans les mêmes conditions (exemple : un célibataire investit 60.000 € : il bénéficiera l&#8217;année suivante de la réduction d&#8217;impôt sur les 50.000 premiers euros, soit 12.500 €, puis l&#8217;année suivante sur les 10.000 euros restants, soit 2.500 €).</p>
<p>- S&#8217;engager à conserver les actions pendant au moins 5 ans.</p>
<p>- Souscrire au capital d&#8217;une société remplissant certaines conditions (société non cotée soumise à l&#8217;IS, détenue à plus de 50% par des personnes physiques, ne dépassant pas certains seuils, &#8230;).</p>

Le bouclier fiscal devait les ramener au bercail&#8230; Il sert à éviter de nouveaux départs. Les «réfugiés» de l&#8217;impôt ont pris goût au bon air frontalier, malgré le fisc qui leur déroule le tapis rouge.</div>
<div>Avec le bouclier fiscal, Nicolas Sarkozy voulait les faire revenir. Las. Les expatriés fiscaux ne se bousculent pas pour négocier leur retour à Bercy, où Eric Woerth a mis sur pied une équipe dédiée, le service d&#8217;accueil des nonrésidents (SANR) que dirige Richard Heurtier, sous la houlette de JeanPierre Lieb, le juriste en chef du ministère.</div>
<div>Pour Lotfi Belhassine, citoyen français et résident belge, tout cela arrive bien trop tard. «Si le bouclier avait existé il y a douze ans, je ne serais pas parti, souligne le patron de Liberty TV, une agence de voyages low-cost. Mais aujourd&#8217;hui, je suis heureux à Bruxelles et j&#8217;y reste.»</div>
<div><span style="color:#996633;">Torrent de critiques</span></div>
<div>L&#8217;ancien PDG de la compagnie Air Liberté a fui la France, en 1997. A l&#8217;époque le fisc lui pompait, dit-il, 97% de ses revenus via l&#8217;ISF. «C&#8217;était de la surexploitation fiscale», tempête Belhassine. Aujourd&#8217;hui, avec le bouclier fiscal, son taux d&#8217;imposition ne dépasserait pas les 50%. Mais Belhassine se trouve bien installé dans sa maison de maître de 1000 mètres carrés à Ixelles, un quartier chic de Bruxelles, où les SDF, les «sans difficulté financière» comme on les surnomme en Belgique, ont élu domicile. Et il s&#8217;est attaché à cette capitale cosmopolite et sa qualité de vie avec ses espaces verts&#8230; «L&#8217;argument fiscal est insuffisant pour me faire rentrer», résume-t-il.</div>
<div>Quelle déception ! A l&#8217;instar de Lotfi Belhassine, nos riches exilés fiscaux ne rentrent pas au bercail. Partis par milliers (plus de 3000 entre 2003 et 2007, selon Bercy) à cause d&#8217;une fiscalité jugée confiscatoire, ces ingrats restent totalement insensibles à la mise en place du bouclier fiscal, en août 2007.</div>
<div>Pourtant, ce dispositif leur était directement destiné. En tenant cette promesse de campagne, Nicolas Sarkozy a pris des risques politiques, essuyant un torrent de critiques, y compris à droite, sur ce «cadeau aux riches». <span style="color:#ff0000;"><span style="text-decoration:underline;">Cette année-là, 246 expatriés fiscaux sont rentrés</span>,</span> selon les dernières statistiques de la Direction générale des finances publiques (DGFiP).</div>
<div><span style="color:#ff0000;"><span style="text-decoration:underline;">Mais l&#8217;année de la victoire de Nicolas Sarkozy aura surtout vu partir 719 ménages, soit deux par jour ! Un flux qui a doublé en quatre ans.</span></span></div>
<div><span style="text-decoration:underline;">Denis Payre</span>, fondateur de Business Objects et actuel PDG de Kiala, est, lui, revenu en septembre 2008, après dix ans à Bruxelles. «<span style="text-decoration:underline;">Mon retour est logique, car je me suis battu pour la mise en place du bouclier fiscal</span>», souligne-t-il. Mais du côté des stars, on ne voit personne revenir. Exilés à Gstaad, en Suisse, Johnny et Laetitia Hallyday avaient bien promis de rentrer si leur ami Nicolas Sarkozy instaurait son bouclier. Johnny (dont l&#8217;agent n&#8217;a pas souhaité répondre à nos questions) poursuit sa mégatournée en France jusqu&#8217;en novembre; mais pour les impôts il préfère les montagnes helvètes.</div>
<div><span style="color:#996633;">Instabilité fiscale</span></div>
<div>Pourquoi ne rentrent-ils pas; Parce qu&#8217;ils n&#8217;ont plus confiance. «Dès l&#8217;élection de Nicolas Sarkozy, nos clients français se sont posé la question du retour», nous confie Ariette Darmon, notaire à l&#8217;étude Monassier, qui voit défiler les gros patrimoines. «Mais ils y ont tous renoncé, car ils ont peur de l&#8217;instabilité de la législation fiscale», ajoute-t-elle.</div>
