<p>This is one of the most commonly under-estimated warlock talents. Most people seem to think of it as just providing replenishment, but this is the lesser part of the talent. lets have a look at the other half of the talent.</p>

<p>Why is this so important? Well it means we don&#8217;t have to life tap! which means more incinerates/conflags/CB&#8217;s/Immos. Now some people will say its only a GCD, under BL a gcd is equal to any haste capped spell, that&#8217;s a missing incinerate, and hence 13k~ damage. over a 300 second fight (the generic simcraft light length), that equates to 40dps for every life tap. Life tap 5 times in combat? that&#8217;s 200dps~. (yay for paper napkin maths!)</p>
<p>But how much mana does ISL really give us? Is it really worth that much mana? I think this graph outlines it best.</p>

<p>It gives us almost our initial mana pool back again, much more than the replenishment and life tap parts. Although this might seem a little counter intuitive while reading the tool tip, replenishment returns 3% mana, ISL 2%, you must remember that ISL can proc more than once in the 15seconds that replenishment lasts.</p>
<p>This is all not to say you shouldn&#8217;t life tap, but picking your time is important. Life tapping while you couldn&#8217;t do anything else is the key. An example in ToC10 is that during northrend beasts I will generally never life tap in combat. If I&#8217;m moving I&#8217;ll throw corruptions and curses around, or attempt to move when I need to conflag, instead I life tap to full mana during the switch between bosses (just before the worms come out) with a decent group I can normally get away with 10% mana when the first boss hits the dust.</p>

<p>The <strong>AP</strong> is reporting that as world markets absorbed the shock of Dubai&#8217;s debt crisis, the ruler of the once-booming city-state left town for an important meeting in a desert palace. His hosts: the leaders of neighboring Abu Dhabi whose balance sheets are flush with oil revenue.</p>
<p>It&#8217;s not known what promises were made inside the halls in Al Ain during the parade of visitors for an important Islamic feast day on Friday. But their new relationship is clear. Abu Dhabi has the cash and cache to be Dubai&#8217;s white knight — in a Gulf version of a too-big-to-fail bailout or to help calm markets with promises to intervene if Dubai&#8217;s fiscal mess deepens.</p>
<p>Asian markets have followed Europe in a slide amid fears about Dubai&#8217;s massive debt, which have also driven the U.S. dollar lower. South Korea&#8217;s KOSPI lost 4.7 percent and Hong Kong&#8217;s Hang Seng dropped 4.8 percent.</p>
<p>Investors are worried that a default by a government investment company in Dubai over $60 billion in debt payments could have a ripple effect in world financial markets. The fear is that losses in the small emirate, which has drawn wealthy tourists from around the globe in the past decade with its Las Vegas-in-the-Middle East appeal, could imperil a nascent economic rebound&#8230;<strong>CBS news</strong> reports.</p>

<p>&#8220;There is no point throwing good money into Dubai&#8217;s black holes,&#8221; Davidson said. &#8220;These are mistakes of Sheik Mohammed and he needs to deal with them.&#8221;</p>

Kedua gol Persib dicetak oleh Cucu Hidayat pada menit 17 dan Atep di menit 52.</p>
<p>Menanggapi kemenanga ini, Jaya Hartono dalam konferensi pers yang digelar pasca pertandinganPersib-Persitara mengatakan bahwa mobilitas para pemain Persib lebih baik dibanding ketika mengalahkan Pelita Jaya Sabtu kemarin. Pada pertandingan ini, Persib terlihat mendominasi sehingga Persitara tidak mampu mengembangkan permainannya.</p>
<p>“Dibandingkan pertadingan sebelumnya melawan pelita mobilitas pemain lebih baik di pertandingan ini,” ungkap Jaya.</p>
<p>“Seluruh pemain saya instruksikan untuk berimprovisasi sendiri. Saya menginstruksikan untuk tidak bermain long passing, long passing hanya dilakukan ke daerah yang kosong, bukan langsung ke pemain,” kata Jaya, yang memang menyuruh para pemainnya untuk bermain bola dari kaki ke kaki.</p>
<p>Khusus tentang Suchao,  Jaya mengatakan bahwa Suchao merupakan pemain yang pintar sehingga dia memberi kebebasan kepada Suchao untuk bergerak menurut nalurinya.</p>
<p>“Suchao bermain bebas, terkadang dia lari ke depan membantu penyerangan terkadang pula ia berlari kebelakang untuk membantu pertahanan. Saya berikan kebebasan karena dia memang pemain pintar, dia tahu dimana harus memosisikan diri,” tambah Jaya.</p>
<p>Kemudian Jaya pun menyorot penampilan Irwan yang sukses membawa kemenangan bagi Persib. Irwan, menurut Jaya mengalami peningkatan baik skill maupun mental.</p>
<p>“Untuk Irwan yang baru bermain, dia mengalami peningkatan,  akan tetapi agresifitas harus ditingkatkan,” kata Jaya.</p>

<p style="text-align:justify;">Persib akhirnya memberikan 3 poin pertama bagi bobotoh di Stadion Si Jalak Harupat, Sabtu 21/11/09 setelah memenangkan perang saudara dengan Pelita Karawang. Persib menang dengan skor tipis 2-1.</p>
<p style="text-align:justify;">Pada pertandingan tersebut, para pemain Persib tampil sangat peuh dengan semangat. Kendati demikianhal tersebut tidak membuta anak asuh Jaya Hartono ini bermain cantik. Mereka sering terburu-buru dalam melakukan penyerangan dan kurang baik dalam penyelesaian akhir.</p>
<p style="text-align:justify;">Hal tesebut dimanfaatkan oleh para pemain Pelita yang sesekali melakukan serangan balik yang membahayakan gawang Persib. Hasilnya terbukti pada menit ke-58 mencetak gol pembuka melalui striker Fonseca.<!--more--></p>
<p style="text-align:justify;">Gol tersebut melecut kembali semangat para pemain Persib. Terbukti tujuh menit kemudian mereka berhasil menyamakan kedudukan melalui pemain asal Thailand Suchao menmanfaatkan umpan manis dari Atep.</p>
<p style="text-align:justify;">Setelah beberapa kali menggedor pertahanan Pelita, akhirnya melalui sebuah set piece tendangan bebas pada menit ke-77, Hilton Moriera berhasil menceploskan bola ke gawang Dian Agus yang selama pertandingan melakukan banyak penyelamatan gemilang. Skor 2-1 untuk Persib bertahan hingga peluit babak kedua berbunyi.</p>
<p style="text-align:justify;">Kemenangan tersebut menjadi yang perdana bagi Persib di ISL 2009 setelah di dua laga awal dikalahkan lawan-lawannya pada tur ke Kalimantan. Go&#8230; Persib&#8230; Go Viking&#8230;!</p>

<p style="text-align:justify;">Kekalahan Persib pada 2 partai perdana Indonesia Super League 2009/2010 banyak dikecam banyak pihak. Pihak yang paling mempertanyakan adalah tentunya Bobotoh Persib. Dengan materi pemain yang mumpuni Persib harusnya dapat menahan 2 tuan rumah bahkan mungkin memenangkan pertandingan.<img title="More..." src="http://syahdanarga.co.cc/wp-includes/js/tinymce/plugins/wordpress/img/trans.gif" alt="" /><!--more--></p>
<p style="text-align:justify;">Di atas kertas memang Persib di atas dua lawannya. Bukan berarti Persiba dan PSM memiliki materi yang jelek, tetapi dengan kombinasi beberapa pemain nasional dan juga pemain asing yang dimiliki harusnya Persib superior atas keduanya.</p>
<p style="text-align:justify;">Pada partai perdana bahkan Persib harus bermain dengan 10 pemain setelah Hariono &#8216;diusir&#8217; wasit. Akhirnya Persib tunduk 0-2. Sedangkan pada partai kedua yang seyogyanya jadi kebangkitan Maung, kekalahan kembali diperoleh oleh pasukan Mang Jaya kali ini dengan skor 1-2.</p>
<p style="text-align:justify;">Apa yang salah..? Apa yang kurang..? Itu yang harus dipikirkan dengan cepat oleh Jaya Hartono. <a href="http://www.persib-bandung.or.id/news?cod=1355" target="_blank">Dua kekalahan</a> di awal besar artinya untuk mengarungi beratnya ISL 2009/2010. Jika gagal membangkitkan Maung, bisa-bisa bisa terus menjadi macan ompong yang tidak menakutkan sama sekali.</p>
<p style="text-align:justify;">Melihat potensi itu bisa diwujudkan oleh pasukan Siliwangi. Nilai 5 yang diperoleh Jaya sekarang bisa ditingkatkan ke level yang lebih tinggi dimana seharusnya Persib berada. Ayo bangkit Persib Maung Bandung. Kamu bisa&#8230;.</p>

<p>Persib Bandung tim kebanggaan saya berangkat dengan percaya diri ke kota balikpapan untuk melakukan laga tandang pertama melawan tim beruang madu PERSIBA Balikpapan dengan target minimal seri</p>
<p>diperkuat cecep supriyatna pada posisi penjaga gawang. Pemain belakang dipercayakan oleh Rene, Wildansyah, Nova. lalu pemain tengah diisi oleh nama2 pemain timnas seperti eka ramdani, atep, hariono, didampingi oleh gilang angga yang bermain disayap.</p>
<p>bermain cukup bagus sampai akhirnya terpancing emosinya,hariono diusir wasit sebelum babak pertama selesai.</p>
<p>hasilnya Maung Bandung kalah 0-2 !!</p>
<p>tp tenang, ini baru pertandingan pertama!masih ada 33 pertandingan lagi!!</p>
<p>ayo sib!jangan kalah lagi dan buat saya merasa ingin terjun ke jurang!</p>

<p>Ketua Umum PSPS Herman Abdullah melepas keberangkatan pemain-pemain PSPS yang hendak berlaga di Malang, Jawa Timur, dikediamannya Sabtu (10/10). Seluruh pemain, ofisial dan pihak manajemen PSPS tampak hadir.</p>
<p>“Kita harus tetap menjaga disiplin, kekompakan, kerja sama yang ulet, dengan demikian akan terbentuk kekuatan yang sangat luar biasa. Target kita hendaknya di putaran pertama ini mampu menempati posisi lima atau enam,” kata Herman dalam sambutannya.</p>
<p>Pada pertandingan perdananya PSPS akan menghadapi Arema Malang di Malang, 14 Oktober mendatang.<!--more--></p>
<p>Menyinggung kekuatan tim yang ada saat ini, Ketua Umum mengaku tetap optimis. Keoptimisan tersebut juga didasari oleh pemain yang dimiliki oleh PSPS saat ini merupakan 90 persen pemain muka lama yang telah padu dan kompak.</p>
<p>Untuk Stadion yang sudah diberikan sinyal baik oleh PT BLI, menurutnya masih menyisakan kendala. “Yang masih menjadi kendala pada stadion tersebut adalah lampu. Jika PT BLI tetap menargetkan agar segera direnovasi, maka kita akan mengusahakan hal tersebut,” tambahnya.(mg5)</p>

Ya, ISL (Indonesia Super League) 2009/2010 siap dimulai!</p>
<p>Saya adalah penikmat sepak bola, termasuk ISL . Kenapa? Yang pertama adalah supporter Indonesia buat saya atraktif dan kreatif, bahkan buat saya lebih atraktif dibanding supporter di negeri Pizza Italia sekalipun. Ya, walaupun supporter Indonesia sering bentrok antar supporter, tapi gak mengurangi banyak kecintaan saya menonton sepak bola Indonesia dari layar kaca teve. Terutama kalau yang maennya adalah Persib! <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_mrgreen.gif' alt=':mrgreen:' class='wp-smiley' /> </p>
<p>Menulis postingan ini dan disambungkan dengan Persib, saya teringat postingan yang <a href="http://irfanmuhamad.wordpress.com/2009/04/26/the-jak-viking/" target="_blank"><strong>INI</strong></a> yang juga tampil di <a href="http://supporter.web.id/the-jak-%E2%80%93-viking.html" target="_blank"><strong>portal sepak bola</strong></a>. Sampai sekarang postingan saya itu masih nangkring di daftar Top Post di blog apa adanya ini. Ya postingan tentang The Jak Persija – Viking Persib yang sering bentrok. Dimanapun dan kapanpun mereka bertemu! <!--more--></p>
<p>Postingan The Jak – Viking sepertinya menarik buat beberapa orang. Bahkan ada beberapa orang yang meninggalkan komentar yang buat saya gak pantes buat ditampilkan. Jadi saya gak approve dan “membuang” ke daftar spam! *sorry ya…! <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_biggrin.gif' alt=':grin:' class='wp-smiley' /> </p>
<p>Di ISL 2009 ini, dengan masuknya Persebaya semakin membuat ISL 2009 akan semakin panas. Baik dari permainan dan tentunya dari sisi supporter. Siapa yang gak kenal Bonek mania, supporter fanatik Persebaya? Bondo Nekad yang nekad pergi kemana pun timnya bermain di negara kepulauan ini, sekalipun para bonek ini gak punya uang. Kehadiran Bonek jelas berlawanan arus dengan Aremania. Siapa yang gak kenal Aremania? Kelompok supporter yang pernah meraih predikat sebagai Best Suporter berkar keatraktifannya dalam mendukung tim kesayangannya, tim yang dijuluki suporternya <em>Ongis Nade</em> alias Singo Edan.</p>
<p>Dan siapa yang gak kenal perseteruan Bonek mania dengan Aremania? Bentrok dimanapun mereka bertemu dalam mendukung tim kesayangan masing-masing. Bahkan berujung anarkis dan korban jiwa. Perseteruan mereka akan diperlengkap dengan perseteruan klasik kelompok supporter yang menjadi teman satu hati dari masing-masing. The Jak – Viking. The Jak bersatu hati dengan Aremania, dan Bonek bersatu hati dengan Viking. Lengkap sudah perseteruan klasik empat kelompok supporter terbesar dari empat klub besar sepak bola tanah air.</p>

<p>Akankah mereka bentrok berujung anarkis di musim 2009/2010 ini? Entahlah. Yang jelas mereka seperti air dan minyak yang susah buat bisa bersatu. seperti anjing dan kucing yang katanya gak pernah akur. Atau seperti Naruto dan Sasuke yang sepertinya ditakdirkan buat bermusuhan. Mengutip yang ada di dalam manga Naruto : kebencian akan melahirkan kebencian, terus seperti itu sampai menjadi rantai kebencian yang terus memanjang.</p>

<p>Tapi daripada gak berharap sama sekali, lebih baik berharap walaupun harapan itu kecil dan hampir gak mungkin. Betul kan? Seperti harapan Jiraya dan Naruto : <em>The day will come when people truly understand one another. </em>Siapa tau di waktu yang lain, gak tau kapan, mereka bisa saling mengerti satu sama lain. Peace, no anarkis.</p>
<p>Dan akhirnya…selamat datang Indonesia Super League 2009/2010. Selamat bertanding. Main fairplay, pemain oke, wasit professional yang gak memihak salah satu klub yang bertanding, ditambah permainan yang cantik tim, dan supporter atraktif yang tertib baik kalah ataupun menang, siapapun yang nonton ISL pasti terpuaskan!</p>

<p>ADRIAN, Mich. &#8211; The offsides trap run by the Blissfield High School boys soccer team was successful at times in slowing Lenawee Christian’s offensive attack.</p>
<p>That same tactic also led to the Royals’ demise as Lenawee Christian took advantage of the scheme to get several breakaways and numerous other scoring opportunities. Craig Key and the Cougars capitalized on those chances as they rebounded from last Thursday’s lopsided loss to Ann Arbor Greenhills with a mercy-rule win.</p>

<p>Key had a pair of goals and an assist as LCS recorded a 9-1 victory over the Royals in an Independent Soccer League contest on Tuesday evening.</p>
<p>“I think at first it was easy (to beat their offsides trap),” said Key, who has seven goals this season.<br />
“We came out really hard. I got some through balls passed to me and we just connected on them.”<br />
Key was one of eight different LCS players to net goals in the victory. Sam Davies, Caleb Antwine, Caleb Ghena, Kris Jacobs, Brandon Chang, Mike Reitz and Andrew Seneker also scored for the Cougars (3-4-1, 2-1 ISL).</p>
<p>“It was nice to come back and bounce back (from our loss to Greenhills),” first-year LCS coach Rico Moreno said. “It was nice to get some goals in the back of the net. (Craig) Key scored his sixth and seventh goals, and when he gets going everyone else feels confident. It made a big difference having Davies up front with (Key). They seem to feed off each other.”</p>
<p>Austin Powel had the lone goal for Blissfield (0-4-1, 0-2).</p>
<p>The Cougars didn’t waste any time scoring as Key gathered a through pass on the left sideline and carried the ball closer to the net before firing a shot past Blissfield goalie Zachery Barker at the 37:01 mark. Key took advantage of the pulled up defense less than three minutes later as he received a pass from Kris Jacobs off a free kick and knocked it past Barker, who was making his first start in goal.</p>
<p>LCS struck again just 19 seconds later as Davies gathered in the rebound of a missed shot by Key and knocked it in for a score to give the Cougars a 3-0 lead less than six minutes into the game.</p>
<p>Blissfield was able to limit the scoring for a short span as its offsides trap worked to perfection. Eventually, the Cougars became more patient and other players got involved in the scoring. Antwine scored at the 21:20 mark before Blissfield got on the board when Jordan Crisman assisted on Powel’s goal.</p>
<p>“We try to use (the offsides trap) in any game as an opportunity to try and slow an offense,” Blissfield coach Tom Frantz said. “If we don’t, I’m afraid we’ll get bunkered in on defense so we won’t do anything on offense. We want to produce some offensive opportunities, and at least we were able to do that a little.”</p>
<p>Ghena and Jacobs also added goals in the final eight minutes of the first half to help the Cougars own a 6-1 advantage at the intermission.</p>
<p>Chang, Reitz and Seneker added goals in the second half to cap the win for the Cougars. Seneker’s score with 18:26 remaining in the contest put the mercy-rule into play.</p>

<p>Tampines Rovers striker Noh Alam Shah has officially signed a year deal with Indonesian Super League (ISL) outfit, Arema Malang.</p>
<p>&#8220;I have lost a lot of motivation to play in the S-League, for reasons I do not wish to elaborate right now,&#8221; Alam Shah told Today, after Tampines&#8217; 1-0 loss at Woodlands last night. &#8220;But football in Indonesia is very physical and that&#8217;s what I&#8217;m looking for. Saya adalah pembaca setia Bola sejak SD, namun sangat disayangkan jika pada beberapa tahun terakhir ini Bola terkesan melakukan diskriminasi terhadap berita olahraga negeri sendiri, khususnya sepakbola. Sebagai pecinta sepakbola, saya dan jutaan penggemar lainnya tentu kecewa ketika digulirkannya ISL (Indonesia Super League) 2008 tidak diimbangi Bola dengan mengeluarkan edisi khusus. Apalagi sampai membahas detil satu per satu profil tim dan kekuatannya masing-masing, profil pemain muda potensial, profil pemain bintang domestik, stadionnya, suporternya, dll. Bandingkan dengan liputan khusus Uero 2008 misalnya. Saya juga paham bahwa media harus mempertimbangkan pasar pembacanya, sponsorship, dsb.<br />

Di era informasi dan teknologi ini, media memegang peranan penting sebagai jembatan informasi terhadap publik. Pertanyaannya, bagaimana mau menciptakan atmosfer sepakbola tanah air yang memiliki pencitraan bagus, jika media dalam negerinya saja kurang dalam apresiasi jurnalistiknya. Sebagai contoh dalam edisi No.1845, di bagian Ole Nasional jadwal Persib vs Persija saja masih salah. Jadwal yang tertulis molor satu hari dari jadwal yang ditayangkan di TV. Saya berharap Bola dapat memberikan liputan mengenai ISL ini lebih padat dan tebal sebagaimana liputan Liga-liga sepakbola luar negeri. Siapa lagi yang akan membela bangsa dan kekayaannya sendiri jika bukan anak bangsa itu sendiri. Boal tak usah takut akan kurangnya pasar, saya yakin lambat laun kecintaan masyarakat terhadap sepakbola nasional akan meningkat. Apalagi era profesionalisme sepakbola sedang dituju.</p>
<p>Untuk PSSI, mewujudkan profesionalisme bukan berarti harus menggunakan bahasa asing dalam istilah-istilah sepakbola. Dalam Bahasa Indonesia istilah-istilah tersebut sudah ada padanannya kok. Contohlah Lega Calcio Italia yang setia menggunakan istilah-istilah sepakbola dengan bahasa negerinya sendiri. Tentunya hal ini juga bukan tanggungjawab PSSI semata, namun media elektornik dan cetak serta seluruh insan sepakbola tanah air juga harus menjunjung bahasa nasional, bahasa persatuan. Mungkin itulah salah satu cara untuk menanamkan kebanggaan terhadap karya cipta bangsa sendiri. Hidup Sepakbola Indonesia!</p>

<p>2008 seyogyanya diikuti dengan profesionalisme para pemain bola di atas lapangan. Lihatlah betapa masih banyaknya pemain yang bermain tidak profesional. Kartu merah apalagi kartu kuning sudah biasa mereka dapatkan. Hal ini tidak jauh berbeda dengan pemain asing, padahal mereka punya beban moral untuk mentransfer ilmu sepakbolanya.</p></blockquote>
<p><!--more--> BLI sudah mengeluarkan aturan denda bagi klub yang kedapatan menerima lebih dari 4 kartu kuning. Namun aturan dibuat untuk dilanggar, nyatanya masih banyak laga yang berakhir dengan lebih dari 4 kartu kuning, bahkan diwarnai kartu merah.</p>
<p>Saya menyarankan hanya kapten Tim yang boleh protes secara langsung kepada wasit dan tanpa kontak tangan. Selain kapten, maka pemain harus diberi kartu kuning untuk protes yang berlebihan. Saya juga setuju dengan beberapa wasit senior yang langsung memberikan kartu kuning terhadap pemain yang memakai aksesoris kalung atau anting. Contohlah pemain besar macam Chritiano Ronaldo yang rela melepas anting dan menutup lubang di daun telinganya ketika turun ke lapangan. Seharusnya pemain bola kita juga sadar bahwa dengan tidak memakai aksesoris, faktor cedera yang tidak perlu dapat dihindari. Gaya sih boleh tapi harus tahu diri dan tempat.</p>

<p>Persija ditunda, kini giliran Persib Bandung harus rela menunda jadwal kandang mereka. Padahal bagi Persib kesempatan ini tepat untuk bangkit usai dua kekalahan di tanah Papua. Dan kita sebagai penikmat sepakbola harus bersabar menunggu <em>bigmatch</em> Persib vs Persik.</p></blockquote>
<p><!--more--> Masalahnya hampir serupa: kekhawatiran terjadinya kerusuhan. Bedanya kali ini laga di Bandung ditunda terkait agenda politik bernama Pilkada Kota Bandung. Sama seperti kasus di Jakarta, pihak Kepolisian tidak memberikan izin keamanan karena dikhawtirkan terjadi kerusuhan.</p>
<p>Memang tidak bisa dipungkiri bahwa suporter sepakbola belum cukup dewasa. Jika terjadi sedikit saja kontroversi akibatnya adalah konflik yang meluas. Namun sangat disayangkan jika  pihak Kepolisian seakan lepas tangan dalam hal ini.  Padahal hal ini bisa menjadi latihan bagi Kepolisian dalam mengamankan agenda politik yang lebih besar lagi pada tahun 2009: Pemilihan Presiden dan Wapres. Tentu tidak hanya Kepolisian saja, semua <em>stakeholder</em> sepakabola tanah air harus ikut bertanggungjawab.</p>
<p>Yang sangat dikhawatirkan adalah terhentinya gelaran ISL 2008 karena agenda politik seperti terhentinya Liga pada tahun 1998. Politik dan Sepakbola adalah dua mata sisi uang yang tidak dapat dipisahkan. Namun alangkah baiknya jika agenda keduanya dapat berjalan beriringan sehingga tidak ada pihak yang merasa dirugikan.</p>

AJ konzentriert sich einmal mehr auf Jack the Ripper:</em></span></p>

<p><span>Jack Warner must have his World Cup. <a href="http://jensweinreich.de/?p=2099" target="_self">FIFA’s serial kleptomaniac</a>, now 65, knows that 2018 is his last chance to acquire the world’s most lucrative sports event and, with his greedy family, loot it. Where does he want it? Mexico.</span></p>
<p><span>If anything goes awry, the USA is the fallback. Both countries are captive members of Concacaf, the regional FIFA franchise controlled from Trinidad by Warner.</span></p>
<p><span>It’s unthinkable that the Warners would let a World Cup and the once in a lifetime chance to skim TV rights, marketing and hotel packages slip through their fingers. And of course they are well-practiced as the biggest ticket racketeers ever.</span></p>
<p><span>When they staged FIFA’s Under-17 championship in Trinidad in 2001, I was there to see them snaffle fast food and beverage contracts in the stadiums, security, hotels, the IT business and, with the personal approval of FIFA president Blatter, their travel agency got all 15 teams’ flight tickets. The construction contracts came earlier. </span></p>
<p><span>In 2007 Warner told the BBC that his franchise must host 2018 saying, ‘There are moves to give it to England. I must fight that. I really don’t believe that we should lay down and play dead to anyone who wants to take the World Cup from Concacaf.’ Only two countries in Warner’s franchise could stage the championship: Mexico and America.</span></p>
<p><span>For the last few years Blatter has jerked football around, promising, then withdrawing, rotation around the continents. This obfuscation smells of a pact perfected in FIFA’s shadows.</span></p>
<p><span>What is that deal? Warner boasted in 2003, ‘I have told Mr Blatter that whenever he is running for election do not come to campaign in Concacaf. He doesn’t have to. Don’t waste his time. Concacaf has 35 votes. He gets 35.’ Blatter gets the FIFA Presidency for Life; Warner gets all the money he can bank, all the tickets he can tout. Ever noticed that when caught racketeering, Blatter inevitably protects him? </span></p>
<p><span>And at last, his own World Cup in a country rarely troubled by business transparency. The downside with America is all that freedom of information &#8211; and picky business regulators.</span></p>
<p><span>Why so sure about Mexico? Drop by Warner’s vast, private commercial leisure, health club and convention complex, with artificial pitch in Trinidad &#8211; the Centre of Excellence &#8211; all paid for by FIFA.</span></p>
<p><span>One salon is named after Herr Blatter. It should be. He provided the cash. The other big one is the Guillermo Canedo Hall. Mexican TV mogul Canedo was a member of FIFA’s ruling group from 1962 until his death in 1997. His understandings with president Joao Havelange brought the World Cup to Mexico in 1970 and again in 1986 and truckloads of dollars for Canedo’s Televisa company.</span></p>
<p><span>Canedo’s son, another Guillermo, became a vice-president of Warner’s Concacaf in 2003, the same year he was appointed boss of Televisa International. He also sits on FIFA’s Marketing and Television advisory board.</span></p>
<p><span>Can Warner pull it off? Mexico and the USA have adequate facilities &#8211; and delivered in the past. Rival bids, hobbled by the global financial meltdown, will struggle to find funding for stadiums, new roads and hotels by December next year.</span></p>
<p><span>So Russia’s bid &#8211; as oligarchs seek buyers for their yachts &#8211; may be as credible as the soon to evaporate bids from impoverished Indonesia, sweltering Qatar and confused Japan and Korea.</span></p>
<p><span>Blatter’s banning two-country bids looks part of the conspiracy. Holland/Belgium are more compact than England, the trains are better and so is the beer. Spain/Portugal is only slightly larger. France in 1998 was bigger. What’s the problem? They are the problem. They are surplus to requirements.</span></p>
<p><span>An early bath looms for Holland/Belgium with Portugal abandoned on the bench by Spain &#8211; which may stagger on to become, with England, Europe’s two bids.</span></p>
<p><span>UEFA is likely to favour Spain. Their boss Angel Villar Llona is tight with Blatter and active on FIFA’s refereeing committee. England’s Geoff Thompson, who elbowed the moral John McBeth aside, is the only FIFA vice-president that <em>never</em> comes up on my Google searches. Invisible.</span></p>
<p><span>Australia? The irritating thought won’t go away that billionaire Frank Lowy’s bid is to divert attention from tax probes into his business empire &#8211; and why his son Peter pleaded the fifth when questioned on Capitol Hill last year about the family’s secret accounts in Lichtenstein.</span></p>
<p><span>FIFA’s leaders are fond of Frank and luxuriating on his yacht, lengthy enough to squeeze between two penalty areas &#8211; but the berth stops there.</span></p>
<p><span>The fantastical notion that England is ‘front-runner’ has been invented by London reporters. The only way to <em>know</em> is to poll the 23 voting members at FIFA &#8211; and they do <em>omerta</em>. Likely scenario: Spain and England bruise each other, America withdraws and Televisa pulls clear to win it. For the English, it may be the Mexican wave &#8211; goodbye.</span></p>
<p><span>I tipped Warner to win seven months ago in these pages. A familiar voice was assuring me, ‘I hope you enjoy Mexico or the States, England isn’t even being discussed in private.’ That was the weekend Capello dragged a tired team to Trinidad and Warner made a killing touting tickets.</span></p>
<p><span>As last weekend neared I worried; had my source failed me? Then, as deadline loomed, both countries declared. Phew. The Voice was back on last week. ‘Didn’t I tell you? And they’ve given Wembley the UEFA Champions League Final, it’s a sop.’</span></p>
<p><span>Once you know The Fix is in, as it was with the last two World Cup campaigns, there’s not a lot more for reporters to write. But that doesn’t fill pages in London papers so we are inveigled into another fantasy: the whimsy that among the 23 voters are some waverers who might be seduced by a lavishly-illustrated history of Hillsborough, lunch with Mrs Windsor at Windsor and bedtime coca at Claridges. More up-market scoff at Downing Street, Parliament and other eateries. But the buggers live like that all the time, chauffeured around the Michelin Guide.</span></p>
<p><span>The Voice tells me that Warner already has 12 votes locked up &#8211; Victory! &#8211; and maybe 13. Here’s how the numbers are running.</span></p>
<p><span>Warner starts with three votes. His and his two handpicked Concacaf sidekicks on FIFA’s executive committee, perfectly round Chuck Blazer from Trump Tower, New York and his other home, Paradise Island, Nassau, and Guatemala’s Rafael Salguero. Hands up everyone who ever heard of this Master of the Football Universe. He says he is a lawyer for banks. I didn’t think anybody these days admitted working for banks.</span></p>
<p><span>Shift south and there’s three easy pulls in Latin America. Don Julio Grondona, the noted anti-Semite from Argentina, chairs FIFA’s finance committee and Warner is his deputy. What do they do with FIFA’s money? Swiss Investigating Magistrate Thomas Hildbrand is trying to find out.</span></p>
<p><span>Another kindred spirit is Ricardo Teixeira, son-in-law of former FIFA president Joao Havelange, himself no stranger to corruption allegations. Tricky Ricky bosses Brazil’s national association. The most recent investigation said it is, ‘a den of crime, anarchy, incompetence and dishonesty.’</span></p>
<p><span>The terrible trio is made whole by Paraguay’s Nicolas Leoz. He’s presided over the Latin American franchise since 1986. Last time England was bidding Sir Bobby Charlton was dispatched to Asuncion to court him, just days after Leoz had secretly trousered a $100,000 <a href="http://jensweinreich.de/?p=2072" target="_self">kickback from ISL</a>, the company given World Cup marketing rights. A month later Leoz was hosted in London by the FA, lunched at the House of Commons, dined at Lancaster House and then collected a further $30,000 from ISL. How are we doing? Look’s like we’re up to six for Televisa.</span></p>
<p><span>At this point I need to tell you that last December Herr Blatter, speaking of the campaign for 2018, assured us, ‘Of course fair play will be the order of the day’ and you must wonder if he was bonging with Michael Phelps.</span></p>
<p><span>Warner’s been in Nigeria recently giving support to a FIFA voter in distress, Dr Amos Adamu. Readers will recall Amos was denounced for corruption and fired from their Sports Ministry. Warner will be back in Lagos later this week with light-fingered Leoz, guests of the African regional franchise congress.</span></p>
<p><span>Which way will Africa’s leader Issa Hayatou swing? And new boy from Ivory Coast, Jacques Anouma? The fourth voter, Slim Chiboub from Tunisia, was involved in some curious backroom activities when Germany was desperately trying to pull ahead of South Africa to grab 2006. Which they did.</span></p>
<p><span>After listening to my well-informed friends in West Africa I’m compelled to write that all four African votes will back Jack. That’s 10 &#8211; two more than Europe can muster  - and Mexico is ordering Corona by the truckload.</span></p>
<p><span>Thailand’s Worwai Makudi was helped to see Germany’s case for 2006. Jack should be his man. That’s 11 on the board. You wouldn’t think that Asian franchise boss Mohamed Bin Hammam, a copiously rich fellow from Qatar, would ever need any help. Suddenly his leadership faces two well-funded challenges and he needs help. Hello Jack. That’s 12 of 23 &#8211; Bingo!</span></p>
<p><span>Maybe Jack will score more. Russia’s delegate has his own way of looking at these things and we know little about the new guy from Oceania, Tahiti’s Raynald Temarii, whose first language is French and says he once followed Liverpool.</span></p>
<p><span>England might add two votes from the Japanese and Korean delegates to Europe’s eight. Much might change before the vote in December 2010 but for now, it seems that Jack’s past the post.</span></p>
