<p>Very very exciting tings a gwan at the Baobab Village!  <a href="http://en.wikipedia.org/wiki/Soum_Bill">Soum Bill</a>, the founder of <a href="http://www.afromix.org/html/musique/artistes/les-garagistes/index.en.html">Les Garagistes</a>, who is recording his new album in New York will be making a stop by San Francisco for a one time performance.  We are so lucky to be able to have him perform here in the Bay Area.  I will be djing alongside the great DJ Polo of Reggae Gold SF, and the other Baobab resident DJ&#8217;s.   Come get your Zouglou and Coupe Decale first hand in the mission next Friday December 4th!</p>

<blockquote><p>     <a title="Secretary-General Ban Ki-moon " href="http://www.un.org/sg/" target="_blank">Secretary-General Ban Ki-moon </a>called on 24th November on all parties in Côte d’Ivoire to fix a new date as soon as possible for their much-delayed elections, now postponed yet again from their latest deadline of this month.</p>
<p>    Welcoming 23rd November publication of the provisional voter list in the West African country, split by civil war in 2002 into a Government-ruled south and a rebel-controlled north, he assured all parties that<a title="The United Nations" href="http://un.ORG"> the UN </a>would continue to provide the necessary financial, technical and logistical aid to help them organize and conduct open, free, fair and transparent elections.</p>
<p>    The elections, originally scheduled for as far back as 2005, were planned for 29 November after repeated postponements.</p>
<p>    “<a title="About The U.N Secretary General" href="http://www.un.org/sg/" target="_blank">The Secretary-General </a>believes that with this important development [the provisional list], the Ivorian parties and institutions have made significant progress towards the establishment of a consensual and transparent voters list,” a <a href="http://www.un.org/apps/sg/sgstats.asp?nid=4253">statement</a> issued by Mr. Ban’s spokesperson said.</p>
<p>    “<a title="Mr. Ban Ki Moon biography" href="http://www.un.org/sg/biography.shtml" target="_blank">The Secretary-General </a>now encourages all the Ivorian parties to build further on this critical milestone in order to prepare the final voters list and move forward in determining a new election date as soon as possible.”</p>
<p>    A UN peacekeeping mission, known as <a title="About UNOCI in Ivory Coast" href="http://www.un.org/en/peacekeeping/missions/unoci/index.html" target="_blank">UNOCI</a>, has been stationed in Côte d’Ivoire since 2004 to help ensure a ceasefire and pave the way for permanent peace and democratic elections. Reauthorized repeatedly since then, most recently until 31 January 2010, it currently comprises nearly 8,400 uniformed personnel, as well as 407 international civilian staff.</p></blockquote>

<blockquote><p>    A peace agreement between the Government and the rebel <em>Forces Nouvelles</em> (FN) in March 2007 resulted in the appointment of FN leader Guillaume Soro as prime minister. This event marked a turning point in the peace process in Côte d&#8217;Ivoire. All the signatories to the accord, signed in Ouagadougou, Burkina Faso, confirmed their commitment to peace and stability, a development welcomed by the international community.</p>
<p>    The Ouagadougou Agreement included provisions for a joint military command, a new government, the disbanding of militias and armed groups, assisted returns of internally displaced persons (IDPs), and elections within 10 months. The agreement also included the gradual removal of the <em>zone de confiance</em>, a buffer strip set up by international peacekeepers to separate government troops in the south from the FN in the north, and the resumption of the <em>audiences foraines</em>, or public hearings related to the granting of birth certificates, identity papers and settlement of nationality issues.</p>
<p>    Notwithstanding the delay in implementing some of the major aspects of the agreement, including the disarmament and demobilization of armed factions, key groups in the country have agreed that the first round of presidential elections should be held on 30 November 2008.</p>
<h4><span style="color:#ffffff;">The needs</span></h4>
<p>    Self-reliance projects are required for the remaining Liberian refugees in Côte d&#8217;Ivoire to help with their local integration. Persons with specific needs who do not benefit from local services need assistance. Urban refugees, who are affected by the current economic crisis in the country, need help to maintain minimum living standards. Women and children at risk need educational programmes and income-generating activities. Ivorian refugees in neighbouring countries require assistance to return to Côte d&#8217;Ivoire and to reintegrate into their areas of origin.</p>
<h3><span style="color:#ffffff;">Main objectives</span></h3>
<ul>
<li>Promote the voluntary repatriation and reintegration of Ivorian refugees.</li>
<li>Protect and assist urban refugees in Abidjan.</li>
<li>Facilitate the local integration of some 24,000 Liberian refugees through self-reliance projects, support local structures and help individuals with specific needs.</li>
<li>Provide community-based assistance in the health, education, social services, sanitation and water supply sectors.</li>
<li>Prevent and respond to sexual and gender-based violence.</li>
<li>Pursue third-country resettlement for eligible cases.</li>
</ul>

<content:encoded><![CDATA[<div class='snap_preview'><p>Many of the top cocoa-producing nations in West Africa continue to allow slavery, especially in the agricultural sector. In these nations slavery is officially illegal, but it is still practiced, and enforcement of the law is limited.</p>
<p>Real life on  a West African cocoa plantation is a far cry from the rosy picture the <a href="http://www.chocolateusa.org" target="_self"> National Confectioners Association</a>  leads you to believe.</p>
<p>In many chocolate producing West African nations, and especially in the Cote d&#8217;Ivoire (Ivory Coast), slaves who are mostly children, work on cocoa plantations. Every year, thousands of <a title="Mali" href="http://www.thefreedictionary.com/Malian" target="_self">Malian </a>children are sold into slavery and brought into the Ivory Coast to work.</p>
<p>Unfortunately, the plantations involved are small and isolated enough that this practice remains under the radar of law enforcement officials. The tragic stories of the children involved came to light when <a href="http://www.mcclathy.com" target="_self">Knight Ridder</a> newspapers published a series on these slaves. In response to these allegations,  the Ivory Coast government has tentatively agreed to form a task force to mitigate the problem</p>
<p>Chocolate manufacturers insist that they have little control over their supply chain, however, there are other alternatives available. Buying fair trade chocolate ensures that small cocoa farmers are fairly compensated for their crop.</p>
<p>Fair trade is about doing things that is fair to everyone  When you spot the fair trade mark on a product, it means that farmers in developing countries have been paid a fair and stable price for their crop.</p>
<p><span style="color:#3f3fe8;">&#8221; Fair trade is a good thing for farmers like me . We earn more, but it  also means we get advice with farming  practices and learn more skills, becoming better farmers&#8221;</span></p>

<p>The field has been set as all 32 teams have qualified for the 2010 FIFA World Cup with such powerhouses and perennial favourites as Brazil, Argentina, Italy, Germany, Spain, France, England, and the Netherlands booking their tickets . They will be joined by dark horses from the USA, Portugal, Ghana, Mexico, Côte d&#8217;Ivoire and the teams I&#8217;d like  to put into the &#8220;No Chance&#8221; column Honduras, South Africa, Denmark, Japan, Korea, New Zealand etc.</p>
<p>This is the first time in the tournament&#8217;s history that the games will be played in Africa.  African soccer nations have not fared too well at the world championship but in recent years the game and style of the teams and players has changed dramatically and I truly expect one of the six qualifying teams-Algeria, Cameroon, Ghana, Nigeria, Cote d&#8217;Ivoire, and South Africa &#8211; to break through in ’10.</p>
<p><!--more--></p>
<p>A look at the history books reveals that only seven countries, from two continents (Europe and South America), have ever hoisted the World Cup with each continent winning nine times each. In the 18 World Cups prior to next summer, some interesting facts show that this trend may very well continue.</p>
<ul>
<li>In the last 60 years only two South American teams have made the finals, Brazil and Argentina.</li>
<li>70 of the 72 Final Four teams have come from Europe and South America. The United States of America in 1930 and Korea at home in 2002 are the only two countries outside of Europe and South America to advance to the Final Four.</li>
<li>The latest FIFA World Rankings have 8 European teams and 2 South American teams in the Top 10.</li>
<li>South America has won 8 of its 9 titles <strong>outside </strong>of Europe with its only European win coming in the 1958 World Cup where Brazil defeated the host Swedes.</li>
<li>The best finish by an African team came in 2002 when Senegal qualified for the Quarter-Finals. Aside from this lone outlier, African nations have never, to date, been a significant threat to the South American and European giants.</li>
</ul>
<p>At Korea in the 2002, it seemed soccer was evolving and changing for the better. Spectators around the World were able to see a new brand of game and new teams move there up the upper echelons of the soccer world. USA, Korea, Turkey and Senegal were all in the Quarter-Finals as traditional favourites such as Italy and Argentina and Spain were sent home early. It seemed soccer turned a new leaf and we’d begin to see new faces in the big stage.</p>
<p>While Korea was the year of the &#8216; breakthrough&#8217;. Germany was the year of &#8216;tradition&#8217;. North American and Asian teams did not perform well in Europe and were sent packing in the group stage. This was a shock considering the high expectations for them heading into the tournament. Germany, Italy, England, Argentina, France and Brazil were all in the quarter-finals which just further proved that many countries have huge steps to make to be classified with the giants of the football world.</p>
<p>So after all these stats and bad showings by countries outside of Europe and South America the thought of a new country emerging in the final four is ludicrous. What makes this time around different is the fact the African game and its players have improved over the years and the stats listed above actually do sway in Africa’s favour. (Just hear me out!)</p>
<ul>
<li>African players are now playing the highest level of soccer with players such as Toure, Drogba, Kalou, Etoo, Essien, and Mikel all playing in the EPL.</li>
<li>Italy, Germany, France, England are the only 4 countries from Europe to win, despite strong showings from Netherlands, Spain, Portugal, Croatia and Sweden. Europe has great teams, most can never get over that hump.</li>
<li>Europe has <strong>NEVER</strong> won outside of Europe with all its 9 championships coming on European soil so you can forget about a repeat of 2006, where the final four was composed entirely of European teams.</li>
<li>Ghana finished runner-up in the 2001 U20 World Cup and just won the 2009 U20 World Cup. In 2005, Nigeria finished 2nd overall at the same tournament. These players have been gradually moving up to the men&#8217;s ranks and will help their countries at next year’s tournament. There really is little correlation between the youth tournament and the men&#8217;s but if you’re making huge strides in the development of the youth, it will eventually work its way to the top of the ladder.</li>
</ul>
<p>In 2006 the African newcomers had reason for pride. Côte d&#8217;Ivoire gave Argentina and the Netherlands scares despite losing to both.  Angola earned draws with Mexico and Iran, and an attack-minded Ghana team led by Stephen Appiah and Michael Essien beat the Czech Republic and USA before going down to Brazil in the Round of 16.</p>
<p>The team I like most to make the Final Four this time around is Côte d&#8217;Ivoire or Ivory Coast, known to most of the world. Their key players have been playing in European leagues the past few seasons and when you play in the top leagues in the world your game improves. In Drogba and Kalou, Didier Zokora, Kolo Touré and his brother Yaya, they possess solid experience at a high level. Didier Drogba is currently one of the best strikers in the world and he is a fierce athlete on the pitch. They have a solid midfield that puts relentless pressure on the ball and the opposition.</p>
<p>Look for the Elephants&#8217; size, speed, and willingness to win, to help them advance deep into the competition. A great qualifying campaign and consistent play over the last few years has helped this team climb up the world rankings and have made them household names in football savvy locales the world over.  No team should take them lightly as they have proven they can compete. One need only look to today&#8217;s results, Cote d&#8217;Ivoire tied Germany in an international friendly 2-2.</p>
<p>All of the African teams are fast and tough. With the backing of there fans and being on home turf it&#8217;s fair to say they can do what Korea did when they hosted in 2002 and grab the hearts of the whole world. It&#8217;ll be tough for one of the six to win the tournament, but saying an African team will make the final four is not that far fetched at all.</p>
<p>I pose this warning to the world, beware of African soccer, it is poised to make it&#8217;s mark ! See you in South Africa 2010!</p>

<p>Close to 100  African tribes make and use masks.</p>
<p>African tribal mask makers are not free to make any mask they want.  They must follow religious and spiritural rules.</p>
<p>Before cutting down a tree,  the mask-maker has to visit a wizard to undergo a purification ceremony and make a sacrifice to the spirit of the tree.  This purification ceremony protects the mask-maker against the rage of the tree spirit.</p>
<p>Once the first blow is struck with the axe, the mask-maker puts his lips to the tree and sucks out a small amount of sap.  This makes him become a part of the tree&#8217;s &#8220;family.&#8221;  After the tree is cut down, it must be left alone for a few days for the tree spirit to find another dwelling.  Even after the tree is chopped down, it continues to have miraculous powers, requiring the mask-maker to follow specific rules and practices.</p>

<p>When the mask-carver starts carving, he cannot freely make whatever shape he wishes.  The first rule is that the mask must represent his own ethnic group (of which there are over 1,000 ethnic groups).  If  not, he risks the anger of his entire village, and the rage of the tree spirit.  While the mask is taking shape, it is believed that the powers of the wood are increasing.</p>
<p>When the mask is finished, the wizard must hold a consecration ceremony which turns the mask into a dwelling place for the spirit to which it is dedicated, and afterward, the mask can be used in religioius ceremonies.</p>
<p>African masks vary in shape and appearance.</p>

<p>Ancestor masks have a serene look, while masks of non-human spirits have a bizzare face.  Masks with horns are used in exorcism ceremonies, while protruding eyes and cold expressions represent spirit posession.</p>
<p>White masks represent the dead looking in on the living, and round faces represent high degrees of spirituality.  C heckerboard patterns represent separations.  These can be separations between good and evil, men and women, or intelligence and stupidity.</p>

<p>Religious ceremonies with masks are allowed to be viewed almost excusively by men.  Regardless of the sex of a mask, the wearer is always a man.  Some villages even believe that if a woman sets eyes on a mask, she will die.  The mask represents a supernatural living person.  The person wearing the mask is considered to be in direct contact with the mask&#8217;s spirit. A mask offers a chance to a supernatural being for incarnation.  Because a mask is sacred, violating the rules of its use is punished severely, even by death.</p>

France is often seen as quietly backing, well, the bad guys &#8212; Mobutu comes to mind, as does Habyarimana, the president whose underlings committed the Rwandan genocide.  And those are just two countries&#8230;.Adam has more.</p>
<p>It&#8217;s a great piece that takes the temperature of a compelling question&#8230;which, alas, has no easy answer.  To strong man, or not to strong man?  <em>C&#8217;est la question</em>.</p>

<p>Robert Beugre, the president of the electoral commission, says the Nov. 29 election will be delayed at least two months.<!--more--></p>
<p>The country&#8217;s elections have been delayed every year since 2005, when President Laurent Gbagbo finished his last term. The country slipped briefly into civil war but a peace deal was struck that was meant to pave the way toward elections.</p>
<p>Beugre said Wednesday more than 5 million voters have been cleared to take part in the election, representing 83 percent of the electorate. But he said the election commission needs to clarify the eligibility of at least 1 million others who have applied to vote.</p>

<p>CONAKRY, Nov 11 (Reuters) &#8211; Prospects of international mediation breaking the political deadlock between Guinea&#8217;s ruling junta and the opposition are slim, with a failure potentially leading to a new bout of unrest.</p>
<p>Since security forces killed more than 150 protesters, according to witnesses, in a Sept. 28 crackdown on dissent, opposition leaders have called on junta leader Captain Moussa Dadis Camara to step down immediately.</p>
<p>But Camara &#8212; or &#8220;Dadis&#8221; as most Guineans call him since he seized power in a bloodless coup last December &#8212; shows no sign of wanting to surrender power, and there is little scope for compromise between the two positions.</p>
<p>&#8220;I think it&#8217;s unrealistic. You can&#8217;t start a negotiation by saying &#8216;I don&#8217;t want power&#8217;,&#8221; Guinean Foreign Minister Alexandre Ceceloua said of the opposition demands in Burkina Faso&#8217;s capital Ouagadougou, where Burkinabe president and veteran regional peace-broker Blaise Compaore is leading talks this week.</p>
<p>With no fewer than three of Guinea&#8217;s immediate neighbours &#8212; Liberia, Sierra Leone and Ivory Coast &#8212; still struggling to recover from civil wars, Guinea&#8217;s crisis has raised worldwide concern of contagion across an already unstable region.</p>
<p>African neighbours, the European Union and ex-colonial power France have denounced Dadis&#8217; rule and launched sanctions such as arms embargoes, visa bans and freezes on the bank accounts of members of the junta &#8212; who so far have shrugged them off.</p>
<p>The main international hope now lies with Campaore&#8217;s effort.</p>
<p>The talks in Ouagadougou are aimed at reaching agreement on establishing a transitional government in the world&#8217;s biggest exporter of aluminium ore bauxite, where many major resources firms have large operations.</p>
<p>NO CONFIDENCE</p>
<p>But the Sept. 28 killings in a sports stadium in the capital Conakry, and Dadis&#8217; failure so far to allow a return to civilian rule, make any real talks with him and his National Council for Democracy and Development (CNDD) difficult.</p>
<p>&#8220;What can a civilian opposition do against a group of people that is armed and ready to kill? There is no possibility of dialogue between the sides,&#8221; said Madani Dia, an independent political analyst in Conakry.</p>
<p>A Western diplomat in Conakry agreed.</p>
<p>&#8220;It&#8217;s almost impossible for the opposition to go back to negotiate with a party that&#8217;s promised (elections) for 8 or 9 months,&#8221; said the diplomat.</p>
<p>&#8220;If you were in the stadium, would you have any confidence?&#8221;</p>
<p>The mood of key figures within the junta hardly suggests they are going to the negotiating table with an open mind.</p>
<p>In a Reuters interview in Conakry last week, one of Dadis&#8217; senior aides, Idrissa Cherif, said the junta was the victim of plots and conspiracies, blaming former colonial power France for attempting to destabilise the country.</p>
<p>Dadis himself is no longer speaking to international media since a French television station interviewed him lying in bed, an appearance that exposed him to ridicule.</p>
<p>But in Conakry newspaper &#8216;La Lance&#8217; he spoke of a &#8220;plot&#8221; involving the theft of weapons as being behind the killings, and repeated his message of defiance.</p>
<p>&#8220;Guinea is &#8230; master of its destiny. Nobody can assume the right to tell it what to do. For my part, I will not surrender a particle of our national sovereignty,&#8221; he vowed.</p>
<p>Though political opposition is widespread, many observers see disgruntled army officers or rival factions within the military as the most realistic threat to Dadis&#8217; power.</p>
<p>The capital has been quiet since the Sept. 28 killings but there are fears of another outbreak of trouble if talks fail.</p>
<p>&#8220;If political parties walk away, then that&#8217;s going to be a real trigger point. If they move from days of staying at home to days of strikes, that could be a serious thing as in Guinea that means aggression,&#8221; said the Western diplomat.</p>
<p>Mohamed Diane, executive secretary of the Assembly of Guinean People (RPG), the country&#8217;s biggest opposition party, said they would have no other choice but try and persuade scared Guineans to take to the streets again.</p>
<p>&#8220;It&#8217;s the only means we have, faced with an armed junta.&#8221;</p>

<p>President Laurent Gbagbo has announced that the vote set for Nov. 29 will have to be postponed because more adjustments to the electoral list are needed.<!--more--></p>
<p>The West African country&#8217;s constitutional court said in a statement Monday that an official election date will be reset in eight days.</p>
<p>The long-expected and much-delayed vote is meant to put a formal end to the hostilities that ripped apart one of Africa&#8217;s most affluent countries.</p>
<p>The world&#8217;s No. 1 cocoa producer was split into a rebel-held north and a government-controlled south after an attempted coup sparked civil war in 2002. A peace deal was signed in March 2007.</p>
