Gisteren keek ik op mijn blog naar wie hem zo’n beetje bekeken hadden.

Dat is toch leuk dacht ik zo.

En op zich vind ik dat nog steeds, ook na mijn grote verbazing waar ik angstig van heb wakker gelegen.

Ik kwam zo op het blog terecht van een kale kerel, ik noem geen namen, want ik wil niet dat zijn blog meer bekeken gaat worden als die van mij, en naar alle waarschijnlijkheid kunt u hem herkennen aan zijn tong.

Want lieve mensen, het betreft hier een fanatiek rimmer, een zogezegd anus likker, dan wel anus kusser.

Het zag er op de foto’s uit, alsof hij met zijn toch wilde ontdekken of de persoon die hij flink aan het rimmen was nu wel of geen blindedarm operatie had ondergaan.

Nu rimt men waarschijnlijk al eeuwen, zonder er echt een leuke naam voor bedacht te hebben, waarschijnlijk dacht men, och ik ben toch bezig, laat ik het sterretje ook eens doen.

En dan wilde je daar na de verdere seks niet meer aan terugdenken, laat staan er een naam aan geven.

Nou de rimmers denken daar anders over, die rimmen wat af, en hebben het er waarschijnlijk aan de bar van de voetbal kantine over, hoe spectaculair het rimmen de avond voor de wedstrijd wel niet was, laat staan wat er in de douche van FC Cockingen allemaal niet gebeurd is.

Zelf denk ik dat de naam bedacht moet zijn  tijdens het trimmen van het haar rond de anus, de bedenker dacht, na het trimmen en tijdens het rimmen, ik haal er een T af, en klaar is kees.

Toch denk ik niet dat ik mij verder in het rimmen ga verdiepen, ik hoop dat men de kont goed blijft afvegen, en niet met vochtig toilet papier, dat geeft waarschijnlijk een nare smaak.

We zouden rimmers in kunnen zetten bij politiek gerichte actie’s, ik bedoel in plaats van een heerlijke taart in pak hem beet het gezicht van onze Minister president, een rimmer op hem af te sturen, tijdens een belangrijke redevoering. De rimmer besluipt Jan Peter van achter, trekt zijn broek omlaag, grijpt zijn heupen vast, en zijn tong doet de rest.

Of er iets zal veranderen in Nederland, doet er niet toe, het is in ieder geval weer eens iets anders.

Ik ga lekker een rondje trimmen.

En un mundo donde los altos contrastes, lo blanco frente a lo negro, o lo negro frente a lo blanco, parecen ser las perspectivas que día a día aumentan de calado, de importancia, la introducción de mayores equilibrios, de mayores dosis de mesura, es una esperanza fuerte. El proceso de integración continental de la Unión Europea forma parte de esa esperanza.

Luego de los fracasos del Tratado Constitucional, en 2005, Europa quedó en un compás de espera, en una fase de estancamiento, hasta la reciente firma del Tratado de Lisboa, que intenta recuperar la iniciativa.

En el Tratado de Lisboa, que entrará en vigor el próximo 1 de diciembre, se prevé la elección de un presidente permanente del Consejo Europeo, y de un Alto Representante de la Política Exterior, para que Europa hable con una sola voz en el concierto internacional.

La elección de estos dos cargos se ha realizado esta semana que pasó, y, a pesar de las altas expectativas que habían creado, las designaciones han tenido la particularidad de dejar disconformes a todo el mundo.

Frente a un mundo cada vez más en blanco y negro, Europa no sale de los tímidos grises.

Los jefes de Estado y de Gobierno de los 27 países miembros de la Unión Europea, han elegido al conservador democrata-cristiano belga Herman Van Rompuy como presidente, y a la laborista británica Catherine Ashton, como Alto Representante de Política Exterior y Seguridad (el cargo que desempeñó hasta ahora Javier Solana), y Vicepresidenta de la Comisión Europea.

Van Rompuy, hasta ahora primer ministro belga, parece ser un hombre de consenso, especialmente frente a la complejísima crisis entre valones y flamencos en su país. Pero fuera de Bélgica no lo conoce prácticamente nadie, y ha dejado atrás a candidaturas de aspirantes como Tony Blair, del holandés Jan Peter Balkenende, o del ex presidente del gobierno español, el socialista Felipe González, todos políticos de fuertes personalidades y claros liderazgos.

Y la señora Ashton llega a este cargo, básicamente, por una cuestión de equilibrios: es socialista, y es mujer. Las europarlamentarias ya habían dejado escuchar su voz de protesta –y de advertencia- de que no tolerarían que los nuevos altos cargos de la UE fueran todos para hombres.

La política de equilibrios de Bruselas, además, conduce a que la cartera de Exteriores vaya a parar a un socialista, mientras que la presidencia queda en manos de un conservador, reflejando, de esta manera, la distribución política actual en los gobiernos de los países miembros de la Unión Europea.

Catherine Ashton se pondrá al frente del mayor aparato diplomático del mundo, a partir de 1 de diciembre. Asumirá las atribuciones de presidir el Consejo de Ministros de Asuntos Exteriores de todos los países de la UE, y la “cancillería” de la organización.

Lady Ashton (es baronesa, título nobiliario entregado por Su Majestad, la Reina de Inglaterra) estará al frente de una red diplomática inmensa, con la mayor cantidad de embajadas repartidas por el mundo.

Pero ninguno de estos dos nuevos altos cargos poseen una personalidad como la que se esperaba para estos tiempos. Son unos funcionarios de segunda línea, más grises de lo que podría haberse esperado.

Por eso estas escenas de cambio, que hemos presenciado esta semana, no pueden ocultar una transformación de fondo bastante pobre: Europa sigue sin encontrar un ímpetu avasallador que la ponga en ruta nuevamente con la fuerza de los inicios del proceso de integración, tras la segunda posguerra.

Los nombramientos de Durão Barroso, para un mandato renovado como presidente de la Comisión, y de Von Rumpuy y Lady Ashton, en realidad, parecen haber sido puestos aquí porque molestarán poco a los grandes países y a los grandes líderes personalistas de Europa. Si así fuera, entonces son fruto de la ausencia de voluntad y de objetivos por parte de los grandes actores del proceso europeo.

Todos esperamos que Europa vuelva a recuperar bríos y fuerzas, porque un protagonismo relevante del Viejo Continente equilibraría los tantos a nivel internacional. Pero, sin embargo, y a pesar de las tan altas expectativas que estos nombramientos en la Unión Europea habían significado, la política internacional sigue pasando por otros vectores: Estados Unidos, China, India, Rusia, Irán, Venezuela, y, claramente y cada día más, Brasil.

La Europa gran protagonista sigue siendo una promesa.

Nowo-wybrany przewodniczący Rady Europejskiej Herman Van Rompuy uczestniczył (tuż przed wyborem) w spotkaniu grupy Bilderberg

Jak pisze dziennik De Tijd, 14 listopada Herman Van Rompuy uczestniczył w nadzwyczajnym spotkaniu grupy najbardziej wpływowych finansistów świata kierowanej przez Etienne’a Davignon, które odbyło się zamku Hertoginnedal w Brukseli. Przestawił tam „swoje” pomysły dotyczące m.in. wprowadzenia nowych podatków dla obywateli Unii Europejskiej. Mają to być nowe źródła dochodu dla znów powiększającej się brukselskiej klasy rządzącej i jej biurokracji. Najwyraźniej przypadły one do gustu członkom grupy Bilderberg, bo już 5 dni później Van Rompuy został przewodniczącym Rady Europejskiej (prawdopodobnie pierwszym prezydentem UE). Został wybrany oczywiście w “demokratyczny” sposób, tak “demokratyczny”, że nikt nie ogłosił oficjalnie nawet kandydatów na to stanowisko.

Ogłoszono tylko wybranego Van Rompuya, który już w inauguracyjnej mowie jasno wyznaczył kierunek do którego zmierzamy: the global management of our planet oraz nową szefową unijnej dyplomacji Catherine Ashton, która była działaczką lewackiej organizacji CND. Organizacja, której wielu członków należało do Partii Komunistycznej Wielkiej Brytanii, była obiektem żywego zainteresowania MI5, gdyż jej kontakty (z ZSRR) i działania wzbudzały podejrzenia (współpracowała z periodykiem „Marxism Today”).

Czyli wszystko przebiegło zgodnie z planem. No może prawie wszystko, bo jednak znów otoczone tajemnicą spotkania grupy zostały opisane w (nielicznych) mediach. Oczywiście nie w naszych rodzimych, bo jak przecież powinniśmy wiedzieć grupa Bilderberg „nie istnieje i jest wymysłem miłośników teorii spiskowych”. Teraz jednak jeszcze trudniej będzie podtrzymywać tą “oficjalna wersję”, gdyż włoski Europoseł Mario Borghezio poruszył ten temat 11 listopada na sesji Parlamentu Europejskiego poprzedzającej wybór przewodniczącego Rady Europejskiej. Zapytał wprost:

„Czy jest to możliwe, że nikt nie zauważył iż cała 3 kandydatów na to stanowisko była częstymi uczestnikami spotkań grupy Bilderberg i Komisjii Trójstronnej(Trilateral Commision)? Wierzę że musimy kierować się zasadami transparentności, tak często wspominanej tu w naszych instytucjach. Musimy ustalić czy ci kandydaci są kandydatami sił politycznych swoich krajów czy kandydatami grup spotykających się za zamkniętymi drzwiami by decydować ponad głowami ludzi”.

Kandydaci o których mówił Borghezio to Jan Peter Balkenende (premier Holandii), David Miliband (szef brytyjskiego MSZ, którego dziadek walczył w wojnie polsko-bolszewickiej 1920 bynajmniej nie po stronie Polaków) i wybrany Herman Van Rompuy (premier Belgii). Jak wiadomo, najlepszą metodą na wygranie w wyścigach jest obstawianie wszystkich koni.

„Czy jest to możliwe, że nikt nie zauważył iż cała 3 kandydatów na to stanowisko była częstymi uczestnikami spotkań grupy Bilderberg i Komisjii Trójstronnej? – pyta europoseł Borghezio. A czy jest możliwe iż przez lata żaden dziennikarz z dużej gazety, stacji radiowej lub telewizyjnej w Polsce nie podjął tego tematu? Prawdopodobnie to dlatego że tuzy polskiego dziennikarstwa nie mogą się przecież zajmować jakimiś wymysłami oszołomów. Mogą to jednak czynić ich “niedouczeni” koledzy po fachu z tak “niewiarygodnych i niszowych” mediów jak BBC. Poniżej reportaż BBC Radio 4 sprzed ponad 6 lat:

Zijne Excellentie, de zeer geachte heer Balkenende is de geadresseerde en dankzij Internet en in het bijzonder het Ministerie van Algemene Zaken (dus niet die van Specifieke Zaken) mag het Volk meelezen wat ‘Prins Pils’ schrijft!

Onvoorzienbare omstandigheden (crisis) nopen de Prins van Oranje zijn in aanbouw staande vakantiewoning te verkopen, zeker nu de voortgaande publiciteit en hun deelname in het Machangulo-project, hen zeer raakt.

In februari 2007 wist de Prins van Oranje nog van geen kwaad van de prins en nam deel aan het Machangulo-project. Ook een prins als de Prins van Oranje wil wel eens recreëren! Twee vliegen in één klap moet de Prins van Oranje hebben gedacht, want hij kon het aangename met het nuttige verenigen doordat de bouw van het vakantiehuisje de plaatselijke bevolking ten goede zou komen.

Om een kort verhaal langer te maken, de bouw van het vakantiehuisje gaat evengoed door en als het wordt opgeleverd dan wordt het weer verkocht aan de meestbiedende. De nieuwe eigenaar kan dan lopen pochen met de opmerking dat hij een vakantiehuisje heeft dat ooit van de Prins van Oranje is geweest, maar waar hij nooit vakantie in heeft gevierd!

Voorlopig zal het Koninklijk Paar een vakantieoptrekje moeten huren om even tijd voor zichzelf en de ‘royal kids’ te kunnen nemen en de formele plichtplegingen te laten voor wat ze zijn.

Als u denkt dat we hiermee klaar zijn, dan komt u bedrogen uit… de hele toestand en de aanstaande verkoop heeft ook gevolgen voor, bijvoorbeeld Joop van Tellingen, ‘s Neerlands bekendste paparazzo, die, volgens zeggen dan, al een survivalcursus zou hebben doorlopen om in de jungle rondom de Machangulo te kunnen overleven om stiekem de mooiste plaatjes te kunnen schieten van de Koninklijke Familie. Zijn hele set camouflagenetten schijnt hij te koop hebben aangeboden op Internet.

Zo ziet u maar weer, een medaille heeft twee kanten, en een zijkant, waarop gelukkig – anders dan wat Joop van Tellingen mogelijk bij elkaar vloekt en tiert — “God zij met ons” staat…

PS – Ik wil geen mier coïteren, maar de brief had hier en daar een kommaatje extra mogen krijgen… sommige zinnen lopen in het midden vast. Maar een kniesoor, die daar op let!

You can call them the founders of the European Union we know today, as you like. Jan Peter Balkenende from the Netherlands and Jean-Claude Juncke from Luxemburg were in the running too but they didn’t make it against Herman Van Rompuy.

Why Herman Van Rompuy? Probably because he can lead Belgium. A country with 3 official languages, a complex political landscape and many conflicts between it’s citizens. That’s probably why lot’s of people say that “If you can lead Belgium, then leading Europe is not that difficult at all”. Herman Van Rompuy is known for his ability to solve conflicts, something that will be needed when 27 countries must get along. And a second reason why he probably got the job is, perhaps surprising, that he tries to stay on the background as much as he can.    Daca va fi ales evreul David Miliband, ar fi culmea tupeului. Pe numele sau intreg David Wright Miliband (1965 -), politician britanic, actualmente Secretary of State for Foreign and Commonwealth Affairs. Fiul teoreticianului marxist Ralph Miliband (1924 – 1994).

   Este foarte activ in miscarea de reforme impotriva schimbarii climei. In 2006 a venit cu ideea impunerii unor “credit cards” pentru taxarea tuturor celor ce beneficiaza de  utilitatile industriilor producatoare de carbon.

Mario Borghezio, ein italienischer Abgeordneter des Europäisches Parlamentes, ließ diese Woche in der EU eine Bombe platzen. Im folgenden Video stellte Borghezio während einer Sitzung des Parlaments die Nominierungen diverser Bilderberger und Trilateralen für die Posten des EU-Präsidenten und des EU-Außenministers in Frage.

Borghezio fragte:

Ich glaube, wir müssen die Prinzipien der Transparenz anwenden, über die hier in unseren Institutionen so oft gesprochen wird. Wir müssen klar stellen ob diese Kandidaten zu den politischen Kräften ihrer eigenen Länder gehören oder ob sie einfach nur Kandidaten dieser okkulten Gruppen sind, die sich hinter verschlossenen Türen treffen um über die Köpfe der Leute hinweg zu bestimmen.”

Die drei Kandidaten, um die es geht, sind Jan Peter Balkenende, David Miliband und Herman Van Rompuy. [...]

Es ist zu begrüßen, dass Borghezio hier Klartext spricht und so etwas war schon lange überfällig. Dass das Bewusstsein über die Existenz und die Machenschaften dieser klandestinen und antidemokratischen politischen Organisationen wächst verdanken wir vor allem der mutigen Berichterstattung von investigativen Journalisten wie Daniel Estulin, Jim Tucker und Alex Jones, die für ihre Arbeit regelmäßig Todesdrohungen erhalten und, wie im Falle Estulins, sogar Mordanschläge in Kauf nehmen mussten. Die Massenmedien hüllen sich in Sachen Bilderberg und Trilaterale Kommission dagegen bewusst und gezielt in Schweigen und kommen ihrer Informationspflicht gegenüber den Bürgern nicht nach.

Fidel Castro, wie kent hem niet? U weet toch, dé broer van Rául Castro, de huidige president van Cuba!!! Welnu, die Fidel Castro staat/stond bekend om zijn urenlange redevoeringen… tegenwoordig is het even anders want de man ondergaat de ene operatie na de andere om het lijf levend te houden opdat aangetoond worde dat het communisme, zoals de Castro’s voorstaan, heilzaam is voor lijf en geest! Zijn plaats is dan ook niet ingenomen, want dood of niet, hij blijft tot in ‘eeuwiggeit’ dé president van Noord-Korea! Zijn zoon, Kim Jong Il, is dan ook geen president, maar de Grote Generaal, zoals hij het liefst genoemd wordt, hoewel hij meer iets weg heeft van een garnaal. Zijn naam staat ook bekend in het Engels dat hij al ‘jong ziek’ is… Nu was zijn vader de man die zelf een of andere leer heeft ontwikkeld: Juche Idee (een filosofie) waarin de samenwerking tussen volk en leider werd benadrukt. Dé bijbel voor Noord-Koreanen en de tegenhanger van Mao’s Rode Boekje.

We dwalen af…

Zoals Fidel Castro urenlang kon fulmineren tegen het onwillige doch straatarme Volk van Cuba, zo heeft Jan Peter Balkende zijn eigen record gebroken door tijdens het debat over de AOW ze-ven-tien uur zijn ‘gelijk’ aan de Kamer te verkondigen… Je zou als oppositiepartij al akkoord gegaan zijn met het voorstel om het korter te houden…

Balkenende verbreekt record

AMSTERDAM -  Premier Jan Peter Balkenende verbeterde gisteren zijn record: zeventien uur onafgebroken in de Tweede Kamer.

Het begon om 10.15 uur ’s ochtends met het debat over de AOW en het ging door tot na drie uur ’s nachts over de Crisis- en Herstelwet. Balkenende klaagde vorige week nog dat de Tweede Kamer hem en andere ministers te vaak wil spreken.

De premier kreeg donderdag rond tien uur ’s avonds complimenten van SP-kamerlid Emile Roemer voor zijn uithoudingsvermogen, meldt de site van Elsevier.

De Quaadsteniet stormt de ene keer als een olifant door de kast met fijn keramiek (porselein bijvoorbeeld), de andere keer schrijft hij volslagen uit zijn nek, dan weer irriteert hij met zijn column soms lezers.

Of daagt hij ze juist uit, en zo nu en dan houdt hij ze een spiegel voor… Zonder aanziens des persoons! Van gebruikte postzegels tot atoomenergie is zo’n beetje zijn werkterrein, maar in het bijzonder gebeurtenissen die in het dorp plaatsvinden, dingen van alledag, over mensen.

Flauwekul

Zo langzamerhand schuiven we op naar de Verenigde Staten van Europa, met – als het een beetje meezit, Jan Peter Balkenende als eerste president. Niet de eerste beste baan en dan ook tamelijk brutaal van hem om het flauwekul te noemen als parlementariërs hem vroegen of hij naar Brussel zou gaan. De Verenigde Staten van Europa (VSE) of The United States of Europe (USE)! Het klinkt wel, zo’n naam voor alle landen die zich door de jaren heen hebben aangesloten aan het oorspronkelijke Kolengemeenschap. En niet te vergeten, ontstaan uit de Tweede Oorlog, om te voorkomen dat Europa weer met een oorlog te maken krijgt.

Europese wetgeving staat al hoger dan nationale wetgeving en het zal nog even duren en we zijn bijna een kopie van de Verenigde Staten van Amerika. In de toekomst hebben we geen koningshuis meer, maar een gouverneur en krijgen we ook de verkiezingstreinen hier van presidentskandidaten en alle poespas wat daarbij meekomt, ook erbij.

Wie weet oefent Jan Peter stiekem ’s ochtends bij het scheren, om met dezelfde woorden van de president van de Verenigde Staten straks op het bordes te staan en te roepen: Yes!!! We can too!!! (Ja, wij kunnen het ook!!!). Zijn eigen helikopter, die hem oppikt uit Capelle aan de IJssel, zijn eigen Air Force WAN, een groot presidentieel vliegtuig met van alles aan boord, zelfs kaascrackers.

In het begin zal het wel zo zijn dat het ene na het andere land een president levert voor een bepaald termijn, en als iedereen is geweest dan gaan we over tot de presidentverkiezingen. Koning Willem Alexander zit dan allang als Mozambique in zijn riante strandhuis met zijn kleinkinderen te spelen en geeft koningin Máxima les aan de lokale bevolking hoe je met bomen moet praten.

De Groene Draeck staat dan in het Zuiderzeemuseum (houtwormvrij), want de nieuwe president van de VSE wil niet de onderhoudskosten voor rekening nemen van de VSE. Koninginnedag is dan allang iets wat in de geschiedenisboeken voorkomt. Wijkagenten worden sheriffs en de KLPD gaat over in een soort van Federaal Recherchebureau, zoiets als de FBI. De AIVD, voorheen de BVD, wordt de Europese tegenhanger van de CIA. Er komen zelfs politieseries uit, zoals Law & Order en SVU, Special Victum Unit, die zich in Europa afspelen en in de USA te zien zijn.

Maar goed, voorlopig is dit, en dan gebruik ik de woorden van de minister-president, allemaal flauwekul!!!

Tony Blair must be getting used to rejection by now. He left office in 2007 unloved and unwanted after 10 years as British prime minister. His attempt to win back some respectability as an international statesman by becoming a Middle East envoy has been a damp squib. And now his voyage to become the Europe’s first president appears to have foundered on the EU’s perennial rock of uncertainty.

In hushed tones and behind closed doors, European leaders last week seemed to reject the idea of Blair being appointed president of the European Council, a position created by the ratification of the Lisbon Treaty by all 27 EU member states.

Blair has some characteristics that would make him a suitable candidate for the role (charisma, valuable political experience, good communication skills, the ability to lead and diplomatic presence) but for many these are outweighed by the baggage he would bring with him (the Iraq War, his close ties to George W. Bush, his unpopularity in his own country, a pending investigation into whether he lied to his people and parliament and a fraught relationship with the EU in the past).

The fallout from the Iraq War is the biggest elephant in the room blocking Blair’s path to the presidency. The decision to hitch his wagon to George W. Bush’s lone star is something Europeans cannot overlook easily. But given the chance, Blair would probably explain that as the British prime minister, he had to make a decision – a very wrong one as it turned out – about whether to take part in a war. Had he been the prime minister of Belgium or Luxembourg, for example, perhaps his toughest foreign policy choice would have been what color bunting to get out when dignitaries visit from abroad.

Blair might even argue that having been through such a maelstrom and suffered the political consequences of his choices, he has the ideal experience to now be a unifying rather than a divisive figure. But even this does not dispel the dark cloud of mendacity that hangs over him. The Chilcot inquiry into Britain’s participation in the Iraq War will hopefully establish beyond doubt what Blair knew and what he told MPs and the public before committing troops to that conflict. The fact he’s due to face such an investigation appears to undermine his bid to become EU president. To risk having the first person in such a high-profile role publicly exposed as a liar would damage the Union. Of course, there would be more than a hint of hypocrisy in the air if he is rejected on this basis alone: Few of the 27 leaders who decide who fills the role are paragons of virtue themselves – any group that has Silvio Berlusconi as one of its most prominent decision-makers can hardly claim the moral high ground.

Perhaps that’s why some of them decided to suddenly create new criteria for any presidential candidate: his country would have to be a member of the eurozone and part of the Schengen Agreement – Britain is neither. If the EU’s aim is to appoint the best person for the job, then this shifting of the goalposts is preposterous. Theoretically, the EU president should be someone that’s transnational, not national, federal, not feudal. If he or she subscribes to the European project, then their homeland’s policy should be irrelevant.

Of course, Blair’s critics would argue that he’s always been at loggerheads with the Union, typified by his stance in 2003 in the buildup to the Iraq War, which was widely interpreted as an effort to split the bloc. However, Blair has engaged with the EU in more constructive ways as well. One of his first acts after being voted into power in 1997 was to abolish Britain’s opt-out of the Maastricht Treaty’s Social Protocol. He was also one of the proponents in 1998 of giving the EU a role in defense policy and was a champion of the bloc’s enlargement. He was the first British prime minister to put the UK’s budget rebate up for discussion in 2005, when he urged member states to reform the Common Agricultural Policy and cut the extensive waste and laziness that it leads to, as we are well aware of in Greece.

In June of that year, Blair stood before the members of the European Parliament and set out a vision for a less bureaucratic, more liberal and modern Europe. “The people of Europe are speaking to us,” he said of citizens’ waning interest in the EU. “They are posing the questions. They want our leadership. It is time we gave it to them.” More than four years on, that leadership is still absent and, as the turnout in June’s European Parliament elections indicated, interest in the EU is flimsy. These are issues that, theoretically, a European president could address.

The role has been created so that someone can preside over the European Council – the regular summits between the 27 heads of government – and coordinate its work. According to the Lisbon Treaty, the president should also “ensure the external representation of the Union on issues concerning its common foreign and security policy.”

Yet, what we have seen over the last couple of weeks is a climb down from this position. The message from Brussels last week was that it would be preferable for the president to come from one of the smaller member states, that he or she should be able to strengthen Europe from within, not necessarily give it a presence on the world stage, and be willing to play second fiddle to European Commission President Jose Manuel Barroso and the 27 leaders.

“There is an argument that a political star as a president of the EU would lead to trouble with the president of the Commission and other leaders,” Robert Goebbels, the Luxembourg MEP who has launched a petition to stop Blair from being considered for the job, told Athens Plus.

It would be one of the EU’s more quixotic moments should it create an opening for a figurehead who could use diplomatic and communication skills to promote the Union to an increasingly apathetic public and give it a greater presence on the global stage only to then shackle him or her for fear of upsetting internal balances.

As the Dutch daily De Volkskrant put it in a recent headline: “Europe chooses: chief or messenger boy.” Given some of the names that have been mentioned as alternatives to Blair – Luxembourg Prime Minister Jean-Claude Juncker, Dutch Prime Minister Jan Peter Balkenende, former Finnish Prime Minister Paavo Tapio Lipponen, former Austrian Chancellor Wolfgang Schussel, former Belgian Prime Minister Guy Verhofstadt and former Latvian President Vaira Vike-Freiberga – it seems the EU has decided there are too many indians to have a chief.

Presumably some of these politicians, if not all, are who The Economist had in mind when it referred to “the usual Europygmies.” Maybe, it’s a harsh assessment of men and women who are capable politicians in their domains, although hardly singular figures, but it underlines the challenge the EU now faces in trying to select someone to fulfill a role whose purpose remains unclear and undefined.

At least something is much clearer now: rejecting Blair was the easy part, too easy perhaps.

España al frente de Europa

Euroescéptico y terco hasta el final, el presidente checo Václav Klaus, que venía frenando la ratificación del Tratado de Lisboa desde hacía meses, acató el mandato del mayor tribunal de su país, firmó el documento en un salón del castillo de Praga, y con su firma la Unión Europea despeja, por fin, una década de idas y vueltas en torno al futuro de la organización continental.

Luego de los fallidos plebiscitos de Francia y Holanda en 2005, que tiraron abajo el proyecto de armar una Constitución europea, los líderes se pusieron a diseñar una estrategia alternativa, y gracias al empuje de Ángela Merkel y de Nicolás Sarkozy (cuando Alemania, y luego Francia, ocuparon sus turnos semestrales en la presidencia de la Unión), el Consejo de jefes de gobierno logró alcanzar un acuerdo en Lisboa, el 13 de diciembre de 2007.

Entonces, de los 27 miembros, sólo quedaron tres díscolos: Irlanda, Polonia, y la República Checa. Los dos primeros se adhirieron tras nuevas negociaciones y concesiones. Los checos resistieron hasta el final, hasta esta misma semana. Encima, tuvieron que comandar la presidencia en el primer semestre de este año: una experiencia desastrosa, con el euroescéptico Klaus como jefe del Estado, un gobierno que se cayó a mitad del semestre, y un ex primer ministro, el conservador Mirek Topolánek, apareciendo en los diarios de todo el mundo desnudo y con su miembro viril enhiesto, a punto de lanzarse sobre una jovencita en una de las bacanales organizadas por Silvio Berlusconi en su mansión de Cerdeña.

Ahora, con la discreta corona sueca presidiendo la organización continental y el presidente Václav Klaus obligado a firmar, la Unión Europea tiene el camino expedito para adaptar sus órganos de gobierno a las nuevas realidades políticas: un inmenso territorio de 27 Estados-miembros, una única frontera, una moneda común, y a partir de la entrada en vigor de este Tratado de Lisboa el próximo 1 de diciembre, un presidente y un ministro de relaciones exteriores para toda Europa.

La semana pasada, en Luxemburgo, ya se dieron los inicios de esta nueva presencia y voz unificada de Europa en el concierto internacional, con la constitución de un Servicio Exterior que será el más grande del mundo, con unos 5.000 diplomáticos de carrera (la suma de las legaciones diplomáticas de los 27 países, que hoy funcionan por separado), y un presupuesto de unos 75.000 millones de dólares para sus primeros tres años de funcionamiento. Una auténtica “task force” continental.

El paso siguiente, que presenciaremos durante este mes de noviembre, será la definición del líder que asumirá el nuevo cargo de presidente de Europa. Afortunadamente, la candidatura del ex primer ministro británico Tony Blair, que parecía tan firme, ha perdido fuerza los últimos días. A mi criterio, Blair no aportaría nada a la Europa política, y ahondaría la vía de libre comercio, que sólo concibe a la organización continental como un gran supermercado. El holandés Jan Peter Balkenende se mantiene en carrera, pero mi favorito –y el de todos aquellos, creo, que aspiran a una profundización del proceso político en la vieja Europa, y de que la Unión se convierta en una referencia de los procesos de integración en otras latitudes- es el primer ministro luxemburgués, Jean-Claude Juncker.

La presidencia española

El Tratado de Lisboa, en todo caso, comenzará su andadura con la presidencia semestral rotatoria de España, que asumirá por cuarta vez este rol a partir del próximo 1 de enero, el año en que varios países sudamericanos –el nuestro entre ellos- comenzarán a festejar el bicentenario de las independencias de la “madre patria”.

Precisamente la relación privilegiada de España con América latina es uno de los activos más potente que presenta la península, y que genera expectativas desde estas costas del Atlántico. Los americanos ven en la presidencia española una buena oportunidad para acercar posiciones con la organización continental.

El canciller español, Miguel Ángel Moratinos, acaba de realizar una larga visita a Cuba, donde –presumiblemente- le trasladó a Raúl Castro varios mensajes del presidente Barack Obama. España pretende ser la bisagra de interlocución entre el régimen de la isla, la administración norteamericana, y lograr un “respeto mutuo” entre Cuba y la Unión Europea.

Pero no lo va a tener fácil. Raúl Castro dejó claro que para hablar con Obama no necesita mensajeros. Y tanto los países del Este europeo, de la vieja órbita soviética, como los nórdicos, no son proclives a normalizar relaciones antes de que Cuba avance en su propia  democratización interna.

Los latinoamericanos, además, esperan que el semestre de la presidencia española sea la oportunidad de flexibilizar las posturas de la Unión Europea frente a la inmigración y al empleo de los connacionales, que a pesar de aportar su fuerza de trabajo –y sus muchos hijos, en un continente envejecido- siguen siendo discriminados.

Pero tampoco España tendrá fácil este capítulo, a pesar de ser la puerta de Europa para América latina, y de presentar en el tema de la inmigración extracomunitaria una cara más amable que sus colegas, más enfocados al control que a la integración. Pero es que la propia España está en la cabeza de la desocupación de toda la organización continental (con índices superiores al 20 por ciento de desocupados); es uno de los últimos países en innovación, desarrollo y competitividad; y está lejísimo de cumplir los objetivos de Kioto, de reducción de gases de efecto invernadero mediante tecnologías limpias.

Habrá que ver si, con tamañas deudas internas, a España le quedará espacio en la agenda europea para las demandas de sus viejas y jóvenes colonias americanas.

IS BALKENENDE A SERIOUS RIVAL TO BLAIR?

THE LADY’S NOT FOR TURNING … Her Head

The Prime Minister of the Netherlands, Jan Peter Balkenende has something in common with Tony Blair. Neither is a declared candidate for the EU presidency job. In fact Balkenende has denied his candidacy repeatedly. His coyness may have something to do with the other thing he has in common with Mr Blair. Both of them dread the humiliation of being rejected by The Lady.

Put aside whether Germany SHOULD have this power of patronage rejection or acceptance; the cookie seems to have crumbled that way.  Ms Merkel, far more it seems than France’s Mr Sarkozy (who also holds large voting power), realises her king-maker status right now. She is evidently playing it for all it’s worth.

Oooh, the intoxication that power wields…

A kiss from Blair. Is Merkel playing hard to get? More than one undeclared "candidate" may be fighting shy of her rejection.

According to NRC Handelsblad, Balkenende is “more Chairman than President”. Merkel’s eyes, it suggests,  are turning more to a ‘chairman’ than to a ‘president’.

Taylor: “DISTINCT LACK OF ENTHUSIASM IN BERLIN”

“I wrote on this blog last week that Jan-Peter Balkenende … seemed well placed because he is a grey man with few sworn enemies in Europe. Balkenende supported the Iraq war, but not as actively as Blair. Dutch troops did not fight to topple Saddam Hussein. An independent inquiry headed by a retired judge is now investigating how the government came to support the war when its own intelligence service doubted that Iraq had weapons of mass destruction.

Balkenende has made coalitions with almost everyone, including the far-right anti-immigrant Pim Fortuyn List which entered parliament in 2002 after its founder was assassinated. His seven years in office have been marked by a sharp rise in xenophobia and Euroscepticism in the Netherlands. He lost a referendum on the EU constitution in 2005. He has made no notable contribution to the EU, nor shown any particular interest in European affairs. He did raise hackles, particularly with German Chancellor Angela Merkel, by promising parliament in 2005 he would win a 1 billion euro annual reduction in the Dutch EU contribution and negotiating stubbornly until he achieved that aim. That may explain the distinct lack of enthusiasm for his candidacy in Berlin.”

It depends. As far as this site’s favourite is concerned (Tony Blair) the UK Polling Report website reports this:

The full tables for ICM’s poll at the weekend are now up on their website here. It gives me a chance to go back and look properly at the questions on whether people support Tony Blair becoming the EU President. Up until now we’ve had some YouGov polls showing support and opposition evenly split, and this ICM poll showing a majority opposed. The reason for the difference is quite interesting.

ICM asked if people were in favour or against Blair becoming President of the EU. 36% were in favour, 53% were opposed, 11% didn’t know. In contrast, when YouGov asked they gave people the options of saying they supported Tony Blair, or that they opposed him and would rather the President came from another EU country (my emphasis). While support for Blair isn’t much difference between ICM (36%) and YouGov (31% and 38%), YouGov found much lower opposition to Blair.

It suggests the contrast is down to fact that people ICM is picking up everyone who opposes Blair, while YouGov only got people who oppose him so much that they would rather have someone from another EU state.

The above referred to the Times poll showing that 43% of Brits would say YES to Pres Blair. Also to last weekend’s Telegraph ICM poll showing Blair’s support at 36%. Disregard for a moment the provisos from UK Polling Report quoted above. Considering that according to some – “everyone in Britain HATES him”, I reckon 36% is a great start!

At my 7th October post  – ‘Why Europe may/should choose Blair as EU Council President’ a Dutch anti-Iraq war  commenter said this:

“I am from the Netherlands. And I know that Balkenende would be a very wrong choice to become President of the European Council.
In the Netherlands he has been absent in each and every crisis. Only when the opposition forces him to an opinion, he comes up with some kind of statement. He gives the impression of someone suffering from a clinical depression.
Beside this, he is a child! When he first met Bush jr., the former president of the USA, he behaved like a small boy that got a compliment of a headmaster. When he was patted on his shoulder by mister president, he was out of his wits from joy. In the Netherlands we made jokes about this, but we were extremely embarrassed. To please this Bush, he dragged us in an illegal war with Iraq. When the new coalition for his present government was formed, he demanded, that there would be no interrogation about this war. So we, the people, are not allowed to know what really let to this war.
A dutch soldier in Iraq fired his gun in the air during a riot. At that time an Iraqi male fell to the ground, apparently wounded or death, nobody knows. The same day an Iraqi male was buried. Maybe the same person, maybe another. The dutch soldier was arrested for murder by the dutch prosecutors office. Then there were endless trials against this soldier. In the end, each and every judge did acquit him from every charge and the dutch authorities had to pay him a great lot of money.
And now the big question. The Netherlands were in war with Iraq. During that war a soldier was attacked in the back by the dutch prosecutors office. Were was prime-minister Balkenende when this happened? This is of course a rhetorical question. He was were he is always when we need him: hiding in his tower, playing Harry Potter.
And now a question for the readers of this. And this question is NOT rhetorical.

Do you want such a person to be the leader of the European Union? Do you want Balkenende as your “president”?

I do not know if Blair would be a very good choice. But I have seen enough from Blair, that he would not abandon his own soldiers during a war that he himself choose for them. If you lead your soldiers into a war, you have to stand behind them, support them. As he once said:
“Backbone, not back down”.

Or in other words:
“Backbone, not back down, is what the European Union needs.”

There is no place in European government for a wimp and traitor like Balkenende. If his own soldiers can not rely on him, can we?

Yes, I realise this is only one man’s opinion. And I know too that that kind of anti-war leader opining can be found about Tony Blair too.  I did NOT realise though that the Netherlands too were in the midst of an Iraq war inquiry. So Blair is NOT the only EU leader who may be under the spotlight and asked to explain his role in that war in the next year or two. Nor did I realise that Balkenende did not take as principled a position on Iraq as did Blair.

The latter has always insisted, “I did what I thought was right” and “I would take the same decision again.”

BRUSSELS (Reuters) – Belgian Prime Minister Herman Van Rompuy has emerged as a possible candidate to become president of the European Union after former British Prime Minister Tony Blair lost his status as front-runner.

Van Rompuy, who became prime minister less than a year ago, is a low-profile leader but would be more likely to win a consensus among the 27 member states than a heavyweight statesman such as Blair, diplomats said.

The centre-right Van Rompuy, 62, came to power after a banking crisis toppled the previous government. He has been credited as a steady hand keeping together a difficult coalition.

“Rumours in diplomatic circles increasingly point to the Belgian Prime Minister Herman Van Rompuy as the most likely candidate for the first European Union president,” Belgian newspaper De Morgen wrote on Tuesday.

“Van Rompuy’s stance as a man of compromise makes him a popular choice. Moreover he is respected for his low profile, careful and humble work ethic,” it said.

EU leaders want to appoint the bloc’s first long-term president and a powerful foreign policy chief as soon as possible following Czech ratification of the Lisbon treaty that outlines their responsibilities.

Sweden, which holds the EU’s collective presidency, has said it will call a summit of EU leaders soon to decide on the names of candidates to fill the top jobs.

“It will be a good opportunity, especially for Europe because I think we need a consensus builder, someone who knows how to mediate, a good conciliator seeing as we are 27 nations and could be more,” Anne Delvaux, a Belgian member of the European Parliament, told Belgian television.

EU member states, which could next grant membership to Croatia, have not named their preferred candidates openly.

Long-time front-runner Blair has failed to win the backing of French President Nicolas Sarkozy and German Chancellor Angela Merkel, denting his hopes of securing the job.

Blair’s chances have been hampered by his support for the U.S.-led invasion of Iraq in 2003. He also faces opposition because Britain is not one of the 16 countries that use the euro currency and is not in the Schengen area of visa-free travel.

Dutch Prime Minister Jan Peter Balkenende, Luxembourg’s Prime Minister Jean-Claude Juncker and Former Austrian Chancellor Wolfgang Schuessel have been cited among the possible contenders for the position.

Als ik vandaag de dag het nieuws bekijk, gaat het slechts alleen over geld geld geld geld en nog eens geld. Boze grote mensen, en financiële flaters.         (Denk DSB-Bank, ING, Gerrit Zalm, Wouter Bos, Dirk Scheringa ga zo maar door )

Wat willen al die mensen nou precies? Waarom kan deze witteboordencriminaliteit door de beugel? Waarom houd iedereen elkaar boven water?

Hebben we het dan met ze alle niet door? Wij zijn bezig met zelf vernietiging, als we zo door gaan slaan we straks elkaar de hersens in voor een stukje brood. Omdat er simpel weg niets meer overblijft straks. Want als we moeten wachten op een redding van onze regering kunnen we wachten tot we een ons wegen.

En geloof mij dat duurt lang….

Waarom zijn wij allemaal zo naief? Wat is er mis met ons denken? Waarom worden beslissingen zo langszaam genomen in dit land?

Nou zal ik je eens wat vertellen dat is omdat er teveel verschillende meningen zijn en te veel verschillende manieren van aanpakken.

Ik geef een voorbeeld:

Stel je gaat een muur verven met Jan Peter Balkenende, Wouter Bos, en Femke Halsema. Dan zit er na 10 jaar nog geen kleur op de muur. Omdat ze simpel weg niet tot een besluit kunnen komen. En als er dan een kleur op zit is hij vervolgens voort gekomen van het mengen van alle drie de kleuren wat na mijn zeggen nooit mooi kan zijn.

Daarom gaat alles in Nederland zo langszaam, en zijn wij als burger de dupe van dit aan lummelende zooitje wat zich zelf politici noemt. Laat me niet lachen. Het zijn niet eens meer specialisten, ze hebben geen kunnen meer in de politiek.

Het is verloren gegaan.

En by the way, waarom zouden wij nog vertrouwen moeten hebben in onze politiek?

The headline in The Times says:

Most voters don’t want ‘EU President Tony Blair’, Times poll shows

53% AGAINST c/w 43% FOR

What this headline doesn’t spell out – we’re supposed to work it out for ourselves, though we don’t DO subtle in Britain – is that a swing of only 6% would mean that the majority would approve of President Tony Blair.

Now that’s an easy ask for a campaigner like Blair. As long as the nasties don’t get their manipulative way by diverting attention from the issue of what a British-born President would actually DO for Britain and Europe as opposed to rubbishing that prospective president’s posh new palace and his wife.

In fact even 43% approval rate is something to die for if looked at objectively. In this country the press is full of the reasons WHY NOT, while seldom listing WHY. And yet in this poll just over half say “No”. NOT two thirds, not 90%, just 53%.

IS THIS POLL RELIABLE?

It should be, by the respected pollster Populus.

I am long enough in the tooth to know that much depends on the question asked and I don’t yet have the details.  If asked how many would support the other candidates purported to be in the running, I guess their highest support scores would be in the tens. At least and at last the message may be getting through to the semi-engaged European British that if it isn’t to be the World’s Best Known Superstar Politician it’ll be A N Other.

But I now expect the Daily Mail to run its own in-house poll which it will blast across its front page. As opposed to this poll by a REAL opinion pollster, we can imagine how different will be the outcome.

Times article follows:

Tony Blair’s bid to become President of the European Union is opposed by a majority of British voters, according to an exclusive new poll for The Times. However, only a small minority think his appointment would be bad for British interests in Europe.

The Populus poll was undertaken over the weekend after reports appeared saying Mr Blair had become a frontrunner for the new post of President of the EU council of ministers if the Lisbon treaty is ratified.

Over half the public, 53 per cent, say that they would not like to see Mr Blair take the post, with 43 per cent saying that they would approve of his appointment. Given the controversy over the Lisbon treaty, Mr Blair’s supporters may be relieved that the balance is not more unfavourable to him.

Labour voters are in favour of a Blair presidency 66 to 31 per cent, an almost exact mirror image of the balance of Conservatives opposing his candidacy, 67 to 32 per cent.

Otherwise, professionals and managers are the least hostile to Mr Blair, at 45 to 50 per cent, and unskilled manual workers the most opposed at 39 to 56 per cent. Men are slightly more against, at 55 per cent, than women, at 51 per cent.

However, just 20 per cent argue that, if Mr Blair becomes EU President, it would be bad for British interests in Europe. By contrast, 30 per cent say it would be good for British interests, and 47 per cent say it would make no real difference.

Again, Labour voters are most inclined to say that a Blair presidency would be good for British interests in Europe, at 53 per cent, and just 7 per cent say it would be bad for British interests.

Even Conservative voters think narrowly that a President Blair would be bad rather than good for British interests, by 27 to 22 per cent.

Professionals and managers are also positive, by 35 to 16 per cent, while unskilled manual workers are hostile by 29 to 24 per cent.

Populus interviewed a random sample of 1,010 adults aged over 18 between October 2 and 4th. Interviews were conducted by telephone across the country. For more details see www.populus.co.uk

Too late for a referendum? It might be too late for the Tories, full stop.

Sometimes I wonder what Cameron, Osborne & Hague were drinking when they thought they could match, even beat Tony Blair.

And sometimes I wonder what the Labour party were thinking when they thought they could thrive, let alone survive without him.

The Tories suddenly look amateurish and incapable, lacking political nous and foresight. And the Labour party looks … the same. But also as though it has just seen a ghost, portending an unexpected but welcome omen of possible salvation.

Both are dumbfounded.

As I keep reminding myself it isn’t over till it’s over, but it looks increasingly likely that Tony Blair will be the first permanent President of the EU Council of Ministers before too many moons have waxed and waned.  If it IS to be ‘Mr President Blair’ soon, the next general election could be far more open than most of us could ever have imagined.

If so, Labour party, don’t forget who you need to thank.

Too late for the Tories: Czechs dash hopes of delaying EU treaty

The last hurdles for the Lisbon treaty — and to Tony Blair’s chance of becoming Europe’s first president — seemed to fall away yesterday when the Poles pledged to sign and the Czech President warned David Cameron that it was “too late” for him to stop the document taking effect. Vaclav Klaus signalled that he would pass the treaty once it had been reassessed by the Czech Constitutional Court, a process which could take some weeks but is unlikely to last until May or June, when Mr Cameron hopes to take power and then hold a referendum.

With the Polish President, Lech Kaczynski, also saying yesterday that he would ratify following the emphatic approval of the treaty by Ireland in its re-run referendum, it could come into force as soon as January 1.

EU leaders hope to decide upon both their new president and foreign minister, the position of High Representative also created by the treaty, at their summit in Brussels at the end of this month. The decisions could well be provisional, however, pending President Klaus’s final assent. The Czech Constitutional Court will announce in two weeks’ time a timetable for its latest inquiry, demanded by senators close to President Klaus and widely seen as a delaying tactic.

British Conservatives hoping that the mercurial Czech President will keep the treaty alive long enough for them to win power and call a British referendum seem likely to be disappointed.

A range of names besides Mr Blair has been suggested, including several current Prime Ministers: Jan Peter Balkenende of the Netherlands, François Fillon of France and Jean-Claude Juncker of Luxembourg. Other former leaders under discussion include Felipe González of Spain, Wolfgang Schüssel of Austria, Mary Robinson of Ireland and Paavo Lipponen of Finland.

Fresh from his first real success since becoming Irish leader in May last year, the Taioseach, Brian Cowen, yesterday signalled that Mr Blair could expect Irish backing.

“Tony is highly respected in this country,” he said. “He made a wonderful contribution during his premiership in relation to the peace process, providing peace and stability in this country. I have certainly the highest regard for Tony Blair. If he is a candidate, you can take it that we would be very supportive.”

Mr Cowen acknowledged that Ireland’s deepest recession in decades was the principal factor behind its pro-treaty vote, with 67 per cent in favour.

We hebben er gisteren al over bericht en vandaag komt de Volkskrant uit met een verhaal dat Balkenende in de rug wordt aangevallen. U leest het hieronder.

Duidelijk is wel dat het CDA af wil van Balkenende en dan worden er methodes gebruikt waar de honden geen brood van lusten. Nu is Balkenende niet bij machte, zoals in Groot-Brittannië wel het geval is, om zijn kabinet door elkaar te schudden (re-shuffle) en andere bewindslieden aan te stellen.

Invloed

Verhagen heeft duidelijk zijn ogen gericht op de internationale verhoudingen en ziet een grote plaats weggelegd voor Nederland en wellicht ook voor hemzelf. Hij gebruikt daarvoor het militaire apparaat om internationaal gezien meer invloed te krijgen en te behouden.

Kruitschip

Het wordt tijd dat de PVDA, als grootste coalitiepartner van het CDA, inziet dat ze op een kruitschip zitten en dat het een kwestie is dat vandaag of morgen het schip van staat explodeert. Beter is dan ook bijtijds het schip te verlaten en het CDA over het lot van Balkenende te laten beschikken zoals zij dat in de regel doen met hun politieke leiders die langzamerhand uit de gratie raken. Doet de PVDA dat niet dan gaat ze mee naar de kelder.

Veerkracht

Het verschil is echter dat het CDA meer veerkracht heeft dan de inmiddels uitgeholde PVDA, die zelf met interne problemen te kampen heeft en niet in staat lijkt te zijn die problemen snel en op een adequate wijze op te lossen. Doorgaan op deze wijze is zoiets als Russische roulette spelen. Welke kant de PVDA ook op gaat, ze zal telkens bakzeil halen als ze niet wezenlijk van koers veranderd of op zijn minst duidelijkheid schept dat het nog echt een arbeiderspartij is.

Ruim baan

Het CDA heeft, zoals gezegd, meer veerkracht. Als Balkenende weggepromoveerd wordt dan is er voor Verhagen ruim baan om de macht in handen te nemen. Zijn partijgenoot en buurman (ze komen beiden uit het Zuiden des lands) Eurlings maakt dan grote kans om minister van Buitenlandse Zaken te worden.

PVV

Maar iedereen zal moeten bekennen dat ze niet staan te wachten op tussentijdse verkiezingen nu de reële kans bestaat dat de PVV een substantieel van het electoraat naar zich toetrekt omdat men een duidelijk boodschap heeft, de zondebok weet aan te wijzen en menen dat daarin de oplossing ligt, namelijk het aanpakken van allochtonen.

Crisis

Maar het maakt eigenlijk niet uit of de verkiezingen nu of over twee jaar plaatsvinden. Maar nu afwachtend kijken wat er gebeurd is niet in het belang van het land. Het kabinet staat of valt met een sterke minister-president, maar zoals nu duidelijk wordt is de macht van Balkenende tanende. Dat zal steeds meer afnemen als hij niet op de snelst mogelijke wijze plannen weet te ontwikkelen die de problemen van de crisis fors aanpakken, zonder dat het electoraat hier veel onder te lijden heeft…

Balkenende in de rug aangevallen

De sfeer in de coalitie verslechtert. De premier heeft vrijwel geen vrienden meer.

De minister van Buitenlandse Zaken luistert niet meer naar hem over Uruzgan. Staatsgeheime, beschadigende notulen uit de Trêveszaal vinden hun weg naar RTL Nieuws. Hij staat alleen in het Westerscheldedossier. En anonieme CDA-bronnen lekken zijn ambities voor een hoge post in Brussel – uitgerekend op de dag dat de premier moet schitteren in het Prinsjesdagdebat.

Premier Balkenende verliest gezag, en dat is funest voor de coalitie. Vijf weken nadat de regeringspartijen fris uit de zomer hernieuwd vertrouwen in elkaar uitspraken, verzandt het ene na het andere debat weer in gedoe. Met dit keer geen twijfelende PvdA als oorzaak, maar een eroderende positie van de minister-president.

‘Ik heb de sfeer in de coalitie niet eerder zo snel zien omslaan’, zegt een ChristenUnie-bron. ‘Er is een gisting gaande in het CDA.’

Kritiek krijgt de premier al langer, nieuw is dat hij wordt aangevallen in de rug – vanuit zijn eigen CDA, vanuit zijn eigen kabinet. Ook de oppositie is ongekend hard. Niet Balkenendes beleid moet het ontgelden, maar de premier als persoon. De beschuldigingen zijn ronduit respectloos. Ook de motie van wantrouwen van VVD, SP en PVV is veelzeggend.

Welbeschouwd is Balkenende het initiatief al kwijt sinds het begin van de crisis. Terwijl in Frankrijk en Groot-Brittannië Sarkozy en Brown lof kregen voor hun optreden, ging in Nederland vicepremier Bos met de complimenten aan de haal. Balkenende moest zijn verlies nemen in het Irak-onderzoek en de Catshuisbrand.

Het is de cumulatie van problemen die zijn positie verzwakt. Een slechte dag bij de Politieke Beschouwingen kan een incident zijn. Maar ook in de voorbereiding ging van alles mis. Dat Balkenende een hele paragraaf over werkgelegenheid ‘vergat’ – niet het minste thema in tijden van crisis – ligt niet aan een nacht slecht slapen.

Ook deze week ontglipten de premier zaken. In een op zichzelf handig betoog suste hij woensdag de spanningen rondom een langer verblijf van Nederlandse militairen in Uruzgan.

Minister Verhagen (Buitenlandse Zaken) trok zich echter niets aan van Balkenendes strategie, hij juinde de onenigheid weer even hard op. Ook het Westerscheldedebat hielp de premier donderdag niet vooruit.

Balkenendes intimi vatten de enquête waarin driekwart van de achterban de premier graag naar Brussel ziet vertrekken, vooralsnog op als compliment: de CDA-leden ‘gunnen’ hem die hoofdrol in Europa. De mogelijkheid dat de kiezer Balkenende graag om andere redenen zijn premierschap ziet beëindigen, wordt voor het gemak weggewuifd.

Dirk Scheringa kan de boel wel gaan sluiten. Zijn bank staat al voor geruime tijd onder vuur en de knallen komen steeds harder aan. Nova kwam met een niets verhullend verhaal naar buiten waar de honden geen brood van lusten en het bankwezen an sich in een kwaad daglicht stelt, net in een tijd dat het de banken niet zo goed gaat, om het maar eens zachtjes uit te drukken.

De selfmade man wilde graag en snel rijk worden over de ruggen van anderen en dat is hem ten dele gelukt. ‘Goedkope’ hypotheken verstrekken, maar peperdure en onnodige koopsompolissen aansmeren en andere kostbare bancaire zaken, zodanig zelfs dat mensen uiteindelijk gewoon in de problemen kwamen om de aflossing nog te kunnen betalen, of eigenlijk om nog eten te kunnen kopen van het resterende geld wat met een beetje geluk overbleef…

Ook hier weer is het de Nederlandsche Bank dat gefaald heeft. Als toezichthouder had de DNB eerder en adequaat moeten ingrijpen, en op zijn minst een waarschuwing moeten doen uitbrengen zodat potentiële klanten voor twee telden.

DSB-bank, en dan met name Dirk Scheringa, werd nog persoonlijk door de ministerpresident geroemd om zijn inzet en maatschappelijke betrokkenheid. Jan Peter Balkenende was ‘…trots…’ op hem! Hij zou het wellicht goed gedaan hebben als minister van Financiën, maar gelukkig zit daar iemand anders, die wat meer verstand van bankzaken heeft dan Scheringa, namelijk Wouter Bos (PVDA).

Nu, maanden later, wil de Tweede Kamer dat Wouter Bos actie tegen de DSB-bank onderneemt. Het werd tijd. Te laat voor sommige klanten van de DSB-bank, maar beter iets dan niets. De enige juiste actie zou zijn de bank te sluiten.

Mijn zoon en haar vriendin kochten laatst een huis, en ook de DSB-bank kwam langs voor een offerte. Als ouder zijnde kreeg ik een kaart wat me recht gaf op 150 euro als ik mijn eigen zoon en zijn vriendin zou kunnen overtuigen een hypotheek af te sluiten bij de DSB-bank… Toen ik ze vroeg wie dat betaalde, werd het duidelijk… mijn zoon! Dág DSB-bank!

Kamer wil actie tegen DSB

DEN HAAG -  Een meerderheid van de Tweede Kamer wil dat onderzocht wordt of de DSB Bank inderdaad het beleid had om zo veel mogelijk overbodige koopsompolissen te verkopen bij leningen, zoals anonieme ex-werknemers beweren. Met de koppelverkopen zou de bank van AZ-voorzitter Dirk Scheringa 1,6 miljard euro winst hebben gemaakt.

Oppositiepartijen SP en GroenLinks en regeringspartij PvdA willen dat minister Wouter Bos van Financiën stappen onderneemt, te beginnen met een onderzoek. Volgens SP-Kamerlid Ewout Irrgang komt het aansmeren van overbodige koopsompolissen neer op „legale diefstal”. Bos moet dat verbieden en een einde maken aan provisies van 80 of 90 procent. Irrgang wil Bos vragen te bemiddelen tussen DSB en gedupeerde klanten, omdat de overheid een „morele medeverantwoordelijkheid” heeft.

„Bos moet de welbewuste praktijken veroordelen en de koppelverkopen aan banden leggen”, zei ook GroenLinks-Kamerlid Jolande Sap. Zij wil dat Bos met Gerrit Zalm praat, die financieel directeur was bij DSB voor hij naar ABN Amro/Fortis vertrok. Rond Zalm hangt volgens Sap door zijn DSB-verleden een „schijn van niet integer zijn”. „Als Zalm echt alles wist en het onder zijn ogen gebeurde is zijn positie niet houdbaar”, zei Sap dinsdag tijdens de financiële beschouwingen.

De PvdA-fractie wil van Bos weten wat er waar is van de beschuldigingen zoals die ex-DSB’ers die uitten in het televisieprogramma NOVA. De PvdA vindt dat consumenten die het slachtoffer zijn van agressief verkoopbeleid gecompenseerd moeten worden voor de geleden schade.

De VVD wil dat de Autoriteit Financiële Markten (AFM) de beschuldigingen tot op de bodem uitzoekt. VVD-Kamerlid Frans Weekers noemde het wel „onfris en onzuiver” om nu al te suggereren dat Zalm schuldig is.

De AFM tikte DSB dit voorjaar al op de vingers en gaf de bank een boete van 120.000 euro voor fouten bij de aanvragen van hypotheken en bij de advisering aan klanten. De toezichthouder kondigde toen ook een onderzoek aan naar de financiële dienstverlening door de bank.

In het Kamerdebat hekelde het CDA de aanwas van ambtenaren bij de rijksoverheid. CDA-Kamerlid Frans De Nerée pleitte voor een vacaturestop bij ministeries en zelfstandige bestuursorganen die zich alleen met beleid bezighouden. Hij kreeg daarvoor steun van een Kamermeerderheid.

Vanaf 5 november aanstaande wordt alles duidelijk… en dan heb ik het over de minister-president, Jan Peter Balkenende. Over 5, 6 weken wordt het duidelijk of Balkenende zich kandidaat stelt om de eerste president te worden van de Europese Raad.

Tijdens de algemene beschouwingen werd er hierover in de Tweede Kamer al een balletje opgegooid. Balkenende noemde de geruchten ‘flauwekul’.

De Duitse bondskanselier Angela Merkel (ook van christelijke huize)zou een groot voorstander zijn van Balkenende’s kandidatuur maar zal daar pas openlijk mee naar buiten komen als het Iers referendum omtrent het verdrag van Lissabon voorbij is. En dat is op 2 oktober!

Tegenkandidaat is de Britse Tony Blair. Zijn houding jegens het hele Europaverhaal in aanmerking nemende zal Balkenende beter scoren wegens zijn zeer loyale houding tegenover de twee grootmachten op het vaste land: Duitsland en Frankrijk.

Balkenende mag dan president willen worden, aan het thuisfront heeft hij veel uit te leggen. Zeker in deze barre tijden van de crisis zou het haast ondenkbaar zijn dat de minister-president het voor gezien houdt en ‘t desolate Volk achterlaat in de aanhoudende misère.

Maar niet getreurd, Maxime Verhagen, nu nog in de leer als minister van Buitenlandse zaken, zal dan in de voetsporen treden van de ‘Grote Roerganger’ Balkenende…

Dutch PM said to be eyeing EU president job

Dutch Prime Minister Jan Peter Balkenende is conducting a "very subtle" lobbying campaign in Brussels to be considered a candidate for the job of EU Council president, according to sources, who forecast that should the Lisbon Treaty enter into force, he will be strongly backed by Angela Merkel.

Background:

The Treaty of Lisbon, should it come into force, introduces the new ‘top job’ of a high-profile president who will chair EU summit meetings for a two-and-a-half year term (for more details, see EurActiv LinksDossier on ‘Choosing Mr(s). Europe‘).

Speculation has been rife as to who the leading candidates might be, with names such as Tony Blair, Jean-Claude Juncker and Guy Verhofstadt being mentioned repeatedly.

However, the wording of the Lisbon Treaty is vague when describing the president’s duties. Though on paper little more than a chairperson, certain EU experts argue that a high-profile personality could mould the position into the global "face" of the EU.

A leading Dutch source in Brussels told EurActiv that Balkenende "definitely wants the job," adding that "the rumour is being fed from The Hague".

Balkenende, the Christian Democrat leader of the Netherlands since 2002, has issued repeated public denials of his interest in the new EU ‘top job’, which will be created should the Lisbon Treaty’s ratification be finalised in Ireland, Poland and Czech Republic. When questioned recently on the issue in the Dutch parliament, he described the growing speculation as "nonsense".

However, when put on the spot by the opposition, he refused to give categorical assurances that he would finish his term as prime minister, fuelling further rumour-mongering in both The Hague and Brussels.

Furthermore, the source, who did not wish to be named, believes that Balkenende will have a high-profile backer in re-elected German Chancellor Angela Merkel.

"Angela Merkel is very close to the Dutch PM," he argued, adding that "personally and politically, they see eye to eye and they’re both the same style of no-nonsense, low-key politicians".

As a result, Merkel could push the Dutch PM as a viable "compromise candidate" and an alternative to a world figure such as Tony Blair. Balkenende’s strength lies in the fact that, unlike his predecessors, he has not had a major political showdown to sour relations with either France or Germany, said the source.

Merkel has been very careful to not make any public pronouncements on the issue until the German elections (EurActiv 28/09/09) and the Irish Lisbon Treaty referendum on 2 October are over.

Adding fuel to the fire, another political expert in the Netherlands told EurActiv that the Dutch Permanent Representation to the EU has been requested to lobby for Balkenende’s candidacy, but "in a very subtle manner".

Should Lisbon be approved in Ireland, thus all but assuring EU-wide ratification before the end of 2009, Balkenende would need to move fast to confirm his interest in the job and set about winning over public opinion in the Netherlands.

According to the Brussels source, "it’s all about how Balkenende plays the PR game. If he is offered the job, he will sell it as a call to higher duty that will increase Dutch influence in Europe".

However, "he doesn’t want to be perceived as leaving at a time when the public wants a steady hand on the tiller," particularly given the threat of the resurgent Dutch far-right to the country’s mainstream parties.

On 5 November, Balkenende will give what is being billed as an important Europe-themed oration on the occasion of the 20th anniversary commemorations of the fall of the Berlin Wall.

"If Balkenende does indeed pursue a candidacy more openly, this could be the ideal platform at which to present his credentials," the Dutch source said.
