Decía Jacques Delors -según todos los entendidos, en la abstracta asignatura Construcción Europea, el último gran dirigente en Bruselas- que la abolición de aduanas y fronteras en el interior de la Unión, es decir la puesta en marcha del Mercado Único Europeo el uno de enero de 1993, no abría informativos con grandes masas aplaudiendo el fin de las fronteras interiores, porque tal evento no entusiasmaba a la gente tanto como la toma de la Bastilla, por ejemplo.
Bronislaw Geremek un polaco apasionado por Europa, un patriota europeo me atrevería a decir, afirmaba “que la falta de catarsis revolucionaria” era una del los grandes fallos de la construcción de Europa.
A la Unión Europea, antigua Comunidad Europea, conviene juzgarla mirando hacia atrás sin ira. Observando que, en el mejor de los casos, la fundación de la CECA celebrará sus sesenta aniversario en trece meses, nada en la Historia de la Humanidad, nada. Y, sin embargo, muchísimo en la Historia de la desangrada, en miles de guerras, Europa. La generación nacida en los años cuarenta en Alemania o en Francia o en España será la primera en la Historia del viejo continente que no haga monumentos a caídos, que no ponga flores a su soldado desconocido y eso gracias al proyecto de Europa Unida nacido en la Conferencia de la Haya en 1948 o quizá verbalizado por Wiston Churchil en Zurich dos años antes. Visto en perspectiva y con realismo es mucho e importante el camino recorrido. Nunca la vieja Europa ha vivido un período de paz tan largo.

JEAN MONNET

La Unión Europea – tal y como hoy la denominamos y ordena se llame el Tratado de Lisboa- en opinión de sus padres fundadores, fundamentalmente Jean Monnet, debe construirse paso a paso; él dado por los líderes de los veintisiete el pasado 19.11.09 nombrando, sin necesidad de prolongar la reunión hasta la madrugada, Presidente de la Unión y Jefa de la Diplomacia es trascendental y marcará un hito en la Historia de Europa, pese al pesimismo medioambiental por el perfil de los dos designados: Herman Van Rompuy y Catherine Ashton.
Michel Rocard, socialista y ex primer ministro de Francia, solía decir que estábamos construyendo algo no previsto ni por John Locke, ni por Charles Montesquieu y decía verdad Michel Rocard.
La construcción de la Unión Europea se hace a partir de Estados Nación consolidados, algunos tan antiguos como Portugal, España, Francia o Gran Bretaña y otros tan modernos como Eslovaquia o Eslovenia. Dato que es bueno no olvidar, cuando el pesimismo nos invade porque nadie haya tenido que votar nunca por la baronesa Ashton.
En la construcción del imaginario nacional hay dioses que engendran reyes: Roma. Hay, o se lo inventa Johan Gottfried Herder, el volkgeist el genio o el espíritu del pueblo que tanto hizo por la unificación de Alemania bajo del predominio de Prusia en el siglo XIX o se hace algo nuevo como los Estados Unidos, sin embargo la Unión Europea carece de semejantes fundamentos, es algo tan racional que suena más a René Descartes o Immanuel Kant, pero muy poco, por no escribir que nada, a revolución de la claveles o a caída del muro de Berlín. Esto de hacer Europa es mucho más aburrido y más prosaico, pero si no existiera la Política Agraria Común, no habría agricultura, ni ganadería en la vieja Europa que pudiera aguantar la llegada de productos de los países terceros. No es bueno caer en el llanto y en el crujir de dientes, porque sea Herman Van Rompuy quien dirija las sesiones del Consejo de Ministros que reúne a los jefes de la diplomacia de los veintisiete y no Miguel Ángel Moratinos desde enero de 2010.

MIEMBRO DEL CLUB

Herman Van Rompuy, como todos los nombramientos importantes producidos después de la salida de Jacques Delors de la presidencia de la Comisión en 1995, es primer ministro de un país miembro, es decir forma parte del club más selecto: el Consejo Europeo. Un invento de Valery Giscard y Helmut Schmidt, quienes también inventaron la moneda única, eso que hoy llamamos Euro y el G-7. Consejo Europeo, que sólo desde la entrada en vigor del Tratado de Lisboa, es una institución de la Unión al nivel del Parlamento, el Consejo, la Comisión, el Tribunal de Justicia y el Tribunal de Cuentas.
Esta nueva institución, pero en funciones desde los años setenta del siglo XX, elige para los puestos sólo a miembros del club que forman los Jefes de Estado o Gobierno: Jacques Santer, Romano Prodi, José Manuel Durao Barroso, por cierto primer ministro en ejercicio a la hora de su designación, como Van Rompuy o el actual secretario general de la OTAN Anders Rasmussen. Los líderes quieren a uno de ellos, ya no arriesgan con gente como el primer presidente de la Comisión el alemán Walter Hallstein o Jacques Delors.
Por cierto el Tratado de Lisboa dota de personalidad Jurídica a la Unión, que hasta la fecha no la tenía.
Se anda lento en la Unión, pero no es posible de otra manera. Saltos en el vacío como la Comunidad Europea de la Defensa o Constitución Europea se han enfrentado al no, esencialmente de Francia, aunque no sólo.
Recuérdese, a la hora de analizar desde el pesimismo los nombramientos de Van Rompuy y Catherine Ashton.
Lo primordial, lo esencial, lo importante es que ha nacido una figura nueva a caballo entre el Consejo órgano legislativo de la Unión junto al Parlamento Europeo y el ejecutivo la Comisión. Como en la UE se hace, tal y como afirma Antonio Machado, camino al andar, veremos en cinco años como es eso de tener dos gorros sobre una sola cabeza. Es, en todo caso, un esencial paso adelante.
Lo menos bueno de este momento de la Unión es que la Comisión pierde fuerza, esa que tuvo hasta la caída del muro de Berlín y la llegada del miedo escénico. La frase es de Margaret Thatcher pronunciada en Roma 1990 cuando se abrió la conferencia intergubernamental que daría paso al Tratado de Maastricht :“Señores y si esto sale adelante ¿qué hacemos con la Reina de Inglaterra?”. La respuesta es obvia, por eso es tan lento el proceso, pero tan lógica y razonablemente lento. En consecuencia los dos nombramientos son los posibles en este punto del tiempo y del espacio.

PAIS PEQUEÑO, PAIS GRANDE

El nuevo presidente de la Unión pertenece a un país pequeño, Bélgica, uno de los fundadores de la Unión en los años cincuenta del siglo XX. Bélgica es un Estado confederal algo semejante a lo que pretende ser la UE. Los políticos del país de Herman Van Rompuy han hecho famoso el método belga de convivencia. Herman Van Rompuy es un democráta cristiano familia política esencial en la construcción de Europa desde Robert Schuman. No es, pues, tan malo su nombramiento, por mucho que carezca del halo de Felipe González, demasiado federalista o de Tony Blair demasiado atlantista y ambos con demasiado peso específico. Es el hombre oportuno en este instante de la historia de la Unión. Y ha sido elegido rápido, lo que no deja de ser un hito en una Europa de 27. Por cierto una Europa toda ella demócrata desde hace sólo veinte años. Conviene tenerlo en la memoria.
La nueva Jefa de la Diplomacia de la Unión y vicepresidenta de la Comisión, pertenece a uno de los grandes, Reino Unido. Lógico. En Europa desde 1945 y con permiso de Charles De Gaulle se hace la política exterior que quieren los Estado Unidos, o sea ninguna novedad. Eso hacia imposible el nombramiento de Miguel Ángel Moratinos. Javier Solana Madariaga, sobrino nieto de uno de los ideólogos de la UE, Salvador de Madariaga, es – junto a su cualidad innegable de fantástico animal político- un hombre de los Estados Unidos, sin cuyo apoyo jamás habría sido secretario general de la OTAN, ni habría sido el primer jefe de la diplomacia de la Unión. Justo es decir, por tanto, que nada más lógico y coherente que la jefa de la diplomacia sea británica ¿quién mejor que un británico para saber lo que quiere la antigua colonia? La baronesa Ashton es la persona posible, puede que no parezca adecuada, pero demos tiempo, tiene cinco años por delante. Es mujer, lo que era justo y necesario, que la UE tiene muchos padres, pero madres, la verdad, no le sobran. Por último es miembro de la familia socialista que con sólo seis primeros ministros entre veintisiete – también es bueno recordarlo- logra un alto cargo.
El 19.11.09 será una fecha a destacar en la difícil historia de la Unión Europea, antes Comunidad Europea, término que resulta más cálido que Unión dicho sea de paso.
Ahora toca con permiso del Consejo Europeo, que Van Rompuy y Durao Barroso no se peguen por salir en la foto y qué la presidencia española sepa poner la vías del nuevo camino. Está complicado. Piénsese en el protocolo del recibimiento a Barak Obama en la cumbre Unión Europea Estados Unidos en Madrid, el día del choque de galaxias Leire Pajín dixit. ¿Será José Luís Rodríguez Zapatero quién haga los honores o será el presidente del Unión, Herman Van Rompuy?. Nicolás Martínez Fresno que sabe mucho de protocolo y está en la organización de la presidencia española, sabrá resolverlo. Seguro.

Van Rompuy, presidente permanente del Consejo Europe

Dos desconocidos llevaran la representación exterior de la UE, digo dos desconocidos quitando que casi nadie los conoce en Europa ya que no tienen ninguna experiencia en política exterior y nadie los conoce fuera del entorno burocrático de Bruselas, concretamente los elegidos han sido el premier belga, Herman Van Rompuy, que será presidente permanente del Consejo Europeo; y la comisaria europea de Comercio, Catherine Ashton, que sustituirá a Javier Solana como Alta Representante de Política Exterior. Estos nuevos rostros han decepcionado bastante a muchos políticos y diplomáticos ya que no supone un aire nuevo a las instituciones europeas, han sido designados por ser los candidatos que menos suspicacias ni problemas iban a causar entre los diversos Estados miembros, hasta su votación ha resultado muy extraña ya que en muy contadas ocasiones hay una unanimidad de todos los Estados miembros de la UE para elegir un cargo de gran responsabilidad. Estas cosas son las que hacen que la gente crea menos en las instituciones de la UE ni vayan a votar en sus elecciones ya que creen acertadamente que lo que piensen ellos va a ser decisivo en Europa.

Catherine Ashton, Alta Representante de Política Exterior de la UE

Van Rompuy que llevaba hasta el otro día diez meses como primer ministro de Bélgica, un hombre que no quería ni gobernar el conflictivo país que es Bélgica con sus problemas internos entre francófonos y flamencos, político xenófoba que odia a los musulmanes y niega la entrada de Turquía en la UE, ahora le ponen a gobernar a los Veintisiete, tarea mucho más complicada y difícil por la gran diversidad de opiniones que hay, es un político muy discreto que veo muy raro que sea el autentico líder que necesita ahora mismo la UE frente a la China de Hu Jintao y EEUU de Obama que son los líderes del mundo en la actualidad, es un político de bajo perfil por lo que si no cambia, será una institución la suya, la de presidente permanente de la UE al servicio de Alemania y Francia, respecto a Ashton la han elegido sobre todo por el hecho de que es mujer, y es conocido la gran presión que ha tenido las UE para que tengan mujeres en los altos cargos, esta laborista inglesa no tiene experiencia previa en política exterior, es increíble que ahora la pongan al frente de la diplomacia europea, y sobre todo siendo del Reino Unido, país que no destaca por su europeísmo y no está ni en la zona Euro ni en el espacio Schengen, es como he leído en varios medios de comunicación, le han dado a los británicos la tutela de la diplomacia europea, todo un regalo a Londres que vio como su candidato Blair debido a su ego y a su participación en Iraq no gustaba mucho en Bruselas.

La reunión que ha tenido lugar para elegir a estos dos altos cargos parecía la elección del emperador en la Antigua Roma, un sitio donde se elegía a gente sin tener la más mínima experiencia, y con una total falta de transparencia sobre el que ha primado la relación franco-alemana, es decir, la relación de Merkel y Sarkozy, los dos no quieren competencia que les reste el gran protagonismo que tienen en la escena internacional, esto es bastante preocupante ya que aunque sus economías sean de las más fuertes de la UE, no representan la totalidad de las ideas y políticas comunitarias, esto en vez de ser una medida en beneficio de la UE que está perdiendo interés e importancia en la escena internacional, parece todo un circo de intereses nacionales de quitar y poner a candidatos dependiendo de si les gusta o no a las grandes potencias que siguen siendo Francia, Alemania y en menor medida, Reino Unido.

Sarkozy y Merkel, impulsores de estos nombramientos en la UE

Estos cargos son de enorme importancia para la UE, uno de ellos ya viene de antiguo, concretamente el de Alto Representante de Politica Exterior aunque lo han modificado dándole más responsabilidades e importancia, este cargo venía siendo ejercido por Javier Solana con sus aciertos como su gran labor diplomática por todo el mundo y desaciertos como el reconocimiento de Kosovo como Estado independiente saltándose el Derecho Internacional, el otro cargo es novedoso ya que no existía antes, se creó por el Tratado de Lisboa en 2007 que configuró este cargo dándole un gran poder que entrará en vigor el próximo 1 de Diciembre junto con Ashton como jefa de la diplomacia europea.

Estos mandatarios que serán junto con el presidente de turno de la UE cada seis meses y el presidente de la Comisión Europea, los altos cargos institucionales que representaran a todos los ciudadanos de la UE y darán la cara en el mundo, tienen que enfrentarse de momento a varios problemas, algunos de ellos grave, como asegurar la salida de la recesión económica que sufrimos desgraciadamente en toda la UE junto a crear empleo de manera urgente a los millones de europeos que sufren el desempleo, deben reformar todo el sistema financiero para evitar que en el futuro las crisis no golpeen de la manera que lo ha hecho ahora la economía real, debe consolidar y aumentar el papel que tiene en el mundo que como decía antes, China cada vez tiene un mayor protagonismo quitándoselo a la UE que hasta hace unos años, era el árbitro del mundo y donde se decidían las más importantes decisiones relativas a la paz y seguridad mundial, todo esto a la vez que debe resolver cuestiones fundamentales como la dependencia energética, liderar la lucha contra el cambio climático, etc..

En definitiva, aunque no veo lógico que hayan designado a dos personas sin tener ni idea de política exterior, esto es como todo en la vida, habrá que esperar a ver como lo hacen y podremos juzgarles y criticarles por las decisiones que hayan hecho, ya que son los cargos más importantes de la UE, de momento les aconsejo a estos altos cargos que se lean libros de política exterior, relaciones internacionales para que entiendan y aprendan lo difícil que es el mundo donde vivimos actualmente.

Au 1er janvier 2010, Herman Van Rompuy entrera en fonction en tant que premier président de l’Union européenne. La Britannique Catherine Ashton, elle, a été nommée Haut représentant de l’UE aux Affaires étrangères. Ceci dit, qui Obama pourrait-il appeler en cas de besoin pour joindre l’UE ? Les dirigeants européens ne savent pas très bien… La Maison Blanche, elle, a déclaré que le partenariat avec les Etats-Unis sera renforcé par ces deux nominations.

Herman Van Rompuy, inconnu sur la scène européenne il y a un an encore, a été choisi à l’unanimité par les 27 chefs d’Etats ou de gouvernement pour devenir le premier président permanent du Conseil européen, une des deux nouvelles fonctions créées par le Traité de Lisbonne qui entrera en vigueur le 1er décembre prochain.

Il assumera ses nouvelles fonctions à partir du 1er janvier 2010, ouvrant ainsi l’épineuse question de sa succession au Seize rue de la Loi. Avec une présidence stable pour un mandat de deux ans et demi renouvelable une fois, le système actuel de présidence tournante tous les six mois est remplacé. Le Premier ministre quitte le 16 rue de la Loi pour le nº 175, au Juste Lipse, siège du Conseil de l’UE.

« L’Europe est une union de valeurs et elle a la responsabilité de jouer un rôle important dans le monde », a déclaré le nouveau président de l’Union. Il a toutefois dit vouloir se contenter, dans sa fonction de président du Conseil, d’un rôle de facilitateur de compromis entre les pays de l’UE. Il a affirmé vouloir rester « discret » et ne pas se répandre en interviews dans les médias.

M. Van Rompuy s’est dit par ailleurs favorable à ce que « l’Union européenne continue à s’élargir pour inclure d’autre pays » dans les années à venir, « à condition qu’ils remplissent les critères » demandés. Une manière de répondre à ceux qui l’accusent d’être un opposant à l’entrée de la Turquie dans l’UE.

Une femme vice-présidente de la Commission

La Britannique Catherine Ashton a été désignée Haut représentant de l’UE aux Affaires étrangères. Elle va prendre la succession de l’Espagnol Javier Solana, mais avec un portefeuille aux pouvoirs nettement élargis. Elle sera en même temps vice-présidente de la Commission européenne.

En la désignant en début de soirée chef de la diplomatie, les huit chefs de gouvernement socialistes ont levé le dernier obstacle majeur : l’obstination de Gordon Brown à maintenir sur la table la candidature de Tony Blair à la présidence du Conseil européen. L’adhésion du Premier ministre britannique a ouvert la voie royale à Herman Van Rompuy pour le poste de Conseil européen, soutenu par le duo Merkel-Sarkozy.

La baronne Catherine Ashton de Upholland, actuelle commissaire européenne au Commerce – elle y a remplacé il y a un an son compatriote Peter Mandelson –, est tout sauf un grand format diplomatique. Cette spécialiste des questions d’éducation de 53 ans n’a d’expérience ni diplomatique ni à un quelconque haut poste politique, en dehors des 12 derniers mois où elle n’a pas beaucoup fait parler d’elle.

Mais elle a été nommée par la grâce de qualités de circonstance : le poste devait revenir à un socialiste, puisque celui de président doit échoir à un dirigeant de centre-droit ; elle répond au souhait, largement médiatisé ces deniers jours, qu’une femme figure dans le top des fonctions européennes ; et enfin, elle est britannique, ce qui permettra à Gordon Brown de revenir à Londres en ayant arraché une victoire pour son pays.

C’est donc un trio Barroso – Van Rompuy – Ashton qui représentera l’Union européenne pendant les deux années et demi à venir. La Belgique aura de quoi pavoiser. Mais il faut bien constater que l’UE a adjoint au premier, deux parfaits inconnus dans le monde, sans aucun passé diplomatique, pour incarner l’Europe sur la scène internationale.

Hade Georg Stiernhielm levt idag hade detta mycket väl kunnat vara inledningen till det annars så berömda diktverket “Hercules”. Dagens Europa liknas nämligen kanske allra bäst med en antik hjälte som står vid ett vägskäl.

Att Europa står inför val som kommer avgöra hela kontinentens framtid är knappast nytt. Dock negligeras och avfärdas gärna dessa diskussioner med vanlig europeisk arrogans.

Men faktum kvarstår. Övriga världen knappar in på Europa. Våra tidigare stormakter är idag bara små ganska obetydliga länder, givetvis med rika konsumenter och fortfarande ganska stor produktion, men med litet inflytande på den världspolitiska arenan. Great Britain, är inte längre great, utan bara Britain. Frankrike är inte längre demokratins förebild, utan tampas nu med korruptionsskandaler och åtalade toppolitiker. Dessutom symboliserar man också  dålig integrationspolitik, slumområden och flyktingläger.

Skandinavien framställs fortfarande som en idyll i  internationella sammanhang, men frågan är vad vi ska livnära oss på i framtiden när call centers flyttar till Irland, fabrikerna till Polen, kunskapen till Kina och pengarna investeras i Indien.

Europa står som sagt vid ett vägskäl, och det är nu vi måste välja ifall vi ska tillhöra framtiden eller förpassas till att bli det där lustiga folket som resten av världen åker och studerar. Vill vi även i framtiden spela en viktig roll för världens utveckling ser jag ingen lösning än att vi ökar samarbetet mellan Europas länder.

Jag tror på EU. Det är mycket som kan förbättras vad gäller folkets inflytande, den gigantiska byråkratin, beslutsfattningen med mera. Men steget mot ett bättre EU kan inte vara genom att vända ryggen till. Det är Lissabonfördraget och EMU som gäller. Uppstår problem får vi lösa dem – tillsammans.

För att EU ska få en tydligare agenda och en enhetlig röst i världspolitiken välkomnar jag därför utnämningarna av EU:s president respektive utrikesminister. Frågan är bara vilka det blir?

Tänkbara utrikesministrar är bland andra Javier Solana, Bernhard Kouchner, David Miliband (även om jag snarare ser honom som Gordon Browns efterträdare, likt Thomas Bodström som ung, pigg och tänkbar kommande socialdemokratisk partiledare i Sverige), Carl Bildt och varför inte Radoslaw Sikorski, som jag skrev om för något år sedan.

Det verkar för övrigt inte som om Tony Blair längre är kandidat till presidentposten, utan att man kommer söka en regeringschef från någon av de mindre länderna. Jean-Claude Juncker kanske är det hetaste namnet för tillfället. Men jag ställer mig ändå något osäker till om man hela Europa är beredda att ställa sig bakom en kristdemokrat.

Fredrik Reinfeldt har nämnts i sammanhangen, men jag tror han faller ganska snabbt på brist på rutin och erfarenhet. NATO:s nytillträdde generalsekreterare Anders Fogh Rasmussen är helt klart en tänkbar kandidat. Martti Ahtisaari bör inte heller räknas bort. Ibland har man också talat om Wolfgang Schüssel. Öppen match detta. Och nästa gång man ska diskutera EU:s president och utrikesminister ser ut att bli den 10 eller den 12 november.

Hur som helst är jag i alla fall just i detta läge mycket glad över att Norge inte är med i EU, för nu när det har blivit populärt i Oslo att inspirera människor till att göra gott snarare än att gå på meriter och resultat hade det väl antagligen slutat med att Václav Klaus hade blivit EU:s president.

Acabo de leer emocionada la entrevista con Javier Solana. Siempre he sentido admiración por esta persona tan humana y cercana. Yo no tenía ni idea en aquella Nochevieja de 1985 de lo que significaba que nuestro País ingresara en la Unión Europea. No fui consciente de ello hasta que tuve la suerte de recibir una beca Erasmus, y fui a terminar mis estudios precisamente a Bruselas. Durante un año viví y aprendí más que en toda mi vida. Conocí a muchísimos vecinos europeos,sentí lo que siente un extranjero,aprendí el significado de las palabras empatía, hospitalidad, globalidad… Muchas veces, las fronteras nos limitan,impiden que crezcamos como seres humanos, nos cierran a nuevas experiencias. En definitiva, quería agradecerle a él y a todas las personas que trabajaron por construir la Europa en la que vivimos hoy que hay muchos ciudadanos europeos que piensan, sienten, aman, ríen y lloran como nosotros y que vale la pena continuar ese camino junto a ellos.   SONIA VARA. Hoy está prevista la aprobación en Luxemburgo por el Consejo de Ministros de Asuntos Exteriores de la Unión el proyecto de creación del Servicio Europeo de Acción Exterior (SEAE). El Alto Representante para la Política Exterior de la Unión Europea, deberá presentar en el plazo de un mes su organigrama y funcionamiento, los cuales deberán ser aprobados por el Consejo y el Parlamento Europeo. Se ha observado que éste era el momento oportuno, sin lugar a dudas, por las recientes promesas del Presidente de la República Checa, Václav Haus, de firmar de una vez por todas el Tratado de Lisboa.

El Servicio Exterior de la UE es un esfuerzo conjunto por disponer de un organismo que aglutine y defienda los intereses internacionales de los socios de la Unión. Está previsto que cuente con un total de 130 embajadas e integrado por varios millares de funcionarios procedentes de la Comisión Europea y los estados miembros. El nuevo organismo contará con 6.700 efectivos en el exterior de los cuales, entre un 30% y un 40 % aproximadamente, serán diplomáticos de carrera de los estados miembros. Se pretende, en principio, que sean los diplomáticos más experimentados y con una trayectoria profesional más destacada quienes ocupen un puesto en las embajadas, de tal manera que estos porcentajes serán nutridos con funcionarios de carrera británicos que actualmente o en algún  momento hayan sido destinados a los antiguos territorios que en su día formaron parte del imperio colonial del Reino Unido, a los franceses destacados en el Magreb y Oriente Medio o alguno de los embajadores españoles con destino en Latinoamérica.

La ardua labor llevada a cabo por Javier Solana, ha contribuído notablemente a construir sólidos cimientos para este proyecto. La experiencia de quienes han trabajado en este ámbito ha sido de gran utilidad a la hora de sumar esfuerzos e intereses de los distintos países miembros para emitir una respuesta conjunta y definir unos intereses comunes de cara a la comunidad internacional. Sin embargo, las competencias y el ámbito de actuación del nuevo organismo, están siendo objeto de largas discusiones, siendo de esperar que continúen a lo largo de este mes. Quizá cabría hablar, más bien, de controversia, porque existen dos posicines básicas en torno a este tema la llamada maximalista y la minimalista.

La minimalista abogaría por un Servicio Exterior europeo que tan sólo se ocupara de las labores de diplomacia y defensa en sentido estricto, mientras que la postura maximalista defendería la extensión de las competencias de este organismo al desarrollo y el comercio. Puede que, como en tantos otros aspectos de la vida y la política, la solución esté en un término medio. Lo idóneo sería un servicio diplomático unificado que se dedicara estrictamente a la defensa de los intereses de la UE en el ámbito exterior, pero teniendo como objetivo último la cooperación y el desarrollo, ampliando sus competencias hasta donde fuera necesario para ocuparse de esos dos aspectos de las relaciones internacionales.

Tanto las dos visiones vigentes actualmente del proyecto como la que planteamos aquí tienen un poso ideológico y es importante no engañarse en ese aspecto. Los planteamientos que actualmente se encuentran sobre la mesa son producto de fuerzas políticas conservadoras, que dominan a sus anchas el Parlamento Europeo, apoyadas desde fuera por unos EE.UU que no han cambiado las leyes de juego del neoliberalismo salvaje que rigen hoy el mercado.

Es vital posicionarse desde la izquierda en favor de una separación radical de los fines diplomáticos y los asuntos relativos a la defensa. No llevar a cabo esto es como presentarse al mundo con una mano tendida mientras la otra sujeta un garrote que ocultamos a nuestra espalda. La subordinación de los intereses y planteamientos relativos a defensa y seguridad exterior de los países miembros a la OTAN y, en última instancia, a los Estados Unidos, pueden tener el mismo efecto en el ámbito de la diplomacia, de tal forma que la UE nunca acabe de definir una política exterior propia, autónoma y acorde a sus intereses. Del mismo modo, cooperación y comercio no tienen necesariamente que estar bien avenidos y es preciso tener en cuenta al votar este proyecto cuántas veces se han sacrificado proyectos de cooperación y desarrollo en favor de intereses comerciales, bajando la voz en situaciones en las que habría de haberse levantado.

Fast när nu det “internationella samfundet” sätter press på Iran att visa upp något, så måste de ju göra det, någonstans. Allt medan strävandena att utplåna Israel oförtrutet pågår på annat håll.

Nåja. USA tänker, enligt Haaretz, inte låta Iran “stall long enough to develop nuclear program”. Vad USA ska göra för att hindra Iran förblir oklart. Samtidigt sade EU:s utrikespolitiske talesman Javier Solana enligt samma länk, att “the threat of a military strike against Iran has been dropped”.

Detta verkar inte hänga ihop riktigt, tycker jag. Just när Iran misstänks utveckla militära anfallsvapen säger EU att, nej, någon militär “strike” mot Iran, det kommer inte på fråga.

20 kvinnliga fångar har släppts ur israeliska fängelser i utbyte mot en film som visar att den fångne israeliske soldaten Gilad Shalit verkar vara i ganska gott skick. Shalit skulle säkert vilja bli släppt, men enligt denna rapportering i Haaretz, så hade en del av de palestinska kvinnorna/flickorna tvärtom hellre suttit kvar i fängelset än tvingats åka hem, nämligen till slöjor och tvångsäktenskap. had agreed “in principle” to export most of its enriched uranium stockpile to Russia for further enrichment. The uranium would then be sent to France for further processing and then returned to Iran. People familiar with the issue said the process would make it extremely difficult for Iran to use the uranium for bomb-making purposes, setting back its alleged weapons programme … The talks’ tentative success had been largely attributed to President Barack Obama’s new policy of engagement with Iran. That was underlined on Thursday when William J Burns, a US undersecretary of state for political affairs, held a one-to-one meeting with Iran’s top nuclear negotiator that lasted 40 minutes. It was the highest level diplomatic meeting between the two countries in almost three decades.

The chances of success justifying a pre-emptive strike were always less than compelling, while the consequences of an Iran hardened and united by such an attack, as analysed in an influential paper by the Oxford Research Group in February 06,  continue to suggest an exploitation of its strategic position in relation to oil flows, Shi’ite minorities in the region and the two wars on its borders.

Meanwhile, the “crown prince of Iran” argues in the Telegraph that the human rights issue is the one to be tied to sanctions, rather than nuclear co-operation. He notes that

in 1986, the United States led a worldwide campaign for human rights and equality in South Africa when it passed the Comprehensive Anti-Apartheid Act, banning US investment in the country … the removal of apartheid laws and the release of political prisoners were necessary preconditions to the lifting of sanctions. Those sanctions worked. The South African people suffered a deep recession in the short term, but to this day, no South African has forgotten the importance of those preconditions and the long-term liberation they brought to them as a people.

Protect the people of Iran

So it could be in Iran:

if the West enforces new sanctions that are intrinsically tied to the national outcry for freedom, they have armed their greatest ally with the powerful weapon of international solidarity in the struggle against the Islamic regime. This uprising can change the entire fabric of stability in the Middle East. So, while the world toils over yellowcake, the people of Iran still believe in their green movement for freedom, hope and human rights.

The Iranian foreign minister, Manouchehr Mottaki, who recently called the fake election “the most glorious presidential elections in the history of the Islamic Republic of Iran”, has apparently been visiting the US, not secretly, but with minimal publicity, the first such visit in 30 years of diplomacy. There seems to be rather a large number of questions Mottaki would rather not answer:

One question the foreign minister would not address was the arrest of an Iran/U.N. mission staffer by the New York City Police Department last Friday. Gholamzadeh Hossein was arrested by the NYPD after attacking a demonstrator who was protesting the visit of Ahmadinejad to the United Nations on Sept. 24. Hossein, who had an initial court appearance on Wednesday, faces a second-degree assault charge with a penalty of up to seven years in prison.

There is the view, that whether we are being strung along again or not, such contacts are bound to be helpful (the communication view of relations with Iran). Not everyone agrees. Predictably,

former U.S./U.N. ambassador John Bolton, who also headed the arms control section at the state department in the administration of George W. Bush, was not impressed by Mottaki’s statements: “Yet again, Iran appears to be well on the way to seducing Western diplomats by vague generalities and promises to meet again. Iran is simply gaining more time to advance its nuclear and ballistic missile programs,” he said.

Iran and the big powers opposed to its nuclear program appeared to make progress Thursday in talks that included the highest-level direct discussions with the United States in many years, with both sides agreeing to hold further negotiations and the Iranians pledging to allow foreign inspectors into a newly disclosed uranium enrichment factory.

The talks, held in Geneva, defused some of the tensions that have escalated rapidly in recent weeks over Iran’s nuclear intentions and represented a victory of sorts for the Iranian government of President Mahmoud Ahmadinejad, whose own legitimacy has not been universally recognized since his disputed re-election in June.

President Obama on Thursday afternoon called the landmark talks a “constructive beginning,” but warned Iran that he was prepared to move quickly to sanctions if negotiations over Iran’s nuclear ambitions dragged on. Trying to strike a firm tone, Mr. Obama said that he also expected Iran to allow international weapons inspectors into its nuclear facility at Qom within two weeks.

“We’re not interested in talking for the sake of talking,” Mr. Obama said in a remarks to reporters in the White House Diplomatic Reception Room. “If Iran does not take concrete steps, we are not prepared to talk indefinitely.”

The tone of the discussions, at least, was considerably more positive than just a week ago, when the United States and its European allies were threatening Iran with tough new sanctions if it refused to halt its uranium enrichment program, which they suspect is meant for creating atomic weapons.

Javier Solana, the European Union’s foreign policy chief and the meeting’s host, said that Iran had pledged to “cooperate fully and immediately” with the International Atomic Energy Agency, the I.A.E.A, in allowing inspectors into its new facility, and Saeed Jalili, Iran’s chief nuclear negotiator, called the discussions “good talks that will be a framework for better talks.”

Like President Obama, Hillary Rodham Clinton, the American secretary of state, struck a cautious tone. “It was a productive day but the proof of that has not yet come to fruition, so we’ll wait and continue to press our point of view and see what Iran decides to do,” she said.

Speaking at the United Nations, the Iranian foreign minister, Manouchehr Mottaki, said that Iran would be ready to enhance the level of the talks up to that of a summit meeting, meaning that heads of state would be involved. Describing Thursday’s discussions as “constructive,” he said they focused on a wide range of issues Iran had laid out in its five-page proposal for talks, which included a general goal of global nuclear disarmament but no specifics about the Iranian nuclear program.

Held at the isolated Villa Le Saugy, an 18th-century building in the countryside here, Thursday’s meeting brought together Iran, the five members of the United Nations Security Council — China, Russia, the United States, France and Britain — along with Germany and the European Union for what one senior American official called the beginning of an “extraordinarily difficult process.”

The United States was represented at the Thursday meeting by the under secretary of state for political affairs, William J. Burns, and Iran by Mr. Jalili. Mr. Jalili’s direct counterpart is Mr. Solana.

During the morning session, Mr. Burns had a one-on-one meeting with Mr. Jalili, said Robert Wood, the deputy State Department spokesman. Mr. Wood said he had no other details on the private meeting.

Mr. Burns, a career diplomat with a long history in the Middle East, attended a similar meeting with Iran in July 2008 during the Bush administration, though he had instructions not to negotiate.

Washington had hoped to begin bilateral talks with Iran on a range of issues, among them trade and Tehran’s support for Palestinian, Lebanese and Iraqi insurgent and terrorist groups, including Hezbollah and Islamic Jihad.

But after new disclosures of a hidden Iranian enrichment facility dug deep into a guarded mountain near the holy city of Qum, the focus shifted to persuading Iran to permit serious nuclear inspections and suspend its nuclear enrichment program.

Mr. Solana said Iran had also agreed to export its own low-enriched uranium from one specific facility, the Russian-built plant at Natanz, for further enrichment to make isotopes for medical purposes. Mr. Solana portrayed that agreement as progress toward Iran agreeing to limit its own enrichment activities.

Iran maintains that all of its uranium enrichment is for peaceful purposes, mostly for energy production.

Mr. Obama said Iran’s signal that it would be willing to transfer low enriched uranium to a third party “would be a first step.”

On Wednesday, Mr. Mottaki, the foreign minister, visited his country’s unofficial embassy in Washington, the first trip to the capital by an Iranian of that rank in a decade.

The visit by Mr. Mottaki, who had been at the United Nations, was approved by the White House, and it was seen as an effort to help thaw the atmosphere as the Obama administration puts its policy of engagement with Iran to the test. Mr. Mottaki, however, said Thursday that he had only gone to ensure that the Iranian diaspora in America were being well looked after.

Iran maintains a diplomatic outpost in the Pakistani Embassy in Washington. The last time an Iranian foreign minister was permitted to make such a visit was in the late 1990s, during the Clinton administration.

“It is an unusual coincidence; whether it’s a happy coincidence, we’ll see,” said Philip J. Crowley, a State Department spokesman. “It doesn’t make the serious issues we confront any easier, but if it’s taken as a small gesture and contributes in some way, that will be terrific.”

Many diplomats and analysts believe that the Qum facility is only one of a series of hidden installations that Iran has constructed alongside its public ones for what is considered to be a military program. Iran insists its program is purely peaceful and insists on its rights to enrich, but has regularly lied to the United Nations and the International Atomic Energy Agency about its facilities.

The United States was thought to be likely to offer Iran a repackaged version of something it has offered before: an agreement to hold off on new sanctions if the Iranians agree to freeze their enrichment of uranium, so that serious negotiations can take place. The West remains wary of talking while Iran continues enrichment, fearing a negotiation without end or result.

The proposal had not interest the Iranians before. But officials planned to try again, hoping that a new American administration, the pressure from disclosure of the nuclear enrichment complex and internal divisions from Iran’s chaotic elections and the ensuing crackdown on demonstrators will make it more acceptable, American and European officials said.

But some American officials believed that the turmoil in Iran would make its government less willing to compromise and appear weak.

Sein Schwager Erion Isufi, war direkt Manager beim dem Balkan Gangster Damir Fazllic, der schon als Serbischer Geheimdienst Chef in Bosnien direkt tätig war für Karadic und jede grosse Bestechungs Nummer auch in anderen Balkan Ländern organisierte.

Und wurde Lulzim Basha sogar Innenminister! US Mafiöse Kreise aus den Georg Soros Drogen und Betrugs Zirkeln, wie der US-Albanischen Handelskammer in Tirana sind die Drahtzieher dieser kriminellen Zirkeln genauso wie der AAEF.

Albanischer Diplomat wegen Heroinschmuggel verhaftet

Der Albanische Diplomat Agim Haxhiu in der Türkei hatte neben seiner diplomatischen Tätigkeit einen lukrativen Nebenjob: Er beschäftigte sich mit Heroinschmuggel. Jetzt wurde er mit 65 Kilogramm Heroin erwischtund verhaftet. Hauptberuflich war er eigentlich der zweite Sekretär der makedonisch-albanischen Botschaft.

Es ist bereits das zweite Mal, dass albanische Diplomaten in Drogenschmuggel “verwickelt” sind, denn erst voriges Jahr wurde in Italien ein Angestellter der albanischen Botschaft mit einem Kilo Kockain erwischt.

Das albanische Außenministerium teilte mit, dass Haxiu entlassen wurde, weil er seit Montag sich nicht auf seinem (hauptberuflichen) Arbeitsplatz gemeldet hatte. Seine diplomatische Immunität wurde aufgehoben, so dass jetzt gemäß den   türkischen und internationalen Gesetzen gegen ihn ermittelt wird.

Bloggers are enraged over the latest scandal tainting Albania’s diplomatic corps.

A senior diplomat from the Albanian Embassy in Skopje was arrested recently by Turkish police on drug-trafficking charges. Agim Haxhiu*, second secretary at the embassy, allegedly used a diplomatic car to travel from Macedonia through Bulgaria and into Turkey, carrying 65kg of heroin.

Albania’s foreign ministry has dismissed Haxhiu from his diplomatic post, citing “unjustified abandonment of duties”.

It is not the first time Albanian diplomacy has become entangled in a drug-trafficking case. Not long ago, Italian police arrested a driver from the country’s embassy in Rome on the same charges. Albanian bloggers are furious.

“It is shameful but not a surprise,” writes Ola at Shekulli Online. “It can’t be any different, seeing as the whole diplomatic corps was destroyed and rebuilt on a ‘client’ basis.”

Xhiri agrees, adding that arresting a single diplomat is no big deal. “What about the others who have not been caught??? They are every day in front of you, pompous and conceited …These are the so-called ‘Bosses’ whom many regard with envy.”

Albo at Forumi Shqipitar wants sterner measures. “It’s not enough to fire the diplomat. He should be extradited in Tirana and face a public trial to be an example for all the others,” he writes.

“I think the foreign ministry should reflect immediately and check the diplomatic staff in the embassies,” Urim Beshello suggests.

Eri, meanwhile, thinks responsibility goes all the way to the top. “How can the foreign minister not be ashamed and resign? Albania has lost all its credibility in the world,” he contends.

But Edi doesn’t think so. “Minister [Lulzim] Basha has no reason to resign,” he argues. “First of all, he is not responsible for monitoring the job of the diplomats directly; rather, it is a special department in the ministry. Secondly, don’t forget that the minister is new and these diplomats were appointed before him.”

Guri i Kuq supports the government. “Where is the personal guilt of Prime Minister Sali Berisha, who with our votes became prime minister in charge of all these officials who were not recruited in the last four years?” he asks.

Finally, Bubi Kacurel appeals to the foreign ministry. “It is no shame to declare you have made a mistake in the selection of your personnel,” he writes. “The shame is when you are trying to deceive us by telling us you fired him before he did his trafficking job.”

Tre stora informella ministermöten hålls i dagarna i Göteborg. Utbildningsministrarna diskuterade i onsdags och torsdags frågan om läraryrkets status under ledning av Jan Björklund. I morgon träffas försvarsministrarna och Sten Tolgfors leder då en diskussion om bl.a EU:s beredskap för krishantering. Det är nu tio år sedan EU:s säkerhets och försvarspolitik föddes, ESDP, och sedan dess har 22 insatser på fyra kontinenter utförts av EU-styrkor, såväl militära som civila. Javier Solana, EU:s höge representant för utrikespolitik, kommer att resonera kring dessa tio års erfarenheter.

Den 1-2 oktober så är det slutligen Anders Borgs tur att leda finansministrarna. Jag kan tänka mig att det kommer att handla om en uppföljning av G20-mötet i Pittsburgh i helgen. Dessutom hoppas jag på en konstruktiv och konkret diskussion om finansiering av klimatpolitiken.

Informella ministermöten är ett sätt att få tillfälle att diskutera ett fåtal politiska ämnen utan att fatta beslut och som göteborgare, och Hisingsbo, är jag naturligtvis mycket glad över att vi kan visa upp Göteborg och Eriksberg för våra kollegor och ett stort antal journalister. Göteborg och Co har räknat ut att besöken av mötesdeltagare, medier, hotell mm genererar intänkter på totalt 50 miljoner kronor.

Då ingår även en del arbetsmöten i Göteborg och ett stort högnivåmöte som jag själv leder som handlar om hur vi kan involvera kommuner och regioner på ett bättre sätt i EU:s sk Lissabonstrategi för jobb och tillväxt. Det är i november och ordförandeskapet ordnar det tillsammans med SKL.
