A recent article published on the Newsweek website discusses the widespread discontent amongst Iran’

A recent article published on the Newsweek website discusses the widespread discontent amongst Iran’s religious scholars with the position of Supreme Leader, and suggests that the position itself is in danger of being abolished after Ayatollah Khamenei’s death. According to the author,

the religious establishment—including those who helped create the system—plainly sees the institution [Supreme Leader] as bankrupt. As the religious and political crisis unfolds, it is becoming clearer that the central problem, among many, lies with Khamenei and his absolute power as Supreme Leader. Why would they want another serving?

However, there is at least one problem with the decision to get rid of the office of Supreme Leader that should be considered. That problem is the Islamic Revolutionary Guard Corps (IRGC). Currently, the IRGC reports directly to the Supreme Leader.

The Basij militias and the nuclear program are under IRGC command. Therefore, the IRGC represents a massive number of regular and irregular security forces, and the soldiers who are members of the Guard Corps are more highly trained and outfitted than the regular army.

Over the years, the IRGC has expanded beyond its original mandate. The organization is now involved in a wide array of enterprises, such as: “laser eye-surgery clinics, manufactures cars, builds roads and bridges, develops gas and oil fields and controls black-market smuggling.” In addition, there is evidence that the organization is making a move into media and news. The IRGC is becoming a dangerously independent actor in Iran’s political and social spheres.

The rise of the IRGC has not gone unnoticed in Iran. According to the Newsweek article, Grand Ayatollah Hussein Ali Montazeri, a frequent critic of Khamenei, recently stated “What we have is a military velayat, not a [religious] velayat.” This was in response to the IRGC crack down on Iranian citizens protesting after the June election.

A question comes to mind, what would happen if the position of Supreme Leader is actually abolished. To which person or organization, will the IRGC declare their allegiance, or will the IRGC declare its allegiance to itself? If the IRGC’s link to the Islamic Republic, which is the office of Supreme Leader, is severed what would hold the organization from assuming full and open control of Iran? In fact, the commanders may even decide that they are required to do so because their mission is to protect the leaders of the Islamic Revolution.

The IRGC would also have an economic incentive to assume control of the government. There would not be any guarantee that whichever person or government body they were placed under would allow them to continue their forays into non-military interests. The combination of economic and ideological motivations could certainly convince the Guard’s leadership that they would be far better off ruling the country than risking an uncertain future.

This entire line of reasoning may seem alarmist and consisting of far too much conjecture, but there is concern amongst Khamenei’s supporters. Ayatollah Mesbah-Yazdi, a confidant of Khamenei, had to reassure the IRGC leadership that the position of Supreme Leader is secure;

That’s like [the] chairman of the Democratic party reassuring people that the presidency has a future. According to Persian state-run news reports, Mesbah-Yazdi said, “Velayat-e faqih is like the column that keeps the tent of Islam standing. In an Islamic state, everything derives its legitimacy from the velayat…Any movement weakening the velayat is equal to weakening Islam and doing a satanic deed…Khamenei’s representative in the Revolutionary Guards assured a gathering of adherents in universities that the leader could never be removed from power. “In the Islamic system, the office and legitimacy of the Supreme Leader comes from God, the Prophet and the Shiite Imams, and it is not the people who give legitimacy to the Supreme Leader and are able to remove him when they want,” said Mojtaba Zolnour, a little-known Khamenei representative.

The dangers of removing the office of Supreme Leader, at least as I see it, is that the government will transform from a authoritarian theocracy to a military dictatorship. Which would be worse for the Iranian people is a matter of degrees.

In an interview with the Council on Foreign Relations, Iran expert Ray Takeyh suggested that the Iranian government is preoccupied with internal divisions both among its officials and with a state-society divide that has subsequently impeded its foreign policy.

Takeyh:

I don’t believe at this point that the Islamic Republic has a foreign policy if you classify foreign policy as when a country identifies its interests abroad and tries to achieve them, or as when a country seeks to export its revolution, or as when a country seeks to project its power. The Iranian foreign policy is currently derived almost entirely from domestic political considerations, which are evolving in unpredictable ways.

Further, he suggests Mahmoud Ahmadinejad is using the nuclear negotiations to mitigate international attention on Iran’s domestic turmoil and human rights violations.

Analysts have speculated that changes in the Iran’s political structure, with its increasing shift in power towards its military complex, has been an important factor. Since June 12, the IRGC has monopolized telecommunications in Iran, violently cracked down on protests and dissidents, and established a new intelligence body led by the former head of the Basij, in effect nullifying the old intelligence ministry.

Recent reports also suggest that Iran has not significantly increased its uranium enrichment since September. Motives for the slower production are unclear. From the outside, it is unclear whether adjustments are being made due to shifting concerns in light of both domestic unrest as well as what appears to be a changing political structure, not to mention the ongoing negotiations with P-5+1 countries.

Reuters:

While Iran’s stock of low-enriched uranium (LEU) has likely risen by 200-300 kg from 1,500 kg reported by U.N. monitors in August, the number of operating centrifuge machines at its Natanz enrichment plant has remained at about 4,600, they said.

Iran’s potential enrichment capacity was much higher. It had installed at least 8,700 centrifuges in all by late September, diplomats said. A fresh figure was not yet available.

But it was unclear why almost half the centrifuges were not yet enriching, remaining idle or undergoing vacuum tests.

Diplomats and analysts said possible reasons ranged from technical glitches to politically motivated restraint, to avoid closing the door to diplomacy with world powers and provoking harsher international sanctions or even Israeli military action.

“The situation is now pretty much as it was in September,” said a senior diplomat in Vienna, where the U.N. nuclear watchdog, the International Atomic Energy Agency, is based. Officials at Iran’s IAEA mission were unavailable for comment.

The IAEA’s report on its visit to Iran’s Qom facility is also due next week, but Mohamed ElBaradei has previously suggested the facility is no more than “a hole in a mountain,” built as a backup facility in case of military strikes from an external source.

Iran’s Khamenei rejects U.S. outreach

TEHRAN — Iran’s supreme leader, spurning what he described as several personal overtures from President Obama, warned Tuesday that negotiating with the United States would be “naive and perverted” and that Iranian politicians should not be “deceived” into starting such talks.
Ayatollah Ali Khamenei, 70, said Obama has approached him several times through oral and written messages. It was the second time that Khamenei, who wields ultimate political and religious authority in Iran, has referred to the president’s outreach.

The White House has not confirmed sending letters to the Iranian supreme leader but has acknowledged a willingness to talk to Tehran and said it has sought to communicate with Iranian leaders in a variety of ways.

In his harshest comments yet on the Obama administration, Khamenei said in a speech Tuesday that the United States has ill intentions toward Iran and is not to be trusted.

“The new U.S. president has said nice things,” he said. “He has given us many spoken and written messages and said: ‘Let’s turn the page and create a new situation. Let’s cooperate with each other in resolving world problems.’ “

Khamenei said he had responded in March to Obama’s overtures, referring to a speech in which he said he would wait for changes in U.S. policy toward Iran before reassessing ties.

Since then, Khamenei said, “what we have witnessed is completely the opposite of what they have been saying and claiming. On the face of things, they say, ‘Let’s negotiate.’ But alongside this, they threaten us and say that if these negotiations do not achieve a desirable result, they will do this and that.”

Khamenei urged Iranian representatives to be extremely careful when dealing with the United States.

“Whenever they smile at the officials of the Islamic revolution, when we carefully look at the situation, we notice that they are hiding a dagger behind their back,” he said. “They have not changed their intentions.”

The remarks came amid wrangling between Iranian officials and representatives of the United States, Russia and France over a U.N.-backed proposal aimed at resolving a protracted dispute over Iran’s nuclear program. Under the deal, Iran would ship much of its low-enriched uranium abroad for processing into fuel for a research reactor in Tehran that produces medical isotopes.

On Monday, Iran said it wanted further negotiations and more guarantees that any uranium it ships would be returned. During talks on the offer in Geneva on Oct. 1, Iranian officials tentatively agreed to the arrangement.

In Morocco on Tuesday, Secretary of State Hillary Rodham Clinton urged Iran to accept the uranium swap proposal.

In a news conference after talks with Arab leaders in the city of Marrakesh, Clinton said, “We continue to press the Iranians to accept fully the proposal that has been made, which they accepted in principle.” Full agreement to the proposal “would be a good indication that Iran does not wish to be isolated and does wish to cooperate with the international community,” she said.

Iran should take the deal as it stands, she added, “because we are not altering it.”

Khamenei made his remarks during a commemoration of the Nov. 4, 1979, takeover of the U.S. Embassy in Tehran, which led to the rupture of U.S.-Iranian ties and which will be celebrated throughout Iran on Wednesday.

Iranian authorities, meanwhile, warned the opposition against using Wednesday’s commemorative events to stage protests against the government. Opposition leaders Mir Hossein Mousavi and Mehdi Karroubi have urged supporters to demonstrate during the anniversary rallies, news agencies reported.

“Only anti-American rallies in front of the former American Embassy in Tehran are legal,” the head of Tehran’s security forces said in a statement. “Other gatherings or rallies on Wednesday are illegal and will be strongly confronted by the police.”

03/11/2009 Iran’s supreme leader Ayatollah Sayyed Ali Khamenei lashed out at the United States on Tuesday, saying Tehran will reject any talks backed by its arch-foe as Washington is not to be trusted. Sayyed Khamenei said Washington wanted to negotiate with Tehran but its talks were full of “threats.” “Every time they have a smile on their face, they are hiding a dagger behind their back,” said the supreme leader.

“Iran will not be fooled by the superficial conciliatory tone of the United States,” said Sayyed Khamenei in a speech to students on the eve of the 30th anniversary of the seizure of US embassy in Tehran by students. “This new American president repeatedly sent us oral and written messages to come and change the page… to come and cooperate in solving the problems of the world. We said we will not pre-judge. We will see their action and see what they do about the change,” his eminence said.

“But in the past eight months what we have seen is contradictory to what they say. They are telling us to negotiate, but alongside the negotiation there is a threat that if the negotiation does not bear the desired results, then we will do this and we will do that. “We do not want any negotiation, the result of which is pre-determined by the United States,” he said, adding that Tehran will always pursue its “scientific and technological rights and freedom.”

His comments raised the possibility that the high-profile nuclear fuel deal backed by Washington could be derailed. Sayyed Khamenei said that giving the United States a veto over the nuclear talks would be like a “sheep and wolf relation which the late imam (Ayatollah Ruhollah Khomeini) has said that we ‘do not want’. Sayyed Khamenei also said that those with “ill-intentions” against the regime will not be allowed to “throw down the red carpet to the United States.”

The supreme leader’s comments came as Iran prepared to mark the 30th anniversary of the November 4, 1979 seizure of the US embassy that sparked the rupture of relations with Washington. Iranian students held 52 US diplomats hostage for 444 days. The commemoration has become one of Iran’s cornerstones and every year students gather outside the embassy building in central Tehran and shout “Death to America!” and “Death to Israel!”

Top Iranian student Mahmoud Vahidnia confronted Supreme Leader Ayatollah Khamenei at a public meeting with students. The Supreme Leader was so distraught by the confrontation that he skipped prayers and left the meeting early. The event was being broadcast by Iranian state-run TV. That made the authorities stop airing the programme.

Rooz Online reported:

Mahmoud Vahidnia, a distinguished mathematics whiz from the Sharif Technical University, frankly criticized the supreme leader during his meeting with students, as state-run media outlets were unable to censor the remarks.

This international mathematics Olympiad winner blasted Khamenei in person in an unexpected move, focusing on “supreme leader’s performance” and the “lack of criticism against supreme leader.”

In addition to criticizing Khamenei personally and the office of the supreme leader, this student also criticized the state radio and television’s biased coverage of issues and the police’s brutal crackdown of people protesting against the election results.

Ayatollah Khamenei was forced to respond to the student’s criticism, but according to several eye-witness sources, the supreme leader was so distraught by the student’s remarks that he cancelled the usual prayer session and left the meeting early.

According to this video, Vahidnia disappeared after the confrontation.

“Reformists, conservatives pressure Ahmadinejad against nuclear deal”
November 2 & 3, 2009
Michael Theodoulou attributes Iran’s negative response to the IAEA proposal [previously covered here] to domestic political divides. Theodoulou writes that Iranian President Mahmoud Ahmadinejad is facing strong domestic pressure over his support for the IAEA proposal; the reformists fear successful negotiations with the West will boost Ahmadinejad’s legitimacy, whereas conservatives see Iran’s LEU stockpile as a vital source of leverage against Western powers (The National).
Michael Slackman adds that Supreme Leader Ali Khamenei would likely avoid risking his domestic credibility by accepting the deal. Michael Axworthy believes reformist leader Mir Hossein Mousavi, who has criticized the deal, is using the nuclear issue to attack Ahmadinejad’s nationalist credentials. Trita Parsi and Alireza Nader state that Iran’s deep political divides could prevent even a deal that works to Iran’s benefit (New York Times). On Tuesday, Supreme Leader Ali Khamenei sharply criticized the US, declaring Iran would “not be fooled by the superficial conciliatory tone of the US” (Agence France-Presse).
The tearing of the Supreme Leader’s pictures has become a common practice among the students at this university. Like many other universities, the students at Azad University of Borujerd are distributing fliers for the 13 Aban protests. Even though there are a lot of security forces present on university premises, the students find various ways to demonstrate their protest against the regime.

“The People of Iran Are already Heroes and They Don’t Need a Saviour”

The courageous act of Mahmoud Vahidnia, a student at Sharif University who criticized Khamenei, is an important act that should be talked about more. His action demonstrates that the people of Iran are not looking for a saviour, because each citizen of Iran is already a hero.

If in the past martyrs such as Neda, Sohrab, and Mohsen were the symbols for the green movement, today, an unknown scholar is the voice of the people. All these martyrs and heroes are people like you and I that before yesterday, no one knew who they were or the extent of their significance. Today our people are like Kaveh Ahangar who wanted to bring down Zahak from power.

I had to share this article here. One man, 20-year-old Mathematician, stood up and raised his criticism right in front of one of the most powerful men in the world. Praised by some as god’s representative on earth and blasted him for 20 minuets…..By dooing so he destroyed one of the greatest taboos in Iran, crossing the redline that few ever dared to do. The frustraition is boiling in Iran and the universities has turned in to political arenas, as we are closing into 4th of November demonstrations.

Several Iranian websites, including the official site of Iran’s Supreme Leader Ayatollah Ali Khamenei, have published details of an unusual encounter between Khamenei and a student who publicly criticized the Iranian establishment.

The encounter took place in an October 28 meeting between Khamenei and students in Tehran, during which the supreme leader said that questioning the disputed June 12 vote was the “biggest crime.” According to the reports, a student from Sharif University, named by some websites as Mahmud Vahidnia, criticized the Iranian leader, state broadcast media, the postelection crackdown, and the closure of the reformist press — for a whole 20 minutes.

The student reportedly told Khamenei that he had never seen criticism of Khamenei in the Iranian press. He said those surrounding Khamenei have turned him into “an idol.” He then went on to accuse state media of biased reporting and giving a false picture of postelection events. He added that since the supreme leader appoints the head of state broadcast media, he is responsible for its content and biased coverage. On a roll, the unnamed student then criticized “the cycle of power” in Iran, including the conservative Guardians Council and the Assembly of Experts.

According to Khamenei’s website, the Iranian leader reacted by saying that he welcomes criticism and knows that there is a lot of it. And Khamenei too is not always happy with state television programming. “Don’t assume that because I appoint the head of state television, they bring all their programs to me for approval,” the Iranian leader said. The Mowj website, which focuses on news from the green opposition movement, reported that some of the participants encouraged the student, but then the cameras were shut down for a few minutes.

In the Islamic Republic, criticizing the supreme leader is considered a red line that few people are willing to cross publically. A number of those who have done so have ended up in prison. Mowj reported that the student was pressured by security forces present at the meeting.

Mowjcamp is reporting that a student from Sharif University of Technology was apparently arrested in Iran after criticizing Ayatollah Khamenei at a public event. At least some of the comments were made while television cameras were broadcasting the event live.

The event, a meeting between the Supreme Leader and various academics, took place on Wednesday. According to the article posted on Mowjcamp,

The student directly addressed the leader criticising him and the Islamic Republic for twenty minutes. His comments were followed by occasional applause and cheers from those present. Iranian state-run TV which was broadcasting live images of the meeting was forced to stop airing the programme for some time.

Based on the information included in the article, it appears that the general thrust of the student’s twenty-minute address was that freedom of speech is under attack in Iran. Although, he also articulated dissatisfaction,

[with] what he described as a campaign to idolise the leader while questioning the “cycle of power” in the Islamic Republic and the structure of the Guardians Council and the Council of the Elite.

The report states that government security forces met the student as he was leaving the event.

(NOTE: this is not a full translation, but a summary)

Supreme leader Khamenei usually holds conferences with top students who are pre-selected to speak. These students usually go on stage and praise Khamenei. Then Khamenei usually speaks and talks about how much he values their ideas.

But this Wednesday October 28th, the conference was different. After the students spoke, Khamenei asked if anybody had any questions. Mahmoud Vahidnia, a math student from Sharif university who is also winner of the International Math Olympics, stood up and said courageously:

“Yes, I have some words with you.”

Here is a summary translation of what the students said to Khamenei:

“Why can’t anyone criticize you in this country, isn’t that ignorant? Do you think that you make no mistakes? Why have they made an idol out of you that is so unreachable and that nobody can challenge? I have never read an article about your performance in any newspaper because you have shut down all the media that is against you in the country. Why does national TV show all the events untruthfully? For example all the events after the election. Why do you support them [national TV shows], when everyone knows they are lying? Since the president of national TV is directly selected by you, then you are responsible for all this.”

——————————–

Khamenei evades answering the student and calls his words not truthful. He claims that people criticize him everyday and he listens to them and then fixes his errors.

Everybody knows that this is just another lie. Rumors say that the student has been arrested.

Ayatollah Khamenei stated on Wednesday that questioning the results of the June election is a crime.

Ayatollah Khamenei stated on Wednesday that questioning the results of the June election is a crime. According to an Associated Press article, Khamenei said “The day after the election, some people, without logic or reason, called the glorious election a lie,” and disputing the election results is “the biggest crime.”

The Supreme Leader’s statement contains an implicit threat to opposition leaders Mahdi Karroubi and Mir Hossein Mousavi, who continue to question the veracity of the election results. Khamenei also said that he “sent private messages to those who continue to question the election telling them they may not be able to control the future direction of events.”

Thus far, the government has refrained from arresting Karroubi and Mousavi; although, Karroubi is the subject of an investigation over his allegations that government forces raped and tortured protestors after the election. During rallies, protesters have reportedly shouted “If Karroubi is arrested, there will be insurrections across Iran.”

While Khamenei did not order the arrest of the two leaders, his statements may indicate that he is running out of patience with the opposition.

Modelo em inglês – para ser enviado

Your Excellency,

Iran is a party to the International Covenant on Civil and Political Rights (ICCPR). Article 18 of this covenant guarantees freedom of religion or belief for all. This right is also enshrined in the Constitution of the Islamic Republic of Iran. Furthermore, the ICCPR calls for a fair and public hearing without undue delay and it further stipulates that “all persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person.”

Based on these commitments, I would like to express my sincere concerns about two Iranian citizens, Maryam Rostampour and Marzieh Amirizadeh Esmaeilabad who were held at the Evin prison in Tehran from March to November 2009. They are reportedly accused of ‘propagation of the Christian faith’ and ‘apostasy’. They were arrested on 5 March 2009. On 9 August 2009, the deputy prosecutor ordered these ladies to recant their religion and to return to Islam. Upon refusal to recant their faith, they were sent back to prison.
In a court hearing on 7 October, Maryam and Marzieh were acquitted from the charge of ‘anti state activities’.

Miss Rostampour and Miss Esmaeilabad are free now but continue under risk of being prosecuted solely on account of their religious convictions. This intended prosecution is therefore incongruous with the Constitution of the Islamic Republic of Iran and Iran’s commitments under the ICCPR.

Your Excellency, I call upon you to ensure that the Constitution of the Islamic Republic of Iran is respected and the two ladies can freely profess their religious faith.

Yours respectfully,

Respeitosamente,
