<p>The <strong>Kentucky Library Association</strong> is working to bring a new library license plate to Kentucky. In order for the Division of Motor Vehicle Licensing to produce the plates, they must receive 900 applications. So far about 500 library lovers across Kentucky have made the pledge to purchase at least one plate. Those who commit will be asked (at a later date) to complete an application and pay a $25 application fee. When the plates are available each person will ask for the special plate when they renew their car tags at their local clerk’s office. (If you currently have (or want to get) vanity plates with special numbers/letters, these plates <em>can</em> be personalized.) <h2>Zeitgleich hinterfragten die UCK Häuptlinge aus Mazedonien (Ali Ahmeti war sogar anwesend) &#8220;was nun diese ganzen Anschläge im Auftrage der Deutschen und Amerikaner dem Kosovaren und Albanischen Volke gebracht hätten&#8221;</h2>
<h2>Die Situation bei den Albaner ist heute wesentlich schlechter als in 1985 für die Albaner, denn Alles wird von einer hoch kriminellen Mord Mafia im Kosovo und Nord-West Mazedonien kontrolliert, welche auch Süd Durres mit Plepa, Golem und Pista Ilyira unter Kontrolle haben, wo man sich illegal angesiedelt hat. siehe unten die <a href="http://www.albania.de/alb/index.php?p=224">Morde</a> um die Bar &#8220;DRENICA&#8221; bei Durres als Drehscheibe der Hashim Thaci Verbrecher Banden. Höhepunkt war nach den Todesschwadronen in 1998-99 der Mord am Nachbarn von diesen <a href="http://balkan-spezial.blogspot.com/2009/05/kosovo-uck-prominenz-erschiesst-in.html">Kosovo Gangstern aus DRENICA</a>,</h2>
<h2>Mit Hilfe Deutscher, US aber auch Österreichischer Politiker wie Wolfgang Petrisch, wurde ein Terror Regime im Kosovo errichtet, mit bester Vernetzung nach Europa.</h2>
<h2>Das waren wie man heute sogar in Interviews von dem damaligen Staatsprädienten Alia nachlesen kann Waffen Geschäfte, wo offiziell der Haklaj Clan aus Tropoje beauftragt war, diese Geschäfte mit Albanisch-Chinesischen Waffen in den Kosovo abzuwickeln, wo man im Gegenzug &#8220;Entwicklungshilfe&#8221; aus Deutschenland bekam. Bei diesen Gespräche damals mit Strauss, war nicht nur der BND Abteilungs Leiter zugegen, sondern auch der zuständige Auslands Abteilungs Leiter der IHK -München. Ab 1991 erhielt die UCK und Kosovo kriminelle Clans das Recht, die Nord Albanischen Militär Hospitäler zu nutzen in Kukes (bestätigtes Gefangenen Lager für Serben, eine Fabrik), Burrel, Tropoje, Peskopje.</h2>
<p>1998 entsandte Klaus Kinkel das THW nach Nord Albanien, um die Infrastruktur der <a href="http://balkanforum.org/thread.php?threadid=768">Islamischen Terroristen Camps</a> zu gewährleisten, was in einem Desaster endete.</p>
<p>Die Zerschlagung von Jugoslawien war eine CIA Operation, welche identisch wie die &#8220;Iran Contra Affäre&#8221; von Ronald Reagon und Admiral Pointexter genehmigt wurde. Hans Dietrich Genscher wie alle Nachfolger, waren nur willfährige Kriminelle, welche einer Mafiösen US Politik folgten und auch das kriminelle Kroatische Regime damals unterstützten.</p>
<p>Nicht nur Bob Dole, war der Ur-Zerstörer von Jugoslawien, sondern sein enger Politischer Partner Reagon gab die Order Jugoslawien zu zerstören und zu zerstückeln</p>

<p>Das Kosovo ist zur Drehscheide des internationalen Schmuggels geworden. Diese rein außenwirtschaftliche (kriminelle) Betätigung hat wenig mit dem Land und seinen Menschen zu tun.</p>
<p>Geprägt ist das Kosovo von seinen Großfamilien. Bis zu 300 Personen, die unter einem Dach wohnen und arbeiten und in denen der Einzelne nichts oder wenig – die (Familien-) Gemeinschaft alles ist. Auch der Verdienst steht dem Einzelnen nur zum Teil zu, der größte Teil seines Verdienstes ist Familieneigentum und wird abgeliefert.</p>
<p>Oftmals bestimmt der Einzelne weder was er lernen, studieren oder später machen darf, über ihm thronen die Patriarchen der Familien, die selbst die kleinsten Feinheiten im Leben ihrer Kinder, Enkel und Urenkel lenken.</p>
<p>Die serbische Urbevölkerung des Amselfeldes hatte dieser geballten Macht der eingewanderten Albanern nichts, aber auch wirklich nichts, entgegenzusetzen und hätten sich diese Großfamilien nicht im Rahmen der Blutrache teilweise erbittert bekriegt, wäre das serbische Amselfeld schon vor Jahrhunderten zur albanischen Provinz Kosovo geworden.</p>
<p>Diese Macht der Patriarchen der Großfamilien zeigt, dass im Kosovo keine Mafia im sizilianischen Sinne entstehen konnte.</p>
<p>Über den Großfamilien stehen die Clans – im Kosovo häufig die Sippe oder die (Kleinst-) Stämme und Blut ist im Kosovo viel dicker als geschäftliches (kriminelles) Interesse.</p>
<p>Temporäre Allianzen der Großfamilien (auch in kriminellen Aktivitäten) sind nicht neu, haben aber mit organisierten, kriminellen Strukturen wenig zu tun. Es waren (Familien-) Banden, die sich mit anderen (Familien-) Banden auf Zeit zusammentaten, um vorgefundene Möglichkeiten zum Broterwerb auszuschlachten.</p>
<p>Dieses Großfamilienwesen unterlag in den letzten 60 Jahren einer erheblichen Erosion, hervorgerufen durch die Gastarbeiter in Deutschland und in der Schweiz, die sich der Herrschaft der Patriarchen unschwer entziehen konnten. Auch war in den ständig wachsenden Städten des Kosovo die Struktur der Großfamilie nicht praktikabel</p>
<p>Nur wer diese Familienstrukturen kennt, kann verstehen, dass keiner im Kosovo eine Mafia- Struktur, also eine Firma des Verbrechens, aufbauen konnte, ohne durch seine Mitarbeiter in die Zwänge der Clans und der Großfamilien zu geraten.</p>
<p>Die so genannten Paten des Kosovo sind entweder Patriarchen eines Clans oder einer Großfamilie – oder aber – Jongleure ,die mit derartigen Patriarchen spielen, wie die Jongleure im Zirkus mit den Bällen.</p>
<p>Es sind keine Schlüsselfiguren des Verbrechens – es sind (Fond-) Manager des Verbrechens, die nicht die Mitglieder ihrer OK-Struktur im Griff haben, sondern die Finanzen der Struktur und mit teilautonome Clan- und Familienbanden zusammenarbeiten müssen, die sie nur am goldenen Zügel (ihrer Finanzverwaltung) hielten und lenkten.</p>
<p>Um dennoch eine Kontrolle zu haben, bauten diese  Jongleure des Verbrechens Sicherheitsfirmen auf, die die Aktivitäten der für ihren Fond tätigen Verbrecherbanden kontrollierten und Sanktionen vollzogen.</p>
<p>Wer also Mafia- Strukturen sucht, sollte bei den Sicherheitsfirmen anfangen.</p>
<p><strong>Die Eagle Security</strong></p>
<p>Nach einem von Jürgen Roth in der Schweizer Weltwoche veröffentlichten BND-Dossiers steht die Eagle Security unmittelbar unter der Kontrolle von Hashim Thaçi dem  Premierminister der Republik Kosovo, dem eigene, (unbewiesene) Verbrechen nachgesagt werden aber auch Schlüsselfunktionen (Key Player Funktionen) innerhalb der kosovaren Mafia.</p>
<p><strong>Wirklich?</strong></p>
<p>Den ehemalige UÇK- Organisator Hashim Thaçi sollte vom mutmaßlichen Verbrecher Hashim Thaçi getrennt behandelt werden, weshalb ich auf mutmaßliche Verbrechen bis zur Staatsgründung nicht eingehe.</p>
<p>In der UÇK kontrollierte Thaçi ohne jeden Zweifel den ZKZ, Zbulimet Kunderzbzbulimet – Intelligence und Counter Intelligence, der nach Staatsgründung in den SHIK und das TMK (Militär) zerfiel.</p>
<p>Im August 2000 entstand als Parteisicherheitsdienst der PDK die Eagle Security unter Gashi Skender, der nicht nur die Partei schützt, sondern auch Kosova Petrol, eine Firma, die tief im Treibstoffschmuggel verstrickt sein soll.</p>
<p>Auffallend an der Personalstruktur der Eagle Securitiy ist ihre personelle enge Verflechtung zur ZKZ der ehemaligen UÇK, zur Aquile Nere, der UÇK- Militärpolizei, zu SHIK (Geheimdienst)  und TMK (Militär) und zum ehemaligen Sicherheitsdienst der Drenica Gruppe.</p>
<p>Hashim Thaçi hat sich in der Eagle Security, welcher seiner Partei untergeordnet ist, alles hereingeholt, was von Clan- und Großfamilien- Interessen weitgehend unabhängig ist.</p>
<p><strong>Schutz der Geschäfte und der Partei oder Kontrolleorgan der Mafia?</strong></p>
<p>Was soll dieser private Sicherheitsdienst? Soll er die Partei schützen, die Versorgungseinrichtungen des kosovarischen Militärs (TMK) und die Thaçi Firma Kosova Petrol oder hat er weitergehende Funktionen?</p>
<p>Genau an diesem Punkt versagt der polizeiliche Nachrichtendienst im Kosovo. <strong>Auch das neueste Material ist kein Schuss Pulver wert, weil es nichts über die wahren Aktivitäten der Eagle Security aussagt. Alles was die Geheimdienste zu liefern haben sind Latrinenparolen über angebliche Kontakte von Thaçi zu anderen mutmaßlichen Kriminellen</strong>*. In diesem Punkt verweise ich auf eine in der Einführung zitierte arabische Redensart. Auch ein Hashim Thaçi kann sich nicht außerhalb der traditionellen Zwänge und Bräuche bewegen.</p>
<p><strong>Fazit:</strong></p>
<p>Wir sind also wieder einmal beim nachrichtendienstlichen Kaffeesatz (*), den man lesen kann, wie immer man will.</p>
<p>Das Beispiel der Eagle Security zeigt, dass die Nachrichtendienste wieder einmal nicht ihre Schulaufgaben gemacht haben, noch nicht einmal versucht haben von der Blickrichtung der traditionellen, gesellschaftlichen Strukturen des Landes die mutmaßlichen OK-Strukturen zu entschlüsseln.</p>
<p>Am Beispiel  der Jaguar Security und der Cobra Security wird diese These vertieft, um dann zu zeigen, dass die Dinge im Kosovo etwas Vielschichtiger sind, als wir dies im Westen wahrnehmen und wahrnehmen wollen.</p>

Auch der bekannte Journalist <a href="http://www.nytimes.com/1999/06/25/world/crisis-balkans-separatists-leaders-kosovo-rebels-tied-deadly-power-play.html?sec=&#38;spon=&#38;pagewanted=2">Chris Hedge berichtete in der New York Times im Juni 1999</a>, bereits über diese Morde in Albanien durch die DRENICA Gruppe um Hashim Thaci. <a href="http://balkanforum.org/thread.php?threadid=1582">Die Ermordung des Militär Chefs der FARK-UCK Ahmet Krasniqi 1998</a> Kapiti, gehört wie Thaci, Ferdinand Yhafferi und Bedri Tahiri zu Extrem Verbrecher Gruppen aus dem Kosovo, welche Albanien nun seit über 10 Jahren terrorisieren.</p>
<p>In diesem TV Video erklärt <span style="font-weight:bold;">Gani Kapiti</span> (wurde nach der Video Ausstrahlung umgehend verhaftet), warum er Agron Bodlli erschoss! Diese Bar DRENICA sollte schon 2001 abgerissen werden, als illegal gebaute Verbrecher Zentrale der DRENICA Mafia um Hashim Thaci, welche damals weitere 5 derartige illegale Bauten in der Umgebung hatten. Damals wurde der Präfekt Petric Ajazi und seine Familie mit Ermordung bedroht, woraum der Präfekt zurück trat. Inzwischen haben diese Verbrecher Banden aus dem Kosovo, ein Hotel erneut illegal gebaut auf dem Öffentlichen Strand und fühlten sich durch einen weiteren Hotel Bau der Mafia Gruppe um <span style="font-weight:bold;">Agron Bodlli</span> gelästigt. Agron Bodlli, starb nach den Schüssen im Krankenhaus in Durres und diese Mafiöse Familie, hatte sich illegal in Skhozet nieder gelassen, wo es ständig irgendwelche Schiessereien um Grundstücke gibt.</p>
<p>Und so bleibt die Frage, warum Deutsche Politiker mit dem Wissen aus 1998, über die Todesschwadronen der UCK in Durres und Tirana, solche Berufs Killer und hoch kriminelle Clans überhaupt je unterstützt haben und den Mafia Staat Kosovo den Ganoven auch noch organisierten. <p>Balkans: Staging Ground For NATO&#8217;s Post-Cold War Order <br />

The world hasn&#8217;t begun to recover from the events of 1991, a true annus terribilis whose watershed nature was insufficiently appreciated at the time and has been practically ignored since.</p>
<p>The year initiated the first attempt in history to enforce worldwide military, political, economic and cultural unipolarity; the advent in earnest of neoliberalism with all the devastating economic and social consequences it has wrought since then; the genesis of U.S.-led and Western-supported air, ground, counterinsurgency and proxy wars against defenseless targets from the Middle East to the Balkans, South Asia to Africa.</p>
<p>The major political events of the year were three:</p>
<p>The Operation Desert Storm war against Iraq and the inauguration of U.S.-engineered gratuitous wars of convenience waged under the auspices of self-designated coalitions of the willing &#8211; major NATO powers and whichever client states could be bribed or bullied into providing false plumage for the alias adopted then and ever after, the &#8220;international community&#8221; &#8211; as often as not impersonating the United Nations or even more presumptuously humanity.</p>
<p>The seemingly instantaneous breakup of the Soviet Union into its fifteen constituent federal republics.</p>
<p>The beginning of the fragmentation of the Socialist Federal Republic of Yugoslavia with the largely German-instigated secession of, first, Croatia and Slovenia, and then Macedonia.</p>
<p>With the dissolution of the Soviet Union and Yugoslavia, Europe saw the simultaneous end of the only two multi-ethnic and multi-confessional federated nations in Europe, leaving only Serbia and Russia (meaningfully) now in that category.</p>
<p>With these two concomitant dismemberments, 1991 also issued in the demolition of the edifice of the entire post-World War I and -World War II system of international relations which had often been observed even in the breach, with the main institutional manifestation of the second, the United Nations, undermined and supplanted, and the confirmation and codification of the post-World War II definition of state-to-state principles in Europe, the Helsinki Final Act of 1975, torn to shreds.</p>
<p>The Conference on Security and Co-operation in Europe (Helsinki) Final Act of August 1, 1975 states in its section on Inviolability of frontiers that:</p>
<p>&#8220;The participating States regard as inviolable all one another&#8217;s frontiers as well as the frontiers of all States in Europe and therefore they will refrain now and in the future from assaulting these frontiers.</p>
<p>&#8220;Accordingly, they will also refrain from any demand for, or act of, seizure and usurpation of part or all of the territory of any participating State.&#8221;</p>
<p>In its statement on Territorial integrity of States the Final Act adds:</p>
<p>&#8220;The participating States will respect the territorial integrity of each of the participating States.</p>
<p>&#8220;Accordingly, they will refrain from any action inconsistent with the purposes and principles of the Charter of the United Nations against the territorial integrity, political independence or the unity of any participating State, and in particular from any such action constituting a threat or use of force.&#8221;</p>
<p>Strongly implicit in the above principles is the acknowledgment that national borders in Europe as decided upon at the 1945 Yalta and Potsdam conferences and confirmed in the United Nations at its founding in 1945, however imperfect in various respects, were inviolable and all the signatories to the Helsinki Final Act &#8211; including the U.S. and all its NATO allies &#8211; committed themselves to the irrefragable territorial integrity of all European nations as constituted after the end of the world&#8217;s most deadly and devastating war, one caused by the last attempt to redraw borders in Europe and Asia.</p>
<p>There are now nineteen nations in Europe (including the South Caucasus) that could not be found on a map at the time of the Helsinki Final Act: Armenia, Azerbaijan, Belarus, Bosnia, Croatia, the Czech Republic, Estonia, Georgia, Germany (united), Latvia, Lithuania, Macedonia, Moldova, Montenegro, Russia, Serbia, Slovakia, Slovenia and Ukraine, and one aborted pseudo-state, Kosovo.</p>
<p>All but reunified Germany (itself only two years old at the time) didn&#8217;t exist until 1991 and many are nations that never were independent countries until that year.</p>
<p>If Operation Desert Storm was the opening act in defining the Post-Cold War new American and NATO order, and the breakup of the Soviet Union allowed for its full implementation and the launching of a new Eurasian Great Game from the Baltic to the Black and the Caspian seas, Yugoslavia and its former republics would be the main laboratory for the post-post-Yalta and post-Helsinki world.</p>
<p>In reference to the Balkans wars of the 1990s, the aftermath of which alone will be dealt with here, suffice it to say that a veritable mountain range of selective hyperbole, inverted logic, puerile bromides, the attribution of collective and exclusive guilt to one party (the Serbs), the &#8220;clairvoyant&#8221; ascription of evil motives to only one of the belligerents (again the Serbs, at almost all times to almost all Serbs), ad nauseam, the popularized distillation of them has been summed up by most all Western commentators with two cliched chestnuts: Yugoslavia broke up because of a mythic Greater Serbia project and former and late Yugoslav president Slobodan Milosevic &#8220;started and lost four wars.&#8221;</p>
<p>Parroting the last two inanities is all that&#8217;s required to pass muster as a Balkans expert in most circles in the West and much of the rest of the world.</p>
<p>Starting in the summer of 1991 this writer asserted that the entire compendium of such received prejudices could be refuted, could be demolished, with one word: Macedonia.</p>
<p>The events in Macedonia at that time are a subject fairly begging for book-length examination and analysis, but this synopsis will due for now:</p>
<p>Following the NATO takeover of the Serbian province of Kosovo in June of 1999, with its so-called Kosovo Liberation Army allies in tow, the latter almost immediately metastasized into similar armed formations in South Serbia (Liberation Army of Presevo, Bujanovac and Medvedja) and Macedonia (National Liberation Army) as well as suspected offshoots in Montenegro and northeastern Greece (Epirus).</p>
<p>The National Liberation Army (NLA} of Ali Ahmeti, also a founder of the Kosovo Liberation Army (KLA), launched murderous attacks inside Macedonia from its bases in NATO-occupied Kosovo, at times marching right past American Kosovo Force (KFOR) troops, even dragging artillery with them as they did so. Macedonia was in the opening stages of a full-fledged civil war instigated from neighboring Kosovo.</p>
<p>While then NATO Secretary General Lord Robertson initially referred to the NLA invaders as &#8220;murderous thugs,&#8221; NATO, the U.S. and the European Union threatened the Macedonian government into signing the Ohrid Framework Agreement on August 13, which legitimized the NLA, brought it into the national parliament as a political party (under a different name) and even installed Ahmeti as a cabinet minister in the federal government.</p>
<p>The above is detailed for two reasons: There is only a negligible Serbian minority in Macedonia and at the time of the events described above former Yugoslav president Milosevic was languishing in a prison cell in the Hague, where he had been taken after being illegally whisked away from Belgrade in a NATO helicopter.</p>
<p>Remember the Western mantra: Serbian nationalism and Sloboban Milosevic were culpable for all unrest and violence in former Yugoslavia.</p>
<p>Having unleashed the prototype of the now infamous &#8220;color revolutions&#8221; that have since afflicted Georgia, Ukraine, Kyrgyzstan and Lebanon and toppled the government of Slobodan Milosevic in the autumn of 2000, the U.S. and NATO now had governments installed in all six former Yugoslav federal republics that would permit what the Rambouillet Appendix B ultimatum to Yugoslavia ten years ago had aimed at, the rejection of which by Belgrade had been used by NATO for its 78-day bombing war against Yugoslavia the same year, particularly this provision:</p>
<p>&#8220;NATO personnel shall enjoy, together with their vehicles, vessels, aircraft, and equipment, free and unrestricted passage and unimpeded access throughout the FRY [Federal Republic of Yugoslavia] including associated airspace and territorial waters. This shall include, but not be limited to, the right of bivouac, maneuver, billet, and utilization of any areas or facilities as required for support, training, and operations.&#8221;</p>
<p>What has occurred in the interim incontrovertibly reveals what was hidden behind the mask of NATO&#8217;s &#8220;humanitarian intervention,&#8221; replete with cluster bombs and depleted uranium munitions, graphite weapons and terror bombing, arming and training of racist pogromists for ethnocide and murder, the demolishing of bridges, factories, broadcasting stations and the Chinese embassy in Belgrade: To turn the Balkans into a permanent military colony for the subjugation of the region and for the expansion of NATO to points east and south, along its new Silk Route to the Chinese border and throughout the so-called Broader Middle East and into Africa.</p>
<p>In the seminal and near-prophetic presentation &#8220;Why Is NATO In Yugoslavia?&#8221; of January of 1996, the late and irreplaceable American scholar Sean Gervasi remarked of NATO&#8217;s first military deployment, in Bosnia in the preceding year, that its objectives included a far broader strategy:</p>
<p>&#8220;These have to do with an emerging strategy for securing the resources of the Caspian Sea region and for &#8220;stabilizing&#8221; the countries of Eastern Europe &#8211; ultimately for &#8217;stabilizing&#8217; Russia and the countries of the Commonwealth of Independent States&#8230;.Not a few commentators have made the point that Western actions in extending NATO even raise the risks of nuclear conflict&#8230;.&#8221;</p>

<p>A recent news item offers the latest verification of the claim regarding the current escalation of war in South Asia:</p>
<p>&#8220;Navy Captain Kevin Aandahl, spokesman for the US Transportation Command [said] one route could go from the Balkans to &#8230;south through Central Asia to Afghanistan.&#8221; [1]</p>
<p>NATO&#8217;s longstanding plans to transform the Balkans into one large military colony for bases locally, troops for wars further afield and a staging ground for military actions to the east and the south will be explored nation by nation and after that in terms of the general strategy at the end of this article.</p>
<p>The consolidation of American and NATO military integration of the Balkans as a whole, the former Yugoslavia in particular, has proceeded unremittingly and inexorably over the past ten years and is most disturbingly exemplified by recent developments in the world&#8217;s newest nation, Montenegro, and the West&#8217;s new, less than a year old, &#8220;NATO pseudo-state,&#8221; Kosovo.</p>
<p>Montenegro declared its unilateral abrogation of the Union of Serbia and Montenegro, itself created from the former Federal Republic of Yugoslavia in 2003, on May 21, 2006.</p>
<p>It is the 192nd and latest state to join the United Nations.</p>
<p>Within seven months, perhaps before it even completed putting its national seal on government stationary, it was absorbed into NATO&#8217;s Partnership for Peace program.</p>
<p>Montenegrins themselves were never consulted on the matter: &#8220;Polls have suggested that 70% of Montenegrins would vote against joining NATO if given a chance to do so.</p>
<p>&#8220;One of the primary reasons for the citizenry&#8217;s resistance to the desires of their political leaders is lingering resentment for the NATO&#8217;s intervention in the Balkans in 1999.&#8221; [2]</p>
<p>Last June NATO&#8217;s Norfolk, Virginia-based Allied Command Transformation conducted a Euro-Atlantic Partnership Work Programme (EAPWP) seminar in the Montenegrin capital of Podgorica, which was described as being &#8220;designed for regional Partnership for Peace (PfP) defence and military officials who are responsible for security and defence policy, strategic planning and execution.</p>
<p>&#8220;Partners were introduced to transformational principles for maintaining competitive military advantage over potential adversaries in the 21st<br />
Century&#8230;.&#8221; [3]</p>
<p>Less than two weeks later NATO launched an Intensified Dialogue with Montenegro after &#8220;Deputy Minister of Foreign Affairs Ms Dragana Radulovic and Deputy Minister for Defence Mr. Drasko Jovanovic met with NATO&#8217;s Deputy Assistant Secretary General for Security Cooperation and Partnership [and for the Caucasus and Central Asia] Robert F. Simmons Jr&#8230;.&#8221; [4]</p>
<p>Only five months later, such is the accelerated pace of integration, the U.S.&#8217;s and NATO&#8217;s long-term client in Podgorica, President Milo Djukanovic, announced that he had been assured by NATO Secretary General Jaap de Hoop Scheffer that &#8220;NATO is not tired of enlargement,&#8221; and then &#8220;handed over Montenegro&#8217;s formal application for NATO&#8217;s membership action plan [Individual Partnership Action Plan]&#8230;seen as the last step before full membership&#8230;.&#8221; [5]</p>
<p>Less than a month afterward &#8211; - note the breathtaking telescoping of time and stages &#8211; Montenegro joined Bosnia in being pulled into the Adriatic Charter, which is &#8220;a cooperation mechanism initiated by the United States in 2003 [which] consists of Albania, Croatia and Macedonia [and] aims to co-ordinate NATO membership preparations.&#8221; [6]</p>
<p>Albania and Croatia are slated to be granted full NATO membership at the Alliance&#8217;s sixtieth anniversary summit on April 3-4, with Macedonia to follow once the &#8220;name dispute&#8221; with Greece is settled.</p>
<p>The next, inevitable, step soon followed.</p>
<p>On December 17, 2008 Montenegro&#8217;s ambassador to the U.S., Miodrag Vlahovic, signed a NATO Partnership for Peace Status of Forces Agreement, which establishes terms and conditions for the stationing of NATO nations&#8217;, including the U.S.&#8217;s, military forces in a partner nation.</p>
<p>The very same day the Montenegrin parliament authorized the first, nominal but precedent setting, military deployment to Afghanistan to serve under NATO command.</p>
<p>This is in keeping with the simultaneous withdrawal of troops by fellow Balkans NATO members and partners &#8211; Albania, Bosnia, Bulgaria, Macedonia &#8211; from Iraq in December and the announcement that all four would increase their troop commitments in Afghanistan.</p>
<p>On January 27 of the current year a NATO delegation arrived in the capital of Montenegro &#8220;for the evaluation of the IPAP [Individual Partnership Action Plan}" just commenced last November, the demands of which are far-reaching enough to entail "[C]riteria for NATO and EU membership [including] the significant role of the Directorate for Anticorruption Initiative in drafting anticorruption laws [and a] recently initiated process of drafting the Law on integrity, which is completely a new piece of legislation in Montenegro [and projects] planned in the field of local self-government, public administration and the private sector.&#8221; [7]</p>
<p>To be NATOized is to be subordinated in every category, even being dictated to in matters of &#8220;local self-government.&#8221;</p>
<p>Only days ago Frank Boland, head of NATO&#8217;s Defense Policy Planning Directorate, told a Balkans daily that &#8220;Montenegro could become a NATO member in 2012 given the overall progress the country has made thus far&#8221; but that &#8220;Montenegro first will have to get rid of its old weapons, which needs to be stored safely and later destroyed. The country also needs to adjust troop training in line with NATO standards.&#8221; [8]<br />
&#8230;.<br />
Kosovo, which seceded from Serbia on February 18, 2008 after the mediation of Britain, France, Germany and Italy &#8211; the very four nations that &#8220;mediated&#8221; Nazi Germany&#8217;s seizure of the Czech Sudetenland 60 years earlier at Munich &#8211; is, almost a full year later, only recognized by 54 of the world&#8217;s 192 nations.</p>
<p>It is the site of Camps Bondsteel and Camp Monteith, built after Serbian forces were expelled from the province and the largest overseas US military installations constructed since the Vietnam War.</p>
<p>The majority of the countries recognizing the illegal secession are NATO members, candidates and partners with an assortment of &#8220;coalition of the willing&#8221; entities &#8211; so far has the stature and influence of the West waned in the past few years &#8211; as Belize, Liechtenstein, the Marshall Islands, Micronesia, Nauru and Samoa.</p>
<p>Within five months of the U.S.- and NATO-engineered breaking off of the historical heart of Serbia, Kosovo&#8217;s prime minister and former KLA commander Hashim Thaci, who then U.S. Secretary of State Madeleine Albright first started grooming as a future head of state in 2000 when she personally squired him around the State Department, United Nations and Democratic Party nominating convention in Los Angeles, delivered himself of the pledge that:</p>
<p>&#8220;We will present our goal and vision that Kosovo be part of the Euro-Atlantic family, part of NATO and the European Union as soon as possible.&#8221; [9]</p>
<p>Eight days later Thaci was in Washington, his first visit as &#8220;head of state,&#8221; meeting with Albright&#8217;s successor once removed Condoleezza Rice, where he effused that &#8220;Kosovo and the people of Kosovo bow before the government and the people of America for their support.&#8221; [10]</p>
<p>To be recalled the next time one reads in reference to Kosovo such elevated terms as independence, freedom and self-determination. Thaci&#8217;s &#8220;capital&#8221; of Pristina as of last December now has a George Bush Street as well as a statue erected to Bill Clinton.</p>
<p>The following month Kosovo Defense Minister Fehmi Mujota (readers can add as many inverted commas here and afterward as they choose) affirmed that &#8220;Kosovo will build a continuous partnership with NATO, fulfilling its standards and necessary capacities in the defense field&#8221; and that the &#8220;Kosovo Security Force will be the nucleus of the future Kosovo army matching NATO standards.&#8221; [11]</p>
<p>In a remarkable feat of historical and geographic legerdemain, Thaci last month asserted that Kosovo was &#8220;never Serbian&#8221; and that &#8220;We are part of the European family, we will be part of the EU and NATO&#8230;.&#8221; [12]</p>
<p>A demonstration of the diplomacy and statesmanship taught to him by his tutors Madeleine Albright, Condoleezza Rice and former United Nations Mission in Kosovo (UNMIK) chief Bernard Kouchner, now French foreign minister.</p>
<p>Local Serbs, whose ancestors lived in Kosovo for at least 800 years of course have, to the West, the temerity to differ with Thaci&#8217;s revisionist history and NATO&#8217;s KFOR troops have dealt with them ruthlessly on behalf of Thaci and his fellow KLA veterans.</p>
<p>The commander of French NATO forces in Kosovo, General Michel Yakovleff, early last month threatened besieged Serbs with the warning to &#8220;Be aware of the strong determination of KFOR to respond, even brutally if necessary, to all forms of violence.&#8221; [13]</p>
<p>That is, to any attempts by ethnic Serbs and other minorities to defend themselves after thousands of Serbs, Roma, Ashkalis, Egyptians, Gorans and Turks have been murdered and &#8220;disappeared&#8221; since June of 1999 and as many as 4-500,000 have been terrorized into fleeing the province.</p>
<p>A week earlier a Kosovo separatist authority announced that the former KLA and current Kosovo Protection Corps would be transformed into a Kosovo Security Force &#8211; the embryo of a national armed forces &#8211; and that a &#8220;nine-week training course would be run by the North Atlantic Treaty Organisation and the Kosovo Force, or KFOR, an international peacekeeping mission led by NATO.&#8221; [14]</p>
<p>Within days NATO announced it was in fact forming a new Kosovo army.</p>
<p>In a dispatch titled &#8220;NATO says new Kosovo force to be launched on Jan 21,&#8221; it was announced that &#8220;[The Kosovo Security Force] will replace the KPC [Kosovo Protection Corps], a 3,500-strong&#8230;force backed up by some 2,000 reservists that was mostly composed of former Kosovo Liberation Army guerrillas who fought against Serbian rule&#8221; and that &#8220;Kosovo President Fatmir Sejdiu has named KPC [and before that KLA] commander Sylejman Selimi to head the new force.&#8221; [15]</p>
<p>The Kosovo Security Force&#8217;s uniforms will be supplied by the Pentagon [16] and its troops &#8220;will be trained by British Army officers, with their uniforms provided by the U.S., and their vehicles by Germany.&#8221; [17]</p>
<p>And if any doubts could remain regarding the organic and inextricable links between NATO and the KLA (in whichever avatar), a former KLA commander has eliminated them.</p>
<p>&#8220;The Kosovo Security Force is striving to become part of NATO&#8230;said Kosovo Security Force commander Sylejman Selimi [who added] &#8216;NATO has been showing interest in assisting the establishment of the Kosovo Security Force and I believe that the cooperation will go on. We are happy to acquire NATO&#8217;s experience in training, equipment and infrastructure&#8217;&#8221; [18]</p>
<p>NATO returned the favor the next day by formally announcing on its website that &#8220;KFOR representatives will present the concept of the recruitment campaign for the new Kosovo Security Force to the public at the University of Pristina.&#8221; [19]</p>
<p>The above immediately drew the well-warranted ire of both Serbia and Russia, with, in addition to current Serbian government officials, former prime minister Vojislav Kostunica complaining that &#8220;&#8221;NATO is making and arming Kosovo&#8217;s army&#8221; and that NATO (and its KFOR operation) are &#8220;no longer paying any attention to Serbia, and are implementing the Ahtisaari plan openly, building a Kosovo army.&#8221;</p>
<p>Kostunica in the same statement urged a reevaluation of Serbia&#8217;s Partnership for Peace status, which had been secured by NATO two years ago, in the (certain) event that the Alliance persists in building its proxy army.</p>
<p>The Russian ambassador to Serbia Aleksandr Konuzin was equally vehement in his denunciation, stating &#8220;Forming these forces is a remilitarization of Kosovo and, in itself, runs counter to Resolution 1244.&#8221; [20]</p>
<p>Lastly on this topic, Defense Minister Dragan Sutanovac claimed at the end of last month that the new Kosovo army is also being prepared, in addition to suppressing minority and other loyalist forces in Kosovo, for integration into NATO military operations aboard, presumably to join their Albanian, Bosnian, Bulgarian, Croatian, Macedonian, Montenegrin, Romanian and Slovenian Balkans counterparts in Afghanistan and future NATO war zones.</p>
<p>In 2004 arch-war criminal and then head of the Kosovo Protection Corps Agim Ceku offered members of the Corps, referred to by Western officials and journalists as a &#8220;civilian emergency services organisation,&#8221; to the U.S. for use in the war in Iraq.<br />
&#8230;.<br />
Serbia itself is not to get away unmolested and its sons and daughters won&#8217;t be spared the fate of their neighbors.</p>
<p>It was dragged into NATO&#8217;s Partnership for Peace along with Bosnia and Montenegro in 2006 and last October NATO Secretary Jaap de Hoop Scheffer and Serbian Defense Minister Dragan Sutanovac signed a security agreement that &#8220;will facilitate military-to military cooperation between Serbia and the alliance.&#8221; [21]</p>
<p>In 2003 the Western press was replete with accounts of 1,000 Serbian troops being sent to Afghanistan to fight under NATO command.</p>
<p>The deployment never materialized, but with Serbia the only former Yugoslav Partnership for Peace member without troops there the prospect still remains.<br />
&#8230;.<br />
Bosnia is the first former Yugoslav republic to have suffered the presence of NATO troops.</p>
<p>In the opening days of this year the Bosnian government, which had just recalled its last troops from Iraq, transparently in response to U.S. and NATO demands, revealed that it had authorized the first deployment of troops to Afghanistan to serve with the NATO-led International Security Assistance Force (ISAF)<br />
&#8230;.<br />
Croatia, which has been shepherded toward full NATO membership over the past five years through the U.S.&#8217;s Adriatic Charter along with Albania and Macedonia, will be inducted into the Alliance at its April summit.</p>
<p>Preparatory to its final initiation, Washington signed an &#8220;Additional SOFA&#8221; (Status of Forces Agreement) with the nation last summer described at the time as &#8220;an international agreement between Croatia and the US determining issues regarding US forces&#8217; presence in Croatia within the framework of cooperation connected with the NATO and PfP.&#8221; [22]</p>
<p>In the spring of last year Croatia hosted an international NATO exercise called MEDCEUR 08, which in addition to the U.S., its sponsor, included &#8220;12 members of NATO&#8217;s Partnership for Peace Program &#8211; Albania, Armenia, Azerbaijan, Bosnia-Herzegovina, Kyrgyzstan, Macedonia, Moldova, Montenegro, Serbia, Tajikistan, Turkmenistan and Ukraine,&#8221; in an illustration of how NATO is jointly integrating Balkans and former Soviet states into its global army. [23]</p>
<p>Shortly thereafter Croatia was also the site for Adriatic Shield 08, an international &#8220;exercise&#8230;being held under the Proliferation Security Initiative (PSI) that was launched by the United States in 2003.</p>
<p>&#8220;The three-day exercise&#8230;is co-organized by Poland and the United States, with Bosnia-Hercegovina, Croatia, Italy, Montenegro and Slovenia also taking part.&#8221; [24]<br />
&#8230;.<br />
Albania, another Adriatic Charter graduate, for years hosted NATO forces in Durres.</p>
<p>Last November its Foreign Minister Lulzim Basha met with NATO chief Scheffer and pledged assistance in the creation of Kosovo&#8217;s new army.</p>
<p>The nation has troops stationed in Afghanistan, Bosnia, Iraq and Chad. In April it will be brought into NATO as a full member.<br />
&#8230;.<br />
In November of 2008 Macedonia held the largest military exercise in its history, Macedonian Flash &#8211; 04, &#8220;an air-land exercise aimed at evaluating the preparedness of ARM [Army of the Republic of Macedonia] troops for deployment in NATO-led missions,&#8221; for which a &#8220;NATO team [was] tasked to observe and evaluate the units&#8217; operational capabilities, their inter-operability and application of the NATO standards in conducting of the training exercises&#8221; [25], indeed &#8220;watched by 70 NATO representatives from 26 Alliance&#8221; member states. [26]</p>
<p>A month later a high-ranking delegation of the NATO Military Committee, led by the committee chairman Admiral Giampaolo Di Paola, arrived in Macedonia to discuss &#8220;the current and future participation of Macedonian troops in missions abroad.&#8221; [27]</p>
<p>Early last month Macedonia deployed another contingent of troops to Afghanistan to serve with a NATO mechanized infantry unit.</p>
<p>A few days ago a delegation of the French armed forces visited the country to evaluate the &#8220;participation of its troops in missions abroad.&#8221; [28]<br />
&#8230;.<br />
Slovenia, one of the first two Yugoslav federal republics to secede from the nation, is the first and to date only one to be fully integrated into NATO, being absorbed after the Istanbul summit in 2004.</p>
<p>Before leaving office last month US President George Bush included Slovenia and the other six newest NATO members in the classified nuclear information agreement ATOMAL.</p>
<p>Last November its troops were among those participating in a joint NATO-Afghan army Joint Multinational Training Command exercise in Germany.</p>
<p>A month earlier a NATO flotilla of four warships and 800 sailors docked in the Slovenian port of Koper.</p>
<p>Days ago its government announced a modest increase in troops being deployed to Afghanistan in addition to sending security personnel to Gaza.</p>
<p>NATO has plans to open a center for training mountain troops in Slovenia, if it hasn&#8217;t done so already.<br />
&#8230;.<br />
Bulgaria and Romania became full NATO members after the Istanbul summit also.</p>
<p>The next year the U.S. commenced plans to take over three bases in Bulgaria and four in Romania as &#8220;forward operating sites: and &#8220;pre-positioning&#8221; staging grounds for operations to the east.</p>
<p>The Pentagon is to station several thousand troops at these full spectrum &#8211; infantry, air force, naval &#8211; locations.<br />
&#8230;.<br />
In October of 2008 U.S. Secretary of Defense Robert Gates at a meeting of the Southeast European Defense Ministerial (SEDM} in Macedonia &#8220;urged Eastern European leaders to shift their military efforts from Iraq to Afghanistan, where their forces are more urgently needed.&#8221; [29]</p>
<p>At the time, of the ten non-American members of the SEDM nine &#8211; Italy, Greece, Turkey, Albania, Bulgaria, Romania, Macedonia, Slovenia and Croatia &#8211; had a combined level of 5,100 troops in Afghanistan. The last, Bosnia, also has now pledged troops in responses to Gates&#8217; orders.</p>
<p>A concise summary of the SEDM is as follows:</p>
<p>&#8220;The SEDM currently includes Albania, Bulgaria, Greece, Macedonia, Italy, Romania, the United States, Slovenia, Turkey, Croatia, Ukraine and Bosnia and Herzegovina, and such observer countries as Moldova, Serbia and Montenegro.</p>
<p>&#8220;The Southeastern Europe Defense Ministerial was set up in 1996&#8230;.as a bridge with Euro-Atlantic organizations, particularly NATO.&#8221; [30]</p>
<p>Before his appearance at the SEDM ministerial Gates was in Kosovo meeting with leaders of the separatist regime there and &#8220;went from Kosovo to Macedonia, where he participated in a southeastern Europe defense ministers conference. While there, he met with his Ukraine counterpart and expressed America&#8217;s support for NATO membership for Georgia and Ukraine. He also spoke to the defense ministers of Montenegro and Macedonia about recognizing Kosovo. Both nations did so Oct. 9.&#8221; [31]</p>
<p>That is, the U.S. Pentagon chief went to Kosovo to meet with American troops stationed there and with Kosovo officials, surely Hashim Thaci among others, then left for Macedonia where he ordered the host government and that of Montenegro to recognize Kosovo&#8217;s independence, which both did the following day.</p>
<p>Also in October President Bush, while signing papers formalizing Washington&#8217;s support for Albania&#8217;s and Croatia&#8217;s NATO admission, &#8220;reiterated U.S. support for prospective NATO members Ukraine, Georgia, Montenegro, and Bosnia-Herzegovina,&#8221; and added, &#8220;The door to NATO membership also remains open to the people of Serbia should they choose that path.&#8221; [32]</p>
<p>A sentiment seconded by former Bulgarian foreign minister and current reputed candidate for NATO&#8217;s top post Solomon Passy, who said at practically the same moment &#8220;I hope this won&#8217;t stop until the other countries from the West Balkans (Macedonia, Serbia, Bosnia and Herzegovina as well as Kosovo) become NATO member states&#8221; and said that &#8220;if this happens, one third of NATO member states will be from the Balkans&#8230;.&#8221; [33]<br />
&#8230;.<br />
At the beginning of 1991 Yugoslavia was a united country, a member and founder of the Non-Aligned Movement, with no foreign bases on its soil and no troops stationed abroad.</p>
<p>In the intervening eighteen years it has been torn to pieces and its fragments turned into little better than NATO military occupation zones and recruiting grounds for foreign wars.</p>
<p>The prototype for what awaits much of the world if the developments of 1991 aren&#8217;t soon halted and reversed.<br />

<title><![CDATA[Kosovo and Systematic Persecution by KLA]]></title>

<p>The former Yugoslavia was engulfed by many conflicts and ethnic and religious differences tore away at the very fabric of this nation. Like all wars, atrocities took place on all sides but the mass media in general focused on Serbian atrocities, while neglecting brutal crimes committed against the Serbian community. This certainly applies to the glossing over of war crimes done by the Kosovo Liberation Army (KLA).</p>
<p>However, more and more evidence is coming to light about brutal KLA death camps and killing people for organs. Therefore, will former KLA members be charged with war crimes and will the &#8220;real truth&#8221; be told about international collusion? If not, then where does this leave Kosovo?</p>
<p>Before focusing on this important issue I fear a major cover-up. After all, the American version of history is that Kosovo should be independent because Albanians suffered greatly, therefore, Serbia does not have a moral right to keep Kosovo under Serbia.</p>
<p>Yet, if it comes to light that the KLA killed mainly Serbians, and also fellow Albanians, Roma, and other minorities, then where does this leave the American, British, and the Albanian version of events?</p>
<p>Remember, we are not talking about massacres taking place by opposing armies; on the contrary, we are talking about the KLA killing civilians for organs and for other brutal reasons.</p>
<p>Also, since the ending of the conflict it is clear that countless numbers of Christian Orthodox Churches have been destroyed and non-Albanian culture is on the wane. Added to this, thousands of people have been killed by Albanian nationalists and innocent Serbians, Roma, and others, have “been killed in silence” because it doesn’t suit the interests of America, the United Kingdom, and other nations who supported the KLA.</p>
<p>The BBC, a very liberal British network, highlighted the brutal deeds of the KLA during the airing of “Crossing Continents” and “Newsnight” which was broadcasted on April 9, 2009. Paul Mitchell, BBC correspondent, states that this provides “another side to the conflict which the world was not supposed to see.”</p>
<p>If we take this further, it also undermines the claims of America, the United Kingdom, and other nations who support the independence of Kosovo. After all, the findings show “a dirty covert war” and it raises further important questions, for example, how did the KLA develop overnight and where did they obtain their military hardware from?</p>
<p>However, I do not want to get bogged down by the justifications of either side in this article. Instead I want to focus on the disturbing findings of the BBC and others who hope to bring to light the past evils of the KLA.</p>

<title><![CDATA[Kerala Library Association Annual General Body Meeting]]></title>

<description><![CDATA[The Annual General body meeting along with an extra-ordinary General body meeting of Kerala Library ]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p><font color="#800080">The Annual General body meeting along with an extra-ordinary General body meeting of Kerala Library Association has held today at its Head Quarters (No.36.II Floor, Kairalie Plaza Annexe, Karamana P.O. , Thiruvananthapuram-02).</font></p>
<p><font color="#800080">Nearly forty members participated (mostly from the host district). The extra-ordinary General body meeting was to amend three constitution bye-laws regarding the location of the head office (Article II), Ordinary membership fee (Article V, Clause a (i) and life membership fee and qualification ( the member should hold a Degree in Library Science rather than a Diploma). The general body passed the amendments.</font></p>
<p><font color="#800080">The Annual General body meeting was very live with the presentation of last two years report by Dr. Vijayakumar, K.P. (General Secretary) and accounts by the treasurer Mr. Suresh Kumar. Main achievements cited were, “Redefining the role of Public Libraries”, the national seminar, Association website and blog, KOHA workshop, activities regarding the UGC-NET service matters of University and college librarians, part-time PhD in Kerala University, KLA bulletin, etc</font></p>
<p><font color="#800080">The general body elected new office bearers for the coming two years. Dr. P. K. Sadasivan (President), Dr. Gopikkuttan (Vice President), Mr. Suresh Kumar(Secretary) and Dr. Lalitha M. (organizing secretary).</font></p>
<p><font color="#800080"></font></p>
<h3><strong><font color="#008000">My take</font></strong></h3>
<p><font color="#800000">During the discussion on the report, I have put some queries regarding the activities done by the Association on the condition of state’s school libraries and school librarians. Although I knew the work done by the Association on the matter (V. P. Joy Committee, representations and meetings held, Minister’s approach, politics, etc), my aim was to rekindle the interest of members and KLA on the issue.</font></p>
<p><font color="#800000">The President Mr. N. Sukumaran Nair reacted passionately with detailing the steps taken by the Association to convince the authorities on the appointment of school librarians. He explained the forehand the politicians are getting on the issue. Dr. Gopikkuttan also said about the Associations hand to take the matter to the authorities.</font></p>
<p><font color="#800000">I am happy to say that the matter is still live and appreciate the work done by the Association. But our schools still have no qualified librarians and equipped libraries. I hope that the new committee will take the issue seriously and try to achieve it.</font></p>
<p><font color="#800000">One suggestion was there on preparing standards for school and college libraries which are functioning in an entirely different mode when we compare that with University and Public libraries. Dr. Lalitha. M., said about her experience on that matter and put forwarded a model standard that was prepared by SCERT. I like to support the initiative and like to discuss KV Library Charter which is like a standard for KV libraries all over the country.</font></p>
<p><font color="#800000">I think the Association is giving more thrust on the service related matters rather than professional development. I accept that it had conducted many seminars. But considering the fact that the quantum shifts happened in the librarysphere and the advent of web 2.0 and then library 2.0 asks for more professional skill development programmes.</font></p>
<p><font color="#008000"></font></p>

<p><font color="#008000">Formation of core committees within the existing committee (for academic (school, college, school), public&#160; and special libraries to discuss area specific matters and activities) </font></p>
</li>
</ul>
<p><font color="#800000">Overall I would like to appreciate the outgoing team and wish all success to new faces.</font></p>

I-au minţit, folosit, şi de-acum, încotro ? Kosovo fără Srbija e la pănmânt, economic mai ales iar kosovarii sunt total dezorientaţi. Doar leaderii lor se bucură văzându-şi liniştiţi de&#8230; afaceri, interesele personale sau ale stăpânilor pe care-i deservesc de ani buni. Niţşte aşa zis leaderi proveniţi din rândurile grupărilor paramilitare UCK, ce s-au dedat la trafic cu copii, ca exemplu, nimic pentru soarta poporului kosovar.Şi cât de incalificabil rămâne ceea ce a făcut NATO, care, ” din greşeală ” a tot bombardat cu precizie de chirurg şcoală, monastire, fabrică, televiziune,poduri, trenuri&#8230; Cu o aroganţă scârboasă, în numele eradicării terorismului, seamănă pe oriunde trec sămânţa masacrelor, genocidului, apoi, fac pe porumbeii păcii&#8230; ei, cei în slujba răului, a tot ceea ce-nseamnă rău şi întunericîn lume şi aduc aminte nu doar de Srbija şi Kosovo ci şi de Iraq, Hiroshima, Nagasaki, Vietnam, etc </span></h2>

NATO a atacat în mod intenţionat civili în această atrocitate. NATO nu şi-a suspendat atacul nici după momentul în care s-a aflat că e vorba de o ţintă civilă. NATO a muşamalizat apoi această crimă de război.</h2>

<h2 style="text-align:justify;">Potrivit unui document publicat vineri de Inaltul Comisariat pentru Refugiati al ONU si Organizatia pentru Securitate si Cooperare in Europa (OSCE), minoritatile din provincia sarba Kosovo, in principal sarbii si tiganii, continua sa cada victime violentelor si nu beneficiaza decat de servicii publice limitate. La un an de la sfarsitul campaniei NATO impotriva Iugoslaviei, si secretarul general al ONU, Kofi Annan, a denuntat atacurile anti-sarbe din Kosovo si le-a cerut albanezilor kosovari sa puna capat violentelor etnice, sub amenintarea posibilitatii de a pierde sustinerea comunitatii internationale. In raportul Consiliului de Securitate dat publicitatii vineri, Annan afirma ca, in ciuda progreselor inregistrate, &#8220;intelegerea si toleranta in Kosovo raman fenomene rare, iar reconcilierea este departe de a fi o realitate&#8221;. Numai saptamana trecuta, o serie de atacuri anti-sarbesti din Kosovo s-au soldat cu moartea a opt persoane si ranirea altor 14 sarbi. De la intrarea fortelor internationale in provincia sarba au fost ucisi 1000 de sarbi, alti 800 au fost rapiti de UCK, fiind dati disparuti. In urma acestei campanii anti-sarbesti, care include si distrugerea a peste 80 de biserici si manastiri, sute de mii de sarbi si-au parasit locurile natale, inregistrandu-se reversul situatiei invocate de aliati inainte de a declansa bombardamentele impotriva Iugoslaviei.(D.E.)  ”</h2>

<h2 style="text-align:justify;">Stiti si voi cum a inceput totul&#8230; Daca nu, am sa        incerc sa va spun o poveste pe care probabil ca nu o cunosc foarte multi          si ar trebui sa clarifice cumva ceea ce se intampla in Serbia si Kosovo – Metohija       acum si ceea ce s-a petrecut in trecut.</h2>
<h2 style="text-align:justify;">Nu voi incerca sa iau partea nici uneia dintre parti,         nici sa judec sau sa acuz pe cineva. Sunt vinovati in         aceeasi masura.       Am fost printre ei. AM VAZUT si SIMTIT mai mult decat ceea ce se prezinta         la televizor.</h2>
<h2 style="text-align:justify;">Martie         1998 – forte militare sarbe descind in Prekaz, o localitate         din centrul Kosovo/a. Facand uz de toate armele din dotare,  inclusiv         si tancuri, rad de pe suprafata pamantului casele  in care locuiau         membrii familiei Jeshari. Belgradul il considera pe capul familiei, Adem         Jeshari, un radical       si un terorist, un adevarat inamic al statului sarb.</h2>
<h2 style="text-align:justify;">Din punctul de vedere al statului sarb, ceea ce s-a intamplat         a fost un fapt perfect normal. Persoana respectiva,         ca de altfel si alti         membri         ai         familiei, faceau         parte din UCK – KLA: Kosovo Liberation Army. Dar uite ca ei nu         aveau voie. Cum adica sa ii omoare pe membrii unei grupari care este         considerata de statul sarb terorista? Cum? Marea Britanie ii omoara         pe membrii I.R.A? Spania ii omoara pe mebrii E.T.A.? Israelul       (cu sprijin american si englez) ii omoara pe mebrii Hamas sau O.P.E.? Nu!         Cum  sa-i omoare! Ii cearta si-i bat la fund cu discursuri despre         pacea mondiala. Si oricum          nu se poate face o comparatie,           deoarece KLA e o armata de eliberare a unui stat iar restul sunt        terorirstii.</h2>
<h2 style="text-align:justify;">Cine spune asta? Cine are DREPTUL de a judeca ce fac         oamenii in in tara lor? Oare nord-irlandezii nu lupta pentru         independenta? Dar iata ca             englezii au       dreptul de a-i impusca! Oare bascii nu vor tot independenta? Dara iata         ca spaniolii ii pot califica drept teroristi si ii pot omora! Oare gruparile             arabe HAMAS       si O.P.E. (Organizatia pentru Eliberarea Palestinei) lupta pentru bani         sau       petrol? Pe pamantul lor? In COLONII israeliene?</h2>
<h2 style="text-align:justify;">Probabil ca ei au dreptate iar eu am innebunit!</h2>
<h2 style="text-align:justify;">Asadar&#8230; un adevarat           masacru. Cu toata apartenenta acelei familii la KLA, au fost ucisi         intr-o singura inteventie 53 (ati citit bine: cincizeci       si trei) de membri ai familiei Jeshari.</h2>

<h2 style="text-align:justify;">Masacrul din Prekaz a fost ca un strigat de lupta ce         a unit mai multe &#8220;bande&#8221;  de tineri albanezi kosovari. Ei aveau sa fie         cei care au pus bazele gruparii        UCK-KLA. Acest fapt a provocat intr-un fel si schimbarea opiniei internationale         asupra a ceea ce se intampla in Kosovo-Metohija. Puterea de a influenta         opinia internationala       era destul de bine cunoscuta de niste tineri de numai 18 ani, iar actiunile       foarte bine puse la punct impotriva fortelor militare sarbe au uimt statul       si guvernul sarb. Din pacate insa numai ei vedeau aceste actiuni. Orice         crima comisa contra albanezilor kosovari era cumva transformata intr-o         crima         impotriva       umanitatii. Sarbii deveneau brusc calaii Europei, chiar daca, uneori,         cei care cadeau in bratele mortii erau oameni inarmati si murisera intr-un         schimb       de focuri. Tot atunci,  Statele Unite ale Americii, care pana in martie         1998 considerau UCK-KLA o grupare incadrata intre cele “teroriste”, a         acceptat brusc  o &#8220;colaborare fructoasa” cu         respectiva grupare paramilitara.</h2>
<h2 style="text-align:justify;">Un alt masacru, mult mai suspect de data aceasta, a avut         loc in 1999 la Racak, unde au fost gasiti 45 de etnici albanezi morti.         Toti cei decedati erau barbati. Si toti erau imbracati in haine de camuflaj         sau salopete de aceeasi culoare. Aste amanunte insa au fost “uitate”.       Si ca pe umarul stang al uniformelor erau cusute  embleme &#8211; rosii       cu un vultur negru cu doua capete. Au &#8220;omis&#8221; sa spuna si acest detaliu.         Dar n-au uitat sa considere       acest eveniment drept       declaratie de razboi contra sarbilor. Ei erau acum “balaurul” Europei.       Ceea ce incepuse in 1990 in Bosnia &#38; Herzegovina si Croatia, trebuia       dus la sfarsit&#8230;</h2>
<h2 style="text-align:justify;">Pentru a nu repeta greselile din anii `90, americanii         in frunte cu secretarul de stat Madeleine Albright, au decis ca in Serbia         nu mai era nevoie de o         forta de pace apartinand Organizatiei Natiunilor Unite (ONU-UN) similara         cu cea         care reusise pana la urma atat de bine sa mentina pacea in Bosnia si         Croatia: UN Protection Force – Unprofor. Nu! De data asta trebuia       sa fie o forta NATO. De ce? Probabil pentru ca s-a presupus  ca sarbii         nu vor accepta asta si ca totul va degenera intr-un razboi.</h2>
<h2 style="text-align:justify;">“That meant the Serbs rejecting the plan and the         Albanians accepting it “– Jamie       Rubin Asistent Secretar de Stat USA.</h2>
<h2 style="text-align:justify;">Acum, odata “acceptat” planul si de restul         tarilor europene, trebuia stabilit pe cine va “sustine” aceasta         forta si pe cine va “pedepsi”. Din moment ce se stia ca sarbii         nu vor fi de acord cu o forta NATO pe pamantul lor… imi puteti       da voi raspunsul? Sunt sigur ca da!</h2>
<h2 style="text-align:justify;">&#8220;Negocierile&#8221; au durat cateva saptamani si         intr-un final s-a ajuns la un rezultat: Statele Unite i-au convins pe         albanezii sa accepte         planul. Sarbii   l-au respins! (ce intamplare) Asfel statele europene din NATO sau nu,   s-au trezit in momentul in care au realizat ca forta pe care o vor exercita,   se va indrepta impotriva unui stat european, national si independent dar si         impotriva problemelor interne ale acestuia.</h2>
<h2 style="text-align:justify;">Jocul a inceput!</h2>
<h2 style="text-align:justify;">&#8220;In Kosovo &#8211; Metohija traiesc 1.8 milioane         de albanezi kosovari, aproximativ 200 mii sarbi si inca 100 mii alte         nationalitati (tigani, muntenegreni, turci, romani, greci).</h2>
<h2 style="text-align:justify;">Comunitatile sarbe sunt constituite in cateva enclave         majore in partea centrala si de nord a regiunii iar peste 50.000 locuiesc         in partea de nord a orasului     Kosovska Mitrovica si in regiunea adiacenta Zvecan. Exista familii de sarbi     si in restul regiunii. Familii de sarbi care traiesc asa de generatii.     Cu vecini albanezi sau de alte nationalitati. De cand se stiu traiesc acolo.         Acolo este tara lor, si a sarbilor si a albanezilor.</h2>
<h2 style="text-align:justify;">Kosova – acum considerata de albanezi numai a lor         desi doar pe vremea Albaniei Mari a fost parte a statului si poporului         albanez. Majoritatea populatiei       pare sa le dea lor dreptate.<br />
Kosovo-Metohija – acum revendicata de sarbi ca leaganul civilizatiei       sarbe. Lacasele de cult par sa le dea lor dreptate. Kosovo, o regiune unde         pana nu de mult traiau impreuna  sarbi si albanezi. Si poate se mai          certau si  bateau dar traiau acolo,       impreuna .&#8221;</h2>
<h2 style="text-align:justify;">Odata “jocul” inceput, reactiile au fost cele “impuse” si         asteptate. Radicalii au “iesit la rampa”.</h2>
<h2 style="text-align:justify;">Slobodan Miosevic a inceput cea mai mare campanie de         mutari de forte armate de la al doilea razboi mondial incoace. Armata         sarba ocupa regiunea           si pana ce primul bocanc al vreunui soldat NATO avea sa calce in regiune,           aproximativ 850.000 de etnici albanezi aveau sa fuga sau sa fie deportati           in Albania si Macedonia.</h2>

<h2 style="text-align:justify;">NATO era neputincioasa!</h2>
<h2 style="text-align:justify;">Dar cumva sarbii trebuiau acuzati  si loviti.         Cineva trebuia scos vinovat cu orice risc. Si acel vinovat nu trebuia         sa fie albanez.</h2>
<h2 style="text-align:justify;">“There were a couple of times when I felt I just         can`t do this anymore. We`re just not doing this right and I owe it to         my people to         stand up and say we`re just not doing this right!” a spus Generalul         Michael Short, seful fortelor armate aeriene NATO din Kosova.</h2>
<h2 style="text-align:justify;">Permisiunea acestui           militar, asa cum a fost ceruta de a cauta pentru atac puncte majore           si strategice ale armatei sarbe, nu a fost acceptata           de conducatorii acestui razboi. Astfel zeci de sate parasite au fost         rase de pe suprafata pamantului de catre bombele coalitiei.</h2>

<h2 style="text-align:justify;">Va mai amintiti           de acea epurare etnica pe care tot ne aratau ei ca o fac sarbii? Iat-o           ! zeci de sate (albaneze probabil, ei fiind majoritarii           regiunii ) distruse de avioanele NATO si puse in spatele sarbilor.         Au o scuza! Din avion nu se vede daca satul este albanez sau sarbesc,         nu?!?</h2>
<h2 style="text-align:justify;">Era firesc sa fie pierderi unalitarele, ca in orice razboi,         nu? Pai daca da, cum ar fi putut sarbii sa doboare renumitele avioane         invizibile         F-117?       Mai mult decat simplu pentru cine stia atunci.</h2>
<h2 style="text-align:justify;">Cererile comandantilor de a distribui cu mare grija         ordinele de razboi au fost incalcate si neonorate de americani care         au lasat totul pe seama         unui   sistem informatizat: CHRONOS. Raportul unei comisii care investiga tot ce se   intampla in acele zile, a scos la iveala ca acel supersecret sistem informatizat   putea fi accesat de mai bine de 600 de persoane si ca o mare parte din misiunile   de lupta ale fortelor NATO ajungeau la urechile comandantilor sarbi.</h2>
<h2 style="text-align:justify;">Greu de acceptat aceasta “neprofesionalitate” a       americanilor nu?</h2>
<h2 style="text-align:justify;">Pe masura ce campania aeriana isi facea efectul anihiland         Serbia, intrau in joc interesele economice. Nu trebuie sa va mai spun         ce industrie         dezvolta un razboi. Si astfel, la cererea guvernului britanic, in Mai         1999 Tony Blair si Robin Cook incearca sa-l convinga pe presedintele         america Clinton ca este necesara trimiterea unei forte terestre         in Kosovo/a, o forta care sa mentina “pacea” in regiune.         Desi initial americanii n-au fost de acord, aderarea altor puteri la         aceasta         idee       i-a convins.</h2>
<h2 style="text-align:justify;">Germania si Rusia, doua tari pe care Milosevici si guvernul         sau se bazau, si cu care presedintele sarb discuta pe o linie          telefonica directa, si-au         amintit   ca si ei au o industrie militara care trebuie sustinuta. Astfel, cei care ar   fi trebuit sa sprijine un popor si nu un presedinte, ii “sugerasera” deja   acestuia sa-si retraga trupele din Kosova/a.</h2>
<h2 style="text-align:justify;">La inceputul lunii iunie, pe cand oficialii Marti Ahtisaari         si Viktor Chernomyrdin incercau sa-l convinga pe presedintele Milosevic         sa opreasca razboiul, acesta     era deja “convins”.</h2>
<h2 style="text-align:justify;">Zece zile mai tarziu, dupa intalnire, trupele NATO intrau       in Kosovo/a cu consimtamantul presedintelui Milosevic.</h2>
<h2 style="text-align:justify;">Acesta a fost inceputul.         Era “o paine de mancat acolo” si-au         facut-o. Ei nu rateaza nici o ocazie.       Rezultatul ?</h2>
<h2 style="text-align:justify;">- aproape 850.000 de refugiati albanezi;</h2>
<h2 style="text-align:justify;">- aproape 250.000 de refugiati sarbi;</h2>
<h2 style="text-align:justify;">- din aproape 1.000.000 de refugiati, 70 % au fost copii         sub 18 ani</h2>
<h2 style="text-align:justify;">- din 12 Iunie 1999, ziua in care s-au terminat bombardamentele         NATO, s-au inregistrat cu aproximatie, conform surselor UN, 793 de morti             din care 630 sarbi,         muntenegreni si tigani, iar 163 albanezi .</h2>
<h2 style="text-align:justify;">Pagubele materiale nu cred           ca mai conteaza. Lucrurile cumva incepusera sa se indrepte spre o directie,           spuneau oficialii. N-au mentionat insa       directia.</h2>
<h2 style="text-align:justify;">Mereu trebuie sa existe un “tap ispasitor”.         In martie 2004 s-a aprins iar focul in Kosovo/a. Se pare ca  este nevoie         de cineva care sa poarte vina tuturor celor intamplate.         Odata ce au fost sarbii, hai sa fie din tot ei. Cu lacrimi in ochi, vad         imaginile prezentate la televizor. Au trebuit omorati trei copii ca         sa scoata din nou         o parte vinovata. Cineva a ales ca mortii sa fie albanezi. Mai conta         oare? Nu! N-ar fi contat nici daca ar fi fost sarbi, dar asa trebuie         sa stie “opinia mondiala” nu? Vreti sa scoateti albanezii       vinovati? Va spun eu si alti morti, dar nici ei nu sunt vinovati!</h2>
<h2 style="text-align:justify;">Cautati-i in alta parte.</h2>
<h2 style="text-align:justify;">Nu vreau sa ma erijez  in avocatul sarbilor pentru         ca am prieteni in Serbia si Kosovo/a din ambele nationalitati. Am petrecut         acolo clipe         superbe stand   la terase si band o bere inconjurat fiind de sarbi si albanezi. Toti la aceeasi   masa. Se poate. Acolo unde cuvantul “ametstecat” a capatat sensuri   noi. In Kosovo/a, “amestecat” nu inseamna “impreuna”.   Inseamna “aproape”,     dar foarte clar delimitat. Insa se poate. Am vazut-o si eu in ochii copiilor.     Ce au reusit insa sa faca “aparatorii pacii mondiale”?         Pe langa cele de mai sus, va mai enumar cateva cifre pe care le-am aflat       in perioada in care am vizitat acea regiune 2002 &#8211; 2003 :</h2>
<h2 style="text-align:justify;">- din aproape         250.000 de refugiati sarbi s-au mai intors la casele lor o foarte mica       parte;</h2>
<h2 style="text-align:justify;">-  in 2002 s-au inregistrat 70 de crime pe teritoriul         regiunii, iar in 2003 s-au inregistrat 72 de crime. Desi majoritatea         au fost considerate         ca avand la baza motive etnice, NU A FOST FACUTA NICI O ARESTARE a presupusilor         criminali a cetatenilor sarbi, agravand starea de tensiune care exista         in randul sarbilor;         ( ca exemplu alaturi de atrocitatile comise de sarbi inainte de interventia         NATO din 1999, alatur acum si pe cele facute de albanezi dupa interventia         NATO: 20 februarie 2004-Zlatomir Kostic si Milijana Markovic gasiti morti         si cu sloganuri anti-sarbesti incrustate pe corp cu cutitul; 30 de sarbi         gasiti morti in 1999 la Staro Gracko; 22 de sarbi ucisi in Lipljan; copii         sarbi ucisi intr-o scoala in Gorazdevac; familia Stolic ucisa in casa         personala din Obilic cu lovituri de cutit, printre membrii familiei era       si un copil de un an, injunghiat in gat)</h2>
<h2 style="text-align:justify;">- minoritatea sarba a ajuns       sa locuiasca in enclave pe langa taberele KFOR;</h2>
<h2 style="text-align:justify;">- in 2003 au fost raportate         peste 3.600 persoane disparute, din care 75 % albanezi iar restul de       25 % alte nationalitati;</h2>
<h2 style="text-align:justify;">- Jovica Ivic in varsta de 18 ani din Caglavica         a fost impuscat de trei ori in stomac dintr-o masina – 16 martie       2004</h2>
<h2 style="text-align:justify;">-  trei copii de origine albaneza au murit innecati in         raul Ibar, dupa ce au fost alergati de o banda de radicali sarbi in partea         de Nord a orasului           Kosovska Mitrovica;</h2>
<h2 style="text-align:justify;">- case ale sarbilor si un spital au fost arse din           temelii in Kosovo Polje, alaturi de o multime de lacasuri de cult:         biserici ortodoxe       si moschei.</h2>
<h2 style="text-align:justify;">Exemplele pot continua si pot fi sustinute cu poze, dar         nu asta este important. Important zic eu este ca&#8230; razboaiele         sunt ale lor, insa mortii sunt ai nostri!</h2>
<h2 style="text-align:justify;">Sa fi castigat iar radicalii? Eu sper ca nu!</h2>
<h2 style="text-align:justify;">Odihneasca-se         in pace martirii &#8220;razboaielor&#8221; purtate in Kosovo/a, Spania, Palestina,         Irak…!</h2>

NATO a respins insa cererea Amnesty International pentru o ancheta in legatura cu atacul sau aerian.  &#8220;Tribunalul Penal International (TPI) pentru fosta Iugoslavie a examinat deja acest lucru. Nu a retinut argumentele Amnesty si a decis ca NATO nu are niciun motiv pentru a se apara&#8221; a declarat o purtatoare de cuvant a Aliantei.   &#8220;Incidentul a facut obiectul unei anchete aprofundate&#8221;, a adaugat ea.   Cei 16 angajati ai RTS au fost ucisi in 23 aprilie 1999, in timpul bombardarii cladirii unde se afla sediul radio-televiziunii sarbe. NATO a desfasurat o campanie de bombardamente impotriva regimului lui Slobodan Milosevici, pentru a obliga fortele sarbe sa se retraga din Kosovo.   NATO desemnase RTS drept tinta legitima, din cauza &#8220;functiei sale de propaganda&#8221;, dar nu &#8220;a anuntat in mod clar atacul&#8221;, desi stia ca se afla civili in cladire, sustine Amnesty International, citand oficiali NATO din perioada respectiva.   &#8220;Bombardamentul sediului radio-televiziunii publice sarbe a reprezentat un atac<span style="color:black;background-color:#ffff66!important;"> </span> deliberat &#8230;</h2>

The contents are well written with a formal twist towards public and academic (excluding School libraries). The existence of school libraries in Kerala is a virtual reality. It is there for some and not heard for many. Many commissions formed, reports submitted, and after all nothing happened. Students who&#160; entered into LIS departments with a hope to get a job raised some slogans and gave up.</font></p>
<p><font color="#008000">Developing information skills at secondary and higher secondary period is vital for a student to become a lifelong learner. It is evident on their academic achievement. Random visits to school library websites abroad and IASL activities show that school libraries matter.</font></p>
<p><font color="#008000">Here in India, we are lagging behind and just in the case of automation we will catch the horse fifteen or twenty years later.</font></p>
<p><font color="#008000">For the time being just sit, watch and be surprised what they are doing.</font></p>

<description><![CDATA[I woke feeling heavy today&#8230;with a dread of facing up to the 10th anniversary of the NATO campa]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>I woke feeling heavy today&#8230;with a dread of facing up to the 10th anniversary of the NATO campaign that resulted in the shattering of Serbia and its infrstructure, although not the spirit of its people.  </p>
<p>I recall watching in the months leading up to the launch of the NATO offensive, watching as one feeble attempt at international diplomacy after another failed or amounted to far less than promised. </p>
<p>I was in Sarajevo on this night, ten years ago, in a bar when I first heard that the bombs had started to fall on Belgrade and other places in Serbia and Kosovo.   It was a bizarre scene of bittersweet celebration among the crowd of Sarajevans as they rejoiced that belgraders might actually be able to understand what they endured for four years.  but I couldn&#8217;t share in that celebration or joy.</p>
<p>I was deeply saddened by the inability of Serbia and the rest of the world to come to an agreement on how to deal with the existing crisis.  I was ashamed that the U.S. was once again and agent of violence and division, sharing the blame with Serbia, the EU and the KLA&#8230;</p>
<p>&#8230;but alas, it happened and here we are today!</p>
<p>Let&#8217;s look ahead to the future, and while we honor the victims, both innocent and guilty, of this war, and of the wars and battles in this region that came before, let us also know that the best memorial for those loved we have lost is to make Serbia a better place tomorrow than it is today.</p>

<p><strong><span style="font-size:13pt;font-family:Sylfaen;color:navy;">Market economy and free trade are the prevailing trend in today’s developed countries. One drastic phenomenon of its darker side is known as “medical apartheid” or the “New Cannibalism”.  One of those cases in Europe got more light last week, when new evidence from the “Human Organ Trafficking” -case came public in Serbia. (More about case in my article “<em><a href="http://arirusila.wordpress.com/2008/11/27/war-crime-selected-%E2%80%93-organ-harvesting-from-serbs-by-kla/">War crime selected – organ harvesting from Serbs by KLA</a></em>&#8220;).</span></strong></p>
<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">The story about harvesting organs from captured Serbs by Kosovo Albanian guerrillas 1998-99 was kept undercover by western mainstream media until last April 2008 before former UN war crimes prosecutor Carla del Ponte opened her mouth. Reportages of German Der Spiegel magazine and British The Guardian followed, justice departments from Albania and Serbia started high level cooperation for case.  Also Council of Europe decided to re-examine the case, which maybe has also link to illegal organ transplant clinic raided in Pristina, Kosovo, early November 2008.<span> </span>(<em>More e.g. Der <a href="http://www.spiegel.de/international/europe/0,1518,580422,00.html">Spiegel</a></em>)</span></p>
<p class="MsoNormal"><span style="font-size:13pt;font-family:Sylfaen;color:navy;"><strong>KLA slaughterhouse </strong></span></p>
<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">It is believed KLA kidnapped the victims, and then secretly transported them to camps in northern Albania, where their vital organs were removed to be sold in the black market. Carla Del Ponte gave greater credence of a macabre operation, in which as many as 300 Serbs were abducted and transported to Albania to have their organs removed. In a memoir, she wrote: “Victims deprived of only their kidney were sewn up and confined again inside the shack until they were killed for their vital organs.”</span></p>
<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">The Serbian War Crimes Prosecution has so far identified 10 members of the so-called Kosovo Liberation Army (KLA) suspected of killing kidnapped Serb civilians. <p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">The prosecution (of Serbia) will send an official report to authorized institutions in Albania in order to inform them of the investigation’s new evidence. The prosecution now intends to present this new evidence to the Council of Europe rapporteur Dick Marty, who is due there March and also to chief prosecutor of Eulex mission in Kosovo to catch suspected persons. This may be more difficult as both Kosovo’s present and former Prime Ministries (commanders of KLA and best friends and allies of West) presumably have been involved in case.</span></p>

<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">Last year EP was calling on satellite company Eutelsat to resume broadcast of an independent Chinese-language television network into China. MEPs pointed out three areas of pressing concern for human rights in China, including the persecution of the Falun Gong spiritual group, the suppression of rights in Tibet and third the Chinese regime’s “organ harvesting,”.</span></p>

Annual transplant rates run about 25,000 in the United States and 16,000 in Europe. &#8220;Something like 10,000 kidneys are transplanted every year from living donors who are paid sometimes small amounts,&#8221; Bos said, calling the situation &#8220;a kind of medical apartheid.&#8221; &#8220;This goes from the poor to the rich, from underdeveloped to rich countries, from black and coloured people to whites and often from women to men.&#8221;</span></span></p>

<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">The organ trafficking is negotiated by an elaborate network of criminals.<span> </span>For about $150,000, an organ broker connects a buyer and seller to a &#8220;broker-friendly&#8221; U.S. hospital, where surgeons are either complicit in the scheme or willing to turn a blind eye.<span> </span>The organ seller typically gets a few thousand dollars, plus a chance to see a U.S. city.</span></p>

<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">The transplant tourism goes also opposite direction e.g. to China.<span> </span>One example about this global business and tourism is a case, when a New Yorker paid $60,000 to receive a kidney in a South African hospital from a Brazilian who was paid $6,000 for it; an Israeli businessman set up the deal.<span> </span></span></p>

<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;"><strong>The bottom line</strong></span></p>
<p class="MsoNormal">
<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">With organ trafficking one can see inequality at its cruellest form.<span> </span>The main discriminative feature is between wealthy upper-class and the rest of the population.<span> </span><span> </span>The other distinctive line goes between developed rich countries and the rest of the world.</span></p>

<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">Transplantation is a growing problem in rich states because waiting lists are growing far faster than the supply of organs.<span> </span>Adding the trend of changing population-structure in developed countries one can easily estimate that the need of new transplants is growing creating bigger market for illegal organ trade.</span></p>

<p><span style="font-size:13pt;font-family:Sylfaen;color:navy;">Is there anything to stop this trend?<span> </span>Short term I don’t believe so.<span> </span>Future can however change situation when research brings new solutions e.g. through gene, stem cell or material innovations.<span> </span>Even then the problem is who can pay these new treatments. <span> </span></span></p>

<title><![CDATA[Kosovo – Historical Distortions and Current Status]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p><em>The following article was written for the Spring 2009 edition of OneWorld, a semesterly publication at Washington University dealing with issues of social justice and human rights around the globe.</em></p>
<p>On February 17, 2008, the Albanian-dominated autonomous province of Kosovo seceded from Serbia in violation of international law at the encouragement of the United States and many of its Western European allies. More than 50 nations, nearly two dozen of whom are EU members, have extended full recognition to Pristina. The bloodied and much coveted region (often called Serbia&#8217;s Jerusalem) is 88% Albanian, 7% Serbian, and 5% other (mostly Bosniaks, Turks, and Roma). Serbia, for its part, maintains that Kosovo is an integral component of its territory, in view of both history and international law. The Albanians, through a mixture of historical distortion and post-cleansing ethnic demography have suggested that Kosovo is not Serbian, and thus must be recognized as an independent nation (or, as some Albanian nationalist politicians suggest, a part of Greater Albania). Disputed legal status aside, one thing that is clear is that since NATO bombed Belgrade into submission and turned control of Kosovo over to the United Nations, what little authority Serbia had over the long autonomous province was lost. In the years since the transfer of power the status of the Serbs and other non-Albanian minorities living in Kosovo has declined dramatically, even when compared to the already abysmal treatment they were afforded under the Tito regime. Now regarded as independent by many Western nations, Pristina has a free hand to manage its own affairs, or as the case may be neglect them and thereby facilitate the further victimization of ethnic minorities. The situation is thus one which ought to be subject to far greater scrutiny by those concerned with human rights, for it could most charitably be described as tense and ideally suited for an upswing extreme violence. How is it that we have reached this point? And more importantly, how is it that justice and equality may be restored before more churches are bombed and innocent people are made victims?</p>
<p><strong>The History</strong></p>
<p>The exact origins of the Serbs are subject to substantial dispute, though the earliest recognized reference to them was made by geographer Vibius Sequestrus in the 6th century CE. And in his book <u>De Administrando Imperio</u>, the Byzantine Emperor Constantine VII Porphyrogenitus acknowledged the Serbs as having inhabited the Balkans (including among other areas, Raška: a part of modern day Kosovo) since the  mid-seventh century CE, when Emperor Heraclius (reign: 610-640 CE) invited Serbs to settle in the area on the condition that they defend it from foreign aggressors. The only individuals recorded and recognized as having previously inhabited the region were the Illyrians, who were all but destroyed through barbarian attack, with survivors mixing indiscriminately among other ethnic groups in the region. </p>
<p>Some though, chiefly Albanian nationalists seeking to build a historical justification for their expansionist aims, have suggested that they are the direct descendants of the Illyrians. There is however, little support for their claim. Starting with the Croatians in the 16th century with scholars like Vinko Pribojević, there has been a conscious effort in the Balkans to link various ethnic groups positively with the Illyrians for political purposes.  When Bogoslav Šulek definitively proved through linguistic analysis in 1844 that there was no direct link between the Illyrians and any Southern Slavic peoples, Albanian nationalists began to embrace Illyrian identity and construct highly questionable links in historical and linguistic terms to justify their claims. On its face, the Albanian claim falls flat, both because of archaeological gaps, and even more apparently through language.  Of particular note is  the extreme scarcity of Greek or Greek-rooted words in the Albanian language, which should have been abundant based on geography and trade had the Albanians been settled in the area constantly since the time of the Illyrians. Moreover, as Hemp pointed out, Albanian words such as Tomor (Latin Tomarus) are inconsistent with the phonological evolution of the language, suggesting that they were first modified through an intermediate language. The consequence of that would be to imply that the Albanians are not from Albania (much less Greater Albania), and do not have the historic roots many expansionists wish to present as fact. </p>
<p>In the early years of Serb settlement in the Balkans, their territory was, barring the occasional violent revolt, under the control of the Byzantine Empire. In 1183 however, a successful campaign by Grand Prince (of Raška) Stefan Nemanja marked the creation of a truly independent, Byzantine-free Serb state, comprised largely of territory that is presently known as Kosovo. His son continued the consolidation of territory, and by 1217 (two years before the establishment of a Serbian Orthodox Church) Pope Honorius had blessed the coronation of Stefan II (Stefan Prvovenčani) as King of Serbia. Following the papal endorsement, kingdoms across Europe recognized independent Serbia for the first time. Serious challenge to Serbian power in Kosovo was not long off, with the Battle of Kosovo taking place on June 28, 1389.  It was one of the crucial early events that would lay the framework for a dramatic ethnic and religious shift in the now disputed region </p>
<p>The Battle of Kosovo saw the defeat of Serb forces at the hands of an Islamic army raised by Sultan Murad I of the Ottoman Empire, who had been waging many smaller attacks against Serbian lands in the preceding years with much success. Serbian territory in Kosovo was almost wholly seized, and remaining Serbian states fell in just over a century. Less than two decades before the last Serbian outposts fell to sword of Islam, then-Christian-Albania was also annexed by the Ottoman Empire. This is of particular consequence because, starting in the 17th century, Albanians began on large scale to convert to the religion of their conquerors &#8211; an option refused by the vast majority of the Serbs. Accordingly, under the sharia legal code of the Ottoman Empire, the Albanians found themselves with a newly elevated status, for they were now part of the ummah (the Islamic community), and were no longer kuffirs (infidels) subject to dhimmi (second class, a status accorded to certain non-Islamic peoples in dar-al-Islam (nations governed by Islam)) status. Having refused conversion, the Serbs staged a war for independence at the encouragement of an alliance of Christian powers. Like previous efforts, this campaign for liberation failed. With the prospect of Ottoman reprisal against the Serbs who had chosen war over conversion, many fled West to free Christian nations. The Serbians having left en mass, the Vilayet (province) of Kosovo (which includes the portion of Macedonia dominated by Albanians and considered a part of Greater Albania) was resettled by newly Islamic Albanians, permanently altering both the ethnic composition and the prevailing religious ideology of the area.</p>
<p>Albanian nationalism became a major force in the late 19th century, after the Russo-Turkish War, wherein the 1878 Treaty of San Stefano granted recognition to an independent Serbia, included in which was some territory occupied by Islamic Albania. In the subsequent decades as the Ottoman Empire began to collapse,war broke out in the Balkans to redraw the map, and tension between Serbs and Albanians reached new highs, with Kosovo being the focal point. After World War I, Kosovo was recognized as part of The Kingdom of Slovenes, Croats and Serbs (aka the First Yugoslavia), at which time the once ethnically-Serb territory of Kosovo was 75% Albanian, the overwhelming majority of whom were Muslim. They sought union with the independent state of Albania, trying diplomatic and later violent means to recreate the envisioned Greater Albania. After a failed appeal to the League of Nations in 1921, the Kachak movement arose to try and remove Serbians through guerrilla warfare. Success in their efforts would be achieved however only during World War II, when Nazi Germany and Fascist Italy awarded Kosovo to their Albanian ally following the takeover of Yugoslavia. </p>
<p>After the Allied victory in World War II, the Second Yugoslavia was formed, of which Kosovo was a part. Specifically, it was made an autonomous province within the Serbian republic. With the 1974 constitutional reforms, Kosovo became a de facto republic under the manipulation of Tito, the purpose being to ensure a weakened Serbia, which he viewed as necessary for the preservation of the federation, and more importantly his own political power. This was welcomed by Albanians both inside and out of Kosovo, because they saw it as a step towards the rebuilding of Greater Albania. Especially thanks to Serb emigration to other parts of Yugoslavia and an Albanian baby boom, it was evident that the demographics were shifting massively to the advantage of the already dominant Albanian population. With the death of Tito presenting what many considered an opportunity to divide the Federation, violence ensued and during the 1980&#8217;s more than 20,000 Serbs were forced to flee Kosovo for fear of their lives. This particularly brutal period was characterized by figures such as Fadil Hoxha calling for the rape of Serbian women, and instances of terrorism such as the burning of the Serbian Orthodox Patriarchate in Pec, the center of the Serbian Orthodox Church. Under the rotating presidency system that included Kosovo, as well as the increasingly anti-Serbian republics of Croatia and Bosnia, the Serbian government failed to take a strong stand against these abuses, paralyzed by fear and the instability of the federation. </p>
<p>Slobodan Milosevic, sent to pacify the Serbs who were justifiably angry at the lack of action on the part of the Federal government to protect their life and liberty, broke with orders and actually allowed for a redress of grievances. This seemingly simple act brought about the start of a pro-Milosevic movement that eventually facilitated his rise to the forefront of Yugoslavian politics in any atypically democratic fashion. Unfortunately for him, this rise came at the very time Yugoslavia was disintegrating from a spike in ethnic nationalism and violence in the post-Tito era. During the 1990&#8217;s, the Wars of Yugoslav Secession began, wherein republics left Yugoslavia often through aggressive warfare. During this time of national disintegration, anti-Serb, anti-Jewish, and anti-Roma violence by the Albanian majority in Kosovo reached even greater heights, organized primarily through the Bin Laden associated, drug smuggling, organ trafficking terrorist organization known as the Kosovo Liberation Army. Despite labeling the KLA as a terrorist organization, the Clinton administration worked in partnership with them in 1999, when the NATO forces bombed Serbia and forced them to retreat from Kosovo, granting authority to newly established UNMIK (United Nations Mission in Kosovo) and the “freedom fighting” terrorists that had survived the war for independence. </p>
<p><strong>The Present</strong></p>
<p>With Serbians displaced from Kosovo in 1999, the cause for violence ought to have ended. Albanians comprised nearly 90% of Kosovo&#8217;s population and Serbs less than 10%, and ultimate authority was with an international body rather than Serbia or the Federal Yugoslav government. But the end of war brought no peace for the Serbs that remained in Kosovo who, to this day, are victims of undeserved brutality. Examples of this include the 2001 Podujevo bus bombing that killed 12 passengers headed to the graves of loved ones to pay their respects, and the 2003 gun attack in Goraždevac that killed or injured eight Serbs, all between the ages of 10 and 20. In 2004 alone, more than 200 Serbian homes and dozens of Orthodox Churchs were burned to the ground. </p>
<p>Today Kosovo has just three Jewish families, individuals who survived the nearly successful 1999 effort to kill or deport all Jews in the region. Needless to say, those remaining few to not enjoy much security, and make for easy targets in future violent attacks. Roma, who before KLA tyranny numbered 150,000, have shrunk to a meager 22,000. Those still living in Kosovo have virtually no freedom of movement and are under constant threat of violence. Many have taken refuge in the remaining Serb enclaves of Kosovo, and the rest have been herded into displaced persons camps similar to those seen after World War II. Meanwhile, the power vacuum that was created in Kosovo after the war has since been filled by the Wahabists who are pouring billions into the economically weak territory. Thus, even with the Al-Qaeda linked KLA ceasing to be the de facto source of Kosovor power, Islamism has a significant role in Kosovo&#8217;s affairs, and promises to increasingly radicalize this highly explosive piece of land if left untouched.</p>
<p>In view of the Islamist character of Kosovo, where the post-KLA political system is still dominated by the former leadership of the terrorist organization, the future of 100,000  Serbs who have opted to remain in spite of the violence against them, is exceptionally bleak. North Kosovo, where the largest number of Serbs remain, is physically connected to Serbia and thus carries on as though it were beholden to Belgrade instead of Pristina. They are considered the fortunate ones, able to find better paying jobs in the economically less volatile Serbia proper, and more importantly able to flee to safety should violence erupt yet again. More remote Serbian enclaves like Gračanica are surrounded exclusively by Albanian communities , and are continually hemorrhaging territory to the surrounding cities that are expanding to facilitate Albanian population growth. Such Serbs are particularly vulnerable to the abuses of an Albanian government with unchecked authority, as evidenced by a February 17 report in the Irish Times of a Serb man falsely convicted and jailed for a crime so that the government could seize his land. </p>
<p>For the non-radical, non-Islamist Albanian the situation leaves much to be desired as well. Kosovo&#8217;s economy, when compared to Serbia&#8217;s, is downright awful. Per capita GDP is less than €1000, and unemployment exceeds 40%.  Especially with UNMIK downsizing and the removal of foreign forces that spent billions annually in Kosovo, the situation promises to deteriorate even further. Education too is lacking, having post-secondary school attendance rates that are the lowest in Europe. With nearly three-quarters of the world&#8217;s nations not recognizing Kosovo, it creates problems for those interested in venturing outside the country, as their documents may be rejected. And, as the jihadist element of the population grows, the more secular Albanian Muslims may find themselves subject to the same variety of violence often witnessed in Egypt and other unstable Muslim countries, or that which they have previously inflicted on the Serbs. </p>
<p><strong>The Solution</strong></p>
<p>There can be no doubt that the current system, wherein the legal status of Kosovo remains disputed and it attempts to operate independently sans-recognition by the great majority of nations, is unsustainable in the long term. Should this system remain the quality of life, the financial security of the state, the the prospects of long term regional peace would all approach disturbing levels. Any solution then must take into account how to improve the rights of all affected peoples, help ease the ethnic tension that so often results in war, enhance the general quality of life, and be just. Accordingly then, the only viable option is for the international community to withdraw recognition from Kosovo and reunite it with Serbia, this time removing the autonomy that was consistently expanded until the only remaining step was outright independence. </p>
<p>Serbia is often portrayed as equivalent to Nazi Germany in the Western media (despite the fact that they fought with the Allies, while the Albanians openly cooperated with the Axis), based on the exceptionally biased and misleading coverage in the mainstream media that accompanied the two unjustifiable and unlawful wars Clinton launched against it. However, history shows quite the opposite. Many of the alleged Serb war criminals awaiting trial in the Hague (or who died before a verdict was rendered, as was the case with Milosevic) were among the staunchest defenders of Yugoslav unity, and remained committed to the concept until it was abundantly clear that the dissolution of the federation was immanent and war was unavoidable. Indeed, reviewing the historical record, not one of the Wars of Yugoslav Secession was the product of Serbian instigation. Serbs, more than any other peoples, sought to keep the multi-ethnic dream alive. But, at the same time, they showed a great degree of moderation when left to deal with secession efforts on their own (for it must be recalled that those earliest cases were handled by the Yugoslav government, of which Serbia was a small part), as evidenced by the non-violent separation of Montenegro in 2006. Accordingly then, we can expect a Serbian government to better uphold the rights of minority populations and to apply a truly equal legal code (a concept first conceived of and implemented by Serb ruler Dušan in 1354).</p>
<p>Presently, the government in Serbia is left of center, and it is becoming increasingly Western in spite of the anger most Serbs feel over the loss of Kosovo. More than 60% of Serbians support joining the EU, and the government has already signed the Stabilisation and Association Agreement. It may join the EU as early as 2012. Kosovo, given its unclear status and the ability of any EU member to block ascension (including the many who don&#8217;t recognize it), would be ineligible on its own to ever join, and accordingly to enjoy the economic, educational, and travel benefits that come with membership. Even prior to EU membership, Kosovo would stand to gain dramatically, for Serbia boasts a much higher per capita GDP of nearly €8600, and is considered a much more attractive target for foreign investment. Additionally, by holding documents for a globally recognized state, the travel, commercial, and education restrictions that might otherwise apply would be waived. This is something that advantages all Kosovors, regardless of ethnicity or religion.</p>
<p>The transfer of authority over to Serbia would allow for the removal of the dangerous Islamist element that threatens the internal peace of Kosovo, while still allowing peaceful Muslims to practice their faith unmolested. Also, it would ensure that those remaining Orthodox Churches in Kosovo that haven&#8217;t been burned down by Albanian nationalists would be protected. By removing the pronounced religious tension and creating a better quality of life for all of those living in Kosovo, the impending threat of violence would be greatly reduced, and the prospect of war would fade. There would be genuine incentive for cooperation, ensured by the removal of the politician devices previously abused by Albanian nationalists that caused the war in the late 1990&#8217;s. </p>
<p>Finally, the solution I am proposing is consistent with international law in a way the present situation is not. UNSCR 1244, which authorized a UN presence in Kosovo, also re-affirmed the territorial integrity of Serbia, Kosovo included. It further stated that any future decisions regarding Serbia and Kosovo with respect to post-war land and governance would be addressed through negotiation and would rely on a UN framework. When the US pushed for Kosovo&#8217;s independence, it did not seek UN authorization because two of the Security Council permanent members (Russia and China) vowed to veto it. They reasoned that a unilateral declaration of independence would be destabilizing, and that independence could only be sanctioned if it were the product of bilateral agreement. As the existing legal framework was craftily avoided so as not to tar Kosovo with an image of illegitimacy, officially the status of Kosovo remains that it is a part of Serbia, with any details beyond that not firmly decided in the law. So, in keeping with the terms under which Serbia was forced out of Kosovo, the only just outcome is that it be recognized as a party of Serbia, which UNSCR 1244 stipulates it must be. That it should be absorbed fully rather than made autonomous is not a question covered in international law, but is one whose answer is made apparent in view of the problems that have historically arose from its autonomy. </p>
