When I was a young teenager, PBS aired a 9-part documentary on the history of baseball by the legendary Ken Burns, which completely mesmerized me. My Grandma recorded the whole series on VHS for me, and to this day I still have those tapes in my closet. Burns made a few other great documentaries, including ones on the Civil War, World War II, and the history of jazz, and up until recently, the Burns series of documentaries have been the only things I have ever watched on PBS. However, PBS has just started playing a new documentary by James Chressanthis called No Subtitles Necessary, and this lives up to the standard of the Ken Burns films.

No Subtitles Necessary follows the incredible story of legendary cinematographers Laszlo Kovacs and Vilmos Zsigmond, two life-long friends and incredible filmmakers who escaped Hungary together during the Soviet invasion and went on to be perhaps the most important figures in the American New Wave of film in the 60’s and 70’s. Films they worked on include Easy Rider, Paper Moon, What’s Up Doc?, Deliverance, and Say Anything. The pair have an amazing story, and it is told very well in this movie, making me really glad that other people actually donate money to PBS to keep it on the air.

Of course, no post here would be complete without a bit of music, and No Subtitles Necessary delivers on this front as well, with a handful of great songs. Of particular note is the immortal trombonist J.J. Johnson, who’s song “Seven Days to Tahiti” is used during the film as a great mood-setter, playing under some beautiful shots of 1960’s Hollywood. I haven’t listened to J.J. Johnson in years, and was thankful for the reminder of a man who my parents always told me was on the level of Charlie Parker and Miles Davis. Check out the clip below:

Finbarr Cleary of Celtic Forwarding

“Paper drives costs up in terms of additional staff time to manage paper, additional phone/fax/courier expenses to move paper, and additional time delays from having the wrong paper,” said Finbarr Cleary, a director of Celtic Forwarding, “Celtic will help traders to use the paper-free system to cut their costs, as well as passing on the savings we achieve ourselves to our clients.”

“The time to act is now,” continued Cleary, “New EU Customs rules in support of paper-free trade now requires advance electronic notification of exports out of Ireland, and for imports into Ireland from 1st January 2010 and earlier, depending on the first port of landing in the EU.”

The new eCustoms rules are known as:

* ECS (Export Control System) for Pre-Departure Notifications
* ICS (Import Control System) for Pre-Arrival Notifications

The rules shift responsibility for the safety and security of internationally traded goods onto the traders themselves (importers and exporters).

László Kovács: EU Commissioner for Taxation and Customs Union

“Customs today also plays a vital role in the fight against terrorism. However, taking into account the continuously growing global trade, we have to follow a balanced approach between security and trade facilitation,” said László Kovács, the European Union Commissioner responsible for Taxation and Customs. “Reliable traders must benefit from sufficiently far-reaching trade facilitation measures”.

If the trade data is not made available to the appropriate customs authority in a timely manner and in the correct format, then an instruction may be issued to the exporting party not to load the goods for shipment.

By introducing advance electronic notification, the EU wants to encourage the move to paper-free trade which can deliver savings of up to 15% on the total cost of trading across the supply chain, based on calculations on the cost of documentation in international trade by the United Nations, Microsoft and other respected authorities.

Il Commissario Kovacs

La Commissione Europea ha pubblicato delle proposte aventi lo scopo di ridurre l’evasione fiscale all’interno dell’UE, migliorando lo scambio di informazioni fra i relativi stati membri.

Se implementate, le nuove misure impediranno ai membri di invocare le regole di segretezza dell’attività bancaria come motivo affinché sia impedito il rilevamento delle informazioni del cliente.

Tuttavia, l’Austria ha reagito con rabbia alle nuove proposte, sostenendo che si vedrebbe ridotta in modo drastico la competitività delle proprie banche, in favore delle rivali Svizzera e Liechtenstein, entrambe non facenti parte dell’UE.

“Rifiutare il segreto bancario in sé non ha senso. Siamo contrari ad una soluzione unilaterale che danneggerà l’Austria”, ha detto Harald Waiglein, portavoce per il Ministero delle Finanze austriaco.

Le proposte della Commissione contengono misure atte ad incrementare la cooperazione fra le amministrazioni fiscali degli Stati membri per l”identificazione e il recupero delle tasse non pagate.

“Gli effetti della crisi economica e finanziaria la rendono particolarmente attuale”, secondo il Commissario per la Fiscalità e l’Unione Doganale Laszlo Kovacs.

“Non stiamo chiedendo agli stati membri di eliminare il segreto bancario come tale, ma vogliamo eliminarne il potenziale abuso”, ha continuato.

Le disposizioni correnti dell’UE sull’assistenza reciproca fra gli stati membri risalgono alla prima metà degli anni ‘70 e sono ritenute dalla Commissione come qualcosa di molto antiquato per le sfide moderne, in un clima di maggiore mobilità dei capitali. Le nuove misure sono larghe nella portata e si occuperebbero di tutte le tasse tranne quelle già coperte dalla legislazione dell’UE – vale a dire IVA ed imposte di fabbricazione.

Sovranità fiscale

La questione delle tasse è un’area delicata per molti stati membri, che la ritengono un esercizio proprio dei governi nazionali.

La potenziale perdita del diritto dei governi di introdurre tasse più leggere per le aziende è citata nella campagna del partito Libertas per opporsi al Trattato di Lisbona, nonostante nessuna disposizione di questo genere sia prevista nel documento.

La tassazione Ue è attualmente una materia che richiede l’approvazione unanime di tutti i 27 stati membri nel Consiglio dei Ministri.

Se approvata, i governi nazionali dovranno assicurare che le loro banche rispondano alle richieste di informazioni delle autorità fiscali degli altri stati membri.

Kovacs ha sottolineato che, comunque, le nuove direttive non mineranno la sovranità fiscale degli stati membri riguardo ai propri cittadini.

“Questa proposta riguarderebbe il segreto bancario dei residenti in altri stati membri, quindi non avrebbe alcun effetto nei rapporti tra le autorità fiscali austraiche e i cittadini austriaci”, ha detto Kovacs, rispondendo alle domande riguardanti lo stato alpino.

L’Austria fa parte di un trio di paesi, insieme a Lussemburgo e Belgio, dove lo scambio di informazioni bancari con gli altri stati membri dell’UE è limitato.

“Questo riguarda la sovranità degli altri stati membri che vogliono applicare la propria legislazione fiscale ai propri cittadini”, ha detto Kovacs.

Kovacs ha detto anche che si aspetta che le proposte vengano adottate dal consiglio entro la fine dell’anno

Paradisi fiscali

Il Commissario Kovacs ha aggiunto che le direttiva rafforzeranno la mano dell’UE nel rapporto con i paradisi fiscali che non cooperano.

Nel passato, questi paradisi hanno puntato sulla mancanza di una disciplina uniforme all’interno dell’UE al momento di rifiutare di condividere le informazioni.

Un grande scandalo riguardante l’evasione fiscale è esploso in Germania l’anno scorso quando è stata scoperta l’evasione fiscale di un gran numero di cittadini ricchi con conti bancari in Liechtenstein.

La Commissione Europea ha chiesto all’Austria un giro di vite sulla regolamentazione bancaria per rendere più difficile per gli stranieri ricchi il deposito di denaro in forma anonima sui conti della banche austriache.

Il Commissario Europeo per la Fiscalità e l’Unione Doganale Laszlo Kovacs ha effettuato oggi la richiesta anche verso Belgio e Lussemburgo, ma ha aggiunto che i residenti permanenti di questi stati della UE potranno tenere ancora conti segreti.

Kovacs ha detto: “Si può definire il primo passo verso la fine del segreto bancario, ma è ancora poco”.

La Commissione Europea ha proposto due suggerimenti per una migliore cooperazione tra le autorità fiscali nazionali nella lotta all’evasione fiscale:

• una maggiore efficienza delle autorità fiscali nell’esazione dei tributi in modo che non sia più possibile citare il segreto bancario come scusa per rifiutare la cooperazione internazionale.

• una maggiore cooperazione tra le autorità fiscali nell’imposizione di tasse in modo da renderle più simili nei vari stati membri.

Jack Nicholson stars as a disaffected youth who begins hanging out with a biker gang. He fights, drinks, and fucks with them. But when a woman comes between him and his Prez, there’s only one way for an independent man to take care of business. Features a fairly stock and mighty abrupt “existential” ending. Easily one of the top five biker movies ever made. Jack turns in one of his best performances.

El Consejo de Administración del Instituto Europeo de Innovación y Tecnología (EIT) celebró su reunión inaugural en Budapest (Hungría) el pasado 15 de septiembre y nombró Presidente del mismo a Martin Schuurmans, catedrático de física y ex vicepresidente ejecutivo de Philips Research. Además, se eligió a cuatro componentes de un comité ejecutivo.

El EIT, con sede en Budapest, es el eje central en la estrategia de innovación científica de la UE y está dotado con un presupuesto inicial de alrededor de trescientos millones de euros. Su objetivo es promover la excelencia en la innovación europea poniendo en común todo el saber de las universidades, entidades de investigación y empresas.

La reunión arrancó con intervenciones de José Manuel Barroso, Presidente de la Comisión Europea, y Ferenc Gyurcsány, Primer Ministro de Hungría. También se encontraban presentes Ján Figel’, Comisario europeo de Educación, Formación, Cultura y Juventud; Jósef Pálinkás, Presidente de la Academia de las Ciencias de Hungría; Rodi Kratsa-Tsagaropoulou, Vicepresidenta del Parlamento Europeo; Valérie Pécresse, Ministra de Educación Superior e Investigación de Francia y representante en este acto de la Presidencia francesa; y László Kovács, Comisario de Fiscalidad y Unión Aduanera.

Al principio de su discurso, el Sr. Barroso comentó que «el EIT desarrolla las capacidades de las instituciones participantes. [...] Evolucionará a medida que lo hagan las necesidades de la economía y la sociedad. Creará nuevos vínculos y generará nuevas ideas. Apostará por tecnologías y proyectos innovadores. No todas estas apuestas serán fructíferas, pero ese componente de riesgo es esencial para alcanzar el éxito.»

El Sr. Barroso expresó su esperanza de que el EIT se convierta en «un modelo de referencia para la modernización de las organizaciones de investigación en Europa» que anime a los «agentes de la innovación existentes y actualmente desunidos a ir más allá de las redes de colaboración actuales y forjar asociaciones verdaderamente integradas».

«Una cultura de apertura puede fomentar por sí misma la innovación», afirmó. «Europa, al igual que el resto del mundo, se está enfrentando a una ralentización de la economía y a retos nuevos; algunos de ellos muy duros. Podemos convertir estos retos en oportunidades. Pero el único modo [...] es aprovechar las auténticas ventajas competitivas que posee Europa: su extraordinaria base de conocimientos, la excelencia de sus instituciones de educación superior y el espíritu emprendedor de sus ciudadanos.»

El Sr. Barroso cerró su intervención diciendo «ha llegado el momento de que el EIT abra sus puertas de par en par».

El recientemente nombrado Consejo de Administración del EIT, que se compone de dieciocho destacadas personalidades en las esferas de los negocios, la educación superior y la investigación, se reunió para tratar sobre aspectos muy diversos del Instituto, desde su código de conducta a las escalas salariales. El recién elegido Comité Ejecutivo se ocupará de las necesidades diarias para el funcionamiento del EIT, mientras que el Consejo de Administración, un órgano de decisión independiente, ostentará la responsabilidad de determinar la orientación estratégica del EIT y de supervisar y evaluar sus comunidades de conocimiento e innovación (CCI).

Las CCI constituyen la base del EIT. Su concepto es la respuesta a la actual desvinculación entre la educación, la investigación y la empresa en Europa, así como a la insuficiente cultura de innovación y empresa que se percibe en los terrenos de la investigación y la educación superior. Se trata de asociaciones publico-privadas orientadas a la excelencia, y cuyo objetivo es transformar los resultados de las actividades de educación superior e investigación en oportunidades tangibles de innovación comercial.

Habrá CCI en marcha por toda Europa y serán seleccionadas en función de los retos más acuciantes que afronta actualmente la UE. En los próximos meses, el Consejo de Administración seguirá el procedimiento correspondiente para seleccionar las primeras dos o tres CCI, tarea que espera completar antes de enero de 2010.

Previsiblemente, estas primeras asociaciones abordarán los temas del cambio climático, las energías renovables y la próxima generación de tecnologías de la información y las comunicaciones. La selección de las mismas se hará por medio de acuerdos contractuales basados en «criterios de innovación competitivos, transparentes y orientados a la excelencia». Las CCI serán autónomas por lo que respecta a su organización interna, composición, temas prioritarios y métodos de trabajo, y estarán abiertas a admitir nuevos miembros de Europa y el resto del mundo.

El Consejo de Administración del EIT gozará de un alto grado de autonomía. Preguntado sobre la relevancia de esta primera reunión, el profesor Schuurmans declaró: «Creo que nunca he visto a un grupo de personas que reuniera tal sabiduría colectiva en tantos campos relacionados con la innovación [...] Vamos a asegurarnos de que, en los próximos dos o tres años, contemos con al menos dos CCI de éxito, tanto en el plano de la innovación como en el educativo.»

La primera Agenda de Innovación Estratégica del Consejo de Administración, que tendrá una validez de siete años y en la que se expondrán las prioridades a largo plazo del EIT y sus necesidades financieras, será presentada por la Comisión al Consejo y el Parlamento Europeo no más tarde de 2011.

Una de las cualidades más destacables del EIT es el mandato recibido de que las partes interesadas en el sector empresarial, incluidas las PYME, participen de forma activa en todos los aspectos estratégicos, operativos y financieros del Instituto. Las empresas saldrán beneficiadas al disponer de acceso inmediato a las últimas novedades más relevantes en la investigación. A su vez, de ellas se esperará que contribuyan al EIT proporcionando recursos adicionales a las universidades y organizaciones de investigación.

El Sr. Barroso señaló que, al integrar a la empresa en el Instituto y sus CCI, es seguro que el EIT «mantendrá los pies en la tierra».

El Sr. Ján Figel’ declaró: «Lo que hace único al EIT es que aúna la excelencia en la empresa, la investigación y la educación superior a fin de impulsar al máximo las posibles sinergias y la fertilización cruzada con ideas desde todos los lados del “triángulo del conocimiento”. Esto es imprescindible para afrontar con éxito los retos que nos plantea el siglo XXI.»

The namesake of this blog, Andrew, once told me that the band Coldplay “is good at what they do.” At the time, I didn’t grasp the irony of his statement. Now I blush when I recall that conversation. Easy Rider, for what it is, is just about perfect; but that’s a statement void of any irony.

Move over, Sundance Kid

A scene early in the film has Wyatt and Billy acting as drug-dealing middlemen between some Mexican dudes and some “highbrow” customers. That niche that the characters fill embodies not only them, but also Hopper and Fonda as filmmakers at the time: no home, unwelcome anywhere, neither high nor low. The first of many scenes of the two men riding hogs sets the film’s mood: free-ridin’, groovin’ to rock ‘n roll (in this case “Born To Be Wild”), and not so much “breaking” the 180° rule as shattering it. László Kovács’ handheld-feeling cinematography must have been fairly novel, at least for a film that turned out to be somewhat mainstream. The flash-editing had a violent effect, but certainly should be lauded for its apparent originality. Sound in the film was subservient to the soundtract, often with diegetic sound cutting out completely to make way for the music. Most of the first half of the film is outdoors, contributing to the free-as-a-bird feel. As the two men approach their demise, they are found indoor or shrouded more often. Accompanying the outdoor scenes are wide-open shots of very big scenery.

"Gimme the bat, Wyatt!!"

The film did well to portray Wyatt and Billy as embodying something of America itself – in a class of its own, and individualistic and yet welcoming to all. Wyatt’s bike, helmet, and jacket even bear the flag, just as his nickname “Captain America” confirms his identification with the USA. The boys also illustrate the impossibility of their own way of life. It’s not that their dream was a failure, but that the world wasn’t ready for them. That Hopper and Fonda’s film not only was realized but also succeeded is an interesting point in relation to the film’s story.

"Know what? I like you"

Some have no doubt commented on this being an example of the “buddy movie” that feminist film theory has pointed out. The woman who appear in the film could be seen as obligatory and empty, yet the males’ attachment to one another fills the feminine void. Billy and George (Jack Nicholson) become darn-near cuddly by the fire after their initially tense encounter in prison. Though not quite on par with Top Gun’s shamelessly gay volleyball scene, Easy Rider certainly contains what could be seen as some guy-on-guy action. Wyatt and Billy nearly acknowledge as much when, after George’s beating, they visit the whorehouse he told them about and used his credit card. “He would’ve wanted us to,” Billy tells Wyatt, who quietly wonders as to the ethics of what they’re about to do. But of course, nothing happens in the whorehouse, and they leave to go goof off with the girls at Mardi Gras. The following acid-trip scene was painful to watch, not so much because of the drug aspect as Peter Fonda’s very real confession to his dead mother: “I hate you so much…”

It seemed to me that the jump cuts (certainly less than a 30° camera shift) near the film’s end while the boys are riding correspond with their imminent fate. After the deed is done, the camera immediately detaches and floats up into the sky in a way antithetical of the beginning scene of Fellini’s 8½. Finally disconnected from its subjects, the camera flies away, for the first time giving a God’s-eye view of the scenery that was heretofore only seen from the boys’ point-of-view.

Deliveri: las políticas del intercambio, es un proyecto de Unterwegs Theater de Heidelberg, Alemania, en asociación con Alta Tecnología Andina (ATA) de Lima, Perú, el Centro Cultural de España, el Goethe Institut y la Alianza Francesa – Embajada de Francia, y apoyo de la Fundación Wiese.

La Noche Blanca limeña se iniciará en el Parque Salazar de Miraflores con un maratón con el lema “La noche es tuya”. Después se realizará un gran corzo por las distintas vías miraflorinas en homenaje a la papa. Asimismo, habrá proyecciones de videoarte y festival con los grupos Mouse on Mars, música electrónica (Alemania) y El Aire, rock experimental (Perú), a las 12 de la noche en el Óvalo del Cine Pacífico.

So we saw Paper Moon at the Castro yesterday, right. Obviously it’s really good. But i’d forgotten how nice it looked too, so i looked for the DP in the credits: László Kovács.

I had heard of him but i couldn’t remember why. Well, for your Sunday afternoon enjoyment, here are some other films with cinematography by László Kovács. Pretty amazing, dude was all over the place..

Post-script: As comedies go, Harry and Walter Go to New York, is something less than hilarious. But it’s got Elliot Gould (in the 70’s, when he could do no wrong) and, back to our man Kovács, some seriously rich visuals.  Worth it, trust me.

O ex-MNE italiano Franco Frattini substitui Rocco Buttiglione na pasta da Justiça e Assuntos Inter­nos e Andris Piebalgs é o novo Comissário designado da Letónia em substituição de Ingrida Udre, que inici­almente deveria ficar com a pasta da Fiscalidade. Durão Barroso decidiu atribuir-lhe o pelouro da Energia, anteriormente previsto para o húngaro Laszlo Kovacs, que fica agora responsável pela Fiscalidade.

One of the weirder Al Adamson flicks, Hell’s Bloody Devils has one of the largely incomprehensible plots for which Mr. Adamson was known. Apparently this was originally two or three movies that Adamson later spliced together to make one. This explains abrupt costume changes and other high weirdness. The “plot” such as it is involves government agents trying to break up a biker gang called “The New Nazi Party.” Beyond that you’re on your own. This is another one that even your beloved Deacon Blues has trouble making sense of. For Adamson completists only. Cinematography by Laszlo Kovacs.
