<title><![CDATA[Ávore da Natal - Largest Christmas Tree in Europe]]></title>

<p> Following the tradition of the last five years, the largest Christmas Tree in Europe will once again be in Lisbon. </p>
<p>Construction began 19 October on the 44 meter (144 feet) high metal structure on top of the Parque Eduardo VII in Lisbon.  Here, it will be visible from all over the city.   The perspective from its position will make it appear much larger than it already is.    The tree will be covered with 1,625,000 lights. </p>
<p>The Christmas tree (&#8220;Ávore da Natal&#8221; in Portuguese) will be lighted in a celebration on 29 November.  The tree will shine for 17:30 to 1:00 every day until the beginning of January.   Holiday events for the family are planned in the area of the tree throughout the holiday season.</p>

<p>You can get your pastry to-go or find a seat in this blue and white dominated cafe and bite into your pastries accompanied by a glass of latte. The tarts come in plates of 2s or 3s and is eaten with a drizzle of sugar and cinnamon on top.</p>
<p><strong>LOVE</strong> :  How the softness of the egg custard and the crunchy pastry melts in your mouth.</p>
<p><strong>HATE</strong> : The extra inches it puts on your waist.</p>

<title><![CDATA[Russia and the Death penalty]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Russia as a member of the Council of Europe has signed but not ratified the sixth protocol to the European convention on human rights. The Protocol states that no Member state shall impose the death penalty except in the times of war or imminent threat of war. The Russian constitutional court imposed a ten year moratorium which is due to expire very soon. The court does not have the locus to abolish this mode of punishment. Only the Russian Parliament (Duma) can do so.</p>
<p>Most EU members have chosen to sign up to different versions of the convention or charter. Britain is a signatory to the Treaty of Rome and its successor Treaties (Maastricht and Lisbon) but has chosen to opt out of the single currency or ERM.The Czech republic may have ratified the Lisbon Treaty but will not allow German nationals to reclaim property appropriated from them after World War two (that was a condition the Czech President, Klaus gave for signing the document).</p>
<p> Ireland has ratified the same Treaty, but will not allow derogation from the abolition of the death penalty even in the time of war or national emergency. The European Union has become a motley crew of competing interests and agendas. The new President of Europe has his work cut out and I do not envy him a single bit.</p>
<p>The use of the death penalty is quite popular in Russia where crimes and terrorism are high. The means of carrying out the execution is a bullet through the head. Polls show that more than three quarters of the Russian population would want a restitution of the death penalty especially in Chechnya and against the Russian Mafia.</p>
<p>Putin who controls parliament and is the real power behind the throne will never allow the death penalty to be abolished. My hunch is that the death penalty will remain on the statute books although it might never be used again.</p>

<p><strong>Created: 1930s.</strong> This giant parcel of urban forest was created by replanting the formerly barren Monsanto Hills. It is a great place for hiking right in the city–but the fact that it’s also wrapped in highways lessens its appeal as a walking destination.</p>

<p>I have been feeling guilty for neglecting the blog. A confession. I have a few new addictions. One is the game <a href="http://doodlejump.limasky.com/" target="_blank">Doodle Jump</a> and the other is wonderful <a href="http://www.discobelle.net/2009/09/09/joy-orbison-mix/" target="_blank">Joy Orbison mix</a>. The mix is an easier thing to be obsessed with as I can just listen to this on repeat and it does not really affect my life apart from the obvious joy I get streaming into my ears. <a href="http://doodlejump.limasky.com/" target="_blank">Doodle Jump</a> on the other hand has put my life on hold. Like a proper geek, I&#8217;ve quickly become very addicted to this game, playing it all the time, at any given chance.</p>
<p>I thought that I needed to cure this addiction but could not bring myself to delete the application from my phone. I have decided that tonight I will write about Porto and Lisbon.</p>

<p style="text-align:left;">At our first stop, Porto we regrettably had rain every day. Luckily the large number of confectioners meant that we could duck in and out of the rain for more <em>pasteis de nata </em>and quick cups of strong coffee or <em>bica</em>.  And even though chocolate umbrellas can&#8217;t really protect you from the rain, it can with a little imagination make you forget your soaking feet.</p>
<p style="text-align:left;">I found Porto an interesting destination. The city was so old and hilly. The architecture beautiful. We searched for youth, but kept finding old men in flat caps and walking sticks. In a club, we sat in the dancefloor next to a family. Three generations sitting together in a darkened club, illuminated only by the dancing lights from the giant disco ball. The DJ played something generic and other families peered in from the madly decorated bar. It was surreal and wonderful.</p>
<p style="text-align:left;">Our next stop was Lisbon, a city we knew would be very different. It even has its own <a href="http://www.lecoolbooks.com/epages/61782487.sf/en_AU/?ObjectPath=/Shops/61782487/Products/5" target="_blank">Le Cool guidebook</a>. We wouldn&#8217;t find clubs filled with small tots learning how to walk and greying men and women. We&#8217;d find bars that looked like crazy museums lit by  <em>pak choy</em> lampshades.</p>
<p style="text-align:left;">In Lisbon, we missed variety in our diet so we went in search of something different. It led us to near wild goose chases to find the Mozambican restaurant and later a Malaysian-inspired place called Cafe Malacca.</p>

<p style="text-align:left;">We pursued the cool in Barrio Alto and Principe Real but it was in Sintra where we found paradise (as described by Lord Byron) and a paper mache animal park. In Lisbon, the old and new sat together comfortably. Sprayed on tiles didn&#8217;t look out of place next to the originals that are so distinctively Portugese.</p>

<p style="text-align:left;">In Sintra we walked up the massive hill and were rewarded by the calm of the lake where a lone black swan was swimming in circles. The air was so fresh and the forest trees were alight with autumnal colours.</p>

<p style="text-align:left;">On our way to Belem we found the <a href="http://museu.carris.pt/en/news/">Museu Da Carris</a>, a charming little museum dedicated to the trams!  In Belem we had the most delicious tarts in <a href="http://www.pasteisdebelem.pt/" target="_blank">Antiga Confectaria de Belem</a>. Here perfectly baked custard tarts are served with icing sugar and cinnamon. Each bite is perfectly flaky with a soft filling. I regret not taking photos of any tarts. There were so many petite cakes and tarts. I have never eaten so much pastry in my life. And I&#8217;ve also never enjoyed pastry this much.</p>

<p style="text-align:left;">We went to the wonderful <a href="http://mirror.berardocollection.com/" target="_blank">Berardo Museum of Modern and Contemporary Art</a> and happily whiled away a few hours looking at the exhibitions on at the moment.</p>
<p style="text-align:left;">On one of the evenings we met a dapper man. He was so excited about the fact we lived in London that he repeatedly proclaimed &#8220;London is the best <em>country</em> in the world!&#8221;. This we found endearing and very amusing.</p>
<p style="text-align:left;">The main highlight of the trip was when we decided to seek out The Cape Verdean Association (Associação de Cabo-Verde, 8th floor at Avenida Duque de Palmela 2, tel. 21 353 1932). In the business district of Lisbon, in an 80s office block, we entered this grey building and into the lift with two men in suits, clearly on their office lunch breaks.</p>
<p style="text-align:left;">Together we rode up to the eight floor. As we approached the 6th floor, we started hearing music. The men got more and more animated.</p>
<p style="text-align:left;">The lift opened onto the 8th floor into a big dining hall, filled with people, laughing, eating and chatting. There was a band playing Afro-Portugese music and couples danced in the front. I have never felt so much happiness around me. My last memory of Lisbon was this busy hall filled with music, chatter and dance. And I can&#8217;t imagine a nicer way to end a holiday.</p>

<p><strong>Second Life</strong><strong> rolls out Enterprise Beta Product for Corporate Clients</strong></p>
<p>Linden Lab recently announced the creation of their new <a href="http://secondlife.com/whatis/"><span style="color:#000080;"><span style="text-decoration:underline;">Second Life</span></span></a> Enterprise Beta (SLE), a $55,000 hardware appliance that enterprises can have installed into their data centers within about 30 minutes. The product gives corporate clients the look and feel of working within an immersive environment combined with the security and control a standard intranet provides behind a corporate firewall. Since the product is stand alone and completely disconnect from Second Life&#8217;s main grid it provides all of the depth and creativity of working within a Second Life world (or “prim”) without the security concerns; so sensitive information is always protected.</p>
<p>The high price tag (the basic cost doesn&#8217;t include any bells and whistles like customized avatars or corporate branding) may have some CFO&#8217;s scratching their heads; yet with the continued spike in travel expenses plus wasted hours in the air, the ability to host detail-rich conferences between clients and staff from anywhere around the world from a central Enterprise hub has CEO&#8217;s taking a second look at this dynamic, virtual tool.</p>
<p>Conference calls will be replaced by detail-rich, online collaboration where participants can interact via their avatars and use chat or voice to workshare, discuss presentations and team build. SLE comes standard with great features such as Quicktime video streaming, 3 standard collaboration tools and the ability to support 800 concurrent users at any given time.</p>
<p>Companies like <a href="http://www.me-interactive.com/"><span style="color:#000080;"><span style="text-decoration:underline;">me-Interactive</span></span><span style="color:#000080;"><span style="text-decoration:underline;"><sup>TM,</sup></span></span></a> an interactive agency specializing in online development and branding, are working to bring even more customized Enterprise collaborative tools to the standard package. me-Interactive President, Steve Haak, is pleased with SLE&#8217;s dynamic design. “The companies we&#8217;ve been talking with that want SLE are blown away with what we&#8217;re now able to offer. Before the thought of building from scratch in SL was just too much for most of them to consider and it didn&#8217;t always make sense if you weren&#8217;t selling a product that required heavy brand strategy and marketing. Now they can see the use for SLE to help reduce their internal costs by saving time, money and finding out if it can co-exist with their pre-existing Enterprise resources. It&#8217;s also a great stepping stone towards launching brands on Second Life&#8217;s main grid”.<span style="font-size:medium;"><strong></p>

<p>Until now most corporations have had to lock out access to any form of social networking from work but SLE finally gives companies the chance to capitalize on the inherent nature of it&#8217;s employees desire to socialize. Meeting around the “water cooler” will take on new meaning as customized avatars bring employees closer together within SLE&#8217;s common areas while allowing departments to interact on a deeper level. SLE allows for a completely customized experience with virtual offices that mimic real life bringing a company&#8217;s corporate culture to the forefront. These environments become inviting,            micro-cultures where employees truly become a part of company life with diversity and interaction becoming key components.</p>
<p>Companies like <a href="http://betatechnologies.info/category/home/home"><span style="color:#000080;"><span style="text-decoration:underline;">Beta Technologies</span></span></a>, a Gold Solutions Developer of Second Life content, are working with clients to enrich their SLE experiences by providing branded content as well as virtual on-site SLE Assistants that help new users acclimate to the SLE environment, departments schedule social events and staff organize fundraisers.</p>
<p><strong>Alternatives to SLE</strong><strong>&#8217;s Steep Price Tag</strong></p>
<p>On November 6th, 2009, Beta Technologies&#8217; <a href="http://www.betabusinesspark.com/"><span style="color:#000080;"><span style="text-decoration:underline;">Beta Business Park</span></span></a> become the first business-oriented Community Gateway providing a unique community for businesses and the people who own, operate, and work at them. This business-to-people (B2P) community offers a different way to use Second Life for companies that can&#8217;t afford the jump to SLE. B2P provides a coherent territory dedicated to businesses and their clients, allowing easy connections between people, as well as convenient shared costs of common facilities.</p>
<p>Jeff Bush, in Beta&#8217;s New York office, is excited for what both options have to offer. “We understand not every client is an IMB, New Media Consortium or Northrop Grumman so they might not have a budget for the SLE package”. Bush believes that, “..thankfully the Beta Business Park is a great alternative to taking on the entire cost of having your own company Second Life world built from scratch. It also provides an automatic community of like-minded business owners you can learn and draw support from. Second Life is vast, and without the right tools it can be intimidating for new business owners that know there&#8217;s a lot to gain from building community and brand recognition here but don&#8217;t know where to start. We&#8217;re here to make that transition as smooth and painless as possible.”</p>

<p>In the end SLE can save medium and large corporations on a few levels from staff travel expenses to retaining key staff. Just those reasons alone make the initial outlay seem like a small price to pay to keep your organization running more smoothly and effectively.</p>

In spite of the fact that the BBC was desperately trying to play down the shocking anti-democratic gall of this appointment, proposing &#8211; laughably &#8211; that it, and the choice of a &#8220;boring&#8221; Belgian as the so-called EU President, represents the end of the road for EU federalism, the reality remains that, as Michael Portillo said yesterday on This Week to slimy Europhile Chris Huhne, the Eurozone is &#8220;not a democratic space&#8221;. As Portillo went on, it is therefore &#8220;impossible to be anything other than Eurosceptic&#8221; since, I assume he meant, that that half billion people, including 65 million Britons, are being railroaded into some weird form of liberal/socialist paternalistic authoritarianism.</p>
<p>All these appointments, and the increases in central EU powers they embody, will achieve is to increase the frustration felt by literally hundreds of millions of people at what is rightly perceived as a further undermining not only of the sovereignty of nation states, but also of the principle of representative democracy itself. The EU&#8217;s democratic deficit has just grown much larger &#8211; and, therefore, by the same token, has the threat to European peace in terms of social and political stability. Frustration, if left unassuaged, often boils over into fury. An awful lot of people don&#8217;t like power grabs, especially surreptitious socialist ones, which is what this latest shameful episode amounts to. It&#8217;s an insult to our intelligence, not to mention to the memory of hundreds of thousands of British soldiers who died fighting to protect British democracy from a foreign menace.</p>
<p>But, ultimately, to me that&#8217;s all Ashton&#8217;s appointment really represents: a bloody insult &#8211; and a deliberate one at that.</p>

<p>Au 1er janvier 2010, Herman Van Rompuy entrera en fonction en tant que premier président de l’Union européenne. La Britannique Catherine Ashton, elle, a été nommée Haut représentant de l’UE aux Affaires étrangères. Ceci dit, qui Obama pourrait-il appeler en cas de besoin pour joindre l’UE ? Les dirigeants européens ne savent pas très bien… La Maison Blanche, elle, a déclaré que le partenariat avec les Etats-Unis sera renforcé par ces deux nominations.</h3>

<p class="st_first_p with_img">Herman Van Rompuy, inconnu sur la scène européenne il y a un an encore, a été choisi à l’unanimité par les 27 chefs d’Etats ou de gouvernement pour devenir le premier président permanent du Conseil européen, une des deux nouvelles fonctions créées par le Traité de Lisbonne qui entrera en vigueur le 1er décembre prochain.</p>
<p>Il assumera ses nouvelles fonctions à partir du 1er janvier 2010, ouvrant ainsi l’épineuse question de sa succession au Seize rue de la Loi. Avec une présidence stable pour un mandat de deux ans et demi renouvelable une fois, le système actuel de présidence tournante tous les six mois est remplacé. Le Premier ministre quitte le 16 rue de la Loi pour le nº 175, au Juste Lipse, siège du Conseil de l’UE.</p>
<p><em>« L’Europe est une union de valeurs et elle a la responsabilité de jouer un rôle important dans le monde</em> », a déclaré le nouveau président de l’Union. Il a toutefois dit vouloir se contenter, dans sa fonction de président du Conseil, d’un rôle de facilitateur de compromis entre les pays de l’UE. Il a affirmé vouloir rester<em> « discret</em> » et ne pas se répandre en interviews dans les médias.</p>
<p>M. Van Rompuy s’est dit par ailleurs favorable à ce que <em>« l’Union européenne continue à s’élargir pour inclure d’autre pays</em> » dans les années à venir, <em>« à condition qu’ils remplissent les critères</em> » demandés. Une manière de répondre à ceux qui l’accusent d’être un opposant à l’entrée de la Turquie dans l’UE.<!--more--></p>
<h4 class="st_intertitre">Une femme vice-présidente de la Commission</h4>
<p>La Britannique Catherine Ashton a été désignée Haut représentant de l’UE aux Affaires étrangères. Elle va prendre la succession de l’Espagnol Javier Solana, mais avec un portefeuille aux pouvoirs nettement élargis. Elle sera en même temps vice-présidente de la Commission européenne.</p>
<p>En la désignant en début de soirée chef de la diplomatie, les huit chefs de gouvernement socialistes ont levé le dernier obstacle majeur : l’obstination de Gordon Brown à maintenir sur la table la candidature de Tony Blair à la présidence du Conseil européen. L’adhésion du Premier ministre britannique a ouvert la voie royale à Herman Van Rompuy pour le poste de Conseil européen, soutenu par le duo Merkel-Sarkozy.</p>
<p>La baronne Catherine Ashton de Upholland, actuelle commissaire européenne au Commerce – elle y a remplacé il y a un an son compatriote Peter Mandelson –, est tout sauf un grand format diplomatique. Cette spécialiste des questions d’éducation de 53 ans n’a d’expérience ni diplomatique ni à un quelconque haut poste politique, en dehors des 12 derniers mois où elle n’a pas beaucoup fait parler d’elle.</p>
<p>Mais elle a été nommée par la grâce de qualités de circonstance : le poste devait revenir à un socialiste, puisque celui de président doit échoir à un dirigeant de centre-droit ; elle répond au souhait, largement médiatisé ces deniers jours, qu’une femme figure dans le top des fonctions européennes ; et enfin, elle est britannique, ce qui permettra à Gordon Brown de revenir à Londres en ayant arraché une victoire pour son pays.</p>
<p>C’est donc un trio Barroso – Van Rompuy – Ashton qui représentera l’Union européenne pendant les deux années et demi à venir. La Belgique aura de quoi pavoiser. Mais il faut bien constater que l’UE a adjoint au premier, deux parfaits inconnus dans le monde, sans aucun passé diplomatique, pour incarner l’Europe sur la scène internationale.</p>

<p style="text-align:justify;">Don’t have a clue what we are being asked to vote on in the upcoming referendum on the <a href="///topics/Lisbon+Treaty">Lisbon Treaty</a> on June 12th? Join the rest of the country. The treaty comprises 270 pages of complex legal language &#8211; it’s not light reading even for those of us paid to study it. But don’t worry, help is at hand. <a href="///topics/Jessie+Magee">Jessie Magee</a> breaks down the treaty into a ten point summary, so you can make up your mind without having to enlist a lawyer.</p>
<p style="text-align:justify;">Confusing. Unintelligible. Impenetrable. This is the general reaction of anyone who has read or attempted to read the Lisbon Treaty, from politicians to pundits to ordinary people trying to find the facts. The treaty amends the contents of several existing <a href="///topics/European+Union">EU</a> treaties in a document running to hundreds of pages of legal articles, protocols, declarations and annexes.</p>
<p style="text-align:justify;">Those in favour of a ‘Yes’ vote argue that complexity is unavoidable when a treaty needs to set out the rules governing relations between 27 sovereign member states.</p>
<p style="text-align:justify;">Those opposed to the treaty claim it is deliberately unclear, and that we should not be asked to vote on something we cannot understand.</p>
<p style="text-align:justify;">Both sides agree that the Lisbon Treaty preserves the main substance of the EU constitution, rejected by French and Dutch voters in 2005. Both sides also agree that some reform of EU structures is necessary, to facilitate the continuing expansion of the union and streamline its decision-making processes. The question is whether the Lisbon Treaty, signed by EU leaders last December and due to come into effect in 2009, represents the best path to reform.</p>
<p style="text-align:justify;"><a href="///topics/Ireland">Ireland</a> is the only country in the EU to hold a referendum on the treaty, as required by our constitution. Every other member state can ratify the treaty by a vote in their national parliament. As such, we hold responsibility for supporting or rejecting the treaty on behalf of about 490 million Europeans who do not have the option to vote.</p>
<p style="text-align:justify;">Below are some of the main changes that will come about if the Lisbon Treaty is approved by the people of Ireland. Whether they are positive, negative, necessary, significant or otherwise is up to you to decide.</p>
<p style="text-align:justify;"><strong>1. Top jobs</strong></p>
<p style="text-align:justify;">A politician will be chosen to be president of the European Council for two and a half years, replacing the current system where presidency is rotated between member states every six months. Another post to be created will be the EU High Representative for Foreign and Security Policy, combining the current roles of EU foreign policy chief <a href="///topics/Javier+Solana">Javier Solana</a> and external affairs commissioner <a href="///topics/Benita+Ferrero-Waldner">Benita Ferrero-Waldner</a>.</p>
<p style="text-align:justify;"><strong>2. Charter of Fundamental Rights</strong></p>
<p style="text-align:justify;">The Lisbon Treaty makes the EU Charter of Fundamental Rights a legally-binding document. The charter lists the human rights recognized by the European Union.</p>
<p style="text-align:justify;"><strong>3. Citizens’ initiative</strong></p>
<p style="text-align:justify;">Under the Lisbon Treaty, the commission is obliged to consider any proposal signed by at least one million citizens from a number of member states.</p>
<p style="text-align:justify;"><strong>4. National parliaments to get ‘yellow card’ facility</strong></p>
<p style="text-align:justify;">All proposals for EU legislation will have to be sent to national parliaments, who will then have eight weeks to offer a ‘reasoned opinion’ on whether they believe the proposal respects the principle of subsidiarity (this is the principle by which decisions should as far as possible be made at local or national level). If enough national parliaments object to a proposal, the commission can decide to maintain, amend or withdraw it.</p>
<p style="text-align:justify;"><strong>5. Smaller commission </strong></p>
<p style="text-align:justify;">The <a href="///topics/European+Commission">European Commission</a> is the EU’s executive arm; it puts forward legislation and ensures that EU policies</p>
<p style="text-align:justify;">are correctly implemented. Since 2004, it has been made up of 27 commissioners, one from each member state. Under the new treaty, the commission will be reduced to 18 members from 2014, with membership rotating every five years. This means that only two-thirds of member states will have their own commissioner at any one time, and each country will lose its commissioner for five years at a time.</p>
<p style="text-align:justify;"><strong>6. <a href="///topics/European+Parliament">European Parliament</a> to get greater powers but reduced numbers</strong></p>
<p style="text-align:justify;">Currently, the European Parliament has joint lawmaking power with the Council of Ministers over about 75% of legislative areas. If the Lisbon Treaty enters into force, co-decision will be extended to virtually all areas of EU policy.</p>
<p style="text-align:justify;">The European Parliament comprises 785 MEPs from across the union; under the treaty, this will be permanently reduced to 751. The number of Irish MEPs will drop from 13 to 12.</p>
<p style="text-align:justify;"><strong>7. New areas of EU competence</strong></p>
<p style="text-align:justify;">The Lisbon Treaty will set out those areas over which the EU has exclusive competence, shared competence with member states, or supporting competence. The treaty gives the EU no new areas of exclusive competence; however, it establishes joint competence in the areas of space and energy. It also gives the EU the role of supporting competence in several new fields including health, education, tourism, energy and sport.</p>
<p style="text-align:justify;"><strong>8. Redistribution of voting weights between member states</strong></p>
<p style="text-align:justify;">Within those areas to be decided by qualified majority voting, the current rules require the support of a little over 72% of member states for a law to be passed. Under the new system due to come into effect from 2014, a vote can be passed if it is backed by 55% of member states, and secondly, if these countries represent 65% of the EU’s population. It can also be passed if less than four countries oppose it. The changes mean</p>
<p style="text-align:justify;">that it will be easier to pass legislation, and more difficult to block it. Countries with smaller populations will have less chance of blocking legislation.</p>
<p style="text-align:justify;"><strong>9. Shift from unanimity to majority voting</strong></p>
<p style="text-align:justify;">The Lisbon Treaty will see an increase in the number of policy areas to be decided by a majority vote at the council, rather than by unanimity. Qualified majority voting will become the norm; however, there are some notable exceptions that will still require unanimous decisions, including taxation and defence.</p>
<p style="text-align:justify;">One area where the unanimity veto will give way to qualified majority voting is Justice and Home Affairs, covering issues such as asylum, immigration, criminal law, border controls and police cooperation. Ireland has the power to opt out of this area on a case-by-case basis.</p>
<p style="text-align:justify;"><strong>10. Changes to common security and defence policy</strong></p>
<p style="text-align:justify;">The Lisbon Treaty provides for the progressive framing of a common defence policy for the European Union, which will nonetheless respect the neutrality of member states like Ireland. It also allows the European Council to change decision making from unanimity to majority voting in a number of areas, excluding military and defence. However such changes will themselves require unanimous decisions.</p>
<p style="text-align:justify;">The treaty extends the range of peacekeeping and humanitarian missions for which the union may draw on member states to include disarmament operations, military advice and assistance and post-conflict stabilization.</p>
