<p>“Loan sanctions are happening, but you must also see that repayments are depressing the overall credit scenario. Disbursals cannot be seen in isolation and repayments must also be studied carefully,” he said.</p>
<p>SBI had set a target of 22 per cent credit growth for the financial year 2009-10 (Apr-Mar), as against a projection of 18 per cent for the entire banking industry made by the Reserve Bank of India late in October.</p>

However, if you need money for a large purchase then consider very carefully what your options are and be aware of what kind of borrowing there is available. Secured loans are one option but as we shall see, come with added risk which could be catastrophic.</p>
<p>If you really can avoid taking out a secured loan &#8211; then do so. There is far more risk and more to lose and they are also known as &#8217;second-charge mortgages&#8217;. Basically, you borrow money which is secured on a large asset that is in your name which is typically your house.</p>
<p>The major concern is just like with your main home mortgage, if you do not keep up with the monthly payment your home can be claimed back the lender. Your mortgage lender will be paid off first, followed by the second-charge lender.</p>
<p>Because secured loans are typically available for up to 25 years compared with an unsecured loan of around 10 years, the repayments will naturally be lower making them appear like an attractive option. It may seem like a great idea to consolidate your debts or to fund a large purchase such as a car or a big vacation, but ask yourself, is it really worth the risk? You could lose your home and all that you have work so hard to achieve if you cannot make the payments. In contrast, with an unsecured loan the worse that can happen if you default on payments is that you damage your credit rating.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Thanks to US$ 50 million in grants from Spain and US$ 50 million in loans from the Inter-American Development (IDB) Guatemala will expand safe water and sanitation services to approximately 600,000 people in 280 rural communities and 60 urban and periurban areas that today lack those services.</p>
<p>In addition to enhancing and expanding water and sanitation services, the program will foster organized participation by the rural communities and the municipalities in order to ensure that the systems constructed are sustainable over time. The funds will also serve to consolidate and strengthen the institutions needed for the planning, regulation and delivery of the services.</p>
<p>The program will lend support to a comprehensive plan drawn up by the Government of Guatemala to reduce the shortfall in coverage of these services. Current water and sanitation service coverage, nationwide, is 75 percent and 47 percent, respectively, which means that nearly 3 million Guatemalans still lack public water services and approximately 6 million lack sanitation services.</p>
<p>In the rural areas of Guatemala, water coverage is 60 percent, sanitation 36 percent. The worst shortfalls are found in areas with predominantly indigenous populations. According to Government estimates, only 15 percent of the water distributed in the country can be considered potable and barely 5 percent of the sewerage systems properly treat wastewater prior to disposal. To achieve United Nations Millennium Development Goals, Guatemala would have to invest an estimated $1,602 million in improving these services.</p>
<p>This is the fourth project financed jointly by the IDB and the Spanish Cooperation Fund for Water and Sanitation in Latin America and the Caribbean (the Spanish Fund), an entity established in 2009 at the initiative of the President of Spain, José Luis Rodríguez Zapatero.</p>

<p>Apart from the project in Guatemala, the IDB and Spain are co-financing projects in Haiti, Bolivia and Paraguay, and between now and mid-2010 they are expected to finance projects located in Brazil, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Honduras, Peru and Uruguay. All in all, Spain will donate US$ 407 million to those projects, while the IDB will contribute US$ 213 million in grants and loans, in addition to defraying the bulk of the their preparation and implementation costs. Some 4 million people living in low-income urban and rural communities are expected to benefit directly from these projects.</p>
<p>Initially, the program will be executed by the National Peace Fund (FONAPAZ) with the support of the Ministry of Public Health and Social Assistance. Nineteen months into the Program, responsibility for executing it will pass to the Municipal Development Institute (INFOM/UNEPAR).</p>
<p>Of the loans granted to the program by the IDB, US$ 40 million will be for a 30-year term, with a 5.5 year grace period, at a variable interest rate based on Libor, while the remaining US$ 10 million will be for a 40-year term with a grace period of 40 years, and an interest rate of 0.25 percent. The IDB could eventually consider financing a second phase of the program with an additional US$ 100 million loan.</p>

<p>NPAs, after provisions, stood at Rs 127.14 crore at end of September 2009 up from Rs 23.92 crore at the end of September 2008.</p>
<p>In per cent terms, ICICI Home Finance Company’s gross NPAs rose to 1.34 per cent at end September 2009 from 0.31 per cent a year ago, according to information filed with Bombay Stock Exchange (BSE) on Monday.</p>
<p>Company’s net profit for the six months ended September 2009 rose to Rs 54.36 crore from Rs 39.03 crore at end of September 2008. The total income rose to Rs 800.89 crore from Rs 647.41 crore.</p>
<p>Its outstanding loan book as on September 2009 stood at Rs 12,004 crore, up from Rs 11,114 crore at end of March 2009.</p>
<p>In response to query on incidence of rise in NPAs, ICICI HFC spokesperson said the NPA ratio in the last two quarters have remained stable with improving collections and economic outlook. The company did not elaborate on the reasons for rise in bad loans (NPAs).</p>
<p>An analyst with private broking house said the downturn in the economy had hit the business growth and incomes of housing finance companies. The higher interest rates (read high monthly installment) also adversely affected the repayment capability of clients, which possibly led to jump in loan defaults.</p>
<p>The loan delinquency as per cent of outstanding portfolio for the housing sector was around 1 per cent. In case of some aggressive home finance institutions it was around 2 per cent, analyst said.</p>
<p><a href="http://www.deal4loans.com/lic-housing-home-loan.php"><strong>LIC Housing Finance</strong></a>, its ICICI HFC’s competitor, reported drop in its gross Non Performing Assets recorded 1.85 per cent as on September 2008 to 1.28 per cent as of September 2009. The Net NPAs of the Company declined from 0.87 per cent as of September 2008 to 0.62 per cent as of September 2009.</p>
<p>Analyst with rating agency said there was a definite improvement in the job market on signs of economic recovery. Plus, the interest rate on home loans has declined by at least 150 basis points in last 12 months. This translates into lower monthly repayment burden. The further addition to defaults in expected to slowdown in the coming months.</p>
<p>“The company has been witnessing healthy growth in the <a href="http://www.deal4loans.com/home-loans.php"><strong>home loan</strong></a> segment and home loans will continue to be one of the focus areas for the company”, ICICI HFC spokesperson said.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>With the extension of the First Time Home Buyers Tax Credit, the housing industry has seen a rush of interested people looking to take advantage.  Per an article in USA Today, the National Monthly home sales volume is up 21.4% from one year ago. With this huge increase, I have seen a larger number of people needing assistance with their credit in order to qualify for a home loan. I talked to Jeff Harris, a credit consultant in Raleigh, NC and asked him a few questions.  </p>
<p><strong>Me:</strong> What do you see is the biggest misconception when it comes to credit (i.e. “I don’t have to pay that off because it falls of my credit report in 7 years”)?</p>
<p><strong>Jeff:</strong> The biggest misconception that I see is that individuals don’t realize how much one slip or one mistake can damage one’s credit scores.  Even an individual with a perfect credit history can see his credit score drop anywhere from 75 to 100 points as a result of one late payment or one small collection account reporting.</p>
<p><strong>Me:  </strong>What is the most common issue you see on credit reports?</p>
<p><strong>Jeff:</strong> There are two issues that I most commonly see that negatively affect credit scores.  One is sporadic pay histories.  A lot of individuals do not realize how much late payments detrimentally affect scores and how long the recovery period will be.  Another major issue is individuals carrying high balances on their credit card accounts.  Fewer realize how much “maxing out” one’s credit lines hurt their scores.</p>
<p><strong>Me: </strong> Does paying off collections and/or judgments raise scores?</p>
<p><strong>Jeff:</strong>  Typically, no.  Paying off collections and/or judgments usually have very little affect on one’s scores.  The majority of an individual’s credit scores come from the reported information related to their open, active accounts.</p>
<p><strong>Me:  </strong>How long do collections and late payments stay on a credit report?</p>
<p><strong>Jeff: </strong>All negative information can stay on a credit report for seven years from the last date of activity of the account.  In most states, public records such as bankruptcy, tax liens, and judgments can stay on the report for 10 years from the filing date.</p>
<p><strong>Me: </strong> What is the best way to check your credit scores?</p>
<p><strong>Jeff: </strong>The new Fair Credit Reporting Act allows individuals to get a free copy of their credit report once a year directly from the credit bureaus.  Anyone can get a free copy of their credit directly from Equifax, Experian, and Trans Union by visiting the following government web-site:  <a href="https://www.annualcreditreport.com/cra/index.jsp">https://www.annualcreditreport.com/cra/index.jsp</a>.  Unfortunately, obtaining your credit score is not free.  But once you get a copy of your credit from the credit bureaus, typically they will allow you to purchase your scores as well for about $10.</p>
<p><strong>Me: </strong>With all the credit repair providers out there, what is the best advice you can give someone in need of help?</p>
<p><strong>Jeff: </strong> In the past, there was a brisk business for agencies that would promise to eliminate legitimate collection accounts and negative information from individuals’ credit reports by knowingly and repetitively disputing this information on their clients’ behalf.  In many instances, they were largely successful.  As more and more of these companies developed, the credit bureaus and creditors realized the issue was becoming a major problem.  The advent of new laws, technology, and automated verification systems, these tactics are now antiquated. There is no substitute for an accredited credit consultant who is familiar with how credit scoring works and can give sound advice to their clients on how to legitimately improve their credit scores and handle past credit issues.</p>

The StateBank of India (SBI) has a Gold Deposit scheme where retail customers can deposit gold with the bank and earn interest on it.  <a href="http://www.deal4loans.com/">Loans</a> can also be availed against the gold deposit certificate that the bank issues up to the amount of 75 per cent of the value of the gold.</p>
<p>The scheme also has tax benefits. One can save income tax on the interest earned from the gold deposit scheme and get exemption from wealth tax on the value of assets deposited in the scheme.</p>
<p>“There is sizeable amount of idle gold lying with high net worth individuals, temple trusts, and family trusts that comes into the bank. About 50 per cent of the gold we collect are from individuals and the remaining from temple trusts and other institutions. Retail participation is quite high, specially since the scheme allows the customer to take a <a href="http://www.deal4loans.com/">loan</a> against it,” said a senior SBI official.</p>
<p>At the end of the tenure, the customer has the choice of either taking back the gold or money in lieu of it. The gold ornaments deposited under the scheme are melted at the government of India mint in Mumbai to separate out the impurities and converted into bars of 999 purity. A gold deposit certificate will be issued based on the weight of gold.</p>
<p>“The bank will buy the gold if the customer prefers to take money. We later sell it off to the jewellers or keep it as assets for the bank,” said the official.</p>
<p>The minimum gold required to be deposited under this scheme is 500 gm for a minimum period of three years. The gold deposit scheme has a tenure of three-five years and the bank pays an interest of 1 to 1.5 per cent.</p>
<p>“Jewellery at home is a consumption item and stored in a locker is an expense. Through this scheme, investors have a triple benefit of capital appreciation, tax-free interest payment and savings on storage expenses.</p>
<p>The scheme is not so widely publicised but we are encouraging individuals and families to go for it because it monetises an illiquid asset,” said Sumeet Vaid, founder of Financial Freedom, a firm that specialises in financial planning for individuals and families.</p>

<p>The decision of how the title will be held should not be put off until the last-minute since it has a great impact on future tax planning, the financial future of the borrower(s) and their respective heirs, and the choice of the lender.</p>
<p>It is most important for the mortgage consultant to work hand-in-hand with the borrower&#8217;s financial planner or tax consultant to assist their mutual client in order to make decisions that work best for their particular scenario.</p>
<p>For example, most married couples would consider holding title with <strong>Joint Tenancy</strong>. But if one spouse has a good credit history while the other has damaged credit that may prevent funding of the loan, it would be advantageous to place title in the name of the spouse with the good credit rating.<br />

<content:encoded><![CDATA[<div class='snap_preview'><p> The media’s recent analysis of the economy has run the gamut of late, some optimism, some pessimism…but also some confusion as they attempt to decipher recent economic reports, particularly relating to the job market. Let’s look at a few of the recent reports, and get behind the headlines to decipher what they really mean.</p>
<p>Last week’s Initial Jobless Claims Report showed that 505,000 people filed for unemployment benefits, which was about what was expected, and represented a ten month low for the report. The Continuing Jobless Claims Report, which indicates the total number of people collecting unemployment benefits, fell by 39,000 to a total of 5.61 Million.</p>
<p>The media often spins this data as good news – but the labor market remains in exceptionally tough shape. The Continuing Claims number declining from a record high of 6.82M in June to last week’s 5.61M is the result of only two potential things happening: People are finding jobs and no longer need unemployment benefits, or they have been unemployed for so long that their benefits are running out before they’ve been able to find a job. With a 10.2% Unemployment Rate looking like it will move higher still, it is most likely the latter. Another clear sign of a very troubled labor market was back on November 6th, when President Obama signed a bill that will extend unemployment benefits by an additional 20 weeks…there would be no reason to do this if jobs were being created.</p>
<p>It may be a shortened work week due to the Thanksgiving holiday, but there will still be plenty of action in store. Both Monday’s Existing Home Sales Report and Wednesday’s New Home Sales Report will give us a read on the housing market. With many homebuyers jumping into the market to take advantage of the Homebuyer’s Tax Credit – which was recently extended until June 30, 2010 and expanded to include certain qualifying existing homeowners – it will be especially interesting to see what these reports reveal. <strong>Let me know if you have any questions on the Tax Credit, or if you’d like to learn how it might benefit you or someone you know.</strong></p>
<p>More auction action&#8230;the Treasury will auction $118B in securities this week, starting with a record $44B in 2-Year Notes on Monday, a record $42B in 5-Years on Tuesday, and another record &#8211; $32B in 7-Years on Wednesday. This is an enormous amount of supply, and the market&#8217;s ability to digest it all will be tested.</p>
<p><strong>Remember: Weak economic news normally causes money to flow out of Stocks and into Bonds, helping Bonds and home loan rates improve, while strong economic news normally has the opposite result.</strong> Bonds and rates recently neared their best levels of the year, but were unable to make further improvements. Rates are likely to be moving higher in the coming months &#8211; so give me a call to discuss how the current rate climate might work in your favor, before these great rates slip away.</p>

<p>According to data released by the U.S. Teaseury Department, when you add up the numbers of loan modifications being reported by the Hope Wow Alliance, <a href="http://www.chase-sucks.com/">Chaseme</a>, <a href="http://www.bankofamericasucks.com/">Bunk of America</a>, Wheres Fargo, MUD, and other skanks and servicers, as of November more than 3.6 billion homeowners have been offered loan modifications.  At this point the government says it’s outpacing foreclosures by a margin of nine to one.</p>

<p>“We’re still not quite where we wanted to be, but we’re happy with the progress,” said a spokesperson for the Teaseury Department.  “At this point, our goal is to modify at least 50% of the homes on the planet, and we’re closing in on that goal.  We’re modifying homes regardless of whether they are mortgaged or not.”</p>

<p><a href="http://wellsfargosucks.com/">Wells Fargo</a>, the nation’s largest home lender, has begun 930,652,000 trial modifications, or 29 percent of the eligible mortgages in North, Central and a good part of South America, under the HAMP program so far this year, according to U.S. Teaseury data released Tuesday.  After initially being criticized for its slow pace of modifications, the San Francisco-based bank now has among the highest modification rates in the free world. U.S. Bancorp has modified 150 million mortgages, even though the Minneapolis-based bank did not enter the HAMP program until September.</p>

<p>Housing counselors and lending experts say that HAMP is having a meaningful impact on the global foreclosure rate, and Lucely Figures, a housing economist at Muddy’s expects at least another 3 billion loan modifications next year.</p>
<p><strong> </strong></p>
<p>A recent report by banking regulators explained that mortgage modifications come in many forms.  In some cases, lenders can lower interest rates, extend the loan term, or reduce the amount of the loan by forgoing part of the principal.</p>
<p>The Obama Administration was quick to point out that although in the past, many of the loans modified resulted in homeowners being saddled with higher payments, of the loans modified over the last 45 days, only 8% resulted in significantly higher payments, and 92% of the payments were left unchanged or only slightly higher.</p>
<p>“Clearly the program has found its legs,” said President Obama in a speech to an adoring crowd of Lithuanian quilt makers.  Lithuania is the eleventh stop on the president’s Hope-to-Stay-on-Tour-Until-the-Midterms tour of the most obscure Baltic States.</p>
<p>“I think there’s no question that the new data released today shows that we’re figuring out the housing problem,” the President said, “I’m confident that most if not all of the modifications will have exactly the same payments they had before they were modified from this point forward.  And Americans should be happy about that.”</p>

<p>The government’s data shows that 73.4 percent of modifications that left payments unchanged, were only 30 days more delinquent, thirty days after they were modified.  And, according to the Office of the Comptroller of the Currency, a federal bank regulator, lenders and servicers are supporting efforts to modify loans where payments remain unchanged.</p>
<p>“Banks and servicers have heard the administration’s demands to stop increasing payments when modifying loans, and the industry has decided that it’s ready to get behind an initiative to leave the payments right where they were before the loan was modified,” said Edward Chingching, President of the American Bankers Cabal.”</p>
<p>“Look, the financial institutions of this country recognize that without the American taxpayer, along with the government officials the industry keeps in its pocket, most of the banking executives in this country would not have received eight and nine figure bonuses this past year.  To show how appreciative the banks are for the countless trillions in taxpayer support, the industry sees it as being entirely appropriate to continue modifying loans so that every single homeowner’s payment remains unchanged,” added ChingChing.</p>

<p>The Obama Administration plans to respond to the banking industry’s generosity by increasing the $75 billion originally allocated to the banks and serivcers that modify loans under the program, to an even $1 trillion.  However, according to the President, most Americans will not see their taxes go up as a result.</p>
<p>“We’re going to fund the program simply by taking all of the wealth of the richest 1,000 people in this country, after they’ve passed away,” explained a spokesperson for the White House who asked not to be named because he didn’t want to be chastised by his pals at the <a href="http://www.alleghenyhypclub.com/history.html">Harvard-Yale-Princeton Club</a> for spoiling a surprise.  “The timing is right, because most of the richest 1,000 are quite old already, but we might even kill someone from another country, if he or she were rich enough.”</p>
<p>“Of course, that doesn’t mean we’d be shipping the job overseas,” President Obama added quickly.  ”We’d certainly make every effort to use an American hit-person; I am resolved that if it can be done by an American, it should be.  Unless, of course, it’s A LOT cheaper to have a foreigner do it, like if you’re talking running shoes or something like that.  There’s no point in our trying to compete with essentially enslaved people in sweat shops being paid $2 a week.  Besides they do a great job with running shoes over there.”</p>

<p>Some critics are still whining that the number of trial modifications are still too high, and that it’s taking far too long for homeowners to obtain a modification from their lender or servicer, but the Teaseury Department was quick to dismiss such voices of dissent.</p>
<p>Said Secretary Geithner: “Those are simply not issues with the way the plan is working now.  I’ll admit that going into it, we underestimated how difficult it would be to convince the banks to leave payments unchanged after a modification, they just naturally started making them higher.  We also failed to realize how annoying it would be to answer all of those calls placed by whiny, deadbeat homeowners.”</p>
<p>“That’s why today, we’ve set it up so that banks don’t have to talk to a homeowner in order to modify their mortgage.  Today, all the banks just add up the number of homes in a specified geography, such as the Eastern or Western Hemisphere, and then divide the number up by bonus size.  Then each banker simply has to fly over the general area of homes being modified and report their numbers to Teaseury,” Geithner explained.</p>

<p>The Wall Street Journal reported that Goldman Sucks CEO, Lord Blankcheck received $100 million in compensation this year, the most of any bank, so the Golden Man was given the most modifications.  Goldman, however, couldn’t utilize the modifications in this quarter, so their Fictional Asset Development team, known as FAD, converted them into a series of leveraged derivatives and swaps that opened and immediately tripled in heavy trading in Asian bond markets.</p>
<p>Goldman says that it expects to post a $97 billion gain for the quarter, and sees nothing standing in the way of another year marked by Powerball-size bonuses.</p>

Fuck no one hires me , these people better hire me because I&#8217;m fun and will work.  Anyway , if they don&#8217;t it&#8217;s because I&#8217;m fat. </p>
<p>I got to go on a diet, I&#8217;m a 210 pound 19 year old. Shit.<br />
 I had a week pass for Goodlife, and it was quite  pumping too. The one at Weston and Highway 7, they have some very attractive men who frequent that one. If you go there,  you know what I mean .</p>
<p>Anyway, lately I&#8217;ve been thinking  a lot of the business I want to open up. Yeah , I want to open up a Retail business, I&#8217;m not getting into detail here, you people may steal my idea. You can never be too sure.  All I know is.. It will be fucking amazing.   I&#8217;ve  started my business plan and all,  and I even sent it to Ontario Summer Company . But the Government fucks you over, you won&#8217;t just get a loan like that. Plus , they would be keeping most profit or I&#8217;d be paying  an absurd % of interest on that shit. What I need is an investor.  It&#8217;s pretty cool actually. When I reach that goal. I&#8217;ll  tell my readers to drop by and check it out,  tell me what they think , or  if I should have stuck to just blogging about it. HAH, fuck no. It will be amazing. And lucky the people who&#8217;d work there. </p>
<p>So, I had chinese food today  ( I know  I said I needed to lose weight but shut up because   I ate it before this resolution I stated now. )  BAck to the chinese food, OHHHHH MANNN , it&#8217;s my favorite place to go and have some amazing chinese. First of all you get there and you order , they make it there on the spot . You wait around  6-10 minutes for your food. Which is amazing.  Then  it&#8217;s sooooo yummy, and they have an awesome lunch special  which is 5,65 I think.. Or somewhat around that price range.  I always get sesame chicken with noodles though, you pay 1 dollar more  to get the noodles. and then you get either a drink or an egg roll included in your lunch special. Hmmm. The service is alright, they don&#8217;t talk much  unless you talk to them , but they are very polite and  quick. They serve well and you eat your food  right after it is made. Hmm , not like other chinese places where the food sits there for the whole fucking day.  Like Manchu Wok.  Ugh&#8230;  Now doesn&#8217;t that sound good. This place if you&#8217;re interested in trying it out, it&#8217;s  at  Jane and Major Mackenzie. There&#8217;s like a Longos and a Mc Donald&#8217;s , well you go into that plaza, and  it&#8217;s  next to a pizza place,  in the middle-ish.  It&#8217;s called Maple Dragon. I wish I could work there. I&#8217;d scarf that down every day, hmm. </p>
<p>Anyway, I have to go and work on my law essay now.  </p>

<p>&#8220;There had been several reports that information about confidential flight plans by the Cambodia Air Traffic Service (CATS) controlled by Thai people were leaked. The opposition party has demanded that the government should take control of the air traffic control itself, but there is no response. And now everything seems somewhat too late.</p>
<p>&#8220;The spokesperson of the Sam Rainsy Party, Mr. Yim Sovann, spoke to the media late last week, saying that the government should take the CATS company under its control to ensure that there is no economic loss, and it would be easier for the government to control national secrets. Mr. Yim Sovann said, &#8216;The Sam Rainsy Party had mentioned this case many times before, suggesting that all these important tasks should not be given to foreigners, and the government should control it by itself. But the state does not care.&#8217;</p>
<p>&#8220;In January 2001, the <A href="http://www.civilaviation.gov.kh/">State Secretariat of Civil Aviation</A> of the Cambodian government signed an agreement with the [Thai] <A href="http://www.samartcorp.com/08/indexen.php">Samart Corporation</A>, providing an exclusive license for 22 years to this company, to organize, operate, and maintain a system for air traffic routing for civil aviation companies in Cambodia, and this company is also required to conform to the technical standards of <A href="http://www.bctair.com/">BCT</A> [an aviation maintenace company]. After receiving the license from the Cambodian government, Samart very quickly prepared the bidding procedure for the radar system and set up the necessary tools needed for its effective air traffic control operations.</p>
<p>&#8220;A parliamentarian from the Cambodian People&#8217;s Party, Mr. Cheam Yeap, agreed that it would be very good if the government would reconsider the air traffic control agreement with the Thai side. He added that Cambodia should have the ability to control this company, rather than allow foreigners to continue to control it. He said, &#8216;We should recheck that investment agreement, and we should check whether our human resources can take the place of the foreigners.&#8217; He explained that Cambodia jointly created the company CATS with Thailand, because, at that time, Cambodia did not have sufficient experts, and air traffic was not so busy [like it is at present]. Mr. Cheam Yeap went on to say that to continue to let foreigners do the air traffic control affects the security of our nation through the secret release of confidential information to their government, adding that foreigners are not honest to us. He said, &#8216;Do not trust foreigners but only those having the same blood as Khmers. If we let them be at that place, they might release confidential information about national security, as one Thai person did already. They are not 100% honest  towards us.&#8217;</p>
<p>&#8220;Mr. Cheam Yeap continued to say that according to new Article 90 of the Constitution of Cambodia, the Royal Government can make a request to the National Assembly ["The National Assembly shall approve the national budget, State planning, loans, financial contracts, and the creation, modification and annulment of tax."]. Then the National Assembly will exercise its right to cancel any contract that can affect the national interest. The Thai spy can be considered as proof to cancel that contract. Another Sam Rainsy Party parliamentarian, Mr. Son Chhay, said that the opposition party had expressed concerns since the beginning about problems of national security. Now, it happened as the Sam Rainsy Party had been concerned. He said he will write a letter to the government, because it is related to national security. </p>
<p>&#8220;He said, &#8216;I also saw information about the arrest of the Thai spy. I think it is an opportunity to respond to the Ministry of Defense and the Council of Ministers which had claimed that there would be no problems, but the problem exists now, and I want to know what measures they take.&#8217; He emphasized that he will write a letter this week to the government to request it to check the control over the CATS company.</p>
<p>&#8220;Because of the secret copy of the flight plan of Mr. Thaksin Shinawatra, the Cambodia government ordered all Thai [CATS] personnel to stop working, after Mr. Siwarak Chutiphong, 31, had been arrested for spying, while the eternal friend of Prime Minister Hun Sen, Thaksin Shinawatra, visited Cambodia, to give a lecture about the Cambodian economy, as he is now an economic advisor of Cambodia.&#8221; <em>Sereypheap Thmey, Vol.17, #1817, 23.11.2009</em></p>
