An indignant crowd with yellow passes gathered outside Bella Centre, demanding access. Non-governmental organisation (NGO) pass-holders have entirely been denied entry, in what Avaaz campaigner Ricken Patel considers an attempt to “push global civil society out of the talks”. This drastic action came several hours after the UN Security Staff and UNFCCC Secretariat decided to deactivate all Avaaz organisation accreditations last night, due to individuals under Avaaz taking part in unauthorised demonstrations over the past week and a half.

This is a far cry from what was declared to be an ‘open and transparent’ process, with civil society participation. When asked about the barring of NGOs, a member of security who declined to be named, said “security incidences have left us with no choice”.

Shangrila Wynn from Nepal calls the negotiations and the invitation to civil society a “sham”, as it is “turning out to be a close door (one) – (UNFCCC) shouldn’t have agreed to accreditation from the start. I’m mad that they allowed me to come here in first place… creating the illusion that it’s a participatory process where our voices can be heard”.

The UNFCCC welcomes civil society participation, as indicated on their website (http://unfccc.int/parties_and_observers/ngo/items/3667.php), and has a write-up on Guidelines for the participation of representatives of non-governmental organisations at meetings of the bodies of the United Nations Framework Convention on Climate Change.

NGO participation is recognised by the UNFCCC as allowing for “vital experience, expertise, information and perspectives from civil society to be brought into the process to generate new insights and approaches. Furthermore, the access and participation of observers to the process promotes transparency in this increasingly complex universal problem. Such participation flourishes in an atmosphere of mutual trust which acknowledges respect for others and their opinions, and takes into account the nature of intergovernmental sessions.”

Members of NGOs are expected to abide by the guidelines, and inconsistent behaviour would lead to expulsion of the relevant NGOs.

Yet, many feel that having everyone pay the price for the actions of an individual or a group of individuals, is unfair.

On a side note, isn’t this the Annex 1 and 2 dichotomy played out? Is this what the UNFCCC Secretariat really wants?

Fry’s and Safeway planned to lock out ALL hourly employees (union and non-union) before the scheduled strike planned for midnight on Friday, November 13 2009.

A lockout may happen for several reasons. When only part of a trade union votes to strike, the purpose of a lockout is to put pressure on a union by reducing the number of members who are able to work. For example, if the anticipated strike severely hampers work of non-striking workers, the employer may declare a lockout until the workers end the strike.

Another case in which an employer may impose a lockout is to avoid slowdowns or intermittent work-stoppages.

Other times, particularly in the United States, a lockout occurs when union membership rejects the company’s final offer at negotiations and offers to return to work under the same conditions of employment as existed under the now-expired contract. In such a case, the lockout is designed to pressure the workers into accepting the terms of the company’s last offer.

Less than 36 hours and counting for workers at Fry’s and Safeway
supermarkets in Arizona to reach agreement on a new contract.

The United Food and Commercial Workers Union Local 99 has called a strike by its estimated 25,000 members for 6 p.m. Friday* if no agreement is reached. The main sticking point is health care costs.

Fry’s spokeswoman JoEllen Lynn said Wednesday that the latest offer includes medical care with no co-premium for current employees and that new hires** “would pay premiums of $5, $10 or $15 per week, depending on if they’re single, single with children or a family.”

Lynn said Fry’s is offering a 50-cents an hour raise for some employees,
along with bonus gift cards worth up to $500 and an extra $7 million in
contributions to the pension fund.

“This offer on the table has no — zero — co-premiums whatsoever,” Lynn said. “The company will pay the associates’ co-premiums.”

The union workers have authorized a strike, although some marched outside union headquarters Tuesday, pressing for another vote. A strike preparation meeting was held in Phoenix Wednesday night.

Fry’s and Safeway decided this week to stick together, saying that if the union goes on strike against only one chain, the other will lock out its union workers.*** Both have been hiring replacement workers in case of a strike.
The union said its workers are “fighting for their health care.”

Union spokeswoman Ellen Anreder said, “When you see your friends and
your neighbors — the people who serve you in the area supermarkets — holding a
picket sign — please shop anywhere, but not Fry’s or Safeway.”

The last grocery strike — against two subsidiaries of Fry’s and Safeway in California in 2003 — lasted 20 weeks.

*Correction: At 6 pm on Friday, Frys and Safeway planned to lock out ALL their employees. Union and non-union employees.
** New hires, who are almost always hired as part-time employees, would be earning minimum wage. After paying insurance premiums, co-pays, and the balance of their medical care, a new hire would earn approximately $6500.00 a year.

This stay-at-home mom of two has had more adventure today than in weeks.

The Lizard- While meeting with a friend in our den this morning a little green lizard scurried across the floor. I am not the best with critters of that sort, so my futile efforts to “Get Him” were unproductive. He was quick, which just fueled the flames of my freaking-outed-ness. With my friend now sitting Indian Style on the couch, we settled to have an uninvited guests at our meeting. Every now and then we would check his whereabouts. It went on as long as I could stand and then trying to talk myself into a brave maneuver, I approached the third wheel with an empty plastic cup, (yeah, the big kind my husband likes to dink from..). I squealed, he ran and we have yet to see one another again.

But the lizard was nothing compared to what was ahead.

Now only out of complete necessity would I even consider going to Wal-Mart with both kids in the pouring rain. The bare shelves in both the fridge and pantry as well as the pitiful excuse for a lunch I packed for my preschooler today screamed it was necessity. The trip inside the store went well, it was outside the store where we had our trouble. My rainy day procedure was in place, the kids first then the groceries. Can you feel it, do you know where I am going with this? As I put my little one in her seat she grabbed my keys, so in an effort to appease her fussing  while I loaded the groceries I let her play with them. DON”T DO THAT! I had that thought. As I loaded the sopin’ wet groceries into the back, I had a 2nd thought, don’t shut the hatch until you open another door. Ignored that one too. So, yep, I shut the hatch and in doing so successful locked myself and my son out of the car with my daughter and the keys in it. Did I mention it was pouring down rain!

The Lockout- So 2 fire trucks and 5 firefighters later my drenched son and I were reunited with our dry, but pretty upset, daughter/sister and the keys, which in her upset-ed-ness had been tossed. A five-minute frantic search found them, but it just lengthened the time I was before these fellas looking oh, so intelligent! I am sure they were thinking something along the lines of, “this stay-at-home mom need to say at home.” Apologetic and grateful, I sent my rescuers away with a promise of brownies to come. And then finally we headed home.

As I walked through Wellington Square I noticed it was decisively louder and a lot more crowded than my usual Sunday strolls. I lined up to use a toilet and a passing group of oiled up, shirtless men were kind enough to inform me the reason for the crowds was the 2009 Parklife festival.

Lost in a sea of muddled sounds I found Busy P playing some new and interesting songs. Busy P talked in between and during tracks, which is a massive pet hate of mine, however I can always make an exception for Busy P and the girls flashing their bare breasts for his camera didn’t seem to mind much either.

As with any outdoor event the best sound for each act can require a bit of moving about. Anyone expecting the sound to be awesome wherever they decide to stand needs a reality check. I wandered through the crowd to find a better position and all hell started to break loose. Fences came crashing down, crushing the tired people who were sheltering from the surprising heat. Stampedes of men, old enough to know better, had just jumped the fence and were doing their best to avoid being grabbed by lumbering security guards. I’m ok with fence jumpers, when they’re kids, because they could be underage, too poor, just experimenting or don’t know any better. Adults should know better, and they definitely should not lash out and start punching female security guards once they are caught

Bored of the violence I turned my attention back to the stage, which had become inhabited by MSTRKFT. They played vigorous dance tracks with their trademark DAR NAR NAR NAR riff over the top. The crowd responded at first but when a set is played continuously, at the same level, for a long period of time it stops from being energetic and just becomes dull.

Luckily sets were being kept short and Crystal Castles came out before too much of the crowd was lost. Alice did her thing of screaming into the microphone, which was thoroughly entertaining until someone ran on stage kicking out some leads. The leads happened to be connected to some vital equipment, which killed the music for a few moments. Those moments turned out to be a few too many for the face chewing mob I happened to be surrounded by. In a manner of seconds it all turned weird. A smaller one was knocked to the ground and the larger, more dominant males bent down and started to tear the flesh from his body in a vein attempt to harvest the remainder of the drugs that were still pumping through his limp lifeless body. I felt disgusted by their cannibalistic behaviour but at the same time I respected them for their obviously strong belief in recycling. The music came back on and order was restored, but apparently the damage done was irreversible so we were treated to a 5-minute noise extravaganza as Alice smashed apart a drum kit and threw its pieces into the press photography area.

Erol Alkan was rolled onto the stage and Parklife was lifted to another level. The craziest, heaviest sounds you’ve never heard came tearing through the speakers. Erol kept playing with the crowd using massive build-ups and then dropping the music back with fat, speaker destroying bass. It was impossible not to dance. We were treated to the brand spanking new Boys Noize song Kontact Me (It’s the one that goes “come with me… do you remember?), as well as Waves and Death Suite, the songs co-created with Erol. Erol’s remix of the Yeah Yeah Yeahs Zero went down really well but the highlight of his set was a live reworking of his Justice Waters of Nazereth remix, and if you thought that song was heavy before, this new version sounded like a tank being driven at full speed into a munitions factory.

Tiga closed the Air stage and he opened with his brand new remix of Miike Snow Black & Blue (you can download that song legally here for free). It was always going to be difficult coming on after Erol, however Tiga was helped by being better known to the majority of the crowd. Tiga tore into a set full of acid house and banging techno, which would have fairly quickly scared off anyone who was expecting to hear a mix of the quirky electro pop that Tiga generally fills his albums with.

As the clock struck 10pm Fat Cat was released to tuck us all into bed. With Perth now regularly enforcing 12am lockouts on Sunday nights there was never any real hope for Parklife acts to make an appearance at the after-parties scattered across town. I would love someone to attempt to explain the logic behind trying to force thousands of people to exit the city at the same time from a city that has almost non-existent public transport. Maybe we should organise 10 000 people to try and enter Parliament House 5 minutes before closing time and see if that helps knock some reality into a government that is clearly out of touch with lives of the youth of today.

Selon moi si peu de joueurs russes dans la  LNH confirme que la KHL commencent à faire beaucoup de mal à la LNH.

Si la relève n’est pas là pour remplacer les imminents retraités que sont les Alexei Kovalev, Sergei Gonchar, Nikolai Khabibulin, Vyacheslav Kozlov, Viktor Kozlov et Evgeny Nabokov il y a de fortes chances que les joueurs russes dans la LNH tombent sous le chiffres 20 d’ici deux à trois ans.

“Help! My landlord has given me 48 hours to leave my apartment and I have no place to go!”

Unfortunately, this was a real life plea I received just the other day.

The man on the phone told me that he’d had a dispute with his landlord (who occupied the bottom floor of a two-story dwelling) that the tenant and his pregnant wife and baby had rented the upper floor.

“Is that legal”, he wondered?

No, it is not legal.  Not under Oklahoma law.

In order for a landlord to evict someone, they must file a Forcible Entry and Detainer action with the Small Claims court. That means that must get a court order. And although that is an abbreviated process, it’s going to take more than 48 hours. They cannot just summarily throw you out, or lock you out. If they do, they’re liable for big punitive damages. Nor can they try to “smoke you out” by cutting off the electricity or other utilities.

Bottom line: hold your ground. They cannot throw you out or take any other action to force you out without a court order.

This strike started on (of all days) Labour Day, and it’s already getting ugly!

Workers are striking based on an offer Safeway made to increase wages by 14% over three years and asking employees to increase their work week by three hours (for full time staff).

Safeway has a history of bad blood with their AB unions, including a strike that lasted for months across the province about a decade ago.

Safeway dispute escalates

Safeway is seeking an injunction to stop striking workers from blocking trucks at the company’s Edmonton distribution centre.

“We aren’t letting vehicles in.

“They locked us out, so we are locking them out,” said Travis Ozechowski, 24, a UFCW Local 401 member on the picket line near 143 Street and Yellowhead Trail yesterday.

“This will definitely hurt them. We shouldn’t make this easy for (Safeway).”

About 350 unionized workers from the distribution centre, frozen food warehouse and Lucerne ice-cream plant began to strike yesterday, after strike and lockout notices were served.

By today, Safeway expects to get an injunction to resume traffic in and out of its facilities.

At least seven Safeway trucks were backed up onto Yellowhead Trail for most of the day yesterday.

“Blocking any entrances or exits is an illegal picket line activity,” said Safeway spokesman Betty Kellsey.

She wouldn’t say if the blockade would ultimately result in empty shelves at Safeway stores.

Ozechowski, who has worked at the warehouse for more than three years, said workers were planning to block 78 trucks set to arrive at the distribution centre last night.

More than 70% of workers voted against the grocer’s offer to increase pay by about 14% over three years.

“Safeway is saying it’s tough economic times, but it’s not tough times for Safeway,” said union president Doug O’Halloran.

Hourly wages at the affected workplaces range from $14.41 to $20.41.

The union is also opposed to Safeway wanting workers to log a 40-hour work week, instead of the current 37-hour work week, he said.

Union members are calling for a boycott of Safeway to support the striking workers.

“Canadians are sympathetic to Canadian workers,” O’Halloran said.

About 90 replacement workers, who will make $18.41 an hour, have been hired so far and are being trained.

They are expected to begin work in a few days, Kellsey said.

For now, non-union management staff from across the province are on the job.

SBJ last week did a cover story on the upcoming CBA negotiations for the four major sports, each whose contract expires in a different quarter in 2011, making 2010 a big year for negotiations. Less linked to the big four, but still worth watching, MLS enters what could become a ground changing CBA negotiation this winter.

The story gave a high-level background on each league’s situation and some overarching issues. First, don’t expect anything to get done easily or any earlier than after the league’s complete their next full season. Early indications are the NFL will lead in rhetoric – but big talk does not buy you anything. Football is the most interesting, and likely to be most watched labor talks since they have new leaders on both sides in DeMaurice Smith and Roger Goodell, the owners already declined to renew the current deal setting up a potential uncapped 2010 season, and NFL players have the shortest careers and non-guaranteed contracts. Though, as Peter King pointed out recently, the uncapped year carries many additional stipulations that actually benefit the owners.

Putting aside sport specific issues, expect a few macro-level concepts to emerge. Financial transparency is a major issue as more owners publicly proclaim losses, and commissioners claim few teams achieve profitability. Players expect to see proof if they are expected to make concessions to benefit leagues. Less critical to the negotiations, fans should expect to see proof as to why their teams slash payroll and never put a winning team on the field in certain markets. David Stern openly stated the NBA would be as transparent as needed, while the NFL is the antithesis, saying players have no need to see the books. Given that manipulating financial books and lack of transparency contributed to the current financial crisis, and federal government has made a move to increase filings by public companies, it makes sense for sports to follow that path – unless you have something to hide.

Hockey may have the most to lose. It already teeters on the brink of obscurity, but it finally picked up some momentum recently with the Winter Classic, a great playoff, and two emerging young superstars. With off ice ownership problems permeating multiple franchises, another strike could obliterate the sport domestically. Further, as the lowest paid players of the four sports, its players can least afford a stoppage. It may be painful, it may be the last move in Bettman’s marred tenure, but both sides need it to happen.

Another overarching theme that should pervade is convergence among the deal structures within each league, perhaps other than the NFL since its revenue skews more towards national than local. Collective bargaining in sports is a mature process and both sides now have many years of data and experience to pull from. Each league sees what works and doesn’t work in their own league and in other leagues. That said, expect to see more parity develop between leagues. The NFL and MLB will discuss draft salary slotting, a concept the NBA perfected, the NBA and NFL may implement revenue sharing closer to what MLB does, while MLB will revisit the salary cap, which the other three leagues all use differently. Never will all four converge, but they may start to look and smell similar, with different percentage allocations and small concessions depending on the leverage in each situation.

Though unlikely, it’s always intriguing to see if any unions will decertify and challenge the league’s anti-trust exemption. That would cause some fireworks and be the equivalent of going all-in in poker.

« La classe travailleur et la classe dirigeante n’ont rien en commun. » Ainsi commence le préambule du Syndicat industriel des travailleurs et travailleuses (SITT – IWW). Pour la preuve de ceci, il ne faut pas regarder loin. Ici à Sherbrooke, une rôtisserie locale est en lock-out depuis l’année dernière. Et ce, sans « aucune explication pour des travailleurs qui, pour certains, comptent 42 ans, 33 ans et 30 ans de loyaux services!» déclare M. Lacharité, du conseil central de la CSN en Estrie.

Le 19 juillet 2008, avant même que les employéEs entament des moyens de pression, les proprios de la Rôtisserie Au Roi du Coq-Rôti mettaient les 45 travailleurs et travailleuses en lock-out et depuis, refusent toute négociation. Cette situation est le résultat de plusieurs années de lutte entre les employéEs les plus anciens et anciennes et le « power trip » des patrons de cette rôtisserie. Quelles sont les demandes des travailleurs et des travailleuses? Obtenir le respect et la reconnaissance de leur travail en augmentant le salaire horaire moyen de 24¢. Pendant ce temps, un mouvement de solidarité se construit dans le quartier contre des restaurateurs qui souhaitent évidemment casser le syndicat et soumettre les travailleurs et les travailleuses.

Histoire d’une rôtisserie

Dans les années 60s, la rôtisserie s’installe dans le centre-ville de Sherbrooke et elle devient très vite l’une des plus importantes au Québec… et une vraie institution sociale pour la région. Le propriétaire quitte le business et ses deux fils en héritent. Ils deviennent donc, sans le moindre effort (contrairement aux employéEs), propriétaires d’une rôtisserie qui roule sur sa réputation. Inutile de dire qu’ils sont plusieurs fois millionnaires. Voyant venir les frères Alain et Réjean Perrault avec leur attitude de confrontation, les employéEs n’hésitèrent pas un instant et décidèrent de s’organiser. En 2001, ils et elles ont voté à 98% en faveur de la syndicalisation en s’affiliant à la CSN. Les nouveaux patrons l’ont mal pris…

Les conditions de travail

Le problème à la rôtisserie vient clairement des propriétaires: le comptoir n’a jamais été rénové depuis sa création; au risque des livreurs, la mécanique des véhicules de livraison est mal en point; certainEs employéEs y travaillent depuis plus de 40 ans au salaire minimum. Le plus frustrant pour ces exploitéEs est que ceux qui vivent comme des rois grâce à eux et elles les traitent ouvertement comme des moins que rien. Ils n’écoutent jamais ce qu’ils et elles ont à leurs dire et refusent obstinément toutes leurs demandes, aussi modestes soient-elles. En voyant qu’un travailleur syndiqué était mort d’une crise cardiaque (avant le lock-out), l’un des deux proprios s’est exclamé “T’as vu? Un problème de moins!” Bref, l’atmosphère de travail est invivable quand le patron rôde.

Ce que les patrons oublient, c’est que le succès de l’entreprise s’est fait entièrement grâce au travail des employéEs: la qualité du service, des produits et de la gestion. La propriété des Perrault leur permet de s’ingérer dans un travail qu’ils ne vivent pas au quotidien, mais dont ils mangent les fruits. C’est pourquoi la population locale du quartier est bel et bien du côté ouvrier dans cette lutte. Cette solidarité se retrouve au sein du syndicat. Malgré la tentative récente de licenciement des livreurs (qui faisaient environ 3000 livraisons par semaine) le syndicat ne montre pas de signes d’affaiblissement. Nous les souhaitons bon courage!

We Love Ministry of Sound will be occurring this Foundation Day long weekend but the Western Australian government is trying it’s best to ruin the event. Firstly the opening hours were shortened, causing the organisers to bring the event forward to fit in all of the acts. Now the organisers are being forced again to change the event. Metro city will be shut at 2am and will have a midnight lockout; Capitol will shut at 2am and have a 1am lockout. I won’t be surprised if when you get to the venue to find the doors locked already as the WA government has started enforcing a night time curfew on our state starting when Fat Cat says it’s time to go to bed. Will this be the end of touring festivals being organised in Perth over long weekends? If anyone has ideas of how we can stop something like this again please make your selves heard.

Besides this bullshit everyone should be super excited about what’s sure to be an awesome festival.

253 employés du Journal de Montréal sont en lock-out depuis la fin janvier. Deux mois et demi, c’est long, et j’ai voulu voir, hier après-midi, si l’enthousiasme syndical était toujours palpable rue Frontenac. Petite incursion dans le quotidien de ces travailleurs en repos forcé.

Sur Frontenac, un tracé de drapeaux comme celui-ci délimite plus ou moins les lignes d’un piquetage auquel s’adonnaient hier une trentaine de personnes. Les gens marchent en placotant, sans scander de slogan, certains d’un pas cabotin ou un peu nonchalant, d’autres avec une résignation à la limite de la tension.

« On s’est acheté un beau jouet! » me lance un manifestant de cette dernière catégorie, en référence à ma Mark II. “Ahha, oui… ” ris-je, jaune. Ish, ça se peut-tu que je me sente comme une élève de sixième année qui se fait narguer par un secondaire 5?

Heureusement, s’ensuit une discussion un peu plus conviviale où il me suggère de passer visiter la salle de rédaction de leur journal web, www.ruefrontenac.com. “T’as juste à monter les marches, moi je peux pas y aller, il me reste encore une heure à faire”, me précise-t-il, pancarte à la main. En réalisant que le piquetage est obligatoire et régit par un horaire précis, je comprends mieux la démarche légèrement machinale du cortège.

- Et c’est où?

-  Juste là.

Et là je repense à un proverbe turc que j’ai appris cette semaine et qui dit:

“Je vais pas faire ma maison derrière sa maison”.

En tous cas côté logistique de piquetage c’est bien vu.

Arrivée près de l’immeuble, je croise un homme qui en sort, et lui demande où se trouvent les locaux de Rue Frontenac. Jovial, il me répond: ” C’est tout en haut des escaliers, il faut monter les marches, il y en a 38!”

38 marches plus haut, je peux effectivement supposer que je suis au bon endroit.

Je rencontre Isabelle Gauthier, archiviste. Elle me fait visiter les modestes installations du journal web.

- Vous diriez que c’est combien de fois plus petit que la salle de rédaction du journal de Montréal?

- Mhhh… Une quinzaine? Mais il y a moins de monde, parce que les gens vont faire du piquetage, ou d’autres envoient leurs choses de la maison vu que c’est pour le web… Il y a aussi des photographes qui peuvent pas participer parce que leur matériel appartenait à l’employeur, même leur auto était en partie payée par le journal et là c’est dur de repartir à neuf…

Je fais aussi connaissance, dans une salle adjacente, de André Trahan, statisticien. C’est lui qui met à jour les scores des parties sportives, avouant travailler avec des moyens quelque peu réduits par rapport à ses outils habituels. 

Je m’entretiens aussi brièvement avec Richard Bousquet, le rédacteur en chef. Il m’explique que le site www.ruefrontenac.coma été mis en ligne le jour même où le lock-out a été déclaré, principalement dans le but de servir de tribune pour couvrir le conflit. Pour lui, les journalistes restent objectifs dans la façon d’en parler mais c’est plutôt dans le choix des événements décrits qu’ils prennent position. Il me confirme que ce journal parallèle s’avère aussi une façon pour ses instigateurs de garder le moral en continuant d’exercer leurs métiers.

En attendant que le conflit se règle, promis, je suis les recommandations du Syndicat des travailleurs de l’information du Journal de Montréal:

• de ne plus lire le Journal de Montréal;
• de ne plus acheter le Journal de Montréal;
• d’annuler votre abonnement au Journal;
• de ne plus acheter de petites annonces, ni aucune autre publicité, y compris dans la section nécrologique;
• de ne pas accorder d’entrevue au Journal, au 24 heures et à Canoë;
• de demander aux représentantes et aux représentants du Journal, de Canoë ou du 24 heures de sortir de la salle lors d’une conférence de presse;
• de refuser d’accorder des entrevues aux « chroniqueurs » qui animent aussi des émissions de télévision ou de radio;
• de ne pas inviter à une assemblée, à une conférence ou autre une « personnalité » qui participe à la production du Journal de Montréal;
• de diffuser largement ces consignes.

Cet article a été écrit il y a un peu moins d’un mois, mais il est toujours d’actualité (malgré le silence entourant le lock-out pour le moment). D’autant plus que Jeff Jarvis, que je cite dans ce texte, a lancé une idée plutôt intéressante sur le sujet: ouvrir les portes des médias aux pigistes, étudiants et autres afin de combler les manques dans l’information en organisant toute une structure ou chacun choisirait son assignation. Si cela comporte son lot de risque (est-ce du cheap labor, du journalisme à rabais?), cela correspond bien à la crise de l’information (trop de nouvelles, pas assez d’effectif et de moyens financiers) et ce, sans avoir recours à la convergence. Qu’en pensez-vous?

Productivité ou danger? : Lock-out au Journal de Montréal

Après la saga des chroniqueurs vedettes – qui partira et qui restera – le conflit du Journal de Montréal semble s’écarter du problème central invoqué par sa direction : sommes-nous toujours en face d’une restructuration du journalisme en fonction des nouveaux médias ou d’une simple excuse pour gagner les faveurs de l’opinion publique? Puisque l’opinion publique, elle en a besoin pour réduire les salaires d’employés qui sont certes parmis les mieux payés de l’industrie, mais aussi des syndiqués qui tenaient ces conditions de travail comme acquises. Reste à savoir si la qualité de l’information sera bel et bien la seule victime de ce conflit.

Dans son message adressé aux lecteurs du Journal de Montréal (Édition du 26 janvier 2009), Pierre Karl Péladeau fait état des nombreuses difficultés financières de différents médias importants (New York Times, USA Today, etc.) qu’il présente comme le signal d’alarme de ce qui attend le Québec dans les prochaines années. Cependant, le modèle de «nouveau journalisme» qu’il propose, intégrant encore plus la convergence des différentes branches de Quebecor Media, semble s’éloigner un peu trop de ce qu’Internet offre de particulier aux lecteurs de demain.

Convergence et Internet

Il est important de rappeler que lorsque Quebecor Media, alors propriétaire de TQS, a fait l’acquisition de TVA en 2001, le Conseil de la radiodiffusion et des télécommunications canadiennes (CRTC) a alors inclus, dans sa décision, la nécessité de vendre TQS, mais aussi de conserver l’autonomie des différentes salles de rédaction des différents médias déjà inclus dans le groupe Quebecor Media.  Cette décision a été prise afin de « maintenir la diversité dans le marché de langue française » (Décision CRTC 2001-384). Cela élaboré dans l’idée de ne pas favoriser la concentration des médias et, par le fait même, d’harmoniser les lignes éditoriales. Puisque dans les faits, le CRTC tentait d’empêcher Quebecor Media d’utiliser ses médias pour ne servir que ceux-ci en n’offrant qu’un seul point de vue sur l’information, tout en y intégrant ces autres formes d’activités professionnelles (ce que l’on appelle la convergence).

Ce que propose M. Péladeau se résume en une salle de rédaction unique pouvant répondre, au besoin, aux demandes de toutes les plates-formes gérées par Quebecor Media. Cette demande de la direction du journal a de quoi faire sursauter, puisqu’elle concrétise cette convergence que le milieu journalistique a tenté d’éviter toutes ces années: une pratique qu’il croit généralement nuisible à la qualité de l’information.

Mis à part ce litige omniprésent dans l’espace médiatique québécois des dernières années, le problème avec cette nouvelle proposition est qu’elle ne s’applique pas à la réalité des nouveaux médias aussi bien que M. Péladeau voudrait le croire. La force des blogues – du «journalisme citoyen» – se trouve dans leur méthode systématique de référence : lorsque l’on donne son opinion sur un sujet, on en tire un lien vers le blogue d’un autre individu se positionnant sur le même sujet. La faiblesse du futur modèle du Journal de Montréal est qu’il sera uniquement autoréférentiel, il ne sortira pas des fortifications de Quebecor Media. C’est cette idée que développe le blogueur américain Jeff Jarvis, qui s’intéresse aux médias et à leur avenir, en écrivant : « Cover what you do best. Link to the rest. »

Avec ce modèle, le lecteur pourrait naviguer d’un site à l’autre, d’un média à l’autre, sans que l’on compromette la qualité de l’information. Dans un monde où les principaux intéressés recherchent la gratuité, c’est une solution intéressante. Plutôt que de repiquer à la hâte une information déjà publiée pour avoir le même contenu que son concurrent, pourquoi ne pas simplement s‘en référer à cette source? L’internaute est habitué à cette pratique, il la vit tous les jours en survolant ses blogues préférés. Un journal qui ne ferait que se citer lui-même, qne reprendre que les mêmes textes, risquerait de perdre ce dynamisme propre au monde d’Internet. De plus, la solidarité entre journalistes existe déjà, pourquoi continuer à agir en tant que concurrents purs et durs?

Rentabilité et nouvelle réalité des médias

Le point faible de cette équation demeure le financement. Sur ce point, le rappel de la partie patronale du journal est justifié. Les journaux ont de plus en plus de difficultés à rentabiliser leur travail. La majeure partie du revenu de la presse écrite étant issu des annonces, et les annonceurs se fiant au nombre de lecteurs pour justifier le prix demandé par annonce, moins il y a de lecteurs, moins il y a d’argent. Sur la toile, les annonceurs se fient maintenant au nombre de visites qu’obtient chaque page d’un média pour justifier l’efficacité d’une annonce. Les nouvelles techniques de marketing concernant ces annonces semblent se tourner, justement, vers les habitudes des lecteurs : si des lecteurs visitent une page donnée, reliée à un sujet donné, puis visitent en grande majorité une telle autre page, pourquoi ne pas afficher sa publicité sur les deux pages?

Cependant, ce transfert des annonceurs n’est pas totalement complété : des médias entièrement présents sur lnternet, comme Rue89 en France, ne sont, à ce jour, toujours pas rentables. Par contre, ils se définissent par leur rigueur journalistique et leur crédibilité, ce que les journalistes du Journal de Montréal en lock-out ont aussi avec Rue Frontenac. En cela, ils se distinguent du simple «journaliste citoyen» : ils sont fiables et offrent de l’information de qualité. C’est d’ailleurs l’argument du Syndicat des travailleurs de l’information du Journal de Montréal (STIJM) au sujet du multitasking : il s’agit d’exiger de ses employés de fournir un autre média (photo, vidéo) en plus du texte de nouvelle. Dans un souci de productivité, la direction du journal croit important d’implanter cette pratique qui déchire le milieu journalistique. En fait, si certains journalistes sont enclins à faire photos et vidéos tout en fournissant un texte de nouvelle, certains y voient un danger pour la qualité de l’information. Si c’est là l’avenue que compte prendre le journalisme, il ne faudra surtout pas oublier cette confiance du lecteur en la qualité de l’information que lui offre son journal : la productivité ne devrait pas nuire à la qualité.

Le lecteur puisant à plusieurs sources son information quotidienne préfèrera probablement le média qui lui offrirait non seulement un contenu diversifié (photos, vidéos, texte, etc.), mais aussi les liens vers ce qu’il n’a pas réussi à y inclure. Si une vidéo existe déjà, réalisée par un autre média, pourquoi ne pas simplement créer le lien qui y mènera le lecteur? L’information sur Internet se dirigeant probablement vers la gratuité (ou, du moins, un coût moindre que le support papier), les habitués d’un média seront sans contredit interpellés par cette transparence journalistique, ce désir de hisser la qualité de l’information au sommet des priorités, et reviendra visiter les pages de ce média fréquemment.

Journalisme citoyen et crédibilité

Le journalisme a toujours obtenu la confiance du public parce que les journalistes vont même jusqu’à inclure dans leurs conventions collectives le droit du public à l’information, et une information de qualité. Le STIJM craint aussi, par les demandes de la direction du journal, que ce droit du public soit compromis. Même si la partie patronale n’a véritablement déposé aucune demande touchant ces clauses de la convention collective, la crainte du syndicat se fonde justement sur la perception de Quebecor Media des nouvelles réalités journalistiques. Après tout, les autres médias québécois sont aussi touchés par la crise, mais le changement de cap des habitudes journalistiques se fait conjointement entre patron et employés puisqu’ils partagent ce même souci de qualité (sans déclencher de lock-out). Ce que l’on craint, chez le STIJM, c’est que cette ouverture vers la convergence et la polyvalence des journalistes vienne compromettre l’information comme telle.

L’avenir du Journal de Montréal

Si le conflit vient à se régler, le visage journalistique québécois ne sera vraisemblablement plus le même. D’un côté, cela pourrait marquer la fin de la vie du journal et, peut-être, les véritables débuts de Rue Frontenac. Par contre, les deux parties pourraient en venir à un terrain d’entente dans les prochaines semaines (ou mois) et instaurer une vraie façon de faire du journalisme au XXIe siècle. Une chose est certaine : la proposition de Quebecor Media ne représente pas complètement une réponse à la crise actuelle. La logique de vouloir «faire plus avec moins» peut ne faire résonner qu’un souci de productivité, mais c’est aussi un danger imminent pour la qualité de l’information.  Espérons qu’ils sauront s’ajuster et que le règlement de ce conflit marquera l’entrée du Québec dans le «nouveau» journalisme!

Le Canadien avait affronté les Sénateurs à Ottawa et avait subit une dégelée de 6-1, Jason Spezza avait réussi un tour du chapeau.

Vous rappelez-vous celui de 2007?

Le Canadien avait subit une dégelée de 8-3 au Centre Bell contre les Sénateurs.

Celui de 2006?

Le Canadien avait perdu 3-0.

En fait le Canadien a perdu les trois derniers Canada Day à CBC, soit depuis le retour du lock-out qui avait vu la saison 2004-2005 annulé.

Chose certaine la tâche sera allegée pour le Canadien, les Sénateurs joueront sans leur capitaine Daniel Alfredsson, à l’écart du jeux pour deux semaines.
