<p>The wanted men came out of hiding to pick up televisions and cash cheques they were told they had won when their phone or national identification numbers were picked out in a draw, said Pol. Lt-Gen. Krisada Pankongchoen, who masterminded the scam.</p>
<p>&#8220;We&#8217;re happy with the result. We didn&#8217;t expect anyone to fall for this,&#8221; he told Reuters.</p>
<p>&#8220;They probably felt very stupid, especially those who were in hiding for months.&#8221;</p>
<p>Police sent hundreds of congratulatory letters to the registered addresses of suspected criminals across Bangkok and the surrounding areas, among them rapists and thieves, Krisada said.</p>
<p>They waited at various locations in the city and pounced when 14 showed up expecting to receive their prizes.</p>
<p>&#8220;Many of them have been on our wanted list for some time and had probably thought the police were no longer pursuing them, so they weren&#8217;t suspicious,&#8221; he added.</p>

Instead of believing that Cavs outplayed the Lakers, I&#8217;ll just put it as a bad luck day because Jack Nicholson wasn&#8217;t there, that led to the collapse of the Lakers. That&#8217;s too bad. </p>
<p>Well the only thing I got for Christmas was a &#8220;Happy Holidays&#8221; $1 Lottery Ticket. Out of the six that were given out that night, I happen to get a winning ticket. Go figure. Although there really wasn&#8217;t that much to celebrate. I won $1. Yay? Considering the odds on these things, I&#8217;d say it makes for a cheap gift, and leaves little room for regret. </p>

There are some places that you must visit at least once during the holiday: very charming and inviting spots that make up a perfect Christmas tour.</p>
<p style="text-align:center;"><strong>Puerta del Sol</strong></p>

<p style="text-align:justify;">This is a typical Spanish <strong>tradition</strong> that was born exactly a century ago to the foot of the clock of the former Casa de Correos (Post Office) at Puerta del Sol. On New Year&#8217;s Eve, a few seconds before midnight, a group of vine-growers from Alicante encouraged the citizens to eat <strong>12 grapes</strong> with each of the chimes of the clock as a way of cutting down on the large production surplus of 1909. Since then it has been believed that following this tradition, on time and without choking, brings <strong>good luck</strong> for the following 365 days. The atmosphere in the square during the hours leading up to midnight is amazing. Everybody is looking to the <strong>clock tower</strong>, waiting for the big golden steel ball to drop while the quarters chime, which means that it&#8217;s time to eat the grapes. The mechanism of the machine is manually adjusted every <strong>New Year&#8217;s Eve</strong> by the clockmakers of Losada, the company in charge of its maintenance.</p>
<p style="text-align:center;"><strong>Plaza Mayor</strong></p>

Like in many European cities, Madrid hosts its own Christmas Market around the equestrian statue of Phillip III, in Plaza Mayor, with over <strong>a hundred stalls</strong> that are open from 10 am to 10 pm. A good excuse to visit again this traditional Madrilenian spot, one of the most popular places in the city, which was once a market place. Around the plaza (not inside it, where you can only find kitsch souvenir shops and awful touristy restaurants), in the Old Town, you can find some of the most traditional restaurants of Madrid, which are full of people drinking a <strong>toast </strong>to Christmas and the New Year.</p>

<p style="text-align:justify;">350 years ago, the King Charles III brought from Naples a magnificent Nativity Scene as a present for his two sons, Charles IV and the infante Gabriel. At first, it was made of only a few figures, but it was growing little by little with figures by renowned Italian and Spanish artists, until reaching hundreds of figures. This was the beginning of a tradition in the Royal Palace: setting up the Nativity Scene every year. This year, the palace is housing a <strong>Latin American Nativity Scene</strong> from the 18th century bought from the Museum of America of Madrid and the Colonial Art Museum of Bogotá.</p>
<p style="text-align:center;"><strong>Casa Mira and Doña Manolita</strong></p>

Nowadays, placed in Carrera de San Jerónimo, it&#8217;s one of those places that everyone must visit. Just like Doña Manolita, in Gran Vía, the most traditional <strong>lottery</strong> shop in the city, founded in 1931 by the most famous lottery seller in Madrid, who had owned another shop in Calle de San Bernardo. You should have bought a ticket for this year&#8217;s Christmas lottery, on December 22nd, as this year, one of its numbers gave a large amount of money once again.</p>

Having a windfall of this magnitude is wonderful, no doubt about it, but the resulting change in your life must be managed, especially if you do not have experience with very large investments.</p>
<p>So for those of you who get to be so lucky, here are some tips.</p>
<p>Keep Your Life on Track</p>
<p>Some advisors suggest you put the ticket in a safety deposit box as soon as you know you’ve won. This gives you a chance to absorb the shock and think about the effect of this windfall on the life goals toward which you were working for yourself, family and friends. Don’t do anything rash such as quit your job, move, or throw aside your established lifestyle. Even very wealthy people choose to work because they enjoy participating in the affairs of this world and do not want to be pointlessly idle. The trouble with having a dream come true is that you have to find another one to make sense of your future.</p>
<p>Financial Planner</p>
<p>Before spending any large amounts find a financial planner and get a reality check on just what your new-found money can do if spent or invested. Of course, you will probably want to buy a new car and pay off your mortgage or other debts. When the winnings are in the millions, these objectives can be met quite quickly without impairing the majority of the money. The financial planner can review your current lifestyle and your overall net worth, and show you how to achieve financial security.</p>
<p>Consider the amount of the windfall and the rate of return it could provide if turned into an investment portfolio. Think of your current age and seriously consider whether it is financially feasible to wind up your business or quit your job. In the short term the funds may be adequate to support you. But erosion of the principal through unplanned spending could create a crisis down the road when all the funds are gone, you are a lot older and job opportunities are hard to come by when your former contacts have moved on with their lives and you have lost all those years of on-the-job experience. </p>
<p>Taxes</p>
<p>Although the principal amount of lottery winnings is not taxed when received, if it is invested, any return such as dividends, interest, or capital gains, is taxable. It may be worth checking whether the lottery winnings should be claimed by one or more family members to reduce possible future income tax liability. Unfortunately, investment income from lottery winnings is not considered to be earned income for purposes of deductibility as an RRSP contribution. Although most taxpayers may have no concerns about taxes on their investment portfolios before the win, they may be faced with the possible assessment of an alternate minimum tax. So, before you invest in any tax-saving investment strategies, speak to your chartered accountant.</p>
<p>Debt May Be Good</p>
<p>Paying off the mortgage and other debt is a common consideration for most lottery winners. But, is this really the best strategy? Immediate use of the winnings to pay of the mortgage will reduce the principal amount available for investment to provide a stream of income into the future. If, for example, the mortgage is at 4.5 % and the invested winnings could return 8.0%, paying down the mortgage may actually cost money. That is not to say you should not consider paying off high-interest debt, but, evaluate whether it is better to pay the debt from the investment income or from principal.</p>
<p>Matrimonial Considerations</p>
<p>Before claiming the big prize, winners should seek advice concerning the effect of the dramatic change in personal wealth and income on their marriages and family responsibilities. Consideration should be given to the impact of sharing the windfall, what may happen in the event of matrimonial breakdown, child support payments, etc. For example, Federal child Support Guidelines require the non-custodial spouse to pay according to their means. If you have just become a big winner and your income has jumped significantly as a result, you may be facing a sharp increase in your monthly child support payments. Understanding the legal issues beforehand allows these issues to be resolved while the financial interests of all family members are protected without the need for costly litigation in the event of matrimonial difficulties, death, or unforeseeable legal proceedings.</p>
<p>Sharing</p>
<p>To share winnings with family members, donate to charities, or invest in a close friend’s business are wishes often expressed by winners. Such generosity is certainly a wonderful personal attribute, but before giving in to this impulse, be aware of the effect of the reduced principal on your future income. Talk to your financial planner about investing the principal and distributing after-tax earnings each year or reinvesting the income from the original investment then, ultimately, distributing out of your portfolio income. This income and capital-distribution approach will protect your future as well as satisfy the innate desire to “share the wealth” or help those in need.</p>

<description><![CDATA[I should be counting my blessings. I have a roof over my head, a loving husband, and three sometimes]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>I should be counting my blessings. I have a roof over my head, a loving husband, and three sometimes lovely children. But alas I&#8217;m not feeling so jolly this Christmas season. A few financial woes are wearing on me.</p>
<p>It all started with Matt&#8217;s dream job that well was the wrong kind of dream. It was a debacle which resulted in him no longer having said dream job. Going into the Christmas season with no income for several weeks is quite stressful.</p>
<p>The State of Texas decided to lose my child support for the entire month of November and just when it started to flow again my ex husband lost his job. Now the chances of any child support are slim and well the girls have no insurance to boot.</p>
<p>No insurance, right about now I&#8217;m wishing there was some Universal Health Care. My girls can not get Medicaid and do not qualify for Chips because they had private health insurance in the last 90 days. So hopefully my oldest with asthma can avoid the swine flu and nobody breaks an arm.</p>
<p>Luckily Matt is now gainfully employed but again no insurance for at least 90 days and well when that 90 days is up can we really afford insurance for a family of five. Probably not.</p>
<p>Some how we managed to get the girls what they wanted for Christmas. Thank goodness they didn&#8217;t ask for Zhu Zhu pets. They wont feel the effects of their parents financial woes. They won&#8217;t know what didn&#8217;t get paid or how many nights sleep we lost.</p>
<p>I wonder if this dread and sadness was something my mother felt. Being single and poor some years there wasn&#8217;t really any thing under our tree. She always talks about that year we made our own ornaments and gifts, how it turned out great. Well from a kids point of view I don&#8217;t recall it being so great.</p>
<p>I wanted what the other kids had. I wanted something shiny and new to show my friends when I went back to school.</p>
<p>This year some how we skated by. I&#8217;m thankful and I really do feel like someone is looking out for us. It all comes together in the end.</p>
<p>This Christmas I was reminded of who I was, who I am, and what I continue to be. I&#8217;m still the girl in second-hand pants and most days I&#8217;m good with that. I think it gives me character. It&#8217;s just that cliché about not wanting your kids to have the same hardships, it gets you, eats you up.</p>
<p>Here&#8217;s to 2010 may we all remain or become gainfully employed, figure out this damn health care debate, may I win the lottery, and lose 10 pounds eating nothing but chocolate. May we look back on 2009 and say geesh I survived it.</p>

<p>where &#8220;invocation&#8221; is literally &#8220;that which comes forth by the voice&#8221;.  And there&#8217;s <em>kheru</em>, right in the middle of the group, like a wooden spoon ready for stirring the pudding (which would make the other signs a chopping board, a bag of flour and a bottle of brandy in seasonal montage straight out of the Lakeland kitchenware catalogue.  Except they&#8217;re not.)  But you know it&#8217;s an oar, and the other signs are a house, a loaf of bread (naturally) a jug of beer and the invisible owl.</p>
<p>So now we have the oar again, twice in one formula.  They did like sticking their oar in, the ancient Egyptians.  But what&#8217;s the first sign,</p>

<p><em>maa</em>?  A doorstop?  An eraser? Nothing so mundane.  The wedge-shaped sign <em>maa</em> (very easy to draw) represents a platform or pedestal, as here supporting a figure of the god Ptah (from Tutankhamun&#8217;s tomb furniture):</p>

<p>(Ok, you could use him as a door wedge, I&#8217;ll give you that.  But he would be far from mundane.  There could be a whole interior design industry in this for someone &#8211; and that someone will need an office, and that office will need hieroglyphs&#8230;. I must stop getting carried away.) </p>
<p>Back to <em>maa</em> - the pedestal has that distinctive shape because it in turn is a representation of nothing less than the primeval mound; the first bit of land to appear from out of the waters of chaos at the very creation of the world.  The Egyptians were used to seeing mounds of land rise from the water every year, as the floodwaters of the Nile receded after the annual inundation, leaving behind fertile silt which they could cultivate.  (So, we have to assume that Ptah is standing on a little island, with the waters of the primeval ocean lapping almost at his feet, at the bottom of the little slipway on his pedestal.)  The Egyptians assumed that this was how the gods had first created the land on which they lived.  To them, this pristine terra firma meant the world the way the gods had created it, the way the world was meant to be.  <em>Maa </em>meant &#8220;true&#8221; or &#8220;right&#8221; or &#8220;just&#8221; in the sense of  &#8221;the proper order of things&#8221;.</p>
<p>Here is an example of the <em>maa kheru</em> group in a  carved relief:</p>

<p>But if our tomb owner Senusret was &#8220;true of voice&#8221;, what did that mean?  They didn&#8217;t have karaoke in the netherworld, did they?  No.  It was much worse than that.  To get into the Egyptian afterlife, you had to win the divine version of the X Factor.</p>
<p>Anyone who thinks the X Factor is hell on earth will get the idea of the Egyptian afterlife.  If life on earth was Round 1, to go forward to the afterlife or Round 2, you had to impress a panel of judges.  Here&#8217;s a scene from the show:</p>

<p>On the left,we have the tomb owner being led onstage by his divine sponsor, the god Anubis.  In the middle, the scene shows an early version of the machine used to record the audience&#8217;s verdict.  Back then, in the days before electronic voting buttons, they used a weighing scale.  In the right-hand pan of the scale is a feather, representing truth, order, justice and all those primeval virtues.  In the left is the tomb owner&#8217;s heart.</p>
<p>On the right of the scene, in their own special booth, sit the judges:  Osiris, the Simon Cowell of the underworld, sits on his throne, backed by two divas of the day, the goddesses Isis and Nephthys then, and fronted by four lesser judges, his own four sons, who stand on a lotus blossom.</p>
<p>The format of the show is this:  to qualify for the next round of existence, the tomb owner has to declare that he has led a good life on earth.  But just saying so is not enough; he has to prove it.  To test whether or not he is speaking the truth, the gods weigh his heart against the feather.  If his heart is not weighed down by sin and falsehood, it will balance the feather and he will be let through to the next round.  If it is heavier than the feather, it will be thrown to the crocodile-headed she-monster waiting by the weighing scale, (her name is Devourer-of-Hearts, but let&#8217;s call her Anne) and the tomb owner will be thrown off the programme &#8211; you are the weakest link, goodbye.  That won&#8217;t happen, though, because in the finest traditions of audience voting reality TV, Anubis is rigging the result by fixing the scale.  The Ibis-headed god Thoth is standing by like the Lottery adjudicator to verify the outcome.  And sure enough, Anubis is conducting the tomb owner, who has been proven to be speaking the truth, to Simon, sorry, Osiris, who declares him fit to go forward to the final. </p>
<p>And ever after, our tomb owner is known as &#8220;true of voice&#8221;, as a sign that he has passed the test and successfully entered the next world.</p>

<title><![CDATA[L.A. CITY COUNCIL CONSIDERS YEAR ROUND P-ZONE LOTTERY]]></title>

<p>The following is a report made by Therese Dietlin of VBBC to Los Angeles City Council in response to the hearing on December 15, 2009 in which the council considered the recommendation by the Dept. of Rec. and Parks to extend the P-Zone lottery on Venice boardwalk from the summer months to all year round.  This would remove the last vestiges of the first-come-first-served system that has traditionally be used in the Free Speech Zone on the boardwalk.  Considered by activists as a violation of First Amendment rights as the lottery system constitutes a &#8216;prior restraint&#8217; on freedom of expression.  </p>
<p><strong>Report on Los Angeles City Council Hearing of Agenda Item 8 on 12-15-09 by Therese Dietlin</strong></p>
<p>Robert Haskins reported that the lottery is needed year around in the P-Zone because of the number of applicants which exceed the number of spaces.</p>
<p>This is surprising for two reasons:</p>
<p>1	After Labor Day weekend, the P-Zone lottery applicants were sharply reduced.  In the weekend lottery, there were generally only 2-3 cards left in the bin after all the spaces had been allotted.  Unlike the tens of cards left prior to that time.  Further, at least half of the cards in the P-Zone lottery, post Labor Day, were registered I-Zone vendos.  Had they been refused their (illegal) opportunity to participate in the P-Zone lottery, there would have been many more spaces than applicants.</p>
<p>2	For the weekday lottery, spaces were allotted to all 50-60 applicants present and the remaining 40-50 spaces were left vacant. presumably on a first come first served basis.  This was two months before the lottery was suspended in the P-Zone.</p>
<p>3	In informal talks with the Department of Recreation and Parks people, they made it clear that the problem on the Boardwalk was not the lottery, per se, but Deputy City Attorney, Mark Brown, who interfered with their implementation of the rules, confusing both interpretation and intent.  In light of this, the fact that Robert Haskins would testify in his behalf at the city council meeting is troubling, to say the least.</p>
<p>Sgt. Reina testified that the lottery extension was needed because there had been assaults on the Boardwalk the previous spring, when the lottery had been suspended.  He cited specifically March and April.  He also testified that LAPD answered approximately 540 calls with regard to noise in a 20 month period.  He did not, to my recollection, identify this 20 month period.  He further stated that approximately half of them were for noise between 9pm and 9am.  They involved musical instruments.  He also stated that people needed to be kept from setting up in undesignated spaces because their presence hampered  possible police activity.  Let us address these issues:</p>
<p>1.	Many regulars on the Boardwalk (pre-lottery) are aware of the assault issue.  More to the point is to consider the type of person the lottery has attracted, who would engage in such violent activity as assault.  The parties in mind were all lottery participants who would  otherwise never have considered setting up in the Free Speech Zone (FSZ).  These are exactly the type of “vendors” free expressionists are concerned about, and would like to see removed, permanently, from the FSZ.  This is a non issue beyond that point.</p>
<p>2.	If approximately half of the estimated 540 calls were for noise between 9pm and 9am, they are not relevant to the regular FSZ performers.  That leaves approximately 270 calls to account for.  Several of these can be attributed to the Dudley Court people complaining about Ibrahim and his performers, since the police show up regularly around 4:30 pm when the group is closing down.  Ibrahim&#8217;s group is protected by a federal court order and only perform on weekends and holidays from 12 noon to 4:30 pm.  All other times, any noise must be attributed to another source.  There have been several, and they have all been silenced shortly after setting up.  So, there are probably about 225 other calls to address.  These the police must provide more information on in order for them to be addressed responsibly.  As others have noted, Venice Beach Boardwalk is a public venue and noise is to be expected.  People moving into the area need to know this.  In addition, the issue of local pockets of noise leading to complaints seems to be a consequence of the lottery, suggesting if anything it is contributing to the problem, not addressing it.  We are willing to work with everyone on this, but need more input and more willingness from the other contending parties.  I would add further that. before the lottery and assigned spaces and micro-management, mimes would come routinely to the FSZ, set up in their one or two squares and do their spontaneous mime act – no noise, no disruption, but delight to the observers.  They have been driven away by the current system.</p>
<p>3.	The beach access issue is troubling.  Huge swaths of the FSZ have already been designated as reserved for emergency access.  They have removed, from public use, several feet of the FSZ that had been used by free expressionists, pre-permit/lottery. In those days, there did not appear to be a severe limitation on LAPD ability to move quickly and expeditiously from Boardwalk to beach and vice versa.  In fact, in all the time that the emergency access routes have been designated, there is no reliable record of their having been needed.  The police regularly move between beach and Boardwalk with no regard for those specific areas, calling into question their imminent need at all.</p>
<p>4.	Last, Sgt. Reina&#8217;s testimony was surprising in that informal discussions with same have revealed a very real sensitivity to, and respect for, the Boardwalk as it was originally meant to be and, occasionally and in specific areas, still is.  Further, as with Recreation and Parks, informal discussions with undisclosed sources have clearly indicated that at least some of LAPD Pacific Division regard Deputy City Attorney, Mark Brown, as the source of the current problems on the Boardwalk.</p>
<p>5.	I would further add that other informal discussions with LAPD officers from the Pacific Division have led me to believe that the officers have an acute and sensitive awareness to commercial vending on the Boardwalk, and do not need the parameters spelled out to them.  The current LAMC 42.15 and Mark Brown have precluded their enforcement of no commercial vending.   Hence, once again, Mark Brown is the source of many of the difficulties currently in play in the FSZ on the west side of Ocean Front Walk.</p>
<p>I thank you for the opportunity to express these additional concerns to you. If the Venice Beach Boardwalk Coalition (VBBC) can be of any assistance in remedying the very distressing situation on the Boardwalk, please feel free to contact us.  We are here to work with anyone who is willing to help restore the traditional free speech zone on the Boardwalk.  It is our belief that the artists and performers will come back of their own accord when they are not being required to violate their first amendment right to free expression.</p>

Hopefully, the Tennessee General Assembly won&#8217;t get a wild hare to hit up the taxpayers to make up the &#8220;shortfall.&#8221;</p>
<blockquote><p>The state had to dip into the reserve fund by about $11 million on June 30 to close its books on school year 2008-09. Lottery-funded scholarships and other programs are projected to total $287.5 million in the current school year, but net revenues are projected to range from $257 million to $267 million — a shortfall of $20 million to $30 million, according to figures submitted to the Funding Board Friday. Some of that could be offset by interest earnings on the reserves.</p>
<p>By 2013-14, lottery scholarships are expected to reach $388 million while lottery proceeds are projected to range from $257 million to $278 million. The cumulative shortfall by that year could range from $325 million to $402 million.</p></blockquote>

<content:encoded><![CDATA[<div class='snap_preview'><p>This short movie is a haunting piece of film. everyone has read the story &#8216;The Lottery&#8217; in school or just on their own. if you havent i dont just advise that you do, i insist that you do.</p>
<p>this film takes all the terror, all the twisted emotions, and the strange sense of understanding that the story evokes, and gives them visuals. and the visuals are wonderful.</p>
<p>everyone is understated and realistic. there is no overpaid &#8216;chew the scenery&#8217; style acting here. not a single &#8216;eccentric&#8217; actor or &#8216;trying toooo hard&#8217; character. everyone in the video is a living breathing chunk of warped Americana. the cantankerous old man who barks and brays about &#8216;yesterday&#8217;, the rambunctious blond-haired boy, the stoic granite jawed father, the kind but iron boned elders of the town, and the panicked and worried mother. they are all sliced out of our own lives. and the dirt and grass field next to a fence and some houses is the perfect image to associate the story with. everything about this movie screams of middle America. i could almost smell the apple pie.</p>
<p>but the true power of the film isnt just in how relate-able it is, it is also in its simplicity. the basic story, the single shooting location, the sparse dialogue, it is all so sharply placed that the film becomes like walking on eggshells. even if you have read the story and you know how it ends, it still shocks you. it still ends abruptly.</p>
<p>the film was made in 1969, and it was made on a shoestring budget, so it doenst have the stylized Tim Burton or Jerry Bruckheimer flair, but it has a very honest, and very powerful style.</p>
