Quang Ngai — People living on the Ly Son Island, the central province of Quang Ngai, will have their own thermal power plant by 2011 which is expected to generate about 3 million kWH of power per year.

National Assembly Vice Chairman Nguyen Duc Kien was present at the groundbreaking ceremony yesterday.

The estimated budget for construction of the power plant is nearly VND238 billion ($14.5 million).

Circulating Fluidizing Bed (CFB) technology will be employed by the plant. Dust coal will be the primary fuel used in heating the boiler with the coal being transported from Hon Gai – Cam Pha, northern province of Quang Ninh.

At the ceremony, Nguyen Duc Kien praised the efforts made by Quang Ngai Province and the Viet Nam National Coal and Mineral Industries (Vinacomin) to create and implement the project.

“Vinacomin should focus its investment on promoting the country’s marine economic development strategy, including the Ly Son Island and the waters surrounding the triangle port of Dung Quat-Sa Ky-Ly Son” said Kien.

The area will be a part of the Dung Quat Economic Zone when it expands in the future.

Doan Van Kien, chairman of Vinacomin’s Management Board assured the audience that the power plant would be environmentally sound.

“CFB is a clean technology and its emission’s will be 5-6 times less compared to the old technology,” said Kien.

The plant will generate many jobs for locals and serve as a catalyst for industrial development, tourism and the aqua-processing industry.

Ly Son Island holds a strategic position in terms of national defence and security. Currently, the 20,000 inhabitants use electricity generated by small diesel engines. —

TS Nguyễn Phú Vinh, Trưởng khoa Khoa học Cơ bản ĐH Công nghiệp TPHCM, đề thi toán năm nay khó hơn năm ngoái, phân loại tốt hơn thí sinh. Với đề thi này, thí sinh khó đạt điểm cao như năm ngoái.

Theo ThS Nguyễn Thanh Dũng, ĐH Sài Gòn, đề thi môn vật lý tập trung kiến thức cơ bản. Số thí sinh đạt điểm 8 sẽ nhiều (xem chi tiết nhận xét đề thi trên trang rời A,B của số báo này).

Số lượng thí sinh dự thi đến hết buổi thi thứ hai chiều qua là hơn 635.000 thay vì  650.000 như dự báo nêu trong số báo Tiền Phong hôm qua (do có sai sót, con số này bị nhầm thành 65.000, xin cáo lỗi cùng bạn đọc).

Số lượng thí sinh dự thi năm nay đạt 68,31 phần trăm, cao hơn năm 2008 với 67,65 phần trăm, theo báo cáo nhanh của Bộ GD & ĐT.

Theo báo cáo này, buổi thi môn toán sáng 4/7 có 638.192 thí sinh đến dự thi. Buổi chiều có 2.737 thí sinh bỏ thi môn vật lý. Theo một số lãnh đạo hội đồng thi, đây cũng là tình trạng thường thấy ở những năm trước. Nhiều thí sinh không làm bài tốt môn toán trong phần thi buổi sáng đã chủ động bỏ thi những buổi sau.

Theo dư luận thí sinh, đề thi môn toán năm nay khá khó nên ngay cả những học sinh vốn có kết quả học lực môn toán đạt loại giỏi cũng không làm được hết bài.

54 thí sinh bị đình chỉ thi

Việc chấp hành quy chế của thí sinh và cán bộ coi thi năm nay được Bộ GD&ĐT đánh giá là có tiến bộ hơn năm ngoái. Điều này thể hiện qua con số thí sinh cũng như giám thị bị đình chỉ thi giảm. Năm nay cả nước có 71 thí sinh bị xử lý kỷ luật, trong đó có 54 thí sinh bị đình chỉ thi (năm ngoái trong số 79 thí sinh bị kỷ luật có 51 trường hợp bị đình chỉ thi và 1 trường hợp thi hộ). Lý do thí sinh bị đình chỉ thi chủ yếu là mang điện thoại di động và mang tài liệu vào phòng thi.

Cả nước có bốn giám thị coi thi bị xử lý kỷ luật, trong đó có hai giám thị (ĐH Thái Nguyên) bị đình chỉ coi thi do làm việc riêng khi đang coi thi. Đợt I thi tuyển sinh đại học năm ngoái, số giám thị bị đình chỉ coi thi là năm trường hợp, bị khiển trách là 15 trường hợp.

Biện pháp đặc biệt

Năm nay thí sinh đăng ký dự thi đợt I vào ĐH Thương mại (43.162) tăng khá nhiều so với năm ngoái (hơn 33.000) nên việc sàng lọc hồ sơ vất vả hơn. Trong quá trình sàng lọc, trường phát hiện hơn 1.000 hồ sơ nộp ảnh mờ hoặc không giống hệt ảnh thí sinh dán ở phiếu đăng ký dự thi số 1 (có đóng dấu giáp lai).

Để phòng chống trường hợp thi kèm, thi hộ, trường đã chụp lại ảnh của thí sinh ở phiếu số 1 để dán vào thẻ dự thi của thí sinh cũng như album ảnh phòng thi để giám thị đối chiếu khi gọi thí sinh vào phòng thi và trong quá trình làm bài thi.

Ngoài ra, các giám thị của trường đều được tập huấn 4 vòng (trong đó có một vòng kiểm tra), trong đó kỹ năng phát hiện trường hợp nghi vấn thi hộ, thi kèm được đặc biệt chú ý.

Theo đó, trong ngày trường tổ chức cho thí sinh làm thủ tục dự thi, có một trường hợp thí sinh được đặc biệt quan tâm do thí sinh này vừa tương đối lớn tuổi so với lứa thí sinh dự thi ĐH năm nay vừa khai mất hết giấy tờ.

Ông Nguyễn Thanh Chương, Trưởng phòng Công tác Chính trị và Sinh viên Trường ĐH Giao thông Vận tải cũng cho biết, phòng chống thi kèm thi hộ là vấn đề được trường quan tâm hàng đầu trong công tác tuyển sinh.

Theo đó, bài thi tự luận của bất kỳ thí sinh nào trúng tuyển cũng đều được kiểm tra, đối chiếu với chữ viết thực tế của thí sinh khi nhập học.

TPHCM: Đi thi lúc 3 giờ sáng

Đề phòng kẹt xe, có những phụ huynh và thí sinh có mặt trước cổng trường ngay từ lúc ba giờ sáng. Lúc này, bảo vệ trường ĐH Kiến trúc TPHCM phát hiện một thí sinh đang nằm ngủ vạ vật trước cổng. Thí sinh này cho biết, do sợ muộn giờ vì kẹt xe nên đến từ sớm trước cổng trường để ngủ cho chắc ăn!

Vào buổi sáng thi môn đầu tiên, ngay khu vực Cát Lái trên đường vận chuyển đề thi, xảy ra nạn kẹt xe từ 3 giờ sáng. Tuy nhiên, do đề phòng tình trạng kẹt xe trên diện rộng từ ngày hôm trước, rất nhiều phụ huynh và thí sinh đã có mặt tại các địa điểm thi từ rất sớm.

Cộng thêm việc ra quân, kiên quyết điều tiết giao thông của CSGT, CS 113 và việc Bộ GD&ĐT yêu cầu dỡ bỏ một số rào chắn nên hầu như không xảy ra tình trạng kẹt xe. Chỉ có ở tại ĐH Công nghiệp TPHCM, có kẹt xe khoảng thời gian trước khi thi nhưng các tình nguyện viên TSMT đã giải tỏa được khu vực này.

Ngày thi đầu tiên, tại một số điểm thi của ĐH Hoa Sen xảy ra một số sự việc đáng tiếc. Tại Hội đồng thi (HĐT) THCS Nguyễn Văn Trỗi, sau khi thi xong môn toán, một thí sinh và bố đi ăn trưa. Ông bố giữ giúp giấy tờ của con và quên luôn tại quán.

Rất may, thí sinh này đã ngay lập tức báo với lãnh đạo HĐT và nhận được giấy báo thi do trường cấp lại. Một thí sinh thi tại HĐT THCS Phạm Văn Chiêu (Gò Vấp) ngủ quên và đến trễ 35 phút sau khi phát đề và không thể dự thi.

Đại diện ĐHQG TPHCM cho biết trong ngày thi thứ hai, trường sẽ phối hợp với CSGT để phục vụ tốt công tác vận chuyển đề thi.

Đà Nẵng: Nhiều thí sinh bỏ ra trước

Tại hội đồng thi Đại học Đà Nẵng buổi thi môn toán sáng 4/7 diễn ra nghiêm túc. Trước, trong và sau buổi thi không xảy ra sự cố, ngoại trừ một số thí sinh quên mang theo giấy tờ tùy thân trước khi vào phòng và tất cả đã được người nhà thí sinh mang đến trước giờ làm bài. Tuy nhiên, nhiều thí sinh làm môn toán đã bỏ ra trước khi mới hết 2/3 giờ thi.

Theo báo cáo nhanh của ĐH Đà Nẵng: Thống kê tại 46 điểm thi hai khối A và V vào sáng qua có 30.007 thí sinh dự thi, chiếm hơn 78 phần trăm (so với ngày làm thủ tục (3/7) chỉ có 27.643 thí sinh đến đăng ký), trong đó có 28.811 thí sinh dự thi khối A. Môn thi vật lý chiều qua có 110 thí sinh bỏ thi so với buổi sáng.

Tính đến chiều cùng ngày, có hai thí sinh bị đình chỉ thi do mang điện thoại di động vào phòng thi (gần hết giờ lấy điện thoại ra bật lên) và một thí sinh bị khiển trách.

Huế: Những sự cố đáng tiếc

Sau hai buổi thi đầu tiên, tại Đại học Huế có 5.166/16.346 thí sinh bỏ thi. Đáng chú ý, tại điểm thi Trường ĐH Sư phạm Huế có hai trường hợp thí sinh ngủ quên đã đến muộn giờ thi hơn 35 phút vào sáng 4/7, đành bỏ cuộc giữa chừng và chờ đợi lần thi đại học năm sau.

Một trường hợp thí sinh khác tại điểm thi Trường CĐ Sư phạm Huế cũng bỏ thi môn đầu tiên do đột ngột đau dạ dày sau khi trải qua 25 phút làm bài sáng 4/7. Thí sinh ốm đột xuất được cách ly để nhân viên y tế chăm sóc theo quy định, đến trưa được người thân đón về nhà.

A hyphen is that short, little bugger that joins two or more words to form an adjective and, at the very same time, makes middle schoolers’ heads spin. Really, it is nothing more than a clarifier, making the very complicated English language a little less complicated for the reader. At least, that’s its intent. The writer, though, may have something else to say about it. Ahem.

Since the hyphen is trying to simplify our lives, let’s give it a chance by trying to understand where it’s coming from. (Yes, yes, “from where it is coming” is the oh-so-proper way to write but, really, who talks that way anymore? Ending in a preposition is completely acceptable for all but the highest of highbrows. Onward and upward.)

The hyphen is used to form various compound words. If in doubt about adding a hyphen to two words, look for ambiguity that may lurk: Bob will speak to small businessmen sounds as if the businessmen are either vertically challenged or small-boned; the sentence probably should read like this: Bob will speak to small-business men. If adding a hyphen would clear up a misunderstanding, the hyphen probably belongs between the two words.

The problem with this second sentence is that women are presumably not going to be in or allowed at this meeting, which raises other ethical and moral questions. If you are 100 percent sure that no women will be in the audience, leave it as is; but if women will be present, you can change it to Bob will speak to small-business men and women or Bob will speak to small-business owners. Problem solved.

Many combinations that are hyphenated before a noun are not hyphenated when they occur after a noun: He works full time. A full-time employee gets an assigned parking space.

You can also use a hyphen to avoid duplicated vowels and triple consonants: anti-intellectual, shell-like. These are tricky, though, because the AP Stylebook does not always follow Merriam-Webster’s recommended spelling.

For example, AP uses a hyphen in pre-emptive, but Merriam-Webster does not: preemptive. What’s a writer to do? I’d say to use your best judgment. My best judgment says to follow AP, except that AP is sometimes the last style guide to make a change, which leads me to ultimately recommend following Merriam-Webster’s spelling. As an added incentive, the AP Stylebook states,  “… follow Webster’s New World, hyphenating if not listed there.”  I use Merriam-Webster Online; preemptive is there, so that’s what I use.

Hyphens also help to break up a word that must be carried over to the next line due to space restrictions, such as in the short columns of a magazine article. But if you don’t have to use them, don’t, for the simple fact that they tend to clunk up the readability of the piece.

How often should you use hyphens? As often as necessary to make the copy clear and interesting. All those hyphenated words acting as adjectives can spice up your writing, that’s true. But just as too many spices can gunk up the flavor of homemade soup, so can too many hyphenated words make your copy tank. You want your writing to be interesting and engaging, not a just a display of how cleverly you can write.

That being said, I’m a fan of hyphens. Not an over-the-top, need-to-be-medicated kind of fan, but a fan nonetheless. I like to choose clarification over ambiguity. I dig creative, unexpected writing. And the inner designer in me likes the visual aspect of the joined words — sort of breaks up the flow of letters on the page (like my other good friend, the em dash — love the em dash, maybe a little too much.)

It’s time to address one of my grammar pet peeves: hyphen usage with -ly words. There are very few instances when a word ending in -ly actually needs a hyphen. Examples:

• A word ending in -ly (such as family) in which the ending -ly is not a suffix added on to make the root word an adverb or adjective: A family-friendly restaurant is correct. (Family is a root word that happens to end in -ly, so it is OK to have a hyphen follow it.)
•  The case of multiple hyphenated words, no matter if there is an -ly word included or not: Sid penned a not-so-creatively-written poem.

Other uses for the hyphen include numerals, such as to separate figures:
• Odds: The odds were 5-3.
• Ratios: The ratio was 10-to-1. It was a 10-1 ratio.
• Scores: KU won 88-64.
• Vote tabulations: The House voted 230-205.

Another rule to consider is suspensive hyphenation. It connects two words or numbers to a noun without losing the reader: He expected to have a 10- to 15-year career in pro wrestling.

Finally, there is e-mail. Yes, with a hyphen. That one, unless the stars realign and the earth swallows up logic and spits it back out as the New Word, probably ain’t gonna change. You see, e-mail stands for electronic mail. That e is a placeholder for a full word. As Bill Walsh of The Washington Post so eloquently put it in his book “Lapsing Into a Comma” (Page 16, if you’re curious):

“No initial-based term in the history of the English language has ever evolved to form a solid word — a few are split and the rest are hyphenated. Look at A-frame, B-movie, …H-bomb, I-beam, … X-ray, Y-chromosome, Z particle and scores of other such compounds.”
