UPDATE RE MS BUTLER’S FALSE ALLEGATIONS AGAINST THE MADELEINE FOUNDATION – 25 NOVEMBER 2009

Below is an unedited letter from D C K Chissel, Fraud Officer, of Harlow C.I.D., received by me on 24 November:

Dear Mr Bennett

As you are fully aware I am currently investigating an allegation of fraud relating to cheques written from The Madeleine Foundation bank account, for which both your self and Ms Butler are co-signers.

As part of this investigation I need to retrieve the two cheques from the bank’s archives. For this I need the permission of both yourself and Ms Butler to access the Treasurer’s account, The Madeleine Foundation.

I will also need access to your personal account/s as this is where the disputed cheques were paid into. I have enclosed a form which will be sent to the bank allowing me access to these two cheques.

Once this permission has been obtained from you both the banks have stated that my request should only take a few weeks to obtain which will mean that I should be able to clear this allegation up shortly afterwards.

You have already provided me with the documents I have requested, for which I am grateful for your co-operation. I would therefore be further grateful if you would sign the attached form to enable me to request the cheques from the bank as quickly as possible.

The signed form needs to be returned to me at Harlow CID in order for to liaise with the bank.

To that I need to add that the conduct of D C Chissel and her senior officers is to be  investigated by the Head of Essex Police Professional Standards Department, the section that investigates complaints against the police. The complaint is that the police have unreasonably begun an investigation when they have no credible evidence whatsoever of any fraud or financial impropriety of any kind and have been furnished with more than ample evidence that Ms Butler’s allegations are false and motivated by malice.

The Head of Professional Standards wrote this to me on Friday 20 November:

“Mr Bennett, I acknowledge receipt of your email and complaint that you make. I will ensure that your complaint is recorded and you are contacted in due course by a senior Officer appointed to investigate your complaint”.

As you’ll see from the above, it is going to take weeks for the police to get sight of those two cheques, both of which by the way were signed by myself and Ms Butler, and for which receipts have been provided to Essex Police.

It is out of my hands now, I have replied to Essex Police giving the necessary permission and can only sit and wait patiently for them to conclude their enquiries and vindicate me.

A private detective, who disappeared after being paid hundreds of thousands of pounds to search for Madeleine McCann, has been arrested in Oxford, media reports said on Wednesday.The man, identified by The Sun as Kevin Halligen, is also wanted by American authorities on unrelated fraud charges.

Halligen, who runs a Washington-based private investigations company, was hired last year by the McCanns to search for their daughter Madeleine who went missing in Portugal in 2007, the paper said.

He later disappeared but was on Tuesday arrested at a plush Oxford hotel over an unpaid bill. He had been staying there for three months under a false name, the Sun said.

“We arrested a 48-year-old man yesterday morning at the Old Bank Hotel in Oxford. It was a discrepancy over his hotel bill,” Thames Valley Police said, without confirming his identity.

Halligen’s company, Oakley International, last year won a 500,000-pound contract, to look into possible CCTV sightings of Madeleine. The money came from publicly-donated funds to find the child who was snatched from a hotel in the Algarve in May 2007.

But after six months, the contract was dropped for lack of progress. Halligen’s firm had by this time been paid some 300,000 pounds.

Earlier this month, the US Department of Justice put out a warrant for Halligen who is accused of defrauding a London-based law firm out of 1.2 million pounds. He claimed the money was to help secure the release of two businessmen who were arrested in the Ivory Coast but allegedly used the money to buy himself a mansion.

Madeleine was three when she went missing from her family’s holiday apartment in Portugal on May 3, 2007 while her parents dined with friends nearby. Thousands of people have donated money to the Madeleine Fund to help find her.

Despite a massive investigation by Portuguese and British police and huge publicity worldwide, she has not been found.

Portuguese police have closed the case but Kate and Gerry McCann have employed a number of private investigators to continue the search.

A spokesman for the McCann family said their association with the security consultant ended “well over a year ago.”

“Given that an arrest has been made it would be inappropriate for us to comment,” he said.

I’m not going to stop, you do know that, don’t you? Debs, Bennett, Brenda Ryan, jjp the swinger, Laffin the firebomber, Mad Dr. Vanessa Sluming, Sharon Lawrence the leafleting stalker, Ambersuz, the Grenville-Greens – all of you – you will pay the price for the inhuman things which you’ve said and done against the McCanns, who, I will remind you, are decent and honourable people who have committed no crime save that of gross stupidity in leaving their infants alone in the first place.

They weren’t to know that their monumental misjudgement would have such grave consequences, but now they must live with that knowledge, and that is punishment enough without being targetted by you lot – the shrieking, demented pitchforker brigade. There is a good reason why no charges have been laid against the McCanns, and that is because they are innocent, and it isn’t for the likes of you to overrule the legitimate investigative authorities of two civilised, technologically-sophisticated nations – Britain and Portugal – and all the stalking and leafleting in the world isn’t going to pluck fresh evidence out of thin air where no evidence exists, and it’s about time you got that through your thick skulls.

Dear Pat   Your letter is described as ‘an open letter to the Anti-McCann brigade’.   Here’s my open reply which I would ask you to publish unedited in a prominent position on your JustAThought Forum.  
You begin your message by promising: ‘I’ll hound you”.

 

You then say: “Like you hounded the McCasnns”.

We know for a fact that the McCanns claimed that the limited leaflet drop in Rothley amounted to the crime of harassment within the meaning of the Protection from Harassment Act 1997 – they told us through their spokesman, and said they were under additional police protection.  But the police made no contact with myself nor with anyone else from The Madeleine Foundation over that incident, nor over any other incident.Carter-Ruck further claimed in a letter to Ms Butler and myself in August that our actions amounted to ‘harassment’ and they reserved the right to take criminal or civil action. I replied explaining that my actions did not amount to harassment. The McCanns and Carter-Ruck have since dropped that part of their claim.

No-one has the right to ‘hound’ someone else. It appears you condemn the hounding of someone else. Yet you now propose to do some hounding yourself, right? You say “I won’t rest until your faces are on the front pages of every newspaper in the land”. You go on: “I’ll pursue you until you are all behind bars where you rightfully belong…you will pay the price for the inhuman things you’ve said and done…”.That’s quite a commitment to ‘carry on hounding’, isn’t it?

You speak with conviction of the McCanns’ ‘innocence’, yet even they say they weren’t there when the abductor struck, they were wining and dining, and they say they left the patio door unlocked. And how long were the McCanns leaving their children for? According to Mrs Fenn, for at least 75 minutes, during which time poor Madeleine was sobbing her heart out and crying out in her distress: ‘Daddy, Daddy’.‘Innocent’. you say, Pat? You speak in emotive and exaggerated terms of the ‘shrieking, demented pitchforker brigade’.

Is it shrieking or demented to ask about the track record of the cadaver dogs Eddie and Keela and what they found in Praia da Luz?

Is it shrieking or demented to examine the McCanns’ responses when they were told what the dogs had found?

Is it shrieking or demented to ask why the McCanns insisted the night Madeleine was reported missing that the abductor had jemmied the shutters open to gain access, only for them to change their minds and insist that they’d left the patio doors open and the abductor got in that way?

Is it shrieking or demented to analyse how the abductor could have accomplished the abduction of Madeleine in complete silence within a timeframe of no more than 3-4 minutes, leaving no forensic trace?

Is it shrieking or demented to place under the microscope, so to speak, the variations in Jane Tanner’s account of the person she claimed to have seen at 9.15pm on 3.5.07?

Following the Carter-Ruck letters, we may no longer be able to accuse the McCanns. But we and every other British citizen have the right to ask questions about the circumstances in which Madeleine McCann vanished without trace. We are not bound by any legal principle that I am aware of to accept uncritically the accounts of the McCanns and their friends.

Finally I turn to ‘JustAThought’.

There are pages and pages of grossly defamatory material about me on the site run by yourself and ‘MsMarbles’.To take one example, one poster recently described my views as ‘well to the right of Goebbels’. How can you allow such a statement on your site?

There is not a shred of evidence that I have views that could in any way whatsoever be categorised as racist, or far right, still less ‘well to the right of Goebbels’. Goebbels was the liar and propagandist supreme, a spokesman for a regime of gross oppression, cruelty and genocide. Where is there anything I have said and done which in any way justifies allowing your posters to say something as defamatory as that? Please ensure that posting and anything else describing me as ‘racist’ or ‘far right’ etc. is removed forthwith.

And speaking of accusations of ‘lies’ and ‘liar’ thrown at me frequently by yourself among others, please name one deliberate lie of mine that you can prove to be a lie (as opposed to an honest mistake, which all of us make from time to time). To call me a ‘liar’ in public as frequently as you do means you must be able to prove it. I invite you by this open letter to give me one instance of where I have knowingly lied.

Then we have someone like ‘sabot’ saying: “You don’t think he has been doing it out of the goodness of his heart, do you, Tony? Have you seen how many money-making scams he’s got going? Years and years of them. So, he’s suddenly doing this for nothing?”

I’ve seen on your forum some of the campaigns I have been involved in described as ‘money-making scams’. Your posters list the sale of publications for SANITY, A.R.M. and CREC. These were all legitimate campaigning organisations with all cheques paid in to the accounts of the organisations concerned. The campaigns, respectively, were in opposition to the Nice Treaty 2000 and the forced metrication of 2 million road and footpath signs, while CREC was founded in an attempt to secure a referendum of the British people on the European Constitution and latterly on the Lisbon Treaty, a demand which incidentally according to a host of opinion polls 90% supported. And by the way our campaign against metrication of our road signs succeeded in 2006 when the government announced they had permanently abandoned their plans.

It is defamatory of you, sabot or anyone else to suggest that any of the above were ‘money-making schemes’. All involved a lot of campaign effort and I gained not a penny from any of them.

The book I wrote on weights and measures was self-published as a 64-page A4 publication and the £4 cover charge including postage merely covered production costs.As for Ms Butler’s accusations of ‘serious fraud’ etc. within The Madeleine Foundation, I’d remind you that these have yet to be substantiated and I can tell you now that they will not be substantiated because they are wholly untrue. Those who have believed Ms Butler’s accusations will be the ones who will be embarrassed.

I vowed when I embarked on my research into Madeleine and decided to publish a booklet not to make a penny from doing so. In this respect I have a completely clear conscience as once again I have not profited one penny from the sale of the books nor from the operation of The Madeleine Foundation in an yway. If you have a jot of evidence to the contrary, say what it is.

 If you haven’t (and neither you nor any of your posters can have such evidence), then kindly withdraw all such defamatory references from your forum forthwith.

Sedative Interview

Interviewer question

“On that evening did you give to your kids something like calpol to help them sleep?”

“(swallow, els&dr)(Intake of breath) you know we’re not gonna (head back) comment, on anything (ec) but you know there is absolutely (head back). No way we use any sedative drugs (head down, ec, head shake, scratch behind l earlobe, looks back at I, slight smile) or anything like that en (ldr, rhb) you know we’ll we have (ldr) co-operated with the police (ldr) we’ll answer any queries ermm (ldr)…any tests that they want to do en.”

 

First cluster – Swallow, eyes look sideways & down right, intake of breath

Firstly, the Adam’s apple is emotionally responsive (i.e. it reflects visceral or gut feelings). Acting through the vagus nerve (cranial X) emotional tension from the brain’s limbic system causes unconscious muscular contractions of the sternothyroid, thyrohyoid and associated inferior pharyngeal constrictor muscles of the Adam’s apple. This movement is evident as the muscles contract to swallow, to throat-clear or to vocalize an objection that may be left unsaid. This swallowing movement indicates feelings of anxiety or embarrassment.

I find it hard to imagine why Gerry would become anxious or embarrassed by this question (angry, hurt, yes), unless of course these feeling were stimulated at the prospect of having to lie in which case it would indicate that either he, or someone else, had given the children calpol or other sedatives to help them sleep on that night.

Secondly, eye movements are largely controlled by the midbrains Oculomotor, Trochlear and Abducens nerves (cranial III, IV & VI). According to neurological research, eye movement both laterally and vertically seems to be associated with activating different parts of the brain. Generally, when eyes look right it is indicative of the brain working at constructing, up right eye movements indicate construction of visual images, sideways right eye movements indicates construction of audio. When eyes look left it is indicative of the brain recalling or accessing memory. Up left eye movements, indicate recalling of visual images, sideways left eye movements indicate recalling of audio. When eyes look down left it indicates internal dialogue and down right indicates that a person is thinking about the question as they recall smell, feelings or taste.

In the video clip, we see Gerry look sideways right and down right. He looks sideways right first. This indicates that he might be constructing something auditory. This might include for example constructing what he will say or could say to the question., or he may be assembling the question in his mind due to the fact that he has not heard it before. We also see this movement directly followed by a right down eye movement. This motion indicates that Gerry is thinking about the question and his feelings. I am uncertain as to whether officials, or anyone else to that matter, had asked Gerry about the use of sedatives before this interview took place; hence, suggestions of Gerry constructing a lie must be posited with caution.

Still, the answer to the question should be easy, either a yes or no. Moreover, when taking into account the media coverage of the sedative use issue I would think that the answer should be well known to Gerry McCann, surely someone must have alerted him to the “ludicrous” suggestions being made in the media!; thus, the answer should be in his near term memory, this would not require him to search for an answer (in this case eye movements would be barely be visible).

Thirdly, the intake of breath that we hear Gerry making may be nothing more than pre-speech in-breath. Interestingly though, the pre-speech in-breath is often used by an array of professionals to add an air of authority and credibility to the qualifying subsequent spoken words. It is also a typical expression of ordinary conscious anxiety and tensions reflected in other kinesic behaviours including the aforesaid.

From this cluster I think it would be fair to say that the question “On that evening did you give to your kids something like calpol to help them sleep?” aroused emotion, albeit anxiety, embarrassment or stress, or a combination of the three. If Gerry did not administer calpol or sedatives to the children that evening (or knows with certainty that no one else had) then I see no reason for the arousal of emotions witnessed.

Second Cluster- Head down, eyes closed, head shake, scratch left ear lobe, looks back at Interviewer but does not raise head, slight smile, look down right, left hand brush away from body.

Observed during “No way we use any sedative drugs”

 　

The head down motion is an automatic escape movement designed to remove a body part or parts from danger. It underlies many negative and submissive nonverbal signs (e.g., feelings of guilt or shame or cues of fear or submissiveness). It is suggested that bending motions of the head (and trunk) are neurologically “simple” as NVC signs. As they are unaffected, unintended, and unconscious; thus, they are among the most reliable indicators of mood. Gerry’s eyes also gaze down in conjunction with the head down motion. Gaze-down often reflects guilt, shame, submissiveness or deception. These feelings pass from the limbic system and basal ganglia to the midbrain’s oculomotor (cranial III) and other cranial nerves. Acting in concert, the eye muscles pull together in a downward or sideward eye movement, depending on the mood.

Gerry’s words “No way we use any sedative drugs” appear to arouse feelings of guilt, shame and/or deception. (Note – I rule submissiveness out firstly, as Gerry’s baseline demeanour does not suggest that he is submissive; secondly, as a result of my findings in the first cluster; thirdly, he hardly submits to answering the question does he?) If he is feeling guilty or shameful then the question “what about?” must be asked. If he is telling the truth, then he has no reason to feel ashamed or guilty; the answer is simple, he is lying. However, how big is the lie? Look at the question again, “On that evening did you give to your kids something like calpol to help them sleep?” We should note that he does not anywhere in his answer state that they did not give the children sedative drugs that night, nor does he deny the use of calpol. In fact, what he says is “there is absolutely no way we use any sedative drugs or anything like that”!

Gerry also closes his eyes when he uses the head and eye down motion. When this cue is used during or shortly after a verbal denial, it usually shows that the speaker does not believe his or her own remarks. As true statements are normally given with a confident, face to face or level gaze, which might be held for longer than three seconds. In addition, Gerry also shakes his head in conjunction with the aforementioned NVC signs. Interestingly, the headshake is associated with cognitive dissonance and this is where feelings of uncomfortable tension arise because of holding two conflicting thoughts in the mind at the same time. It should be noted that dissonance is often strong when we believe something about ourselves and then do something against that belief. The headshake is also linked to uncertainty and is gut reactive; thus, this motion originates from the limbic system, which stimulates the special visceral accessory nerve (cranial XL).

The scratching of the ear lobe is a self-touch cue aimed at relieving stress and/or providing comfort. It reflects arousal of the SNS’s flight or fight response. Ear lobe (and nose) scratching results from blood vessel engorgement whilst in this state; thus, this cue is indicative of increased anxiety and may signal deception, disagreement, fear or uncertainty.

We also see Gerry glance back at the interviewer without raising his head; this method is often used in the act of deception to gauge the response of those being addressed. (I.e. it is used to see if the listener is swallowing the lie.)

Gerry also appears to produce a slight smirk, almost a look of amusement. In NVC, smirking is a sign of contempt for the gullibility of the person(s) who are being duped. Smirking is also indicative of someone having something further to share. For example, when Susan Smith stated that wherever her children were she hoped they were ok, she smirked then smiled…she knew where they were and what state they were in; she knew they were dead – she had something further to share.

Gerry raises his left hand and makes a tight brush away motion from the body at neck height. What is interesting is that this motion signifies the brushing away or dismissing of a subject or the spoken words in the event of deception. Furthermore, the tighter the hand or arm movement is to the body the more indicative it is of deception. It should be also be noted that we do not ordinarily make conscious choices about the hand or arm gestures as we are usually too busy talking to notice or care.

This cluster is certainly indicative of deception as Gerry exhibits a combination of deceptive signals that are in agreement with each other: I cannot find one NVC signal that could cast significant doubt on this assertion.

My conclusion is that Gerry McCann  fails to answer the question, choosing instead to skirt around the question in a somewhat defensive manner: Gerry McCann is engaging in the act of deception.

Question

Truthful answer

“No I (we) did not” or “Yes I (we) did”

Note – when we are truthful about something we tend to be direct and confident in our spoken word, our NVC mirrors this.

Yet Gerry McCann answers

“You know we’re not gonna comment on anything but you know there is absolutely . No way we use any sedative drugs or anything like that en you know we’ll we have co-operated with the police we’ll answer any queries ermm …any tests that they want to do en…”

THE wedding guests arrived in black limousines to see a British secret agent marry his US government lawyer bride, surrounded by the strictest of security.

From the grand 19th-century Evermay mansion, where the ceremony took place, the guests had commanding views of America’s power base, Washington, DC.

It is a city where former intelligence operatives and military men mix warily with politicians and power-brokers, looking for lucrative government security contracts.

Among the guests at the wedding were a former CIA station chief and a security adviser to Barack Obama. The best man had once been special operations marine colonel.

The guests were some of the best-informed people in the capital. Yet none knew that the wedding was a sham, the priest was an amateur actor and Richard Halligen, the groom, was an imposter.

Halligen, 50, is better known as Kevin Halligen in Britain (or more precisely Halligan with an “a”, according to his birth certificate).

The wedding was part of a illusion that has seen him take in some of the most senior figures in the intelligence world on both sides of the Atlantic with a mixture of charm and trickery.

On the way he has made considerable sums from the Madeleine McCann fund and more than £1m from a deal involving a company accused of dumping toxic waste. He has left a string of creditors behind. His debts are said to amount to more than £3m.

Halligen is now on the run after last being spotted with a girlfriend at the Royal Crescent hotel in Bath.

His pursuers include the former head of undercover operations for the UK police, a City lawyer, a Washington lobbyist, his former bride and a former head of the SAS, who blames himself for helping to launch Halligen into the world of intelligence and security.

The United States justice department, on behalf of the FBI, has issued an indictment seeking his arrest for an alleged £1.2m fraud.

The secretive nature of the security and intelligence community provided the perfect cloak for the talented Mr Halligen. It is a world where people do not talk openly about their past exploits, because they are frequently matters covered by the Official Secrets Act.

A Dubliner by birth, Halligen came to England in the late 1970s and held a series of consultancy jobs as an electronics specialist. His first spell as a director was for his girlfriend’s catering company in Surrey, from which he resigned in 2001.

However, the stories he spun to colleagues and girlfriends about his history were much more colourful. They say he claimed variously to have worked for GCHQ, MI5, MI6 and the CIA, or at least implied as much.

In his résumé he claimed to have worked on government defence projects for more than 20 years. “Kevin,” he wrote of himself, “has operational experience in Northern Ireland and the Middle East and retains close links with special projects, special forces and the international government security community.”

He also claimed to have contributed to a high-level report assessing Britain’s resilience to terrorist attacks. However, this, like his claims to have briefed the Pentagon on Iraq, was at best fanciful.

His first entry into the private security business was as technical director for the Inkerman Group, a company set up by Gerald Moor, an ex-army intelligence officer. The job ended abruptly in 2003 after Halligen drank Moor’s stocks of champagne and “irreplaceable” burgundy while house-sitting for a couple of weeks.

At the same time, the company vetted Halligen and found worrying anomalies. “Nothing seemed to check out. He had two different birth mothers, according to the forms he had filled out,” said Moor.

Once in the security world, however, Halligen began forging business contacts and friendships. A key to this was his membership of the exclusive Special Forces Club in Knightsbridge, central London.

Membership is usually open only to those who have served in the UK’s secret services or special forces, but his name was nonetheless put forward in 2002 by two of the club’s staunchest members: Major Donald Palmer, its then chairman, and Major-General John Holmes, a former commander of the SAS and former director of special forces.

Both men — who knew Halligen through business — now bitterly regret helping him. “We were all taken in,” said Holmes, who now devotes considerable amounts of his time to finding Halligen.

“I feel partly responsible because I introduced him to people, my friends, some of whom are now owed money. I just want to see that he is brought to book.”

Using his contacts, Halligen set up his own companies. His initial venture Chimera (dictionary definition: “vain or idle fantasy”) was short-lived, and Halligen formed Red Defence International in 2004.

It was a crisis in Ivory Coast in September 2006 that was to transform Halligen and his company’s fortunes.

Claude Dauphin, the president of the Dutch company Trafigura, had been seized with another executive in the African state. They were accused of dumping toxic waste near the country’s largest city, Abidjan, which had poisoned thousands of people.

Halligen’s company was paid £460,000 a month to identify the key power brokers in Ivory Coast and negotiate the executives’ safe return. This did not turn out to be enough, however.

By now Halligen was operating from plush offices in Washington and, at some point, had acquired a defence department security pass. He used the cash from Trafigura to hire the services of some of the most powerful private security organisations in the city.

By January 2007, there was real concern. The Christmas deadline for the release of the two executives had passed and their families were becoming desperate.

Halligen met the Trafigura’s British lawyer, Mark Aspinall, at a Washington hotel and asked for an extra £1.2m for a lobbying campaign to persuade the US government to intervene in the dispute.

Aspinall’s London law firm was given the money by Trafigura and paid it into a personal bank account that had been set up by Halligen in Washington.

The money went into his account on January 10 and the following day £1m went out to pay for Halligen’s palatial new home in Great Falls, Virginia.

The two Trafigura executives were freed the following month when the company paid £120m to the Ivory Coast government.

The deal had little to do with Halligen; but the company was so relieved that it did not inquire how he had spent the money intended for lobbying.

Aspinall, meanwhile, had struck up a friendship with Halligen during the crisis. When Halligen asked him to invest in Oakley International, his new Washington company, Aspinall handed over £300,000 and later made a personal loan of another £150,000. He has not seen a penny of that money since.

Halligen is thought to have made £1m in profit from the Trafigura work on top of the money that he spent on his home. He spent thousands of pounds staying at the Willard hotel in Washington — where he met his “bride”, Maria Dybczak, a trade lawyer for the commerce department, when he accidentally stepped on her dress.

Dybczak has spoken to The Sunday Times but did not wish to be quoted in the article.

Halligen had told Dybczak that he had previously worked closely with MI5 and MI6. Sometimes he also claimed, for effect, that he had met her in Bosnia years earlier. He did not tell Dybczak that he already had a wife in Britain whom he had married in 1991 but never divorced. .

His £360,000 wedding to Dybczak, in spring 2007, was the perfect opportunity to confirm his entry into the Washington elite. Just 40 hours before the ceremony was due to take place in Washington’s most expensive home, Halligen dropped his bombshell.

He told Dybczak that his spy masters in Britain would not allow his name to be made public on a marriage certificate. “He said he was in ops so black that he could not allow his name to be on anything,” said a source close to Halligen.

The couple persuaded the catering manager, who was the director of a local theatre group, to play the role of the priest.

When Halligen slipped the £120,000 ring on his new “wife’s” finger, the scores of powerful guests had no idea.

One of the guests was Andre Hollis, a lobbyist who became chief executive of Halligen’s Washington company. “It was like a global intelligence debutante ball,” he said. “And nobody knew it was fake.”

Not even the best man, Colonel John Garrett, a defence lobbyist for the blue-chip Washington law firm Patton Boggs, was let in on the secret. Nor was the most powerful guest in the room, Noel Koch, a security expert who has now become a deputy undersecretary in the defence department.

He said: “We found out later that it was not a real wedding. The priest was an actor.”

Koch says Halligen was a curious character: “He used to be difficult to understand because many of the conversations were sotto voce. It was like we’re all spies together and the walls were listening.”

Also on the guest list from England were Palmer, Aspinall and Henri Exton, a former national head of undercover operations for the police.

It was Exton’s expertise that was to be used in the hunt for Madeleine McCann.

Madeleine had been missing for a year when Brian Kennedy, the millionaire philanthropist who had invested heavily in a fund to find the little girl, contacted Halligen’s firm via Exton.

At the initial meeting, Halligen seemed impressive. He offered the McCanns undercover surveillance and intelligence gathering in Portugal, as well as promising to provide satellite imagery and details of telephone traffic from the night Madeleine disappeared.

The contract was agreed with Oakley International, and the money was paid into the company’s American account through a middle company called Housing Agent Holdings.

Former colleagues say Halligen was out of his depth and had no experience of such investigations. So the detective work on the ground was done by Exton and other contractors, who produced a series of reports pointing to new leads.

Halligen was supposed to provide the technical data such as the satellite imagery from his contacts in Washington. “As far as I am aware,” said one source, “all he came up with was a Google Earth image.”

The McCanns themselves were increasingly concerned about Halligen. “He had this sense of cloak and dagger, acting as if he were a James Bond style spy,” said a friend close to the family. “The McCanns found him hard to deal with, because he was forever in another country and using different phones. He promised the earth but it came to nothing.”

The contract came to an end in October last year and was not renewed. Halligen’s company had received £500,000, but the contractors who did the work are owed more than £300,000. Cheques bounced despite Halligen’s promises.

Exton, who was more than £100,000 out of pocket, switched his investigation into Halligen himself. As a result of his initial inquiries, he approached Aspinall, who was also concerned about his investment.

In October last year, as the pressure mounted, Halligen decided he needed a holiday in Rome. He told Dybczak that his “former employers” in London had leaked details of his undercover operations in Northern Ireland and he needed to go into “hiding”.

While texting Dybczak to say he loved her, he flew first-class to Rome with a new girlfriend and her dog, paid for by his company. They settled in the five-star Cavalieri hotel and enjoyed its Michelin three-star restaurant. The £12,700 bill was paid for on his company credit card.

Back in Washington, it was dawning on Hollis that nobody had been paid and the Madeleine money had gone. The £50,000 he invested in the company had also evaporated.Exton and Aspinall called in a forensic accountant to look at the books and the results were alarming.

In just over a year Halligen had skimmed off £600,000 from the company for his personal benefit. More than £150,000 had been spent on improvements on his new house. Payments to labourers, electricians and plumbers were all itemised.

After the first tranches of the Madeleine fund money went into the account, Halligen withdrew more than £130,000 for his personal use. The payments were often disguised as transfers to Dybczak, but she has confirmed the money was for his benefit.

Halligen is now believed to be back in Britain travelling with an old girlfriend. Dybczak has not seen him since he left Italy. He owes her £45,000, and her parents have not been paid back £170,000 they lent him. Patton Boggs, his lawyers, are also owed cash.

Having amassed a file of evidence, Exton called in the FBI, which is now seeking the “secret agent”.

Fired abruptly by the Find Madeline Fund which has sought to find Madeline McCann, Red Defence International also wrangled in the past with Trafigura.

An affiliate of Red Defence International, a firm headed by Britain’s Kevin Halligen, the investigative concern Oakley International Group was hired in March, 2008 to help find Madeline McCann, the three-year-old British child who vanished in May, 2007 from a hotel on the Portuguese coast. In late August, the Find Madeline Fund, which bankrolls the search for the child, suddenly cut all links with Oakley International, officially for “inadequate results.”

It wasn’t the first time that companies owned by Halligen, who took part in MI 5 operations in Northern Ireland, have encountered problems with their customers. In September, 2006, Red Defence was retained by the Trafigura trading group after two of its senior executives, Claude Dauphin and Jean-Pierre Valentini, were arrested and clapped behind bars in Ivory Coast. A month previously, the Probo Koala, a ship chartered by Trafigura, had discharged toxic waste in dumps in the port of Abidjan. Red Defence, whose contact with Trafigura was lawyer Marc Aspinall, pulled out all the stops to secure the release of Dauphin and Valentini.

Through the firm WatchWood, Red Defence leased a Falcon business jet from the South African group Aerotrade, headed by Fred Rutte, and kept it on stand-by for months, at great expense. Red Defence additionally approached a private British security concern Oceans Five run by John Nash to ask that it provide commandos to mount an operation to rescue Dauphin and Valentini from Maca prison in Abidjan.

The operation, initially planned for mid-January, 2007, was put back on several occasions. Trafigura, which was negotiating simultaneously with the Ivory Coast authorities for the release of its executives, was worried about the constant postponements and the prohibitive cost of the operation.

It finally cut all ties with Red Defence in February, 2007. Shortly afterwards, Dauphin and Valentini were released after the payment of USD 198 million that was destined to cover the cost of a clean-up of waste from Probo Koala. Subsequently, Trafigura’s lawyer, Aspinall, demanded that sub-contractors hired by Red Defence reimburse some of the money paid to them , threatening legal proceedings.

Following that setback, Halligen moved to the United States and founded Oakley Security Services, whose initials OSS evoked those of the Office of Strategic Services, forerunner of the CIA. He re-named the firm Oakley International Group and teamed up with the lobbying concern Patton Boggs run by Thomas Boggs.

A team of private investigators working behind the scenes to find Madeleine McCann has been axed after being paid £500,000 from publicly donated funds.

The Find Madeleine Fund quietly engaged the services of a US-based company which was awarded the lucrative six-month contract earlier this year.

The company,Oakley International, which boasts former British security service and FBI contacts, was hired to monitor the Madeleine Hotline, carry out detective work and review CCTV footage of possible sightings of the missing girl around the world.

A source revealed that the company had also spent resources in an attempt to infiltrate a paedophile ring in Belgium.

However, the company’s contract will now not be renewed. The Mail on Sunday has learned that double-glazing tycoon Brian Kennedy, who has been underwriting the fund’s search for Madeleine, has conducted a review of the agency’s work and has become unhappy with the progress it was making.

The deal was abruptly ended following a meeting last week after the fund brought in independent monitors to assess how the money was spent.

The cost of employing the agency – run by a Briton, Kevin Halligen – has drained the Madeleine fund and there is now less than £500,000 left.

The development is likely to dismay the thousands who gave to the appeal, and raise questions about how the fund has been administered.

Mr Kennedy, who owns Sale Sharks rugby club, was said to be ‘angry’ because he believed Oakley’s bills, estimated to be more than £80,000 a month, were too much for the results they achieved.

A source said: ‘There is a sense that they were meaning well but hadn’t got as far as they should for the money involved.

‘Brian Kennedy thought their work was far too pricey and wanted to know where the money was being spent. He wasn’t satisfied with their answers and the contract was not renewed.

‘Madeleine’s parents, Gerry and Kate, have been kept informed all along and agree with the decision. A lot of people were asking questions about where the money was being spent.’

Oakley International won the contract after an introduction by another company, Red Defence International (RDI), based in Jermyn Street, Central London.

Listed as being involved with both companies was Mr Halligen, 47, a communications expert. He is given as the ‘contact name’ for Oakley International Group, a company registered in Washington DC as the manufacturer of search and navigation equipment.

The company says it has annual sales of £33,000 and only one employee, who appears to be Mr Halligen.

The address given for the company is 2550 M Street NW Washington, which is the downtown office of Patton Boggs, one of the largest and most powerful law companies in America.

A source at the law firm said last night that the lawyer who represented Mr Halligen was unavailable for comment.

RDI, formed in 2005, bills itself as ‘an experienced provider of crisis prevention, management and expertise’. It claims to have a presence in Washington DC and Virginia and representation in the Middle East, Africa and Central America.

However, its latest set of accounts is two months overdue and it faces being fined by HM Revenue & Customs.

Among the main players working on the McCann contract were Mr Halligen and Henri Exton, 57, who headed the Greater Manchester Police undercover unit until 1993. He then worked for the Government before moving into the private sector.

One day after a crisis meeting last week with the Madeleine fund administrators, Mr Halligen resigned as a director of RDI.

Mr Exton, of Bury, Lancashire, has the Queen’s Police Medal and an OBE. During the Seventies and Eighties his work included uncovering organised crime rings and recruiting supergrasses.

He also infiltrated football gangs, at one stage becoming a leader of the Young Guvnors, who followed Manchester City, and was forced to take part in organised incidents to preserve his cover.

Previously, the McCann fund had employed a Spanish detective agency called Metodo 3. However, the fund lost confidence in them, especially after they announced they would find Madeleine by last Christmas.

She had disappeared from the resort of Praia da Luz, Portugal, on May 3, 2007, nine days short of her fourth birthday.

A spokesman for the McCanns said yesterday: ‘Kate and Gerry, the fund and their backers have always sought to employ the very best people and resources in the ongoing search for Madeleine.

‘Kate and Gerry, via the fund and the backers, continue to employ many such resources and it is true that Red Defence and Oakley were part of those resources.

‘I simply will not comment on any personnel, financial or operational details whatsoever.’

No one could be reached for comment at Oakley International or Red Defence International.

Mr Kennedy, estimated to be worth about £250million, became involved after being moved by the plight of the McCanns during the period they were made formal suspects – arguidos – in Madeleine’s disappearance. Portuguese prosecutors dropped the couple’s arguido status last month.

The 47-year-old made his money in double-glazing and home improvement ventures with companies including Everest windows. His Latium Group business empire has an annual turnover of about £400million.

United Kingdom Man Indicted for Fraud

Washington, D.C.—Kevin R. Halligen, 48, of Surrey, United Kingdom, was indicted today on charges of wire fraud and money laundering by a grand jury sitting in the District of Columbia, announced Acting U.S. Attorney Channing D. Phillips and Joseph Persichini, Jr., Assistant Director in Charge of the Washington Field Office of the Federal Bureau of Investigation.

The indictment alleges that from November 2006 to January 2007, Halligen engaged in a scheme to defraud a London-based law firm of $2,100,000. The indictment alleges that Halligen falsely represented to the law firm that these funds would be used to pay expenses incurred in the United States to help secure the release of two executives of a client of the law firm who were arrested in the country of Ivory Coast. Contrary to these representations, Halligen, the indictment alleges, used the funds for his own benefit including purchasing a mansion located in Great Falls, Virginia.

In announcing the indictment, Acting U.S. Attorney Phillips and FBI Assistant Director in Charge Persichini praised the work of the FBI Special Agent who investigated this case. They also commended Paralegal Specialist Mary Treanor, Legal Assistants Jamasee Lucas, Sabrina Brown, and Assistant U.S. Attorney Vasu Muthyala, who is prosecuting the case.

An indictment is merely a formal charge that a defendant has committed a violation of criminal laws and every defendant is presumed innocent until, and unless, proven guilty.

A support group created for former police inspector Gonçalo Amaral, who once headed the investigation into Madeleine McCann’s disappearance, has this week launched two on-line petitions that they intend sending to Portugal’s Parliament, the European Parliament, and the European Human Rights Court.

In a press release, the ‘Citizens Support Gonçalo Amaral’ group indicated the two petitions were already circulating on the Internet and that their objective was to “reinforce the constitutional right to freedom of speech, carried out in a responsible manner and without any other limitations unless defined by law”.

“Our first line of action is to put these two petitions online, one aimed at Portuguese citizens and foreign residents in Portugal, the other aimed at foreign citizens, and we intend to submit them to the Portuguese Parliament, European Parliament and the European Human Rights Court”, the statement read.

The ‘Citizens Support Gonçalo Amaral’ movement was created following the launch of an Internet site entitled ‘Project Justice Gonçalo Amaral’ the purpose of which is to ‘give back the freedom of speech’ to the former police chief.

According to the movement, ex-inspector Gonçalo Amaral has done no more than “publish, in a book, the report of a criminal investigation: a report based on facts, which translates the conclusions of an extensive team of investigators, a clear result of a procedure that has already been made public”.

Published in 2008, sales of Gonçalo Amaral’s book, ‘Maddie: the Truth of the Lie’, were banned in September this year by Lisbon’s Civil Courts.

The theme of the book is Madeleine McCann’s disappearance.

Then aged three, Madeleine McCann disappeared on May 3rd 2007 from a bedroom in an apartment at the Ocean Club tourist resort, Praia da Luz, Algarve.

She had been sleeping in the apartment with her two younger siblings, twins Amelie and Sean.

Her parents, Kate and Gerry McCann, were at one point made official suspects in the investigations, but later cleared.

Ex-inspector Gonçalo Amaral has maintained he believes Madeleine’s parents are involved in her disappearance.

The McCann family is demanding compensation of at least €1.2 million from Gonçalo Amaral for his declarations, which they consider to be defamatory.

Dear Mr Folkard

I write to make a formal complaint to Professional Standards into the way Essex Police have handled complaints of ’serious fraud’ against me by Ms Deborah Butler of 67 Grace Avenue, Allingham, MAIDSTONE.

My complaint is based on the following:

1. Essex Police have failed to follow the advice of Det Sgt Ryder of Kent Police who interviewed Ms Butler on 4 or 5 November and found her to be ‘gibbering’ (his actual word not mine) and formed the view within 20 minutes that her complaints wwre malicious and not well-founded.

2. I have provided evidence to D C Chissel and Det Sgt Shannon (a) that Ms Butler’s complaints were motivated by her being quite properly expelled from The Madeleine Foundation on 4 November 2009 and (b) that at no time previously had Ms Butler ever had reason to query the accounts.

3. I do not believe that Essex Police has receieved any credible evidence whatsoever that there is any fraud within The Madeleine Foundation; I know that there is no fraud or financial irregularity so I know for certain that you have no evidence of it

4. Questions to D C Chissel and Det Sgt Shannon asked by me on 16 November have not yet been answered

5. D C Chissel sought to prevent me from communicating relevant information to her by email.

To this I would add that the Police should be examining Ms Butler’s actions which amount to making a malicious complaint and wasting Police time.

I await your investigation into my complaints.

Annika Östberg who was sentenced to 25 years in prison after the infamous murder in 1981 killing one restaurant owner and a cop in California. Up until 2009 Östberg had been serving her life time imprisonment in an US jail. But thanks to Reinfeldt and Obama she was finally able return to Sweden to serve the remaining time in Swedish prison. There is currently a debate over wether or not her life time prison sentence should get a final date. It is suspected and very likely that she will be released as early as of 2010. After spending 30 years in prison.

Yes, Ostberg was involved in the double murder but she never killed anyone but she tried to kill a police man. What do you think? Should she be released in 2011 or not? What about the decision to transfer her to Sweden? Was it wrong or not?

Another mystery is who killed only days before her wedding with fiancé Mats Alm. So far everything points to him unfortunately but there has not been enough evidence to support that claim. Alm was naive enough to alert media about his missing bride-to-be. Who would be impulsive enough and alert media if they really mourned? Another thing is why Alm decided to go drinking with his friends while his girlfriend still was missing…

The young girl Madeleine McCann disappeared while on vacation in Portugal in 2007. Very early on the parents was suspected of having been responsible for her supposed death. Many other infamous people has also been suspected of her disappearance but she is yet to be found. Maybe the truth will never be known about what really happened…

All I can say is that the world we live in now is very scary.

In the summer of 2000, Hollie told her mother, Anne, that she had been repeatedly sexually abused by her father, Denis Charles Mackie and brother Greg. The abuse had begun when Hollie was just six years` old. Hollie said that Greg had also been abused by his father.

Anne Greig reported this immediately to the local police station in Aberdeen. During the course of that summer, Hollie, who has Down`s Syndrome, began to provide more names of abusers. It transpired that Denis Mackie had been sharing his daughter with a ring of sexual abusers, which included a serving police officer with the Grampian force, Terry Major and an Aberdeen sheriff, Graeme Buchanan.

Medical and other evidence supported Hollie`s account and Grampian Police accepted the truth of Hollie`s statement. Nonetheless, no action was taken by Grampian Police against the perpetrators and despite Anne Greig`s persistence, the Procurator Fiscal, now Lord Advocate, Elish Angiolini prevented any police action taking place.

In fact, the authorities instead attempted to discredit and intimidate Anne by having her forcibly taken to a mental institution, with the intention of handing Hollie back to her abuser father. Fortunately, Anne Greig had the presence of mind to have herself checked by a leading psychiatrist, who proclaimed her perfectly sane, a view with which even the institution were forced to concur.

In the years that have followed, Anne Greig has persisted in her attempts to bring the abusers to justice, not only for the sake of her own children, but also to prevent these dreadful practices continuing against others, which includes adults with learning difficulties as well as children.

It was only in 2009, when the News Of The World courageously broke the story, concentrating on the hitherto unheard of fact that Hollie had received payments from the Criminal Injuries Compensation Authority for crimes that have not even been investigated.

The measures to cover up this terrible story continue unbounded by the authorities.

Several years ago, Denis and Greg Mackie went to live in Portugal. On 8th May 2007, immediately following Madeleine McCann`s disappearance, Anne Greig, accompanied by a victim`s support witness, went to her now local police station in Shrewsbury to tell them to alert the Portuguese Police, as despite the proven case of paedophile abuse, neither of the Mackies had a record of any kind. The McCann team has accepted that the Mackies ought to have been questioned immediately. It is now understood that the British Police failed to pass on these details to their Portuguese counterparts.

Hence, the official cover up has even extended to detracting from the Madeleine McCann investigation.

Investigators have already informed us that discoveries of other paedophile rings in Scotland has been discovered, but it is clear that certain senior figures of authority are prepared to obstruct the course of justice and allow the known sexual abuse of some of society`s most vulnerable people to continue unabated, just to save their own skins.

The Hollie Greig story is now widely known by the media, police, legal, medical and political professions.

The facts are beyond dispute.

The only question that remains will be as to who has sufficient decency and courage to bring this and other issues to a just conclusion.

Grampian Police have reinterviewed a disabled woman who claims she was abused as a child by an Aberdeen paedo-phile ring which included a senior police officer and a leading Scottish sheriff.

Hollie Greig, 29, who has Down’s Syndrome, claims she was abused for 14 years from the age of six, and has given police the names of some of the men she says assaulted her.

Hollie and her mother, Anne, have been campaigning since 2000 when police were first informed of the alleged abuse, for criminal proceedings to be taken against those she says were involved.

The abuse is alleged to have taken place in Aberdeen, and Hollie and her mother claim to have made a statement at Bucksburn police station in July 2000 naming a senior police officer, who has since died, and a sheriff who still serves.

The Press and Journal knows the identities of both men but has decided not to make them public at this stage.

No charges have ever been brought, although Hollie received £13,500 compensation from the Criminal Injuries Compensation Authority in April this year.

It is understood that followed evidence from a Grampian detective inspector who described Hollie as “a truthful witness to the best of her ability and an entirely innocent victim”.

Last night, Mrs Greig, 58, said her daughter has had nightmares and suffered panic attacks since she first told her mother about the alleged abuse nine years ago.

“We’ve been battling this for a long time now and we are angry with the way things were handled right from the start,” she said.

“We were practically forced out of our home in Aberdeen and fled to Shropshire when this whole thing came to light. During these past nine years myself and Hollie have been called liars and had to put up with constant insults but we will continue to fight despite the endless brick walls we hit.”

Mrs Greig said she ordered two psychological reports on Hollie to dismiss claims she had invented the allegations.

“Hollie was asked to draw pictures and describe sexual acts to see if there was any signs she might be lying.

“Both reports, carried out by two separate doctors, came back saying that 100% she was telling the truth and had been sexually abused.”

Mrs Greig said Hollie’s campaign would continue until justice has been done. “All Hollie wants is justice. She says this has ruined her childhood. She doesn’t trust anyone and I’m the only person she can be around for any length of time.”

Mrs Greig said two officers from Grampian Police visited Hollie in September and spent three-and-a-half hours interviewing her at a special facility in Shrewsbury.

Hollie and her mother, who moved to Shropshire to escape the alleged abuse, have enlisted a group of high-profile supporters, including, it is understood, singer Annie Lennox, to support their demand for a prosecution.

Mrs Greig claims that two of the alleged abusers moved to Portugal a number of years ago and that she went to her local police station in Shrewsbury to pass on that information when news broke of the kidnapping of Madeleine McCann.

Madeleine, who was three at the time, was kidnapped from her family’s holiday apartment at Praia da Luz, in the Algarve, in 2006. Police believe she was taken by a paedophile.

One of Hollie’s supporters wrote to the Crown Office in Edinburgh earlier this year querying the decision not to prosecute and received a reply from Andrew McIntyre, Head of Victims and Diversity, setting out the criteria for determining whether to bring charges.

His reply suggested that, in Hollie’s case, the decision was based on the lack of independent corroboration. Mr McIntyre gave an assurance that police were continuing to investigate “aspects of the case” and said that the ongoing inquiries prevented him from commenting further.

Grampian Police last night confirmed the force was investigating an allegation of historic sex abuse.

A Crown Office spokes-woman said late last night: “We have not received any report from the police.

“If we do receive a report it will be carefully considered in due course.”

The judge who ordered the seizure of the house and jaguar of former PJ inspector, rated a trail of debts, in a action of anticipation of the eventual sentence of compensation to Madeleine´s parents. The assets of Gonçalo Amaral was already precarious before the decision of the Civil Court of Lisbon, who last October ordered the arrest of the proceeds from the rights of copyright related with the sales of the book “Maddie – the truth of lie”.

Until May 19, 2008, hung over Gonçalo Amaral, two measures of attachment, an attachment of seize and tax / debts, which together amounted to 468, 4 thousand euros. According with a certificate signed by the 3rd Land Registry of Lisbon, with the date of 21st September of 2009, which 24horas had access – the former PJ inspector was noticed in those three actions by A.S. Amaral, by the National Treasury and also from the Bank of Espírito Santo.

The first of those three actions, a seizure of the order of 129, 6 thousand euros, was brought at February 9th of 2005, referring to a “fact” verified in December 16th previous year. A.S. Amaral, and the applicant of the action was at the time, resident in a 3rd floor of Quinta da Mata, in Corroios (Seixal). 24horas could not locate him.

At September 14th of 2006, new “nightmare to Gonçalo Amaral with the National Treasury to move forward with seize action of 16.996 euros.

The day of May 19th of 2008 was a date of an even worst news. An action – another one – the seize by the Bank Espírito Santo (which belongs to BIC) against Gonçalo Amaral reaches the sum of 294.405 euros, plus with other 14,7 thousand as payment of expenses of the executive process, judged and ordered by a judge of Olhão´s Court.

The Civil Court of Lisbon understood, once evaluated the financial situation of Gonçalo Amaral, that if he becomes to be condemned as a result of the application of indemnization requested by Madeleine´s parents, does not offer guarantees of match it´s payment. It´s from that assessment that comes the decision of… arrest the house, the jaguar, the share of Amaral in the company Gonçalo Amaral Unipessoal Lda, and a third part of his salary as manager of the firm.

House arrested:

Amaral and his wife, Alexandra, had bought a house with 240 square metres on a land with a total area of 1145 square metres at Urbanização Cerro Azul, in Quelfes, Olhão – with 2 floors, 2 terraces, a pool and a garage – at October 25 of 2002. The house was registered only in Alexandra´s name, but, the registration communion marriage of acquired in which the married, dictated their arrest due to actions taxes against her husband. The couple payed for the house 204, 3 thousand euros, form which they move forward with a voluntary mortgage, as a loan title, hired in that same day and near BIC, with the total value of 292,9 thousand euros. At october 31st of 2003, the demand another loan at the same bank, with the top value of 64, 5 thousand euros.

Retirement pension also under “pillage”:

That same house would be the target of a seize of 129,9 thousand euros demanded by A.S. Amaral in 2005 and would work with the same purpose on the next seize, the one at 2006, as a guarantee of payment of 16.996 euros to the National Treasury. But, there is more. Retired since June 2008, Gonçalo Amaral receives a pension by early retirement – after 26 years of service – of 2039 euros, but the Retirement Administration Office forces him to discount a sixth part of that value every month, until the value of that debt reaches the 10.505 euros. The former inspector payed five of those benefits until the beginning of October. He has yet 26 to pay. And yet… a certificate of debts of October 16th of 2009 at Financial Service from Olhão which proves that Amaral owes to the Tax payer office a total of 13.426.7 euros. The debts (of 2006, 2007, 2009) has origin in fines, IRS, stamp duty and transfer tax. In a statement released in October 21, Amaral told that he feared to “be prevented of defending his reasons in court” due to the “higher costs of money” by the judicial action requested by the couple McCann. 24horas tried to get in touch with Amaral and his wife to clarify this situation. None of them answered the phone. Also none of them answered the written messages sent by 24horas.

80 thousand for tv interview:

At the end of april 2009, a correspondent of Five News requested an interview to Amaral. According to information gathered by 24horas, the British journalist received Amaral´s answer, but the interview, if granted, would have to be payed. Amaral issued that he would charge 80 thousand euros, also the same with other broadcasts including Portuguese tv channel TVI.

I can’t begin to imagine how a man runs up nearly a half a million pounds in debt during a career as a policeman. Especially one who celebrated his recent birthday with a public fireworks display, in the company of the Mayor.

I can’t imagine why he bought his Faustian Jag when he has his own personal entourage of debt collectors and tax collectors following his every move.

I can see a little more clearly now why this man needed to write a book which ensures a missing child is never looked for.

I can see a little more clearly now why this man is absolutely desperate that Madeleine stays missing. His financial survival and new career depend on her remaining so.

This man’s financial abyss was in place long before this case and had nothing to do with the credit crunch or the McCanns.

Shannon Lea Dedrick

The 7-month-old girl was found alive and well under her baby sitter’s bed several days after she was reported missing Oct. 31 from her family’s home in Chipley, Fla., police said. Authorities said her mother, Chrystina Lynn Mercer, conspired to hand her over to sitter Susan Elizabeth Baker before reporting her missing. Both women have been charged.

Shaniya Davis

The 5-year-old girl went missing from Fayetteville, N.C., on Nov. 10. Mario Andrette McNeill has been charged with kidnapping her, and her mother, Antoinette Nicole Davis, has been charged with human trafficking and a child abuse offense involving prostitution. Shaniya’s whereabouts remain unclear.

Elizabeth Olten

The 9-year-old disappeared Oct. 21 after leaving a neighbor’s home in St. Martins, Mo. Her body was found in a wooded area two days later. A 15-year-old girl was arrested in her slaying.

Somer Thompson

The 7-year-old girl was walking from school to her home in Orange Park, Fla., when she disappeared Oct. 19. Her body was found two days later in a Georgia landfill where garbage trucks dump trash from her neighborhood.

Hasanni Campbell

The 5-year-old Oakland, Calif., boy, who has cerebral palsy, was reported missing Aug. 10. Police arrested his foster parents, Louis Ross and Jennifer Campbell, on Aug. 28 on suspicion of murder but said later they did not have enough evidence to charge them. Police said they were still focusing on Ross and Campbell, who is Hasanni’s aunt.

Jaycee Dugard

The 11-year-old was kidnapped while walking to a bus stop near her South Lake Tahoe, Calif., home in 1991. On Aug. 26, she walked into a police station in Concord, Calif. Convicted sex offender Phillip Garrido and his wife were arrested. Police said the couple kept her as a virtual slave and that she had two children with Garrido.

Robert Manwill

The 8-year-old’s body was pulled Aug. 3 from a canal in Idaho. Robert was reported missing July 24 from his mother’s apartment on the southwest side of Boise. His mother, Melissa Jenkins, and her boyfriend were indicted Aug. 19 on first-degree murder charges in his death. Prosecutors said Jenkins did nothing as Daniel Ehrlick repeatedly beat and tortured her son, and hid the boy’s injuries from people who might have intervened.

Nevaeh Buchanan

The 5-year-old girl was last seen May 24 outside the apartment building where she lived with her mother in Monroe, Mich. Two fishermen found her body June 4 on the banks of the River Raisin in Monroe. Police have questioned two registered sex offenders described as friends of Nevaeh’s mother but no arrests have been made.

Daniel Hauser

Authorities began looking for the 13-year-old Minnesota boy after he and his mother failed to show at a May 19 court hearing. A judge has ordered that Daniel receive chemotherapy for his Hodgkin’s lymphoma, but his mother wants to use natural remedies for religious reasons. After a week on the run, Daniel and his mother returned home on May 25.

Briant Rodriguez

California authorities issued an Amber Alert May 3 for the 3-year-old, who was kidnapped from his San Bernardino home by two gunmen who broke into the house, tied up his family and robbed the place. He was reunited with his mother May 16 after being found wandering in a Mexican border town.

Joshua Childers

The 3-year-old was reported missing on May 4 after he wandered away from his home near Arcadia, Mo. The frantic search for Joshua ended two days later when he was found alive in the rugged terrain of the Mark Twain National Forest.

Brittanee Drexel

The 17-year-old’s mother said her daughter disappeared April 25 while on a spring break trip to Myrtle Beach, S.C. Her mother, Dawn, said she didn’t give her daughter permission to go on the trip.

Stephanie Condon

Authorities announced March 25 that remains found in Southern Oregon on March 13 were those of the 14-year-old, who vanished while baby-sitting in 1998. Dale Wayne Hill is charged with kidnapping and killing Condon.

Haleigh Cummings

The 5-year-old apparently disappeared from her bed in her father’s double-wide trailer early on Feb. 10. The father’s girlfriend told police she woke to find Haleigh missing. Police were treating the case as an abduction.

Tiana Rice

The 16-year-old’s parents spent more than a month looking for her after she vanished Dec. 30 in New York City. All the while, her body was lying unclaimed in a morgue. She was finally identified Feb. 3. In March, officials ruled her death a homicide, saying she died from an asthma attack triggered by being raped.

Adam Herrman

Adam, of Towanda, Kan., was 11 when he vanished in 1999, but his adoptive parents never reported it. Authorities only recently learned Adam, who would now be 21, was missing. They said Jan. 6 that his parents, Doug and Valerie Herrman, are “people of interest” in the case.

Caylee Anthony

Caylee was last seen in June 2008, but her mother didn’t report the 2-year-old missing until nearly a month later. Police said Dec. 20 that DNA tests confirmed that remains discovered in a wooded area of Orlando, Fla., belonged to the girl. Her mother, Casey Anthony, has been charged with murder.

Brooke Bennett

The 12-year-old girl disappeared on June 25, 2008, after she was spotted at a convenience store with her uncle, registered sex offender Michael Jacques. Her body was found in a makeshift grave the following July. Jacques faces charges of drugging, raping and killing her.

Reigh Boss

Police said Christian Karl Gerhartsreiter, who calls himself Clark Rockefeller, abducted his daughter during a visit supervised by a social worker in Boston on July 27, 2008. Nearly a week later, FBI officers rescued Reigh and arrested her father in a Baltimore apartment after receiving a tip.

Madeleine McCann

The British girl was 3 years old when she vanished from her family’s vacation apartment in Portugal on May 3, 2007. In July, prosecutors closed their investigation into her disappearance but said they would reopen the case if new evidence emerges.

Jessica Lunsford

The 9-year-old girl was snatched from her Homosassa, Fla., bedroom in February 2005. Neighbor John Couey, a convicted sex offender, was found guilty in 2007 of kidnapping and raping Jessica before burying her alive. He was sentenced to death. The case led to the passage of the Jessica Lunsford Act in Florida and to similar legislation on convicted sex offenders in other states.

Sarah Michelle Lunde

In 2005, the 13-year-old girl disappeared after returning from a trip with her church youth group. A six-day search ended when her body was discovered in a pond near her home in Ruskin, Fla. David Lee Onstott, who had once dated Sarah’s mother, was found guilty of second-degree murder in August.

Shasta and Dylan Groene

Joseph Edward Duncan III snatched the siblings from their home in Coeur d’Alene, Idaho, in May 2005, after bludgeoning their older brother, their mother and their mother’s boyfriend to death. Duncan killed Dylan at a campsite, but Shasta was rescued when she was recognized in a restaurant. Duncan is serving six life sentences in prison.

Shawn Hornbeck

In October 2002, Michael Devlin kidnapped the 11-year old Missouri boy near his Washington County, Mo., home. Shawn was rescued more than four years later, in January of 2007, after Devlin abducted another boy and a witness tip led authorities to Devlin’s home. Devlin is serving multiple life terms for kidnapping and assaulting the boys.

Elizabeth Smart

In June 2002, drifter Brian David Mitchell, allegedly broke into the Smart family’s Salt Lake City home and forced Elizabeth, 14, from her bedroom at knife point. She was found in March 2003 on a street in Sandy, Utah, with Mitchell and his wife, Wanda Ilene Barzee. Mitchell and Barzee face charges of kidnapping, sexual assault and burglary.

Megan Kanka

In July 1994, Jesse Timmendequas, a repeat violent sexual offender, lured his 7-year-old neighbor to his home in Hamilton Township, N.J., with an invitation to see his new puppy. He then kidnapped, raped and murdered the girl. Her death brought about “Megan’s Law,” which is now in effect in all 50 states. The law requires communities to be notified when a convicted sex offender moves into their neighborhoods.

Polly Klaas

The 12-year-old girl was abducted in 1993 during a sleepover party at her home in Petaluma, Calif. Her body was found in December of that year in a shallow grave near a freeway. Richard Allen Davis was convicted of kidnapping and killing Polly. He is on death row in San Quentin State Prison in California.

Johnny Gosch

The paper boy vanished on Sept. 5, 1982, while delivering the Des Moines Register. His mother said she believes her son was forced into sexual slavery. Noreen Gosch told authorities that Johnny briefly visited her in 1997 but said he feared for his life and wouldn’t give details about himself. In 2006, photographs were left at her door apparently showing her son bound and gagged. Some have tried to discredit the photos.

Adam Walsh

The 6-year-old boy was found murdered after disappearing from a Florida shopping mall in 1981. Nearly three decades later, authorities in Florida identified a convicted pedophile who died in prison as the boy’s killer. After their son’s death, John and Reve Walsh, lobbied Congress to pass the Missing Children’s Act in 1982, requiring the FBI to track information about missing kids in a national crime database.

Etan Patz

On May 25, 1979, Etan disappeared near his home in New York’s SoHo neighborhood. A judge declared Etan legally dead in 2001, clearing the way for his parents to file — and win — a wrongful death lawsuit against Jose Antonio Ramos, a Pennsylvania inmate whom the family claimed molested and then killed Etan. In tribute to Etan, former President Ronald Reagan declared May 25 National Missing Children’s Day.

Charles Lindbergh Jr.

The toddler son of world famous aviator Charles Lindbergh was abducted from his home in March 1932. A ransom note demanding $50,000 was left on the window sill. The boy was found dead two months later. Bruno Hauptmann was convicted of murder and executed. Charles’ case spawned the Lindbergh Law, making kidnapping a federal crime. AMBER Alert Success Stories

Bowling Green, OH
The Bowling Green Police in coordination with the Ohio State Highway Patrol Columbus Communications Center issued an AMBER Alert for a 19-month-old girl who was abducted by her biological father.  The suspect had made threats to kill the mother and her family.  He also stated that if he could not have his daughter then no one could have her.  The suspect heard the AMBER Alert on the radio and turned himself in to the Bowling Green Police at a gas station.   The child was safely rescued and the suspect was arrested.

Fresno, CA
The Fresno Police Department requested an AMBER Alert for a 2-year-old boy and 1-year-old girl, who were forcibly abducted from their home along with their mother, by their father.  The suspect was believed to be armed with a handgun and threatened to kill his family.  A regional AMBER Alert was issued.  Bakersfield Area California Highway Patrol units, who were aware of the AMBER Alert based on information from a BOLO, located the vehicle on the freeway approximately 20 minutes after its activation   After a short pursuit, the suspect vehicle overturned and struck a “big- rig” truck.   At some unknown point during the event, the suspect sustained a self-inflicted gunshot wound to the head.   The children and mother were safely located in the vehicle and were transported to a medical facility for precautionary medical evaluation.

An AMBER Alert was issued for a  2-year-old boy who was taken by his mother after a confrontation with the aunt of the child. The mother was dropping off another child at a daycare the next morning and saw the AMBER Alert on the television.  She called law enforcement and turned herself in.  The child was safely rescued.

A 3-year-old boy was with his babysitter when the child’s mother instructed the babysitter to bring the child back home.  When the babysitter refused, an AMBER Alert was issued.  The babysitter saw the AMBER Alert and contacted law enforcement to turn himself in.  The child was safely rescued.

The Alameda County Sheriff’s Department activated a regional AMBER Alert on behalf of the Pleasanton Police Department for a 2-month-old boy who was taken by force by his father and the child’s uncle.  The mother of the suspect observed the AMBER Alert on the local news media and contacted the suspects to arrange for their surrender.  The suspects turned themselves in to the Antioch Police Department and the child was safely rescued.

On August 9, 2009, the parents of a 6-year-old boy were in a custody dispute involving the time frame as to when the father would return the child.  According to court documents the child was supposed to be returned to his mother that day.  Law enforcement contacted the father the next day stating that he had to return the child.  During the phone conversation the father told law enforcement that “if you don’t hear from me in one hour, my son and I will be dead.”  He then called the judge involved in his case and made a similar statement.  An AMBER Alert was quickly issued.   A Mohave County Deputy Sheriff who lived next door to the father recognized the vehicle from an attempt to locate and a SWAT call was initiated on the residence.  At 1510 hours, the suspect turned himself in.  The child was rescued after he was found in the residence unharmed.  The father was taken into custody and charged with custodial interference and pending kidnapping charges.

The mother of a 3-week-old boy was assaulted by the child’s father after he forced his way into her home.  The suspect left the residence with the child and fled in a vehicle. Since he was known to be violent and possibly a drug user, an AMBER Alert was quickly issued.  An individual who knew the abductor saw the AMBER Alert and contacted law enforcement with a tip.  The child was safely rescued.

A father took his 5-year-old son and 6-year-old daughter after an argument with the children’s mother. He had kicked the mother out of the vehicle and stated he would kill anyone, including the children, if he saw law enforcement.  Because of his statements and possible intoxication, an AMBER Alert was issued.   After the father was contacted and told there was an AMBER Alert, he contacted authorities and was taken into custody. The children were rescued and safely returned to their mother.

An AMBER Alert was issued for a 17-month-old girl  who was abducted by her non-custodial mother, who is bi-polar, suicidal, and threatened to kill herself and the child. The suspect’s brother told her about the AMBER Alert, and she turned herself in at the Delaware County Sheriff’s Office approximately 30 miles from the abduction site.  The child was safely rescued and safely returned home.

On July 14, 2009, the Los Angeles Sheriff’s Department (LASD) requested an AMBER Alert for a 2-year-old girl and a 5-year-old boy who were abducted by a stranger.  The children were left inside a vehicle parked outside a strip mall in Los Angeles when the suspect stole the vehicle. A regional AMBER Alert was issued.  Approximately 4 hours later an individual who was aware of the AMBER Alert observed the vehicle in a 76 Gas Station parking lot and notified local law enforcement.  The Compton LASD Sub Station responded to the scene and safely rescued both children.

An AMBER Alert was issued for a 9-year-old boy and a 6-year-old girl after the suspect assaulted the mother, threatened to kill her and the children, and threw the mother out of the vehicle  The suspect turned himself in after he saw the AMBER Alert on television.  The children were safely rescued and the suspect was charged with domestic violence, assault, two counts of endangering children, disruption of public service and interfering with custody.

An AMBER Alert was issued for a 1-year-old child who was abducted by his father during an altercation with the child’s mother. A law enforcement officer who was aware of the AMBER Alert spotted the vehicle and made the traffic stop. The child was safely rescued.

A 1-year-old girl was on supervised visitation with her non-custodial mother at a mall, when the mother took the child  away without permission. They were reported missing to the Tempe Police Department and an AMBER Alert was issued.   The parents of mother’s boyfriend saw the AMBER Alert and  told their son to call the police.  A tip from the boyfriend led Phoenix Police Department to the location where the child was rescued unharmed and the mother arrested.

A 3-year-old girl was left in the care of her non-custodial mother after the hospitalization of her custodial father.  After being dismissed from the hospital, the custodial father tried to locate the child and mother.  After several hours, he reported the situation to law enforcement. Soon after, an  AMBER Alert was activated.  An individual who was aware of the AMBER Alert contacted law enforcement with information about the whereabouts of the child and abductor. The child was safely rescued.

A 16-year-old girl was reported missing by her mother, after the child was taken by her boyfriend from her home in the Cedar Hill area of East Lansing, MI. The abductor had a history of assault, so an AMBER Alert was quickly issued. An individual recognized the vehicle from the AMBER Alert and contacted law enforcement. The child was safely rescued.

On May 3, 2009, The San Bernardino Sheriff’s Department requested an AMBER Alert for a 3-year-old child abducted during a home invasion robbery.  Two suspects, armed with hand guns entered the home, tied up the mother and other children, then kidnapped the 3-year-old child.  An AMBER Alert was activated in Southern California.  On May 15, 2009, the child was found walking the streets in Mexicali, Mexico, apparently released by his captors.  He was found wandering the streets of Mexicali, Mexico by local authorities and was identified as the child in the active AMBER Alert. The child was safely rescued and returned home.

A woman telephoned her husband and said that she was going to take her children aged 2 years and 8 months  and then commit suicide. The mother had a history of suicide attempts and had become infatuated with media accounts of mothers who took the lives of their children and then committed suicide.  When the husband arrived home, both his wife and children were missing.  An AMBER Alert was quickly issued. A Department of Public Safety Officer made a traffic stop on a vehicle matching the description of the vehicle described in the AMBER Alert. The children were rescued unharmed.

Shasta, CA
An AMBER Alert was issued for 2 children, ages 2 and 5, who were taken by their father during a domestic dispute.  The dispute started while the father, mother, and two victims were in transit in a motor vehicle.  At some point during the dispute, the mother got out of the vehicle and the father threatened the children with an edged weapon.  The mother, fearing for the children’s lives, notified the Sheriff’s Department.  A BOLO (Be On the Lookout) that originated from the AMBER Alert was issued and a sheriff’s patrol unit located the suspect vehicle in transit.  The suspect refused to yield and a pursuit ensued.  The pursuit was turned over to the California Highway Patrol and the suspect was subsequently taken into custody at the end of the pursuit.  It was learned that the suspect had dropped the victims off earlier in the afternoon at a residence in the city of Redding.  The Redding Police safely rescued both victims at that residence.

The Salt Lake County Sheriff’s Office issued an AMBER Alert after a woman stole a vehicle with 3-year-old boy in the back seat.  The child’s parents had stopped at a gas station in separate vehicles and  were putting gas in one car when a woman jumped into the other vehicle and sped away.  The stolen vehicle and the victim were found in a nearby neighborhood.  A resident discovered the victim playing with her children and told authorities she recognized the boy from the AMBER Alert.  Deputies arrived moments later and confirmed the child was the victim in the AMBER Alert. The rescued child  was reunited with his family and the abductor was charged with first-degree felony child kidnapping.

An AMBER Alert was issued for a 12-year-old girl who may have been lured from her home, possibly via the Internet by an adult male. The suspect saw the AMBER Alert, became scared and dropped the victim off close to her home, and the child was rescued.  The suspect was later identified and arrested.

An AMBER Alert was issued for a 2-month-old girl who was taken from her mother by a woman allegedly impersonating a public official.   An individual saw the AMBER Alert and notified police with the suspect’s information, and were advised that the suspect had previously tried something similar with the caller.  The child was safely rescued.

Four children ages 9, 5, 4, and 1 were taken by the father of one of the children after he assaulted the child’s mother. An AMBER Alert was quickly issued. The suspect saw the AMBER Alert on television and released the children unharmed.  The rescued children were returned home.

An AMBER Alert was issued for a 6-month-old infant who had been taken from her foster mother by her biological mother. The child was ill and needed special medication and special formula, none of which the biological mother had. A relative who took mother and child to a neighboring county heard the AMBER Alert and immediately called reporting the location of mother and child. The child was safely rescued.

An AMBER Alert was issued for a 2-year-old boy who was abducted by his father, who has a history of being bi-polar, drug abuse-crack cocaine, attempted suicide and does not have medications with him.  An individual spotted the suspect’s vehicle in Springfield, Ohio and the suspect was arrested by the Springfield Police Department.  The victim was safely rescued and reunited with his mother at the Springfield police station.

On March 2, 2009, the Yreka Police Department requested an AMBER Alert for a 3-year-old child who was abducted from her residence.  The child was at home in bed, when a man entered the residence and kidnapped her.  ENTAC issued an AMBER Alert in Northern and Central California.  Additionally, the AMBER Alert extended into Oregon and parts of Nevada.  The Yreka Police Department located the suspect and took him into custody; however, the victim and suspect vehicle were not found at the time.  Approximately one hour later, an individual who knew about the AMBER Alert saw tire tracks on a dirt road and followed them on foot where they located the victim walking down the road.  The suspect remained in custody and the victim was safely rescued.

A 2-year-old girl went missing when her father failed to return her after an authorized visit.  The abductor’s grandfather reported that he was suicidal and was unsure where he went with the child; he also reported his car missing along with a handgun.  An AMBER Alert was issued.  A high school friend of the father saw him in Alabama, later saw the AMBER Alert, and reported the sighting to Alabama law enforcement authorities. The abductor then went to Tennessee where the grandfather’s vehicle was discovered at a local motel, by a Tennessee officer who was also aware of the AMBER Alert. The officer checked local taxi companies and the bus depot. He was able to determine through eyewitnesses and video that the perpetrator and child were on a bus to Mexico. The abductor was  located in Monterey Mexico by Mexican authorities and the F.B.I. and the child was safely rescued.

A 3-year-old girl was taken by her grandmother during the middle of the night.  The mother realized her daughter was missing when she went to wake her up in the morning.  The grandmother’s mental issues led authorities to believe that the girl might be in danger, so an AMBER Alert was issued.  A truck driver who had heard the alert on the radio saw the vehicle drive into the truck stop parking lot and contacted law enforcement. The girl and her grandmother were located at a truck stop and the child was safely rescued.

The San Bernardino Police Department requested an AMBER Alert for a 23-month-old child, taken by her estranged father.  The father allegedly assaulted her mother with an ice pick before taking the child and her vehicle.  The suspect threatened to kill the child if the police found him.  The suspect’s relative saw the AMBER Alert on the television, then called the suspect and advised him the police were attempting to locate him and recover the child.  The suspect subsequently dropped the child off at the relative’s house and then fled.  The relative called police, who safely rescued the child.

An AMBER Alert was issued by the Montgomery County Sheriff’s Office in coordination with the Vandalia Police Department and the Ohio State Highway Patrol for a  3-year-old boy who was abducted by his father, a known drug user.  An individual recognized the vehicle description and called the Vandalia Police Department, who met with the suspect and resolved the issue peacefully.  The child was safely rescued.

An AMBER Alert was issued for 2 children ages 4 and 7 who had been taken by their father’s live-in girlfriend without his knowledge or permission. She had borrowed a car, ID, credit card from a friend before she left with the kids and has a known drug habit.  An individual who had seen the AMBER Alert notified the police of the suspect’s whereabouts.  Law enforcement found her checked in an area hotel under an alias name and the children were safely rescued.

A 7-month-old boy and his mother were abducted at gunpoint by his father, who made threats and caused damage to the residence. Since the child was believed to be in imminent danger an AMBER Alert was issued resulting in a tip.  That tip led officers to the home of the child’s grandmother, where the child and mother had been dropped off.  The abductor fled on foot and the child and mother were safely rescued.

A 14-year-old girl allegedly ran off with a 22-year-old woman. Police believed the suspect may have had a sexual relationship with the victim and was possibly taking her to Las Vegas, California or Mexico.  An AMBER Alert was issued. A trucker heard the AMBER Alert on the radio and called 911 when he spotted the suspect’s vehicle.  Less than two hours after the AMBER Alert went out authorities rescued the victim and apprehended the suspect in Washington County, 27-miles from the Utah-Nevada border.  The suspect has been charged with unlawful sexual activity with a minor and providing shelter to a runaway.

An AMBER Alert was issued for a 7-month-old boy and his mother who were abducted at gunpoint by the child’s father.  As a direct result of the Levi’s Call issued in Georgia, a Georgia State Trooper spotted the vehicle at a hotel in Madison, directly off of I-20, the suspected route of travel.  Upon approach, the perpetrator fired shots at the officers and a standoff began, lasting through the night with involvement by GBI, FBI, Georgia State Patrol and local law enforcement. The suspect surrendered the next day and the child was safely rescued.
