Landbrugsreformerne i EU gør landbrugskommissær Mariann Fischer Boel til en meget magtfuld kvinde, vurderer det britiske vinmagasin Decanter.

Hvert år kompilerer det anerkendte vinmagasin Decanter en liste over vinverdenens 50 mest magtfulde personer på en såkaldt ”Power List”. Allerede i 2007 sneg Mariann Fischer Boel sig ind på en beskeden 42. plads, men på den seneste udgave af magtlisten indtager den 66-årige fynbo en imponerende 3. plads foran celebriteter som vinskribenten Jancis Robinson (8), den franske præsident Sarkozy (9) og konsulenten Michel Rolland (17). Kun en fyr ved navn Richard Sands (1), som er direktør for verdens største vindistributør, Constellation Brands, og den amerikanske vinkritiker Robert Parker (2) vurderes lige nu at have større indflydelse på vinindustrien og dermed på sigt vores alle sammens vinøse diæt.

Sprunget bomber og afbrændt biler

Årsagerne til Boels himmelflugt er ikke lutter lagkage. I kølvandet på en række kontroversielle forslag til reformering af vinindustrien har uenige (læs: rasende) europæiske vinbønder bogstaveligt talt sprunget bomber, afbrændt biler, afspærret motorveje og på andre måder demonstreret deres foragt for de retningslinjer, som har været fremlagt på EU’s forhandlingsborde. Et af de mest omdiskuterede spørgsmål har været omkring den ønskede begrænsning af overproduktion af vin, hvilket EU blandt andet regulerer ved at betale vinbønder for at nedlægge deres vinmarker, og ved at forbyde tilsætning af sukker de steder, hvor det er sværest at modne druerne ordentligt.

I spidsen for reformen

Senest har Mariann Fischer Boel måttet bøje sig for et massivt pres fra den konservative vinindustri, som ikke ønskede, at det skulle være tilladt at producere rosévin, som man gør det i resten af verden. Ændring af noget fundamentalt bestående har aldrig været jordejeres stærkeste side, og at Boel er sat i spidsen for en af de mest ambitiøse reformeringer af landbruget i hele EU, gør hende til designeret prygelknabe for talrige regionalistiske bevægelser i vinbranchen. Og som sådan har den danske politiker bestemt fortjent sin prominente plads på ”The Power List”. Selvom hun måske havde foretrukket sin tidligere plads som nummer 42.

That’s the  French Agriculture Minister Michel Barnier urging his EU colleagues to listen to protesting farmers in Luxembourg.

He was responding to EU Agriculture Commissioner Mariann Fischer Boel.

 She had no magic wand to address their grievances, she said.

She implicitly criticised countries such as France and Germany for continuing to question the decision to lift quotas.

“It’s dangerous and irresponsible to foster unrealistic hopes on what we can do,” she said.

Quite.

If it’s not left to the market it’s up to governments and what can they do?

Government means the taxpayers who are also the consumers who’d pay more if quotos were lowered or producers subsidised.

Goverments have a role in welfare but any interference by them in the marekt will merely prolong the pain and delay the recovery.

Bruselas.- La Comisión Europea (CE) ha propuesto hoy reformar las normas europeas que regulan los productos con denominación de origen, además de una revisión de otros certificados para acreditar la calidad de alimentos y bebidas como “comercio justo”, “aceite virgen extra” o “agricultura ecológica”. El Ejecutivo comunitario ha presentado el “Libro Verde”, con el que pretende mejorar las reglas para la venta de alimentos y bebidas que cuenten con algún distintivo de calidad…

Según la comisaria europea de Agricultura, Mariann Fischer Boel, el objetivo es “abrir una consulta con el sector” para ver cómo se puede sacar más partido a los productos con categoría que se producen en la UE y protegerlos mejor a escala internacional.

Una de las cuestiones es cómo reforzar la defensa de denominaciones como el “Queso manchego” o “Turrón de Jijona” ante litigios con otros países no comunitarios, por ejemplo Argentina o México por el uso de esta mención.

En la UE, más de 3.000 alimentos y bebidas están incluidos en el el registro de Denominaciones de Origen (DOP), Indicaciones Geográficas Protegidas (IGP) y especialidades tradicionales garantizadas (ETG).

España cuenta con unos 150 alimentos amparados alguna de estas tres menciones; aparte hay más de 60 denominaciones de origen de vino, sin contar con otras designaciones como “vinos de la Tierra”.

La denominación es la designación más estricta en lo que se refiere a criterios geográficos, ya que debe ser producida, comercializada y transformada en una zona; en la IGP al menos parte de estos procesos se deben dar un área geográfica.

La UE admite también la solicitudes de denominaciones para productos no europeos; de hecho ya ha reconocido el “Café de Colombia”.

En general, Bruselas pretende “simplificar” las reglas y en el Libro Verde interroga sobre la eficacia de que el consumidor encuentre en los alimentos tanta variedad de logos, desde las denominaciones hasta los que a lo mejor una cadena de supermercados o una región puedan poner para designar un tipo de productos.

En cuanto a las denominaciones, Bruselas cuestiona si habría que equiparar las reglas para las de alimentos, por un lado y las de vinos y bebidas, que son diferentes.

La Comisión se pregunta en su proyecto si está justificada la protección de los 3.000 productos que están en el registro de DO, IPG o ETG, pues muchos de ellos no son exportados.

Por ejemplo, en el caso de la ETG (una treintena y tres españolas), que destaca una composición tradicional del producto, como el “jamón serrano” o los “panellets”, Bruselas se interroga sobre si esta mención no debería desaparecer y cambiarse por otra.

El Libro Verde afecta también sobre cómo regular las etiquetadas de alimentos transformados, que en sus ingredientes usan productos con denominación, como por ejemplo las pizzas o las conservas con aceites de calidad.

El Libro Verde también alude a calificativos como “aceite virgen extra” o “al aire libre” (para huevos o pollos) y a menciones de tipo ético como “comercio justo”.

Según fuentes comunitarias, en estos casos una de las ideas es ver si hay que dar más “flexibilidad” a los países o a los sectores a la hora de establecer, por ejemplo, los criterios para darle una mención a un producto y Bruselas se limitaría a darles el visto bueno.

El amparo de las denominaciones de origen es una de las demandas clásicas de la UE dentro de las negociaciones internacionales, como la de la Organización Mundial del Comercio (OMC) o los acuerdos bilaterales.

Fischer Boel ha recordado que en la última negociación de los socios de la OMC para la liberalización comercial, en julio en Ginebra, la UE constató que hay muchos países que la apoyan en la necesidad de reforzar la protección de las denominaciones.

El Libro Verde incluye un conjunto de cuestiones, abiertas al público, que la Comisión recopilará con vistas a presentar propuestas legales en 2009. EFECOM ms/jlm

OLIO D’OLIVA. RAGGIUNTO UN TRAGUARDO IMPORTANTE

L’olivicoltura italiana ha raggiunto uno storico, importante traguardo: il riconoscimento comunitario dell’obbligo di indicare la provenienza delle olive sull’etichetta degli oli extravergine di oliva. Il Comitato di gestione “Oli e materie grasse” della Commissione europea, riunitosi questa settimana a Bruxelles, ha approvato la proposta della commissaria europea all’agricoltura Mariann Fischer Boel di introdurre l’obbligo di indicazione dell’origine, arrivando così al superamento dell’attuale normativa che prevede solo la facoltà di designare l’origine nazionale delle olive utilizzate nella molitura.
Per le miscele di oli invece bisognerà indicare se si tratta di oli di origine comunitaria, oppure di oli d’origine non comunitaria.
“Si tratta – ha dichiarato Lavarra – di un significativo e meritato riconoscimento della battaglia che abbiamo condotto negli ultimi anni in Italia e a Bruxelles, insieme alle organizzazioni di categoria e con il ruolo determinante dell’ex ministro Paolo De Castro, sia in occasione della riforma del settore nel 2004 (per la quale Lavarra era stato relatore a Strasburgo), sia con il Decreto dello stesso De Castro che nell’ottobre 2007 introduceva l’obbligo di indicazione a livello nazionale”.
“Ero fiducioso sull’esito positivo del Comitato di oggi – ha aggiunto Lavarra – poiché la commissaria Fischer Boel, tra l’altro in una sua risposta del maggio scorso ad una mia interrogazione parlamentare, aveva già dimostrato la sua sensibilità al riguardo. La conclusione dell’iter avrà positive ripercussioni sul comparto olivicolo nazionale. Mentre oggi, dietro l’etichetta italiana, spesso si nascondono oli provenienti da altri paesi, una pratica che inganna i consumatori e provoca anche un calo dei prezzi di olive ed oli autenticamente italiani, ora il consumatore avrà finalmente la possibilità di conoscere l’origine delle olive usate per produrre l’olio che sta per utilizzare”.
La decisione di Bruxelles dovrà adesso passare al delicato vaglio del WTO. Se ci sarà anche questo via libera, l’obbligo di indicazione in etichetta sarà adottato nella regolamentazione comunitaria entro 60 giorni, per divenire così operativo nel primo semestre 2009.
