To make things clear, as some of the material you’ll find here is very light-hearted, this is an actual news report. All quotes are original. I welcome comments below.

Gay Christians Criticise ‘Hate’ Bill

Dan Bloom

Senior gay and transgender Christians have attacked a pro-discrimination law which was defeated four times in the House of Commons and criticised by the European commission.

The clause, which allows “criticism of sexual conduct” on religious grounds, was kept in the Coroners and Justice Bill in the dying hours of the last parliamentary session despite being defeated in the House of Commons. Justice minister Jack Straw retreated after lords voted to keep it for the fourth time on 11 November.

But the comments from within the UK’s gay Christian community put pressure on the mainstream church, after the European commission wrote to the government last week to say its discrimination laws were “broader than permitted”, effectively forcing churches to end bans on homosexual staff.

Pastor Kieren Bourne of the Living Springs church, Bath, had a sex change operation in 1999 and is part of a small minority of gay or transgender Christians in the UK. He said: “I think it’s appalling. It seems to me that the church is being allowed to get away with discrimination when every other section of society is not.”

Brought up in New Zealand, Rev Bourne, 51, moved to Bath 14 years ago but was surprised by what he perceived as a less liberal atmosphere in the mainstream church. He joined Living Springs, a branch of the 95 per cent gay Metropolitan Community Church (MCC).

“Having the opportunity to question the appropriateness of [gay sex] should be open to people, but without being critical of the individuals concerned.”

-Patrick Whitworth, rural dean of Bath

Now living with a woman in Bathford, Avon, he said the pressure put on gay Christians by employment bans and discrimination leaves many feeling forced out of the mainstream church, and into organisations like the MCC.

And although the minority church, which was founded in 1968, holds tri-annual conferences – the next is in Acapulco, Mexico next year – it does not have the same political weight as other organisations. It has fewer than 15 churches in the UK and the Bath branch has only 13 full-time members.

One of these, Bill Fraser, has been a full-time churchwarden in Bath for five years. He first contacted the MCC last year after announcing his sexuality at an annual parish meeting. But he stayed in the mainstream church to “fight from the inside”, following the example of controversial gay American bishop Gene Robinson.

Another, 64-year-old lay delegate Jenny Bailey, was a long-time member of the Church of England when she began attending the MCC. She revealed her sexuality to her vicar in 1997, and said his hostile reception made her feel pressured to leave.

She said: “I did not feel my personal preferences were relevant inside the church. He said they were. He seemed to think I was going to walk in holding hands with another woman.

“Just a few weeks after that I had a serious accident and broke my ankle into about seven or eight pieces. Nobody phoned to check up and see how I was. I thought, ‘Why am I kidding myself?’. They didn’t want me.”

“I did not feel my personal preferences were relevant inside the church. My vicar said they were.”

-Jenny Bailey, lay delegate, Metropolitan Community Church

But Ms Bailey, who was married for more than 22 years before realising she was gay in her 40s, also issued words of caution about restricting free speech. She said: “I want it for myself, so why should I not want it for other people? It’s up to them, and it’s their personal opinion. But they should not be able to impose it on me.”

While the MCC argues anti-homosexual readings of the bible do not reflect its meaning, the mainstream church in Bath is more traditional.

The Church of England rural dean of Bath, Patrick Whitworth, said: “From the church’s point of view it is not God’s view. So having the opportunity to question the appropriateness of it should be open to people, but without being critical of the individuals concerned.”

Meanwhile a group hosted by the MP Clare Short will meet at the Commons this Tuesday to campaign against similar clauses in the Equality Bill drawn up by Harriet Harman, Labour’s deputy leader.

The bill is designed to ensure greater equality between people of different gender, race, religion and social class. But the group argues religious ‘opt-out’ clauses could be added as the bill progresses to the House of Lords.

Wow, do you clean up good!

What fun it was to see you all dressed up and dancing and laughing and having fun at the dance last night. I loved watching you.

Some of you count when you dance, some of you give up on the steps we learned at the dance lessons and do your own thing, some of you double over with laughter when your feet get tangled, some of you sing to each other while you dance, and some of you polka with great enthusiasm.

Thanks for entering into the spirit of the night with joy and abandon and laughter. Your joy is contagious, your delight inspiring.

Can’t wait to do it again…Valentine’s Day seems like a good time for another dance, don’t you think?

Jeanne Theoharis is the author of an April, 2009 article in The Nation, entitled “Guantánamo At Home,” which focuses on the arrest, prosecution, and imprisonment of U.S. citizen Syed Hashmi in a New York City prison with Guantanamo-like conditions. Theoharis holds the endowed chair in women’s studies and is an associate professor of political science at Brooklyn College, CUNY.

Syed Hashmi’s trial will begin in New York City on December 1. The website www.freefahad.com explains that: “Syed Hashmi, known to his family and friends as Fahad, was born in Karachi, Pakistan in 1980, the second child of Syed Anwar Hashmi and Arifa Hashmi. Fahad immigrated with his family to America when he was three years old. His father said ‘We knew there would be many opportunities for us here in the United States. We came here to find the American dream.’ The large Hashmi family settled in Flushing, New York and soon developed deep roots throughout the tri-state area. Fahad graduated from Robert F. Wagner High School in 1998 and attended SUNY Stony Brook University. He transferred to Brooklyn College, where he earned a bachelor’s degree in political science in 2003. A devout Muslim, through the years Fahad established a reputation as an activist and advocate. In 2003, Fahad enrolled in London Metropolitan University in England to pursue a master’s degree in international relations, which he received in 2006. On June 6, 2006, Fahad was arrested in London Heathrow airport by British police based on an American indictment charging him with material support of Al Qaida. He was subsequently held in Belmarsh Prison, Britain’s most notorious jail.” For more information on the Hashmi case, also visit: www.educatorsforcivilliberties.org.

Angola 3 News: Can you please give us background on the arrest and prosecution of Syed Hashmi? For example, what are the charges against him? What is their evidence?

Jeanne Theoharis: In June 2006, Hashmi, who is a U.S. citizen, was arrested by the British police at Heathrow Airport (he was about to travel to Pakistan, where he has family) on a warrant issued by the U.S. government. In May 2007, he was extradited to the United States, the first U.S. citizen to be extradited under terrorism laws passed after 9/11. Since then, he has since been held in solitary confinement at Metropolitan Correctional Center (M.C.C.).

The U.S. government alleges that early in 2004, a man by the name of Junaid Babar, also a Pakistani-born U.S. citizen, stayed with Hashmi at his London apartment for two weeks. According to the government, Babar stored luggage containing raincoats, ponchos, and waterproof socks in Hashmi’s apartment and then Babar delivered these materials to the third-ranking member of al-Qa’ida in South Waziristan, Pakistan. In addition, Hashmi allegedly allowed Babar to use his cell phone to call other conspirators in terrorist plots.

The government has claimed that Babar’s testimony is the “centerpiece” of its case. Babar, who has pleaded guilty to five counts of material support for al-Qa’ida, faces up to seventy years in prison. While awaiting sentence, he has agreed to serve as a government witness in terrorism trials in Britain and Canada as well as in Hashmi’s trial. Under a plea agreement reported in the media, Babar will receive a reduced sentence in return for his cooperation.

A3N: What can you tell us about Hashmi as a person, especially your personal experience of knowing him when he was a student of yours?

JT: Fahad was a student of mine at Brooklyn College in 2002. An outspoken Muslim student activist, Fahad wrote his senior seminar paper with me on the treatment of Muslim groups within the United States and the violations of civil rights and liberties that many groups were facing. Needless to say, this feels particularly chilling—and no longer academic—as we have now witnessed his own rights being violated.

A3N: Since his arrest, what have the conditions of his incarceration been?

JT: Under special administrative measures (SAMs) imposed in October 2007 by the former Attorney General, Hashmi must be held in solitary confinement and may not communicate with anyone inside the prison other than prison officials. Family visits are limited to one person every other week for one and a half hours and cannot involve physical contact. While his correspondence to members of Congress and other government officials is not restricted, he may write only one letter (of no more than three pieces of paper) per week to one family member. He may not communicate, either directly or through his attorneys, with the news media. He may read only designated portions of newspapers—and not until thirty days after their publication – and his access to other reading material is restricted. He may not listen to or watch news-oriented radio stations and television channels. He may not participate in group prayer. He is subject to 24-hour electronic monitoring inside and outside his cell—including when he showers or relieves himself—and 23-hour lockdown. He has no access to fresh air and must take his one hour of daily recreation—when it is given—inside a cage.

As the expert testimony supplied by Hashmi’s attorneys in a pre-trial motion of December 2008 attests, the conditions of Hashmi’s detention may have severe physical and mental consequences and impair his mental state and ability to testify on his own behalf.

While former Acting Attorney General Keisler claimed that these measures are necessary because “there is substantial risk that [Hashmi’s] communications or contacts with persons could result in death or serious bodily injury to persons,” Hashmi was held with other prisoners in a British jail for eleven months without incident. The SAMs were renewed by Attorney General Mukasey in November 2008 and upheld by Judge Loretta Preska in January 2009, citing Hashmi’s “proclivity for violence.” There has been no change to the SAMs under the Obama Administration. They were renewed again by Attorney General Holder in early November 2009. Yet, Hashmi is not being charged and has never been charged with committing an actual act of violence.

Currently, according to research by The New York Times in February 2009, there are six people in the United States being held on pre-trial terrorism SAMs; three (including Hashmi) are under the jurisdiction of the Southern District of New York, which has long served as a stepping stone to national political office.

A3N: Looking particularly at the harsh solitary confinement imposed on Hashmi, how is this officially justified? Do you think the stated reason is the actual motivation, or do you think there are other reasons for the solitary confinement and other harsh restrictions?

JT: My colleagues and I have begun to come to the conclusion that the use of prolonged solitary confinement is a tactic to ensure convictions. Such conditions weaken people mentally and the toll of sensory deprivation and isolation simultaneously makes people more eager to take a plea or not able to fully assist their counsel. Most experts agree it is torture (see Atul Gawande’s “Hellhole” in The New Yorker). While our public discussions have tended to see torture as a tactic to get information, in cases like Hashmi’s, torture is being used to help secure convictions.

A3N: How are the prion conditions for Hashmi in N.Y.C. different from those in Guantanamo?

JT: There are key similarities of prolonged isolation and sensory deprivation between Hashmi’s treatment at M.C.C. in lower Manhattan and what we have heard of the conditions at Guantanamo. However, there has been much less attention to these inhumane conditions within the United States.

The focus on prisons like Guantánamo, Abu Ghraib and Baghram stems, in part, from a larger post-civil rights paradigm that assumes the judicial process is now fair in the United States and relatively incorruptible and thus it was necessary to go outside of the U.S. courts to do the extreme bad things.

Rather, what made Guantanamo possible stemmed from domestic legal practices, many already in place and many others expanded after 9/11, which have continued almost unabated under the Obama Administration.

A3N: With Hashmi’s trial beginning on December 1, what are activists currently doing to support him?

JH: Theaters Against War began holding weekly vigils in October to draw attention to the inhumane conditions of confinement and the due process violations Hashmi and others are facing within the federal courts. Artists and actors such as Wallace Shawn, Kathleen Chalfant, Bill Irwin, Jan Maxwell, Betty Shamieh, and Christine Moore have performed at the vigils.

A3N: Any closing thoughts?

JH: Three central Constitutional issues have become clear in the treatment of Hashmi and others within the federal system: the inhumane conditions of confinement, the abridgement of due process rights , and the lack of 1st Amendment protections.

If these are not addressed, then moving the Guantánamo detainees into the federal system does little to return America to the rule of law, of which we are rightfully proud. I am reminded of that quote by former Chief Justice Earl Warren in 1967, “”It would indeed be ironic if, in the name of national defense, we would sanction the subversion of…those liberties…which [make] the defense of the nation worthwhile.”

MCC: Opened a position in Macarthur Coal today at $10.20. The share made a new high for the year when I was entering, but has since subsided into the close of the day. Volume was good today (double yesterday), so all in all a reasonable looking entry.

Counting against this entry is the observation that this share looks to have lost some of its momentum over the last 3 months or so – maybe this new high will change that… maybe it wont.

Campbell Brothers - 4 entries, 1 exit

CPB: Closed my position in Campbell Brothers today at 26.99 for a 15% profit by the time you take into account all the entries I made when pyramiding.

You can see in the pink circle the effect of the capital raising, which has stalled the price action in its tracks. The fourth entry, shown as the low down green blob is the entry point of the shares collected via the capital raising.

Fairly straight forward trade, stuck to the plan for the first bit, a momentary panic when I had to think how I would react to the capital raising, and then (new plan under the arm) I traded the second half according to my updated plan.

To date I have not updated my plan with how to deal with this situation, as I wont hit it too often, and looking at a few over the years, I have had some capital raisings that have treated me well – and some have been a disaster. You can see above the plan in this case simply involved resetting my ATR based stop loss when the price stabilised.

Two Ignite has hosted ballroom dancing classes at Mission this week as part of the month’s foc

Two Ignite has hosted ballroom dancing classes at Mission this week as part of the month’s focus of 2drink. 2drink is all about sex and romance. So…ballroom dancing classes this week lead up to a fancy dancy party at the clubhouse in our neighborhood next weekend. (Are you coming? Are you excited?)

Band, dance instructors, fancy finger foods, photographs–kind of a like a grown-up prom. Without “Stairway to Heaven” or “Forever Young”–the themes of my junior and senior proms. (And, yes, Toben was my date for my senior prom. In fact, I still have the dress!)

Toben had my mom send his tux. I have nothing to wear! So I’ll head to Target later and see what kinds of party dresses they have. I don’t want to spend much, so I’m hoping for some Target magic. Cross your fingers.

Anyway, dance lessons.

We missed the west coast swing class on Tuesday night. There was an accident near church, the road was closed for a while, and most of the high school kids didn’t show to babysit. So I watched 26 K-5th graders by myself. (And I’ll go ahead and admit that I didn’t do it with a very happy heart. Sometimes serving is a joy, sometime’s it’s just grit-your-teeth obedience.)

Last night’s class was the cha-cha. And I think Toben and I have it down pretty good, for the most part. Except when I take over and lead.

I think there’s some sort of a metaphor for marriage in there.

It’s not that Toben wasn’t trying to lead, but he doesn’t lead with much vigor. So I can’t really tell if we’re breaking open, doing a twirl, or whatever. His movements are more subtle than blatant. And so in my uncertainty, I just blaze forward and do what I think we should do.

Sometimes I guess right and it works out okay. Sometimes not so much.

I kept thinking about the dance instructor saying that men are in charge on the dance floor. That the woman needs to follow even if he messes up. That ultimately the man is responsible if he messes up, the woman’s job is to follow.

I don’t really mean to open up a whole submission can of worms. Really.

But I will say this. Most of the wives I know want to follow their husband’s lead. They want him to lead boldly. With purpose. With confidence. It’s when we’re not sure that we tend to blaze ahead and take over.

For me? I think I need to wait for Toben’s leading to be more obvious. And if it’s not as clear as I’d like or need, I need to wait and ask questions. Otherwise we’re just going to keep stepping on each other’s feet.

I find that late at night, I tend to contemplate life. Or at least what I can comprehend of life. I’ve always liked the poem, The Road Less Traveled, and I often wonder what would happen if I had taken a different road where I would be. Would I be at the same place? Or would my life be drastically different?

*Side Note: Last Friday I was at Tisane with Amy, Ryan & Arielle (thankfully we weren’t by any smokers this time!) and I heard “Come On” by Green River Ordinance!!

Then on Saturday, I went to Boston’s with Mary. I love my MCC music friends. We had a Venetian pizza – pepperoni, smoked ham, green peppers, and mozzerella. Yum. Honestly, I’m not a big fan of pepperoni or ham…but it just called to me from the menu…and boy was it good! After dinner, we went to Home Depot (I have a strange infatuation with that place) so that I could grab some paint samples to repaint parts of my room. [I think I mentioned that before.] After that we went to Pazzo’s in Rocky Hill with Matt to see Kelly. Almost brought me back to the MCC days. Except there was no Dan. And I had to pay for my Sprite.

One of my favorite parts of the weekend, is worship. Honestly, if worship service was an hour long, I’d be fine with it. Which is one reason why I love being the worship leader in Student iMpact…but sometimes it’s just so hectic! Once I’m focused in worship, I’m good…but the hours before hand are C.R.A.Z.Y. Not even joking.

1 – Short explanations of basic terms

The GSM network consists mainly of the following functional parts:

• MSC – the mobile service switching centre (MSC) is the core switching entity in the network.
The MSC is connected to the radio access network (RAN); the RAN is formed by the BSCs and
BTSs within the Public Land Mobile Network (PLMN). Users of the GSM network are registered
with an MSC; all calls to and from the user are controlled by the MSC. A GSM network has
one or more MSCs, geographically distributed.

• VLR – the visitor location register (VLR) contains subscriber data for subscribers registered in
an MSC. Every MSC contains a VLR. Although MSC and VLR are individually addressable,
they are always contained in one integrated node.

• GMSC – the gateway MSC (GMSC) is the switching entity that controls mobile terminating calls. When a call is established towards a GSM subscriber, a GMSC contacts the HLR of that
subscriber, to obtain the address of the MSC where that subscriber is currently registered. That
MSC address is used to route the call to that subscriber.
• HLR – The Home Location Register (HLR) is the database that contains a subscription record for
each subscriber of the network. A GSM subscriber is normally associated with one particular
HLR. The HLR is responsible for the sending of subscription data to the VLR (during registration)
or GMSC (during mobile terminating call handling).
• CN – the core network (CN) consists of, amongst other things, MSC(s), GMSC(s) and HLR(s).
These entities are the main components for call handling and subscriber management. Other
main entities in the CN are the equipment identification register (EIR) and authentication centre
(AUC). CAMEL has no interaction with the EIR and AUC; hence EIR and AUC are not further
discussed.
• BSS – the base station system (BSS) is composed of one or more base station controllers (BSC)
and one or more base transceiver stations (BTS). The BTS contains one or more transceivers
(TRX). The TRX is responsible for radio signal transmission and reception. BTS and BSC are
connected through the Abis interface. The BSS is connected to the MSC through the A interface.
• MSC – Mobile Switching Center the primary service delivery node for GSM, responsible for handling voice calls and SMS as well as other services (such as conference calls, FAX and circuit switched data). The MSC sets up and releases the end-to-end connection, handles mobility and hand-over requirements during the call and takes care of charging and real time pre-paid account monitoring.

A GSM network is a public land mobile network (PLMN). Other types of PLMN are the time
division multiple access (TDMA) network or code division multiple access (CDMA) network. GSM
uses the following sub-division of the PLMN:

• Home PLMN (HPLMN) – the HPLMN is the GSM network that a GSM user is a subscriber of.
That implies that GSM user’s subscription data resides in the HLR in that PLMN. The HLR
may transfer the subscription data to a VLR (during registration in a PLMN) or a GMSC (during
mobile terminating call handling). The HPLMN may also contain various service nodes, such as
a short message service centre (SMSC), service control point (SCP), etc.
• Visited PLMN (VPLMN) – the VPLMN is the GSM network where a subscriber is currently
registered. The subscriber may be registered in her HPLMN or in another PLMN. In the latter
case, the subscriber is outbound roaming (from HPLMN’s perspective) and inbound roaming
(from VPLMN’s perspective). When the subscriber is currently registered in her HPLMN, then
the HPLMN is at the same time VPLMN.1
• Interrogating PLMN (IPLMN) – the IPLMN is the PLMN containing the GMSC that handles
mobile terminating (MT) calls. MT calls are always handled by a GMSC in the PLMN, regardless
of the origin of the call. For most operators, MT call handling is done by a GMSC in the HPLMN;
in that case, the HPLMN is at the same time IPLMN. This implies that calls destined for a GSM
subscriber are always routed to the HPLMN of that GSM subscriber. Once the call has arrived in
the HPLMN, the HPLMN acts as IPLMN. MT call handling will be described in more detail in
subsequent sections. When basic optimal routing (BOR) is applied, the IPLMN is not the same
PLMN as the HPLMN.

The user of a GSM network is referred to as the served subscriber; the MSC that is serving that
subscriber is known as the serving MSC. Examples are:

• mobile originated call – the MSC that is handling the call is the serving MSC for this call; the
calling subscriber is the served subscriber;
• mobile terminated call – the GMSC that is handling the call is the serving GMSC for this call;
the called subscriber is the served subscriber.
2 – Signalling in GSM

The various entities in the GSM network are connected to one another through signalling networks.
Signalling is used for example, for subscriber mobility, subscriber registration, call establishment,
etc. The connections to the various entities are known as ‘reference points’. Examples include:
• A interface – the connection between MSC and BSC;
• Abis interface – the connection between BSC and BTS;
• D interface – the connection between MSC and HLR;
• Um interface – the radio connection between MS and BTS.
Various signalling protocols are used over the reference points. Some of these protocols for GSM
are the following:
• mobile application part (MAP) – MAP is used for call control, subscriber registration, short
message service, etc.; MAP is used over many of the GSM network interfaces;
• base station system application part (BSSAP) – BSSAP is used over the A interface;
• direct transfer application part (DTAP) – DTAP is used between MS and MSC; DTAP is carried
over the Abis and the A interface. DTAP is specified in GSM TS 04.08 [49];
• ISDN user part (ISUP) – ISUP is the protocol for establishing and releasing circuit switched
calls. ISUP is also used in landline Integrated Services Digital Network (ISDN). A circuit is the
data channel that is established between two users in the network. Within ISDN, the data channel
is generally a 64 kbit/s channel. The circuit is used for the transfer of the encoded speech or
other data. ISUP is specified in ITU-T Q.763 [137].
When it comes to call establishment, GSM makes a distinction between signalling and payload.
Signalling refers to the exchange of information for call set up; payload refers to the data that is
transferred within a call, i.e. voice, video, fax etc. For a mobile terminated GSM call, the signalling
consists of exchange of MAP messages between GMSC, HLR and visited MSC (VMSC). The
payload is transferred by the ISUP connection between GMSC and VMSC. It is a continual aim
to optimize the payload transfer through the network, as payload transfer has a direct cost aspect
associated with it. Some network services are designed to optimize the payload transfer. One
example is optimal routing.

3 – GSM Mobility

Roaming with GSM is made possible through the separation of switching capability and subscription
data. A GSM subscriber has her subscription data, including CAMEL data, permanently registered
in the HLR in her HPLMN. The GSM operator is responsible for provisioning this data in the HLR.
The MSC and GMSC in a PLMN, on the other hand, are not specific for one subscriber group.
The switching capability of the MSC in a PLMN may be used by that PLMN’s own subscribers,
but also by inbound roaming subscribers; see the image the GSM user who is a subscriber of PLMN-A roams to PLMN-B. The HLR in PLMN-A transfers the user’s subscription data to the MSC in PLMN-B. The subscriber’s subscription data remains in the MSC/VLR as long as she is served by a BSS that is connected to that
MSC. Even when the user switches her MS off and then on again, the subscription data remains
in the MSC. After an extended period of the MS being switched off, the subscription data will
be purged from the MSC. When the subscriber switches her MS on again, the subscriber has to
re-register with the MSC, which entails the MSC asking the HLR in the HPLMN to re-send the
subscription data for that subscriber.

When the subscriber moves from one MSC service area (MSC-1) to another MSC service area
(MSC-2), the HLR will instruct MSC-1 to purge the subscription data of this subscriber and will
send the subscription data to MSC-2.
4 – Mobile Station
The MS, i.e. the GSM handset, is logically built up from the following components:
• mobile equipment (ME) – this is the GSM terminal, excluding the SIM card;
• subscriber identification module (SIM) – this is the chip embedded in the SIM card that identifies
a subscriber of a GSM network; the SIM is embedded in the SIM card. When the SIM card is
inserted in the ME, the subscriber may register with a GSM network. The ME is now effectively
personalized for this GSM subscriber; The image shows. The characteristics of the SIM are specified
in GSM TS 11.11. The SIM card contains information such as IMSI, advice of charge parameters,
operator-specific emergency number, etc. For the UMTS network an enhanced SIM is specified,
the universal subscriber identity module (USIM); refer 3GPP TS 31.102.

5 – Identifiers in the GSM Network

GSM uses several identifiers for the routing of calls, identifying subscribers (e.g. for charging),
locating the HLR, identifying equipment, etc. Some of these identifiers play an important role for
CAMEL.

5.1 International Mobile Subscriber Identity

The international mobile subscriber identity (IMSI) is embedded on the SIM card and is used to
identify a subscriber. The IMSI is also contained in the subscription data in the HLR. The IMSI is
used for identifying a subscriber for various processes in the GSM network. Some of these are:

• location update – when attaching to a network, the MS reports the IMSI to the MSC, which uses
the IMSI to derive the global title (GT) of the HLR associated with the subscriber;
• terminating call – when the GSM network handles a call to a GSM subscriber, the HLR uses
the IMSI to identify the subscriber in the MSC/VLR, to start a process for delivering the call to
that subscriber in that MSC/VLR.
• roaming charging – a VPLMN uses the IMSI to send billing records to the HPLMN of
a subscriber.
Image shows the format of the IMSI.
• mobile country code (MCC) – the MCC identifies the country for mobile networks. The MCC is
not used for call establishment. The usage of MCC is defined in ITU-T E.212 [129]. The MCC
values are allocated and published by the ITU-T.
• mobile network code (MNC) – the MNC identifies the mobile network within a mobile country
(as identified by MCC). MCC and MNC together identify a PLMN. Refer to ITU-T E.212 [129]
for MNC usage. The MNC may be two or three digits in length. Common practice is that, within
a country (as identified by MCC), all MNCs are either two or three digits.
• mobile subscriber identification number (MSIN) – the MSIN is the subscriber identifier within
a PLMN.
The IMSI is reported to the SCP during CAMEL service invocation. The IMSI may be needed,
for example, when identifying a country; countries in North America have equal country code
(country code = 1), but different MCC (e.g. Canada = 303; Mexico = 334).

5.2 Mobile Station Integrated Services Digital Network Number (MSISDN Number)

The MSISDN is used to identify the subscriber when, among other things, establishing a call to that
subscriber or sending an SMS to that subscriber. Hence, the MSISDN is used for routing purposes.
The image shows the structure of the MSISDN.
• country code (CC) – the CC identifies the country or group of countries of the subscriber;
• national destination code (NDC) – each PLMN in a country has one or more NDCs allocated to
it; the NDC may be used to route a call to the appropriate network;
• subscriber number (SN) – the SN identifies the subscriber within the number plan of a PLMN.

The MSISDN is not stored on the subscriber’s SIM card and is normally not available in the
MS.2 The MSISDN is provisioned in the HLR, as part of the subscriber’s profile, and is sent to
MSC during registration. The MSISDN is also reported to SCP when a CAMEL service is invoked.
One subscriber may have multiple MSISDNs. These MSISDNs are provisioned in the HLR. At
any one moment, only a single MSISDN is available in the MSC/VLR for the subscriber.
5.3 International Mobile Equipment Identifier

The international mobile equipment identifier (IMEI) is used to identify the ME [or user equipment
(UE) in UMTS network]. Each ME has a unique IMEI. The IMEI is hard-coded in the ME and
cannot be modified. The image shows the structure of the IMEI. The IMEI is not used for routing
or subscriber identification.
Refer to GSM TS 03.03 [27] for the type approval code (TAC), final assembly code (FAC)
and serial number (SNR). The software version (SV) may be included in the IMEI (‘IMEISV’) to
indicate the version of software embedded in the ME. The IMEI is always encoded as an eight-octet
string. As from CAMEL Phase 4, the IMEI(SV) may be reported to the SCP.
5.4 Mobile Station Roaming Number

The mobile station roaming number (MSRN) is used in the GSM network for routing a call to a
MS. The need for the MSRN stems from the fact that the MSISDN identifies a subscriber, but not
the current location of that subscriber in a telecommunications network. The MSRN is allocated to
a subscriber during MT call handling and is released when the call to that subscriber is established.
Each MSC in a PLMN has a (limited) range of MSRNs allocated to it. An MSRN may be allocated
to any subscriber registered in that MSC. The MSRN has the form of an E.164 number and can
be used by the GMSC for establishing a call to a GSM subscriber. An MSRN is part of a GSM
operator’s number plan. The MSRN indicates the GSM network a subscriber is registered in, but
not the GSM network the subscriber belongs to. The image shows how the MSRN is used for call
routing. The MSRN is not meant for call initiation. GSM operators may configure their MSC such
that subscribers cannot dial numbers that fall within the MSRN range of that operator.

6 Basic Services

All activities that may be done in the GSM network, such as establishing a voice call, establishing
a data call, sending a short message, etc., are classified as basic services. In order for a subscriber
to use a GSM basic service, she must have a subscription to that service.3 The handling of a basicservice is fully standardized. Hence, a subscriber may use a basic service in any GSM network
she roams to, provided that that basic service is supported in that network. The HLR will send
a list of subscribed basic services to the MSC/VLR, during registration. When a GSM subscriber
initiates a call, the MS supplies the serving MSC with a set of parameters describing the circuitswitched
connection that is requested. These parameters are the bearer capability (BC), low-layer
compatibility (LLC) and high-layer compatibility (HLC), as will be described below. The MSC
uses the BC, LLC and HLC to derive the basic service for this call. The rules for deriving the basic
service from LLC, HLC and BC are specified in GSM TS 09.07 [55]. The MSC then checks whether
the subscriber has a subscription to the requested basic service, i.e. whether the subscription data
in the VLR contains that basic service. If the service is not subscribed to, then the MSC disallows
the call. The basic service is not transported over ISUP.

When a CAMEL service is invoked, the MSC reports the requested basic service to the SCP. The
SCP may use the indication of the requested basic service for call service processing. Examples
include:
• video calls may be charged at a higher rate than speech calls;
• for data calls and fax calls, the CAMEL service shall not play any announcements or tones.
Basic services are divided into two groups: tele services and bearer services.

6.1 Tele Services

Table 1.1 provides an overview of the available tele services (TS);

6.2 Bearer Services

Table 1.2 provides an overview of the available bearer services (BS). The two bearer service groups
are sub-divided into a variety of bearer services with different characteristics.

6.3 Circuit Bearer Description

Bearer capability, low-layer compatibility and high-layer compatibility are descriptors of a circuitswitched
(CS) connection. When a GSM subscriber initiates a call, the BC, LLC and HLC are
transported from MS to MSC over DTAP. The MSC includes the parameters in the ISUP signal to
the destination. These parameters are also reported to the SCP during CAMEL service invocation.
That enables a CAMEL service to adapt the service logic processing to the type of call. The image
shows the relation between LLC, HLC and BC on the DTAP and the corresponding parameters
on ISUP.

• Low-layer compatibility – the LLC is transported transparently between the calling entity and
called entity; it may be used by the respective entities to adapt codecs for interworking purposes.
LLC describes mainly characteristics related to the data transfer.
• High-layer compatibility – the HLC is also transported transparently between the calling entity
and called entity; it is used to describe the requested service, such as telephony, Fax, video
telephony, etc.
• Bearer capability – the BC describes the characteristics of the 64 kbit/s circuit requested for
the call.

7 Supplementary Services
Supplementary services (SS) in GSM are a means of enriching the user experience. An SS may,
for example, forward a call in the case of no reply from the called party, bar certain outgoing or
incoming calls, show the number of the calling party to the called party, etc. In order to use an
SS, a GSM user needs a subscription to that SS. The subscription to supplementary services is
contained in the HLR and is sent to the MSC/VLR during registration. The supplementary services
are fully standardized. A GSM subscriber can therefore use her supplementary services in any GSM
network, provided that the network supports these supplementary services, and have the same user
experience.

Supplementary services may be provisioned for an individual basic service or for a group of
basic services, e.g. a subscriber may have barring of all outgoing calls for all tele services and all
bearer services, except SMS (tele service group 20). Such a subscriber is barred from establishing
outgoing calls (except emergency calls), but may still send short messages. Some supplementary
services may be activated or deactivated by the user. Examples include call forwarding and call
barring. An operator may decide to bar certain subscribers or subscriber groups from modifying
their supplementary services.

Table 1.3 shows the Supplementary Services. They are combined in service groups. Subscriptions
are per individual Supplementary Service. The right-most column indicates the GSM technical
specifications (TS) that specify the service requirement for the respective Supplementary Service(s).
The chapters on CAMEL Phases 1–4 describe the interaction between CAMEL and the various
supplementary services. Not all GSM networks support all supplementary services. Many of
the supplementary services in GSM have equivalent supplementary services in ISDN. The ISDN
supplementary services are described in ITU-T recommendations.

Whilst still in London sometime in July this year, I attended a press conference held by the MCC (Ma

Whilst still in London sometime in July this year, I attended a press conference held by the MCC (Marlyeborne Cricket Club) at Lord’s. Rahul Dravid was present, so were other members of the MCC World Cricket Committee like John Stephenson, Tony Lewis and Geoffrey Boycott. The agenda set for this press conference was simple. How to reinvigorate waning audience interest in Test cricket, how to market the format of the game much better and indeed how to bring new fans into the game. Then came the proposal of a World Test Championship, which among many others – India’s coach Gary Kirsten endorsed immediately once he took charge. Now, the MCC World Committee has gone a step further, and conducted a Market Research Survey with the help of TNS Sport, largely dwelling on the levels of interests in Test cricket, the reason for it’s decline and how T20, the popular and the cash cow format of the game, has made inroads into Test cricket.

The study, which was conducted across three countries – India, New Zealand and South Africa has thrown up interesting findings, but all pointing towards the need for a World Test Championship. Take the case of India, where the findings show that the twenty20 format is the most preferred format of the sample 58% – possibly IPL and International T20 cricket, and that 81% of cricket fans in India are the least followers of Test Match cricket and only 7% follow Test matches. Among those questioned about having previously visiting Test matches, 60% say that “the time that play starts is an important factor in influencing their decision to attend, with 70% saying that they’re more likely to attend if changes are made in this area” (i.e. possible introduction of day/night Tests). The survey also reveals that ticket prices were a factor, and that 7o% would attend Tests if changes are made there (i.e cheaper ticket prices). Most importantly, 58% of those interviewed felt that T20 cricket has reduced their interest in Test Match cricket. However, they say that “the interest in T20 is likely to develop interest in other forms of the game.” So, in this regard, if a World Test Championship were held, the research finds that it is “most likely to increase interest in Test match cricket, even amongst those who hardly ever follow the Test match game – 63%“. Perhaps the most important factor which dissuades cricket fans from attending Test matches, as shown by the research – across the three markets (India, New Zealand and SA) is ticket prices.

Summary of findings (India)

Impact of T20 cricket - “In India, the emergence of Twenty20 cricket has had a significant impact on interest in Test match cricket, with almost three in five acknowledging that fact.”; “The IPL’s international profile provides access to an array of international figures. Indian cricket fans no longer need to go to Test matches to get their fix of major stars such as Pietersen, Ponting and Flintoff.”

Impact of a World Test Championship – “Amongst regular followers of Test match cricket in particular, a World Test Championship would provide a notable boost to levels of interest in Test cricket, with the most positive impact seen in India and South Africa.”; “In India: amongst those who hardly ever follow the Test match game – 63%. For regular followers, the figure is 83%.”

Day/Night Tests - “In India almost six in 10 say that the time that play starts is important in influencing their decision to attend, with seven in 10 more likely to attend if changes are made in this area.”

Other factors influencing people to attend Test matches - “The least important elements across all markets, particularly New Zealand and South Africa, are bland pitches, slow over rates and drawn matches.” In the case of India, “the leading factors are the quality of the two teams involved.” (for example – a series between India and Australia is likely to draw more audience than a series between say India and New Zealand) and lastly, lack of time, and the increasing popularity of the shorter formats like ODIs and T20s. “In India there were a number of respondents who would like to attend, but find it hard to obtain tickets. The preference for watching on TV featured strongly in all three markets.”

So all in all, the findings suggest an urgent need for a World Test Championship, which doesn’t just satisfy bilateral engagements as most cricket tours these days aim to do today, but also gives something worth playing for. I would equally endorse this move, by both the MCC and hopefully the ICC later. Test cricket needs to find ways not just to survive, but also remain the holiest format of the game. Over to Dave Richardson and the ICC now…

PS: Here’s the link to the MCC World Committee’s research findings.
In your tele conversation , you said the articles in our publication as non sense. It may be your view as you are a public servant & being questioned. I do stand by my articles as they are for public good , public welfare & for Accountability of Public Servants. we do have highest respect for all constitutional functionaries & public servants , however the same respect must be reciprocated by public servants & constitutional functionaries towards common people. After all british era is over & we are living in a democracy , some of our public servants & constitutional functionaries are still in british era hangover. If a common man asks for accountability of a public servant , it must not be misunderstood as disrespect or contempt towards the office he / she holds. Fake cases should not be lodged against common people who demand accountability of public servants.

Hereby , I do once again request you to order the Honorable circle inspector of police , vijayanagar police station , mysore to register my following complaint ( which has been submitted to him via e-mail through DGP’s office , DPG & DARPG website and through registered post ). When the case is registered & comes before a court of justice , I will produce the necessary documents before the court. The complaint concerns not just the issue of RTI ACT violations , It is clear case of crime cover-ups by public servants , violation of common people’s FUNDAMENTAL & HUMAN RIGHTS by public servants and finally obstruction by public servants to performance of FUNDAMENTAL DUTIES by citizens of India. If I have to come to your office please issue me written summons , I will attend to it. If I am repeatedly called to your office or else where for the sake of this enquiry , the losses accruing to me like wages , transportation , job loss , etc must be borne by the authorities.
Honourable Sir,

Subject : Violation of FUNDAMENTAL RIGHTS & HUMAN RIGHTS by
Honourable Chief Jusice of India & H.E.Honourable President of India
& other public servants

In India , as per constitution of india all citizens are equal , have right to equal oppurtunity & equitable justice irrespective of caste , creed , religion , etc. the
constitution has guaranteed these to every Indian citizen by way of CONSTITUTIONAL FUNDAMENTAL RIGHTS. Also , every human being on earth has got HUMAN RIGHTS, by virtue of his / her birth.

However in india , CONSTITUTIONAL FUNCTIONARIES / PUBLIC SERVANTS have forgotten this & are acting as lords , autocrats – unquestionable public masters. CONSTITUTIONAL FUNCTIONARIES are PUBLIC SERVANTS appointed to serve the public, public are the kings of democracy , they are the taxpayers & paymasters of this very same public servants.

In India , corruption has spread it’s tentacles far & wide , it has not even spared the judiciary. The last resort of commonman for seeking justice is judiciary , even there
corruption has spread. In present day India , if one is rich , he can committ any type of crime & get away clean from courts of law. there are corrupt police officials who modify FIR , suppress evidences ,manipulate evidences , takes up different line of investigation , fix innocents , coughs-up false confessions from innocents by 3rd degree torture , file B report closing the case , decides not to appeal in higher court of law , etc , ALL FOR A PRICE. Just see the list of millionnaire police officials who are caught by karnataka lokayukta.

Next step , the prosecutor & defense advocate strikes a deal , manipulates evidences , manipulates way of presentation of case & way of argument favouring the rich crooks for a price , as observed in high profile BMW case involving public prosecutor IU KHAN & defense counsel RK ANAND. In this way , if corrupt police & advocates , together manipulate the due process of law , the presiding judge is
left high & dry even though the judge is honest, he is left helpless. to add to this , when the judge himself is corrupt , people’s last hope , democracy is dead. nowadays
we are hearing too many reports of irregularities in judiciary.

our publication has filed many appeals as PUBLIC INTEREST LITIGATION before hon’ble supreme court of india, but the vested interests there are not accepting it as PILs. WHAT DOES PUBLIC INTEREST LITIGATION MEANS ?
ISSUES WHICH ARE OF PUBLIC CONCERN AFFECTING MANY NUMBER OF PUBLICS.

The issues raised by us for sample :

1. sale of fake medicines & adulterated food products , beverages ,

colas affecting the health of millions of indians

& public of importing nations who are importing the same dangerous

products from india .

2. demolition , eviction of houses , lands belonging to poor dalits ,

tribals , backward castes by government authorities

whereas regularising illegal land encroachments , illegal buildings

by high & mighty people in total disregard to law.

in some cases government has even made contempt of court , by defying

court orders & enacting special laws all to favour rich land grabbers.

3. take the cases corporate frauds, violation of labour laws ,

pollution board laws , tax laws , etc by companies.

4. The reports in media about certain highly placed public servants

leaking india’s defense secrets to foreign countries

& some politicians , film stars attending parties hosted by anti

nationals DAWOOD IBRAHIM & underworld dons in gulf

countries & elsewhere.

these type of appeals are for public good , national

security , as public are affected by them. still supreme court of

india is not considering

our repeated PIL Appeals.the courts have the authority to consider

even a post card , e-mail as a PIL Appeal , the courts

even have the right to initiate suo-motto action for public good ,

inspite of absence of any appeals / complaints.

over & above this at the time of my very first appeal my income was

very low & i was a retrenched factory employee who was eligible

for free legal aid, even free legal aid was not given to me.

Now , even to my repeated RTI Appeals the Honourable chief

justice of India & H.E.Honourable President of India

are not giving the requested information . these action of CJI &

PRESIDENT OF INDIA is aiding high & mighty criminals , anti

nationals ,

amounts to suppression of information , truth , evidences , which is a

cognizable offence.

complaint. If i am repeatedly called to police station or else where
The authorities Have developed those areas beneath HT lines as parks ,
rented out
advertisement spaces & built permanent fencing of those areas spending

land scam in Karnataka – an appeal to honourable supreme court of
India & H.E.Honourable Governor Of Karnataka

When a crime is noticed , it is the duty of the government to
investigate who did it ? and to legally prosecute them in court &
provide justice . if thousands of criminals , lakhs of criminals got
together & did the same type of crimes , all of them must be legally
prosecuted. Just for the overwhelming numbers of criminals law of the
land cann’t be changed. However in the Karnataka state , many
political bigwigs , rich crooks have done the same crime , LAND
GRABBING – illegal possession of government land & illegal
constructions over it. Important land records of those government
lands , lands belonging to poor are lost in record rooms of civic
bodies ( cunningly destroyed by corrupt officials ) Now, their
political masters are legalizing the crimes . what a shame to the
government of Karnataka ?
The shri.A.T. RAMA SWAMY , (M.L.A) standing committee in the
legislative assembly is still probing the land grabbings in Karnataka.
However the government in a hurry , is auctioning – off those
government lands without proper publicity to the auction process ,
sufficient time for bidder’s expression of interest. In some cases , a
pittance is levied as penalty for the illegal occupation to get it
legalized. The government is not bothered about legally prosecuting
the illegal occupier of those lands. In many civic bodies , important
property documents belonging to the government & poor are missing from
the record rooms. All these point towards the government intention ,
to legalise the crimes of illegal land occupiers who are nothing but
their own political cronies.
The recent ordinance by government of Karnataka to regularize land
deals is envisaging to legalize the crimes of rich. The illegal land
conversions , land encroachments , encroachment of civic amenities
made by the rich are being legalized with levying a pittance as
penalty in the name of public welfare . Whereas the land worth at
today’s market prices are 10’s of thousands of crore it is only wefare
of the rich & mighty . IT IS GOING TO BE MOTHER OF ALL SCAMS. The
authorities evict poor tribal people from their ancestral forest area
in the name of conservation , evict tribal people from villages in the
name of development without proper rehabilitation measures. The
government is not giving land rights to slum dwellers , poor , dalits
over the land they are dwelling , the government is deaf to appeals of
dalits for land rights. However the same government is sympathetic to
rich who have encroached land & built huge commercial complexes worth
crores violating all norms with total disregard to civic amenity or
safety.
Hereby , HRW appeals to honourable supreme court of India , to annul
the bid process of government of Karnataka with respect to illegally
occupied government lands & to annul this ordinance of government of
Karnataka which seeks to legalize land crimes.

THE CLOUT OF LAND MAFIA IN INDIA -the governments daring to by-pass judiciary – An appeal ( PIL ) to the honourable supreme court of India
The recent attempts by government of India & other state governments
to legalise land grabbings by enacting new land laws in the name of
public welfare is farce . while crores of people are without shelter &
are living on streets , people in slums , tribal lands are struggling
for land rights since decades the governments were mum & deaf. Now ,
as the rulers themselves & their cronies have built illegal
constructions running into crores they are shedding crocodile tears in
the name of public welfare. In india, various state governments have
enacted ” town municipal / city corporation laws & building laws” , to
ensure orderly growth of cities & towns , to ensure the safety of
buildings & it’s occupants , to ensure the safety of pedestrians &
road users.
Numerous educated people , ruling elite – ministers , police ,
government officials , M.Ps , M.L.As , etc knowing fully well about
the laws have illegally built bungalows , commercial complexes ,
throwing to wind all laws. In their greed they have shown utter
contempt towards law. They have encroached dried –up lakes ,
rivulets , rain flow paths , drainages , foot paths , civic amenity
sites. In their building there are violations of- lack of fire safety
exits , lack of parking space , encroachment of foot paths ,
conservancy line , drainages , etc.
There is wide spread corruption in the corporation / municipal
authorities. For a price officials have converted CA sites to
commercial purposes , authorised deviations / encroachments of public
lands like foot paths , drainages , parking space , set-off , etc. The
corporation officials themselves are violating city master plans. Even
before authorising the conversions & encroachments of lands , the
corporation officials are not making alternate arrangements. By all
these corrupt deeds many of the corporation officilas have become
millionaires . however more & more road accidents are taking place ,
building collapses & fire tragedies are occurring , during heavy
rainfalls water is getting clogged – ALL THESE RESULTING IN LOSS OF
HUMAN LIVE & PROPERTIES. In recent days numerous murders have taken
place over the real estate issues . THE CRIMINAL LAND GRABBERS MADE
DEATH THREATS & FORCED THE PIL APPLICANT IN THE KARNATAKA HIGH COURT
ABOUT LAND GRABBINGS IN KORAMANGALA LAYOUT BANGALORE. The government
of karnataka instead of protecting the PIL applicant & upholding the
law has taken sides with the land grabbers.
The state governments of karnataka & delhi has got M.L.As & officials
who have themselves violated building laws & grabbed govt lands. Now ,
the two govts are contemplating to bring in laws regularising these
land grabbing crimes for a pittance as penalty. All to by-pass
judiciary. The governments are least bothered about the lives of poor
& only too caring towards the land grabbing criminals. The same
governments have not yet given land rights to poor slum dwellers /
dalits , land rights to tribals living in forest since centuries ,
land rights to poor agricultural labourers, where as it is full of
concern towards rich & mighty land grabbers – criminals. Bottom line –
whatever be the magnitude of crime if you are rich & mighty law will
be bended to suit you , by bad luck if you are a poor folk you are
bound to suffer being on the right side of law also. Hereby , HUMAN
RIGHTS WATCH urges requests the honourable supreme court of india , to
register this as a PIL , to provide protection to the PIL applicant in
bangalore & to take appropriate actions against the GOK & GOD nipping
at bud their illegal motives to regularise land grabbings.

ILLEGALITIES IN AUCTION OF M/S IDEAL JAWA LTD MYSORE

During the auction of above sick industry the land usage was for
industrial purpose only. so, people with other commercial objectives
were not allowed to participate in the auction. Thereby, the final
auctioned amount was very much less than the market value. This has a
direct bearing on employees of that industry , lending banks , govt
dept , etc who have all put forward their claims for dues from that
industry. noW, all of them are getting very much less than what is due
from the closed company. A loss of crores of rupees to banks ,
government , employees has been made by the cunningness of civic
bodies.
Now in a backdoor move the M.U.D.A , K.I.A.D.B , M.C.C are moving to
give land usage conversion to the new occupier, who is building posh
villas & resorts here. Is it right & justified ? should not they
conduct auction once again or charge market value to the new owner.
LAND MAFIA IN KARNATAKA
The land mafia which has links with political leadership & top govt
servants in the state, is running business widely in & around
bangalore, mysore & other major towns. The authorities like city
corporation , B.D.A, M.U.D.A , K.I.A.D.B , etc are denotifying the
lands meant for public welfare in favour of land mafia. The
authorities have earmarked these lands for public welfare ie parks ,
schools , hospitals at the planning stage itself for current & future
needs of the people. In most cases the land mafia has illegally
occupied the lands , built commercial complexes & sold it for crores
of rupees.
1. the authorities are not demolishing these illegal structures &
prosecuting the occupiers.
2. In some cases the authorities are denotifying , regularizing those
illegal occupations by levying a pittance as penalty which is very
much less than the market value.
3. In some cases for example a notified site for school is alloted to
an educational trust. They build 2 rooms in 25% of the site & state
that this is free school meant for weaker sections. After a year or
two , they state before the authority that to run this school they
need funds. So they are planning to build commercial complexes around
the school site & by the rent collected from shops they will run the
school. In this manner sites meant for schools , hospitals , temples &
other social organisations apply for conversion of land usage & use
major portion of the land for commercial purposes.
Hereby , our publication urges the govt of karnataka & other
authorities ,
1. to clearly demarcate the govt lands & announce it boldly to the
public.
2. To clearly demarcate lands meant for public amenities both for
current & future usage.
3. To clearly demarcate lands required for town planning say 20 years
down the line.
4. To clearly mention in such plans the purpose it is reserved for ie
parks , hospitals , schools , etc.
5. To impartially act against illegal occupiers – rich or poor.
6. Say while denotifying a land meant for school an alternate land for
school must be incorporated in the original plan.
7. Before denotification public objections must be called for &
considered responsibly.
8. After denotification the land must be sold at the market rate not
the govt rate.
9. In case of land usage conversion also the objections from the
public must be called for & considered responsibly.
10. After land usage conversion an alternate land must be incorporated
in the plan for the original use.
11. In case of land usage conversion also the occupier must be charged
at the market value.
12. To declare annually the property details of all officials with
denotifying / land usage conversion authorities together with details
of their family member’s properties with provision for public
scrutiny, cross checking.
13. To ruthlessly prosecute the corrupt officials & ministers.
14. To make public the report of past district magistrate mysore mr.
T.M. VIJAYA BHASKAR about illegal land dealings in & around mysore.
Also the action taken report.

ILLEGALITIES IN BANGALORE-MYSORE EXPRESSWAY PROJECT
Different political parties are trading charges against each other
about illegalities in the mysore-bangalore expressway project. Grave
mistakes have been committed by the previous state governments. The
saving grace is judiciary has taken note of it. The fundamental
principle behind land acquisitions by the governments is to use that
acquired lands for public welfare. As the govt acquires the land with
this noble intentions even the land looser contents himself with
compensation at govt rate. Always the govt rate is much below market
value. If at all the govt wants to give out that acquired land to a
private party for private use or for the use of a selected few, the
govt must give prevailing market rate to the land looser. In such
cases the govt does not have authority to force the land owner to sell
his property.
In this mysore-bangalore 4 lane expressway project, following
inconsistencies are there,
1. this road is not for free public use, but only for those who pays
the toll fees.
2. The luxurious resorts , townships , etc which are to be built
alongside this road are not open for free public usage but only for
the rich who can afford it.
3. The govt has concluded this deal in a hush-hush manner.
4. Any disputes raised by this project should be addressed to
international arbiter at london which a poor land owner or general
public can ill-afford.
5. The govt has not paid the prevailing market value to the land
loosers.
6. The govt has not given the option to land owners not to sell their
property.
7. This whole project is for rich , built by the rich for the rich &
not meant for public welfare.
The govt must give back the lands to the owners who wants it back &
must pay the market value to those willing to sell. As this project is
built by wealthy people for wealthy people why cann’t they cough- up
market value?
11. in how many cases of such illegal occupation MUDA / MCC /
GOVERNMENT has legalized , regularized such illegal occupation just
through MUDA’s / MCC’s resolution instead of of reallotting the same
list , after giving notice of allotment cancellation to original
allottee ? if not done so why ?
12. has the MUDA / MCC / GOVERNMENT followed all legal norms in
15. what action MUDA / MCC / GOVERNMENT has initiated against real
estate firms & housing societies who have violated MUDA norms , layout
plans , etc ? if not why ?
16. the government has framed building bye-laws like width of road ,
space for civic amenities , parking space , emergency fire exit , etc
keeping high in the mind safety of people first. MUDA / MCC /
GOVERNMENT is in the practice of levying a pittance as penalty on the
building byelaw violators , layout Development plan violators &
legalizing those
violations. Safety of public & amenities of public are totally
neglected by MUDA / MCC / GOVERNMENT . When public people die , suffer
injuries / accidents – say during a fire tragedy in a complex due to
lack of fire exit , when people park vehicles on pavement in front of
a business complex as the complex doesn’t have a parking space of it’s
people illegally live On MUDA / MCC / GOVERNMENT sites building
temporary huts , MUDA / AUTHORITIES with the help of police razes down
those huts & evicts the poor by brute force. Whereas , when cronies of
political bigwigs illegally occupy MUDA , MCC / GOVERNMENT lands worth
crores of rupees & build big complexes earning thousands of rupees
monthly rent , MUDA or authorities not even files police complaint
against them instead regularizes the illegal occupation by levying a
pittance as fine. Why this double standard by MUDA / MCC GOVERNMENT ?
Raja faces heat as CBI raids DoT on 2G scam
Turning the heat on telecom minister A. Raja, the Central Bureau of
Investigation (CBI) has registered a case saying there was large scale
corruption in the allocation of 2G (second generation) radio spectrum
licences.
Raja, the second-time telecom minister in the UPA government, had
repeatedly denied any corruption in the 2G allocation to private
companies in 2008. The FIR filed by CBI on Thursday names no person
but merely mentions unknown officials of the department of
telecommunications (DoT) and unknown private persons and companies as
the accused.
The agency raided the DoT office in Sanchar Bhawan and the search for
incriminating documents was on till late night in the wireless
planning cell and in the office of the deputy directorgeneral (access
services) of DoT. Top bureaucrats of the ministry are under the CBI
scanner. The FIR confirms allegations of “serious irregularities” in
the award of the spectrum licenses and a criminal conspiracy woven
between DoT officials and certain private companies.
However, telecom minister A. Raja ruled out resignation in the wake of
CBI searches in his ministry. “The question of my resignation does not
arise. All decisions on spectrum licensing have been taken in
accordance with procedures laid down by Telecom Regulatory Authority
of India (Trai) and in consultations with the Prime Minister,” he told
reporters.
But the CBI FIR said, “The licenses were awarded to these companies by
putting a cap on the number of applicants against the recommendations
of the Trai. The licences to these private companies were given on a
first-come-first-served basis at the rates of 2001 – which were very
low – without any competitive bidding.” CBI has acted within days of
the Central Vigilance Commission ( CVC) asking for a comprehensive CBI
probe. “The CVC findings show the spectrum was not allocated at the
present market- driven price, no auction process was followed and no
bids were invited. We will now quiz senior DoT officials, including an
IAS officer,” a senior CBI official said.
“The scam could run up to Rs 22,000 crore. Firms which got the
licences at throwaway prices later sold their stake to foreign
operators at huge prices,” he added. SOURCES said the CBI probe will
concentrate on specific aspects like why DoT did not go for the
auction process in accordance with Trai guidelines and instead opted
for a firstcome- first- served approach.
It will also examine why licences were not issued at current prices
and why no time cap was fixed for those who were given the licences.
” CBI will further analyse documents to ascertain if the DoT had
cabinet approval for going ahead with its idea of not inviting global
bids for such a big project,” according to sources.
Two companies that got these licences in 2008 – Swan Telecom and
Unitech – are allegedly under CBI investigation. Swan Telecom got the
license for a mere Rs 1,537 crore. It then sold its stake to a foreign
operator at nearly three times the amount within a few months. Unitech
got the spectrum licence for Rs 1,650 crore from the DoT, which too,
sold its stake to a Norwegian company for over four times this amount.
” The end loser was the government, which could have earned thousands
of crores more,” said a CBI official.
In 2008, the government had issued new licences bundled with start- up
4.4 MHz spectrum at a fee of Rs 1,651 crore.
UNDER SCANNER
CBI will probe why DoT didn’t go for the auction as per Trai norms &
opted for a first-come-first-served approach.
It will also examine why licences were not issued at current prices
and why no time cap was fixed for those who were given licences.
The scam could run up to Rs 22,000 crore. Firms which got the licences
at throwaway prices later sold their stakes to foreign telcos at big
prices.
Two firms that got these licences in 2008 – Swan Telecom and Unitech -
are under CBI investigation.

BJP demands sacking of A.Raja over 2G spectrum scam
The Bharatiya Janata Party (BJP) on Monday reiterated its demand that
Telecom Minister A.Raja be sacked for his controversial role in the
allocation of 2G spectrum.
Addressing a news conference in the capital here this afternoon, BJP
General Secretary Arun Jaitely claimed that by allocating 2G spectrum
at prices that were in existence in 2001 and not what was the
prevailing rate in 2009, A.Raja had colluded in a fraud and loss of
more than Rs.60,000 crores, making it the largest scam in independent
India history.
“It is unfortunate that the Prime Minister has chosen to comment on
the innocence of the minister, even while the investigations are on.
There was no occasion for the Prime Minister to send such a signal to
the investigative agencies directly under him,” Jaitely said.
“This country has been robbed of a large amount of money by this
misdemeanour of the Telecom Department. The compulsions of the
coalition politics should not come in the way of an honest
investigation. Propriety requires that while the investigations are
under way, the minister should cease to be in office. His continuation
in that ministry is itself a deterrent to an honest and independent
investigation,” he added.
“The entire nation is closely watching this investigation. Let this
investigation not result in holding civil servants guilty and the
minister innocent. It was the minister who is the prime accused and
the civil servants were only carrying out his dictates,” Jaitely
further said.
He said that with the Central Bureau of Investigation registering a
regular case with regard to the allotment of spectrum for the 2-G
license issued by the Department of Telecommunications in 2007; the
offices of the Department of Telecommunications have been searched and
various documents have been seized, there was serious ground to assume
that an impropriety had been committed in the public domain.
“To Shri A. Raja’s statement that he had kept the Prime Minister
informed of what he was doing, the Prime Minister has said – ” I would
not like to join the issue in the public with my Cabinet colleague.”
Obviously, the Prime Minister is in no position to agree or disagree,”
Jaitely said. The allegations against Shri A. Raja and the officers of
the Department of Telecommunications are very clear, Jaitely said,
adding that the BJP had raised the issue in Parliament during the
Monsoon Session.
He said that the party had then demanded prosecution of the minister
and other officers under Section 13(1)(d) of the Prevention of
Corruption Act.
This provision provides for imprisonment of seven years, Jaitely said,
adding that Raja is primarily liable for this offence.(ANI)

2G row: Raja accuses NDA of Rs 1 lakh crore scam
NEW DELHI, INDIA: A.Raja, Union Minster for IT and Communication, has
alleged that the NDA Government had unlawfully allocated 2G spectrum
to some operators and reduced license fee without any approval from
the Cabinet or recommendation from TRAI. He alleged this has incurred
the government a loss of approximately one lakh crore rupees.
“On record it had been observed that the license fee was brought down
to Rs 1000 crore to benefit some of the operators. The whole spectrum
allocation and license fee reduction is estimated to have cost rupees
one lakh crore to the government,” alleged Raja.
While addressing the curtain raiser event of Indian Telecom 2009 here
today the minister also criticized BJP leader Arun Jaitley, who has
demanded his resignation, for defending a major operator in court.
“Arun Jaitley himself appeared before the court to defend an operator.
Now his legal brain is fighting with political brain. I don’t know
what will be the outcome,” said Raja.
Raja slammed the previous NDA regime for allocating excess spectrum
without any approval of the Cabinet and recommendation from TRAI.
“There was no policy of issuing beyond 4.4 MHz spectrum to an operator
but there were allocation made beyond 4.4 MHz to some of the
operators,” said the telecom minister.
Raja further added that despite clear orders which said that no
allocation should be made in the band of 900 MHz, NDA allocated
spectrum to some of the operators.
“The government has approved through clear orders that there should be
no allocation from 900 MHz spectrum band but willfully and ignoring
the law, this 900 MHz band was allocated to some operators during
NDA,” said Raja.
“There was allocation of 250 MHz spectrum without any upfront charge.
Additionally there was no revenue sharing for allocation of spectrum
beyond 8 to 10 MHz. What we mean to say, was 250 MHz spectrum their
ancestral property? I am the first minister to say that spectrum
allocation should be done on upfront charges,” said Raja.
He also said the NDA ministers did not go for TRAI recommendation and
also there was no revenue sharing.
The minister also said that the reduction in the license fee benefited
some of the operators.
However, Raja did not answer the questions on the amendment that were
made during NDA Government at the time of introduction of Unified
Access Service Licenses (UASL) on October 31, 2003, whereby it was
decided that the future licenses would not be given on ‘first come
first serve’ basis but should be auctioned.
On October 27, 2003, TRAI in its recommendation on UASL had opined
that on availability of additional spectrum additional players could
be added by multi-stage bidding process.
TRAI, in Section 7.39 of this recommendation, mentioned that “As the
existing players have to improve the efficiency of utilization of
spectrum and if Government ensures availability of additional spectrum
then in the existing Licensing Regime, they may introduce additional
players through a multi-stage bidding process as was followed for 4th
cellular operator.”

Fashion is something a designer designs but during my self discovery of me I find that fashion is designing me. I am changing as a person while I am learning fashion design.

One example is when I went to Mesa Community College to pursue a fashion design degree. My whole world opened up and suddley I found myself excited to learn a subject in school. New grounded friends and networks that opened possibilities for me. I was able to learn what it takes to become the sophisticated, educated, fashionable, weathly person I wish to be some day. MCC’s fashion design program sparked a new personality trait in me that was humble, professional and more independant. Fashion is continuly throwing new ideas and thoughts into my head that makes me want to be someone to change the world with fashion, but how in my own way is my new discovery.

I am sure everyone has had a moment in there life where they have been impacted by something or someone that has changed their entire view on their life and everday after you seem to feel like you are a better person for this understanding. Fashion does this for me. I see it differently than most and I want to share the thoughts in my mind from various events I come across and people I meet up with that make me see fashion as something that can change the world.

I go to some interesting events mainly in Arizona and come across all sorts of people even some interesting celebritites from the past and present. Plus, my family has interesting veiws on fashion and I love to share the hilarious stories too! So, come and join me as I blog about my world, of self discovery as Fashion Desiging Me.

Something tells me that I’m not going to contribute much to the goal to lose 3,000 pounds at Mission Community Church this month. It’s been two weeks since I’ve worked out and the only sweating I’ve done has been with a fever early last week.

I’ve got a wicked sore throat that feels painfully dry and somehow I know that if I went for a run, I’d fall over and die in a pile on the side of the road, unable to call for help because my voice is so hoarse.

In the olden days of not so long ago, at this point I would just give up on working out altogether. But not so much anymore.

What’s changed?

My motivation. I used to stop and start with workouts all the time–starting with grand plans and stop when I didn’t see results in three days. Why bother? I’d think as I dipped into a pint of Chunky Monkey. Exercise doesn’t make any difference.

Back in April I hopped on the 30 Day Shred bandwagon sweeping through my circle of friends on Twitter and Facebook and blogland. I didn’t particularly love it, but I felt strong knowing I could actually do push ups. And not girl-y ones either. Real push ups that make me feel like I could handle army bootcamp. (Well, maybe not quite yet, but a girl can dream.)

Thirty days into it, I hadn’t lost the “up to 30 pounds” semi, sort-of promised. But I felt stronger. My endurance was greater. And while I hadn’t lost much weight, some of the jiggly stuff wasn’t jiggling quite so much.

So I continued.

Sometimes I “shred,” sometimes I walk, other times I run. And I’m even starting to enjoy it. I enjoy feeling healthy, feeling strong.

And so as I think about not having exercised for the past two weeks, it’s okay. Because this really isn’t a 30-day thing with a goal of losing X number of pounds before a certain date. It’s a lifestyle thing. A commitment to being strong, being healthy. No, the last two weeks haven’t been great, but it’s only two weeks. And I have a lifetime ahead to get back on track.

Last night the Huskies practiced for 110 minutes. The night started out with a few clouds and the practice ended up with a light drizzle.

After warm-ups, the Huskies worked on some Team O and Team D. They then split into individual groups, followed by some Special Teams work and then Team O and Team D again.

The D-line gets some work during idividual sessions.

As far as we could tell, all of the regulars were practicing Tuesday. A few players sat out Monday’s practice to heal some nicks. Luke Thiel, who missed last week’s game, was a full practice participant.

Some of the hilights…

Linebacker Charlie Power had a goal line interception when he stepped in front of a Laurence Nixon pass off of a play action in Team O vs Team D. It was a nice pick, right in front of the goal post on the south end of the stadium.

Rory Kohlert had a 45 yard TD reception down the sideline from Nixon. Kohlert caught a beautiful ball in stride for the TD.

The Huskies prepare for Alberta.

Luke Thiel broke up a pass on the goal line that prevented a 37 yard TD. It was a good recovery after he was caught out of position for a moment.

Bryce McCall also had a nice interception as a Parker Siemens pass sailed over the receiver’s head and McCall was in the right spot.

Both the Offense and the Defense had their moments last night in a fast-paced practice.

The Irish team are losing their top players to England because they are unable to gain test status, pitting them in elite forms of the game.

The Independant reports that top quick Boyd Rankin is heading across the ditch to play for England Development, a sure sign he will be wearing the English Whites very shortly.

The reason he is heading to play for the poms? He wants to play a higher form of cricket, which Ireland cannot get without playing test match cricket.

It is interesting that players like Rankin, Ed Joyce and Eoin Morgan are leaving Irish cricket to play in a higher grade of cricket, which is also the “dying form” of cricket.
