Patrus: Brasil deve alcançar meta do milênio de erradicar a fome até 2015

O ministro do Desenvolvimento Social e Combate à Fome, Patrus Ananias, disse que está confiante que o país vai atingir, até 2015, a meta do milênio de erradicar a fome. Ele lembrou que 19 milhões de brasileiros já saíram da linha da pobreza extrema e que programas sociais como o Bolsa Família funcionam como referência internacional – sobretudo na América Latina.

“Os programas sociais estão efetivamente dando resultado, porque o governo optou por compatibilizar a estabilidade econômica com forte políticas de inclusão e justiça social”, disse ao participar do programa Bom Dia, Ministro.

O ministro do Desenvolvimento Agrário, Guilherme Cassel, que também participou da entrevista ressaltou que a preocupação do governo não deve ser somente a de quem recebe o benefício de forma indevida, mas quem ainda está fora do programa. “É razoável, em um programa deste tamanho, que uma ou outra pessoa receba indevidamente.”

Sobre as críticas de que o Bolsa Família – lançado pelo governo federal em caráter emergencial – permaneça em execução sete anos depois, Cassel lembrou que o direito à alimentação é uma questão moral. Para ele, o período de implementação do programa ainda é curto. “A gente não consegue compensar em cinco ou sete anos um processo de exclusão que durou 500 anos”, disse.

Patrus destacou também que denúncias sobre irregularidades no Bolsa Família podem ser feitas pro meio do telefone 0800 707 2003 ou por meio do site do ministério www.mds.gov.br. As pessoas podem procurar ainda secretarias de assistência social nas prefeituras.

The following article, the first and second in a three-part series printed in No Compromise, is one person’s story of her involvement with the ALF. In Part I, she explains how she overcame her fear and excuses and started conducting solo ALF actions. In Part II, she describes how she found partners to help her with her actions and how they worked together as a team. These are useful statements of how and why individuals decide to go underground in order to fight for animal rights.

Part I: How I Came To Join the ALF

To begin, let me say that while associating with animal rights activists (something I try to avoid), I often hear people rhapsodizin6g about articles they’ve read in the press or seen on the news about animals being liberated, laboratories being trashed, lorries being torched, fast food restaurants being burned to the ground, etc. In the course of these conversations it is practically guaranteed that one or more persons will praise the action and wonder, “Gee, how do I hook up with these people?” or “Why don’t these lads contact me?” or “How do I get involved with that group?” This is how I found the answer to that question.

After reading stories about lab break-ins and fur stores being torched, I, too, desperately wanted to join this group. But how? There was really no place to start. All of my friends in the animal rights movement had less interest in illegal direct action than I did, and even those who showed some interest were completely clueless as to how to meet these people.

At one point, I wrote an animal rights group to let them know that I would be willing to help them raid a lab. Needless to say, that letter went unanswered. Finally I realized what I was doing—I was waiting for someone with a plan to drop in out of the blue and ask me to join in a lab raid. Now, stop and think about this. Would anyone who had put hundreds of hours into planning a covert, illegal direct action that could land them in prison for years risk asking a basic stranger for help simply because he or she was a vegetarian or belonged to the local animal rights chapter? NO! (At least not if they want to stay active and out of jail.)

So how did I, or a better question is, how do you, end up “joining” the Animal Liberation Front? That’s easy. Come up with your own plan! Really. It’s not as hard as you think. Let me repeat this important point: Come up with your own plan.

One of the reasons there is not a lot more illegal direct action happening is that there are only a few people willing to invest the time and energy necessary to choose a viable target, research the facts, re-con the place, and conduct any other work necessary to execute a successful direct action. There are always plenty of people who want to help in the actual execution of the plan—people are always willing to share in the “excitement,” but not in the actual work. Simply put, no one wants to help bake the bread, but everyone wants to eat it.

Overcome the Excuses

People dismiss the idea of planning a direct action for many reasons. Nearly all are mere excuses that could easily be overcome. Most commonly, people tell themselves they don’t know anyone who could help in the final execution of the plan. For example, they don’t know who could find homes for X number of animals; they don’t know whom they could trust as a lookout; they don’t know who could loan or rent them a vehicle to use, etc. I want to emphasize here that if you are faced with a problem like this, continue on!

There are many bridges that one can foresee that look uncrossable during the planning of an action. These problems seem irresolvable and often discourage people from continuing on with their plan. Again I must emphasize, continue. These problems either solve themselves or are more easily solved when you actually reach that point of the plan. And in some cases, the plan is aborted for some other reason long before the problem ever has to be confronted. It is important to add that you should expect about four out of five plans into which you’ve invested time and money to fall through. Again, this shouldn’t deter you. If you approach direct action with the knowledge that most of your plans may not work, then you should not be discouraged from battling on if some of your plans do fall through.

While it is not necessary, it is advisable before taking any direct action to read as much literature as possible on the topic. This is much easier to do now thanks to a “revival” in the grassroots animal rights/liberation movement. If possible, any literature pertaining to illegal activities should be mailed to a fake name at a post office box or private mailbox center. If this is not possible, perhaps a well-trusted friend (who could handle police/federal harassment and is not personally involved in illegal activities) would be willing to have it sent to his or her place. Another possibility would be to get this information off a Web site (from a library, campus, or cyber-coffee shop computer).

Though some of these security precautions may seem ridiculous, paranoid, and unnecessary, you will be thankful you followed them if you continue to increase the frequency, severity, and effectiveness of your actions, thus producing more intense local and federal investigations.

An Army of One

But, wait a minute! You still don’t know if there is anyone you can trust. This does not mean that you shouldn’t consider doing an action. When I realized that no one was going to drop in and ask me to help them with their plan—when I finally realized that I was the ALF—I decided to target a fast food restaurant that I had noticed as appearing vulnerable. Though I still didn’t know who could help me with this plan, I proceeded to scope it out the next few nights, still thinking I would find someone to help me.

Though I had no experience at “casing a joint,” it came very easily and naturally. Between 2:00 and 3:00 a.m. (the time I decided would be safest to strike the place) I carefully scoped it out. Some nights, dressed head to toe in my jogging gear (now is not the time to be caught there in your balaclava), I jogged up and down the street past the restaurant. I was careful to look for possible activity inside the building, check on any employees’ cars in the parking lot, judge the amount of traffic and police presence, determine how well the parking lot and building were lit, scan for any drive-through or security cameras (to look out for and to sabotage!), etc.

Other nights I walked my boyfriend’s dog up and down the street looking for the same things. In no time at all I was very familiar with the activity of the area (and had walked two emergency escape routes I would take should I be interrupted). I was soon confident with this target. Unfortunately, I still didn’t know anyone I would trust enough to divulge my plans to. I knew what I wanted to do.

The day before I was going to execute my plan, I drove to a neighboring town and bought super glue, spray paint, and some garden gloves from three different stores, making sure to pay in cash at each store. That evening I went for a walk wearing my gloves and ended up picking up two large rocks and half of a brick that I determined was small enough to carry around and handle, yet big enough to smash through the thick plate glass windows of a fast food restaurant.

The First Action

Though I would have felt a bit more comfortable with a partner to look out for me, I was tired of waiting around for apathetic and unmotivated people. That night, dressed in black from head to toe, I went jogging. As I got near the restaurant I slowed to a walk. Seeing that there was no traffic around and facing a dark and empty-looking building, I approached the restaurant.

Walking briskly across the lot, I pulled my mask down over my face. At the rear of the building I quickly took off my black backpack and got out my supplies. I quickly filled the two back door locks with super glue and small pieces of paper clips that I had snipped especially for this occasion. I then proceeded to spray paint slogans over the entire back of the building and on the side with the drive-through window.

This done, I peeked around the building. Headlights were approaching from up the street, so I just remained calm and motionless. My stomach dropped when I saw it was a police car, but the cop drove by without slowing down or looking my way.

Delighted, I walked around to the front of the building and quickly tossed all three projectiles through three separate windows! I saved this part of the action for last because of the loud sound it would make. And, with the three explosions of glass, I quickly sprinted through one of my pre-arranged exits and into a residential area where I quickly vanished. I then removed my black turtleneck and balaclava, ditched them in an apartment complex dumpster, and went home.

My point here is that with enough planning, determination, and self-confidence, one person can pull off a successful action! Of course, the “bigger” or “more severe” the action, the better it may be to have a lookout with clear communications to you. Nevertheless, one person shouldn’t feel helpless and inactive because he or she doesn’t know others who are willing to take illegal direct action. Besides, taking action is your first step in feeling out potential comrades who share the same philosophy as you and are ready and willing to take action.

Part II: Looking for Partners

It is really very difficult to explain how to find close, trustworthy partners who are willing to take the same risks and are knowledgeable and strong enough to withstand heavy bouts of police interrogation, intimidation, and harassment. Though you never plan to be faced with this situation, it is a realistic risk, and you and anyone you work with should understand with a firm knowledge that if this situation arises, you and anyone you work with will not cooperate at all with any law enforcement agencies!

There is no cut and dried pattern or formula for choosing or finding partners. THIS IS GOOD. If there were a pattern or formula, it would open the door for infiltration of law enforcement and corporate agents.

However, executing the fast food action by myself led me to a second person whom I later hooked up with.

Friends and Comrades

Another member of our current cell really was not “chosen.“ We had merely known and trusted each other since high school, when we used to forge passes out of study hall so we could skip school and go swimming in the river.

We had both been vegetarians (and outcasts) in high school, and I taught him about animal rights as he shared with me his views of deep ecology. It wasn‘t long before we started working together. My point here is that there was no formula with which to evaluate my friend. I had spent years with him as a best friend and we pretty much knew each other inside and out.

These are the best kind of partners to have, since you already have an established relationship and friendship that no law enforcement agent would be able to break up. So I‘d like to emphasize that this is the best way of “finding“ a partner: working with someone you have a history with. And always trust your intuition. If someone doesn‘t feel right or you get “weird vibes“ from him or her, DON’T work with that person! The opposite is true here also, but I don‘t need to explain that, since when you find that true connection, the feeling is pretty much unmistakable.

The other partner I connected with after the fast food restaurant action had a long history in the environmental movement. I only shared my interest in illegal direct action with her after she had complained to me consistently about a billboard advertising animal products and how someone should correct the billboard so consumers would know exactly what suffering that product really hid.

After hearing repeated complaints from my friend (was she checking me out, too?), we went for a walk. Here I told her that the billboard she hated so much appeared to be easily accessible (I had already re-conned it) and that if she wanted to help redecorate it, that would be jolly.

Needless to say, she thought this was a grand idea, and, within a matter of days, the billboard had been corrected. Red paint bombs made from Christmas ornaments also gave the appearance of blood running down the advertisement.

Critiquing the Action

The day after the billboard action, my friend and I went on another walk (we NEVER talked in a house or car!) to discuss and critique our action. This may seem silly to some, but it is the best way to learn from your mistakes and make improvements for further actions.

Meetings like this—restricted to only those involved with the action—are great to learn from. Other than that they should never be discussed again. In this case, we realized that the system we had set up to warn of cops (a loud whistle) didn‘t work. I had been warned twice of police in the area by her whistle, but I was never sure when to resume work on the billboard. Also, the whistling merely attracted attention to my partner rather than to me.

Because of this, we ended up putting together our savings and buying a police scanner, frequency book, and a cheap pair of two-way radio headsets. Because of the headset‘s low price ($49.95 for the pair), I knew they would not be reliable for an action where the lookout is a long distance away. Nevertheless, they would suit our needs for more billboard, fast food restaurant, and fur shop actions.

Building Trust and Solidarity

These are the actions that should be done most often to build up confidence, unity, and comradeship. The more of these types of actions done, the more competent, confident, and experienced you and your cell will become, and you can soon “move up” to bigger and better actions (bigger and better being defined here as larger actions with more severe amounts of damage being done to the target. This, of course, includes arson attacks).

These actions will come in time if you and your partners stay active and build up a unity and confidence that becomes almost intuitive. Myself and the two individuals I currently work with have almost a psychic connection in which we usually know what the other two people are thinking. This will not happen overnight, and if you expect it to, you will be let down. That is why I must emphasize motivation and persistence.

It took me about two years of actions like this, and now I currently work regularly with two separate cells and a handful of other people who occasionally seek my assistance. Through persistence and perseverance you will build up a network of resources including tools, money, people, and experience.

If you tell yourself that there are no suitable targets to strike, you should stop and ask yourself if this is what you really want to be doing. If it is, just go to the nearest phone book and let your fingers do the walking. The yellow pages will give you the names, phone numbers, and addresses (and a map of the local area) of countless animal exploiters. This is an invaluable and easily accessible resource, available 24 hours a day in any city or town you may find yourself in.

In one instance, our cell drove two states away to “remodel“ an establishment profiting off of animals‘ deaths. Once there however, we realized this would not be possible. Instead of going home disappointed, we simply went to the nearest pay phone and let our fingers do the walking. Before we left that state, one animal abuse establishment had been completely destroyed!

As we slump over our cornflakes browsing a “newspaper” in the future (my bet is it keeps the term in the same way “video” has), how will it be reaching us? On our mobile device via 3G data? Using a Wifi connection? Or with a new adaptation: 4G, WiMAX, or even LTE?

Today WiMAX and LTE (Long Term Evolution) technologies are commonly spoken of with the same sweeping breadth as the digital coverage it hopes to attain. So it can be tricky to get a definitive handle on precisely what they are, how they’re being used and what we hope to achieve with them.

This was what I hoped to address by attending Wednesday’s WiMAX event at City University, London.

Jointly hosted by the MDA and the DCKTN (Digital Communications Knowledge Transfer Network), the line-up included a number of speakers who have been working at the coalface of these technologies for a number of years. Their full presentations can be accessed via the secure members area of the MDA site.

WiMAX Network Operator, Freedom4 opened with a number-heavy discussion of today’s 4G network and how it impacts the speed of CDMA and OFDMA data transmission through Mobile WiMAX, IMT-Advanced and LTE, amongst other media.

Graham Currier described WiMAX as a purpose designed high capacity mobile data access technology, taking advantage of Internet Protocol network scaling, flexibility and low cost.

Graham MacDonald of Intel, who make the enviable claim of being The World’s Largest Semiconductor Manufacturer, outlined the global WiMAX ecosystem.

With eleven globally dispersed Test Sites, Intel is supporting ubiquitous broadband coverage with a preference for today’s 4G, because LTE is not commercially available and won’t be for another two to three years.

Around 500 WiMAX trials and commercial deployments are currently in place across 141 countries in the world, whereas there are no LTE commercial deployments at all.

Spectrum, Intel believe, is the true enabler of a wireless broadband world.

Milton Keynes Council assigned Connect MK with the mission to raise active broadband use from 60-65% in 2007 to over 90% by 2010/11 through broadly enabling access to PCs and broadband. Adepteq, the company behind Connect MK, persuaded Microsoft to produce a Social Software Licensing Model which has led to PCs being loaded with a fully licensed operating system and loaned out at £1.50 per week. Freedom4’s widespread WiMAX solutions enable the service’s users generous connectivity.

Next up, WiMAX network operator, Airspan – a founding member of the WiMAX forum, explained how WiMAX might not be perceived as a 4G technology. And how you might argue that nothing is. It extolled the virtues of next generation technologies converging and accommodating both data and voice services for the masses.

How? Obviously by using Airspan’s cutting edge products.. Its smart applications included machine-to-machine communications, which will become increasingly topical with the approaching smart metering juggernaut, and embedding WiMAX inside devices such as cameras and Sat-Navs.

While the level of audience interaction, extended debate and conjecture was encouraging for the space, it also suggested many competing viewpoints in a space where assertive direction is needed for significantly progressive infrastructure.

Nobody really knows how these technologies and robust infrastructures will develop in the coming years, or how much cash is available to develop them. Or how much of a priority they really are. I left the event with more questions than answers.

- Will the development of voice technologies through LTE have the edge over data and WiMAX?
- Can WiMAX pilot projects encouraging digital social inclusion in marginalised areas, be transposed into larger cities?
- Or do they benefit from more flexible infrastructures allowed by unique, arguably anomalous locations such as the UK’s new town, Milton Keynes?
- Is consumer WiMAX more of an immediately compelling proposition for remote towns and islands than it is for large cities?

These were slightly narrower questions than those which I entered with: the sign of an informative and engaging event.

The reference for this set of topics is the SEARCH COMPUTING project, and in particular the user interaction and software engineering aspects.

(1) Exploratory search practices for multi-domain search
This thesis focuses on studying the field of exploratory search and proposing new result exploration paradigms for SeCo.

(3) Result diversification
This thesis focuses on the generation of highly significant search results for the users, based on diversification, personalization, and recommendation techniques, at the purpose of anticipating diverse and interesting results in the result list.

This thesis applies the Model Driven Design practices to search computing. The work includes:specification of metamodels of relevant SeCo layers; definition of model transformations between layers and concepts (e.g., from query template to query, from query to plan, from plan to optimized plan, from plan to Panta Rhei models, from PR models to results, from results to visualization); application of state of the art techniques such as: ATL transformations, HOT transformations, and so on.

(5) Online development and configuration tools for SeCo
This thesis aims at analyzing, designing, and implementing a set of prototype tools for the configuration of SeCo applications. In particular, the tools shall:
- allow visual design and configuration of various aspects of SeCo applications, including: registration of search services (aka, service marts), configuration of queries, configuration of user interfaces and data visualization options, and so on.
- be available online, in a mashup-like fashion, and thus be implemented using AJAX libraries (e.g., OpenJacob Draw2D, WireIt, or others).
- produce configuration files for the SeCo platform (JSON, XML, and so on)

Things can get a little hairy around the holidays for those of us on a paleo/primal diet.  Stuffing and casseroles as far as the eyes can see, its no wonder I’m already getting mentally prepped to try and maintain my Paleo innocence.   I’m trying to get ahead of the curve this year by thinking of ways to make it through T-Day without totally falling off the Paleo wagon.

Here’s what I’ve come up with so far.

I don’t know about your family but mine focuses on two things - meat and dessert.  Meat I can handle, no veggies and tons of sugary delectables are almost too much for me.  In such a case, I offer to bring sides, and of course I pick sides that I know will probably not be the hottest item on the menu but at least it’s healthy.  In fact, this tactic of bringing a side can work with any dinner invite.  If you’re like me and you grew up with southern hospitality, or were raised with servitude-type manners, I always feel the need to bring something to contribute to a dinner.  If you ask the host/hostess ahead of time what will be on the menu you can then offer to bring a Paleo friendly dish.  This year for Thanksgiving I’m bringing some paleo veggies, sweet potato casserole, and a paleo sweet potato/pumpkin pie.

Here are my recipes:

• 1. Roasted veggies:

This I can’t take any credit for, Father Andrew from our gym has become a master at roasting veggies so I steal this from him.  The veggies will consist of : baby bell peppers, zucchini, carrots, onion, and cherry tomatoes.  Coat in olive oil, sprinkle with seasoning of choice, and roast at 350 degrees for about 45 minutes.

• 2. Paleo Sweet Potato Casserole:

3 cups sweet potatoes, mashed

2 tbsp Agave, or sweeten to taste

4 eggs, beaten

1 tsp vanilla

1 tsp lemon juice

½ tsp nutmeg

1 tsp cinnamon

Pinch of salt

1.5 cups coconut milk

1 cup chopped pecans

1 stick butter

1 cup unsweetened shredded coconut

Peel SP and boil, then mash the SP while they are still hot.  Add agave, vanilla, lemon, and seasonings.  Beat eggs and add to coconut milk then slowly add to the SP mixture.  For topping, mix pecans and shredded coconut with a little honey or agave.

Bake at 400 degrees until firm.

• 3. Pumpkin and/or Sweet Potato Pie:

I’m using a pie recipe from MDA for the pumpkin and a sweet potato recipe from Catalyst.  For the sweet potato I’ll use the crust recipe from MDA.

Hopes this helps. Remember tons of meat, non-casseroled veggies, and light on the dessert and you should be fine.  Happy Holidays!

Il Museo Cantonale d’Arte, collabora al progetto approfondendo la tematica del volto con una mostra intitolata “Guardami. Il volto e lo sguardo nell’arte 1969-2009” a cura di Marco Franciolli, (Direttore, Museo Cantonale d’Arte) e Bettina Della Casa (Curatrice, Museo Cantonale d’Arte).

La mostra si articola in due sezioni: la prima, allestita a Villa Ciani, ripercorre la storia degli automi, proponendo un excursus dalla Grecia classica ai nostri giorni e includendo alcuni prodotti della più avanzata tecnologia quali robot, androidi, ecc. La seconda, presentata al Museo d’Arte dà spazio alla riflessione sulla creazione artistica dell’età moderna e contemporanea incentrata sul rapporto corpo-macchina e corpo-tecnologia.

Reperti archeologici, disegni, libri a stampa, documenti relativi, al teatro, al cinema e alla musica, varie tipologie di automi -fra i quali il celebre disegnatore di Jacquet-Droz- realizzati nel XVIII secolo, giocattoli, dipinti, sculture, video, installazioni, robot industriali e ludici sono presentati seguendo un allestimento a carattere prevalentemente cronologico, senza peraltro escludere ibridazioni di tipo tematico, tali da consentire la messa in dialogo delle opere esposte, provenienti da diverse raccolte sparse in tutto il mondo.

Il Museo Nazionale della Scienza e della Tecnologia “Leonardo da Vinci” di Milano partecipa con sei modelli storici di macchine costruite negli anni ‘50 partendo dall’interpretazione dei disegni di Leonardo da Vinci e dedicate allo sviluppo di automatismi o alla traduzione di forme animali e umane, come le strutture alari e il palombaro.

“Corpo, automi, robot. Tra arte, scienza e tecnologia” costituisce l’offerta culturale più rilevante della Città di Lugano nell’autunno 2009. Il progetto infatti prevede numerose manifestazioni collaterali tra cui una rassegna cinematografica a cura del cineclub Luganocinema93, una serie di iniziative organizzate da Oggi Musica e una serie di spettacoli teatrali nell’ambito della stagione teatrale luganese.

Il catalogo bilingue (italiano/inglese) edito da Mazzotta, contiene la riproduzione a colori di tutte le opere presenti in mostra e i contributi critici dei curatori e di esperti di diverse discipline: dalla storia all’arte, alla musica, al teatro, al cinema, all’ingegneria.

What a great turnout along Boathouse Row in Philadelphia for the 4th annual MDA Muscle Team Challenge!  I had the honor of serving this weekend as emcee to kick off the morning half-marathon, which was followed by a 5K run and later by a walk.  Together these runners, walkers, MDA families and friends and corporate sponsors raised about $100,000 for research into more than 40 neuromuscular diseases.  Finding treatments and cures is itself a marathon, but as our participants showed, it’s one we will conquer.

So, I have a Twitter account (http://twitter.com/Katiedora) but really only use it to follow celebrities because I’m ridiculous like that.  Although I have a few exceptions, but whatever.

But, my favorite singer OF ALL TIME just got a Twitter.

Billy Gilman/my future husband, that is.

I am so excited.  Not that I even expect him to tweet much, because he’s resisted things like Twitter and Facebook for awhile (though he does have a MySpace – which is the only reason I have one still).  But basically he is this amazing country singer from Rhode Island (so he’s practically my homeboy, since I’m in Massachusetts) and had this huge hit when he was a kid called “One Voice” and it was really inspirational.  He also made an album called “Music Through Heartsongs” based on the poetry by Mattie J.T. Stepanek, and as a result of that, he has worked with the MDA for the past 6 years or so and is a Celebrity Ambassador for them and co-host during the MDA Telethon every Labor Day.  But now his voice has changed and he’s writing his own music and it’s so incredible and I can’t wait till he comes out with his next album.

hoje pensei: faltam 30 dias, acho que seria legal se eu escrevesse alguma coisa…. então estou qui…. rss não inspirado como de costume porque a ansiedade tem me tirado a mesma… sabe to achando meu blog muito centrado em mim mesmo, em meus proprios sentimentos…. me sinto…hahaha olha eu denovo falando de como me sinto…. tudo bem gente vou me esforçar…. hoje é 05/11 falta exatos 30 dias para eu entrar naquela igreja e sair casado. tenho sido atacado de várias formas, golpes baixos e uma sensação de impotência muito grande. Porém isso tudo é legítimo porque a nossa leve e passageira tribulação produzem para nós eterno peso de glória… Daqui a 30 dias vou dar o salto mais alto em direção ao sonho de Deus. a formação de um lar de acordo com o que Deus tem estabelecido… esse é o grande desafio………

há aproximadamente um mes deus me moveu a levantar uma nova bandeira na minha rede, sei que ainda não está com força total pelo fato de eu ter neste momento pouco tempo para me articular neste sentido, mas deixa só eu casar pra vcs verem! Vamos nos mobilizar para a unidade total, levando cada líder e auxiliar a uma edificação plena, a uma unidade verdadeira e a célula a uma multiplicação em qualidade… afinal não quero ter células cheias de gente vazia….

Am găsit la Piticu poze minunate din perioada când se (re)construiau cartierele Bucureştiului. Problema asta fiecare o trece prin sita lui emoţională.
Dacă omul e dintr-o familie care a stat la o casă în Uranus, a fost demolat şi mutat în Berceni la două camere, atunci tot ce s-a construit în perioada comunistă e rău.
Dacă e unul venit de la ţară, care de la fabrică a primit imediat apartament, e bine totul.

Problema trebuie analizată cu luciditate.

Până în anii ’80, cartierele Bucureştiului erau, în generale, formate din case modeste şi străzi înguste. Am văzut cu ochii mei Crângaşiul înainte de a avea forma actuală. Era un sătuc cu străzi desfundate şi plin de magherniţe.
Nu puteai ţine la infinit o capitală aşa.

Câteva idei

Sigur, demolările s-au făcut de cele mai multe ori cu încălcarea demnităţii umane, oamenii nu au fost despăgubiţi cum trebuia, nu s-a prevăzut apariţia problemei câinilor vagabonzi – căci de atunci a început această belea a Bucureştiului, când cei care urmau să fie demolaţi şi-au lăsat câinii liberi, neputându-i lua după ei pe unde avea să-i ducă destinul.
S-au demolat biserici şi monumente, s-a construit şi aiurea.

Din rănile majore pe care le putem aminti ar fi „Biserica Sfânta Vineri” de pe actualul amplasament al „Circului Foamei” din spatele magazinului „Unirea”, „Spitalul Brâncovenesc” (lamele buldozerelor s-au stricat in zidurile lui de peste un metru grosime), o sumedenie de biserici mai mici, viluţe din cartierul Uranus, aflat pe actualul amplasament al „Casei Poporului”, cum o numesc în continuare cei din generaţia mea şi mai bătrâni.
Desigur, imensa clădire este o construcţie inutilă, care a costat o avere. „Lacul Morii” de asemenea, iniţial gândit pentru agrement, nu este decât o cheltuială majoră a „Epocii de Aur”, care putea să lipsească din planul de sistematizare a Dâmboviţei.

Imaginile din respectivele poze îmi sunt extrem de familiare. Locuiam pe strada Hagi Ghiţă, cu chirie, aveam 8 ani şi priveam împreună cu prietenul meu Luci, care locuia în capătul străzii, cum se construia Podul Grant. Pe care acum stau cu maşina în ambuteiaj, împreună cu soţia mea. Nostalgii…
La momentul respectiv, Podul Grant a reprezentat o soluţie extraordinară şi modernă pentru circulaţia din acea parte a Capitalei.

Dar acum?

Dar, la modul în care s-au înmulţim maşinile în Bucureşti, sunt convins că şi dacă făceau podul cu 4 benzi pe sens tot aglomerat ar fi acum, în orele de vârf.
Cu bune şi rele, s-a construit masiv.
În 20 de ani democartici, aproape nimic.
Lălăiala de la viitorul pasaj de la Băneasa, din dreptul Antenei 1, ne face ba să zâmbim, ba să ne trântim cuşmele de pământ şi să le călcăm în picioare. Fără îndoială, pe vremuri aceste lucrări s-ar fi făcut în câteva luni.

În prezent, soluţia de a construi Statul cartiere de locuinţe şi de a le vinde ca pe vremuri, în rate, nici nu mai este luată în discuţie. Fiindcă firmele oamenilor de afaceri care conduc România din umbră sau mai de la vedere trebuie să construiască totul. Adică puţinul care se face.

Mergi în sudul Bucureştiului, spre Alexandria. Ce vezi? La numai 10 minute distanţă, viluţe aruncate cu furca, făcute fără niciun plan general de urbanism, adică pământ stricat.
Şi pământ extrem de valoros, care nu mai poate fi recuperat decât cu costuri imense de despăgubire a actualilor proprietari şi cu un scandal oribil.

Pe locul unde sunt trântite ca din cer 20 de case cu etaj, căci vile în adevăratul sens al cuvântului nu se pot numi (vezi definiţia din DEX a „vilei”) s-ar fi putut construi 2 blocuri moderne, la parametri actuali, cu bucătării şi băi mari, cu locuri de parcare, cu părculeţ.

Şi să-ţi cumperi apartamentul în rate, dar nu cu dobânzile criminale de la bănci, ci cu dobânzi mai potolite, cum şi-ar putea permite Statul dacă ar fi interes.
Fiindcă Statul poate aştepta 30 de ani să-şi acopere investiţia şi nu are nevoie de câştiguri de 200 %, ca particularii care vor să fie magnaţi în 5 ani.

Însă interese mari stau împotrivă-ne, a se vedea problema BECHTEL – gigant cu relaţii la vârful politicii americane şi în tot felul de alte structuri. Deci noi cotizăm şi atât.

Ce cauti domne acolo?

Ieri am ajuns si eu, pentru prima data in viata, in vestitul Zabrauti.
Motivul: o matusa are acolo o garsoniera, luata cu 13 mii de euro, pe care o tine goala ca n-are ce face cu ea. Si era o idee sa ne mutam eu si Daniela acolo, fara sa ne coste nimic. Sa nu mai platim chiria usturatoare de aici din Drumul Taberei.
Poanta este ca ea nu a spus nimanui pana acum de Zabrauti, ci doar ca are o garsoniera in Pieptanari. E drept, poti ajunge si intrand din zona Pieptanari, dar pe cealalata parte e capatul Ferentariului si toata tara stie zona respectiva ca Zabrauti.

In fine, femeii i-a fost rusine cand si-a dat seama ce a facut, ca a luat la instinct de chilipirgiu o camaruta in ghetou, si nu spune lucrurilor pe nume.
Am fost la ea sa ne dea cheile si sa ne explice unde e si a pus contractul pe masa. Atunci am vazut ca scrie negru pe alb Strada ZABRAUTILOR.
A cazut cerul pe mine dar nu era sa spun ca eu nu calc in ghetou. Deci hai sa vedem.

Flora si fauna

O tiganie de-ti vine sa vomiti. Turme intregi de copii negri se jucau pe stradutele pline de gunoaie, iar adultii se uitau la noi intr-un fel care zicea clar ca nu suntem din filmul lor.
N-am facut poze, exista destule pe net si oricum ti-e destul de frica sa scoti aparatul. Printre bloculetele cu patru etaje e plin de mormane de gunoaie care spun povestea porcului, de fapt a porcilor care arunca pungile direct de la geamuri.

La ferestre, in loc de muscate, sunt inflorite ligheanele albe ale televiziunilor, ca niste flori de colt ocrotite cu dragoste. Tigania are BOOM si DOLCE, locuri de parcare destule, sa pui si autobuzul, caci bani de masini inca nu-s.
Becali nu le-a luat si masini, le-a platit doar curentul.

Deci incalzirea e pe baza de curent, probabil furat; fiecare isi baga caloriferul in priza si gata confortul civilizatiei.
Cateva masini mai pricopsite, precis ale unor dealeri pe care politia ii cauta de zor prin alte parti, unde n-au fost niciodata.

Interioare

Pe holurile blocurilor un intuneric de-ti bagi degetele in ochi. Geamuri lipsa, cu tot cu tocarie. Mirosuri de toate felurile si de ici-colo se aud manele.
Am descuiat usa, luminand incuietorile cu ajutorul telefonului.
Am intrat in “casa”.

Unde e camera?

Asa a intreabat, candida, nevasta-mea, dupa ce a aruncat o privire prin toate colturile. Din holul blocului intri in camera direct, inauntru e loc atata cat sa pui un pat de doua persoane si sa sari in el direct din usa.
Intre “camera” si peretele cu geamul e o despartitura foarte ingusta, pe post de baie, in care e o chiuveta si un veceu. Duş nu. De altfel, locatarilor din zona nici nu cred ca le spune ceva treaba asta. Ar crede ca e o cismea gresit facuta.
Bucataria ti-o faci in camera, intr-un colt, daca iti tragi teava de gaze de pe palier.

Solutii?

Sa-i ia de acolo cu masinile si sa-i duca intr-un ghetou facut special la marginea orasului, caci evidentele arata ca nu sunt capabili sa locuiasca civilizat. Paraziteaza un loc aflat la numai cateva sute de metri de zone spalate si in regula.

Motive sa-i muti sunt destule: focarul permanent de infectie, faptul ca nu-si platesc facturile, colcaiala interlopa la care probabil pun umarul multi locatari de acolo.
Acele bloculete, dupa cum sunt facute, nu sunt bune decat pentru doua lucruri:

Dar statul nu mai contruieste si nu mai vinde blocuri, ci ajuta prin programe smecheresti, de genul “prima casa”, bancile sa nu intre in belea.

Urmarea? Se tranzactioneaza apartamentele vechi la preturi care nu se justifica prin calitatea lor.
Deci, in loc sa fie case de vanzare pentru oamenii care muncesc pentru copii, le platesc meditatii, se ocupa non-stop de educatia lor, sa colcaie intr-o zona buna niste indivizi care nu au dupa ce bea apa dar fac cate 7 plozi pe care ii trimit la cersit sau/si furat, motiv bun pentru niste ONG-uri moarte de foame sa creeze probleme unde nu sunt prin vanturarea vrajelii cetatenilor defavorizati.

De ce nu se poate rezolva nimic?

Pentru ca acum e la moda sa nu cumva sa spui ceva de tigani. Sunt nespalati? Ti se pare, esti tu rasist. Arunca gunoaie afara? Ce mare lucru?
In alergare permanenta dupa imagine si de frica unor occidentali ipocriti si scrobiti, care vorbesc de tigani dar nu au vazut niciodata unul in realitate, ci doar in filme romantice si comedii, politicienii nostri nu au curaj sa faca ordine in propria tara.

Iar presa, ca o turma imbovinata, se repede sa prezinte extraordinarele intiative ale mamei lui Ethan Hawk, care prin organizatia Ovidiu Rom face cate-un bal si ne explica ce misto sunt tiganii defavorizati din Romania. Apoi se urca in masina ei de lux si se duce sa se odihneasca in vila din cartierul select in care locuieste. Se relaxeaza fara manele scurgandu-se in patul ei prin pereti de la vecini, fara gunoaie in fata geamurilor, fara scandaluri si mirosuri oribile.

Noi n-avem ce face, decat sa suportam si umilinta de a ni se spune mereu ca nu suntem oameni buni, ci niste nenorociti de nazisti.
Nu, noi nu vrem sa facem sapun din tigani, ci sa-i vedem folosindu-l.

Rolf Hackbart (Incra) e Guilherme Cassel (MDA): Bandidos a espera de condenação por um juíz com aquilo roxo!

Ao julgar uma ação de desapropriação de terras, para fins da reforma agrária, no Rio Grande do Sul, o juiz federal Belmiro Krieger, de Santana do Livramento, ficou espantado com a forma como são conduzidas as vistorias de terras pelo Instituto Nacional de Colonização e Reforma Agrária (Incra). Em sua sentença sobre o caso, o juiz chegou a classificar o procedimento da autarquia federal como "um deboche à moralidade administrativa e um descalabro no trato da coisa pública". A ação que provocou a indignação do juiz deu entrada na Justiça em junho. O Incra pedia a desapropriação de uma área de 7 mil hectares, formada por quatro fazendas, da família Antoniazzi, no município de São Gabriel.

Foram anexados ao pedido laudos agronômicos, elaborados em 2008 por especialistas do Incra, segundo os quais "os imóveis rurais em consideração revelam-se extremamente viáveis para a implantação de um assentamento rural, considerando seus potenciais agropecuários". Para essas terras, os técnicos do Incra propunham pagar R$ 39,8 milhões, ou R$ 5,6 mil por hectare. Por se tratar de um valor alto para os cofres públicos, o juiz federal solicitou uma segunda perícia a fim de apurar o valor de mercado das terras. Os advogados do Incra protestaram, mas ele não recuou.

E foi aí que o caso teve uma reviravolta: o Incra desistiu da ação. Motivo? Os imóveis em questão eram completamente inadequados para a reforma agrária. De acordo com um novo relatório entregue ao juiz, as terras ali eram rochosas e com solos superficiais. Krieger aceitou o pedido de desistência e mandou devolver os R$ 39,8 milhões aos cofres públicos. No texto da sentença, porém, fez questão de manifestar sua estranheza quanto às conclusões totalmente opostas dos dois relatórios, salientando que o último deles foi preparado às pressas, em três dias, após o pedido da nova perícia. Taximetristi vs profesionisti

La noi in tara taximetristul nu este considerat profesionist si nu are parte de pregatire speciala. Trebuie doar sa aiba carnet de conducere de cel putin 2 ani de zile si un atestat, care se ia extrem de usor, multe scoli de soferi inlesnind (aranjand) aceasta.

Pe de alta parte, faci scoala de profesionist, sa zicem pentru categoria C, sau CE, sau D. Dupa ce ai carnetul cu respectiva sau respectivele categorii, tot nu ai voie sa conduci autovehicule de acel tip, fara…atestat profesional. Acest atestat este doar o modalitate de a castiga statul niste bani, caci examenul pentru el cuprinde doar teorie. Asta in conditia in care scoala de prefesionisti e mai serioasa decat cea de amatori si omul care da la profesionisti deja stie sa conduca, avand B-ul.

Ai putea intelege ratiunea de a fi a atestatului, daca s-ar da nu stiu ce probe practice deosebite: sa parchezi tir-ul nu stiu cum, sa faci nu stiu ce manevre, un poligon. Dar nu. Si acum iata contradictia: deci, ca sa transporti cartofi, ciment, fier sau balegar cu camionul, ai nevoie de atesatat profesional.

Dar ca sa transporti persoane in regim de taxi, nu ai nevoie de nimic special, decat sa ai carnet de peste 2 ani. Caci, am mai spus, atestatul de taximetrie se ia fluierand.

De aceea avem atatia taximetristi care sunt mai mult ciocanari decat soferi, tot felul de dubiosi ajung sa stea in maieu cu tigara in gura in asteptarea clientilor.

● taximetristul sa fie considerat profesionist si sa aiba nevoie de cel putin categoria D1 pentru a practica, chiar daca nu conduce masina de categoria D1 ci B. Sa se tina cont ca transporta persoane.

● taximetristul sa aiba varsta minima de 21 de ani

● taximetristul aiba parte de un curs special in care sa invete notiuni elementare de buna cuviinta, ca sa stie cand sa vorbeasca si cand sa taca, sa fie instruit daca are clientul chef de vorba sa vorbeasca si daca nu, sa taca, nu sa-ti faca capul mare

● taximetristul sa fie obligat sa poarte un costum special, indiferent de firma la care lucreaza. Desigur, vara poate sta in camasa, dar nu mai mult. Cum sunt obligate toate firmele sa aiba masini de culoare galbena inscriptionate cu anumite date despre costuri, sa fie si soferii obligati sa arate intr-un anumit fel.

● taximeristul sa ceara permisiunea clientului pentru a fuma in timpul cursei, iar masinile in care taximetristul este nefumator si nu poate suporta tigara clientului sa aiba un semn special

● taximetristul sa fie obligat ca imediat dupa ce clientul ii spune adresa la care vrea sa ajunga, sa o comunice prin statie dispeceratului

PS: pentru cine nu stie, am categoriile BE CE DE si-mi place sa conduc cel putin pe atata cat imi place sa scriu.
Mai bine m-as face sofer de TIR, ar fi mai usor si poate mai frumos. Cu laptopul in cabina, sa mai scriu cate ceva in pauze, asta e una din fanteziile mele nonsexuale.
