<p>Başbakan Recep Tayyip Erdoğan </b>ile <b>KKTC Cumhurbaşkanı Mehmet Ali Talat</b> arasında yasa dışı dinleme yoluyla elde edilen<b> telefon görüşmesini </b>yayınladıklamaları nedeni ile adliyeye sevkedilen <b>Akkaya </b>ve <b>Yıldırım </b>savcılık ifadesinin ardından tutuklanma istemiyle Nöbetci 9. Ağır Ceza Mahkemesi&#8217;ne sevk edildi. Hakim karşısına çıkarılan iki zanlı burada tutuklandı.<!--more--></p>
<p><b>Başbakan Recep Tayyip Erdoğan</b> ile <b>KKTC Cumhurbaşkanı Mehmet Ali Talat</b> arasında, Talat&#8217;ın başbakan olduğu 2004 yılında gerçekleştiği öne sürülen telefon görüşmesi kaydının basılı medya ve televizyon kanalında yayımlanmasıyla ilgili olarak soruşturma başlatılmıştı. Soruşturma kapsamında, <b>Aydınlık Dergisi</b> Genel Yayın Yönetmeni <b>Ufuk Akkaya </b>ve Ulusal Kanal İstihbarat Şefi <b>Deniz Yıldırım</b>, gözaltına alınmış, ifadelerinin ardından tutuklanma talebiyle mahkemeye sevkedilmişti.</p>
<p>Bu kişilerin üzerlerinde, ev ile iş yerlerinde yapılan aramalarda, ele geçirilen bilgisayar, cd ve bazı dokümanlar da inceleme altına alınmıştı.</p>

<h5 style="text-align:justify;">Le secrétaire général de l&#8217;ONU Ban Ki-moon s&#8217;est engagé  pour  la poursuite des efforts des Nations unies afin de trouver  une solution au problème de la partition de l&#8217;île de Chypre.&#8221;L&#8217;ONU a de grandes aspirations pour une solution  et je crois que l&#8217;élan actuel doit continuer&#8221;, a déclaré M. Ban  Ki-moon à Athènes, suite à son entrevenue  avec le premier ministre de la Grèce, Georges Papandréou.&#8221;L&#8217;envoyé spécial de l&#8217;ONU à Chypre, Alexander Downer va poursuivre les discussions avec les dirigeants de deux communautés et je vois, en tant que secrétaire général de l&#8217;ONU, un grand effort pour aider à une solution du problème&#8221;, a-t-il précisé. Il y a plus d&#8217;une année et sous l&#8217;égide de l&#8217;ONU, le président de Chypre, Demetris Christofias et Mehmet Ali Talat chef autoproclamé du nord de l&#8217;ile représentant la république tursque de Chypre Nord ont décidé  d&#8217;entamer des pourparlers pour la réunification de Chypre.</h5>

<h5 style="text-align:justify;"><em></em>Depuis l&#8217;invasion de 1974, l&#8217;île de Chypre se trouve divisée  du tiers nord de l&#8217;île par la Turquie, faisant suite  à un coup d&#8217;état de nationalistes chypriotes-grecs soutenus par Athènes qui voulaient rattacher l&#8217;île à la Grèce. Le secrétaire générale de l&#8217;ONU Ban Ki moon, est arrivé  à Athènes en Grèce afin d&#8217;assister à l&#8217;ouverture  du 3e forum mondial sur la migration et le développement -GFMD- placé  sous l&#8217;égide de l&#8217;ONU.</h5>

<p><strong>Tayyip Erdoğan&#8217;la Mehmet Ali Talat&#8217;ın Kuzey Kıbrıs Türk Cumhuriyeti&#8217;ni bitirmek üzere anlaştıklarını gösteren telefon kaydıyla ilgili İşçi Partisi Genel Başkan Yardımcısı Emekli General Servet Cömert bir açıklama yaptı. Cömert, &#8220;Şehitlerimiz, gazilerimiz yakanıza yapışmayacak mı?&#8221; diye sordu.</strong><!--more--></p>
<p>Kamuoyuna İşçi Partisi tarafından açıklanan bu konuşmalar, Tayyip Erdoğan&#8217;la Mehmet Ali Talat&#8217;ın Kuzey Kıbrıs Türk Cumhuriyeti&#8217;ni bitirmek üzere anlaştıklarını ortaya koymaktaydı. İşçi Partisi Genel Başkan Yardımcısı Emekli General Servet Cömert, partisinin İstanbul İl Merkezi&#8217;nde düzenlediği basın toplantısında bu görüşmeleri yorumladı.</p>
<p>Cömert, Kuzey Kıbrıs Türk Cumhuriyeti kurucu Cumhurbaşkanı Rauf Denktaş&#8217;ın, ülkeyi yönetenler eliyle küçük düşürülmeye çalışılmasının ne kadar üzücü olduğunu vurguladı.</p>
<p>Emekli general Cömert, &#8220;24 Nisan 2004&#8242;te yapılan Referandum&#8217;dan çıkan sonuç, Rumlar&#8217;ın Türkler&#8217;i istemediğini göstermiştir&#8221; dedi.</p>
<p>Erdoğan ile Talat arasındaki telefon konuşmasının, Kıbrıs&#8217;ı bağımsız bir devlet olmaktan uzaklaştırdığını ifade eden Cömert, &#8220;Bize o toprakları bedava vermediler&#8221; dedi.</p>

Talat, basın mensuplarının sorusu üzerine, “Yasadışı durumlarla elde edildiği iddia edilen konuşmayla ilgili yorum yapma, konuşma yükümlülüğü bulunmadığını” söyledi. Erdoğan&#8217;dan ise şimdiye kadar ses çıkmadı.</strong> <!--more--><br />
KKTC Cumhurbaşkanı Mehmet Ali Talat, Gazimağusa Yeni Taksiciler Birliği yöneticilerini kabul etti ve basın mensuplarının sorularını yanıtladı. Talat, Tayyip Erdoğan ile aralarında geçen telefon kayıtları hakkındaki değerlendirmesinin sorulması üzerine, “Yasadışı durumlarla elde edildiği iddia edilen konuşmayla ilgili yorum yapma, konuşma yükümlülüğü bulunmadığını” söyledi.</p>
<p>Talat, gazetecilere verdiği bu yanıtla, görüşmeyi reddetmediğini de açıklamış oldu. Erdoğan&#8217;dan ise hala ses çıkmadı.</p>
<p>Talat&#8217;ın yaptığı açıklama, Kıbrıs basınında şu şekilde yer aldı. Afrika gazetesi, &#8220;Talat yorum yapmaktan kaçındı&#8221; başlığını kullanırken, Kıbrıslı gazetesi de &#8220;Talat oralı değil&#8221; diye yazdı.</p>
<p>Afrikalı gazetesi haberin devamında şu satırlara yer verdi: &#8220;Bandın yasadışı yollarla elde edildiğini söyleyen Talat, bu konuda sorulan soruları ise yanıtsız bıraktı. Türkiye Cumhuriyeti Başbakanı Tayyip Erdoğan ile aralarında geçtiği iddia edilen ve basına yansıyan telefon kayıtları hakkında sorulan bir soru üzerine, &#8216;Yasadışı durumlarla elde edildiği iddia edilen konuşmayla ilgili yorum yapma, konuşma yükümlülüğü bulunmadığını&#8217; söyledi.&#8221;</p>

<title><![CDATA[Time runs out for Cypriot solution]]></title>

<p>After April, the next phase of the dispute could be hostile partition. Is it not a paradox, Greek Cypriot President Demetris Christofias asked in full rhetorical flight before the United Nations General Assembly last month, that Turkey should now have a seat on the U.N. Security Council?<!--more--> The apparent contradiction, of course, being that Turkish troops have occupied one third of Mr. Christofias&#8217;s Mediterranean island country—a European Union member no less—for 35 years, despite U.N. resolutions demanding their withdrawal.</p>
<p>This is indeed an anomaly. But so is the fact that it was the Greek Cypriots in 2004 who opposed, and the Turkish side that supported, the U.N. plan that would have seen almost all those troops withdraw.</p>
<p>The paradoxes of Cyprus don&#8217;t end there. Right now is the best chance in years to break through the half-century-old Cyprus deadlock. The current talks on a settlement between the Cypriot leaders are doing much better than is generally realized, but the time left to resolve these paradoxes is short. In April 2010, the pro-solution Turkish Cypriot leader Mehmet Ali Talat faces an election. Absent the success on Cyprus that he promised to achieve, all the signs are that he will lose to a hardline candidate. If that were to happen, three decades of efforts to reunite the island on the basis of a bicommunal, bizonal federation would end. Indeed, for many, the old status quo ended in 2004, when Cyprus and the EU missed a big opportunity and Cyprus entered the Union as a divided island.</p>
<p>If by April the talks fail to achieve a collaborative settlement to deal with the island&#8217;s problems, this new phase of the Cyprus dispute will be a sharp swerve toward hostile partition. If the two current like-minded leaders cannot achieve a settlement in the currently near-ideal regional climate, even the U.N. will not be willing to invest time, people and money on a fifth major round of negotiations on the same basis.</p>
<p>But cynicism and complacency mean that almost nobody takes the current negotiations seriously, even on the island. Both Turkish and Cypriot leaders want a realistic solution; but because Ankara and the Greek Cypriots have not talked directly for 40 years, neither believes the other side is genuine and neither has fully committed to compromise.</p>
<p>A failure to solve Cyprus would also doom deeper EU-NATO ties: Cyprus is a member of one organization and Turkey a member of the other; yet most EU countries have shown no support whatsoever for solving the dispute. Greek Cypriots are actually having to restrain some EU member-state leaders, who see in the Cyprus dispute a new way to close down Turkey&#8217;s EU accession process. Worse, while the world has been worrying about big-power missile grandstanding around Iran and Russia, it is Athens and Ankara who have been actually stocking up on missiles in case growing frictions turn into frustrated anger. Watch this space: Gunboats and seismic survey ships have already been sparring over oil prospecting rights, with Turkey disputing territorial claims made by Greece and Greek Cypriots in the Mediterranean.</p>
<p>All sides will lose if the talks collapse. Greek Cypriots will suffer from greater insecurity, Turkish troops indefinitely on their doorstep, and a much-reduced chance of compensation for or restitution of property. Turkish Cypriots will see their community scatter or be driven into integration with Turkey. Ankara will lose the regional charisma and economic boon of having a real EU accession process. The EU will forego commercial opportunities in Turkey, sacrifice strategic depth in regional disputes and see a withering in the soft power that results from having Turkey anchored in an EU process and thus a convincing advocate when it speaks up for European values in meetings with Middle Eastern leaders.</p>
<p>It&#8217;s therefore in the EU&#8217;s interest to support the process, both by pressuring the two Cypriot leaders, and by reassuring Turkey that its accession perspective remains open if and when it meets all the objective criteria of European Union membership. And it is in Turkey&#8217;s interest to live up to its reputation as a peace-making regional power, and reach out to the Greek Cypriots to make them believe that any settlement will be implemented with a speedy troop withdrawal, and that the resulting normalization will be beneficial and safe for all.</p>
<p>After more than three decades, all parties to this dispute have good reasons to believe that they are absolutely in the right. The real paradox is that so many rights have so far only added up to one big wrong.</p>

<p>İşçi Partisi Genel Başkan Vekili Mehmet Bedri Gültekin, bugün (17 Ekim 2009) Ankara&#8217;da bir basın toplantısı düzenleyerek Tayyip Erdoğan ile M. Ali Talat arasında yapılan telefon görüşmesinde geçen konuşmaları değerlendirdi. Gültekin özetle şunları söyledi;</p>
<p>İçeriğinden, 24 Nisan 2004 tarihindeki “Annan Planı” referandumundan hemen sonra, Recep Tayyip Erdoğan ile dönemin KKTC Başbakanı Mehmet Ali Talat arasında yapıldığı anlaşılan bir telefon konuşmasının metni, e posta yoluyla Partimize ulaştı.<br />
Söz konusu telefon konuşması, Türkiye Cumhuriyeti’nin devlet gelenekleri ve çıkarları ile bağdaşmayan ve açıkça suç teşkil eden ifadeler içermektedir. Bu gerçekleri milletimizin bilgisine sunmayı görev sayıyoruz:<br />

Bu konuşma üzerine sorulacak soru şudur: Türkiye Cumhuriyeti Devleti’nin Başbakanı, başka bir devletin Cumhurbaşkanı aleyhinde, o devletin Başbakanı ile bu şekilde konuşabilir mi?<br />
O devletin meşru Cumhurbaşkanı’ndan gizli olarak onu bitirme planları yapabilir mi?<br />
Nitekim, Erdoğan görüşmenin başka bir yerinde şöyle konuşuyor: “Şimdi bir süreç başlıyor… Başlayan süreci kendi kontrolümüze getirebilmeliyiz. Yani başkalarının kontrolünden çıkarmamız lazım.”<br />
Türkiye’nin Başbakanı, sürecin KKTC Cumhurbaşkanı Denktaş’ın kontrolünden çıkarılmasından bahsediyor. Talat’ın cevabı şöyle: “Tam da bunu söylüyorum. Onun için vizyonumuzu kaybetmeden, yani çözüm vizyonumuzu kaybetmeden…”<br />
Burada açıkça suç işlenmektedir.</p>
<p><strong>AKP, TALAT VE BATILI DEVLETLER KOL KOLA</strong></p>
<p>Daha önce New York’ta ve 2004’te Burgenstock’ta yapılan görüşmelerde Denktaş KKTC ve Türkiye’nin çıkarlarını savunurken, hem AKP, hem de Talat Hükümeti tarafından yalnız bırakılmıştı. Hatta Denktaş’ın arkasından yürütülen faaliyetlerle, Batılı devletlerin ve BM’nin Kıbrıs planı için ortam hazırlanmıştı. Bu toplantılarda özetle Kıbrıs adasının yönetimi, iki kesim adına Rum yönetimine veriliyordu.<br />
Dönem incelendiğinde “Denktaş uzlaşmazdır, Denktaş’ın yerine Talat görüşmeci olsun” biçiminde yoğun bir propagandanın yürütüldüğü görülüyor. Karen Fogg’un e-postalarında ortaya çıkan; “Bana göre bundan sonra izlenecek yol, Kuzey Kıbrıs’ta Türklerin sesi olan Denktaş’ın itibarını azaltmak ve onun Ankara’daki hiyerarşi ile Askeri teslim ettiğini AB’ye göstermektir” şeklindeki talimatının gereği olarak yandaş basında Denktaş karşıtı bir hava estiriliyordu.<br />
İşte bu süreç içinde Türkiye’nin Başbakanlık koltuğunda oturan Tayyip Erdoğan da, Rauf Denktaş’ın devre dışı bırakılması gerektiğini belirtiyor.<br />
Denktaş’a karşı AKP ve Talat, Batılı emperyalistlerle kol kola bir faaliyet yürütmüşlerdir. Telefon görüşmesi bunu kanıtlamaktadır.</p>
<p><strong>“DEVLET MEVLET İŞİNİ HİÇ DİLE GETİRMEYELİM”</strong></p>
<p>Gerek yedi yıllık iktidarı boyunca izlediği politika ile AKP, gerekse Talat yönetimi uygulamaları ile aslında KKTC’nin devlet olarak varlığına son verme kararlılığında olduklarını, tartışmaya yer bırakmayacak şekilde kanıtlamışlardır. Örneğin dönemin Dışişleri Bakanı Abdullah Gül, 6 Nisan 2004’te TBMM’de yaptığı konuşmada &#8220;Bağımsız KKTC&#8217;nin tanınabilmesi olasılığını gerçekçi görmüyorum&#8221; diyordu.<br />
Erdoğan ile Talat arasındaki telefon konuşmasında bu konu çok açık bir şekilde konuşulmakta, Erdoğan KKTC’den “devlet mevlet işi” diye küçümseyerek bahsetmekte, Talat ise KKTC’nin devlet olarak tanınmasını, “elde edilemeyecek şeyler” olarak tanımlamaktadır.<br />
Erdoğan söz konusu telefon konuşmasında KKTC’nin bir devlet olarak tanınması yönündeki çabaların bir tarafa bırakılması için Talat’a taktik vermektedir:<br />

<p>Bu konuşmanın üzerinden beş yıl geçti. 10 Eylül 2009’da müzakerelerin ikinci turu başladı. Şimdi artık bu yıl sonuna kadar Türkiye’nin hava ve deniz limanlarının Rum uçak ve gemilerine açılması konuşuluyor. AKP İktidarının komşularımızla “sıfır problem” adına KKTC’nin varlığına son verme kararlılığında olduğu kesindir.<br />
Bütün gelişmeler, önümüzdeki günlerde, KKTC’nin tarihe havale edilmesi anlamına gelecek “Kıbrıs açılımı” ile karşılaşacağımızı gösteriyor.<br />

<p>Alexander Downer is an affable person on a difficult mission. In a number of ways he has contributed to a much more constructive climate than the situation we were all in after the fall out of 2004. So just as things seem to be improving, with optimistic caution, as the leaders enter round two of their heavyweight negotiation process, one newspaper implies, and please note, the word, implies, that Alexander Downer, the UN&#8217;s Special Negotiation Envoy in Cyprus, may have , and note the words, may have,a conflict of interest. Allegedly  a company he is a director of, through another company, although it has yet to be proven may have trade links with Turkey. As a result a number of politicians, in and out of government, are now calling for Downer&#8217;s resignation and replacement. Funny how history constantly repeats itself on the plantation &#8211; hold on haven&#8217;t we been here before.</p>
<p>Axxxxxxx the gossip rumour in Cyprus can be so petty minded. Alexander it seems is being punished by the media through a smear campaign because he simply told it like it really is. Certain political circles are vexed by his references to pro-solution and rejectionist parties. Now come on politicos, whom are you trying to kid? I have heard several leading rejectionists who shrouded themselves in the populism of the resounding No vote and declared ‘and whatever plan they bring us we will say no!!!’</p>
<p>The other thing about this alleged allegation about Downer’s supposed conflict of interest is I could name several if not many leading Greek Cypriot rejectionists who are far more linked to multinational companies with a vested interest in businesses in Turkey. What should be addressed is not the supposed validity of the petty minded mud slinging against Alexander Downer, but the impact this is having on Cyprus and the credibility of our government in the peace negotiations. If certain circles do not like Mr. Downer, that’s another issue. It’s nothing personal it’s just political. It’s not Mr. Downer per se, which they do not like, but what he is trying to contribute to – namely, solving the Cyprus Problem. That’s what some fear the most, and it seems they are prepared to go to the most painfully hilarious, as in Monty Pythonesque comic realism, extremes to achieve it. &#8216;Jimounde oxibni&#8217; as one would say in the much misunderstood Cypriot vernacular. They sleep with their eyes open. Such a move would cost Cyprus very dearly, as this present attempt at a solution, could given the pettiness and intransigence of many Cypriot politicians, be our last. One day  many of us may be saying, Alexander Downer, what an affable person, whatever happened to him?</p>

Well I certainly was. It’s taken politicians in Cyprus over 3 decades to embrace the mature logic that a solution must firstly be made in Cyprus for it to work. Thus it came as a bit of a surprise when Turkish Cypriot leader, Mehmet Ali Talat confessed a deviation from the stance. It was also perturbing to hear snippets of speeches from Dimitris Christofias at the UN General Assembly, who like many before him has claimed ‘Turkey holds the key’. Its not that Christofias is fundamentally wrong, its just that both leaders could have used these valuable opportunities to actually create a more constructive climate, and thus to give strength to a more optimistic climate in Cyprus. With one saying a Cyprus made solution is not feasible and the other asking who holds the key, you do kind of get the impression that both leaders have recently lost the plot. Admittedly a solution can only be made in Cyprus, if Cypriots are left alone to constructively reach a shared, mutual settlement. But instead of preparing the people for such a solution we are all still chasing our respective tails, with some trying their utmost to derail the prospect for an end to a problem that has dogged many generations. The most acute evidence of this kind of obstinacy is a church backed document, which was, included by many Greek Cypriot newspapers a couple of weeks ago under the heading  ‘The Correct Yes Solution’. It contained the most maximalist rejectionist arguments and yet the majority of newspapers included it, presumably for a fee – now I really wonder who is really selling out Cyprus for a sheckles more. I know times are harsh, we are in a recession but how can any serious publication accept money for being so blatantly one-sided and negative? Do we live in a democracy or a theocracy? And where were all the critics of the meddling Archbishop, where were all politicians who used to say ‘religion should be kept out of politics? Is it my imagination or has something turned in the tide?</p>

<p>There is possibly no place like it in the world – Cyprus that is. We have the finest Zivania, Verigon grapes, great beaches, ski-ing in the mountains, the juiciest figs, and so much more but when it comes to keeping secrets, there is a serious lack of the grey matter. Why is it that certain sections of the media simply want to pick the recipe, bake the cake and eat it and then declare quiet dumbly that all they were doing was informing the public.</p>
<p>What am I talking about? Well you see Greek Cypriots have the body called The National Council. It is quiet anachronistic, harking back to the days when we had Makarios, our first president as Ethnarch. Makarios, despite his nationalist leanings was simply a liberal in a political sense. Some one who believed, given the realities of Cyprus after 1974, that there was room for all democratically minded parties on the National Council to struggle together for a solution. When he passed away in 1977 The National Council(NC) became more like a battle ground, just like the parliamentary body in The Republic of Cyprus, The House of Representatives.</p>
<p>Since that time, documents which have been defined as ‘secret’ or ‘classified’ have often been leaked, usually by the press and more recently TV and radio media. So this week we saw another classic example of gross media distortion when two TV channels, first SiGMA and then ANT1 (alternatively known as Limbouros One) screened a secret document in the evening which had been shared by the NC in the morning. President Christofias was right to be livid on the issue, particularly see that Limbouros One TV channel grossly misinterpreted the document by stigmatizing the President as some one caving into demands placed by his Turkish Cypriot counterpart, Mehmet Ali Talat. This effort comes at a crucial time when the talks entered their second phase, enduring a bump in confidence last week with the fiasco at Limnitis.</p>
<p>Limbouros is not known for its love of Christofias for historical reasons. Owned by Loukis Papaphilippou, who once tried to represent the failed coup military regime of July 14th 1974 at the UN, the station and its owner have maintained a consistently anti-left, hard line nationalist, rejectionist position. In fact, Christofias the candidate and President have never been invited to ANT1. Instead the station churns out a daily diatribe against efforts at a solution. This biasness can also be linked to various fringe far right forces who have attempted to discredit the President with baseless accusations that he is a ‘traitor’ and an ‘informer’. It has never been explained by this rabble rousing Greek flag waving bunch of aspiring goose steppers quiet how Christofias has betrayed Cyprus or who he is informing to but Hitler never really explained himself either. The slogans simply appeared on walls near APOEL’s building and were speedily painted over. They were also bleated out at a rather baseless rally on July 20th aimed to remember the Referendum and the ‘Great No’ of 2004. Several Presidents have endured these kinds of slanderous accusations as well. Vassiliou, Clerides and now Christofias. All of them, despite huge ideological differences, methodologies and personalities attempted, in a constructive manner to solve the unsolvable, to resolve the Cyprus Problem.</p>
<p>Taking all of this into account, its disturbing how nothing has ever been done by people in government, no matter who they are, about the role the media plays in leaking secret documents. In no other country in the world, at least to this scribe’s knowledge would a closed door meeting between political leaders occur in the AM and its content, including classified documents be leaked by TV stations by the PM!!!</p>
<p>It is also shameful that the TV stations engaging in such activities are completely and deliberately misinforming the public and playing on people’s deep sensitivities. Personally I am tired of being told what to think and how to think by the media. Who is the informer and who is providing the misinformation and why they are providing it would make an interesting TV discussion, I wonder if any Greek Cypriot TV channel would dare host it!</p>

<p>Kıbrıs Rum yönetimi lideri Dimitris Hristofyas, Kıbrıs sorununun çözüm yolunun açılabilmesi için 3 koşulun yerine getirilmesi gerektiğini savundu.</p>
<p>Rum radyosu, İtalya temaslarını tamamlayarak Ada&#8217;ya dönen Dimitris Hristofyas&#8217;ın, İtalya&#8217;da bir üniversitede düzenlenen törende yaptığı konuşmada, çözüm için 3 koşulu şöyle sıraladığını duyurdu:</p>
<p>- Türkiye&#8217;nin politikasını değiştirmesi ve Mehmet Ali Talat&#8217;ın uzlaşılmış çözüm çerçevesinde özlü biçimde müzakere etmesine izin vermesi;</p>
<p>- Kıbrıs Türk tarafının müzakere masasına konfederal yaklaşımlara atıfta bulunan öneriler değil, federasyon hedefine hizmet eden tezler koyması;</p>
<p>- Uluslararası camianın nüfuzunu Türkiye üzerinde kullanması&#8221;</p>
<p>&#8221;Çok zor&#8221; diye nitelediği doğrudan müzakerelerde şu ana dek kimi konularda görüş birliklerine ulaşıldığını, ancak Kıbrıs sorununun ciddi yönlerinde ciddi görüş ayrılıkları saptandığını kaydeden Hristofays, &#8221;Kıbrıs Türk tarafı sıklıkla müzakere masasına uzlaşılmış çerçevenin dışına çıkan görüşler ortaya koyuyor&#8221; iddiasında bulundu.</p>

<p>The Greek Cypriot administration considers settlers from the Turkish mainland in northern Cyprus “robocops” who can create security problems, Turkish Cypriot President Mehmet Ali Talat has suggested.</p>
<p>In an interview with Turkey&#8217;s state-run TRT television station over the weekend, Talat was asked why Greek Cypriots are afraid of citizens of the Turkish Republic of Northern Cyprus (KKTC) who originally came from Turkey, the Anatolia news agency reported.</p>
<p>“They are equal citizens. Why are they afraid? What they suggest is actually comic; they consider them [settlers from Turkey] ‘robocops&#8217; who are well trained by the Turkish military and who can create security problems; they consider them such creatures,” Talat was quoted as saying by Anatolia in response, underlining that the main reason behind this fear was xenophobia among Greek Cypriots that amounted to racism. He mentioned the killing of a US ambassador in the southern part of Cyprus in 1974 as an example of such feelings.</p>
<p>The fate of settlers from the Turkish mainland in northern Cyprus is one of the main disagreements stalling efforts to reach a solution on reunification of the ethnically divided island of Cyprus.  Talat and his Greek Cypriot counterpart, Dimitris Christofias, have engaged in about 40 rounds of negotiation reunite the island since September last year.  Talat and Christofias wrapped up the first phase of talks last week and will resume negotiations in September. Talat hopes the talks will produce a deal by the end of the year so that it will be put to referendum on both sides of the island by early 2010, before presidential elections in Turkish Cyprus. </p>

The pace of Cyprus reunification talks offers little prospect of a deal and referendum sought by Turkey, a senior Greek Cypriot official said on Tuesday, only a day after the Turkish capital said it wanted talks aimed at reunifying the ethnically divided island to conclude soon, with a referendum by the end of the year.</p>
<p>“As things now stand &#8230; if things do not change, we cannot see how it will be possible to agree by December on a solution which will then go to referendum,” said Stefanos Stefanou, a spokesman for the Greek Cypriot government.</p>
<p>He said he based that assessment on positions submitted by the Turkish side at reunification talks, which started between the Turkish and Greek Cypriot communities in September 2008. “That&#8217;s why we are calling on the Turkish side to change its stance,” Stefanou told journalists.</p>
<p>Greek Cypriot leader Dimitris Christofias made a statement likely to spark anger in Ankara and Lefkoşa when he indicated on Monday that he would not accept the recognition of Turkey&#8217;s rights stemming from its position as a guarantor state in a future peace deal.</p>
<p>The Mediterranean island of Cyprus has been divided along ethnic lines since 1974. The two sides launched reunification talks last year. The division is a key obstacle to Turkey&#8217;s bid to join the European Union.</p>
<p>In 2006, while blocking eight chapters of accession negotiations with Ankara due to its refusal to open its ports and airports to Greek Cypriot traffic, the European Council said it would review the situation by the end of 2009.</p>
<p>The 2006 European Council decision has been widely considered a strong motive for Greek Cyprus to drag its feet in reaching a resolution by the end of the year.</p>
<p>On Monday in Ankara, at a joint press conference with visiting Turkish Cypriot leader Mehmet Ali Talat, Turkish President Abdullah Gül said: “We want the negotiations to be concluded speedily. If possible, we want to see [the result of the negotiations] submitted to the public through a referendum by the end of this year.”</p>
<p>Talat and Greek Cypriot leader Christofias have held more than 30 rounds of talks since September 2008 to discuss the reunification of Cyprus, which has been divided since a Turkish military intervention in 1974. The two leaders have mostly reviewed their stance on major issues of contention in their talks so far, determining the areas in which they agree and disagree and will take a break from the talks this August.</p>
<p>Talat&#8217;s term in office, meanwhile, expires in April 2010. He said earlier he would not run for presidency again if there is no prospect of a solution to Cyprus&#8217; division.</p>
<p>Also on Monday, Talat said there had been progress in some areas in negotiations with the Greek Cypriots, while others remained difficult to solve. He did not elaborate, however, noting that talks would continue in September.</p>
<p>“There is no joint consensus made on when to conclude the negotiations. But the goal is to finalize a comprehensive resolution by the end of the year,” Talat said.<br />
Touching raw nerves</p>
<p>The Cyprus problem erupted after the eastern Mediterranean island was granted independence from Britain in 1960, soon followed by an outbreak of inter-communal clashes in 1963.</p>
<p>The island was ethnically divided between a Greek south and a Turkish north when the Turkish military intervened in 1974 under the terms of the 1960 Treaty of Guarantee after diplomacy failed to end unrest on the island.</p>
<p>In a move that could further complicate slow-moving peace talks that Christofias and Talat restarted, the former rejected on Monday any peace deal that would allow Turkey to maintain the right to intervene militarily as a condition of reunifying the ethnically divided island.</p>
<p>“As a people who have suffered so much, under no circumstances would we want this supervision by whichever country to continue through these guarantees,” Christofias said. It was his strongest and most clear-cut rejection of Turkish security guarantees since talks began.</p>
<p>The Turkish Cypriot side has demanded security guarantees that would empower Turkey to intervene in case of a constitutional breakdown or if Turkish Cypriots come under threat of attack.</p>
<p>“In an interview I said that I do not discuss red lines, in order to stress that we do not accept any red lines set by Turkey and that it is Turkey which has set the issue of guarantees as a red line. I want to underline this. Politicians must use a little diplomacy and not a language that can be utilized by their opponents,” Christofias also said, in a statement posted on a governmental Greek Cypriot Web site.</p>
<p>Ankara does not recognize the Greek Cypriot government, which entered the European Union in 2004 as the official representative of the entire island. In 1983 the Turkish Republic of Northern Cyprus (KKTC) unilaterally declared its independence, though it is only recognized by Ankara. </p>

Başbakanı ile anlaşma konusunda sıkıntıları olan bir siyasi liderin,  önderlik ettiği toplumun beklentilerini nasıl karşılayacağı konusu da büyük bir soru işareti. </a></p>
<p>AKP, iktidar koltuğuna oturmasıyla birlikte  Rauf Denktaş zihniyetinin çözüme engel teşkil ettiğini iddia ederek efsane ismi  mücadelede saf dışı bıraktı. Şimdi de  uyguladığı Derviş Eroğlu&#8217;nu by-pass ederek Kıbrıs Müzakereleri&#8217;ni Talat eliyle yürütme politikası  karşı tarafa siyasi birlik açısından tehlikeli sinyaller  veriyor. Bu arada Türkiye, Rumlara yıl sonuna kadar hava ve deniz limanlarını açma, Ek Protokolu Meclis&#8217;te onaylama , ABAD kararlarını  Türk Kesimi&#8217;nde geçerli kılma, AB ve BM&#8217;in Kıbrıs konusundaki çağrılarına kulak verme gibi bir çok yükümlülükle karşı karşıya bırakıldı. Kıbrıs Rum Kesimi&#8217;nin , tüm adayı temsilen AB&#8217;ye tam üye olması ile  2004 yılında yapılan referandumun Rum oyları ile geçersiz kılınması gerçekleri beraber ele alınınca anlam kazanan özelliğe sahipler . Rum Yönetimi&#8217;nin 1989 yılında Louzidiou Davası  ile başlayan  yargı yoluyla  KKTC&#8217;deki taşınmazlar da hak iddia etme arayışları, aleyhimizde açılan  Arestis ve Orams Davaları AB&#8217;ye tam üye olma avantajını somut kazanımlara tahvil etme çabalarıdır, kısmen  başarılı da olmuşlardır.</p>
<p>Dış politikada yapılmayanları gerçekleştireceğiz iddasında bulunan AKP zihniyeti ,  dedikleri sözü yerine getirmiş milli çıkarlara halel getirecek ne tür  gelişme varsa Türk Dış Politikası&#8217;nda bu dönemde yaşanmıştır. Koordinasyonsuzluk, çok başlılık, oy kazanma kaygısıyla tribünlere oynamalar, dini kimlik siyasetine dayanan bakış açısı, yabancı ülkelere angaje olmalar, çapsızlık&#8230; iktidarın sayılabilen   özelliklerinden sadece bir kaç tanesidir.  7 seneye yakın süren yönetimlerinin getirip bıraktığı nokta krizler ülkesi Türkiye&#8217;dir. <p>Turkey’s newly-appointed Foreign Minister Ahmet Davutoglu yesterday called on all sides involved Cyprus negotiations to play a positive role and refrain from actions that could derail peace talks.<!--more--> Davutoglu was on the island just 24 hours after being sworn in as foreign minister in a major cabinet reshuffle in Ankara.</p>
<p>Speaking during a surprise visit to the Turkish Cypriot leader Mehmet Ali Talat yesterday, Davutoglu said, &#8220;All sides, including the international courts, should support Talat’s positive efforts for peace. All sides should be especially careful to avoid negatively affecting the talks&#8221;.</p>
<p>Davutoglu’s visit was widely seen yesterday as a gesture of support from Turkey’s Justice and Development Party (AKP) government, which has developed strong ties with Talat over the past five years. It is also believed by some that the visit was meant to reiterate Turkey’s backing for negotiations and issue a clear warning to the newly-elected National Unity Party (UBP) ‘government’ in the north that it will not tolerate attempts to derail or divert talks. The nationalist UBP has said it will not seek to block talks, but openly says it is wary of the joint sovereignty framework on which current reunification talks are based. Traditionally the party has promoted campaigning for the international recognition of the north as a separate state.</p>
<p>The Turkish Foreign Minister also sought to encourage the positive participation of other interested parties in the talks to continue giving constructive support to peace efforts.</p>
<p>&#8220;We believe also that the international community, the Greek Cypriot administration, Greece and Britain as guarantor powers, will continue to play a positive role in talks,&#8221; he said optimistically.</p>
<p>Davutoglu’s one-day visit also included meetings with the newly-elected Turkish Cypriot ‘prime minister’ Dervish Eroglu, ‘foreign minister’ Huseyin Ozgurgun, and outgoing ‘prime minister’ Ferdi Sabit Soyer.</p>
<p>On what Davutoglu’s appointment might bring to ongoing negotiations on the Cyprus problem, Eastern Mediterranean University lecturer in international relations Erol Kaymak told the Cyprus Mail the new foreign minister was likely to take an active role in shaping the Turkish and Turkish Cypriot line.</p>
<p>&#8220;Davutoglu is seen as the architect of Turkey’s current foreign policy,&#8221; Kaymak said, adding that the former academic was also a politician known for thinking outside the box.</p>
<p>&#8220;It was his brainchild to normalise relations with Hamas in the Gaza strip,&#8221; he said.</p>
<p>Kaymak added that Davutoglu had strong beliefs about Turkey’s combined growing diplomatic role in the Middle East and links with the EU.</p>
<p>&#8220;He sees Turkey as a hub, rather than as a conduit between East and West&#8221;.</p>
<p>Talat appeared genuinely pleased with Davutoglu’s appointment, saying yesterday that the new foreign minister was someone he knew well and had worked with a great deal.</p>
<p>&#8220;He knows Cyprus very well and we a glad to see him in this role,&#8221; he said.</p>

<p>It is tempting to see the results of the recent parliamentary elections in northern Cyprus as a blow for the peace process. Voters in the Turkish Cypriot north rejected the party of their leader, Mehmet Ali Talat, who has been meeting almost weekly for eight months with his Greek Cypriot counterpart, Demetris Christofias, to work out the terms of a settlement to reunify the island.<!--more--></p>
<p>But the election result has more to do with the dire state of the economy than it does with the peace process. Voters are feeling the pain of economic isolation, made worse by the global downturn. While he has lost his parliamentary majority, Talat is still head of the Turkish Cypriot administration and will continue to lead negotiations on behalf of the north. Both he and Christofias remain committed to finding a solution, despite the difficulties they face.</p>
<p>The election result nonetheless underscores the fact that time is running out to find a solution to the Cyprus problem. Talat has set the presidential election in early 2010 as a deadline for agreement, while Christofias is not without political challenges within his own coalition.</p>
<p>Cyprus presents visitors with a deceptive image. The sunny climate of the eastern Mediterranean draws a steady stream of tourists, and European Union membership in the south has pushed income levels for Greek Cypriots higher than the EU average. The island might be divided, but life for many is comfortable. However, Cyprus remains a conflict zone: there are still fortified streets in Nicosia, a United Nations peacekeeping operation patrols the buffer zone, and there is a substantial Turkish military force in the north.</p>
<p>This is all the more reason to make sure that the energy and courage of Talat and Christofias are not squandered. These two leaders have limited political capital, and they need more than their own goodwill to succeed.</p>
<p>First, they need their own people to join them in the peace process. An overwhelming majority of Cypriots are unhappy with the status quo, believe a settlement is possible, and reject any return to violence, but are deeply distrustful of each other and of the peace process. They have seen too many previous efforts fail. A culture of cynicism and complacency seems to be the default position, especially among politicians and the media.</p>
<p>Opening up the debate about what peace could look like would help. When we visited Cyprus late last year, we noticed how few women and young people were engaged in politics. Old men (like us) dominate public debate, and we strongly urge Cyprus&#8217;s leaders to make more space for those whose voices are not so readily heard.</p>
<p>Second, strengthening links between the two communities is essential. The island has been split for so long that generations have grown up with no idea of life on the other side. It is very difficult for schools, law enforcement agencies, soccer clubs, and telephone, electricity, and water companies to cooperate across the Green Line. Teenagers can&#8217;t even send text messages across the divide. Trade between the communities is limited.</p>
<p>Lowering these barriers with respect and sensitivity would help to heal the wounds of the past and, importantly, to build trust. Researchers already estimate that reunification could raise annual incomes by about €1.8 billion &#8211; more than €5,500 per household. Everyone needs to see that there are benefits to reunification that will simplify life, strengthen the economy, and outweigh the compromises that any settlement will require.</p>
<p>Third, the major regional powers, whose presence hangs heavily over the island, need to play their part. Greece is urgently called upon to play a more constructive role in the peace process by explaining the benefits of its own normalization of relations with Turkey and its support for that country&#8217;s EU membership. And Turkey could give a tremendous boost to confidence in the peace process by announcing a symbolic withdrawal of some troops from northern Cyprus as a goodwill gesture &#8211; a move that would also greatly assist Turkey&#8217;s convergence with Europe.</p>
<p>Finally, explicit international expressions of support for a settlement would help to persuade the leaders of both communities that success would bring proper recognition and reward. It would certainly help if the EU promised substantial development funds, including for resolution of property issues, once an agreement is in place.</p>
<p>This is the best chance in 30 years for a federal settlement in Cyprus, and it may be the last. If these talks fail, partition will probably be permanent, and, no matter how benign the environment today, geopolitics will catch up with the island over time.</p>
<p>Failure to resolve the Cyprus problem is a potentially serious threat to good relations between NATO, Turkey, and the EU. Cypriots must seize this chance to build a healthy, reunited country that can make the most of its economic potential in the region, and play its part in world affairs with confidence and security.</p>

<p>Les Nations unies souhaitent que les négociations de paix à Chypre soient achevées en novembre pour soumettre par référendum aux Chypriotes un plan de réunification en janvier 2010, rapporte dimanche le quotidien chypriote Politis.<!--more--></p>
<p>Les responsables de l&#8217;ONU &#8211;médiateur dans le processus de paix chypriote&#8211; ne veulent pas laisser les négociations traîner en longueur et ont fixé à novembre la date-butoir pour l&#8217;élaboration d&#8217;un accord entre les deux communautés, lequel serait soumis à référendum deux mois plus tard, poursuit Politis, qui cite des sources &#8220;bien informées&#8221;.</p>
<p>La reprise en septembre 2008 des négociations avait relancé les espoirs d&#8217;une réunification de l&#8217;île divisée depuis l&#8217;invasion turque de 1974, qui avait suivi un coup d&#8217;Etat de nationalistes chypriotes-grecs soutenus par Athènes voulant rattacher Chypre à la Grèce.</p>
<p>Un vent d&#8217;optimisme avait soufflé sur l&#8217;île du fait de la personnalité des deux négociateurs, le président chypriote Demetris Christofias et le dirigeant chypriote turc Mehmet Ali Talat étant présentés comme deux &#8220;progressistes&#8221; déterminés à réunifier leurs communautés.</p>
<p>Mais, après sept mois de discussions, l&#8217;espoir à laissé place au doute car aucun progrès tangible n&#8217;a été annoncé et rien ne laisse penser que les deux hommes sont près de signer un accord.</p>

<p>Most people in Northern Cyprus continue to believe that the best way to approach the division with Greek Cyprus is by having two states co-existing side by side, according to a poll by KADEM.<!--more--> 63 per cent of respondents in the Turkish side of the island prefer the two-state formula, down two points since January 2007.</p>
<p>Conversely, 17 per cent of respondents support the unification of Cyprus into a federation.</p>
<p>Relations between the Greek majority and the Turkish minority in Cyprus have been frayed since 1974, when a Greek-sponsored attempt to seize the government was met by military intervention from Turkey. In the skirmish, the Turks gained control of almost two-fifths of the island, which in 1983 declared itself the Turkish Republic of Northern Cyprus. The Turkish government has never acknowledged the Greek Cypriot administration. More than 30,000 Turkish soldiers occupy the Turkish Republic of Northern Cyprus.</p>
<p>Northern Cyprus held a presidential election in April 2005, which resulted in a victory for Republican Turkish Party (CTP) candidate Mehmet Ali Talat. In his acceptance speech, Talat declared: &#8220;I want to give my hand to the Greek Cypriot people and the Greek Cypriot leadership for peace, to find a solution to our problem and reunify our island.&#8221;</p>
<p>The president in Northern Cyprus is regarded as the leader of the Turkish community in the island, and acts as chief negotiator in talks with the United Nations (UN) and other international organizations.</p>
<p>In February 2008, Dimitris Christofias—a member of the Progressive Party of the Working People (AKEL)—won a presidential run-off vote with 53.37 per cent of the vote in Greek Cyprus. One of Christofias’ main campaign promises was to resume peace talks with Turkish Cyprus. In March 2008, Christofias and Turkish Cypriot president Mehmet Ali Talat agreed to restart reunification talks.</p>
<p>Last month, Talat attended the funeral of Christofias’s father-in-law in Greek Cyprus. Christofias declared: &#8220;Deaths have brought us together at a mosque—now at a church. (…) I hope Greek and Turkish Cypriots will soon be able to come together for the joys of everyday life.&#8221;</p>

<p>Près de 70% des Chypriotes-grecs estiment que le processus de réunification engagé il y a plus de six mois est voué à l&#8217;échec, selon un sondage publié dimanche qui témoigne du scepticisme grandissant sur l&#8217;île méditerranéenne.<!--more--></p>
<p>Chypre, pays de l&#8217;UE dont le tiers nord est occupé par l&#8217;armée turque, est divisé depuis 1974. Les nouvelles négociations de réunification, engagées en septembre dernier entre le président chypriote Demetris Christofias et le leader de la République turque de Chypre Nord (RTCN, uniquement reconnue par Ankara) Mehmet Ali Talat, n&#8217;ont connu aucune avancée significative.</p>
<p>Selon ce dernier sondage, paru dans le journal Phileleftheros, 68% des personnes interrogées estiment que le dialogue actuel ne mènera à aucune solution. Ils ne sont que 27% à croire le contraire.</p>
<p>En novembre, selon une précédente étude, seuls 38% des Chypriotes-grecs affichaient un tel scepticisme.</p>
<p>La troisième île de Méditerranée est divisée depuis l&#8217;invasion de l&#8217;armée turque après un coup d&#8217;Etat de Chypriotes-grecs soutenus par Athènes qui voulaient rattacher Chypre à la Grèce.</p>
<p>En 2004, la précédente tentative de résolution sous l&#8217;égide de l&#8217;ONU, connue sous le nom de &#8220;Plan Annan&#8221;, avait été approuvée par référendum par les Chypriotes-turcs mais rejetée par la partie grecque.</p>
<p>L&#8217;élection du communiste Demetris Christofias à la présidence de la République de Chypre en février 2008 avait relancé l&#8217;espoir d&#8217;une solution négociée à Nicosie, dernière capitale divisée au monde.</p>
<p><strong>Mais le dialogue piétine.</strong></p>
<p>Vendredi, M. Christofias a estimé que la Turquie détenait &#8220;la clé d&#8217;une solution&#8221;.</p>
<p>&#8220;Nous n&#8217;avons pas promis à la population une solution quels que soient les sacrifices. Il y aura une solution si la Turquie montre de la compréhension et change d&#8217;attitude&#8221;, a-t-il affirmé à la presse.</p>
<p>Des législatives sont en outre prévues le 19 avril en RTCN, pour lesquelles la droite nationaliste est donnée favorite face au parti de gauche de M. Talat.</p>
<p>Le prochain rendez-vous entre MM. Christofias et Talat, qui se rencontrent de manière quasi hebdomadaire, est programmé mercredi.</p>
