<p>If one listens to its initiators, yesterday&#8217;s referendum was not about the construction of new minarets in Switzerland at all. The organizers of the campaign admit quite frankly what was really rejected: their image of a Muslim religion and culture and what they perceive as an assault on Swiss values.</p>
<p>It is hard to argue that the fear behind the referendum is justified, with only four minarets existing in the country. Yet, the campaign poster speaks a clear language where minarets are used symbolically for a hostile attack: missile-sharp minarets riddle a Swiss flag. The rationale behind the campaign is &#8220;a&#8221; culturally pure Switzerland and &#8220;a&#8221; hostile culture of Islam.</p>

<p>So as of Sunday, the Swiss have joined the exclusive club of Saudi Arabia and Afghanistan as the world&#8217;s only countries that have laws to prohibit the construction of towers on religious buildings. With the outcome and implementation of the ban, Switzerland breaches the European Convention on Human Rights and is likely to face expulsion from the Council of Europe.</p>
<p>Just to be clear: a debate concentrated on <em>issues</em> (dispensation from swimming lessons, head scarfs, etc) is necessary for communities to negotiate their shared core values and organise their living-together. However, in such debates the majority often drifts of to racial and cultural stereotyping of minorities. It looks as if the anti-minaret campaign is the most extreme example of this in a European country to date.</p>
<p>The question that the organisers of the winning side will have to ask themselves is whether their success will really help their goal of driving back &#8220;traditional Islam&#8221; and the construction of &#8220;parallel societies&#8221;.</p>
<p>The campaign has highlighted a massive stigma for Muslims in Switzerland as culturally inferior and ultimately unwanted. On top of that, Muslism will now more marginalised more than ever before. Discrimination will no longer be limited on the social level but also in the legal structure as soon as the words &#8216;the construction of minarets is prohibited&#8217; will enter article 72 of the Swiss constitution.</p>
<p>With this decision, the liberal and integrated majority of Muslims in Switzerland is under attack and traditional and extremist groups will gain momentum. If the initiators of the referendum were genuinely interested in the integration of religious and ethnic minorities they would see the outcome of their campaign as a catastrophe.</p>

<p>In keeping with Jane&#8217;s (now former &#8211; she recently retired) position as development officer for BirdLife Cyprus, where she did a lot of outreach education and communication work with the Cypriot community, this book looks to be directed towards a novice when it comes to birds in Cyprus. And for that purpose it is an outstanding book, introducing important and basic concepts about birds: what they are, why they are important, and a general overview of breeding, habitats, flight, migration. It contains excellent descriptions and photographs of endangered and endemic birds, as well as the same for common resident, breeding, and migratory birds.<br />

Note that the text is rather minimal and to the point. For the intended purpose &#8211; educating the public &#8211; I think it&#8217;s a good choice. (In fact, I hear that copies are being donated to Greek Cypriot elementary schools.)</p>
<p>Perhaps the description of migratory flyways could have been emphasized more extensively, but that it&#8217;s introduced as a concept to the public is of vital importance. Everything about bird conservation in Cyprus revolves around it&#8217;s role as a stop-over for passage Afro-Palearctic passage migrants, a fact that is underscored by observations that two-thirds of the species on the <a href="http://birdlifecyprus.org/index.php?option=com_content&#38;view=category&#38;layout=blog&#38;id=74&#38;Itemid=84&#38;lang=en">Cyprus list</a> are migrants, and the relatively (very) low abundance of breeding and winter visitor species. </p>
<p>So&#8230; congrats Jane on putting together an excellent book!</p>

Dalilah looked at her house one more time, just to have the last glance. &#8216;I promise, I will come back again,&#8217; she mumbled to herself. Then, she slowly pulled her last luggage toward the taxi. This was the last ride to the airport. Then, having to wave goodbye to all her dear friends and relatives before her final set-off to her final destination. She felt relief yet uncertain &#8211; intertwined with other mixed feelings which continually dragged her to down and down. Her stomach was twisted, yet again!</p>
<p style="text-align:justify;"><a href="http://linguafrancafoundation.wordpress.com/files/2009/11/departures-sm.jpg"><img class="aligncenter size-full wp-image-593" title="Departures" src="http://linguafrancafoundation.wordpress.com/files/2009/11/departures-sm.jpg" alt="" width="448" height="298" /></a></p>
<p style="text-align:justify;">She wanted to console and convince herself, that this journey would be the best and the last ride of her life. Her search for true love has finally ended.  Dalilah&#8217;s body trembled a little. She smirked. Such a heavy feeling. She felt as if her lunch was reaching the tip of her throat. &#8216;I should be happy. I should be happy.&#8217; She murmured again.</p>
<h3 style="text-align:justify;"><em><span style="color:#008000;"><strong> </strong></span><strong><span style="color:#008000;">The Journey</span></strong></em></h3>
<p style="text-align:justify;">Excitement hit her the moment the plane hit touchdown.  Adrenaline rushed down her spine. Dalilah turned to her daughter. She was still  resting on the headrest. She snored all through the journey. A soft voice hit the intercom informing the passengers about the local weather and having a safe journey. Dalilah looked around and saw the other passengers started to grab their belongings from the compartments. Most signs on the headboard were blinking. Everybody was ready to leave the plane.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Dalilah was nervous. Quickly she grabbed her handbag and searched for her passport. Felt very intense, Dalilah immediately shook her daughter&#8217;s shoulder. Groaning and mumbling slightly in Chinese, Jasmine stretched her body like a lazy cat. She abhor her mother shuddering her like that. She didn&#8217;t like the entire journey in general. Nevertheless, she was eager to see this famous land of the tulips with her two eyes. Being a teenager and curious to the bones, Jasmine took the opportunity to follow her mother thinking that this would be a great experience in her lifetime.</p>

<p style="text-align:justify;">Waiting in the waiting hall made Dalilah more and more nervous. She looked at her wrist watch all the time. Suddenly a warm kiss landed on her neck and she immediately knew who that was. She turned and returned the kiss.</p>
<p style="text-align:justify;">&#8220;I am very hungry, honey.&#8221; She passed part of her luggage to Maarten. &#8220;Ok, let&#8217;s go and have lunch.&#8221; Maarten walked toward the train station. Dalilah hesitated, &#8221; didn&#8217;t you bring the car?&#8221; She couldn&#8217;t imagine having to drag all the luggage into the train and traveled back home. She had a long journey on the plane and to think having to drag those heavy luggage on another long trip home, that was unrealistic and insensitive.</p>
<p style="text-align:justify;">&#8220;I reckon, since you are here and we are very close to Amsterdam, I think it would be nice if we go and have lunch there. &#8220;</p>
<p style="text-align:justify;">&#8220;But, honey&#8230;. I just arrived. I&#8217;m tired like hell.&#8221;</p>
<p style="text-align:justify;">&#8220;Yeah, but hon&#8230;. I haven&#8217;t been to Amsterdam. We can just do it now.&#8221;</p>
<p style="text-align:justify;">&#8220;Honey&#8230; I am REALLY tired&#8230; it was a very long journey. I don&#8217;t want to go and visit Amsterdam now. Why don&#8217;t we do it some other time?&#8221; Dalilah sounded rather irritated. Jasmine kept silent.</p>
<p style="text-align:justify;">&#8220;No. I want to do it now. I have paid for the train tickets. I don&#8217;t want to waste money to come here again.&#8221;</p>
<p style="text-align:justify;">Dalilah had no choice but to go. Having had to drag all the luggages she didn&#8217;t enjoy much from the short trip. Her body was deteriorating. Her energy drained. She couldn&#8217;t even think properly anymore. Maarten, on the other hand, got more and more excited. He wanted to show Dalilah his homeland immediately. He forgot about the tiredness. He was just overwhelmed to see Dalilah there. He wanted to share everything. Finally, she arrived!</p>

<description><![CDATA[The title reflects something I have been thinking about lately, which is just the fact of traveling.]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>The title reflects something I have been thinking about lately, which is just the fact of traveling. I know most of you did some traveling over the Thanksgiving break. Personally, I drove to and from my college and home, which is more or less over four hundred miles one way. And with all of this back and forth and driving on the pavement, I began to contemplate just how much land we covered and how far we went. </p>
<p>Though what I am really trying to talk about is how we can go all these places and distances, yet the core of us remains the same. Yes, I know that is a rather obvious statement, but let’s really look at this. I mean, it’s that after you drive through rain and snow, over hills and through tunnels, you emerge unchanged. I am not saying that change has to happen or even if it’s a good or bad thing, only the fact that nothing happens.</p>
<p>Look at it like this: Birds migrate by instinct yes, but they still gather experience for the next trip back and following year. The whole way they avoid dangers or become scarred by the elements. The birds find the best routes or the best strategies in their travels. They also figure out new things to do to keep alive. By saving this knowledge they become better for it, since most of these birds live quite longer than those that do not.</p>
<p>Given this is strictly an animal example, and humans are mostly above such a comparison, yet I think it is valid to a point. The animals take away knowledge and change and adapt to what they learn on their trip. We do to a certain extent, seen through which highway we take or which route is faster or with the better gas along it. Though I am speaking of how we do not take away things that actually effect how we live in some way.</p>
<p>Personally, I have no idea what should be taken away or changed or learned or anything like that. It is merely something I feel that should happen. The landscape rushes by and I feel like our souls should as well. The land ripples with hills, up and down and we too should come up from stagnation to a higher plane. This may sound fanciful, but it is something to contemplate right?</p>
<p>Well, I am going to rest my head now for a bit, since there has been a lot of roving within the past week.</p>

<p>Adapt:<br />
Some animals prepare for cold weather by gathering food and storing it for the upcoming winter when it will be harder to find. Can you think of any animals that do this?<br />
Other animals are able to find food through the winter and grow thicker layers of fur. Can you think of any animals that do this?</p>
<p>Hibernate:<br />
Some animals go into a deep sleep over the winter. They usually will eat lots of food in the fall then go to sleep in a den or a deep burrow. A true hibernating animal’s breathing slows way down and its body temperature drops.<br />
Some animals sleep heavily for long periods but will wake up every occasionally to eat. </p>
<p>Migrate:<br />
Seeing birds flying south in the fall is common. They are not only flying to warmer climates for warmth but to be able to find food that is more readily available. They usually follow the same routes every year. Some animals learn the routes by following other animals (mother?) but other animals seem to know where to go by instinct. Scientists aren’t sure how the animals know how, when, or where to go.<br />
Birds are not the only animals that migrate to warmer weather during their winters. Can you think of any other animals that go south for the winter? Do you know any people who go south for the winter? Where do they go?<br />
Not all migrations have to do with warmer weather. Some animals migrate as part of their life cycle. Life cycle migrations may take place every year and similar animals may gather in special spots to find mates or to have babies.<br />
Other animals might migrate only when giving birth or to lay eggs in a specific location (where they were hatched).  </p>

Keep a wildlife journal for one week. Identify what animals you see and what they are doing. Do you think they are getting ready for winter? Do you see any signs of animals even though you might not see the animals themselves?<br />

What are some ways that humans prepare for cold weather? How do the clothes we wear change with the seasons? Why?<br />
Do we eat any foods now that we might not eat during the hot summer? What foods and why?<br />
In the book, Whistling Wings, the young tundra swan flies about 1,000 miles without stopping to rest or eat.<br />
•	Look at a map and figure out how far 1,000 miles is from where you live. Could you walk there without stopping to sleep or eat?<br />
•	If the swan flew for ten days, about how many miles a day did he fly?<br />
•	If you and your family travelled 1,000 by car, and averaged 60 miles an hour, how many hours would it take you to drive the 1,000 miles? Have you ever driven that far? Did you stop to rest, eat, or go to the bathroom?</p>

This includes almost all goods and services. <p>Der Niederländer <a href="http://de.wikipedia.org/wiki/Geert_Wilders" target="_blank">Geert Wilders</a> und seine rechtspopulistische <a href="http://de.wikipedia.org/wiki/Partij_voor_de_Vrijheid" target="_blank">PVV</a> haben in der Europawahl 17% der Stimmen erhalten. Zentrales Thema:  Ausländer, Muslime gefährden uns von innen und von außen.</p>
<p>Wilders hat <a href="http://etzel.wordpress.com/2009/11/25/der-10-punkte-plan-von-geert-wilders/" target="_blank">10 Programmpunkte</a> bezüglich der &#8220;Gefahr von innen&#8221; aufgestellt. Der zweite lautet:</p>
<blockquote><p>2. Lasst uns die politisch korrekte, aber falsche Vorstellung  aufgeben, dass der Islam eine Religion sei. Islam ist keine Religion, sondern  eine totalitäre Ideologie. Mit anderen Worten: Das Recht auf Religionsfreiheit  sollte nicht mehr auf den Islam angewendet werden.</p></blockquote>
<p>Die 1,5 Mrd Muslime in der Welt sind also keine Gläubigen, die einer Religionsgemeinschaft angehören, sondern &#8220;totalitäre Ideologen&#8221;?</p>
<p>Sagt mir nicht, das kommt doch bloß vom politischen Rand: Es hallt wider in der Mitte. Der Rechtspopulismus hat das Potential &#8211; hinreichend politisch-sozialen Stress in der Gesellschaft vorausgesetzt -, die Mitte zu erobern.</p>
<p>Was für <strong>praktische Konsequenz</strong> schlägt Geert Wilders vor? Er formuliert sie so: <!--more--></p>
<blockquote><p>4. Lasst uns für eine freiwillige Rückführung von Muslimen in ihre Heimatländer einsetzen.</p></blockquote>
<p>Man lasse sich nicht von dem Adjektiv täuschen. Wie bekommt man denn das &#8220;<strong>freiwillige</strong>&#8221; Einverständnis der Migranten zur Rückführung? Dadurch, dass man sie hier bei uns massiv diskriminiert und terrorisiert. Und eben nicht integriert &#8211; um ihnen keinen Anreiz zum Bleiben zu geben.</p>
<p>Auch bei Sarrazin läuft die Argumentation ja auf <strong>Deportation</strong> hinaus (was er selber, als anständiger Mensch, wohl nicht befürwortet). Denn was er konkret vorschägt &#8211; weniger wohlfahrtsstaatliche Gefälligkeiten, Rausdrängen aus Berlin &#8211; würde die Mauern um das beklagte &#8220;Ghetto&#8221; herum nur noch höher wachsen lassen, es würde die Entfremdung steigern bis zu dem Punkt, an dem eine Mehrheit rabiat feststellt: &#8220;Die gehören nicht zu uns, die müssen raus, und wir schmeißen sie jetzt raus.&#8221;</p>
<p>Unter welchen Bedingungen dürften Einwanderer bleiben? Dazu Punkt</p>
<blockquote><p>7. Alle, die einer nicht-westlichen Minorität angehören, sollten einen rechtlich bindenden Vertrag unterschreiben müssen, der sie zur vollständigen Integration im Sinne von Assimilation (kultureller Anpassung) verpflichtet.</p></blockquote>
<p>Das ist die <strong>Strategie von rechts außen mit Stoßrichtung Mitte</strong>. Wir beobachten ihren wachsenden Erfolg in Österreich, in der Schweiz (dazu morgen mehr), in England , in Italien (Lega Nord), in Dänemark.</p>
<p>Was haben <strong>wir</strong> in der InitiativGruppe dem entgegenzusetzen?</p>
<p>Unsere praktische Integrationsarbeit.<br />
Und dass wir über diese Arbeit sprechen.<br />
Und möglichst bei Debatten in die Offensive gehen.</p>

<p>Die drei zitierten Punkte lassen eine gewisse <strong>Verwandtschaft</strong> erkennen:</p>
<p>Punkt 2: Die Juden wurden damals nicht als Angehörige einer Religion genommen, sondern als Angehörige einer Rasse. Und hier bei Wilders &#38; Co die Muslime nicht als Gläubige, sondern als Anhänger einer &#8220;totalitären Ideologie&#8221;.</p>
<p>Punkt 4: Ausgrenzung, letztlich Deportation &#8211; Befreiung vom Fremden durch konsequente Exklusion.</p>
<p>Punkt 7: Dem völkischen Reinheitsgebot entspricht hier das kulturelle.</p>

<p>Jedes Jahr wandern mehr Personen in Länder der EU legal ein als aus. 2007 lag der (positive) Wanderungssaldo bei 1,7 Millionen Personen. Das ist in Österreich nicht anders. Von 1995 bis 2006 betrug der &#8220;inflow of foreigners&#8221; durchschnittlich rund 80.000 Personen pro Jahr, der &#8220;outflow&#8221; rund 50.000; ergibt einen Saldo von + 30.000 pro Jahr. Fast die Hälfte des Inflows waren EU-Bürger, die meisten davon aus Deutschland.</p>
<p>Rund 14% (1,2 Millionen) der in Österreich lebenden Menschen sind im Ausland geboren, einer der höchsten Anteile in der EU. Und ein Sechstel oder fast 700.000 Personen des gesamten Arbeitskräftepotentials sind ebenfalls im Ausland geboren.</p>
<p><strong>Warum europäisch lösen?</strong></p>
<p>Zunächst: ein erheblicher Teil der Wanderungen innerhalb der EU ist überhaupt nicht steuerbar. Denn die freie Mobilität aller EU-Bürger innerhalb der EU ist geltendes Recht. Unbeschadet der Übergangsregelungen für die neuen Mitglieder von 2004 und 2007 ist das das liberalste Mobilitätsregime, das weltweit als Konsens von 27 Nationalstaaten existiert.  Bleiben somit Zuwanderung von Drittstaatsangehörigen, Asyl- und Flüchtlingswesen, und  illegale/irreguläre Immigration als Herausforderungen.</p>
<p>Ursprünglich galt das als Aufgabe der Mitgliedstaaten, nicht von &#8220;Brüssel&#8221; im Sinne von Rat, Kommission und Europäischem Parlament. Es setzt sich aber langsam die Erkenntnis durch, dass die Mitglieder allein mit diesen Aufgaben überfordert sind. Gemeinsame Vorgehensweisen werden aus einer Reihe von Gründen erforderlich.</p>
<p>Etwa sind mediterrane EU-Staaten dem Zustrom von Flüchtlingen und Arbeitssuchenden aus Afrika naturgemäß besonders ausgesetzt. Diese Mitglieder appellieren daher an die (sehr begrenzte) Solidarität der anderen EU-Staaten. Oder: die Demographie macht auch vor den Toren der EU nicht halt.</p>
<p>Laut Eurostat wird binnen 40-50 Jahren ein Drittel der heute fast 500 Millionen Einwohner der EU über 65 Jahre alt sein. Das heißt, dass bis dahin die Zahl der Personen im erwerbsfähigen Alter drastisch zurückgeht, nach Schätzungen der Europäischen Kommission um 15% oder rund 50 Millionen Menschen. Das hätte höchst bedenkliche Folgen für Wirtschaftswachstum, Staatsbudgets und Pensionsfinanzierung.</p>
<p>Immigration kann diese Entwicklung, zumindest verzögern und abschwächen. Gegenwärtig sind rund 19 Millionen Staatsangehörige aus Drittländern in der Union registriert. In Österreichs Spitälern arbeiten heute schon Personen aus 65 Nationen.</p>
<p><strong>Zähe Vergemeinschaftung</strong></p>
<p>Die gegenwärtige schwedische Präsidentschaft unternimmt einen neuen Anlauf, &#8220;mehr Europa&#8221; in der Migrationspolitik zumindest auf Schiene zu bringen. Das &#8220;Stockholmer Programm&#8221;, das vom Europäischen Rat im Dezember 2009 beschlossen werden soll, bemüht sich redlich, die Interessen von EU-Mitgliedsländern, aber auch von Ursprungs- und Transitländern der Migration unter einen Hut zu bringen.</p>
<p>Im Bereich der Arbeitsmigration soll im Kern ein flexibles Zulassungssystem entstehen, &#8220;based on demand-driven labour migration policies that are responsive to the needs of Member States&#8217; national labour markets&#8221;.Das klingt nach einem Punkte-Einwanderungs-System wie in Canada, zunächst auf nationaler Basis.</p>
<p>Wenn einmal da, sollen die zugewanderten Arbeitskräfte &#8220;a uniform level of rights comparable with that of Union citizens&#8221; erhalten: also wohl volle Mobilität innerhalb der Union. Das wäre ein wesentlicher Fortschritt gegenüber dem bisherigen Blue-Card-Rohrkrepierer und würde die EU im Wettbewerb mit den USA um die besten Köpfe stärken.</p>

Mona Sahlin noterar att högervinden är stark och missar därför helt <a href="http://jonassjostedt.se/wordpress/wp-trackback.php?p=1287">vänstervinden som är på uppsegling</a>.</p>
<p><strong>Tydligen har hon</strong> även missat att läsa tidningen de senaste dagarna. <a href="http://komigenuva.wordpress.com/2009/11/25/ett-segertag-ut-ur-riksdagen/">Maud Olofssons opinionssiffror </a>har ju knappast rasat på grund av vänstervridning inom centerns mest <a href="http://perankersjo.blogspot.com/">centraliserande citykommitté</a>. Den slags (M)ittenpolitik vrider istället politiken ytterligare ett snäpp åt höger och snart går det inte att komma längre, om man inte ska riskera krocka med SD.</p>
<p><strong>Det verkar som Mona</strong> förväxlar S&#8217;, FP:s &#38; C:s målgrupper &#8211;  ur vilka tänkbara väljare kan hämtas - med SD:s; oroväckande, minst sagt. Vilka politiska krafter är det egentligen hon vill fria till, med detta sällsynt illa genomtänkta utspel i valrörelseupptakten? Sitter socialdemokraternas upphandlade mediastrateger i ett ljudisolerat rum dit ingen information från omvärlden når fram hur högljudd och alarmerande den än är.</p>
<p><strong>Så här i vinterns</strong> gruvhål kan det kännas som det kompakta mörkret kongenialt illustrerar vad som händer i politiken. Istället för att blicka mot framtiden med ljusnande blick stirrar man in i ett svart hål, som uppslukar nuet med hypnotiskt magnetisk dragningskraft från ett europeiskt diktatoriskt historiskt förflutet.</p>
<p><strong>Den <a href="http://ceciliamalmstrom.wordpress.com/2009/10/27/viktiga-diskussioner-om-eus-framtida-utrikespolitik/">hurtfriska naiviteten</a></strong><a href="http://ceciliamalmstrom.wordpress.com/2009/10/27/viktiga-diskussioner-om-eus-framtida-utrikespolitik/"> </a>hos de <a href="http://dn.se/fordjupning/europa2009/eu-kommission-vantas-presenteras-1.1003227">styrande i Europas ledarskikt </a>bortser från vad krig, tortyr och folkmord kan göra med en kontinent och vilka spår som det därför sätter långt in i nuet. SD:s framgångar i opinionen är ett levande och brännande aktuellt exempel på detta. Så även den övriga extremhögerns frammarsch i Europa.</p>
<p><strong>Sämsta sättet</strong> att hantera situationen är således att hänsynstagande spela den i händerna genom ytterligare högervridning av politiken. Istället behövs motkraft från vänster. Om möjligt ännu sämre var steget att ratificera Lissabonfördraget så att den demokratiska kontrollen över den verkställande makten går förlorad. Lissabonfördraget ger farligt fria händer för de styrande över 500 miljoner européer försänkta i djup ekonomisk kris med en massarbetslöshet <a href="http://www.businessinsider.com/french-unemployment-spikes-25-year-over-year-2009-11">som är i växande.</a></p>

<blockquote><p><strong> </strong> Auch bei gleichem Bildungsstand haben junge Erwachsene mit Migrationshintergrund deutlich geringere Beschäftigungschancen als die Vergleichsgruppe ohne im Ausland geborene Eltern. In den meisten Ländern, insbesondere in Belgien, Frankreich und den Niederlanden, sind es die geringqualifizierten Migrantenkinder, die im Vergleich zu Personen mit ähnlichem Abschluss, aber ohne Migrationshintergrund, die relativ größten Beschäftigungsdefizite aufweisen. Nicht so in Deutschland und in Österreich: Hier sind niedrigqualifizierte Nachkommen von Migranten vergleichsweise gut in den Arbeitsmarkt integriert.  Der Abstand zu gleichqualifizierten Personen ohne Migrationshintergrund ist hingegen bei Hoch- und Fachhochschulabsolventen und Absolventen höherer beruflicher Bildung vergleichsweise stark ausgeprägt. &#8220;Dieser Befund überrascht, da beide Gruppen ihre Bildungsabschlüsse in der Regel im Inland erworben haben. Eine Erklärung könnte sein, dass in Deutschland und Österreich auf dem Arbeitsmarkt die Erwartung vorherrscht, dass Migranten und deren Nachkommen eher gering qualifiziert sind. Bildungserfolge von Migranten und deren Nachkommen werden entsprechend noch nicht ausreichen honoriert&#8221;, sagte OECD-Migrationsexperte Thomas Liebig.  So haben in Deutschland 90 Prozent der 20 bis 29-jährigen hochqualifizierten Männer ohne Migrationshintergrund einen Arbeitsplatz. Bei der vergleichbaren Gruppe mit Migrationshintergrund sind es dagegen nur 81 Prozent. Bei den Geringqualifizierten gibt es hingegen kaum Unterschiede (56 Prozent für Personen ohne Migrationshintergrund und 54 Prozent für Nachkommen von Migranten). Ein ähnliches Bild ergibt sich in Österreich. Allerdings haben hier geringqualifizierte Nachkommen von Migranten sogar tendenziell eine höhere Beschäftigungsquote als geringqualifizierte Personen ohne Migrationshintergrund.  In der Schweiz sind hingegen, unabhängig vom Bildungsniveau, kaum Unterschiede in den Beschäftigungsquoten festzustellen. Damit sind die Intregationsergebnisse diesbezüglich deutlich besser als in den übrigen europäischen OECD-Ländern.  Auch junge Frauen mit im Ausland geborenen Eltern haben in den meisten Ländern eine geringere Beschäftigungsquote als Altersgenossinnen ohne Migrationshintergrund. Hier ist allerdings in Rechnung zu stellen, dass Frauen mit Migrationshintergrund im Schnitt früher heiraten und früher Kinder bekommen. Berücksichtigt man diese Faktoren, gehen die Unterschiede deutlich zurück, vor allem in Deutschland und Österreich.  Die Daten erlauben auch eine Bewertung der Arbeitsmarktintegration von Migrantenkindern getrennt nach dem Herkunftsland ihrer Eltern. Für Kinder von aus der Türkei stammenden Eltern ist auch ein länderübergreifender Vergleich für Belgien, Deutschland, Österreich und die Schweiz möglich. Diese Daten bestätigen das allgemeine Bild, wenn man gleichzeitig auch das unterschiedliche Bildungsniveau in Rechnung stellt: So haben Kinder türkischer Einwanderer in Belgien und Österreich die größten Beschäftigungsdefizite. Auch in Deutschland sind die Unterschiede beträchtlich, in der Schweiz sind die Defizite dagegen gering.  Betrachtet man die Verteilung auf die verschiedenen Wirtschaftszweige, so sind Nachkommen von Migranten in Deutschland, Österreich und der Schweiz im Handel überrepräsentiert. In Deutschland ist das auch im verarbeitenden Gewerbe der Fall. Unterrepräsentiert sind junge Menschen mit Migrationshintergrund in Deutschland dagegen in der öffentlichen Verwaltung. Hier sind nur drei Prozent der 20 bis 29-Jährigen mit Migrationshintergrund beschäftigt. Bei jungen Erwachsenen ohne Migrationshintergrund sind es dagegen zehn Prozent. In keinem anderen untersuchten Land waren die Unterschiede ähnlich groß.</p></blockquote>

Om den godkänns av EU-parlamentet kommer vår svenska kommissionär <a href="http://ceciliamalmstrom.wordpress.com/2009/11/27/eu-kommissionar-for-inrikesfragor/" target="_blank">Cecilia Malmström</a> att få <a href="http://www.svd.se/nyheter/inrikes/artikel_3857547.svd" target="_blank">en av de tyngsta posterna</a>. Med ansvar för inrikesfrågor med inriktning på <a href="http://www.dn.se/fordjupning/europa2009/eu-kommission-vantas-presenteras-1.1003227" target="_blank">migration och polis</a> kommer hon att vara central på många sätt de kommande fem åren. Med ansvar för kampen mot organiserad brottslighet ges hon också möjlighet att verka för en liberal kärnfråga, det så kallade &#8220;europeiska FBI&#8221;, i praktiken ett fördjupat samarbete som ska kunna bekämpa brottslighet oberoende av gränser.</p>
<p>Det finns inget annat att säga än ett stort <strong>grattis! </strong>Cecilia kommer att göra ett sjukt bra jobb, det är jag säker på.</p>

<p>After years of living in Papua New Guinea, sixteen Papuans eventually landed in their hometown of Timika, Papua, on Friday.</p>
<p>The Papuans are part of 708 people who have been brought home by the government this month. They will be resettled in 10 regencies across Papua and West Papua.</p>
<p>Wimba, one of the Papuans, said she and her family wanted to reunite with relatives in Timika.</p>
<p>“I also returned home because I want to go to school,” Wimba told <em>tempointeraktif.com</em>.</p>
<p>Mimika administration secretary for social welfare Yosias Lossu, said that 15 of the 16 Papuans had been returned to Timika. (ewd)</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Kommissionens ordförande José Manuel Barroso har idag i samband med en pressträff i Bryssel presenterat <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/09/1837&#38;format=HTML&#38;aged=0&#38;language=EN&#38;guiLanguage=en">ansvarsfördelningen</a> i den nya EU-kommissionen och föreslagit att jag ska ansvara för frågor som rör EU:s polissamarbete, gränskontroll, säkerhetsfrågor samt asyl och migration.</p>
<p>Jag är stolt över förtroendet att ansvara för några av de tuffaste utmaningarna för EU-samarbetet. För en liberal är det hedrande att få leda EU:s arbete mot gränsöverskridande brottslighet och människohandel, och med att få en gemensam asylpolitik på plats samtidigt som vi öppnar vägar för laglig migration till Europa. Dessutom behöver vi ge EU en tydligare roll när medlemsländerna drabbas av katastrofer. Med Lissabonfördraget får de här områdena ännu större tyngd inom EU.</p>
<p><a href="http://www.se2009.eu/sv/ordforandeskapet/om_eu/rattsliga_och_inrikes_fragor/1.1965">Stockholmsprogrammet</a> är en av de viktigaste prioriteringarna för det svenska ordförandeskapet och handlar om frågor som verkligen berör medborgarna. Min uppgift i kommissionen blir att omsätta det i praktiken. Jag ser fram emot att samarbeta nära med kommissionär Viviane Reding, som föreslås som kommissionär för grundläggande rättigheter, för att säkra en effektiv brottsbekämpning och en migrationspolitik där individens rättigheter står i centrum.</p>
<p>Jag gläds också över att mina liberala kollegor i kommissionen fått viktiga poster. Estländaren Siim Kallas och Nederländernas Neelie Kroes blir båda vice ordförande i kommissionen, med ansvar för transport- respektive IT/telekomfrågor. Finländaren Olle Rehn får ekonomi- och valutafrågor, belgaren Karel de Gucht handel. Sloveniens Janez Potočnik tar hand om miljöfrågor medan Maire Geoghegan-Quinn från Irland får forskningsområdet och cyprioten Androulla Vassiliou blir ansvarig för utbildnings- och kulturfrågor. Sammanfattningsvis får vi alltså på en rad tunga områden liberala kommissionärer.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>The room wasn’t big enough for eight bodies yet each night my mum and her seven siblings crammed grimy limbs around each other on a makeshift bed on the floor. They’d bring the day with them, the dirt from marbles matches on dusty streets, sore fingers from work on the cotton field, restless stomachs ringing with hunger. As Mum explained, she would toss into someone’s back and turn into someone’s stinky feet and cry from frustration. It was in this room with the iron barred windows where the children fought, laughed and went through puberty that I was born a few years later. In Adana, Turkey, where roads are rocky, men are tall, dark and hairy, and streets are cramped with tattered kids and vendors who showcase their goods on wooden carts.</p>
<p>Mum delivered me into the hands of a local midwife at fifteen. I received a sticky initiation to life. My mum’s aunt sprinkled sugar all over my naked new flesh so I’d be sweet and not resemble her mother-in-law whose wide nose I’d inherited. She got to work on my nostrils, squeezed and squeezed them until my nose shrunk to her liking. I was welcomed into the world with a body scrub and a nose job. Try getting that at a maternity ward!</p>
<p>“We never had dolls,” said my aunt Esin on my last visit, “we had you to play with. Your aunt Pervin would crack your toes one by one until you’d scream.” No wonder they’re a little skewed. Mum would breastfeed me, wash my cloth nappies, and hand me back to her eager family. By fifteen, she’d worked on a cotton field, learned to sew, become a wife, a mother. At fifteen I was figuring out how not to leak on my jeans, how to tame the brown, wiry shrub on my head and how much work I’d need to do to scrape through high school. Mum had a head start in life but it came with many losses.</p>
<p>I owe my name to the girl at the birth registry office who advised my indecisive dad that Hatice, my grandmother’s name, was archaic and Demet was more modern. Don’t get me wrong, Hatice is lovely but it’s a name that works in Turkey where every letter is pronounced. In Australia, however, I would have been lost in pronunciation and found on the tongues of many children who’d nickname me Hat-Ice. ‘Damn it, Demet’, was more than enough thank you.</p>
<p>Two months after my birth, my mum turned sixteen. In a few months she’d be old enough to go to Australia, leave the backyard with the small cement well my grandfather used to fill up on hot days for his kids to cool off. Leave the street where her and her sisters used to board the tractor to the cotton field, laughing and singing with the rest of the workers. Leave her home with poverty etched into her hands and memories that I’d watch resurface years later. She was leaving for a new country, with fear, excitement and a new family in her lap.</p>

Last year, desperately missing Paco, I trekked to the Newark Airport in the wee, small hours of the morning, and while the whole wide world was fast asleep, I sat awake and thought about how excited I was. It was one of those trips you only make when you&#8217;re in love&#8211;rationally excessive, emotionally vital.</p>
<p><img class="alignleft" title="Thanksgiving meal" src="http://lh5.ggpht.com/_lekhXavXES0/STlFWjptvGI/AAAAAAAACgU/VRIfPkwbgS4/s640/SD532400.JPG" alt="" width="269" height="202" />Last year, I made a small-scale Thanksgiving dinner for Paco, his brother and his sister-in-law. I roasted a chicken instead of a turkey. Actually, we prepared the chicken, stuffed rosemary between the skin and the meat (the smell made me think of the rosemary bushes back home in California), and took the chicken to the neighbor&#8217;s house, where there was an oven. A bag of dried cranberries turned into cranberry sauce through the magic of reconstitution and warm water. I attempted mashed potatoes for the first time, with somewhat gluey results. I sauteed green beans. We drank cheap wine, and there was no pumpkin pie&#8211;it&#8217;s hard to make without pumpkins (or their canned incarnations) around. Paco was wearing the new scarf my mom had knit for him, and his sister-in-law snapped pictures of me trying to carve a chicken. It was a quiet meal, the food palatable, but not great, and cranberries were the star of the evening (they aren&#8217;t well-known or widely available in Mexico).</p>
<p>It wasn&#8217;t right. For my Mexican family, it was an interesting glimpse into American traditions, executed in the haphazard form you&#8217;d expect from a cook in her early 20s, lacking in the ways you&#8217;d expect without the standard cornucopia of T-day ingredients. But they don&#8217;t know what it means, or how it feels, because it isn&#8217;t their holiday. In the United States, Thanksgiving is a national consensus: we all stop everything for it. It&#8217;s about panic in the kitchen, actually using the sugar bowl that ordinarily collects dust in the cupboard, and the annual re-remembering that I don&#8217;t really like roasted turkey.</p>
<p>This year, there won&#8217;t even be a surrogate chicken to stand in for the other fowl I don&#8217;t even like. I have class this afternoon because it&#8217;s a regular Thursday here. But it feels like Thanksgiving to me, because I&#8217;ve foolishly read all the newspaper articles online about the horrible relative holiday horror stories, the recipe collections, the sales of heritage turkeys, the travel crunch. It&#8217;s all irrelevant.</p>
<p>In my mind, I wake up to the winter California sunshine I love so much, and I walk across the cold floors and say &#8220;Happy Thanksgiving&#8221; to my parents like it means &#8220;good morning,&#8221; just because it&#8217;s funny when we&#8217;re semiconscious and the feast is still hours away. I would make a pumpkin pie with the great recipe I found a few years ago, and I would wonder which color sweater to pick to best evoke the fall. There would be so many stories to tell, the best ones always being Dad&#8217;s, which he sneakily saves up for gatherings with the largest and most eager audiences. We would try to remember who is vegetarian, who is lactose intolerant, who doesn&#8217;t like chocolate, who wants decaf. Failing, we explain that the vegan is now vegetarian, the dairyphobe brought her Lactaid pills, and everyone eats what they can, which is more than enough.</p>
<p>I knew this would happen when I chose to leave the United States&#8211;that certain universal understandings, like to set aside this unremarkable Thursday too close to Christmas as a national pause and feast, would not be universal in another country. No holiday is universal. But that doesn&#8217;t make it hurt less, that taste of pumpkin pie is a distant memory and my family and friends are walking those cold floors in that winter sunshine, ready to take their places at the table when late afternoon comes.</p>
<p>Thanksgiving, so hard to say in Spanish, translates to &#8220;Acción de gracias,&#8221; the action of thanks. Even without the food and the company, I am grateful. I am thankful to know that there will be room at the table when I come back for Thanksgiving, because there is always room, even if we sit so close together we could share napkins across our laps.</p>

Die Knoten des Netzes bestehen aus emotionaler Verbundenheit, familiärer Zugehörigkeit und aus materiellen Verpflichtungen. Verankert ist das Netz in Deutschland, Nigeria und Togo.<br />
Manche bezeichnen diese Art Verknüpfungen als Entwicklungszusammenarbeit, verstehen sie als Folge globalisierter Lebensverhältnisse und/oder Migrationsbewegungen. Für Ekpe sowie Larry und Anja Nduka gehört es zum Alltag, sich zwischen verschiedenen Kulturen und zwischen gegensätzlichen wirtschaftlichen und sozialen Standards und Lebensverhältnissen zu bewegen; und es hinterlässt Spuren: Mit Harry Roos von „now – Hilfe für Straßenkinder“ unterhielten sich Anja und Larry Nduka von „africare“ und Ekpe vom „Entwicklungsprojekt für Frauen- und Kinderhilfe in Afrika“ über das Thema: „Wenn das Engagement zur Bürde wird: Eine-Welt-Arbeit zwischen der Last der Betroffenheit und dem Druck zur Professionalisierung“.</strong></em></p>
<p style="text-align:justify;">„Ich habe in Togo als Lehrer gearbeitet und habe Menschen leiden sehen; es ist meine Berufung zu helfen“, berichtet Ekpe knapp. „Ich gehe immer weiter“, ergänzt er und klingt dabei wie sein eigener Motivationstrainer. Welche physische und emotionale Last das jahrelange Engagement Ekpe abverlangt, wird deutlich, wenn er sich zwischendurch müde über die Augen fährt und erzählt: „Meine Frau ist böse, weil ich keine Zeit habe.“ Vor allem durch die örtliche Kirchengemeinde erfährt Ekpe Unterstützung. Manche Kollekte ist bereits dem „Entwicklungsprojekt für Frauen- und Kinderhilfe in Afrika“ gewidmet worden, um unter anderem die Ausbildung junger Frauen in Vokoutimé östlich der Hauptstadt Lomé finanzieren zu helfen. Über die Jahre hat Ekpe Kontakte zu Menschen aufgebaut, die seiner Arbeit vertrauen und ihn mit Sachspenden unterstützen. Das bedeutet, dass er die Gegenstände eine längere Zeit lagern und Geld für den Transport des Containers einwerben muss, bevor er ihn nach Togo verschiffen kann. Für manchen Handgriff in der Vereinsarbeit wünschte sich Ekpe tatkräftige Unterstützung durch andere MigrantInnen, doch „viele haben ihren Job und der Kühlschrank ist voll, da besteht kein Interesse, zu helfen“.<br />
Die Schwierigkeit, das Interesse der MigrantInnen für Vereins- und Kulturarbeit zu gewinnen, kennen auch Anja und Larry Nduka, die sich in einem Dorf im Südosten Nigerias engagieren. „Die Heimat der Familien ist jetzt hier, aber die Kinder müssen doch etwas über das Herkunftsland ihrer Eltern erfahren“, wünscht sich Larry Nduka, „doch viele Westafrikaner wollen das gar nicht und wenn wir sie einladen, kommen sie nicht.“</p>
<p style="text-align:justify;">„Mit unserer Vereinsarbeit wollen wir den Menschen in Ekpiri Ala-ala helfen, dem Dorf, in dem die Großeltern meines Mannes leben. Außerdem wollen wir mit unseren Veranstaltungen, wie afrikanischen Festen, einen Beitrag für ein tolerantes Miteinander und gegen Rassismus leisten“, sagt Anja Nduka. Die Zurückhaltung gegenüber der öffentlichen Beschäftigung mit dem Herkunftsland erklärt sich Anja Nduka mit dem Wunsch von MigrantInnen, nicht mit Not, Leid und Korruption des betreffenden Landes in Verbindung gebracht zu werden. „In der Presse fehlt bei der Berichterstattung über Entwicklungsländer meist das Positive“, weiß Harry Roos zu berichten, der sich in einem Projekt mit diesem Thema auseinandersetzte. <a href="http://beiblog.wordpress.com/files/2009/11/nigeria-2007.jpg"><img class="alignright size-medium wp-image-124" title="Eines der Projekte von Africare widmet sich dem Aufbau von Schulen: Die Schulen  in Ariam Ala-ala haben weder Fenster noch Türen, es regnet durch. Es gibt kaum Sitzgelegenheiten für die Schüler der Grundschule. Sie müssen stehen oder sich auf den blanken Boden setzen. Der Boden weist große Löcher auf. Es gibt keine Materialien, um den Unterricht anschaulicher zu gestalten. " src="http://beiblog.wordpress.com/files/2009/11/nigeria-2007.jpg?w=300" alt="" width="300" height="225" /></a>Diese Einschätzung teilt Anja Nduka, die erlebte, dass sie sich bei MigrantInnen für ihr Engagement rechtfertigen musste: „Es geht uns gar nicht so schlecht und Du schadest unserem Image“, sind Argumente, die sie zu hören bekam. „Solche Verallgemeinerungen helfen uns nicht weiter, natürlich hat jedes Land seine Probleme, auch wir hier in Deutschland – und doch schicken die meisten MigrantInnen Geld nach Hause, um die Probleme der Menschen dort zu lindern.“<br />
Wird ihrem Engagement in Deutschland oftmals mit Skeptizismus begegnet, erfahren Anja und Larry Nduka, Raymond Ekpe und Harry Roos in den afrikanischen Ländern viel Zuspruch. „Die Menschen in Südafrika haben uns ermutigt und uns Gottes Segen gewünscht“, erinnert sich Harry Roos, dessen Verein ein Tageszentrum für Jugendliche in Kapstadt betreibt. „Wir sind nicht weit weg in der Hauptstadt, sondern vor Ort, wo wir mit den Menschen sprechen, ihre Wünsche und Bedürfnisse kennen und helfen“, so erklärt sich Larry Nduka die Anerkennung auch durch die nigerianischen Bezirksvertreter. „Die Regierung in Togo unterstützt das Projekt“, berichtet Ekpe froh und und schöpft nicht zuletzt aus diesen Ermutigungen die Kraft, mit der Vereinsarbeit fortzufahren. „Die Belastungen für die Familie sind hoch und manchmal schaue ich dann ein paar Tage auch nicht in meine Mailbox“, sagt Anja Nduka nachdenklich, um dann fortzufahren: „Wir haben unseren Reichtum auf Kosten anderer erworben und wir müssen davon wieder zurückgeben.“</p>
