<p><strong>Taking Pop Culture Seriously</strong></p>
<blockquote><p>What is the image that pops into someone&#8217;s mind when they hear the name &#8220;Japan&#8221;? Is it a bright and positive image? Warm? Cool? The more these kinds of positive images pop up in a person&#8217;s mind, the easier it becomes for Japan to get its views across over the long term. In other words, Japanese diplomacy is able to keep edging forward, bit by bit, and bring about better and better outcomes as a result.<br />
&#8230;<br />
So for this reason, in Poland and other countries-and this is something I heard directly from the Polish Foreign Minister the other day-when people hear the word &#8220;Japan,&#8221; words such as &#8220;the cherry blossoms in bloom&#8221; automatically pop up in their minds, like a set phrase of sorts. <strong>Now if we are to say that foreign relations between Japan and Poland are going well, we would have to say that part of that stems from the fact that underlying our relationship is a positive image of Japanese culture</strong>.<br />

I believe most of you know the manga InuYasha. But you might not know that there is a Polish version of InuYasha. Now I have to admit that I myself did not know this until the other day, when the Polish Foreign Minister presented me with a copy. It&#8217;s a powerful example of just how far Japanese manga have come to be known around the world. <strong>I think we can safely say that any kind of cultural diplomacy that fails to take advantage of pop culture is not really worthy of being called &#8220;cultural diplomacy.&#8221;</strong></p></blockquote>
<p><strong>Diplomacy, Image, and Branding</strong></p>
<blockquote><p>The reason for this is that <strong>the world has become increasingly democratized</strong>. That is, public opinion now enjoys much greater influence on diplomacy than before.<br />
&#8230;<br />
What we have now is an era in which diplomacy at the national level is affected dramatically by the climate of opinion arising from the average person. <strong>And that is exactly why we want pop culture, which is so effective in penetrating throughout the general public, to be our ally in diplomacy.<br />

<p>Künftige Autofahrer brauchen bei der Auswahl ihrer Fahrschule nicht die Katze im Sack zu kaufen.</p>
<p>Es ist ganz einfach: Man probiert die Fahrschulen aus, bevor man sich bei einer verbindlich für die Führerschein-Ausbildung anmeldet. Die Münchner Fahrschule Theorie + Praxis zum Beispiel bietet kostenlose und unverbindliche Schnupperkurse zum gegenseitigen Kennenlernen an.</p>
<p>Eine gute Fahrausbildung ist Vertrauenssache und abhängig von der stimmigen Chemie zwischen Fahrlehrer und Fahrschüler. Deswegen laufen die Schnupperkurse bei Theorie + Praxis so ab: Als erstes nimmt der potenzielle Fahrschüler an mehreren Theoriestunden in der Zentrale an der Münchner Freiheit (80803 München-Schwabing) oder in der Filiale im Stahlgrubercenter (81675 München-Haidhausen) teil. Dabei kann der Interessent die Fahrlehrer der Fahrschule kennenlernen und sich einen aussuchen, mit dem er eine kostenlose Fahrstunde zur Probe machen möchte.</p>
<p>Erst wenn der Fahrschüler dann wirklich überzeugt ist, bei einem Fahrlehrer gelandet zu sein, mit dem er gut auskommen kann, meldet er sich verbindlich zur Führerschein-Ausbildung an. Der Fahrschüler trägt keinerlei Kosten und keinerlei Risiko. Beides übernimmt komplett die Fahrschule Theorie + Praxis.</p>
<p>Man kann also zunächst alles in Ruhe ausprobieren &#8211; ohne einen Cent zu zahlen und ohne sich festzulegen. Dann erst entscheidet man sich ohne Zeitdruck, ob man den Führerschein tatsächlich bei Theorie + Praxis machen möchte. Man kann sich jederzeit für den Führerschein anmelden und sofort mit der Ausbildung beginnen.</p>
<p>Theorie + Praxis ist eine der wenigen &#8220;kompletten&#8221; Fahrschulen in München. Hier wird für den Mopedführerschein, Motorradführerschein, Autofürerschein, Lastwagenführerschein und den Busführerschein ausgebildet. <p>Pois é o que vocês, estão lendo. Esse é o título do livro de <strong><em>Simon Vigar</em></strong>. O livro relata, as histórias mais infames sobre roubos, e que por motivos óbvios, os calangos levaram fumo.</p>
<p>&#8221; Ele roubou a Tv de uma casa e, quando percebeu que tinha esquecido o controle remoto, voltou para pegar e acabou sendo preso.&#8221;</p>
<p>&#8221; Outro cidadão foi a uma pizzaria preencher uma ficha de emprego e aproveitou para assaltar o caixa. Levou U$$ 110 e foi encontrado  logo depois &#8211; no endereço que tinha posto na ficha&#8221;.</p>
<p>&#8221; Outro foi roubar uma casa e foi pego porque parou para&#8230; jogar o videogame da vítima&#8221;.</p>
<p>Eu não li o livro, e nem pretendo o fazê-lo.  O livro custa R$ 25 mangos, well, com  mais um pouco eu compro um do <strong><em>Bukowski</em></strong>.</p>

<title><![CDATA[life and death in the backcountry]]></title>

I’ve taken a few overnight hikes on well-maintained trails. They included a one-month trip around Ireland&#8217;s <a title="wikipedia" href="http://en.wikipedia.org/wiki/Ring_of_Kerry" target="_blank">Ring of Kerry</a> via Kerry Way. That was my spontaneous plan, anyway, formulated in a youth hostel two days before I set out.</p>
<p>I turned back after my first night out on the trail. I gave up in part because flood waters washed the trail out, and in part because that night while I slept, some animal tall enough to reach my garbage bag left hoof prints and trash everywhere and also chewed through one of my tent’s webbed loops. That was creepy.</p>
<p>And there was the time <a title="facebook" href="http://www.facebook.com/home.php?#/profile.php?id=1627447377" target="_blank">my wife Carrie</a> and I were hiking on <a title="wikipedia" href="http://en.wikipedia.org/wiki/Bureau_of_land_management" target="_blank">BLM</a> land northeast of <a title="google maps" href="http://maps.google.com/maps?f=q&#38;source=s_q&#38;hl=en&#38;geocode=&#38;q=bellingham,+wa&#38;sll=37.0625,-95.677068&#38;sspn=32.472848,78.662109&#38;ie=UTF8&#38;hq=&#38;hnear=Bellingham,+Whatcom,+Washington&#38;ll=47.606163,-119.838867&#38;spn=6.904366,19.665527&#38;z=6" target="_blank">Bellingham</a> and lost the trail in the runout from a logging operation, failed to read our map correctly, and decided that if we kept going up we would eventually reach the summit of the hill and from there figure out where to go next.</p>
<p>We got lost that night and ended up watching Fourth of July fireworks from a ridge above the city. Afterwards we hiked back down in the dark to the clearcut. We pitched our tent next to logging machinery. In the morning, I replenished our water by drawing it out of a big tanker nearby and running it through our <a title="REI.com" href="http://www.rei.com/product/767831" target="_blank">purifier</a>.</p>

</strong>I don&#8217;t have a great track record, really. I&#8217;m a gearhead by nature, and three-fifths of my attraction to the great outdoors seems to come from having the right gear for any given situation. And I mean any situation. If a catastrophic meteorological event instantly transformed the <a title="wikipedia" href="http://en.wikipedia.org/wiki/North_Cascades" target="_blank">Northern Cascades</a> into a desert plain, I’d be ready to make it out alive.</p>
<p>Gearheads, in case you don’t know any, tend to spend more time in <a title="gearhead paradise" href="http://www.rei.com/">REI</a> than they do in the backcountry. The gear makes them feel confident enough to go traipsing around all sorts of places without really knowing what they’re doing, because, hell, <em>something</em> in that massive pack will be able to save them, right?</p>
<p>Or that’s what I do anyway. So as a result, without even going anywhere so dangerous, I&#8217;ve had several moments of real stupidity and luck.</p>
<p><strong>crazy lady<br />
</strong>Carrie&#8217;s stories are worse in terms of sheer danger—mostly because she’s actually made it outside. And she&#8217;s not a gearhead. Quite the opposite. I&#8217;m slowly converting her, but at the beginning she was perfectly content with her poorly-fitted, two-ton, first generation internal frame, Kevlar backpack. It just sort of wobbles from side to side on her hips, making it impossible for her to ford creeks without falling in and, of course, there’s not a stitch of Gore-Tex on her.</p>
<p>But somehow she&#8217;s survived&#8211;and that includes the time she was travelling unroped on a glacier with two of her equally crazy friends when she slipped, failed to <a title="wikipedia" href="http://en.wikipedia.org/wiki/Self_arrest" target="_blank">self arrest</a>, fell into a crevasse and gave herself a deep puncture wound with the sharp butt end of her ice axe.</p>
<p>Luckily her companions had stashed away a length of narrow-diameter cord they&#8217;d found next to the trail on the approach. They used it to pull her out of the hole. She hiked out with the gash in her leg.</p>
<p><strong>that time she died<br />
</strong>Or there was the time she passed out from <a title="wikipedia" href="http://en.wikipedia.org/wiki/Hypothermia" target="_blank">hypothermia</a> face down in the snow and her friends treated her condition by beating her with their ski-poles and yelling at her to get up so they could keep climbing.</p>
<p>This was actually the second of three times she would go hypothermic. On the first she required <a title="wikipedia" href="http://en.wikipedia.org/wiki/Cpr" target="_blank">CPR</a>, and on the third she experienced aural hallucinations. Laughing volleyball players, she thought. In <a title="wikipedia" href="http://en.wikipedia.org/wiki/Olympic_National_Forest" target="_blank">Olympic National Forest</a>.</p>
<p>People wonder why I have a tendency towards over-protectiveness. <em>My wife died and came back to life. </em>And her Navy stories? &#8230;another post maybe.</p>
<p>If I could get away with it, I would ask Carrie to rope in any time we left the house.</p>
<p>FYI: the proper treatment for hypothermia is not to beat someone with a ski pole. It&#8217;s to get them out of their wet clothes, get them dry, get them protected and insulated. Getting a fire going and putting bottles of warm water at their neck, groin and armpits works well.</p>
<p>If they&#8217;re far enough gone so that they&#8217;re acting nutty (hallucinating volleyball players qualifies) or passing out, you DON&#8217;T MOVE THEM because the cold blood pooling in their limbs could move to the heart and actually shock it to a dead stop.</p>
<p>That&#8217;s right, cardiac arrest is a possibility. Hypothermia is a life-threatening condition. Consider slashing open the bottom of their tent so that you can pitch it on top of them instead of trying to drag them in through the door.</p>

</strong>So back when we met, she had her stories and I had my gear. There wasn’t a lot of sanity or experience between the two of us. She was rarin&#8217; to get outside again. I started having nightmares that featured her wandering off a cliff in front of my eyes (Kevlar pack flopping from side to side as she stepped over).</p>
<p>So that’s what motivated me to add some skills to my gear. Maybe learn how to use a compass for instance?</p>
<p>She bought me <a title="Amazon.com" href="http://www.amazon.com/Mountaineering-Freedom-Hills-Mountaineers/dp/0898868289/ref=sr_1_1?ie=UTF8&#38;s=books&#38;qid=1257633879&#38;sr=8-1" target="_blank">Freedom of the Hills</a>, and that was my first experience with the <a title="Mountaineers.org" href="http://www.mountaineers.org" target="_blank">Mountaineers</a>. After that I saw their clubhouse near our martial arts studio and realized they were local, so I started looking into their classes.</p>
<p><strong>wilderness navigation aborted<br />
</strong>The first class we took was <a title="Mountaineers.org/Seattle" href="http://www.mountaineers.org/seattle/navigation/">Wilderness Navigation</a>. Unfortunately Carrie couldn&#8217;t finish because right before the weekend when we were supposed to take our field trip she was side-swiped by a half-ton pickup truck going about 60 mph on I-5.</p>
<p>The crash deployed our van&#8217;s airbags and totalled it. Carrie insisted she was fine, but after I finally met up with her, she let me take her to the hospital in a cab. The pain started to kick in about an hour later.</p>
<p>I stayed around to take care of her that weekend, but went out the next month to complete the course. Carrie was still in too much pain to go along. She’s been in physical therapy for over a year.</p>
<p><strong>MOFA<br />
</strong>The other basic skills course taught by the Mountaineers is MOFA—which stands for <a title="Mountaineers.org/Seattle" href="http://www.mountaineers.org/seattle/mofa/" target="_blank">Mountain Oriented First Aid</a>.</p>

<p>David Shema’s stories kept us entertained. More importantly, they served as mnemonics for the knowledge we’ll need in the field. This one stuck with me.</p>
<p><em>The lesson</em>: Always try to determine <em>why </em>an accident happened instead of focusing narrowly on the injuries that resulted.</p>
<p><em>The story</em>: In the late 1980s, Shema was working as an EMT for the Issaquah Fire Department. He was on duty and happened to be in the area already (close enough to hear the crunch) when the accident occurred.A car ran over a cyclist—a woman, who was biking alongside her husband. The car dragged her 100 feet before crashing in to a parked car.</p>
<p>While Shema’s partner and the husband lifted the car, Shema crawled underneath and pulled the woman out. After he stabilized her, the woman was airlifted to a hospital.</p>
<p>As it turns out, the car that struck the cyclist went off the road because the driver was having a stroke. And the driver who was sitting in the parked car happened to be in the middle of a diabetic emergency.</p>
<p>Shema treated all three of them, and received a commendation for his lifesaving work.</td>

<p><a title="Facebook" href="http://www.facebook.com/david.shema" target="_blank">David Shema</a>, who led the course, has stories too. In terms of sheer competence and preparedness, his are just about the polar opposite of Carrie&#8217;s. Shema is a former emergency medical technician (EMT) and an avid Mountaineer. Both he and his wife contributed many hours to the new clubhouse at <a title="google maps" href="http://maps.google.com/maps?f=q&#38;source=s_q&#38;hl=en&#38;geocode=&#38;q=7700+Sand+Point+Way+NE,+Seattle,+WA+98115&#38;sll=37.0625,-95.677068&#38;sspn=32.472848,78.662109&#38;ie=UTF8&#38;hq=&#38;hnear=Sand+Point+Way+NE,+Seattle,+King,+Washington+98115&#38;ll=47.685198,-122.264624&#38;spn=0,359.961591&#38;t=h&#38;z=15&#38;layer=c&#38;cbll=47.685098,-122.264586&#38;panoid=czLlaFoNaN2MFGNUtv7GGA&#38;cbp=12,77.96,,0,1.18" target="_blank">Sand Point</a>, and I get the feeling he&#8217;s been climbing glaciers long enough to be approaching legendary.</p>
<p>His co-instructor, Brian Booth, is equally seasoned and passionate about what he does, which includes tracking and other <a title="wilderness awareness school" href="http://www.wildernessawarenessschool.org/index.html" target="_blank">wilderness awareness instruction</a> with some mushroom hunting thrown in on the side.</p>
<p>Unlike Shema, Booth had no formal medical training before he joined Mountaineers. But he took to heart one of the principles that&#8217;s foundational to the whole club—namely, you don&#8217;t really learn something until you learn how to teach it.</p>
<p>The club&#8217;s vast offering of outdoor classes are sustainable only because of the Mountaineer&#8217;s volunteer teachers.</p>
<p>So Booth is on the club&#8217;s first aid committee and he teaches these classes. And he&#8217;s also invented probably the best-organized roll-up kit you&#8217;ve ever seen. I’m convinced he could make real money (mostly off gearheads like me) if he sold the custom hanging-bag he stitched himself from mesh, ripstop, and Velcro.</p>
<p>The rest of the class—fifteen of us in all—were a motley crew constituted by seasoned veterans all the way down to rank beginners (me). Some people were there for the refresher, others because it was a requirement for another Mountaineers course.</p>
<p>There were aspiring alpine scramblers like Pete, ski mountaineers like Chuck (<a title="wikipedia" href="http://en.wikipedia.org/wiki/Telemark_skiing" target="_blank">telemark</a>) and Jim (<a href="http://en.wikipedia.org/wiki/Ski_touring#Alpine_Touring_.28randonn.C3.A9e.29">randonnée</a>), climbers of ice and rock and snow like Ryan, Andrew, Michelle, Diana and Janine.</p>
<p>Among them all I probably had the least amount of actual field experience. Whenever they ran a scenario, Shema and Booth would set the scene by describing an actual Washington traihead or mountain. While everyone else was saying things like, “Oh yeah, I&#8217;ve been there, the yellow jackets are really nasty under that bridge this time of year” (Chuck), I&#8217;d be thinking, “That&#8217;s in this state? I need to get out more.”</p>
<p>But that&#8217;s <em>why I&#8217;m here</em>, with the Mountaineers, after all. I just have to get over my embarrassment about the fact that all of my gear (and there&#8217;s a lot of it) still looks like it just came out of the package. Because it did.</p>
<p><strong>a step beyond</strong><br />
The class itself was excellent—both the instruction and the content. I&#8217;d taken first aid before as a lifeguard-in-training, so I thought I knew what to expect. But there&#8217;s a huge difference between first aid in a climate-controlled building that can be serviced by an ambulance in less than 30 minutes, and first aid in desolate terrain on which any shelter has to be built on the spot and the rescue could take hours or more.</p>

<p>For one thing, you have to <em>do more </em>as a rescuer. It&#8217;s not just about keeping the patient moderately stable until the fire department arrives—you&#8217;ll be splinting bones, making plans to hike out (potentially), deciding whether you can safely thaw frostbitten hands or if you&#8217;ll just magnify the damage when they refreeze again.</p>
<p>And you’ll be working with a kit that you designed for lightness and portability in the comfort of your climate-controlled home.</p>
<p><strong>things I took for granted</strong><br />
In MOFA I started to realize how much mental preparation goes into backcountry travel—and how much our highly developed civilization has allowed us to stop thinking about our own survival on a day to day basis.</p>
<p>In an urban environment, high-tech medical care is always just a phone call away (if you can afford it), and getting warm and dry is even easier (if you&#8217;re not homeless).</p>
<p>Not so in the backcountry. If you can even get a call out, how long will it take for the rescuers to arrive?</p>
<p>And if you&#8217;re deep in the wilderness and rescue doesn&#8217;t happen for a day or two, Shema reminded us, you&#8217;ll almost certainly encounter infection.</p>

<p>You can get by as a good, educated, safety-conscious citizen by taking only a community first aid course (through the Red Cross for instance). But MOFA gives you the Red Cross cert and then it goes beyond.</p>
<p>MOFA lets you start to peel back the layers of your invisible dependencies as a middle class American. It gives you a slightly deeper understanding of how your body works and how it breaks down. And of course it prepares you to spend a lot of time outside.</p>

</strong>What&#8217;s next for me? I became a full Mountaineers member last August, and I&#8217;m still totally awe-struck by the people I&#8217;m meeting in the club. I&#8217;m applying for Basic Alpine Climbing, an eight-month series that starts next year. I&#8217;ll keep you posted.</p>
<p>And in the meantime, I have more gear to buy—I <em>absolutely must have</em> a first aid kit as cool as Booth&#8217;s and EMT shears as bad-ass as Shema&#8217;s.</p>

<p>Wer möchte nicht auf einem heißen Feuerstuhl auf große Motorradtour gehen und als cooler Biker die Freiheit auf zwei Rädern genießen?</p>
<p>Eine Zweiradausbildung bei der richtigen Fahrschule führt einen schnell und sicher zum Motorradführerschein. So kann man bald mit dem Mofa, Moped oder großen Motorrad auf Achse gehen. Bei der Fahrschule Theorie + Praxis in 80803 München-Schwabing und 81675 München-Haidhausen zum Beispiel lernt man je nach Klasse auf anderen modernen Motorrädern &#8211; BMW, Honda, Kawasaki, Suzuki, Yamaha oder Ducati. Dabei hat man mit Sicherheit viel Spaß.</p>
<p>Alle Pflichtstunden und Sonderfahrten absolviert der Fahrschüler bei Theorie + Praxis in Motorrad zu Motorrad Ausbildung. Die Fahrschule besteht schon seit ca. zehn Jahren und beschäftigt Fahrlehrer mit bis zu zwanzig Jahren Berufserfahrung. Die Fahrlehrer nutzen ihre Fach- und Menschenkompetenz, um die Fahrschüler beim sinnvollen Abarbeiten der Ausbildungspflicht zu unterstützen und führen ihre Schützlinge auch in Intensivkursen sicher zum Erfolg. Zur Ausbildungspflicht gehören je nach Klasse der Fahrerlaubnis unterschiedlich viele Theoriestunden und praktische Übungsstunden.</p>
<p>Üblicherweise erwirbt man ab 18 Jahren zunächst die Führerscheinklasse A beschränkt, die zum Führen von Krafträdern bis 25 KW (34 PS) auch mit Beiwagen berechtigt. Der gesetzlich vorgeschriebene Mindestumfang der Führerscheinausbildung umfasst sechzehn Theoriestunden zu je 90 Minuten und zwölf praktische Fahrstunden zu je 45 Minuten auf Bundes- oder Landstraßen, auf der Autobahn und bei Dämmerung. Die Voraussetzung für die Zulassung zur praktischen Fahrprüfung ist das Bestehen der Theorieprüfung. Außerdem sind für die Anmeldung bei der Behörde ein Sehtest und das Besuchen eines Erste-Hilfe-Kurses erforderlich.</p>
<p>Das eigentliche Ziel all dieser gesetzlichen Vorschriften ist es, dass alle Verkehrsteilnehmer durch kompetentes und verantwortungsvolles Verhalten zur Sicherheit im Straßenverkehr beitragen. Dieses Ziel wird durch die von Béla Farkas initiierte innovative PlusMethode in der Motorrad-Ausbildung optimal erreicht.</p>

<p>Künftige Autofahrer brauchen bei der Auswahl ihrer Fahrschule nicht die Katze im Sack zu kaufen.</p>
<p>Es ist ganz einfach: Man probiert die Fahrschulen aus, bevor man sich bei einer verbindlich für die Führerschein-Ausbildung anmeldet. Die Münchner Fahrschule Theorie + Praxis zum Beispiel bietet kostenlose und unverbindliche Schnupperkurse zum gegenseitigen Kennenlernen an.</p>
<p>Eine gute Fahrausbildung ist Vertrauenssache und abhängig von der stimmigen Chemie zwischen Fahrlehrer und Fahrschüler. Deswegen laufen die Schnupperkurse bei Theorie + Praxis so ab: Als erstes nimmt der potenzielle Fahrschüler an mehreren Theoriestunden in der Zentrale an der Münchner Freiheit (80803 München-Schwabing) oder in der Filiale im Stahlgrubercenter (81675 München-Haidhausen) teil. Dabei kann der Interessent die Fahrlehrer der Fahrschule kennenlernen und sich einen aussuchen, mit dem er eine kostenlose Fahrstunde zur Probe machen möchte.</p>
<p>Erst wenn der Fahrschüler dann wirklich überzeugt ist, bei einem Fahrlehrer gelandet zu sein, mit dem er gut auskommen kann, meldet er sich verbindlich zur Führerschein-Ausbildung an. Der Fahrschüler trägt keinerlei Kosten und keinerlei Risiko. Beides übernimmt komplett die Fahrschule Theorie + Praxis.</p>
<p>Man kann also zunächst alles in Ruhe ausprobieren &#8211; ohne einen Cent zu zahlen und ohne sich festzulegen. Dann erst entscheidet man sich ohne Zeitdruck, ob man den Führerschein tatsächlich bei Theorie + Praxis machen möchte. Man kann sich jederzeit für den Führerschein anmelden und sofort mit der Ausbildung beginnen.</p>
<p>Theorie + Praxis ist eine der wenigen &#8220;kompletten&#8221; Fahrschulen in München. Hier wird für den Mopedführerschein, Motorradführerschein, Autofürerschein, Lastwagenführerschein und den Busführerschein ausgebildet. Dazu kommen Seminare, Berufskraftfahrer-Qualifikation und sogar Schulungsfahrzeug-Verleih.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Das Mofa vor dem Fenster ist eines dieser kleinen täglich wiederkehrenden Dinge, die dem Leben Stabilität verleihen. Vor meinem Fenster stehen eigentlich ganz viele Mofas, aber eines fällt mir täglich auf.</p>
<p>Morgens halb 8 vor meinem Fenster startet jemand sein Mofa. Das Mofa lässt sich aber nicht starten. Er versucht es wieder und wieder. Er hat da großes Durchhaltevermögen. Beim 10. Versuch schließlich klappt es dann endlich.</p>
<p>Ich frage mich, was ist die Geschichte hinter dem Mofa mit dem kaputten Anlasser? Warum wird es nicht repariert? Steckt eine Tragödie der Armut dahinter oder einfach nur Faulheit? Werde ich es jemals erfahren?</p>
<p>Bei diesem Mofa führt Beharrlichkeit zum Ziel. Soll ich jetzt das Mofa wie ein Pfarrer in seiner Predigt als Parabel auf das Leben verwenden? Ich verzichte darauf, aber vielleicht regt es ja zum Nachdenken an.</p>

<p>Auch für werdende LKW-Fahrer ist es unabdingbar, dass sie zuerst den Umgang mit Tempomat, Retarder, Bremsomat, Geschwindigkeitsbegrenzer und Wechselbrücken lernen. Anschließend werden wichtige Fahrsituationen und -aufgaben intensiv geübt. Erst danach kann der frischgebackene LKW-Fahrer sicher alleine mit einem 40-Tonner auf Achse gehen. Auf Wunsch schulen wir auch mit beladenem LKW.</p>
<p>Künftige Busfahrer lernen bei uns spezifische Problematiken der Fahrgastbeförderung kennen. Wir machen Sie mit den Erwartungen späterer Arbeitgeber vertraut. Schließlich ist der Busfahrer später im täglichen Kundenkontakt das Aushängeschild des Busunternehmens.</p>
<p>Mit Zusatzarbeitsblättern zur Theorie aller Führerscheinklassen erweitern Sie nach demUnterricht oder zu Hause praxisbezogen Ihre Fachkenntnisse. Due to the fact that neither the <a title="Republic of China" href="http://en.wikipedia.org/wiki/Republic_of_China" target="_blank"><span style="font-size:medium;color:#cc3300;">Republic of China</span></a> (ROC) nor the <a title="People's Republic of China" href="http://en.wikipedia.org/wiki/People%27s_Republic_of_China" target="_blank"><span style="font-size:medium;color:#cc3300;">People&#8217;s Republic of China</span></a> (PRC) was among the signatories of the San Francisco peace treaty, in the <a title="Japan-China" href="http://www.allacademic.com//meta/p_mla_apa_research_citation/1/8/1/4/4/pages181444/p181444-1.php" target="_blank"><span style="color:#0080ff;font-family:Arial;">Japan-China</span></a> peace treaty signed on April 28, 1952 (when the San Francisco Peace Treaty came into force), <a title="Japan" href="http://www.washingtonpost.com/wp-dyn/content/article/2006/03/23/AR2006032301784_pf.html" target="_blank"><span style="font-size:medium;color:#cc3300;">Japan</span></a> reiterated that it recognized that under Article 2 of the San Francisco Peace Treaty it renounced all right, title, and claim to Taiwan (Formosa) and <a title="Penghu" href="http://www.culture.tw/index.php?option=com_sobi2&#38;sobi2Task=sobi2Details&#38;sobi2Id=784&#38;Itemid=175" target="_blank"><span style="font-size:medium;color:#cc3300;">Penghu</span></a> (the Pescadores) as well as the <a title="Spratly Islands" href="http://www.globalsecurity.org/military/world/war/spratly.htm" target="_blank"><span style="font-size:medium;color:#cc3300;">Spratly Islands</span></a> and the <span style="font-size:medium;color:#cc3300;">Paracel Islands</span>.</p>
<p>Japan renounced its right, title and claim to Taiwan, but it did not mention to whom it relinquished Taiwan. Neither the ROC nor the PRC was among the signatories of the San Francisco peace treaty, and the rights of China were explicitly defined in a separate article (Article 21) of the treaty. Clearly Japan did not turn over its rule of Taiwan to the PRC or the ROC.</p>
<p>When the <a title="Japan-China Peace Treaty" href="http://www.mofa.go.jp/region/asia-paci/china/treaty78.html" target="_blank"><span style="color:#0080ff;font-family:Arial;">Japan-China Peace Treaty</span></a> was signed, the San Francisco Peace Treaty had already come into force. This means that in the Japan-China peace treaty, Japan could not re-relinquish territory it had already disowned in the San Francisco peace treaty. For this reason in the Japan-China peace treaty, Japan made its renouncement in accordance with the San Francisco peace treaty. In other words, according to the San Francisco Peace Treaty Japan renounced its right, title and claim to Taiwan, but did not specify to whom the territory was handed over. Since it had given up its rule of Taiwan, Japan no longer had a say-so concerning dominion over Taiwan. This is the legal grounds for the argument that Taiwan&#8217;s status has not been determined. It also sets the parameters for how Japan deals with issues pertinent to Taiwan&#8217;s status.</p></blockquote>

<p>The San Francisco Peace Treaty between Japan and China changes everything.  With this knowledge, as all Taiwanese politicians share, there is one question that begs to be asked: What are we doing with the Cross Strait relations?</p>
<p>Taiwan was not part of China once century ago upon the arrival of <a title="Sun Yat-Sen" href="http://books.google.com/books?hl=en&#38;id=g06QsXaPvGgC&#38;dq=sun+yat-sen+revolution&#38;printsec=frontcover&#38;source=web&#38;ots=oAIODJHULX&#38;sig=d7-drWu-OCOPWA4GV94JCb186Ts&#38;ei=qMyeSbjONY-1kAXq4bnZCw&#38;sa=X&#38;oi=book_result&#38;resnum=10&#38;ct=result" target="_blank"><span style="font-size:medium;color:#cc3300;">Sun Yat-Sen</span></a>, not was it part of China in 1947 when the R.O.C. (Republic of China) government crossed over with <a title="Chiang Kai-Shek" href="http://www.marxists.org/reference/archive/mao/selected-works/volume-3/mswv3_20.htm" target="_blank"><span style="font-size:medium;color:#cc3300;">Chiang Kai-Shek</span></a> (CKS), nor during the time of or post-Japanese Colonial Era.</p>
<p>Despite <a title="the 1895 Treaty of Shimonoseki" href="http://www.taiwandc.org/hst-1895.htm" target="_blank">the <span style="color:#0080ff;font-family:Arial;">1895 Treaty of Shimonoseki</span></a> where it states that Taiwan was ceded to Japan from China, was due to a minor misunderstanding, which history books will not reveal &#8211; lets just call it, a secret history from the generations.  Upon the arrival of the Japanese, obviously foreign to the local language, looked to the next biggest land for political rights and reference.  China, being more than happy to obtain currency through negotiation with Japan, <strong><span style="color:#ff0000;">agreed to surrender the rights of Taiwan</span></strong>.</p>
<p>One understands &#8211; any country <strong><span style="color:#ff0000;"><em>must consider</em></span></strong> the majority as well as recognize the minority.  In this case, the Taiwanese and Chinese are the majority.  The island is governed by two political parties: the <a title="Chinese Nationalist Party" href="http://www.taiwan.com.au/Polieco/History/ROC/report03.html" target="_blank"><span style="color:#0080ff;font-family:Arial;">Chinese Nationalist Party</span></a> (or Kuomintang, KMT) and the <a title="Democratic Progressive Party" href="http://www.kmtnews.net/client/eng/NewsArtical.php?REFDOCID=00axafmzh2lguyag&#38;TYPIDJump=00aire4d9ydh2d8u" target="_blank"><span style="color:#0080ff;font-family:Arial;">Democratic Progressive Party</span></a> (DPP).  The wide-spread use of Mandarin has been adopted nation-wide, the people have become Chinese-friendly, recognizes Chinese culture and welcomes mainland tourism.</p>
<p>The point I&#8217;m trying to come across can be broiled down to one simple question: What do you mean by &#8220;<a title="return to China" href="http://timesofindia.indiatimes.com/articleshow/1269973.cms" target="_blank"><strong><span style="color:#ff0000;">return to China</span></strong></a>&#8221; or being a &#8220;<a title="province of China" href="http://en.wikipedia.org/wiki/Taiwan_Province" target="_blank"><strong><span style="color:#ff0000;">province of China</span></strong></a>&#8220;?</p>
<p>There is indeed a greater possibility of holding significant relations with China, if it was not for the territorial claims and their alarming threats (<a title="missiles" href="http://www.taipeitimes.com/News/front/archives/2009/02/15/2003436194" target="_blank">missiles</a>).  There are many who believe, if these were never an issue, Taiwan and China would hold diplomatic relations and still hold membership within the <a title="United Nations" href="http://www.hoover.org/publications/epp/2854451.html" target="_blank"><span style="color:#0080ff;font-family:Arial;">United Nations</span></a> (UN).</p>
<p>On the other hand, let us consider one of the minorities of the island: the Japanese.  Why do we not hold similar perceptions with them?  Perhaps it may be due to the frequent assistance, trade and political nature between the two nations.  Perhaps, it could be that Japan had never attempted to reclaim Taiwan nor made any statements in doing so.</p>
<p>What is the main issue at hand, that leads us all to such complicated ties? Why is Taiwan a better partner for the island than China?</p>
<p><span style="font-size:medium;color:#cc3300;">Occupation and Citizenship:<br />

<p>Present research in the internationally recognized laws of war (such as the laws of military occupation), suggests that Taiwan&#8217;s referred &#8220;<em><a title="permanent population" href="http://books.google.com/books?id=Uem-4hlwJBkC&#38;pg=PA271&#38;lpg=PA271&#38;dq=Taiwan+has+a+permanent+population&#38;source=web&#38;ots=vSvf7Pf0rd&#38;sig=QVzgj1QUr2K-26gzJpIVOK9evwo&#38;hl=en&#38;ei=kc2eSfCxEoiO6gP2m-zFCg&#38;sa=X&#38;oi=book_result&#38;resnum=8&#38;ct=result" target="_blank"><strong><span style="color:#ff0000;">permanent poluation</span></strong></a></em>&#8221; may be a case of mistaken identity.  Since the century-long occupation of the Chinese in the island, the issue of identity crisis, for both sides, rose greatly by the numbers.  The researchers involved, suggests that the legal basis for recognizing the Taiwanese in holding ROC citizenship, is greatly debated to serious doubt.</p>

<li><strong><span style="color:#ff0000;">Under the customary laws of warfare</span></strong>, upon the surrender of Japanese troops the local populace in Taiwan will pass under a &#8220;temporary allegiance&#8221; to the conqueror, which in the post-Napoleonic era will be <strong><span style="color:#ff0000;"><em>the principal occupying power</em></span></strong>. Moreover, the doctrine of &#8220;temporary allegiance&#8221; only exists in a single-tiered formulation. The historical record clearly shows that the United States was the &#8220;conqueror&#8221; of Taiwan, not the Republic of China.</li>
<li><strong><span style="color:#ff0000;">In the General Order No. 1</span></strong>, <span style="font-size:medium;color:#cc3300;">General</span> <a title="MacArthur" href="http://www.sankei.co.jp/seiron/maca/2004/maca/06/MacArthur_112.html" target="_blank"><span style="font-size:medium;color:#cc3300;">MacArthur</span></a> gave directions to Chiang Kai-Shek of the Republic of China to accept the surrender of Japanese troops in Taiwan. The Generalissimo accepted these orders. The surrender ceremonies mark the beginning of the belligerent occupation. <a title="The United States is the &#34;conqueror&#34;" href="http://www.worldnetdaily.com/news/article.asp?ARTICLE_ID=49379" target="_blank">The <span style="color:#0080ff;font-family:Arial;">United States </span>is the &#8220;<strong><span style="color:#ff0000;">conqueror</span></strong>&#8220;</a> and the &#8220;<strong><span style="color:#ff0000;">principal occupying power</span></strong>.&#8221; The Republic of China military forces are merely a &#8220;subordinate occupying power&#8221; under the USA.</li>
<li><strong><span style="color:#ff0000;">Although there were some prolamations made in 1945</span></strong>, the most commonly quoted reference for the &#8220;legal basis&#8221; of native Taiwanese persons as having ROC nationality is a January 12, 1946, order issued by the ROC military authorities. However, that order was never ratified by the <a title="Legislative Yuan" href="http://72.14.235.132/search?q=cache:uPHlrbo9qz4J:www.tp.org.tw/eletter/pdf/Taiwan%2520Perspective118.pdf+KMT+Legislative+Yuan&#38;hl=en&#38;ct=clnk&#38;cd=6" target="_blank"><span style="font-size:medium;color:#cc3300;">Legislative Yuan</span></a>, nor made into a law. Importantly, as &#8220;<strong><span style="color:#ff0000;">belligerent occupation</span></strong>&#8221; of Taiwan began on October 25, 1945, with the surrender of Japanese troops, and only ended with the coming into force of the San Francisco Peace Treaty (SFPT) on April 28, 1952, such an order is prohibited. More specifically, the imposition of mass-naturalization procedures over the civilian population in occupied Taiwan territory is a war crime.</li>
<li><strong><span style="color:#ff0000;">Reference to the pronouncement of the</span></strong><strong> </strong><a title="US government" href="http://209.85.175.132/search?q=cache:IpTPMJhnmUQJ:www.taiwanadvice.com/legal_auth.doc+ROC+government+over+Taiwan&#38;hl=en&#38;ct=clnk&#38;cd=5" target="_blank"><span style="color:#0080ff;font-family:Arial;">US government</span></a>, the British government, etc. in the late 1940&#8217;s (and even into the 1950&#8217;s) confirms that the leading Allied nations never recognized the legal validity of the mass naturalization of native Taiwanese persons as &#8220;ROC citizens&#8221; by the Chiang Kai-shek regime in the 1940&#8217;s.</li>
<li><strong><span style="color:#ff0000;">Notably</span></strong><strong>, </strong><strong><span style="color:#ff0000;">Article 4 of </span></strong><a title="the ROC Constitution" href="http://constitution.president.gov.tw/en/law_roc.htm" target="_blank"><strong><span style="color:#ff0000;">the</span></strong></a><strong><a title="the ROC Constitution" href="http://constitution.president.gov.tw/en/law_roc.htm" target="_blank"> </a></strong><a title="the ROC Constitution" href="http://constitution.president.gov.tw/en/law_roc.htm" target="_blank"><span style="color:#0080ff;font-family:Arial;">ROC Constitution</span></a><strong> </strong><strong><span style="color:#ff0000;">specifies</span></strong> that &#8220;The territory of the Republic of China within its existing national boundaries shall not be altered except by a resolution of the National Assembly.&#8221; In regard to the alleged incorporation of Taiwan into Chinese territory, there is no resolution of the National Assembly on record. Moreover, international law specifies that &#8220;military occupation does not transfer sovereignty.&#8221; The proclamation of &#8220;<a title="Taiwan Retrocession Day" href="http://www.businessweek.com/globalbiz/blog/eyeonasia/archives/2007/10/happy_taiwan_re.html" target="_blank"><span style="color:#0080ff;font-family:Arial;">Taiwan Retrocession Day</span></a>&#8221; on <strong><span style="color:#ff0000;">October 25, 1945</span></strong>, <strong><span style="color:#ff0000;">thus indicating a clear intention and objective to annex Taiwan territory</span></strong>, <strong><span style="color:#ff0000;">is a war crime</span></strong>.</li>
<li><strong>*</strong><a title="Article 26 of the SFPT" href="http://www.taipeitimes.com/News/editorials/archives/2001/09/08/102058" target="_blank"><span style="color:#0080ff;font-family:Arial;">Article 26</span></a><strong><a title="Article 26 of the SFPT" href="http://www.taipeitimes.com/News/editorials/archives/2001/09/08/102058" target="_blank"> </a></strong><a title="Article 26 of the SFPT" href="http://www.taipeitimes.com/News/editorials/archives/2001/09/08/102058" target="_blank"><strong><span style="color:#ff0000;">of the SFPT</span></strong></a><strong> </strong><strong><span style="color:#ff0000;">serves to authorize</span></strong> the drafting of a peace treaty between the ROC and Japan. Article 10 of the <a title="Sino-Japanese Peace Treaty" href="http://www.fmprc.gov.cn/ce/cebn/eng/zgxw/t519491.htm" target="_blank"><span style="color:#0080ff;font-family:Arial;">Sino-Japanese Peace Treaty</span></a> (Treaty of Taipei) of August 5, 1952 specifies: &#8220;For the purposes of the present Treaty, nationals of the Republic of China shall be deemed to include all the inhabitants and former inhabitants of Taiwan (Formosa) and Penghu (the Pescadores) and their descendents who are of the Chinese nationality in accordance with the laws and regulations which have been or may hereafter be enforced by the Republic of China in Taiwan (Formosa) and Penghu (the Pescadores)&#8230;.&#8221;<a title="The ROC Nationality Law" href="http://en.wikipedia.org/wiki/Nationality_Law_of_the_Republic_of_China" target="_blank"><strong><span style="color:#ff0000;">The</span></strong> <span style="color:#0080ff;font-family:Arial;">ROC Nationality Law</span></a> was originally promulgated in February 1929, when Taiwan was a part of Japan. It was revised in February 2000, however there were no Articles addressing the mass naturalization of Taiwanese persons as ROC citizens. Hence, the conditions of Article 10 of the Sino-Japanese Peace Treaty in regard to &#8220;in accordance with the laws and regulations which have been or may hereafter be enforced by the Republic of China in Taiwan&#8230;.&#8221; have yet to be fulfilled.</li>
<li><strong><span style="color:#ff0000;">Japanese Courts</span></strong> have held that the native persons of &#8220;Formosa and the Pescadores&#8221; were of Japanese nationality until the early Spring of 1952. In the SFPT, Japan renounced the sovereignty of Taiwan, <strong><span style="color:#ff0000;"><em>but the ROC was not the recipient of this sovereignty</em></span></strong>. This is <strong>stated in </strong><span style="color:#0080ff;font-family:Arial;">Article 2b</span> (&#8220;Japan renounces all right, title and claim to Formosa and the Pescadores&#8230;&#8221;  The SFPT did not designate a recipient of &#8220;all right, title and claim to Formosa and the Pescadores.&#8221;  ) and <strong>confirmed in </strong><span style="color:#0080ff;font-family:Arial;">Article 21</span>.  Hence, according to the provisions of the SFPT, the Republic of China is not the legal government of Taiwan.(Following the effects of the SFPT, the ROC governed Taiwan as an agent for the United States, &#8220;the principal occupying power.&#8221;  The territory under the <a title="United States Military Government" href="http://www.taiwanadvice.com/uninc2g.pdf" target="_blank"><span style="color:#0080ff;font-family:Arial;">United States Military Government</span></a> [USMG] never reached a <em>final political status</em> and has been left as being stated: <em>undetermined</em>.  How does this change our relations with the United States government?  )&#62;&#62;&#62;<a title="Letter to the TAIPEI TIMES Editorial" href="http://www.taipeitimes.com/News/editorials/archives/2009/02/11/2003435824" target="_blank">Letter to the TAIPEI TIMES Editorial</a> on this subject, can be found, here.  &#60;&#60;&#60;</li>
<li><strong><span style="color:#ff0000;">For native Taiwanese persons to be bona fide ROC citizens</span></strong>, two conditions would need to be met. First, the SFPT would have to award sovereignty of Taiwan to the ROC and second, there would have to be a law passed regarding these mass-naturalization procedures, after the peace treaty came into effect on April 28, 1952. In fact, neither of these two conditions has been met.</li>
<li><a title="Importantly, the ROC Constitution does not clearly define its own &#34;territory.&#34;" href="http://www.taiwanadvice.com/sfpt_quic2b.pdf" target="_blank"><strong><span style="color:#ff0000;">Importantly</span></strong><strong>, </strong><strong><span style="color:#ff0000;">the ROC Constitution does not clearly define it<strong>s own</strong></span></strong><strong> &#8220;</strong><strong><span style="color:#ff0000;">territory</span></strong>.&#8221;</a> By contrast, the Constitution of the United States specifies the inclusion of the original thirteen states, as well as additional states which have entered the Union via acts of Congress. In regard to territories over which other countries have relinquished sovereignty, and which have come under the jurisdiction of the United States, there are treaties which give the full specifications.</li>
<li><strong><span style="color:#ff0000;">The </span></strong><strong>&#8220;</strong><strong><span style="color:#ff0000;">Republic of China</span></strong><strong>&#8221; </strong><strong><span style="color:#ff0000;">Constitution currently in use</span></strong> in Taiwan was passed on December 25, 1946, when the Chinese Nationalist Party (KMT) still ruled China. It was promulgated on January 1, 1947, and came into force on December 25, 1947. It was brought over from Mainland China by the KMT during the Chinese Civil War period of the late 1940&#8217;s. During this period of time, Taiwan was under military occupation, and had not been incorporated into Chinese territory. As such, this ROC Constitution, which is often called the &#8220;<strong><span style="color:#ff0000;">Nanjing Constitution</span></strong>&#8220;, is not the true organic law of the Taiwan cession, and all relevant articles regarding &#8220;the people of the ROC&#8221; cannot be interpreted to apply to Taiwanese persons.</li>
<li><strong><span style="color:#ff0000;">With no clear leagal basis</span></strong> to include &#8220;Formosa and the Pescadores&#8221; (aka Taiwan) in its definition of &#8220;national territory,&#8221; and no international treaty references which can be found, it is extremely questionable to say that the ROC Ministry of the Interior is the &#8220;competent authority&#8221; to issue ID cards to Taiwanese persons, or that the ROC <span style="color:#0080ff;font-family:Arial;">Ministry of Foreign Affairs</span> (MOFA) is the &#8220;competent authority&#8221; to issue passports to Taiwanese persons.</li>
<li><strong><span style="color:#ff0000;">The military government of the principal occupying power</span></strong> does not end with the coming into force of the peace treaty. To date, no record can be found of a formal announcement of the end of United States Military Government in Taiwan. Under such circumstances, the subordinate occupying power ROC&#8217;s enforcement of mandatory military conscription policies over the native Taiwanese populace in occupied Taiwan territory from the early 1950&#8217;s up to the present is a war crime.</li>

<p>In not one of the legal documents (nor the <a title="General Order No. 1" href="http://www.taiwandocuments.org/surrender05.htm" target="_blank"><span style="color:#0080ff;font-family:Arial;">General Order No. 1</span></a> on Sept. 2, 1945), or ceremonies held upon the Japanese&#8217;s surrender held in Taipei, in October 25, 1945 &#8211; could signify any means of transfer of sovereignty over &#8220;Formosa and the Pescadores&#8221; to the ROC government.</p>
<p>The &#8220;Republic of China on Taiwan&#8221; lacks the <strong><span style="color:#ff0000;"><em>permanent population</em></span></strong> necessary to be formally and internationally accepted as an independent sovereign nation.</p>

<p>The peaceful relations between Taiwan and Japan, is in thanks to the 1972 <a class="mw-redirect" title="Joint Communique of the Government of Japan and the Government of the People's Republic of China" href="http://en.wikipedia.org/wiki/Joint_Communique_of_the_Government_of_Japan_and_the_Government_of_the_People%27s_Republic_of_China"><span style="color:#0080ff;font-family:Arial;">Japan-PRC Joint Communique</span></a>.  <a title="Since the Joint Communique" href="http://en.wikipedia.org/wiki/Japan-Taiwan_Relations" target="_blank">Since the Joint Communique</a>, Japan has maintained non-political, economic relations as well as private exchanges, with Taiwan and does not recognize the ROC government as an <em>official government</em>, hence having remained to referring the island as simply, Taiwan.</p>
<p>There was a pre-condition, however.  Japan abrogated the <strong><span style="color:#ff0000;">Treaty of Taipei</span></strong> in relation to the non-recognized Taiwan polity (at the time).</p>

<p>The SFPT is the underlying cause to the complications within the political status of Taiwan and the ability made possible for the long reign of the ROC government over the island.</p>
<p>Quoting, here, from <a title="civil-taiwan.org" href="http://www.civil-taiwan.org/tw_history.htm" target="_blank">civil-taiwan.org</a>:</p>
<blockquote><p>Currently, Taiwan is an occupied territory of the United States, and Taiwan&#8217;s statehood status is disputed and uncertain. Neither the SFPT nor the Treaty of Taipei nor any other subsequent legal instruments changed the status of Taiwan.</p>
<p>The United States as the principal occupying power is still holding the sovereignty over Taiwan and title to its territory in trust for the benefit of the Taiwanese people. <strong><span style="color:#ff0000;">The principal occupying power never transferred the sovereignty over Taiwan</span></strong> or title to its territory to any other government.</p>

<p><span style="font-size:medium;color:#cc3300;">Treaty of Peace: </span>Since the ROC nor PRC were invited to attend the <a title="San Francisco Conference" href="http://www.encyclopedia.com/doc/1O129-SanFranciscoconference.html" target="_blank"><span style="color:#0080ff;font-family:Arial;">San Francisco Conference</span></a> nor the <span style="color:#0080ff;font-family:Arial;">San Francisco Treaty</span>,  the ROC in conclusion, created a separate <a title="Treaty of Peace" href="http://www.taiwandocuments.org/taipei01.htm" target="_blank"><span style="color:#0080ff;font-family:Arial;">Treaty of Peace</span></a> with Japan in 1952.</p>

<p style="text-align:left;">There is a price when you hurt someone&#8217;s pride or make them lose face, however, it is soundly lethal, with a country.</p>
<p style="text-align:left;">China not only claims territorial and political rights over the island, but as well to the statement that the island has been under China for &#8220;hundreds of years.&#8221;  The funny thing is:  <strong><span style="color:#ff0000;">the PRC has never controlled Taiwan, or any of the current ROC territory commonly referred to as </span></strong>&#8220;<strong><span style="color:#ff0000;">Taiwan</span></strong>.&#8221;</p>
<p style="text-align:left;">Why would China make such claims?</p>
<p style="text-align:left;">According to dated history, the <a title="Han Chinese" href="http://en.wikipedia.org/wiki/Han_Chinese"><span style="font-size:medium;color:#cc3300;">Han Chinese</span></a> first settled in the islands of Penghu in the 1200&#8217;s, however at the time was doomed as unattractive due to the local hostile tribes and lack of trade resources.</p>
<p style="text-align:left;">This was during the ancient China&#8217;s time of the <a title="Three Kingdoms" href="http://en.wikipedia.org/wiki/Three_Kingdoms"><span style="color:#0080ff;font-family:Arial;">Three Kingdoms</span></a> period (third century, 230 A.D.), or aka, Three Countries in the Mandarin language.</p>
<p style="text-align:left;">The most notable immigration of the Chinese and <strong><span style="color:#ff0000;"><em>the Imperial Chinese rule</em></span></strong> was when the forces of Southern Fujian came to defeat the Dutch in 1662, lead by the general <a title="Zheng Cheng-Gong" href="http://en.wikipedia.org/wiki/Koxinga#Loyalty_to_the_Ming_Dynasty" target="_blank"><span style="font-size:medium;color:#cc3300;">Zheng Cheng-Gong</span></a>, whom is as well referred to by his nickname, Koxinga.</p>

<p style="text-align:left;">In the end of the Ming Dynasty, as a means of protest and revival of the Ming Dynasty rule, did Koxinga retreat to Taiwan with like Ming followers and have since, established the <span style="color:#0080ff;font-family:Arial;">*</span><a title="Kingdom of Tungning" href="http://en.wikipedia.org/wiki/Kingdom_of_Tungning"><span style="color:#0080ff;font-family:Arial;">Kingdom of Tung-Ning</span></a> in what was then called, Formosa.  Koxinga was the first and only emperor of the island.</p>
<p style="text-align:center;">&#62;&#62;&#62;<strong><span style="color:#ff0000;">Interesting Fact:</span></strong> Ming Dynasty was the most raved by the Chinese people with the highest amount of loyalst to date in history that upon the merge into the Qing Dynasty, the Ming-loyalists, in protest, would commit suicide, or refuse to reform to the new Dynasty&#8217;s orders.  &#60;&#60;&#60;</p>

<p style="text-align:left;"><span style="font-size:medium;color:#cc3300;">The Betrayal of the Kingdom:</span> Koxinga&#8217;s work and efforts had all failed with the defeat of his grandson to <span style="font-size:medium;color:#cc3300;">Admiral</span> <a title="Shi Lang" href="http://en.wikipedia.org/wiki/Shi_Lang"><span style="font-size:medium;color:#cc3300;">Shi Lang</span></a> in 1683, during the Qing Dynasty (of China) &#8211; and thus, formally annexed Taiwan, placing it under the jurisdiction of Fujian province.</p>
<p style="text-align:left;">The Qing Dynasty government held control over the island through the issuing a series of edicts to manage immigration and <span style="color:#0080ff;font-family:Arial;">aboriginal land rights</span> (please refer to here, for related, &#8220;<strong></strong><a title="Taiwan Aboriginal Rights" href="http://aboriginalrights.suite101.com/article.cfm/taiwan_aboriginal_rights_" target="_blank"><strong><span style="color:#ff0000;">Taiwan Aboriginal Rights</span></strong></a>&#8220;).  They continued to immigrate people of Southern Fujian to promote and keep the rule, therefore created the first identity issue.</p>
<p style="text-align:left;">In 1887, the Qing government had decided to upgraded Taiwan&#8217;s status from prefecture to a full province, or state, of Fujian, China.</p>
<p style="text-align:left;">Imperial Japan disrupted China&#8217;s rule in 1592 by <a title="Toyotomi Hideyoshi" href="http://en.wikipedia.org/wiki/Toyotomi_Hideyoshi"><span style="font-size:medium;color:#cc3300;">Toyotomi Hideyoshi</span></a>.</p>
<p style="text-align:left;">May 25, 1895, a group of pro-Qing followers claimed the <a class="mw-redirect" title="Republic of Formosa" href="http://en.wikipedia.org/wiki/Republic_of_Formosa"><span style="color:#0080ff;font-family:Arial;">Republic of Formosa</span></a> to resist the Imperial Japanese rule, however had been defeated [pro-Qing followers] on October 21, 1895.</p>
<p style="text-align:left;">October 25, 1945, the troops of the Republic of China accepted the formal surrender of the Japanese military in <a title="Taihoku" href="http://en.wikipedia.org/wiki/Taihoku_Prefecture" target="_blank"><span style="color:#0080ff;font-family:Arial;">Taihoku</span></a> (once a prefecture, now the Control Yuan, located in Taipei City) and was since lead by CKS, under <a class="mw-redirect" title="Chen Yi (KMT)" href="http://en.wikipedia.org/wiki/Chen_Yi_%28KMT%29"><span style="font-size:medium;color:#cc3300;">Chen Yi</span></a> (which from his rule [Chen], became very unstable and corrupt, hence the often referred image of the KMT).</p>
<p style="text-align:left;">Since the conquer of the ROC government, the flow of Chinese immigrants to the island, had resumed, notably in 1949 upon the defeat in the <a title="Chinese Civil War" href="http://users.erols.com/mwhite28/chin-cw2.htm" target="_blank"><span style="color:#0080ff;font-family:Arial;">Chinese Civil War</span></a>.</p>
<p style="text-align:left;">Since the 2-28 Massacre, many problems arose, compounded with <a title="Hyperinflation" href="http://en.wikipedia.org/wiki/Hyperinflation"><strong><span style="color:#ff0000;">hyperinflation</span></strong></a> <strong><span style="color:#ff0000;">unrest</span></strong>, distrust due to political, cultural and linguistic differences between local residents and the Mainland Chinese &#8211; lead to the new Taiwanese&#8217;s support for a new government.</p>
<p style="text-align:left;">Since 1949, the island has accumulated a snow-ball series of severe clashes between two political parties between the government (KMT) and the Taiwanese (DPP) in reference to the <a title="228" href="http://query.nytimes.com/gst/fullpage.html?res=9E0CE7D61530F930A35757C0A964958260&#38;sec=&#38;spon=" target="_blank"><span style="color:#0080ff;font-family:Arial;">228</span></a> and <a title="the reign of White Terror" href="http://en.wikipedia.org/wiki/White_Terror" target="_blank">the reign of <span style="color:#0080ff;font-family:Arial;">White Terror</span></a>.</p>

<p style="text-align:left;">From this period, up to the 1980&#8217;s, the island was governed by a <a class="mw-redirect" title="Single party state" href="http://en.wikipedia.org/wiki/Single_party_state"><span style="color:#0080ff;font-family:Arial;">party-state</span></a> <strong><span style="color:#ff0000;">dictatorship</span></strong> with the KMT as the long-standing ruling party, allowing the continuance of military rule &#8211; which disrupted any possible distinction between the government and the party &#8211; with public property, government property, and party property being constantly and freely interchangeable.</p>
<p style="text-align:left;">At this time, education, government work and media were all required to pledge their allegiance tot he KMT party.  Any other parties, separate from the ruling party, were outlawed and the opponets, persecuted, incarcerated and executed.</p>
<p style="text-align:left;">&#8220;<a title="Temporary Provisions Effective During the Period of Communist Rebellion" href="http://en.wikipedia.org/wiki/Temporary_Provisions_Effective_During_the_Period_of_Communist_Rebellion"><span style="color:#0080ff;font-family:Arial;">Temporary Provisions Effective During the Period of Communist Rebellion</span></a>&#8221; was what Taiwan was named under, in effect of the new government, from 1948 to 1987, when former President, <a title="Lee Teng-Hui" href="http://www.taiwanembassy.org/US/NYC/ct.asp?mp=62&#38;CtNode=3642&#38;xItem=63189" target="_blank"><span style="font-size:medium;color:#cc3300;">Lee Teng-Hui</span></a> liberalized the island with an introduced democratic system and the idea of sovereignty.  Former President Lee created the group, <a title="Taiwan Solidarity Union" href="http://search.japantimes.co.jp/cgi-bin/eo20011129a1.html" target="_blank"><span style="color:#0080ff;font-family:Arial;">Taiwan Solidarity Union</span></a>, or TSU.</p>

<p style="text-align:left;">Despite the mainland-Chinese ruling system, the two parties held one similar belief: anti-Communism.</p>
<p style="text-align:left;">Since the late 1970&#8217;s, technology had a revolution in Taiwan, kept-up with Japan (no. 1) and holds a ranking of no. 2, helped with national finance and together with the engineering the Japanese had provided, the island grew independently rich once more.</p>
<p style="text-align:left;">Facts are an important factor and apparently seems to be what&#8217;s missing from the Taiwanese people, new-Taiwanese and traditional, even students.</p>
<p style="text-align:left;"><span style="font-size:medium;color:#cc3300;">What factors have changed? </span>Currently, there is an appeal to bring the case of Taiwan&#8217;s Independence to the Supreme Court in the US.  As the recent warming within the Cross Strait opens new doors, yet remain just as fragile still &#8211; current President, <a title="Ma Ying-Jeou" href="http://www.fpri.org/enotes/200806.delisle.taiwanmayingjeou.html" target="_self"><span style="font-size:medium;color:#cc3300;">Ma Ying-Jeou</span></a> is taking gradual, precautionary steps to rebuild relations between the two sides, in hope for a compromising win-win situation.</p>
