<p>The Management of Windward Islands Airways (WINAIR) would like to advise travellers that the company&#8217;s schedule has been severely affected since Sunday afternoon. Unfortunately the schedule was affected as a direct result of heavy volcanic ash emanating from the island of Montserrat.</p>
<p>Management was forced to make a decision as a result of this situation and resorted to recalling its aircraft to St. Maarten instead of its usual plan of action of leaving them on Sunday evening in Nevis and Antigua. In a situation like this, extra inspections are necessary before continuing operations; therefore WINAIR decided on this plan of action to ensure safety of passengers. The airline is exhorting passengers to be patient because it is probable that volcanic activity may further affect the schedule in the coming days.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Soufrière Hills volcano on the Caribbean island of Montserrat has been vigorously active recently, with the growing lava dome producing collapses, explosions, pyroclastic flows and considerable ash emissions.</p>
<p>Since 19 December south-easterly winds have caused ashfall in the inhabited north-west of the island. On 20 December the Montserrat Volcano Observatory <a title="Ashfall to continue on Sunday 20 December" href="http://www.montserratvolcanoobservatory.info/index.php?option=com_content&#38;view=article&#38;id=763%3Aashfall-to-continue-on-sunday-20-december&#38;catid=112%3Aactivity-reports&#38;Itemid=95&#38;lang=en" target="_self">reported</a> &#8216;heavy ashfall in many inhabited areas of northwestern Montserrat on Saturday 19 December&#8217; and forecast that ashfall would continue through Sunday and until at least the early hours of Monday.</p>
<p>According to <a title="Update" href="http://stormcarib.com/reports/current/report.php?id=1261324511_24887" target="_self">reports</a> on the <a title="Caribbean Hurricane Network - stormCARIB.com" href="http://stormcarib.com/" target="_self">Caribbean Hurricane Network</a>, ash from Soufrière Hills reached islands north-west of Montserrat including St Maarten, Saba and Nevis. Caribbean airline LIAT has <a title="Ash Clouds from Soufriere Hills Volcano May Disrupt Air Travel - LIAT - BVI Platinum News, 21 December 2009" href="http://www.bviplatinum.com/news.php?section=article&#38;articleID=1261435153" target="_self">issued a warning</a> that air travel between St Kitts, Nevis, St Maarten, Anguilla and Guadeloupe may be affected by Soufrière Hills ashfall.</p>

<p>The Montserrat Volcani Observatory reports that at 6:40 am on 10 December, 2009 a large pyroclastic flow travelled down Tyers Ghaut. This pyroclastic flow reached to below the west end of Lees village in the Dyers river, some 3.5 kilometers from the lava dome. This point has been stated by the MVO as the ‘Trigger point&#8217; for raising the hazard level from 3 to 4. It signifies that larger pyroclastic flows moving down the Belham valley are a more likely possibility. Larger pyroclastic flows could be formed by a partial dome collapse which could involve several million cubic metres of material.</p>
<p>Since 24 November an increase in volcanic activity has been associated with growth of the lava dome at the summit, and in the last two weeks growth has become focused on the northern side. This has lead to approximately 100 m of lateral growth of the lava dome in a northward direction. Increasing the available material for the formation of pyroclastic flows. Pyroclastic flows down the northern flank have been abundant in the last few weeks, first occurring in Tuitts Ghaut. Over the last week these have started to move down Tyers Ghaut and the have increased in runout distance steadily over the past few days.</p>
<p>Following a meeting of NDPRAC, the decision was reached to raise the hazard level to 4.&#8221;The Montserrat Volcano Observatory is no longer in a position to give residents of Zone B sufficient warning of activity during hours of darkness,&#8221; a release from the government said. &#8220;Residents in Zone B will therefore, be restricted to daytime access only&#8230;Zone B will be open from 6:30 am to 5:30 pm daily. The Disaster Management Co-ordination Agency (DMCA) have opened shelters in Pasture Piece for those persons requiring overnight accommodation,&#8221; the statement said. Zone B covers Iles Bay, Belham, Waterworks, parts of Old Towne, and lower part of Happy Hill.<br />
The MVO will continue to review levels of volcanic activity on a regular basis. Everyone is urged to tune into Radio Montserrat (ZJB) on 88.3 or 95.5 FM for further updates or they can visit the MVO website at <a href="http://www.mvo.ms/" target="_blank">www.mvo.ms</a>,” says the statement.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Sounds a bit dull, I guess, and maybe not a reason to love travelling; indeed, I&#8217;ve moaned in previous posts about the <a href="http://ciaranjones.wordpress.com/2009/12/06/reasons-to-love-travelling-8-animals/">pain which can be occasioned by riding camels and elephants</a>.  But when you&#8217;re away transport is interesting; you can compare it to what you&#8217;re used to at home, or you  can try something completely different.  Below are just a few examples of different types of transport I&#8217;ve taken in some of the places I&#8217;ve visited &#8211; please use the comment feature to add your own.</p>
<p><strong>Subway/underground trains</strong></p>
<p>I had some fairly lofty ideas of what New York&#8217;s Metro system would be like.  For a start, I thought buying a ticket would be simpler than a deadly bunfight for the prize of one small yellow card to be used by three people.  I at least thought the card would work; alas, having swiped my Mum and my sister through the turnstile first, I was stranded on the wrong side of the barriers (which, absurdly, are two-way and thus even more lethal than those on the London Underground) due to insufficient credit.</p>
<p>Not wanting to fight my way back to the front of the queue at a packed Grand Central, I sidled towards the gate for disabled passengers and slipped through when a woman with a pushchair came the other way.  On the platform, I was shocked by how dirty it was.  Grand Central wasn&#8217;t too bad, but the stations at Brooklyn and Chinatown were dark, foul-smelling and full of rats.</p>

<p>Stations in St. Petersburg, by contrast, are ornately decorated and filled with fake marble.  The &#8216;tickets&#8217; are small brass tokens which allow you access to the escalators down to the platform.  The trains themselves wouldn&#8217;t be out of place in some kind of historical set; they are rickety and wooden, and it is a pleasant surprise that they work quite so well.</p>
<p>They are unbelievably clean, and in this respect they are similar to the underground networks in Berlin and Barcelona.  The stations in Naples are more akin to New York&#8217;s down-at-heel vibe, and the level of graffiti on the trains is extraordinary. </p>
<p><strong>Helicopter</strong></p>
<p>Not your everyday mode of transport, admittedly, but sometimes the only way to experience a certain attraction.  When in Antigua in  the summer of 2006 I flew to Montserrat in a helicopter to go around the top of the <a href="http://en.wikipedia.org/wiki/Soufri%C3%A8re_Hills">Soufrière Hills</a> volcano, which destroyed most of the tiny island in 1997.  The rock falls and ash venting were spectacular, on the journey between the islands I saw enormous turtles swimming in the sea.  You wouldn&#8217;t get that in England&#8230;</p>
<p><strong>Bus</strong></p>

<p>Taking a Nepalese bus is a pretty effective way to substantially decrease your life expectancy.  The drivers wind around narrow Himalayan roads in kamikaze fashion, barely slowing for buses and lorries passing in the opposite direction.  Creature comforts are at a minimum; &#8216;air-conditioning&#8217; means forcing open a window far enough to gulp in some of the air (or a lungful of pollution if you&#8217;re in or around Kathmandu), and a seatbelt is unheard of. </p>
<p>The tourist buses are in the minority as they are generally the ones without anyone riding on the roof&#8230;</p>
<p><strong>Rickshaw</strong></p>
<p>A favourite method of transport in India, you can either live it up with an engine-powered auto-rickshaw or let the driver take the strain with an &#8220;Indian helicopter&#8221; &#8211; a cycle rickshaw.  Cheap but often slow, the main advantage of rickshaws is that they can go into places which cars can&#8217;t. </p>

<p>One day in <a href="http://en.wikipedia.org/wiki/Varanasi">Varanasi</a> I told an auto driver I was running late.  He told me not to worry, and pulled in to buy some <a href="http://en.wikipedia.org/wiki/Paan">paan</a>.  I was about to protest, until he got back in and threw the rickshaw onto the pavement and took a shortcut through a maze of back alleys, narrowly avoiding goats, chicken and children as we tore through the footpaths which were wide enough only by a few inches on each side.</p>

<p>Antiguan Neville Nicholls is the winner of the first ever Montserrat Volcano Half Marathon, which was held on the morning of December 5, 2009. Fourteen runners from Antigua, Canada, Guadeloupe, Montserrat and the UK took part in what is perhaps one of the most strenuous and unique running events in the world. The 13.1 mile race started at the Blakes Football Field and followed a very undulating course to Salem Park. Nicholls crossed the finish line in a time of 1:36:20 to take the first prize of EC$1,000, with his countryman Germain Brann coming in a close second in a time of 1:37:02 to claim EC$750. Famed Montserratian runner James “Fittest Man” Greenaway finished third in a time of 1:49:17 and collected EC$500. The first youth finisher was Kriston Aymer of Montserrat, who also placed fourth overall in a time of 1:52:17, and the first female runner to complete the course was Lydia Maurin of Guadeloupe. Both of these runners were awarded prizes of EC$500 each. A 5-mile Fun Run and Walk from Cudjoe Head to Salem Park was also held on the morning, which saw seventeen (17) persons taking part. The Fun Run was won by 13-year old Montserratian Randy Campbell in a time of 37 minutes and the Fun Walk was won by Andrew Myers in 52 minutes.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>This is Part two of the discussion begun in the article below about Climate Scientists, SAC and the MVO. We welcome a frank discussion on the topic of Scientists not sharing data and their failure to communicate their methods and the formulas used to reach various conclusions.</p>
<p><strong>To review:</strong> the previous discussion came about because of the illegal hacking of the University of East Anglia&#8217;s computers. This University is also associated with the MVO (Montserrat Volcano Observatory, on Montserrat a Caribbean, West Indies island, which is also a dependent Territory of the UK.) The SAC is the Scientific Advisory Committee (on the Volcano) to the Governments &#8212; both of the Colony and the Governor who is the representative of the Queen of England in the Colony.</p>
<p>A bit more background to the parallels to what is being called &#8220;ClimateGate&#8221; and the 2007 SAC modeling fiasco from the previous article. At no time were the SAC email hacked, nor were documents stolen from a University &#8212; this is one place where there is no parallel. This writer and those responding to the article were reacting to some modeling software used by SAC in 2007 to &#8220;predict&#8221; an event. Absolutely no technical data or formulas was shared with the citizens of Montserrat to support their prediction. (Voodoo &#8212; shamans say it so it must be true.)</p>
<p>This modeling software can be thought of as a computer game &#8212; there are different outcomes depending on the choices of the players. In this case the players were SAC members and they apparently only presented ONE end game in cartoon form. No other models were released &#8212; and it is unknown how much &#8220;tweaking&#8221; had to take place to end up with the RED showing a large area hit by a LATERAL blast from the volcano. And the scientist wonder why a whole lot of people are questioning any scientific findings. <strong>The behavior of the SAC and MVO isn&#8217;t unique or limited to Montserrat &#8212; in fact it seems to be found in many branches of Science. </strong></p>
<p>So when ClimateGate hit the news many of us who lived through the 07 SAC-MVO modeling Voodoo fiasco responded &#8212; where have we heard this story before. FUNNY that we know the University of East Anglia &#8212; because this is where a lot of the staff of the MVO comes from. There is a culture of scientific aloofness and arrogance &#8212; and it showed up in the hacked email and documents.</p>
<p>Another parallel we is with the withholding of data can be found in the SAC&#8217;s  periodic reports which assigns probability numbers to events which in their opinion might happen. NEVER have they revealed the formulas they use to come up with these probability guesses. It is doubtful that these SAC reports would pass any sort of peer reviews from neutral referees. Until the data used for these predictions is released these predictive reports about the . . . Climate of the Volcano . . . are no more than Voodoo by the Volcano Shamans.</p>
<p>What we saw in Montserrat in the Winter of 07 was that &#8220;Scientific&#8221; modeling or computer games gone rouge can be used as a tool to intimidate a population.  That model was based on several false and misleading assumptions (theories) relating to a mythical lateral blast. Mythical because at the time the volcano was releaving pressure.  There was no pressure cooker effect with the weakest point being a lateral release. The SAC and MVO (under the OLD management) refused to listen to any alternative and faced with a Governor who had NO scientific training and the rest of the officials unwilling to trust their own common sense &#8212; they got to play voodoo shamans.</p>
<p>SO &#8212; now the University of East Anglia is in the news and NOW the world is wondering where these scientists got their computer modeling software. There are valid questions and neutral third party software engineers are looking at the software used for CLIMATE modeling.  At this point the discussion gets very geeky &#8212; which is why the data and software must be examined. Sometimes scientists are just too close to their research &#8212; they may not be able to see or consider other options and other variables.</p>

<p>One of the &#8220;automatically generated&#8221; related topics in fact explains Climate modeling forecasts. What is also interesting are the comments following the article. At this point we are hearing from individuals who are going to disbelieve anything that any scientist says or writes. Some people want to believe that humans have had zero impact on the climate and the environment. Common sense and close observation of the world around us shows us that humans do have an impact on the environment. The computer models used to predict what the earths future climate needs to be reviewed carefully. We are all being asked to believe scientists unquestioningly. Our response is &#8212; but first show us the data and let other scientists from other disciplines review the data, software and formulas used to reach conclusions about the climate of the future.  Everyone who reviews the data must first reveal their personal biases and where their funding comes from.</p>

<p>The fundamental problem here is that, despite protestations from the MVO community, we are not talking about “pure science” for the purpose of generally expanding our knowledge and undertanding of the nature of volcanoes, but rather the very pragmantic issue of predicting a potential catastrophe. The MVO has been placed in the unfortunate position of attempting to be a fortune teller, and they are understandably not very good at it.</p>
<p>Let’s face it, whoever is on watch if a catastrophic event happens would likely have their career ruined if they hadn’t “warned” us. There is no way they cannot be biased, and perhaps rightfully so. What is discouraging from my point of view is that SAC fails to acknowledge these limitations and provide a transparency to the process such that there can be a legitimate frank discussion of what we do indeed know and what we don’t in order to make decisions concerning the welfare of the island.</p>
<p>Even more unfortunate is the fact that the past political leadership of the island, including the governors, have been more than willing to manipulate the role of the MVO, using it as a shield to hide behind when decisions need to be made. How many times have we heard “we must do this or that because the scientists say we have to”? The best that the scientists can do is make very crude predictions about the probabilities of certain events occurring. The decision about what to do with that data is a political one. I have some confidence that the new local administration seems much less likely to behave in this irresponsible manner; whether the Governor becomes so enlightened remains to be seen.</p>
<p>As a physician, I often have to make complex decisions, sometimes of great gravity, based on incomplete data. I have found that it to be extremely useful to be very careful to honestly distinguish in my own mind, and in the mind of the patient and family, what we know for sure, what we think we know, what we believe and what we actually don’t know. A similar clarity of thought and process from the scientific and political community involved in evaluating the volcano on Montserrat and its potential actions would be a vast improvement.</p></blockquote>
