A federal judge has overturned water quality rules that were meant to protect southeastern Montana cropland from natural gas drilling but were assailed by Wyoming as a threat to energy production.

The rules covered the Tongue and Powder rivers, which flow north from the rich gas fields of northeastern Wyoming into primarily agricultural land in Montana.

Drafted by Montana and approved by the Environmental Protection Agency, the rules limited how much salty water – a byproduct of drilling – could enter the rivers. State officials said the EPA had not yet begun to enforce the rules, in part because of a pending lawsuit.

In a judgment in that case issued Tuesday, U.S. District Judge Clarence Brimmer in Cheyenne, Wyo., annulled the rules and sent them back to the EPA to reconsider. Brimmer wrote that the EPA had failed to give the water quality standards a full review when it approved them in 2003 and 2008.

In January of 2009, I moved from the Washington, DC area to a small city of about 100,000 residents in the middle of Montana. I came to Billings to perform a year of service with AmeriCorps, and although I looked forward to being exposed to elements of American culture that I had never encountered before, I was a little concerned about being able to maintain a vegetarian diet. After all, Montana is “beef country” (as they proclaim on billboards along the highway), and I knew from some online research that there would be no Trader Joe’s or Whole Foods. Billings, although it is the largest city in Montana and several surrounding states, is just too small to attract that kind of chain. I also assumed that in beef country, where cowboy hats and pickup trucks abound, there would be little demand for tofu, seitan and other meat substitutes.

And it’s true that at times I get a strange look when I confess that I’m a vegetarian. Sometimes I get odd questions, like “Do you drink coffee, then?” or “Do you eat cookies?” For many, vegetarianism is not something they’ve witnessed first-hand; which makes sense in a place where, I’ve been told, you can get the most incredible steak even in the cheapest little places. However, I have been a life-long vegetarian, and it is something I cannot imagine ever giving up, so tofu or no, I planned to forge on.

One of my first stops after arriving in Billings, being an impoverished volunteer, was the Super Wal-Mart. I honestly don’t feel particularly good about supporting a big-box store, and try to avoid them when I can, but I was in need of inexpensive food and cleaning products, and I must admit, I was impressed. Wal-Mart had an extensive array of green cleaning products, carried recycled paper goods, and, to my great delight, had an entire case full of vegetarian meat substitutes.

As I began to explore Billings’ trendy and historic downtown, however, I came across a colorful building with big beautiful windows that quietly occupies a quarter block on the western edge of downtown. The Good Earth Market is, to this day, one of my favorite places in the city of Billings (and in fact competes for the best grocery store I’ve ever shopped in). Bright and spacious, with colorful displays and smiling staff, the Good Earth carries a wide variety of natural, organic, local and vegetarian friendly products (though you can get fresh local meat as well). With an incredible deli, salad and coffee bar, cafe seating downstairs or in the loft, and free WIFI, it is also a relaxing place to spend an afternoon. They even have a parking space out front, equipped with an electrical outlet, that is reserved for electric cars! Now I never grocery shop anywhere else.

In the time that I have spent in Billings, there is much that I have grown to love, and much that has surprised me about this small city. There are incredible pockets of world-class art, performance and music mixed in with the charming western cowboy culture, and I have learned much about another part of my own country, while never feeling deprived of the great cultural opportunities I was used to accessing in more urban areas. And it turns out that being a vegetarian in Montana wasn’t so difficult after all!

And I am not the only person who thinks that Billings has a lot to offer — the November 2009 issue of Fortune Small Business Magazine named Billings as the #1 place to start a small business!

The Saudi Arabian National Research and Development Organization announced yesterday a multi-year agreement to collaborate on, amongst other areas, the advancement of Machine-Translation technologies.

Under terms of the agreement, King Abdulaziz City for Science and Technology (KACST) will purchase an IBM Blue Gene supercomputer that will enable its researchers to perform complex simulations and computational modelling.

The software giant will provide training services to KACST researchers on the functionality and features of Statistical Machine Translation technology. IBM’s Research and Development team will be in charge of building the machine translation system with the initial basic system capabilities, which will be trained with several million words of data – the basis of the translation training process.

IBM will commit researchers, and business consultants and KACST scientists will work together to further enhance the IBM Machine Translation Engine into a powerful translation engine to translate Arabic to other languages. This project deals with natural language analysis and computational methods for language translation. Technologies used for machine translation, such as syntactic parsing and word sense disambiguation, are commonly used in other applications of natural language processing.

The agreement is one of several joint research projects undertaken between both organizations.

Help will also be provided on Intellectual Property Development management so that IBM’s expertise is used to help KACST tools and processes that turn its inventions into patents.

The agreement also includes collaboration to create the National Center for Women Engineers.

Sgt Downey climbs over the pile of genestealer corpses that he has cut down. Fourteen 'stealers are killed in close combat alone in "Return to Kalidus: Honour Bound".

Day two of our second Space Hulk weekend started with a set of missions from White Dwarf February 1993: the Return to Kalidus campaign.

Return to Kalidus came out at the same time as the original Space Wolf: Wolf Guard Terminator box, waaay back in early 1993 or so.  The Space Wolf: Wolf Guard Terminator box consisted of five terminator figures with some slightly unorthodox weapon fits.  The box, which was what the entire Return to Kalidus campaign was based on had the following configuration:

1. Sergeant with Storm Bolter and Power Sword
2. Marine with Heavy Flamer and Chainfist
3. Marine with Assault Cannon and Power Fist
4. Marine with Storm Bolter and Chainfist
5. Marine with Storm Bolter and Power Fist

Like almost every Space Hulk player on the planet, I dont have a painted terminator model with a Heavy Flamer and a Chainfist.  The difference between a Chainfist and a Power Fist is entirely cosmetic in the scenarios that we played so it didnt make any difference.

For the purposes of this SH campaign, the marines are from the Space Wolf chapter.  In game terms that means that every member of the squad gets an additional +1 in close combat.  Not too shabby, particularly for the Sergeant, doubly so if he is on 3rd ed Guard orders.

Return to Kalidus Mission I : A Quest for Power

A Quest for Power Set Up

In this scenario the marines are trying to get to a console on the opposite side of the map and spend some APs to find the location of the items to be procured in scenarios 2 and 3.

MTs crusade marines are joined by an Iron Man.

Despite a very promising set of opening turns, the Crusaders lose their Sergeant and Assault Cannon suddenly.

Soon the 'stealers have the run of almost the entire map.

Finally the only Marine representative still alive has a flamer with enough ammo for one shot. He bought the farm shortly afterwards.

The game ended in a win for the Genestealers (me).  Amusingly, the boy MTs performance is so hilariously dismal that it means that the rest of the campaign is supposedly defunct, as the remaining two missions simply cannot be completed without a marine victory in A Quest for Power. 

We decide to play the next one anyway, despite the campaign abruptly ending on a technicality.

Return to Kalidus Mission II : Honour Bound

Honour Bound Set Up

Honour Bound involves an identical squad to the one that appeared in A Quest for Power trying to get through the map to find a chapter relic in one of four rooms.  The ’stealer player gets two blips per turn plus an unprecedented six starting blips.  This does not bode well for the marines.

The Marines inch forward, covering each others flanks against the vast number of 'stealers.

The flamer uses the last of its fuel to clear a room for the slow advance. The flamer marine dies almost immediately afterwards.

Sgt Downey slowly hacks his way through the corridors, a battle brother guarding his back.

The slaughter continues and the Sgt racks up his tally of bugs at this point. His battle brother is about to be overwhelmed however...

Sgt Downey is finally overcome, failing in his mission.

The game ends in a Genestealer victory for MT.

The Return to Kalidus campaign is hard.  Considering that it was written for 1st ed (where Marine shooting is less effective than in 3rd ed overall) it is hard to imagine the Marines winning the second mission very often.  The only reason that the marines got as far as they did in Honour Bound was because of the Sergeant: +2 combat, plus Parry plus Guard orders is not to be sneered at (even if it is a bit uninspiring to play with/against).

Lastly, we decided to leave the third and final Return to Kalidus scenario until next time and to play one more Marine vs Marine game to round off the weekend.

Retrieval

Retrieval Set Up (we reused the Honour Bound map, seeing as it was already set up).

We made up Retrieval on the spot.  We placed a Maguffin (a C.A.T. this time) equidistant from both sides which both sides had to get back to their deployment room.  We also used the rules from Mission IX: Regroup to stagger the arrival of the ten Power Armour marines that we each had.

The game was a hair-raising, back and forth affair, with Marines diving into overwatch zones hoping to get a shot off before they got killed by return fire.

The lone Sin Eater sprints down the corridor after the now randomly moving C.A.T., avenging his Sarge with shots from the hip. The Emperors Voice flamer marine puts paid to his antics however, with not one, but two blasts of promethium.

The game ends with a Emperors Voice marine win for MT.

In conclusion, Space Hulk is great.  The marine vs marine games are a bit weird, but they were fun all the same.  I will try Marine vs  Marine games out again, but I am uncertain that the mechanics are suitable for games where both sides have guns really.

That said, I still havent played any games with my Hybrids so I am sure that there will be another Space Hulk session again soon.

Many people have asked me how they can reliably use a system to measure/benchmark the quality of their translation system (rule-based, example-based or statistical). They have bought some commercial rule-based software and are trying it, building dictionaries and normalization rules or they are having a first try at what it means to deal with a Moses engine.

There are two free systems which can be used as input/output and that will give you an idea of how your system is scoring.

Some people use them to test their system versus Google Translator, raw MT output or other texts. You can use it, for example, to check how your system is doing in comparison with free GT, Systran online tools, BabelFish, etc. It may give you an idea of your progress as you customize your own tool for a particular application, taking generalist online tools as a basic reference.

The tests are not so difficult to carry out. All you will need is some help at installation stage if you are not familiar with Linux and running a few command lines. Once you get used to it, you can run progress check tests at will.

BLEU is the standard in the industry. Most MT systems will show some kind of BLEU score to prove their progress and reliability sooner or later. However, there are some drawbacks on BLEU and you may feel some of its high scores do not actually represent the same kind of improvement when you look at the translated files.

We favour Meteor at Pangeanic. It not only takes into account word-per-word occurrences. It also takes into account some linguistic tree-like info to the tests.  Your scores in BLEU will usually show as lower results in Meteor, although this is just a very wide rule-of-a-thumb. We have experienced higher Meteor scores at Pangeanic when measuring engines providing marketing texts or general translation. This is because not just the word occurrence was taken into account, but other relations (i.e. whole family). Looking at the results from a post-editing point of view, this may be more relevant because it takes little time to correct the wrong tense in a verb, a singular or a plural.

We recommend you take 60% of the BLEU score as your productivity target initially. Once an MT system is up-and-running, and it has been updated and perfected over some months, your scores and productivity will go up exponentially.

Went to Mt. Baker again today for some wicked skiing action. This time, however, was resort skiing. After about 5 hours of skiing my quads were burning from all the telemark turns. Funny to say this but the burning felt so satisfying! Still can’t believe it’s only November and there’s already this much snow already!

Sgt Gideon notches up another kill in Mission IX: Regroup.

The last Space Hulk weekend (pt1 and pt2) left us wanting to play more, so MT and I organised another weekend for late October last.  I took some snaps as we played.  They arent National Geographic level shots or anything, but they illustrate the games sufficiently.

Having played through most of the scenarios in the 3rd ed missions book the last time, we were ready to try some different things out this time around, starting with a Power Armour (as opposed to Terminator armour) scenario.

Denzarks Hammer (White Dwarf # 120)

"By Denzarks Hammer, you shall be avenged!"

First up was Denzarks Hammer, a scenario that was printed in White Dwarf for first edition.  It introduced the rules for Power Armoured marines in SH.

Although MT played marines in this one, he had forgotten to bring enough of his “Emperors Voice” marines with him.  As a result he used two Sin Eaters squads of mine instead.  Although they are Chaos Marine figures, we obviously played them as standard.

The scenario states that the ’stealer player gets one blip per turn.  The scenario also suggests that this limit should be increased to two blips per turn once the Marine player gets the hang of using the Power Armour troopers. 

While moving twenty figures in under three minutes proved a bit challenging from time to time,  it turned out that one blip per turn is far too few ’stealers to either present a significant threat or provide some fun for the ’stealer player.  Two blips per turn is a must for this scenario.

After suffering minimal casualties the Sin Eaters get to the bridge, achieve the objective and hold off the remaining 'stealers easily.

The game ended in an easy win for MT playing the Marines.  Two blips per turn next time for sure.

Deathmatch

Deathmatch Set Up.

Deathmatch is a custom scenario that we threw together for playing Marine vs Marine games of SH. MT had a symmetrical map planned out in advance.  We placed an objective for each side in the central room furthest from their deployment zone (the Sin Eaters were looking for a teleport homer while the Emperors Voice and Thoraxian Crusade marines were looking for the relic).

We put a random blip of ’stealers in each of the four rooms, just for fun.  They moved automatically (roughly using the solo rules from 1st ed Deathwing to determine their behaviour once revealed).  Although the genestealers gave both sides cause for concern, all were eradicated without marine casualties on either side.

...until the last Emperors Voice marine is gunned down by a Squad Romero storm bolter.

The game ended with a Chaos victory for me.

This was the first Marine vs Marine battle that I had ever played (I think that MT had played one or two before).  These games play very differently from the usual genestealer games  as obviously your marines can get shot. 

The rules work in such a way that the marine that move-and-fires gets his shot off before the Overwatching marine shoots back.  This makes advancing marginally less dangerous than Overwatching (although both are obviously necessary). 

The game swung back and forth with alarming frequency and it was fun, but I am unsure as to how solid a platform for marine versus marine games SH actually is.

Mission IX: Regroup

Regroup after a couple of turns.

Regroup is one of the few scenarios from the 3rd ed box that we hadnt tried, so we gave it a go.  We decided to use the 1st ed Captain as a direct exchange for the Librarian.  The Captain rules struck us as being approximately as powerful as the Librarian in games terms, and I think that we were right.

Sgt Gideon with Guard orders is a tough nut to crack from the front.  He butchered upwards of 13 ’stealers during the game (we lost track).

This scenario required the Marine player (me) to roll a dice after  the game.  If the score was equal to or under the number of Marines who escaped then the Marine player won.  I rolled a “5″.  MT won.  Ho hum.

The 1st Ed Captain seemed to be about as powerful as the 3rd Ed Librarian.  The Captain can probably be swapped out for the Librarian in scenarios on a one for one basis without a problem from here on in.

This past weekend I had made plans to visit Mt. Auburn Cemetery, a necropolis best known as a victim of vandalism and neglect.  In anticipation, I was searching for an old Baltimore City Paper article about the place when I stumbled upon another article that described a whole slew of interesting cemeteries.  So I decided to visit St. Vincent de Paul Cemetery, or the remains thereof, as well.

I found out that St. Vincent’s was the target of desecration for a period spanning three decades, starting in the 1950’s.  An area gang subjected its initiates to the gruesome task of exhuming a body from the graveyard or one of the mausoleums lining the edge and spend the night in the looted resting place.  Later, bodies were burned.  On one occasion, a ressurectionist dug up a freshly interred infant.

Between disposing of the bodies, selling the property and stopping the vandals, neither the church nor the city could come to a solution.  Finally, as the article linked above says, “the church got the authority to tear down the mausolea, bury the bodies, and stockpile the gravestones so vandals and thieves wouldn’t know where to dig.”  According to the City Paper, the gravestones were deposited behind a 19th century pony barn somewhere nearby.  With a city map in hand, a companion and I were able to locate what was left of the markers, eight years since the article was written and roughly three decades since the headstones were placed there.  The first four photos show the remains of St. Vincent de Paul Cemetery, or as Jane Bromley Wilson calls the place, a “vanished cemetery,” in her book, The Very Quiet Baltimoreans: A Guide to the Historic Cemeteries and Burial Sites of Baltimore.

I have wanted to visit Mt. Auburn Cemetery for quite some time.  The place looks abandoned for the most part, and large areas are so overgrown you can’t even penetrate them let alone see graves.  The ”nice” part, in the northeast quadrant of the grounds, is populated by roughly hacked out overgrowth revealing overturned headstones, flooded tombs and garbage.  Towards the south, I found a small path maintained by foot traffic leading to a grave no longer marked by a headstone, with only a recently placed cross to signify that whoever is interred there is remembered by some one.  Beyond that is an area to which I could only reach the very edge, only to find grave markers, tires and refrigerator parts strewn about.  There is a dilapidated mausoleum or shed standing less-than-proudly to the west.  Near the entrance, as we noted on the way out, is the grave of  a Masonic woman whose status is marked by the pentagram and the letters “F.A.T.A.L” adorning its facade.  In this forbidding decor, the letters of the word “fatal” actually stand for “fairest among thousands, altogether lovely.”  And of course, there is the caretaker’s shed with a sign remorselessly revealing how this cemetery fell into such a state as it is now.

Os participantes terão acesso a um sistema desenvolvido pela ONG Contas Abertas que contém dados como ordens bancárias e totalização das despesas por estados e municípios. Outros mecanismos como o Portal da Transparência, o site Secretaria do Tesouro Nacional, além das plataformas de acompanhamento de gastos do senado e da Câmara também serão apresentados na aula. Os alunos aprendem ainda como rastrear os recursos que são repassados a empresas e a entidades sem fins lucrativos, seja através de dispositivos constitucionais, emendas parlamentares ou projetos do Executivo.
