<p>A new analysis this week reveals Johnson County&#8217;s shortage of jail space could be eliminated if officers at area agencies stopped arresting utensil offenders.</p>
<p>The report from University Of Iowa Professor Emeritus Jack Nolan comes less than a week after North Liberty resident Tera Harris, while already in jail, was charged for <a href="http://www.press-citizen.com/apps/pbcs.dll/article?AID=2013130412002">breaking a county spork</a>, estimated value $.44. Charges against Harris were later dropped, but many community members were outraged, saying frivolous charges like that have slowed down the justice system, leading to jail overcrowding.</p>
<p>&#8220;They want to borrow money to build more jail space. If we build it, they&#8217;ll fill it &#8212; with innocent people like Tera,&#8221; said Andrew Kuznetsov, a local activist who opposes plans for a new jail.</p>
<p>Nolan&#8217;s study shows those accused of breaking utensils account for as much as 50% of the jail population. If municipalities ordered their officers to curb enforcement of those violations, the researcher concludes, a bigger jail wouldn&#8217;t be necessary.</p>
<p>Several area department heads issued a joint statement and dismissed the study.</p>
<p>&#8220;Because of the fluid nature of the jail population, it&#8217;s entirely impossible to say anything about who&#8217;s in the jail or for what or if they&#8217;re black or anything. Moreover, spork laws are set at the state and federal level and we can&#8217;t not enforce them,&#8221; the statement said.</p>

<p>A chemical found in red meat can damage the heart and arteries, new research suggests.</p>
<p>A substance called L-carnitine in steak, mince and bacon is broken down by certain gut bacteria to produce a potentially harmful compound known as TMAO, scientists found.</p>
<p>The findings have wide health implications as capsules of L-carnitine are widely advertised as as a supplement for weight loss and muscle growth - and are also said to help people with heart conditions.</p>
<p>A study of 2,595 patients published in the journal Nature Medicine showed links between L-carnitine levels and the risk of coronary artery disease as well as major events such as heart attacks and strokes.</p>
<p>In tests, meat-eaters were found to produce more TMAO than vegetarians and vegans after consuming L-carnitine.</p>
<p>Lead researcher Dr Stanley Hazen, of the Cleveland Clinic in Ohio, US, said: &#8216;Our studies have public health relevance as L-carnitine is a common over-the-counter dietary supplement.&#8217;</p>
<p>Victoria Taylor, of the British Heart Foundation, said a balanced diet should mean that health supplements are not necessary anyway.</p>
<p>&#8216;These scientists have served up a good reminder for us to think about alternative sources of protein if we regularly eat a lot of red or processed meats,&#8217; she added.</p>
<p>&#8216;The odd meat-free day isn&#8217;t such a bad thing and eating less meat automatically leaves room in your diet for other foods high in protein like fish, pulses, nuts and eggs, all of which should be part of a nutritious and varied diet.&#8217;</p>
<p>Nutrition expert Professor Brian Ratcliffe, from the Robert Gordon University in Scotland, said the study &#8216;provides another piece in the jigsaw puzzle&#8217; showing the links between diet and the risks to arteries.</p>
<p>&#8216;This does not mean that we need to change current dietary recommendations because the advice is to limit the intake of red meat anyway,&#8217; he said.</p>
<p>&#8216;However, people who take supplements of L-carnitine for non-medical reasons may need to have some second thoughts.&#8217;</p>

<p>A post-mortem on teenager Mohammed Hussein has found the teenager died from a single shotgun wound to his chest in north London.</p>
<p>The 19-year-old was found collapsed in Bounces Road in Edmonton at around 9.45pm on Monday.</p>
<p>Neighbours ran to help and paramedics battled for half an hour to save the victim but he was pronounced dead at the scene.</p>
<p>Jordan Simbananiye, 18, said: &#8216;At first I thought it was a firework, but then, when I looked out of the window and saw all the police and paramedics, I realised someone had been shot.</p>
<p>&#8216;They spent about 20 or 30 minutes trying to resuscitate him but then after about half an hour they put a blanket over him.</p>
<p>&#8216;Blood was just pouring out of him &#8211; it was shocking.&#8217;</p>

<p>Another neighbour said she saw three men running away from the scene.</p>
<p>A third resident said: &#8216;Earlier in the night a group of guys chased after the victim, who was in a car with a mate, and smashed a window.</p>
<p>&#8216;He then came back later and that&#8217;s when the shooting happened. He was with three of his friends and I think they ran off when he was shot.&#8217;</p>
<p>Forensic officers were on the scene on Tuesday, examining bullet cases and other evidence in Bounces Road.</p>
<p>Police said they retain an open mind regarding the circumstances of the incident and any motive at this stage of the investigation.</p>
<p>Detective Chief Inspector John Sandlin said: &#8216;I am appealing for anyone who was in the vicinity of Bounces Road or Walbrook House at 9.45pm to help us with our investigation. If you have any information &#8211; no matter how small &#8211; that can help identify those responsible, please come forward and assist us.&#8217;</p>

<p>Plans for Britain&#8217;s second tolled motorway could backfire, the AA has warned.</p>
<p>A new 14-mile M4 relief road near Newport in south Wales is expected to be announced in chancellor George Osborne&#8217;s spending review in June.</p>
<p>The AA said that M4 improvements were welcome but introducing fees could deter motorists.</p>
<p>Since the 27-mile M6 toll around Birmingham was opened in December 2003 it has produced poor traffic figures while drivers have been hit with hefty price rises.</p>
<p>&#8216;We have seen with the M6 toll that drivers can be turned off by the imposition of charges,&#8217; said AA president Edmund King.</p>
<p>&#8216;There is already a toll to get into Wales on the Severn Crossing but no toll to get out. There is no doubt that the M4 around Newport needs improving. At the moment if there is a bad accident and the road is closed there is no real alternative for drivers.</p>
<p>&#8216;But if the road is tolled it reduced its economic effectiveness as a lot of people will be put off using it and will simply avoid it.&#8217;</p>

<p>An M4 relief road has been proposed before but was dropped on cost grounds. Other schemes Mr Osborne is looking at as part of a major road-building announcement include improvements to the A303 &#8211; the road that passes Stonehenge in Wiltshire.</p>
<p>Other projects may include making all the section of the A1 north of Newcastle a dual carriageway and improvements to the A47 in Norfolk.</p>
<p>Mr King said: &#8216;Bits of the A1 north of Newcastle are dual carriageway and bits are single carriageway. It certainly needs dualling although the Highways Agency has pointed out that traffic flows are far less heavy than those south of Newcastle.</p>
<p>&#8216;The A47 in Norfolk is an accident blackspot so improvements there would be welcome.&#8217;</p>
<p>Australian investment firm, Macquarrie Infrastructure Group has raised toll charges repeatedly for cars since it won the contract to build and run the M6 toll-road until 2054. Prices were £2 in 2004 and today they stand at £5.50, which equates to an increase of 175 per cent, making it one of the most expensive stretches of toll-road in Europe.</p>
<p>It was initially designed to take up to 100,000 vehicles a day but it has been suggested it is running at only one-third capacity and well below predicted traffic levels.</p>

<p><em>VietNamNet Bridge – Hanoians’ habit of going to pavement food shops have been tormenting themselves. The coal stoves at the food shops have created so many smoky streets in the capital city.</em></p>

<p>The smoky streets begin a “new working day” after noon, when servers of the pavement food shops begin making a fire for their coal stoves. On the Thai Ha Market area alone, where there are tens of duck and dog meat shops located, tens of stoves begin operating, thus generating so many black columns of smoke.</p>
<p>Local residents say the black smoke is a part of their lives over the last many years. They especially feel stuffy and oppressive with the smoke on sunny days. The smoke gets thicker at 5 pm or 6 pm, when the pavement shops get most crowded and the stoves run at full capacity.</p>
<p>“Pavement shop” is the most suitable word to talk about the shops: everything is done on the pavement, from meat cutting, processing, roasting to serving. Of course, the coal stoves are also located on pavement, a good idea to reduce the air pollution to the shops’ owners. Especially, pavements have also been turned into the car and motorbike parking areas.</p>
<p>Wearing a protective mask, Nguyen Thi Ly, a local resident on Tran Quang Dieu Street, said she suffers the burnt smell everyday, because she has to pass the Thai Ha Market to go having physical exercises.</p>
<p>“We breathe the terrible smell every day. It is a mixture of the smell from burnt meat, fresh meat, the smell from nearby sewers and the dust from the street,” she complained.</p>
<p>Another resident said a lot of old people and children have caught respiratory diseases since the day the “restaurants” arose. “My friends and relatives say they hesitate to come to see me at home because they are afraid of the smoke. Meanwhile, those, who come across the area, always have to wear protective masks,” she said.</p>
<p>Local residents dare not leave their windows open, because they fear the wall would get smoky one day. Meanwhile, children have to stay inside instead of going out to enjoy the fresh air.</p>
<p>“Look at the trees nearby the pavement shops and you can see they have got black and oily with the smoke from the shops,” Thu, a housewife, said.</p>
<p>The “duck restaurant complex” on Lang Road is also a well-known smoky street in Hanoi. However, the local residents here may feel luckier than the ones on Thai Ha market area, because Lang road is large enough for tens of smoke columns.</p>
<p>However, Cu Thanh Hai, an office worker, said the situation would be terrible when there is the traffic jam. Hundreds of people would have to inspire the smoke from the motorbikes, cars and the smoke from the pavement shops at the same time.</p>
<p>Bach Thu Huong, who lives on Nguyen Huu Tho Street near the Linh Dam Lake, where there is the “biggest roast duck center in Hanoi,” complains that she doesn’t know what to do to escape from the pollution. “If I return home soon, I would have to bear the smoke from the pavement duck shops. But if I return home late, I would not be able to avoid the waste water and garbage thrown into the street,” she complained.</p>

<content:encoded><![CDATA[<p>Nelson Mandela has been re-admitted to hospital in Pretoria, South Africa, over a recurring lung infection. The former South African president, 94, is said to be responding positively to treatment after being admitted around midnight on Wednesday night.</p>
<p>Few details have been given regarding his condition, although a spokesperson for the hospital says he is receiving &#8216;the best possible expert medical treatment&#8217;. Jacob Zuma, the current president of South Africa, has called for &#8216;the people of South Africa and the world&#8217; to pray for him.</p>
<p>‘We have full confidence in the medical team and know that they will do everything possible to ensure recovery,’ he added.</p>

<p>Olympic cycling star Sir Chris Hoy was caught up in a fatal earthquake that struck central Taiwan early today.</p>
<p>He was staying with his wife in a hotel in Taichung, about 64km (40 miles) north of the earthquake&#8217;s epicentre in the mostly rural county of Nantou. The 6.1-magnitude quake killed one person and left at least 19 others injured after they were hit by by falling objects on the east Asian island.</p>
<p>Sir Chris, 37, wrote on Twitter: &#8216;In Taichung, just experienced my first proper earthquake! Building shaking and swaying, light fittings &#38; pictures falling off the walls!&#8217;</p>
<p>He added: &#8216;Wow, it felt pretty scary here on the 15th floor of our hotel!&#8217;</p>
<p>His wife, Sarra, also tweeted: &#8216;The earthquake has stopped but I&#8217;m still shaking.&#8217;</p>
<p>The quake, which occurred at a relatively shallow depth of 15km (9 miles), was felt throughout Taiwan, the Central Weather Bureau said.</p>
<p>Buildings swayed in the capital, Taipei, and sections of the high-speed rail were suspended from service to be inspected for damage.</p>
<p>A 72-year-old woman became the first known fatality, emergency officials said. She died when a temple wall she was standing next to collapsed and crushed her in Nantou, they added.</p>
<p>Sir Chris - the most successful Olympic cyclist of all time - was yesterday unveiled as a champion for Glasgow&#8217;s bid to host the 2018 Youth Olympic Games. Other Olympic stars backing the bid include rower Katherine Grainger, silver medal-winning swimmer Michael Jamieson and taekwondo gold medallist Jade Jones, Team GB said.</p>
<p>Sir Chris is an 11-time world champion, six-time Olympic champion and has won a total of seven Olympic Games medals &#8211; six gold and one silver.</p>
<p>With his three Olympic gold medals in 2008, he became Scotland&#8217;s most successful Olympian, the first Briton to win three gold medals in a single Olympic Games since Henry Taylor in 1908 and the most successful Olympic cyclist.</p>
<p>He won a further two gold medals at London 2012, making him the most successful British Olympian of all time in terms of gold medals, and the joint most decorated athlete with fellow cyclist Bradley Wiggins.</p>

<p>Parents try hard not to make a scene in front of the children&#8230; but they may now also have to bite their tongues when the little ones are fast asleep.</p>
<p>The sound of angry adult voices is disturbing to babies whether or not they are awake, research shows.</p>
<p>Slumbering infants regularly exposed to rows will learn to recognise shouting as a danger sign and – in later life – are more likely to become stressed and emotional during arguments.</p>
<p>Twenty babies aged six to 12 months were hooked up to an MRI scanner for the research, published in journal Psychological Science.</p>
<p>Their brains were monitored as they slept to see how they responded to different tones of voice, including very angry, mildly angry and happy. Results showed babies whose parents rowed most often reacted more strongly to the very angry tone, in brain areas linked to stress and emotion regulation.</p>
<p>The US researchers warned that the brain ‘plasticity’ which makes babies so adaptable to the world around them can also leave them vulnerable to stress.</p>
<p>Too much exposure to rows can even put them at risk of stunted development, the University of Oregon team claims.</p>
<p>‘These findings show babies are not oblivious to parents’ conflicts, and exposure may influence the way their brains process emotion and stress,’ said study author Alice Graham.</p>

<p>Traffic-related deaths have hit worrying levels in Indonesia amid an economic boom that has seen a growing number of people aspire to own a motor vehicle, a report from the World Health Organization indicates.</p>
<p>The Global Status Report on Road Safety 2013, released on Thursday, noted that 1.24 million people died on roads around the world in 2010, a figure it deemed “unacceptably high.” The reported death rate on Indonesia’s roads was put at 31,234, although the real figure could be as high as 47,673, the WHO said.</p>
<p>“Rapid motorization in Indonesia over the past few decades has been accompanied by an increasing number of road traffic fatalities,” the report said.</p>
<p>Motorcyclists accounted for the biggest segment of fatalities, at 36 percent, followed by bus passengers at 35 percent. Pedestrians were the next most vulnerable at 21 percent, while car drivers and passengers accounted for just 1 percent of fatalities.</p>
<p>The high number of fatalities among motorcyclists reflects the dominance of two-wheelers on the country’s streets. Of the nearly 72.7 million registered motor vehicles in Indonesia, the WHO report identified 60.1 million as motorcycles.</p>
<p>It also noted that while motorcycle drivers wore a helmet in 80 percent of cases, their passengers only wore a helmet 52 percent of the time.</p>
<p>Speeding was also highlighted as another factor. The report said that while national speed limits were in place, their enforcement by authorities was poor, rating just a four on a scale of zero to 10, with 10 representing the tightest enforcement possible.</p>
<p>“The world is rapidly motorizing, and as this report shows, more concerted action is needed, and it is needed now,” said Margaret Chan, the WHO director general.</p>
<p>“Without this, we can expect a rise in the number of deaths and injuries on our roads.”</p>
<p>But the report also noted that Indonesia’s data collection on traffic accidents had improved since the passage of legislation in 2009 requiring that information from insurance companies and hospitals be taken into account along with police reports.</p>
<p>“Although the government suspects that there is still underreporting in road traffic fatality data, improved data collection methods have allowed road safety planners to specify more precise and realistic targets for reductions in fatality levels over the next 10 years as part of their new National Road Safety Plan,” it said.</p>

<p>During the recently concluded Road Safety Summit, Metropolitan Manila Development Authority (MMDA) General Manager Corazon Jimenez encouraged local chief executives to build a park for children to learn the proper behavior of pedestrians and motorists on the road.</p>
<p>&#8220;At a young age, children should be oriented about traffic safety signals, measures and proper behavior so that they will grow up being disciplined motorists and pedestrians,&#8221; she said.</p>
<p>Located in front of Manila Zoo at the corner of Adriatico Street and Quirino Avenue, the MMDA&#8217;s Children Road Safety Park features miniature road signs, pedestrian lanes and footbridges, where children can act as pedestrians or motorists.</p>
<p>Jimenez disclosed that the construction of the 4,800 square-meters of park cost the MMDA P7 million. Although costly, investing in the education of children on road safety and traffic discipline is a significant deterrent to the rising number of injuries and deaths among pedestrians, most of whom are under schooling age.</p>
<p>Transportation Assistant Secretary Dante Lantin, for his part, stressed the need for improved measures to protect pedestrians during the Road Safety Forum themed &#8220;Pedestrian Safety&#8221; held last week in Pasay City.</p>
<p>He said government statistics show that pedestrians constitute around a quarter of the 1.3 million annual global road deaths, many of whom are children and older people from the low and middle income countries such as the Philippines.</p>

<p>An inter-agency committee will be set up to review safety measures on the road for pedestrians and cyclists.</p>
<p>Speaking in Parliament on Wednesday, Parliamentary Secretary for Transport Muhammad Faishal Ibrahim, who will be chairing the committee, said an action plan will be developed for the next five years.</p>
<p>On pedestrian safety, the committee will pay special attention to the needs of the elderly and school children.</p>
<p>This include possibly reducing speed limits around schools and providing additional infrastructure such as speed humps, flashing LED lights and more signage.</p>
<p>Road safety education will also be reviewed, with the aim of customising the safety message for different groups of road users.</p>
<p>Several MPs had spoken on recent accidents involving children &#8211; including one in Tampines where two brothers were hit and killed by a cement truck.</p>
<p>&#8220;The tragic incident in Tampines in January would not have been so devastating if the vehicle involved were not a cement mixer. LTA (Land Transport Authority) currently forbids cement trucks to go on the expressway. Can heavy vehicles be restricted near school zones and heavy pedestrian areas too?&#8221; asked MP for Tampines GRC Baey Yam Keng.</p>
<p>Associate Professor Muhammad Faishal replied: &#8220;LTA works with agencies and contractors to try to ensure that heavy vehicles accessing construction sites avoid areas with high pedestrian activity and schools. However, this may not always be possible, depending on the location of the construction site. In all cases, clear warning signs are put up around construction sites to alert road users of the movement of heavy vehicles.</p>
<p>&#8220;LTA is working with Mr Baey to review the routes taken by heavy vehicles in Tampines. The committee will review Mr Baey&#8217;s other suggestions for a penalty system for employers and hirers of drivers of heavy vehicles, and installing video recorders in all heavy vehicles.&#8221;</p>
<p>More will also be done to better protect cyclists.</p>
<p>Existing signs alerting motorists to the presence of sports cyclists along popular training routes will be put up by the middle of the year. These popular routes include Tanjong Rhu and Yishun.</p>
<p>Another initiative is to paint new markings at zebra crossings well-used by cyclists.</p>
<p>The new markings will undergo trials at three locations around Tampines, starting Wednesday.</p>
<p>Bicycle crossings for cyclists will also be built where space permits such as Tampines and Sembawang.</p>
<p>Associate Professor Muhammad Faishal said the government will prioritise resources to build more off-road cycling paths.</p>
<p>Another 90 more kilometres of cycling paths will be developed to several more HDB towns, bringing the total network to some 210 kilometres to more than half of all HDB towns by 2020.</p>
<p>Where possible, existing Park Connectors will be linked to nearby MRT stations so that cyclists need not go on the road.</p>
<p>LTA is also studying the feasibility of building cycling paths at major industrial estates so that workers in the estates have the option of cycling within the estate and to and from the nearest MRT station.</p>
<p>600 more bicycle racks will be built at 12 more MRT stations by the third quarter of next year.</p>
<p>LTA is also planning a pilot bicycle-sharing scheme at the Jurong Lake District.</p>
<p>&#8220;Currently, the plan is to conduct the pilot at the Jurong Lake District, which will have a comprehensive network of cycling paths by end-2015, and a mix of different land uses that will provide strong demand for the shared bicycles throughout the day. We will request proposals from the industry in the coming months. We will also consider piloting bicycle sharing in one of the cycling towns if there is interest from the community,&#8221; said Associate Professor Muhammad Faishal.</p>
<p>He also added Singapore has a fairly good track record in road safety compared to other countries.</p>
<p>Last year, the road fatality rate was 3.2 per 100,000 persons, an improvement from 3.8 in 2011.</p>
<p>However, additional measures will be put in place to enhance safety at locations with a high occurrence of accidents under the &#8220;Black Spot Programme&#8221;.</p>
<p>They include advance warning lights to alert motorists to stop.</p>

Warnings of Ice have been issued by the Met Office as further disruption to travel is expected. A flood warning for parts of south west England has also been issued.<br />

<content:encoded><![CDATA[<p>So for the last week I&#8217;ve been out on the road playing some gigs on my own, talking to strangers on trains, eating in weatherspoons, catching up with friend and family and making new connections along the way I hope I can keep. </p>
<p>Tuesday night it all kicked off at Hootenanny Inverness, a place I&#8217;ve played many times before and always enjoy the challenge of that bar. Get them early or not at all. I believe is how it works in the business, what business it is. </p>

<p>Edinburgh treated me with love and open arms on Wednesday night, with a show at Pivo. Thank you to Holly and Simon for the opening sets, and to those known and unknown who turned up to listen to a tall ginger guy talk about his feelings and play acoustic guitar for 45 min.<br />
I&#8217;ve always had mixed feeling about that city but I got to say I loved Pivo. Davey is a true gent and I hope more acts rock his venue. Christian and Lily, your radio show is awesome, I hope to come back and talk about re-painting paintings. </p>

<p>Glasgow, home from home. I wish I had more time with you, but the short 19 hours I was in you were wonderful! First time playing at the newly opened Broadcast, was a blast. A good crew of familiar faces filled the audience and continued boozing after. Love it. A huge thank you to Erin Todd for opening up the show and to T.G. Elias, coming all the way from Manchester, for an incredible set. </p>
<p>A fee beers worse for ware I retired to the country side to visit the family. It&#8217;s always interesting to see how things change at home with the passing of time, my sister on the phone, nearly finished University. The granny, fighting fit and who I&#8217;m sure will out live us all, still asking when I&#8217;m going to university, and the parents in love and enjoying life in a quiet house, free of teenagers! </p>

<p>With pilot projects along four metro corridors and another pilot project near Karkardooma getting in-principal approval for the first phase of transit-oriented development (TOD), the UTTIPEC (Unified Traffic and Transportation Infrastructure Planning and Engineering Centre) on Thursday kick-started its efforts to develop a vision and strategy to ensure successful implementation of its ambitious plans for a mass-rapid transport system in the Capital.</p>
<p>The UTTIPEC, which is a division of the Delhi Development Authority, will conduct at least 25 workshops in the months ahead focusing on the metro corridors between Chattarpur to Arjangarh and Peeragarhi to Teekri Kalan. The workshops will aim to raise awareness about the TOD policy and incorporate the concerns that various stakeholders like the DMRC, DTC, private transporters, road-owning agencies, private developers, NGOs, RWAs and other experts are bound to have about the system.</p>
<p>In presentations made on Thursday, UTTIPEC planners emphasised that the TOD system would hinge on building a transport system friendly to walkers, cyclists and women, and would make public transport the first choice of travel for all sections of society.</p>
<p>The TOD aims to build mass-rapid transport hubs that will have an inner zone of 300 metres radius called the intense-zone that will give preference to high-density mixed use development, pedestrians and non-motorised transport, and two more concentric zones of 800 metres and 2 km with high-density street network and equitable distribution of road space.</p>
<p>The workshops will develop strategy and plans on nine themes including the visualising of the TOD-based development, economic feasibility and market testing, strategy for sustainable infrastructure, strategy for incentivising redevelopment, strategy for effective parking, transfer of development rights and its implementation, strategy for sustainable transport infrastructure, and a strategy for rolling out the TOD.</p>
<p>A design competition will also be held for selecting models for retrofitting, redevelopment and green-field development that will be exhibited across the city which will then be subjected to extensive testing.</p>
<p>Lieutenant-Governor Tejendra Khanna said the current state of affairs where all streets and roads are being dominated by motorists was not sustainable. “Delhi is facing a severe requirement of highly-professional approach. Right now the plans and concepts are right. If implementing agencies are committed, we can bring a positive transformation to the city.”</p>
