<blockquote><p>From west African coastal states such as Guinea-Bissau the drugs pass through Mauritania, Mali and Niger before ending up in Libya or Egypt. From there, law enforcement officials suspect the drugs are hidden in containers on board cargo ships, which are less likely to be searched than those from Latin America.</p>
<p>Intelligence agencies are studying claims that the airstrip in Mali is under the control of one of al-Qaida&#8217;s most powerful franchises, raising concerns that Africa&#8217;s burgeoning role in the cocaine trade is now funding terrorism.</p>
<p>It is not only al-Qaida that may be involved. A briefing prepared for the US Congress speculated that west Africa&#8217;s substantial Lebanese trading community – strong supporters of Hezbollah – have been buying the drug from the paramilitary group Farc, the Revolutionary Armed Forces of Colombia.</p></blockquote>

<content:encoded><![CDATA[<div class='snap_preview'><p>A <a href="http://www.alertnet.org/thenews/newsdesk/LR100816.htm">television spoof of the Chadian army</a> is attracting fans and anger:</p>
<blockquote><p>Brandishing a radio in one hand and a baton in the other, &#8220;Commandant Alkanto&#8221; barks abuse in a mix of crude French and local Arabic dialects at a rag-tag bunch Chadian soldiers on parade in the baking sun.</p>
<p>In another film clip, Alkanto is roused from his nap under an acacia tree to deal with a group of village elders whom he literally kicks into army prison with his trademark gammy leg.</p>
<p>The result is an unlikely local hit &#8212; a series of comedy films about the shortcomings of the military in Chad, a poor central African state accused of frittering away its oil wealth on the army rather than bettering the lives of its population.</p>
<p>&#8220;I received threats from the military but that encouraged me to continue,&#8221; Haikal Zakaria, the bank manager-turned actor who created and plays Alkanto, told Reuters in an interview. &#8220;Chadians welcome the work of Alkanto. They appreciate the message that he puts across in his sketches,&#8221; he added.</p>
<p>In the hit film &#8220;Brigade Mobile&#8221; Zakaria pokes fun at military units who are meant to control customs and prevent smuggling but in fact do little but harass citizens. His character Alkanto is a proud but illiterate officer who, when not castigating soldiers for shoddy uniforms, is telling them to stand ready to fight to defend the &#8220;dishcloth&#8221; &#8212; a term he uses for Chad&#8217;s national flag.</p>
<p>The message is an indictment of the state of the military in Chad. Having come to power in a coup and a wave of optimism in 1990, President Idriss Deby&#8217;s time in power has been marked by flawed elections, coup attempts and eastern rebellions.</p></blockquote>
<p>VOA had a ton of interesting articles this week, four of which I&#8217;ve linked here. The first concerns <a href="http://www1.voanews.com/english/news/africa/west/Nigerias-Bad-Roads-Are-Getting-Worse-74805987.html">road quality in Nigeria</a>.</p>
<p>IRIN reports that <a href="http://www.irinnews.org/Report.aspx?ReportId=87173">attacks by suspected LRA units are still a big problem in Southern Sudan</a>:</p>
<blockquote><p>Suspected Lord&#8217;s Resistance Army (LRA) fighters have attacked Nzara region of Southern Sudan at least three times this month, forcing civilians to flee their homes, local officials said.</p>
<p>Several armed groups operate in the region – including Ugandan and southern Sudanese soldiers hunting the LRA since peace talks failed in 2008. The recent attacks, however, bore the &#8220;typical signs&#8221; of LRA raids, they said.</p>
<p>&#8220;The LRA continue to harm us, killing and burning homes,&#8221; said Col Sentina Ndefu, commissioner of Nzara county, one of the hardest hit regions in Western Equatoria state.</p>
<p>The November attacks, she added, left at least seven people dead and eight abducted, indicating that the LRA were still active &#8211; despite ongoing military operations against them and humanitarian efforts to support those affected.</p></blockquote>
<p>Two journalists, a Canadian and an Australian, have been freed after fifteen months of <a href="http://www1.voanews.com/english/news/africa/east/Kidnapped-Journalists-Leave-Somalia-After-Being-Released-74699367.html">captivity in Somalia</a>. Meanwhile, morale runs low among <a href="http://www1.voanews.com/english/news/africa/central/AU-Envoy-Says-AMISOM-Troop-Payments-Remain-In-Arrears--73895107.html">AU troops in Mogadishu</a>, who have not been paid since May.</p>
<p>Low rainfall is affecting autumn <a href="http://www1.voanews.com/english/news/africa/Poor-Rains-in-Africas-Sahel-Mean-Below-Average-Harvest-76131657.html">harvests in the Sahel</a>, driving up food prices for staple crops in countries like Niger even as countries like <a href="http://www.irinnews.org/Report.aspx?ReportId=87206">Burkina Faso continue to grapple with damage from floods</a> earlier this fall.</p>

<p>In case you are thinking of purchasing the new global version of Amazon&#8217;s Kindle for Christmas, be aware that there are still quite a few places that the global version will NOT work.  I was disappointed to find that the new version still will not work in my country.</p>
<p>Apparently the new global version will only work in SOME countries.   I thought it would be helpful to most expats to have a complete list of which countries it will, or will not work in (below).</p>
<p>It&#8217;s also interesting to note the PATTERN of groups of countries where the Kindle doesn&#8217;t work&#8211;some countries probably lack satellite coverage or delivery systems, while others probably don&#8217;t WANT readers to be able to download whatever they want by satellite.</p>

Pertanyaannya adalah yang bersangkutan karena itu di mana sisa pemilih potensial sebagai keluar dari juta pemilih terdaftar hanya kurang dari juta suara di tahun </p>
<p> Fakta yang keras tidak dapat ditebus karena lebih dari juta orang dengan hukum Nigeria berhak untuk memilih termasuk mantan narapidana dan de-waralaba. </p>
<p> Maka penjumlahan etika berikut adalah meletakkan kiasan </p>
<p> juta remaja berusia dan di atas tidak memiliki kartu identitas secara otomatis menghilangkan mereka dari proses pemungutan suara. <br /> Sejumlah besar dari mereka tidak memiliki akte kelahiran karena mereka tidak ada. <br /> Mayoritas dari pemuda yang memiliki suara yang apatis terhadap seluruh proses. Mereka merasa suara mereka tidak akan membuat berbeda. <br /> Bagi pemuda yang pemungutan suara mayoritas juta suara untuk alasan yang salah seperti pemilihan pemimpin dari kelompok-kelompok etnis mereka meskipun mereka tidak pantas pemilihan orang-orang yang paling dished keluar uang <a href="http://mengembalikanjatidiribangsakita.wordpress.com" title="mengembalikan jati diri bangsa"><b>mengembalikan jati diri bangsa</b></a> tekanan teman sebaya dan sering kali tekanan dari satu keluarga untuk memilih pemimpin tertentu sebagai blok. <br /> Sebuah persentase besar pemuda menonton di pinggiran <a href="http://mengembalikanjatidiribangsakita.wordpress.com/2009/11/11/kebangsaan-mengembalikan-jati-diri-bangsa-cara-cari-sempurna-judul-for-your-pasal/" title="Kebangsaan">Kebangsaan</a> karena mereka tidak memahami pentingnya berada di partai politik secara khusus dalam politik arus utama sangat krusial keputusan tentang sebuah bangsa yang dibuat. <br /> Pendidikan kewarganegaraan belum sepenuhnya dimasukkan dan menekankan bahwa ada pemuda yang pemimpin-pemimpin besar dan jasa kesempatan. </p>
<p> Adapun orang-orang muda dalam politik arus utama yang mereka hadapi sebagai berikut </p>

<p> Dalam hal proses kerja seperti proses politik dan struktur paradigma pembangunan kaum muda memiliki tingkat pengangguran tertinggi dan dalam banyak hal yang paling rentan terhadap penghancuran sosial yang disebabkan oleh pengangguran dan kemiskinan. Pada saat yang sama mereka adalah janji masa depan dan kegagalan untuk berinvestasi dalam generasi muda memaksakan kendala besar pada potensi untuk pengembangan selanjutnya. Apakah itu investasi dalam penciptaan pekerjaan yang layak bagi kaum muda yang meningkatkan ekonomi dan menurunkan permintaan terhadap pelayanan sosial atau apakah akan mendukung model rekan rekan HIV / AIDS pendidikan atau mendukung pemuda dalam menciptakan ketahanan pangan bagi masyarakat mereka penelitian telah menunjukkan bahwa berinvestasi dalam mendatangkan pemuda pemuda dan sehat sehat masyarakat </p>

<p> Penciptaan sumber daya pemuda yang berbasis perkotaan pusat bahwa pemuda yang dipimpin langsung mendukung isu-isu pembangunan seperti Youth Development dan rehabilitasi sebuah program yang didirikan oleh berbagai negara bagian dan pemerintah lokal di Nigeria terutama mencolok di Delta Nigeria Barat Utara dan Timur kawasan geopolitik negara. Fokus hub ini akan menjadi ruang bagi pemuda untuk mengorganisir pemuda-dipimpin program di bidang pembangunan ekonomi pencegahan kekerasan dan pemberian pendidikan dan pelayanan tentang HIV / AIDS. Strategi ini lebih lanjut diuraikan di bawah ini. </p>

<p> Mendorong pemuda dalam pembangunan bangsa adalah sesuatu yang berorientasi karakter dan jika para pemimpin kita di pemerintahan membenci masalah-masalah menonjol ini maka mencolok bahwa mereka mengambil keuntungan dari kekerasan dan rawa nasional saat ini. </p>
<p> PEMUDA DAN BANGUNAN JARINGAN </p>

<p> Memfokuskan dan lingkup kepemimpinan seharusnya tidak terbatas pada politik dan tingkat nasional itu harus melampaui batas-batas ke tingkat regional dan internasional. Kita harus dapat memiliki perwakilan pemuda kompeten di lembaga semacam itu. Hal ini penting untuk menyesuaikan sistem nilai diterima secara universal memperluas pengetahuan kita dengan membuka diri pada apa yang para pemimpin pemuda dan pemimpin dari kelompok usia lainnya dan negara terlibat dalam belajar dan beradaptasi yang paling berhasil. </p>
<p> Dalam rangka mengimplementasikan inisiatif pemuda secara nasional maupun lokal semua pemangku kepentingan dalam kesadaran dan mobilisasi pemuda harus kick-off dengan gaya mereka sendiri dibarengi dengan perundang-undangan kampanye pendanaan di mana agenda yang ditetapkan dan diakses oleh sebuah komite. Fokus utama dari kemitraan ini akan mengambil inisiatif lokal pemuda nasional sebagai ekspresi oleh pernyataan Misi dari Dewan Pemuda Nasional Nigeria NYCN dan National Youth Initiative Forum NYIF dan ini adalah untuk memastikan hal itu membawa mereka semua secara kolektif ke tingkat di mana mereka dapat dibagi dengan pemuda lain para peneliti dan pembuat kebijakan. <title><![CDATA[Leprosy Eliminated?]]></title>

<p>You know that you have met people that have truly suffered when their life’s endurance is so clearly reflected in a simple portrait photograph. It is not a question of having the skill to capture a fleeting moment when they betray their horrific memories, but it is permanently engrained on their wind-swept, sun-gnarled, often grossly disfigured faces. Faces devoid of joy, where survival doesn’t seem important.</p>
<p>I travelled to the Terai region of Nepal for 6 weeks in February 2009 to photograph at Lalgadh Leprosy Services Centre (LLSC) on behalf of the Nepal Leprosy Trust. By the end of my six weeks there I decided to start a photographic project about leprosy across the world.</p>
<p>Leprosy is a curable air-borne (in water droplets) bacterial disease that affects the peripheral nervous system and the skin. The loss of sensation can lead to severe disability, including the loss of digits and limbs, blindness and drop-foot.  Equally as devastating for those affected is the stigma that surrounds the disease. Discovery that a person has leprosy can lead to complete social exclusion.</p>
<p>Leprosy is not a new disease; it is an ancient one. So old that most of the world, certainly the developed world, has forgotten it exists. Indeed, the World Health Organisation sets the point at which elimination officially occurs at 1 case in 10,000 people, and according to official statistics, all countries – except Nepal, Brazil and Timor-Leste – have this status. The assumption of the public in the West that it is practically non-existent is therefore understandable. Yet leprosy remains a huge problem in countries all over the globe today.</p>
<p>In 2007, the WHO counted 17 countries that had over a thousand new cases of Leprosy. However, these figures are likely to be – in some cases large – underestimates. These countries have been under a great deal of pressure to reach the target of ‘elimination’. Official figures are often tampered with in order to meet criteria; for example, immigrants with the disease may not be registered. In cases like in Nigeria, doctors I have met say that the numbers of cases they have seen simply don’t match up to figures that have been recorded.</p>
<p> Soon Nepal will reach the official elimination figure, joining all the other countries that have supposedly conquered the problem. But even if the figures were correct, there still remains in these countries a <em>humanitarian crisis. &#8220;</em>Elimination” does not mean &#8220;no leprosy&#8221;; rather, it means that it is no longer a &#8220;public health problem&#8221;.</p>
<p>The definition of “leprosy” is confined to those in whom the bacteria are active. Once treatment is completed, they are not – officially – leprosy sufferers anymore. This is true from a medical perspective, yet the ulcers continue to develop and disabilities and deformities remain. And so the sufferer is still very much a ‘leper’, still vulnerable to intense stigma from the unsophisticated societies whose margins they inhabit.</p>
<p> It&#8217;s a crisis because people affected by leprosy stand at risk of isolation. It&#8217;s a crisis because the unaffected world now believes there is no longer a problem of leprosy – it has been &#8220;eliminated&#8221;. It&#8217;s a crisis because people don&#8217;t perceive any need to put money into a problem they have been led to believe no longer exists – no need to support places like Lalgadh. Future funding in Nepal is being cut as it nears “elimination” status, just as it has been in other countries around the world.</p>
<p>The situation for charities like The Leprosy Mission (TLM) and the Nepal Leprosy Trust (NLT) has got even worse in recent times due to the recession. I was in Nigeria for 5 weeks from July 2009 and in that time TLM Nigeria had to sack 6 (of their 50-odd) full-time staff because of budget cuts due to lack of donations.</p>
<p>Part of the reason leprosy does not get the attention it deserves is because it does not affect western society – actually that’s not quite true; there are currently around 5000 cases of leprosy in the United States. Still, leprosy is only present in very poor societies where a poor diet and lack of sanitation mean a poor immune system; allowing the leprosy to infiltrate the body. As it (generally) doesn’t affect the west very little money has been put into it compared with what it needs to stamp out the bacteria, marginalisation and to care for current disabilities.</p>
<p>Khokana, a Leprosy colony outside Kathmandu is an example of the inhuman segregation that the leprosy stigma causes. There are around 250 people living on the colony, 160 of which have a disability caused by leprosy. The rest are family who have no choice but be brought up on the colony. It’s only funding comes from the government. Each ‘leper’ gets 400 rupees (about £3.40) per month to live off. Even in Nepal this is nowhere near enough to live on. The fact that a government funds (very poorly) a society to prevent reintegration (which supports the public notion that leprosy is incurable and very contagious) is as far as I can see totally inhumane.</p>
<p>Dr. Hugh Cross (of ALM) told me once of a woman he met in Nepal. He mentions her in the introduction to a collection of stories he gathered from a number of interviews with leprosy-affected individuals from Nepal:</p>
<p>“A character who was not included is one who probably had the most profound influence on the conception [of this compilation of interviews]. It was through her that I began to see beyond my own interpretation of suffering. She is a small woman called Thamini Majhini. She is an illiterate hill woman, shrivelled by hardship.  Her amputated foot is obvious to the onlooker, but was not mentioned by her as being disabling so I asked her about it. It transpired that she had leprosy for many years and was not treated. The leprosy left her with an anaesthetised foot which developed an ulcer. Because of the ulcer the villagers ostracised her, leaving her to catch fish and range through the jungle for food.  She will tell you that hunger and pain are not real hardships, they are a way of life for everybody (in her world at least) as is the rain that causes her shack to fall in year after year. Hardship is being excluded from the quarrels and intimacies of family; it is being snagged out from the flimsy fabric of village society. These she could not tolerate.  Such was her sense of desolation that one day she accosted two men on their way to cut bamboo. Having cunningly convinced them to lend her a khukri (a heavy, curved multi-purpose metal knife) to cut a branch she walked over to a fallen tree trunk, put her foot on the tree and hacked it off with the borrowed blade.”</p>
<p>I’ve seen begging many times before. In Kathmandu I saw beggars that had deformities from diseases like polio, TB and leprosy. I do not condone begging, though I had to admit that the only begging I’d seen until Nigeria was in touristy cities like London, Prague and Kathmandu.</p>
<p>One of the last places I visited in Nigeria was a town called Kuta. There I met an old man called Mohammed Damargo; he has one arm with half a hand with no fingers, no toes, and worn away palette and lips so he can’t speak clearly. Each day his son takes him to market in a wheelbarrow to beg. He has little control over his mouth and lips, and finds it nigh on impossible to eat anything else other than dried maize corn. His life is begging to fellow Nigerians barely better-off than he, in a very poor town at the wrong end of a country with alarmingly unfair wealth distribution. Yet because of his poor uneducated background and severe disabilities, Mohammed has no other way of finding money to live on.</p>
<p>I do not wish this documentary to be just a record for the future. It must be used to change the present situation in these countries and making the extent and seriousness of a disease that can cause complete social exclusion known to the western world is the first step in truly fighting it.  Perhaps it is naive to think that photographs can have a positive effect on the situation, but I always remind myself of what the humanitarian documentary photographer W. Eugene Smith said: <em>“</em><em>Photo is a small voice, at best, but sometimes &#8211; just sometimes &#8211; one photograph or a group of them can lure our senses into awareness. Much depends upon the viewer; in some, photographs can summon enough emotion to be a catalyst to thought.”</em></p>
<p>I have photographed leprosy in Nepal and Nigeria so far, but I want to visit another 6 countries over the next few years to show how leprosy affects individuals in a variety of societies. Leprosy <em>is</em> curable, and there is no reason why it should still be present today.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><a href="http://www.reuters.com/article/newsOne/idUSTRE5AL12I20091122">Reuters</a> reported yesterday that a buttload (yes, 5,600 constitutes a &#8220;buttload&#8221;) of hitherto undiscovered sea-creatures, including the uncreatively-named &#8220;Dumbo,&#8221; because they have flaps that look like the ears of one unfortunately named cartoon elephant. Said Robert Carney (I see a theme developing here) of Louisana State University, who co-leads a study of the ocean depths as part of a wider international Census of Marine Life (COML):</p>
<blockquote><p>&#8220;The diversity of life in the deep sea is much, much greater than we&#8217;ve believed.&#8221;</p></blockquote>

<p>Really? I&#8217;m a lay-person, and based on what I&#8217;ve seen of Shark Week on the Discovery Channel, I believe there&#8217;s a series of numerous buttloads (see what I did there?) out there in the ocean&#8217;s depths. Among the discovered living sea-creatures was a tubeworm filled with crud&#8230;ehr, crude. Oil that is. Apparently, life, being the wacky rapscallion it is, deemed to evolve this little guy to be able to thrive on the chemicals produced from decomposing oil. </p>
<p>And speaking of fossil fuels, there&#8217;s <a href="http://www.google.com/hostednews/ap/article/ALeqM5hRNvZn0XR0CBEJlkpkEkxnJC2NbQD9C2QJJ00">news </a>from Africa by way of Washington where an announcement came Friday from research buddies <a href="http://www.paulsereno.org/paulsereno/">Paul Sereno </a>and <a href="http://larssonlab.wordpress.com/">Hans Larsson</a>, of the University of Chicago and McGill University, respectively, detailing the discovery of three new extinct crocodile fossils. Among them were <em>Kaprosuchus saharicus</em>, aka &#8220;BoarCroc&#8221;; <em>Araripesuchus rattoides</em>, aka &#8220;RatCroc&#8221;; and <em>Laganosuchus thaumastos</em>, aka &#8220;PancakeCroc.&#8221; The first was found in Niger, the second in Morocco, and the third seems to have gotten around and was found in both. Said Larsson, presumably with a French-Canadian accent, of the &#8220;BoarCroc:&#8221;</p>
<blockquote><p>&#8220;BoarCroc was a 20-foot-long meat-eater with an armored snout for ramming and three sets of dagger-shaped fangs for slicing. The tusks stuck out above and below the jaw like a modern warthog. This has never been seen before on any crocodile.&#8221;</p></blockquote>
<p>And for good reason, this thing sounds ridiculous. No wonder the thing went extinct, the predecessors of modern crocodiles probably took one look at that thing and went &#8220;you ain&#8217;t putting your genes in <strong>me</strong>&#8221; and swam away much like girls do at the bar when I&#8217;m around&#8230;if we were in a bar&#8230;by a pool. Anyway:</p>
<p>PancakeCroc was also 20-feet-long, but was a squat fish-eater with, get this, a pancake-like flat head, while RatCroc was 3-feet-long and ate plants and grubs. The latter possessed a pair of buckteeth in its lower jaw, which it used to dig for food. This however bore it no dignity, and somewhere along the line it shriveled up and died.</p>

<p>So what did we learn today, class? Life presses forward, despite the mistakes it made in the past and the ridiculous names scientists press onto these poor animals. Of course, then again, they don&#8217;t have to bear the name <em>Homo</em>. Thanks science.</p>

<title><![CDATA[Newsweek, The Sahel, and Terrorism]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>A <em>Newsweek</em> piece on <a href="http://www.newsweek.com/id/223697#">terrorism in the Sahel</a> by Scott Johnson provoked a strong response from <a href="http://themoornextdoor.wordpress.com/2009/11/21/newsweek-on-the-sahel-no-news-and-no-use/">Kal</a>, who writes that while Johnson makes some fair points his article lacks vital historical, geographical, and political context. I have to confess that the piece does not evoke a strong feeling from me. Nonetheless, the debate Johnson has occasioned is more interesting than the piece itself, and both Kal and commenter Tommy Miles have given me a lot to think about.</p>
<p>Specifically, the debate raises the question of how seriously we should take AQIM. Kal does not advocate the &#8220;overreach and aggressiveness&#8221; of 2003, but he argues that Johnson dismisses AQIM too quickly:</p>
<blockquote><p>Simply because the region has yet to be broadly receptive to extremist ideology does not mean that it cannot be [...]</p>
<p>The ability of AQIM militants to break out of prison in 2008, to carry out a suicide bombing not far from the presidential palace this year, and to carry on with recruiting young men even now speaks to the fact that the radicalizing mechanism does exist. The Salafist presence in the Sahel is growing, its social and political views are shaped more by the internationalizing trends in Islamism elsewhere than in local traditions. One can observe this in both Mauritania and <a href="../2009/08/13/malis-family-code-brings-clash-between-islamic-politics-and-state-policy/" target="_blank">Mali</a>. Fifteen years ago, the influence of Salafism or politicized religious people either country was not readily apparent. Changes are happening, quickly. “<a href="http://www.magharebia.com/cocoon/awi/xhtml1/ar/features/awi/reportage/2009/11/06/reportage-01" target="_blank">My Friend Who Disappeared</a>,” a film in which a young Mauritanian explores the fate of a childhood friend who disappeared after joining AQIM, won first place at the Nouakchott Film Festival this year. Clearly, the Mauritanians see the group as a threat, both at the official level where it is a political tool and at the popular level where it is a genuine cause of concern for public stability.</p>
<p>The bigger point is that it does not take broad social approval to launch a destabilizing campaign in a place like the Sahel. What Johnson leaves out, curiously, is the fragility of local governments and the importance of tribalism in the area. In no fewer than three Sahel countries, Mauritania, Niger and Guinea, there have been important and disappointing disruptions of constitutional government in the last ten years. Mauritania has seen two coups, the second resulting in a political process of dubious legitimacy tolerated by international actors and many in the political establishment, causing growing popular disillusionment with western wisecracks about supporting democratic government in the region. In Niger, President Tandja shoved through an extension of his presidential term, amid widespread opposition. In Guinea a military coup, led by an artless and shameless captain, recently mowed down protesters, deeply impacting the way many in the region see the fate of resistance. Recent floods have shown that the national infrastructure in the region is especially vulnerable in urban areas. As the political processes in the region turns sour, closing off peaceful outlets for political expression, closing off peaceful outlets for political expression, the likelihood that political order may be put in jeopardy increases.</p></blockquote>
<p>Contrast this point &#8211; and I am not trying to start a flame-war between two people I respect, but rather to advance an important debate &#8211; made by <a href="http://sahelblog.wordpress.com/2009/11/21/saturday-links-somali-pirates-east-african-community-trade-deal-china-and-senegal/#comment-367">Tommy Miles</a> here. Tommy writes that AQIM militants don&#8217;t have an</p>
<blockquote><p>ice cube’s chance in hell of being successful amongst the communities to the south of the Sahara [...]</p>
<p>The fact is, AQIM militants are hiding out in Mali cause the area is not policed, is near areas they have actual political interest in, provides them with a great money making business, and because they likely have family connections to some communities of Arab speakers who make up really miniscule percentages of the population of Mali and Niger.</p>
<p>Sure, Niger is poor (as an aside, this poverty is mostly rural/seasonal, not a disappointed class of urban shanty town dwellers), and several ethnic groups are “restive.” But why in god’s name would that make them embrace Saudi (or even Algerian) conceptions of radicalism in any great numbers? [...]</p>
<p>People in Kita, Kayes, Tillaberi or Tahoua have their own ways to be “restive”, and they really are unlikely to copy wholesale some imported ideology, especially from a culture with which they have comparatively little contact. How many young Malians look to some Egyptian or Algerian cleric for ideological guidance? I see no evidence that these groups are any stronger in Niamey and Bamako than they were in the early 1990s. In fact, my guess is that they are weaker. Saudi mosque/school construction campaigns are now viewed with more skeptical eyes, as are their versions on Islam. Maybe in the 1980s young men in Bamako might have been surprised to learn the land of the prophet had a very different religious culture from the local marabouts, and been dazzled by their oil wealth. But folks in Bamako get the same satellite TV as other places, and they are well aware that the “purity” of the Islamist ideology is neither more pure than their own traditions, or has brought them a much better life. Do disaffected educated young men in these cities really look to Algeria or Afghanistan and say “that’s our way forward”?</p></blockquote>
<p>Of course, Kal&#8217;s and Tommy&#8217;s points are not irreconcilable. AQIM could certainly pose a growing challenge to the regime in Mauritania, but I would also be surprised to read of a suicide bombing in Bamako. If much of AQIM&#8217;s core group of fighters and political impetus still comes out of the fallout from the Algerian civil war, it is plausible that their political appeal diminishes the further from Algeria one gets &#8211; unless they can tap into strong local political grievances as perhaps they have in Mauritania. That still leaves us with the question of AQIM&#8217;s significance (Is it a threat in some parts of the Sahel, but not others? Are political clampdowns inviting greater militancy?), but at least now we&#8217;re getting into a discussion that has some of the context Kal has called for.</p>
<p>[<strong>UPDATE</strong>: I wrote this last night, and Kal has since responded to Tommy <a href="http://themoornextdoor.wordpress.com/2009/11/23/t-miles-puts-tmnd-in-his-place/">here</a>. Kal's suggestion that "that AQIM and other disruptive Islamist tendencies are significantly weaker outside the Arabophone areas of the region" is actually the hypothesis that I was considering earlier this morning.]</p>
<p>Turning to the political import of Johnson&#8217;s piece, I think Kal is right to caution us that the desire to intervene massively in the Sahel is not widespread in the US government. On the other hand, I do get concerned by occasional (and generally vague) calls by elites for the US to &#8220;do something&#8221; in <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/01/AR2009110101774.html">Somalia</a> or elsewhere in Africa. To the extent that Johnson can convince any elites silently hoping for a massive US military presence in West Africa that this is neither necessary nor desirable, I think his piece can play a positive role in the debate.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Nigerian airline Arik Air has announced 2 new international routes to the UK and USA. Beginning 26 November 2009, the airline will begin non-stop flights from Abuja to London (Heathrow), with services between Lagos and New York commencing from 29 November 2009.</p>

<p>Arik Air will fly a 2-class Boeing 737-800 aircraft configured with 20 Premier Class and126 Economy Class seats on the route. Flights will operate 5 times a week on Mondays, Wednesdays, Thursdays, Fridays and Sundays.</p>
<p>&#160;</p>
<p>Flight W3 105 departs Abuja at 1030 hrs, arriving into London at 1605 hrs. The return flight, W3 106, takes off from London (Heathrow) Terminal 4 at 2150 hrs, landing back at Nnamdi Azikiwe International Airport at 0520 hrs the next morning.</p>
<p>&#160;</p>
<p>The flights connect a second Nigerian city to the UK, following the existing Lagos-London flights launched in December 2008. </p>

<p><span style="text-decoration:underline;">Lagos-New York</span></p>
<p>Arik Air will also launch transatlantic flights from Lagos to New York. The airline is the first Nigerian airline to connect the country with the USA in over a decade.</p>

<p>The airline has scheduled the flights to allow for convenient connections at both ends of the route. Flight W3 107 departs Lagos at 2320 hrs and arrives in New York at 0550 hrs the next morning. The return flight, W3 108, takes off from John F. Kennedy International Airport at 2200 hrs, landing back in Murtala Muhammed International Airport at 1440 hrs.</p>

<p>Arik Air will fly 3 times a week on Tuesdays, Thursdays and Sundays using a 2-class Airbus A340-500 configured with 36 Premier Class seats that convert into full-flat beds and 201 Economy Class seats. Premier Class passengers will also enjoy the use of a private bar and lounge area onboard the aircraft, with all passengers offered personal screens and audio-video on-demand inflight entertainment.</p>

<p>I heard that Amazon now has a global version of Kindle.  I was disappointed to find this morning that the new version still will not work in my country.</p>
<p>Since I&#8217;ve wanted one for some time, but have been waiting until they got a version that would work in my country, I checked out their website this morning, only to be disappointed again.  Apparently the new global version will only work in SOME countries.</p>
<p>In case you are thinking of purchasing the new Global Kindle for a Christmas gift this year, since the new version will only work in SOME countries, I thought it would be helpful to most expats to have a complete list of which countries it will, or will not work in.</p>

<p><span style="font-family:Tahoma;">युनिव्हर्सिटी ऑफ शिकागो येथील पुरातन जीवाश्मांचे दोन अभ्यासक</span>, <span style="font-family:Tahoma;">पॉल सेरेनो आणि लान्स लार्सन यांना नायजर देशातल्या </span>Gadoufaoua <span style="font-family:Tahoma;">या भागात हे जीवाश्म आढळून आले आहेत</span>. <span style="font-family:Tahoma;">पृथ्वीच्या इतिहासातल्या क्रेटेशस </span>(Cretaceous ) <span style="font-family:Tahoma;">या युगातले असून साडेसहा ते साडेचौदा कोटी वर्षांपूर्वीचे आहेत</span>. <span style="font-family:Tahoma;">या कालात पृथ्वीवरील खंडे एकमेकाच्या जास्त जवळ होती</span>. <span style="font-family:Tahoma;">हवा उबदार होती</span>. <span style="font-family:Tahoma;">व पावसाचे प्रमाणही जास्त होते</span>. <span style="font-family:Tahoma;">या कारणानी आफ्रिका खंडामधे हिरव्यागार परिसरातून वहाणार्‍या विशाल नद्या होत्या</span>. <span style="font-family:Tahoma;">आता सहारा वाळवंट आहे तो भाग दलदलीच्या स्वरूपात होता</span>. <span style="font-family:Tahoma;">त्यामुळेच महाकाय सुसरीसारखे प्राणी तिथे वास्तव्य करून होते</span>.</p>

<p><span style="font-family:Tahoma;">सध्या आपण पृथ्वीच्या पर्यावरणात</span>,  <span style="font-family:Tahoma;">भू ताप वृद्धीमुळे जो किरकोळ बदल होत आहे त्यामुळे घाबरून गेलो आहोत</span>. <span style="font-family:Tahoma;">पण पृथ्वीचा इतिहास बघितला तर याहून अत्यंत भयंकर बदल पृथ्वीच्या पाठीवर अनेक वेळा घडले आहेत</span>. <span style="font-family:Tahoma;">या प्रत्येक बदलाच्या वेळी जीवसृष्टी नामशेष झाली असली तरी  सुसरीसारखे काही प्राणी या सर्व बदलांच्यातून तावून सुलाखून बाहेर पडले आहेत व म्हणूनच अजून आपले अस्तित्व अजून टिकवून आहेत</span>.</p>

Finally, we may have a solution which addresses both caloric and micronutrient deficient diets: <strong><span style="color:#ff0000;">Plumpy&#8217;nut.</span></strong></p>
<p>The old adage about being able to live off of only beer and peanut butter is almost true in this case, although since we&#8217;re talking about kids &#8211; it&#8217;s peanut butter and powdered milk. The mix also includes powdered sugar and several vitamin supplements including zinc, Vitamin A and E, iron and protein. It can add an astounding 1kg (2.2 lbs) per week to a hungry child&#8217;s weight.</p>

<p>It&#8217;s been<a href="http://www.msf.org/msfinternational/invoke.cfm?component=article&#38;method=full_html&#38;objectid=AB245DCC-E018-0C72-09098ADA14D7E34B" target="_blank"> used successfully in Niger by Medecins Sans Frontiers</a> and is now being <a href="http://www.unicef.org/infobycountry/niger_39675.html" target="_blank">recommended by UNI</a><a href="http://www.unicef.org/infobycountry/niger_39675.html" target="_blank">CEF</a> for use across Africa and the world.</p>
<p>Plumpy&#8217;nut does not need to be cooked, or refrigerated, or boiled, it does not need to be mixed with water (eliminating potential contamination as has happened with powdered milk formulas), it has no parts which could be a choking hazard, it comes pre-packaged in an ideal amount, it can be eaten directly out of the packaging; making it an ideal meal for undernourished children in the developing world who may not have access to electricity or safe drinking water.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><a href="http://changebydoing.wordpress.com/files/2009/11/bees.jpg"><img class="aligncenter size-full wp-image-881" title="bees" src="http://changebydoing.wordpress.com/files/2009/11/bees.jpg" alt="" width="570" height="142" /></a>I love this organization. <a href="eeswithoutborders.org/index2.html#aboutus"><strong>Bees Without Borders</strong></a> teaches beekeeping skills to impoverished communities around the world, giving fresh access to a sustainable source of income via honey, honeycomb, and beeswax (for candles and other products). Bee hives don&#8217;t take a ton of space and don&#8217;t require as much care and feeding as other animals&#8230;plus they help the surrounding agricultural stakes with increased pollination. The folks at BwB launched in 2005 with a trip to Iraq to train and assist Iraqi beekeepers. 2007 was a project in the Niger Delta in Africa. 2008 had beekeepers in Tamil Nadu and Kerala in Southern India learning from the BwB team, and right now they are gearing up for an education trip to the Ukraine.</p>
<p>If you&#8217;d like to become part of &#8220;the hive&#8221; and learn more or pitch in, sign up for the newsletter, hold a fund-raising honey tasting, buy local honey, volunteer locally or internationally (volunteers pay their own travel expenses and live in the homes of project beneficiaries), and, of course, donate to this cause that is helping alleviate poverty.</p>
