Japan’s devastating disasters last year derailed some growth in the nuclear industry world-wide, but demand for uranium is poised to strengthen after the nation that fed doubts over safety approved its first restart of nuclear reactors since the catastrophe.

“Stealthily … developments in the nuclear industry are moving ahead,” said Jeb Handwerger, a natural-resource analyst and editor of GoldStockTrades.com. “Homage was paid to Fukushima,” but it did not deter companies in the nuclear power industry “from continuing the development of nuclear energy.”

…The 1993 “Megatons to Megawatts” agreement also expires at the end of 2013 and that will likely cut into supplies, analysts said…

“Were it not for the Russians supplying uranium to the U.S as part of the ‘Megatons to Megawatts’ arrangement … we would be experiencing major power failures,” said Handwerger of GoldStockTrades.com, which offers a newsletter that covers small-cap uranium equities.

“Megatons to Megawatts’ refers to commitments by the U.S. and Russia to convert nuclear weapons into fuel for electricity production, according to the WNA…

My firm has been observing with great interest the divergent paths in nuclear policy being taken right now by two major sovereign nations, France under Nicolas Sarkozy and Germany led by Angela Merkel.

These neighboring countries share little more than a common border. They are embarking upon two polar-opposite philosophies regarding nuclear development.

Sarkozy understands fully the concept that a modern industrial nation must utilize safe and economical nuclear power to satisfy its energy needs. The French have been doing this for years. They are rapidly becoming the energy wholesaler for the world, certainly for Germany.

On the other hand, Merkel concerned that she might lose the upcoming election, has buckled to the demands of an environmental, political party that has run amok. Politicizing the needs for national survival to satisfy a section of the electorate represents the road to chaos.

There’s an old saying in investing: Buy a winter coat in the summer. Uranium stocks are certainly out of season and deeply discounted. Media coverage has shifted from the destruction of the earthquake to the negative aspects of nuclear energy. Nothing puts fear into the public more than green men in radiation outfits. The media has taken this opportunity to capitalize on the fear of the masses. This has resulted in devastating sell-offs in the uranium mining sector such as in uranium (Global X Uranium ETF (URA)) and nuclear energy ETFs (Market Vectors Uranium+Nuclear Energy ETF (NLR)), which has seen its most severe decline in its short history.

One area in where I am seeing a lot of strength relative to the entire market is in coal. Demand for the first half of 2009 was significantly better than in 2008. Even though investors have shown buying in coal, uranium stocks are grossly undervalued. I feel that the best risk to reward investment right now is in key uranium companies that have production and global assets.

The company that has key assets all over the world and that is trading way below book value is Denison Mines. Not only are they the key uranium miner in the USA and Canada but they have key assets in Zambia and Mongolia.

We are seeing demand in precious metals and coal. Uranium will follow and Denison will lead the way. They have survived 50 years in bad markets and already the first half of this year has shown increasing demand and it is not reflected in the stock price.

Denison has been hugging the 200 day moving average as support. I have seen this pattern repeated many times. This is a consolidation period before a major breakout. It has had two significant accumulations 4 months apart. Our next one is overdue and I believe that it has all the odds in favor of a major move.

Disclosure: I am accumulating and do own shares.
