<content:encoded><![CDATA[<div class='snap_preview'><p>Psychologically speaking thanksgiving is the process of acknowledging the greatness of present/ now/ the moment in hand. Metaphysically it is the easiest, the shortest and the surest way of making a person conscious of his existence. Religiously it is the belief of a person accepting life as the greatest gift of god.Politically it is the master foundation for building a nation of equal emotional bandwidth.Economically it is the best strategy to build a capitalist economic system with equal opportunity for all.</p>
<p>From a scientific perspective the present is the effect of past.Emotionally the past is nothing but memories at human level.For a nation they are cherishing historic events. Memories never fade away rather it carries everything associated with it like waves in the sea.Fishermen everywhere have unwavering faith &#38; hope in &#8220;Kadalamma&#8221; (Mother sea), that she is &#38; will be their savior, in spite of occasional Sunamis.</p>
<p>In normal situations thanksgiving is a greater celebration than birthday. For birthday is the celebration of biological origin.On the other hand thanksgiving is the celebration of gratitude, the origin of spiritual existence. It is higher pedestal of human existence. Former is more of an ego boosting exercise like parents celebrate the birthday of their children.While the latter is like a grown up daughter celebrate  25th wedding anniversary of her parents.</p>
<p>Amidst a crisis situation, birthday celebration may be postponed, but the celebration of thanksgiving is more befitting in such situation as the present economic crisis, as it brings forth an emotional catherisis of rare human existence &#38; experience.I think  every nation should have a similar thanksgiving day. As it rejuvenates and unites the minds of citizens of a nation.</p>

<p>President Obama is carrying a heavy burden in trying to live up to his lofty words&#8211;Change You can believe in, Yes, we can etc and now the  Nobel Peace Prize adds to the expectations. An example of &#8220;high expectations&#8221; is Health Care Reform.  His promise during the campaign season on Universal Health has morphed many times during the last nine months.  At first, the talk was about the need and right of all Americans to Health Care through an ambitious and long over due single payer system like &#8220;Medicare for All&#8221;.  The &#8220;Single-payer&#8221; idea was thrown under the bus before it was even given a chance, then a public option to provide competition for insurance companies is being attacked by opponents as a government takeover and a Co-Op Health System was too hard to figure out. So, the latest compromise being discussed is to just let the States choose whether to adopt a public option or not. What a mess is created when there is little leadership shown on driving a simple, clear, and consistent message.  As we all know words are cheap, but action and follow-through are hard because it requires courage, risk, and an understandable message delivered over and over again.</p>
<p>Obama and his team seem to be ready to settle for any bill so they can  justify the time and political capital spent on this intractable problem. Maybe they need to reflect on this powerful message from Eric Hoffer, long time change philosopher and longshoremen. Hoffer said: <strong><em>&#8220;In human affairs every solution only sharpens the problem, to show us more clearly what we are up against, there are no FINAL SOLUTIONS.&#8221;  </em></strong></p>
<p><strong><em>President Obama the time for leadership is now. Leaders Serve Period, so no more waiting for others to carry the burden of action. You and your team must step-up, people are dying everyday. The following speech by Alan Grayson, House Rep from Florida, demonstrates the assertive and &#8220;profiles in courage&#8221; we need. Please Mr. President show this to your team and stop fiddling around. </em></strong></p>

It can be either positive or negative  or a combination of both depending upon emotional bandwidth of a man.Like electronic bandwidth, emotional bandwidth is also technically invisible. Now technology is available that the former can be accurately measured.But the there is no technique available to measure the latter.</p>
<p>It is the emotional bandwidth that defines the quality aspects of one&#8217;s act.It is very much visible  when a man is dealing with compelling situations, as faced by Obama in America and rest of the world.One can be either good or bad / peaceful or violent / positive or negative.Obama&#8217;s posture was good, peaceful and positive consistently since he became US president.</p>
<p>Nobel peace prize is awarded for some peaceful achievements. So as modern men we expect the law of science to apply here as my wife asks &#8220;what are those actions and what are the effects of  those actions of Obama that he deserves Nobel peace prize&#8221; ?</p>
<p>The above question is very valid as valid as science itself for civilized life, &#8220;what are those actions and what are the effects of  those actions of scientists that they deserve Nobel prize in chemistry/ physics/ economics &#8221; ? It is also a very complicated question as complicated as defining purpose of living &#8220;what are those actions and what are the effects of  those actions of people that we find it is worth living&#8221;?</p>
<p>When a child smiles we invariable respond it with a smile.That is the very essence of human nature.When we see a good act by anybody we invariably feel good at heart, transcending time zones and cultural constraints.</p>
<p>Obama was very fortunate to have got enormous emotional bandwidth.Such people are inclined to positive emotions, outlook and action. Like river flows from higher to lower, people with higher emotional bandwidth pour forth goodness into the world so that it flows into the streams of living system into the rivers of human mind and  transform the mother earth with smiling children &#38; peaceful parents.He has laid foundation for building such a world.</p>
<p>Answering my wife&#8217;s question, Obama&#8217;s Greatness is recognized not in quantity of work he did but profoundity of his   commitment built on unwavering convictions that a peaceful world is a possibility.It is a great achievement for Obama but greater for Noble award selection committee that they could see through the Obama psyche, it is like appreciating a kid for doing her/his homework well, so that she is inspired and fired upon to greater commitment to her/his studies, and win a Nobel price one day like Venky and make Obama care a reality in America and also across the world.Isn&#8217;t life interesting and worth living.</p>
<p>So the message is that give OBAMA PSYCHE A CHANCE.</p>

<title><![CDATA[Assertive Leadership--Message to President Obama on Health Care Reform]]></title>

<p>The question for all of us is whether Health Care is a <strong><em>right</em></strong> guaranteed by being a citizen of the United States or a <strong><em>privilege </em></strong>bestowed on the fortune few?<!--more--></p>
<p>President  Obama needs to be assertive and get his team aligned on one message. We now are approaching a crucial time in the debate on Health Care. President Obama took the approach of involvement and participation in the creation of a Health Care Reform. This may have been a reaction to &#8220;Hillary Care&#8221; which was seen by many as a backroom closed process. I see nothing wrong with delegating the task for design and development to Congress with clear parameters and principles for the Plan, such as being: budget and deficit neutral, affordable, accessible and quality care for all.  This process has resulted in five different Plans and a potential sixth one (CO-OP Plan) that may or may not get out of the Senate Finance Committee. The issue now is how to forge these Plans into one coherent and cost effective Health Care bill.  This is the time for <strong><em>&#8220;assertive leadership&#8221;.</em></strong> We need leaders to  step-up to break the log jam of fear mongering, conflict, inaction and stalling that has block Health Care Reform for the past 60 years. As you can tell from my other postings, I endorse  without qualifications the concept of the equality of human beings. Health Care for all is at the core of equality for all.</p>
<p>What do I mean by &#8220;assertive leadership&#8221; ? Assertive leadership is both a mind set and skill set for influencing people attitudes and support for change and new programs. It is one of the essential ingredients of effective and successful leaders. Assertive leadership is the ability to articulate a vision, inspire people to align with that vision and influence doubters and low knowledge people that a change is in their best interest and the community as a whole.  Although I have talked before about the positive and negative side of the &#8220;Obama Effect&#8221; . I am now going to review why I think it is time for the President to step-up and be more assertive and clear on what he believes would be the best Plan for the country. Given his pragmatic  leadership style I am worried about his willingness to continue to compromise with an adversary who sees his non-confrontational style as  a weakness to be taken advantage of. His lack of a clear and compelling message may show a weakness in assertive behavior. I want to remind the President that it is never too late for an appropriate and compelling assertion of his beliefs and position on Health Care Reform. </p>
<p>What do I mean I say  <strong><em>“assertive leadership”.  Let&#8217;s look at the elements that make-up Assertiveness Theory: </em></strong></p>
<p><strong><em> 1. </em></strong><strong><em>Assertive&#8211; </em></strong>This person is respectful of other points of view, needs and feelings. They are clear on how they feel and, what they need and expect from themselves and others. They are able to state their wishes clearly and without anger or put downs. They do not force their agenda on others nor minimize there worth as persons. Assertive people listen, ask questions and try to understand the other person so that both can achieve their goals. They feel each person no matter their position in life, or education or wealth has a “perfect right to speak their mind. All people in their view are created equal on a human to human plane and each deserves the privilege of expressing their in born rights. See <a href="http://www.amazon.com/Your-Perfect-Right.../dp/0915166127">Robert Alberti and Michael Emmons book entitled Your Perfect Right.</a> This a great and insightful book that outlines the concepts and tools of assertiveness, non-assertiveness and aggressiveness  <strong><em></em></strong></p>
<p><strong><em>2. Non-Assertive&#8211;</em></strong>People who think they do not have right to speak their mind or express their point of view. This is a person whose behavior is timid and who thinks they do not have a right to speak-up. This person is shy or introverted and finds himself unable to assert his rights or act on his feelings to influence others. They don’t want to rock the boat or upset anyone.  </p>
<p><strong><em> 3.  </em></strong><strong><em>Aggressive behavior</em></strong>- Their rights and point of view are more important than others. They will do anything to be right and reach their goals. Many times they use anger, put-downs and personal attacks to get their way. When looking for aggressive behavior think about the shouting matches and disrespect at town hall meetings. Or  insurance companies denying care to protect their profits and name calling like Socialist, Nazi, Hitler and  spreading rumors about “death panels” etc. to scare folks into opposing the reform we need. The aggressive person usually can’t achieve his goals or objectives without put downs and hurting others. Yet in the end they create a volatile climate and a win- lose-lose or a lose-lose outcome.</p>
<p> So far in this debate Health Care Reform where does President Obama fall on this assertiveness continium?&#8211;He has tried to be assertive and inclusive but his efforts are being met by Republicans who are aggressive and unwilling to compromise for the “greater good”. They see his attempts at reaching out as a sign of weakness and naiveté. They are exploiting this perception of non-assertiveness with lies and propaganda based on fears. So now is the time for the President to state clearly and concisely his position on Health Care without any hedging or dodging. We want more assertive leadership and change we can believe in.     <strong><em> </em></strong></p>

Steve’s two question marks promptly save him from falling and drowning into the politics of wishful thinking. The hate of the Islamic Republic against America is deeply rooted and no “mesmerizing” speech by Obama will ever change that. Even if a change from Ahmadinejad to Moussavi does occur, which in my opinion is most unlikely, as I believe the silent majority of Iran will deliver victory to Ahmadinejad, the geopolitical <strong>power lunge</strong> by Iran to become the hegemon of the region and of Islam, hence clashing with the geopolitical interests of the United States, will not be derailed, and therefore its policies will not be modified by one iota. This is why Iran will continue with its nuclear program and its consummation into a nuclear bomb.</p>
<p>And all those wishful thinkers who believe that Obama’s Cairo speech will have an impact will be gaping with an open mouth at a mirage.</p>

Many reporters/journalists are claiming this new phenomenon called the &#8216;Obama Effect&#8217;<a href="http://www.arabnews.com/?page=7&#38;section=0&#38;article=123463&#38;d=10&#38;m=6&#38;y=2009"> swayed the vote in Lebanon</a> towards the pro-Western coalition. This was able to occur with Obama&#8217;s Cairo speech where he &#8217;swayed&#8217; the Muslim world.</p>
<p>I don&#8217;t really buy it. Ok the guy makes some great speeches but is it at all possible that the average person in Lebanon is sick of the radical Islamic extremists?</p>
<p>If Mousavi, the &#8216;reform&#8217; presidential candidate in Iran wins &#8230; I&#8217;m sure Obama-enthusiasts will claim that the &#8216;Obama Effect&#8217; had a hand in it.</p>

<p>I have not written about the Obama Leadership Effect for awhile and yet I am tracking the elements and characteristics of his pragmatic and empathic leadership style. By now we all know and respect Obama&#8217;s ability to connect through articulate, approriate and inspiring messages. His calmness, executive presence and ability not to take things personnally demonstrate an extraordinary tolerance and respect for other points of view. People in general do not demonstrate this openness to truly listen and examine their own points of view while taking responsibility for challenging others actions vs. their professed beliefs. <!--more--></p>
<p>The incongruence between talk and action is a difficult thing to confront because it usually brings reactions of surprise, upsetness and anger from the other person.  So we don&#8217;t confront because it means taking a risk. We place to much value on intentions and wishes, and little on the realities of life&#8211; our actions.  I am not saying that thoughts and dreams don&#8217;t count. Yet very few of us hold our selfs accountable for just dreaming and hoping and not doing much to make them come true.</p>
<p>It is my observation that Obama is different in regard to personal risk and confrontation.  He is willing to confront difficult issues in order to find common ground and grow a relationship to a higher more thoughtful level of trust ( Take these examples&#8211;his lack of so called &#8220;body of work&#8221; was the reason ASU faculty did provide him with an honorary degree or Notre Dame&#8217;s leadership and anti pro choice absolutist Catholic&#8217;s tried to made a big  issue of abortion; somehow his views made him morally repugnant or unfit to speak at the Commencement ceremonies. ) Obama accepted these rebukes in stride. He did not personalize them and saw them as a moment for open and honest dialogue. He confronted the issues because he cares and respects  other people&#8217;s viewpoints. Maybe the lesson for us all is to have the courage of your convictions and realize that hope for understanding and change are taught by example.</p>

<p>If one goes deep into the mood of Dr.Krugman, when he wrote this piece,if one analyse the focus of Obama budget, it can be summed up in one word &#8211; There was an ambiance of optimism one can see through their minds.</p>
<p>If one goes back a few days past and get into to the mails sent by American people from different stages to Obama, their concerns<br />
were  primarily,  uncertainity of their future only.It was basically the fear of their dear ones falling sick. Hence the fear of not getting medical insurance updated.It was a genuine fear.</p>
<p>It was very satisfying to note Present Obama has risen to their expectation.In that process what Obama has achieved was  restored certain level of confidence into the victims of current crisis.</p>
<p>Psychologically speaking one of the greatest fear of people who are doing well in their life is, the feeling of sick and not able to pay the medical bill.As a matter of fact the fundamental attributes of a great nation is providing universal health coverage for its citizens in the same way universal vaccination in developing countries.</p>
<p>In that sense providing health coverage will be boosting self confidence of Americans to a new level.One of the fundamental problem identified by by economists in the current crisis, was that people were not spending enough.It was caused by fear of future. Falling sick and not being able to get medical care was one of the key fear factor.</p>
<p>In one act we can certainly see people becoming more relaxed.Any economic problem can be managed by people themselves if some stimulus is provided. But when one&#8217;s dear falls sick and one is is incapable of providing medical care is a killing experience.That destroys one&#8217;s self confidence. In current crisis there were millions who faced that painful situation.</p>
<p>The economic reality of America is that America has still enough wealth to provide basic human support systems to its citizens.<br />
As Krugman&#8217;s piece highlighted through this step Obama has fundamentally changed the course of her journey.</p>
<p>Science of life teaches that whether an individual or a nation when the long term goal is visualized clearly and the priorities or right processes are accurately defined half the task of journey is done.In that process the short term is also automatically fine tuned to help reaching the goal post.</p>
<p>Krugman has accurately noticed that it was a break from immediate past. It is a 100% creative act. It is 100% focussed decision.It will keep people active. It will restore self confidence of Americans, who are victims of current crisis to a great extend.<br />
I am sure it will be celebrated across America for its impact will be that people will be living relatively a relaxed life.</p>
<p>Its global impact will be that other countries will be encouraged to provide universal health care to their citizens.<br />
So we can say now that what is good for America is good the world too. What a great transformation&#8230; ? Another great Obama Effect.</p>

<title><![CDATA[The Obama effect - making local government cool]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>At a meeting with Dominic Campbell of <a href="http://www.futuregovconsultancy.com/">FutureGov</a> (see out top ten local government twitter <a href="http://lgiu.wordpress.com/2009/02/18/twitter-top-10-local-government/" target="_blank">post</a>) yesterday, he mentioned almost in passing that he saw part of what he does as ‘making government cool’. That got me thinking. While there are lots of cool people in local government and lots of cool initiatives, I think you’d struggle to describe the sector as a whole as cool.</p>
<p class="MsoNormal" style="line-height:150%;">Because I am not very cool myself I started to over analyse this. What do we mean by cool? How can we make local government cooler? Obviously there’s a lot of rather loose concepts in here but I think there are some useful general observations we can make.</p>
<p class="MsoNormal" style="line-height:150%;">Let’s start with the coolest man on the planet.<!--more--></p>
<p class="MsoNormal" style="line-height:150%;">Right now that’s officially Barrack Obama and Dominic talked about the Obama effect making participation and community engagement cool. But why is this and what can we learn from Obama?</p>
<p class="MsoNormal" style="line-height:150%;">My former colleague Rowland has escaped think tank drudgery to write a <a href="http://www.bookbrunch.co.uk/index.php?option=com_content&#38;view=article&#38;id=911:bloomsbury-rowland-manthorpe&#38;catid=920:non-fiction&#38;Itemid=73" target="_blank">book </a>about confidence (an essential part of cool) and his <a href="http://www.rowlandmanthorpe.com/blog/" target="_blank">blog </a>pointed me towards this <a href="http://www.tnr.com/politics/story.html?id=757c3ad7-ab38-4db5-8841-ce056945f742&#38;p=1" target="_blank">National Review article</a> on Obama (bear with me this will come back to local government I promise).</p>
<p class="MsoNormal" style="line-height:150%;">The main point it makes is that despite some sharp suits Obama actually lacks a lot of the traditional attributes of cool – he is gangly, worthy and nerdy (so there may be hope for us all), but what he does have is</p>
<p style="margin:5pt 64.3pt 5pt 45pt;">a classic, old-school kind of cool&#8211;one based on confidence, nonchalance, and the ability to radiate that you are far too cool to care if others recognize your coolness.</p>
<p class="articletext" style="margin:5pt 64.3pt 5pt 45pt;">This last quality is a key reason why cool is such a rare commodity in politics. The very nature of the game compels its practitioners to be petitioners, ever bowing and scraping for votes, legislative support, and money. And it is hard to be cool when you are constantly begging.</p>
<p class="articletext" style="margin:5pt 64.3pt 5pt 45pt;">vitally, Obama convinced millions of regular Americans that supporting him was all about fulfilling <em>our</em> needs, not his</p>
<p class="MsoNormal" style="line-height:150%;">I’d add a couple of points to this: Obama was supremely effective in engaging people and giving them ownership of his campaign, his cool was a projection of their desires and they were invested in it. So being cool is about being confident and giving people what they need, but it’s also about listening and engaging and making people feel good about the process.</p>
<p class="MsoNormal" style="line-height:150%;">So here (finally) are some proposed lessons for local government.</p>
<p>Local government spends a lot of time asking people the wrong questions: don’t ask people whether they are happy with what you are doing, or how you are performing, or whether they like you – that is needy and uncool.</p>
<p>Do spend time asking people about how they feel, what they need, what would make them happy, then try and deliver it.</p>
<p>This is not about top down paternalistic delivery; engagement is crucial but effective engagement requires openness and confidence. You care what people think about the issues but you don’t care what they think of you. You are open to change and collaboration because you don’t need to prove that you’re right. You care about outcomes and not about approval.</p>
<p class="MsoNormal" style="line-height:150%;">Easy to say, hard to do, especially when you’re up for re-election, but is this the key to making local government (even more) cool?</p>

You can do this by using the skills of clarification, restatement, and reflection. This type of authentic and active listening shows your desire to forge a partnership not just impose your ideas. You signal to others your desire to establish yourself as someone who is  open, responsive, and flexible. Your goal in active listening is to create a positive and comfortable environment where participants feel free to confront different points of view because you are confident that listening doesn&#8217;t always mean agreement. By being an effective listener you show acceptance &#8211;without sacrificing your own style or point of view. </span><span style="font-size:small;"><strong><span style="font-size:9pt;font-family:Verdana;"><span style="font-weight:normal;">To be an extraordinary communicator it is critical that the</span></span></strong><span class="big-description1"><span style="font-size:9pt;color:windowtext;font-family:Verdana;"><strong> </strong></span><strong><span style="font-weight:normal;">“message, mechanics, and mental frame” be in-sync through a common language of ideas and information that say, &#8216;I care and respect you and understand your needs and issues</span>&#8216;.  </strong></span><span class="big-description1"><span style="font-size:9pt;color:windowtext;font-family:Verdana;">This approach is vastly different from many leadership approaches that promote “polish and presence” as keys to effective communication. <p>Now on one lone campus that I know about the cry was for a college to divest from Israel. </p>
<p>I&#8217;m not surprised that. What I am surprised by is that the college listened. </p>

<p>Yet if you go into the thought process that led to this act you will find a clear perspective of what is in store.First get a micro dimension of act then blow it up for clarity.</p>
<p>In science of management we use one or more of three processes when we apply apply an act.Either it is to control or regulate or distribute.<br />
Yet technically we call it regulation.</p>
<p>Obama has not touched any of these dimensions of banking.This act is done outside banking system.Obama has not touched the system.</p>
<p>As a matter of fact psychologically speaking Obama’s thinking is of a venture capitalist only. A venture capitalist make his conditions when he invest in any venture.</p>
<p>Yet when American President acts like a venture capitalist it is more than a statement.It is clear message.Obama means business.The business of reconstructing American economy, they say brick by brick, in that process what has to be pruned will be done.</p>
<p>The significance of this act is that one has to incorporate this aspect of change that is going to transform American financial system.Good for the world.Cheers to Obama.</p>

<p>Yesterday’s much anticipated 0.5 % cut by <strong>the BoE was greeted with derision from savers.</strong> However the currency markets reacted in a positive manner, continuing to buy Sterling &#8211; pushing it to a two month high against the Euro to €1.15 and above $1.45 against the dollar.</p>
<p>Sentiment is key and for the moment <strong>the markets are backing the BoE and the UK government’s fiscal policy compared to the rigid stance from the ECB. </strong>Yesterday it left rates unchanged but heavily intimated that rates would come down next month &#8211; its procrastination on fiscal policy is in the short term driving Sterling higher against the Euro. </p>
<p>UK economic figures out today in the form of Industrial Production and PPI could stop this <strong>Sterling rally</strong>, so don’t be surprised to see a Friday sell off.</p>
<p>Rumours of <strong>intervention from the Bank of Japan</strong> saw USD/Yen move away from 89 and this ongoing threat could see the Dollar move higher.<br />
Gold continues to move higher. It broke the $1000 barrier as more buyers entered the market. However their appearance did not support traditional commodity currencies such as the <strong>South African Rand and Australian Dollar, which continue to fall </strong>as their domestic outlook worsens.</p>
<p>In the US today we have unemployment numbers and expectations of <strong>another 500,000 jobs lost</strong> (published at what time GMT?) and although this is a backward looking indicator it does not bode well for the recovery in the US economy as the Obama effect evaporates.  </p>

<p>Looking from a cosmic perspective world has already changed.<br />
Like a Valcano erupts after a long period of internal transmutation this news will be the first such rare phenomenon when people let their suppressed feelings ooze out as part of celebration of life.</p>
<p>Life becomes a celebration the moment the priorities are rightly laid out as per one&#8217;s convictions.Through this small but decisive step Obama has enabled millions of Americans to live their lives to fulfill their dreams.</p>
<p>The lost trust is returned.Missing enthusiasm has been regained.<br />
Hope has been reinstated.A optimistic outlook has been created.</p>
<p>The quality implication is that since children will be happy parents will be happier, when both are happy neighbors will be happier, when neighbors are happy a community will be happier, when a community is happy a nation will be happier and when a nation is happy the world will be happier. This is the expected<br />
outcome from this stimulus.</p>
<p>However there is a great deal of unpredictable implication lie ahead. Having a lofty ideal and vision along with a budget support is one thing and having a comprehensive fool proof educational strategy is another matter.</p>
<p>In my research Obama will have difficulty in implementing a decent and scalable educational strategic program.Here he should seek international cooperation as other nations also need to transform their educational budget and mechanism.</p>
<p>Like John Gapper of ft reported from Davos, it looks beautiful the ambiance of School environment Obama administration is trying to create and in which children will be nurturing their dream world.It will be worth emulating by other nations, and I am sure it will become an international job opportunity.</p>

<p>The recent election to highest office in the United States was not uneventful&#8230;given the tsunami of interest and support seen around the world&#8230;</p>
<p>A black man assuming this position has not only stunned the planet, but has mobilized all those underpressed and overlooked to begin to stand tall and to assume their rightful place in their societies.  </p>
<p>One of the places where this has happened is in Iraq.  Basra has been in the news over these years,but most of what made the airwaves and the punditications was the war and its effects.  But, I believe, that nowhere has it been revealed or even acknowledged the diversity (ethnic, yes) of the Iraqis &#8211; that there are real black &#8211; African-Iraqis &#8211; living there.  </p>

<p>In Iraq&#8217;s deep south another American-led revolution is stirring. But this time it is being sparked by popular voice, not bombs.</p>
<p>The country&#8217;s 1m-plus black citizens have tapped into Obama-mania like few other groups across the Arab world. For them Obama&#8217;s inauguration was the dawn of a civil rights movement that they never had the impetus to strive for.</p>
<p>Black Iraqis will this week stand for the first time as an electoral bloc in provincial polls that will help shape Iraq in its slow transition to full sovereignty and possibly help shake off the stereotype that places them near the top of the heap in a nation of persecuted minorities.</p>
<p>Like the marsh Arabs to the north of their relative stronghold in Basra, black Iraqis are an underclass who find it near impossible to rise above their time-worn status of hard-labourers and peasants. Up to 50% of black Iraqis migrated to the Arabian Peninsula after the birth of Islam 1,500 years ago.</p>
<p>The rest have come steadily in the centuries since, some trafficked as slaves and others lured by broken promises of riches. All have been typecast, &#8220;just as the blacks of America were&#8221;, said Jalal Dhiyab, number two on the electoral list of the Secretary of the Free Movement of Iraqis.</p>
<p>&#8220;We joined this election because we felt we could break the wall surrounding Iraqi society and the climate of fear we have felt for generations,&#8221; he said.</p>
<p>&#8220;Black people have been treated very poorly throughout Iraqi history. The oppression has stopped us from joining many levels of society. It has restricted our education. We have become a social underclass. We are taking part in the new elections to give black Iraqis a new purpose in Iraq.&#8221;</p>
<p>Obama&#8217;s victory was a milestone in the history of democracy throughout the world, said Dhiyab.</p>
<p>&#8220;It is a victory for freedom. He has experienced suffering and seen serious challenges in his life. And yet he has reached the White House where decisions are made that affect all the people in the world. We hope that Obama&#8217;s policy in Iraq differs from Bush&#8217;s policy here. The Bush regime destroyed lives and infrastructure and fractured the whole of Iraqi society.&#8221;</p>
<p>The Free Movement of Iraqis is putting forward eight candidates in the provincial poll, in which 1,272 candidates are standing for 35 seats in the Basra province. Around 30% of the nominated candidates are women.</p>
<p>The polls will be held on 31 January, ahead of national elections later in the year.</p>
