<content:encoded><![CDATA[<div class='snap_preview'><p>At a recent League of Women Voters forum, Karen Vialle and Alex Hays of the Pierce County Better Government League, proponents of limited voter choice, speculated that Ranked Choice Voting might violate the one person, one vote rule. They were wrong.</p>
<p>There have been two court cases testing Ranked Choice Voting. One in 1975, in Ann Arbor, Michigan, showed RCV (which in Michigan went by the name of the &#8220;Ware&#8221; system) to be constitutional.</p>
<p>RCV was tested again earlier this year in Minneapolis. The Minnesota Supreme Court ruled unanimously that RCV is constitutional and does not violate the one person, one vote rule.</p>
<p>RCV has been court tested. And has passed the test.</p>
<p>Reject Amendment 3.</p>

<p>The betting public seemed to be only interested in two horses. They made both #6 One Vote and #9 Belongs to Gotham 6-to-5, while the only other horse less than 10-to-1 was #4 De Brief Me.</p>
<p>Belongs to Gotham sped to a quick lead and dueled with 96-to-1 shot #7 Rockin the City on the backstretch. The difference was that jockey Joy Scott was hustling Rockin the City, but Belongs to Gotham was running  without being asked. By the time they hit the top of the stretch, Rockin the City had enough, but One Vote was making a move on the leader.</p>
<p>It looked like a dramatic two-horse duel was materializing, but Gomez can really shake a horse up in the stretch and he was all over this one. Belongs to Gotham pulled away to win, minus any drama.</p>
<p><a title="race preview " href="http://maidenking.wordpress.com/2009/02/20/friday-santa-anita-race-1-100-pm-post-time/" target="_self">I planned to wager on One Vote</a>, but not at less than 2/1 and another one I liked &#8211; #8 Jimmy Two Times &#8212; was scratched was scratched. Two others were out of my odds zone, so the only bet I made was $150 to win on #3 Panda at 15/1.</p>

<p>The median Beyer Speed Figure for this type of race is 71 and two runners in here have recently earned a 70: #6 One Vote and #9 Belongs to Gotham.</p>
<p>I give One Vote the edge out of these two because this gelding appears to have better speed, but it&#8217;s probably a moot point because both will likely  be bet below 2-to-1.</p>
<p>That leads us to first timer #8 Jimmy Two Times who has a few good workouts on display. I especially like the 59-1/5 second 5 furlongs he worked on Dec. 20, which was the sixth fastest of 104 horses who exercised at that distance.</p>
<p>The connections are also a positive for Jimmy Two Times, as both jockey Mike Smith and trainer Bill Spawr win at decent 16 percent rate. However, the last 24 times Smith rode for Spawr the percentage spiked to 29 percent, as they won seven races together.</p>
<p>Other first times who may be worth a wager if the price is right are #3 Panda, #4 De Brief Me and #5 You&#8217;re No Good.</p>
<p>I will bet $300 on #6 One Vote at 2/1 and up and $250 on #8 Jimmy Two Times at 7/2 to 19/1.</p>
<p>Also, I want $150 to win on any of these horses that fall between the odds of 10/1 to 19/1: #3 Panda, #4 De Brief Me and #5 You&#8217;re No Good.</p>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">1<sup>st</sup> place $1000 (52 votes) = Artist space #27</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">2<sup>nd</sup> place $250 (49 votes) = Artist space #13</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">3<sup>rd</sup> place gift bag (37 votes) = Artist space #11</span><span style="font-size:10pt;font-family:Arial;"> </span></li>
</ul>
<p><span style="font-size:10pt;font-family:Arial;">It was <i><strong>thisclose</strong></i> between 1<sup>st</sup> and 2<sup>nd</sup> place.<span>  </span>Which means it’s possible that if any of my 4 friends and I had voted, we would have changed the outcome.<span>  </span>See, your one little vote can make a difference!</span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;">The power of ONE vote has also been reinforced in my mind by a couple current events:</span><span style="font-size:10pt;font-family:Arial;"> </span></p>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Two metro Detroit <a href="http://www.freep.com/apps/pbcs.dll/article?AID=2007711080420">tied elections</a> in Nov 2007.<span>  </span>A coin toss ultimately decided the winner for the final seats on the Grosse Pointe City Council and the Mt. Clemens City Commission.<span>  </span><font color="#800080"> </font></span></li>

<p><span style="font-size:10pt;font-family:Arial;">So, shame on us for not casting our votes at the art battle.<span>  </span>I’d therefore like to support them further by sharing more pictures and video that I located of the event.<span>   </span></span><span style="font-size:10pt;font-family:Arial;"> </span></p>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">I can’t help but think while looking at slide #45 that the two Thor artists decided to create a “mash-up” of themselves.<span>  </span>Let’s take my flowing golden locks, add in your full beard and mustache (but change them to blond), tweak both our hats, and infuse Thor with our party spirit.</span></span></li>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">Here you can see the woman prior to being duct-taped and plastered to the exhibit, as well as a nice frontal view of the skirt wearing male artist.</span></span></li>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">Slide 65 = Sweatshop for the PB&#38;J assembly</span></span>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;">Again, why did they need to wear masks while making them?  Was this supposed to be symbolic of the <a href="http://www.gbs.sha.bw.schule.de/jim_jones_history.htm">Jonestown grape kool-aid massacre</a>?  There were a few strawberry PB&#38;Js, but mainly grape.  They&#8217;re both nostalgic, kid friendly, very American food staples.  Was part of the statement that our food might not be what it appears, and can in fact be dangerous?  Am I reaching, or being very astute and deep?</span></span></li>
