<title><![CDATA[IGF Day 4 and last, Privacy - Incident with China - Human network - more Open Standards - Jordan FOSS - and Final statement]]></title>

<p>There was a lot to write about, and I had little time back in Israel, so it took a while to publish.<br />

<h2>Jordan FOSS community</h2>
<p>I met this morning the representative of the <a title="Jordan open source community website" href="http://jordanopensource.org">Jordanian Open source community</a>, <span class="fn">Issa Mahasneh</span>. We had a good talk and hope to keep in contact when I am back. We both seem to agree that there are common goals for both of us in the region (yes, apart from RTL).</p>
<h2>Privacy session</h2>
<p>I was in the main session on a panel on privacy (you can <a title="Security, Openness and Privacy" href="http://www.un.org/webcast/igf/ondemand.asp?mediaID=pl091116pm1">watch the video</a>). It seems a great deal of what was said was mentioned in other workshops the day before, still there were a few new angles. It seems mainly that by participating in a social network one really has to trust the provider, unfortunately nearly all providers are thinking of profits and not the users, since they are ad funded. Social networks have a huge amount of data to an extent that it becomes problematic, they are selling it to third parties. Also (in <a title="go to 00:58" href="http://www.un.org/webcast/igf/ondemand.asp?mediaID=pl091116pm1">timeline 00:58</a>) the panel seem to agree that filtering should not be done under the excuse of blocking child pornography and security of the state. I hope that now when this  talk is on stage at the UN governments might take this in to account, since this has happened in Israel once and is still happening again today. This is a global problem!</p>
<p>In addition, Bruce Schneier&#8217;s interesting point regarding why it is so hard to explain people why privacy is important (timeline 00:42:00), he notes there is no price or measurement on privacy, his words are &#8220;privacy not saleient&#8221;. We have here in <a title="no2bit, its in Hebrew only" href="http://no2bio.org/home/">Israel a movement to stop a Biometric database</a> law by the government, and this is one of the hardest things to explain to people that are not part of the movement, mostly because of the argument above.</p>
<h2>Dynamic Coalition on Open Standards</h2>
<p>After a while in the privacy session I got another IRC call from <a title="jeremy's blog" href="http://jeremy.malcolm.id.au/?">Jeremy</a> that the &#8220;open standards&#8221; session was in progress, as I got there I found myself in the <a title="Luxor hall, there were microphones across the table that day" href="http://www.flickr.com/photos/44593111@N07/4100837930/in/set-72157622669422059/">Luxor hall</a>, that was built so everyone could participate. The Jordanian FOSS representative from the morning was there too, and so were Microsoft from the other day, but for a change, the projector in the room had Ubuntu system on it. At some point Sunil, the moderator of the session, turned to both me and Issa and asked if the Open source community has anything to say (apparently I am now the OLPC person by name in the IGF). So I found myself speaking, agreeing with most of the panel, I mentioned that closed standards are problematic because they usually mean you get vendor lock-in on the user side,  open standards also mean that the data can be manipulated to create new metadata and in governments that can give vital information on many things. As the panel was ending, a few people in the panel said they would like to hear suggestions of how to get awareness to the public. I suggested that they could make a simple ranking system, something along A B C, that non-techies can understand, and it could be partly based on the W3C validators. I am not sure if my explanation was heard there due to technical reasons, I hope to join <a title="dynamic coalitions open standards maillist." href="http://www.intgovforum.org/cms/index.php/dynamic-coalitions/70-open-standards">their maillist</a> and keep talking. I recommend others here to have a look at the list of <a title="Dynamic Coalitions really good organizations" href="http://www.intgovforum.org/cms/index.php/dynamiccoalitions">dynamic coalitions</a>. There must be something interesting for you there!</p>
<h2>A short Interview of me &#8211; the internet is closed-source</h2>
<p>Seiiti Arata, who <a title="Seiiti's photostream" href="http://www.flickr.com/photos/44593111@N07/">photo-streamed all of the conference</a>, asked me to do a short interview. At first I was not sure what to say, since I am more of a technical person than &#8216;internet governance&#8217; oriented.  After thinking for a while I noticed that no one seemed to pay attention in the IGF to the fact that one of the main disadvantages of internet structure is that the source is closed, that is, you can&#8217;t really see what a site does with your information because you can&#8217;t see its code. In a away its what Richard Stallman said in <a title="You may be running non-free programs on your computer every day without realizing it—through your web browser." href="http://www.gnu.org/philosophy/javascript-trap.html">The JavaScript Trap</a> blog post. Sadly 30 minutes is not enough for my poor mind to articulate this after 3 hours of sleep, so i think I failed to get the point across , still, <a title="Guy Sheffer, Israel Open Source Community, at the 4th Annual Meeting of the Internet Governance Forum in Sharm El Sheikh, Egypt" href="http://www.youtube.com/watch?v=Zn4j95HfTIA">here is my interview</a>.</p>
<h2>A few more things that happened that I did not mention- The diplomatic incident with China</h2>
<p>Although this is yesterday&#8217;s news, I thought I might write it in for people that were not <a title="Yay, a tweet that told it" href="http://twitter.com/guysoft/status/5735230148">following my twitter</a>. There was an incident with China that was quite important during IGF 2009.</p>
<p><span class="status-body"><span class="entry-content">Egyptian security pulled down banner of Deibert-Rohozinski new book called &#8220;Access Controlled&#8221; because it mentioned the Chinese censorship (aka the great firewall of china). This is really bad. To recap, this </span></span><span class="status-body"><span class="entry-content"> </span></span><span class="status-body"><span class="entry-content">censorship happened</span></span><span class="status-body"><span class="entry-content"> during a UN conference about </span></span><span class="status-body"><span class="entry-content">internet censorship! This created a wave of replies and tweets, <a title="Yes we were slashdoted" href="//yro.slashdot.org/story/09/11/15/2239255/UN-Officials-Remove-Poster-Mentioning-Chinese-Firewall">slashdot articles</a> and also a <a title="Video of the removal, note the crys &#34;but we did not mention Tibet!&#34;" href="http://www.youtube.com/watch?v=d-kxYt2LwKc">youtube video </a> of the incident.<br />

<h2><span class="status-body"><span class="entry-content">During the IGF &#8211; talks on the Human network website</span></span></h2>
<p><span class="status-body"><span class="entry-content">A project I was working on with Dima, </span></span>Amna Khan<span class="status-body"><span class="entry-content">, </span></span>Samuel Morgan<span class="status-body"><span class="entry-content"> and a few other Youth Fourm members is a site called the <a title="Human Network Website" href="http://h-network.org/">Human Network</a>. The goal is to get a talk going on between people interested in ICT around the world, with a focus of course on Youth fourm members from ITU TELECOM and other similar events. We found time to talk about the site at the IGF with a few YF members, and also with <a title="Walda was one of the members in ITU TELECOM 2008 last year" href="http://guysoft.wordpress.com/2008/10/12/itu2008day3/#toc-The%20campaign%20against%20censorship">Walda</a>. It seems like what we need is for people to start talking, the site is there.</span></span></p>

<h2><span class="status-body"><span class="entry-content">Getting back home</span></span></h2>
<p><span class="status-body"><span class="entry-content">After the dynamic session, there was another dinner, however I did not have time for the main course to come, I had to head back to the main hotel to get back home. I actually found a neat trick to travel back all the way to Jerusalem in the evening &#8211; Since there is no bus I took a <a title="An excursion, the neat way to get back to Jerusalem" href="http://www.sharmexcursion-tours.com/sharmelsheikhexcursions/">Russian excursion tour to Jerusalem</a> that leaves from Sharm, the tour picks you up from the hotel and takes you all the way to Jerusalem, Bethlehem and the Dead Sea (I got off at Jerusalem as you can guess). The plan worked perfectly, I managed to save an extra day. Although I did feel strange waking up in the rain, in the middle of east Jerusalem, with a suitcase and dressed as a diplomat. It made bargaining with the taxi driver much harder. Still, I am safe and with great memories<br />

<h2><span class="status-body"><span class="entry-content">Closing</span></span></h2>
<p><span class="status-body"><span class="entry-content">During this trip to IGF 2009 I really learned a great deal about internet politics and the common burning issues that are rising around the world. Back in Israel I have started telling people how happy I am that the internet had been invented in the 60&#8217;s when freedom for all was an ideology, if it had been invented in the 50&#8217;s or 40&#8217;s it might have looked completely different. However this freedom might not last for long, we are now in a phase where big organisations and governments have an interest in controlling the internet. They are tapping in to our traffic, invading our privacy and breaking one of the foundation principles of the internet &#8211; &#8220;Net neutrality&#8221; (that is the principle that you don&#8217;t tap in to the information your are passing for someone else). The internet is a wonderful tool, and it might be one of the turning points for all of humanity evolution. We are now at a crossroads in history where we need to decide what is the policy on the internet: is it free or closed? Who will set its policy? Who does the information on websites belong to? What are the norms and what is taboo?<br />
</span></span></p>
<p><span class="status-body"><span class="entry-content">In our daily use we don&#8217;t think about these problems, but in the coming decades, we might be deciding the fate of the internet, and even the fate of humanity and culture itself.</span></span></p>
<p><span class="status-body"><span class="entry-content">Dima and I are going to write a paper back to ministry of communication here in Israel, after they could not reach the IGF (security/budget reasons). We are going to recommend they continue having a local Internet governance forum here in Israel.<br />

Minden fontos területet megpróbáltak érinteni, szabad szoftvereket, kultúrát, szerzői és szabadalmi jogot, oktatást, személyes adatok védelmét, az internethez való alapjogot, és sok minden mást. <li>Az Egyesült Királyságban a héten egy parlamenti tudósítást próbáltak meg cenzúrázni. Ahol a hagyományos média a láncos kutyát játszotta, az új online média pedig újra megmutatta a <a href="http://en.wikipedia.org/wiki/Streisand_effect">streisand-hatás</a> hatékonyságát (google://#<a href="http://uk.techcrunch.com/2009/10/13/theres-nowhere-to-hide-if-your-name-trends-on-twitter-is-there-trafigura/">Trafigura)</a>, a wikileaks &#8211; feltéve a pontot az i-re &#8211; <a href="http://wikileaks.org/wiki/Ivory_Coast_toxic_dumping_report_behind_secret_Guardian_gag">publikálta a teljes dossziét</a>. Ez egy kiváló példa, miért akarják egyesek az internetes cenzúra bevezetését, mert nem tudják teljesen ellenőrizni a tartalmát.</li>
<li>A <a href="http://www.taz.de/1/leben/internet/artikel/1/hinterhalt-scheitert-an-word-kenntnis/">dán védelmi miniszter megbukott. Cenzúrázni akarta egy volt katonája könyvét</a>. Amikor az mégis megjelent, a főparancsnokságon lefordították arabra a Google fordítója segítségével (na az milyen halandzsa lehetett), berakták egy word doksiba és kirakták valamilyen nyilvános fájlcserélő hálózatra, majd elkezdtek nemzetbiztonsági hisztériát rendezni. Kiderült, hogy a doksiban benne maradt egy utalás a szerzőre és a főparancsnokságra, kínos botrány, lemondás.</li>
<li>A franciák mindent megtesznek azért hogy a telekom csomag tárgyalásán ne kerüljön veszélybe a nehezen kiharcolt hadopi törvényük, most <a href="http://www.heise.de/tp/blogs/6/146149">megpróbáltak befolyásolni egy svéd parlamenti képviselőnőt</a>.</li>
<li>Az <a href="http://www.spiegel.de/netzwelt/netzpolitik/0,1518,654022,00.html">EU nem avatkozik be a német zensursula törvénybe</a>, így már csak a szövetségi elnökön és az alkotmány-bíróságon múlik a bevezetés. Közben az egyik tartományi bíróság megtiltotta a rendőrségnek, hogy a tiltó-listát a törvény beiktatásáig kezelje. Sőt felszólította arra is, hogy mutassa be, hogy eddig nem alkalmaztak ilyen szűrőt törvényellenesen.</li>

Már egy éve kiderült, hogy hoax az egész, ennek ellenére pár hete a német NTV hírcsatornán valódi hírként tálalják a twitteren bejelentett visszavonulását &#8211; ami egyébként később valóban bekövetkezett.</li>
<li>A Freenet anonimizáló és cenzúratűrő hálózat. Tulajdonságaiból fakadóan érdekes, ahogyan <a href="http://blog.locut.us/main/2008/5/11/fms-spam-proof-anonymous-message-boards-on-freenet.html">a fórumaik automatikusan védve vannak a spam ellen</a>.</li>
<li><a href="http://www.boingboing.net/2009/10/04/us-govt-drops-price.htm%C5%B0l">Az amerikaiaknál szabadon hozzáférhető a közlöny</a> és még xml metaadatokkal is felvértezték. huzzah!</li>
<li>Európában sok helyen már átálltak nyílt formátumokra, magyarországon az Office2007 melletti elkötelezettség oka, jó drága. <a href="http://index.hu/belfold/2009/09/30/a_sporolas_nagy_ervagas_lenne_az_allam_bevasarlo_cegenek">A KSZF 2%-ot keres minden ügyleten</a>. <title><![CDATA[WebKit(s) and why open standards matter]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Last week I <a href="http://www.infoworld.com/d/open-source/dont-confuse-open-source-open-standards-154" target="_self">wrote about the benefits of open standards versus open source</a>.  I argued that open standards provide greater protection against vendor lock-in than open source alone.  I was reminded of this conclusion when reading <a href="http://www.quirksmode.org/blog/archives/2009/10/there_is_no_web.html" target="_blank">Peter-Paul Koch&#8217;s analysis of WebKit implementations</a>.  Thanks to <a href="http://twitter.com/dalmaer/" target="_blank">Palm&#8217;s Dion Almaer</a> for pointing out the analysis.</p>
<p>Readers know WebKit as the open source web browser engine used by several mobile and PC web browsers including Apple&#8217;s Safari, Google&#8217;s Chrome, Palm&#8217;s WebOS and the Web Browser for Android.  In fact, <a href="http://en.wikipedia.org/wiki/List_of_web_browsers#WebKit-based_browsers" target="_self">Wikipedia lists 19 browsers</a> that are based on the open source WebKit browser engine.  As you read on, keep in mind that there is no standard that vendors using WebKit must adhere to or claim certification against.  A WebKit based browser is, well, whatever the vendor wants it to be.</p>
<p>When Koch tested WebKit browser versions on twenty seven tests, he found:</p>

<li>Out of 19 tested WebKits, no two are exactly the same.</li>
<li> The best WebKit available is Safari 4; the worst is S60v3.</li>
<li> The Android G1 and G2 WebKits score rather badly; it’s the worst mobile WebKit except for S60.</li>
<li>Regressions are fairly common: iPhone 3.1, Android G2, and S60v5 all (partially) dropped support for something their predecessors did support.</li>
<li> The closest relation of a desktop WebKit to a mobile WebKit is between Safari 3.0 and S60v5. I’m now fairly certain S60v5 is actually based on Safari 3.0. Unfortunately this is the single example of such a close relation.</li>

<p>Koch&#8217;s testing highlights two truths.  First, pity the mobile web application developer whose manager or customer expects that the application will work on multiple mobile browsers that are &#8220;built on WebKit&#8221;.  Second, open source does not make it easier for customers, or their developers, to transition applications from, for example, building for the Google Android platform to, for example, Plam WebOS.</p>
<p>Imagine if there were a WebKit standard and a compliance test suite that vendors had to certify against to use the &#8220;WebKit&#8221; brand.  Customers and developers would gain protection against vendor lock-in that open standards deliver to a much higher degree than open source alone.  I&#8217;m not naive enough to think that open standards equals &#8220;write once, run anywhere&#8221;.  But even if a WebKit open standard could drive a 50% improvement in compatibility across WebKit-based browsers, that would be something to write home about.</p>

<title><![CDATA[Tiemann confuses open source with open standards]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Reading Michael Tiemann&#8217;s <a href="http://opensource.org/node/471" target="_blank">notes for his Open World Forum speech</a> I can&#8217;t help but think that he&#8217;s attributing a point of value to open source that is much more aligned to open standards based software.</p>
<p>Tiemann writes:</p>
<blockquote><p>&#8220;Lately, I have seen an increasingly important and new implication even beyond what Corey Doctorow has said about free when it comes to software: when the cost of acquisition goes to zero, the cost of retirement (aka &#8220;exit cost&#8221;) cannot be ignored.&#8221;</p></blockquote>
<p>Tiemann goes on to suggest that the cost of exit for open source software is lower than proprietary software.  That can sometimes be true.  But open source is no panacea for exit costs.  Open standards, while no panacea either, are orders of magnitude more helpful at reducing exit costs than open source by itself.</p>
<p>Let&#8217;s say I&#8217;m using an open source administration and management product, or an open source content management system and want to migrate to an alternative.  How easy will that migration be?  Compare with migrating in either direction from GlassFish Application Server to Apache Geronimo.  The latter will be easier because both products are standards compliant with the JEE specifications.  It goes without saying that open source isn&#8217;t a necessary condition to being standards compliant.  I&#8217;d argue that the cost of exit for standards based software, open source or proprietary, is on average, equal or lower than the cost of exit of open source software around which there are no overarching standards.  I don&#8217;t have hard data to prove this point.  However, I do know that CIOs making middleware purchase decisions are keenly interested in reducing vendor lock-in through open standards.</p>
<p>I&#8217;m not alone in disagreeing with Tiemann&#8217;s views on software exit costs. Open source business intelligence vendor <a href="http://www.pentaho.com/" target="_blank">Pentaho&#8217;s</a> James Dixon <a href="http://jamesdixon.wordpress.com/2009/09/29/the-acquisition-and-exist-costs-of-open-source-are-not-zero/" target="_blank">writes</a> in response to Tiemann:</p>
<blockquote><p>&#8220;&#8230;true that it might sometimes be easier to get your data out of an open system but most proprietary vendors have migration tools to help move data into their system from a competitors – and of course pre-sales engineers to help out.&#8221;</p></blockquote>
<p>Again, while standards aren&#8217;t guarantees of seamless migrations and lower exit costs, standards do however ease the burden. If only open standards were given the same spotlight that open source receives.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>I just want to toss this out to all the Windows people who think Windows is a standard and poo-poo Linux for not working with that standard.  Let&#8217;s talk about what a standard is both in the mechanical and computer world.</p>
<p>A standard is what enables interoperability.  A great example is the phillips head screw.  The cross at the top has standard sizes.  The cut of the threads ensure that every screw tightens when rotated clockwise and loosens going counter clockwise.  Even the sizes of the screws are fairly standardized.  This means dozens, hundreds, of manufacturers are able to produce screwdrivers which are able to fit and turn the screws, screws that act like any other screw, and holes which fit the screws.  Simply put, standards are separate of implementation.</p>
<p>Microsoft&#8217;s software, just because it is widely used, does not make it a standard because it fails the interoperability test.  Microsoft uses this wide usage to <em>prevent</em> interoperability.  IE, their implementation is what causes problems.</p>
<p>Linux, or more precisely, Open Source Software, operates on standards.  Because of this it enables interoperability.  There is proof of this that every single person who eschews OSS as little compared to Microsoft&#8217;s pseudo-standards.</p>
<p>This web page.  This web page was written in and presented by open source weblog software written in an open source language served up by an open source web server running on an open source operating system.  But it isn&#8217;t just this web page or this site.  The vast majority of web sites are running on open source operating systems with open source servers.</p>
<p>In fact most services that people take for granted on the internet are founded on open source software.  Typing in a domain name instead of a number like 192.168.120.155 to get to a web page?  That&#8217;s called Domain Name Service and the most used in the world, BIND, is open source.  Email shuffled hither and yon by SMTP servers.  Sendmail, qmail, Exim, Postfix are all open source and drive much of that activity.  Web pages?  As mentioned most are served up by open source web servers, Apache.  The wide spread proliferation of the internet, the usefulness it has to most people in the modern world is founded in the concept of interoperability based on standards to which the implementations adhere to and not the reverse.</p>
<p>So here&#8217;s thought exercise I want all of those Windows fans who think open source is some fringe, ill-conceived and poorly written software that has little impact on their day-to-day routine nor worth their consideration.  Imagine where you would be, right now, with no email, no web.  No instant messengers, no plethora of downloadable files at a moment&#8217;s notice.  Imagine all the conveniences there are from having your machine networked with billions of others across the globe, gone.  Sobering thought, isn&#8217;t it?  Aren&#8217;t you glad that open source software adheres to standards and allows all comers to interact with it?  Yeah, keep that thought in mind the next time you feel like telling someone running something other than Windows to &#8220;use the standard.&#8221;</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Startup Fisker Automotive&#8217;s claim on Tuesday that its upcoming plug-in hybrid sports car, the Fisker Karma, will get the equivalent of 67.2 miles per gallon sounds downright modest relative to the <a href="http://earth2tech.com/2009/08/12/cheat-sheet-truth-about-sky-high-mpg-claims-for-electric-hybrid-and-mini-cars/">triple-digit estimates we&#8217;ve been hearing</a> in recent weeks from General Motors (s GM) (230 MPG for the extended-range electric Chevy Volt) and Nissan (s NSANY) (367 MPG for the all-electric LEAF).</p>

<p>The three models represent different technologies, but all of them use electricity and illustrate the need to rejigger the U.S. rating system for vehicle fuel economy. The EPA&#8217;s MPG ratings, with all their faults, give us a way to compare the relative efficiency of different models, and a similar shorthand is needed that accounts for kilowatt-hours and alternative fuel sources instead of only gasoline and tailpipe emissions.<br />

<p>Like the Volt and LEAF, the Fisker Karma has not received an official rating from the EPA, which <a href="http://blogs.consumerreports.org/cars/2009/08/2011-chevrolet-volt-fuel-economy-results-may-vary.html">has not finalized a new protocol</a> for testing plug-in hybrid vehicles. But the startup&#8217;s approach to gauging the Karma fuel economy &#8212; based on <a href="http://www.sae.org/technical/standards/J2841_200903">methodology developed by the industry&#8217;s Society of Automotive Engineers</a>, or SAE &#8212; may give us one of the more solid glimpses yet of what these ratings will actually look like down the road. (The EPA will likely consider SAE recommendations in its final rating system.) Fisker&#8217;s claim is high, but not wildly beyond consumers&#8217; current reference points. (The <a href="http://www.fueleconomy.gov/feg/sbs.htm">2010 Toyota Prius has a combined 50 MPG rating</a> for city and highway driving.)</p>
<p>As <a href="http://www.nytimes.com/2008/11/16/automobiles/16STICKER.html?_r=1">The New York Times explained last year</a>, the upcoming plug-in models from Fisker and other companies will not be the first alt-fuel technologies the EPA is tasked with rating: &#8220;Vehicles that run on pure electricity, mixtures of gasoline and E85 ethanol, compressed natural gas and hydrogen (fuel-cell vehicles now in the demonstration stage) all required adjustments — in layman’s terms, fudge factors — to the way energy consumption is reported. It is no longer a strictly scientific measurement, but takes into account compensating factors.&#8221;</p>
<p>SAE is <a href="http://gigaom.com/2008/12/07/open-standards-for-the-new-networked-vehicle-will-take-time/">working on a variety of standards and protocols for different hardware and systems</a> ahead of the commercial rollout of plug-in vehicles between now and 2012. How vehicles will interact with the power grid has gotten <a href="http://earth2tech.com/2009/04/17/gm-lets-hash-out-open-plug-in-car-standards/">much of the attention from automakers</a> this year. (Without them, national distribution will be a big challenge since charging infrastructure in different regions and various plug-in models might not be compatible.)</p>
<p>Putting consistent fuel economy ratings in place early on could be just as important when it comes to winning over consumers long term. In some cases, overhyping a company or tech that ultimately falls short of expectations can cause skepticism and distrust in an industry that could otherwise be quite promising. (That&#8217;s part of <a href="http://earth2tech.com/2009/09/04/how-risky-bets-like-startup-eestor-lure-political-backers/">what we&#8217;re seeing unravel now with biofuels.</a>)</p>
<p>With plug-in vehicles, automakers may have well-founded methodology behind their MPG and MPGe (miles per gallon-equivalent) claims. But until an official rating system comes into place (the <a href="http://www.motortrend.com/features/editorial/112_0910_plug_in_hybrid_epa_mpg_testing/index.html">EPA is working on it</a>), releasing these estimates with anything less than <a href="http://earth2tech.com/2009/08/12/cheat-sheet-truth-about-sky-high-mpg-claims-for-electric-hybrid-and-mini-cars/#comments">total transparency</a> on the calculations means risking disappointment or disillusionment among consumers down the road.</p>
<p>According to the <a href="http://www.reuters.com/article/pressRelease/idUS95791+08-Sep-2009+BW20090908">results of a survey out this week from Pike Research</a> (which provides research for our subscription service, <a href="http://pro.gigaom.com/topic/green-it/">GigaOM Pro</a>), 48 percent of consumers are interested in buying a plug-in hybrid vehicle &#8212; and 85 percent say improved fuel efficiency will be an important factor in their next vehicle purchase. So distrust in fuel economy gains could come at a high cost. The Karma seems to be making a solid, or at a least conservative claim, which could help with its, well, karma.</p>

<title><![CDATA[On the Adoption of Open Standards]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Everybody that knows me well enough knows that when it comes down to software, I&#8217;m all about standards. ANSI C and ISO/ICE C++ for programming, IEEE POSIX for programs and utilities, W3C ECMA/HTML/XML for web programming, RFC 5023 (Atom) for web syndication, RFC 2045 (MIME) for e-mail; you name it: every open standard that defines any task I have ever needed to do is a standard I support. Why? Because we are just too many people working on the Software Industry and if we can&#8217;t agree on how to do things, then no project we work on will ever be useful enough since there will always be incompatibility problems among programs.</p>
<p>But there&#8217;s a particular area in the Software Industry where Open Standards are controversial the most: Computer Graphics. The reason is simple: it&#8217;s the fastest developing area and the companies&#8217; profits are increasing as fast as the technologies are emerging. There&#8217;s no hottest graphic card as any given graphic card a company released is matched by the next model the competitor releases next month and as soon as a company releases a new technology in their products, the rest of the companies start working a similar solution of their own. What this uncontrolled cycle brings to the industry is companies&#8217; need to hide as much as they can as long as they can. That naturally makes companies look at any Open Standard as a threat to the business, since no one wants to go around publishing their technology. Thus, Open Standards may easily end up poorly adopted if adopted at all by the companies involved in the business. After all, Open Standards can at most become the maximum set of features included in each of the companies&#8217; products, and vendor specific APIs are still the ultimate source for the latest technologies available.</p>
<p>Yet, <a href="http://www.khronos.org/opengl/" target="_blank">OpenGL</a> came as a milestone to the Computer Graphics business: for the first time in it&#8217;s history the major vendors agreed to fully implement an Open API, making it a large success case since it enabled simplified Computer Graphics courses and broadened the range of users that could write vendor independent graphical applications. But it&#8217;s far from an optimized adoption case, since DirectX took a lot of effort off OpenGL&#8217;s development and nowadays we get to see a lot of those &#8220;Game for Windows&#8221; logos on game boxes.</p>
<p>There are many things that made OpenGL a successful experiment, and, besides the wide adoption of it among the companies involved in the business, the one I think is the most important of all is the extensive documentation: there are thousands of sources where to find documentation about OpenGL, some of them more recent than others; and everybody can learn how to code using the OpenGL API with a reasonable amount of effort.</p>
<p>After OpenGL&#8217;s success, there have been many efforts to do similar tasks on other areas of Computer Graphics, Multimedia and Parallel Programming which try to address the lack of unification of APIs in rapidly developing industries. Creative&#8217;s <a href="http://www.openal.org" target="_blank">OpenAL</a> for sound, Khrono&#8217;s <a href="http://www.khronos.org/opencl/" target="_blank">OpenCL</a> for parallel programming and Khrono&#8217;s <a href="http://www.khronos.org/collada/" target="_blank">COLLADA</a> for media assets sharing are just examples of these initiatives (see <a href="http://www.khronos.org" target="_blank">Khronos</a>&#8216; web page for more examples of such projects). Yet, a crucial aspect of the success of the adoption of any of these is the documentation and support offered for those, even before it&#8217;s widespread; and failing on providing these will undoubtedly bring down the whole  effort of unifying any given technology which will result in a pandemonium of incompatible libraries and APIs, all trying to do the same task&#8230; like back in the old days.</p>
<p>I could cite and congratulate Nvidia&#8217;s active effort on <a href="http://www.nvidia.com/object/cuda_opencl.html" target="_blank">implementing and documenting</a> OpenCL on their new drivers, even after they had already kickstarted the GPU programming fashion with <a href="http://www.nvidia.com/object/cuda_home.html" target="_blank">CUDA</a>. Yet some other standards, like COLLADA, whose <a href="http://www.sourceforge.net/projects/collada-dom" target="_blank">COLLADA DOM</a> library and its <a href="http://dmaggot.wordpress.com/2009/09/09/collada-nightmare/" target="_self">overcomplicated compilation process</a> inspired this post, are far from well documented (in the means of having good popular implementations) and may never hit mainstream if this is not solved soon.</p>
<p>But it&#8217;s not only a company&#8217;s task to do so: Academics and professionals should always seek to use standards whenever possible. That way, the need of better libraries and documentations will naturally bring improvement to the standard itself and it&#8217;s implementations, particularly in such areas like Computer Graphics, where the number of developers is increasing exponentially these days.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>On this blog we usually showcase best practices of how to communicate statistics and keep the technological aspects of it in the background – which is the right way to do. But we also never get tired of mentioning how statistics is a basis for informed decision making and therefore a foundation for democracy. To live up to these standards we make sure our methods are well documented and I would argue we should also give some thoughts on what technology we use.</p>

<p>There are two reasons for this: We should allow our users to learn from our applications on the web, build upon them, mash them up with other stuff we didn’t imagine or even improve them. And secondly when we talk about archiving in the digital age, we are well advised to use open standards. Everyone of us who recently tried to open some old Word 2.0 documents will understand what I mean.<br />
The topic comes up as several statistical offices have moved from the SVG format for interactive statistical graphics to Flash. See the latest <a href="http://www.statistics.gov.uk/populationestimates/flash_pyramid/default.htm">population pyramid from ONS</a> or the <a href="http://www.bundeswahlleiter.de/de/europawahlen/EU_BUND_09/onlineatlas/">election atlas in Germany</a>. While SVG is an open graphics standard just like HTML, you can think of Flash more like Word documents, those are closed binary files. Users cannot look behind the scenes and if the source code gets forgotten or the technology changes dramatically, all is lost.<br />
Now there is a flipside to it: Just like Microsoft Word, Flash is ubiquitous, works really well and works the same way across all supported platforms. SVG on the other hand had its ups and downs. Since 2008 it is very well supported on modern browsers such as Opera, Firefox, Safari and Google Chrome but even Internet Explorer 8 doesn’t handle it at all. There was a plugin for Internet Explorer, but that never had the significant market share that Flash enjoyed (no YouTube without Flash!) and was &#8220;end of lifed&#8221; in January 2009, meaning SVG support on Internet Explorer was gone at the beginning of this year. So why all the bemoaning, free and open doesn’t allways win.<br />
Well, things are changing right now. With the help of Google an open source project aims at adding SVG support to Internet Explorer through the Flash plugin. And they are aiming high, want to implement it in Wikipedia, which uses SVG as a base format for all their graphics and maps. It’s called the <a href="http://code.google.com/p/svgweb/">SVG Web</a> project, and already it works well enough to support our use-cases. I’ve put up an <a href="http://vis.uell.net/gsvg/poppyr.html">animated population pyramid</a> and an <a href="http://vis.uell.net/gsvg/electionAtlasGermany.html">interactive map</a> with it and couldn’t be happier.<br />
Even in Internet Explorer you can right click in the graphics and “view source”, see how everything was done, adapt it, improve it &#8230; And when your are using Firefox or Safari you can print these graphics into PDF and get print quality vector graphics.<br />

On the one hand, Google books tries to digitize and eventually offer online nothing less then all books ever published. Aside the fundamental question, whether companies should be allowed doing this, the main controversy is around how to compensate authors and publishers of books that are out of stock and of orphan works (see &#8220;<a title="Google vs. Copyright " href="http://governancexborders.wordpress.com/2009/04/08/google-vs-copyright-collectives-or-transnational-vs-national-governance/" target="_blank">Google vs. Copyright Collectives</a>&#8220;). On the other hand, the book as a medium itself may be changed by e-book reader such as Sony’s “Daily Edition” or Amazon’s “Kindle” (see &#8220;<a title="Sony vs. Amazon @ PC World" href="http://www.pcworld.com/article/170828/sonys_ereader_vs_kindle_5_reasons_amazon_should_worry.html" target="_blank">Sony&#8217;s E-Reader vs. Kindle</a>&#8220;). Both allow direct wireless download of books directly to the reader via mobile phone networks. The latter raises a lot of controversy because of its restrictive digital rights management (&#8220;<a title="Kindle Controversy @ gxb" href="http://governancexborders.wordpress.com/2009/04/15/kindle-controversy-continued-exit-and-voice/" target="_blank">Kindle Controvery Continued: &#8216;Exit&#8217; and &#8216;Voice&#8217;</a>&#8220;) and Amazon’s ability to delete books from the reader even after their purchase (see <a title="NYT on deletion from &#34;1984&#34; of Amazon's Kindle" href="http://www.google.com/url?sa=t&#38;source=web&#38;ct=res&#38;cd=1&#38;url=http%3A%2F%2Fwww.nytimes.com%2F2009%2F07%2F18%2Ftechnology%2Fcompanies%2F18amazon.html&#38;ei=vzeeSu3zBMTd-Qam95zaCw&#38;rct=j&#38;q=Amazon+1984+kindle&#38;usg=AFQjCNGh4Xyjpr17FRZCkR8F0_jpGXLACA" target="_blank">NYT</a>).</p>
<p>In spite of their common field of digital books and publishing, these two controversies evolved relatively independent from one another until very recently Amazon, Yahoo and Microsoft formed the “Open Book Alliance” (see <a title="CNET on &#34;Open Book Alliance&#34;" href="http://news.cnet.com/8301-30684_3-10318462-265.html" target="_blank">CNET</a>) to counter Google Books. Googles rejoinder was an alliance with Sony (see <a title="Google rejoinder @ CBC" href="http://www.cbc.ca/arts/story/2009/08/27/google-sony-epub-ebook-format.html" target="_blank">CBC</a>). This merger of conflicts will, I predict, alter the dynamics in both controversies.<!--more--></p>
<p>First, at least in the US, the fundamental question, whether large-scale corporate book digitization should be allowed at all, will be off the table once Google has no monopoly in the area.</p>
<p>Second, the pressure on the still fragmented European publisher- and author-lobbies to come up with more standardized and pragmatic suggestions for compensation will rise dramatically. By now, representatives of some European collecting societies such as the German <a title="VG Wort" href="http://www.vgwort.de/google.php" target="_blank">VG Wort</a> seem to think, opting-out of Google Books could solve the problem. It cannot. Keeping German works unavailable by default is just not a sustainable option in a world, where every piece of text will be online or it will not be.</p>
<p>Third, we are experiencing the outset of a great new standard battle about data formats of digital books. In this context, calling an alliance of Amazon, Yahoo and Microsoft “Open Book Alliance” is a telling example of “<a title="Newspeak @ Wikipedia" href="http://en.wikipedia.org/wiki/Newspeak" target="_blank">Newspeak</a>”: While Amazon’s e-book format is the opposite of  Sony&#8217;s open &#8220;ePub&#8221; (see again &#8220;<a title="Kindle Controversy @ gxb" href="../2009/04/15/kindle-controversy-continued-exit-and-voice/" target="_blank">Kindle Controvery Continued</a>&#8220;), the naming shows that (at least: the impression of) openness may be key for getting a standard diffused and established:</p>

<p>A HAR egyik legnagyobb húzása <a href="http://laforge.gnumonks.org/weblog/2009/08/14/#20090814-har2009_gsm_network">a GSM hálózat</a> volt. Több éve ki vagyok téve a telekommunikáció iparának, de ennél izgalmasabbat nem nagyon láttam még <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' />  A német CCC és Harald Welte vásároltak ebayen pár Siemens MicroBTS 11-est (<a href="http://bs11-abis.gnumonks.org/trac/wiki/BS11_Sales">és tovább is árusítják</a>), megírták hozzá a telkós szabványok alapján a <a href="http://bs11-abis.gnumonks.org/trac/wiki/OpenBSC">szoftvert</a>, a HAR szervezői pedig szereztek egy tesztlicencet a HAR idejére.</p>
<p>A GSM hálózatot biztonsági szempontból is górcső alá vették, a forgalmat lehallgatni némi spec hardver (kb 1000EUR) segítségével nem nehéz. Sőt a pár éve már egyszer beígért GSM titkosítás feltöréséhez szükséges táblázatokat is elkezdték újragenerálni.</p>
<p>Miért izgalmas ez?</p>
<ul>
<li>közösségi GSM, akár olyan helyeken is, ahol a szolgáltatóknak nem éri meg már szolgáltatni.</li>
<li>a GSM zárt technológia volt eddig, gyakorlatilag a &#8220;security-through-obscurity&#8221; hibát követték el a tervezők. Ha figyelembe vesszük, hogy különböző (versenyhez köthető) okokból a telekommunikációs szabványok igen bonyolultak, már most lehet sejteni, hogy mennyi hibára lehet számítani.</li>
<li>a telkó szolgáltatók hajszát indítanak a saját piacaik védelmében, meg leszünk vádolva (talán még le is terroristáznak), hogy veszélyeztetjük nemzetek kommunikációs infrastruktúráját (céges profit nem egyenlő a nemzetbiztonsággal). Ha pár ITs srác meg tudja csinálni pár euró befektetéssel, akkor a szervezett bűnözés és más rosszindulatú szereplők számára ez már rég lehetőség.</li>

<p>About one and half years ago I wrote two Dutch articles for <a href="http://www.van12tot18.nl/">Van twaalf tot achttien</a>, a magazine catering for teachers in secondary education. These articles were the first in this magazine to be published under a <a href="http://creativecommons.org/">Creative Commons</a> licence. This means that I can publish them on this blog and that you will be able to reuse what I have written (as long as you comply to the license agreement).</p>
<p>The first article is titled <em><a href="http://hansdezwart.wordpress.com/files/2009/08/free_software_in_education.pdf">Vrije software in het onderwijs is een must</a></em> (<em>Free software in education is a must</em>). It tries to explain not only the benefits of <a href="http://www.fsf.org/licensing/essays/free-sw.html">free software</a> (yes, free as in speech, not free as in beer) but also touches on <a href="http://en.wikipedia.org/wiki/Open_standards">open standards</a> and <a href="http://en.wikipedia.org/wiki/Open_educational_resources">open educational resources</a>. The article has a companion webpage which is still available <a href="http://www.hansdezwart.info/van12tot18/">here</a>.</p>
<p>I have always believed that is very strange that our government subsidises many schools and teachers to create learning materials, but that these organisations and people are not required to share these materials under a free license. This has mainly to do with a lack of awareness of this problem and I am hoping that this article increases knowledge about the importance of free licensing of software and content.</p>
<p>Note how the designer who laid out the page wasn&#8217;t very interested in the contents of the article. His or her thought process must have gone something like: &#8220;Ah an article about software&#8230; let me find an image of a CD&#8230; yes, great Adobe Creative Suite CS2&#8243;. Really fitting for an article that talks about <a href="http://www.gimp.org/">the Gimp</a>!</p>
<p>The second article was co-written with Leen van Kaam (at the point of writing a colleague at <a href="http://www.stoas.nl">Stoas Learning</a>). It is titled <em><a href="http://hansdezwart.wordpress.com/files/2009/08/scenarios_for_elo_implementations.pdf">Scenario&#8217;s voor de implementatie van een Elektronische Leeromgeving (ELO)</a></em> (<em>Scenarios for the implementation of a Virtual Learning Environment (VLE)</em>) and describes a maturity model for implementing virtual learning environments in secondary education. It can be used to set goals and manage expectations in schools and should make it easier to understand why certain parts of a VLE implementation are successful and other are not.</p>

<title><![CDATA[Can the Open Group Become the RightScale of Cloud Standards?]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p><img class="alignleft size-thumbnail wp-image-64139" title="the-open-group" src="http://gigaom.wordpress.com/files/2009/08/the-open-group1.gif?w=168" alt="the-open-group" width="168" height="47" />The proliferation of standards bodies and other groups focusing on cloud computing makes it difficult to believe any one organization can deliver truly valuable, business-level information. In many cases, their scopes are too specialized. The work might be great, but it needs to make its way to users in a useful manner. The Open Group, with its new enterprise-focused <a href="http://www.theopengroup.org/cloudcomputing/">Cloud Work Group</a>, is working to make this happen.<!--more--></p>
<p>The Cloud Work Group’s mission is not to develop any standards of its own, but to produce advisory reports by taking into account numerous sources. In fact, says Open Group Vice President of Collaboration Services Dave Lounsbury, the Open Group is predisposed to incorporate rather than recreate, because reinventing the wheel wastes the time and money of all involved. While the Cloud Work Group is new, the Open Group has been working on cloud computing for about a year and already has liaised with the <a href="http://gigaom.com/2009/03/29/the-open-cloud-manifesto-is-nothing-but-a-vapor-tiger/">Open Cloud Manifesto</a> group, the <a href="http://gigaom.com/2009/03/31/experts-get-serious-about-cloud-security/">Cloud Security Alliance</a> (CSA), and the <a href="http://groups.google.com/group/cloudforum">Cloud Computing Interoperability Forum</a>, among others.</p>
<p>I think of the Open Group’s Cloud Work Group as the <a href="http://gigaom.com/2008/09/17/rightscale-makes-multiple-clouds-work/" target="_blank">RightScale</a> of the standards community. It will take the work of other groups, add in its own expertise, and put it all together in the most useful package possible. The big difference is that while RightScale has built a <a href="http://www.rightscale.com/products/features/multi-cloud-engine.php" target="_blank">multi-provider management interface</a>, it cannot offer seamless interaction among platforms until providers make it possible; the Cloud Work Group can integrate everything within its scope now and deliver real-world guidance.</p>
<p>The Cloud Work Group’s interactions with other consortia will involve more than just talking. Lounsbury says the Cloud Work Group already has had cross-briefings with the CSA, and he expects co-authored work products are inevitable. The Open Group has been party to jointly produced documents in the past and, says Lounsbury, “Given the multi-headed nature of the cloud beast, I expect we’ll take advantage of that again.” The Cloud Work Group’s collaborative nature also could make it an intermediary between different consortia and help keep them moving in the same direction, thus avoiding <a href="http://en.wikipedia.org/wiki/Web_Services_Resource_Framework#Issues_with_WSRF">inter-organizational conflicts</a> that leave users wondering which standards to adopt.</p>
<p>This approach is noteworthy because, like the cloud-computing landscape with platforms, the cloud standards arena is littered with many distinct organizations. Apart from the aforementioned groups, other major initiatives include the Open Grid Forum’s <a href="http://www.ogf.org/gf/group_info/view.php?group=occi-wg">Open Cloud Computing Interface Working Group</a> and the Distributed Management Task Force’s <a href="http://www.dmtf.org/about/cloud-incubator">Open Cloud Standards Incubator</a>, and smaller groups are always forming. It would be nearly impossible for a company to monitor all the work being done by these organizations, analyze it, and apply it to its cloud strategy. However, because the Cloud Work Group consists of members spanning the vendor and user communities, it can keep track of this work and bring relevant standards and best practices from across the board to bear on specific <a href="http://www.opengroup.org/bookstore/catalog/g261.htm">business scenarios</a>, or possibly on a cloud-computing architectural taxonomy.</p>

<title><![CDATA[As Cali Gears Up for Electric Cars, the Heat's On to Hammer Out Standards]]></title>

We&#8217;ve <a href="http://gigaom.com/2008/12/07/open-standards-for-the-new-networked-vehicle-will-take-time/">written before about automakers</a> and utilities ratcheting up efforts to hash out standards for how plug-in vehicles will interact with the grid. So far they&#8217;ve stopped short of forming an open standards movement like the ones that have formed in the IT and computing industries. But the pressure is on for standards to be put in place ahead of the emergence of plug-in vehicles designed for the mass market in the next few years &#8212; especially in California, which will likely be an early test market.</p>
<p><img class="alignleft size-full wp-image-37085" title="tesla-models-cali" src="http://earth2tech.wordpress.com/files/2009/07/tesla-models-cali.jpg" alt="tesla-models-cali" width="472" height="314" />That was one of the messages driven home this week at a California Public Utilities Commission <a href="http://www.cpuc.ca.gov/PUC/energy/090714_sgpres.htm">workshop on smart grid standards</a>. Adding to the challenge of developing rules for a new territory &#8212; the intersection of vehicles and the electric grid &#8212; is the fact that state utility regulators are in many ways still figuring out their role in a nascent market that will be shaped in large part by protocols and standards from nationwide groups like the Society of Automotive Engineers (SAE) and the National Fire Protection Association, which writes wiring and electric codes.<br />

<p>As Saul Zambrano, director of the Clean Air Transportation program for utility PG&#38;E (s PCG), noted in his presentation at one of the CPUC panels on Wednesday:</p>
<blockquote><p>Beginning as early as 2010, California is likely to be a major focus of initial mass marketing of a new generation of electric vehicles&#8230;Now is the time for the Commission, utilities, utility customers, auto manufacturers, vendors and other stakeholders to establish overall policies, rates, and incentives in the electric sector to ensure that electric infrastructure and customer services needed to support the market penetration of electric vehicles.</p></blockquote>
<p>Electric vehicle infrastructure startup Better Place, whose Jason Wolf presented at this week&#8217;s workshop, has a clear idea of how it would like the Utilities Commission&#8217;s role to take shape, as explained in a letter submitted earlier this month in response to a CPUC white paper on opportunities and barriers for EVs in California (you can read the <a href="http://www.cpuc.ca.gov/PUC/energy/ev_comments.htm">full comments from Better Place and other groups here</a>). In its written comments, Better Place urges commissioners to consider a &#8220;green EV tariff,&#8221; which would provide &#8220;added incentives for EV customers that use electricity generated [with] renewable energy to power their vehicles,&#8221; and not surprisingly, charging infrastructure rebates. Better Place proposes a statewide rebate program for private investments in charging infrastructure similar to incentive programs for energy-efficient appliances.</p>
<p>On the standards side, <a href="http://www.betterplace.com">Better Place</a> wants the CPUC or the California Energy Commission (another state regulator) to set up a statewide approval process for EV infrastructure modeled after the requirements established by the San Francisco government (so that a company like Better Place won&#8217;t have to draft a new proposal for every municipality), and updates to state building codes.</p>
<p>Better Place writes that the costs for installing charge points for electric vehicles in parking lots could be significantly reduced if developers were required to install the equipment, or at least the electrical capacity, at the time of construction or renovation. It probably wouldn&#8217;t be the CPUC&#8217;s job to enact these codes, but Better Place is calling for the commission to help form a working group to &#8220;determine a sensible set of reforms and estimate their costs to the relevant parties.&#8221;</p>
<p><img class="alignleft size-full wp-image-37087" title="coulomb-sf" src="http://earth2tech.wordpress.com/files/2009/07/coulomb-sf.jpg" alt="coulomb-sf" width="472" height="314" />Other companies have also submitted policy ideas: Charge point maker <a href="http://www.coulombtech.com">Coulomb Technologies</a> wants to see a a framework for &#8220;new billing models in recognition of the mobile customer&#8230;with whom the serving utility has no credit and billing relationship.&#8221; And southern California utility San Diego Gas &#38; Electric (which has partnered with the Renault-Nissan Alliance to <a href="http://earth2tech.com/2009/05/24/electric-car-infrastructure-trials-some-progress-long-road-ahead/">trial electric vehicles and charging infrastructure</a>) urges commissioners to, among other things, consider allowing utilities to consider authorizing utilities to invest in, coordinate and deploy charging infrastructure &#8220;in advance of the market to spur&#8221; adoption of EVs.</p>
<p>The Golden State&#8217;s electric grid may be among the first to deal with plug-in vehicles in large numbers &#8212; and all the reliability issues that can come with them. An active discussion about how to manage this is clearly already under way, and we&#8217;ll be watching closely as it unfolds. We&#8217;re not the only ones. As Andy Frank, a UC Davis engineering professor and the founder and chief technology officer of <a href="http://www.efficientdrivetrains.com/index.html">Efficient Drivetrains</a>, said on a panel at this week&#8217;s workshop, &#8220;What we&#8217;re doing here &#8212; we&#8217;re really setting world standards.&#8221;</p>

One of the first tasks the network will be working is to get the open standards policy document for eGovernance in India approved without yielding to those groups who promote the interests of proprietary software groups (like <a title="NASSCOM" href="http://nasscom.org" target="_blank">NASSCOM</a>, <a title="MAIT India" href="http://www.mait.com" target="_blank">MAIT</a>, who are influencing the Indian Govt to make room for RAND and multiple standards).  Currently, the apex committee does not contain members who represent the FOSS community.  Therefore one of the immediate objectives of the new network of FOSS advocates is to request the Govt to include FOSS representatives in the apex body.</p>
