INDECT is arguably one of  the most ambitious and extensive surveillance projects ever planned. If Orwell were to write a prequel to Nineteen Eighty Four INDECT would definitely be one of the major stepping in stones if not the bridge, to the formation of his dystopian society. INDECT is like one gigantic dox’ing machine which combines data from multiple sources which I will list briefly below:

Online

• Internet surveillance using search engines, UseNet, social networks (Facebook, WKW etc.), forums, blogs, P2P networks and individual computer systems

• Image and video search using watermarks, as well as automated search algorithms to find depictions of violence and “abnormal behavior”.

• Advanced computer linguistic algorithms which are able to bind relations between persons and contexts of conversations into the analysis and interpretation of messages (for example, in chats).

On the streets

• “Mobile Urban Observation System”

• Drones = flying surveillance cameras (so-called “Unmanned Aerial Vehicles or UAVs, for example the Quadrocopter)

• The UAVs shall be connected “intelligently and autonomously” into a network to co-operate, allowing to both identify suspicious moving objects and trace them in cities automatically through hive patterns.

• Surveillance cameras use biometric data from passports to identify persons and create movement profiles.

Data obtained through these measures will be fed into a database, continuously updated and complemented by existing data, for example:

• Surveillance camera feeds

• Mobile phone location tagging (GSM, GPS)

• Face recognition (e.g. biometric data in electronic passports)

• Communication monitoring (data retention)

INDECT will know where we are, what we do, why we do it and what we are going to do next. INDECT will know who are our friends are, where we work, our interests, our habits, how we are feeling that day and judge whether we are behaving normally or irregularly. The masters of INDECT will be able to predict when and where any kind of protest can come up, even before the protesters themselves know it. INDECT is a tool of intimidation and control. It allows to remain in charge without the necessity to pay attention to the people. What INDECT entails is sure enough to rattle anyone’s cage, but one idiotic and dangerous aspect of INDECT is what it categorises as suspicious behaviours which have been listed below.

Suspicious Behaviours

• moving in the “wrong” direction

• loitering

• more than X persons meeting together

• stealing a car

• running

• falling

• forgetting luggage

• sitting for longer than X minutes

• screaming

• gunfire, explosions

• swearing

Granted, I myself would probably come to the conclusion that gunfire, explosions or theft would be fairly ‘suspicious’ but come on these other so called ‘suspicious behaviours’ are ridiculous if you are meeting a group of friends, you forget your bags, you swear upon this realisation and whilst running to get your forgotten luggage  you fall over, you have ticked numerous suspicious behaviours and have been deemed a ‘suspicious individual’, ridiculous. When the system identifies one of these so called ‘suspicious’ individuals their data may be requested by the system from the databases, invading the individuals privacy without warrant. Now I’m sure your reassuring yourself saying it will be years before INDECT comes into force, wrong. INDECT was used during Euro 2012 to monitor football-goers

In 2013 the project will be finished and INDECT will show it’s results. Which means there is still time for action we need to inform and organise our European brethren. The conference objectives are in conformance with the objectives of the FP7

During the conference, a presentation of the FP7 Security Research will
be shown. Objectives of the FP7 Security Research are as follows:

to develop technologies for building capabilities needed to ensure the security of citizens from threats (terrorism, natural disasters, crime), while respecting human privacy,
to ensure optimal use of technologies to the benefit of civil European security,
to stimulate the cooperation for civil security solutions,

INDECT is a project of the European Union. Officially it has been named an “intelligent information system supporting observation, searching and locating ‘danger’ for the safety of civilians in cities and urban environments. It was initially planned for 2009 – 2013. As you may have guessed, INDECT is in an advanced state right now. The system allows governments and security services to monitor every step of every civilian, regardless if that’s on the street, on the internet, through a tablet or mobile phone or through social media. Cameras and microphones will be placed in the streets and in public transportation facilities. Small unmanned air planes, drones, will be flying over the city in order to monitor what’s going on. All this data is analysed and combined by a supercomputer, a supercomputer which is designed to evaluate and locate potential threats amongst civilians that are being followed and monitored. In real life, we see now that governments, with every new piece of technology they install and use, slowly take more control of our lives. Soon, we as persons will slowly fade away for the governments. All that’s left are people that are potential threats, and civilians will cease to exist.
