Ca avait très mal commencé au Caire, avec des jets de pierre d’une gravité extrême contre le bus des joueurs algériens deux jours avant le match Egypte-Algérie ce 14 novembre, qui s’est clos après une victoire égyptienne 2-0 menant à un match de barrage entre les deux équipes ce mercredi 18 à Khartoum – les vidéos, qui montrent des joueurs algériens blessés par jets de pierre, sont indiscutables et on ne peut mettre en dout, comme l’a fait de manière ignominieuse la presse égyptienne, la réalité de cette agression – voir les vidéos ici (via France 24).

Ce qui s’est vraiment passé

Les Verts qui sont arrivés hier à l’aéroport international du Caire vers 16h, ont été victimes d’une véritable agression de la part des supporters égyptiens qui se sont faufilés au milieu des supporters algériens entassés à la sortie de l’aéroport pour accueillir leurs idoles avant de rejoindre l’hôtel Liber Hôtel (ex-Moevenpick) se trouvant à environ 200 mètres.

Au moment où le bus transportant la délégation algérienne allait amorcer son dernier virage, il a été bombardé par des pierres et des projectiles de toutes sortes qui ont atteint quatre joueurs et l’entraîneur des gardiens de but, provoquant de sérieuses blessures à certains d’entre eux. Il s’agit entre autres de Halliche et Lemouchia qui ont été sérieusement blessés à la tête, Saïfi et Chaouchi qui eux ont été touchés à la main. Le bus transportant la délégation algérienne a été sérieusement endommagé. Aussitôt arrivés à l’hôtel, la délégation algérienne a fait appel au représentant de la FIFA chargé de la sécurité, le Suisse Gagg Walter pour constater les dégâts et les blessures. Les joueurs étaient sous le choc et les présents se demandaient comment des supporters égyptiens se trouvaient sur les lieux après toutes les assurances données par les autorités du pays d’accueil.

La théorie du complot a été embrassée des deux côtés – les Egyptiens en accusant de manière ridicule les joueurs algériens de s’être en quelque sorte auto-mutilés dans un complot anti-égyptien dont on peine à percer les motivations, sachant que la FIFA n’a jamais à ma connaissance accordé de victoire sur tapis vert à l’équipe visiteuse pour cause de violences en dehors du stade. Du côté algérien, l’attaque du bus de l’équipe algérienne n’aurait pas été le fait de hooligans mais le fruit d’une conspiration impliquant les services secrets égyptiens:

Un parlementaire égyptien à Echourouk : « le chauffeur du bus est un informateur connu par les services de sécurité égyptiens ». (…)

Un parlementaire égyptien n’a pas hésité à faire cette déclaration par téléphone au quotidien Echourouk, parlant du scénario de l’agression des Verts et du rôle joué par le chauffeur du bus, qui a fait un faux témoignage suite aux instructions qu’il a reçue quelques jours avant l’arrivée des joueurs algériens en égypte.

Ce parlementaire a affirmé que ce chauffeur est un informateur des égyptiens, qui avait été chargé par la mission de faire un faux témoignage et d’accuser à tort non seulement les joueurs, mais aussi le ministre algérien de la jeunesse et des sports, et ce en indiquant que ce dernier lui a déchiré la chemise.

Le parlementaire a été clair dans sa déclaration, et il dit : « J’ai peur que vous publiez mon nom, et subir cent fois plus que ce que vos joueurs ont subi », et de ce fait, il s’est contenté pour le moment de révéler la vérité, et à l’avenir nous allons ouvrir une enquête sécuritaire en usant de nos moyens politiques, avant de poursuivre : « Il ne faut pas s’étonner si le chauffeur maintienne ses propos pour faire croire que c’est la vérité qu’il dit, nous les Egyptiens on se connaît les uns les autres. Sa mission était et est toujours d’espionner les étrangers à travers sa soi-disant profession de chauffeur de bus, et il a été choisi pour jouer ce mauvais rôle, à savoir faire un faux témoignage »

Ce même responsable a ajouté cette déclaration : « Je suis sûr que c’est lui-même qui a déchiré sa chemise pour lui servir de preuve supplémentaire à ses faux témoignages. A savoir quelle serait sa récompense ?» (Ech-chourouk)

De même, les célébrations palestiniennes à Gaza après le second but égyptien seraient “le fruit des manœuvres des services secrets égyptiens présents en force sur les territoires occupés” (Liberté).

Des violences ont ensuite eu lieu après la fin du match au Caire, et des supporters algériens affirment avoir été agressés à coups de pierre par des hooligans égyptiens (les récits contiennent de nombreuses exagérations, mais la description des agressions semblent suffisamment détaillée pour être crédible):

« Cela a commencé juste après la fin de la rencontre. Nous attendions dans les tribunes les instructions des services de sécurité égyptiennes pour monter dans les bus. Vers minuit, on quitte le stade du Caire escortés par une voiture de police et une vingtaine de minutes après notre départ, la voiture disparaît. Le bus ralentit avant qu’une meute de supporters égyptiens nous attaque avec des jets de pierres et des armes blanches. Ils étaient comme des fous, pire que les sionistes. Ils voulaient nous tuer. Les bus qui transportaient nos supporters étaient totalement endommagés. Et tout cela sous le regard de la police », témoigne Tayeb Meriem, ancien député, qui faisait partie de la délégation. (…) « Tout au long du trajet, les Egyptiens n’arrêtaient pas de nous caillasser. Il y avait beaucoup de blessés », a ajouté l’ex-parlementaire. (

Un journaliste algérien raconte avoir été agressé par la foule également à l’aéroport, au départ du Caire:

« On croyait que tout était terminé après le cauchemar de la nuit du match, malheureusement pour nous, une centaine d’Egyptiens étaient embusqués à l’intérieur de l’aéroport. Dès qu’on a franchi les portes de l’aéroport, on a été attaqués par une foule déchaînée. Même les journalistes ont été agressés. On a été pris en otage », témoigne, Bachir Cherif, directeur du journal La Tribune.

D’autres témoignages algériens semblent crédibles:

« C’est un véritable guet-apens, un traquenard dans lequel les supporters algériens sont tombés à leur sortie du stade », dit Yacine. L’homme qui parle ainsi, c’est le docteur Yacine Hakimi, chirurgien au CPMC de l’hôpital Mustapha d’Alger il sait exactement de quoi il parle en matière de blessures et de traumatismes. (…)

Selon son témoignage, les bus des supporters algériens sont sortis vers 1h de l’enceinte du stade, escortés par la police. Seulement, au bout d’une dizaine de kilomètres, cette escorte a rebroussé chemin pour livrer ceux qu’elle était censée protéger à la furia des supporters égyptiens résolus à tailler en pièces tout Algérien qui leur tomberait sous la main. Une pluie de projectiles a commencé alors à tomber sur les bus ; les vitres ont explosé les unes après les autres. « Je croyais mon heure arrivée », poursuit Yacine.

« une Algérienne déshabillée devant nous »

Le chauffeur du bus égyptien a refusé de continuer sous prétexte que sa vie était en danger. Les malheureux supporters ont été contraints de faire le reste du trajet à pied au milieu d’une foule hostile qui continuait à les bombarder de pavés et de pierres et à les abreuver d’injures. « Ce n’est qu’une fois à l’intérieur de l’hôtel que j’ai pu donner les premiers soins. Là, j’ai eu affaire à une crise d’épilepsie, un cas de traumatisme fermé du coude, un traumatisme grave du bassin, un traumatisme oculaire grave, et deux côtes cassées sans compter les plaies ouvertes sur la face ou au cuir chevelu », raconte encore notre médecin. “Le gouvernement égyptien a promis d’assurer la sécurité aux Algériens,  mais rien n’a été fait, la police nous a même lâchés face à un public déchaîné. Et nous étions obligés de réquisitionner une dizaine de policiers le temps d’avertir le consulat. Ce n’est que vers les coups de 4h du matin que nous avons pus sortir du stade” (Liberté)

Plus grave, des supportrices algériennes auraient subi de l’harcèlement:

Nesma est étudiante au Caire. Elle raconte les humiliations et les brimades subies au stade. « Des femmes policières nous ont déshabillées alors que leurs collègues hommes nous regardaient. Nous avons été continuellement insultées pendant les trois heures d’attente que nous avons passées à attendre pour entrer dans l’enceinte du stade », dit-elle, en nous montrant les photos de supporters algériens couverts de sang qu’elle a prises avec son propre appareil à la sortie du stade. “Je suis venue de France pour voir l’équipe nationale. Étant étudiante à l’université  de Grenoble, j’ai dû faire des économies avec mes amies pour payer mon séjour et une émulation en prime. Je me suis  retrouvée à moitié nue dans la cabine du poste de police du stade. Le policier m’a indiqué la cabine destinée aux femmes pour la fouille. Je me suis exécutée en croyant qu’il s’agissait d’une procédure normale de vérification. À l’intérieur, la policière a procédé à la fouille de mon sac à main –  en me confisquant mes produits de beauté prétextant qu’ils peuvent servir de projectiles – puis elle m’a demandé de lever les bras pour une fouille corporelle.  Subitement, elle change d’avis en exigeant de moi d’enlever mon pull et mes chaussures, comme j’ai refusé, elle m’a bousculée devant une table et elle m’a menacée de le faire. Une fois fait, elles se sont mises à rire aux éclats en me regardant. Ma fouille ressemblait à celle des détenus. Et dire que j’avais une haute opinion de ce pays. Je rentre demain chez moi.” (Liberté)

Le ministre de la solidarité, de la famille et des ressortissants algériens établis à l’étranger Djamel Ould Abbas a vertement critiqué la partie égyptienne:

« on était victime d’un sketch où les autorités avaient joué leur rôle dans l’hypocrisie. Dés notre arrivée, ils nous ont donné des garanties, mais dés notre sortie de l’aéroport, on a compris l’enfer qu’on nous a préparé » « on a pris place sur la tribune officielle, on a été soumis à une pression terrible, mais jamais on a imaginé que leur haine pouvait arriver à siffler l’hymne national algérien, même les joueurs n’avaient rien entendu. J’ai salué l’hymne national algérien comme un militaire le ferait, et j’ai fait de même avec l’hymne national égyptien, mais j’ai élevé ma voix en présence de 14 ministres égyptiens, pour dire « la honte à l’Égypte, cet hymne national, c’est malheureux que la haine et le mépris arrivent au degrés de siffler le drapeau national » « dés qu’ils ont marqué le deuxième but, je fus ciblé de tirs par un grand sac, qui comprenait des figues sèches, et à ce moment là, on ne pouvait distinguer le ministre du citoyen, parce que les tirs en direction des tribunes réservées aux algériens avaient pris une tournure horrible » « on a un enregistrement vidéo mettant en évidence les agressions dont avaient fait l’objet des officiels algériens ainsi que de simples citoyens algériens sur les tribunes du stade de la mort au Caire »

« ils nous ont attaqué comme des sauvages » (Ech-chourouk)

Des rumeurs faisant état de morts algériens au Caire ont été rapportées par la presse algérienne, notamment Ech-Chourouk, quotidien arabophone – mais traduisant une sélection d’articles en anglais et en français (quotidiens marocains, prenez-en de la graine!) – à grand tirage qui semble être l’Al Masae algérien:

L’on parle de morts et de centaines de blessés. Des chiffres qui font peur et qui circulent parmi la population et au sein des redaction. En l’absence d’une information officielle, les rumeurs vont bon train. Mais, selon les témoignages de rescapés algériens présents, hier, au Caire et arrivés à Alger depuis ce matin, il s’agit de quatre morts averées dont l’un est tombé sous les yeux de notre interlocuteurs. Aucun chiffre officiel n’a été déclaré. Les speculations s’affolent face à la difficulté d’obtenir des informations fiables. Seuls, les témoignages d’algériens de retour de cet enfer en font état. Le nombre des morts algériens allégués varie de 1 à 12, en passant par 4, 5 ou 7, selon les sources contradictoires, qui n’ont d’ailleurs pas été reprises par des médias non-algériens, à ma connaissance.

Le témoignage d’un rappeur algérien ayant fait le déplacement et qui fait état de quatre morts semble spectaculaire au premier abord:

Parmi ces blessés, le chanteur de Rap Reda City 16, qui est venu dés son arrivée en Algérie, à la rédaction du journal pour apporter ses témoignages, photos et vidéo à l’appui. Selon ce dernier, ” des algériens étaient « offerts » à la vindicte des égyptiens. Les policiers chargés de protéger les supporteurs algériens les guidaient à travers les dédales de ruelles cairote, tout droit dans un guet apens ou ils sont attendus par une horde de voyous. Les policiers ne s’empêchaient pas de parfaire leur forfait en criant « voici des algériens » et de prendre ensuite la fuite laissant nos compatriotes désarmés, perdus et livrés à un caillassage en règle“. Cette « opération » digne d’une période nazie aurait “coûté la vie à quatre algériens“, dont l’un est mort sous les yeux du rappeur qui déclare “avoir fait la chahada à la victime avant de la couvrir de l’emblème national“. Notre interlocuteur rapporte qu’ “Une femme enceinte accompagnant son mari, n’a du son salut” qu’à la bravoure de notre témoin qui affirme s’être ” jeté sur elle la plaquant par terre pour éviter les cailloux, son mari avait perdu connaissance, atteint par les projectiles“. “Une fois conduite à l’hôpital, cette dame aurait perdu son fœtus” ajouta-t-il. Je ne suis pas vraiment convaincu, même si les images qu’il aurait filmées sur son portable sont troublantes: difficile de déterminer si les photos d’un supporter dans un drapeau algérien ensanglanté montrent un blessé ou un mort. On ne voit pas comment le nom du ou des supporters morts ne saurait pas amplement diffusé et claironné sur les toits par les très nombreux journaux et sites algériens, ni comment de très nombreux témoins, au Caire, à l’ambassade d’Algérie, aux aéroports du Caire et d’Alger puis en Algérie ne confirment pas un décès, car on ne transporte pas un cadavre d’Egypte en Algérie comme un simple colis postal (un site algérien fait état du rapatriement d’un cadavre de supporter algérien décédé, mais sans aucune information complémentaire ou confirmation par d’autres sources) , comme peuvent en témoigner les Marocains qui font rapatrier au Maroc le corps d’un parent mort à l’étranger. Ce qui est certain, encore une fois, c’est que la violence de prétendus supporters égyptiens a fait de nombreux blessés algériens.

D’autres allégations sont très excessives – El Watan (qui maintient que des Algériens sont morts au Caire) cite un supporter algérien assurant qu’un Algérien aurait été… brûlé vif:

Un autre supporter, Hellal d’Alger, a affirmé avoir vu un supporter brûlé vif par des Egyptiens, lors de son retour du stade. (El Watan)

On imagine mal que dans une ville de 20 millions d’habitants, un soir où la moitié d’entre eux se trouvait dans la rue pour fêter la, miraculeuse victoire égyptienne, il ne se trouverait aucun témoin, même par parmi les milliers d’Algériens, aucun appareil photo, aucun téléphone mobile pour enregistrer ou confirmer la scène spectaculaire d’un supporter algérien brûlé vif…

L’ambassadeur algérien au Caire, Abdelkader Hadjar, a ainsi démenti ces rumeurs, de même que, de manière plus attendue, le porte-parole du ministère égyptien de la santé:

Mondial: aucun décès d’Algérien au Caire samedi (ambassadeur d’Algérie)

L’ambassadeur d’Algérie en Egypte Abdelkader Hadjar a affirmé dimanche qu’aucun supporteur algérien n’avait trouvé la mort après le match de football comptant pour la qualification au Mondial 2010 ayant opposé samedi au Caire les équipes d’Algérie et d’Egypte.

Le porte-parole du ministère égyptien de la Santé, Abderrahmane Chahine, a également démenti à l’AFP au Caire dimanche en soirée tout décès parmi les Algériens venus soutenir leur équipe.

“Nous démentons tout décès parmi les supporteurs algériens“, a déclaré M. Chahine.

Les deux pays ont cependant fait état de plusieurs supporteurs des deux nationalités blessés.

“A cet instant, aucun décès n’a été signalé du côté des supporteurs algériens” après cette rencontre, a indiqué M. Hadjar dans une déclaration à la chaîne 1 de la radio nationale algérienne citée par l’agence APS.

“Des informations circulaient depuis samedi faisant état de la mort de supporteurs algériens au Caire, mais après vérification, notamment auprès des services hospitaliers, aucun décès nous a été signalé“, a-t-il affirmé.

L’ambassadeur algérien a également démenti les informations rapportées par certains médias, selon lesquelles “les corps de six victimes sont arrivés à l’aéroport international Houari-Boumediene” d’Alger, ajoute l’APS.

“Le gouvernement égyptien nous a informés sur les blessures de onze Algériens, qui ont quitté l’hôpital après avoir reçu des soins“, a-t-il encore indiqué, toujours de même source.

M. Chahine avait auparavant dressé un bilan de 32 personnes, dont 20 Algériens, blessées dans la nuit de samedi à dimanche.

Un journaliste de l’AFP sur place avait rapporté qu’au moins quatre bus transportant des Algériens avaient été caillassés après le match.

La sélection algérienne avait été la cible de jets de pierres peu après son arrivée au Caire jeudi soir. Trois joueurs avaient été blessés. (…) (Le Monde)

Ces démentis semblent crédibles: Le Caire n’est pas le Waziristan ou le Sud Kivu, et on y meurt pas sans la légendaire bureaucratie égyptienne – certificat de décès, permis d’inhumer et, pour victimes étrangères, les formalités nécessaires au transport d’un cadavre vers son pays d’origine, chose qui ne peut se faire qu’avec la coopération des services consulaires et aéroportuaires dudit pays, c’est-à-dire l’Algérie. On peut donc présumer que l’ambassadeur d’algérie parle en connaissance de cause, à moins qu’il ne fasse lui aussi partie d’un “complot diabolique” comme les a dénoncés le président de la fédération algérienne… Il est vrai que l’ambassadeur algérien a été vertement critiqué pour ses propos démesurément optimistes d’avant-match:

Abdelkader Hadjar est d’abord revenu sur la fameuse “Journée Mondiale de la Peur” que certaines parties égyptiennes menacent d’organiser pour semer la frayeur parmi les joueurs de la sélection algérienne. Notre interlocuteur révèle qu’il a personnellement exposé le sujet aux services de sécurité égyptiens qui lui ont donné des garanties quant à la sécurité des joueurs, des accompagnateurs et des supporters algériens. Ces services ont indiqué qu’il ne faut pas se fier aux informations communiquées par les médias ou les forum d’Internet, d’autant que les rassemblements près de l’hôtel où séjourneront les algériens sont strictement interdits. Ils ont assuré que les déplacements des Verts seront encadrés sur le plan sécuritaire, rapporte Hadjar. (…) Le représentant de la diplomatie algérienne a expliqué au sujet du séjour des supporters, que des efforts sont fournis afin que les algériens soient logés dans des hôtels proches les uns des autres, et de préférence loin du centre-ville, pour éviter un contact trop proche avec les supporters des Pharaons. L’ambassadeur rassure quant à la sérénité du climat et des intentions des responsables égyptiens qui oeuvrent pour que la rencontre se déroule dans les meilleures conditions. (Ech-chourouk)

Aujourd’hui mardi, un communiqué officiel du ministère algérien des affaires étrangères a confirmé qu’aucun supporter algérien ne serait décédé au Caire:

Aucun Algérien n’est décédé au Caire

Le ministère des Affaires étrangères a rendu public lundi un communiqué dans lequel il a réaffirmé qu’aucun citoyen algérien n’est décédé au Caire à la suite des incidents survenus après le match Egypte-Algérie.

Voici le texte intégral du communiqué du ministère rediffusé à la demande des abonnés : “Des rumeurs et des informations erronées ont été colportées, selon lesquelles des décès auraient été enregistrés parmi les ressortissants algériens qui se sont rendus au Caire pour supporter l’équipe nationale de football.

A l’issue des investigations, menées par l’ambassade d’Algérie au Caire auprès des autorités locales et au niveau des hôpitaux et des morgues, le ministère des Affaires étrangères tient à démentir formellement ces allégations. Aucun ressortissant n’est décédé au Caire à la suite des incidents survenus, ni parmi les supporters qui se sont déplacés à partir du pays, ni parmi les Algériens résidant en Egypte.

Nos supporters algériens ont effectivement été victimes d’agressions indignes de la part d’énergumènes avant ou après le match de samedi dernier. A la suite de ces incidents, il a été enregistré une vingtaine de blessés parmi nos ressortissants à des degrés divers, mais fort heureusement sans gravité, qui ont tous quitté les structures hospitalières après avoir reçu les soins nécessaires.

La liste des blessés est disponible au ministère des Affaires étrangères. Par ailleurs, plus de 300 citoyens qui ont fait le déplacement au Caire ont choisi de se rendre de cette ville à Khartoum pour soutenir encore l’équipe nationale. Leur transfert est actuellement en cours avec des vols spéciaux de la compagnie Air Algérie et des forces aériennes de l’ANP.

Le ministère des Affaires étrangères espère que ces informations seront de nature à rassurer notre opinion publique et à favoriser le retour au calme et à la sérénité. Une cellule de suivi a été mise en place au ministère des Affaires étrangères depuis le 11 novembre dernier.

Toute personne n’ayant pas de nouvelles d’un proche qui se serait rendu au Caire pour le match de samedi dernier est invitée à prendre contact avec cette cellule au numéro vert suivant : 30-40″. (El Watan)

Le mal était en tout cas fait – le mélange de faits réels de violence, absolument inacceptables, et de rumeurs sans fondement – du moins à ce jour – a entraîné des actes de violence en Algérie, contre les expatriés égyptiens qui y habitent, le plus souvent représentants des importants intérêts économiques égyptiens dans ce pays: la multinationale égyptienne Orascom est ainsi titulaire d’une licence de téléphonie mobile via sa filiale Djezzy, et d’intérêts dans le ciment qu’elle vient de cèder au groupe français Lafarge. Des voyous algériens s’en sont ainsi pris aux différentes entreprises égyptiennes en Algérie, et des cordons de sécurité renforcés ont protégé l’ambassade d’Egypte à Alger. Paradoxalement, le nouveau siège de la Fédération algérienne de foot-ball (FAF) est construit par l’entreprise égyptienne Arab Contractors, avec du personnel égyptien (cela semble souvent être le cas en Algérie, les entreprises étrangères emmènent leur propre personnel plutôt que de recruter localement) – qui ont préféré se réfugier à l’ambassade d’Egypte à Alger:

Les employés de l’entreprise égyptienne Arab Contractors, qui sont en train de réaliser le nouveau siège de la Fédération algérienne de football ont changé de direction hier.

En effet, au lieu de se rendre à leur lieu de travail, ils ont choisi de se réfugier à l’ambassade d’Égypte à Alger de peur d’être agressés. C’est ce qu’on appelle l’ironie du sport. (Liberté)

Leur peur est loin d’être infondée, au vu de véritables pogroms qui ont lieu contre des Egyptiens résidant en Algérie – ainsi, le personnel égyptien d’Orascom à M’sila a vu son complexe résidentiel saccagé par la foule:

Violence anti-égyptienne en Algérie

Un groupe de jeunes Algériens a attaqué jeudi soir une résidence habitée par des cadres de la cimenterie du groupe égyptien Orascom à M’sila, au Sud-Est d’Alger, après le caillassage au Caire du bus transportant l’équipe nationale algérienne, rapporte samedi la presse algérienne.

La police est intervenue pour mettre les cadres égyptiens et leurs familles à l’abri mais «tous les appartements de la résidence ont été saccagés et pillés» et une voiture incendiée, précise le quotidien. Le Quotidien d’Oran ajoute que 14 policiers ont été blessés durant des affrontements entre les forces de l’ordre et les jeunes pendant cette opération.

A Alger, toutes les rues menant à l’ambassade d’Egypte ont été fermées dès jeudi soir et les locaux de sociétés égyptiennes sécurisées. (Avec AFP) (L’Equipe)

La foire commerciale Faimap Expo (Oued Souf) qui se tient actuellement à Chetouane, dans la wilaya de Tlemcen au niveau des locaux des ex-Galeries algériennes, a été la cible, dimanche de jets de pierre lancés par des jeunes en colère. La baie vitrée de la porte d’entrée a volé en éclats. Chauffés à blanc, les assaillants voulaient en découdre avec les exposants égyptiens. Suite à cet incident, il a été décidé d’évacuer des lieux les trois commerçants égyptiens, selon le gérant rencontré sur place.

A Skikda, des travailleurs d’une filiale du groupe égyptien Orascom semble avoir pris d’assaut leur propre usine, un cadre égyptien ayant du quitter sous escorte policière:

Le service d’ordre a mis fin à un rassemblement de centaines de travailleurs devant les portes de la société égyptienne OCIA filiale d’Orascom après la tournure prise par les événements.

En effet, les travailleurs interdits d’accès à leurs lieux de travail pour la troisième journée consécutive se sont mis à jeter des pierres en direction des baraquements désertés par précaution en raison de la tournure prise par le match Algérie-Egypte et les informations qui ont couru au sujet des dures conditions auxquelles ont été soumis fans et joueurs de l’équipe nationale de football, en Egypte.

Les travailleurs ont quitté les lieux bruyamment pour sortir ensuite de la zone industrielle encadrés par un service d’ordre venu en renforts, en scandant des «One, two, three, viva l’Algérie» et autres slogans d’encouragement de l’équipe nationale de football.

A noter que la tension n’a pas cessé de monter durant les trois jours d’arrêt, tension exacerbée par des provocations de membres de la communauté égyptienne qui selon des témoignages de travailleurs de la plate-forme pétrochimique ont été à l’origine du débordement. Un cadre d’OCIA qui était venu le matin a été évacué sous bonne escorte policière. A noter que cette société sous-traite la partie génie civil du méga-train GNL de Sonatrach, pour le compte de la firme américaine KBR.

Au centre-ville, les forces de l’ordre ont renforcé la sécurité autour du siège de Djezzy, l’opérateur de téléphonie mobile du même groupe égyptien Orascom, tandis qu’à quelques mètres de là des centaines de jeunes avaient pris d’assaut les bureaux d’Air Algérie pour retirer le précieux billet du voyage en direction de Khartoum au Soudan.

 A Aïn Defla, 2.000 émeutiers ont assiégé un hôtel où se trouvaient des hommes d’affaires égyptiens, avant de saccager un local commercial de Djezzy, la filiale téléphonique d’Orascom, et le commissaire de police se félicite d’avoir pu éviter la perte de vies humaines:

Nuit d’échauffourées à Aïn Defla: Un hôtel et l’agence Djezzy Saccagés

La ville de Aïn Defla a été le théâtre d’échauffourées durant la nuit de dimanche à lundi. En effet, le soir vers 22h, quelque 2.000 jeunes s’en sont pris à l’hôtel «Doui» où séjournent depuis des mois des Egyptiens cadres d’une société industrielle implantée à Aïn Defla. La police s’est interposée et a tenté d’abord de calmer les esprits surchauffés en réaction aux images chocs diffusés dans certains médias et surtout d’une vidéo circulant sur le Web faisant état d’Algériens tués au Caire. Les officiers de police ont tenté de nouer le dialogue avec les manifestants pour éviter tout dérapage, rien n’y a fait. Des renforts sont dépêchés sur les lieux. Devant le bouclier placé devant l’hôtel, les quelque 2.000 manifestants ont réagi par des jets de pierres. A la dernière limite, les policiers ont tenté d’éloigner la foule de l’hôtel en usant de gaz lacrymogène, pendant que d’autres policiers utilisant une voiture blindée ont fait évacuer les ressortissants égyptiens pour les placer en lieu sûr. Tirs de bombes lacrymogènes, jets de pierres, cela a duré 2h environ.

Quelque 600 à 700 individus se sont ensuite dirigés alors vers l’agence Djezzy où déjà la police avait pris place. Là aussi les officiers de police ont tenté le dialogue pour dissuader la foule de ne pas commettre l’irréparable. Avant d’être dépassés par les événements, des policiers ont pu évacuer le gardien de nuit, les armes des gardiens et les coffres. «Ce fut et c’est notre but primordial», nous a déclaré le commissaire Halim, chargé de communication. Une fois la mission essentielle accomplie par les policiers, ces derniers ont été submergés par la foule déchaînée. Les locaux sont alors saccagés. «Les dégâts matériels comptent peu à côté des vies humaines», nous déclare le commissaire. Quelques policiers ont subi des blessures légères causées par les jets de pierres. Cependant avant que les dégâts ne prennent plus d’ampleur et ne s’étendent à d’autres secteurs, bon nombre de citoyens, des sages sont alors intervenus et après des heures de palabres, les esprits se sont calmés ici et là. Le wali en personne était sur les lieux et a pris langue avec les manifestants en colère. La police a procédé à 14 interpellations.

A Constantine, slogans à la gloire de l’armée, tentative de mise à sac d’une agence de Djezzy (filiale algérienne du groupe égyptien Orascom) et appels au boycott de produits égyptiens se sont mêlés:

La circulation était complètement bloquée au niveau de ce carrefour vital du centre-ville. Des écoliers et des jeunes chômeurs criaient « Pas d’école, pas de travail, tous avec les Verts !». «Djeïch, Châab mâak ya Saâdane» (L’armée et le peuple sont avec toi Saâdane), leur répondait avec ferveur un autre groupe massé sur le trottoir d’en face. A ce moment, un groupe d’une cinquantaine d’adolescents, agitant drapeaux et slogans, débouche de la rue Boudjeriou. Ils revenaient du quartier Belouizded où ils étaient allés dans l’intention de saccager et brûler les bureaux de Djezzy, mais ils furent repoussés aussitôt par les forces de l’ordre. En route vers les locaux de cet opérateur de téléphonie mobile, dont l’agence de la ville du Khroub a été, pour rappel, saccagée dimanche avant d’être brûlée, il a été remarqué sur les murs des affichettes recommandant un boycott des produits égyptiens. «Ce n’est pas bon et nullement rentable de faire cela», estime un cadre financier de l’APC. Selon lui, il faut au contraire «montrer aux Egyptiens que les Algériens sont plus éduqués et plus civilisés qu’eux ». Arrivés devant l’agence de Djezzy du boulevard Belouizded, nous assistons à un face-à-face entre les forces de l’ordre et des groupes de jeunes qui cherchaient à saccager les locaux de l’agence en l’attaquant avec toutes sortes d’objets. Toutefois, au bout d’un quart d’heure de «débats» contradictoire entre les deux parties, les forces de l’ordre sont parvenues quand même à dissuader les émeutiers, qui ont fini par renoncer à leur projet, se constituant en cortège bruyant pour remonter le boulevard en scandant les slogans à la gloire de l’équipe nationale. A Alger, un bijoutier égyptien a vu sa boutique dévalisée par la foule:

Les agences Djezzy, Egypt-Air, une bijouterie appartenant à un ressortissant égyptien ont été saccagées par des groupes de jeunes aveuglés par un esprit de vengeance désolant.

Après l’ébullition qui s’est emparée dimanche après-midi de centaines de jeunes qui ont assiégé la place Maurice Audin dans l’espoir de décrocher un billet de l’agence Air Algérie pour aller à Khartoum, la matinée d’hier s’annonçait calme. Rien ne présageait que les manifestations de soutien à l’équipe nationale allaient dégénérer. Et pourtant si. L’espoir de vaincre demain l’équipe égyptienne à Khartoum s’est transformé en une fureur de vengeance terrifiante et désolante. La bijouterie faisant face au marché Meissonnier a été saccagée et tous les bijoux exposés ont été volés. Le groupe de jeunes qui a procédé à cette sale besogne a appris, comme par hasard, que le propriétaire de la boutique est un ressortissant égyptien.

Des agences de l’opérateur privé de la téléphonie mobile, Djezzy, dont le propriétaire est aussi égyptien, ont été saccagées à l’exemple de celle de Dar El-Beïda à l’est d’Alger, celle de Bab El-Oued et celle située à place Audin. L’agence de la compagnie Egypt-Air l’a été au même moment. L’odeur de brûlé empestait encore l’atmosphère dans le milieu de l’après-midi d’hier. Les rideaux de l’agence, baissés depuis longtemps, ont été défoncés, les documents déchirés et les ordinateurs mis en miettes ont été jetés sur le trottoir de la rue Didouche Mourad.

Heureusement, en prévision des violences populaires, l’agence EgyptAir était fermée et donc vide au moment des faits, qui n’ont donc fait que des dégâts matériels. Le feu a néanmoins été mis à l’agence, au pied d’un immeuble, dont les habitants ont craint pour leur vie:

Le siège d’Egypt Air a été saccagé en plein centre d’Alger lundi par des centaines de supporters de l’équipe algérienne de football, qui ont défoncé portes et fenêtres avant de mettre le feu au mobilier, a constaté un journaliste de l’Associated Press.

Un énorme panache de fumée noire s’est dégagé des fenêtres donnant sur le boulevard Mohamed V, rendant du coup la visibilité quasiment nulle pour les automobilistes qui, contraints de s’arrêter, ont participé du coup la mêlée générale.

“One, two, three, viva l’Algérie“, scandaient les supporters, filles et garçons, pendant que les sapeurs-pompiers tentaient d’éteindre les flammes pour empêcher le feu d’atteindre les étages supérieurs de l’immeuble, d’où s’élevaient des cris d’angoisse des occupants.

“Je n’ai pas pu obtenir un billet pour aller à Khartoum (Soudan) aujourd’hui, mais pour moi, participer à la mise à sac de cette agence est une façon de venger le sang de nos camarades joueurs qui ont échappé à la mort“, a déclaré à l’AP l’un des supporteurs, Karim Habili, étudiant en interprétariat à la faculté d’Alger Centre. (…) Les services de sécurité déployés sur les lieux de l’incendie au siège d’Egypt Air lundi tentaient de convaincre la foule de s’éloigner des flammes, sans user de leurs matraques. Selon un officier de police ayant requis l’anonymat, “ordre a été donné de haut de canaliser la foule sans recours à la violence pour éviter des dérapages” (The Canadian Press).

A Bouira, une agence de Djezzy a été mise à sac par des centaines d’émeutiers. Le siège de Djezzy à Alger a également été saccagé, les ressortissants égyptiens s’y trouvant ayant du chercher refuge dans un hôtel international avoisinant:

Dimanche soir c’est le siège flambant neuf de l’opérateur de téléphonie mobile Djezzy, du groupe égyptien Orascom, qui avait été vandalisé à Bab Ezzouar par des centaines de jeunes supporteurs arrivés des quartiers environnants. Des véhicules de service ont été incendiés, du matériel informatique et des milliers de téléphones portables ont été subtilisés par les manifestants aux cris de “le peuple avec vous les Verts“. Le personnel de nationalité égyptienne s’est réfugié dans un hôtel international situé à 500 mètres du siège vandalisé.

De nombreux autres bureaux et boutiques de Djezzy ont été mis à sac dimanche soir et lundi à travers le territoire algérien. (The Canadian Press)

A crowd of Algerian football supporters attacked the headquarters of the Algerian subsidiary of Egypt’s Orascom Telecom (ORTE.CA) (ORTEq.L), smashing windows and destroying office equipment, the company said on Monday.

The offices, in a suburb of Algiers, were attacked on Sunday night, a day after a soccer World Cup qualification match between Egypt and Algeria which sparked reports that Algerian supporters had been assaulted by rival fans.

Metal fencing surrounding the office complex was ripped down while inside the complex, computer monitors, office chairs and water coolers were lying on the ground, a Reuters reporter who visited the scene on Monday said.

Windows in a guardhouse were smashed in the attack. At least a dozen vehicles in the office car park had broken windows. Riot police with water cannon were parked outside the complex.

“During these acts of vandalism telephone and computer equipment was subject to ransacking, theft and looting,” the subsidiary, which operates under the name Djezzy, said in a statement seen by Reuters. (Reuters)

La direction de Djezzy à Dar El-Beïda attaquée par des émeutiers – Le personnel est épargné

Des jeunes avec des chaises ou des unités centrales de micro-ordinateurs, des imprimantes, des extincteurs, des paquets de puces et même des verres d’eau    courant dans tous les  sens criant à tue-tête “One, two, three, viva l’Algérie”. C’est l’image de l’assaut lancé contre le siège de Djezzy. Des jeunes plus déchaînés les uns que les autres, ivres de colère, avec une seule idée en tête : détruire tout ce qui est égyptien. Des policiers anti-émeutes et les brigades d’intervention spéciales étaient sur les lieux, mais personne n’a pu calmer ces jeunes fous de rage et déterminés à aller jusqu’au bout de leur action. Selon des témoins présents sur place, l’assaut “a débuté vers 17h30 quand des jeunes ont commencé à affluer de partout pour se rassembler devant la direction générale de l’opérateur. Juste après, la tension montant, — ils ont commencé à forcer les barrières de sécurité et le barrage de police, présent 7 j/ 7 et 24h/24 —, n’a pu que constater les dégâts. Selon des témoignages de policiers présents sur place, les émeutiers ont commencé à lancer des pierres sur les policiers, contraints de se retirer. Une fois l’obstacle des forces de l’ordre dépassé, ils sont rentrés au parking de la direction pour s’en prendre aux véhicules du personnel encore présent sur les lieux”.

Les policiers affirment, par ailleurs, que les employés n’ont pas été touchés et personne n’a été blessé. Par ailleurs, nos interlocuteurs nous ont confié que durant cette “altercation”, deux policiers et une dizaine de jeunes émeutiers seront blessés. L’un d’entre eux, qui a requis l’anonymat, nous a révélé que “l’information concernant la destruction du siège de Djezzy, si l’Algérie perd, circulait depuis mercredi. C’est pour cela que le dispositif qui protège la bâtisse a été renforcé”.  Mahdi, un jeune présent raconte : “Il était  19h30 quand des jeunes ont commencé à se rassembler devant Djezzy et tenté de défoncer les barrières qui finissent pas céder. Ensuite, ils ont pris d’assaut l’immeuble où ils ont tout dévalisé ; ce qu’ils n’ont pu prendre a été détruit et brûlé.” Il ajoute que “les forces de l’ordre présentes sur place nous ont frappés avec des matraques.”

Un autre émeutier recommande : “Nous appelons tous les Algériens abonnés chez Djezzy à détruire leurs puces.” La colère des jeunes présents sur place était grande au point que l’un d’entre eux nous a avoué : “Ce que vous voyez aujourd’hui ce n’est rien, si on perd mercredi, ce sera cent fois pire.” Son ami a tenu à souligner que leur présence sur les lieux, “c’est par pure curiosité”, tout en témoignant sa colère face aux traitements auxquels avaient eu droit les Algériens. “Le problème n’est pas le fait de perdre un match de football, mais ce sont nos frères qui sont morts là-bas. Ils en ont tué 4 et c’étaient des étudiants partis assister à une rencontre de foot et supporter leur équipe nationale et la voir qualifiée, après tant d’années, au Mondial”. Et de poursuivre : “Je sais que casser des immeubles ou des magasins, c’est nul mais le plus triste c’est que cela ne va pas rendre la vie à nos frères morts”, regrette-t-il, les larmes aux yeux.  Certains jeunes ont même refusé l’offre de Djezzy de payer le billet d’avion à 10 000 Algériens pour assister à la rencontre de mercredi à Khartoum. “Nous n’avons pas besoin de Djezzy, nous avons nos propres sponsors. De plus, nous préférons partir avec nos propres moyens que de recevoir le moindre centime de leur part”, explique un des émeutiers. Au même moment où l’immeuble de Djezzy était mis à sac, les jeunes faisaient des affaires en tentant de vendre leur butin.

Des présents nous relatent que “des micro-ordinateurs sont cédés à El-Qaria à 6 000 DA”. Un autre renchérit en assurant qu’on lui a proposé deux PC HP dernier cri à 20 000 DA. Les anecdotes n’en finissent pas. Un autre jeune nous assure avoir vu un “frère musulman” sortir avec un PC portable caché sous sa gandoura et donner rendez-vous à son ami lors de la prière du fadjr. Un autre renchérit que “même des enfants de riches étaient de la partie. Il y a ceux qui volent juste pour le plaisir.” Minuit et les jeunes ne décolèrent toujours pas. “Les jeunes se sont scindés en deux groupes. Le premier s’est attaqué au centre de réclamations à quelques mètres  de l’immeuble saccagé où ils ont fait exploser un tuyau de gaz. Ce qui a créé un mouvement de panique chez les résidents de l’immeuble où sont les bureaux de l’opérateur. Quant à l’autre groupe, il est parti à la zone industrielle de Oued Smar où ils se sont introduit dans les ateliers où les puces sont fabriquées. Même scénario que celui de la direction ; tout a été détruit.”

Le calme ne sera revenu à Dar El-Beïda que tard dans la soirée.

Les émeutiers ont visé non seulement les sociétés, mais également les hôtels et logements soupçonnés d’abriter des Egyptiens, certains émeutiers étant armés de couteaux:

Ayman Sayyed, an engineer who returned with his wife and daughter, said on arrival at Cairo airport that on Sunday “400 Algerians besieged the building where we live with other Egyptians, but we managed to get out.” Mohannad Ibrahim, an accountant, said for his part that “our house was surrounded by Algerians carrying knives, but we were able to escape via the roof.” (AFP)

A Oran, le complexe résidentiel accueillant le personnel égyptien de la société OTA a été assiégé par des émeutiers avant d’être dégagé par les forces de l’ordre (il faut souligner au passage que les forces de l’ordre algériennes semblent plus fermes que leurs homologues égyptiens – il est vrai aussi que la violence en Algérie touche tout le pays et des cibles très diverses, contrairement à ce qui fût le cas au Caire):

A Oran, le siège d’OTA n’a pas été attaqué, contrairement aux rumeurs qui ont circulé dans la ville toujours parée aux couleurs nationales.

Le soir, alors que des Egyptiens regroupés dans la base de vie de l’entreprise Orascom donnaient les rumeurs les plus alarmistes à la chaîne satellitaire Mehwer faisant état d’un véritable lynchage, des jeunes de Chehaïria, où est implanté le camp que nous avons contacté, ont été unanimes à dire que cela relevait du mensonge et de la grossière manipulation.

«Comment voulez-vous que des milliers d’Algériens investissent un camp situé dans une zone sécurisée relevant du secteur des hydrocarbures et où l’accès est strictement filtré». Des jeunes qui habitent des zones du camp, outrés par le comportement de certains Egyptiens qui n’avaient pas cessé depuis le match de les provoquer, ont tenté d’investir les lieux.

Cette situation de tension a duré de 19h jusqu’à 22h. L’arrivée des gendarmes a permis la levée du siège», dira un élu de la commune de Bethioua dont relève la localité de Chehaïria. Hier, des sources locales ont indiqué que des Egyptiens avaient fait leurs bagages et exigé le transport pour rentrer dans leur pays.

«Les autorités locales se sont déplacées sur les lieux pour rassurer ces travailleurs, et toutes les dispositions ont été prises pour renforcer la sécurité du site dont le gardiennage est assuré par l’entreprise de sécurité chargée de la zone industrielle d’Arzew, les services de sécurité et les agents de sécurité d’une entreprise sous contrat avec Djezzy. Il ne leur arrivera aucun malheur, contrairement à certaines chaînes qui avec des pseudo-correspondants se présentant comme des résidents du camp ont voulu faire un scoop», dira la même source. Un restaurant acceuillant des employés égyptiens d’Orascom a également été pris d’assaut, seule l’intervention des forces de l’ordre sauvant les Egyptiens du lynchage:

Un groupe d’Egyptiens travaillant pour l’opérateur mobile Djezzy a été attaqué, dimanche à l’heure du déjeuner, par des jeunes algériens à Bab Ezzouar, dans la banlieue-Est d’Alger selon des source policière. Les Egyptiens se trouvaient dans un restaurant non loin de l’hôtel Mercure d’Alger où ils étaient venus déjeuner lorsque des jeunes Algériens ont pénétré à l’intérieur. Bilan : plusieurs Egyptiens blessés, dont un dans un état grave, selon la même source. L’intervention rapide de la police a permis d’éviter le pire. Le quartier était toujours bouclé dimanche à 16 heures et les mesures de sécurité considérablement renforcées autour du siège de Djezzy.

Un autre égyptien, occupant le poste de Directeur général au sein de Djezzy, a été agressé à l’aéroport d’Alger par des supporters algériens revenant d’Egypte, selon l’opérateur mobile. Djezzy est une filiale de l’égyptien Orascom. (Le Matin)

Conséquence: les ressortissants égyptiens résidant en Algérie commencent à fuir le pays, du moins ceux qui le peuvent, en premier les expatriés égyptiens travaillant pour les importants intérêts commerciaux égyptiens présents en Algérie:

Des Egyptiens quittent l’Algérie à cause des violences

Une centaine de personnes ont quitté l’Algérie à cause des violences visant les ressortissants égyptiens à l’approche du match d’appui Algérie-Egypte, mercredi soir à Khartoum, qui décidera laquelle des deux équipes sera qualifiée pour le Mondial 2010, et sont arrivées à l’aéroport du Caire. Ayman Sayyed, un ingénieur égyptien revenu au Caire avec sa femme et sa fille, a raconté à son arrivée que “dimanche soir, 400 Algériens ont assiégé l’immeuble où nous vivons avec d’autres Egyptiens, mais nous avons réussi à sortir“. Selon certains témoignages, des expatriés égyptiens ont dû être regroupés dans des zones sécurisées par la police algérienne.

Afin de se protéger sans doute contre les hooligans et surtout le boycott commercial de l’Egypte prôné par de nombreux journaux algériens, Djezzy a décidé de financer le voyage de 10.000 supporters algériens pour Khartoum. Son PDG, l’Algérien Hamid Grine, a mis en avant les contrats de sponsor qui la lient à quatre joueurs algériens, et accuse sa concurrente Nedjma d’attiser les rumeurs sur le soutien de Djezzy à l’équipe nationale égyptienne. Les pertes de Djezzy suite aux émeutes anti-égyptiennes sont substantielles, 70.000 téléphones portables ayant été volés par les émeutiers:

« les pertes sont estimées à plusieurs millions de dollars». Il a indiqué, en outre, que 15 agences ont été ciblées par les milliers d’émeutiers, précisant que «le préjudice de ces attaques seront évalués par des rapports d’assurances et ceux des services de police». «70 000 portables d’une valeur de 5 millions de dollars ont été volés», devait-il indiquer substantiellement. La maison mère de Djezzy, le groupe égyptien Orascom, a décidé de rapatrier les cadres égyptiens présents en Algérie:

Selon nos informations, l’opérateur Orascom Telecom a décidé de rapatrier en Egypte l’ensemble de ses cadres égyptien travaillant à Djezzy.   Les premiers cadres de l’opérateur mobile ont quitté Alger dimanche soir. Les autres devraient rejoindre le Caire lundi dans la journée. Les cadres égyptiens de Djezzy qui se trouvaient en fin de semaine en Egypte ont décidé de ne pas regagner l’Algérie. Tous les expatriés égyptiens de Djezzy sont concernés par cette mesure, la première du genre depuis l’implantation en 2002 du groupe en Algérie. Par ailleurs, toutes les agences de Djezzy ont été placées sous haute surveillance des forces de sécurité.   Cette décision a été prise pour des raisons de sécurité. Dimanche, des cadres égyptiens de Djezzy ont été attaqués dans un restaurant situé non loin de Bab Ezzouer, dans la banlieue-Est d’Alger. Un directeur de Djezzy a également été agressé à l’aéroport d’Alger par des supporters algériens de retour du Caire.

Au Soudan, juste retour des choses, c’est le bus de l’équipe égyptienne qui a à son tour été caillassé – par des supporters algériens en toute vraisemblance.

La presse algérienne a réagi de manière diverse: à leur honneur, de nombreux journaux ont couvert aussi bien les violences contre les Algériens en Egypte que contre les Egyptiens en Algérie (avec mention spéciale pour cet article de Ghania Oukazi dans le Quotidien d’Oran). Le Matin, tout en semblant cautionner dans un article la violence contre les Egyptiens en Algérie (“Des égyptiens attaqués à Alger : quand on sème la haine, on récolte la violence“), parle de “chasse à l’Egyptien“. El Watan s’est extasié sur les “braves Marocains, emblème algérien à la main pour supporter nos Verts” le lendemain d’un éditorial – “Hagrouna” - commençant ainsi:

Devant les soldats marocains qui franchirent belliqueusement en 1963 la frontière algérienne, Ben Bella, le premier président de la République, eut ce cri chargé d’une forte intensité patriotique : hagrouna ! (On nous a agressés). Il n’en fallut pas plus aux Algériens qui venaient à peine de sortir de la nuit coloniale pour se rendre, par milliers, aux frontières défendre, mains nues, leur sol convoité. Aujourd’hui, une hogra d’un autre type est venue d’un pays présenté comme ami depuis toujours par l’idéologie baâssiste, l’Egypte, où un odieux guet-apens a été tendu à l’équipe algérienne de football. Manigancé en haut lieu, au Caire, le plan machiavélique visait à fragiliser et faire perdre le match aux joueurs algériens, et c’est ce qui arriva.

L’Expression appelle à la rupture des relations diplomatiques avec l’Egypte (qui a d’ailleurs convoqué l’ambassadeur algérien au Caire pour consultations):

Il y a lieu de s’interroger devant une telle situation: que reste-t-il de «la fraternité» algéro-égyptienne? Le pouvoir algérien, qui s’est suffi de condamner les agressions, doit prendre des mesures strictes aussi bien sur le plan politique qu’économique. A quoi sert-il d’avoir des relations diplomatiques avec un pays qui a manifesté une haine viscérale envers l’Algérie, ses symboles et son peuple? Devant une telle situation, l’Algérie doit rappeler son ambassadeur au Caire. Une éventualité que la presse a dévoilé ces derniers jours. Quant à sa présence à la Ligue arabe, il suffit juste de maintenir une présence diplomatique symbolique au Caire. (…)

L’Algérie constitue un espace vierge pour les intérêts égyptiens. Les Egyptiens se font de la fortune sur le dos de l’Algérie et expatrient leurs devises en Egypte. En contrepartie, nos intérêts économiques en Egypte sont très minimes pour ne pas dire inexistants. Quel intérêt d’avoir, ainsi, des relations économiques qui vont dans l’intérêt unilatéral, d’un seul pays, l’Egypte? A commencer, même s’il le faut, par la réduction des vols aériens reliant les deux capitales.

A la veille du match de barrage à Khartoum, certains sites citent complaisamment les commentaires meurtriers de certains supporters algériens:

« Les Egyptiens sont terrorisés, ici à Khartoum. Mais nous avons décidé de ne rien faire qui pourrait gêner l’équipe nationale. A la fin du match, on verra. Si on doit tuer tous les Egyptiens, on le fera».

Lundi soir, à Khartoum, Badroo, le célèbre supporter de l’ES Setif et des Verts, joint au téléphone par TSA était confiant. Les supporters algériens ont déjà pris le contrôle de la ville face à des Egyptiens terrorisés. (…)

Lundi soir, les supporters algériens ont effectué une première démonstration de force : ils ont rendu visite à un hôtel qui héberge des supporters égyptiens. « Nous leur avons montré seulement qu’on était là, présents. Ils sont terrorisés. Nous avons rebroussé chemin sans rien faire », affirme Badroo. (…)

« Des femmes ont été violées et des Algériens tués en Egypte. Il faut se venger », affirme un supporteur rencontré devant l’agence Egypte Air située place Audin au centre d’Alger. Cette agence a été complètement détruite lundi par les manifestants qui scandent des slogans de guerre. « Djeich, chaâb, maâk ya Saâdane » où encore « Maâyak ya Saâdane fi soudane moudjahidin », crient haut et fort des jeunes, torses nus. Les supporteurs algériens continuaient de manifester mardi dans les rues d’Alger en soutien à l’équipe nationale qui affronte l’Egypte mercredi à Khartoum en match d’appui pour la qualification au Mondial 2010. Des milliers de personnes sont rassemblées devant la Grande poste.

Ils chantent, dansent en scandant des slogans hostiles à l’Egypte. “Oulach smah oulach” (pas de pardon), “Bab El Oued chouhada“, “Sehata nlabsolu lfergani“, “les Algériens“, “Mort aux Egyptiens“, sont autant de slogans scandés par des supporters toujours en colère après l’agression sauvage contre l’équipe nationale au Caire. Si la FIFA était véritablement animée par l’esprit sportif, une solution s’imposerait: annuler le match de barrage, suspendre les deux équipes des compétitions internationales pour un an et des matches à domicile devant public pour deux années supplémentaires, et donner la cinquième place africaine pour le Mondial 2010 au meilleur second des groupes de qualification, à savoir le Burkina Faso, deuxième du groupe E avec 12 points. Mais on peut toujours rêver, hélas, notamment ne lisant le communiqué d’une incroyable tiédeur publié aujourd’hui…

[Vidéo: Algérie-Egypte. Soyons sages, ce n'est qu'un jeu]

Voilà, on s’y attendait presque tous ici, les avertissements de la FIFA il y a quelques jours à l’encontre de l’Égypte relativement au respect des conditions de sécurité qui devaient encadrer l’arrivée et le séjour des Verts au Caire dans de bonnes conditions nous laissaient présager le pire, surtout en connaissant la légendaire “hospitalité” égyptienne en matière footballistique envers les équipes étrangères qui viennent disputer des rencontres chez eux. Mais en réalité, quelque part, personne ne croyait vraiment à un tel scénario catastrophe et les algériens, bien que quelque peu méfiants, ont préféré faire de cette évènement une grande fête dans le plus pur esprit sportif, défilant dans les rues depuis des jours et jusqu’à des heures tardives, poussant des cries de joie et d’espoir, bardés de bananiers multicolores, agitant des drapeaux Algériens et scandant les innombrables chants de supporteurs aux rythmes endiablés pour soutenir les Fennec dans l’attente insoutenable de l’un des match les plus important de toute l’histoire du football Algérien avec, à la clé, une délivrance, un objectif pour ce collectif vert et rouge porté par tout un peuple, voir s’ouvrir les portes tant convoitées, tant attendues, de la coupe du monde de football, du Mondial 2010, cet été, en Afrique du sud.

Suivant comme jamais toute l’actualité de son équipe nationale, c’est à la fois la stupeur et la douche froide qui s’est abattue sur les Algériens ce jeudi soir quand ils apprirent qu’à son arrivée au Caire, tout le convois de l’équipe Algérienne a littéralement été conduit droit dans un traquenard, une embuscade en bonne et due forme, tendue lors de son trajet en bus entre l’aéroport et l’hôtel par une horde de supporteurs égyptiens comme possédés par le démon et sans que les forces de l’ordre n’interviennent. Se faisant caillasser par divers projectiles, insultés et injuriés comme les derniers des mal propre et avec une violence rarement observée. C’est une équipe nationale traumatisée et dénombrant plusieurs blessés (notamment à la tête) qui est arrivée tant bien que mal tard le soir à son hôtel dans un autocar complètement cabossé et aux vitres brisées qu’on aurait dit échappé d’une zone de guerre.

[Insolite] Boycott de Djezzy: Depuis quelques heures on assistes à la publication spontanée de plusieurs vidéos d’algériens face caméra détruisant leurs cartes SIM Djezzy du fameux opérateur égyptien Orascom, invitant les internautes à leur emboiter le pas, appelant ainsi au boycott de cette compagnie de téléphonie mobile implantée en Algérie depuis de années. (voir les vidéos ici).

Après Bolloré, Kertel ou encore Orascom, c’est au tour de Numéricable et de Virgin Mobile de jeter l’éponge dans la course à la quatrième licence de téléphonie mobile. Les deux opérateurs ont renoncé à déposer conjointement un dossier jeudi 22 octobre, soit à une semaine de la date limite du 29 octobre fixée par l’Arcep, les gendarmes des télécommunications.

Comme raison à leur désistement, les dirigeants de Numéricable et de Virgin Mobile ont invoqué de « nombreuses incertitudes » liées au déploiement d’un nouveau réseau 3G. Le titulaire de la quatrième licence devra en effet couvrir 25% de la population en métropole dans les deux ans, et 80% dans les huit ans. Pierre Danon, PDG de Numéricable, avait pourtant assuré que la société et ses partenaires possédaient tous les moyens financiers nécessaires, et qu’ils avaient déjà réunis « à peu près 300 à 400 millions d’euros ». Un apport insuffisant : les dernières estimations du déploiement du réseau font état d’un montant pouvant atteindre un milliard d’euros. Auquel s’ajoute le prix de la licence 3G, à savoir 240 millions d’euros. C’est cet investissement faramineux qui est la cause de la réticence de Virgin Mobile et Numéricable.

« C’est un raisonnement économique », concède Pierre Danon. Ce prix exorbitant s’explique par des difficultés techniques et juridiques. Le 15 octobre, un rapport de l’Agence française de sécurité sanitaire de l’environnement et du travail (Afsset), dans le cadre du Grenelle des ondes, a conclu qu’il n’y avait aucune preuve convaincante d’un effet sanitaire à court ou à long terme dû à l’exposition aux radiofréquences. Or, il y a une « inquiétude grandissante de la société française », a estimé le PDG de Numéricable. Un autre facteur s’ajoute à la méfiance des riverains et des élus : le manque de place à côté des réseaux existants. « Ces faits tangibles ne seront pas sans conséquence sur le délai et le coût du déploiement du réseau » ont indiqué les deux partenaires. Ainsi, en fonction de la facilité d’implantation, obtenir la pose d’une antenne-relais peut coûter entre 5 000 et 70 000 euros et peut durer jusqu’à trois ans. Au total, c’est 12 000 antennes qui devront être posées, alors que le marché semble quasi-saturé.

4e licence 3G : une coalition « tout sauf Free » ? (Photo : PCinpact.com)

Le découragement des deux opérateurs ne peut que profiter à Free. À deux jours de la date limite du dépôt de dossier, la maison mère de Free, Iliad, apparait comme le seul candidat potentiel – et crédible – à l’attribution de la quatrième licence 3G. Le fournisseur d’accès Internet espère ainsi convertir ses nombreux clients ADSL à la téléphonie mobile. Mais être seul en lice ne garantira pas à Free l’attribution de cette licence. En 2007, le dossier de Free, alors unique candidat, s’était vu rejeté. Motif : « jugé non conforme aux critères de qualification ». Free a d’ailleurs promis de réduire drastiquement le coût des abonnements s’il entrait sur ce marché. Ce qui ne plaît guère aux opérateurs actuels : le 21 octobre, Bouygues Telecom a déposé deux recours auprès du Conseil d’État pour faire annuler l’appel d’offre, et Vivendi (SFR) a confirmé avoir fait de même en début du mois.

Ces actions de la part des concurrents donnent du crédit à Xavier Niel, PDG d’Iliad, qui dénonçait il y a quelques semaines une coalition « tout sauf Free ». Le président Nicolas Sarkozy avait même contribué à la polémique, se disant « réservé » quant à une quatrième licence 3G. Et d’ajouter que « le prix le plus bas n’était pas forcément le meilleur ». Un lobby des opérateurs donc, peu désireux de voir un nouvel arrivant sur leur terrain de jeu. Même si les conditions d’attribution sont contestées par les acteurs du secteur, Xavier Niel n’en démords pas. « Obtenir la quatrième licence 3G est notre priorité », a-t-il déclaré fin août. Free sera bientôt fixé : l’Arcep devrait rendre sa décision début 2010, voire avant Noël s’il n’y a qu’un seul candidat. Et sauf coup de théâtre, c’est ce cas de figure qui semble se profiler.

O regime de Pyongyang anunciou, há tempos, que o famoso hotel inacabado de Pyongyang – Ryugyong - estaria em fase de reconstrução.

Olhando para estas fotografias recentes, parece que o topo deste gigante já tem janelas e que o país de Kim Jong-il segue no caminho do progresso. No entanto, “Coreia do Norte: um segredo de Estado” sabe que esta foto pode ser apenas uma ilusão de óptica. De acordo com informações apuradas, aquilo que se vê nesta imagem será um material que reflecte a luz para transmitir a impressão de vidro, mas não é. Quem visita Pyongyang, pode tirar fotografias ao hotel mas apenas a uma certa “distância de segurança”. Os visitantes não estão autorizados a aproximarem-se do hotel.

Porém, há mudanças que chegam, paulatinamente, à capital norte-coreana. Parece que as autoridades já não estão a reter os telemóveis dos visitantes à chegada ao aeroporto, até porque já devem ter percebido que os mesmos não funcionam na Coreia do Norte… Mas nas ruas de Pyongyang, já há norte-coreanos de telemóvel na mão. A rede, para já, ainda só é interna, mas vem confirmar a obra da Orascom Telecom (o gigante egípcio das telecomunicações).

If you were one of three firms operating in an oligopoly ripping consumers off for so many years, and a new competitive threat was knocking on the door, wouldn’t you do anything you could to stop the new companies from entering the market ?

And on the flip side, the Canadian consumer should be pissed. We have opened up wireless spectrum to allow for more competition in the marketplace. We need this competition to drive down prices and improve service. We should be in a national uproar that these CRTC hearings are even happening – if Globalive is stopped from entering the Canadian marketplace it’s the consumer that will suffer. It’s particularly disturbing considering Industry Canada has already approved the Globalive structure.

I did a post a few weeks ago about Globalive, one of Canada’s three new cell companies getting ready to launch in the next few months.

Well – with the help of the CRTC, Globalive is back in the news.

The CRTC, apparently the pet dog of Rogers , Telus, and Bell, was let loose to freely attack Globalive. Telus, Bell and Rogers, under the guise of the CRTC, seem to have a bit of a problem with the funding that Anthony Lacavera received to make the bid on the Canadian spectrum, and they are trying to do whatever they can to spoil Globalive’s chances of success.

The incumbents all have a good reason to attack Globalive. As reported by the Globe and Mail, upstarts like Globalive, Public Mobile, and DAVE mobile will potentially eat up 24% of the Canadian wireless market by 2014. That’s some serious market share, and the incumbents aren’t going to lie down and let the new guys steal their lunch.

The biggest problem seems to come down to math. Globalive states that Lacavera is in control, and he is a Canadian citizen. The incumbents are complaining about the amount of ownership and possible influence that the Egyptian financial backer, Orascom Telecom, has on the Globalive company. The way that Lacavera has explained it, the Globalive team is following all the rules while still allowing for some out of this country funding. Here is the breakdown:

• Anthony Lacavera owns 35 % of Globalive, and Orascom owns 65%.
• Orascom funded over $500 Million so Globalive could pay for the wireless spectrum that they bought, and the bridge financing required for the infratructure
• Both of these parties have agreed to replace the loans with third-party investments – as soon as it is commercially viable.

Telus and Bell suggest that Globalive and Orascom are pulling a fast one – trying to get around the legalities by setting up separate companies but still providing Orascom with a majority stake in the company, and also with the added benefit of controlling the operations.

It shouldn’t be a big shock that Globalive was financed through another country, and as long as Globalive and Orascom commit to what they say they are going to do, there shouldn’t be any problems.

Well – still one hefty problem – the CRTC is under the influence of the incumbents. The decisions coming from this regulatory body will provide fuel for many posts to come.

Am I the only one that sees the irony in the CRTC grilling Globalive about being influenced by outside sources? Isn’t this the pot calling the kettle black?

* I’m bullish on this sector. While I have reservations about mature wireless companies, emerging markets still benefit from under-penetration, and there is room for continued rapid growth over the next several years.

This week, I’m going to write about emerging market wireless companies. This refers to wireless mobile carriers that focus on emerging markets where penetration levels are materially lower than developed countries like the United States or in Western Europe. Example companies include Millicom, with operations in Latin America, Africa and emerging Asian countries (Laos, Cambodia and Sri Lanka); Orascom, with operations in Algeria, Egypt, Tunisia, Bangladesh, Africa and North Korea; MTN Group, with operations in Africa, Syria, Iran and other middle eastern countries; etc. We’ll be focusing specifically on mobile telecoms (as reference, comparable companies in the US would be Verizon, AT&T, Sprint, TMobile, etc.), and not fixed wireline operators, or companies that integrate their mobile operations with large cable or broadband businesses. Some companies that we’ll discuss do offer cable, broadband and fixed telecom services, but generally, these segments comprise small portions of the businesses. Their main growth and profit driver is the core wireless cell phone business.

The Financial Trajectory of a Wireless Company

The economics of the wireless business are not overly difficult to understand. When a country ramps up its wireless capacity, it initially auctions off spectrum to several wireless providers. Spectrum refers to specific electromagnetic wavelengths that wireless companies use to transmit mobile signals from their customers. For instance, Millicom’s operations in Guatemala began when the Company was awarded a 20-year license to operate a nationwide wireless network within the 800MHz band in Guatemala. In 1998 and 2003, this license was renewed and expanded, such that the current term is until 2018. When new technologies arise, wireless providers can purchase new bands of spectrum from the government to accommodate the new technology. In July 2006, for instance, Millicom’s Guatemala operations purchased 25Mhz in the 2.5Ghz spectrum to operate WiMAX, a technology that is in the process of reaching commercialization. While spectrum purchases represent material capital costs, they do act as a barrier to entry, and the cost is generally not overly burdensome. For Millicom, purchase of spectrum and other intangibles averaged under $100mm a year, compared to total capex of $440mm, $850mm and 1,290mm and EBITDA of $700mm, $1,000mm and $1,400mm, for the years 2006 to 2008.

After purchasing spectrum, a nascent wireless carrier will begin building out the network infrastructure necessary to provide mobile telephony to potential subscribers. The capital costs are substantial in the early years. Orascom, for instance, was awarded the first wireless license in North Korea last year. It will spend $50mm in each of the next two years to build out the network, while it generates negative to breakeven EBITDA in North Korea.

To get a sense of how a wireless operator’s financials look in the early years, we can look at the financials of MTN Group’s operations in Iran. MTN started a greenfield in Iran in July 2006 – Iran represented an attractive country because its population was large (70mm people); until the entry of MTN, the country had only one fixed-line and two mobile operators, only one of which was private; mobile penetration was currently 20%; and ARPU was a respectable $9/subscriber (ARPU ranges from $20/sub in South Africa to $2/sub in Bangladesh, and this matters because more profitable subscribers will provide a better return on investment). Here are Iran’s financials, and they’re also on page 8 of the attached materials:

Note that in Iran, MTN has a 49% stake in the operations, with the remaining stake owned by the government. In other countries, MTN generally owns much larger, and majority, stakes. The numbers above represent the proportional share of costs and profits for MTN. In 2006, MTN spent $110mm in capex, while losing -$8mm in EBITDA. In 2007, it spent $221mm in capex, while losing $26mm in EBITDA. Last year, it spent 337mm capex, but this time around, it generated $184mm in EBITDA. As we can see, the initial capital expenditure costs to build out the networks are large. But we can also see that subscribers, revenue and market share are growing at a rapid pace. Subscribers have grown from 154k to 16mm in 3 years and revenue has grown from $11mm to $607mm. Market share has surged from virtually nothing to 37% of the overall wireless market in Iran. As the wireless industry in Iran matures, MTN’s capital expenditures will ramp down materially since the network will be built out and margins will improve because the cost of adding incremental subscribers will become quite small. Iran is not a very competitive market, currently, because there are only three mobile providers. If MTN is lucky, new entrants will be discouraged by MTN’s head start, and will decide to forego the high capital expenditures and spectrum acquisition costs.

To see a country at a later phase of its lifecycle, let’s look at Orascom’s Algeria business, pasted below and on page 9 of the attached materials.

In Algeria, there are three players in the wireless industry. Orascom controls 65% of the market share. Algeria’s telecoms regulator says that the total market penetration is at 93%; Orascom disputes this number and says that penetration is only around 70%. Note that penetration will reach 110% to 130% in many countries, because many subscribers own more than one SIM card. Russia currently has more than 120% market penetration. In Algeria, with EBITDA margins at 63% and capex at 8% of sales, the company is printing money. And while growth is slowing, it’s still decent. Subscriber growth has slowed from 108% in 2005 to 48% in 2006 to 27% in 2007 to 5% in 2008. Revenue growth, in local currency terms, has declined from 40% in 2006 to 10% in 2007 to 7% in 2008.

Examining country-by-country historical financials is a good way to get a sense of how the wireless business works in an emerging market. In the attached materials, I’ve laid out financials for MTN’s operations in South Africa, Nigeria and Iran; Orascom’s operations in Algeria, Pakistan, Tunisia, Bangladesh and Egypt; and China Mobile’s operations in China. The trends are similar. Over time, high initial capex costs ultimately give way to high EBITDA margins and reduced capex. If the country avoids currency depreciation, political turmoil, or excessive competition in the wireless market (ie. Pakistan, where there are 5 wireless operators), the mobile telephony business is quite a good one as a country progresses from low mobile penetration to high penetration.

This said, mature wireless industries are not the most exciting of sectors. Mature markets in the United States and Western Europe are now experiencing lackluster growth. Mature mobile industries do benefit from being oligopolies (in New York, for instance, there are only 4 major wireless providers in Verizon, AT&T, Sprint and T-Mobile, and I think it’s likelier for that number to shrink via consolidation than to increase via a new major operator entering the scene). But wireless telephony is a fairly commodity product, and pricing power is limited. I don’t believe that customers really choose AT&T over Verizon because one provides better coverage, or more “bars”, or better customer service, or a more attractive brand. I think they choose on price, and the handset (ie. AT&T because it offers iPhones). Over time, wireless providers may increasingly lose pricing power. I call T-Mobile about once a year, threaten to switch providers, and am usually able to reduce my rates. Offsetting that, wireless carriers have been able to maintain their average revenue per user (ARPU) by providing increased data services and charging more for blackberry / Iphone / Treo subscriber plans.

As well, capital expenditures can continue to be substantial when wireless companies have to expand their networks to accommodate new technologies, which they do every few years. Mobile phone services began in 1981, with the introduction of Analog Mobile Phone Service, or 1G (ie. First Generation), technology. Then came digital cellular, which first manifested itself as Time Division Multiple Access (TDMA) and then Code Division Multiple Access (CDMA). Europe embraced a third standard called GSM. These were all 2G or 2.5G and were rolled out throughout the 1990s and early 2000s. In the past several years, we’ve seen a further rollout of 3G networks, which upgrades transmission speeds to better accommodate data transfers, so that we can watch youtube videos on our IPhones. Plans are in place for 4G networks over the coming years. And there is also WiMAX, and there will be potential 5Gs, 6Gs, etc. All of these upgrades have required large capital expenditures in the past, and will continue to do so in the future.

But we’re not talking about companies operating in mature wireless markets. The focus of this email is on companies that are building out wireless networks and brands in emerging markets where wireless penetration is still relatively low. I think that in some of those countries, the growth over the next 2-5 years remains substantial, and the valuation multiples of the sectors are low relative to that growth potential. The investment thesis is essentially to invest in emerging market wireless companies that are trading at 4x – 6x EBITDA; watch that EBITDA grow 10% to 30% in the next several years; and to sell the stocks at 4x – 6x EBITDA, or hopefully higher multiples, in several years. I just don’t understand how a company like Millicom or MTN can trade at 5x to 6x EBITDA, while a mature wireless company like Alltel is taken private at 9x EBITDA (Jun 2008); Vodafone trades at 5.5x EBITDA and many other mature wireless companies also trade at 5x to 6x EBITDA.

Sample Companies

The five companies I’ve looked at most closely are Millicom (MICC on Nasdaq), MTN Group (MTN on the Johannesberg Stock Exchange or MTNOY on the pink sheets), Orascom (OTLD on the London Stock Exchange); China Mobile (CHL on NYSE) and America Movil (AMX on NYSE). All are fairly pure play mobile companies in emerging markets. The countries in which they operate are:

Millicom: El Salvador, Guatemala, Honduras, Bolivia, Paraguay, Chad, Ghana, Mauritius, Senegal, Tanzania, Cambodia, Laos, Sri Lanka.
- El Salvador, Guatemala and Honduras comprise 52% of EBITDA, while Bolivia, Columbia and Paraguay comprise another 24%. The Cambodia, Laos and Sri Lanka assets are on sale. Africa is growing fast.

MTN Group: S Africa, Swaziland, Uganda, Botswana, Rwanda, Zambia, Cameroon, Congo, Nigeria, Cote D’Ivoire, Iran, Guinea, Ghana, Liberia, Yemen, Sudan, Benin, Guinea, Syria, Cyprus, Afghanistan.
- South Africa is 25% of EBITDA while Nigeria is 42%. Nigeria appears to be a very promising market for MTN.

America Movil: Mexico, Brazil, Argentina, Paraguay, Uruguay, Chile, Colombia, Peru, Ecuador, Guatemala, El Salvador, Honduras, Nicaragua, Panama, US, Puerto rico, US Virgin, DR, Jamaica.
- Mexico is 51% of EBITDA, Brazil 12% and Columbia is 11%. Brazil is growing well.

Orascom: Algeria, Pakistan, Egypt, Tunisia, Bangladesh, North Korea, Canada, Central African Republic, Namibia, Burundi.
- Algeria is 54% of EBITDA, Pakistan 21%, Egypt 18% and Tunisia 8%. Pakistan is having some trouble, but I suspect it will recover soon.

China Mobile: China and a negligible Pakistan operation. China remains at under 50% penetration.

My favorites are Millicom and MTN. The other three are decent as well. All are #1 to #3 market share players in most of their markets. From a diversification perspective, I can see merit to investing in all 5.

I like Millicom the best for a variety of reasons. Millicom is based out of Luxemburg, and its management is primarily European (it’s 35% owned by a Swedish private equity firm). It has a strong track record in establishing a foothold in small countries and becoming a dominant, efficient player. It makes good capital allocation decisions, entering countries after intelligent analysis and exiting ones where it deems its return on investment to be unattractive. It’s broadly diversified across a variety of countries and regions. It has exposure to fast-growing regions in Africa, while also to regions (Central America and Latin America) that are generating very substantial free cash flow. It is trading at an attractive valuation, at 5.5x EBITDA and 13x PE. EBITDA grew 35% last year, and 48% the year before. Their markets remain at decently low penetration levels, so on a local currency basis, their growth should remain impressive in the next few years. I also think it is a prime acquisition candidate. Western mobile operators have realized that Western markets have slowed materially in the past few years, and that rapidly growing emerging market rivals will overtake them in the not too distant future. Millicom’s strong portfolio of assets, operational track record and respected local management teams would provide an attractive platform by which to access emerging markets. I think that its largest owner, Kinnevik, is waiting for an attractive takeout price. Until that acquisition takes place, MICC should continue to grow at an impressive pace.

MTN Group has a stunning portfolio of assets. I’m most excited about Nigeria. MTN’s operations in Nigeria are summarized on page 7. The business is substantially cash flow positive at this point, with EBITDA less Capex margins of 27%. Mobile penetration in Nigeria is at only 36%; MTN’s market share is 44%; and ARPU is at a healthy $16. Nigeria now accounts for 42% of MTN’s EBITDA, so its growth will drive much of the company’s overall operational performance. The Company’s other assets are also terrific, with exposure to fast-growing countries like Iran, Syria, Ghana and numerous African countries. South Africa currently comprises 25% of EBITDA and while growth is slowing, it should continue to be steady and highly cash generating. The company’s historic overall growth has been stunning, and its future growth should continue to be. And it’s selling for 6.0x EBITDA and 16x PE. The one issue with MTN Group is that it is in merger discussions with Bharti Airtel, the leading mobile operator in India. Their exclusive negotiating period ends on July 30. Bharti is the fastest growing major telecom I’ve come across, but on an EBITDA multiple basis, it’s also the most expensive, hovering at around 10x EBITDA. Personally, I’m comfortable with the merger discussions, and even see upside due to Bharti potentially sweetening their offer. Although I’d probably dump my Bharti shares if I were to get them as part of a merger (the currently proposed structure is a merger of equals, whereby each company receives a large, non-majority stake in the other), it’s not the worst stock to own, and it benefits from the same long-term growth drivers that underpin all the emerging market mobile operators.

Orascom, America Movil and China Mobile are all also decently attractive. Orascom is the cheapest, but its Algeria and Tunisia markets are maturing, and its Pakistan market is suffering from an especially deep recession, currency depreciation, political instability and a competitive market (there are 5 mobile providers in Pakistan). But at 4x EBITDA, much of these risks are embedded in the stock. There is downside if Pakistan’s political turmoil worsens. America Movil and China Mobile are both growing decently, though I estimate that growth will not be as impressive as in Millicom and MTN. America Movil trades at a slightly higher multiple than Millicom and MTN (1-2 forward EBITDA turns). China Mobile’s historical growth has been impressive, but ultimately, it is the dominant market share leader in a single market where the government has made moves to try to make the market a bit more competitive. There are numerous examples of market leaders in emerging countries having their market share drop from 60%+ to the 40% range as competition intensifies, and it’s possible that China Mobile could experience a similar trend. Both America Movil and China Mobile generate more free cash flow, but personally, I’m more attracted to growth at this point. One thing I like about America Movil and China Mobile is their exposure to more promising currencies than Millicom and MTN. I much prefer companies generating revenue in the Mexican Peso, Brazilean Real and Chinese Remnimbi than the Honduran Lempira, Nigerian Naira, Tanzanian Shilling and Ghanaian Cedi.

Conclusion

In the end, I’m bullish on the whole emerging markets wireless sector. I think that the companies are valued rationally relative to one another. But I think the whole sector is valued irrationally low relative to other industries.

I do want to stress the currency risks inherent in these stocks. Currencies can decline 20% in the blink of an eye, and that can wreak havoc on a company’s revenue and EBITDA. In 4Q08 and 1Q09, emerging market currencies suffered materially. As a result, Millicom’s revenue growth fell from 37% in 2Q08 to 19% in 4Q08 and 6% in 1Q09. Orascom, America Movil and MTN suffered similarly painful revenue and EBITDA hits due to currency depreciations. Currency deprecation is both a near-term and long-term risk for these stocks. Personally, I have a lot of dollar exposure in my fund’s portfolio, so I view emerging market wireless companies as an attractive way to get exposure to non-dollar currencies. This is particularly the case for America Movil and China. Long-term, Brazil and Mexico are well-positioned from a currency perspective, and the Chinese Remnimbi has some merits as well. But if the global recession takes a turn for the worse, I’d expect emerging market currencies to come under further pressure, and the earnings of emerging market wireless companies would suffer accordingly.

I also want to mention the political and economic risks inherent to investing in companies that operate in countries like Iran, Pakistan, Honduras, North Korea and the Democratic Republic of Congo. These are countries where the rule of law gets little respect; corruption runs rampant; and political turmoil is often on the horizon. There may be coups. There may be wars. Some economies may suffer Zimbabwean inflationary spirals. MTN, Millicom and Orascom, in particular, have invested in unstable parts of the world. Personally, I’m comforted by the fact that they’ve all diversified across numerous countries. Nigeria is a material risk to MTN; Central America a risk for Millicom; and Pakistan a risk for Orascom. But spreading one’s investments across several emerging market wireless companies should help diversify away these risks.

Two final notes, on the bullish side. The emerging market wireless sector is trading at multiples that are about half the levels they were in 2006 and 2007. Yet, fundamentally, not much has changed aside from currency depreciation. The markets are more mature than they were two years ago, but still sufficiently under-penetrated. A global recession, in my opinion, does not materially impact the secular trend of more and more Nigerians, Iranians and Hondurans using cell phones. Second, I think the emerging market wireless sector has always suffered from depressed multiples. In 2004, Orascom and MTN traded at an average EBITDA multiple of 6x, while MICC traded at 9x. Between 12/31/04 and 12/31/07, the three stocks rose 300%, 400% and 500%, respectively. The multiples should have never been that low back then, and they shouldn’t be this low now.

Subscribers have grown from 154k to 16mm in 3 years and revenue has grown from $11mm to $607mm. Market share has surged from virtually nothing to 37% of the overall wireless market in Iran. As the wireless industry in Iran matures, MTN’s capital expenditures will ramp down materially since the network will be built out and margins will improve because the cost of adding incremental subscribers will become quite small. Iran is not a very competitive market, currently, because there are only three mobile providers. If MTN is lucky, new entrants will be discouraged by MTN’s head start, and will decide to forego the high capital expenditures and spectrum acquisition costs.

To see a country at a later phase of its lifecycle, let’s look at Orascom’s Algeria business, pasted below and on page 9 of the attached materials.

In Algeria, there are three players in the wireless industry. Orascom controls 65% of the market share. Algeria’s telecoms regulator says that the total market penetration is at 93%; Orascom disputes this number and says that penetration is only around 70%. Note that penetration will reach 110% to 130% in many countries, because many subscribers own more than one SIM card. Russia currently has more than 120% market penetration. In Algeria, with EBITDA margins at 63% and capex at 8% of sales, the company is printing money. And while growth is slowing, it’s still decent. Subscriber growth has slowed from 108% in 2005 to 48% in 2006 to 27% in 2007 to 5% in 2008. Revenue growth, in local currency terms, has declined from 40% in 2006 to 10% in 2007 to 7% in 2008.

Examining country-by-country historical financials is a good way to get a sense of how the wireless business works in an emerging market. In the attached materials, I’ve laid out financials for MTN’s operations in South Africa, Nigeria and Iran; Orascom’s operations in Algeria, Pakistan, Tunisia, Bangladesh and Egypt; and China Mobile’s operations in China. The trends are similar. Over time, high initial capex costs ultimately give way to high EBITDA margins and reduced capex. If the country avoids currency depreciation, political turmoil, or excessive competition in the wireless market (ie. Pakistan, where there are 5 wireless operators), the mobile telephony business is quite a good one as a country progresses from low mobile penetration to high penetration.

This said, mature wireless industries are not the most exciting of sectors. Mature markets in the United States and Western Europe are now experiencing lackluster growth. Mature mobile industries do benefit from being oligopolies (in New York, for instance, there are only 4 major wireless providers in Verizon, AT&T, Sprint and T-Mobile, and I think it’s likelier for that number to shrink via consolidation than to increase via a new major operator entering the scene). But wireless telephony is a fairly commodity product, and pricing power is limited. I don’t believe that customers really choose AT&T over Verizon because one provides better coverage, or more “bars”, or better customer service, or a more attractive brand. I think they choose on price, and the handset (ie. AT&T because it offers iPhones). Over time, wireless providers may increasingly lose pricing power. I call T-Mobile about once a year, threaten to switch providers, and am usually able to reduce my rates. Offsetting that, wireless carriers have been able to maintain their average revenue per user (ARPU) by providing increased data services and charging more for blackberry / Iphone / Treo subscriber plans.

As well, capital expenditures can continue to be substantial when wireless companies have to expand their networks to accommodate new technologies, which they do every few years. Mobile phone services began in 1981, with the introduction of Analog Mobile Phone Service, or 1G (ie. First Generation), technology. Then came digital cellular, which first manifested itself as Time Division Multiple Access (TDMA) and then Code Division Multiple Access (CDMA). Europe embraced a third standard called GSM. These were all 2G or 2.5G and were rolled out throughout the 1990s and early 2000s. In the past several years, we’ve seen a further rollout of 3G networks, which upgrades transmission speeds to better accommodate data transfers, so that we can watch youtube videos on our IPhones. Plans are in place for 4G networks over the coming years. And there is also WiMAX, and there will be potential 5Gs, 6Gs, etc. All of these upgrades have required large capital expenditures in the past, and will continue to do so in the future.

But we’re not talking about companies operating in mature wireless markets. The focus of this email is on companies that are building out wireless networks and brands in emerging markets where wireless penetration is still relatively low. I think that in some of those countries, the growth over the next 2-5 years remains substantial, and the valuation multiples of the sectors are low relative to that growth potential. The investment thesis is essentially to invest in emerging market wireless companies that are trading at 4x – 6x EBITDA; watch that EBITDA grow 10% to 30% in the next several years; and to sell the stocks at 4x – 6x EBITDA, or hopefully higher multiples, in several years. I just don’t understand how a company like Millicom or MTN can trade at 5x to 6x EBITDA, while a mature wireless company like Alltel is taken private at 9x EBITDA (Jun 2008); Vodafone trades at 5.5x EBITDA and many other mature wireless companies also trade at 5x to 6x EBITDA.

Sample Companies

The five companies I’ve looked at most closely are Millicom (MICC on Nasdaq), MTN Group (MTN on the Johannesberg Stock Exchange or MTNOY on the pink sheets), Orascom (OTLD on the London Stock Exchange); China Mobile (CHL on NYSE) and America Movil (AMX on NYSE). All are fairly pure play mobile companies in emerging markets. The countries in which they operate are:

Millicom: El Salvador, Guatemala, Honduras, Bolivia, Paraguay, Chad, Ghana, Mauritius, Senegal, Tanzania, Cambodia, Laos, Sri Lanka.
- El Salvador, Guatemala and Honduras comprise 52% of EBITDA, while Bolivia, Columbia and Paraguay comprise another 24%. The Cambodia, Laos and Sri Lanka assets are on sale. Africa is growing fast.

MTN Group: S Africa, Swaziland, Uganda, Botswana, Rwanda, Zambia, Cameroon, Congo, Nigeria, Cote D’Ivoire, Iran, Guinea, Ghana, Liberia, Yemen, Sudan, Benin, Guinea, Syria, Cyprus, Afghanistan.
- South Africa is 25% of EBITDA while Nigeria is 42%. Nigeria appears to be a very promising market for MTN.

America Movil: Mexico, Brazil, Argentina, Paraguay, Uruguay, Chile, Colombia, Peru, Ecuador, Guatemala, El Salvador, Honduras, Nicaragua, Panama, US, Puerto rico, US Virgin, DR, Jamaica.
- Mexico is 51% of EBITDA, Brazil 12% and Columbia is 11%. Brazil is growing well.

Orascom: Algeria, Pakistan, Egypt, Tunisia, Bangladesh, North Korea, Canada, Central African Republic, Namibia, Burundi.
- Algeria is 54% of EBITDA, Pakistan 21%, Egypt 18% and Tunisia 8%. Pakistan is having some trouble, but I suspect it will recover soon.

China Mobile: China and a negligible Pakistan operation. China remains at under 50% penetration.

My favorites are Millicom and MTN. The other three are decent as well. All are #1 to #3 market share players in most of their markets. From a diversification perspective, I can see merit to investing in all 5.

I like Millicom the best for a variety of reasons. Millicom is based out of Luxemburg, and its management is primarily European (it’s 35% owned by a Swedish private equity firm). It has a strong track record in establishing a foothold in small countries and becoming a dominant, efficient player. It makes good capital allocation decisions, entering countries after intelligent analysis and exiting ones where it deems its return on investment to be unattractive. It’s broadly diversified across a variety of countries and regions. It has exposure to fast-growing regions in Africa, while also to regions (Central America and Latin America) that are generating very substantial free cash flow. It is trading at an attractive valuation, at 5.5x EBITDA and 13x PE. EBITDA grew 35% last year, and 48% the year before. Their markets remain at decently low penetration levels, so on a local currency basis, their growth should remain impressive in the next few years. I also think it is a prime acquisition candidate. Western mobile operators have realized that Western markets have slowed materially in the past few years, and that rapidly growing emerging market rivals will overtake them in the not too distant future. Millicom’s strong portfolio of assets, operational track record and respected local management teams would provide an attractive platform by which to access emerging markets. I think that its largest owner, Kinnevik, is waiting for an attractive takeout price. Until that acquisition takes place, MICC should continue to grow at an impressive pace.

MTN Group has a stunning portfolio of assets. I’m most excited about Nigeria. MTN’s operations in Nigeria are summarized on page 7. The business is substantially cash flow positive at this point, with EBITDA less Capex margins of 27%. Mobile penetration in Nigeria is at only 36%; MTN’s market share is 44%; and ARPU is at a healthy $16. Nigeria now accounts for 42% of MTN’s EBITDA, so its growth will drive much of the company’s overall operational performance. The Company’s other assets are also terrific, with exposure to fast-growing countries like Iran, Syria, Ghana and numerous African countries. South Africa currently comprises 25% of EBITDA and while growth is slowing, it should continue to be steady and highly cash generating. The company’s historic overall growth has been stunning, and its future growth should continue to be. And it’s selling for 6.0x EBITDA and 16x PE. The one issue with MTN Group is that it is in merger discussions with Bharti Airtel, the leading mobile operator in India. Their exclusive negotiating period ends on July 30. Bharti is the fastest growing major telecom I’ve come across, but on an EBITDA multiple basis, it’s also the most expensive, hovering at around 10x EBITDA. Personally, I’m comfortable with the merger discussions, and even see upside due to Bharti potentially sweetening their offer. Although I’d probably dump my Bharti shares if I were to get them as part of a merger (the currently proposed structure is a merger of equals, whereby each company receives a large, non-majority stake in the other), it’s not the worst stock to own, and it benefits from the same long-term growth drivers that underpin all the emerging market mobile operators.

Orascom, America Movil and China Mobile are all also decently attractive. Orascom is the cheapest, but its Algeria and Tunisia markets are maturing, and its Pakistan market is suffering from an especially deep recession, currency depreciation, political instability and a competitive market (there are 5 mobile providers in Pakistan). But at 4x EBITDA, much of these risks are embedded in the stock. There is downside if Pakistan’s political turmoil worsens. America Movil and China Mobile are both growing decently, though I estimate that growth will not be as impressive as in Millicom and MTN. America Movil trades at a slightly higher multiple than Millicom and MTN (1-2 forward EBITDA turns). China Mobile’s historical growth has been impressive, but ultimately, it is the dominant market share leader in a single market where the government has made moves to try to make the market a bit more competitive. There are numerous examples of market leaders in emerging countries having their market share drop from 60%+ to the 40% range as competition intensifies, and it’s possible that China Mobile could experience a similar trend. Both America Movil and China Mobile generate more free cash flow, but personally, I’m more attracted to growth at this point. One thing I like about America Movil and China Mobile is their exposure to more promising currencies than Millicom and MTN. I much prefer companies generating revenue in the Mexican Peso, Brazilean Real and Chinese Remnimbi than the Honduran Lempira, Nigerian Naira, Tanzanian Shilling and Ghanaian Cedi.

Conclusion

In the end, I’m bullish on the whole emerging markets wireless sector. I think that the companies are valued rationally relative to one another. But I think the whole sector is valued irrationally low relative to other industries.

I do want to stress the currency risks inherent in these stocks. Currencies can decline 20% in the blink of an eye, and that can wreak havoc on a company’s revenue and EBITDA. In 4Q08 and 1Q09, emerging market currencies suffered materially. As a result, Millicom’s revenue growth fell from 37% in 2Q08 to 19% in 4Q08 and 6% in 1Q09. Orascom, America Movil and MTN suffered similarly painful revenue and EBITDA hits due to currency depreciations. Currency deprecation is both a near-term and long-term risk for these stocks. Personally, I have a lot of dollar exposure in my fund’s portfolio, so I view emerging market wireless companies as an attractive way to get exposure to non-dollar currencies. This is particularly the case for America Movil and China. Long-term, Brazil and Mexico are well-positioned from a currency perspective, and the Chinese Remnimbi has some merits as well. But if the global recession takes a turn for the worse, I’d expect emerging market currencies to come under further pressure, and the earnings of emerging market wireless companies would suffer accordingly.

I also want to mention the political and economic risks inherent to investing in companies that operate in countries like Iran, Pakistan, Honduras, North Korea and the Democratic Republic of Congo. These are countries where the rule of law gets little respect; corruption runs rampant; and political turmoil is often on the horizon. There may be coups. There may be wars. Some economies may suffer Zimbabwean inflationary spirals. MTN, Millicom and Orascom, in particular, have invested in unstable parts of the world. Personally, I’m comforted by the fact that they’ve all diversified across numerous countries. Nigeria is a material risk to MTN; Central America a risk for Millicom; and Pakistan a risk for Orascom. But spreading one’s investments across several emerging market wireless companies should help diversify away these risks.

Two final notes, on the bullish side. The emerging market wireless sector is trading at multiples that are about half the levels they were in 2006 and 2007. Yet, fundamentally, not much has changed aside from currency depreciation. The markets are more mature than they were two years ago, but still sufficiently under-penetrated. A global recession, in my opinion, does not materially impact the secular trend of more and more Nigerians, Iranians and Hondurans using cell phones. Second, I think the emerging market wireless sector has always suffered from depressed multiples. In 2004, Orascom and MTN traded at an average EBITDA multiple of 6x, while MICC traded at 9x. Between 12/31/04 and 12/31/07, the three stocks rose 300%, 400% and 500%, respectively. The multiples should have never been that low back then, and they shouldn’t be this low now.

Considering the success of our previous post related to Zain’s potential valuation and it’s company profile, we have decided to publish some additional company profiles of top-notch telecom companies across the World. This is the turn of Orascom Telecom Holding (OTH).

OTH is considered among the largest and most diversified network operators in the Middle East, Africa, and South Asia, although has recently acquired licenses to operate mobile services in North Korea and Canada. Orascom Telecom is a leading mobile telecommunications company operating in emerging markets having a population under license of 430 million with an average penetration of mobile telephony across all markets of approximately 44%.

OTH operates GSM networks in countries such as Egypt (MobiNil), Algeria (Djezzy), Pakistan (Mobilink), Tunisia (Tunisiana), Bangladesh (Banglalink), Zimbabwe (Telecel Zimbabwe), Namibia (CellOne) or North Korea (Koryolink). The growth of the telecoms sector will be crucial to economic recovery in the Middle East but regional operators must raise their game to seize the opportunity, delegates were told at last week’s OMD Predicts 2009 conference in Dubai.

Mohammed Shakheel, a Gulf specialist within the London-based Economist Intelligence Unit, said that diversification away from oil would be key to the growth of regional economies. He identified telecoms and technology – alongside healthcare and pharmaceuticals, Islamic finance and low-carbon enterprise – as the sectors with the most potential.

Shakheel said Saudi Arabia, in particular, had shown a huge appetite for telecoms, quality consumer goods and technology. However, the biggest economic growth in the region in 2009 would be in Qatar (estimated at 9.5 per cent), followed by Iraq, Egypt and Libya. Negative growth, he said, would be concentrated in the GCC, with the UAE experiencing the biggest contraction.

The importance of telecoms was echoed by Charles Wright, managing partner of the recently-launched Dubai office of Wolff Olins. He said Etisalat, Zain and Orascom were all primed for expansion.

“These guys are really going for it,” said Wright. “They  have said they want to be in the world’s top 10 ot 20 by next year. Okay, everyone has said that, but these companies can go east and west, and they have got $3bn to $4bn to spend. They are exploiting the weaknesses of western organisations to buy assets when they are cheap.”

However, such expansion could only be achieved, he suggested, by revolutionising brand strategy. He used his own experience of buying the iPhone as an example. In the UK, the device cost him Dhs1440 to buy, with a montly charge of Dhs210 and the deal done in one store visit. In the UAE, the device was Dhs2500, with a monthly charge of Dhs250, and after three store visits he still had unsolved problems.

“Most of the big operators in this region are not  used to price competition in their markets but they will face that abroad, in other markets, from the likes of O2 and Vodafone. As soon as there is competition and choice, price becomes a factor, and also quality of service. Vodafone are competing with the big Indian bruisers with the slogan ‘Happy to help’. [The premise is that] what you do is more important than what you say, in any language.”

Wright highlighted the need for a general shift in the way Middle East brands define themselves – away from the business of selling products with limited choice, and instead towards a consumer-focused model which is more about choice, relevance, service and delivery.

France Telecom SA (FTE) said Thursday the shares of Egyptian mobile operator Mobinil held by Orascom Telecom Holding (ORTE.CI) are still lodged as collateral and suggested they might not be delivered to the French telecommunciations giant by the court-ordered deadline of April 10.

Orascom has been ordered to sell and quickly deliver to France Telecom the 28.75% of Mobinil that the French group doesn’t already own. France Telecom said it has the money available for the transaction, but the shares aren’t.

At the end of the 30-day period fixed by the Arbitration Court, the Mobinil shares currently held by Orascom Telecom remain under pledge due to the fact that Orascom Telecom has not yet resolved the conditions for their release with its creditor banks. The Arbitration Court’s decision provided for such a situation through the insertion of a penalty of USD 50,000 per day to be levied against Orascom Telecom from April 10 until the full execution of the award.

France Telecom has requested Orascom Telecom to resolve the difficulties with its creditors as quickly as possible and to provide a clear and precise indication as to when the shares will be available. The release of pledged shares is a necessary condition for the full execution of the Arbitration Court’s decision. At this stage, the necessary funds for the payment of this transaction are already available and every assurance has been given to Orascom Telecom.

If the situation remains unchanged, France Telecom reserves the possibility to enter into direct relations with Orascom Telecom’s creditors as permitted by the conditions governing such pledged shares.

In line with the statement issued by Orascom Telecom on April 5, France Telecom hopes that the award will be fully executed within the shortest possible timeframe. Once this has taken place, France Telecom wishes to re-enter into discussions with the Egyptian market authorities in order to make a fair offer to minority and individual shareholders of ECMS

Bard has effectively crafted for itself an image as a bastion of progressive thought. Its efforts were crowned with being anointed in 2005 by the /Princeton Review /as the second-most progressive college in the United States, the journal adding that Bard “puts the ‘liberal’ in ‘liberal arts.’” But “liberal” thought evidently has its limits; and my work against Zionism has encountered these. In my view, Bard College is one such institution. It has suppressed critical engagement with Israel and Zionism, and therefore has enabled abuses such as have occurred and are occurring in Gaza. This notion is of course, not just descriptive of a place like Bard. It is also the context within which the critic of such a place and the Zionist ideology it enables becomes marginalized, and then removed.

Open Letter to university community regarding Palestinian Rights and Canadian Universities

The last two years have seen increasing efforts to limit advocacy of Palestinian rights on Canadian universities, amounting to a pattern of the suppression of freedom of speech and freedom of assembly. These include:

* Statements from 19 university presidents in the summer of 2007 to foreclose debate on the academic boycott of Israel, citing “academic freedom”.

* Visits to Israel by eight university presidents in the summer of 2008, with no equivalent outreach to Palestinian institutions.

* Efforts to ban the use of the term “Israeli Apartheid” at McMaster University in February-March 2008, overturned only through a campaign of protest

* Discipline against students involved in peaceful protests for Palestinian rights at York University in March in 2008

* Attempted discipline against a faculty member who addressed a rally against Israeli Apartheid at York University in 2008

* A pattern of cancellation of room bookings for meetings concerning Palestinian rights at the University of Toronto and York University in 2008

* The use of security clearance requirements and fees to cover security costs to impede campus meetings about Palestinian rights

* Defend the right to freedom of speech about Palestine for all members of the university community, including freedom to use the term ‘apartheid’ to identify and debate certain policies associated with the state of Israel and the freedom to support, facilitate and participate freely in activities under the rubric of “Israeli apartheid week”

yes, it is apartheid week that time of the year when academics, universities, and zionists of every stripe work extra hard to crack down on those who are off the zionist message of cover ups and lies. and so it is not only faculty who are affected, it is also students in canada who are facing a similar battle:

Restrictions and harassment are experienced by pro-Palestinian activists on most Canadian campuses; this can take many different forms. At York University, for example, the latest tool of repression is the “Student Code of Conduct,” a draconian document that could potentially be used to ban any form of protest. At McMaster, it was in the form of a blanket ban on the use of the term “Israeli apartheid.” The University of Toronto (UofT) has seen a broad range of tactics being used against student organizers, but it seems that the administration has decided to focus its effort on combating pro-Palestinian activism through an old-new tool: denial of space for meeting and holding events.

Securing space for student activists at UofT has always been a hard task for student organizations. But it seems that the University has shifted its tactics from mounting bureaucratic obstacles and technical hurdles, to outright denial of the right to book space. UofT seems to have declared a full fledged war against its Palestinian and pro-Palestinian students. Most recently, this came in the form of denying room bookings for a conference planned by Students Against Israeli Apartheid (SAIA), a student group and action group of the Ontario Public Interest Research Group (OPIRG), in October 2008.

SAIA, along with student groups at York University and other campuses, had planned a student conference, entitled “Standing Against Apartheid: Building Cross-Campus Solidarity with Palestine,” for the first weekend of October 2008. The conference was meant to strengthen the student movement against Israeli apartheid, and to share strategies for the future, including planning the annual Israeli Apartheid Week.

margaret aziza pappano offers some analysis of the situation facing canadian professors and students alike:

While most academics would agree that a university should be a place where critical debate is fostered, what is academic freedom when the freedom to attend classes without being bombed isn’t even assured? Academic freedom falters it seems when it comes to Palestine, whether in the Middle East or in North America. Not only is there no realizable academic freedom for Palestinians, but also, even in North America, students and faculty raising critical viewpoints about Israel find themselves muffled, accused of anti-Semitism, threatened with disciplinary action, or, in the case of former Depaul University professor, Norman Finkelstein, out of a job entirely.

In Canada, the annual educational event known at “Israeli Apartheid week,” held on university campuses, has faced repeated attempts to suppress it. What justification can be found to block an event in which scholars and activists speak about the history of the region, with a focus on the illegal occupation of Palestinian territory, information that is taught in history and political science classes and available in books published by university presses? Yet, 125 University of Toronto faculty members signed a letter, published in the National Post, in which they “request[ed] that the administration stop this hateful and divisive event from returning to our University.”

More worrisome, however, is that the administration on some campuses has actually endeavoured to comply, a trend that should alarm anyone who cares about the integrity of their university. In February of last year, the McMaster University administration attempted to ban the use of the term “Israeli apartheid” by Student Union clubs on campus, including “activities promoted under the banner, ‘Israeli Apartheid Week.’” It was only after a concerted protest and huge rally that the administration backed down from what would likely have been an illegal action anyway.

This year’s event has been marked by a similar action at Carleton University. The Israeli Apartheid week poster was banned by the university’s Equity Services because of its graphic, a drawing of an Israeli bomb being dropped on a child, who is labeled “Gaza.” The SAIA (Students Against Israeli Apartheid) chapter was informed that the “image could be seen to incite others to infringe rights protected in the Ontario human rights code.” The interim Provost and Vice President of Carleton, Feridun Hamdullahpur, circulated a letter to the entire Carleton community in which he threatened indefinite expulsion for anyone contravening the code; although vaguely worded, the letter alludes to “harassment and intolerance which can take the form of inappropriately challenging or questioning a person’s race or beliefs.” One has to wonder how this stock anti-war graphic can be seen as “inappropriate,” unless Carleton is concerned to protect Israel’s image rather than the rights of its students to free expression.

York University and the University of Toronto have both witnessed similar attempts to harass students and faculty expressing advocacy for Palestinian rights.

However, we also recognize that our occupation was not a full success. When we succeeded, we did so because the passion of our movement shone through the smoke and mirrors cast by the NYU administration. When we failed it was only because we underestimated the lengths NYU will go to in order to deter any real criticism of its policies.

The administration demonstrated their steadfast commitment to ignoring its students. Members of Take Back NYU! didn’t even see the face of NYU negotiator Lynne Brown until 26 hours into the occupation. Throughout, the administration only gave disingenuous offers of discussion without negotiation, which the students readily rejected. NYU’s refusal to negotiate contrasts sharply with good-faith negotiations made by other universities during similar occupations.

We believe that our occupation gave NYU the opportunity to become a leader among universities and to build our community around strong commitments to democracy, transparency and respect for human rights. Instead, NYU said ‘pass’ and chose to stick to its narrow interests at the expense of genuine discussion.

In the course of defending its secrets, NYU put students and its security guards at risk by encouraging the use of physical force to end a non-violent protest. NYPD officers used billy-clubs and mace against demonstrators outside the building. These acts of aggression have gone unmentioned and unquestioned in the course of NYU’s handling of the occupation.

This protest is just a beginning to what is to come. The action made national and international news, and showcased the real power of the new student movement sweeping the globe. Here in New York, a City Council member, Charles Barron, has publicly endorsed our campaign and shamed the University for its mishandling of student protest. Actions at universities around the city will continue in the weeks to come.

UNDER PRESSURE from pro-Israel apologists led by Harvard law professor Alan Dershowitz, administrators at Hampshire College in Amherst, Mass., issued a “statement of clarification” about the recent decision to divest from six corporations that profited from and supported Israel’s illegal occupation of Palestine.

But student activists aren’t going to quietly accept Hampshire’s shameful attempt to wriggle out of a decision the college should be proud of.

Members of Students for Justice in Palestine (SJP) at Hampshire announced in a February 12 press release that they had succeeded in pressuring Hampshire’s board of trustees to divest from companies involved in the Israeli occupation of Palestine. Palestinians and their supporters around the world, including Noam Chomsky, Nobel Peace Laureate Mairead Maguire, Howard Zinn and former Congresswoman Cynthia McKinney, greeted the news with joy.

“This is a monumental and historic step in the struggle for Palestinian equality, self- determination and peace in the Holy Land by nonviolent means,” wrote Archbishop Desmond Tutu, a leader in the struggle against South African apartheid, in a message of support sent to members of Hampshire SJP.

“I see what these students have accomplished as a replica of the support of their college of our struggle against apartheid in South Africa,” he continued, in reference to Hampshire’s place of prestige as the first institution of higher education to divest from South Africa. “Hampshire College’s decision to divest should be a guiding example to all institutions of higher learning.”

But within hours of SJP’s announcement, the pro-Israel counteroffensive began. Dershowitz, a virulent supporter of Israel, called Matan Cohen and Brian Van Slyke, two members of SJP, to threaten an international campaign to divest from Hampshire College–a threat that carries some sting for Hampshire, which is a small institution with a history of financial difficulties.

Dershowitz is notorious for his relentless personal and professional attacks on those who speak out against Israel’s crimes. In 2007, for example, Norman Finkelstein, a renowned scholar and an outspoken critic of Israel’s policies, was denied tenure at DePaul University after Dershowitz put pressure on faculty and the administration.

perhaps if the nyu students followed the example of the students at hampshire or their colleagues on the other side of the atlantic ocean they would have seen what happens when you remain steadfast as was the case with strathclyde university:

GLASGOW, February 21 – Students at Strathclyde University won the vote on Thursday to cut the university’s ties with arms manufacturer BAE Systems which supplied components used by the Israeli military in the recent massacre of Palestinian civilians in Gaza.

Students win majority support in historic AGM

The vote, which took place in relation to a motion submitted by a group of students to their Union’s General Meeting (AGM) – the student’s highest decision-making body – won with an overwhelming majority of the over 200 students who queued in the union’s corridors and stairs to participate in the event. Such a high student attendance had been unprecedented in any previous AGM, most of which failed in the past 10 years to even reach quorum.

Despite attempts by the Union’s administration to dilute the substance of the motion and have it voted upon by the conservative Student Representative Council (SRC) – who had already rejected a similar popular motion two years earlier given the uncomfortable position it placed the University vis-à-vis its corporate funders – the fervent group of passionate students were successful in galvanising sufficient support amongst their fellows to turn the motion into student policy.

Within just a couple of weeks from occupying the McCance Building – heart of the University’s administration – the original 60 students involved in the occupation have already gained the support of a sizable number of their fellow students.

Occupation encourages University to take action

With the national media reporting on the new wave of student activism, and with regular updates being posted on occupation.org, the official site centralising information about UK universities in occupation, the Strathclyde student group has been able to spread its message and influence far beyond the university’s walls.

Within hours of starting the peaceful occupation, messages of support were flowing in from students across the UK, and around the world, with some touching declarations of solidarity received directly from Palestinian students closely monitoring the students’ activities.

What followed was a series of exhausting negotiations between the students and the University’s Principle and Secretary to ensure that the occupation would deliver more than just a message of solidarity to the people of Palestine.

By the end of the second day of the occupation, the students achieved a remarkable victory when the Principle agreed to end with immediate effect the university’s purchasing contract with the water-supplying company Eden Springs – whose Israeli-owned parent company has been found to be operating commercial activities in breach of international law within the Occupied Territories.

Following the recent bombings of Palestinian universities by the Israeli army, the Principle also agreed to make 3 scholarships available to Palestinian students from Gaza, pledging to incite other Scottish universities to follow suit and possibly pull resources together for the creation of a Scottish-wide fund.

University denies major R&D funding from the arms industry

As part of the occupation, students also requested that the University cut its ties with the arms industry after discovering that major research contracts were underway between the university’s engineering department and BAE Systems – the UK’s largest arms manufacturer and supplier to the Israeli army of components used in the targeting systems of F-16 fighter-bombers responsible for the killing of Palestinian civilians, including children and women.

Data acquired through Freedom of Information (FoI) requests submitted to the University last year by Strathclyde student and prominent Scottish political figure Tommy Sheridan, revealed that BAE systems invested £7.8 million between 2000 and 2007 in joint research projects with the University’s engineering department. FoIs also revealed that several other companies involved in the arms trade, including BAe subsidiaries, had ties with the University’s research departments – with many of the contracts still under way.

Peter West, Secretary of the University, denied the allegations and confirmed only the existence of one contract between the University and BAE Systems for a total of £5000.

University is to look for alternative and ethical sources of funding

The students will now proceed with the submission of a series of FoIs to the university to verify the exact scale of current investments channelled into the University’s research labs by the arms industry.

Meanwhile, some engineering students at Strathclyde fear that the dissolution of the university’s ties with BAE Systems will impact negatively on the department and their career prospects.

In order to allay these fears, a number of their fellow engineering students supporting the occupation are now encouraging a debate within the department to look at possible alternative channels of funding from non-lethal industries, including green and civil technologies.

Specifically we demand that the university:

1) Immediately suspends and pledges not to renew its contract with Eden Springs, the Israeli water company which illegally steals water from the Golan Heights. It is not enough that this contract run out this year, it must be cancelled now.

2) Puts in place a review process with the aim of suspending all ties to organisations that are publicly known to supply the Israeli military. This would specifically include:

a) Cutting all ties to BAE Systems, which provides sub-systems/components for Israeli F-16 fighter aircraft. These ties would include BAE funding of research projects at St Andrews University, industrial placements at BAE Systems as part of degrees at the University, and the hosting of any representatives of BAE Systems as part of events at the University;

b) Cutting the University’s ties with the Systems Engineering for Autonomous Systems Defence Technology Centre (SEAS-DTC), a Ministry of Defence-funded organisation designed to foster collaboration between military industry and academia. Both BAE Systems and Smiths Group are members of this organisation; in addition to BAE’s links with Israel, Smiths Group also provides Israel’s military with F-16 components;

c) Cutting all ties to the British Government’s military apparatus. Britain has consistently provided Israel with arms and military equipment, and Israeli military officials have attested to the importance of the essential items provided by Britain. The University’s ties include military research projects conducted at St Andrews and funded by, among others, the Ministry of Defence and the Defence Science and Technology Laboratory;

d) Establishing an ethics committee with the responsibility of ensuring that the University of St Andrews does not accept any income in the future from organisations linked to the Israeli military.

3) Sets up a scholarship program for Palestinian Students and commits to a minimum of 10 scholarships. This would send out an important symbolic message that we will not turn a blind eye to the Palestinian students who are unable to study because of the attacks on educational infrastructure and constant state of terror which prevents students from attending university.

4) Organizes a collection on campus, including a broadcasting of the DEC appeal, for aid for Gaza, makes available non-monetary aid such as course books, desks etc. and also establishes links with the Islamic University of Gaza in order to find out how it might aid with reconstruction.

5) Following the letter signed by fifty medical students, that Bute Medical School provides medical aid for Palestine in the form of medical equipment and drugs and through supporting organizations such as medical aid for Palestine (supported by Medsin).

in the consumer sector one thing which may be backlash was a story the other day that sounded promising: a coop supermarket boycotting israeli terrorist goods:

The 15,000 member food co-op in Park Slope is considering a ban on Israeli products because of the conflict in the Mideast. Officials there are now debating making an international statement after a member’s proposal to take a symbolic stand against Israel.

So far the co-op staff has identified just four products from Israel, but they say it’s possible there are others out of the 10,000 products offered at the co-op.

In an unprecedented action, the first following the recent Israeli war on Gaza, workers of an Egyptian Fertilizers Company in Suez protested on Saturday February 7th against the export of fertilizers to Israel.

The Fertilizers Egyptian Company is owned by Sawiris family, Naguib Sawiris ranks 62 in Forbes’ world’s richest list, while his father Onsi ranks 96 and his brother Nassif ranks 226, under the name Orascom construction company. Fertilizers Egyptian Company signed an agreement to export 1000 tons of phosphate fertilizer to Israel, at a rate of 100 tons per week. An estimated 800 Egyptians work at this factory.

Two days prior to the protest, workers were surprised by a request from the administration to process an order of unmarked bags that will be transferred by Jordanian trucks to an undisclosed location. As a result, about 100 workers went on strike and refused to process the order because they believed, rightly, that the cargo will travel to Israel.

When the company administration learned about the situation, they broke the strike by threatening the workers of dismissal and deducted 15 days of salary from all workers at the company.

In Egypt things are changing very fast, especially in the last three years, solidarity movements with Palestine and labour movements are taking more and more actions against the Egyptian regime in solidarity with Palestine and also for labour rights in Egypt.

* A growing number of politicians in Europe and North America have put forward uncomfortable, probing questions to their governments and clearly want to do more. One example is the “Break the Silence” campaign within the Dutch Labor Party.

* Numerous letters and opinion pieces have been published by prominent figures in major national newspapers, including statement by prominent lawyers and professors published by The Sunday Times on 11 January 2009.

* The global “Derail Veolia” campaign has grown in leaps and bounds. An important success was the decision by the Stockholm municipality to cancel an agreement with Veolia Transport, on the basis of its involvement in the Jerusalem light-rail project, to the tune of several billion euros.

* There have been calls for international investigations of war crimes from the UN Special Rapporteur for the Occupied Palestinian Territories, the UN Human Rights Council, the UN High Commissioner for Human Rights, the head of UNRWA (the UN agency for Palestine refugees) and the UN Secretary General as well as scores of high-profile international lawyers around the world.

* The European Parliament managed to halt negotiations on strengthening the trading relationship between the EU and Israel in the framework of the Association Agreement and there are new, emboldened efforts to try and get the Association Agreement suspended altogether.

* Countless demonstrations have taken place in villages, towns and cities around the world, from Cape Town to Swansea and from Stockholm to Montreal and they are attracting decent publicity. Where there has been no television crew present, activists have made effective use of online resources such as YouTube.

* In South Africa there was a major success when dockworkers affiliated with SATAWU and the Congress of South African Trade Unions (COSATU) refused to unload a ship containing Israeli goods. The story made national headlines for several days.

* Academic boycott is taking hold in academic institutions around the world — students in particular have been leading the way on this, but academics also.

for those who want to keep up the pressure or start something new, now is the time to do it in keeping with calls coming from palestinian civil society:

In December 2008, Israel decided to mark the 60th anniversary of its existence the same way it had established itself — perpetrating massacres against the Palestinian people. In 23 days, Israel killed more than 1,300 and injured at least 5,000 Palestinians in Gaza. The irony of history is that Israel targeted those Palestinians — and their descendants — whom it had expelled from their homes and pushed into refugeehood in Gaza in 1948, whose land it has stolen, whom it has oppressed since 1967 by means of a brutal military occupation, and whom it had tried to starve into submission by means of a criminal blockade of food, fuel and electricity in the 18 months preceding the military assault. We cannot wait for Israel to zero in on its next objective. Palestine has today become the test of our indispensable morality and our common humanity.

We therefore call on all to unite our different capacities and struggles in a Global Day of Action in Solidarity with the Palestinian people and for Boycott, Divestment and Sanctions (BDS) against Israel on 30 March 2009.

The mobilization coincides with the Palestinian Land Day, the annual commemoration of the 1976 Israeli massacre of Palestinians in the Galilee in struggle against massive land expropriation, and forms part of the Global Week of Action against the Crises and War from 28 March 28 to 4 April.

We urge the people and their organizations around the globe to mobilize in concrete and visible boycott, divestment, sanctions (BDS) actions to make this day a historic step in this new anti-apartheid movementand for the fulfilment of the rights and dignity of the people and the accountability of the powerful. In our 30 March BDS actions, we will particularly focus on:

* Boycotts and divestment from Israeli corporations and international corporations that sustain Israeli apartheid and occupation.

* Legal action to end Israel’s impunity and prosecute its war criminals through national court cases and international tribunals.

* Cancelling and blocking free trade and other preferential agreements with Israel and imposing an arms embargo as the first steps towards fully fledged sanctions against Israel.

The time for the world to fully adopt and implement the Palestinian call for boycotts, divestment and sanctions is now. This campaign has to become an urgent part of every struggle for justice and humanity, by adopting widespread action against Israeli products, companies, academic and cultural institutions, sports groups, international corporations supporting Israeli policies of racism, ethnic cleansing and military occupation and pressuring governments for sanctions. It must be sustained until Israel provides free access to Gaza, dismantles the Apartheid Wall and ends its occupation and colonization of all Arab lands; recognizes the right of the Arab Palestinian citizens of Israel to full equality; and respects, protects and promotes the rights of the Palestinian refugees to return to their homes and properties.

Cette entreprise est une filiale de Hutchison Telecommunications International Limited. Donc si c’est France Telecom Orange qui avait eu le contrat, ce serait la même chose, car Orange (FT) et Orascom sont partenaires dans plusieurs pays dont l’Égypte.

Par ailleurs l’Orient confirme la nuisance de M. Bassil à l’encontre du travail des FSI !

Je voudrais faire remarquer que l’Orient cite qu’en conclusion la majorité fictive a repris pour elle-même (usurpation encore et encore sans aucun scrupule) les demandes initiales de l’opposition à savoir la formation d’une commission parlementaire d’enquête. Oui, cette demande est celle de l’opposition et du Ministre Bassil avant d’être celle des autres !

L’Orient vous êtes vraiment tombé bien bas. Vous êtes démasqué comme d’habitude. Votre véhémence à vouloir nuire se retourne contre vous et ceci ne déplait guère à nos lecteurs et aux hommes libres.

Tel est pris qui croyait prendre. La réunion de la commission parlementaire de l’Information, dont l’opposition avait commencé à faire son cheval de bataille contre la majorité, a tourné à l’aigre pour le ministre des Télécoms, Gebran Bassil, et pour le chef de la commission parlementaire, Hassan Fadlallah (Hezbollah), qui voulaient enquêter sur les écoutes illégales.

La réunion s’est tenue en présence de 62 députés, un record, mais n’a pas débouché sur une mise en accusation de la majorité, en matière d’écoutes téléphoniques. Bien au contraire, ce sont les interrogations bien légitimes de la majorité qui se sont imposées comme les bonnes.
C’est ainsi qu’on apprenait, de la bouche du ministre de la Justice, Ibrahim Najjar, qu’il a fallu que le chef de l’État intervienne en personne pour que le ministre des Télécoms coopère de nouveau avec la commission internationale d’enquête sur l’assassinat de Rafic Hariri et lui fournisse les données qu’elle réclamait. Ainsi, il est apparu que M. Bassil a bel et bien entravé, quelques semaines durant, le travail de la commission d’enquête.

Pour sa part, le député Hadi Hobeiche a accusé M. Bassil de déceler des données indispensables aux FSI pour lutter, ne fut-ce que contre la criminalité ordinaire, où l’analyse des données s’avère de plus en plus déterminante : vols de cellulaires, vols de voitures, enlèvements, trafics en tous genres, crime organisé, etc.

Le comportement de M. Bassil a certainement nui au travail préventif des FSI, et ce n’est qu’après l’attentat de Bohsas contre l’armée (29 septembre), que M. Bassil a finalement compris que sa conduite mettait en danger la sécurité nationale.

Au passage, on devait apprendre que la société Orascom, qui a obtenu la gestion du réseau « alpha », est aussi l’un des grands actionnaires de… Télécoms-Israël. Une révélation qui a bien embarrassé le chef de la commission de l’Information.

Des députés de la majorité ont également soulevé le cas de la « disparition » des équipements d’analyse de données qui étaient utilisés par la garde républicaine, sous le mandat du président Émile Lahoud.
Certes, tout le monde a convenu de la nécessité d’appliquer la loi 140 réglementant les écoutes et en centralisant le processus, mais la majorité s’est élevée contre la nomination d’un officier proche de l’ancien directeur général de la Sûreté générale, Jamil Sayyed, Daniel Farès, comme chef de la salle d’écoutes nouvellement installée au ministère des Télécoms, pour lutter, selon M. Bassil, contre les communications internationales illégales.

Ce que la majorité redoute, et M. Joumblatt devait l’affirmer hier sur la LBC, c’est que des personnes aux allégeances troubles ne s’infiltrent au ministère des Télécoms, pour entraver le travail de la commission internationale et tout effort pour contrôler le terrorisme interne, manipulé adroitement pour déstabiliser le Liban, créant ainsi un climat propre à décourager les témoins éventuels.

Selon un ministre qui a tenu à garder l’anonymat, l’officier nommé au ministère des Télécoms a demandé aux compagnies exploitant les deux réseaux de téléphonie mobile de lui communiquer toutes les données communiquées à la commission internationale.
« Ne serait-ce pas pour mieux préparer la défense des personnes qui pourraient avoir été impliquées dans l’assassinat de l’ancien Premier ministre ? » s’est interrogé le ministre.

La réunion, qui s’est prolongée quelque six heures durant, s’est achevée sur une attitude ferme de la majorité reprenant à son compte la demande initiale de l’opposition, à savoir la formation d’une commission parlementaire d’enquête.

En début de réunion, des députés de la majorité avaient commencé par contester que ce soit un député du Hezbollah qui préside à l’enquête sur les écoutes, faisant lui-même partie d’un parti qui se livre à des écoutes, qui dispose d’un réseau téléphonique propre et qui domine des zones géographiques échappant totalement à l’autorité de l’État libanais.

Les députés de la majorité, qui concèdent qu’un organisme central doit gérer le dossier des écoutes, veulent par contre soulever, par le biais des commissions conjointes, et non plus de celle de l’Information seule, les dossiers des écoutes illégales.

La compagnie Alfa a offert un déjeuner à son personnel sous le parrainage du Ministre des Télécommunications, Gebran Bassil.

Dans un discours prononcé, Bassil a affirmé que ce qui a été réalisé en un temps record devrait être sujet de fierté.  « Nous devons être récompensés et non pas critiqués pour l’élargissement du réseau, l’amélioration du service, l’augmentation des ventes et la réduction des prix », a-t-il ajouté.

Bassil a appelé à éloigner la politique du secteur des télécommunications. « Il est nécessaire de ne pas politiser le travail au sein de la compagnie Alfa. Il faut écarter la politique du secteur des télécommunications, du réseau mobile. Il faut être convaincu qu’il y a des personnes qui veulent améliorer les choses et qu’ils sont capable de le faire en arrêtant le gaspillage et les vols, et en augmentant le revenu du Trésor. Il n’y a pas de recrutement politique au sein de la compagnie Alfa, tous les Libanais ont besoin de travailler. Les travaux de la compagnie ont augmenté et son réseau a été élargi, d’où la nécessité d’élargir le cadre humain. Nous devons travailler pour récupérer les talents libanais qui ont émigré. Il faut procurer de nouveaux débouchés de travail pour les nouvelles générations », a-t-il insisté.

Le ministre a annoncé qu’il existe un plan de travail qui vise à réduire les prix, à améliorer les services et à les multiplier; « nous espérons que ce plan sera approuvé prochainement », a-t-il dit.

Bassil a également annoncé que les travaux d’élargissement du réseau téléphonique entamés par l’opérateur alfa seront poursuivis par son successeur, Orascom, qui prendra en charge le réseau à partir du 1er février.

Il a précisé que d’ici avril prochain, le renforcement de la diffusion et de la couverture du réseau cellulaire sera achevé, de sorte à ce que le réseau soit capable d’accueillir plus d’un million de lignes.

D’autre part, le ministre a félicité les employés de la compagnie Alfa, qui furent à la hauteur de la responsabilité. « La compagnie a mérité la nationalité libanaise. Elle sera toujours libanaise même avec un nouvel opérateur ou avec la privatisation », a-t-il ajouté.
Bassil a enfin rappelé les principales réalisations de son ministère et de la compagnie Alfa, et a remercié les employés pour tous les efforts fournis.

Even though merger and acquisitions (M&A) in South Africa were down at least 50% in deal value last year compared with other emerging markets, the telecom sector has seen much activity in the last year, which has also spilled into 2009. A veritable wave of consolidation & a drive towards convergence seems to be the way forward for major players such as Vodacom, Telkom SA & MTN Group.

The largest deal in South Africa was Vodafones (NYSE – VOD) acquisition of a further 15% of Vodacom for R22,5bn ($2.3Bn), bringing control along with atotal holding of 65%, Telkom as part of the deal will divest the remaining 35% to shareholders. Analysts had feared that Vodafone had paid a premium for this stake, however value can be seen in the continued push for consolidation & a genuine effort to move towards converged services. In late December it was announced that the mobile carrier had acquired African network and satellite services firm Gateway Communications for $700 million. The Gateway transaction includes Gateway’s core carrier and business network units, which provide satellite, business and interconnect services to African and multinational companies in 40 countries, but not its broadcasting division.

“As mobile phone penetration levels increase in South Africa, we are actively repositioning Vodacom as a total communications provider with new avenues for growth,” Pieter Uys, Vodacom’s chief executive said in a statement.

Vodacom Group will be listed on the Johannesburg Stock Exchange in 2009, once the Vodafone deal to buy an additional stake is completed. As part of the deal, the Vodacom identity will remain visible on the African continent and it will be the exclusive investment vehicle through which Vodafone will make acquisitions in sub-Saharan Africa, excluding Ghana and Kenya where the group has existing presence via stakes in Ghana Telecom & Safaricom respectively.

Meanwhile, pan-African player MTN Group have not been caught napping, having recently snapped up Verizon’s African businesses, which it is buying to add muscle to its data division. MTN which is Africa’s biggest cell phone operator by subscribers, is buying a 69.38 percent stake in Verizon South Africa, a unit of U.S.-based Verizon Communciations, for an undisclosed amount to help it better compete with rivals such as Dimension Data & Internet Solutions in the corporate communications market.Verizon Business South Africa provides telecommunications to corporate customers in South Africa, Namibia, Botswana, Zambia and Kenya. Also, in response to Vodafone’s move on Vodacom, MTN has bolstered its SA operations by acquiring the remaining 59% of iTalk Cellular that it did not own, iTalk is an MTN exclusive distributor, with over 100 retail outlets across South Africa

“These acquisitions are in line with our strategic vision and will add value to our business,” said MTN SA MD, Tim Lowry. “Through these deals we are enhancing our value proposition, building capacity and broadening our reach to enhance our product and service offerings to customers and clients. The i-Talk Cellular acquisition will strengthen our distribution across South Africa,” Lowry said.

In a counterpose, fixed line operator Telkom (NYSE – TKG) has begun the roll out of a national  3G W-CDMA network. Telkom will initially focus on providing fixed voice and fixed-mobile data and, in the near future, nomadic voice services. This is in part a play to enter into competition with the two mobile players, but also is a side effect of the disastrous state of SA’s copper based telecoms infrastructure. Telkom has also swung into action by spending $63m to acquire MWeb Africa and 75% of MWeb Namibia to help it become a pan-African voice and data supplier.

“Our revenues have been under significant pressure from declining voice services due to competition and further impacted by the effects of copper cable theft. Three years ago, we announced we are investing in next generation network (NGN) based technologies to provide new generation customer services and products. It isn’t about a single network but using various NGN technologies, such as W-CDMA, to provide customer-focused services”, explains September.

Network upstart NeoTel has been making decisive inroads into Telkom’s fixed line business since its launch in 2006, Tata Communications backed NeoTel provides converged services in the fields of basic voice and data services, high-speed internet (as well as true broadband access), virtual private networks, network management and hosting services for both corporate & retail customers. One area where it has been very succesful is in providing alternative backbone services to Telkom via its wholly owned transit network. Recently it has announced an agreement with MTN to co-build a national fiber optic network, which will break the stranglehold that Telkom has had on the sector.

Last but not least, Kuwaiti based Zain (formerly MTC) is promising major pan-African expansion with a short-term goal of launching in at least three more countries this year. Since few countries are issuing fresh licences, that will mostly come by acquiring smaller players. Zain Africa’s CEO, Chris Gabriel, predicts that consolidation among Africa’s 100-plus cellular networks will be so intense that only three to five will survive. Smaller players will come under pressure to be absorbed by those behemoths if they offer telecoms or technology-related services.

With all this activity, the South African telco sector is contracting with regards to opportunity & growth, which will, in my opinion spur Vodaone/Vodacom, MTN, Telkom & Zain along with France Telecom/Orange, Orascom & Oger into a set piece which is remiscent of Thomas Pakenhams excellent book Scramble for Africa. Interesting times indeed.

The Ryugyong Hotel in North Korea’s capital, Pyongyang, closely resembles Kim Yong Il’s unstable, goliath-like, hollow regime.

Even though construction of the hotel began in 1987, the government’s financial difficulties meant that building ceased in 1992, leaving the building with no windows, fixtures or fittings.

This state remained for the next 16 years, until Orascom Group resumed construction in April 2008.

Currently the world’s 24^th tallest building – and at one time would have been the world’s tallest hotel – there are 105 stories reaching 330m (1083ft).

The refurbishment of the hotel is estimated to be completed by 2012, marking the 100^th anniversary of the birth of Kim Il Sung (the Great Leader).

Then there is just one more hurdle to overcome – finding guests that will actually pay for the “luxury” of staying in the hermit kingdom’s monolithic masterpiece.
