<p>ISLAMABAD: The first Air-to-Air Refueler aircraft of Pakistan Air Force out of total four has arrived on an operational Air Base of the country, a spokesman of PAF here Saturday said. In a press statement the spokesman said, the delivery of remaining three Refueler aircraft is planned to complete by mid-2010.</p>
<p>By virtue of its capability to refuel Air Defence aircraft in air, PAF’s overall potential in terms of its effectiveness to defend the airspace of Pakistan would be significantly enhanced, he added.</p>
<p>After attaining the facility, Pakistan Air Force has formally joined the rank of those developed air forces which have already the air refilling system.</p>
<p>An expert of the aviation industry welcomed this induction in PAF saying this is a force-multiplier ability as the strength of the existing number of fighter jets would atleast be doubled, straightaway.</p>

<p>New Delhi, Dec 2 (IANS) The Indian Air Force (IAF) has lost 265 MiG fighter jets in crashes during the last two decades leaving 140 people dead, Defence Minister A.K. Antony said Wednesday.<br />
“In the last two decades (since April 1989 and up to Nov 26, 2009), 265 MiG fighter aircraft of the IAF have crashed. A total of 96 service personnel and 44 civilians were killed in these cases,” Antony told the parliament in a written reply.</p>
<p>Dubbed “flying coffins” for their frequent crashes, only 150-160 of the over 450 single-engine MiG-21s with the IAF are still in service. A large number have been lost in accidents during peace time.</p>
<p>Antony said that all precautions are being taken before flying the aircrafts.</p>
<p>“Each aircraft accident in the IAF is investigated through a court of inquiry and remedial measures are undertaken accordingly to check their recurrence in future.</p>
<p>“Besides continuous and multi-faceted efforts are always underway in the IAF to enhance and upgrade flight safety,” Antony added.</p>
<p>However, a senior IAF official said that because it faces a shortage of fighter squadrons, the IAF cannot afford to phase out the ageing MiG-21s. If it does that, it would diminish its force level drastically.</p>
<p>“The main problem with MiG-21s is that they are very old and the on-board systems have become obsolete,” a highly-placed IAF official, who has flown the combat aircraft, told IANS.</p>
<p>The IAF, the world’s fourth largest air force, currently has a fighter squadron strength of 33.5 against the sanctioned 39.</p>
<p>The Indian government has issued tenders for acquisition of 126 medium multi-role combat aircrafts but the acquisition has been delayed due to time consuming procedures, which include submitting of bids, technical evaluation of proposals from global military suppliers and field trials.</p>
<p>The first aircraft would conservatively be inducted only by 2020, according to defence ministry sources. The assessment is that the retirement of the five squadrons of MiG-21s will diminish the IAF’s conventional edge over its adversaries.</p>
<p>The current deadline for the retirement of MiG-21s is 2011. But this is likely to be pushed back further due to the slow pace of procurement and indigenisation process.</p>
<p>The latest crash took place Sep 11 when a MiG-21 went down in Bathinda in Punjab, killing the pilot.</p>
<p>The MiG-21s, inducted in 1964, proved their worth in the 1971 war with Pakistan and again in 1999 during the Kargil conflict, also with Pakistan. The IAF inducted its first MiG-21 from the erstwhile Soviet Union five years after their induction into the Soviet Air Force. Thereafter some 450 MiG-21 jets were inducted in the IAF to bolster its strength.</p>
<p>The indigenous LCA (light combat aircraft) project has been marred with delays because of the inability of military research bodies to provide engines with right configuration for the aircrafts.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>ISLAMABAD: The Pakistan Air Force on Tuesday received first of its four Saab-2000 Airborne Early Warning and Control aircraft from Sweden.  According to an official announcement, the aircraft landed at one of main operating bases, marking a major milestone in PAF’s overall modernization plan.</p>
<p><img class="aligncenter size-full wp-image-225" title="plane-608" src="http://naumanrk.wordpress.com/files/2009/12/plane-608.jpg" alt="" width="426" height="227" />With the induction of the Swedish system, PAF has become one of the few air forces in the world to have Airborne Early Warning capability.  Besides detecting high- and medium-altitude aircraft, this state-of-the-art system is also capable of detecting low-level flying objects over land and sea at extended ranges. The system is capable of picking even the surface targets over the sea.  By virtue of these features, PAF would be able to boost its operational capability manifold by achieving requisite early warning for efficient and meaningful air defense of its airspace.</p>
<p>The Erieye AEW&#38;C mission system radar is an active, phased-array, pulse-Doppler sensor that can feed an onboard operator architecture or down-link data (via an associated datalink subsystem) to a ground-based air defense network. The system employs a large aperture, dual-sided antenna array housed in a dorsal ‘plank’ fairing. The antenna is fixed, and the beam is electronically scanned, which provides for improved detection and significantly enhanced tracking performance compared with radar-dome antenna systems.Erieye detects and tracks air and sea targets out to the horizon (and beyond due to anomalous propagation)—instrumented range has been measured at 450 km.</p>
<p>Typical detection range against fighter-sized targets is approximately 350 km, in a 150° broadside sector, both sides of the aircraft. Outside these sectors, performance is reduced in forward and aft directions.Other system features include:Adaptive waveform generation (including digital, phase-coded pulse compression), signal processing and target trackingTrack While Scan (TWS)Low sidelobe values (throughout the system’s angular coverage)Low- and medium-pulse repetition frequency operating modes Frequency agility Air-to-air and sea surveillance modesTarget radar cross-section display The radar operates as a medium- to high-PRF pulse-Doppler, solid-state radar, in E/F-band (3 GHz), incorporating 192 two-way transmit/receive modules that combine to produce a pencil beam, steered as required within the operating 150° sector each side of the aircraft (one side at a time). <p>PAKISTAN Air Force has received first of its four Saab-2000 Airborne Warning &#38; Control System (AWACS) aircraft from Sweden which will bolster the capabilities of the force manifold. There was a dire need to bridge, as far as possible, the growing disparity in the defence of Pakistan and the arch rival India. Like Pakistan Army and Navy, the Air Force too needed state of the art equipment as New Delhi’s acquisition of Russian-Israeli AWACS, Sukhoi fighter aircraft, launching of RISAT (Synthetic Aperture Radar satellite), and development of missile systems had created an imbalance of power in the region.</p>
<p>Known as eye-in-the sky, the induction of Saab-2000 will be the most prominent force multiplier in the inventory of the PAF to cater for the conventional requirements of the Air Force’s tactical and strategic operations. AWACS would enhance the monitoring of high and medium altitude flying aircraft, detect low level flying objects over land and sea at extended ranges and thus give enough time to the Air Force to counter the threat. Saab 2000 with an advanced technology sensor system is a highly capable yet cost effective surveillance platform to detect and track targets. It is also able to incorporate high-speed dash with low speed loitering capability and inherent fuel efficiency that meets demanding AEW&#38;C requirements for performing a 180 turn in less than 30 seconds with an endurance of more than 9 hours. This system would help address modern day asymmetric threats. While ground based radar suffers from the limitations of the curvature of earth and cannot look beyond a particular distance and to add to that topographic features bring a lot amount of clutter in its signal reception, induction of AWACS would provide the PAF a high degree of situational awareness, enabling it to dominate the airspace and play a vital role towards battlefield management. It is heartening that the incumbent PAF Chief, Air Chief Marshal Rao Qamar Suleman, well aware of the challenges, moved on fast track and ensured the delivery of AWACS and inducted JF-17 Thunder Aircraft which too was a milestone. Of course there are financial constraints yet we would stress that the force ratio of one-third with India should not be disturbed. There is no doubt that the Shaheens of Pakistan Air Force with unwavering commitment, determination and professional competence of par excellence would outmanoeuvre and give a crushing defeat to the enemy if the need arose, as they demonstrated in the past, yet the vital arm of the national defence needs the modern day gadgets and the induction of AWACS is a right step in that direction.</p>

<p>THE skies of Pakistan witnessed one of the most fascinating and thrilling events in the history of the country as the first indigenously co-produced (with China) multi-role fighter aircraft rolled out at Pakistan Aeronautical Complex, Kamra on Monday. The successful production and flight of the modern and sophisticated aircraft, which is comparable to most of the state-of-the-art fighters in possession of other countries has aptly been described as PAF’s gift to the nation and a symbol of Pak-China friendship.</p>

<p>This is indeed a milestone in the defence production arena for a variety of reasons. The development comes at a time when the nation is confronted with internal and external challenges of unprecedented magnitude and the captivated flight of the JF-17, manufactured locally with the Chinese collaboration, has lifted the otherwise sagging morale of the people. Prime Minister Syed Yousuf Raza Gilani has rightly pointed out that it was not a meagre achievement by any standards, as it launches Pakistan into an elite club of nations that posses the capability of manufacturing fighter aircraft. Chief of Air Staff, Air Chief Marshal Rao Qamar Suleman has summed up the achievement by describing it as triumph of the will of the nation. It is a step towards achieving our cherished dream of strengthening the national security through indigenisation and building the country’s aviation related industries. This leap forward in much-needed self-reliance in defence would provide Pakistan Air Force, to some extent, deterrent capability and the experience gained through its development would open up new avenues of boosting the country’s air defence. The project for indigenous co-production of the high-tech JF-17 thunder aircraft has been there for years and the successive chiefs of the PAF made their contributions to it but the credit goes to the incumbent Chief Rao Qamar Suleman who accorded it the required priority to ensure its fast-track completion. The nation also salutes PAF engineers and technicians who worked hard to make its production possible despite many odds. On this occasion, the nation also expresses its gratitude to the time-tested friend of the country — China — of which strategic support helped realize this dream. We are confident that it would join hands in other areas of the defence production as well as both of them face similar long-term threats to their respective security. </p>

The MiG-21s, inducted in 1964, proved their worth in the 1971 war with Pakistan and again in 1999 during the Kargil conflict, also with Pakistan. The IAF inducted its first MiG-21 from the erstwhile Soviet Union five years after their induction into the Soviet Air Force. Thereafter some 450 MiG-21 jets were inducted in the IAF to bolster its strength.</p>
<p>The indigenous LCA (light combat aircraft) project has been marred with delays because of the inability of military research bodies to provide engines with right configuration for the aircrafts.</p>

<title><![CDATA[East meets West Pakistan’s fighter Aircraft]]></title>

<p>Not many modern armed forces unite in their inventory, and particularly among their key assets, technology from two – in political terms – entirely opposite origins. It is more common in the countries of the former Soviet bloc where, since the fall of the iron curtain, Western technology slowly but ever increasingly found its way into countries primarily equipped with Russian weapon systems. In the past two decades the Middle East and southern countries of the Asian continent have become areas in which Western state-of-the-art weapon systems competed next to weapon systems from Russia or other former antagonists to lead these countries’ armed forces into a new age – globalisation in the political and industrial defence world.</p>
<p>These countries – not only geographically in between history’s current major players – slowly revolve the old political and economic structures in a natural process and, with their growing political self-confidence, create a new link between the cumbersome super powers which, mostly from behind the scenes, will shape the next decades.</p>
<p>Pakistan is one of these interesting examples, however, with a very unique character. Just as its neighbour and long-lasting political antagonist, India, it develops an increasingly emancipated character in its choice of new weapon systems as well as in its desire to further develop its domestic R&#38;D as well as production capabilities. India currently is in the process of extensive trials for its future fighter aircraft programme (MMRCA) in which aircraft from the US compete against European as well as Russian solutions of the latest generations (see <a href="http://www.defpro.com/daily/details/380/" target="_blank">http://www.defpro.com/daily/details/380/</a>). The final choice in this particular race will be a forward-looking one for the face of the Indian Air Force.</p>
<p>On the other side of the Thar Desert, the Pakistani Air Force (PAF) brings together an interesting mix of aircraft from all over the world and, in particular, from the US and China. Due to its historical development, the first aircraft to be used by the Pakistani Air Force were US- and UK-built aircraft. However, in 1965 Pakistan received its first fighter aircraft of Chinese origin: the Shenyang J-6. Since, fighter aircraft of the US as well as from France (the PAF still strongly relies on its French Dassault Mirage IIIs and Mirage Vs) have been operating next to Chinese fighter aircraft. A clear political development can be deduced from the history of fighter aircraft of the PAF: from the post-colonial influences to a regional power at the mercy of the political gravities to a growing national identity and self-determination.</p>
<p>Today, Pakistan is expecting to take delivery of its first of 18 ordered Lockheed Martin F-16C/D Block 52+ very soon (older versions of the F-16 have already been operating in Pakistan since 1982), bringing the total number of Pakistani F-16s to 54 when the last aircraft will be delivered as scheduled in December 2010. Furthermore, as various press sources have reported mid-November 2009, Pakistan has signed an agreement with China for the procurement of 36 Chengdu FC-20 (J-10 export version) to be delivered by 2015. Finally, Pakistan is also in the process of introducing a growing number of FC-1/JF-17 fighter aircraft, jointly developed by China’s Chengdu and the Pakistan Aeronautical Complex (PAC) Kamra. With the first two small batch production aircraft having been delivered in 2007, Pakistan has since received a good dozen of these aircraft and, as reports Flight International, is expecting to introduce at least 150 domestically produced fighters into service (the number has increased to an estimated 200-250 aircraft).</p>
<p>This development would not only provide Pakistan with a significant number of state-of-the-art air combat assets but also brings together technology from the Far East and the West in an interesting unity. Many eyes of these two political and industrial camps will be glued to the PAF to gather information on this process and the other’s craftsmanship.<br />
F-16 … FC-20 … JF-17</p>
<p>As outlined above the PAF has been combining Western and Chinese aircraft since the 1960s, including bombers and trainer aircraft and is, furthermore, expecting to receive four Chinese Shaanxi Y-8W airborne early warning &#38; control (AEW&#38;C) aircraft equipped with AESA radar by 2011 that will be operating next to Pakistan’s brand-new Saab 2000 Erieye AEW&#38;C aircraft. But let’s take a look at the three state-of-the-art fighter aircraft that will be racing Pakistan’s skies in the near future.</p>
<p>Pakistan’s newest member of the F-16 family, a two seat F-16D Block 52, has been unveiled on October 2009 at Lockheed Martin’s Fort Worth, Texas, facility. The ceremony was attended by the PAF Chief of the Air Staff, Air Chief Marshal Rao Quamar Suleman. The current order, dubbed “Peace Drive I”, is for 12 F-16Cs and six F-16Ds, powered by the Pratt &#38; Whitney F100-PW-229 engine, with an option for another 18 aircraft.<br />
“The Pakistani and U.S. leadership has worked very hard to develop a strategic partnership between the two countries in order to achieve our common strategic interests,” said Rao Qamar. “If this relationship is to succeed, it has to be built on a solid foundation of trust between the two allies. This F-16 is not just an aircraft, but a capability for Pakistan. It is a symbol of trust and the relationship between Pakistan and the U.S.”</p>
<p>As the PAF explains on its homepage, “the PAF had originally planned its force structure to include than a hundred F-16s by the end of the century, but these plans could not be implemented because of the US embargo [of the 1990s due to Pakistan’s testing of a nuclear bomb]. The service is, thus, currently in the process of evaluating other high-tech fighter aircraft for procurement.”</p>
<p>The outcome of this process is quite clear: a stronger co-operation with China which obviously offers Pakistan not only to possibility to acquire new combat aircraft but also of jointly improving its domestic industrial capabilities. The Chengdu FC-20s to enter service in 2015 will replace the aging fleet of combat aircraft such as the Chinese F-7s (a version of the MiG-21 which has been recently upgraded) as well as the extensive fleet of Mirage IIIs and Vs. As the PAF explains, “Chinese systems such as the F-7s provide the staying power to absorb losses and to take punishment in the face of a much bigger adversary. Planned upgrades to equip these less capable fighters with modern radars, better missiles and ECM equipment will help enhance the PAF’s combat capability.”</p>
<p>The FC-20 is not among these less capable fighters. It is the export version, modified to Pakistan’s requirements, of one of China’s most capable multi-role fighter aircraft with a delta-wing and canard design. It was introduced into the People’s Liberation Army Air Force (PLAAF) in 2005 and in April 2006 the Pakistani cabinet approved the procurement of 36 of these aircraft which can be compared to the aircraft generation of the F-16, the Gripen or the Rafale.</p>
<p>Although a greater challenge for the Pakistani Air Force than the mere purchase of new assets, the development and introduction of the JF-17 (Pakistani designation for “Joint Fighter”) has continuously and obviously successfully proceeded. The first aircraft of this type took to the skies in 2003. The first small batch of pre-production aircraft was delivered to Pakistan for operational evaluation purposes in March 2007. The first Pakistani-manufactured JF-17 was rolled out and handed over to the PAF on 23 November 2009. On the occasion of the hand-over ceremony Rao Qamar said that 40 JF-17 would be produced by PAC Kamra within next three years and would be inducted in PAF replacing the existing aircraft. Furthermore, he confirmed that the first JF 17 Squadron would be established shortly. The JF-17 is a lightweight and low-cost multi-role fighter aircraft with a high manoeuvrability and beyond visual range (BVR) capability. It has advanced aerodynamics configuration and high thrust.</p>

<p>According to an official announcement, the aircraft landed at one of main operating bases, marking a major milestone in PAF’s overall modernisation plan. </p>
<p>With the induction of the Swedish system, PAF has become one of the few air forces in the world to have Airborne Early Warning capability. </p>
<p>Besides detecting high- and medium-altitude aircraft, this state-of-the-art system is also capable of detecting low-level flying objects over land and sea at extended ranges. The system is capable of picking even the surface targets over the sea. </p>
<p>By virtue of these features, PAF would be able to boost its operational capability manifold by achieving requisite early warning for efficient and meaningful air defence of its airspace.</p>

<p>Pak Air Force has <strong>formally started the production of pilotless drone planes in collaboration with an Italian company</strong>, a news channel reported Thursday.</p>
<p>FALCO UAV &#8211; Pakistan According to details issued by the PAF, the <strong>Pakistan Aeronautical Complex Kamra has commenced producing the pilotless planes Falco UAV in collaboration with Selex Galileo of Italy</strong>. Aeronautical Complex chief Air Marshal Farhat Hussain said pilotless Falco UAV highly important for the country’s defence, adding the production of the planes will greatly add to the professional capabilities of PAF.</p>
<p><strong>Farhat said Pakistan is now a member of the club of countries manufacturing drone planes</strong>. The system will be used mainly for aerial reconnaissance and information gathering, although the PAF will later also induct<strong> UAVs equipped with weapon systems to carry out offensive operations</strong>.</p>

<p>Looking at the facility from outside, no one would guess what goes on within the 90,000-square-foot research facility of Integrated Dynamics (ID), a privately owned company in Karachi. There are no signboards indicating that ID is in the business of developing drone technology for military and civilian use. Surprisingly, there isn’t even an army of security guards manning the complex as one would expect upon entering the gate. A lonesome gate keeper lets us in without a fuss.<br />
Even more startling is the ease with which R.S. Khan, ID&#8217;s chief executive, states that ‘drone technology has existed in Pakistan for the last 20 years.’</p>

<p>Khan, who graduated from the Massachusetts Institute of Technology with a master&#8217;s degree in aeronautics and astronautics, is quick to clarify that his company has ‘never been asked to develop a drone which has an armed implication.’ Instead, ID develops advanced Unmanned Autonomous Vehicle (UAV) systems capable of reconnaissance missions as well as target decoys for anti-aircraft missiles. His customers, he says, include the armed forces of the country as well as foreign buyers from the US, Australia, Spain, Italy and France.</p>
<p>Although he may not have been asked to develop an armed drone, Khan, who previously worked as a consultant for Pakistan’s aerospace agency Suparco, points out: ‘If we consider the fact that drone development has been taking place in Pakistan for the last 20 years, I think the technology for flying long-range autonomous missions has existed for at least 10-12 years.’</p>
<p>Given Khan&#8217;s estimations about local drone development, it is unclear why Pakistan is asking the US to handover its armed drone technology, especially that of the infamous Predator. President Asif Ali Zardari recently told the British daily Independent that the US should give Pakistan the ‘weapons, drones and missiles that will allow us to take care of’ the militant threat in the tribal areas.&#8217;</p>
<p><strong>Drone terminology</strong></p>
<p>Model aircraft: Typically a remote-controlled unmanned plane that flies within the visual range of an operator.</p>
<p>Unmanned Aerial Vehicle: A remote-controlled unmanned plane that can fly beyond the visual range of an operator. It is usually fitted with remote sensors and/or cameras.</p>
<p>Unmanned Autonomous Vehicle: An advanced form of unmanned aerial vehicles, it may have a range of hundreds of kilometres and an endurance of months. Moreover, the mission can be pre-programmed in such systems and can be completed with or without the assistance of an operator. Some advanced versions also use artificial intelligence.</p>
<p>Drone: In Pakistan, drones are usually associated with advanced unmanned autonomous vehicles that are fitted with lethal firepower (for example, the American Predator and Reaper drones). Target drones do not have combat capability and are used as decoys to simulate fighter aircrafts and test anti-aircraft batteries.</p>
<p>‘If you ask anyone in Pakistan involved in the business of making unmanned UAVs whether something similar to the Predator drone aircraft can be made, the answer would be yes,&#8217; explains Khan. &#8216;I won’t say we can make it overnight or by tomorrow. But I won’t say either that it is a matter of decades. I would say that, if given the task, we can make such aircrafts in a few years.&#8217; As a technologist, Khan is hesitant to speculate as to why the Pakistan government or armed forces are not investing in home-made technology. &#8216;I think you need to ask the policy makers that.&#8217;</p>
<p><strong>UAVs in Pakistan</strong></p>
<p>Interestingly, there are several public sector companies involved in developing UAVs in Pakistan, including the Pakistan Aeronautical Complex (PAC), Air Weapons Complex (AWC) and National Development Complex (NDC).</p>
<p>The PAC&#8217;s Uqaab drone is in use by the Pakistan Army, and, according to unconfirmed reports, is being upgraded with Chinese help to carry a weapons payload. Other PAC UAVs include the Bazz and Ababeel. AWC&#8217;s Bravo+ UAV is in use of the Pakistan Airforce (PAF). The PAF recently acquired an unarmed Italian drone called the Falco UAV, which is reportedly being used for surveillance and battleground assessments in the Federally Administered Tribal Areas. In 2008, the Pakistan Navy also reportedly completed trials of UAVs &#8211; the Austrian Schiebel Camcopter S-100 and Swedish Cybaero &#8211; from a Pakistani frigate in the Arabian Sea.</p>
<p>Private sector companies are also involved in the design and development of UAVs. Apart from ID in Karachi, East-West Infinity (EWI), Satuma and Global Industrial Defense Solutions (GIDS) are in the drone-making business.</p>
<p>The EWI&#8217;s Heliquad UAV is considered a stealth design because of its small size and Whisper Watch signals intelligence package, which is capable of picking up radio and other communication signals. ID&#8217;s Nishan Mk1 and TJ1000, Vision MK1 &#38; MK2, Tornado, Border Eagle, Hornet, Hawk and Vector are also popular models employed by the armed forces for reconnaissance missions and target practice (each model varies in range and endurance). Satuma&#8217;s UAVs, with similar functionalities, are called Flamingo, Jasoos and Mukhbar. For its part, the GIDS develops the Huma-1 UAV and its own version of the Uqaab.</p>
<p>Even though almost all UAVs in the country have been built for military applications &#8211; reconnaissance, simulations, decoy systems, remote sensing &#8211; none of them are reported to be capable of firing arms. Moreover, none of the above-mentioned facilities are involved in large-scale, mass production of UAVs.</p>
<p><strong>Policy on drones</strong></p>
<p>It is still not clear what Pakistan’s policy regarding unmanned drones is. On the one hand, Pakistan has ‘condemn[ed] in the strongest terms’ any US drone attack. On the other hand, reports have emerged that the US has the tacit approval of the current government.</p>
<p>Previously, former president Pervez Musharraf had reportedly authorized Washington to launch Predator drones from secret bases near Islamabad and Jacobabad. Google Earth images of an airbase in Balochistan hosting Predators had also emerged at a time when Pakistan was adamantly claiming that all drones were flying in from Afghanistan. More recently, the Pakistan Army ‘practiced’ shooting down drones, but even then, foreign aircrafts continued to rain in their missiles.</p>
<p>ID&#8217;s Khan explains that shooting down drones to prevent attacks is a viable option. ‘From a technical standpoint, all it takes is a simple air-to-air or surface-to-air missile to bring the drone down. Almost all of these aircrafts have a very low radar signature. But they’re not undetectable. They can be detected,&#8217; he says. &#8216;The question really is whether one wants to bring one down or not.&#8217;</p>
<p><strong>Drones vs. casualties</strong></p>

<p>According to news reports, US drone attacks have killed around 701 people in Pakistan since 2006, including 14 alleged Al Qaeda leaders. Although armed UAVs or drones provide safety to their operators since they cannot be harmed if the aircraft are shot down during combat operations, they come at the cost of scores of civilian casualties, who bear the brunt of aerial raids. Therefore, it is debatable whether the armed drones, even if built and controlled by Pakistan, would actually make a difference in terms of changing the sentiment of the people against their devastating impact.</p>
<p><strong>The way forward</strong></p>
<p>Apart from their use in a military context, there is a need to deploy UAVs for the benefit of Pakistani communities. UAVs abroad are being used for a variety of civilian services, including search and rescue operations, environmental analysis, assisting local law enforcers, scientific research and even transport. Situational awareness about a potentially hazardous or calamity-hit areas, for example, in the aftermath of an earthquake, could also be gained through the use of such systems.</p>
<p>The responsibility of implementing this vision rests not only with the companies that develop UAVs, but also with government bodies that should utilise drones to improve their image and efficiency. After all, drones are not exclusively killing machines.</p>

<p>Reportedly 4 terrorists approached a mosque inside officers residential colony in Parade Lane, Rawalpindi Saddar and hurled grenades on Namazies followed by indiscriminate firing. Meanwhile two suicide bombers entered the Mosque and blew themselves killing 35 Namazies who were offering Jumma prayers. Security forces personnel in the area responded immediately and 2 other terrorists were killed in exchange of fire.<!--more--></p>

He expressed his heartfelt condolences to the bereaved families. The Nation, including the Army stands united in sharing their grief. Having met and talked to these families, he praised their exemplary strength of faith at this moment of trial. This intrinsic strength is a true reflection of the indomitable will and resilience of the Pakistani Nation.</p>

<p><strong>Martyrs to be honoured with awards</strong></p>
<p>ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani on Saturday met Chief of the Army Staff (COAS) General Ashfaq Parvez Kayani and Chairman Joint Chief of Staff Committee (CJCSC) General Tariq Majeed. Defence Minister Ahmad Mukhtar and Federal Interior Minister Rehman Malik were also present during in the meeting in which attack on Parade Lane mosque was discussed in length, official sources told this news agency. Gilani paid rich tribute to those army officers, jawans and children who lost their lives in Rawalpindi carnage saying the sacrifices being rendered by security forces would not go into vain, said the sources. During the meeting, it was decided that those who were martyred in the Parade Line mosque incident would be honoured and bestowed with military and civil awards while their families will be compensated, sources said. Gilani said the entire nation stood with Pakistan army in this critical time.</p>
