<p>Peace TV is an international satellite television channel, which          describes itself as providing <em>Islamic spiritual &#8216;edutainment&#8217;.</em></p>
<p>Islam in Focus consisted of a public lecture (<em>the Lecture</em>) in          front of an audience, in English, by a religious speaker, Hamood          Ashemaimry.</p>
<p>In the Lecture, entitled <em>How to build a righteous family</em>, the          speaker set out, in his opinion, what the rights are of husbands and          wives, in the context of creating a righteous family from an Islamic          viewpoint.</p>
<p>A complaint objected to part of the Lecture which, it considered,          suggested that it would be permissible for husbands to beat their wives.          During the Lecture, the speaker said the following:</p>
<blockquote><p><span style="color:#800000;">[A husband] should not beat [his wife] first.            He should not beat her face or beat her violently. Many people            misunderstand this, you know, three solution for, you know, evil women            or a evil wife, or wife who is not listen to her husband. You advise            her first; you disregard her in bed; you bring a mediator from her            family – somebody between you to sort the problem. And then if she            doesn&#8217;t – then you beat her. But beat her – it doesn&#8217;t mean to break            her ribs. Beat her, tap her on her shoulder. Just let her feel you&#8217;re            angry. You know the worst thing – even they listen to me, the sisters            – the worst thing for a lady, just disregard her in bed, for one week,            or two. This is a good solution for a quarrel wife. Don&#8217;t go to            beating first of all. Try this, it works. </span></p></blockquote>
<p>Ofcom asked Peace TV for its comments under the following Rules of          the Code:</p>
<ul>
<li>Rule 2.3: In applying generally accepted standards broadcasters            must ensure that material which may cause offence must be justified by            the context</li>
<li>Rule 2.4: Programmes must not include material, which taking into            account the context, condones or glamorises violent, dangerous or            seriously antisocial behaviour and is likely to encourage others to            copy such behaviour.</li>
</ul>
<p><span style="color:#c17400;"><strong>Ofcom Decision:</strong></span> Breach of Rules          2.3 and 2.4</p>
<p>Ofcom notes that a number of its licensees will broadcast programming          that will derive from a particular religious or spiritual viewpoint, and          that such programming will include advice to followers of particular          faiths as to how to lead their lives. It is therefore unsurprising if at          times such advice might cause offence to different sections of the          audience. Ofcom therefore recognises that it would be an unacceptable          restriction on a broadcaster&#8217;s freedom of expression to curtail the          transmission of certain views, just because they cause offence.</p>
<p>However, in broadcasting such content, broadcasters must be aware of          the need to ensure compliance with the Code.</p>
<p>In particular, in one segment of the Lecture, the speaker stated that          it is permissible to <em>beat</em> a wife in certain circumstances. Ofcom          considered whether this reference complied with Rules 2.3 and 2.4 of the          Code.</p>
<p>Even though the broadcaster stated that the speaker said that a          husband should only <em>tap</em> his wife on the shoulder and not <em>beat          her face or beat her violently…or break her ribs</em>, Ofcom considers          that the speaker was clear that some form of beating was acceptable – as          a last resort after other tactics had been used to resolve a dispute          with a wife. The passage was clear that a husband could use physical          violence.</p>
<p>Ofcom rejected Peace TV&#8217;s representations that just because some of          the advice given by the speaker advocated a husband treating his wife          with respect, that it would follow that <em>he would not be advocating          actions to cause a wife any physical harm.</em> The speaker used the verb         <em>beat</em> three times and <em>beating</em> once in the context of a          husband chastising his wife. It considered that the speaker was clear in          his advice, namely, that he was encouraging what could be portrayed as          domestic violence in certain circumstances. Ofcom considers that the          advice given to viewers that it was permissible for a husband to beat          his wife, even if according to the broadcaster it was to be only in          certain circumstances, and undertaken with restraint, would be offensive          to many in the audience.</p>
<p>Further Ofcom considered that this offensive material could not be          justified by the context. This was because of for example: the lack of          any mediating or counteracting views, within the programme, to the          speaker&#8217;s advocacy of beating; and that, in general, the high likelihood          that many in a UK audience would find any advocacy and support at all of          domestic violence – which is of course potentially criminal under UK law          – to be highly offensive. The programme was therefore in breach of Rule          2.3.</p>
<p>With regard to Rule 2.4, the relevant test is that content must not:          firstly, taking into account the context, condone or otherwise glamorise          violent, dangerous or seriously antisocial behaviour; and secondly, be          likely to encourage others to copy such behaviour. Ofcom considered          these two issues in turn.</p>
<p>Ofcom noted Peace TV&#8217;s comments that it would not have been possible          for the Lecture to have shown how to build a <em>Righteous Family</em> (and by extension a <em>Righteous Society</em> and a <em>Peaceful World</em>)          if it had included material that condoned or glamorised violent,          dangerous or seriously antisocial behaviour.</p>
<p>However, Ofcom considered that the stated subject matter and aim of          the Lecture did not obviate the fact that in this case the speaker was          unambiguously advocating a form of violent behaviour i.e. domestic          violence. This and the fact that the Lecture was a serious, religious          lecture aiming to provide spiritual guidance, could not, in Ofcom&#8217;s          view, give enough contextual justification to suggest the speaker could          not be reasonably portrayed as condoning violent behaviour.</p>
<p>In addition, Ofcom considered that the advice on beating wives within          the Lecture: was delivered in a serious and measured manner by the          speaker; and on a channel specialising in dispensing Islamic spiritual          advice. There was therefore a strong likelihood that such advice could          be construed as likely to encourage others to copy such behaviour.</p>
<p>Given the above, Ofcom considered that the programme was in breach of          Rule 2.4.</p></blockquote>

This is mostly because of the prominent presence of his Islamist television channel named ´Peace TV´, which claims it to be the ´solution for humanity´. Dr. Naik operates this channel from Britain under the banner of an organization named Islamic Research Foundation and Peace TV runs with heavy donation and contribution by Muslims from a part of their Zakat, as well as donations from various Afro-Arab sources. According to Islamic dictionary, Zakat or ´alms for the poor´ is the Islamic principle of giving a percentage of one´s income to charity. It is often compared to the system of tithing and alms, but it serves principally as the welfare contribution to poor and deprived people in the Muslim lands, although others may have a rightful share. Zakat&#8217;s similar-sounding, Arabic language analog is the Hebrew word Tzedakah, the charitable obligation in ancient Israel through to present day Judaism. It is the duty of the Islamic state not just to collect Zakat, but to distribute it fairly as well. Zakat is one of the Five Pillars of Islam.</span></span></span></span></p>

<p class="MsoNoSpacing" style="margin:0;" align="left"><span style="font-size:10pt;"><span style="font-size:85%;"><span style="color:#000000;"><span style="font-family:Arial;">Speakers in PeaceTV, who regularly appear in the programs are Dr. Zakir Naik [India], Ahmed Deedat [South Africa], Dr. Bilal Philips [Canada], Yassir Fazaga [USA], Abdur Rahim Green [UK], Hussein Ye [Malaysia], Dr. Jafar Idris [Sudan], Salem Al Amry [UAE], Dr. Israr Ahmed [Pakistan], Maulana Parekh [India] etc. But, only one person, who occupies almost 65 per cent of the program segments of this television channel, is Dr. Zakir Naik himself. And, surely, with the slogan of ´solution for humanity´, Dr. Zakir spreads religious hatred, poison, and regularly attacks Judaism, Christianity, Hinduism, Buddhism, Jainism and other religions in the world and cleverly tries to project Bible, Torah and other Holy Scriptures as fake or changed. Dr. Zakir Naik, being a fanatic Muslim not only tries to continue his own way of spreading religious hatred and extremism through his so-called lectures but even promotes the idea of jihad and Islamist aggressions. He has definitely found a very effective tool, when he was able to establish PeaceTV, and now continuing his hate speech agenda as well as his own publicity and promotional programs to project other members of his family as ´Islamic Scholars´ [which includes his minor son and daughter]. And millions of dollars donated mostly by Muslim from the portion of their Zakat fund is going right inside the pocket of Dr. Zakir Naik, and he leads a very lavish life while spending this fund not only for running his own PeaceTV but also for buying luxury and comfort for other members of his family.</span></span></span></span></p>

The fact is, Dr. Zakir Naik is a failed medical practitioner, who found the excellent opportunity of memorizing only some selected verses of Koran and other Holy Books thus appearing to the people with his own interpretation of Islam and very tactfully injecting poison of religious hatred as well as jihadist notion.</span></span></span></span></p>

In reality, let it be noted that, only a small segment of Indian population are comfortable with English. Moreover, the huge crowd shown in Zakir´s lectures in India is mostly half educated clergies who surely do not understand what Zakir speaks of. If any of the programs will be carefully watched then it will become clear that the audience have no reaction at all on what he says, rather they just sit with semi open or even closed eyes in front of television cameras, thus giving chance to Dr. Zakir Naik to claim to be educating a huge crowd. Some critics even say that, most of these audiences are hired by Islamic Research Foundation with the objective of giving an impression mostly to the patrons of Dr. Zakir and his PeaceTV in the Middle East, that, Islam is really becoming increasingly powerful and prominent in a non-Muslim country like India. </span></span></span></span></p>

For example, Dr. Zakir will first attract the attention of people towards his lectures by giving similarities between Islam and other religious beliefs, while at the next step, he comes up to prove all other religions to be fake and Holy Scriptures false through a number of programs like ´Crossfire´, ´Truth Revealed´ etc. Some even opine that, while Al Qaida´s existence is mostly in hiding, Zakir Naik is continuing his offensives openly, which is a much greater threat to global peace and harmony.</span></span></span></span></p>

By saying this, Dr. Zakir wanted to convince the audience that, there is no divine religion except Islam in this world, since the ancient times.</span></span></span></span></p>

Recently in Glasgow [UK], a radio presentator named Rev. Mahboob Masih was sacked from a radio station named Awaz FM just because he his co-presenter Afzal Umeed were discussing the views of a prominent Muslim speaker, Zakir Naik, who the Rev Masih accuses of belittling the Christian faith on Peace TV, a digital channel.</span></span></span></span></p>

His remark on Osama bin Laden had created quite a controversy some time back. &#8220;If Osama bin Laden is terrorizing America or the enemies of Islam, every Muslim should become a terrorist. I can&#8217;t call Osama a terrorist because his involvement in the dastardly act of 9/11 is not proved,&#8221; Naik had said, defending the most wanted man in the world.</span></span></span></span></p>

<p>Deccan mujahdeen or indian mujahdeen lashkar-e- taiba   the terrorist who killed hundreds in mumbai, have succeeded in dividing a populace along religious lines , precisely the justification for creation of islamic pakistan as a nation of pure, indian hindus have to fight against the racism among them towards the marginalised muslims( a group even worse off than the so called &#8221; untouchables&#8221;) </p>
<p>all the incidents below have been narrated to the writer by  first hand accounts(horse&#8217;s mouth)</p>
<p>when even the &#8221;communist( atheist)&#8221; muslim bollywood superstars like shabana Azmi and Javed Akhtar  and Nawab of patudi Saif Ali Khan cannot rent flats because the landlords fear the &#8220;terrorist&#8221; muslims, such incidents say a lot about the slow demise of indian secularism.</p>
<p>Muslims have to look beyond the so called Quota system and reservation community leaders who change loyalities for bribes and votes rather that principles or politics. common muslim should stop looking towards pakistan or pakistani muslims as saviours, pakistan is fighting for its own survival against a onslaught of islamic terrorism.</p>
<p>Indian muslims have to decide whether they want to be loyal citizens in a secular india or want to look back to a myth of islamic brother hood with pakistan( which never was in reality). poverty illiteracy and communal sectarianism is rife in indian muslims. in the city of lucknow sunni muslims still find it obligatory to throw stones at ashora muharram procession of shia muslims. while shia are accused of throwing the heads of slaughtered cows in front of hindu temples to provoke and mock the polytheistic tradition of  cow worshipers.</p>
<p>In mumbai the preacher televangelist Dr Zakir Naik works like gerry falwell of india in lectures consisting test of memorisation  of sacred texts and  islamic one upmanship against the hindu polytheistic infidels.Dr Zakar Naik has perfected the system of peaceful conversion of millions of hindus to his Mc-Islam brand thru six easy steps  similar to alcoholics anonymous.</p>
<p>RELIGION IS BIG BUSINESS IN INDIA- BE THAT SWAMI ACHARIYA OR ISLAMIC RESEARCH FOUNDATION AND PEACE TV OF DR NAIK.</p>
<p>WHAT IS THE RESULT OF THESE IDIOTIC PREACHINGS OF HATRED???</p>
<p>Pakistan will have to abandon the policy of proxy wars and destroy muredke centre in lahore GT road and chela bandi muzafar abad and similar training camps of lashkar-e-taiba (before anyone denies i have been there seen with my own eyes) denounce terrorism which is burning our own home more than indian cities</p>

Template of Terrorism Yesterday&#8217;s bomb blasts in Mumbai, have sent shock waves around the world due to their similarity and proximity with the anniversary 7/7 London atrocities and copy cat methodology used in Madrid.</p>
<p>Post Iraq war al qaeda is not just a philosophy, methodology, political terrorist force but most of all a corporate like multinational franchise, with maximum decentralization, who else is to blame for this menace but the American and British Foreign policy.The template of terrorism is being followed all over the world just like “DIY Cook Book” and McDonald Big Mac.</p>
<p>The Human suffering and carnage, collateral damage and indiscriminate killings have been hallmark of Terrorism of Al Qaeda and its bigger and uglier version of state terrorism in Iraq by pentagon and Dick Cheney neo Con “American evangelical Century” yet worst of all perpetrator of genocidal ethnic cleansing “state terrorism” is Israeli state which is synonymous with Zionist terrorism, even kofi annan the “powerless” secretary general of UN( who has presided over the erosion of the writ of human rights charter and multilateral legitimacy during his term due to “bull in the china shop” policies of Bush doctrine) has been forced to speak out on the Human catastrophe in Gaza.</p>
<p>None of the power that be is least bothered on daily killings and suffering in Iraq, Palestine, durfur Zimbabwe ,Kashmir or even “silicon valley Mumbai” because of humans there wear a “Third World” Tag just like the Star of David worn by victims of Holocaust.Kashmiri separatists or ISI is to blame for blasts ,I don’t think so because even the most radical of the militants in Kashmir understand the political implication and fallout on their political struggle for independence of Kashmir.</p>
<p>As far as ISI is concerned they are busy serving US interest on their Western border with Afghanistan , picking up a fight with secular “Indian” lobby of northern alliance and radical Taliban in south at same time, so their plate is full of agendas,no room or desire to maneuver in India like the good old days of general Zia ul Haq and our beloved democrat nawaz sharif,partly become of the slow track peace process ping pong betwwn indian and pakistani establishments, but chiefly because of american protection for anti china policy of india nuclear doctrine</p>
<p>The blame is being put on SIMI(student Islamic movement of India) an indigenous outfit with a alleged “franchise” from Al Qaeda. Like Jameh Islamia of Indonesia SIMI is a product of disillusionment of youth from the Indian brand of “militant secularism” with is sometimes forced down the throats of un willing minority communities, without creating any real opportunities or economic freedoms for these already marginalized sections of the society. most od indian boys are IT professional sending threats to media outlets from BPO call centre jobs</p>
<p>India is not shining , as the corporate America and call centre Britain wants the world to believe. There is a huge gap between rich and poor, Mumbai’s 75% population lives in slums and shanty towns below poverty line.In India “Labour Party Darling” Mr Lukshmi Mittal and his 1% elite class of Tata ambanies and premjis own the 95% of the total wealth.In less developed argricultural states the divide between the rich and the poor is widening day by day. Poor landless peasants are joining rebellions against the state and land lords. The communist Maoist party known as “Naxalites” control areas in hinterland of India bigger than many EU states.</p>
<p>These are the tell tales signs of political and economic upheavals of the coming times. We can just hope that political and economic analyst in Delhi, Islamabad, London and most of all Washington are not Burring their heads in Sand and wishing for the storm to go away.</p>

<p>For a change I thought I should talk about a Chinese Muslim who is more well known beyond the Chinese Muslim sphere. <a href="http://www.peacetv.in/sp-hussain_ye.php">Hussein Ye</a> is a Malaysian scholar of Chinese descent and has dedicated himself to the task of dawah being a convert himself. People from South Asia may be familiar with him since he appears on an Indian religious channel &#8211; Peace TV. Hussein Ye converted to Islam at the age of 18 in 1968. He was also associated with &#8216;Perkim&#8217; a Malaysian organization dedicated to the well being of converts to Islam. He studied in KSA and was also the director of the Muslim association in Hong Kong.</p>

<p>From my <a href="http://greaterjihad.wordpress.com/2008/02/26/support-peace-tv/" target="_self">previous blog entry</a>, I have already indicated I am a fan of both channels and I try to watch at least some programs each day on both channels.</p>
<p>Recently there have been some new and exciting programmes/updates that I have enjoyed very much and and looking forward to.</p>

<p><strong>ISLAM CHANNEL:</strong></p>
<p>Last Sunday (6th April) there was a special programme at 3pm introducing <a href="http://www.islamchannel.tv/ickids/" target="_blank">children&#8217;s TV programmes</a> on Islam Channel.  The company <a href="http://www.fmc-tv.net/" target="_blank">Fine Media Children (FMC)</a> is working with Islam Channel to bring in specially selected kids&#8217; &#8216;edutainment&#8217; programmes/cartoons geared at teaching the Arabic language.</p>
<p>The initial plan is to show 1 hour every Saturday then inshaAllah roll out to 1 hour daily. From what I&#8217;ve seen, there should be something for everyone.  I&#8217;ve enjoyed most of what I&#8217;ve seen and it&#8217;s pretty good quality.  I like the Arabic cartoons, and the Qur&#8217;an/morals stuff.  Starting from this Saturday (9am) and I think repeated it on Sundays (2:30pm).</p>
<p>It was also great to see Sheikh Muhammad AlShareef (AlMaghrib) answering questions on IslamiQA <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' />  He is here for the <a href="http://greaterjihad.wordpress.com/2008/03/05/almaghrib-seminar-uk-breach-of-covenant/" target="_self">AlMaghrib Tafsir seminar</a>.  I look forward to seeing him in this year&#8217;s <a href="http://greaterjihad.wordpress.com/2008/03/20/jimas-15th-dawah-conference/" target="_self">JIMAS conference</a>, <em>inshaAllah</em>. I really enjoy IslamiQA and like the variety of Sheikhs rather than having just the one or two.  Last night they had the Imam Abdul Qayyum of East London Mosque<em> </em>during the evening live phone in show.  A few weeks ago they had both Sheikh Tawfique and Sheikh Yasir in the same episode of IslamiQA!</p>
<p>Other really good programmes include: Journey Through the Hereafter with Sheikh Tawfique Chowdhury, The Seerah with Sheikh Yasir Qadhi, Stories of the Prophets by Sheikh Abu Absdisalam, Journey Through the Qur&#8217;an with Sheikh Suhaib Hasan.</p>

<p>Our government which is currently busy in controlling the lawyers and fighting the exported war on terror could not bear a channel spreading the message of &#8220;Peace&#8221; based on the true knowledge of Quran and Sunnah.<br />

It&#8217;s a great way to learn your <em>deen</em>.  In the UK, it&#8217;s on SKY channel 823 (you can <a title="watch online" href="http://www.peacetv.tv/downloads/IRFI_Standing_Order_Mandate.dot" target="_blank">watch online).</a></p>
