Drewan Baird. Oudtshoorn. 27 April 2013. 17h30. I can not celebrate “freedom” under a government that has given me Andries Tatane and Mido Macia and Marikana and Nkandla and CAR and the Arms Deal and POSIB and Zuma. Freedom from Apartheid is simply not good enough.

I spent much time in quiet reflection on Freedom Day. Like my beloved Sherlock Holmes on a three pipe problem, I took a day off from my vexes and just turned over my land and my people in my head. I don’t smoke and had a bit of biltong, and later on a bit of brandy to hand.

Nineteen years on Education does not deliver young professionals, entrepreneurs, managers, tradesmen and teachers to create jobs for economic growth to house and feed and protect the habitations so the castle may be safe and enduring for peace and goodwill rooted in sufficiency.

I short: We have failed. Period.

For nineteen years we have simply replaced white men hiding their hair under bowler hats with black men hiding their hair by shaving their heads.

We have introduced women and minorities and handicapped contemptuously thrown together with children to serve duplicitous demographic demand with scant regard for effectiveness and efficiency, dressing ingrained chauvinistic androcracy in a cheap tuxedo of inclusiveness and egalitarianism.

We are a non-racist; non-sexist; non-discriminatory non-delivery non-success.

We celebrate participation as if it were victory; we jubilate arriving at the park like lifting the cup.

It is shameful! It is scandalous! It is shocking!

Our mediocrity rises up against any and all prepared to risk obloquy for speaking out against Potemkin villaging at the expense of our children and in service of specious soi disant pseudo-success.

Scratch the surface; smell the stink.

And I’m not even talking about corruption which is devastatingly real (Arms; Nkandla; local government); which had been (the Nats lost a prime minister to corruption); which will be.

One of our few successes is that we can identify and speak up against corruption – and now POSIB , on the very eve of “Freedom Day”, has compromised this success too!

We need to work harder.

We are in trouble.

Where shall we be at our 20th anniversary?

Drewan Baird. Oudtshoorn. 27 April 2013. 06h00. Cynthia Papah yesterday afternoon resigned from the DA and joined Icosa – the very party that instructed its sole George councillor not to participate in the no confidence motion against the DA Mayor on Thursday.

A by-election will now be held on May 22 in Papah’s Ward 6, which includes Pacaltsdorp and Rosedale.

As Oudtshoorn is apparently infamous for swinging parties, so the elected municipal councillors across Eden are whoring about with, well, gay abandon, compromising themselves for money or other gains. And it is the voter that suffers the PTDs – politically transmitted diseases.

Oudtshoorn’s DA constituency head, Jac Bekker, is known to say that political agreements are not worth the paper they are drafted on. For once I can concur with Bekker.

Yesterday the George DA mayor, Charles Standers, and his DA deputy, Daniël Maritz, survived a motion of no confidence.

Christo Vermaak of the George Herald reports that the ANC motion was defeated by 24 to 20 and that Les Hayward of the GBOF and Cynthia Papah of the DA abstained.

Icosa’s leadership, read Jeffrey Donson, instructed its sole member in the George Council, Freddie Harris, not to participate in the motion and Harris withdrew from the meeting.

So… An alliance partner abandons the ANC motion and a DA member abstains from defending her Mayor.

Nothing irregular in the orgy that is Eden politics.

But for the moment, let us consider only the Icosa position.

I have reliable information that Oudtshoorn DA members “engaged” with Jeffrey Donson in February about bringing the DA to power on Verwoerd Sq. Donson personally confirmed this to me, which lead me to doubt my intelligence until a DA member confirmed the talks. I have not seen any DA member with an arm around Donson’s shoulder and can therefore only report what I have been told, which includes that the DA’s Western Cape “Deputy” Leader, Theuns Botha, was aware of the contact.

So I approached Helen Zille and she replied as follows: “Hi Drewan, please be aware that I would not allow any deal with ICOSA in Oudtshoorn…” (The rest of this reply can be considered later.)

I can assure Ms Zille that certain of her Eden functionaries share not her view!

The February political paizogony was probably quelled only by my full frontal attack on Jeffrey Donson’s continued office, as he is a convicted child rapist prone to violence.

But the paphian progression of the political pimps continued with profound piquancy.

Why was Harris instructed to withdraw from yesterday’s motion of no confidence in the George Mayor?

Icosa’s single vote made no difference; had no influence on the outcome.

I have extremely confidential information about the tenuous political associations in Eden. Icosa and Cope are using the power gained by a few votes to create chaos. Whomever is to benefit can be certain that the price will be enormous; the gain ephemeral and the period uncertain.

Cope refuses to respond to my current questions, whereas their functionaries were quick to reply to my initial queries. I must admit that my most recent missive to Mosiuoa Lekota was not exactly diffused with warmth and friendliness. And it contained exactly the amount of respect he is deserving of…

Theuns Botha earlier assured me that the situation between the DA and Cope was in hand. And Jorge Mario Bergoglio is a Seventh Day Adventist.

So, what with Mayor Gordon April shunned by the ANC’s NEC; and Mayco Member Jurie Harmse loosing grip on his meal ticket; and Deputy Mayor Vlancio Donson waiting on daddy’s instructions; and Cope’s John Maxim knowing not what is going on around him the only certainty about Oudtshoorn’s political future is uncertainty.

But don’t ya all worry none now, hear – our political leaders have the situation all figured out and in control.

Was it a mistake or one plays the stupid?

If “direct ties” with The Netherlands, as it is now, is freely determined by the people of Bonaire and want it to stay the way it is right now than it is a freely choice of the population. It can also be considered a way of implementing the right of self-determination. The same goes for claiming the right to freely make a choice by means of a self-determination referendum.

In this connection it’s not a bad idea to take a helicopter view on the route that led to the magical date: 10-10-10.

According to General Assembly resolution 1541 (XV) of 1961, there are three ways in which a Non-Self-Governing Territory can exercise self-determination and reach a full measure of self-government:

1. By free association with the administering Power or another independent State as a result of a free and voluntary choice by the people of the Territory expressed through an informed and democratic process;

2. By integrating with the administering Power or another independent State on the basis of complete equality between the peoples of the Non-Self-Governing Territory and those of the Independent State;

3. By becoming independent.

The intergration of Bonaire does not met these conditions. Despite that, Mr. Ramonsito Booi on completion of a mini round table conference in The Hague on 11 October 2006 signed a final agreement which states that the islands of Bonaire, Saba and Sint Eustatius will get a status as a public body of The Netherlands. This final agreement was thereafter supported by a large majority of the Second Chamber, the States of the Netherlands Antilles and the island councils of Bonaire, St Maarten, Saba and St. Eustatius.

From that moment has one person made a decision knowing or without realizing that the people first had to be committed at that point. A few years later began the preparations to organize a self-determination. Unfortunately it has failed. Twice!

With 10-10-10 in sight, the Deputy of Political Relations, Mr. J.E. Abraham, on behalf of the island territory of Bonaire signed with The Netherlands an administrative agreement dated april 22, 2010 in which is written that the population of Bonaire has the right to self-determination and Bonaire agrees that the State of the Netherlands is recognized as the legal successor of the country Netherlands Antilles. With Bonaire will be consulted on future ownership.

Also in this document is no mention that the people first must be consulted by means of a referendum.

In either case, what Booi and Abraham have signed, is no mention that also is agreed that on the transition date 10-10-10 in addition to retaining the right to self-determination Bonaire also will be added on the list of Non-Self-Governing Territories of the United Nations. How is this possible?

The Netherlands as a member of the United Nations should know the rules. Or one plays here the stupid?

Even if Booi and Abraham would forgot it, The Netherlands based on the general principle of good-neighbourliness had to draw the attention of these two gentlemen on these obligations or in another case they should reflect The Netherlands on its obligations.

Based on the resolutions of the United Nations, nor the agreement of 11 October 2006 nor the other one of 22 April 2010 has a valid meaning that seriously indicates the content of the result of the referendum held in 2004 being “direct ties” with Netherlands.
At least if The Netherlands as a serious member of United Nations, has respect for the resolutions which have been ratified also by The Netherlands and has accepted as a sacred trust the obligation to promote to the utmost, within the system of international peace and security established by the present Charter, the well-being of the inhabitants of these territories, and, to this end:

to ensure, with due respect for the culture of the peoples concerned, their political, economic, social, and educational advancement, their just treatment, and their protection against abuses;

to develop self-government, to take due account of the political aspirations of the peoples, and to assist them in the progressive development of their free political institutions, according to the particular circumstances of each territory and its peoples and their varying stages of advancement;

to further international peace and security;

to promote constructive measures of development, to encourage research, and to co-operate with one another and, when and where appropriate, with specialized international bodies with a view to the practical achievement of the social, economic, and scientific purposes set forth in this Article; and

to transmit regularly to the Secretary-General for information purposes, subject to such limitation as security and constitutional considerations may require, statistical and other information of a technical nature relating to economic, social, and educational conditions in the territories for which they are respectively responsible other than those territories to which Chapters XII and XIII apply.

The Netherlands is illegally occupying these island in the Caribbean.

It is up to authorities on the island to get Bonaire on the list of Non-Self-Governing Territories of the United Nations. It is the responsibility of the public representation on Bonaire and The Netherlands as the governing power to work closely together with the Committee of 24 of the United Nations on a solution.

I was born and bret on Bonaire but live for many years in The Netherlands. So I am nothing more than an observer.

Staatkundige structuur van Bonaire, het zelfbeschikkingsreferendum en de lijst van Niet-zelfbesturende Gebieden van Verenigde Naties

Was het een fout of speelt men de domme?

Als “directe banden” met Nederland, zo als het nu gestalte heeft gekregen, is wat de bevolking van Bonaire wilt en om die reden het zo wenst laten, is het een vrijwillige keuze van de bevolking. De bevolking geeft dan blijkt zich te hebben geconformeerd! Hetzelfde geldt voor het opeisen van het recht om een keuze middels een zelfbeschikkingsreferendum vrijwillig te maken. In verband daarmee het geen slecht idee een blik te werpen op het traject die naar de magische datum 10-10-10 leidde.

Volgens de resolutie 1541 (XV) van de Algemene Vergadering van 1960, zijn er drie manieren waarop een Niet-zelfbesturend Gebied zelfbeschikking kan uitoefenen en een volledige mate van zelfbestuur kan bereiken.

1. Door vrije associatie met de besturende mogendheden of een andere onafhankelijke staat als resultaat van een vrije en vrijwillige keuze, door de mensen van het Gebied uitgedrukt via een geïnformeerd en democratisch proces;

2. Door te integreren met de besturende mogendheid of een andere onafhankelijke staat op basis van volledige gelijkheid tussen de mensen van het niet-zelfbesturend gebied en die van de onafhankelijke staat;

3. Door onafhankelijk te worden.

Aan deze voorwaarden zijn niet voldaan. Ondanks dat heeft meneer Ramonsito Booi ter afsluiting van een minirondetafelconferentie in Den Haag op 11 oktober 2006 een slotakkoord ondertekend waarin staat dat dat de eilanden Bonaire, Saba en Sint Eustatius een status als openbaar lichaam van Nederland zullen krijgen. Dit slotakkoord werd vervolgens met een ruime meerderheid gesteund door de Tweede Kamer, de Staten van de Nederlandse Antillen en de eilandraden van Bonaire, Sint-Maarten, Saba en Sint Eustatius.

Vanaf dat moment heeft één persoon een beslissing genomen al wetend of zonder zich te realiseren dat het volk eerst gepleegd diende te worden op dat punt. Een paar jaar later begon de voorbereidingen om een zelfbeschikkingsreferendum te houden. Helaas is dit twee keer mislukt!

Met 10-10-10 in zicht heeft de gedeputeerde voor staatkundige verhoudingen, meneer J.E. Abraham, namens het eilandgebied Bonaire op 22 april 2010 een bestuursakkoord met Nederland getekend waarin onder meer staat dat de bevolking van Bonaire heeft recht op zelfbeschikking en Bonaire stemt in met de afspraak dat de Staat der Nederlanden wordt erkend als rechtsopvolger van het land Nederlandse Antillen. Met Bonaire wordt overlegd over toekomstige eigendomsverhoudingen.

Nederland heeft daarmee de verantwoordelijkheid op zich genomen maar ook hier wordt geen melding gemaakt dat de bevolking eerst middels een referendum geraadpleegd moet worden.

In geen van beide gevallen, wat Booi en Abraham hebben getekend, wordt vermeld dat er ook is afgesproken dat op transitie datum 10-10-10 naast het behouden van het zelfbeschikkingsrecht Bonaire ook toegevoegd zal worden aan de list of Non-Self-Governing Territories of the United Nations. Hoe is dit mogelijk?

Nederland als lidstaat van Verenigde Naties hoort de regels te kennen. Of speelt men hier de domme?

Zelfs als Booi en Abraham het vergeten zouden hebben had Nederland op grond van het algemeen beginsel van goede nabuurschap deze twee heren daarop moeten attenderen. In de andere geval hadden deze twee heren Nederland moeten wijzen op haar verplichtingen.

Gebaseerd op de resoluties van United Nations als uitgaanspunt, noch de overeenkomst van 11 oktober 2006 noch dié van 22 april 2010 heeft een geldige betekenis die inhoud geeft aan de resultaat van de referendum uit 2004 zijnde “directe banden” met Nederland. Tenminste als Nederland als lidstaat van United Nations de resoluties, die ook door Nederland zijn geratificeerd, respecteert, serieus neemt en aanvaarden, als een heilige opdracht, de verplichting binnen het in dit Handvest vastgelegde stelsel van internationale vrede en veiligheid, het welzijn van de inwoners van deze gebieden naar beste krachten te bevorderen en, te dien einde:

a. de politieke, economische en sociale vooruitgang van deze volken, alsmede hun vooruitgang op het gebied van het onderwijs, hun rechtvaardige behandeling en hun bescherming tegen misbruiken, te verzekeren, met inachtneming van de nodige eerbied voor hun cultuur;

b. zelfbestuur te ontwikkelen, terdege rekening te houden met de politieke aspiraties van de volken en hen bij te staan bij de progressieve ontwikkeling van hun vrije politieke instellingen, overeenkomstig de bijzondere omstandigheden van elk gebied en zijn bevolking en hun verschillende stadia van ontwikkeling;

c. de internationale vrede en veiligheid te bevorderen;

d. de totstandkoming van constructieve op ontwikkeling gerichte maatregelen te bevorderen, het wetenschappelijk onderzoek aan te moedigen en samen te werken, zowel onderling als, zo daartoe aanleiding bestaat, met gespecialiseerde internationale lichamen, met het oog op de praktische verwezenlijking van de in dit artikel genoemde sociale, economische en wetenschappelijke doelstellingen; en

e. met inachtneming van de door overwegingen van veiligheid en door constitutionele overwegingen opgelegde beperkingen, regelmatig aan de Secretaris-Generaal, ter informatie, statistische en andere gegevens van technische aard te doen toekomen, die betrekking hebben op de economische en sociale omstandigheden, alsmede op het onderwijs in de gebieden waarvoor zij onderscheidenlijk verantwoordelijkheid dragen en welke niet behoren tot de gebieden waarop de Hoofdstukken XII en XIII van toepassing zijn.

Die eilanden in het  Caraïbisch  gebied worden nu illegaal bezet door Nederland.

Het ligt aan betrokken instanties om Bonaire op de lijst Niet-zelfbesturende Gebieden van Verenigde Naties te plaatsen. Die verantwoordelijkheid is van de volksvertegenwoordiging op Bonaire als Niet-zelfbesturende Gebied en Nederland als de besturende mogendheid om samen met het Committee of 24 van Verenigde Naties, te werken naar een oplossing.

Ik ben geboren op Bonaire maar woont al jaren in Nederland. Dus ik ben niets meer dan een observer.

Drewan Baird. Oudtshoorn. 25 April 2013. 09h00. The local DA is much like the cousin one fetches from the school for the not so gifted every other Christmas to sit in a corner and play with his trifle to allay the collective family conscience.

He doesn’t register. He’s there. He’s visible. He can be heard breathing heavily through a snotty nose as he contrives to get some purchase on the red jelly.

He’s just never going to come up with anything but unsuccessful attempts at managing bodily functions.

And then he is returned for two years and the party starts.

Right now, what with the ANC’s NEC having rustled the feathers of the local caucus to the extend of probable dissent in the ranks, I am expecting, not as a DA supporter, but as an observer of Oudtshoorn politics, the opposition to muster some campaign to improve its influence in the council.

The circumstances in the council, as O!O had described it in the stories of yesterday, relating to the NEC’s involvement, surely must invoke at least some interest in DA ranks about gaining position on the playing field.

Politics, as a good friend likes to say, is the management of the possible.

I think that politics is a game at which the minority must play particularly hard.

There is little, if any skill required to play on the team with the majority. Skill is required to win when one is in the minority. Influence, wheedling, enticement, cajoling are demanded at politics.

Action is demanded.

But the DA’s go to man, Chris MacPherson, is not even around. And it is said that he has cooled of the DA; that the caucus needs to warm to him and get him back on board. He is, so it is said, somewhat disillusioned or something.

Say what!?

There are rumours that a senior DA functionary made disparaging remarks about MacPherson’s motleyed political career, inferring that his membership of the NP, NNP, ANC, Cope, and now DA somehow equated to some political adumbration of the oldest profession, and that McPherson took umbrage.

And there are misgivings about the ANC caucus at this time!?

By the way, THAT profession is only the second oldest. Politics is the oldest, for whom, my longsuffering readers, do you propose were responsible for the chaos of Genesis 1.i if not politicians!?

Ye princes of Serendip! We are as lambs to the slaughter.

It is challenging to even consider the possibility to decide to vote DA or ANC in any local government election. Are these people for real!? Do the local politicians have even a veleity of expectation that anyone with sufficient brain function to regulate bodily functions, unlike the cousin of this story, should vote for them; should charge them with the management of Oudtshoorn!?

About that cousin in the corner: Whatever you do, don’t give him an ice cream cone.

Drewan Baird. Oudtshoorn. 26 April 2013. 12h10. Gordon April is still the Executive Mayor of the Greater Oudtshoorn.

The Speaker has not received a resignation from April and no motion of no confidence has been filed.

The next council meeting is scheduled for May 31, although special council meetings may be convened from time to time to address urgent matters.

If April could have been palavered into stepping aside an NEC decision would not have been necessary.

Jesse Duarte, the NEC, and the entire ANC have been floored by the little upstart from Dysselsdorp. I, for one, don’t rate April, but he gets 10 out of 10 for spunk, pertinancy, and bloody-mindedness.

If he could only focus such energy on managing Oudtshoorn, he would be a damned good mayor!

Know this at the outset, so that there may be no chance to misunderstand my position: The ANC, in attempting to replace Gordon April with Pieter Luiters, created an environment for enormous internal strife that may very well harm Oudtshoorn even further!

Many have asked why O!O was so slow with the news of April’s demise.

Well, April is sitting pretty as I write.

He is going nowhere, except where his black official Kuga can take him in appropriate mayoral style.

Jesse Duarte f… fouled up.

April simply needs to refuse to vacate his office.

What can the ANC’s National Executive Committee do!?

April can not be summarlily removed either as a party member, or as a councillor.

(The ANC is not as good as the DA who has found spurious and meretricious ways and means to do just that!)

Is everyone in the ANC an incompetent fool, or what!?

Which brings me to the title of this story – a “pons asinorum” is a problem that severely tests the ability of an inexperienced person.

Of course the ANC never wanted April to be mayor – who in their right mind would wat him even to run a complimentary water fountain in the middle of the Sahara!?

But April held the ANC ransom. Either the ANC made him Mayor, or he’d leave and join the DA to give the “other side” a majority.

At the time April first joined the ANC he was the Independent Democrats’ Deputy Mayor and ambitious beyond his stature.

The political arrangement between the DA and the ID that brought the alliance to power after administration ended in 2007, called for the ID to take up the Mayoral seat during the latter half of the term. And the DA, and its Mayor at the time, Diane de Jager, wanted none of that.

April was further angered when the ID Leader, Patricia de Lille, his political “mother” to whom he was joined at the hip, if not spawned from the rhyming alternative, imported “grey matter and management ability” from the West Coast in the person of, wait for it… Wessie van der Westhuizen.

April, to his credit, realised that he was never going to become Mayor in the alliance and took a quick trip to the Syrian capital, was waylaid en route and blinded by the promise of power and pounds.

And voila: April realised that he was a comrade in black, green and yellow all along – not much different to Helen Zille’s current aha! about her political nearest and dearest.

The upshot was the loss of three ID councillors from DA-alliance ranks in April, Jurie Harmse, and Shepstone Billy.

April and Harmse retained their wards for the ANC in the subsequent by-elections and the hapless Billy, April’s father-in-law, became his daughter’s husband’s driver and body guard.

April turned to the ANC to be Mayor. It was the condition upon which he was blinded on his Damacsus dust track.

A few months later, after the May 2011 local elections, when the ANC wanted to rid itself of the arrogant little upstart, April was keen and ready to either become the DA Mayor, or take up a parliamentary position (a quite possible alternative in what may generally be refrred to as his “mind”), or take any job as long as it paid what a Mayor took home every 25th.

A local professional and I put a deal together that April just loved.

So good was this deal that April drooled over it.

Yet, on one of my daily perambulations at that time, during several telephone calls in the stretch between the corner of Noord and Jan van Riebeeck to the corner of Jan van Riebeeck and St John’s, some days later, Theuns Botha and Wessie van der Westhuizen managed to scuttle the solution.

No, Theuns and Wessie, you DO NOT want to take me on in this matter!

The DA would not accommodate April; the ANC did, and that was the difference in June 2011.

My attitude in this matter was that of Lyndon Johnson about J Edgar Hoover: “I’d rather have that man inside the tent pissing out than outside the tent pissing in.”

At this time April is doing what all politicians are past masters at doing: hiding behind processes.

Jesse Duarte did not follow the “right procedure”…

So April will remain untouchable for some time to come still – and be driving about the locations in that black Kuga, to the irritation of his adversaries.

Similarly Jurie Harmse, earmarked for demolition, will have a few weeks still to fester and lay his plans out.

What was Jesse Duarte thinking!?

Let’s assume that Duarte’s flawed intervention – she’s as useless as Anton Bredell! – results in an attempted motion of no confidence in April.

Will April sign the motion which requires 13 signatures to be tabled?

Remember, the ANC/Icosa/NPP has 13 members only.

What will the otiose DA/Cope do? They have 12 members.

There were rumours earlier today of a Council Meeting to be scheduled for tomorrow.

Nto-bekhou Mangqweqwe, the Council’s spokesperson, would not speak to the matter one way or another, so I am informed by a third party as I would no longer stoop to speaking to the clowns at Verwoerd Sq.

Councillors I have approached deny receipt of an agenda and therefore it can be said, at this time, that there will not be a council meeting tomorrow, Thursday.

Right now Gordon April is the Mayor of the Greater Oudtshoorn.

And unless he turns on his erstwhile friend, Harmse, Harmse will remain a Mayco member, serving at the Mayor’s pleasure.

In any event, which politician will stand up to Harmse’s missus, who created a public scene when her beloved spouse was not given position in June 2011!?

Who would have the orchises to fire Jurie and and p… provoke his missus!?

Jesse!?

Dacht u soms, dat de strafbaarheid van hulp aan illegalen – gewoon medemenselijkheid dus – lang alleen op papier strafbaar blijft? 

PvdA, VVD: illegaliteit strafbaar

Illegalen in een ‘vluchtkerk’ ANP

Illegaliteit wordt strafbaar, zoals is afgesproken in het regeerakkoord. Dat zeggen PvdA-leider Samsom en VVD-fractievoorzitter Zijlstra.

Bij de PvdA-achterban bestaat onrust over de illegaliteit. Op het partijcongres van aanstaande zaterdag zal een motie worden ingediend om niet in te stemmen met de coalitieafspraak. Die motie is afkomstig van onder meer de PvdA-afdelingen Amsterdam, Den Haag, Tilburg en Eindhoven.

‘Mooie discussie’

Samsom zegt dat er op het congres in Leeuwarden ruimte is om te discussiëren. Hij verwacht “een mooie discussie over bijvoorbeeld het binnenhalen van een prachtig sociaal akkoord, maar ook over de pijnlijke punten uit het regeerakkoord”.

Maar de afspraak in het regeerakkoord staat wat hem betreft. Hij vindt het bij die afspraak belangrijk dat hulp aan illegaliteit, zoals bijvoorbeeld in de vluchtkerken wordt gegeven, niet strafbaar wordt.

‘Niet in het krijt’

VVD-fractievoorzitter Zijlstra voegt er aan toe: “De afspraak over het strafbaar stellen van illegaliteit is een belangrijk punt. De VVD-achterban heeft ook grote moeite met sommige punten uit het regeerakkoord.”

De VVD’er zegt niet het gevoel te hebben bij de PvdA in het krijt te staan na het openbreken van het regeerakkoord in verband met de inkomensafhankelijke zorgpremie. “Nee, dat heeft ons 250 miljoen aan infrastructuur gekost.”

‘Verzwaard inreisverbod’

Ook verantwoordelijk staatssecretaris Teeven roept de PvdA op de afspraken uit het regeerakkoord na te komen. In een interview met het blad Wordt Vervolgd van Amnesty International zegt hij begrip te hebben voor de onrust in de PvdA. “Maar als je samen gaat regeren, maak je afspraken.”

In hetzelfde interview zegt Teeven dat hulp aan sommige illegalen toch strafbaar wordt. Het gaat dan om hulp aan vreemdelingen die al vaker zijn aangehouden en een ‘verzwaard inreisverbod’ hebben. Volgens de staatssecretaris zal het Openbaar Ministerie de hulpverleners niet actief gaan vervolgen, maar is de hulp op papier wel strafbaar.

Drewan Baird. Oudtshoorn. 24 April 2013. 12h45. Having gotten rid of Gordon April as Mayor is one thing, but to replace him with Pieter Luiters!?

I think the ANC leadership considered three things in coming to this strange, if not questionable decision.

1. Anyone but April. Gordon April had the ANC over a barrel since he awol-ed from the DA benches to the ANC in August 2010.

2. Luiters is an experienced politician. He was the shop steward at Oudtshoorn Footwear in the local shoe factory’s heyday.

In 2000 Luiters became a proportional councillor on the ticket of some obscure local party and took up a Mayco appointment in a DA coalition when Marius Potgieter stood down in favour of James Swigelaar for Mayor that year.

Luiters eventually joined the New National Party (!) and continued to serve on the Mayco when Lampies Lamprecht became Mayor in 2004.

He joined the Black, Geen and Yellow when the NNP collapsed into the ANC.

After the 2006 elections Luiters served on the Eden Council.

Luiters served on the Oudtshoorn Mayco at the time Jesse Duarte threw her dice on Monday.

3. Luiters is tractable. Being a proportional councillor, the ANC can remove Luiters at will if he does not march to the NEC’s drummers.

This probably makes Luiters the ideal Mayor in a Council of clowns.

Said Oliver Cromwell, in dissolving the Protectoral Parliament in September 1643: “Weeds and nettles, briars and thorns, have thriven under your shadow, dissettlement and division, discontentment and dissatisfaction, together with real dangers to the whole.”

True, this is, of the most recent DA and ANC councils.

And I cry with Cromwell, as he cried before the Rump Parliament in April 1653: “You have been sat too long here for any good you have been doing. Depart, I say, and let us have done with you. In the name of God, go!“

Again, applicable to both the recent DA and ANC councils!

Drewan Baird. Oudtshoorn. 24 April 2013. 09h25. Last night a convocation of Oudtshoorn’s most clever and most cagey convolved convivially by convoke of the legal council of the local civic organisation Die Waghond – Oudtshoorn’s star chamber.

Nice, eh!?

The sentence, I mean!

Included in the remnant were councillors (to my discombobulation I have reason to believe none of ANC persuation); lawyers; business owners and executives; leading agriculturalists; a publisher and an editor – succintly put: the collective soi disant intelligentia of the Greater Oudtshoorn.

They had had enough.

Of corruption.

And of the ANC.

Calls were even received from even more exalted personages unable to heed the call to the table d’hôte.

As they were commiserating over comestibles, a third party message even assured attendees that Anton Bredell, the Western Cape minister of local government, and the provincial party secretary, had the situation in hand.

Upon hearing this snippet last night as I lay on my pillow, I dreamt that my Bonny was dead.

Bredell has the Oudtshoorn “situation” in hand!

All gods and gnomes and princes of fairy tales, and by the seven reindeer of Santa’s transport, mine worries are spifflicated!

Anton is coming to town!

What an assuagement!

Now hear this:

Oudtshoorn is collapsed. Period.

Oudtshoorn had been “managed” by both the DA, in coalition with like thickos; and by the ANC, in coalition even with a convicted child rapist adumbrating what the liberation movement does to towns in its care.

And Oudtshoorn is collapsed.

It is folly and futile and fruitless to look to the DA to save us from the ANC who saved us from the DA.

Wake up, Oudtshoorn.

Wake up!

A vote for the DA and a vote for the ANC is a vote to ensure Oudtshoorn’s demise.

We need a different plan.

We need an unconventional strategy.

We need effective and efficient tactics.

We need an alternative!

O, before I forget – nobody reads O!O anymore and I am no longer privvy to the information out there…

However, thanks to the 3,114 people who read O!O some 5,000 times yesterday.

And to the truly knowledgable DA and ANC functionaries who so kindly keep me informed; and, especially, to the three gentlemen who reported on last night’s session of the extended star chamber…

Nice to know I was discussed in my absence!

When I was informed on Monday afternoon that the ANC’s National Executive Committee finally removed Oudtshoorn’s mayor, Gordon April, I was merely surprised that it took the NEC such an extraordinary long time to act against a mayor whose main legacy is the embarrassment of his own expediently adopted party as an opportunistic Johnny-come-lately recruit to the liberation movement.

But I was discombobulated by the news that Pieter we-don’t-have-education-but-we-have-wisdom Luiters would replace April.

Discombobulated in my second most favourite word after serendipity and means having self-possession upset; being thrown into confusion.

Yet, I daresay, I was not as bedevilled, befuddled, bemused and bewildered as the couple of ANC’s who came to brief me.

In cricketing terms this political development represents a wrong ‘un – a ball bowled by a wrist-spinner that turns in the opposite direction from usual; a right-arm bowler’s googly or a left-arm bowler’s chinaman.

I called it as wrong as did Mark Keohane the Bulls – Kings game this Saturday last.

I was convinced that April, Luiters, Hendrik Botha, and Hendrik Ruiters were to have been removed from all positions of power.

Yet the NEC is keeping April on the Mayco, as Ruiters is retained and elevated also to Chief Whip.

I expect Botha and Jurie Harmse to be removed from the Mayco and replaced by Eric Ngalo and Nondumiso Gunguluza. At least the NEC may get this right.

My prediction that Carmichael Ngalo, one of the three best local ANC councillors, would be recalled from Eden to bolster the useless caucus, also came to nothing.

So here it is:

Pieter Luiters the Wise is the new Executive Mayor of the Greater Oudtshoorn, complete with keys to the Kuga.

His Mayco will probably consist of Vlancio Donson, April, Ruiters, Lea Stalmester, and Eric Ngalo and Gunguluza.

The Ides of March (Latin: Idus Martii or Idus Martiae) refers to March 15 on the Roman calendar, a day marked by various religious observances. The date is now notorious for the assassination of Julius Caesar in 44BCE. The Romans did not number days of a month sequentially from the first through the last day. Instead, they counted back from three fixed points of the month: the Nones (5th or 7th, depending on the length of the month); the Ides (13th or 15th), and the Kalends (1st) of the following month.

So, our Caesar is stabbed in the back. And, not to stretch the analogy too thin, at least one of the religious observances of the Ides is somewhat paralleled: the Mamuralia, which has aspects of scapegoat practices, or the ancient Greek pharmakos ritual – where an old man dressed in animal skins are beaten and driven from the city.

Door mijn vroegere vrijwilligerswerk, dat ik 20 jaar heb gedaan, heb ik talloze asielzoekers ontmoet. De verhalen zijn zonder uitzondering schrijnend. Hun leefomstandigheden idem dito. Op welke afschrikking doelt Teeven eigenlijk? Ik ken een Russische asielzoeker die al 7 jaar op straat slaapt. Alleen door een legertraining heeft die de barre winterse temperaturen overleefd.

Zou het een idee zijn om Teeven een keer een weekje op ervaringsstage te sturen in een zelfde situatie? Ik durf te wedden dat hij na een dergelijke periode dit idiote plan op zal geven. Daarnaast zal hij zeker zijn overgewicht kwijt zijn. Praten over een groep die je niet kent is makkelijk. Het wordt pas moeilijk als je aan den lijve hebt ervaren wat je plannen betekenen, en als de individuen uit de doelgroep ineens een gezicht krijgen.

Mogelijk dat het tumult in de PvdA nog wel een tijdje zal duren. Ik kan me niet voorstellen dat Hans Spekman, een man met hart voor mensen in de moeilijkste situaties, blij zal zijn met Teevens idiote plan. Hij zal als voorzitter van de PvdA het bepaald niet makkelijk hebben.

Over precies een week zal Koningin Beatrix haar ambt neerleggen om te worden opgevolgd door haar zoon, Prins Willem Alexander. De inhuldiging is overal onderwerp van discussie; moet het koningslied blijven of niet? Wat zal Máxima aan doen? Één aspect blijft echter onderbelicht: de religieuze symboliek die alom aanwezig is tijdens de ceremoniële troonswisseling. Suzanne Klein Schaarsberg gaat na hoe religie verweven is in deze staatsrechterlijke traditie. 

“Zo waarlijk helpe mij God Almachtig”. Deze woorden uit de mond van Koningin Beatrix waren de afgelopen maand veelvuldig te horen op radio en televisie. Met het uitspreken van deze bede besluit de koning of koningin de eed die hij of zij uitspreekt bij het betreden van de troon. Met deze vorstelijke inauguratie begint ons staatshoofd aan zijn of haar levenstaak. Het is een eeuwenoud gebruik van Nederlandse vorsten om de hulp van God aan te roepen bij het besturen van hun volk. Heden ten dage levert dit fenomeen een interessant vraagstuk op. Leven we in Nederland namelijk niet in een maatschappij waar kerk en staat gescheiden zijn? Het lijkt er op dat hoewel kenmerken van een scheiding tussen de wereldlijke en goddelijke macht terug zijn te vinden in de Nederlandse grondwet, een strikt onderscheid tussen beide niet altijd gemaakt wordt. De Nederlandse staatsinrichting en publieke ceremonies zijn doordrenkt met Christelijke symbolen en gebruiken. Zo besloot de Koningin de troonrede lange tijd met een bede, valt er op de rand van de Nederlandse euro te lezen ‘God zij met ons’, kan men er voor kiezen om als volksvertegenwoordiger in de Tweede Kamer een eed aan God af te leggen, en regeert Koningin Beatrix ‘bij gratie Gods’. Zal Koning Willem Alexander de Eerste er voor kiezen om net als zijn moeder dertig jaar geleden deze religieuze verwijzing te maken?[1]

De Koning is grondwettelijk verplicht om bij het betreden van zijn ambt een zogenaamde eed af te leggen.[2] Er wordt hem in feite gevraagd te verklaren dat hij het Koninklijke ambt naar eer en geweten zal uitvoeren. Ook in de laatst aangepaste versie van de eed, die stamt uit 1992, is de verwijzing naar God opgenomen.[3]  Met de woorden “zo waarlijk helpe mij God” gevolgd door “dat beloof ik” laat de vorst zien dat hij of zij de majesteitelijke taak serieus neemt. Het aanroepen van God hierbij maakt een hogere macht direct getuige van de waarheid die men zweert te verkondigen. Het niet nakomen van de belofte zal de eedaflegger duur komen te staan; het verbreken van een eed onder een hogere macht, roept onheil af, zo is de redenatie.[4] Het geeft de belofte van de Koning aan het volk om de Grondwet te onderhouden en te handhaven meer kracht en betekenis.

De woorden van de Koning worden vervolgens beantwoord door de leden van Verenigde Vergadering van de Staten Generaal – een gezamenlijke vergadering van de Eerste en Tweede Kamer.[5] Zij beloven op individuele basis dat ze de onschendbaarheid en de rechten van het koningschap zullen handhaven. Door deze interactie ontstaat er een gezegend verbond tussen de nieuwe Koning en zijn volk.[6] Er hebben tot nu toe 16 Kamerleden aangegeven bij de inhuldiging van Willem Alexander niet deze wederkerige eed te zullen afleggen. Om uitlopende redenen waarvan er geen verband houdt met religie. Een aantal SP’ers vindt het overbodig omdat ze al trouw heeft gezworen aan de Koning en aan de Grondwet bij het aantreden in de Tweede Kamer. Ze vinden het daarnaast niet passen bij hun republikeinse instelling.[7] Voor de Partij van de Dieren is de hobby van veel leden van het Koningshuis om in hun vrije tijd te jagen op wild aanleiding om de Koning niet publiekelijk te steunen.

Echter is de rol van de bede in deze eed onderwerp van discussie. Evenals de leden van de volksvertegenwoordiging die een gelijksoortige eed afleggen bij het betrekken van hun publieke ambt, heeft de Koning de keus om niet te zweren maar te beloven.[8] Dit houdt simpelweg in dat het beroemde zinnetje ‘zo waarlijk helpe mij God Almachtig’ weg wordt gelaten en ‘ik zweer’ wordt vervangen door ‘ik beloof’.[9] Voor mensen die niet religieus zijn of geloven in een niet-christelijke God is dit een welkome opt-out.[10] Overigens zorgt ook de uitspraak van de bede zelf nog wel eens voor verwarring. Bij de beëdiging tot Statenlid voor de VVD in Zeeland versprak Carla Schönknecht zich door te verwijzen naar God ‘Allemachtig’. Haar eedaflegging moest opnieuw.[11]

De verwijzingen naar de Christelijke religie binnen de Koninklijke inauguratie zijn echter meer omvattend dan de eed en de bede alleen. Ook het feit dat er op de Grondwet wordt gezworen door de nieuwe vorst is geen toevalstreffer. Om de Katholieken in Nederland geen onrecht aan te doen, heeft de eerste Nederlandse Koning, Willem I, in 1814 er voor gekozen om niet op de bijbel maar op de grondwet te zweren. Om toch een Protestants kleurtje te geven aan de ceremonie koos hij er bewust voor om de inhuldiging plaats te laten vinden in de Nieuwe Kerk te Amsterdam.[12] Tot op de dag van vandaag vindt de troonswisseling daar plaats. Tijdens de statelijke plechtigheden is de kerk echter voor korte tijd ontheven uit zijn religieuze functie: voor deze statelijke traditie wordt de kerk de publieke ruimte voor de Verenigde Vergadering. In de tijd van Willem I kreeg de inhuldiging direct na de wereldse taferelen een religieus vervolg door een preek van een dominee. Vandaag de dag vervult de kerk deze inhoudelijke rol echter niet meer bij de ceremonie.[13]

En waarom wordt Willem Alexander eigenlijk niet gekroond maar ingehuldigd? Ook aan deze woordkeus liggen religieuze overwegingen ten grondslag. Al in de 19e eeuw was men het er over eens dat een kroning te zeer een sacraal karakter had. Het zou verwijzen naar de banden die Koningshuizen vroeger veelal onderhielden met het Vaticaan en de Rooms Katholieke kerk. Want hoewel ons staatshoofd regeert bij ‘gratie Gods’ moest de Protestantse Nederlandse elite weinig weten van dergelijke paapse symboliek.[14] Ook de vorm waarin de eed wordt afgelegd zou niet geheel vrij zijn van religieuze betekenis. Zo zou het opsteken van twee voorste vingers van de rechterhand verband houden met het mysterie omtrent de dubbele natuur van Jezus Christus als zijnde tegelijkertijd God en mens.[15] Sommige geleerden echter van mening dat het oorspronkelijke gebaar drie vingers behelsde, waarbij de duim betrokken wordt bij de wijs- en middelvinger. De drie vingers zouden rechtstreeks verwijzen naar de heilige drie-eenheid: de Vader, de Zoon en de Heilige Geest.[16]

Het ligt in de lijn der verwachtingen dat Willem Alexander net als zijn moeder de eed zal gaan afleggen en daarbij God zal aanroepen als directe getuige. Hoewel de gehele inauguratie doordrenkt is van Christelijk symboliek, lijkt het vooral een eeuwenoude traditie te zijn die bij de ophanden zijnde abdicatie wordt uitgerold. Het is interessant om dergelijke ontwikkelingen te plaatsen in een politiek veranderende context. Zo is te zien dat de bede in de troonrede de laatste jaren vaker niet dan wel aanwezig is, en dat steeds meer volksvertegenwoordigers kiezen voor het afleggen van de belofte in plaats van de eed.[17] De publieke ruimte is in elk geval vandaag de dag niet ontdaan van religieuze verwijzingen, zoveel is zeker. En laten we wel wezen, onze toekomstige Koning kan bij het verwezenlijken van de zware taak die op hem wacht alle hulp gebruiken. Zo waarlijk, helpe hem God.
