En ce jour de ” rentrée ” du Parlement européen, l’ancien premier ministre polonais Jerzy Buzek a été élu à la tête du Parlement européen, l’emportant avec 555 voix contre 89 face à la Suédoise Eva-Britt Svensson. C’est la première personnalité d’un pays d’Europe de l’Est à accéder à cette fonction. Il succède à l’Allemand Hans-Gert Pöttering.

Jerzy Buzek s’est fixé trois objectifs : la résorption de la crise financière, l’indépendance énergétique de l’Europe et la lutte contre le réchauffement climatique.

La présidence du Parlement est une fonction de prestige qui consiste à gérer l’Assemblée au quotidien, mais avec une influence limitée sur son activité. Le président représente avant tout le Parlement auprès des instances internationales. Le mandat de Jerzy Buzek devrait être de deux ans et demi : les groupes conservateurs et socialistes (PPE et PSE) ont pris l’habitude de se partager la présidence à mi-mandat. C’est sans doute le socialiste allemand Martin Schultz qui lui succédera en 2012.

Agé de 69, cet ancien du syndicat Solidarnosc, membre du Parti populaire européen (PPE), est un libéral connu pour être consensuel : c’est le seul chef de gouvernement polonais à avoir tenu les quatre ans de pouvoir (entre 1997 et 2001) depuis le retour à la démocratie en Pologne.

On his part, Pöttering extended his thanks towards the Greek government and opposition for their support of the Lisbon Treaty. “I am probably the last one since 1979’s first elections. I witnessed Greece entering the European Union in 1981,” he said, adding “countries which have not yet ratified the Lisbon Treaty should look up to Greece and set it as an example.” Reciprocating, Karamanlis stressed that Greece will continue supporting the European Parliament’s initiatives and look forward to the enhancement of the institution’s role.

Das Münchner Nachrichtenmagazin “Focus” kommentiert den Wahlerfolg von Geert Wilders so, Auszüge:

SPD-Kanzlerkandidat Steinmeier (…) sagte: “Das ist doch hochbeschämend, wenn in einem toleranten Land wie den Niederlanden die Rechtspopulisten der PVV 15 Prozent bekommen und zweitstärkste Partei werden.“

(…) Nach dem Erfolg der Rechten rief der Präsident des EU-Parlaments, Hans-Gert Pöttering (CDU), zur Teilnahme an dem europaweit bis Sonntag dauernden Urnengang auf. „Man kann aus dem Beispiel der Niederländer eine Lehre ziehen: Wer nicht wählen geht, stärkt die extremen Kräfte“, sagte Pöttering der „Neuen Presse“ aus Hannover vom Samstag. Also, am Sonntag CDU wählen.

Neben die momentan aktuellen und brisanten Themen im Wahlkampf der EU-Wahl, wie die europäische Dimension der Finanzkrise, tritt nun auch wieder ein Thema, das schon seit langem die Gemüter erhitzt: Der EU-Beitritt der Türkei. Gerade von Seiten der Union wird einem solchen Beitritt gern eine klare Absage erteilt. So am Sonntag erst Bundesinnenminister Schäuble:

“Bei aller Freundschaft, bei aller Bedeutung der Türkei, die volle Mitgliedschaft würde die Chance einer politischen Union dramatisch gefährden, wenn nicht unmöglich machen. [...] Es ist ein Stück Ehrlichkeit, im Wahlkampf zu sagen, dass die EU die Grenzen des europäischen Kontinents nicht überschreiten sollte.”

Oder auch zuvor Hans-Gert Pöttering:

“Es ist meine tiefe Überzeugung, dass es die Europäische Union politisch, kulturell, finanziell und geografisch überfordern würde, wenn sie die Türkei aufnähme”

Dabei ist es eine durchaus berechtigte Frage – wie jetzt von Martin Schulz MdEP (SPD) angestoßen -, warum die Union einerseits so vehement gegen eine Mitgliedschaft der Türkei in der EU streitet, andererseits die fortschreitenden Beitrittsverhandlungen mit der Türkei nicht verhindert, z.B. durch ein Veto Frau Merkels. Es ist einmal mehr eine Frage nach der Glaubwürdigkeit. Handelt es sich nur um einen schönen Hut, mit dem man sich – vor allem für die konservativen Stammwähler – schmückt oder lässt man den Worten konsequente Taten folgen? Es ist im Übrigen auch unehrlich gegenüber der Türkei, das gesamte Beitrittsprozedere nur aus Spaß an der Freude durchlaufen zu lassen. Über den Irrsinn von “Vorbeitrittshilfen” an die Türkei, wurde auf diesem Blog schon hingewiesen. Eine klare Antwort von Frau Merkel, wie die von Geert Wilders (“auch in 100.000 Jahren nicht”), wird man aber leider nicht hören.

Passend zur Thematik, stellte WELT ONLINE gestern eine sehr interessante Studie zum Verhältnis von Türken zur EU vor. Danach seien einerseits 57% für einen Beitritt zur EU, anderereits seien 81% der Meinung, dass es oberstes Ziel der EU sei, das Christentum zu verbreiten. PI-News titelte dazu sehr richtig: “Türken wollen in die EU, aber ohne Europäer”.

Things have gone crazy in the last few weeks, and everything’s getting ready to flower.

In fact, the first clematis and the first rose have opened in the last day or two. And some of the smaller bedding flowers are adding the first colour.

As for the fruit and veg, well, we do what we can in a small garden. This year, for the first time, we’re branching out into strawberries, blackcurrants, potatoes and we even have an olive tree. Though if it produces an edible olive I’ll eat my slippers.

Commiato del Presidente Pöttering – Hans-Gert Pöttering pronuncerà un discorso di commiato cui stilerà un bilancio della sua presidenza e sottolineerà l’importanza della consultazione elettorale, anche in prospettiva di un ampliamento dei poteri del Parlamento europeo. Si tratta infatti dell’ultima sessione plenaria prima delle elezioni europee.   Congedo maternità di 20 settimane, di cui 6 retribuite al 100% – L’Aula esaminerà una direttiva volta ad aggiornare le norme a tutela delle lavoratrici gestanti, puerpere o che allattano. I deputati chiedono di prolungare fino a 20 settimane il congedo maternità (contro le 18 proposte), di cui 6 da prendere obbligatoriamente dopo il parto e remunerate con il 100% dell’ultima retribuzione. Propongono poi di rafforzare i diritti delle donne prima e dopo il parto e chiedono di introdurre il congedo paternità/co-maternità (Relazioni Estrela e Lulling).  Pacchetto Telecom in dirittura d’arrivo – Il Parlamento dovrebbe adottare il “Pacchetto Telecom”: tre testi legislativi che aggiornano la normativa su trasparenza e pubblicazione delle informazioni per gli utenti, migliore accessibilità per i disabili, servizi di emergenza e accesso al numero 112 nonché neutralità della rete. Ma anche su spettro radio, nuova autorità delle telecomunicazioni, separazione funzionale e quadro normativo per le reti di nuova generazione (relazioni Harbour, Trautman, del Castillo Vera).  Nuove norme per evitare future crisi finanziarie – Il Parlamento è chiamato a adottare un regolamento che, rendendo più rigorose le norme sulla gestione del rischio, intende migliorare la trasparenza e la supervisione sul sistema finanziario, aggiornare le disposizioni sulle grandi esposizioni finanziarie e introdurre l’obbligo per i promotori di mantenere un interesse reale negli investimenti che propongono ai clienti (Relazione Karas).  Crisi: 4 miliardi per le infrastrutture energetiche – I gasdotti che collegano l’Italia con la Grecia e l’Algeria, il cavo elettrico tra la Sicilia e Calabria, l’interconnessione con Malta e l’impianto di stoccaggio di CO2 di Porto Tolle, sono alcuni dei 43 progetti che usufruiranno dei 3,98 miliardi di euro stanziati dall’UE per le infrastrutture energetiche nell’ambito del piano di ripresa economica. L’Aula è chiamata a adottare il regolamento che definisce i criteri del cofinanziamento UE e l’elenco dei progetti sostenuti (Relazione Maldeikis).  Fondo di globalizzazione anche contro la crisi economica – L’Aula è chiamata a adottare un regolamento volto a ampliare temporaneamente il campo d’azione del Fondo europeo di adeguamento alla globalizzazione estendendolo ai licenziamenti dovuti all’impatto della crisi finanziaria ed economica. Riduce inoltre da 1.000 a 500 il numero di esuberi minimo per poter chiedere il sostegno del Fondo (Relazione Stauner).  Orario di lavoro: falliti i negoziati, restano le norme attuali – I rappresentanti del Parlamento europeo e del Consiglio non sono giunti a un accordo su un testo comune in sede di comitato di conciliazione. La direttiva sull’orario di lavoro resta quindi immutata nella sua forma attuale. Il Presidente della delegazione parlamentare al comitato farà una dichiarazione in Aula in presenza del Consiglio.  Autotrasporto: frenata sui tempi di guida degli autonomi – Una relazione all’esame dell’Aula suggerisce di respingere la proposta volta a aggiornare le norme sui temp autotrasportatori. Pomo della discordia l’inclusione degli autotrasportatori autonomi nel campo d’applicazione della direttiva. Non è escluso però che l’Aula adotti degli emendamenti alla proposta originaria (Relazione Panayotopoulos).  Verso nuove norme per le procedure di asilo – L’Aula esaminerà un pacchetto di misure volto a migliorare il funzionamento del sistema di asilo europeo e i diritti dei richiedenti asilo. I deputati propongono degli emendamenti che intendono rafforzare la solidarietà tra gli Stati membri nella gestione delle domande. Non essendoci un accordo con il Consiglio, l’esame delle proposte proseguirà nel corso della prossima legislatura (Relazioni Masip Hidalgo, Hannis-Passchert, Popa, Lambert, Dührkop-Dührkop).  Trasporto aereo: slot confermati per l’estate 2010 – Le compagnie aeree potranno conservare le proprie bande orarie (slot) durante l’estate 2010, anche se ne hanno utilizzato meno dell’80% nel 2009. E’ quanto prevede un regolamento all’esame dell’Aula volto ad aiutarle a far fronte alla crisi economica che ha colpito anche l’aviazione civile. La diminuzione del traffico passeggeri e merci ha infatti indotto alcune linee aeree a ridurre le loro capacità (Relazione Costa).  Stop alla vendita di prodotti derivati dalle foche, con poche eccezioni – L’Aula è chiamata a adottare un regolamento volto a non autorizzare la vendita di prodotti derivati da foche nell’UE, a meno che gli animali utilizzati siano il frutto della caccia tradizionale degli esquimesi o svolta ai fini di una gestione sostenibile delle risorse marine, oppure se si tratta di souvenir di viaggio. Lo scopo è di sanare la frammentazione del mercato UE causata dalle diverse leggi nazionali e rispondere alle preoccupazioni dei cittadini riguardo al benessere degli animali (Relazione Wallis).  Limitare i test sugli animali senza ostacolare la ricerca – Il Parlamento si pronuncerà su una proposta di direttiva volta a rafforzare l’armonizzazione delle legislazioni nazionali in materia di sperimentazioni sugli animali. L’obiettivo è di ridurre questo tipo di test e di promuovere metodi alternativi. Numerosi emendamenti tendono a trovare un equilibrio tra l’esigenza di garantire il benessere degli animali senza però penalizzare la ricerca (Relazione Parish).  Le implicazioni del Trattato di Lisbona – L’Aula approverà diverse relazioni sul ruolo e le nuove responsabilità del Parlamento con l’entrata in vigore del trattato di Lisbona, nonché sul suo impatto per l’equilibrio istituzionale dell’UE. I deputati proporranno anche delle soluzioni per dare attuazione pratica allo strumento dell’iniziativa popolare (Relazioni Leinen, Dehaene, Kaufman).  Immunità di Patriciello e Bossi – Il Parlamento esaminerà due relazioni relative alla difesa dell’immunità di Aldo Patriciello e Umberto Bossi (Relazioni Sakalas e Lehne).

After enjoying James and Septicisle’s music reviews, I thought I’d indulge myself (and entertain you…obviously…).

Music was up-and-down in the last year, with equal opportunities for bile spittings and enthusiastic gushings. Most rock/indie was insufferably meh, with a lot of very heartfelt gas from Kings Of Leon, another zombie-like stagger from Oasis and The Wombats, who are sweet n’ all but would take second-billing to the facking Wombles. Meanwhile the big hits have included Katy Perry, who proved that faux-lesbianism isn’t only about as original as sliced bread, it’s considerably less exciting, and Duffy, who could lower the pulse of corpses.

Still, the ups were quite exquisitely up. MGMT made some very nicely flavoured pop, Crystal Castles set video-games to music, wonderfully, and My Bloody Valentine made a welcome comeback.

2009 looks rather rich in promise…

Prinzhorn Dance School set off a few of 2007’s more minor ripples, and should release a new album sometime in the next year.

A lot bands seem to feel a desperate need to appease the listener, and throw together all sorts of plasticky melodies, riffs or clatterings. PDS (see, I’m in with the whole abbreviation thing) strip everything down to clipped, spare rhythms, which lends their music a nice, eerie edge…

With the glorious Enter Shikari still working on a worryingly “mature” second album, and Funeral For A Friend having successfully excised all fun from their output, British music needs a few more bright young things. Most promising is My Favourite Pornstar (now perplexingly renamed Set In Motion). They’ve got more energy than a squash player on speed and show mercifully few signs of ever taking themselves too seriously…

One of the best tips for big good female solo artist is La Roux. Her synths are a leeeettle bit too Van Halen, but there’s a denseness to her music that transcends corporate surface-cleanser, and she can do languorousness without sounding like she just needs a sleep.

Fuck Buttons are a post-rock duo, whose debut, Street Horrrsing, granted them deserved recognition last year. They take the melody/dissonance formula to a vivid extreme, with blissful keyboard doodlings set against white noise and screaming. Does the name echo this? The glorious consonants of the “fuck”, with the childhood implications of…buttons? Hmm….who gives a [censored for unsightly repetition], it’s thrilling music and rather beautiful…

One of the best albums of the year will be released, I think, by Emmy The Great (birth-certificately known as Emma-Lee Moss), who’s written some of the most deceptively brilliant songs of the past few years. Her delicately pretty vocals and arrangements complement evocative lyrics, which can nasty and sad well as merely melancholy, and touching as well as just upbeat…

I’m very miserable at the moment and fail to see why anyone else might be feeling differently. As a contribution towards the clearance of this gloom, here’s one of the greatest comedy sets ever performed…

Eine niemals dagewesene Provokation auf der Prager Burg. Cohn-Bendit verwendete eine unglaublich freche Ausdrucksweise gegenüber dem Staatspräsidenten Václav Klaus. Und Pöttering, CDU, Präsident des EU-Parlaments, das überhaupt kein Parlament ist, weil ihm alles Entscheidende fehlt was ein Parlament ausmacht, unterstützte ihn, indem er nicht die freche Form rügt, die Cohn-Bendit verwendet.

Warum lässt die EU 26 Völker nicht abstimmen?

Warum nimmt die EU die irische Volksabstimmung nicht ernst?

Warum steht im Reformvertrag eine Ermächtigungsklausel, die das Prinzip der Gewaltenteilung zernichtet? Die dem Europarat eine enorme Macht gibt?

Warum erklärte der Innenminister von Italien und frühere Premierminister von Italien, Giuliano Amato, am 12. 07. 2007 in London öffentlich über den Reformvertrag (Vertrag von Lissabon, EU-Verfassung):

“They [EU leaders] decided that the document should be unreadable.”

Ja hi tornem a ser. El president del Parlament Europeu Hans-Gert Pottering ens ha tancat una altra porta, la defensa del català heu de fer-la a Espanya, ha dit i, com si fóssem una pilota de tennis, ens ha enviat una altra vegada a Madrid.

Però natros estem cansats d’anar a Madrid, ja ens han enganyat massa vegades, ja ens han venut massa motos, ja portem massa anys esperant el moment adequat, esperant un canvi que ni arriba ni arribarà. Estem en un carreró sense sortida, què farem??

Doncs farem el que es fa quan et trobes en un cul de sac: girarem 180º i tornarem a la sortida. No hi ha altra opció, no ens podem pegar més cops contra la mateixa paret. Tornarem al carrer principal, aquell que fa 300 anys que ens van obligar a deixar, aquell per on van els pobles lliures i que en els últims 20 anys ha vist com hi entraven més de 30 nous estats: Armènia, Azerbaitjan, Bielorússia, Estònia, Geòrgia, Kazakhstan, Kirguizistan, Letònia, Lituània, Moldàvia, Rússia, Tadjikistan, Turkmenistan, Ucraïna, Uzbekistan, Bòsnia i Hercegovina, Croàcia, Macedònia, Sèrbia, Montenegro, Eslovènia, Namíbia,Iemen, Illes Marshall, Micronèsia, R. Txeca, R. Eslovaca, Eritrea, Palau, Timor Oriental i Kosovo.

Ells ho han aconseguit, natros també ho farem. No tenim altra opció, no ens n’han deixat cap quan en siguem conscients i caminarem en la direcció que toca ja no ens podran parar. Gràcies senyor Pötering, ens ha estalviat esforços.

I una última cosa, sobre les seues paraules de que la nostra independència debilitaria la Unió, suposo que no ho deia seriosament. Si el que vol és unitat i fortalesa té molta feina a fer abans que posar-se amb una hipotètica fragmentació dels estats membres. Des de la meua modesta opinió, precisament la culpa de la debilitat de la Unió és la incapacitat de treure poder als grans estats (França, Espanya, Alemanya, Itàlia, …) i donar-lo a les institucions comunitàries. Mentre els grans puguen limitar la capacitat de decisió de les majories la Unió Política no avançarà.

Per tant, el camí és treure poder als estats i donar-lo a les persones. Posis a treballar en aquesta direcció i natros ja treballarem en la nostra i quan ens tornéssem a trobar ja en parlarem.
