Everyone is abuzz about Philadelphia proposing new laws aimed at cyclists. They want to increase the fines to astronomical amounts for riding on the sidewalk, riding with earbuds, and riding a bike with no brakes. They also want to charge $20 to register your bike! To avoid a fine, I would have to spend almost $200 in registration fees for bikes that I own. That is just insane, and more than it costs to register and inspect a car in Pennsylvania! These laws are kneejerk reactions by law makers because two people were hit and killed by cyclists, but there is never anything done when a cyclist is killed, or run off the road by SEPTA, the PPA, delivery trucks. How about the unsafe positions cyclists are put in by jaywalkers? What about the morons that stand in the bike lane to look down the road for buses and cabs? Where is their fine or sanctions? If riding on the sidewalk has a $300 fine, then blocking a bike lane should be equal. The city would make a fortune fining everyone who uses the bike and transit only lanes on Chestnut every day. Unless the city enforces the traffic laws in regards to cyclists, their silly laws will get no respect.

There are issues with idiot fixie riders who have no idea how to control their bike. They ride a fixie because they are more “efficent” and they do not want to mess with the asthetic of the bike by putting a brake on the bike. Their are plenty of riders who can ride brakeless for years and not have any issues, but with the increase in this fad, there are more that have no idea what they are doing and end up bumping into cars, people, and often the street in order to stop. As comical as it is to watch, it is dangerous and needs to be controlled by other forces than natural selection, because frankly, that is taking too long.

I agree with the fine for riding on the sidewalk. This will mostly affect delivery riders for food places. They are riding unsafe bikes with heavy loads on the sidewalks to avoid being run over by a speeding club goer while delivering the shrimp fried rice or pizza that you ordered. They are an issue in certain parts of center city, but giving a delivery person a $300 fine is a waste of time, and is not going to get paid anyway since most are undocumented workers and barely make $300 a week. I dont think anyone has been injured by Raul delivering a calzone to Rittenhouse at 9pm. If these fines are going to be handed out to couriers who ride on the side walks, I am all for it, Get in the street rookie!

I do remember the day when Callahan got two sidewalk tickets in the same day….on the same block! That was just funny as hell.

Other cities have laws like these. They are mostly used by cops to bust couriers for a small bag of weed or pick them up for something they may have done before. Cops would come to Dupont Circle in DC where the couriers hang out and look for bikes that were not registered, missing brakes, or ones that did not have a bell and then pick on the guy and try to either give him a ticket, or just run their name to see if anything came up. It is totally shitty police work when they do stuff like that. The same thing would happen in San Fran. Total waste of police time, and a good way to erode any positive presence that the cops had.

Jaywalkers and folks waiting for the bus are more of a danger to cyclists, than the cyclists are to them. In any two bock stretch in the city, there are hundreds of people jaywalking in the middle of the block, opposite lights, talking in the crosswalk, you name it. The guy who was killed by a cyclist was wearing headphones, and walking outside of the crosswalk when he was struck. I am sorry that he died, but he took a risk and lost!

When I was a courier and still when I ride, I like to pull my best Steve Carelton, and brush back the folks standing waiting for the bus. If they are standing in the street, I will ride right at them until they back up, or brush right by them while they are taking up a whole lane just looking up the block for the bus. I do not understand the behavior of folks waiting for the bus, but hopefully when a big ass dude flying within inches of your face comes by, they understand the brush back.

When the PPA, delivery trucks, taxis, SEPTA, or whomever brakes the laws in regards to cyclists, I often give them a quick reminder about the law. The fine I often levy is a bit of well placed saliva while riding by a delivery truck, or a good knock on the hood of a cabbie. My favorite is to push the rearview mirrors back or knock them off of a particulary pesky driver.

My favorite street justice experience was when someone was trying to run me off the road coming down from the Chestnut St. bridge (which if you are not a Philly person, is a decent hill that turns into a potholed mess near the bottom where cars and busses are turning every which way) once we got into traffic, I stopped next to his open window and dumped my full water bottle onto his lap!  Nothing will “learn you” like having the pants scared off of you (0r having them soaked). Is this safe or effective? That is doubtful, but it makes me feel better.

Let the cops deal with real crime, or enforce the laws on the 2000 lb vehecial instead of the 200 lb cyclist. It is simply a waste of time, effort, and positive citizenship.

Para começar, vamos esclarecer aqueles que não tem muita intimidade com o termo Docky, ai vai uma definição:

Muito comum aos usuários de MacOS (ao lado), este recurso vem conquistando cada vez mais adeptos em outros sistemas como Windows e Linux.

E agora a boa notícia, também torna-se oficialmente suportado e desenvolvido por uma distribuição Linux, o Ubuntu.

Para os que já estão mais ativos com o Ubuntu, sabem que há várias opções disponíveis para implementar um Docky no sistema, como o Avant Window Navigator (AWN), Gnome-do, KxDocker, Kiba dock, Cairo dock (meu predileto), e muitos outros mais.

E como instar e configurar o novíssimo Docky para Ubuntu?

Por ainda estar em desenvolvimento, seu download requer a inclusão dos repositórios PPA na lista de repositórios de seu Ubuntu.
Existem duas maneiras de se fazer isto, via terminal (sem medo ok, é moleza!) ou via ambiente gráfico (dá mais trabalho!):

2 – Instalando o Docky (copie e cole o comando no terminal e dê Enter):

Menos para quem preferiu o processo gráfico, vá em:

Sistema > Administração > Synaptic > procure por “Docky”, marque o programa e instale.

3 – Iniciando o Docky

Agora vamos iniciar o Docky, basta ir em Aplicativos > Acessórios > Docky

Ele deve aparecer na parte de baixo de seu Ubuntu,

4 – Configurando o comportamento do Ubuntu com o Docky

Percebe-se que ele fica meio confuso pelo fato de surgir misturado com o painel de janelas, então vai aqui a primeira dica para ter os 2 ativos ao mesmo tempo:

- clique com o botão direito do mouse sobre o painel de janelas > propriedades > ocultar automaticamente
Ou ainda melhor
- clique com o botão direito do mouse sobre o painel de janelas > propriedades > mostrar botões de ocultação / mostrar setas nos botões de ocultação

Agora basta clicar nas setinhas à direita ou esquerda do painel, dessa forma, você possui o controle do que deve ou não aparecer no seu Ubuntu, e recorrer a ambos na hora que desejar.

À partir de agora, temos o Docky aparecendo já com alguns itens inclusos, mas não vamos ainda incluir nada, nossa missão é torná-lo inteligente.

5 – Personalizado o comportamento do Docky

Vamos deixar ele ocultando quando tiver programas abertos, para isto, clique no primeiro ícone do Docky, a âncora.

Na caixa de diálogo, marque a opção Autohide: Defenestraphobia (feio mesmo, mas é perfeito), se quiser mais um enfeite, marque Fade Out ao lado.

Neste ponto, você pode também adicionar seus plugins prediletos e testar alguns temas, experimente!

6 – Adicionando Programas

Tá aí, eu batí cabeça por alguns minutos com isso, até descobrir que adicionar um novo lançador ao Docky era a coisa mais simples do mundo, basta navegar até o item que deseja pelo menu aplicativos, clicar e arrastar o ícone até o Docky, só isso!

A movimentação dos ícones dentro do Docky é muito simples, basta arrastar normalmente.

7 – Considerações finais

Como já utilizei vários outros Docks (veja no final deste artigo alguns), pude fazer um breve comparativo:

Positivo

1. ele é muito mais veloz que todos os outros
2. a instalação apesar de ser feita no terminal, é muito simples, dá pra qualquer um fazer
3. os temas são bonitos e combinam muito com o Ubuntu
4. o painel de personalização é simples e direto, assim como o Ubuntu
5. seu funcionamento é perfeito durante todo tempo,
6. boa divisão de ícones de programas e janelas abertas
7. efeitos de aparecer e ocultar, e abrir programas, bonitinhos e funcionais
8. baixo consumo de memória, cerca de 24mb, uma mixaria
9. é 100% compatível com compiz, mostrando inclusive as previews de janelas abertas
10. tem um eficiente right-click do mouse, com as opções tradicionais de gerenciamento de janelas
11. 0 right-click sobre o ícone do plugin do Gmail, mostra todos os emails ainda não lidos, é lindo
12. vários dockys podem ser criados ao redor do sistema, deixando ele muito prático para os mais nerds e afoitos

Negativo

1. tá fraco de plug-ins ainda se comparado aos concorrentes
2. não tem um diretório para baixar novos plug-ins ou temas
3. o right-click sobre o firefox aberto não mostra todas as tabs abertas, poderia!
4. falta, e como falta o plugin alternador de desktops

Levando agora todos os fatos em consideração, seria sim meu Docky predileto, pela facilidade de instalação, velocidade de uso e resposta, e total abstinência de bugs.

Porém, não que eu seja um purista, mas gosto muito mesmo da facilidade de uso dos dois painéis do gnome (superior e inferior), não muito Q.I.  para entender, basta usar, tá na cara, já o Docky e outros similares, dependem de um período de adaptação, nada cruel diante de tantas funcionalidades, mas as vezes queremos algo simples mesmo, gosto não se discute.

If you have volunteered for (or been assigned) the task of arranging for the installation of a solar alternative/renewable energy system for a California community association, you are a trailblazer.  That is because, with the exception of new construction and MASH (Multifamily Affordable Solar Housing) Program projects, I am not aware of any community association solar power installations having been completed in California to date.  If I have anything to do with it, however, there will soon be several under development. 

The first step a community association must take in order to obtain its own solar energy system is, of course, to determine how the purchase, installation, maintenance and monitoring of the system will be funded.  As discussed below, multi-unit residential communities which are community associations face particular issues when it comes to funding such a project.  I strongly believe, however, that we have reached a “tipping point” here in California at which these issues can be overcome. 

 The good news is that solar energy systems for multi-unit residential projects here in the United States have, indeed, been successfully funded.  For example, a 1,200 unit apartment co-op recently installed solar panels atop an older 20-story building in Manhattan, to become the largest multi-family residential solar array in New York City.  You can read about the project here.  With respect to funding the project, however, the story notes that the community, Kips Bay Towers, received financial incentives both in the form of a 50% rebate from the State of New York, and via tax credits, neither of which are available for non-profit community associations here in California. 

 Here in Southern California, our state’s first solar-powered apartment community was completed in 2007.  Solara is comprised of 56 fully solar-powered apartments.  As with Kips Bay Towers, however, funding for the project came from a variety of sources which are generally not available to community associations (again, unless they qualify as affordable housing).         

In contrast, Canada encourages all condos and co-ops (not just those qualifying as affordable housing) to install renewable energy projects via government incentives which include grants in addition to tax credits and rebates.  Federal and local government assistance to subsidize the cost of feasibility studies is also provided.  And, in general, Canadian government incentives in the form of rebates for installation costs to encourage alternative/renewable energy projects for industrial, commercial and institutional buildings (schools and hospitals) are made equally available to MURBs (multi-unit residential buildings).  Not so in the United States, unfortunately.  Here, neither the incentives offered to single family residential consumers nor those offered to commercial building owners are of any assistance to community associations, since they are all tax credit based.  In fact, the American Recovery and Reinvestment Act of 2009, which gives the Treasury Department the power to make grant payments in lieu of tax credits to persons and entities putting “specified energy properties” in place, specifically excludes tax exempt organizations from its purview (in fact, the involvement of a tax exempt entity as a partner eliminates eligibility for the payment).   

In addition, community associations in California face funding barriers in their own governing documents and by statue (the provisions of the Davis-Stirling Act).  A capital expenditure of the magnitude required for a community association to fund the installation of a solar system of sufficient size to be financially viable would require a special assessment, a loan, or both, and membership approval of both the installation of the solar system and the special assessment or loan.

There are funding alternatives to address all of the issues described above.  They are either a Power Purchase Agreement (PPA) or a lease.  With a PPA, a separate entity finances the installation of the solar system, maintains and operates it, and sells the electricity it generates to the property owner (in this case, the community association) at negotiated rates.  A lease is similar, but more suited to a smaller project, in which the association would lease the system from the third party system owner (the financing entity).  Under either funding model, membership approval would be required, because either would require a long term contract (15-25 years).  There would be relatively minimal up-front costs (a feasibility study and legal costs to negotiate the contract), and the long-term nature of the contract would provide a substantial benefit to the association and its members, stabilizing an operating cost which would otherwise be unpredictable, and fixing electricity costs by agreement as a hedge against rising utility tariff rates.  The incentive for the third party purchaser/owner of the system is the ability to take advantage of the tax incentives, including credits and accelerated depreciation allowances, which the association cannot make use of, and the certainty that, unlike the owner of a commercial building, barring a cataclysmic event the community association is guaranteed to continue to exist for the duration of the contract.  

Some single family residential solar installers are offering PPAs and leases to their customers.  That is not what I am talking about here, though.  (And that brings me to another, related, topic.  If you have been trying to find a residential solar installer for a common area energy system for your community association, stop.  A community association’s system is going to need the size, scope and sophistication of a commercial solar installer.  It is more likely that a solar installer with commercial project experience will be willing and able to participate in a PPA, as well.)  I am talking about a contract like the PPAs used to fund the installation and operation of solar power systems for large commercial and institutional (hospitals, schools) complexes.     

So, are there third party investors who are interested in funding solar power installations for community associations?  Until fairly recently I was not sure, so focused my attention on smaller commercial PPAs and took a wait and see attitude.  Every so often over the past year and a half or so I would revisit the issue to see if I could generate interest in funding for community associations, and there were some nibbles here and there.  Then, about a month ago, Governor Schwarzenegger signed AB 920, which requires utilities to roll over net metering credits or pay for excess power consumption, into law effective January 1, 2011, and the interest level increased a bit.  I have also heard through the grapevine that a national bank expects to announce its own funding program for community associations next Spring (I am told to expect the “launch date” to be in March 2010).  Based on all of this, I believe that now is the time for community associations interested in solar power for common area consumption to pursue it.

Well, I finally made it to a Ubuntu Developer Summit. It’s been great to put some faces on the names I interact with on mailing-lists and read in changelogs.

I don’t really have much to pontificate on so this will be quick, but there are a couple things to share.

But, first today Sam and I went to Philly to visit Ikea and get shelves for our movie/Eagles room. We got 3 book cases for books and DVD’s. I can’t wait to put them together and organize the DVD’s in ABC order (I’m and little OCD about that). While at Ikea Sam reminded me that when we were watching Parking Wars in the background you could see Ikea. So I was on a mission to find it. As we drove in we looked all around and then got busy looking for a space to park, so no luck. As we were walking in I looked over to check for cars and BAM there it was! It was beautiful! If you have never seen Parking Wars it is a TV show about parking officers in Philly who write tickets, boot cars, and have them toed. This is what I do in the summer and I wish I could boot too. This show is AMAZING!

When we ate lunch Sam made sure I had a beautiful view of the PPA

No Lines, but lots of cars in the impound lot. I was in my glory!

Ikea was definitely worth the trip and just what I needed it got us out of the house, spent quality time with each other alone, and saw the PPA building. If you don’t know this is where all the pissed off people come to get there cars after they have been towed.

Today I did a video on the differences between Mod Podge, Elmer’s Glue and PPA (perfect paper adhesive). I’m going to also summarize what I said in the video as some people don’t like to (or can not) watch videos.

First, the biggest difference. Price, and what you can buy for $9.00- 8oz of matte PPA or 16oz of matte Mod Podge. For $9.00 you could purchase 36oz of Elmer’s glue. Why such a big difference in price?

There are TWELVE different kinds of Mod Podge, did you know that? They all work together to do what ONE bottle of PPA does. If you purchased one bottle of satin, matte and gloss Mod Podge, and “Hard Coat” (which is recommended by Plaid as a finishing coat) you would spend: $35.96 +tax. Which is MORE than one 32oz of PPA. Of course you’ll get 64oz of Mod Podge, but look at the work involved with applying Mod Podge, allowing 24-48 hours to cure, and then having to apply “Hard Coat”- Plaid suggests waiting 2-3 weeks for that to cure completely. Just seems like a hassle.

On the bottle:
PPA reads “A permanent and archival acrylic adhesive.”
Mod Podge reads “Waterbase sealer, glue and finish.”

Notable differences:
PPA is water resistent. Out of 12 bottles of MP only “Outdoor Mod Podge” is water resistent.
PPA is much smoother than Mod Podge.  (You’ll notice that in the video, hopefully!)

With many long winter nights ahead of us, there is a real danger that children substitute running around outside for the computer console or television. The Play Providers association (to which Serendipity Sam’s are approved members) is keen to raise awareness of this potential health risk and is urging parents to utilise some of the UK’s superb indoor play centres to ensure that children maintain the Government’s recommended 60 minutes of physical activity a day.

“With the nights now closing in, there is less opportunity for children to play outdoors and the danger is that instead of running around they spend their time sat in front of a computer or television”, says Janice Dunphy, Chair of the PPA. “The resulting in-balance of energy in versus energy out can then lead to an increase in weight and all the negative side effects this can have on a child’s health.”

Weight gain is not the only side effect of a reduction in activity due to long winter nights. The Mental Health Foundation recognises that a lack of exercise can darken mood, increase anxiety and reduce concentration – all recognised symptoms of Seasonal Affective Disorder (2) (SAD).

Maintaining activity levels will also help overcome the problems associated with a disturbed sleeping pattern, brought on by the clocks going back. According to The Chartered Institute of Physiotherapy, a lack of sleep can affect the immune system, growth and bone development, cognitive abilities and performance at school. (3)

Dunphy adds: “Many parents do not feel it is safe for children to play outside in the dark, but there are alternatives. The PPA has a network of more than one hundred superb indoor play centres across the UK where children can expend energy in a safe, supervised environment.

All PPA approved centres offer a good range of play equipment that challenges young minds as well as developing movement skills. The beauty of exercise in play centres compared with more structured activities is that it is exercise in disguise. Children are involved in fun, active play but at the same time they burn calories and get their government recommended 60 minutes per day without even realising it.”

La settimana scorsa sono iniziati gli incontri con i ragazzi del polo liceale di Imola.

Sono momenti importanti per far conoscere la realtà di Bukavu e appassionare gli studenti che durante il corso dell’anno sono coinvolti direttamente nelle attività per finanziare il progetto PPA (progetto di adozioni scolastiche a distanza).

sono al liceo classico e approfitto della connessione internet e della pausa tra un una classe e l’altra per raccontarvi l’incontro appena finito.

gli racconto di bukavu, in particolare delle persone che abbiamo incontrato,

gli chiedo se hanno partecipato ai calendari e gli racconto di quando sono stata la prima volta a bukavu, nel 2005

di quanto è stato importante il calendario per spiegare alle scuole che il progetto è portato avanti grazie a ragazzi di Imola che si danno da fare, dedicano il loro tempo ad un progetto in cui credono, ci mettono il cuore.

Grazie ai calendari noi stessi, viaggiatori occidentali, ci siamo trasformati in persone agli occhi di quegli insegnanti.

One of the things that I’ve always loved about bzr is that it is a powerful yet intuitive solution for version control. Now Bazaar Explorer, a wonderful cross-platform Qt-based GUI front-end to the Bazaar VCS, is making it even easier. Whether you’re just getting started with DVCS or you just prefer a graphical environment, you should really check it out. (You can take a tour here.)

There’s been a Windows installer for Bazaar Explorer for awhile, and of course the source code is over there on Launchpad. Even though Bazaar’s plugin system makes it simple to install it on Linux from source, it just doesn’t feel like it’s keeping with the theme of making things easy. So I went and packaged it for Ubuntu!

You can now grab it from the Bazaar Explorer PPA. It should be entering Debian Unstable and Ubuntu Lucid in the near future, but we want to give you PPA users the chance to kick the tires first. Just add ppa:bzr-explorer-dev/ppa to your system’s Software Sources.

There are packages for Karmic, Jaunty, Intrepid, and Hardy in the PPA, but please note that as bzr-explorer depends on bzr (>= 1.14) and qbzr (>= 0.11), users of Ubuntu releases before Karmic will also need to add the PPA for Bazaar Developers.  Also be aware that Hardy users might have some issues as parts of Explorer (e.g. the Preferences dialog) depend on Qt/PyQt 4.4.  (See: Bug #429549). That said, every thing should be working smoothly in Karmic.

Ciao a tutti, come ogni anno questo è il periodo del calendario delle scuole superiori di Imola. Il calendario viene realizzato interamente dagli studenti, dalla scelta del tema, dalla scenografia, dai costumi, dalla stampa…insomma un lavoro impegnativo al quale bisogna dedicare molto tempo. Prima di tutto è un’ottima occasione per gli studenti stessi per conoscersi meglio, per mettersi alla prova e per divertirsi e secondo, non meno importante, il  ricavato dalla vendita del calendario (e parlo di cifre alte!!!) è completamente devoluto al  progetto PPA.

Colgo dunque l’occasione per invitare tutti quanti alla PRESENTAZIONE del calendario sabato 5 dicembre sotto il centro cittadino a Imola dalle  16.30-19. Consiglio a tutti di essere presenti perchè è proprio in questa occasione che si vede tutto l’impegno e la gioia degli studenti  per creare il calendario; non dico questo tanto per dire o per convincere qualcuno ma per esperienza vissuta sulla mia pelle.

Decommission the San Roque Dam and Rescind the Power Purchase
Agreement Now!

The flooding of Pangasinan at the height of Typhoon Pepeng was foreseen as an impact of the San Roque Dam. This was among the reasons why people protested against this Medium Term Philippine Development Plan (MTPDP) flagship project launched by then President Fidel V. Ramos and completed during the term of President Gloria Macapagal-Arroyo. Agno River communities and the Cordillera Peoples’ Alliance sounded this warning prior to dam construction, and reiterated it several times before dam completion, but it was not heeded.

Now that the flooding has happened, an independent probe of the management of the dam, as well as its purpose, capacity and operations, is urgent not just to ensure the accountability of those who are responsible for the devastation and loss of lives, homes and livelihoods, but also to enact measures that can prevent the reoccurrence of catastrophic flooding.

While we do not discount the fact that climate change and the volume of rain poured during Typhoon Pepeng have contributed to the calamity, we still hold accountable the persons who insisted on the construction and operation of the San Roque Dam.

Reduced Capacity for Water Storage?

PAG-ASA’s website stated that the San Roque Dam water level increased from 281 to 284 meters above sea level (masl) on October 4 and 5. It was at 289.1masl – 0.9 meters away from its 290 masl critical level from October 6 to 9.

Two hundred meters high and spanning 1.13 kilometers, San Roque Dam has a storage capacity of 850 million cubic meters. Ideally, it should be able to hold the volume of rain water poured during Typhoon Pepeng if not for the heavy siltation along the Agno River which is estimated at an uncontrollable 6.35 million cubic meters per year. Further siltation of the river due to persisting mining activities in Itogon and Tuba, Benguet has yet to be taken into account. If the reservoir water storage has been reduced due to silt deposition, as stated in the study of sedimentation along the Agno River and as experienced with the Ambuclao and Binga Dams, then this is one of the main reasons the dam gates were opened last October 9, releasing about 5,000 cubic meters of water per second at the height of the storm.

The heavy siltation would mean that a high water level would always be needed by the San Roque Dam for its turbines to produce energy. The decreased capacity for water storage would also mean that torrential rains would result in flooding at the scale experienced during Typhoon Pepeng or even worse. The probable maximum flood rate is placed at 12,800 cubic meters per second. This will inundate at least 1, 250 square kilometers of Pangasinan and Central Luzon, and will affect more than
a million people.

More Concerns

Trauma and anxiety caused by the devastating flood could not be easily addressed or calmed due to the fact that the San Roque Dam stands within the Philippine fault zone. It is close to where the San Manuel and San Jose faults converge before meeting with the Digdig Fault, which is only 26 kilometers away from the damsite. A major earthquake could very well result in a breach of the dam structure and flood the entire Agno drainage area, which includes more than half of Pangasinan, a portion of Tarlac, and a portion of Nueva Ecija.

Studies also show that earthquakes can be triggered by the volume of water and other materials held by the dam. Reservoir-Induced Seismicity (RIS) is a probability with large dams such as San Roque, which is the largest earthcore, rockfill dam in Asia. The weight of the reservoir’s content may put enough pressure on the ground and near the reservoir to cause a fault movement.

The Ramos administration considered the San Roque Multipurpose Dam a flagship project of the Medium Term Philippine Development Plan (MTPDP) in 1996 to address the energy crisis in the 1990s. Since his administration to that of President Arroyo, the government has claimed that it the dam would generate cheap energy, improve water quality, provide irrigation to the agricultural fields in
Pangasinan and serve as flood control.

None of these has been achieved by the dam.

The energy production of the dam is at 85 megawatts – far from its potential 345 megawatts. We, the citizens, pay the fixed amount of PHP 806,852,000.16 permonth for its capacity fee and operating fee, aside from the energy fee that it charges. We pay this amount even during times when the dam does not produce electricity. These are the conditions in the Power Purchase Agreement (PPA) signed by the government on our behalf, without our consent, drowning us further
indebt.

Who Should Be Held Accountable?

It is not enough that Alexander Palada of the National Power Corporation was relieved in response to the calls against the San Roque Dam’s operations after the typhoon. Equally responsible is the San Roque Power Corporation (SRPC). The project was funded through Official Development Aid by the Japan Bank for International Cooperation (JBIC). All of these companies and institutions, and Philippine government officials, such as former President Ramos and current President Gloria Macapagal-Arroyo, are responsible for the dam and should be held accountable for the devastation it caused. It is not mere mismanagement which caused the flooding but the very existence and operations of the San Roque Dam itself.

We Reiterate Our Call: Decommission the Dam and Rescind the PPA Now!

From its start in 1996 to its completion in 2002, we protested the damming of the Agno River for the third time. We cited its environmental impact and its social and economic costs. Residents along the Agno River, some of whom were displaced by the Ambuclao and Binga dams, were persistent in opposing the dam because of their experience. The flooding during Typhoon Pepeng should be a wake-up call for the government to decommission the San Roque Dam which is now also the position of the mayors of Pangasinan. The government should also rescind the disadvantageous PPA.

The Arroyo government, if it is sincere in protecting the people’s lives, properties, livelihood and environment should not wait for another storm or another wave of devastation before it acts. It should
heed what we have stated in our years of protests , the Agno River should be allowed to flow free.#
