Once again I know it has been far too long since I have written and I am going to try to start writing a couple of times a week from now on……..BUT……I just have been Crazy Busy…….

It seemed that Freelancing was going to be an up hill battle this past year due to the slow down in the economy and the Audio Production Industry as a whole…….but I for one have not really had any slow down at all……..Here is what I have been up to lately:

11/20 to 11/22

Monitors at The Orleans Showroom in Las Vegas for THE FOUR TOPS and their 10 piece band. 10 Floor Mixes and Stereo Sidefills………This has been several weeks in a row doing monitors in The Orleans Showroom…….It’s an older House rig, but I have decided it sounds great……There is a 48 Channel Yamaha PM4000M with Klark EQ’s and Klark and ETA Speaker Management systems pushing QSC Amps and Older EAW Wedges and Sidefills. The rig is smooth sounding and the system is very responsive.

Dragged 3 bands worth of Backline Musical instruments to the Hard Rock Hotel & Casino to The Joint Showroom and a side room here is Vegas for some Corporate event for PRG (Production Resource Group)………delivered the gear and set it up and then stood around for 11 hours getting paid and watched the Kansas Jayhawks Basketball Game in the Casino Sports Book Until it was time to Load it out……….

Four Nights Doing Monitors at The Orleans Showroom with NEIL SEDAKA……..Lots of Oldies Hits……..I am running monitor for the band Behind Neil……but for some reason Neil’s FOH Guy is running Neil’s monitor Mixes around him and his Piano from FOH……….strangely enough, his 2 monitors are hanging feedback at 125 Hz, and making Neil crazy……..Of course my 12 monitor mixes are not feeding back….Nothing I can do but call him on the Clear Com…..Check out the picture of Neil’s Piano Below…….

Two days of Local Talent Show rehearsal’s and then the show at the Orleans Showroom here in Vegas. Lots of RF Vocals, Tons of Playback (over and over and over) and a lots of Choreography (Fosse, Fosse, Fosse), with singing and magic acts……

GREAT GIG ALERT !! Four GREAT nights with THE SMOTHERS BROTHERS doing their Monitors at The Orleans Showroom. 3 Monitor Mixes and Stereo Sidefills. Upright Bass on a Fishman Pick-up/DI and an amazing sounding Martin Acoustic Guitar thru a DI……….add two SM 58 vocal mics and two funny guys with funny stories and silly songs, and that equals a GREAT GIG !!……It was Big Fun with plenty of laughs……the Legendary Smothers Brothers………LOL……..Of course it was not Original Smothers Brothers……They died in 1969 when they were on CBS……..terrible plane crash…….apparently one of them wasn’t a pilot……..

11/2 to 11/4

Brian Larson at PRG (Production Resource Group) had me as a FOH/Systems Tech and sent me over to the 2009 SEMA Car Show at the Convention Center here in Vegas.

Day one, we prepped the rig at the Shop…….Two Yamaha PM5D’s Consoles, Clair Brothers Wedges, Kudo’s Side fills with subs with L’Acoustics V-DOSC Mains…….took all day to prep………SIGH!

Day two, showed at the show site outside in the parking lot at the Convention Center next to the Motor Trend Test Track……the track was full of Corvette’s flying around the track…….OH…..and SEMA can pretty be summed up as “Hot Cars and Hot Girls”………But I digress ……….anyway…….as we are outside, we are going to be ground stacking the V-Dosc Rig………Not ideal at all…….(picture below)

Once we got the rig up and running we sound checked and then did the show later in the evening on day two……..It was an Invitation only event for The Ford Motor Corporation with THE REED AND DICKINSON BAND From Detroit. Basically the band is full of a Bunch of the Guys from Bob Seger’s Silver Bullet Band and Kid Rock’s Band…….good straight forward Americana Rock & Roll doing their own originals…..Video Below…..

After the show we packed up everything except the V-DOSC (because the forklift did not show up) and loaded it out…….

Day Three, we came back and rescued the V-DOSC (with the forklift)………

Rock Show…….!!…..Three Nights with Alice Cooper playing backline tech and working closely with Lorne (Gump) Wheaton (Neil Peart’s Drum Tech). It was a Fun time………But it was also Dangerous Stage Hand Weekend………Alice still puts on a “Complete” rock show……Great stuff!!….Picture below!!

SO……..as you can see, I have been MORE than busy……and of course I only mentioned the Highlights of what I have been up to lately……..there was of course others things tike Corporate non-sense and Lounge shows around town as well in-between all that stuff…….

Diplômée d’économie et d’agro-alimentaire à Paris, elle est professeur de sciences économiques en 1978. Cofondatrice de Caricoop (Confédération caraïbe de la coopération agricole), elle en est la directrice générale de 1982 à 1985. Depuis 1990, elle est membre de l’OCCE (Office de coopération et de commerce extérieur de la Guyane).

Elle crée le parti Walwari (« éventail » en amérindien) en 1993 et en devient la présidente. La même année, elle est élue députée « non inscrite » de Guyane et est réélue en 1997.  En avril 1994, elle est observateur parlementaire aux premières élections multiraciales en Afrique du Sud.¹.

À sa réélection en juin 1997, elle rallie le groupe socialiste, et se voit confier par Lionel Jospin un rapport sur la recherche de l’or en Guyane. Jusqu’en novembre 2001, elle est apparentée PS. Elle rejoint ensuite le groupe RCV (PRG-MDC-Verts-PCR).

En 2002, elle est la candidate du Parti radical de gauche à l’élection présidentielle avec une campagne axée sur l’« égalité des chances ». Elle obtient 2,32 % des voix au premier tour.

Elle est de nouveau élue députée le 16 juin 2002, pour la XII^e législature, dans la 1^re circonscription de la Guyane. Elle est apparentée au groupe socialiste. Tout en demeurant membre du parti guyanais Walwari.

Quand on arrive sur la page du site de Christiane Taubira, on a l’impression d’être sur une autre planète. Une esthétique très rétro, qui n’a surement pas été changé depuis plusieurs années. Le copyright en bas de page date de 2006. On sent qu’il y a peu de moyen pour la construction de ce site. On se demande s’il n’a pas été laissé à l’abandon, certaines rubriques ne fonctionnant plus. Les flux RSS ne sont jamais mis à jour…

Très sobre et épuré, le site est composé de 3 couleurs : Le Blanc en arrière plan, l’orange pour encadré les titres et le vert poru les liens hypertexte et l’encadrement du menu. Le texte quant à lui est de couleur noir.

En haut à gauche de la page, la seule photo de la député de Guyane, on devine en arrière plan les contours du nord de l’amérique du sud.

En dessous du menu la page ne contient que du texte avec 3 colonnes différentes. Une envirronnement, une actualité et une agenda que l’on retrouve sur tous les sites.

Sur le site pas de son, pas de vidéo, pas d’animation, mais des liens vers les sites des médias dans lesquelles la députée s’est exprimée… en tant qu’internaute on préférerait d’avoir les vidéos sur le site directement.

L’utilisation et la communication du site est pour une grande majorité axée sur les actions et prises de positions de la députée concernant des événements guyanais. Très peu de choses sur la politique nationale ou internationale.

Beaucoup d’éléments différencient ce site de beaucoup d’autres. Il n’est pas aussi bien fourni  que celui de Ségolène Royal et n’a pas l’esthétique de celui d’Hervé Morin, mais certaines partie sont à étudiées et même à prendre en exemple….. (la suite dans la seconde partie de l’article)

Hawaii broadcast journalist and news anchor Stacy Loe, with Hawaii News Now, is leaving television news to spend more time as a mom.

“After almost twenty years in the business, this is the right decision for me and my family,” says Loe. “Working a night shift is almost mandatory when you’re anchoring the news, but it’s also prime family time. I want to spend as much of that time as possible with my five year old son and the rest of my family.”

Rick Blangiardi, General Manager for Hawaii News Now said, “Stacy’s many contributions to our newsroom as a great team player and very solid journalist for the past nineteen years cannot be captured in a simple sentence. We fully understand and support her difficult decision to leave at this time in support of her family. She will be missed and loved by all of us, now and always!”

Loe’s acclaimed television broadcast career began nineteen years ago at KGMB9. She’s stepping down almost one month after the legacy station entered into a Shared Services Agreement with KHNL and KFVE. Today, KGMB and KHNL are owned by Raycom Media. KFVE is owned by HITV – MCG Capital Corporation. Under a Shared Services Agreement, the two companies share news services where Loe is currently a co-anchor for Hawaii News Now at 10 O’clock.

Loe started her broadcast career in Hawaii as a general assignment reporter, but has become best known for her investigative reporting. Throughout her career, she has uncovered a series of government scandals. Loe also earned an EMMY® Award for her work on KGMB9’s special series, “Pearl Harbor.”

The Society of Professional Journalist honored Loe seven times in her years at KGMB9. Most recently, Loe was honored with a prestigious Edward R. Murrow Award and was recognized by the Associated Press Television and Radio Association when she broke a story that made national headlines when two go! Airlines pilots fell asleep in the cockpit.

Loe says, “I will miss my colleagues and being a part of the next exciting chapter in KGMB’s rich history.”

“Stacy is a journalist by every definition, and a top-notch mom. We’ve had the benefit of her excellent work for so long. Now it’s her family’s turn,” says Hawaii Now News Director Chris Archer. He added, “While we’re going to miss her amazing nose for news, family always comes first in my book. I couldn’t be any happier for Stacy and her family.”

Loe’s last day on-air will be November 25, 2009. Her co-anchors Keahi Tucker and Stephanie Lum will continue to anchor Hawaii News Now at 10 O’clock.

The county has decided to suspend the acceptance of further applications for its new First-Time Home Buyers Grant Program. The decision was made after receiving an overwhelming response of 320 applications in the first week of announcing the grant program.

The program, which began on November 1, was developed to help qualified first time homebuyers with down payement and or closing cost assistance in the purchase of their homes. A total of $180,000 from the County’s General Fund was allocated for the program.

Evergreen Home Loans, the company contracted to administer the program, is stillundergoing qulificaiton review of the applications recieved within the first seven days of the program announcement.

County officials say that due to the large number of applicants and the availability grants, the program will not be able to accept any further applications at this time.

“The immense response we received illustrates the need for this kind of grant assistance,” said Mayor Charmaine Tavares. “In light of today’s economic conditions it’s important to do what we can to help new home buyers.”

“I’m excited by the tremendous response. It justifies the need and interest for the program and I look forward to working with the Administration and the public to continue the program,” said Council Vice-Chair Michael Molina, who in 2005 proposed to create the program.

Governor Linda Lingle announced a plan over the weekend to restore classroom days lost to furlough Fridays. The plan calls for the restoration of 27 days over a one and a half year period beginning on Jan. 1, 2010

The plan calls for the use of $50 million in rainy day funds, and the use of non-instructional days as regular classroom time instead.

The plan would require a renegotiation of teacher contracts between the unions and the state, and the convening of a special session of the state legislature.

Governor Linda Lingle said the plan would ensure there is no classroom time lost for the period of January 1, 2010 through June 30, 2011.

The breakdown includes the use of 15 non-classroom teacher instructional days between Jan. 1, 2010 and June 30, 2011 as regular class time. For those teachers who work on a 12-month schedule, a comparable adjustment would be made.

The cost of restoring the remaining 12 days would be achieved by using money out of the Emergency Budget Reserve Fund (Rainy Day Fund).

Below is a list of advantages Governor Linda Lingle oulined for the plan:

1. It allows us to refocus on improving the quality of instruction in our public school system, including putting together a competitive plan to position Hawai’i to compete for additional federal education funding, such as Race to the Top.

2. It restores stability to the school year and eliminates the disruption that has occurred to family schedules.

3. It reflects a shared approach to addressing this matter-some furlough days, teachers contribute their non-instructional time, and the State provides some additional compensation to cover the remaining days

4. It enables the state’s political leaders and businesses to focus on growing our economy and our quest to achieve energy independence and security

San Giovanni in Marignano – Se il quotidiano La Repubblica pone da tempo dieci domande al presidente del consiglio Silvio Berlusconi (sempre rimaste senza risposta), anche il comitato No al Compartone ha deciso di fare altrettanto con il sindaco Domenico Bianchi.

Dieci-domande-dieci suggerite dai cittadini marignanesi durante l’incontro di venerdì scorso al quale nessun esponente dell’amministrazione si è presentato per raccogliere le 1126 firme contro la maxi lottizzazzione.

Così, il comitato ha deciso di girare i quesiti al primo cittadino e alla giunta.

1. Perché l’amministrazione Bianchi ha deciso di fare una variante ad hoc sul compartone quando nel Prg era già prevista una regolamentazione dettagliata?
2. Perché l’amministrazione ha promesso alla Nuova San Giovanni srl di modificare il regolamento edilizio concedendo delle facilitazioni sul non conteggio della superficie degli interrati, nuove modalità di calcolo delle superfici permeabili (non più sul singolo lotto, ma sulla intera superficie territoriale del comparto) e la possibilità di piazzare negli interrati i parcheggi pertinenziali P3?
3. In base a quale interesse pubblico ha adottato la variante ed il Piano urbano di coordinamento del compartone con la delibera del consiglio numero 36 del 7 Aprile 2009?
4. Cosa pensa il sindaco Bianchi di un possibile conflitto di interessi del suo assessore al bilancio, dipendente della Cna, nella questione del Compartone?
5. Perché viene concesso al privato di realizzare dei corridoi verdi che nulla hanno a che fare con il parco urbano unitario prescritto dalle Norme tecniche di attuazione del Prg?
6. Perché per affrontare il problema del ridimensionamento del Compartone – senza del resto risolverlo – si è scelto di spostare altrove solo l’edilizia residenziale pubblica e non proporzionalmente anche l’edilizia privata?
7. Perché non è stata istituita una commissione per affrontare il ripensamento del Compartone al’interno della nuova pianificazione del Psc?
8. Perché nel Puc del Compartone non è stato realizzato un “sistema di viabilità urbana principale interna” come prescritto nelle Norme tecniche di attuazione del Prg?
9. Perché nel Puc del Compartone non è stata affrontata la questione dell’impermeabilizzazione del suolo così come prevede il requisito ambientale delle Norme tecniche di attuazione del Prg?
10. Cosa ne pensa il sindaco della richiesta della Nuova San Giovanni srl di realizzare appartamenti di 28 e 38 metri quadrati?

Il sindaco Bianchi replica così:

- “Le dieci domande nessuno me le ha ancora inviate e adesso non le voglio neppure sentire. Ma ci tengo a sottolineare che il Compartone è un’opportunità e nei prossimi giorni l’amministrazione presenterà le risposte alle varie osservazioni ricevute sul progetto”.

E attacca: 

- “Se un cittadino ha già venduto i propri terreni ed ha incassato i soldi per far posto alla nuova area, non posso certo andare a toglierglieli. L’opzione zero è superata da tempo e le elezioni sono già state fatte. La maggioranza accoglierà tutte le opportunità che stanno dietro al Compartone”.

Il PRG (Piano Regolatore Generale) anche detto PUC (Piano Urbanistico Comunale) investe l’intero territorio comunale. Il contenuto essenziale del piano è l’articolazione del territorio in zone omogenee, individuazione della rete viaria primaria e l’individuazione dei servizi alla residenza per tutte le zone omogenee.

Un’altra componente fondamentale è data dai vincoli di varia natura che sono specificati nel piano, legati alle scelte di quest’ultimo.

Inoltre il piano ha validità illimitata, ossia ha valore fino all’entrata in vigore di un nuovo PRG. Negli ultimi anni si è preferito modificare i piani regolatori con l’ausilio di varianti. Le varianti al PRG possono essere di due tipi: Generali e Parziali.

Le varianti generali sono a tutti gli effetti dei nuovi piani. Sono chiamate così perché si configurano come una variante ad un piano già esistente. Le varianti parziali si sviluppano per tematismi o per aree. Il primo documento approvato ufficialmente per Napoli è la Variante di Salvaguardia  del 1998 che riguarda il centro storico e la parte collinare della città, che sono le parti la cui tutela è la prima finalità del piano stesso. Si è deciso di approvare tale variante in quanto, in assenza di quest’ultima, le aree sovra citate sarebbero state soggette alla legge del ’72, molto meno restrittiva della variante stessa.

Un’altra variante importante approvata è quella Occidentale, nata per risolvere il problema dell’ex acciaieria dismessa di Bagnoli. Essa è stata poi inglobata nell’attuale variante al PRG.

Per quanto riguarda le zone omogenee prima citate, queste si ritrovano all’interno della tavola di zonizzazione del PRG accompagnate dalle norme tecniche di attuazione (art. 25 LR n.16/2004).

La tavola di zonizzazione è il principale elaborato progettuale del Piano, che articola l’intero territorio comunale in zone omogenee, definite in funzione della destinazione d’uso prevalente fissata dalla normativa e che vengono rappresentate nella tavola con colori diversi (vedi immagine).

Il disegno di piano classifica le zone già esistenti e quelle future e la localizzazione di queste ultime.

Le norme tecniche di attuazione (NTA) allegate al PRG, riguardano la manutenzione del territorio e quella urbana, il recupero, la trasformazione e la sostituzione edilizia.  Nelle NTA si elencano e specificano le zone omogenee e si definiscono i tipi di interventi ammissibili in ogni zona e gli usi compatibili.

Le zone individuate (ZTO) secondo il Decreto Interministeriale n. 1444/1968 sono:

A: Zona esistente a destinazione d’uso prevalente residenziale (centri storici)

B: Zona esistente a destinazione d’uso prevalente residenziale

C: Zona esistente con inserimento futuro di nuovi insediamenti

D: Zona destinata ad attività produttive (industrie)

E: Zone agricole

F: Zone per attrezzature di interesse generale esistenti o di progetto

La variante al PRG del 2004 attualmente in vigore a Napoli è scaricabile gratuitamente dal sito del Comune.

Pur non essendo ancora professionisti, ma semplici studenti alle prese con questa materia da poco, preferiamo rivolgerci a chi come noi ne sa poco di legislazione urbanistica, con termini tecnici solo qualora ve ne fosse necessariamente bisogno, cercando di rendere il complicato linguaggio legislativo accessibile a tutti.

Vogliamo quindi darvi una prima visione di insieme della pianificazione e delle principali norme vigenti in Italia, così da agevolare l’approccio con la Legislazione Urbanistica.

La pianificazione urbanistica disciplina la distribuzione spaziale degli interventi  nel territorio e organizza i relativi strumenti strutturali per un ordinato sviluppo economico.

Spettano alla pianificazione urbanistica compiti di controllo e di indirizzo delle trasformazioni  del territorio assolvendo a tali compiti attraverso un insieme combinato di disposizioni inserite in strumenti (o piani) urbanistici. I piani urbanistici costituiscono, dunque, strumenti di controllo e di indirizzo dello sviluppo urbanistico. Facendo ricorso ad uno schema esemplificativo, può dirsi che la legislazione vigente prevede i seguenti tipi principali di piano:

1. PTR – PTCP: Piani territoriali di coordinamento regionali e provinciali, che indirizzano a fini di coordinamento la programmazione e la pianificazione urbanistica degli enti locali.
2. PRGI: Piani regolatori regionali intercomunali, che coordinano le direttive riguardanti l’assetto urbanistico di due o più Comuni limitrofi.
3. PRG – PUC: Piani regolatori generali comunali, che traducono le direttive generali in prescrizioni più precise con riferimento ala totalità del territorio di un Comune.
4. PUA: Programmi pluriennali di attuazione, che hanno la finalità sia di predeterminazione dell’assetto del territorio sia di esecuzione del piano regolatore generale, indicando le zone in cui lo sviluppo edilizio dovrà indirizzarsi.
5. PP – PIP – PEEP: Piani particolareggiati.

Il sistema di pianificazione  urbanistica dinanzi schematizzato si articola in una serie di procedimenti tra loro collegati, rivolti a conferire un assetto ordinato al territorio.

I piani urbanistici sono classificati secondo un rapporto di gerarchia a piramide rovesciata, nel senso che vi sono strumenti dotati di valore prescrittivo (pianificazione di direttive) nei confronti dei piani di livello inferiore (pianificazione esecutiva). Generalmente questa scala gerarchica corrisponde a quella dell’estensione dei ripettivi ambiti territoriali , vale a dire che i piani di minore estensione debbono rispettare le prescrizioni di quelli di maggiore estensione.

Nella delibera di Giunta Comunale n° 166 del 09/09/2009, riguardante il piano attuativo di iniziativa mista, pubblico-privata, per un intervento nell’area denominata “Porta Romana”, al punto 2, è testualmente riportato:

“delibera di esprimere preventivo assenso a che la ditta ‘G. Milioni Costruzioni s.r.l.’ rediga a proprio nome e sopra una preliminare proposta progettuale nel merito che l’Amministrazione Comunale si riserva di valutare nelle sue cariche reali anche e soprattutto alla luce della lettera dell’art. 59 punto 4 delle N.T.A. ed annesse al Vigente P.R.G.;”

Il contenuto di tale delibera non ci è sembrato molto chiaro e pertanto, il nostro gruppo di minoranza, ieri 23/10/2009, ha presentato un’interpellanza urgente per chiedere formalmente le intenzioni dell’Amministrazione sulla destinazione d’uso di un’area d’interesse pubblico, particolarmente strategica per il futuro sviluppo della nostra città.

Il Piano Regolatore Generale prevede che nell’area dell’ex-Consorzio debba essere realizzato un intervento pubblico o pubblico-privato, per la realizzazione di scuole dell’obbligo, scuole materne e asili nido, uffici pubblici o di interesse pubblico, attività commerciali, servizi socio-sanitari, centri per attività socio-culturali e biblioteche, attività sportive, teatri, cinematografi, sale per concerti e spettacoli, edifici per l’esercizio pubblico dei culti, attività ricettiva.

Questa interpellanza verrà sicuramente inserita all’ordine del giorno del prossimo Consiglio Comunale previsto per la prima settimana di Novembre.

Today marks the 26th anniversary of the 1983 uprising in which Maurice Bishop, his companion and fellow minister Jacqueline Creft, other members of the cabinet and innocent civilians were killed by members of the People’s Revolutionary Army. The events of that fateful day would have profound social and political ramifications that resound in Grenada even now in 2009.

Maurice Bishop was the leader of the People’s Revolutionary Government (1979-1983). Whether you share his politics or not, one unmistakable fact remains – he was one of the most charismatic West Indian political personalities ever. He was much beloved by the Grenadian population, and his untimely death at a relatively young age has only added to his status as a people’s hero.

Just last night I caught a piece of Malcom X on TV. Bishop was quite a disciple of Malcolm, and I am always struck by the similarities in their oratory and their personal magnetism. Like Malcolm, Bishop had the power to move crowds to tears, or to anger, when necessary. Women flocked to him, men admired him, the elderly adored him. Their rhetoric was similar as well:

“The new society must not only speak of Democracy, but must practise it in all its aspects. We must stress the policy of “Self-Reliance” and “Self-Sufficiency” undertaken co-operatively, and reject the easy approaches offered by aid and foreign assistance. We will have to recognise that our most important resource is our people.” – Maurice Bishop.

Bernard Coard and Maurice Bishop

In the latter years of the Revolution (or the Revo as it is still called), Bishop and his political partner Bernard Coard began to drift apart ideologically. As one writer would put it “One current of Grenadian socialism was egalitarian, democratic, and Jamesian; the other was hierarchical, statist, command-oriented, placing power above the masses..”

I remember that day even now. October 19th 1983. I was 12, and my grandmother kept my brother and me home from school. Days before this, Maurice Bishop had been placed under house arrest by the Revolutionary Army, under the directive of Bernard Coard and Hudson Austin.The citizenry was worried, confused and agitated. There were rumours of impending student demonstrations and strike actions.

At about 1pm we could hear the sounds of gunfire coming from St George’s, the sounds of car horns blaring, the screams and shots of people running out of town. I remember my grandmother being terrified for the safety of my uncle who was working in the heart of St George’s; thankfully he showed up unhurt and full of news later on that afternoon.

Maurice Bishop, as Prime Minister, began to be criticized for his under-performance and lack of administrative leadership in relation to the crisis of multiple problems facing the country, including the deteriorating state of the economy. The period of criticism and conflict between Maurice Bishop and his supporters, and Bernard Coard and those of what is called the ‘Coard faction’ went back as far as the early 1970s, according to some accounts. No report of strife within the Party was printed in the official People’s Revolutionary Government (PRG) newspaper, “The Free West Indian.”

Another interesting point is that the Central Committee was a collective body with consensus or near consensus decision-making. There is a concept that the needs of the collective soon supercede those of its members. The ‘Coard faction’ proposed that ‘joint leadership’ be shared between Bishop and Coard. They felt the marriage of the strengths of the two men would be beneficial for the country. The ‘joint leadership’ decision was unanimous. The decision was, according to some, a formalization of the responsibilities previously borne by Bishop and Coard. The consensus decision by this collective became the overriding factor which many concluded took precedence over Bishop’s decision change. Bishop had other ideas. The duties and responsibilities would leave, according to Bishop’s final feeling on the matter, Maurice Bishop only as a show piece, a front, a ceremonial functionary without real power. Bishop said needed time to think about how joint leadership would work itself out day-to-day.

When Bishop refused to accept the idea of ‘joint leadership’ as workable, and rumors and alleged threats seemed to throw the situation into a psychiatric state, the Prime Minister was placed under house arrest. The house arrest occurred the evening of 12 October 1983 by unanimous decision of the remaining Central Committee members. There were frantic efforts to resolve the situation. Mediators Michael Als and Rupert Roopnarine were called in. Michael  Als’ press statement Crisis in the NJM gives an overview of the situation.

Many Grenadians were alarmed by what was termed ‘Bishop’s house arrest.’ They demonstrated and marched to Bishop’s house to release him on 19 October, 1983. He was freed by a very large crowd with some reports at 4-5,000 people. Many supporters were waiting for a speech from Maurice Bishop in Market Square. For an uncertain reason, Bishop and a large group went to Fort Rupert, the headquarters of the People’s Revolutionary Army. The soldiers there were persuaded to disarm. The weapons were handed out from the armory to Bishop’s supporters.

A PRA assault unit in three BTR-60 armored personnel carriers headed on to Fort Rupert. An unidentified person, either on the Fort or off the Fort fired the first gunshot. There is controversy over who fired first. Many civilians died, either by bullet or by trying to get off the Fort. In the melee, people sought to escape from Fort Rupert by jumping off from its heights. Because of the elevated placement of Fort Rupert, citizens all over St. George’s stood on their balconies and viewed bodies falling to the ground. The photo below captures some of the horror.

Whatever opinion you have about what caused the internal power struggle within the Government of Grenada, here was a situation of the deepest national tragedy. The hard consequences of that conflict resulted in the deaths of the following eight people who were lined up facing a courtyard wall in Fort Rupert on 19 October 1983, in the following order from left to right:

8. Fitzroy Bain, President of the Agricultural and General Workers Union

The total civilian casualties from that day have never been accurately assessed. What had become apparent is that there were definitely some young people who were never seen again, but whose families have NEVER reported them missing, for reasons I don’t know.

Despite the best, and often grossly misguided, efforts at delving into the truth about what really happened that day, who was to blame, etc., the events of October 1983 have left a brutal, sad and violent scar on the psyches of Grenadians. This is still evident in 2009, when the last of the Grenada 17, which included Bernard Coard and Hudson Austin, were recently released from Richmond Hill Prison, a sensitive topic for Grenadians on either side of the issue. There are too many wounds, hurts and grievances have been left unattended, paramount among which is the question of the whereabouts of the remains of Bishop, Creft and the others who were executed. Additionally, because of the poignant silence from the families of the others who died or disappeared on that day, it is still unknown if there are other bodies as yet un-recovered or accounted for. There is so much about that day we don’t know; a lot we probably don’t want to know.

Bishop’s daughter Nadia issued this statement in 2008, formally “forgiving” the Grenada 17; as with most things pertaining to that period, her statement ironically served to further salt the wound, deepening the wedge between those who can’t forgive and those who would prefer to close the book on this period. For, as it is rumoured, even though Nadia Bishop has forgiven, her grand-mother Alimenta Bishop,  has not.  This is a link to an interview Bernard Coard gave to the Trinidad Express on his release; just reading the interview fills me with fury, and I lost no friends or family on that day. I can barely imagine what some other Grenadians must be feeling, my heart aches for them.

As we continue to struggle with the repercussions of one of the darkest moments in our nation’s history, the words of the rallying cry of the Revolution come to mind – Forward Ever, Backward Never.

May the fallen rest in peace. May their families and their countrymen someday find peace.

Roger-Gérard Schwartzenberg, président d’honneur du Parti radical de Gauche (PRG), va présenter ce samedi sept actions pour l’emploi lors de la journée de débat de la gauche organisée par le Parti socialiste (PS) à Paris, dans le but de dégager les bases d’un projet commun pour la gauche. Ces sept propositions s’articulent autour de cinq grands thèmes.

1. Lancement au 1er janvier 2010 d’un second plan de relance pour pallier les insuffisances du plan actuel adopté fin 2008 et complété en février 2009, en encourageant l’investissement mais aussi en soutenant plus fortement la consommation.

2. Modulation de l’imposition des entreprises profitables en fonction de leur politique de l’emploi et l’arrêt des suppressions d’emploi dans la fonction publique, en particulier à l’Education nationale.

3. De nouvelles garanties pour les salariés doivent être adoptées, citant notamment des parcours d’activité sécurisé pour garantir la continuité des droits des salariés et la création d’un grand service public des ressources humaines, associant Etat, collectivités et groupements d’acteurs économiques.

4. Soutien à l’emploi des jeunes, avec par exemple la relance des emplois-jeunes ou la création d’une allocation d’autonomie pour les étudiants non ou peu aidés par leur famille.

5. Lancement d’une stratégie européenne pour l’emploi par un emprunt européen, au lieu du grand emprunt purement national, ainsi qu’un Code international de l’emploi et de la protection sociale élaboré par l’OIT.

Ecco il «Giardino dei limoni» con l’annuncio che si vendo­no ville. Per la verità sembrano case po­polari, appartamenti a schiera.

Costrui­ti, come è accaduto in questo borgo disa­strato per altri 32 progetti, con emenda­menti e varianti in deroga al rigido pia­no regolatore che ancora rimprove­rano al sindaco-magistrato di Messina, rimasto in carica per quattro anni fino al 1998. Ed è derogando oggi, derogando domani e anche il giorno dopo, che si è arrivati a quota 800, con altrettante modifiche capa­ci di trasformare il cosiddetto Prg in carta straccia, piantando palazzoni ovunque, cementifican­do i torrenti e pure le foci.

Per l’improbabile Giardino dei limoni il proprietario del terreno, Domenico Lupò, è pronto a mostra­re il via libera del consiglio comu­nale. Come l’ebbe, cento metri più giù, sempre all’ombra delle frane di Giampilieri, un dinamico affarista, Cesare D’Amico, costruttore di tre gri­gie cooperative da 60 appartamenti per poi tornare a Messina, rilevare il Jolly e finire dentro per bancarotta fraudolenta.

Ecco alcuni dei beneficiari di quella che in modo grossolano viene chiama­ta la «variante mille deroghe». Con un numero gonfiato forse perché riflette l’aspirazione di palazzinari ben inseriti nel sistema città. Come sa l’ex sinda­co- magistrato Franco Pulvirenti, un giu­rista di sinistra oggi impegnato in politi­ca «solo via mail». Sorride amaro. So­prattutto pensando a quel piano regola­tore che varò appena insediatosi: «Capii subito che bisognava farne uno rigido, molto rigido. Scoprii una bozza gonfiata per 300 mila abitanti. Ma se siamo poco più di 200 mila? Ordinai di ridurre. Cal­colammo solo i bisogni veri. Imponen­do i vincoli. Soprattutto su colline e al­vei dei torrenti. Vincoli ignorati. Appun­to, con varianti e deroghe che hanno stravolto il Prg».

E anche se adesso se ne sta in disparte, un po’ schifato dal­l’andazzo, indica la tecnica degli affari­sti: «Il privato presenta un progetto e chiede una piccola variante al Prg. L’uf­ficio tecnico dà un parere a trasiri e ne­sciri (a entrare e uscire). Il costruttore si muove. Parla, avvicina. E nel consi­glio comunale dove poi la variante di­venta elastica si creano maggioranze ca­suali, intese trasversali, la delibera pas­sa, il palazzo va…».

Sa cosa accadeva anche un ex consi­gliere comunale di An, l’avvocato Fran­cesco Rizzo, oggi difensore civico a Li­pari: «Uno dei trucchi è portare l’edifi­cabilità da 1,5 a 3. Su un metro quadra­to puoi realizzare un metro e mezzo di altezza? Porti l’indice a tre e raddoppi il guadagno». Il caso più clamoroso, culminato in un’inchiesta con l’arresto dell’ex presi­dente del consiglio comunale Umberto Bonanno, dell’avvocato che mediava, Pucci Fortino, e di sei spregiudicati im­prenditori è quello del «Green Park», con un indice passato da 1,5 a 5. Risulta­to: tre orrori in cemento armato già rea­lizzati sotto i viadotti dell’autostrada e al­tri tre rimasti sulla carta.

Di «green» non c’è traccia su questa arida arteria che s’inerpica poggiata su un torrente, il «Trapani Alto», soffocato, letteralmente tappato, come indicano Anna Giordano del Wwf e l’avvocato che sostiene gli am­bientalisti, Aura Notarianni. Oltrepassa­ti gli scheletri sotto sequestro giudizia­rio, ecco «Il Grande Olimpo», come pomposamente annuncia il cartello, fra pecore, casermoni piantanti sulla colli­na e una discarica aperta sul torrente che, ancora cento metri più sopra, si ve­de. Il letto è largo almeno venti metri.

Di botto ridotti a un buco alto due metri, proprio un canale che corre giù, sotto l’asfalto, per un ripidissimo pendio di ol­tre un chilometro. Un imbuto. «Naturale che ad ogni ondata di piena l’acqua rischi di traboccare trasforman­do la strada in una pericolosa cascata», spiega il geologo Alfredo Natoli, che con dieci suoi colleghi fu incaricato di redi­gere la carta geologica della provincia di Messina: «La consegnammo nel 2000, ma fingono di non sapere che esistono torrenti soffocati, terreni franosi sui qua­li continuano a costruire…».

E s’affaccia verso la collina «Paradi­so», vista mozzafiato sulla Calabria. Per arrivarci ci si inerpica su un budello do­ve un camion passa a stento, «Strada Fosso», lo stesso nome del torrente che sta sotto, appunto infossato. Arrivi in ci­ma e scopri gli operai al lavoro su quat­tro palazzoni ancora grezzi, vicini vicini, altra deroga. E, quindi, in regola. Non a caso fa bella mostra di sé il tabellone del­la ditta Minutoli, colorato ovviamente di verde e presuntuoso perché nel «Victoria Park» non c‘è spazio per pian­tare un albero.

Ma il sogno di un inna­morato può esplodere anche su un mu­ro grezzo: «Ti giuro voleremo sull’isola ke non c’è». Qui non c’è più il torrente. Nascosto sotto la stradina con una grata ogni tre­cento metri. S’intravede il letto compres­so del corso d’acqua. Uno di quei torren­ti da niente che possono diventare valan­ghe d’acqua e fango. Ma senza spazio. Sempre più stretto lungo la discesa che va giù dalla collina per due chilometri di palazzoni. Una vena tortuosa che si strin­ge fino a sfociare sulla litoranea della cit­tà, il mare di fronte.

Basta andare sulla spiaggia per capire dove finisce. Interra­to sotto le pedane del «Vintage Drink & Food», stabilimento balneare e pub not­turno. «Acque bianche sono», giura il ca­pocantiere che sta smontando tutto per­ché siamo a fine stagione e ricompaiono i due lunghi tubi nei quali è incapsulata la foce del torrente. In pieno centro cit­tà. Senza che nessuno veda, senza biso­gno di deroghe.
