El Gobierno reconoció ayer que el sistema de distribución eléctrica provincial “está al límite”, pero que algunos trabajos que encaró permitirán aliviar en parte los problemas de servicio. Según dijo el subsecretario Rafael Assante, la puesta en marcha de generadores ayudarán al colapsado sistema eléctrico del Valle Central. “Estamos trabajando con el sistema al límite y en estos días vamos a tener terminadas algunas cosas que habíamos empezado dos o tres meses atrás”, dijo por Radio Ancasti.
Y agregó que “hay problemas de restricciones muy importantes en todo lo que es el transporte y las transformaciones; si no generamos, nos falta energía”.
Esto no impidió, sin embargo, que el ministro Juan Acuña afirmara que, a nivel energético, “estamos mejor que el año pasado”.
El titular de Obras Públicas aseguró que para que se solucionen definitivamente los problemas de luz que sufre Catamarca, la Provincia “debería estar generando su propia energía”, y aprovechó para criticar la falta de tratamiento legislativo de la ley de creación de una empresa provincial que administre el recurso.
Sin embargo, ante la comisión bicameral de seguimiento de las privatizaciones, reconoció que la única solución viable para producir energía local, a un costo razonable, sería instalar una turbina alimentada a gas natural.
El problema es que por la falta de otro gasoducto, esto no sería posible en años.
Aseguró que la crisis de servicio eléctrico se da “en todo el país” y a los legisladores comentó que durante su reciente visita a Santa Fe, en donde vive su familia, se encontró con “los mismos problemas” que acá.
Sobre la propuesta de la oposición de frenar el estadio para destinar recursos a obras eléctricas, el ministro consideró que se trataba de una “chicana política”, porque “sólo queda ejecutar 8 millones de pesos”. “Sería como sacarle un pelo a un burro”, dijo, en referencia al gasto que implican los trabajos energéticos.
Finalmente, confirmó que se quiere avanzar con un aumento de tarifa para EDECAT, ya que, aseguró, “la de Catamarca es la más baja del país”

Idea de Tolo y chivatazo de Ramonico

Casi a diario cogemos el coche y nos desplazamos por las carreteras y autovías que conforman una gran tela de araña viaria a nuestro alrededor. Sabemos que para ir de Tarragona a Barcelona cogemos la AP7, sabemos que podemos recorrer el Mediterraneo español por la N-340 y que podemos subir a Andorra a esquiar por la C-14. Pero una de las curiosidades que nunca me había preguntado es, ¿por qué se denominan así?

Buscando un poco en la nueva Larousse internetizada encuentro la nomenclatura en lo que se refiere a carreteras nacionales (o generales como dicen mis abuelos).

La regla por la que se rige es un poco antigua, viene del Plan Peña (cuarto Plan General de Carreteras) y data de 1939-1941. Se le dice plan Peña porque en aquél entonces era el ministro de turno.

La primera cifra es el sector entre carreteras nacionales radiales donde nacen. Tomando el sentido de las agujas del reloj la cifra nos  indica la carretera radial.

La segunda cifra nos dice la distancia (en km)  a la que se encuentra el origen de la carretera respecto Madrid, dividido por 100.

La tercera cifra nos indica el número de orden de la carretera, teniendo en cuenta que si es par es una nacional transversal (no tiene dirección hacia Madrid) y si es impar es una nacional radial (sí tiene dirección hacia Madrid).

A modo de ejemplo la N-340 que nace en Cádiz. Como nace entre la N-III y la N-IV, la primera cifra es un 3. Al estar entre 400 y 499 km de Madrid, la segunda cifra es un 4.  Y como es la primera carretera la tercera cifra es un 0, y par porque no tiene dirección hacia Madrid.

Para el caso de la red de carreteras autonómicas (red de primer nivel)éstas son competencia de las comunidades autónomas. El color que las identifica es el naranja o azul (si es autovía). Las letras que las identifican viene de la comunidad autónoma a la que pertenece, y los números pueden ser de 2 o 3 dígitos que identifican el orden que tiene la carretera respecto a la red principal.

La codificación de las carreteras provinciales (red de segundo nivel) es similar al de las autonómicas. La letra identifica a la provincia y los colores pueden ser o verde o marrón.

Para las carreteras locales (red de tercer nivel) el color que las identifica es el amarillo y la letra puede denotar la provincia o el pueblo a la que pertenece. La numeración es la misma que en el caso de las provinciales.

La codificación en Cataluña

En Cataluña se codificaban las carreteras según el Plan Peña. Este sistema de codificación estuvo activo hasta el 2001, fecha en la que se adoptó un nuevo sistema de numeración.

En él las letras de tipo de carretera eran: N para nacionales, la inicial de la provincia para las provinciales y C para las comarcales.

El primer dígito era para el sector. La N-II divide Cataluña en dos sectores.  El sector 1 sería entre la N-II y el norte y el sector 2 sería entre la N-II y la costa.

El segundo dígito era para la distancia con Madrid del origen de la carretera, según he explicado anteriormente (p.e.: 2, entre 100 y 200km)

Y el tercer dígito para la dirección de la carretera según su posición con Madrid: par si es periférica (no pasa por Madrid), impar si es radial (pasa por Madrid).

A modo de ejemplo la C-250: C por tratarse de una comarcal, 2 , va desde la N-II hasta la costa,  5 porque se encuentra entre 400 y 500 km de Madrid; y 0 porque es periférica a Madrid.

La nueva codificación es un sistema más sencillo basado en la geografía catalana y que pretende que sea un método de guía.  Usa la letra C de Cataluña para las carreteras que son competencia de la Generalitat, y 2 dígitos.

El primero clasifica las carreteras ségún cual sea su dirección dominante y su situación: 1 sur-norte, 2 oeste-este, 3 sureste-noreste (perpendicular a la costa), 4 sureste-noreste (paralelas a la costa).

El segundo nos dice el número de orden sobre el territorio. Se cuenta según el sentido de las direcciones establecidas dando la posibilidad de añadir nuevas carreteras.

A modo de ejemplo la C-14: C por tratarse de una comarcal, 1 porque va de sur a norte, 4 porque es la cuarta que va en esa dirección.

Vancouver Mountie faces second impaired driving charge in two months The Canadian Press  VANCOUVER, BC – A Mountie in Vancouver is facing his second impaired driving charge in two months. Vancouver police say they pulled the off-duty officer over Saturday morning and breath samples showed he was over the legal limit for blood alcohol. The 55-year-old officer, whose name has not been released, (But yours likely would be posted) already had a court date from a previous impaired driving charge and was prohibited from driving for 90 days. He’s now been charged with driving while prohibited, impaired driving and driving with a blood alcohol level over the legal limit. ( He likely also is still getting paid as a Mounties too) He is the latest in a number of Metro Vancouver police officers who have faced impaired driving charges in the last two years, including a Mountie charged in a Delta, B.C., crash that killed a 21-year-old motorcyclist in October 2008. The officer in that case, Cpl. Benjamin Monty Robertson, was the one who gave the order to use a Taser on Robert Dziekanski before the Polish man died at Vancouver airport in October 2007.

Funding blocked after Peterborough discovers most water pollution caused by Canada geese not agriculture

Peterborough’s goose poop problem has revealed that clean water legislation, intended to keep agricultural and other waste out of waterways, ignores the effects of Mother Nature.

A flock of Canada geese that has taken up residence several hundred metres north of the city’s water intake pipes has created a mess that was initially blamed on agricultural activity several miles upstream.

A Peterborough Public Utilities Commission study in 2006, however, determined that 68 per cent of the E. coli bacteria entering the raw water supply came from goose droppings.

When the city applied for funding under the Ontario drinking water stewardship program to control the pesky birds however, the Ministry of the Environment (MOE) turned it down. Apparently it doesn’t meet the criteria of the Clean Water Act.

Threats, as defined in the Clean Water Act 2006, are land use activities which correspond to land uses within the Planning Act or conditions that result from activities, says Heather Malcolmson, MOE manager of source protection planning. Past activity land use is also considered.

“The Act is set out to provide tools,” she says. “The Stewardship Funding Program is enabled within the Act.”

Malcolmson says Peterborough’s problem falls “out of the scope” of the Act. She suggests the city look for funding elsewhere in the province.

The Trent Conservation Source Protection Region supported the city’s application to the Ministry. They requested that one of the Act’s technical rules be revised to include “discharge of avian feces to surface water” as a local threat. They also wanted “congregation of waterfowl upstream of an intake” as a circumstance.

“It’s our mandate to work with source protection and municipalities are among our stake holders.” explains Glenda Rogers, Trent Conservation Project Manager. “You have to make local requests. In this situation the geese are very close to the water intake.”

The ministry denied the request in an October 23, 2009 letter signed by Ian Smith, director of the ministry’s source protection programs branch.

Jack Sisson, curator of the 60-acre Riverview Park and Zoo in Peterborough where the birds have decided to call home, says goose numbers have been increasing over the past 10 years, ranging from 20 to 60, depending on the day.

“We have a company that comes to scare the geese away, but it doesn’t alleviate the problem for good,” he says.

Sisson says Lakefield, about 15 kilometres north of Peterborough, has the same problem.

Jane Lewington, spokesperson for Conservation Ontario, a network of 36 conservation authorities, says she’s not aware of similar problems in other municipalities. BF

Demain 1er novembre c’est jour d’élection municipale à Montréal.  Chers concitoyennes et  concitoyens c’est là l’occasion de vous exprimer par votre vote.

Votre vote est important en fait dites-vous ceci: que c’est  votre vote municipal qui a le plus d’importance entre celui au fédéral, au provincial et au municipal.

Taxes municipales, cueillette des ordures, cueillette du bac de recyclage, aménagement urbain, déneigement des rues et des trottoirs, nettoyages des rues, délivrement des permis pour les commerces, entretien des parcs et des voies routières, police municipale, etc… Il ne fait aucun doute que c’est l’administration municipale qui a le plus d’influence sur votre quotidien.

Donc, allez voter en grand nombre !  Si vous ne le faites pas à mon avis vous n’aurez aucun droit de vous plaindre des actions municipales pour les quatres prochaines années.

Vous l’avez lu dans les journaux récemment, à Montréal cette élection est capitale.

Ante la situación de crisis y las graves dificultades por las que están pasando los ayuntamientos, debida entre otras razones a la disminución en la participación de los tributos del estado, así como por la merma en los ingresos obtenidos de la actividad urbanística, el Grupo Provincial de CHA presentó una moción la semana pasada, que se debatirá en el próximo pleno, y en la que se plantean propuestas que buscan colaborar en la financiación local.

Entre las medidas CHA va a solicitar a la Diputación de Zaragoza que subvencione a los Ayuntamientos, en un porcentaje del 100%, en todos los planes de inversión en los que, legalmente, sea posible. Asimismo quiere que el pleno provincial inste al Gobierno del Estado para que inicie un debate sobre la financiación de los ayuntamientos, competencia del propio Estado, para que garantice que los tributos no sean inferiores a los 365 euros por habitante y año.

Por último CHA también ha pedido que DPZ inste al Gobierno de Aragón, para que elabore un plan de inversión extraordinario para las comarcas, que ayude a combatir la crisis y que sería un reflejo del Fondo Estatal de Inversión Local.

José Antonio Acero, Portavoz del Grupo Provincial de CHA, ha indicado que “estas son propuestas que CHA viene defendiendo y espera que el partido socialista las respalde, sobre todo tras conocer las declaraciones efectuadas estas misma semana por Javier Lambán”.

Acero considera que estas propuestas de CHA, de contar con el apoyo del resto de los grupos políticos en el próximo pleno, mejorarán mucho la situación económica de los ayuntamientos, ya que la iniciativa de subvencionar en un 100% desde DPZ todos los planes que sean posibles y la de percibir una cantidad no inferior a 365 euros por habitante y año “son medidas reales que permitirán a los ayuntamientos mantener y mejorar en la medida de lo posible los actuales servicios públicos”.

Por último Acero ha indicado que si bien estas medidas buscan paliar la crisis, ha recordado que “la financiación local es competencia del Estado y es preciso que ese debate se lleve a cabo cuanto antes”.

On October 20, Kash Heed, the Solicitor General of British Columbia, introduced new legislation that would effectively ban body armour in the province of BC (see here for the news story).

To put it rather bluntly, Bill 16-2009 (Body Armour Control Act) is an abomination of legislation that should never have seen the light of day.  In an effort to reduce gang violence, Mr Heed has proposed that only those who can prove a legitimate need for body armour should be allowed to purchase and possess it in BC.  Additionally, the legislation proposes that the province should create a permit system and a registry to keep track of all citizens who are legally allowed to own body armour.  Anyone found to be in illegal possession of this armour could face up to a $10,000 fine and/or 6 months in jail.

I can see several problems with this proposed law, right off the top.

1)  There’s this pesky little document known as the Canadian Charter of Rights and Freedoms, and Section 7 goes something like this:

“Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice.”

Somehow I really don’t think that the government’s argument, that a passive safety device needs to be restricted just because a criminal might use it, really qualifies as a “principle of fundamental justice”.

2)  The logic (and I use that word very loosely) employed by Mr Heed, is that if access to body armour is restricted, gangsters will no longer be able to use it, taking away their “sense of security”, and therefore reducing the number of shootings in our cities.

By that same “logic”, in order to reduce high speed chases, we should ban seatbelts.  After all, without them, criminals would no longer feel “safe” speeding and would stop running away from police.  Right??

Does anyone else smell the BS?

3)  By definition, a gangster is a criminal.  They have proven time and again that they have no regard for the laws of our society.  So by what stretch of the imagination does the Solicitor General believe that even one single gang member will abide by this one?  If, for some unlikely reason, a criminal wasn’t able to purchase body armour on the black market within BC, it wouldn’t exactly be a hardship to legally purchase it in either Alberta or the Yukon.  The last time I checked, there wasn’t a manned border between provinces and territories in this country.

4)  Say a criminal is caught committing a crime, and the crown throws the book at him, charging him with every firearm, weapon and body armour offense they can think of.  Do you really think he’ll ever be convicted of any of those lesser charges?  Of course not.  As has already been proven time and again with the Firearms Act, the lesser charges will be plea-bargained away in order to make the “important” charge stick.

So under this proposed new law, as usual, it will only be the general public who are convicted.  It will be the men and women who innocently forget to renew their permit, or make a simple mistake on their forms, who will suffer.  They are the ones who will be found guilty, convicted of “paper crimes”, while the real criminals go about business as usual.

5)  As I previously mentioned, one of the key components of this proposed Act is a permit and registry system.  Everyone who has a legitimate need for body armour will have to fill out a form and apply for a permit to possess body armour.  Every person who is deemed eligible to possess body armour will be recorded in a database. It will be that person’s responsibility to keep the permit current, and to ensure that all the information contained in the registry is correct.

So, where is the money to operate this permit and registry system going to come from?  Setting up the permit office(s) and starting the registry will be an expensive proposition, and that money will be coming straight out of the taxpayer’s pockets.  At a time when the global economy is in turmoil, you’d think the government could find something better to spend our money on.

6)  Continuing on the theme of the registry, one more question comes to mind: How does making a list of law-abiding citizens have any affect whatsoever on crime?  I’m sure the criminals are just shaking in their boots right now thinking about this proposed new law.  Shaking with laughter that is.  Our government and lawmakers are going to be so busy making lists of honest people that they’re not going to have time to go after the criminals!

This Bill has just passed first reading in the provincial legislature, so there is still time to try and stop it.  Even if it does pass (which I’m afraid it will), it would likely be overturned on a Charter Appeal.  But it shouldn’t need to be.

Why do our lawmakers insist on continually putting forward such flawed legislation?  If I, an average Jane, can immediately see so many holes in their argument, why can’t they?  Our leaders can’t really be this naïve and misguided can they?

There is a part of me that still wants to believe that these are just honest men and women doing the best they can for our society.  But the jaded cynic in me is winning out.  I can’t help but wonder why every single new law seems to strip away more of our rights.  I can’t help but wonder why so many people are so eager to willingly give up their basic freedoms. 

What makes me really sick though, is that this gradual erosion of our rights, always seems to be done in the name of “public safety”.  Call me crazy, but here’s a thought: if our leaders are truly interested in public safety, shouldn’t they be focusing on the criminals, rather than making lists of the innocent?
