2. In this appeal by special leave, the appellant has  challenged the order
dated May 24, 2006 passed by the High  Court of Punjab and Haryana. By the said
order, the petition  filed by the appellant under Section 482 of Code of
Criminal  Procedure for quashing F.I.R. No. 9 dated January 21, 2002  registered
at Police Station Sehna under Sections 498-A, 494,  506/34, IPC has been
dismissed.

3. Kamaljeet Kaur is a landed immigrant of Canada.  On May 7, 1997, she married
Pashaura Singh Sidhu – appellant – at village Ghall Kalan, District Moga,
Punjab. She  left for Canada on May 15, 1997. She sponsored her husband  and,
accordingly, Pashaura Singh went to Canada in 1998.  They stayed together for
few months and then relations  between them became strained. Kamaljeet,
thereafter, started  living separately in Ontario. Pashaura Singh applied for
divorce and dissolution of marriage before the Supreme Court  of British
Columbia and a divorce judgment was passed in his  favour and their marriage
stood dissolved with effect from  February 8, 2001. After the dissolution of
marriage, Pashaura  Singh came to India and remarried on January 2, 2002.
Pashaura Singh went back to Canada with his newly wedded  wife and both of them
have been residing there.

4. On January 21, 2002, Kamaljeet’s brother Balwant  Singh lodged a first
information report being F.I.R. No. 9 at  Police Station Sehna against Pashaura
Singh, Hakam Singh  (father of Pashaura Singh), Randhir Singh (brother of
Pashaura  Singh), Charanjit Kaur (wife of Randhir Singh) and Harbans  Kaur
(mother of Pashaura Singh) alleging therein that on May  7, 1997 he performed
his sister Kamaljeet Kaur’s marriage with    2

Pashaura Singh; that at the time of marriage, according to his  status, he gave
rupees four lacs in cash, gold jewelry, utensils,  almirah, fifty-one suits,
five bags etc. but the accused started  harassing his sister Kamaljeet Kaur and
threatened to kill her if  she did not bring car, electronic items etc. and that
he has now  come to know that Pashaura Singh has entered into second  marriage
in the first week of January, 2002. A case under  Sections 498-A, 494, 506/34,
IPC was registered against the  accused persons and it appears that the police
submitted  challan against them in the court of Judicial Magistrate First
Class, Barnala.

5. Randhir Singh, Charanjit Kaur (Rajinder Kaur),  Hakam Singh and Harbans Kaur
filed a petition under Section  482 of the Code of Criminal Procedure for
quashing the F.I.R.  No. 9 and criminal prosecution against them. Vide order
dated  April 29, 2004, the High Court allowed the petition and quashed  F.I.R.
No. 9 dated January 21, 2002 registered against them  and all subsequent
proceedings.

6. Pashaura Singh by a separate petition under  Section 482 of the Code prayed
for quashing F.I.R. No. 9/2002    3

and the subsequent criminal proceedings against him but, as  noticed above, the
High Court by its order dated May 24, 2006  dismissed his petition. The High
Court in its cryptic order, while  dismissing the petition, observed that
Pashaura Singh has  married second time on January 2, 2002 while he was already
married with Kamaljeet Kaur and the aforesaid marriage has  not been dissolved.

7. Having heard the learned Counsel for the parties  and upon careful perusal of
the materials placed before us, in  our judgment, the order of High Court cannot
be sustained for  more than one reason. In the first place, the High Court
gravely  erred in observing that Pashaura Singh married second time on  January
2, 2002 while he was already married with Kamaljeet  Kaur and the aforesaid
marriage has not been dissolved. The  certificate of divorce dated February 26,
2001 issued by the  New Westminster Registry, Supreme Court of British Columbia
shows that the marriage of Pashaura Singh and Kamaljeet Kaur  stood dissolved on
February 8, 2001. As a matter of fact, this  fact is noticed in the order dated
April 29, 2004 whereby the  High Court quashed F.I.R. No. 9 and the subsequent
criminal    4

proceedings against the family members of Pashaura Singh. In  the affidavit
filed by Gurmail Singh, Deputy Superintendent of  Police in response to the
petition filed by the appellant under  Section 482 before the High Court, it has
been admitted that  during investigation on March 14, 2002 Hakam Singh had
produced photocopy of divorce certificate purporting to have  been issued by the
Supreme Court of British Columbia. The  observation of the High Court, thus,
that Pashaura Singh  married second time, although his marriage has not been
dissolved, is ex-facie contrary to record.

8. Section 494, IPC, inter-alia, requires the following  ingredients to be
satisfied, namely, (i) the accused must have  contracted first marriage; (ii) he
must have married again; (iii)  the first marriage must be subsisting and (iv)
the spouse must  be living. Insofar as present case is concerned the appellant’s
marriage with Kamaljeet Kaur was not subsisting on January 2,  2002 when he is
said to have married second time. Pertinently  before the High Court, along with
reply, the complainant  Balwant Singh annexed copy of an affidavit filed by
Kamaljeet  Kaur which states that she was not aware of the divorce    5

proceedings filed by her husband Pashaura Singh. However,  from this affidavit,
it is apparent that her husband has obtained  a divorce judgment. There is
nothing in the affidavit that divorce  judgment has been stayed or set aside. On
the face of the  allegations made in the first information report, therefore,
ingredients of the offence under Section 494, IPC are not  satisfied.

9. Insofar as offence under Section 498-A is  concerned, the High Court in its
earlier order dated April 29,  2004 in the petition filed by the family members,
observed thus:   “I have perused the First Information Report registered
against the petitioners.

              The only allegation against the petitioner is that they started
harassing Kamaljeet Kaur Gill for not bringing more dowry. No demand of dowry
has been made by the petitioners, nor is there any specific entrustment, as
alleged in the First Information Report of dowry articles to the petitioners.
Parties have divorced each other, as per the order of the Supreme Court of
British Columbia (Annexure P-1). Order is dated February 25, 2001. It is after
this divorce that Pishora Singh got married in India on January 2, 2002.”

10. Moreover, in the affidavit of Kamaljeet Kaur referred  to hereinabove, there
is not a word about demand of dowry or  harassment on account of dowry by the
appellant.     6

11. We have no hesitation in holding that the first  information report lodged
by Balwant Singh is manifestly  attended with malafides and actuated with
ulterior motive. The  prosecution of the appellant is not at all legitimate,
rather it is  frivolous, vexatious, unwarranted and abuse of process. The
appellant has made out a case for quashing the first information  report and all
subsequent proceedings pursuant thereto.

12. For the reasons indicated above, appeal is allowed  and order dated May 24,
2006 passed by the High court of  Punjab and Haryana is set aside. Resultantly,
F.I.R. No. 9  dated January 21, 2002 registered at Police Station Sehna and  all
subsequent proceedings pursuant thereto stand quashed  and set aside.

My imagination is set on a voyage to the past.

 I can see the Athenian thinkers and artists mingling with their Indian counterparts, following the occupation of the Punjab by Alexander the Great. It was a rare coming together of the East and the West, on equal terms, because the Greek conqueror was a visionary, who appreciated nobility, without stamping any one as an enemy.

The following centuries saw an awakening, nowhere else witnessed in the history of the world. The two races produced a hybrid, as marriage between them was encouraged by the Emperor. The plains watered by the R. Sindhu (Indus) and its five tributaries, gained the name panch ab or PUNJAB which produces the food grains, enough to feed the whole of north India!

 What a pity, it is unlawfully divided along communal lines, by short sighted politicians.

LAHORE: Punjab Chief Minister Shahbaz Sharif Sunday announced to bear the medical expenses of a female student suffering from Thalassemia.

The Chief Minister made the announcement while addressing a ceremony of award distribution among students who secured top positions in the intermediate examination.

During the ceremony a female student told the Chief Minister about her health condition and the financial constraints of her parents. She said she was suffering from Thalassemia and that Rs30,000 have to be spent on her medical treatment per month.

While receiving the award from the Chief Minister, the female student asked him for admission at a private university. She said her father is a surveyor and earns a limited salary.

On this, Shahbaz Sharif announced to bear all her medical and educational expenses.

Punjab is as big a problem

That Pakistan faces a mortal threat from Islamists who are somewhat conveniently but perhaps erroneously, clubbed together and referred to as the Taliban, is something that should have by now become clear to even the most purblind not only in that country but also in rest of the world. The real challenge for both the Pakistani state and society, however, does not lie so much in the efforts of the Pakistan security forces to defeat and exterminate the Islamists in the Pakhtun tribal badlands; the real challenge lies in fighting the Islamists in Pakistan’s heartland – Punjab. And no, its not just South Punjab that one is talking about. Serious as the situation is in South Punjab, it is no better in central and north Punjab.

The phenomenon of ‘Punjabi Taliban’ has been receiving a lot of attention in recent months, more so after evidence has emerged of their involvement in almost all the major acts of terrorism in cities like Islamabad, Rawalpindi, and Lahore. But much of the focus on this phenomenon has centred on South Punjab. The abysmal development indices in South Punjab coupled with the domination of the feudal classes and the increasingly dysfunctional social and administrative structures have certainly acted as contributory factors for making this region a fertile recruiting ground for the Islamists of all hues. Whether it is Deobandi jihadists organisations like Jaish Mohammad, Harkatul Mujahideen, Lashkar-e-Jhangvi, Sipahe Sahaba with close links to al Qaeda and the Tehrik-e-Taliban Pakistan, or Salafi/Wahabbi outfits like Lashkar-e-Taiba, they have all gathered their jihadi cannon-fodder from this region.

But for anyone to imagine that the rising tide of radical Islamism is limited to only South Punjab is nothing but self-deception. The fact is that Islamists (regardless of the labels they operate under) have spread their wings all over Punjab. Most of the top al Qaeda militants have been arrested not from the dirty backwaters of South Punjab, but from the bustling cities of central and north Punjab – Faisalabad, Rawalpindi, Attock and what have you. The core support base of the fundamentalist Islamic party, Jamaat Islami, is central and north Punjab, and not only is the Jamaat Islami increasingly functioning like the political arm of the al Qaeda but cadres of this party have been found involved in sheltering al Qaeda fugitives.

Perhaps the biggest jihadist organisation in Pakistan, and one which is arguably far more dangerous than the TTP, is Lashkar-e-Taiba, which is headquartered in Muridke (just north of Lahore). The LeT also maintains a huge establishment in the heart of Lahore and has a presence in every nook and corner of Pakistan. Most of the LeT cadre comes from all parts of Punjab and not just from the much maligned South Punjab. The extensive network of the LeT in Punjab is in many ways potentially far more destabilising for Pakistan than the horrendous acts of terror being perpetrated by the Taliban.

An indication of the immense power that LeT wields has comes in a recent write-up by the Pakistani journalist Shaheen Sehbai. He writes: “the GHQ realises that if the Kerry-Lugar Bill was to be implemented as desired by Washington, Pakistani cities could soon turn into battlegrounds between the Army and the Lashkar Tayyaba, the Jaish Mohammed and Taliban forces combined. So far the GHQ has kept the Lashkar Tayyaba quiet by not acceding to the US demands of attacking or even touching Muridke, arguing that once this sleeping elephant wakes up, it could turn around and trample our own forces. After all, the LeT was raised and trained by our military establishment to fight the Indians in Kashmir and they are good at it. Turning their guns inwards, with TTP suicide bombers roaming everywhere, would turn Pakistan into a burning inferno, ready to collapse.”

Unfortunately, instead of waking up to the alarming spread of radical Islamist forces in Pakistan’s political powerhouse, the Pakistani state and society has slipped into a mode of total and complete denial of the problem. In many ways, the denial over the inexorable march of talibanisation in Punjab is reminiscent of the dismissal of similar premonitions about the inevitable blowback of the policy of using the jihadists as instruments of state policy in Afghanistan and against India. Then, as now, the arguments given were more or less the same that we are hearing today: the state machinery is pretty much in control and remains effective enough to snuff out any challenge to state authority; the army and intelligence agencies are competent and powerful enough to turn off the tap of jihad with a snap of their fingers; the jihadists pose no threat to Pakistani state and people and are only fighting the enemies of Islam and oppressors of Muslims; a handful of jihadists are in any case in no position to bite the hand that feeds them, etc. But if all these arguments of yore have fallen flat today, then the arguments being given today to refrain from moving against the Islamists in Punjab, will almost certainly yield disastrous consequences tomorrow.

True, the LeT and other Punjab-based jihadist organisations are not fighting the Pakistani state today. But it is equally true that the ultimate objectives of ‘loyalist’ jihadist outfits are no different from those of the ‘rogue’ jihadists; only their immediate objective and enemy is not the same. Given the firepower at their command, and their long-term objective of imposing a Wahabbi/Salafi version of Islam on Pakistan, a clash between the loyalist jihadists and the Pakistani state is simply a matter of time and the break, when it comes, could be over something pretty trivial. After all, the Taliban too were loyalists, even clients, of the Pakistani state not too long back in the past. None of the ‘rogue’ jihadists ever indulged in terrorism inside Pakistan so long as they were allowed to function unhindered. But the moment obstacles were placed in their path they turned their guns on the Pakistani state. What is there to ensure that organisations like the LeT will not do something similar in the future?

To an extent, the manner in which the problem of talibanisation is defined prevents a realistic appreciation of the threat, or if you will challenge, of radical Islamism or jihadism in Punjab. As the thinking goes in Pakistan’s security, political and intellectual circles, so long as the jihadists do not defy the state or create an insurgency-like situation inside Pakistan but continue to export their violence and virulence outside Pakistan, they are not considered a danger; rather, they are lauded as ‘mujahids’. In the process, the fact that the jihadists cannot ply their trade without distorting and disrupting the social, economic and administrative fabric of local communities is simply glossed over. The focus is generally limited to the law and order implications of jihadist militancy. But the mindset that provides legitimacy and justification, not to mention recruits, to militant jihad is all too often neglected.

In Pakistan’s Punjab province, the threat of the extensive network of armed militants (call them Taliban or jihadists) running amok is just one part of the problem. Equally serious is the mindset that has emerged from nearly three decades of sustained brain-washing of the society to make it more ‘Islamic’ and exhorting the people to contribute men and material for the so-called ‘Islamic causes’. Anyone who follows the public discourse in Pakistan (which is basically dominated by the Punjabis) will realise its jihadist orientation. This is not something that has happened overnight; nor is this a function of the imagined persecution of Muslims by the West. And it is certainly not a trend that has emerged in reaction to the US occupation of Afghanistan.

The reality is that this is a mindset that has been actively encouraged and assiduously cultivated by the Pakistani state. And while it is easy to blame it all on the proliferating Madrassas, one just needs to read the stuff that is taught in state-run schools to understand the demonical mindset that is being imbued in Pakistani children. It is hardly any surprise therefore that over the years the innate pragmatism that characterised the Punjabi has given way to Islamism, which coupled with a false sense of machismo has created a society that brooks no compromise, tolerance or accommodation of another man’s worldview. The Pakistani Punjabi mind has become so radicalised that many people in Pakistan don’t even realise how extreme they appear to the outside world, in both their action as well as their words.

If the Pakistanis really want to rediscover their traditional moderation and syncretism then they have no choice but to confront and defeat militarily, philosophically and ideologically the jihadists in their midst. The longer that the Pakistani state delays action against jihadist infrastructure in Punjab and Sindh, the more difficult it will become to dismantle the nurseries of terror that are operating right under the nose, and by accounts with the connivance, of the Pakistani establishment. Groups like the Lashkar-e-Taiba are becoming powerful by the day and could one day not too far in the future pose an even more potent threat to the existence of the Pakistani state than is posed by the Taliban.

DAY 2 – WEDNESDAY JULY 22ND

On Wednesday morning Kupalo were treated to a tour of the National Maritime College of Ireland in Ringaskiddy. As the group are based in the landlocked city of Edmonton, Alberta, Canada they were delighted to be able to have such a wonderful maritime experience.

Jugnu Bhangra took to the streets of Cork City at lunch time. Beginning with a brief performance on Grand Parade outside the City Library, they progressed on to Patrick’s Street to perform outside Brown Thomas. A number of press photographers picked up good shots, which made front page and inner pages of both local and national newspapers.

Kabluchok were given a guided tour of some historic and picturesque West Cork on their way from Dunmanway back to Carrigaline for the evening parade through the town. Around 7 pm the north bound traffic was stopped at the bridge on the Main Street by the local Gardai to allow the Carrigaline Pipe Band to lead the parade from the Owenabue Car Park to the Carrigaline Court Hotel. Jugnu Bhangra (Punjab), Kupalo (Canadian Ukranian), Kabluchok (Russia) and the Owenabue Valley paraded behind them through the town with crowds of people looking on. A very entertaining and enjoyable concert was held in the Carrigaline Court Hotel at 8pm. A raised stage was brought in by Shields Stages and lighting was brought in which added to the atmosphere of the packed ballroom. The concert was followed by the festival club, where over a hundred audience members remained on to enjoy a cup of tea and sandwiches and joined in to dance with the performing groups.

The singing challenge of 20th November, 2009 of Saregamapa Mega Challenge begins with new judges – Salim-Sulaiman and Pyarelal Ji. Manish Paul and Vipul Roy introduced the Saregamapa Mega Challenge 2009 with the contestants of Punjab and West Bengal.

West Bengal contestants – Abhijit Ghoshal, Keka Ghoshal and Sanchita Bhattacharya enters into the Show with the traditional hand rickshaw. Abhijit Ghoshal is the caption of West Bengal’s team in Sa Re Ga Ma Pa Mega Challenge 2009.

On Saturday, 20th November, both teams – Punjab and West Bengal performed group song and duet song. Punjab team had scored total 23 marks on Mega Challenge 2009. Similarly, West Bengal team had scored total 24 marks. There was a minimum difference with 1 mark between both teams.

On Sunday, 21st November, both teams – Punjab and West Bengal performed solo song and Jugalbandi on Mega Challenge on ZEE TV. In the solo song, Abhijit Ghoshal achieved 8 marks, Sanchita Bhattacharya 7 marks and Keka Ghoshal 8 marks.

On the other hand, Punjab team scores 7 marks by Rohanpreet Singh, 9 marks by Tarun Sagar and 5 marks by Harpreet in the Solo song.

In the Jugalbandi performance, Punjab team scores 5 marks and West Bengal team gets 4 marks. West Bengal team achieves total 51 marks after all performances in two days. Similarly, Punjab team scores total 49 marks after all performances.

I want to raise issue of 10pm weddings not being allowed according to the news article.

My suggestions for weddings regulations are as follows:

1 – food serving to be given to guests by 10pm to help ppl eat and get home with problems of late night driving, street lighting and clearing the shaadi halls of people as safely as possible.

2- marriage halls to be closed by 1am on nights of weddings to ensure weddings do not drag on until 3am and ensure ppl get food during day of the wedding at the shaadi hall and guests can leave wedding early to ease burden on traffic and get people home safely and clean up shaadi halls and area around is also important.

3- No gun firings at weddings as guests or bypassers or couple might get injured in the shooting.

4- maher regulations to be strictly observed (see 5)

5 – All marriages to be registered with approved maulvis and registered with government prior to wedding at shaadi hall to make sure maher and or any dowry are registered in case of any divorce or dispute.

Govt Decides Against Rice Imports

Govt decides against rice imports:

In a calculated move to signal categorically to the world market that India was not in a desperate situation with respect to rice, the government said on Friday that it will not import rice for now.

The immediate implication of this move is that retail prices of rice, up 15 per cent over last year, will remain firm at least until early next year.

Rice output is estimated to have dropped 15 million tonnes due to poor monsoons this kharif.

The government has, over the last two days, put in place strictures that will force traders to report purchases of more than 10,000 tonnes of rice in a bid to check prices.

Punjab has also imposed stock holding limits on traders and millers for both rice and pulses.

Government to amend new sugarcane price rule:

The government on Friday said it would amend a new sugarcane pricing rule, bowing to protests held in the capital by farmers demanding higher prices for their produce.

The government would delete the contentious part of the new cane pricing rule, Railways Minister Mamata Banerjee told reporters after a meeting of senior ministers.

Cane farmers believe the new cane price rule, which puts the onus on state governments if they decide to raise the cane floor rates fixed by the federal government, will curtail their bargaining power.

Earlier, Farmers from Uttar Pradesh (UP) state in northern India, which produces almost half of the country’s cane, have been on warpath for about three weeks to press for higher prices, forcing Prime Minister Manmohan Singh to consider changes in fixing cane prices.

A discussion has recently been revived by one of the up-country newspapers regarding the means at the command of Russia for an invasion of India. However farcical the scheme may at first sight appear, it is as well not to be totally indifferent to the power of the wily autocrat, nor to disregard altogether the suggestion of clever practical men who have certain means of forming an estimate of the capacity of our enemies and of the countries through which they may chance to come. With this idea, and in consideration of’ the contiguity of the Maharajah Runjeet Sing, Chief of the Seicks, to the southerly Russian provinces, we send you herewith a sketch of the Seick army, which will no doubt be read with interest:-

The Seick army of the Punjaub was, so late as the commencement of the current century, a mere military confederacy of predatory horse, and that gallant but unfortunate adventurer, George Thomas, considered them as the most contemptible troops in Hindostan. The talent of Runjeet Sing has, within the last 25 years, established the military reputation of the Seicks, and this Prince now possesses a regular army accustomed to war, full of ardour, and jealous of renown; the Seicks possess many qualities, which admirably fit them for a military life; they are individually brave and athletic, and are free from the prejudice of caste which detract from the military classes of the native soldiery of British India. A Seick will eat of anything but beef*; his religion never requires him to undress at hill meals, nor does it prescribe fasts, or inculcate anything to interfere with the duties of a soldier; like the soldier of Europe, the Seicks are, however, not averse to the use of fermented liquors, and their Sirdars are notoriously addicted to the vice of drunkenness.

To venerate the cow*, to cherish the growth of the beard, and to abstain from the use of tobacco, are the great national characteristics of the Seicks, and the latter trait is peculiarly their own. Such being the national attributes, Runjeet Sing has (through the instrumentality of foreign officers) remodeled the Seick army; and it is only within the last 12 years that European discipline and tactics have been adopted: this was accomplished by Messieurs Allard and Ventura, who had served in the Persian army, and having obtained their discharge and letters of recommendation, were the first European officers who reached Lahore overland, and were instantly taken into the service of the Maha Raja.

The French legion of cavalry, was formed by Monsieur Allard, senior; their uniform is blue with red facings, they are armed with the Po1ish lance, swords and pistols; their system is that of the French Lancers. The men of these corps are much attached to General Allard, and these troops only require a few more European officers to be nearly on a par with our regular Native Cavalry.

The regular infantry, under General Ventura, are also disciplined in the French drill; the words of command are mostly French; they are armed with firelocks and bayonets; these troops are regularly paid and clothed. Runjeet Singh’s own personal body guard is a kind of legion of honour; these men are all arrayed in gorgeous dresses and rich armour, and compose the elite of the army. Their appearance in their red dresses with heron’s plumes, and their martial aspect and blunt demeanour is truly imposing; these men are all tried shots, and at 80 yards can generally hit a small brass pot every time with a matchlock.

The foreigners or Hindoostanies of the Seick army are men from the provinces of British India, and receive a stipulated monthly pay; many of the Seick soldiers receive rations of grain, besides their pay. The avarice of Runjeet Sing has sometimes occasioned mutiny amongst the regular infantry: in one instance the Ghoorka battalion, on being deprived of a portion of their pay, refused to receive the residue, and as no attention was paid to their complaint, open revolt ensued. Runjeet Singh directed some cavalry to charge the mutineers: the Ghoorka battalion formed square and beat off the Cavalry; the Maha Raja then became alarmed, and retired to the fort of Gobind Ghur, when the French officers interposed, and induced the Ghoorkas to retire to their lines.

Monsieur Allard, the General of the regular cavalry, was distinguished officer in imperial army of France, and is a man of high character and conciliatory manners; he adopts the Seick costume in allowing his beard to grow, and has married a native woman; this officer wishes to return to France and has been endeavouring to induce the Maha Rajah to allow his younger brother to take charge of his command during his absence.

Monsieur Ventura, General of Infantry, served under Eugene Beauharnois in Napoleon’s Russian campaign; he is a brave and intelligent officer, but violent man. Runjeet Singh keeps a watchful eye on his European Officers, and does not readily give service to those individuals who receive passports from the British Government.

The Horse Artillery of Runjeet’s army consist of guns of small calibre, and their field equipments resemble that of our late Foot Batteries; and consequently such artillery would be utterly unable to cope with our Horse Artillery; still, as these guns are drawn by horses, their fire would be always available, which is not the case with Bullock Artillery.

In 1793, adds our Meerut contemporary, Tippoo Sultan’s field Army was estimated at 47,470 fighting men, and his revenues at one crore of rupees. Runjeet Singh’s army amounts to 73,000 men, and his revenues to one crore and 80 lakhs of rupees.

The Afghan Campaign

Advices from Calcutta to the 12th of May have arrived. The movements of the contending parties in the north of India were watched with much interest by the British residents in India, and that war, though on a small scale, was considered the most important political event which has occurred in the East India for many years. The result, it was expected, would materially affect the interests of England, inasmuch as the defeat of Runjeet Singh would much increase the Russo-Persian influence in those dominions. The two powers, the Afghans and the Sikhs were concentrating their forces near to the passes of the Khybar, where the dispute was to be decided by force of arms. The Afghans are well mounted, brave and desperate combatants, while the Sikhs are equally determined, in a high state of discipline, officered by Europeans (mostly Frenchmen), and in great numbers. The struggle, therefore, was expected to be sanguinary. Runjeet Singh, the Rajah of Punjab, Lahore, and Cashmere, with their immense dependencies, or, as he is denominated in India, “The Lion of the North, and Rajah of the Five Waters,” is himself a faithful ally and supporter of the interests of the Company, while Dost Mahommed Khan is hostile to their views; so that it is argued, should the former be overthrown, the Company would be compelled to extend their territory to the banks of the Indus. M. Allard, the commander-in-chief of Runjeet’s army, has arrived at Paris within a very few days, for the purpose of procuring workmen to take out with him to cast balls, as he had not succeeded in teaching the natives of Cashmere to do it, although he had made them very efficient in casting cannon. Madame Allard is the daughter of a Prince of Lahore, and has five children, who are now in Paris at a Catholic boarding-school. Runjeet Singh is a man of about 55 years of age, but as infirm as an ordinary man at 80 or 85. His eldest son, aged about 25, who will succeed him in his vast authority, a vain, ambitious man, has openly declared his abhorrence of the East India Company, and his willingness to assist in making inroads into the British possessions

* It seems that the Sikh farmers’ dependence on cows for milk and oxen for tilling the land, was mistaken for “veneration of cow”. Regarding beef-eating, it has to be kept in mind that only Muslims were slaughtering cows for beef and Sikhs are prohibited to eat meat slaughtered in the Muslim way. Sikhs themselves had many uses for the cow during its useful life and old or sick animal was not fit for consumption — Sikh Centre

After weighing the evidence, the BIA properly determined that Singh failed to meet his burden of proving that he would more likely than not be subjected to torture if he were removed to India.  The BIA acknowledged Singh’s testimony about past persecution. It also recognized that the country conditions and the human rights situation in the Punjab have substantially improved since the mid-1990s and that Sikhs are now a well-respected and powerful minority group in India.  Military-related abuses have significantly decreased.  Police are now being held accountable for abuses; and individuals previously involved in militancy are returning to India or emerging from the underground.  The BIA considered that Singh’s brother works for the government in India and his sisters are teachers there without harassment.  Furthermore, Singh is only minimally active with Sikh groups; he has never been baptized as a Sikh, has cut his hair, and does not wear a turban.

ਭਾਰਤੀ ਰਾਜ ਨੇ ਭਾਰਤ ਦੇ ਕੇਂਦਰੀ ਖੇਤਰ ਅੰਦਰ ਲੋਕਾਂ ’ਤੇ ਝਪਟਣ ਲਈ ਬੇਮਿਸਾਲ ਪੱਧਰ ’ਤੇ ਸੁਰੱਖਿਆ ਤਾਕਤਾਂ ਜਮ੍ਹਾਂ ਕਰ ਲਈਆਂ ਹਨ। ਇਹ ਭਾਰਤੀ ਰਾਜ ਵਲੋਂ ਇਸ ਦੇਸ਼ ਵਿਚ ਰਹਿ ਰਹੇ ਲੋਕਾਂ ਖਿਲਾਫ਼ ਵਿੱਢੀਆਂ ਜੰਗਾਂ ਵਿਚੋਂ ਸਭ ਤੋਂ ਤਾਜ਼ਾ ਜੰਗ ਹੈ। ਸਰਕਾਰ ਕਹਿੰਦੀ ਹੈ ਕਿ ਇਸ ਨੂੰ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਖਿਲਾਫ਼ ਮੁਹਿੰਮ ਇਸ ਕਰਕੇ ਚਲਾਉਣੀ ਪਈ ਹੈ ਕਿਉਂਕਿ ਇੱਥੇ ਮਾਓਵਾਦੀਆਂ ਦਾ ਸਿੱਕਾ ਚੱਲਦਾ ਹੈ ਅਤੇ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ’ਚ ਕੇਂਦਰੀ ਜਾਂ ਸੂਬਾ ਸਰਕਾਰਾਂ ਦੀ ਅਥਾਰਟੀ ਨਹੀਂ ਚੱਲਦੀ।

ਅਸਲ ਵਿਚ ਇਨ੍ਹਾਂ ਜੰਗਲਾਂ ਦੇ ਵਸਨੀਕ ਹਜ਼ਾਰਾਂ ਵਰ੍ਹਿਆਂ ਤੋਂ ਇੱਥੇ ਰਹਿ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਜੰਗਲਾਂ ਦੀ ਰਾਖੀ ਕੀਤੀ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਜੰਗਲਾਂ ਦੇ ਸਹਾਰੇ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਹੋਂਦ ਦਾ ਇਕੋ ਇਕ ਵਸੀਲਾ ਇਹੀ ਜੰਗਲ ਹਨ। ਇਹ ਕਬਾਇਲੀ ਲੋਕ ਸਾਡੀ ਧਰਤੀ ਦੇ ਸਭ ਤੋਂ ਗਰੀਬ ਤੇ ਲਤਾੜੇ ਲੋਕ ਹਨ। ਆਦਿਵਾਸੀਆਂ ਵਜੋਂ ਜਾਣੇ ਜਾਂਦੇ ਇਹ ਲੋਕ ਸਾਡੇ ਵਤਨ ਦੇ ਸਭ ਤੋਂ ਆਦਿਕਾਲੀਨ ਵਸਨੀਕ ਹਨ, ਜੋ ਹਾਲੇ ਵੀ ਪੁਰਾਤਨ ਯੁੱਗ ’ਚ ਵਿਚਰ ਰਹੇ ਹਨ। ਹਜ਼ਾਰਾਂ ਵਰ੍ਹਿਆਂ ਤੋਂ ਉਨ੍ਹਾਂ ਦੀ ਜ਼ਿੰਦਗੀ ਪੁਰਾਣੀ ਤਰਜ਼ ਦੀ ਹੀ ਚਲੀ ਆ ਰਹੀ ਹੈ। ਇਨ੍ਹਾਂ ਤਮਾਮ ਸਮਿਆਂ ’ਚ ਕੋਈ ਉਨ੍ਹਾਂ ਨੂੰ ਅਧੀਨ ਨਹੀਂ ਬਣਾ ਸਕਿਆ। ਬਰਤਾਨਵੀ ਸਲਤਨਤ ਨੇ 1910 ’ਚ ਅਜਿਹਾ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਸੀ ਪਰ ਉਨ੍ਹਾਂ ਦੀਆਂ ਧਾੜਵੀ ਫ਼ੌਜਾਂ ਨੂੰ ਮੂੰਹ ਦੀ ਖਾਣੀ ਪਈ ਤੇ ਉਹ ਪਿੱਛੇ ਹਟਣ ਲਈ ਮਜਬੂਰ ਹੋ ਗਈਆਂ ਸਨ। ਬਰਤਾਨਵੀ ਤਾਕਤਾਂ ਵਿਰੁਧ ਕਬਾਇਲੀ ਲੋਕਾਂ ਦੇ ਟਾਕਰੇ ਦੀ ਅਗਵਾਈ ਮਹਾਨ ਯੋਧੇ ਗੁੰਡਾਧਰ ਨੇ ਕੀਤੀ ਸੀ। ਇਹ ਭੂਮਕਾਲ ਬਗ਼ਾਵਤ ਵਜੋਂ ਪ੍ਰਸਿੱਧ ਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਨੇ ਉਨੀਵੀਂ ਸਦੀ ਵਿਚ ਬਿਰਸਾ ਮੁੰਡਾ ਦੀ ਅਗਵਾਈ ਹੇਠ ਅੰਗਰੇਜ਼ੀ ਰਾਜ ਵਿਰੁਧ ਲੜਾਈ ਲੜੀ ਸੀ ਜੋ ਮੁੰਡਾ ਬਗ਼ਾਵਤ ਵਜੋਂ ਪ੍ਰਸਿੱਧ ਹੋਈ ਸੀ।

ਓਦੋਂ ਤੋਂ ਲੈ ਕੇ, ਕਿਸੇ ਰਾਜ ਨੇ ਉਨ੍ਹਾਂ ’ਤੇ ਹਮਲਾ ਕਰਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਅਧੀਨ ਕਰਨ ਦੀ ਹਿੰਮਤ ਨਹੀਂ ਕੀਤੀ, ਚਾਹੇ ਬਰਤਾਨਵੀ ਹਾਕਮ ਸਨ, ਜਾਂ ਅੰਗਰੇਜ਼ਾਂ ਦੇ ਰਾਜ ਤੋਂ ਬਾਅਦ ਦਿੱਲੀ ਤਖ਼ਤ ’ਤੇ ਬਿਰਾਜਮਾਨ ਹੋਣ ਵਾਲੇ ਦੇਸੀ ਹਾਕਮ। ਉਹ ਹਮੇਸ਼ਾ ਤੋਂ ਆਜ਼ਾਦ ਸੁਭਾਅ ਦੇ ਲੋਕ ਰਹੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਦਾ ਆਪਣਾ ਸਭਿਆਚਾਰ, ਰਸਮਾਂ-ਰਿਵਾਜ਼ ਅਤੇ ਨਿਆਰਾ ਜਿਊਣ ਢੰਗ ਹੈ। ਕੇਂਦਰ ਤੇ ਸੂਬਾ ਸਰਕਾਰਾਂ ਉਨ੍ਹਾਂ ਦੇ ਜੰਗਲਾਂ ਅਤੇ ਖਣਿਜ ਤੇ ਧਾਤਾਂ ਦੇ ਵਸੀਲਿਆਂ ਦੀ ਬੇਲਗਾਮ ਲੁੱਟ ਮਚਾਉਾਂਦੀਆਂ ਾ ਰਹੀਆਂ ਹਨ। ਜਦੋਂਕਿ ਇੱਥੇ ਪੀਣ ਵਾਲਾ ਪਾਣੀ, ਸਿੱਖਿਆ, ਇਲਾਜ਼ ਸਹੂਲਤਾਂ ਵਰਗੀਆਂ ਬੁਨਿਆਦੀ ਜ਼ਰੂਰਤਾਂ ਮੁਹੱਈਆ ਕਰਾਉਣ ਲਈ ਇਨ੍ਹਾਂ ਵਲੋਂ ਕਦੇ ਕੁਝ ਕੀਤਾ ਹੀ ਨਹੀਂ ਗਿਆ। ਉਨ੍ਹਾਂ ਦੇ ਵਸੀਲਿਆਂ ਦੀ ਅਥਾਹ ਲੁੱਟ ਕੀਤੀ ਜਾਂਦੀ ਹੈ, ਜੋ ਹਰ ਸਾਲ ਅਰਬਾਂ ਰੁਪਏ ਨੂੰ ਜਾ ਪਹੁੰਚਦੀ ਹੈ। ਸਨਅਤਕਾਰ, ਅਫਸਰਸ਼ਾਹ, ਸਿਆਸਤਦਾਨ, ਠੇਕੇਦਾਰ ਅਤੇ ਪੁਲਿਸ ਸਾਰਾ ਧਨ ਡਕਾਰ ਜਾਂਦੇ ਹਨ। ਇਹ ਸਾਰਾ ਕੁਝ ਓਦੋਂ ਤੱਕ ਅਰਾਮ ਨਾਲ ਚੱਲਦਾ ਰਿਹਾ, ਜਦੋਂ ਤੱਕ ਕਬਾਇਲੀਆਂ ਨੇ ਲੁੱਟਖਸੁੱਟ ਅਤੇ ਅਣਮਨੁੱਖੀ ਦਾਬੇ ਬਾਰੇ ਜਾਗਰੂਕ ਹੋ ਕੇ ਟਾਕਰੇ ਦਾ ਰਾਹ ਅਖਤਿਆਰ ਨਹੀਂ ਕਰ ਲਿਆ। ਉਨ੍ਹਾਂ ਦੀਆਂ ਰਵਾਇਤਾਂ ਇਸ ਟਾਕਰੇ ਦੀ ਖਾਸੀਅਤ ਬਣ ਚੁੱਕੀਆਂ ਹਨ ਤੇ ਇਹ ਆਜ਼ਾਦ ਲੋਕਾਂ ਵਜੋਂ ਉਨ੍ਹਾਂ ਦੇ ਸੁਭਾਅ ਦੇ ਅਨੁਸਾਰ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਸੰਘਰਸ਼ ਇਸ ਹਮਲਾਵਰ ਦਸਤੂਰ ਦਾ ਫਸਤਾ ਵੱਢਣ ਲਈ ਹੈ ਜਿਸ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਜ਼ਿੰਦਗੀ ਨਰਕ ਵਰਗੀ ਬਣਾ ਰੱਖੀ ਹੈ। ਇਸੇ ਕਰਕੇ ਉਹ ਇਨਕਲਾਬੀ ਮਾਰਕਸਵਾਦ ਦੀ ਵਿਚਾਰਧਾਰਾ ਨਾਲ ਜੁੜ ਗਏ ਜੋ ਲੁੱਟ, ਸ਼ੋਸ਼ਣ ਅਤੇ ਦਾਬੇ ਤੋਂ ਮੁਕਤ ਸੰਸਾਰ ਦੀ ਜ਼ਾਮਨ ਹੈ। ਇਸੇ ਕਰਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਲੱਗਿਆ ਕਿ ਇਨਕਲਾਬੀ ਮਾਓਵਾਦੀ ਬਾਗ਼ੀਆਂ ਨਾਲ ਉਨ੍ਹਾਂ ਦਾ ਕਾਜ਼ ਸਾਂਝਾ ਹੈ, ਜੋ ਹਰ ਤਰ੍ਹਾਂ ਦੀ ਲੁੱਟ-ਖਸੁੱਟ ਅਤੇ ਅੱਤਿਆਚਾਰ ਨੂੰ ਖਤਮ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ ਅਤੇ ਹਰ ਤਰ੍ਹਾਂ ਦੇ ਵਿਤਕਰੇ ਤੋਂ ਮੁਕਤ, ਸਮਾਨਤਾਵਾਦੀ, ਮਨੁੱਖਤਾਵਾਦੀ ਸਮਾਜ ਉਸਾਰਨਾ ਚਾਹੁੰਦੇ ਹਨ।

ਬਿਨਾਸ਼ੱਕ, ਹੁਣ ਇਹ ਜੱਗ ਜ਼ਾਹਰ ਹੈ ਕਿ ਉਹ ਐਸੀਆਂ ਜ਼ਮੀਨਾਂ ’ਤੇ ਰਹਿ ਰਹੇ ਹਨ ਜੋ ਸਿਰੇ ਦੇ ਅਮੀਰ ਖਣਿਜਾਂ, ਧਾਤਾਂ ਅਤੇ ਲੋਹਾ, ਕੋਲਾ, ਬਾਕਸਾਈਟ, ਮੈਂਗਨੀਜ਼, ਸੋਨਾ, ਹੀਰੇ, ਯੂਰੇਨੀਅਮ ਆਦਿ ਜਹੇ ਹੋਰ ਕੁਦਰਤੀ ਵਸੀਲਿਆਂ ਨਾਲ ਵਰੋਸਾਈਆਂ ਹੋਈਆਂ ਹਨ। ਭਾਰਤੀ ਰਾਜ ਨੇ ਕਦੇ ਵੀ ਇਹ ਨਹੀਂ ਮੰਨਿਆ ਕਿ ਕਬਾਇਲੀਆਂ ਦਾ ਆਪਣੀ ਜ਼ਮੀਨ ਅਤੇ ਜੰਗਲਾਂ ਉੱਪਰ ਹੱਕ ਹੈ, ਅਤੇ ਇਸ ਨੇ ਹਮੇਸ਼ਾ ਵੱਖ-ਵੱਖ ਢੰਗਾਂ ਰਾਹੀਂ ਇਨ੍ਹਾਂ ਨੂੰ ਹੜੱਪਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੈ। ਰਾਜ ਹੁਣ ਇਸ ਲੁੱਟ-ਖਸੁੱਟ ਨੂੰ ਹੋਰ ਤਿੱਖੀ ਕਰਨੀ ਚਾਹੁੰਦਾ ਹੈ, ਅਤੇ ਇਸ ਨੇ ਹੁਣ ਇਨ੍ਹਾਂ ਜ਼ਮੀਨਾਂ ਉੱਪਰ ਨਵੇਂ ਪ੍ਰਾਜੈਕਟ ਲਾਉਣ ਲਈ ਬਦੇਸ਼ੀ ਸਾਮਰਾਜੀ ਕੰਪਨੀਆਂ ਅਤੇ ਭਾਰਤ ਦੇ ਵੱਡੇ ਸਨਅਤੀ ਘਰਾਣਿਆਂ ਅਤੇ ਇਨ੍ਹਾਂ ਦੇ ਸਾਂਝੇ ਕਾਰੋਬਾਰਾਂ ਨੂੰ  ਸੱਦਾ ਦਿੱਤਾ ਹੋਇਆ ਹੈ। ਇਸ ਮੰਤਵ ਵਾਸਤੇ ਭਾਰਤ ਸਰਕਾਰ ਨੇ ਬਦੇਸ਼ੀ ਅਤੇ ਭਾਰਤੀ ਸਨਅਤੀ ਘਰਾਣਿਆਂ ਨਾਲ ਲੱਖਾਂ ਕਰੋੜ ਰੁਪਏ ਦੇ ਸਹਿਮਤੀ ਪੱਤਰਾਂ ’ਤੇ ਦਸਤਖਤ ਕੀਤੇ ਹੋਏ ਹਨ। ਇਨ੍ਹਾਂ ਸਹਿਮਤੀ-ਪੱਤਰਾਂ ਦੇ ਸਾਰਤੱਤ ਨੂੰ ਇਨ੍ਹਾਂ ਨੇ ਗੁਪਤ ਤੇ ਭੇਦ ਬਣਾਕੇ ਰੱਖਿਆ ਹੈ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਇਸ ਦੇ ਬਾਰੇ ਕੁਝ ਨਹੀਂ ਦੱਸਿਆ ਜਾ ਰਿਹਾ! ਭਾਰਤੀ ਰਾਜ ਦੇ ਤਾਜ਼ਾ ਹਮਲੇ ਦਾ ਉਦੇਸ਼ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਨੂੰ ਇਨ੍ਹਾਂ ਲੋਕਾਂ ਕੋਲੋਂ ਖੋਹਕੇ ਸਰਮਾਏਦਾਰ ਕੰਪਨੀਆਂ ਦੇ ਹਵਾਲੇ ਕਰਨਾ ਹੈ। ਇਹ ਸਾਰਾ ਕੁਝ ਵਿਕਾਸ ਦੇ ਨਾਂਅ ਹੇਠ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਅਸਲ ਵਿਚ ਇਹ ਵਿਕਾਸ ਕਿਵੇਂ ਵੀ ਕਬਾਇਲੀਆਂ ਅਤੇ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਵਸਦੇ ਲੋਕਾਂ ਦੇ ਜੀਵਨ ਦੇ ਪਦਾਰਥਕ ਹਾਲਾਤਾਂ ਦਾ ਵਿਕਾਸ ਨਹੀਂ ਹੈ। ਬੈਲਾਡਿਲਾ, ਬਾਲਕੋ, ਬੋਕਾਰੋ, ਭਿਲਾਈ, ਜਾਦੂਗੁਡਾ ਅਤੇ ਅਨੇਕਾਂ ਹੋਰ ਪਹਿਲੇ ਪ੍ਰਾਜੈਕਟਾਂ ਤੋਂ ਇਹ ਪਹਿਲਾਂ ਹੀ ਬਥੇਰਾ ਸਾਬਤ ਹੋ ਚੁੱਕਾ ਹੈ।

ਪਿੱਛੇ ਜਹੇ ਅਸੀਂ ਦੇਖਿਆ ਹੈ ਕਿ ਨੰਦੀਗ੍ਰਾਮ, ਸਿਗੂੰਰ, ਕਾਸ਼ੀਪੁਰ, ਕਾਲਿੰਗਾ ਨਗਰ, ਲਾਲਗੜ੍ਹ, ਪੁਲਾਵਰਮ, ਟੇਹਰੀ ਅਤੇ ਨਰਮਦਾ ਪ੍ਰਾਜੈਕਟ ਦੇ ਇਲਾਕਿਆਂ ਅੰਦਰ ਲੋਕ ਕਾਰ-ਫੈਕਟਰੀਆਂ, ਡੈਮ, ਵੱਡੀਆਂ-ਵੱਡੀਆਂ ਖਾਣਾਂ, ਵਿਸ਼ੇਸ਼ ਆਰਥਕ ਖੇਤਰ ਅਤੇ ਹੋਰ ਪ੍ਰਾਜੈਕਟ ਲਾਉਣ ਦਾ ਵਿਰੋਧ ਕਰ ਰਹੇ ਹਨ। ਇਨ੍ਹਾਂ ਪ੍ਰਾਜੈਕਟਾਂ ਦਾ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਦੇ ਜਾਂ ਦੇਸ਼ ਦੇ ਹੋਰ ਥਾਵਾਂ ਦੀ ਆਮ ਮਿਹਨਤਕਸ਼ ਅਤੇ ਗਰੀਬ ਜਨਤਾ ਦੇ ਵਿਕਾਸ ਅਤੇ ਭਲਾਈ ਨਾਲ ਕੋਈ ਲਾਗਾ-ਦੇਗਾ ਨਹੀਂ ਹੈ। ਇਨ੍ਹਾਂ ਦਾ ਉਦੇਸ਼ ਪਹਿਲਾਂ ਹੀ ਬੇਹੱਦ ਅਮੀਰ ਮੁੱਠੀਭਰ ਲੋਕਾਂ ਨੂੰ ਹੋਰ ਅਮੀਰ ਬਣਾਉਣਾ ਹੈ, ਜੋ ਦੂਜਿਆਂ ਦੀ ਕੀਮਤ ’ਤੇ ਪਲਦੇ ਹਨ, ਜਾਂ ਫਿਰ ਬਦੇਸ਼ੀ ਸਾਮਰਾਜੀ ਸਰਮਾਏਦਾਰਾਂ ਦੀਆਂ ਤਿਜੌਰੀਆਂ ਭਰਨਾ ਹੈ ਜਿਨ੍ਹਾਂ ਦਾ ਇਕੋ-ਇਕ ਧਰਮ ਲੁੱਟਮਾਰ ਤੇ ਸ਼ੋਸ਼ਣ ਕਰਨਾ ਹੈ। ਇਨ੍ਹਾਂ ਥਾਵਾਂ ਦੇ ਲੋਕਾਂ ਨੇ ਆਪਣੀਆਂ ਜ਼ਮੀਨਾਂ ਉੱਪਰ ਆਪਣੇ ਹੱਕਾਂ ਦੀ ਖਾਤਰ ਰਾਜ ਦੇ ਵਿਰੁਧ ਅਤੇ ਉਨ੍ਹਾਂ ਪੂੰਜੀਵਾਦੀ ਗਿਰਝਾਂ ਵਿਰੁਧ ਸੰਘਰਸ਼ ਕੀਤਾ ਅਤੇ ਲੜਾਈ ਦਿੱਤੀ ਹੈ ਜਿਨ੍ਹਾਂ ਦੇ ਇਸ਼ਾਰਿਆਂ ’ਤੇ ਸਰਕਾਰ ਕੰਮ ਕਰਦੀ ਹੈ।

ਸਰਕਾਰ ਨੇ ਲੋਕਾਂ ਦੇ ਟਾਕਰੇ ਨੂੰ ਤਬਾਹ ਕਰਨ ਲਈ ਲੱਖਾਂ ਦੀ ਗਿਣਤੀ ’ਚ ਹਥਿਆਰਬੰਦ ਤਾਕਤਾਂ ਤਾਇਨਾਤ ਕੀਤੀਆਂ ਹੋਈਆਂ ਹਨ, ਖ਼ਾਸ ਕਰਕੇ ਉਨ੍ਹਾਂ ਥਾਵਾਂ ਉੱਤੇ ਜਿੱਥੇ ਇਹ ਮਜ਼ਬੂਤ ਤੇ ਬਹੁਤ ਜ਼ਿਆਦਾ ਹੈ ਅਤੇ ਜਿੱਥੇ ਇਹ ਟਾਕਰਾ ਵਸੀਲਿਆਂ ਨਾਲ ਭਰਪੂਰ ਜ਼ਮੀਨਾਂ ਉੱਪਰ ਸਰਮਾਏਦਾਰਾਂ ਦੇ ਕਬਜ਼ੇ ਕਰਨ ’ਚ ਅੜਿੱਕਾ ਬਣ ਰਿਹਾ ਹੈ। ਜਦੋਂ ਸਰਕਾਰ ਇਹ ਕਹਿੰਦੀ ਹੈ ਕਿ ਇਹ ਮਾਓਵਾਦੀਆਂ ਦੇ ਕੰਟਰੋਲ ਹੇਠਲੇ ਇਲਾਕੇ ਵਾਪਸ ਲੈਣਾ ਚਾਹੁੰਦੀ ਹੈ ਤਾਂ, ਅਸਲ ਵਿਚ, ਇਹ ਲੋਕ ਟਾਕਰੇ ਨੂੰ ਤਬਾਹ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ ਅਤੇ ਜ਼ਮੀਨਾਂ ਖੋਹਕੇ ਇਹ ਖਾਣਸਾਜ਼ੀ ਦੀਆਂ ਦਿਓਕੱਦ ਕੰਪਨੀਆਂ, ਸਨਅਤਕਾਰਾਂ ਅਤੇ ਸੁਪਰ ਧਨਾਢ ਕਾਰੋਬਾਰਾਂ ਦੇ ਸਪੁਰਦ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ। ਸਰਕਾਰ ਚਾਹੇ ਇਨ੍ਹਾਂ ਨੂੰ ਦਹਿਸ਼ਤਗਰਦ ਕਹਿੰਦੀ ਰਹੇ ਜਾਂ ਕੁਝ ਹੋਰ, ਮਾਓਵਾਦ ਬੇਇਨਸਾਫ਼ੀ ਵਿਰੁਧ ਲੋਕਾਂ ਦੀ ਬਗ਼ਾਵਤ ਤੋਂ ਬਿਨਾ ਕੁਝ ਨਹੀਂ ਹੈ। ਇਨ੍ਹਾਂ ਖੇਤਰਾਂ ਦੇ ਦਹਿ ਲੱਖਾਂ ਲੋਕ ਮਾਓਵਾਦੀਆਂ ਦੇ ਕਾਜ਼ ਨਾਲ ਇਕਮਿੱਕ ਹਨ ਅਤੇ ਜਦੋਂ ਦਹਿ ਲੱਖਾਂ ਲੋਕ ਇਕ ਹੱਕੀ ਕਾਜ਼ ਲਈ ਲਹਿਰ ਬਣ ਜਾਂਦੇ ਹਨ ਤਾਂ ਉਨ੍ਹਾਂ ਨੂੰ  ਦਹਿਸ਼ਤਗਰਦ ਕਿਵੇਂ ਕਿਹਾ ਜਾ ਸਕਦਾ ਹੈ।

ਰਾਜ ਖੁਦ ਮੰਨਦਾ ਹੈ ਕਿ ਦੇਸ਼ ਦੇ ਕੁਲ 600 ਜ਼ਿਲ੍ਹਿਆਂ ਵਿਚੋਂ 223 ਜ਼ਿਲ੍ਹਿਆਂ ਅੰਦਰ ਮਾਓਵਾਦੀ ਸਰਗਰਮ ਹਨ। ਇਸ ਦਾ ਅਰਥ ਹੈ ਕਿ 223 ਜ਼ਿਲ੍ਹਿਆਂ ਦੇ ਲੋਕ ਇਸ ਵਿਚਾਰਧਾਰਾ ਨੂੰ  ਪਰਨਾਏ ਹੋਏ ਹਨ ਅਤੇ ਲੁੱਟਖਸੁੱਟ ਦਾ ਖਾਤਮਾ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਕਿ ਦਹਿ ਲੱਖਾਂ ਲੋਕਾਂ ਨੇ ਹਥਿਆਰ ਉਠਾਏ ਹੋਏ ਹਨ ਜਾਂ ਇਸ ਟਾਕਰੇ ਦੀ ਹਮਾਇਤ ਕਰਦੇ ਹਨ। ਕਿ ਇਹ ਲੋਕ ਲਹਿਰ ਬਣ ਚੁੱਕੇ ਹਨ। ਅਤੇ ਬਾਕੀ ਜ਼ਿਲ੍ਹਿਆਂ ਦੇ ਲੋਕ? ਕੀ ਇਨ੍ਹਾਂ ਬਾਕੀ ਜ਼ਿਲ੍ਹਿਆਂ ਦੀ ਮਜ਼ਦੂਰ, ਕਿਸਾਨ, ਵਿਦਿਆਰਥੀ, ਮੁਲਾਜ਼ਮ, ਛੋਟੇ ਦੁਕਾਨਦਾਰ ਅਤੇ ਮਿਹਨਤਕਸ਼ ਜਨਤਾ ਦੇ ਹਿੱਤ ਇਸ ਪ੍ਰਬੰਧ ’ਚ ਸੁਰੱਖਿਅਤ ਹਨ, ਅਤੇ ਕੀ ਉਹ ਜ਼ਿੰਦਗੀ ਨੂੰ ਬਿਹਤਰ ਬਣਾਉਣ ਵਾਲੀ ਤਬਦੀਲੀ ਲਈ ਨਹੀਂ ਤਾਂਘ ਰਹੇ, ਤੇ ਕੀ ਉਨ੍ਹਾਂ ਦਾ ਵੀ ਇਹੀ ਸੁਪਨਾ ਨਹੀਂ ਹੈ? ਜੇ 223 ਜ਼ਿਲ੍ਹੇ ਬੇਇਨਸਾਫੀ ਦੇ ਖਿਲਾਫ਼ ਉੱਠ ਖਲੋਤੇ ਹਨ ਅਤੇ ਬਾਕੀਆਂ ਦੀਆਂ ਰੀਝਾਂ ਵੀ ਇਸੇ ਤਰ੍ਹਾਂ ਦੀਆਂ ਹਨ ਤਾਂ ਰਾਜ ਨੂੰ ਇਸ ਨੂੰ ਦਹਿਸ਼ਤਗਰਦੀ ਕਹਿਣ ਦਾ ਕੋਈ ਹੱਕ ਨਹੀਂ ਰਹਿ ਜਾਂਦਾ।

ਭਾਰਤੀ ਰਾਜ ਸਿਰਫ਼ ਮਾਓਵਾਦੀਆਂ ਨੂੰ ਹੀ ਨਹੀਂ, ਸਗੋਂ ਇਸ ਦੇਸ਼ ਦੇ ਕਰੋੜਾਂ ਲੋਕਾਂ ਦੀਆਂ ਰੀਝਾਂ ਨੂੰ ਨੇਸਤੋ-ਨਾਬੂਦ ਕਰ ਦੇਣਾ ਚਾਹੁੰਦਾ ਹੈ। ਇਨ੍ਹਾਂ ਨੂੰ ਭੰਡਣ ਤੇ ਖਤਮ ਕਰਨ ਦੇ ਲਈ, ਇਸ ਨੇ ਸਾਰੇ ਪ੍ਰਚਾਰ ਮਾਧਿਅਮ ਅਤੇ ਹਰ ਤਰ੍ਹਾਂ ਦੀ ਪ੍ਰਚਾਰ ਮਸ਼ੀਨਰੀ ਝੋਕੀ ਹੋਈ ਹੈ। ਉਹ ਦੱਬੇ-ਕੁਚਲੇ ਲੋਕਾਂ ਦੇ ਟਾਕਰੇ ਨੂੰ, ਅਤੇ ਤਬਦੀਲੀ ਲਈ ਉਨ੍ਹਾਂ ਦੀ ਲਹਿਰ ਨੂੰ ਮਲੀਆਮੇਟ ਕਰ ਦੇਣਾ ਚਾਹੁੰਦਾ ਹੈ। ਸਾਡੇ ਹਿੰਦੁਸਤਾਨ ਕਹਾਉਾਂਦੀ ੲਸ ਪੀੜਤ ਧਰਤੀ ਉੱਤੇ ਇਹ ਲਹਿਰ ਇਕੋ ਇਕ ਐਸੀ ਚੀਜ਼ ਹੈ ਜੋ ਉਨ੍ਹਾਂ ਲਈ ਸੱਚੀ ਖੁਸ਼ੀ ਲਿਆ ਸਕਦੀ ਹੈ। ਇਹ ਧਰਤੀ ਜੋ ਭੁੱਖਮਰੀ ਦੇ ਸ਼ਿਕਾਰ ਲੋਕਾਂ, ਲੁੱਟੇ ਪੁੱਟਿਆਂ, ਖ਼ੁਦਕੁਸ਼ੀਆਂ ਕਰਨ ਲਈ ਮਜਬੂਰ ਕਿਸਾਨਾਂ, ਹਨੇਰੇ ਭਵਿੱਖ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੀ ਜਵਾਨੀ, ਫੈਕਟਰੀਆਂ ’ਚੋਂ ਕੱਢੇ ਜਾ ਰਹੇ ਮਜ਼ਦੂਰਾਂ ਦੀ ਧਰਤੀ ਹੈ। ਜੋ ਜਥੇਬੰਦ ਖੇਤਰ ਦੇ ਉਨ੍ਹਾਂ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਧਰਤੀ ਹੈ ਜਿਨ੍ਹਾਂ ਦਾ ਰੁਜ਼ਗਾਰ ਨੌਕਰੀਆਂ ਠੇਕੇ ਉੱਤੇ ਦੇ ਦਿੱਤੇ ਜਾਣ ਕਾਰਨ ਖੁਸ ਰਿਹਾ ਹੈ। ਜੋ ਉਨ੍ਹਾਂ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਧਰਤੀ ਹੈ ਜਿਨ੍ਹਾਂ ਨੂੰ ਸਵੈ-ਇੱਛਾ ਸੇਵਾ ਮੁਕਤੀ ਜਾਂ ਸੁਨਹਿਰੀ ਵਿਦਾਇਗੀ ਦੇ ਨਾਂਅ ਹੇਠ ਕੁਝ ਬੁਰਕੀਆਂ ਸੁੱਟਕੇ ਕੁੱਟ ਦਬੱਲਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਜੋ ਉਨ੍ਹਾਂ ਛੋਟੇ ਦੁਕਾਨਦਾਰਾਂ ਅਤੇ ਵਪਾਰੀਆਂ ਦੀ ਧਰਤੀ ਹੈ, ਜਿਨ੍ਹਾਂ ਦੇ ਕਾਰੋਬਾਰਾਂ ਨੂੰ ਵੱਡੇ ਮਾਲ ਅਤੇ ਵਿਸ਼ੇਸ਼ ਆਰਥਕ ਖੇਤਰ ਹੜੱਪ ਰਹੇ ਹਨ। ਇਹ ਧਰਤੀ ਇਨਸਾਫ ਲਈ ਪੁਕਾਰ ਰਹੀ ਹੈ।

ਜੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮਾਓਵਾਦੀਆਂ ਉੱਪਰ ਦੇਸ਼ ਦੀ ਅੰਦਰੂਨੀ ਸੁਰੱਖਿਆ ਲਈ ਸਭ ਤੋਂ ਵੱਡੇ ਖ਼ਤਰੇ ਦਾ ਠੱਪਾ ਲਾਉਾਂਦਾ , ਤਾਂ ਹੁਕਮਰਾਨਾਂ ਨੂੰ ਉਸ ਬਾਰੇ ਜ਼ਰੂਰ ਸੋਚਣਾ ਚਾਹੀਦਾ ਹੈ ਜੋ ਉਨ੍ਹਾਂ ਨੇ ਆਜ਼ਾਦੀ ਦੇ ਲੰਘੇ 62 ਸਾਲਾਂ ’ਚ ਲੋਕਾਂ ਨੂੰ ਦਿੱਤਾ ਹੈ? ਛੇ ਦਹਾਕਿਆਂ ਤੋਂ ਉਹ ਇਸ ਸਮਾਜ ਦੇ ਹੁਕਮਰਾਨ ਤੇ ਕਰਤਾਧਰਤਾ ਚਲੇ ਆ ਰਹੇ ਹਨ ਤੇ ਬੁਰੀ ਤਰ੍ਹਾਂ ਫੇਲ੍ਹ ਹੋਏ ਹਨ। ਮੌਜੂਦਾ ਹਾਲਤ ਉਨ੍ਹਾਂ ਦੀ ਪੈਦਾ ਕੀਤੀ ਹੋਈ ਹੈ ਨਾ ਕਿ ਮਾਓਵਾਦੀਆਂ ਦੀ। ਉਨ੍ਹਾਂ ਦੀਆਂ ਨੀਤੀਆਂ ਠੁੱਸ ਹੋਈਆਂ ਹਨ ਤਾਂ ਇਸ ਦਾ ਦੋਸ਼ ਟਾਕਰੇ ਦੇ ਰਾਹ ਪਏ ਲੋਕਾਂ ਅਤੇ ਮਾਓਵਾਦੀਆਂ ਨੂੰ ਨਹੀਂ ਦਿੱਤਾ ਜਾ ਸਕਦਾ। ਮਾਓਵਾਦੀ ਤਾਂ ਪਿੱਛੇ ਜਹੇ ਤੋਂ ਹੀ ਸਾਹਮਣੇ ਆਏ ਹਨ, ਪਰ ਉਨ੍ਹਾਂ ਵਾਅਦਿਆਂ ਬਾਰੇ ਰਾਜ ਦੀ ਕੀ ਕਾਰਗੁਜ਼ਾਰੀ ਰਹੀ ਹੈ ਜੋ ਆਜ਼ਾਦੀ ਦੇ ਸਮੇਂ ਲੋਕਾਂ ਨਾਲ ਕੀਤੇ ਗਏ ਸਨ? ਹੋਣੀ ਨਾਲ ਮਿਲਣੀ ਦਾ ਵਾਅਦਾ ਕਿੱਥੇ ਗਿਆ? 14-15 ਅਗਸਤ 1947 ਦੀ ਅੱਧੀ ਰਾਤ ਨੂੰ ਲਾਲ ਕਿਲ੍ਹੇ ਦੀ ਫ਼ਸੀਲ ਤੋਂ ਜਵਾਹਰ ਲਾਲ ਨਹਿਰੂ ਵਲੋਂ ਕੀਤਾ ਵਾਅਦਾ? ਵਾਅਦਾ ਪੂਰਾ ਨਾ ਕਰਨ ਦਾ ਦੋਸ਼ ਨਾ ਲੋਕਾਂ ਨੂੰ ਦਿੱਤਾ ਜਾ ਸਕਦਾ, ਤੇ ਨਾ ਮਾਓਵਾਦੀਆਂ ਨੂੰ।

ਇਸ ਲਈ ਹੁਣ, ਓਪਰੇਸ਼ਨ ਗਰੀਨ ਹੰਟ ਨਿਰਾ ਇਸੇ ਕਰਕੇ ਨਹੀਂ ਚਲਾਇਆ ਜਾ ਰਿਹਾ ਕਿ ਸਰਕਾਰ, ਪੂਰੀ-ਸੂਰੀ ਜੰਗ ਵਿਚ, ਦਹਿਸ਼ਤਗਰਦੀ ਨਾਲ ਲੜਨ ਦੇ ਨਾਂਅ ਹੇਠ, ਮਾਓਵਾਦੀਆਂ ਦਾ ਸਫਾਇਆ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ। ਇਹ ਅਸਲ ਵਿਚ ਲੋਕਾਂ ਦੀਆਂ ਸੱਧਰਾਂ ਨੂੰ, ਉਨ੍ਹਾਂ ਦੇ ਸੰਘਰਸ਼ਾਂ, ਉਨ੍ਹਾਂ ਦੇ ਟਾਕਰੇ ਨੂੰ, ਬਿਹਤਰ ਜ਼ਿੰਦਗੀ ਲਈ ਜੂਝਣ ਦੇ ਉਨ੍ਹਾਂ ਦੇ ਦ੍ਰਿੜ ਸੰਕਲਪ ਨੂੰ ਕਤਲ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ। ਅਤੇ ਜੇ ਕਬਾਇਲੀ ਧਰਤੀ ਨੇ ਐਸੇ ਹਮਲੇ ਮੂਹਰੇ ਈਨ ਨਹੀਂ ਮੰਨੀ ਤਾਂ ਇਸ ਦੀ ਦਾਦ ਦੇਣੀ ਬਣਦੀ ਹੈ। ਰਾਜ ਆਪਣੇ ਹੀ ਲੋਕਾਂ ਦੇ ਖਿਲਾਫ਼ ਹਵਾਈ ਸੈਨਾ ਦੀ ਤਾਕਤ ਵਰਤੋਂ ’ਚ ਲਿਆਉਣ ਦੀ ਧਾਰੀ ਬੈਠਾ ਹੈ। ਇਹ ਲੋਕਾਂ ਉੱਪਰ ਸੱਠ ਸਾਲਾਂ ਤੋਂ ਥੋਪੇ ਭੈੜੇ ਰਾਜ ਤੇ ਲੋਕ ਵਿਰੋਧੀ ਨੀਤੀਆਂ ਦਾ ਸਿੱਟਾ ਹੈ। ਲੋਕਾਂ ਨੇ ਕਦੇ ਵੀ ਉਨ੍ਹਾਂ ਨੂੰ ਇਹ ਨੀਤੀਆਂ ਅਮਲ ’ਚ ਲਿਆਉਣ ਦਾ ਫਤਵਾ ਨਹੀਂ ਦਿੱਤਾ। ਇਨ੍ਹਾਂ ਸਾਰੇ ਸਮਿਆਂ ’ਚ ਉਹ ਪਟੀਸ਼ਨਾਂ, ਰੋਸ ਮੁਜ਼ਾਹਰਿਆਂ, ਹੜਤਾਲਾਂ, ਧਰਨਿਆਂ, ਸੰਘਰਸ਼ਾਂ, ਟਾਕਰੇ ਅਤੇ ਨਾਲ ਹੀ ਭੁੱਖ ਹੜਤਾਲਾਂ ਅਤੇ ਵਰਕ ਟੂ ਰੂਲ ਅੰਦੋਲਨਾਂ ਰਾਹੀਂ ਇਨ੍ਹਾਂ ਨੀਤੀਆਂ ਦਾ ਵਿਰੋਧ ਕਰਦੇ ਰਹੇ ਹਨ। ਅਤੇ ਰੱਬ ਹੀ ਜਾਣਦਾ ਹੈ ਕਿ ਇਸ ਅਖੌਤੀ ਜਮਹੂਰੀ ਲੋਕ ਰਾਜ ਨੇ ਵਿਖਾਵਾ ਕਰਨ ਵਾਲਿਆਂ ਉੱਪਰ ਕਿੰਨੀ ਵਾਰ ਗੋਲੀਆਂ ਦੀ ਵਾਛੜ ਕੀਤੀ ਹੋਵੇਗੀ। ਕਿੰਨੀ ਵਾਰ ਇਨ੍ਹਾਂ ਨੇ ਲੋਕਾਂ ਨੂੰ ਮਾਰਿਆ? ਕਿੰਨੇ ਦਹਿ ਲੱਖਾਂ ਉੱਪਰ ਲਾਠੀਚਾਰਜ ਕੀਤੇ ਅਤੇ ਕਿੰਨਿਆਂ ਨੂੰ ਜੇਲ੍ਹਾਂ ’ਚ ਡੱਕਿਆ? ਹਿਰਾਸਤਾਂ ਅਤੇ ਜਨਤਕ ਪੱਧਰ ’ਤੇ ਪੁਲਿਸ ਮੁਕਾਬਲਿਆਂ ’ਚ ਮਾਰੇ ਜਾਣ ਵਾਲੇ ਹਜ਼ਾਰਾਂ ਲੋਕਾਂ ਦੀ ਤਾਂ ਗੱਲ ਹੀ ਛੱਡੋ। ਇਨ੍ਹਾਂ ਦਾ ਜਬਰ ਕਦੇ ਬੰਦ ਨਹੀਂ ਹੋਇਆ। ਲੋਕਾਂ ਦੇ ਸ਼ਿਕਵੇ-ਸ਼ਿਕਾਇਤਾਂ ਦੀ ਸੁਣਵਾਈ ਕਰਨ ਦੀ ਬਜਾਏ, ਇਨ੍ਹਾਂ ਸਾਰੇ ਦਹਾਕਿਆਂ ’ਚ, ਮਹਾਤਮਾ ਗਾਂਧੀ ਦੀ ਅਹਿੰਸਾ ਦੀ ਸਹੁੰ ਖਾਣ ਵਾਲਾ ਇਹ ਰਾਜ ਅਨੰਤ ਹਿੰਸਾ ਵਰਤਾਉਾਂਦਾ ਰਹਾ ਹੈ। ਇਕ ਮਾਫੀਆ ਗਰੋਹ ਦੀ ਤਰ੍ਹਾਂ। ਫਿਰ ਵੀ, ਟਾਕਰਾ ਜਾਰੀ ਰਿਹਾ ਅਤੇ ਬਗ਼ਾਵਤਾਂ ਵਧਦੀਆਂ ਗਈਆਂ।

ਅਤੇ ਹੁਣ ਇਸਨੇ ਆਪਣੇ ਹੀ ਦੇਸ਼ ਦੇ ਅੰਦਰ, ਆਪਣੇ ਹੀ ਵਤਨ ਵਾਸੀਆਂ ਦੇ ਖਿਲਾਫ਼ ਸਰਹੱਦਾਂ ਵਾਹ ਦਿੱਤੀਆਂ ਹਨ।

ਭਾਰਤ ਦੇ ਕੇਂਦਰੀ ਭਾਗ ਦੇ ਗਰੀਬ ਲੋਕਾਂ ਉੱਪਰ ਤਾਜ਼ਾ ਹਮਲਾ ਉਸੇ ਸਰਕਾਰੀ ਹਿੰਸਾ ਦੀ ਵੱਧ ਵਿਆਪਕ ਅਤੇ ਵੱਧ ਘਾਤਕ ਰੂਪ-ਬਦਲੀ ਤੋਂ ਬਿਨਾ ਹੋਰ ਕੁਝ ਨਹੀਂ ਜੋ 1947 ਤੋਂ ਜਾਰੀ ਹੈ। ਇਸ ਦਾ ਉਦੇਸ਼ ਇੱਥੋਂ ਦੇ ਲੋਕਾਂ ਦੇ ਵਿਰੋਧ ਦਾ, ਸਭ ਤੋਂ ਗਰੀਬ ਲੋਕਾਂ ਦੀ, ਕਬਾਇਲੀ ਕਿਸਾਨਾਂ ਦੀ, ਅਤੇ ਖਾਣਾਂ ’ਚ ਕੰਮ ਕਰਨ ਵਾਲੇ ਮਜ਼ਦੂਰਾਂ ਦੀ ਲੜਾਈ ਦਾ ਲੱਕ ਤੋੜਨਾ ਹੈ। ਇਸ ਦਾ ਉਦੇਸ਼ ਦੇਸ਼ ਦੇ ਬਾਕੀ ਥਾਵਾਂ ਦੇ ਲੋਕਾਂ ਨੂੰ ਸੁਣਾਉਣੀ ਕਰਨਾ ਹੈ ਕਿ ਆਪਣੇ ਹੱਕਾਂ ਲਈ ਉੱਠ ਖੜ੍ਹੇ ਹੋਣ, ਰਾਜ ਦੀਆਂ ਉਨ੍ਹਾਂ ਨੀਤੀਆਂ ਦਾ ਵਿਰੋਧ ਕਰਨ ਦੀ ਹਿੰਮਤ ਨਾ ਕਰਿਓ ਚਾਹੇ ਇਹ ਲੋਕਾਂ ਅਤੇ ਦੇਸ਼ ਦੇ ਹਿੱਤ ਦੇ ਖਿਲਾਫ਼ ਹੀ ਜਾਂਦੀਆਂ ਹੋਣ।

ਸਿਰਫ਼ ਟਾਕਰੇ ਦੇ ਇਸ ਕੇਂਦਰ ਨੂੰ ਖਤਮ ਕਰਨ ਲਈ ਹੀ ਨਹੀਂ, ਸਗੋਂ ਉਨ੍ਹਾਂ ਨਵੀਂਆਂ ਚੀਜ਼ਾਂ ਨੂੰ ਤਬਾਹ ਕਰਨ ਲਈ ਵੀ ਇਸ ਖੇਤਰ ਨੂੰ ਘੇਰਿਆ ਜਾ ਰਿਹਾ ਹੈ ਜੋ ਲੋਕਾਂ ਨੇ ਆਪਣੇ ਸੰਘਰਸ਼ਾਂ ਰਾਹੀਂ ਸਿਰਜੀਆਂ ਹਨ ਅਤੇ ਜਿਨ੍ਹਾਂ ਦੀ ਸਿਰਜਣਾ ਲਈ ਉਨ੍ਹਾਂ ਨੇ ਖ਼ੂਨ-ਪਸੀਨਾ ਵਹਾਇਆ ਹੈ। ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਬਦਨਾਮ ਕਰਨ ਦੀ ਮੁਹਿੰਮ ਚਲਾਈ ਹੋਈ ਹੈ ਜੋ ਪਿੱਛੇ ਹਟਣ ਤੋਂ ਇਨਕਾਰੀ ਹਨ, ਜੋ ਇਸ ਦੀ ਡੰਡੌਤ ਕਰਨ ਤੋਂ ਇਨਕਾਰੀ ਹਨ ਅਤੇ ਜੋ ਵਿਕਾਸ ਅਤੇ ਤਰੱਕੀ ਦੇ ਅਮੁੱਕ ਖੋਖਲੇ ਵਾਅਦਿਆਂ ਦੇ ਝਾਂਸੇ ’ਚ ਆਉਣ ਲਈ ਤਿਆਰ ਨਹੀਂ ਹਨ। ਉਨ੍ਹਾਂ ਨੂੰ ਪਤਾ ਹੈ ਕਿ ਇਹ ਵਿਕਾਸ ਉਨ੍ਹਾਂ ਦੀ ਖਾਤਰ ਨਹੀਂ ਕੀਤਾ ਜਾ ਰਿਹਾ। ਕਿਉਂਕਿ ਕਲਿਆਣਕਾਰੀ ਰਾਜ ਦੇ ਆਦਰਸ਼ ਨੂੰ ਤਿਲਾਂਜਲੀ ਦੇਣ ਵਾਲੀ ਸਰਕਾਰ ਅਸਲ ਵਿਚ ਉਹ ਚੀਜ਼ ਕਰ ਹੀ ਨਹੀਂ ਸਕਦੀ ਜਿਸ ਨੂੰ ਇਸ ਨੇ ਸਾਮਰਾਜੀ ਸਰਮਾਏ, ਸੰਸਾਰ ਬੈਂਕ ਅਤੇ ਸੰਸਾਰ ਵਪਾਰ ਸੰਸਥਾ ਦੇ ਆਦੇਸ਼ਾਂ ਤਹਿਤ ਛੱਡਿਆ ਹੋਇਆ ਹੈ।

ਹਮਲੇ ਦੀ ਮਾਰ ਹੇਠ ਆਏ ਲੋਕਾਂ ਨੇ ਕਿਸਮਤ ਨਾਲ ਦਸਤਪੰਜਾ ਲੜਾਉਣ ਵਾਸਤੇ, ਆਪਣਾ ਭਵਿੱਖ ਆਪਣੇ ਹੱਥ ਲੈਂਦਿਆਂ, ਵੱਖ-ਵੱਖ ਪੱਧਰਾਂ ’ਤੇ ਆਪਣੀਆਂ ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੈ।

ਆਓ ਉਸ ’ਤੇ ਸੰਖੇਪ ਝਾਤ ਮਾਰੀਏ, ਜੋ ਦੰਡਕਾਰਣੀਆਂ ਦੇ ਪਿੰਡਾਂ ਅੰਦਰ ਲੋਕਾਂ ਨੇ ਆਪਣੀਆਂ ਵਿਕਾਸ ਕਮੇਟੀਆਂ ਰਾਹੀਂ ਉਸਾਰਿਆ ਹੈ, ਅਤੇ ਜਿਸ ਨੂੰ ਸਰਕਾਰ ਤਬਾਹ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ। ਇਸ ਤੋਂ ਅਸੀਂ ਦੇਖ ਸਕਾਂਗੇ ਕਿ ਮਾਓਵਾਦੀਆਂ ਦਾ ਸਾਡੇ ਦੇਸ਼ ਦੇ ਵਿਕਾਸ ਅਤੇ ਤਰੱਕੀ ਦਾ ਸੁਪਨਾ ਕਿਸ ਤਰ੍ਹਾਂ ਦਾ ਹੈˆਜਿਸ ਵਿਕਾਸ ਦੀ ਉਸਾਰੀ ਦੇਸੀ ਤਰੀਕੇ ਨਾਲ ਅਤੇ ਸਵੈ ਨਿਰਭਰ ਰਹਿਕੇ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ, ਜਿਹੜਾ ਵਿਕਾਸ ਲੋਕ ਹਿੱਤ ’ਚ ਹੈ ਅਤੇ ਜਿਸ ਦੀ ਉਸਾਰੀ ਲੋਕਾਂ ਦੀ ਜਮਹੂਰੀ ਹਿੱਸੇਦਾਰੀ ਦੇ ਅਮਲ ਰਾਹੀਂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ, ਜੋ ਇਸ ਧਰਤੀ ਤੇ ਇਸਦੇ ਵਸੀਲਿਆਂ ਪ੍ਰਤੀ ਫਿਕਰਮੰਦ ਹੈ। ਅਜਿਹਾ ਵਿਕਾਸ ਸਾਮਰਾਜੀ ਸਰਮਾਏ ਦੀ ਜਕੜ ਤੇ ਇਸ ਦੇ ਫੁਰਮਾਨਾਂ ਤੋਂ ਸਾਡੀ ਖਲਾਸੀ ਕਰਾਏਗਾ। ਇਸ ਨੂੰ  ਸੱਚੀ ਦੇਸ਼ਭਗਤ ਤਾਕਤ ਹੀ ਅਮਲ ’ਚ ਲਿਆ ਸਕਦੀ ਹੈ।

-ਸਭ ਤੋਂ ਵੱਡਾ ਸੁਧਾਰ ਜ਼ਮੀਨ ਦੇ ਬਾਰੇ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਹਰੇਕ ਕਿਸਾਨ ਪਰਿਵਾਰ ਨੂੰ ਜ਼ਮੀਨ ਦੇਣ ਲਈ ਲੱਖਾਂ ਏਕੜ ਜ਼ਮੀਨ ਦੀ ਵੰਡ ਕੀਤੀ ਹੈ। ਕਿਸੇ ਨੂੰ ਵੀ ਵਾਹੀ ਤੋਂ ਵਾਧੂ ਜ਼ਮੀਨ ਰੱਖਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਹੈ। ਇੰਜ ਖੇਤੀਬਾੜੀ ’ਚ ਮਜ਼ਦੂਰਾਂ ਤੋਂ ਪੈਸੇ ਦੇ ਕੇ ਕੰਮ ਕਰਾਉਣ ਦੇ ਗ਼ੈਰ-ਜ਼ਰੂੁਰੀ ਸਿਲਸਿਲੇ ਦਾ ਖਾਤਮਾ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇੱਥੋਂ ਤੱਕ ਕਿ ਲੋਕਾਂ ਉੱਤੇ ਦਾਬਾ ਪਾ ਕੇ ਵਗਾਰ ਕਰਾਉਣ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਛਿੱਲ ਲਾਹੁਣ ਵਾਲੇ ਪਟੇਲਾਂ (ਪਿੰਡ ’ਚ ਸਰਕਾਰ ਦੇ ਨਾਮਜ਼ਦ ਅਧਿਕਾਰੀ) ਨੂੰ ਵੀ ਓਨੀ ਜ਼ਮੀਨ ਰੱਖਣ ਦੀ ਇਜਾਜ਼ਤ ਹੈ ਜਿਸ ਨੂੰ ਉਹ ਆਪਣੇ ਟੱਬਰ ਦੀ ਮਿਹਨਤ ਨਾਲ ਵਾਹ-ਬੀਜ ਸਕਦੇ ਹੋਣ। ਕੋਈ ਗ਼ੈਰ ਕਬਾਇਲੀ ਇੱਥੇ ਜ਼ਮੀਨ ਦਾ ਮਾਲਕ ਨਹੀਂ ਬਣ ਸਕਦਾ।

- ਔਰਤਾਂ ਨੂੰ ਜ਼ਮੀਨ ਦੀ ਮਾਲਕੀ ਦਾ ਬਰਾਬਰ ਹੱਕ ਦਿੱਤਾ ਗਿਆ ਹੈ।

- ਉਨ੍ਹਾਂ ਨੇ ਕਬਾਇਲੀਆਂ ਨੂੰ ਇਕ ਜਾਂ ਦੋ ਸਾਲਾਂ ਬਾਅਦ ਥਾਂ ਬਦਲਕੇ ਖੇਤੀ ਕਰਨ ਦੇ ਪੁਰਾਤਨ ਢੰਗ ’ਚੋਂ ਕੱਢਕੇ ਵਿਉਂਤਬਧ ਸਥਾਈ ਖੇਤੀ ਕਰਨ ਲਾਇਆ ਹੈ। ਕਬਾਇਲੀਆਂ ਨੂੰ ਬਿਜਾਈ, ਗੋਡੀ ਅਤੇ ਫਸਲ ਦੀ ਕਟਾਈ ਕਰਨੀ ਸਿਖਾਈ ਹੈ। ਉਹ ਆਪਣੀਆਂ ਨਿੱਜੀ ਜ਼ਮੀਨਾਂ ਅਤੇ ਨਾਲ ਹੀ ਸਮੂਹ ਭਾਈਚਾਰੇ ਦੀ ਵਰਤੋਂ ਦੀ ਲਈ ਸਹਿਕਾਰੀ ਖੇਤਾਂ ’ਚ ਖੇਤੀ ਕਰਦੇ ਹਨ। ਖੇਤੀ ਦਾ ਵਿਕਾਸ ਬਿਨਾ ਰਸਾਇਣਕ ਖਾਦਾਂ ਅਤੇ ਨਦੀਨ/ਕੀਟਨਾਸ਼ਕਾਂ ਤੋਂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।

- ਉਨ੍ਹਾਂ ਨੇ ਗਾਜ਼ਰ, ਮੂਲੀ, ਬੈਂਗਣ, ਭਿੰਡੀ, ਕਰੇਲਾ, ਟਮਾਟਰ ਆਦਿ ਤਰ੍ਹਾਂ-ਤਰ੍ਹਾਂ ਦੀਆਂ ਸਬਜ਼ੀਆਂ ਬੀਜਣੀਆਂ ਸ਼ੁਰੂ ਕਰਵਾਈਆਂ ਹਨ, ਦੂਰ-ਦਰਾਜ ਇਲਾਕਿਆਂ ਦੇ ਕਬਾਇਲੀਆਂ ਨੂੰ  ਨਾ ਕਦੇ ਇਨ੍ਹਾਂ ਦੇ ਦਰਸ਼ਣ ਨਸੀਬ ਹੋਏ ਸਨ ਤੇ ਨਾ ਇਨ੍ਹਾਂ ਦਾ ਕਦੇ ਸਵਾਦ ਚੱਖਿਆ ਸੀ।

- ਉਨ੍ਹਾਂ ਨੇ ਕੇਲੇ, ਨਿੰਬੂ ਜਾਤੀ ਦੇ ਫ਼ਲਾਂ, ਅੰਬ, ਅਮਰੂਦ ਆਦਿ ਦੇ ਬਗੀਚੇ ਲਾਏ ਹਨ।

- ਉਨ੍ਹਾਂ ਨੇ ਮੱਛੀ ਪਾਲਣ ਅਤੇ ਸਿਜਾਈ ਵਾਸਤੇ ਬੰਨ੍ਹ, ਛੱਪੜ ਅਤੇ ਪਾਣੀ ਦੇ ਵਸੀਲਿਆਂ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੈ। ਇਸ ਸਭ ਕੁਝ ਸਮੂਹਕ ਮਿਹਨਤ ਰਾਹੀਂ ਕੀਤਾ ਗਿਆ ਗਿਆ ਹੈ ਅਤੇ ਇਨ੍ਹਾਂ ਦੀ ਉਪਜ ਹਰ ਪਰਿਵਾਰ ਨੂੰ ਮੁਫ਼ਤ ਵੰਡੀ ਜਾਂਦੀ ਹੈ।

- ਉਨ੍ਹਾਂ ਨੇ ਪੀਣ ਯੋਗ ਪਾਣੀ ਲਈ ਖੂਹ ਲਾਏ ਹਨ।

ਜਦੋਂਕਿ ਸਨਅਤੀ ਪ੍ਰਾਜੈਕਟਾਂ ਨੇ ਪਾਣੀ ਦੇ ਧਰਤੀ ਹੇਠਲੇ ਵਸੀਲੇ ਤਬਾਹ ਕਰ ਦਿੱਤੇ ਹਨ, ਨਦੀਆਂ ਇਸ ਕਦਰ ਪ੍ਰਦੂਸ਼ਿਤ ਹੋ ਗਈਆਂ ਹਨ ਕਿ ਮੱਛੀਆਂ ਅਤੇ ਕੁਲ ਜਲ-ਜੀਵਨ ਅਤੇ ਨਾਲ ਹੀ ਇਸ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਦੀ ਬਨਸਪਤੀ ਤੱਕ ਖਤਮ ਹੋ ਗਈ ਹੈ। ਪਾਣੀ ਦੇ ਇਨ੍ਹਾਂ ਵਸੀਲਿਆਂ ਦੇ ਆਲੇ ਦੁਆਲੇ ਦੇ ਫ਼ਲਦਾਰ ਦਰਖ਼ਤਾਂ ਨੂੰ ਫੁੱਲ ਪੈਣੇ ਬੰਦ ਹੋ ਗਏ ਹਨ।

- ਉਨ੍ਹਾਂ ਨੇ ਕਈ ਪਿੰਡਾਂ ਵਿਚ ਚੌਲ ਮਿੱਲਾਂ ਲਾਈਆਂ ਹਨ। ਇਨ੍ਹਾਂ ਮਿੱਲਾਂ ਨੇ ਝੋਨੇ ਦੀ ਛੜਾਈ ਕਰਕੇ ਚੌਲ ਕੱਢਣ ਦੇ ਰੋਜ਼ਾਨਾ ਯੱਬ ਤੋਂ ਔਰਤਾਂ ਦੀ ਖਲਾਸੀ ਕਰਵਾ ਦਿੱਤੀ ਹੈ। ਇਨ੍ਹਾਂ ’ਚੋਂ ਕਈ ਮਿੱਲਾਂ ਸਰਕਾਰ ਵਲੋਂ ਚਲਾਏ ਗਏ ਸਲਵਾ ਜੁਡਮ ਹਮਲੇ ’ਚ ਤਬਾਹ ਕਰ ਦਿੱਤੀਆਂ ਜਿਹੜੀ ਸਰਕਾਰ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਦੇ ਵਿਕਾਸ ਦੀਆਂ ਐਨੀਆਂ ਟਾਹਰਾਂ ਮਾਰਦੀ ਹੈ।

- ਉਨ੍ਹਾਂ ਨੇ ਸਿਹਤ ਸੰਭਾਲ ਦੀ ਐਸੀ ਵਿਵਸਥਾ ਉਸਾਰੀ ਹੈ ਜੋ ਹਰ ਪਿੰਡ ਦੇ ਹਰ ਕਬਾਇਲੀ ਕਿਸਾਨ ਦੀ ਪਹੁੰਚ ’ਚ ਹੈ। ਹਰੇਕ ਪਿੰਡ ’ਚ ਦਵਾਈਆਂ ਦੀ ਇਕਾਈ ਹੈ ਜਿਸ ਨੂੰ ਬੀਮਾਰੀਆਂ ਦੀ ਪਛਾਣ ਕਰਨ ਅਤੇ ਪੇਂਡੂਆਂ ਨੂੰ ਦਵਾਈਆਂ ਵੰਡਣ ਦੀ ਸਿਖਲਾਈ ਦਿੱਤੀ ਗਈ ਹੈ। ਲੁੱਟ ਅਤੇ ਦਾਬੇ ਵਿਰੁਧ ਲੜਾਈ ਤੋਂ ਅਗਲੀ ਤਰਜ਼ੀਹ ਕਬਾਇਲੀਆਂ ਦੀ ਸਿਹਤ ਨੂੰ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ।

- ਔਰਤਾਂ ਇਨ੍ਹਾਂ ਵਿਕਾਸ ਕੰਮਾਂ ’ਚ ਬਰਾਬਰ ਹਿੱਸਾ ਲੈਂਦੀਆਂ ਹਨ। ਪਿਤਾਪੁਰਖੀ ਸੱਤਾ ਦੇ ਮੁੱਦੇ ਵੱਲ ਵਿਸ਼ੇਸ਼ ਤਵੱਜੋਂ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ ਅਤੇ ਇਹੀ ਕਾਰਨ ਹੈ ਕਿ ਉਹ ਆਪਣੇ ਹੱਕਾਂ ਤੇ ਜ਼ਮੀਨਾਂ ਦੀ ਰਾਖੀ ਲਈ ਬਰਾਬਰ ਅੱਗੇ ਆਉਾਂਦੀਆਂ ਨ।

- ਉਹ ਸਕੂਲ ਚਲਾਉਾਂਦੇ ਨ।

ਜਦੋਂਕਿ ਸਰਕਾਰ ਵਲੋਂ ਬਣਾਏ ਸਕੂਲ ਪੂਰੀ ਤਰ੍ਹਾਂ ਠੱਪ ਪਏ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਦੀ ਅਕਸਰ ਹੀ ਵਰਤੋਂ ਪੁਲਿਸ ਤੇ ਨੀਮ-ਫ਼ੌਜੀ ਤਾਕਤਾਂ ਪਿੰਡਾਂ ’ਤੇ ਛਾਪੇ ਮਾਰਨ ਸਮੇਂ ਕਰਦੀਆਂ ਹਨ। ਇਹ ਕਾਰਣ ਹੈ ਜਿਸ ਕਰਕੇ ਲੋਕ ਇਨ੍ਹਾਂ ਪੱਕੀਆਂ ਇਮਾਰਤਾਂ ਨੂੰ ਢਾਹ ਦਿੰਦੇ ਹਨ ਜੋ ਜਬਰ ਦਾ ਪ੍ਰਤੀਕ ਬਣ ਚੁੱਕੀਆਂ ਹਨ।

- ਉਨ੍ਹਾਂ ਨੇ ਗੌਂਡੀ ਭਾਸ਼ਾ ’ਚ ਕਿਤਾਬਾਂ ਅਤੇ ਰਸਾਲੇ ਪ੍ਰਕਾਸ਼ਤ ਕੀਤੇ ਹਨ। ਸਿੱਟੇ ਵਜੋਂ, ਇਹ ਪਹਿਲੀ ਵਾਰ ਹੈ ਕਿ ਲਿਖਤੀ ਦੁਨੀਆਂ ਅੰਦਰ ਇਸ ਭਾਸ਼ਾ ਨੂੰ ਸਥਾਨ ਹਾਸਲ ਹੋਇਆ ਹੈ। ਲਹਿਰ ਵੱਲੋਂ ਕੱਢੇ ਜਾਂਦੇ ਰਸਾਲਿਆਂ ਅੰਦਰ ਗੌਂਡ ਲੋਕਾਂ ਦੇ ਲਿਖੇ ਗੀਤ, ਲੇਖ ਅਤੇ ਕਥਾਵਾਂ ਛਾਪੀਆਂ ਜਾਂਦੀਆਂ ਹਨ। ਇਹ ਇਸ ਪੁਰਾਤਨ ਭਾਸ਼ਾ ਨੂੰ ਵਿਕਸਤ ਕਰਨ ਦੇ ਮੁੱਢਲੇ ਯਤਨ ਹਨ ਜਿਸ ਦੀ ਉਵੇਂ ਹੀ ਅਣਦੇਖੀ ਕੀਤੀ ਜਾਂਦੀ ਰਹੀ ਜਿਵੇਂ ਇਨ੍ਹਾਂ ਲੋਕਾਂ ਦੀ। ਗੌਂਡੀ ਦੀ ਕੋਈ ਲਿੱਪੀ ਮੌਜੂਦ ਨਾ ਹੋਣ ਕਰਕੇ, ਉਹ ਦੇਵਨਾਗਰੀ ਲਿੱਪੀ ਦੀ ਵਰਤੋਂ ਕਰਦੇ ਹਨ।

- ਕਬਾਇਲੀਆਂ ਦੇ ਹਿੱਤਾਂ ਨੂੰ ਮੱਦੇਨਜ਼ਰ ਰੱਖਦਿਆਂ ਮਾਓਵਾਦੀ ਲਹਿਰ ਨੇ ਤੇਂਦੂ ਪੱਤੇ ਦੀਆਂ ਲਾਹੇਵੰਦ ਕੀਮਤਾਂ ਅਤੇ ਬਾਂਸ ਕਟਾਈ ਦੀਆਂ ਉਜ਼ਰਤਾਂ ਤੈਅ ਕੀਤੀਆਂ ਹੋਈਆਂ ਹਨ।

- ਲਹਿਰ ਦੇ ਇਲਾਕਿਆਂ ਅੰਦਰ ਵਪਾਰ ਦਾ ਕਾਰੋਬਾਰ ਨਿਰਵਿਘਨ ਹੁੰਦਾ ਹੈ। ਹਾਟ ਬਜ਼ਾਰਾਂ ’ਚ ਵਪਾਰੀ ਹੁਣ ਕਬਾਇਲੀਆਂ ਨਾਲ ਧੋਖਾ ਨਹੀਂ ਕਰ ਸਕਦੇ। ਲਹਿਰ ਜੰਗਲੀ ਉਪਜਾਂ ਅਤੇ ਝੋਨੇ ਦੇ ਲਾਹੇਵੰਦ ਭਾਅ ਐਲਾਨਦੀ ਹੈ ਜਿਸ ਨਾਲ ਵਪਾਰੀ ਸਹਿਮਤ ਹੁੰਦੇ ਹਨ। ਗੁਰੀਲਿਆਂ ਦੀ ਮੌਜੂਦਗੀ ਨਾਲ ਵਪਾਰਕ ਲੈਣ-ਦੇਣ ਈਮਾਨਦਾਰੀ ਨਾਲ ਹੁੰਦਾ ਹੈ। ਦੂਜੇ ਪਾਸੇ, ਵਪਾਰੀ ਖੁਸ਼ ਹਨ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਲਹਿਰ ਦੇ ਕੰਟਰੋਲ ਵਾਲੇ ਇਲਾਕਿਆਂ ਅੰਦਰ ਚੋਰੀ ਤੇ ਲੁੱਟਖੋਹ ਦਾ ਕੋਈ ਖ਼ਤਰਾ ਨਹੀਂ ਹੈ ਅਤੇ ਉਹ ਆਜ਼ਾਦ ਹੋ ਕੇ ਵਿਚਰ ਸਕਦੇ ਹਨ।

- ਉਨ੍ਹਾਂ ਦਾ ਆਪਣਾ ਨਿਆਂ ਪ੍ਰਬੰਧ ਹੈ। ਲੋਕਾਂ ਦੇ ਆਪਸੀ ਅਤੇ ਇਵੇਂ ਹੀ ਧੱਕੜਾਂ ਨਾਲ ਝਗੜਿਆਂ ਦਾ ਨਬੇੜਾ ਕਰਨ ਲਈ ਲੋਕ ਕਚਹਿਰੀਆਂ ਲਾਈਆਂ ਜਾਂਦੀਆਂ ਹਨ।

- ਹੁਣ ਇੱਥੇ ਚੋਰੀ, ਰਾਹਜ਼ਨੀ, ਹੇਰਾਫੇਰੀ, ਜਾਇਦਾਦ ਅਤੇ ਨਿੱਜੀ ਲਾਭਾਂ ਦੀ ਖਾਤਰ ਕਤਲ ਨਹੀਂ ਹੁੰਦੇ।

- ਜੰਗਲਾਤ ਅਧਿਕਾਰੀਆਂ, ਠੇਕੇਦਾਰਾਂ ਅਤੇ ਪੁਲਿਸ ਵੱਲੋਂ ਜਿਣਸੀ ਛੇੜਛਾੜ ਅਤੇ ਬਲਾਤਕਾਰ ਬੀਤੇ ਦੀ ਗੱਲ ਬਣ ਚੁੱਕੇ ਹਨ। ਜੰਗਲ ਵਿਚ ਔਰਤਾਂ ਹੁਣ ਦਿਨ-ਰਾਤ ਆਜ਼ਾਦੀ ਨਾਲ ਘੁੰਮਦੀਆਂ ਹਨ।

- ਪਿੰਡ ਪੱਧਰ ਤੋਂ ਲੈ ਕੇ ਜਮਹੂਰੀ ਕਾਰਵਿਹਾਰ ਅਮਲ ’ਚ ਲਿਆਂਦਾ ਗਿਆ ਹੈ। ਵਿਕਾਸ ਕਮੇਟੀਆਂ ਵਰਗੀਆਂ ਵੱਖ-ਵੱਖ ਕਮੇਟੀਆਂ ਦੇ ਉੱਪਰ ਗ੍ਰਾਮ ਰਾਜ ਕਮੇਟੀਆਂ ਕੰਮ ਕਰਦੀਆਂ ਹਨ ਜੋ ਖੇਤੀਬਾੜੀ, ਮੱਛੀ ਪਾਲਣ, ਸਿੱਖਿਆ, ਪੇਂਡੂ ਵਿਕਾਸ, ਦਵਾ-ਦਾਰੂ ਇਕਾਈ ਆਦਿ ਦਾ ਕੰਮਕਾਰ ਦੇਖਦੀਆਂ ਹਨ।

- ਲਗਭਗ ਹਰੇਕ ਪਿੰਡ ਵਿਚ ਲੋਕ ਮਿਲੀਸ਼ੀਆ ਦੀਆਂ ਇਕਾਈਆਂ ਹਨ ਜੋ ਪਿੰਡ ਦੀ ਸੁਰੱਖਿਆ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਨਿਭਾਉਾਂਦੀਆਂ ਨ।

- ਤਕਰੀਬਨ ਹਰੇਕ ਪਿੰਡ ਵਿਚ ਔਰਤਾਂ ਅਤੇ ਬੱਚਿਆਂ ਦੀਆਂ ਆਪੋ ਆਪਣੀਆਂ ਜਥੇਬੰਦੀਆਂ ਹਨ। ਕਬਾਇਲੀ ਕਿਸਾਨਾਂ ਦੀਆਂ ਜਥੇਬੰਦੀਆਂ ਵੱਖਰੀਆਂ ਹਨ ਜਿਨ੍ਹਾਂ ਦੀ ਇਕਾਈ ਹਰੇਕ ਪਿੰਡ ਵਿਚ ਹੈ।

- ਇਨ੍ਹਾਂ ਜੰਗਲਾਂ ਅੰਦਰ ਸੱਭਿਆਚਾਰਕ ਜਥੇਬੰਦੀਆਂ ਦਾ ਵਧਾਰਾ-ਪਸਾਰਾ ਹੋਇਆ ਹੈ ਕਿਉਂਕਿ ਕਬਾਇਲੀਆਂ ਦਾ ਸਭਿਆਚਾਰਕ ਸਰਗਰਮੀਆਂ ਨਾਲ ਬਹੁਤ ਲਗਾਓ ਹੈ। ਇਹ ਜਥੇਬੰਦੀਆਂ ਸਥਾਨਕ, ਕੌਮੀ ਅਤੇ ਕੌਮਾਂਤਰੀ ਹਰ ਤਰ੍ਹਾਂ ਦੇ ਮੁੱਦਿਆਂ ਉੱਪਰ ਗੀਤਾਂ, ਨਾਚ, ਨਾਟਕਾਂ ਅਤੇ ਹੋਰ ਕਲਾ ਰੂਪਾਂ ਰਾਹੀਂ ਪ੍ਰਚਾਰ ਮੁਹਿੰਮਾਂ ਚਲਾਉਾਂਦੀਆਂ ਨ।

- ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਅੰਦਰ ਲਹਿਰ ਭੁੱਖਮਰੀ ਨਾਲ ਮੌਤਾਂ ਨੂੰ ਰੋਕਣ ’ਚ ਸਫ਼ਲ ਹੋਈ ਹੈ।

ਸਲਵਾ ਜੁਡਮˆਸਰਕਾਰੀ ਹਿੰਸਾ ਦਾ ਨਿੱਜੀਕਰਨ

ਸਲਵਾ ਜੁਡਮ ਸਰਕਾਰ ਦੀ ਚਲਾਈ ਦਹਿਸ਼ਤਪਾਊ ਮੁਹਿੰਮ ਸੀ, ਜਿਸ ’ਚ ਕਬਾਇਲੀ ਨੌਜਵਾਨਾਂ ਨੂੰ 1500 ਰੁਪਏ ਮਹੀਨਾ ਉੱਤੇ ਐੱਸ ਪੀ.ਓ. ਭਰਤੀ ਕੀਤਾ ਗਿਆ। ਇਨ੍ਹਾਂ ਐੱਸ.ਪੀ.ਓ. ਨੂੰ ਹਥਿਆਰ ਦੇ ਕੇ ਲਹਿਰ ਦੇ ਪ੍ਰਭਾਵ ਵਾਲੇ ਇਲਾਕਿਆਂ ਦੇ ਪਿੰਡਾਂ ’ਤੇ ਹਮਲੇ ਕਰਵਾਏ ਗਏ। ਇਨ੍ਹਾਂ ਨੇ ਨੀਮ-ਫ਼ੌਜੀ ਤਾਕਤਾਂ ਦੀ ਮਦਦ ਨਾਲ ਪੂਰੇ ਦੇ ਪੂਰੇ ਪਿੰਡ ਸਾੜ ਦਿੱਤੇ, ਕਤਲੋਗਾਰਤ ਮਚਾਈ, ਬਲਾਤਕਾਰ ਕੀਤੇ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਘਰ ਛੱਡਣ ਲਈ ਮਜਬੂਰ ਕੀਤਾ ਗਿਆ। ਵਿਸ਼ੇਸ਼ ਤੌਰ ’ਤੇ ਸਿਖਲਾਈ ਪ੍ਰਾਪਤ ਨਾਗਾ ਬਟਾਲੀਅਨਾਂ ਇਸ ਮੁਹਿੰਮ ਦੀ ਹਿਫਾਜ਼ਤ ਲਈ ਤਾਇਨਾਤ ਸਨ।

ਸਲਵਾ ਜੁਡਮ ਨੇ ਹਾਟ (ਹਫ਼ਤਾਵਾਰ ਸਥਾਨਕ ਮੰਡੀਆਂ) ਬਜ਼ਾਰ ਬੰਦ ਕਰਵਾਕੇ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਦਾ ਵਪਾਰਕ ਕਾਰੋਬਾਰ ਤਬਾਹ ਕੀਤਾ ਅਤੇ ਕਬਾਇਲੀਆਂ ਦੀ ਆਰਥਕਤਾ ਨੂੰ ਨਸ਼ਟ ਕਰਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਝੁਕਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ। ਇਹ ਮੁਹਿੰਮ, 2005 ਤੋਂ ਲੈ ਕੇ 2007 ਤੱਕ ਜਾਰੀ ਰਹੀ। ਇਨ੍ਹਾਂ ਨੇ ਖੜ੍ਹੀਆਂ ਫਸਲਾਂ ਤਬਾਹ ਕਰ ਦਿੱਤੀਆਂ, ਕਬਾਇਲੀਆਂ ਵਲੋਂ ਹਾਟ ਬਜ਼ਾਰਾਂ ’ਚ ਜ਼ਰੂਰੀ ਵਸਤਾਂ ਹਾਸਲ ਕਰਨ ਲਈ ਵਟਾਂਦਰੇ ’ਚ ਵੇਚਣ ਲਈ ਰੱਖੇ ਅਨਾਜ ਅਤੇ ਜੰਗਲੀ ਉਪਜਾਂ ਸਾੜ ਦਿੱਤੀਆਂ ਜਾਂ ਇਨ੍ਹਾਂ ’ਚ ਜ਼ਹਿਰ ਮਿਲਾ ਦਿੱਤੀ ਗਈ। ਇਹ ਸਾਰਾ ਕੁਝ ਵੀ ਕਬਾਇਲੀਆਂ ਨੂੰ ਝੁਕਾ ਨਹੀਂ ਸਕਿਆ। ਗੋਡੇ ਟੇਕਣ ਦੀ ਬਜਾਏ, ਉਹ ਬਾਂਸ ਦੇ ਬੀਜ ਖਾ ਕੇ ਗੁਜ਼ਾਰਾ ਕਰਦੇ ਰਹੇ।

ਸਲਵਾ ਜੁਡਮ ਦੀ ਖ਼ੂਨੀ ਮੁਹਿੰਮ ਨੇ ਸੈਂਕੜੇ ਕਬਾਇਲੀਆਂ ਨੂੰ ਮਾਰ ਦਿੱਤਾ, ਸੈਂਕੜੇ ਪਿੰਡਾਂ ਦਾ ਨਾਮ-ਨਿਸ਼ਾਨ ਮਿਟਾ ਦਿੱਤਾ, ਸੈਂਕੜੇ ਔਰਤਾਂ ਨਾਲ ਬਲਾਤਕਾਰ ਕੀਤੇ। ਅਤੇ 50,000 ਦੇ ਕਰੀਬ ਕਬਾਇਲੀਆਂ ਨੂੰ ਰਾਹਤ ਕੈਂਪ ਨਾਂਅ ਦੇ ਬੰਦ ਵਾੜਿਆਂ ’ਚ ਰਹਿਣ ਲਈ ਮਜਬੂਰ ਕਰ ਦਿੱਤਾ ਗਿਆ, ਪਰ ਓੜਕ ਕਬਾਇਲੀ ਇੱਥੋਂ ਬਚਕੇ ਨਿੱਕਲ ਗਏ। ਇਸ ਮੁਹਿੰਮ ਕਾਰਨ 30,000 ਦੇ ਕਰੀਬ ਕਬਾਇਲੀ ਪਿੰਡ ਛੱਡਕੇ ਦੂਜੇ ਸੂਬਿਆਂ ਨੂੰ ਭੱਜ ਗਏ। ਲੱਖਾਂ ਲੋਕ ਘਰ-ਬਾਰ ਛੱਡਕੇ ਜੰਗਲਾਂ ਦੇ ਅੰਦਰ ਭਟਕਣ ਲਈ ਮਜਬੂਰ ਕਰ ਦਿੱਤੇ ਗਏ। ਅਸਲ ਵਿਚ ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਸਮੁੱਚੀ ਆਰਥਕਤਾ ਅਤੇ ਗੁਜ਼ਾਰੇ ਦੇ ਸਾਧਨਾਂ ਨੂੰ ਤਬਾਹ ਕਰਨ ਦੀ ਪੂਰੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਇੱਥੋਂ ਤੱਕ ਕਿ ਜੰਗਲਾਂ ਵਿਚਲੇ ਪਾਣੀ ਦੇ ਖੁੱਲ੍ਹੇ ਸਾਧਨਾਂ ’ਚ ਜ਼ਹਿਰ ਮਿਲਾਉਣ ਦੀਆਂ ਧਮਕੀਆਂ ਵੀ ਦਿੱਤੀਆਂ ਗਈਆਂ।

ਪਰ ਟਾਕਰਾ ਜਾਰੀ ਰਿਹਾ। ਇਸ ਨੂੰ ਖਤਮ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਿਆ।

ਅਤੇ ਹੁਣ

ਲੋਕਾਂ ਦੀਆਂ ਗੋਡਣੀਆਂ ਲਵਾ ਦੇਣ ’ਚ ਅਸਫ਼ਲ ਰਹੀ ਸਰਕਾਰ ਨੇ ਹੁਣ ਓਪਰੇਸ਼ਨ ਗਰੀਨ ਹੰਟ ਵਿੱਢ ਦਿੱਤਾ ਹੈ, ਇਹ ਫ਼ੌਜੀ ਧਾਵਾ ਹੈ ਜਿਸ ’ਚ ਇਕ ਲੱਖ ਦੇ ਕਰੀਬ ਨਫਰੀ ਲਾਈ ਗਈ ਹੈ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਵਲੋਂ ਦਿਵਾਈਆਂ ਜਾ ਰਹੀਆਂ ਯਕੀਨ ਦਹਾਨੀਆਂ ਦੇ ਉਲਟ ਵੱਖ-ਵੱਖ ਬਹਾਨੇ ਬਣਾਕੇ, ਹਵਾਈ ਫ਼ੌਜ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਉੱਤੇ ਝਪਟਣ ਲਈ ਪਰ ਤੋਲ ਰਹੀ ਹੈ।

ਸਾਨੂੰ  ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਮਾਓਵਾਦੀ ਦੇਸ਼ ਦੀ ਅੰਦਰੂਨੀ ਸੁਰੱਖਿਆ ਲਈ ਸਭ ਤੋਂ ਵੱਡਾ ਖ਼ਤਰਾ ਹਨ। ਇਹ ਮਾਓਵਾਦੀ ਕੌਣ ਹਨ? ਇਹ ਖੁਦ ਲੋਕ ਹਨ ਜਿਨ੍ਹਾਂ ਨੇ ਵੱਖ-ਵੱਖ ਸਰਕਾਰਾਂ ਵਿਰਧ ਜੱਦੋਜਹਿਦ ਕਰਨ ਲਈ ਟਾਕਰੇ ਦਾ ਰਾਹ ਅਪਣਾਇਆ ਹੋਇਆ ਹੈ, ਭਾਰਤ ਦੀ ਇਕ ਤੋਂ ਬਾਅਦ ਦੂਜੀ ਹਰੇਕ ਸਰਕਾਰ ਨੇ ਕਦੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸਨਮਾਨਜਨਕ ਜਾਂ ਚੈਨ ਦੀ ਜ਼ਿੰਦਗੀ ਨਹੀਂ ਜਿਊਣ ਦਿੱਤੀ। ਰਾਜ ਆਪਣੇ ਹੀ ਲੋਕਾਂ ਦੇ ਜੱਦੀ ਇਲਾਕਿਆਂ ਦੀਆਂ ਜ਼ਮੀਨਾਂ ਖਾਲੀ ਕਰਨ ਦੀਆਂ ਧਮਕੀਆਂ ਦੇ ਕੇ ਉਨ੍ਹਾਂ ਉੱਪਰ ਹਮਲਾ ਕਰ ਰਿਹਾ ਹੈ ਜਿਨ੍ਹਾਂ ਜ਼ਮੀਨਾਂ ਉੱਪਰ ਉਹ ਸਦੀਆਂ ਤੋਂ ਵਸੇ ਹੋਏ ਹਨ। ਆਪਾਂ ਸਾਰੇ ਜੁੜਵੇਂ ਨੁਕਸਾਨ ਲਫਜ਼ ਅਰਥਾਤ ਜੰਗ ਅੰਦਰ ਆਮ ਵਸੋਂ ਦੇ ਮਾਰੇ ਜਾਣ ਤੋਂ ਭਲੀਭਾਂਤ ਜਾਣੂ ਹਾਂ। ਸਲਵਾ ਜੁਡਮ ਦੌਰਾਨ ਲੋਕਾਂ ਨੂੰ ਅਣ ਐਲਾਨੀ ਜੰਗ ’ਚ ਕਤਲ ਕੀਤਾ ਗਿਆ ਸੀ, ਹੁਣ ਹਾਕਮ ਹੋਰ ਵਿਆਪਕ ਪੱਧਰ ’ਤੇ ਕਤਲੇਆਮ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਉਹ ਲੋਕਾਂ ਨੂੰ ਕਤਲ ਕਰਕੇ ਲੋਕ ਟਾਕਰੇ ਦਾ ਲੱਕ ਤੋੜਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਅਜਿਹਾ ਕਰਕੇ ਉਹ ਕਬਾਇਲੀਆਂ ਦੀਆਂ ਵਸੀਲਿਆਂ ਨਾਲ ਭਰਪੂਰ ਜ਼ਮੀਨਾਂ ਲਾਲਚੀ ਬਦੇਸ਼ੀ ਸਰਮਾਏਦਾਰ ਮਾਲਕਾਂ ਨੂੰ ਭੇਟ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਇਹ ਉਸ ਮੁਤਬਾਦਲ ਵਿਕਾਸ ਨੂੰ ਤਬਾਹ ਕਰ ਦੇਣਾ ਚਾਹੁੰਦੇ ਹਨ ਜੋ ਲੋਕਾਂ ਨੇ ਬੇਥਾਹ ਘਾਲਣਾ ਅਤੇ ਲਗਾਤਾਰ ਜੱਦੋਜਹਿਦ ਰਾਹੀਂ ਸਿਰਜਿਆ ਹੈ।

ਆਓ ਸੋਚ ਵਿਚਾਰ ਕਰੀਏ। ਆਓ ਜਾਗਰੂਕ ਹੋਈਏ। ਆਓ ਹੋਕਾ ਦੇਈਏ। ਆਓ ਹਰ ਥਾਂ ਲੋਕਾਂ ਨੂੰ ਜਾਗਰੂਕ ਕਰੀਏ। ਆਓ ਬੇਇਨਸਾਫੀ ਖਿਲਾਫ਼ ਆਵਾਜ਼ ਬੁਲੰਦ ਕਰੀਏ। ਆਓ ਸਰਕਾਰ ਨੂੰ ਉਸ ਜੰਗ ਨੂੰ  ਬੰਦ ਕਰਨ ਲਈ ਕਹੀਏ ਜਿਸ ਨੇ ਲੋਕਾਂ ਦੇ ਦੁੱਖ ਸੁਣਨ, ਉਨ੍ਹਾਂ ਦੀਆਂ ਰੀਝਾਂ ਦੀ ਕਦਰ ਕਰਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਮੰਗਾਂ ’ਤੇ ਗ਼ੌਰ ਕਰਨ ਦੀ ਬਜਾਏ ਆਪਣੇ ਹੀ ਲੋਕਾਂ ਵਿਰੁਧ ਇਹ ਜੰਗ ਵਿੱਢੀ ਦਿੱਤੀ ਹੈ।

ਸਰਕਾਰ ਵਲੋਂ ਆਪਣੇ ਹੀ ਲੋਕਾਂ ਵਿਰੁਧ ਐਲਾਨੀ ਇਹ ਜੰਗ ਨਹੱਕੀ ਹੈ ਅਤੇ ਲਾਜ਼ਮੀ ਬੰਦ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ।

What the State Wants to Destroy is the Alternate Development Model

An Appeal to Thinkers, Intellectuals, Artistes, and Writers

Dear Friends,

The Indian state has amassed troops in central India on an unprecedented scale, to swoop down on the people. It is the latest of the wars launched by the Indian State against the people living in this country. The government says that it has to move against these areas as Maoists hold sway over it and it is not under the control of central or state authority.

In fact the natives of these jungles have been living there for thousands of years and have protected these forests as they ensure life to them and is their only source of livelihood for survival. These tribals are the most poor and wretched in our land. Popularly called adivasis, they are the oldest inhabitants of our country, still living in an ancient age. For thousands of years they have lived an archaic life. In all these years, no one has been able to subjugate them. The British Empire tried to do this in 1910 but their marauding armies were repulsed and forced to beat a retreat. The resistance of the tribal people against the British forces was led by the great warrior Gundadhur. This is popularly known as the Bhoomkal Baghawat. Earlier, they had fought the British under the leadership of Birsa Munda in the famous Munda Rebellion in the nineteenth century.

Since then, no regime has dared to attack and attempt to subjugate them, whether they were the British or the post-British rulers sitting at Delhi. They have remained a free people all along, with their own culture, customs and a unique way of life. The central and state governments have been exploiting their forests and mineral and metal resources at an unbridled pace but have never done anything to provide them with basic requirements like drinking water, education, medical facilities etc. The loot of their resources has been enormous, to the tune of billions of rupees every year, with all the money going to the industrialists, bureaucrats, politicians, contractors and the police. All this was going on smoothly, till the the tribals awakened to their rampant exploitation and inhuman oppression and took to the path of resistance. This resistance has been characteristic of their traditions and in accordance with their nature as an independent people. Their struggle is to put an end to this onslaught which has made their life, hell like. That is why they identified with the ideology of revolutionary Marxism which promises a world free of loot, exploitation and oppression. That is why they found common cause with the revolutionary Maoist rebels, who want to put a stop to every kind of exploitation and tyranny and build an egalitarian, humane society, free of any kind of discrimination.

Of course, as is well known by now, they are living on lands which are blessed with the richest minerals, metals and other natural resources like iron, coal, bauxite, manganese, corandum, gold, diamonds, uranium etc. The Indian state has never considered that tribals have a right to their land and jungles, and have constantly tried to usurp them in various ways. The State wants to further intensify this exploitation now, and has invited the foreign imperialist companies and Indian big industrial houses and their collaborations, to set up new projects on these lands. The Indian government has signed Memorandums of Understanding to the tune of lakhs of crores of rupees with the foreign and Indian industrial houses for this purpose. The contents of these MOU’s are secret and confidential and people have no access to them! The current offensive of the Indian state is to wrest back these areas from the control of these people and hand it over to these Companies. All this is being done in the name of development. But this development in fact is in no way the development of the material conditions of the life of the tribals and the people living around these areas. This is amply demonstrated in the earlier projects like Bailladilla, Balco, Bokaro, Bhilai, Jaduguda and numerous others.

Quite recently we have seen the people of Nandigram, Singur, Kashipur, Kalinga Nagar, Lalgarh, Pullavaram, Tehri and Narmada Project areas resisting the setting up of car factories, dams, huge mining pit centers, SEZ’s and other projects which have nothing to do with the development and well-being of the masses of ordinary toiling and poor in these areas or in the country elsewhere. It is meant to enrich the already handful of rich, who live a parasitic life, or to fill the coffers of foreign imperialist capitalists whose only religion is to loot, plunder and exploit. The people here have struggled and fought against the state for their rights over their lands and against the capitalist sharks on whose bidding the government acts.

The government has deployed lakhs of armed forces to destroy the resistance of the people, especially at places where it is strong and formidable and hampers the capitalists from acquiring resource rich lands. When government says it wants to take back the areas controlled by Maoists, in fact, it wants to smash the resistance of the people and snatch their lands to offer these to the mining giants, industrialists and super rich businessmen. Maoism is nothing but the rebellion of the people against injustice, notwithstanding whether the government calls them terrorists or whatever. Millions of people in these regions identify themselves with the cause of the Maoists and when millions become a movement for a just cause, they can’t be called terrorists.

The state admits that there are 223 districts out of a total of 600 where Maoists are active. This means that there are 223 districts where the people espouse this ideology and want an end to exploitation. That lakhs are support this resistance or are up in arms. That it has become a people’s movement. And what of the people in the remaining districts? Are there not workers, peasants, students, employees, petty shopkeepers and toiling masses who have no stake in this system, want a change for the better, and have the same dreams? If the 223 are up against injustice and the rest have the same aspirations then the state loses the right to use the invective of terrorism.

What the Indian state wants to destroy is not just the Maoists, but the aspirations of millions upon millions in this country, the dreams of every oppressed Indian.

It is using the media and all the propaganda machinery available, to denigrate and destroy this. To destroy the resistance of the down-trodden, their movement for change, which is the only thing that can bring them real happiness, in this wretched land of ours called Hindustan. This land, of the hungry. Of the exploited. Of the peasant who commits suicide. Of the youth facing a bleak future. Of the worker who is being laid off and kicked out of the factories. Of the employees of the organized sector who are losing all the rights gained over the years when their jobs are being contractualised. Of the government employees who have been booted out with a few crumbs in the name of VRS or Golden Handshake. Of the petty shop keepers and traders, whose enterprises are being gobbled up by the malls and the SEZs. This is the land crying for justice.

If Maoists are branded by the Prime Minister as the biggest internal threat to the country, then the rulers must think about what they have given to the people in the last 62 years of independence. Why have things come to such a pass? They have been ruling and organizing society and have utterly failed in the six long decades that they have been at the helm. The present state of affairs is their doing. Not that of the Maoists. Their development strategies have backfired and that can’t be blamed on the resisting people and the Maoists. The Maoists have come into the picture only recently, but what has the state been doing about the promises it made to the people at the time of independence? Where has the promise of a Tryst with Destiny vanished? The promise sworn by Jawaharlal Nehru from the ramparts of Lal Quila on the midnight of 14-15 August 1947? People are not to be blamed for that promise not being kept, nor are the Maoists.

So now, Operation Green Hunt is not being executed just because the government wants to wipe out the Maoists in an all out war, in the name of fighting terrorism. It is their attempt to annihilate the yearning of the people, their struggles, their resistance, their resolve for a better life, whether they are led by the Maoists or not. And when the tribal heartland refuses to cow down before such an attack, it deserves admiration. The state intends to bring in the might of the Air Force against its own people. This is the result of the 60 years of misrule and the anti-people policies, they have been imposing. The people have never given them a mandate to carry out these policies. Over these years they have only opposed these policies through petitions, protests, strikes, sit-ins, struggles, resistance and also through hunger strikes and work to rule agitations. And god knows how many times the so-called people’s democratic state has fired on the protesters. How many times they have killed people. How many millions they have cane-charged and how many millions they have put into jails, not to speak of the thousands of custodial deaths and mass scale encounter killings. They never stopped the repression. All these decades, rather than listen to the grievances of the people, this state, which swears by the non-violence of MK Gandhi, has been resorting to never-ending violence. Like a mafia. Yet, the resistance continued and revolts grew.

And now it has created the borders within, against its own countrymen.

The current attack on the poor in central India is nothing but an enhanced and more deadly version of the same state violence that has continued since 1947. It is meant to break the fight back of the people there, the fight of the poorest of the poor, of the tribal peasants, and workers working in the mines. It is meant to tell others everywhere in the country, not to stand up for their rights, not to oppose the policies of the state though they go against the interests of the people and the country.

The centre of resistance is being encircled not just to break it, but also to destroy the new things which the people have created during the course of their struggles and which they have toiled hard to build. The government has started a vilification campaign against those who refuse to budge, who refuse to kowtow and who refuse to be further misled by the never ending empty promises of development and progress. They know that this development is not for them. For a government which has discarded the ideal of a welfare state can’t genuinely embark on a thing which it has abandoned at the behest of imperialist capital, the World Bank and the WTO.

The people under attack have built their own local government, the Jantana Sarkar, at various levels, taking their future into their own hands, for a real tryst with destiny.

Let us have a look in brief, at what the people have built through their Development Committees in the villages in Dandakarnya, and what the State wants to destroy. It will give us a glimpse of what the Maoists hold as a vision for the progress and development of our country – development which is indigenously and self reliantly built, one which is people oriented and is constructed in the course of the people’s democratic  participation, and one which cares for this land and its resources. Such development which will free us from the stranglehold of imperialist capital and its dictates. A course of action which can only be executed by the truly patriotic.

*          The biggest reform undertaken is that of land. They have distributed lakhs of acres of land among every peasant household. And no one is allowed to keep more land than one can till. Thus doing away with unnecessary hiring of labour in agriculture. Even the Patels who used to oppress people and fleece them through unpaid labour have been allowed to retain land they can manage with their family’s labour. No non-tribals are allowed to own land there.

*          Women are also given property rights over land.

*          They have developed agriculture from the primitive form of shifting every one or two years, to systematic settled farming. They were taught to sow, weed and harvest the crops. They cultivate both their own private lands as well as co-operative fields for community use. The development of agriculture is being done without using chemical fertilizers and pesticides.

*          They have introduced a wide range of vegetables like carrot, radish, brinjal, bitter gourd, okra, tomato etc., which the tribals of remote areas had never seen or tasted.

*          They have planted orchards of bananas, citrus fruits, mangoes, guavas etc.

*          They have built dams, ponds, and water channels for breeding fish and for the purpose of irrigation. All this has been done through collective labour and the produce is distributed free to every household.

*          They have dug wells for safe drinking water.

The industrial projects have destroyed underground water resources, and streams have been polluted to such an extent, that the fish and water life have died as also the vegetation around it. Many fruit trees have stopped flowering around these water resources.

*          They have set up rice mills in a number of villages. These mills have freed women from the daily pounding of paddy for extracting grain. Many of these mills have been destroyed by Salwa Judum which was launched by the government, which talks so much about development in these areas.

*          They have built a health care system which reaches every tribal peasant in every village. Each village has a Medicine Unit which has been trained to identify diseases and distribute medicines to the villagers. The health of the tribals rates only second in priority to the fight against exploitation and oppression.

*          The women participate equally in these developmental activities. Special attention is paid to the issue of patriarchy and that is why they come forward equally to defend their rights and lands.

*          They run schools.

The schools built by the government are completely non-functional and are usually used by the police and paramilitary forces when they raid villages. That is one reason the people pull down these pucca structures which have become symbols of repression.

*          They have published books and magazines in the Gondi language. As a result, it is for the first time that this language has found a place in the written world. Songs, articles and anecdotes written by the Gond people are published in the magazines brought out by the movement. These are the initial steps to develop this ancient language which has been neglected, just as the people have been. Though there is no existing script in Gondi, they use devnagri script.

*          The remunerative prices for Tendu leaf collection and wages for the cutting of bamboo and timber is fixed by the Maoist movement taking into consideration the interests of the tribals.

*          Trade in the movement area goes on without hindrance. The traders are not allowed to cheat the tribals in haat bazaars. The movement announces remunerative prices for the jungle produce and paddy which the traders agree to. The presence of guerrillas ensures fair trade practices. On the other hand, the traders feel happy that there is no danger of theft or robberies in the movement controlled areas and they can move about there, freely.

*          They have their own justice system. People’s Courts are held to settle various disputes among the people, as well as with the oppressors.

*          Theft, robbery, cheatings, murders for property and personal gains have vanished.

*          Sexual harassment and rape by the forest department, the contractors and the police has become a thing of the past. Now the women walk freely in the jungle whether it is day or night.

*          Democratic functioning has been introduced at the village level onwards. The Gram Rajya Committees (now called Revolutionary Peoples Committees) function at the head of various committees like Development Committees which look after agriculture, fish farming, education, village development, Medicine Units etc.

*          The women and children have their own organizations in almost every village. The tribal peasants have their separate organization, with units in every village.

*          Almost every village has units of People’s Militia which take up the responsibility of defense of the village.

*          Cultural organizations thrive in these jungles as the tribals have great affinity for cultural activities. These organizations propagate through songs, dances, plays and other art forms, on all the issues whether local, national or international.

*          The movement has been able to prevent starvation deaths in its areas.

Salwa Judum – the Privatization of State Violence

Salwa Judum was a terror campaign launched by the government, where the police recruited tribal youth at Rs.1500 per month as Special Police Officers (SPOs). The SPOs were given arms and let loose on the villagers in the movement areas. They burned, killed, raped and forced people to flee their homes, with the help of paramilitary forces and specially trained Naga Battalions standing guard.

Salwa Judum restricted and destroyed trade in these areas by closing down the haat bazaars and trying to demolish their economy to force the tribals into submission. From 2005-07, this went on for two years They destroyed standing and harvested crops, burned or poisoned the grain and other jungle produce kept by the tribals for exchange in the haat bazaars to procure other essentials of life. Even all this could not force the tribals to submit. Rather than surrender, they lived on bamboo seeds.

The bloody campaign of Salwa Judum killed hundreds of tribals, burned hundreds of villages, raped hundreds of women, forcing about 50,000 tribals to live in enclosures called relief camps, set up by the police, which the tribals ultimately fled. This campaign forced about 30,000 people to flee their villages for other provinces. Lakhs of people were forced to leave their homes and to roam in the interiors of the jungles. In fact the government tried to destroy their whole economy and sources of livelihood even threatening to poison open water sources in the forests.

But the resistance continued. It could not be broken.

And Now

Bitter with its failure to make the people yield to them, the government has now embarked upon Operation Green Hunt, a military campaign with nearly one lakh personnel. Under various pretexts, the Indian Air Force is weighing its wings to swoop down on the forests, in spite of promises to the contrary by the Prime Minister.

We have been told that Maoists are the biggest internal threat to the country. Who are these Maoists? They are just the people themselves who have taken to the path of resistance, to struggle against the various Indian governments, who one after the other, do not allow them a life of dignity or one of peace. The state is attacking its own people threatening to wipe them out, if they don’t vacate the lands they have lived on for centuries. And we know about the term collateral damage – the killing of the civilian population in a war. Salwa Judum killed the people without a declared war, now they intend to kill on a much huger scale. They want to break the back of resistance by killing people. They want to hand over the resource rich lands of the tribals to the greedy foreign capitalist lords. They want to destroy the alternate development what the people have created with their enormous toil and persistent struggles.

Let us think. Let us awake. Let us spread the word. Let us awaken the people everywhere else. Let us raise our voice against injustice. Let us tell the government that it must stop this war against its own people and instead listen to them, respect their aspirations and attend to their demands.

This is an unjust war which the government has declared on its own people. It must stop.

For the past twelve days I have been in the Punjab, which I was invited to visit by Devinder Chander, a friend of mine whom I met through visiting Ambedkarite Buddhists in Handsworth, North Birmingham, UK.

Government passes these kind of acts and nobody follows because nobody knows about it .

If government is serious about getting the marriages registered then it would have advertised this heavily but there is nothing about it in the media from the governments side . I think it is time government takes some responsibility for meking public aware about their responsibilities and rights instead of spending heavily on other useless advertisements .

ارمغان فياض

آرسي وڏي ڪم جي شئي آهي. ننڍڙن ٻارن کي به خبر آهي ته آرسي ڇا آهي. هونئن ته هر گهر ۾ گهڻيون ئي آرسيون ٿي سگهن ٿيون. پر جيڪو ڪم واش روم يا غسل خاني جي آرسي ڏئي ٿي اهو ڪم ٻي ڪنهن آرسيءَ کان وٺي نٿو سگهجي. ڇو جو واش روم جي آرسيءَ ۾ ڏسڻ مهل اڪيلو هئڻ سبب دماغ گهڻو ڪري ڍرو يا ريليڪس هوندو آهي. ان مهل ڪو به انسان پنهنجي منهن مهانڊي کي ڏاڍي سڪون ۽ اطمينان سان ڏسي پنهنجي اندر ۾ جهاتي پائي سگهي ٿو ۽ سوچي سگهي ٿو ته مان پاڻ ڇا آهيان؟ منهنجي ڪهڙي سوچ آهي ۽  ائين اندر جو عڪس پنهنجو پاڻ ئي  منهن تي تري اچي ٿو. جيڪڏهن اسان ڪنهن کي ڏکويو آهي ته اهو به اسان جي چهري تي نظر ايندو ۽ جيڪڏهن ڪو چڱو ڪم ۽ ڪا نيڪي ڪئي آهي ته ان جي روشني، چمڪ ۽ نور به منهن تي صاف نظر ايندو. مطلب ته واش روم ۾ماڻهو پنهنجي عدالت لڳائي دل کان پڇي سگهي ٿو ته مان ڇا آهيان.

بيڊ روم ۾ موجود آرسي ۾ هر عورت پنهنجو حُسن ڳولڻ  جي ڪوشش ڪندي آهي. تنهنڪري بيڊ روم مان نڪرڻ کان پهرين اڪثر عورتون  ڊريسنگ ٽيبل ۾ لڳل آئيني تي هڪڙي نظر وجهي پوءِ ٻاهر اينديون آهن. پر هن وقت مان جنهن آرسيءَ جي ڳالهه ڪري رهي آهيان، اها آرسي، اها آهي جيڪا اسين رڳو ٻين کي ڏيکارڻ لاءِ تيار پيا ڦرندا آهيون. اها آرسي توڙي جو نظر ڪو نه ٿي اچي، پر هر وقت اسان جي کيسي ۾ هوندي آهي، جنهن کي اسين ٻين کي ڏيکارڻ لاءَ استعمال ڪندا آهيون. جيئن ئي اسان کي ڪنهن جي ڳالهه نه وڻي يا ڪير اسان جي سوچ يا راءِ سان اختلاف ڪري ٿو ته پوءِ اسان خار کائي يڪدم اها آرسي ٻئي کي ڏيکاري پاڻ کي خوش ڪندا آهيون ۽ سمجهندا آهيون ته فلاڻي کي صفا پڌرو ڪري ڇڏيم پر اسان جي اها خوشي رڳو ان وقت تائين هلي ٿي، جيستائين اسان کي ٻيو ڪير پڌرو نٿو ڪري. مطلب ته جنهن جو جيترو وارو ۽ داءُ لڳي ٿو اهو اوترو ٻين کي آرسي ڏيکارڻ جي ڪوشش ڪري ٿو.

پر ان جي ابتڙ ڪئناڊا ۾ پهريون سبق ئي اهو ملي ٿو ته پاڻ کي سدائين ٻين جي جڳهه تي رکي ڏسو. معنيٰ ته ڪنهن جي “عزت افزائي” ڪرڻ کان پهرين اهو ضرور سوچيو ته جيڪڏهن مان ان جي جڳهه تي هجان ها ته ڪيئن محسوس ڪريان ها. پنهنجو پاڻ کي ٻين جي جڳهه تي رکي ڏسڻ جا ٻه فائدا ٿي سگهن ٿا. هڪ ته جيڪڏهن ڪو  اڻبڻت پسند ۽ اذيت پهچائيندڙ انسان آهي ته اهو پنهنجو پاڻ کي ٻين جي جڳهه تي رکي سوچڻ کان پوءِ ضرور هڪ بهتر انسان ٿيڻ جي ڪوشش ڪندو. پر جيڪڏهن ڪو اڳم ئي سٺو انسان آهي ۽ کيس ڪنهن ڳالهه جو اندازو ناهي ته پوءِ اهو پنهنجو پاڻ کي ٻين جي جاءِ تي رکي سوچڻ کان پوءِ  ٻئي جو صحيح اندازو لڳائي سگهي ٿو ۽ اڃا وڌيڪ بهتر انسان بڻجي سگهي ٿو. مثال طور ڪنهن بيمار ، مجبور ، تڪليف ۾ ورتل ۽ معذور جي جڳهه تي پاڻ کي رکي سوچڻ سان اهو فائدو ٿئي ٿو ته جيڪڏهن مان ان جاءِ تي هجان ها ته ڪيئن جيئان ها جو احساس ايندي ئي ماڻهو جو رويو نرم ٿي وڃي ٿو ۽ ٻئي جي مدد لاءِ اڳيان اچڻ جي ڪوشش ڪري ٿو. ائين جيڪڏهن هٿ هٿن سان ملندا وڃن ۽ ڏيئا ڏيئن مان ٻرندا وڃن ته سوچيو ته اسين ڇا مان ڇا نٿا ڪري سگهون. الله سائين ته هن دنيا جو هر علائقو ئي ڪئناڊا جهڙو خوبصورت ٺاهيو آهي. ڌڻيءَ جي مهر سان اسان جي ڌرتيءَ تي ته سج به صبح ساجهر کان ئي چمڪڻ شروع ڪري ٿو ۽ پنهنجا سون جهڙا قيمتي ڪِرڻا سنڌ جي سڳنڌ جهڙي سرزمين تي تونگر وانگر ٻارهو ئي نڇاور ڪندو رهي ٿو. اهي ته اسين پاڻ آهيون جيڪي گلابن جو قتل عام ڪريون ٿا ۽ هن ڌرتيءَ کي جهنم بڻايون ٿا. وقت اسان جو ويري ناهي، جيڪڏهن  اسين پنهنجا پاڻ ويري نه ٿيون. سياست کي عبادت سمجهون، تدبر سان پاليسيون ٺاهيون ۽ رڳو پنهنجي مفاد  لاءِ نه، پر سڀني جي بهتري لاءِ سوچيون، غفلت ڇڏيون ۽ متوازن ٿيون، فرض شناس ٿيون ۽ پنهنجي ڌرتيءَ جا محافظ ٿيون ته پوءِ  اسين به پنهنجي ڌرتيءَ کي ڪئناڊا جهڙو خوشبوءِ ۽ سرهاڻ پکڙيندڙ ملڪ ٺاهي سگهون ٿا. ڪنهن کي يقين هجي نه هجي، پر مونکي مهراڻ جي ماروئڙن تي پورو يقين آهي ته ايندڙ  وقت اسان جو آهي. رڳو اسين  گوٿناٿ ۽ ٽارو ڇڏيون ۽ پاڇولن پويان ڊوڙڻ بدران پنهنجي اندر ۾ ٺاهيل ديوارن کي ڊاهي اڳتي وڌڻ جو سوچيون ته پوءِ سنڌ جي سونهن پنهنجو پاڻ ئي اسان کي موهيندي وينديِ  ۽  اسان کي خبر پوندي ته هيءَ سرزمين ڪئناڊا کان وڌيڪ زرخيز آهي. “انڌيون پيون رليون سبنديون ۽ رئيس پيا سمهندا” جي بدرآن اسين پنهنجو پاڻ کي انڌين جي جاءِ تي رکڻ سکي وٺون  ۽ ٻين کي آرسي ڏيکارڻ بدرآن پنهنجي اندر ۾ جهاتي پائڻ سکي وٺون ته پوءِ اسان کي محسوس ٿيندو ته هي اسان جو ديس ئي اصل ۾ اسان جو مُشڪل ڪُشا آهي ۽ پوءِ اسان کي ويزائن لاءِ در در جا ڌڪا کائي ٻاهرين ملڪن ڏانهن وڃڻ جي ضرورت ئي نه پوندي. ان لاءِ رڳو هڪ دفعو پنهنجي اندر جي عدالت لڳائي فيصلو وٺڻ جي ضرورت آهي.
